    Opening new markets for the successful military transport aircraft

 

Airbus Military has obtained civil certification for the C295 transport in a move which responds to the evolving requirements of agencies and operators conducting humanitarian and other “civic” operations.

 

The new certification, awarded by Spain´s civil aviation authority AESA (Agencia Estatal de Seguridad Aérea), confirms the C295´s compliance with the enhanced regulatory environment in this sector of the market.

It underlines the aircraft´s suitability to address the growing market for emergency and humanitarian missions for international aid organisations, peacekeeping operations carried out by civil operators, and security operations by police forces and similar agencies.

 

The operations and configurations approved under this certification include personnel transport with side-facing seats for up to 70 occupants or “airline-style” seats for up to 51 occupants, medical evacuation with up to 21 NATO litters, mixed transport of personnel and cargo, carriage of up to eight cargo pallets, cargo aerial delivery, and operations on unpaved runways.

 

Additionally this new approval can be applied to aircraft delivered to governments and military customers that require type certification in accordance with civil airworthiness requirements.

 

“This certification has been successfully achieved after a great effort by both industry and regulatory specialists and certification teams,” said Isabel Maestre, AESA Director.

 

Airbus Military SVP Head of Engineering Miguel Angel Morell said: “The C295 has been designed from the outset as an exceptionally robust and reliable aircraft which is highly suitable for demanding “civic” operations for the benefit of society. Obtaining civil certification ensures its acceptability to all agencies operating in this area and cements its leadership in the sector.”

BAE Systems' Tactical Communications System Falcon has successfully completed Systems Field Trials following weeks of extensive testing by the UK Ministry of Defence.

 

This trial allowed the UK Ministry of Defence (MoD) to assess and prove that Falcon can be deployed to deliver the required military capability. During the trial data was successfully exchanged and networks linked across six main locations in the UK.

 

Our team has now started delivering Falcon installations to the MoD in preparation for handover to the users from the Royal Air Force and the Royal Corps of Signals. This delivery plan will continue to run through to the middle of 2013.

 

In parallel with this activity, we have also commenced the Contractor Logistics Support (CLS) element of the programme. This includes support to operations, a spares and repairs service, technical help desk and a technical query service.

 

Brigadier Andy Bristow said: “FALCON offers the potential to be the deployed terrestrial architecture of the future, delivering an information space that the Armed Forces can be proud of for the 21st century.”

Friday’s commissioning ceremony in Den Helder marked the official entry into service as one of Her Netherlands Majesty’s Ships (HNLMS) of the patrol vessel Holland. HNLMS Holland gives its name to the Holland class of vessels, a series of 4 Ocean-going Patrol Vessels. The patrol vessels, which have an overall length of 108 metres, can be deployed anywhere in the world for a wide range of tasks: from coastal surveillance, shipping checks and counterdrug operations to counterterrorism and counterpiracy missions.

 

“The proof that civil-military cooperation and innovation actually lead to splendid results is floating here beneath our feet: the ocean-going patrol vessel Her Netherlands Majesty’s Ship Holland”, said Defence Minister Hillen at the commissioning ceremony. “This pinnacle of technological ingenuity will be sailing the seven seas crewed not by 200 men and women, but by just 50. Moreover, with the non-rotating radar and cameras in her unique mast, the ship can be deployed close to the coast.”

The UK Ministry of Defence has awarded a multi-million pound contract to supply the first full-flight simulator (FFS) for the Royal Air Force A400M military transport aircraft, recently designated Atlas by the European purchasing nations.

 

The FFS employs state-of-the-art visual and motion technology developed and produced by Thales UK at its facility in Crawley, West Sussex.

 

It is expected that a contract for a further FFS will follow, with both simulators being delivered to RAF Brize Norton in Oxfordshire. They will be maintained through a training service by a joint venture company comprising Thales and Airbus Military.

 

Marion Broughton, head of Thales UK’s military aerospace business, says: “This order confirms Thales as a leading military training service provider for the UK MoD. The order secures more than 50 jobs for Thales UK and its supply chain, and a further 300 UK jobs expected to be secured once the long-term training service is in place”.

 

Thales, as a long-standing Airbus partner, is the main supplier of the A400M’s cockpit display systems. Its technology can also be found throughout the aircraft’s avionics system, covering navigation, flight controls, electrical systems and utilities such as door management systems.

 

Thales UK provides military training and simulation services for a number of the MoD’s aircraft, both rotary and fixed-wing, including the Lynx helicopter, the Tornado GR4 and Voyager (Future Strategic Tanker Aircraft).

 

This follows on from orders for FFS from Spain, France and Germany.

Alenia unveils new MC-27J Spartan at Farnborough 2012

Alenia Aermacchi has unveiled a new, armed version of its combat-proven C-27J Spartan battlefield airlifter, at the ongoing 2012 Farnborough International Air Show, in the UK.

 

The newly launched MC-27J airlifter, a roll on/roll off (RO/RO) variant of the C-27J, is designed to assist air and special forces in conducting anti-terrorism operations and evacuation of military personnel and civil populations.

