The CINEFLEX® is a multi-axis coordinated gimbal control system that provides layered isolation, steering, and fine correctional movements to stabilize a wide selection of precision optics to a sub-pixel level.

 

The CAMCOPTER® S-100 UAS can carry a variety of cameras suitable and capable of providing the high definition accuracy so important to today's film and television directors. The S-100 navigates via pre-programmed GPS waypoints or is operated with a pilot control unit. Missions are planned and controlled via a simple point-and-click graphical user interface.

 

Under the special direction of Brain Farm Digital Cinema and Snaproll Media a number of shoots were taken of motor cross bikes and a rally car, despite the environmental conditions with high wind speeds up to 24 knots the CAMCOPTER® S-100 UAS was able to capture fully stabilized clear high quality images with ease.

Des Alpha Jet de l'escadron 2/2 Côte d'Or sont au Royaume-Uni depuis quelques jours pour participer à l'exercice Joint Warrior (JW) qui se tient du 16 au 26 avril et regroupe des appareils américains, britanniques, hollandais, allemands, danois, norvégiens, canadiens et français (Atlantique et C-160).

 

Les Alpha Jet du 2/2 ont rejoint les Hawk du 100 sqn de la RAF pour servir d'aggressors lors de JW. A voir en cliquant ici un reportage de la BBC sur les Alpha Jet et les Hawk.

 

L'EE 5/2 "Côte d'Or" est équipé d' Alpha Jet destinés à l'entraînement au combat des escadrons de chasse et au soutien des Forces. Ses missions sont multiples : combat aérien (offensif ou défensif, VR ou BVR), appui feu rapproché (CAS au profit du CFAA ou des CPA 10, 20 et 30 et de l'EFCA), reconnaissance météo lors d'exercices majeurs, plastrons transfrontaliers dans le cadre de la police du ciel, remorquage de cible air-air lors des campagnes de tir canon, liaison aérienne rapide pour mise en place d'un personnel ou d'une pièce critique, calibration de radars et de systèmes sol-air, vols d'information au profit d'autorités civiles et militaires, initiation et aguerrissement de pilotes stagiaires en attente de transformation sur avion d'armes, reportage et appui photo, etc.

La base aérienne de Leeuwarden (nord-ouest des Pays-Bas) accueille à partir de lundi et pour près de deux semaines un vaste exercice aérien international qui regroupera plusieurs dizaines d'avions de combat - dont des chasseurs F-16 belges -, a indiqué le ministère néerlandais de la Défense.

 

Cet exercice annuel, baptisé "Frisian Flag", permet aux équipages d'avions de chasse de s'entraîner à des missions comme celles effectuées en Afghanistan ou l'an dernier en Libye, a précisé la force aérienne néerlandaise dans un communiqué. Il se déroulera principalement au-dessus de la mer du Nord, même si les avions participant utiliseront aussi le champ de tir de Vliehors, sur l'île de Texel, et des terrains d'exercice militaires du nord des Pays-Bas pour simuler le soutien de troupes au sol. Certaines missions se dérouleront dans l'espace aérien allemand et danois, a précisé le ministère dans un communiqué. "Frisian Flag" rassemblera cette année du 16 au 27 avril des appareils néerlandais, allemands, belges, britanniques, norvégiens, polonais, finlandais et suédois - bien que ni la Finlande ni la Suède ne soient membres de l'Otan. En 2010, l'exercice avait été annulé en dernière minute à la suite de l'éruption du volcan islandais Eyjafjöll, dont les cendres avaient perturbé le trafic aérien civil et militaire dans toute l'Europe pendant près d'une semaine à la mi-avril, les particules émises pouvant endommager le bon fonctionnement des réacteurs en vol. The Dutch defence ministry has announced it is lending Denmark a number of its unmanned drones. The Danish army is getting two sets of the Raven UAV (unmanned aerial vehicle) system, each consisting of a ground station and three hand-launched micro-planes. The whole system can be carried in two rucksacks.

 

Denmark has been having problems with the supply of spare parts for its reconnaissance drones and all the working units are in use in Afghanistan. This leaves the troops in Denmark with no planes to practice with.

 

The Ravens are battery powered, can remain in the air for one hour and have a range of 10 kilometres. They are equipped with several video cameras and have night vision. The footage can be viewed from the ground station.

Special Forces to Jump According to Dutch Standard

 

Special forces from all over the world will undergo training in the procedures for high-altitude parachute jumps in accordance with the innovative method advocated by the Centrum voor Mens en Luchtvaart (CML) [Centre for Man and Aviation], a Dutch organisation located in Soesterberg, the Netherlands. Paratroops from the Commando Corps led the way in starting the first procedure training at Soesterberg on 6 April.

