Farnborough – Thales announces the acceptance by the French defence procurement agency (DGA) of the upgrade to the F3.2 standard of the first two Rafale simulator cabins at the simulation centre in Saint-Dizier. The Rafale Transformation Squadron in Saint-Dizier, which has a total of four cabins, provides training on the Rafale for French Air Force and Navy pilots, offering them a very high level of training in a complex tactical environment.

 

This upgrade will improve the instruction and training provided to prepare this squadron for the following missions of the Rafale F3:

 

    air-to-sea attack with the AM39 anti-ship missile

 

    reconnaissance with the Reco-NG pod

 

    air support with the Damocles laser targeting pod

 

    nuclear deterrence with the ASMP/A enhanced medium-range air-to-ground missile

 

 

The Rafale simulation centre in Landivisiau, which has two simulators, will be upgraded to the F3.2 standard in the summer of 2013.

Océan Indien : les pirates sur la défensive

REPORTAGE - La chasse menée par la force Atalante sur une zone vaste comme l'Europe commence à porter ses fruits.

 

Les pirates sont là. Leurs otages aussi. De la passerelle de la frégate française Guépratte, on aperçoit des tentes et des skiffs, les petits bateaux rapides en plastique des flibustiers somaliens, alignés le long du rivage, au pied de formidables falaises jaunes plongeant dans l'océan Indien. Depuis le petit matin, le navire de guerre longe les côtes du Puntland, région autonome du nord de la Somalie. C'est l'une des principales zones de départ des flibustiers, qui attendent aujourd'hui les rançons de 7 bateaux et de 213 marins. Trois cargos sont au mouillage. Parmi eux, le recordman de la captivité, le cargo Iceberg, battant pavillon panaméen, kidnappé le 29 mars 2010 au large d'Aden. Une rançon de 6 millions de dollars serait en négociation pour le vraquier et son équipage hétéroclite de damnés de la mer, Philippins, Soudanais, Pakistanais, Yéménites, Indiens et Ghanéens. Ils sont 23, probablement retenus à terre ; ils étaient 24, mais un officier yéménite est mort, de malnutrition ou suicidé, selon les versions.

 

L'arme de la vitesse

 

Le Guépratte, l'un des fers de lance d'Atalante, l'opération européenne antipiraterie, ne s'approche pas. Le commandant Éric Malbrunot a donné l'ordre de passer au large. Les pirates ont menacé d'exécuter tous leurs prisonniers après la première attaque européenne contre leurs installations à terre. Le 15 juin, l'hélicoptère d'une frégate espagnole a détruit plusieurs skiffs sur une plage près de Harardhere. La force, commandée en ce moment par le contre-amiral français Jean-Baptiste Dupuis, ne s'interdit plus d'aller frapper les dépôts logistiques des pirates, avec l'autorisation du gouvernement de transition somalien.

 

La méthode semble avoir montré ses limites, mais l'assaut a tout de même déstabilisé les bandits. Comme en témoignent les pérégrinations du dernier navire capturé, le pétrolier de 130.000 tonnes Smirny. Il remonte lentement vers la pointe de la Corne de l'Afrique. Ses ravisseurs hésitent visiblement à le laisser longtemps au même endroit. À bord du Guépratte, on suit pas à pas le sort du pétrolier. La frégate est reliée en permanence au réseau varié d'Atalante, mais aussi de tous les autres intervenants: Américains, Otan, Chinois, Indiens, Russes, Sud-Coréens, Japonais…

 

Le 17 juin, jour de l'appareillage de l'escale de Salalah, au Yémen, la mousson creuse la mer et fait tanguer la frégate. Pourtant, des appels proviennent des confins de la zone couverte par Atalante, aussi vaste que l'Europe. Le 19 juin, le cargo Lady Jana est attaqué dans le golfe arabo-persique mais parvient à semer ses agresseurs. Le lendemain, le méthanier Aries prend une grenade propulsée dans la coque. Pas une très bonne idée pour une gigantesque bonbonne de gaz flottante qui, heureusement, n'explose pas. Il augmente lui aussi sa vitesse, principale arme antipirates.

 

Le même jour, une silhouette se profile à l'horizon, celle du Tipu Maiden, un cargo philippin affrété par le Programme alimentaire mondial (PAM) de l'ONU. Chargé d'aide d'urgence pour la Somalie, il aura droit à un traitement VIP: escorte personnelle et transfert à son bord d'une Équipe de protection embarquée (EPE) constituée de marins du Guépratte spécialement formés.

 

Gardes privés

 

Hélas, la bonne volonté européenne est mal récompensée. Pour embarquer, le Guépratte a besoin d'une autorisation du gouvernement philippin, qui ne viendra jamais. Parce que le capitaine du cargo a déjà à son bord sa propre EPE privée, comme désormais 40 % des bateaux traversant la zone? Si les marins français avaient été déposés à son bord, les privés auraient dû être consignés dans leurs postes, selon le règlement d'Atalante. Consolation, le lendemain, après le transfert de l'escorte à un bâtiment américain, un écho apparaît sur le radar. Il se matérialise en une minuscule tache blanche se distinguant à peine du moutonnement des vagues. En dix minutes, un groupe de guerriers à l'allure impressionnante, casques, gilets pare-balles et grosses lunettes, fonce debout sur un Zodiac vers un skiff où trois hommes mettent immédiatement les mains sur la tête.