 

Capable of taking off from and landing on short and/or unprepared strips, the aircraft primarily supports all standard special forces' operations by serving as a platform with quick transfer speed, long operational range and enhanced cargo capacity for the operators, troops and vehicles.

 

The gunship variant is equipped with the ATK-developed GAU-23 30mm precision weapon kit, which can be employed to fire all types of Nato 30mm x 173 rounds, as well as Super 40 ammunition.

 

Additional features include a self-contained, modular and scalable palletised weapons system comprising of enhanced electro-optical/infrared (EO/IR) targeting sensors, precision guided munitions, advanced communications, a networked mission management and a fire control system, to support a wide range of customer-driven missions.

 

Designed for easy embarkation and disembarkation through the aircraft's rear ramp, the palletised system permits flexibility in the use of the unaltered aircraft, significantly lowering acquisition costs and development times.

 

The aircraft is also integrated with a ground command network, to provide the personnel with an intelligence surveillance and reconnaissance (ISR) capability, apart from the ability to deploy paratroopers in the battlefield.

 

To be jointly developed and marketed by Alenia and ATK, the MC-27J features a high level of commonality with the C-130J, together with an operational flexibility to enable deployment even in hot and challenging environmental conditions.

MBDA's Meteor Firings Conclude with Lethal Display

 

MBDA’s Meteor Beyond Visual Range Air to Air Missile (BVRAAM) has concluded its guided firing programme with three direct hits from three firings during Government sponsored Electronic Protection Measure (EPM) trials against targets deploying countermeasures. The comprehensive development and Government trials programme involved a total of 21 air launched firings, providing evidence of a progressive maturity.

 

As a result, MBDA is on track to complete qualification and make the first production deliveries of this unrivalled capability by the year end.

 

The main purpose of the firings was to gather data for the verification of the sophisticated modelling of the missile carried out by MBDA. MBDA is very confident that these results demonstrate that Meteor exceeds the performance and lethality objectives set by the Partner Nations and confirm its unrivalled air superiority.

 

The firing programme was carried out in two main phases with development firings in 2006 -2008 followed by a Guided Firing campaign from 2009-2012. The Guided Firings and EPM were from Gripen and Tornado F3 against a variety of scenarios and were undertaken at ranges in the United Kingdom and Sweden.

 

There were also a series of over 40 seeker data gathering flights and more than 100 ground firings of the throttlable ducted rocket propulsion system. Unmatched by other missiles, the Propulsion System, developed by Bayern Chemie (a subisidiary of MBDA Germany) gives Meteor the ability to manoeuvre under power, even at the extreme ranges that it achieves while maintaining very high speeds.

 

The UK will be the first of the Partner Nations to receive deliveries of the production missile from MBDA's UK-based Lostock site, with the programme on schedule make the first delivery around the end of 2012.

 

The MBDA Chief Engineer of the Meteor programme, Andy Bradford, said, “The Meteor project team are very proud to deliver this world-beating capability in BVRAAM missiles to the Partner Nations. This could not have been achieved without the full support of a supply base across Europe and MBDA's unique understanding of the control of air launched ramjet propulsion systems. Pulling together the technologies, skills and people from many different areas across Europe has ensured Meteor’s success and opens up major export opportunities beyond the production orders already contracted.”

 

 

Meteor is being developed to meet the requirements of UK, France, Germany, Italy, Spain and Sweden for a next generation Beyond Visual Range Air-to-Air Missile (BVRAAM) system with the capability to dominate medium and beyond visual range air combat. The missile is being integrated onto Europe’s major platforms, Typhoon, Gripen and Rafale. It is also a candidate for the next upgrade package for the F-35 Lightning II Joint Strike Fighter.

 

 

With a significant presence in five European countries and within the USA, in 2011 MBDA achieved a turnover of € 3 billion with an order book of € 10.5 billion. With more than 90 armed forces customers in the world, MBDA is a world leader in missiles and missile systems. MBDA is jointly owned by BAE Systems (37.5%), EADS (37.5%) and Finmeccanica (25%).

Airbus Military and MBDA have successfully completed the first flight of the C295 maritime patrol aircraft with an instrumented Marte MK2/S anti-ship inert missile installed under the wing. The flight was the first of a series of trials planned in a joint Airbus Military – MBDA collaboration to validate the aerodynamic integration of Marte on the C295. Subsequent flights will include handling qualities testsand aircraft flight performance tests.

 

This initiative successfully aligns with the Defence industry strategy shared by MBDA in Spain and Airbus Military.

 

The MBDA Marte MK2/S missile is a fire-and-forget, all-weather, medium-range sea-skimming anti-ship weapon system, equipped with inertial mid-course guidance and radar homing terminal guidance, and capable of destroying small vessels and heavily damaging major vessels. The missile has a weight of 310 Kg and is 3.85 m long.

 

In the anti-submarine warfare (ASW) role, the C295 is already in-service carrying the MK42 torpedo.

 

The Marte Mk2/S is already integrated on the AW-101 and the NFH-90 naval helicopters.

