At the 2012 Farnborough International Airshow, MBDA unveiled a concept weapon system for 2030 – the CVS301 VIGILUS. VIGILUS is a suite of future strike weapons for UAVs that provides a close air support capability to battlefield UAVs.

Allowing the UAV to remain at a safe stand-off distance, VIGILUS offers a flexible targeting and strike capability against multiple time critical targets that can be directly controlled by ground troops.

 

VIGILUS delivers persistent, proportional, precise and rapid effects that are beyond today’s capability and deployed technology, exploiting new technologies and novel designs.

 

The VIGILUS weapon system comprises an integrated launcher and communications unit, a scout missile, a family of effectors and an integrated weapon command system that together deliver greater situational awareness as well as proportional and rapid engagement of time critical targets.

 

VIGILUS gives the operator permanent real time visual contact with the target, an operational advantage provided by the scout missile, known as Caelus. Caelus can operate at low altitudes below the cloud base, providing accurate and precise targeting data when adverse weather conditions would limit target engagement directly by UAVs.

 

The VIGILUS weapon system has a flexible and adaptable command system. It can be co-ordinated directly by ground troops, giving them the ability to engage multiple, beyond line of sight targets in both urban and open areas. It can also be controlled by a weapon system operator located in the UAV ground control station.

CVS301 VIGILUS is the latest output from MBDA’s high profile Concept Visions project that has established the company’s leadership for envisaging how innovation in missile systems could dominate the future battlefield. Now in its third year, Concept Visions is a company-wide initiative aimed at identifying the key technologies and their integration into a weapon system to shape the future defence market in key domains beyond 2030.

 

MBDA’s European workforce was challenged to provide concepts and technologies for weapon systems that could be integrated into future Unmanned Air Systems. Following assessment by an international panel, the winning concepts and technologies became the subject of intense workshops, utilising not only the technical expertise within MBDA, but also reaching out to UAV platform providers as well as current UAV users.

 

Through a rapid and iterative process, the international Concept Visions team has created the CVS301 VIGILUS weapon system.

BERLIN — The European Aeronautic Defence and Space Company (EADS) is considering launching its own bank to better manage its accounts, the new chief of subsidiary Airbus said in an interview.

 

“Our parent company EADS is currently studying the possible advantages of founding our own bank,” Fabrice Bregier told the July 15 edition of German newspaper Die Welt.

 

“EADS, with some 10 billion euros ($12 billion), has strong accounts and does everything to keep its liquid assets protected. Holding a banking license would perhaps give us more options.”

 

A banking license would enable the multinational aerospace and defense group to deposit cash directly into the European Central Bank, without using traditional banks that are exposed to the eurozone debt crisis.

 

Bregier, who became Airbus chief executive after predecessor Tom Enders took over as head of the EADS group in May, also said Airbus does not have an emergency plan in case of a eurozone implosion because it would be impossible to predict the effects.

 

“We’ve obviously spoken with banks and a series of advisors. But even they don’t know what would happen, in concrete terms,” he said.

 

“The only thing everyone agrees on is to say that it would be painful all around.”

Le président du comité militaire de l’UE, qui est aussi le conseiller militaire de la Haute représentante de l’UE, a fait en quelque sorte une intervention-bilan devant les députés de la sous-commission défense du Parlement européen, mercredi (11 juillet). Le général Håkan Syrén partira, en effet, en novembre. (Les eurodéputés songent d’ailleurs à organiser une ultime session avec lui en octobre). Pour ce partisan de l’Europe de la défense, il n’y a aujourd’hui pas d’autres moyens que de « renforcer la coopération en matière militaire » en Europe. C’est son intime conviction. Il faut selon lui faire fusionner les budgets, mais aussi les cultures, Etc. Un processus très lent. « Il faut faire preuve de patience, il faut que les consensus se dégagent ». La crise économique est un problème majeur. Mais il y aussi ce qu’il faut bien appeler un manque de volonté politique des Etats membres de coopérer, de rompre de vieilles habitudes. Un égoïsme habituel. Le général ne l’a pas prononcé mais il y a aussi certains corporatismes qui jouent à contre-courant…

 

La crise économique a un impact sur la politique extérieure de l’UE


Le service européen d’action extérieure (SEAE) « va jouer un rôle pro-actif ». Mais a-t-il avoué, « les défis sont supérieurs à ce que l’on pouvait s’attendre. Il y a eu la crise économique qui s’est étendue très largement. La PESC n’est plus la première priorité ». « Les actions ne suivent pas les engagements, car c’est plus facile à dire qu’à faire. Et les Etats ont aussi des capacités limitées. » « Certains engagements en ont rendu d’autres impossibles » a-t-il avoué, faisant référence à l’Afghanistan. Il reste à savoir ce qu’adviendra, par exemple, des proportions de l’OTAN après le retrait d’Afghanistan. Attention, cependant « la sécurité n’est pas quelque chose d’acquis ».

 

Ce n’est pas qu’un problème de budget, les Etats se dispersent trop, se referment sur eux-mêmes


Le général Syren est allé dans la « quasi totalité des Etats membres ». « J’ai une idée précise des difficultés. On demande toujours de faire plus avec moins ». Les opérations ont un coût élevé et «les coupes budgétaires ont rendu le problème plus visible ». «Le problème de fond, c’est que la défense coûte de plus en plus cher. Et on se disperse trop. Ce n’est pas seulement une histoire de sous ». Le budget cumulé des Etats membres correspond à 200 milliard par an, c’est un tiers du budget des USA, mais ceci étant, c’est aussi plus ou moins le même budget que celui des cinq grands (Chine, Inde, Russie, … ). « Il y a des possibilités d’amélioration, de meilleur rendement et donc de renforcer la coopération. » « Si les Etats membres pouvaient coordonner leurs violons, il y aurait de bons résultats ». « Il y a une contradiction – note le général. Lorsqu’un Etat membre fait l’objet de pression, si l’on coopère, les choses vont mieux. Mais généralement, on se referme sur soi-même lorsqu’il y a un problème. »

 

Penser à un autre niveau, c’est une question d’état d’esprit


Si les Etats membres veulent contrer la crise économique, la défense intelligente, le partage et la mutualisation, la coordination sont aussi des outils nécessaires. A l’image de la bonne coopération au niveau européen. Ainsi « l’Agence européenne de Défense travaille main dans la main avec le comité militaire. » « Maintenant, il faut penser à un autre niveau. C’est une question d’état d’esprit. Il faut insister avec un élan politique.» Le général Syren dénote cependant « des signes positifs » au sein de l’Union, une prise de conscience. C’est Herman Van Rompuy, le président du Conseil européen qui, à Chicago au sommet de l’OTAN, se prononce pour une « Union (qui) se mobilise pour jouer un plus grand rôle », la Commission qui, préoccupée du morcellement stratégique, a créé une task force Défense. Et Hakan Syren d’enfoncer le clou :  « Ce n’est pas une question d’argent. L’enjeu est d’améliorer l’efficacité pour continuer de peser dans l’évolution des rapports de forces ».