 

For the first time, two full special forces teams, or 16 men in total, can simultaneously undergo realistic training in all procedures carried out in advance of highly specialist parachute jumps. The training programme was specially developed for the CML’s large hypobaric chamber, which was reconfigured to simulate a Hercules C-130 transport aircraft cargo hold.

 

In a hypobaric chamber, the air pressure can be adjusted to simulate physical conditions at high altitude. The training specifically focuses on High Altitude/High Opening (HAHO) and High Altitude/Low Opening (HALO) jumps, intended for entering enemy territory

A fleet of RAF surveillance planes has been grounded after a technical fault was discovered on one of the craft.

 

Six Boeing Sentry E3D aircraft are temporarily out of service as a precautionary measure after the fault was discovered on a routine inspection at RAF Waddington in Lincolnshire.

 

A Ministry of Defence spokeswoman said: "A routine inspection on an E3D aircraft at RAF Waddington has revealed a technical issue with one of the in-service aircraft.

 

"Routine E3D operations have been temporarily suspended pending further engineering investigation.

 

"There is no loss of operational capability."

 

The spokeswoman stressed that the Sentry is one of a range of aircraft capable of conducting surveillance and other options, including five Sentinel R1 aircraft, are being utilised.

    Des 27 pays de l'OTAN possédant une armée, la Belgique est, après la Lettonie et la Bulgarie, celui qui consacre le plus faible pourcentage de ses dépenses de défense (6,4%) au renouvellement de son matériel militaire, a indiqué vendredi l'Alliance atlantique, confirmant une tendance lourde année après année.

 

    Dans un document intitulé "Données économiques et financières concernant la défense de l'OTAN", l'Alliance souligne qu'une très large part des dépenses de défense belges va au personnel militaire et civil, qui absorbait à lui seul en 2011 75,4% du total, en très légère baisse par rapport au maximum historique de 75,5% en 2010.

 

    En ce qui concerne les dépenses d'équipements (principalement les achats de matériel), la Belgique se situe en antépénultième position, juste devant la Lettonie (5,7%) et la Bulgarie (6,3%).

 

    Selon l'Otan, la Belgique n'a consacré en 2011 que 6,4% de ses dépenses de défense à cette fin (en baisse par rapport aux 6,8% de 2010).

 

    La Turquie et le Luxembourg se situent à l'autre extrémité de l'échelle, avec respectivement 28,6 et 28,5% de leur budget militaire consacré à l'équipement, précédant la France (28,4%) et les Etats-Unis (26,5%).

 

    Le ministère belge de la Défense relativise généralement ces chiffres, tout en faisant la distinction entre le "budget de la Défense" et les "dépenses de défense", une notion plus large qui englobe notamment les pensions des militaires.

 

    L'Otan ne tient en outre compte que des "gros investissements". Tous les "petits" achats n'entrent donc pas en ligne de compte, affirme le ministère qui estime dès lors investir davantage que ce que calcule l'OTAN.

 

    Les différents plans de restructuration de l'armée adoptés depuis 2000 prévoyaient d'augmenter significativement les dépenses d'équipements, de manière à ramener la structure du budget de la Défense à des proportions qualifiées de "saines": 50% pour le personnel, 25% pour les investissements (matériels et infrastructures) et 25% pour le fonctionnement (dont l'entraînement).

 

    Le document, publié à l'approche du sommet atlantique de Chicago (Etats-Unis), les 20 et 21 mai, révèle toutefois une légère hausse des dépenses de défense belges entre 2010 et 2011, de 3,960 milliards d'euros à 3,986 milliards.

 

    En pourcentage du Produit intérieur brut (PIB), les dépenses de défense belges ont fortement reculé depuis la fin de la Guerre froide, de 2,7% en moyenne dans les années 1985-1989 à 1,1% en 2011, en très légère baisse par rapport à l'année précédente.

 

    L'OTAN souhaite que ses membres consacrent au moins 2% de leur PIB à la Défense, un seuil que seuls trois des 28 alliés (les Etats-Unis, le Royaume Uni et la Grèce) atteignent.

 

    La moyenne de l'OTAN est de 3%, mais largement influencée par l'énorme budget militaire américain.

 

    Cette tendance à la baisse ou à la stagnation se confirme dans tous les pays de l'Alliance, mais elle est particulièrement sensible en Grèce (-0,5% sur un an et -1,1% depuis 2009), frappée par la crise de sa dette.

 

    Les Etats-Unis demeurent quant à eux premiers du classement, en consacrant 4,8% de leur PIB à la Défense, suivis par le Royaume Uni (2,6%) et la Grèce (2,1%). Tous les autres pays sont sous la barre des 2% souhaités par l'OTAN, avec le Luxembourg en fin de classement (0,5% du PIB). Seule l'Islande ne dispose pas d'armée.

 

    Le rapport de l'OTAN évoque enfin les réductions d'effectifs qui ont touché les armées alliées depuis la fin de la Guerre froide.