 

Parmi les soldats, un marin français originaire de Djibouti sert d'interprète. On trouve bien une Kalachnikov à bord, mais elle fait partie du bagage minimum des pêcheurs du coin. Le Zodiac part inspecter une bouée rouge à quelques encablures. Elle peut signaler une palangre, une ligne de fond lestée et semée d'hameçons, parfois utilisée par les pirates pour cacher leurs échelles et leurs armes sous l'eau à l'approche d'un bateau de guerre. La «Kalach», fusil d'assaut rustique, peut rester trois jours sous la surface de l'eau et tirer en sortant.

 

Cette fois, les hommes du Guépratte ne trouveront que des poissons. Mais les pirates ne désarment pas, malgré le mauvais temps. Avant d'atteindre sa prochaine escale, Dar es-Salaam en Tanzanie, le Guépratte aura encore reçu les nouvelles de deux attaques manquées au nord d'Oman. «L'activité de la piraterie baisse», se félicite toutefois le commandant d'Atalante, le contre-amiral Dupuis, qui reçoit à l'occasion d'un ravitaillement en mer dans le carré lambrissé de La Marne, pétrolier militaire où il règne sur un état-major bigarré mêlant officiers espagnols, britanniques, allemands, italiens…

 

Les chiffres parlent: 47 navires piratés en 2010, 25 en 2011, 5 depuis janvier 2012. Le nombre d'attaques semble lui aussi bien parti pour baisser: 176 en 2011, 32 depuis le début de l'année. Les raisons? «La dissuasion de forces navales de mieux en mieux coordonnées, l'observation des règles de sécurité recommandées, telles que la pose de barbelés par 70 % des navires de commerce, la présence de gardes privés sur environ 30 % des bateaux, l'aide au gouvernement somalien…»

 

Les pirates eux-mêmes confirment. Le site Internet Somalia Report, bien renseigné, a recueilli en juin les confidences de flibustiers se plaignant de la baisse de «commandes» des entrepreneurs en piraterie. «Ce sont les rançons qui financent les expéditions suivantes, et comme il y a moins de rançons…» L'Europe ajoutera prochainement un nouveau volet à son action, une aide à la justice somalienne, mission qui sera dirigée par un amiral français. Le transfert de la lutte antipiraterie aux Somaliens eux-mêmes se heurte toutefois au jeu des puissances régionales. Les Émirats arabes unis viennent d'annoncer qu'ils mettaient fin au financement de la police maritime du Puntland, forte d'un millier d'hommes, qui avait pourtant réussi à démanteler quelques camps. Les Émiriens ne souhaitent sans doute pas renforcer un «État autonome» que personne ne reconnaît officiellement. Atalante ne doit pas se reposer sur ses lauriers, juge l'amiral Dupuis: «La baisse est réversible.».

Il y a eu 266 incendies à bord des sous-marins nucléaires de la Royal Navy au cours des 25 dernières années. 74 de ces incendies se sont déclarés à bord de sous-marins nucléaires lanceurs d’engins.

 

Trois de ces incendies sont survenus alors que les sous-marins étaient à quai, dont un à bord d’un SNLE.

 

Sur ces 266 incendies, 243 ont été classés comme “petite échelle”, c’est à dire un incendie localisé, tel qu’un petit défaut électrique provoquant de la fumée.

 

Il y a eu 20 incendies de moyenne échelle, comme la défaillance d’un équipement mécanique entrainant l’émission de fumée et de flamme, nécessitant l’utilisation de “ressources significatives embarquées”.

 

On ignore si les incendies sont survenus à bord de SNLE alors que les armes nucléaires étaient à bord.

 

Pour un porte-paroles du ministère de la défense, « aucun incendie survenu d’un sous-marin de la Royal Navy n’a eu d’impact sur la sécurité nucléaire ou sur sa capacité à maintenir une dissuasion nucléaire permanente. »

 

« A cause de la nature des opérations sous-marines, on conserve un historique méticuleux de tous les incendies, même les plus petits. La plupart de ces incendies n’ont été que des défauts électriques mineurs, qui ont été traités rapidement. »

 

« La Royal Navy maintient un régime strict de sécurité à bord de tous ses sous-marins, et son personnel reçoit un entraînement régulier et complet sur la sécurité incendie. »

FARNBOROUGH (Dow Jones)--Les ministres français et allemand ont annoncé lundi qu'ils comptaient modifier la structure actionnariale d'European Aeronautic Defence & Space (EAD.FR) avant la fin de l'année, pour permettre au groupe industriel allemand Daimler (DAI.XE) de réduire sa participation, tout en préservant le fragile équilibre entre intérêts français et allemands dans la gouvernance de l'entreprise.

 

La France et l'Allemagne devraient continuer à jouer un rôle important au sein d'EADS, ont souligné les ministres. Le nouveau directeur général du groupe, Tom Enders, a fréquemment déclaré qu'EADS serait bien mieux loti s'il ne subissait pas l'influence des gouvernements, arguant qu'aux Etats-Unis et au Royaume-Uni, l'Etat protège ses intérêts stratégiques dans le secteur de la défense sans détenir de participation dans les groupes du secteur.

 

Peter Hintze, secrétaire d'Etat parlementaire au ministère allemand de l'Economie, a rappelé que l'Allemagne comptait maintenir l'équilibre des pouvoirs au sein d'EADS, sans toutefois exclure que les participations française et allemande respectives soient réduites à l'avenir.

 

"Le gouvernement allemand a déclaré à plusieurs reprises qu'il avait intérêt à conserver tel quel l'équilibre actionnarial au sein d'EADS", a indiqué Peter Hintze lors d'une conférence de presse organisée au salon aéronautique de Farnborough.