 

L’UE, l’OTAN, des rôles différents durant la crise


Sur la répartition des rôles entre l’UE et l’OTAN, il a tracé une frontière. Selon lui, la force de la politique européenne de sécurité et de défense est d’être « précoce et donc préventive ». Par exemple, « à Kinshasa en 2006, la mission Artemis avec des forces assez spéciales a permis d’éviter, j’en suis sûr, un génocide. » Cependant, « si le conflit s’enflamme, là l’OTAN est vraiment l’organisation idoine. » Ensuite, « pour la reconstruction, l’UE a aussi la boîte à outils pour agir sur tous les aspects. » L’UE a également plus « de capacités en termes d’aide à l’évacuation ou d’aide humanitaire.» (…) La « valeur ajoutée » de la politique de sécurité et défense commune (PSDC) reste cependant sa capacité à « utiliser les capacités militaires et civiles de manière efficace » et l’approche globale est la « clé de voute » de la réussite de la PSDC. Les missions Atalanta (anti-pirates) et Nestor (renforcement des capacités maritimes) sont là pour en témoigner, comme « les pierres de touche de l’approche globale ».

La pression des armateurs a joué. Le ministre de la Défense, Hans Hillen, a accepte de revoir les tarifs de la protection des navires par les militaires de la Marine dans les zones à risques de l’Océan indien.

 

Trop cher, les Marines ?


Même s’ils reconnaissaient que la présence de fusiliers-marins à bord de leurs navires est la « meilleure garantie pour la sécurité du transport des marchandises dans les zones où sévissent les pirates », les armateurs estimaient que ce service (public) était beaucoup plus cher que celui de sociétés privées et qu’elle nuisait à la « compétitivité » du pavillon néerlandais. La contribution des armateurs pour ces équipes de détachement de protection des navires (VPD) sera ainsi réduite de 8.300 euros à 5.000 euros par jour. Ce qui met la facture « pour 14 jours de navigation, à 70.000 euros au lieu de 116.000 euros », a ainsi expliqué le Ministre dans une lettre envoyée aux armateurs et aux députés de la 2e chambre.

 

Cinq VPD déployés dans les trois derniers mois


Rappelons que les Pays-Bas n’ont pas autorisé les gardes armés privés à bord de navires battant leur pavillon préférant mettre à disposition des militaires pour les trajets sensibles. Selon un dernier bilan dressé par le ministre, la Défense a reçu dans ces trois derniers mois 17 demandes de la marine marchande. Une demande ne répondait pas aux critères établis : il s’agissait d’une demande d’assistance préventive sur une route bien en dehors de la zone où opèrent les pirates somaliens. 5 seulement ont donc été suivies d’un déploiement effectif de commandos marines à bord de ces navires :  le Vos Shine, de Singapour à Malte (du 11 avril au 5 mai) ; le Talisman, de Jebel Ali à Singapour (du 10 au 31 mai) ; le Tern de Singapour à Bahrein (du 6 au 20 juin) ; le Target de Sjarjah à Abu Zenima et retour (du 16 juin au 11 juillet) ; le Tern à nouveau, de Bahrein à Singapour (du 25 juin au 7 juillet). Cinq demandes ont été retirées parce que les propriétaires ont indiqué que le coût d’un VPD trop élevé étaient. Quatre autres demandes n’étaient pas retenues parce que le temps entre la réception de la demande et le début du déploiement de la VPD était trop court. Restaient ainsi 7 demandes correspondant en fait à cinq déploiements.

 

Une demande inférieure aux prévisions


La demande d’accompagnement est, en fait, inférieure à ce qui était prévu. Le budget de la défense pour 2012 prévoyait ainsi 23,4 millions d’euros pour le déploiement de VPD, dont 11,3 millions € pris en charge par les armateurs. Mais ce budget n’a pour l’instant été utilisé qu’à hauteur de 3,8 millions €, dont la moitié (1,6 millions) réglée par les armateurs. La Haye envisage ainsi le déploiement de 175 équipes VPD en 2013. Un chiffre à relater à la taille de la marine marchande néerlandais (1160 navires).

Thales announces that its TopOwl® HMSD (Helmet-Mounted Sight and Display) has been selected by the Organisation for Joint Armaments Cooperation (OCCAR) for flight testing on board the A400M prototype. The purpose of the tests, scheduled between June 2012 and April 2013, is to confirm compatibility of HMSD with the military transport aircraft for night missions. During the campaign, A400M pilots will benefit from the integrated night vision function of the TopOwl®.

 

The equipment meets all the demands of latest-generation transport aircraft cockpits and ensures that the symbology and EVS (Enhanced Vision System) imagery projected on the Head Up Display are compatible with the intensified night vision imagery. TopOwl® is the only HMSD system in service to incorporate a night vision function. It offers the same performance as the latest generation of night vision goggles but provides a significantly higher level of comfort, enabling pilots to fly long missions in complete safety.

 

The visor-projected intensified night vision image provides excellent environmental perception and very good peripheral vision. In addition, if image tubes become saturated or fail, the pilot is able to maintain direct vision through the visor, significantly enhancing flight safety.

 

With more than 1,000 systems delivered to date, TopOwl® has already been selected for numerous combat helicopters and has already shown its efficiency in deep-night missions conducted by combat helicopters in Libya and Afghanistan.

SELEX Elsag is to provide Boeing Defense, Space and Security with SRT- 270 High-Frequency radio communication systems to equip new CH-47 transport helicopters in the Mark (MK)-6 version, recently purchased by the British Ministry of Defense. The system will feature next-generation ALE (Automatic Link Establishment) capability, the international standard which allows rapid and reliable HF radio communications. SELEX Elsag already supplied the previous CH-47 MK-2A version with HF ALE1G avionic systems.

 

The SRT-270 is the outcome of advanced research and development activity carried out by SELEX Elsag within the High-Frequency sector. It provides voice/data radio communications for avionic applications, across the 2MHz and 30MHz frequency range. It also features high power transmission, of up to 200 Watt PEP/100 Watt AVG.

 

The equipment encompasses the control panel, which provides a user-friendly man-machine interface through an LCD display - compatible with night scopes - to a “loop” antenna, which, combined with the ATU (Antenna Tuning Unit), ensures effective communications on the whole HF range.

 

SELEX Elsag offers a deep knowledge of the avionics sector and its customers’ operational needs, thanks to 50 years of co-operation with the main aircraft companies. SELEX Elsag creates CNI (Communication, Navigation & Identification) devices and systems, complying with the highest market standards.