Mantis Concept Demonstrator Targeted to Fly In the UK

BAE Systems has announced its intention to re-fly the Mantis UAS Concept Demonstrator – this time in UK airspace. This will be the first flight of a UAS (Unmanned Air System) of this class in UK airspace

 

Flying Mantis will enable the Company to continue to mature a number of UAS capabilities and technologies, underpinning BAE Systems’ strategy to become a world-class provider of unmanned air systems. The flight activity will support the development of future MALE (Medium Altitude Long Endurance) and UCAS (Unmanned Combat Air Systems) operational capabilities, including the programmes announced at the Anglo-French Summit in February this year. By looking to fly Mantis in the UK, BAE Systems is directly aiming to address the associated challenges of airspace integration and safe operation of an airborne system in accordance with UK rules and regulations.

 

Over the coming months the Company will be working with the appropriate regulators to fully understand the safety, airworthiness and regulatory frameworks which will enable such a flight to take place in 2013.

 

The Company is currently looking at a number of potential locations in the UK which meet the trials objectives and will work with a number of agencies on the feasibility, timing and location of the flights. These locations will be selected in full consultation with the relevant authorities.

 

Tom Fillingham, Future Combat Air Systems Director, BAE Systems said: “We will undertake a further phase of flight trials for the Mantis but this time rather than going overseas we have given ourselves the challenge to conduct the trials in the UK. To secure our position as a provider of key capabilities in the unmanned market it is necessary that we continue to develop key skills and capabilities. Learning from the re-flight of Mantis will be used in future UAS programmes, including our partnership with Dassault Aviation.”

Farnborough - BAE Systems cancelled a planned media briefing on an Anglo-French future unmanned combat air system (UCAS) project on the second day of the Farnborough air show, attributing the decision to paperwork issues.

 

Sources at the company's Warton site in Lancashire last month said UK and French officials were expected to sign a memorandum of understanding at or around the show to advance the collaborative effort.

 

The parties are not yet ready to sign, but will do so soon, BAE says. It will perform the study activity in conjunction with French partner Dassault.

 

A conceptual model of a future UCAS platform is on display outside BAE's pavilion at Farnborough, providing visitors with a glimpse of a possible strike aircraft of the future, positioned just feet away from a Supermarine Spitfire.

La Royal Navy continue de moderniser ses frégates dédiées à la lutte anti-sous-marine. A cet effet, 7 des 13 bâtiments du type 23 (classe Duke) ont été dotées du nouveau sonar 2087 de Thales. Ce sonar actif/passif à immersion variable est considéré comme l'un des meilleurs (si ce n'est le meilleur) équipement du genre actuellement en service. Remorqué à l'arrière du bâtiment et pouvant être immergé à plusieurs centaines de mètres, il réunit une antenne active à basse fréquence et une antenne passive linéaire composée de triplets d'hydrophones permettant de lever instantanément l'ambigüité sur la position de la cible (bâbord ou tribord).

Les capacités exceptionnelles de ce sonar, capable de repérer des submersibles à très grande distance, sont complétées par celles du sonar trempé FLASH, un autre équipement de Thales, mis en oeuvre par les hélicoptères AW-101 Merlin embarqués par les frégates britanniques. Pouvant être immergé à 700 mètres, ce sonar, doté d'antennes d'émission et de réception, est déployé depuis l'hélicoptère avec un système permettant un treuillage de 10 mètres par seconde. La mise en oeuvre est donc très rapide et le temps réduit entre le début du vol stationnaire et les premières émissions, procurant un atout tactique indéniable. Le FLASH peut, en outre, intégrer un système un système de traitement des signaux émis par des bouées acoustiques.


Pour le moment, les frégates équipées sont le HMS Westminster, le HMS Northumberland, le HMS Richmond, le HMS Somerset, le HMS Sutherland, le HMS Kent,le HMS Portland et le HMS St Albans. D'après certaines sources, un huitième bâtiment, le HMS Argyll, viendrait d'être doté du sonar 2087. Nous n'avons, toutefois, pas reçu de confirmation officielle de cette information.

La Marina militare va, dans les toutes prochaines années, subir une importante cure d'amaigrissement. Début mars, le ministre de la Défense, Giampaolo Di Paola, avait annoncé cette cure d'austérité pour la marine italienne. Et on en sait désormais plus sur l'étendue et le planning de la réduction de voilure. D'abord, au niveau des sous-marins, le Salvatore Pelosi (1988) et le Giuliano Prini (1989) doivent être remplacés en 2015 et 2016 par les troisième et quatrième sous-marins du type 212A allemand, dont les deux premières unités, le Salvatore Todaro et le Scire, ont été mis en service en 2006 et 2008. En revanche, les Primo Longobardo (1993) et Gianfranco Gazzan Priaroggia (1995) n'auront pas de successeur. Après leur désarmement, entre 2016 et 2020, la marine italienne n'aura donc plus que quatre sous-marins.