 

    En Belgique, l'effectif moyen est passé de 106.000 (gendarmerie comprise) en 1990 à 47.000 en 1995 (après la démilitarisation de la gendarmerie et la fin du service militaire obligatoire) pour se réduire à 32.000 hommes et femmes en 2011 - l'objectif fixé par le gouvernement au ministre de la Défense, Pieter De Crem.

 

    Le personnel de la Défense ne représente plus que 0,7% de la population active, contre 2,7% en 1990.

Advanced Blast & Ballistic Systems (ABBS) has developed an active belly plate system to help double the protection of military vehicles, such as light armoured vehicles (LAVs) and main battle tanks (MBTs), against a range of under-belly mine blasts.

 

According to the company, the new blast defence mechanism applies a force against the floor of the armoured vehicle in order to reduce floor deformation and to help stop the vehicle from being thrown into the air, following the blast.

 

ABBS managing director and inventor of the system, Roger Sloman, was quoted by The Engineer as saying that the technology deals with global acceleration and works on a very simple concept of actively opposing the force of the mine.

 

Sloman said the technology can further be developed to provide specific forces which would match each explosion.

 

"Either you can set everything off, or you can analyse the strength of the shockwave and get an estimate of the size of the mine and where it is and therefore you can tune the response," Sloman added.

 

The technology, which has been developed in collaboration with the UK Ministry of Defence's (MoD) Centre for Defence Enterprise (CDE), counteracts the force of the mine by exploiting the short delay between a mine going off and the explosion hitting the underside of the vehicle.

 

The active belly plate system, which has been demonstrated to proof-of-concept stage, detects the shockwaves of a blast, travelling at the speed of sound and arrives around 20 milliseconds before the mass of the explosion, providing sufficient time for reaction.

 

The company is now seeking additional funding to build a commercial prototype of the device so as to safeguard light civilian / VIP cars and SUVs to a significant level.

Is it possible for soldiers to shoot better and more accurately, even further and in total darkness, without getting lost and while staying connected with fellow troops at all times? Operational and technical revolution, FELIN has been designed as a system that fulfills these crucial needs of an infantry force. This capability has been demonstrated during a combined training conducted by the British Army – the 5 Scott - and a company of the 8th RPIMA, a marine infantry paratrooper regiment of the French Army, now fully equipped with FELIN.

 

Developed and produced by Sagem, FELIN is a high-tech integrated equipment suite for soldier modernization programs and chosen by the French army for all infantry units. France has ordered 22,600 FELIN systems, now being shipped, and several French army regiments are already equipped. The system saw its first foreign deployment last December in Afghanistan, with the La Fayette Task Force, where it has quickly proven its effectiveness in a critical theater that harbors particularly insidious threats.

 

The capabilities of FELIN were recently put to the test in Europe for at the first time, from February 13 to 17 at the huge Otterburn military base in northern England, in the mountains near Scotland. For a full week, this vast range, swept alternately by the winds of the Atlantic and the North Sea, welcomed a joint French-British infantry exercise dubbed "Boar’s Head". One unique feature of this exercise was that the French army dispatched a company from the 8th marine infantry paratrooper regiment (RPIMA), based in Castres, that was fully outfitted with FELIN systems, having taken delivery of their complete consignment in November 2011. Rounding out the tactical familiarization phase for FELIN, in joint maneuvers with the 5th company of the Royal Scottish Regiment from Canterbury, the 140 marines from the 8th regiment were able to use all components of the FELIN system during these exercises. They were operating under particularly realistic conditions because the Otterburn base combines operations in the open field with target shooting using live ammunition, making it a venue unique in Europe.

 

For the 1st company in the 8th regiment, the program started with individual shooting, working in 2-man teams, then in combat platoons and sections, and closing out with synthesis exercises mobilizing an entire company. The different exercise themes were inspired by feedback from current operations, and included offensive reconnaissance, assault and defensive actions, both day and night. At the company level, the 140 FELIN-equipped solders were backed by a fire support group from the British army, including three Land Rover Type 110 WMIK vehicles. The Land Rover WMIKs are heavily armed, with 12.7 and 7.62 mm machine guns, 40 mm grenade launchers and Javelin or Milan missiles.