 

Il a toutefois ajouté que "si le gouvernement français devait annoncé qu'il souhaite réduire sa participation, l'Allemagne serait tout à fait disposée à lui emboîter le pas".

 

Le ministre français des Transports, Frédéric Cuvillier, a pour sa part affirmé sa préférence pour un maintien du statu quo. "Il y a pour l'Etat un intérêt stratégique à s'impliquer, accompagner, créer les conditions et négocier. Réduire le rôle de l'Etat n'est pas à l'ordre du jour".

 

Peter Hintze a expliqué que "l'importance d'EADS était plus grande pour l'économie française que pour l'économie allemande, qui occupe une position dominante dans d'autres industries comme la chimie ou l'ingénierie".

 

L'Allemagne et la France contrôlent actuellement 22,35% chacune du capital d'EADS. Daimler contrôle actuellement 22,5% des droits de vote, mais a placé une participation de 7,5% auprès d'un consortium d'investisseurs public-privé et veut sortir du groupe complètement.

 

Le gouvernement allemand souhaite pour sa part transférer 7,5% de la participation de Daimler à une banque publique.

 

Peter Hintze a déclaré que les modifications de structure actionnariale seraient effectuées de manière méthodique dans les mois à venir, ajoutant qu'EADS étant enregistré aux Pays-Bas, il faudrait tenir compte de la législation néerlandaise.

La Bulgarie tente de vendre, pour l'équivalent de 118 millions d'euros, 100% de sa plus grande entreprise militaire, VMZ Sopot, la seule appartenant encore à l'Etat.

 

Fondée en 1936, la VMZ Sopot, qui compte actuellement six entreprises et 3 200 salariés, produit des projectiles anti-char, des roquettes, des munitions d'artillerie et des explosifs. Elle connaît de grosses difficultés de trésorerie; des menaces sur l'emploi, en décembre dernier, ont provoqué un mouvement de grève. Un autre préavis de grève est en passe d'être déposé, suite à des retards dans le paiement des salaires.

 

L'agence des privatisations bulgare recherche "un investisseur stratégique qui protège et élargisse la production, augmente la compétitivité de l'entreprise et attire des investissements en vue d'une modernisation". Un projet qui risque d'avoir du mal à se concrétiser; une vingtaine d'entreprises militaires bulgares offertes à la privatisation à la fin des années 1990 n'ont, en effet, pas trouvé d'investisseurs étrangers et ont été rachetées par leur propre direction.

 

La valeur des exportations annuelles de l'industrie militaire bulgare se chiffre à 126 M€. Quelque 15 000 personnes travaillent dans les entreprises militaires. A l'époque communiste, la Bulgarie exportait des armes pour une valeur de 650 M€ par an et l'industrie militaire employait 115 000 personnes.

LONDON, FARNBOROUGH AIR SHOW | Hamilton Sundstrand is preparing its suite of systems for the Airbus A400M new generation airlifter, including the largest all-composite propeller in production, for entry into service. Hamilton Sundstrand is a subsidiary of United Technologies Corp.

 

"We congratulate Airbus Military on the A400M achieving its Restricted Type Certificate from the European Aviation Safety Agency, and we commit our continued support through function and reliability flight testing toward full civil type certification and military Initial Operating Clearance," said Gail Baker, vice president, Hamilton Sundstrand Aerospace Customers & Business Development.

 

Hamilton Sundstrand and its subsidiaries supply a wide range of systems for this multipurpose new-generation airlifter, including the A400M's Auxiliary Power Unit, Secondary Electrical Power Distribution Center, Ram Air Turbine emergency power system, Trimmable Horizontal Stabilizer Actuator, Throttle Control Assembly, Cockpit and Load Master Workstation Lighting, and an eight-bladed 17.5-foot diameter Propeller System, the largest all-composite propeller in production. The Propeller System, which is manufactured by Hamilton Sundstrand subsidiary Ratier-Figeac, received EASA certification on March 22, and features a pair of clockwise and counter-clockwise rotating propellers on each wing that enhance overall aircraft stability and control and contribute to overall operating efficiency.

 

The Auxiliary Power Unit (APU) provides aircraft start capability to 14,500 feet and auxiliary/electrical power up to 40,000 feet. The APU electronic controller interactively interfaces with the aircraft's maintenance computer. The APU received its Technical Standard Order (TSO) C77b from the Federal Aviation Administration in April 2011.

 

The remaining Hamilton Sundstrand systems are certified as part of the aircraft certification process.

 

The Secondary Electric Power Distribution Center is highly configurable, using Hamilton Sundstrand's Solid State Power Controller (SSPC) technology to provide control and protection of the A400M's electrical loads. Each distribution center is capable of controlling more than 600 SSPCs and 15 utility functions.

 

The RAT emergency power system comprises a 50-inch diameter turbine, with nearly 80 hp of shaft horsepower, to carry the load required to safely land the aircraft if all other forms of electric power are unavailable.

 

The Trimmable Horizontal Stabilizer Actuator (THSA) and Throttle Control Assembly (TCA) are supplied by Ratier-Figeac. The THSA is designed to actuate the aircraft's horizontal stabilizer as a full fail-safe system, powered by dual hydraulic channels and an electric back-up channel. The TCA includes four power levers that permit pilots to drive the four 11,000 hp engines and are equipped to automatically adjust soft detent position to power setting in auto pilot mode.

 

The suite of 24 unique cockpit and loadmaster workstation lights, supplied by Hamilton Sundstrand Electric Systems subsidiary Page Aerospace, use leading edge LED lighting technology. This lighting is designed to perform with dual functionality, under both normal and night vision conditions.