 

This contract is the result of a contest between worldwide key players. It also serves to strengthen SELEX Elsag’s international leadership within the avionic communications sector.

The Ministry of Defence (MOD) and Thales UK have signed a new research contract for technology that will improve the resilience of future UK aircraft to anti-air threats.

 

The jointly funded contract, worth £24.5M, builds on years of research work conducted by Thales and the Defence Science and Technology Laboratory (Dstl) to develop an infra-red warning system to detect missiles, gun fire and other threats so that appropriate countermeasures can be deployed. The programme is being managed and delivered from the Defence Equipment and Support (DE&S) Air Technology Delivery organisation.

 

The technology demonstrator, scheduled to be completed in 2015, will prove that the system can identify and declare threats in complex environments with a high level of accuracy. It will use up to six single colour infra-red sensors to provide full coverage of the volume around the aircraft and use Thales algorithms on a central processor.

 

Testing at each stage of the development will use a bespoke evaluation and validation system. Dstl will conduct a series of ground and flight trials to assess the system’s performance in representative conditions.

 

The system’s sensors will also be capable of generating infra-red imagery from all around the aircraft to aid aircrew situational awareness and is designed to include data recording to support effective mission planning and post mission replay.

 

Alex Cresswell, head of Thales UK’s land defence business, says: “The award of such an important programme in a key technology is a clear recognition of the extensive work already carried out by Thales UK in this field. It demonstrates the MOD’s confidence in Thales’s ability to deliver such a capability and we look forward to deploying it successfully into service with the UK and its close allies.”

 

Dstl’s George Lane says: “This programme is yet another example of how the MOD is working closely with UK industry to develop equipment that will improve the survivability of aircraft and aircrew.”

 

Pete Douglass, from the Air Technology Delivery team in DE&S, says: “The MOD is constantly looking at ways to develop new technology that enhances the performance and safety of our Armed Forces and this research contract is a great example of this. We are looking forward to developing this important programme and reaping the benefits of the research.”

The First FSAF Joint Integrated-In Service Support Contract Is Ready For Rollout

 

OCCAR-EA FSAF PD is pleased to announce that the first joint & international In-Service Support contract was signed between GIE EUROSAM and OCCAR, on 2 July 2012.

 

This complex 5-year contract is dedicated to a multifaceted community in terms of 3 Nations and 5 end users (customers). They are:

 

France, Italy and United Kingdom of Great Britain & Northern Ireland;

 

Armed forces: French Air Force; Italian Army, Italian Navy, UK Royal Navy and the French Navy.

 

The contract will provide dual in service support for all land & naval weapon systems using a mix of Aster missiles 15 & 30 for SAAM-FR, SAAM-IT, PAAMS/LRR and SAMP/T.

 

A camouflaged SAMP/T

 

After two years of detailed commitment from OCCAR-EA FSAF PD, ultimately resulting from the BoS, extensive negotiations between all stakeholders (Nations, Industry and OCCAR) addressed the common needs whilst facing complex intense price negotiations concluding toward contract execution.

 

The armed forces will receive a contract ensuring the continued support of the weapons systems which is compliant with their operational requirements.

 

The support construct for this contract will be performed with two main advantages in mind: first, regular contractual "international customers" exchange meetings, where technical information will be shared and lessons learnt for continuous improvement and embodiment;

 

second, an official forum equal to an "Aster family Users' Club" to refine or re-define the common support policy for the medium and long term.

 

Beyond the performance of logistics engineering and support activities, this 5-year contract for an amount of € 360 million will allow Nations, Industry and OCCAR to make common contractual analysis via continuous agreed periodic reviews with an aim to re-tailor the contract incorporating any potential lessons learnt encountered and possible changes to Nations’ needs. This review will take into account risks identified and implementation and management of mitigation activities.

 

This contract represents the first step in a long and fruitful co-operation between participating states, OCCAR and Industry.

While defence budgets across the European Union are being cut, defence spending in China, India, Brazil, Russia and other countries is rising. If Europe wants to maintain a sound security and defence industry, Member States need to coordinate their defence budgets, avoid overlaps and reinforce joint research programmes. This is the message which the EESC stressed in the opinion it adopted on Wednesday, Jul. 11, on the European defence industry.

 

"While certain third countries raise their defence expenditure, we cannot continue wasting time with separate research programmes or defence strategies. The EU goal should be clear: a common defence policy, a common research programme and a shared defence production." stressed rapporteur Joost van Iersel (Employers' Group, Netherlands).

 

On 11 July, the EESC plenary session adopted an own-initiative opinion on the Need for a European defence industry: industrial, innovative and social aspects. The EESC calls on the Council and the Commission to take action and update European foreign, security and defence policies and to work on a proper EU defence umbrella.

 

According to the EESC, the isolated practices of Member States are completely insufficient and a waste of the taxpayer’s money. Contrary to current trends, the EU should fully integrate its defence policy and industry, and create new synergies between the EU's non-defence R&D efforts, space-oriented R&D and security and defence related R&D. EU policies and funding should link EU and national investments to reduce the fragmentation and duplication of public expenditure and enhance quality and interoperability. Supportive research programmes would help the European defence industry to address undesirable dependencies on non-EU sources.

 

The Chinese defence budget is expected to rise from EUR 120 billion to EUR 250 billion by 2015. Russia has announced a huge increase in its defence budget by 2015. The US spends more than double the total European budget: EUR 450 bn. versus EUR 204 bn. in 2007 and the European budget is shrinking ever further. The European Union must address this growing imbalance and create a critical mass for effectiveness and cost efficiency.

Comme cela était plus ou moins attendu, la Chambre des députés a levé, mercredi, l’immunité parlementaire de sa vice-présidente, Vlasta Parkanová, ouvrant ainsi la voie à des poursuites judiciaires. Ancienne ministre de la Défense sous le gouvernement Topolánek, Vlasta Parkanová est soupçonnée d’abus de pouvoir et de confiance lors de l’achat, en 2009, de quatre avions militaires de transport CASA pour un montant très supérieur au coût réel estimé.

 

117 voix pour, 45 contre : bien que précédé d’un débat de près de cinq heures, le résultat du vote des députés a été unanime ou presque. Privée de son immunité parlementaire, Vlasta Parkanová a réagi en démissionnant de ses fonctions.

 

Depuis la signature du contrat d’une valeur de près de 140 millions d’euros, la commande des avions CASA au constructeur Eads a fait couler beaucoup d’encre. En 2010 déjà, la Commission européenne avait ouvert une enquête au titre d’infraction à la réglementation communautaire sur les marchés publics. Bruxelles reprochait à la République tchèque d’avoir directement attribué le contrat d’achat sans appel d’offres, empêchant ainsi une mise en concurrence. Le gouvernement tchèque avait alors réagi en mettant sa législation en conformité et l’enquête avait été refermée.