 

C2, at the heart of FELIN maneuvers

"During combat, we have a tremendous C2 tool enabling us to follow the tactical situation in real time," says a French platoon leader. "That’s a direct result of the soldier’s individual radio, the RIF, and the Sitcomde tactical tablet – the Battle Management System of FELIN - for dismounted warfighters. Thanks to our new optronic aiming sight, after having detected, a target can be engaged at a range of 800 meters. These are the keys services to the system’s value added. ” Battle management system of FELIN, the Sitcomde system comprises a computer and software, a touch pad, a man-machine interface to receive and transmit tactical messages. It allows quick consultation of maps at different scales, real-time geolocation monitoring of different combat groups and consultation of local tactical situations. In particular, this C2 system offers the Blue Force Tracking function from the individual GPS units integrated in all FELIN outfits, to avoid friendly fire. The Sitcomde can also transmit an infrared image acquired by a FELIN-equipped solider, either from his aiming sight or from JIM infrared binoculars. A captain in charge of the 1st company in the 8th regiment explains: "The C2 notably provides Blue Force Tracking from the individual GPS unit integrated in all FELIN systems. Based on the Sitcomde, the FELIN’s C2 gives us real time savings in transmitting intelligence, and in the final analysis, more fluid maneuvers. With FELIN, we also have an advantage in terms of engaging and neutralizing our adversary, including with fixed bayonets." His positive evaluation is shared by his colleagues in the 1st Infantry Regiment, the first unit to be equipped with FELIN, now deployed in Afghanistan.

 

JIM LR multifunction binoculars, another operational revolution

Also in the spotlight at Otterburn was the introduction of Sagem’s brand-new JIM LR (Long Range) portable multifunction infrared binoculars. They are now deployed by company leaders, reconnaissance and anti-tank support platoons and sharpshooter teams. The combat section leader has a medium-range version, the JIM MR. It differs from the JIM LR in having a non-cooled sensor, while the GPS function is provided directly by the soldier’s individual radio, RIF. The JIM LR binoculars can be used to modernize infantry, special forces, protection and forward observer units. A total of 5,000 JIM LR are already in service or on order, including 2,000 in France, with the remainder for various export markets, including NATO countries, and most recently the British Army. Sagem’s JIM is a modular family of imagers, with optional services and functions, depending on operational requirements. The latest version of JIM LR features a fusion function for IR and daytime images, to see through camouflage. Now an integral part of the digital battlefield, JIM binoculars give all services an ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance) function for primary evaluation of tactical situations.

 

Six French army regiments are now equipped with FELIN systems. With Sagem as prime contractor, this program is continuing at a delivery rate of four regiments per year. FELIN is currently the only integrated warfighter system in volume production in Europe, that is also combat proven in some of the most demanding theaters of operation.

The biggest warship ever built for the Royal Navy has taken another step towards completion with the joining of two huge sections.

 

In a two-hour operation this past weekend, one section was moved from a large ship hall at BAE Systems’ Govan yard, on the Clyde at Glasgow, to join the other part of Lower Block 04, built in a neighbouring hall just 100 metres away.

 

Block 04 is home to the two main engine rooms, the sick bay and quarters for some of the 1,500 sailors and air group personnel who will serve on the ship.

 

Together the two sections comprise one fifth of Queen Elizabeth, the first of two 65,000-tonne super-carriers being built for the fleet.

 

This weekend’s operation involved 132 remote-controlled transporters moving 4,000 tonnes of steel.

 

The transporters moved the two parts to within five centimetres of each other. Workers will spend the coming few days closing the gap, precisely aligning the various units and compartments before welding the sections together.

 

Once fully fitted out, the completed block will weigh 11,000 tonnes and form the aft section of the carrier. It is the largest section of the ship, at 86 metres long, 40 metres wide and 23 metres tall – so large that it juts out of the ship hall.

 

Steven Carroll, Queen Elizabeth Class Project Director at BAE Systems, said:

 

“Bringing together Lower Block 04 marks the beginning of an exciting stage in the block’s life. Once the link up is complete, the team will shift their focus back to the outfitting of the block, including installing 12,000 pipes and 100,000 kilometres of cables, ahead of her departure to Rosyth later this year.”

 

That departure is due in the autumn; this block will be the last hull section of Queen Elizabeth to arrive on the Forth and will join the other units and sections of the ship in dry dock where she is being assembled.

 

At Govan, work also continues on the mid-section of the second ship, Prince of Wales. Since the first steel was cut on this section in May last year, over 80 units of LB03 are currently in production.

 

Half a dozen yards around the UK are involved in the carrier project, with some 10,000 people directly or indirectly involved in building sections, parts or providing equipment for what will be the largest ships ever built for Britain’s Navy.

 

At BAE’s sister yard in Portsmouth, the final work is being carried out on Lower Blocks 05 and 02 for Queen Elizabeth.

 

Block 05 leaves for Rosyth the end of the month, 02 in May – but before they leave the construction shed and are lowered on to a barge, they have to be weighed.

 

Carefully-positioned hydraulic jacks and sensitive load cells convert force into an electrical signal which in turn is translated into an accurate measurement of the block’s weight.

 

Paul Bowsher of the Aircraft Carrier Alliance, the combined BAE-Thales-Babcock and MOD Defence Equipment and Support team working on the huge project, said:

 

“Getting the weight and centre of gravity right is really important when it comes to arranging for sections to be safely lifted – or moved by barge. We weigh each section at least three times to make sure the readings are accurate.”