Farnborough, England | The upgrade of UK Ministry of Defence Puma aircraft took a major step forward last week with Eurocopter completing its first internal qualification of the Puma Mk2 aircraft. This upgrade will significantly enhance the aircraft’s performance, mission capability and safety. The first modified aircraft will fly into the UK in the coming weeks to conclude test and evaluation activities at QinetiQ’s Boscombe Down facility.

 

Eurocopter’s first internal qualification of the Puma Mk2 was achieved on July 6, concluding the first phase of the planned developments, with further enhancements to its mission capabilities planned over the coming months. To date, Eurocopter has completed the initial upgrade process on three Puma helicopters, all of which are now involved in flight testing. The first of these will be delivered to QinetiQ’s Boscombe Down military test and evaluation center for further trials.

 

The Puma Mk2 helicopters represent a key element of the UK’s medium battlefield support helicopter capability, and will be deployed for tactical troop and load movement by day and night. The upgrade will extend the operational lifetime and significantly upgrade the capabilities of 24 of the Royal Air Force Puma helicopters. The new Puma is an ideal medium lift platform for urban operations and its ability to be rapidly deployed by C17 make it the ideal platform for fast moving contingent combat and humanitarian operations.

 

“This qualification milestone marks another important accomplishment in a program that is vital for the UK’s combat capabilities, and it results equally from Eurocopter’s commitment to its success and our close cooperation with the Ministry of Defence,” said Markus Steinke, the Managing Director of Eurocopter UK. “Once upgraded, Puma Mk2s will be serving the Royal Air Force until 2025, offering exceptional performance and capability that is excellent value for the money.”

 

Enhancements for the Puma Mk2 include major performance and safety improvements with the use of new Makila 1A1 turboshaft engines; the integration of a full glass cockpit incorporating modern avionics and a flight management system; the implementation of a digital automatic flight control system; as well as the incorporation of a secure communications suite, new defensive aids and ballistic protection for crew and passengers. Additionally, the helicopter’s greater onboard fuel capacity and lower fuel consumption will increase the Puma Mk2’s operating range. The Puma will be able to carry twice the payload over three times the range than its predecessor even in the most demanding of environmental conditions.

Farnborough, United Kingdom | BAE Systems has delivered an Urgent Operational Requirement to the UK’s Royal Air Force (RAF) to help Tornado pilots identify friendly forces.

 

The equipment is a high-tech helmet system which projects data in front of the pilot’s eye allowing instant assessment of points of interest. The technology can save vital seconds during military operations.

 

The request to develop the Tornado Helmet Mounted Cueing System (HMCS) the RAF's Tornado GR4 fleet was received in April last year. Within months, engineers and technicians at BAE Systems had integrated the system onto the aircraft and it is now operational on the Tornado in Afghanistan.

 

Wing Commander Kurt Hill, FAST Tornado Capability Manager said: "The Tornado HMCS capability has greatly enhanced the crews’ situational awareness and resource management, enabling the rapid identification of points of interest in the homogeneous Afghan environment”.

 

Martin Taylor, BAE Systems’ Combat Air Support Director said: “We are delighted with the positive feedback from the RAF crews who have used the HMCS on Tornado in Afghanistan. The speed at which the system was developed and deployed demonstrates our ability to respond effectively to customer requirements. Over the coming months, we will continue to work with the customer, to provide the capability across the wider Tornado fleet.”

MRO team responds to increased operational need for repaired assets

 

GKN Aerospace has delivered its 750th Tornado assembly to the UK Royal Air Force (RAF) as part of the company’s maintenance contract with BAE Systems, awarded in 2006 and continuing until at least 2016. This work package forms one element in the UK Ministry of Defence/BAE Systems ATTAC (Availability Transformation: Tornado Aircraft) agreement, which is aimed at providing effective, through life support for the GR4 aircraft.

 

Work on this maintenance repair and overhaul (MRO) package is being carried out by the GKN Aerospace maintenance operation based at Cowes on the Isle of Wight, UK. Under the contract, GKN Aerospace is responsible for providing a range of Tornado aircraft structures including rudders and ammunition boxes.

 

Paul Young, General Manager for Customer Support and MRO comments: “Over recent years spares deliveries for the Tornado have increased significantly in order to provide effective support for the aircraft in theatre in Afghanistan and Libya. This has greatly increased the workload on our maintenance team at Cowes but by working extended hours and bringing in additional help from around the facility our output has increased by 25%. We are extremely proud of the dedication and commitment of our team to playing our part in ensuring this aircraft is available to our forces whenever and wherever it is needed.”

 

The Cowes-based maintenance operation overhauls structure from a wide variety of aircraft including the C-130 military transporter, the Dash 8 and Saab 2000 turboprop aircraft, and the massive Airbus A380 double-deck, jet airliner.

 

GKN Aerospace worldwide has a growing maintenance, repair and overhaul operation and this area of the business is a focus for future growth, with the company working on developments that will streamline, automate and speed future aircraft MRO procedures.

Les habitants d'une tour HLM contestent devant la justice le déploiement de missiles sur leur toit durant les JO, craignant d'être pris pour cibles en cas d'attaque.

 

Les habitants d’une tour d’habitation de l’est déshérité de Londres ont fait valoir lundi devant la Haute Cour que le projet de déploiement de missiles antiaériens sur le toit de leur HLM durant les JO était de nature à mettre en danger leur propre sécurité.