 

C’est donc la police tchèque qui a pris le relais. Les enquêteurs estiment en effet que le coût des avions a été surévalué d’environ 25 millions d’euros. Et ils soupçonnent Vlasta Parkanová d’avoir joué un rôle dans cette transaction douteuse et opaque en ne respectant pas les obligations liées à ses fonctions. L’ancienne ministre de la Défense n’aurait notamment pas demandé d'analyse indépendante auprès des experts concernant le prix du marché. Elle se défend en affirmant qu'une telle obligation n'existait pas à l'époque.

 

Mais beaucoup considèrent que Vlasta Parkanová ne servirait que de marionnette, comme du temps où elle était à la tête de la Défense. Selon eux, en agissant de la sorte, la police espère que les interrogatoires de l’ancienne ministre lui permettront d’obtenir de nouvelles informations sur les autres acteurs de la transaction et peut-être même sur d’autres affaires encore, la plupart des commandes pour l’Armée tchèque ayant fait l’objet d’importants soupçons de corruption. Cette version des faits est toutefois niée par Vlasta Parkanová, qui rejette toute accusation :

 

 « C’est là une approbation scandaleuse à la théorie selon laquelle je dois être accusée d’actes délictueux uniquement pour que la police, en menant des poursuites contre ma personne, puisse découvrir les délits commis par d’autres malfaiteurs. »

 

Et parmi les personnages susceptibles d’être inquiétés par la police figure un des hommes politiques les plus influents et les plus en vue de ces dernières années : l’actuel ministre des Finances, Miroslav Kalousek, vice-ministre de la Défense dans les années 1990 et membre du gouvernement au moment de l’achat des avions. Depuis que la demande de la levée de l’immunité parlementaire a été formulée par la police, Miroslav Kalousek défend bec et ongles Vlasta Parkanová, sa collègue de parti. Il s’en est pris notamment aux pratiques de la police, des pratiques qu’il a comparées à celle de la StB, l’ancienne police secrète communiste :

 

 « Les organes actifs dans la procédure pénale ne peuvent pas imaginer plus grande absurdité que celle-ci. C’est impossible. N’importe quel policier peut désormais venir à la Chambre des députés et accuser qui que ce soit parmi nous. Avec ce vote aujourd’hui, j’affirme que l’immunité parlementaire a été supprimée. Elle l’a été de facto, et si elle ne l’est pas encore d’un point de vue législatif, alors c’est moi qui présentera le projet de loi pour qu’elle le soit. »

 

Même parmi les députés qui ont voté pour la levée de l’immunité parlementaire de Vlasta Parkanová, relativement nombreux sont ceux qui estiment que l’accusation de la police est incomplète, l’ancienne ministre ne pouvant être la seule à porter le chapeau. Malgré cela, la Chambre, à l’image déjà très écornée par la multiplication des scandales en tous genres, ne pouvait pas se permettre, en l’état actuel des choses, de conserver sa vice-présidente. Tant pis pour cette dernière, mais reste à savoir si ce sera tant mieux pour les autres, probablement les véritables responsables.

Le ministre de la Défense Pieter De Crem (CD&V) va proposer vendredi au conseil des ministres la nomination du lieutenant-général Gérard Van Caelenberge en qualité de chef de la Défense.

 

Cet aviateur de 59 ans faisait déjà fonction de chef de la Défense depuis le 30 mars dernier, à la suite de la démission du général Charles-Henri Delcour, le précédent "CHOD" (Chief of Defense).

 

Au sein du gouvernement, la proposition du ministre de la Défense "pourra compter sur un consensus unanime", assurait mercredi soir un communiqué du cabinet de Pieter De Crem.

 

Gérard Van Caelenberge a reçu ses ailes de pilote en 1977. Il fut successivement commandant de la 350e escadrille F-16 de Beauvechain, du 10e Wing Tactique de Kleine Brogel et de la Composante aérienne.

 

Actuellement, il cumule la fonction de chef de la Défense avec celle de sous-chef d'Etat-major pour les opérations et l'entraînement auprès de l'Etat-major général de la Défense.

 

M. Van Caelenberge - un habitant de Piétrebais (Incourt), dans le Brabant wallon - sera nommé pour une période de quatre ans.

 

Il prendra le commandement d'une armée transformée, "capable d'envoyer sur base annuelle quelque 5.000 militaires en opération sur quatre continents", selon le communiqué du ministre.

 

A la suite d'un plan de lourdes réductions budgétaires qui s'est soldé par une diminution de 8.000 militaires, la fermeture d'un tiers des casernes et une épargne de 800 millions d'euros, le gouvernement a approuvé dernièrement un programme d'investissements d'un montant de 242 millions d'euros pour 2012.

 

Le général Charles-Henri Delcour avait démissionné fin mars dernier, à un an de la fin de son mandat de quatre ans, une première dans l'histoire militaire d'après-guerre en Belgique à ce niveau de pouvoir.

 

En désaccord avec la politique du ministre de la Défense, il avait toutefois assuré avoir toujours soutenu l'accord de gouvernement tout en déplorant "que l'exécution de celui-ci tarde autant".

To meet the needs to test and train using realistic airborne targets, FMV has procured a new Aerial Target System. “We will now have the most advanced type of drone in Europe. It is good for the Swedish defense, and it also increases our ability to sell services to others”, says FMV's program manager, Thomas Gustafsson.

 

Fighter pilots, air defense and the Navy all have a need to practice on air targets under such a set of real-life conditions as possible. The defense industry also needs to test various weapon systems on realistic air targets. Here is where FMV's new Aerial Target System comes into the picture.

 

The need for a new Aerial Target System has emerged gradually. Partly because the available number of missiles is getting too small, and partly because new standards for performance and characteristics have been in demand from customers at FMV's test site in Vidsel, Sweden, where the Aerial Target System is being used.

 

Half of the customers at the Vidsel test site are from the Swedish Armed Forces, and FMV's own testing of required materiel. The other half is sold to Swedish and foreign industry, and foreign armed forces.

 

"The new Aerial Target System allows for a higher top speed, better maximum turning capacity, and a higher maximum altitude. Another significant difference is that the system is fully mobile. Two Aerial Targets can also operate in the air simultaneously. This allows us to match today's materiel both technically and tactically in a better way," says program manager, Thomas Gustafsson.

 

THOROUGH STUDY AND COMPETITIVE PROCUREMENT

 

Studies of the Aerial Target System available on the market, future customer demand, and cost considerations yielded the result that the most cost- effective and appropriate way to operate the system was that the FMV unit Test and Evaluation remain in operation. The alternative in the study was that an external supplier should be responsible for this.

 

In June of 2012 after a competitive procurement, FMV signed an agreement with the U.S. company, Composite Engineering Inc. for the Aerial Target System BQM167i.