7 frégates et 6 corvettes retirées du service d'ici 2016

Concernant les frégates de la classe Artigliere (ex-frégates du type Lupo initialement commandées par l'Irak et reprises par la marine italienne), après le désarmement de la tête de série (opérationnelle depuis 1994), en janvier dernier, le Granatiere (1996) doit être retiré du service en juin 2013 et l'Aviere (1995) en juin 2015. Il ne resterait plus à cette date que le Bersagliere (1995), seul à être doté d'un canon de 127mm LW.
Quatre des huit frégates du type Maestrale doivent, également, prendre leur retraite : Le Maestrale (1982) en décembre 2013, l'Espero (1985) en juin 2014, l'Aliseo (1983) en juin 2015 et l'Euro (1984) en juin 2016.

Les bâtiments des types Artigliere et Maestrale doivent être remplacés par les nouvelles frégates multi-missions (FREMM), dont la tête de série, le Carlo Bergamini, est actuellement en essais. Mais, pour le moment, seuls six unités de ce type ont été commandées et la situation budgétaire de l'Italie fait craindre que les quatre autres FREMM prévues soient abandonnées.
Dans le domaine des frégates antiaériennes, en dehors des deux Horizon (Andrea Doria et Caio Duilio) flambantes neuves, le retrait des Luigi Durand de la Penne (1993) et Francesco Mimbelli (1993) n'est pas pour le moment programmé.

Concernant les corvettes la classe Minerva (8 unités) reclassées en patrouilleurs de haute mer, il n'y aura pas de successeur. Les six premiers bâtiments doivent être désarmés d'ici 2016 : Minerva (1986) et Sibilla (1991) en septembre 2012, Danaide (1985) en juin 2013, Urania (1986) en juin 2014, Sfinge (1987) en juin 2015 et Driade (1990) en juin 2016. Le départ des deux dernières, les Fenice (1990) et Chimera (1991) interviendra ensuite. La force de patrouilleurs hauturiers sera alors limitée à 10 unités, quatre du type Cigala Fulgosi (2001 - 2002) , deux type Sirio (2005) et quatre type Cassiopea (1989 - 1990).

Guerre des mines et force de projection

Dans le domaine des chasseurs de mines, aucun retrait n'est prévu pour les 8 bâtiments du type Gaeta (1992 - 1996). En revanche, trois des quatre Lerici construits en 1985 prennent leur retraite: Le Lerici a été retiré du service en mars dernier, le Sapri doit d'être ce mos-ci et le Milazzo en juin 2015. Il ne restera alors plus que le Veste.

Concernant la force de projection, aucun retrait n'est annoncé. Le nouveau porte-aéronefs Cavour devrait rester épaulé par le Garibaldi (1985) jusqu'à la fin de la décennie avant d'être remplacé par un nouveau bâtiment de projection, projet qui tarde à être lancé. Les transports amphibies San Giorgio (1988), San Marco (1988) et San Giusto (1994) poursuivent leur activité. Dans le domaine des pétroliers-ravitailleurs, en plus de l'Etna (1998), un programme de remplacement doit assurer le renouvellement des Stromboli (1975) et Vesuvio (1978). Le Stromboli devait être retiré du service en 2016 mais il semble que ce bâtiment pourrait être prolongé jusqu'à l'arrivée d'un successeur. Quant au bâtiment de sauvetage Anteo (1980), son successeur doit être commandé d'ici la fin 2013 pour le remplacer en 2015.
Enfin, on notera que quatre des sept remorqueurs de haute mer de la marine italienne vont également être désarmés : Le Prometeo (1975) en juin 2012, ainsi que le Ciclope (1985), le Gigante (1986) et Tenace (1988) normalement en juin 2013. Il n'y a, pour l'heure, pas de remplaçant prévu.

Farnborough - Swedish defence company Saab will modify a Saab 2000 to become a maritime patrol aircraft (MPA) demonstrator.

 

The aircraft, along with the smaller and already-existing Saab 340 MPA demonstrator, is meant to open new markets for Saab amid falling budgets.

 

The modification will showcase what Saab hopes will be a solace of growth despite declining defence budgets. Global demand for maritime patrol is increasing as large nations shift attention towards securing sea lanes of communication.

 

Although the Saab 2000 is no longer in production, the company is studying a production restart to keep up with increased demand for turboprop aircraft in both civil and military roles.

 

"We have been looking into the possibilities of restarting the Saab 2000 with some colleagues in India," says Saab president and chief executive officer Hakan Buskhe.

 

Despite falling budgets in its traditional markets, Buskhe anticipates growth for the Saab. The global defence budget is increasing, especially in "developing" areas. "That's why we're moving our head offices from Sweden to offices around the world," Bushke says.

 

Saab has started research and development centres in India and Brazil, which are both large and growing defence markets.

The first firing of an operational Dual Mode Brimstone missile (Monday, 25th June) against a Fast In-Shore Attack Craft (FIAC) proved to be a resounding success and a clear demonstration of the unmatched operational flexibility that the weapon provides for air, naval and land based platforms.