 

«Ils redoutent de façon parfaitement légitime que l’installation d’une batterie de missiles sur le toit de la Fred Wigg Tower amplifie le risque de voir la tour elle-même prise pour cible en cas d’attaque terroriste», a déclaré à l’audience l’avocat des résidents, Marc Willers.

 

Un tel scénario-catastrophe serait d’autant plus plausible que le pays est placé en état d’alerte de niveau 3 sur une échelle de 5, en raison d’un risque d’attentat jugé «substantiel».

 

Le collectif d’auto-défense estime que ses droits humains ont été violés, en l’absence d’une véritable consultation sur les projets de l’armée.

 

Le ministère de la Défense a confirmé la semaine dernière son intention de déployer des batteries de missiles sol-air sur six sites, y compris deux tours d’habitation et un parc situé à Greenwich, dans le cadre du dispositif général de protection des Jeux.

 

Plus de 40 000 militaires, policiers et agents de sécurité seront par ailleurs mobilisés du 27 juillet au 12 août, ce qui représente «une mobilisation d’ampleur sans précédent en temps de paix», selon le Premier ministre David Cameron.

 

«Nous ne laisserons rien au hasard», a assuré la ministre de l’Intérieur, Theresa May. Son collègue de la Défense, Philip Hammond, s’est dit «confiant en la victoire» en justice face au «petit nombre de militants opposés au déploiement de mesures défensives» à la Fred Wigg Tower.

 

Le 7 juillet 2005, soit 24 heures après l’annonce de l’attribution des JO à la capitale britannique, Londres avait été le théâtre d’attentats dans les transports publics, qui avaient fait 52 morts en plus des quatre kamikazes.

A l'image des célèbres Predator armés de missiles Hellfire efficaces en Irak, en Afghanistan et au Pakistan, MBDA va développer pour 2030 un système d'armes qui équipera à terme les drones. C'est un armement absent dans le portefeuille du missilier européen (détenu à 37,5 % par EADS, 37,5 % BAE Systems et 25 % l'italien Finmeccanica), qui va développer le programme Vigilus (en français "regarder")... même si MBDA équipait déjà les drones Hunter de l'US Air Force, armés du missile Viper Strike, une activité rachetée en 2011 à l'américain Northrop Grumman.

 

Vigilus, le nec plus ultra ?

 

Le système Vigilus est "un ensemble d'armes de frappe futures pour drones, explique MBDA dans un communiqué, qu'il a présenté ce lundi au salon aéronautique de Farnborough. Il est conçu pour doter les drones du champ de bataille d'une capacité d'appui aérien rapproché révolutionnaire". Ni plus, ni moins. "Tout en maintenant le drone à distance de sécurité, le système Vigilus apporte une capacité de désignation d'objectif et de frappe contre des cibles multiples à fenêtre d'engagement critique, que les troupes au sol peuvent commander directement, précise le communiqué du missilier. Grâce à de nouvelles technologies et par sa conception innovante le Vigilus garantit des effets persistants, proportionnés, précis et rapides, supérieurs aux capacités et aux technologies opérationnelles d'aujourd'hui".

 

Vigilus accompagné de Caelus, un missile de reconnaissance

 

Pour notamment éviter les dommages collatéraux, MBDA permet à l'opérateur de maintenir "en temps réel un contact visuel permanent avec la cible" grâce à un missile de reconnaissance Caelus, "capable d'évoluer à basse altitude, sous la couverture nuageuse", pour fournir des informations de désignation d'objectifs très fines et précises, "là où les conditions météorologiques limitent sévèrement la capacité des drones à engager directement la cible".

Résumé :

 

Avant de relancer le projet d’« Europe puissance », l’Union européenne doit d’abord surmonter la crise de la zone euro, qui la conduit actuellement à l’introspection[1]. Si elle en sort plus unie et plus solidaire, l’Union européenne pourrait aussi se donner les moyens de renforcer sa présence sur la scène internationale, d’accroître son autonomie stratégique, de peser davantage sur mondialisation. Soyons clair : l’Union européenne ne sera sans doute jamais une puissance westphalienne classique, avec une politique étrangère et une politique de défense totalement unifiées. Une bonne collaboration entre les Etats membres (en particulier les plus grands d’entre eux, ceux qui ont encore un statut de puissances sur la scène internationale) et les autorités bruxelloises, appuyée sur des outils mutualisés plus solides et plus étoffés, est la condition d’une affirmation de « l’Europe puissance ». Il ne faut pas non plus éluder la question des limites de ce projet : si l’Union continuait à s’élargir, la relance de l’Europe politique à partir d’une zone euro plus intégrée pourrait se poser.

Mantis Concept Demonstrator Targeted to Fly in the UK

BAE Systems has announced its intention to re-fly the Mantis UAS Concept Demonstrator – this time in UK airspace. This will be the first flight of a UAS (Unmanned Air System) of this class in UK airspace.

 

Flying Mantis will enable the Company to continue to mature a number of UAS capabilities and technologies, underpinning BAE Systems’ strategy to become a world-class provider of unmanned air systems. The flight activity will support the development of future MALE (Medium Altitude Long Endurance) and UCAS (Unmanned Combat Air Systems) operational capabilities, including the programmes announced at the Anglo-French Summit in February this year. By looking to fly Mantis in the UK, BAE Systems is directly aiming to address the associated challenges of airspace integration and safe operation of an airborne system in accordance with UK rules and regulations.

 

Over the coming months the Company will be working with the appropriate regulators to fully understand the safety, airworthiness and regulatory frameworks which will enable such a flight to take place in 2013.