« Boat people » en Méditerranée: l’OTAN dément, les pays se renvoient la balle

Face à la tragique errance du bateau de migrants africains, parti de Libye en mars 2011, qui s’était finalement soldée par la mort de presque la totalité de ses passagers  (63 sur 72 embarqués), les responsables semblent se défiler.

La députée néerlandaise Tineke Strik (membre de GroenLinks et également docteur en droit international de la migration), qui a rédigé le rapport pour le Conseil de l’Europe, a reconstitué le trajet précis des migrants (lire ici) et ses conclusions sont formelles. Il y a bien eu non assistance à personne en danger.

 

Durant cette errance – qui a duré une dizaine de jours, avant de revenir quasiment au point de départ – les migrants de diverses origines africaines ont croisé d’abord un avion (peut-être français), puis un hélicoptère (de nationalité inconnue, peut-être britannique) et un navire militaire (de nationalité inconnue) et deux bateaux de pêche (l’un peut-être italien, l’autre peut-être tunisien). A aucun moment ils n’ont cependant été secourus et mis à l’abri. Pour Tineke Strik, il y a clairement une responsabilité des forces présentes dans la zone, qu’elles soient civiles ou militaires, sous commandement de l’OTAN ou national.

 

Une faute sinon juridique (*) au moins morale de n’avoir pas réagi aux signaux de détresse relayés par le centre de coordination du sauvetage italien (Maritime Rescue Coordination Centre Rome – MRCC). Le rapport affirme ainsi que « au moins deux navires participant aux opérations de l’OTAN se trouvaient dans les parages« : la frégate espagnole Mendez Nunez (F-104) qui était à 11 miles et le patrouilleur italien ITS Borsini (P-491) qui était à 37 miles. Soit à moins d’une ou deux heures de route… Mais aucun des Etats et organisations interrogées n’a reconnu de responsabilité.

L’OTAN et les Etats se renvoient toute responsabilité

L’OTAN dément cependant avoir manqué à son devoir. Dans une lettre adressée à la rapporteure (le 27 mars), l’Alliance atlantique rejette la responsabilité sur le centre italien de secours. « La requête pour information contenue dans le fax envoyé par le MRCC (…) n’était pas une requête formelle d’assistance ou un « appel de détresse » (et était) imprécise » explique Stephen Evans, le secrétaire général adjoint aux opérations (NB : on peut avoir quelques doutes sur cette interprétation, voir § suivant). « Malgré cela (…) elle a été transférée aux unités de la Task Force de l’OTAN qui étaient sous son contrôle opérationnel » (OpCon) précise-t-il.

 

Il détaille également que des trois navires italiens engagés, un seul se trouvait à proximité, l’ITS Borsini à 37 miles. Une position non démentie par les autorités italiennes qui affirment que leurs navires n’ont jamais repéré l’embarcation. Deux autres navires italiens étaient sous commandement de l’OTAN : l’ITS Etna qui a effectué une opération de Search and Rescue le 26 mars, sauvant 243 réfugiés. Et se trouvait le 27 mars à 155 miles de la position mentionnée par le MRCC. « L’hélicoptère du bord n’a jamais établi de contact avec des navires en difficultés et n’a jamais distribué de la nourriture ou du matériel aux bateaux avec de telles personnes à bord » précise-t-il. L’autre navire italien opérant dans la zone était l’ITS Garibaldi qui se situait à 120 / 150 miles nautiques de la position mentionnée.

 

L’OTAN dément également toute imprévision. L’organisation mentionne des contacts réguliers entre le SHAPE (le quartier général de l’OTAN à Mons) et les différentes agences en charge du sauvetage maritime, en particulier l’Organisation Internationale pour les Migrations et le Haut Commissariat aux réfugiés des Nations Unies. Il rappelle que durant l’opération Unified Protector, environ 600 migrants en détresse en mer ont été sauvés par l’OTAN, et « beaucoup plus indirectement« . « Dans tous les cas, les navires militaires de l’OTAN ont fait tout ce qu’ils ont pu pour répondre aux appels de détresse et fournir de l’assistance quand nécessaire » explique-t-il.

 

Coté espagnol, on nie avoir reçu l’appel de détresse de la part ni des Italiens ni de l’OTAN, selon les autorités espagnoles, qui rappellent que tous les vaisseaux espagnols sont bien au courant de leurs obligations et qu’ils ont participé à plusieurs reprises à des opérations de recherche et secours (dont deux le 26 et 27 mars)… « Si l’OTAN dit qu’il y a eu un message, alors ils devraient pouvoir le prouver » a déclaré le ministre de la défense espagnol à ce sujet. De plus, dans une réponse directe à Me Strik du 6 mars 2012, le ministre de la défense espagnol nie le fait que le Mendez Nunez ait jamais été à 11 miles du bateau en détresse.