 

During the trial, which took place at the QinetiQ Aberporth range in Wales, a RAF Tornado GR4 targeted a fast moving FIAC RT (realistic target), successfully engaging and sinking it.

 

“This latest firing was a great success for the team” said Paul Stanley, MBDA International Market Development Director. “This additional Capability builds upon the data gathered in March and demonstrates Brimstone’s low collateral yet lethal effects against moving and manoeuvring FIACs. It also significantly advances and confirms MBDA’s ability to offer customers as of now an extremely effective, anti swarming FIAC capability using our world leading, combat proven Brimstone missile in its mmW version.”

 

FIACs are small, fast and agile and a growing maritime threat. There are many variables and difficulties tracking and engaging maritime targets at sea, especially with laser-guided systems. The difference with Brimstone is that the mmW radar actually tracks the target rather than a wandering laser beam or laser return.

 

The firing marks the culmination of a series of seeker and telemetry gathering trials against maritime targets that have taken place over a period of five years. These trials confirmed the ability of the missile to acquire and track the FIAC in both semi-active laser and mmW (millimetric wave) radar guidance modes in realistic maritime scenarios.

 

“This makes Brimstone the only currently available weapon capable of providing a fully effective solution against small, fast moving and manoeuvring maritime targets” added Paul Stanley.

 

Brimstone has already demonstrated its capabilities as the weapon of choice against a range of fixed and moving ground targets during operations in Afghanistan and Libya. These recent trials represent the latest stage of MBDA’s programme to demonstrate the weapon’s wider versatility in engaging maritime targets.

Le simulateur de vol pour hélicoptère Sea King qu’exploite Thales sur la base de la Royal Air Force Valley, sur l’île d’Anglesey au nord du Pays de Galles, a bénéficié d’une modernisation significative de son système visuel, et offre désormais des capacités de formation nouvelles aux forces de recherche et de sauvetage (SARF) de la RAF.

Farnborough | SELEX Galileo welcomes the delivery of the first AgustaWestland AW159 Lynx Wildcat helicopter to the UK Ministry of Defence (MoD) in a ceremony that took place today at the Farnborough Air show.

 

The Company is proud to contribute to the Lynx Wildcat programme by providing leading edge technologies including the innovative Active Electronically Scanned Array (AESA) Seaspray 7000 radar.

 

The Wildcat helicopter will therefore be the first UK aircraft flying with the Company’s unrivalled AESA surveillance radar, developed and manufactured at SELEX Galileo’s Edinburgh site.

 

The Wildcat fleet will also be protected by SELEX Galileo’s electronic warfare suite, part of the combat-proven HIDAS family which is designed and produced at the company’s Luton site. Les industriels européens de l'armement ont repris espoir de construire ensemble un drone de surveillance, alors qu'un projet franco-britannique prenait un coup dans l'aile mardi au salon aéronautique de Farnborough.

 

Au sein du groupe européen EADS comme chez l'Italien Finmeccanica, l'idée d'une coopération européenne pour produire un drone MALE (moyenne altitude, longue endurance) pour les armées européennes revient en force.

 

Se méfiant des grands projets intergouvernementaux, Paris et Londres s'étaient engagés l'année dernière dans une coopération bilatérale, décidant de confier au Britannique BAE Systems et au Français Dassault Aviation le développement d'un drone MALE à l'horizon 2020.

 

Mais les contrats n'ont toujours pas été signés et BAE, qui avait espéré conclure au salon de Farnborough, a annulé une conférence de presse mardi.

 

Dassault, qui propose de développer pour l'armée française un drone "intermédiaire" pour faire la soudure jusqu'à l'arrivée du drone franco-britannique, attend lui aussi confirmation de cette commande. Il s'est refusé à tout commentaire.

 

C'est que le nouveau ministre français de la Défense Jean-Yves Le Drian a décidé de "remettre ce dossier à plat" et cherche à relancer la coopération européenne en matière de défense, notamment avec l'Allemagne et l'Italie.

 

M. Le Drian en dira peut-être plus à Londres, où il est attendu le 24 juillet. Il viendra "pour approfondir encore nos relations sur les perspectives de coopération militaire, notamment concernant les drones..." a déclaré mardi le président français François Hollande, lors d'une visite dans la capitale britannique.

 

EADS, dont les drones Harfang équipent l'armée française, attend désormais une prolongation du contrat de support de ces engins qui expire en octobre 2013 et espère être chargé de les moderniser. "Je pense que ça va arriver", a déclaré un responsable du groupe sous le couvert de l'anonymat.

 

Il est moins sûr en revanche de se voir confier le développement d'un drone intermédiaire, d'autant que les militaires français préfèreraient acheter des drones américains, plus performants et déjà en service chez leurs homologues britanniques et italiens.

 

Mais à l'horizon 2020, gouvernements et industriels se rejoignent sur l'intérêt de développer un avion sans pilote européen, estime-t-on chez EADS comme chez Finmeccanica, le conglomérat italien de l'armement.