 

The Company is currently looking at a number of potential locations in the UK which meet the trials objectives and will work with a number of agencies on the feasibility, timing and location of the flights. These locations will be selected in full consultation with the relevant authorities.

 

Tom Fillingham, Future Combat Air Systems Director, BAE Systems said: “We will undertake a further phase of flight trials for the Mantis but this time rather than going overseas we have given ourselves the challenge to conduct the trials in the UK. To secure our position as a provider of key capabilities in the unmanned market it is necessary that we continue to develop key skills and capabilities. Learning from the re-flight of Mantis will be used in future UAS programmes, including our partnership with Dassault Aviation.”

Taranis, the UK’s unmanned combat air system technology demonstrator, has successfully completed a series of key tests on the way to commencing flight trials in 2013.

 

The low observable (LO) platform recently completed radar cross section tests at BAE Systems’ Warton site and the initial analysis has indicated that the programme has met and potentially exceeded the extremely challenging targets jointly aspired to by the UK’s Ministry of Defence (MOD) and Industry. In addition, the testing of the propulsion system has been completed. Undertaken at Rolls-Royce, the testing included measurement of Taranis’s infra-red signature and the results have demonstrated BAE Systems and Rolls-Royce’s credentials in designing and manufacturing an LO propulsion system.

 

As a result of these positive initial test results, the MOD requested an extension to the testing. The output of these additional tests is currently being analysed and due to this extension, the flight trials are planned to take place in 2013.

 

Tom Fillingham, Future Combat Air Systems Director said: “When considered together, the results of these two key test programmes demonstrate the UK’s ability to design low observable solutions for our future unmanned combat systems.

 

“The progress being made on the programme, and the learning we are taking from it, is very positive and the drive now to getting Taranis in the air clearly shows the confidence Industry and the UK’s MOD has in the UK’s ability to develop world-leading unmanned combat aircraft technologies and capabilities.”

The new MC-27J is an adaptable, agile, and affordable solution for various airborne multi-mission requirements that today are performed by a wide variety of aircraft, including special operations versions of the C-130. The MC-27J is not just a gunship, but a battlefield tested platform equipped with proven sensors, communications, and weapons suite able to execute a wide range of customer-driven missions.

 

The MC-27J is designed to support air forces and Special Forces in performing several key operations, including: anti-terrorism missions, the evacuation of military personnel and civil populations from crisis areas, fighting asymmetrical threats and for all standard operations of the Special Forces. The MC-27J provides Special Forces a platform with quick transfer speed; long operational range and ample cargo capacity (console for the systems’ operators, troops and vehicles).

 

The MC-27J is capable of taking off from and landing on short and/or unprepared strips while acting as an autonomous command and control centre integrated with the ground command network. The MC-27J will also provide Intelligence Surveillance & Reconnaissance (ISR) capability as well as the ability to deploy paratroopers. Furthermore, the MC-27J’s target designation and on-board weapons systems provide outstanding support for ground operations.

 

ATK’s gunship capability is provided from a newly developed palletized weapons system, which is self-contained, modular, scalable and provides RO/RO flexibility. This palletized system integrates sensors, communications and weapons into a responsive and reconfigurable mission package. Specific features for the MC-27J system include enhanced electro-optical/infrared targeting sensors, a trainable 30mm cannon, precision guided munitions, advanced communications and a networked mission management and fire control system.

 

The MC-27J provides outstanding offensive capability utilizing a palletized weapon system specifically designed for the ATK 30mm GAU-23 cannon and other precision guided weapon systems, resulting in a highly effective system that minimizes collateral damages. The palletized system is designed for easy embarkation and disembarkation via the aircraft’s rear ramp; permitting flexibility in the use of the unaltered aircraft. The primary configuration requires minimal integration on the aircraft’s frame to significantly reduce acquisition costs and development times, while retaining the C-27J’s robust airlift capabilities.

 

At the core of the MC-27J is the C-27J Spartan, the best-selling battlefield airlifter, offering payload, persistence and out-of-area capabilities coupled with high performance; high maneuverability and the capability to operate on short, unpaved strips. Initial production of 200 vehicles has been followed by an order of a further 100 vehicles to be delivered by General Dynamics European Land Systems, Force Protection Europe, to the UK Ministry of Defence. Après Perseus, place au Vigilus : dès les premières heures du Salon de Farnborough, qui s'est ouvert ce matin dans la banlieue londonienne, le missilier MBDA a présenté les résultats de l'édition 2012 de son initiative Concept Visions visant à esquisser les contours des systèmes d'armes de demain.

 

Le CVS301 Vigilus est un système complet, censé être mis en oeuvre depuis un drone. Il se compose ainsi d'un lanceur multiple et de deux systèmes aériens dfférents: le Caelus, une sorte de munition rôdeuse de 100 kg censé fournir une surveillance du champ de bataille et, au besoin, engager des cibles terrestres; et le Gladius (notre image), un mini-missile de 7 kg pouvant frapper ses objectifs avec des effets collatéraux réduits au minimum.

 

Tourné vers 2030, le Vigilus reposera sur certaines technologies encore immatures, comme la propulsion électrique pour le Caelus, ou bien encore des interfaces innovantes entre le lanceur et les munitions.

Oslo, 3 July 2012 – Thales Norway will deliver communication, security and soldier integration solutions for the CV90 upgrade programme as part of a Norwegian team lead by Kongsberg. The team, including Kongsberg, Thales Norway and Vinghøg, will supply combat systems for military vehicles to BAE Systems. BAE Systems, Sweden, is the main supplier to the Norwegian Army's upgrade programme of the CV90 infantry fighting vehicle.