Plusieurs messages d’alerte

On peut avoir quelques doutes sur l’interprétation du secrétaire général adjoint de l’OTAN au vu des documents fournis par le MRCC italien.

 

Alerté par le prêtre érythréen Zerai qui a eu au téléphone satellitaire les réfugiés, depuis leur bateau, les Italiens rappellent sur ce numéro, puis la communication étant coupée demandent à l’opération satellitaire de localiser le bateau. Une fois cette localisation faite, ils lancent un appel qualifié « détresse » sur le réseau Immarsat-C

 

 

Ils alertent également par fax le MRCC de Malte, le QG de l’opération Frontex et  le commandement de l’OTAN à Naples. Ce fax est effectivement moins explicite. Mais il est à mettre au regard des autres messages envoyés, avant et après.

 

 

Le lendemain (28 mars), ils lancent un nouveau message d’alerte « Hydrolant » sans équivoque, évoquant un « besoin d’assistance ».

 

 

Nb : Il faut aussi rappeler que la journée des 26 et 27 mars a été une journée « horribilis » pour les forces de secours italiennes.  Entre le 26 et le 28 mars, les autorités italiennes ont fait face « à des incidents impliquant quelque 4300 personnes – dont plus de 2200 ont été assistées en mer, et environ 2000 sauvées en situation de détresse ». « Durant la période en question, les unités travaillaient 24 heures sur 24, enregistrant sur une seule journée entre 20 et 25 incidents nécessitant une intervention » précise le MRCC de Rome. Et la « priorité allait au grand nombre d’incidents survenant dans la zone SAR de l’Italie plutôt qu’à ceux se produisant ailleurs ».

Le Charles de Gaulle impliqué ? Démenti des français

 Deux faits sont particulièrement inquiétants et restent inexpliqués: « un point particulièrement troublant (…) est l’absence inquiétante d’intervention de la part d’un hélicoptère militaire et d’un gros bâtiment de la marine pour secourir le bateau après que ces unités l’aient croisé et soient entrées en contact avec lui. » En effet, les survivants s’accordent pour dire que « ils ont dérivé tout près d’un très grand navire militaire – peut-être un porte-avions ou tout au moins un vaisseau équipé d’installations pour hélicoptères« . The Guardian avait évoqué le porte-avions français Charles De Gaulle dès son premier article, qui avait révélé toute l’affaire en mai 2011. Une plainte contre X a d’ailleurs été déposée, le 11 avril, devant le Tribunal de grande instance de Paris, dans sa formation spécialisée en matière militaire, par des groupements de défense des immigrés dont le Gisti en France (lire icitélécharger le texte de la plainte) « pour omission de porter secours à personnes en péril ». « Il appartiendra à la justice française de faire la lumière sur la responsabilité de l’armée française qui, engagée en Libye pour protéger les populations civiles, a omis de se porter au secours de ces exilés » explique l’ONG.

 

Cette hypothèse a tout de suite été démentie par les Français: « Le Charles-de-Gaulle ne s’est jamais trouvé à moins de 200 kilomètres de Tripoli, alors qu’ils annoncent ce bateau à 60 milles nautiques, soit 110 km, de Tripoli » avait expliqué un porte-parole de l’armée française. Dans sa réponse à Mme Strik du 5 mars 2012, le ministre français de la Défense, Gérard Longuet, déclare que le seul navire français à avoir croisé un bateau de migrants au moment donné ait été le Meuse, un ravitailleur. Mais la position ne correspondait pas à celle donnée par le MRCC italien et le bateau en question « n’était pas en difficulté « .

 

En outre, un hélicoptère militaire serait venu à la rencontre des réfugiés et leur aurait envoyé des biscuits et de l’eau, puis serait reparti pour ne jamais revenir. Il pourrait s’agir d’un Lynx de l’Army britannique, d’après un rapport indépendant (demandé par les ONG qui s’apprêtent à porter plainte) réalisé par des chercheurs de l’Université de Londres.  Pas de réponse du ministère de la défense britannique pour l’instant.

L’UE botte en touche, le Royaume-Uni et Etats-Unis aux abonnés absents

L’enquête n’est pas terminée, « des informations supplémentaires sont également demandées à l’OTAN et aux Etats membres impliqués« , notamment sur la question du navire et de l’hélicoptère « fantômes ». Un certain nombre d’Etats (Canada, France, Grèce, Italie, Roumanie et Turquie) ont répondu à la rapportrice, « indiquant ne pas avoir eu de navire militaire dans le secteur durant la période spécifique en question ». Le ministère italien a renvoyé sur l’OTAN. « Le Royaume-Uni et les Etats-Unis n’ont pas encore répondu ». Plutôt étonnant pour un pays qui a sans doute fait fuité l’information (fausse ?) sur le Charles de Gaulle.