 

The contract includes both goods and services:

 

• Eight Aerial Targets with ground control system

• Boosters

• Launchers and launching equipment

• Support during the establishment at the Vidsel test site

• Technical support

• Certification, training and delivery

 

During the coming year FMV in conjunction with the Flight Safety Authority will carry out all necessary activities to have the system certified according to the Swedish Rules of Military Aviation. Extensive training will be conducted for the staff at T&E, (both technical and operational) to manage and to be responsible for the system.

 

The Aerial Target System is expected to be operational in October 2013. The old and the new systems will be operated in parallel with a gradual dismantling of the old system up to 2016.

 

FACTS

 

An Aerial Target starts from a ramp and uses boosters in addition to the jet engine, to provide quick access to air.borne speed. Each Aerial Target costs about SEK 5 million. Therefore the firing normally is carried out on targets towed by the Aerial Target.

 

Each Aerial Target can then be used many times. Sometimes there are requirements for the target to perform in a more advanced way, which is accomplished by allowing the shooting directly at the Aerial Target. After the flight the Aerial Target uses a parachute for landing.

 

Since 1958 FMV's test site in Vidsel has operated a number of different systems as targets for air missiles when fired from aircraft, and also surface to air missiles when fired from the ground.

 

The Aerial Target System RB06B was purchased in 1986 from Raytheon in the U.S. and was preceded by a version that was purchased in 1977. Examples of Performance: maximum speed M 0.8, max turning capacity of 6g and maximum altitude of 12,000 meters.

 

The BQM167i is an adjusted and modified version of the BQM167A version used by the U.S. Significant differences to the RB06B include a higher top speed (M0.9), better maximum turning capability (9g) and a higher maximum altitude (15,000 m). The ability to tow targets and to bear external payloads corresponds to the ability of today's RB06B.

RAF Puma helicopters have arrived at Ilford Territorial Army Centre as they prepare for a key role providing air security for the London 2012 Olympic Games.

 

The aircraft from 33 Squadron, based at RAF Benson in Oxfordshire, are part of a multi-layered air security plan. These additional security measures build on the RAF's existing air security arrangements, with RAF Typhoon fighter jets available 24/7 to be scrambled to intercept unidentified aircraft.

 

RAF Benson personnel have been preparing for their Olympics role for some time, having taken part in a series of demanding training missions working alongside RAF Typhoon jets, ground-based radar controllers and colleagues from the other Services.

 

Wing Commander Shane Anderson, Officer Commanding 33 Squadron, said:

 

    "We are proud to be at Ilford, playing our part in ensuring the security of the Games. We have worked hard to ensure that we are fully ready to operate with and alongside our colleagues from the Royal Air Force and the other Services."

 

The Pumas will carry RAF Regiment snipers to intercept aircraft as one of a number of elements in the air security plan.

Farnborough - The UK Ministry of Defence has taken official delivery of the AgustaWestland Lynx Wildcat helicopter at the Farnborough air show, announcing a £250 million ($390 million) support and training contract for the programme.

 

The ceremony was presided over by UK secretary of state for defence Philip Hammond and AgustaWestland chief executive Bruno Spagnolini.

 

Initial operating capability is planned for 2014 for the army, and 2015 for the navy. The UK will receive a total of 62 Lynx Wildcats, with roughly one aircraft being delivered every month and final delivery planned for 2016. Hammond says the type is likely to serve until 2044.

 

The support package will run until March 2017. It comprises ground and air crew training, and aircraft support.

Farnborough - airbus Military could soon be able to resume its all-important programme of function and reliability testing with the A400M, according to engine supplier Europrop International (EPI).

 

Production-standard development aircraft MSN6 was restricted to making an appearance in the static display at Farnborough this week after a recent problem with one of its TP400-D6 turboprop engines.

 

Speaking at the show, Europrop president Simon Henley revealed that diagnostic equipment had detected "the very early signs of bearing deterioration" in a gearbox after a recent flight by MSN6. Inspection work is ongoing, but "the fact that this was on a low-hours engine points me to think it's a one-off," he said. "Nothing is suggesting that we have any design changes to do."

 

A separate incident involving an in-flight shutdown of one engine in Oman earlier this year was traced to a vibration issue that has already been solved for production examples, Henley says.

 

While the pause in MSN6's test campaign will delay the programme by a few weeks, Henley says the gearbox issue "doesn't impact our ability to meet the entry into service with France", referring to a contractually agreed target by the end of March 2013.

 

With more 16,000 flight hours now amassed with TP400s, Henley says "the engine is delivering its specification". EPI has delivered five production engines so far, with another seven to be handed over this year. These will power the first three A400M Atlas transports, which are now in final assembly for France and Turkey.

A400M Simulator Contract Awarded By UK MoD

 

The UK Ministry of Defence has awarded a multi-million pound contract to supply the first full-flight simulator (FFS) for the Royal Air Force A400M military transport aircraft, recently designated Atlas by the European purchasing nations.

 

The FFS employs state-of-the-art visual and motion technology developed and produced by Thales UK at its facility in Crawley, West Sussex.

It is expected that a contract for a further FFS will follow, with both simulators being delivered to RAF Brize Norton in Oxfordshire. They will be maintained through a training service by a joint venture company comprising Thales and Airbus Military.

 

Marion Broughton, head of Thales UK’s military aerospace business, says: “This order confirms Thales as a leading military training service provider for the UK MoD. The order secures more than 50 jobs for Thales UK and its supply chain, and a further 300 UK jobs expected to be secured once the long-term training service is in place”.

 

Thales, as a long-standing Airbus partner, is the main supplier of the A400M’s cockpit display systems. Its technology can also be found throughout the aircraft’s avionics system, covering navigation, flight controls, electrical systems and utilities such as door management systems.

 

Thales UK provides military training and simulation services for a number of the MoD’s aircraft, both rotary and fixed-wing, including the Lynx helicopter, the Tornado GR4 and Voyager (Future Strategic Tanker Aircraft).

 

This follows on from orders for FFS from Spain, France and Germany.

One of the largest helicopter exercises in Europe is taking place at Ovar, Portugal . Some 36 helicopters and 3000 personnel from seven countries are taking part. Today, the Portuguese Minister of Defence, Mr. José Pedro Aguiar-Branco, welcomed Mr. Jean-Marie Halsdorf, Luxembourg Minister of Defence, and Ms. Claude France-Arnould, European Defence Agency's Chief Executive at Ovar Air Base.

 

Portugal hosts HOT BLADE 12 multinational helicopter exercise, from 9 to 19 July 2012, based at Ovar Military Airfield, near Porto, Portugal. Delivered by the Portuguese Air Force and supported by Luxembourg, HOT BLADE 2012 is part of the European Defence Agency's Helicopter Training Program. 3000 military and 36 helicopters from Austria, Belgium, Czech Republic, Finland, Germany, and Netherlands participate in the exercise, with Sweden and United Kingdom sending observers.