 

Alenia Aermacchi, filiale aéronautique de Finmeccanica, a déclaré à l'AFP "soutenir pleinement une alliance européenne dans le secteur des avions sans pilote". "Seule une large coopération permettra à l'industrie européenne de préserver savoir faire et capacités technologiques", a souligné le constructeur.

 

"Le ministre français a compris très rapidement que si on pouvait se le permettre, il fallait faire un drone européen", a estimé le responsable d'EADS.

 

Les pays européens, selon lui, conviennent de l'absurdité d'avoir des programmes de drones concurrents et se rapprochent sur la définition des besoins. "Les esprits sont prêts; je ne suis pas sûr que les portefeuilles le soient", reconnaît-il pourtant.

 

"Nous sommes confiants de trouver d'ici peu une solution européenne globale", assure Stefan Zoller, directeur de la branche défense d'EADS dans le Frankfurter Allgemeine Zeitung de mercredi. "A la fin de l'année, début 2013 nous connaîtrons une percée", prévient-il.

 

En attendant, EADS a consolidé ses positions pour revenir dans la course aux drones après en avoir été écarté au profit de Dassault.

 

Le groupe a ainsi racheté récemment la filiale drone de l'Allemand Rheinmetall. Cette filiale, Rheinmetall Airborne systems, fournit des petits drones tactiques KZO à l'armée allemande et exploite pour elle des drones MALE de fabrication israélienne, Heron-1, dont elle a besoin en Afghanistan.

 

EADS fait valoir qu'après ce rachat il est désormais le seul à équiper avec des drones opérationnels les armées françaises et allemandes. L'Italie et la Grande-Bretagne sont équipées des "Reaper" américains.

MADRID (Dow Jones)--Le gouvernement espagnol a annoncé lundi qu'il était actuellement en train de renégocier le calendrier des livraisons pour au moins certains des 46 Typhoon restants sur les 87 commandés au consortium Eurofighter, signe que la crise financière continue de peser sur les budgets de défense.

 

Madrid est déterminé à payer le solde du programme dans les délais après de récents retards de paiement, a noté une porte-parole du ministère espagnol de la Défense. Les 309 millions d'euros payés en février ont remis le gouvernement sur les rails, a ajouté la porte-parole. Une échéance de 720 millions d'euros attend Madrid cette année.

 

"L'Espagne a un engagement et a l'intention de respecter ses obligations", a affirmé la porte-parole. "Nous sommes dans une situation complexe et nous cherchons des solutions".

 

Le programme Eurofighter est une coentreprise composée de Cassidian, filiale de EADS (EAD.FR), BAE Systems (BA.LN) et Finmeccanica (FIN.MI).

Lundi 9 juillet 2012, le général Jean-Paul Paloméros, chef d’état-major de l’armée de l’air (CEMAA), s’est rendu au salon international de l'aéronautique de Farnborough (SIAF), au Royaume-Uni.

Le salon aéronautique de Farnborough est le plus grand événement commercial du secteur aérospatial en 2012 et le deuxième salon en Europe après celui de l'aéronautique et de l'espace de Paris, au Bourget. Le SIAF se déroule du 9 au 15 juillet 2012. En alternance avec le salon international de l'aéronautique et de l'espace du Bourget, qui a lieu les années impaires.

 

Le général Paloméros a rencontré des industriels de l’aéronautique, notamment MBDA, Raytheon, EADS, Rolls-Royce et BAE Systems. Il s’est également entretenu avec Mr Michael B. Donley, secrétaire d’État à l’USAir Force (armée de l’air américaine). Lors de sa visite, le CEMAA a évoqué les principaux programmes, comme l’A400M, les missiles et les armements. Cette visite sur le salon aéronautique de Farnborough a aussi été l’occasion pour faire un point sur la coopération franco-britannique.

 

Les 7 et 8 juillet 2012, toujours au Royaume-Uni, deux Rafale de Saint-Dizier ont été déployés au Royal International Air Tatoo, un meeting aérien se déroulant sur la base aérienne de Fairford. L’avion de chasse polyvalent, piloté par le capitaine Michaël Brocard, présentateur officiel, a réalisé des démonstrations techniques en vol. Lors de ses prestations, le pilote français a remporté le prix du meilleur Solo Display Pilot soulignant ainsi l’excellence et le savoir-faire de l’armée de l’air.

Farnborough - Selex Elsag (OE1) has won an €11 million ($17 million) contract to equip Italian NH Industries NH90 helicopters with an obstacle avoidance system.

 

"Loam [laser obstacle avoidance and monitoring] is an auxiliary system for navigation, designed for rotary wing platforms," says Selex Elsag. "Its operating system is based on an eye-safe laser radar. This can detect any kind of dangerous obstacle along the flight path, such as power lines, ropeway wires and pillars, allowing the crew to adopt appropriate, timely and effective countermeasures."

 

The Italian army and navy will eventually operate a combined total of more than 100 NH90s.