 

Quant à l’Union européenne, elle a été interrogée par le biais de l’Agence Frontex et sur les données satellitaires. Mais elle botte en touche… Le directeur de Frontex, Ilkka Laitinen, considère qu’il est « difficile de fournir les « positions exactes des navires entre le 22 ars et le 10 avril car ils bougeaient tout le temps » ; ce faisant il ne dément qu’ils auraient pu être dans la zone. Il préfère rappeler que durant l’opération EPN Hermès 2011, 23.192 migrants en détresse ont été sauvés lors de 241 actions de recherche et secours. En ce qui concerne le Centre satellitaire européen (EUSC), « il n’a aucune donnée disponible car l’EUSC était occupé à recueillir des informations sur la situation humanitaire aux frontières avec la Tunisie et l’Egypte et autour des ports de Janzour et Tripoli » a répondu Catherine Ashton, la Haute représentante dans une lettre datée du 19 mars 2012. Elle conseille d’ailleurs de se tourner vers l’OTAN car « toute la zone à moins de 130 km des cotes libyennes était durant cette période (couverte) par l’opération « Unified protector » de l’OTAN ».

 

(*) Le bateau se trouvait en grande partie apparemment dans la zone de secours et recherche (SAR) libyenne et, selon le droit maritime, c’était au centre libyen de coordonner les secours. Quant à la résolution de l’ONU, elle ne proclame pas sur mer une zone d’exclusion maritime – sous contrôle international – contrairement au niveau aérien. La mer restait donc sous contrôle libyen et non international.

From April 11 to 15 inspectors of the Arms Control Section of the Lithuanian Armed Forces together with colleagues from Turkey and Hungary will pay a visit to military units of Azerbaijan where inspection of a designated area will be conducted under the regulations of the Vienna Document 2011 of the Organisation for Security and Cooperation in Europe (OSCE). The military experts group under Lithuanian lead will be responsible for inspecting Azerbaijan’s military units.

 

On the basis of last year’s update of the Vienna Document, each OSCE member has a right to verify if another member does not undertake illegitimate military activities that should be subject to prior notification, and does not maintain undeclared military capabilities.

 

The Vienna Document binds parties to the agreement to render information on an annual basis about their national armed forces, plans of developing defence capabilities and defence budget as well as to notify in advance on the planned military activities. The parties also commit to receive in their territories a set number of inspections and visits from other countries’ military experts to national military units.

 

As it was asserted by arms control experts of the Lithuanian Armed Forces, familiarization with the reform of Azerbaijan’s armed forces, modernization of weaponry and a chance to assess changes ongoing in the country is useful.

 

This year this will be the second Lithuania’s inspection according to the 2011 November update of the Vienna Document where the essential change embedded is the form of information exchange among OSCE countries. This year arms control inspector of the Lithuanian Armed Forces took part in an evaluation visit with A Canadian inspectors’ team in Kazakhstan.

La division d’application de l’école de l’infanterie de Draguignan a effectué un séjour d’entraînement au centre d’entraînement aux actions en zone urbaine (CENZUB) de Sissonne, avec les lieutenants en formation à l’école de l’infanterie allemande.

 

Le CENZUB de Sissonne a accueilli, du 19 au 30 mars 2012, les lieutenants des écoles de l’infanterie de Draguignan et leurs homologues allemands. Dans un cadre multinational et interallié, ils ont appris à conquérir, contrôler et défendre une zone urbaine, quel que soit sa particularité, au sein d’un sous-groupement tactique interarmes (SGTIA).

 

Cet exercice est le premier de cette envergure. Au total, près de 300 personnes y ont participé.

 

Elles ont contribué à souligner la coopération très active qui lie les deux écoles depuis 1994. Et pour renforcer davantage ce partenariat, une journée de la mémoire et du souvenir a été organisée au Chemin des Dames. Le dimanche 25 mars 2012, les officiers français et allemands se sont recueillis sur ce site de la première guerre mondiale qui a marqué leur histoire et leur destin communs.

Polish Chief of General Staff General Mieczyslaw Cieniuch began his official visit in Switzerland where he is at the invitation of the Chief of the Armed Forces, Lieutenant General André Blattmann.

 

During talks among other things matters connected with prospects for bilateral cooperation between armed forces of both countries and security situation in Afghanistan, Kosovo and Bosnia and Herzegovina will be discussed.

 

Polish delegation will sum up Poland’s presidency in the EU Council paying special attention to CSDP, share experiences on the process of the reform of the armed forces and will outline expectations towards NATO summit in Chicago.

 

While in Switzerland the chief of General Staff will visit the Emmen Air Base and Alpine Training Centre in Andermatt where he will have an opportunity to observe training.

 

General Mieczys?aw Cieniuch will lay a wreath at the Polish Cemetery in Bremgarten.