 

The exercise allows European helicopter crews to practice operations in a hot, high and dusty environment, simulating the challenge and the dynamic conditions that participant forces will encounter when they deploy to a current theatres of operation, taking into consideration the lessons learned from recent scenarios like Afghanistan and Libya.

 

Recognising the importance of the Helicopter Training Programme, the Portuguese Minister of Defence, Mr. José Pedro Aguiar-Branco welcomed today Mr. Jean-Marie Halsdorf, Luxembourg Minister of Defence, and Ms. Claude France-Arnould, European Defence Agency's Chief Executive, at Ovar Air Base.

 

Participating forces demonstrated a typical joint tasks mission, including Air Assault (AA), Special Operations Aviation (SOA), Close Air Support (CAS), Convoy protection, Combat Search and Rescue (CSAR) and logistic resupply.

 

Thanking the Portuguese authorities, Ms. Arnould stressed how successful the exercise is, saying "this builds up into a coordinated EDA effort to address Europe’s helicopter shortfall. And this in turn fits into a still broader campaign – to provide all of our member states with the aerial capabilities they need".

Background information

Hot Blade: Mission

Under the overall theme of hot, high and dusty conditions, a broad range of skills will be practiced, including Air Assault, Special Operations Aviation and Casualty Evacuation. In an important innovation, helicopters will work together with F-16 fighters, and crews will train with an embedded civil protection cell. Crews will fly in joint and combined formations, and where possible within national regulations, with mixed-nationality aircrews, learning to communicate and trust one another in operational scenarios. The mission incorporates lessons learned from recent operations in Afghanistan and Libya.

 

This takes place under an umbrella scenario designed to test planners and crews in realistic conditions. The scenario is based in the fictional Idrasse Peninsula, where an EU Force is tasked with maintaining security conditions for humanitarian activities, monitoring and suppressing illegal armed groups, and deterring territorial incursions by a neighbouring state.

Hot Blade: Assets

The exercise employs a variety of assets. From Portugal, EH-101 Merlins will fly, alongside F-16 fighters. These are supported by an Air Force Control and Reporting Centre, a Tactical Air Control Party and a Force Protection Unit. The Portuguese Army have meanwhile contributed a Quick Response Brigade, a Special Operations Troops Centre, and a Commando Troops Centre, while the Portuguese Navy have contributed further Special Operations Forces.

 

From Belgium, A109 helicopters will attend, while Finland is providing NH90 helicopters. Germany is represented by CH53 Sea Stallions, while The Netherlands is contributing Cougar AS-532U2 and Chinook CH47D helicopters. From Austria come Agusta Bell 212 rotary wing assets. Each country will also contribute crews and relevant support staff, and many are also making contributions-in-kind to the running of the exercise.

 

The breadth and variety of air assets, from such a range of European states, presents a great opportunity to test and stretch crews and planners, who will learn to work together under operational pressure.

EDA & Helicopter Training Programme

The exercise builds on EDA’s Helicopter Training Programme, run by Wing Commander Andy Gray. Hot Blade is only the latest in a succession of increasingly effective helicopter exercises, held in France, Spain and Italy since 2009. The exercise programme has delivered training to: 72 helicopters, 152 crews and over 1800 personnel. Over 50% crews that have attended these exercises and then subsequently deployed to Afghanistan.

 

The programme has also involved the creation of the Helicopter Tactics Course in the UK, with 18 crews trained thus far, a new ‘train-the-trainers’ initiative to be held this year, work to harmonize helicopter flying training across participating Member States, trial courses in Operational English Language learning and experimentation with distributed simulator training. In this context, EDA looks forward to Exercise Green Blade, to be held in Belgium this Autumn, and to the creation of a core planning team to steer the programme in the long-term.

The Helicopter Training Programme since alongside a succession of EDA programmes that pool and share assets and resources, enhancing the overall military capabilities of the EDA’s Member States in challenging times for defence. Similar programmes include the Tactical Air Transport strand, which recently held a major air exercise in Zaragoza, Spain, and the EDA’s work in training Counter-IED professionals.

ADS Announces Results of Its Annual Survey State of the State of UK Aerospace Industry – A Key Industry Health Check - Issued July 11, 2012

 

This year the survey results will be announced at 11.00 on Wednesday, 11 July, in the Cody Room at the Farnborough International Airshow by Robin Southwell, President of ADS and CEO EADS UK, and Graham Chisnall, Deputy CEO and MD Aerospace ADS.


2011 was a spectacular year for the commercial jet industry. Air passenger traffic grew by 6% driving the demand for additional aircraft to service the market with single-aisle production rising to new heights.


Following the trend, wide-body production is set to significantly increase in 2012 with the ramping-up of the delayed B787. Total number of aircraft produced with UK supply chain input was 1140; a 6% increase on 2010. The gross order book for the year was 2932 a figure that has turned out to be the best order year since 2007.


Indeed, the strong order book has pushed the backlog of Airbus and Boeing demand to over 8000 aircraft combined, representing 6 years of annual production.


The UK civil aerospace revenue was up by 7.6% driven by spectacular performance in exports which were up by 9.4% in nominal terms. Exports represent 75% of all UK aerospace revenue earnings with the EU being our strongest export region.


In a sign that companies are prepared to invest in order to take advantage of potential new opportunities and markets, there was a 11% increase in R&D with a significant 45% increase in the critically enabling R&T sector.


Notable was a growth in overall employment and average wage levels, contrary to so much other sectors of the economy.
Issues that impacted the performance of the civil aerospace market in 2011 were the volatility of the price of fuel, ready availability of aircraft financing, the ability of the supply chain to meet the surge demands of increasing production rates and the manner in which new fuel efficient engines have driven new programmes which in turn has stimulated the large number of orders.


Graham Chisnall, Deputy CEO and MD Aerospace ADS said:
“2011 has been an outstanding year for the UK aerospace sector. ADS members have been at the heart of the success story that is the UK aerospace industry best seen in the hugely successful Aerospace Growth Partnership run in close partnership with the Department for Business, Innovation & Skills; we are now seeing fruition of our strategy unfolding.


“We have had the most welcome endorsement by the Prime Minister of the full and total commitment of the Government in taking forward our joint aerospace strategy to improve on growth and exports to new markets abroad. The figures contained in the 2011 ADS Aerospace Survey Results is full vindication of the investment in time and effort by ADS member companies in the AGP and not least by the tremendous efforts of the sector workforce in providing such amazing productivity growth, so essential for maintaining our competitiveness in the future”.

Airbus military se montre convaincu de livrer dans les temps à la France au début 2013 le premier exemplaire de l'avion militaire européen A400M, malgré les problèmes de moteur qui l'ont privé de démonstration en vol au salon de Farnborough.