La Chine et l'Union européenne (UE) se sont engagées lundi au renforcement de leur coopération en matière de défense et de sécurité lors de la rencontre entre le ministre chinois de la Défense Liang Guanglie et la haute représentante de l'UE pour les Affaires étrangères et la politique de sécurité Catherine Ashton.

 

La Chine a établi des relations militaires avec l'ensemble des pays membres de l'UE et les relations sino-européennes dans les domaines de la défense et de la sécurité ont ainsi connu un développement rapide, a indiqué M. Liang.

 

La Chine est positive quant à la promotion de la coopération en matière de défense et de sécurité avec l'UE et est convaincue que les deux parties feront des progrès continus dans leur coopération grâce à des efforts conjoints, a indiqué M. Liang.

 

Mme Ashton a indiqué pour sa part que l'UE était prête à travailler avec la Chine pour réaliser un développement durable et atteindre la prospérité.

 

"Renforcer la coopération dans les domaines de la défense et de la sécurité entre les deux parties jouera un rôle important dans le développement des relations sino-européennes globales ainsi que pour la sauvegarde de la paix et de la stabilité mondiales", a-t-elle affirmé.

 

Les deux parties ont également échangé des points de vue sur des questions de sécurité internationales et régionales.

Farnborough - The Eurofighter programme received a major boost at the Farnborough air show on 9 July, with the confirmation that its four partner nations have reached an agreement to introduce a further batch of enhancements for the type.

 

These will see the Typhoon gain an active electronically scanned array radar, an advanced suite of defensive aids subsystem equipment and MBDA's Meteor beyond visual-range air-to-air missile. Also to be included is the "further development of the air-to-air and air-to-ground capabilities and integration of new weapons" to boost its multirole capabilities, with the latter to include Raytheon Systems' Paveway IV precision-guided bomb.

 

Eurofighter had scheduled a media briefing with chief executive Enzo Casolini for Tuesday, but news of the development with Germany, Italy, Spain and the UK was released by Prime Minister David Cameron's press office after he visited the company's pavilion on the opening day of the show.

 

"The further development of Typhoon that we have been working on with our partners is good for the Royal Air Force, who need this capability, good for our export customers, who want it too, and brilliant for the British manufacturers and British workers who are going to benefit," Cameron says.

 

"We are very pleased that the prime minister paid a visit to the Eurofighter community, and we appreciate all his support for export campaigns," says the Eurofighter consortium.

 

Approval to integrate the new equipment represents the go-ahead for a Phase 1 Enhancement programme for later Tranche 2 production examples of the Typhoon, dubbed P1EA. Export customer Saudi Arabia is also looking to introduce similar enhancements for its eventually 72-strong fleet of the type, along with the Thales Damocles targeting pod.

 

Meanwhile, Eurofighter partner company BAE Systems expects to fly the first element of a future P1EB package of equipment for the Typhoon on 20 July, using test aircraft IPA6.

LONDON — Hopes have been dashed that Britain and France could announce progress on an alliance to develop UAVs at this week's Farnborough International Airshow.

 

Britain's defense procurement minister, Peter Luff, said the announcement of a medium-altitude, long-endurance (MALE) UAV risk-reduction contract and an unmanned air combat vehicle demonstration deal is being delayed as the new French government looks at future commitments.

 

“France is pausing for breath to look at what it can afford. I suspect their white paper process will be as painful for the French Ministry of Defense as [defense cuts] have been for the U.K. and U.S.,” he said.

 

“They are looking at their UAV strategy but have assured us they are still committed to work together on these programs. We entirely respect the new administration's decision.”

 

France is expected to take the wraps off a new UAV strategy later this week.

 

The study contracts were to have been awarded to BAE Systems and Dassault Aviation. The companies are the industrial partners leading the UAV work.

 

Expectations the two study contracts could be announced at the show were raised by briefings held seperately by the companies in the run up to Farnborough.

 

The companies cancelled a joint news conference scheduled for July 10 to give details of progress in their partnership.

 

A spokeswomen for BAE said she still expected the study deal to go through in the “next few weeks.”

 

Britain and France signed a bilateral defense treaty in late 2010 aimed at advancing cooperation in operational and industrial sectors.

 

France recently signed a more limited deal with Germany covering industrial cooperation. One of the areas of possible cooperation is MALE UAV development.

 

The letter of intent with Berlin opened up the possibility of widening the bilateral deal with Britain to include Germany.

 

France is also keen on involving Italy in cooperative defense programs.

 

The British are wary of increasing the scope of the UAV program until they have the essentials in place with France.

C’est plutôt rare en ce moment. Quand un ministre britannique dit tout le bien qu’il pense de l’Union européenne et de sa politique de défense, autant le signaler. Il est vrai que c’était à Paris et que cela émanait du ministre britannique des Affaires européennes. Mais David Lidington a rendu un vibrant hommage à l’Union européenne et au rôle qu’elle peut jouer, à travers la PSDC, pour la prévention des conflits et la sécurité internationale.