 

Norwegian industry has a key role in the modernization of the CV90. Kongsberg Defence & Aerospace, Thales Norway and Vinghøg are major subcontractors in areas such as computers, communications and armaments. “We have agreed to structure the industrial cooperation in such a way that it strengthens the capacity of Norwegian industry to both develop and manufacture systems within key technology sectors that remain important to the Norwegian Armed Forces”, concludes State Secretary Ingebrigtsen in a Ministry of Defence press release.

 

Thales will deliver communication solutions based on the well proven communication node, SOTAS, enabling on-board voice communication (intercom) and easy access to external communication networks.

 

Thales will act as a Trusted Security Advisor for BAE Systems with a holistic approach to security. Security solutions feature the TCE 621/M new mobile IP encryption device for the tactical domain as well as a Trusted Security Filter for separation of networks operating at different security levels.

 

Thales will support in integration of the NORMANS future soldier system with the CV90 vehicle systems, allowing quick and seamless change between mounted and dismounted operations.

ROME — Italy’s newly released Defense Ministry budget for 2012 reveals that a number of key procurement programs are to be slowed as spending cuts announced last year begin to bite.

 

After deciding last year to slash 28 percent off procurement spending, Italy has reduced its F-35 Joint Strike Fighter order, announced a fire sale of Navy ships and hatched plans to cut 30,000 troops.

 

But Rome had not, until now, gone public with a full breakdown on its truncated spending plan for 2012. Due for publication last November, Italy’s 2012 budget had been delayed as generals divided up scarce funds for ongoing programs.

 

Released to the parliament at the end of June and seen by Defense News, the spending document describes a “reduction, remodulation, slow down and reorienting” of procurement in 2012.

 

The completion of Italy’s purchase of 249 VBM Freccia armored vehicles, built by Iveco and Oto Melara, slips from this year to 2016, while the full buy of Italy’s second pair of U 212 submarines is pushed back from 2016 to 2017.

 

The upgrading of Italian mine-sweepers is moved back from 2014 to 2018, while the full delivery of Army and Navy NH90 helicopters is pushed from 2018 to 2021. New combat search-and-rescue AW101 helicopters for the Air Force will be fully delivered by 2017, not 2014.

 

Deliveries of the new Vulcano munition for Army and Navy guns, and small-diameter bombs and a new direct infrared countermeasure system for the Air Force are all put back by at least two years.

 

“There has been a tendency for a number of years to delay big decisions about a large rebalancing of the budget,” said Roberto Menotti, an analyst at think tank Aspen Institute Italia. “It is a cautious way to proceed that makes sense when the future is uncertain, but you want to be at the table in Europe on major programs.”

 

The upshot, he added, is that producers such as Italy’s Finmeccanica defense and aerospace group are being driven “to find innovative ways into new markets as their traditional sources of income reduce.”

 

Total Defense Ministry spending this year stands at 13.61 billion euros ($16.75 billion), down 5.2 percent from 2011, and equal to 0.84 percent of Italy’s gross domestic product.

 

After years of taking the brunt of cuts, Italy’s maintenance and operations spending receives a 5.4 percent top-up to reach 1.52 billion euros, but the spending document warns that funding is still “insufficient,” and that if the situation does not improve, Italy could find it hard to meet overseas deployment commitments.

 

Personnel spending also is stable at 9.6 billion euros, leaving procurement to suffer the entire burden of the cut, which was decided last year as Italy scrambled to reduce its budget deficit. Spending on procurement stands at 2.48 billion euros, down by 28.2 percent.

 

The regular top-up from Italy’s Ministry of Industry amounts to 1.3 billion euros this year, with another 375 million euros starting to be freed for procurement from funds officially earmarked for military missions.

 

But the total still falls far short of 2011 spending. Defense Minister Giampaolo di Paola has said that combining all funding, Italy’s defense spending this year reaches 0.92 percent of GDP, well below the European average.

 

Finmeccanica also has reported that the Italian government has released no research-and-development funds under its Law 808 provision this year, after releasing 400 million euros last year.

 

The spending document reveals some programs have been accelerated. The upgrade of Mangusta attack helicopters — with new sighting systems to facilitate the adoption of Spike missiles — is moved forward from 2017 to 2014.

 

Other programs appear for the first time, including 40 explosive and roadside bomb disposal vehicles at a cost of 120 million euros. Built by Italy’s Iveco with Germany’s Krauss-Maffei Wegmann, these are part of the Multi-Purpose Vehicle family the companies are developing, which have been likened to U.S. mine-resistant, ambush-protected vehicle.

 

Italy has signed on to deliver an ambulance version to its Army.

 

The new program meets a stated aim in the spending document of prioritizing force protection in theater. The document also lists the purchase of 60 gun turrets to be mounted on Italy’s new Iveco VTLM 1A armored vehicles.

 

A 16 million euro program to buy 81mm mortars makes it into the spending column for the first time. Also listed is the acquisition of an unnamed Navy tactical UAV. The UAV, the document states, will be used for surveillance and flown from vessels during anti-pirate missions.

 

The document also lists the launch of the development of “onboard systems to equip the MC-27J destined to support Special Forces.” The MC-27J is the gunship version of the C-27J airlifter, planned by maker Alenia Aermacchi, a unit of Finmeccanica.

 

“At the moment, we are trying to keep up procurement and be flexible on running costs. But something has been adjusted on procurement, like the F-35 cuts,” said the Air Force chief, Gen. Giuseppe Bernardis.