 

"Nous sommes tout à fait confiants sur le respect du calendrier", a déclaré à l'AFP le directeur du programme A400M Cédric Gautier, pendant ce salon aéronautique qui se tient depuis lundi à Farnborough, au sud-ouest de Londres.

 

Le constructeur, a-t-il expliqué, s'était fixé par sécurité un programme avec trois mois d'avance sur le calendrier contractuel, qui prévoit une livraison au plus tard à la fin mars 2013, afin de pouvoir absorber les retards impondérables.

 

Cet avion, financé par sept pays européens (Allemagne, Belgique, Espagne, France, Grande-Bretagne, Luxembourg et Turquie) a connu quatre ans de retard et des dépassements de coûts de 6,2 milliards d'euros. Les pays participants ont accepté en 2011 après d'âpres négociations de revoir le contrat initial, et de partager les surcoûts avec EADS, la maison mère d'Airbus.

 

Un problème de pignon dans la boîte de transmission de puissance, qui commande la vitesse et le sens de rotation de l'hélice des turbopropulseurs, a contraint Airbus à renoncer par prudence aux démonstrations en vol à Farnborough. Avec des manoeuvres spectaculaires, celles-ci sont plus exigeantes que les missions militaires.

 

Un autre problème de moteur avait de même empêché les démonstrations au salon du Bourget l'année dernière mais la solution avait été trouvée en trois mois, souligne M. Gautier.

 

"En fin de compte, cet avion va être développé en 10 ans, soit moins que la durée moyenne de 12 à 15 ans pour les avions militaires", fait valoir le directeur du programme, pour qui "l'A4000M n'a pas son équivalent dans le monde".

 

Equipé de quatre turbopropulseurs, cet appareil développé à la fois pour des transports stratégiques sur de longues distances et des missions tactiques, c'est-à-dire des opérations au plus près des zones de combat, avec des atterrissages sur des terrains non préparés, est capable d'emporter jusqu'à 37 tonnes sur une distance de 3.300 km.

 

A titre d'exemple, l'A400 peut emporter 114 parachutistes, ou deux hélicoptères de combat, ou encore une batterie de missiles anti-missiles Patriot.

 

Les nations européennes ont voulu un appareil qui se situe entre le C17 Galaxy de Boeing, un avion stratégique de 60 tonnes d'emport, et le C130 de Lockheed Martin, d'une capacité de 20 tonnes, conçu il y a plus de 50 ans.

 

L'A4000M est déjà commandé à 174 exemplaires et Airbus military espère en exporter 400 de plus dans les 30 prochaines années.

 

Le patron d'Airbus military, Domingo Ureno Raso, prévoit que l'appareil sera certifié par les autorités civiles entre la fin août et début septembre et par les autorités militaires en octobre ou novembre.

 

"Nous commencerons à entraîner les équipages qui voleront sur le premier appareil français après cet été", a-t-il annoncé.

 

Au total, trois avions doivent être livrés à la France et un à la Turquie en 2013, et la production montera progressivement jusqu'à atteindre 30 appareils par an en 2016 avant de se stabiliser.

 

Contrairement à d'autres programmes militaires européens, comme les hélicoptères dont les clients ont tous voulu des versions différentes, 98,99% de la configuration de base de l'A400M est commune, a expliqué M. Gautier.

 

Au fil du développement, l'A400M sera doté de nouvelles capacités comme celle de ravitailler en vol d'autres appareils.

La France et l’Allemagne ont pris l’initiative le 14 juin de relancer la consolidation de l’industrie européenne de la défense, en décidant d’explorer très vite leurs possibilités de coopération. Conformément aux intentions déclarées du président François Hollande, la France, déjà liée par des accords bilatéraux avec la Grande-Bretagne, "se place ainsi au coeur d’un effort multinational", a déclaré Guy Anderson, analyste du groupe de consultants IHS Jane’s à l’AFP.

 

Une lettre d’intention a été signée jeudi matin. Elle est destinée à relancer la coopération militaire entre les deux pays, moribonde depuis des années. Elle liste huit thèmes [1] pour lesquels Paris et Berlin sont prêts à étudier la faisabilité de projets conjoints, selon Les Echos du 14 juin 2012. [2]

Quel type de coopération, avec quels résultats ?

Si nous sommes pour notre part très favorables à une coopération intra-européenne en matière d’industrie de défense (voir par exemple "Les surcoûts de l’A400M en 21 questions. (1) Les délais et retards , (7) Tous les problèmes enfin réglés ?" "Et si l'Europe décidait de réussir vraiment ses coopérations ?!" "L'entente 'formidable' victime du fiasco du F-35"), nous rappelons ci-dessous quelques éléments, et nous complèterons cet article au fur et à mesure, pour rassembler des éléments déjà publiés, établir des faits les moins contestables possibles, et pour essayer d’élaborer des pistes sérieuses évitant les travers maintes fois constatés et malheureusement renouvelés.

 

Au moment où la crise économique, et notamment en zone euro, impose des choix délicats (restrictions budgétaires) et tend à accroître la coopération intra-européenne, si elle est efficace.

 

Car un des buts essentiels recherchés dans la coopération est de valoriser les compétences de chacun, pour réaliser ensemble un objet qui aurait été difficile ou impossible à réaliser par l’une des parties, et à un coût finalement moins important pour chacune des parties.

L’Eurofighter, un parfait contre-exemple

Sur la base de ces critères, le programme Eurofighter Typhoon représente un exemple à ne surtout pas imiter : les retards et surcoûts sont très importants, et sans obtenir un avion exceptionnellement performant ou polyvalent. Pendant que le Rafale, lancé en même temps et mené par un seul pays, se montre à la fois :


- moins cher, que ce soit au développement, à l’achat et à l’entretien,
- avec une excellente fiabilité et disponibilité,
- beaucoup plus polyvalent (avec notamment une version navale),
- et au moins aussi performant.

Alors qu’une saine coopération aurait dû bénéficier du meilleur des quatre pays participants de l’Eurofighter, et donc :
- du design italien
- de la fiabilité allemande
- du pragmatisme britannique
- de l’élégance espagnole,

avec focalisation de chacun sur ses compétences propres (core competencies),

les règles d’une coopération malsaine ont permis à chacun de compenser ses points faibles auprès de ceux qui maîtrisaient le sujet, au risque de retarder énormément le projet et d’alourdir considérablement les coûts, et cela a débouché sur l’assemblage :
- d’un design britannique ( !)
- d’une fiabilité italienne ( !)
- d’un pragmatisme espagnol ( !)
- et de l’élégance allemande ( !) ... ;-)

 

Au-delà des clichés (la ’nouvelle’ Fiat 500 a été conçue pour être particulièrement fiable, par exemple, et elle est une franche réussite), cette boutade nous semble particulièrement illustrative de ce qu’il ne faut pas reproduire.