 

L’avantage compétitif de l’UE

 

Certes « l’OTAN est et restera le meilleur outil de l’Europe pour répondre aux situations de conflit de haute intensité tels que l’Afghanistan ou la Libye. Et l’ONU et d’autres jouent un rôle vital dans le développement à long terme et la stabilité »  « Mais l’UE dispose d’un avantage compétitif (« its own unique selling points ») quand il s’agit de la sécurité internationale » a-t-il expliqué. « Son avantage est de pouvoir relier de façon  large et complémentaire un ensemble d’outils : diplomatique, civil, militaire, de développement et financier – qu’il peut employer, de façon collective, pour promouvoir la paix internationale, souvent dans des lieux où l’OTAN et d’autres ne peuvent pas agir. » Et de poursuivre : « Les missions de la PSDC faire une différence réelle pour la sécurité internationale. Elles aident à maintenir la paix dans les Balkans. Elles sont là pour assurer la protection de la navigation internationale et de l’aide alimentaire face au fléau de la piraterie. Et elles contribuent en Afghanistan à assurer un avenir stable et sûr… Ces missions apportent des résultats tangibles et positifs au Royaume-Uni, à l’Union européenne et à la communauté internationale. »

 

Une politique à améliorer, surtout sur l’aspect des capacités civiles

 

Cependant le ministre explique que la PSDC « doit s’améliorer pour permettre aux Européens d’assumer leurs responsabilités de sécurité internationales de manière plus efficace. » Et d’ajouter : « Trop souvent les Etats membres ont concentré leur attention sur les discussions sur la grandeur future de la PSDC ou même son existence, plutôt que de savoir ce qu’ils peuvent faire de mieux »

 

Naturellement pour le Britannique, la mission de la PSDC se tourne davantage vers « l’élaboration de ces capacités civiles telles que la réforme du secteur de sécurité et des experts juridiques ». Et elle doit se mener dans le cadre d’une politique globale, avec des partenaires, un mot qui revient à plusieurs reprises dans son discours. Le « futur de la défense européenne est d’avoir une capacité réelle à prévenir et à réagir aux crises dans le cadre d’une stratégie globale de l’UE et, de plus en plus, en tandem avec de nombreux autres partenaires. »

 

Les Européens doivent prendre leur défense en main

 

Pour Lidington, comme pour d’autres responsables avant lui (américains notamment), les Européens « doivent prendre beaucoup plus de responsabilités pour leurs propres intérêts de sécurité. Mais nous sommes, hélas, pas encore prêts à le faire. Trop de pays ne parviennent pas à construire et à entretenir les capacités militaires appropriées. » La Libye l’a montré, « les Européens peuvent réagir rapidement et résolument quand ils en ont besoin, ont le leadership adéquat et des capacités adéquates ». Mais aujourd’hui « nous manquons de la volonté politique collective et des capacités militaires pour mener les opérations sans un soutien important des États-Unis ».

 

La conclusion que je tire de cela est simple. Si les Européens sont à assumer nos responsabilités internationales de sécurité, nous devons nous engager à maintenir, développer et rendre disponibles nos capacités de défense qui pourraient être utilisés soit par la PSDC ou de l’OTAN.

Le secrétaire d'Etat français aux Transports, Frédéric Cuvillier, a indiqué qu'une sortie du capital d'EADS, comme le souhaite son nouveau patron Tom Enders, n'était pas envisagée. Il n'a pas été contredit par ses homologues espagnol et allemand également présents au salon aéronautique de Farnborough.

 

La France, l'Allemagne et l'Espagne n'ont manifesté lundi aucune intention de sortir du capital du groupe européen EADS comme le demande son nouveau patron Tom Enders. "Ce n'est pas d'actualité", a répondu le secrétaire d'Etat français aux Transports, Frédéric Cuvillier, qui a rencontré ses collègues au salon aéronautique de Farnborough dans la grande banlieue de Londres. "La position de l'Etat est d'être un Etat stratège. Je ne suis pas là pour faire reculer le rôle de l'Etat là où il est", a-t-il précisé. Il a d'ailleurs relevé que Tom Enders n'avait pas soulevé cette question lors de leur première rencontre lundi. Tom Enders, qui a pris les commandes de la maison mère d'Airbus le 1er juin, répète depuis des années, comme son prédécesseur Louis Gallois, que les Etats doivent se retirer du capital d' EADS, pour en faire "une entreprise normale".

 

Soutien de Berlin et Madrid

 

Les homologues espagnol et allemand de Frédéric Cuvillier, Luis Valero et Peter Hintze, ont évité de répondre directement à la question mais ont souligné que les gouvernements avaient intérêt à soutenir un projet qui est un succès européen. Peter Hintze a ajouté que "le gouvernement allemand se tient très très en retrait" de la gestion du groupe. Ce responsable allemand avait cependant adressé des reproches sévères à EADS cette année, l'accusant de ne pas prendre en compte les intérêts de l'Allemagne. Il a minimisé ces différends, ajoutant qu'il avait eu lundi "une brève et très aimable conversation avec Tom Enders". "Chacun a compris maintenant ce que l'autre voulait dire, et il s'agit du bien de l'entreprise", a-t-il dit.