 

“My personal view is that we cannot afford to cut too much, because we still have a strong industrial base, and we think that base has to be supported,” he said.

 

“We want to keep investment levels as much as possible,” Bernardis said. “In the case of the JSF, we accepted a reduction of numbers as long as we could keep up capabilities. To have enough to still be effective.”

There have been 266 fires on nuclear submarines in the past 25 years, it has emerged.

 

The incidents included 74 on ballistic missile submarines.

 

Three of the fires happened while the vessels were in naval bases, one of them on a ballistic missile submarine.

 

Peter Luff, Minister for Defence Equipment, Support and Technology, gave the figures in response to a parliamentary question by SNP defence spokesman Angus Robertson.

 

Mr Robertson said the "apparent vulnerability" to fire events on these vessels raises "grave questions" for UK ministers.

 

He said: "Any one of these fires could have had catastrophic consequences and the frequency of these incidents raises the most serious safety concerns.

 

"We are not talking about a one-off incident, but a whole diary of near disasters.

 

"That so many of these incidents occurred on submarines that may have been nuclear armed is deeply troubling. Reports of a fire on a ballistic missiles submarine, while in port, must be addressed by the MoD - we need to know where this was?

 

"Beyond the obvious risk to the crew, citizens on shore, and the environment, a significant fire could severely limit the UK's ability to maintain a continuous at-sea deterrent.

 

It makes a mockery of any UK claims to having a credible 'independent' nuclear deterrent."

 

He added "Now, more than ever, the time is right to remove nuclear weapons from our waters."

 

Of the 266 fires, 243 were classed as "small-scale" and categorised as a localised fire, such as a minor electrical fault creating smoke.

 

There were 20 medium-scale fires that were generally categorised as a localised fire, such as a failure of mechanical equipment creating smoke and flame, requiring the use of "significant onboard resources".

 

Mr Luff said that information on whether ballistic missile submarines were armed with nuclear weapons when the fires occurred was not available.

 

There are nuclear submarines based at Faslane on the Clyde but the location of the incidents was not specified.

 

An MoD spokesman said: "No fire on board any Royal Navy submarine has ever had an impact on nuclear safety or the ability to operate a continuous at-sea deterrent.

 

"Due to the nature of submarine operations, meticulous records are kept of all incidents involving fire, however small. Most of those recorded were minor electrical faults that were dealt with quickly, safely and effectively.

 

"The Royal Navy operates a stringent safety regime on board all its submarines and all personnel receive regular and extensive fire safety training."

Farnborough - The Saab Gripen on display at the Farnborough air show features a new radar installed in Sweden less than a month ago.

 

The Selex Galileo Raven ES-05 active electronically scanned array (AESA) fire control radar was installed on 16 June in Linkoping, the radar supplier says.

 

AESA radar is one of the key features being introduced with the Gripen NG fighter, which also includes higher-thrust engines.

 

The ES-05 began integration testing immediately after being installed.

 

"These developments are not without risk and this result demonstrates Selex Galileo's commitment to deliver, on time and on promise, the best radar and sensors," says Alastair Morrison, senior vice president of Selex Galileo radar and advanced targeting.

On behalf of the UK Ministry of Defence, the OCCAR multinational organisation for the management of European Collaborative Defence programmes has placed an order with Airbus Military to supply the UK’s first A400M Full Flight Simulator (FFS). The contract, worth about £50 million, also includes a Simulator Support System (SSS), enabling the capabilities of the simulator to be fully exploited for flight training and military mission rehearsal.

 

The simulator will be located at the RAF Brize Norton base, where all 22 UK A400Ms will be based, and will be delivered in spring 2014, ahead of the first delivery to the Royal Air Force later in 2014. The FFS will be maintained by a joint venture consisting of Airbus Military and Thales.

 

Airbus Military will procure the simulator from Thales Training & Simulation Ltd (TTSL), part of Thales UK, while Airbus Military supplies the aircraft parts and equipment plus a data & software package to enable the simulator to accurately replicate the A400M’s flight and mission characteristics. Airbus Military and Thales have been co-operating since February 2007 on the FFS and the Simulator Support System and A400M Training Services for France and UK.

 

The FFS employs state-of-the-art visual and motion technology developed by Thales with the simulator being developed and produced in Crawley, UK, sustaining 50 UK jobs and associated skills. The software & data package provided by Airbus Military and its industrial partners is developed on the basis of Airbus commercial practice as this reduces to a minimum the time taken for any A400M aircraft changes to be reflected in the simulators.

 

This will be the fourth FFS of the type to be produced – with the first ordered for Airbus Military’s International Training Centre in Seville, Spain, and the second and third ordered by France and Germany. Further FFSs are expected to be ordered by the A400M partnering nations, representing a significant investment in UK jobs and technology.

 

THE A400M

 

The A400M is an all new military airlifter designed to meet the needs of the world’s Armed Forces in the 21st Century. Thanks to its most advanced technologies, it is able to fly higher, faster and further, while retaining high manoeuvrability, low speed, and short, soft and rough airfield capabilities. It combines both tactical and strategic/logistic missions, while being also able to be used as a tanker plane. With its cargo hold specifically designed to carry the outsize equipment needed today for both military and humanitarian disaster relief missions, it can bring this material quickly and directly to where it is most needed. Conceived to be highly reliable, dependable, and with a great survivability, the multipurpose A400M can do the job of three of today’s different aircraft models in a single one. This means smaller fleets and less investment from the operator. Able to do more with less, the A400M is the most cost efficient and versatile airlifter ever conceived and absolutely unique in its capabilities.