 


Quelques éléments utiles à connaître, au niveau de la coopération européenne

Les programmes en coopération ne sont pas une nouveauté, mais ils ont pris une extension importante ces dernières années, notamment en Europe, mais pas seulement.

 

Mais diverses coopérations sont possibles :

 

- sur des programmes bi nationaux (Concorde, Jaguar, Transall par exemple), tri-nationaux (Airbus par exemple) et avec des variations au cours du temps (Alphajet, Airbus à ses débuts), Boxer (projet initial entre Allemagne, Pays Bas, Royaume Uni et France, qui s’est retirée en 1999, car le cahier de charges ne correspondait pas à ses besoins) etc.

 

- ou sur des programmes européens, d’office (échecs de la fusée Europa), ou après une démarche nationale (Ariane 1, par le Cnes) ou multinationale (exemple à trouver)

 

- avec des entreprises multi-nationales à vocation pérenne et pour plusieurs programmes (Eurocopter, Eads, Mbda), ou centrées sur un programme (RollsRoyce-Turboméca, EJ200, Eurofighter Gmbh, pour moteur TP400 de l’A400M, NH90), avec extension à d’autres programmes ultérieurs (General Electric-Snecma pour les réacteurs, dont les fameuses versions du CFM 56)

 

- conduites éventuellement par un seul pays dans un premier temps : France (Ariane1), avant transfert vers l’Agence Spatiale Européenne (ESA)

 

- dans le cadre d’organisations internationales : Esa (Ariane, satellites Meteosat par exemple), OCCAr (Tigre, missile Roland/Frode, A400M, FREMM, Boxer par exemple), ou d’un accord entre deux organisations (Commission Européenne- EDA-ESA pour GALILEO)

 

ou sous l’autorité d’une agence ou organisation nationale d’un pays européen : Agence britannique d’achat de défense (British Defense Procurement Agency) pour le missile Meteor, DGA en France pour le drône furtif de combat nEUROn ou des Etats-Unis, pour le F-35.

Des dysfonctionnements, des progrès... à ne pas arrêter !

Coopérer efficacement n’est pas si facile, et de nombreux dysfonctionnements ont été constatés, relevés par différents organes comme le Sénat français, la Cour des Comptes française (sur plusieurs programmes dont Tigre, NH90, Eurofighter, A400M ou sur la gouvernance d’EADS), ou britannique (le NAO, sur l’Eurofighter par exemple), ou la Cour des comptes européenne (sur le programme Galileo par exemple).

 

Certains dysfonctionnements, certaines erreurs dans les décisions ou dérives ont été corrigés depuis (par exemple dans la gouvernance d’EADS, ou dans le programme GALILEO de géolocalisation GPS), mais d’autres persistent, dus notamment à la règle du "juste retour" géographique, source de surcoûts (par exemple pour Ariane5) ou de dysfonctionnements majeurs, du fait de l’obligation de choisir des entreprises nationales n’ayant pas jusqu’alors les compétences pour réaliser les programmes ou projets financés.

 

Les dysfonctionnements liés à des lacunes de gouvernance, dans les processus de décision et à des règles de coopération inappropriées sont nombreux, entraînant des surcoûts et/ou des retards très importants (Eurofighter, A400M par exemple), pendant que des programmes multinationaux gérés par un seul pays (Meteor, nEUROn par exemple) semblent se dérouler correctement (coûts tenus, délais respectés, objectifs techniques prioritaires satisfaisants).

C’est fait. Après la démission surprise du général Delcour (lire : Le chef d’Etat major belge claque la porte), et quelques hésitations, c’est un aviateur qui prendra le relais à la tête de l’armée belge. Ce pour une durée de 4 ans. Le Conseil des ministres belge devrait entériner vendredi, la nomination du Lieutenant-général d’aviation Gérard Van Caelenberge. Une proposition du ministre de la Défense, Pieter de Crem, qui devrait clore ainsi un intérim de plusieurs mois. La nomination d’un nouveau chef se révelait un « petit » casse-tête entre le respect des équilibres linguistiques et celui des armes.

 

Né en 1952 (âgé de 58 ans), à Anvers, le général Gérard Van Caelenberge réside dans le Brabant wallon. Il commence à piloter sur  Marchetti SF-260,  Fouga Magister et T-33 et reçoit ses ailes de pilote en 1977. Et se spécialise dans la guerre électronique. Il a été successivement commandant de la 350e escadrille F-16 de Beauvechain, du 10ème Wing Tactique de Kleine Brogel et de la Composante aérienne (2006-2008). Durant cette dernière période, il dirige également le Groupe Aérien Européen, basé à High Wycombe (Royaume-Uni) qui optimalise l’interopérabilité entre les forces aériennes de sept pays européens (Allemagne, Belgique, Espagne, France, Italie, Pays-Bas et Royaume-Uni).

 

Actuellement, il cumule la fonction de Chef de la Défense (CHOD) avec celle de sous-chef d’état-major pour les Opérations et l’Entraînement auprès de l’Etat-Major Général de la Défense.

Integration of the METEOR Beyond Visual Range Air-to-Air Missile with the Eurofighter Typhoon progresses as the cockpit design is trialed by pilots at BAE Systems.

 

Pilots from each of the Eurofighter Nations were invited to take part in the METEOR cockpit assessment trials led by us at our Warton site in Lancashire. Supported by a team of engineers, the pilots flew various missions in a Typhoon simulator redesigned to incorporate METEOR weapon functionality. The trials were successful resulting in a series of recommendations for the final cockpit design.

 

Steve Long, BAE Systems test pilot took part in the trials and said: “One of the most important things to consider when integrating a new missile is to make sure that from a pilot’s perspective it is intuitive to use. In a combat environment there is no room for failure. It has to be intuitive; it has to be fool proof. The trials have involved working through countless scenarios to make sure that the addition of this new capability is designed into the aircraft with the user in mind.”

 

Talking about the capability METEOR will provide for future Typhoon combat pilots Steve added: “METEOR is an incredibly important capability enhancement for Typhoon. As a pilot you want to know you have an advantage, that you have something better than your opponent. Having METEOR sat under your wings means you’re stepping into an aircraft that instantly gives you the confidence and reassurance to conduct your mission.”

 

METEOR, a beyond visual range air to air missile manufactured by MBDA, will provide the Typhoon aircraft with cutting edge weapons capability. Featuring advanced air breathing motor technology and the latest electronics to deliver optimum combat performance, METEOR will ensure that Typhoon remains the worlds most advanced multi role aircraft, complementing Eurofighter's Advanced Short Range Air-to-Air Missile capability.

 

METEOR has been flown and safely jettisoned from the Typhoon aircraft and a first firing is planned to take place before the end of 2012. In operational service Typhoon will carry METEOR missiles designed to optimise Beyond Visual Range engagement performance.