 

The most recent bilateral visit at the level of chiefs of staff took place in November 2010 in Poland.

On Wednesday, 11 April, in Harlingen the third of four Holland Class Oceangoing Patrol Vessels, "Friesland" built by Damen Schelde Naval Shipbuilding for the Royal Netherlands Navy, was transferred to the Defence Materiel Organization of the Ministry of Defence of the Netherlands.

 

After delivery the Friesland will directly start an extensive testing and work-up program, yet without the Thales Integrated Mast Module (IMM), which will be installed early 2014.

 

The four vessels of the Holland Class OPV's measure 108 metres in length and 16 metres in width with a displacement of approximately 3750 tons.

 

They offer hangar space and landing facilities for one NH-90 helicopter or equivalent types. Their armament consists of one 76 mm Oto-Melara gun, one rapid-fire 30 mm gun and two 12.7 mm Hitrole machine guns. The weapons all have full remote control. Thanks to the state-of-the-art sensor and communication technology in the Integrated Mast Module (IMM), detection and tracking of high- and low-altitude air targets, fast boats, periscopes, mines and even swimmers will be possible.

 

The first two patrol vessels, "Holland" and "'Zeeland" are built at the shipyard of Damen Schelde Naval Shipbuilding in Vlissingen, with a number of sections being supplied by the Damen shipyard in Galati. The "Holland" and "Zeeland" were handed over to the Royal Netherlands Navy earlier.

 

The third and fourth vessels, "Friesland" and "Groningen" are built at the Damen shipyard in Galati under the supervision of Damen Schelde Naval Shipbuilding. Sea Acceptance Trials of the "Groningen" are expected to be completed end of April. Early June she will sail to the Damen Schelde Naval Shipbuilding yard for final outfitting of certain systems and components.

Defence and security company Saab and the UK Ministry of Defence (MoD) has signed a two year extension contract for the Deployable Tactical Engagement Simulation training system (DTES) Managed Service, used by the British Army. The order amounts to £ 11.7 million (approx. SEK 121 million), and was registered during the first quarter of 2012.

 

Since August 2009, Saab has delivered a Managed Service to the British Army for their combined training. It provides full technical and operational support to Battle Groups exercising in the harsh environment of Kenya.

 

“We consider this extended contract to be a symbol of the strong partnership between Saab and the British Army, and a renewal of our commitment as a highly trusted overall training provider to a first class military customer. The Saab team in Kenya is well placed to continue to strengthen our position and we look forward to a long and successful relationship with the British Army,” says Henrik Höjer, Managing Director Training & Simulation at Saabs business area Security and Defence Solutions.

 

During the last three years of the contract, Saab has supported more than twenty exercises including one in which the entire system and its associated personnel were deployed to the UK and Salisbury Plain to support Mission Specific Training (MST).

 

In addition, Saab provides live simulation for UK MoD training in Afghanistan, Canada, Germany and the UK mainland.

 

The extended contract includes new and improved capabilities such as Medical Treatment Simulation, improved After Action Review facilities and Engagement Feedback Devices.

 

Earlier this year Saab was proud to receive a contract extension from the UK MoD for the Collective Counter-IED Trainer (CCT), in order to continue to provide the UK MoD with world class training for the detection of improvised explosive devices. This training continues to save lives. This contract was communicated on March 16.

Germany is expected to look into procuring IAI’s large Heron TP UAV. If approved, it will be the first complete weapons system obtained from Israel

 

Germany is expected to reexamine the procurement of the Heron TP UAV manufactured by Israel Aerospace Industries (IAI). This comes in the wake of the cancellation of the European Talarion UAV project.

 

The Heron, named “Eitan” by the IDF, is the largest UAV manufactured in Israel, with a wingspan similar to that of a Boeing 737 aircraft.

 

EADS, which invested vast sums into the Talarion UAV until it was forced to cancel it, has not yet begun formal discussions with IAI. However, German sources assessed that this will take place soon, due to the German army’s need for a large UAV with capabilities such as the Heron TP.

 

German forces in Afghanistan are making use of the smaller Heron-1 UAV, and according to the sources, this factor is drawing the talks for the UAV acquisition closer. The smaller UAV was leased by IAI, and was not purchased.

 

The Heron TP’s open architecture recently resulted in an accelerated process that will enable the UAV to conduct flights in Germany’s airspace.

 

UAV flights, especially heavy and large ones such as these, are problematic throughout the world, and require a special license by aviation authorities. The Heron TP’s basic design allows the hastening of the licensing process.

 

IAI and the French company Dassault Aviation have established a joint company which will suit the Heron TP UAV to the needs of the French army, including equipping it with unique and classified French payloads.

WARSAW — Poland’s Ministry of Defense has released a document outlining a Navy modernization program for the years 2012 to 2030 under which the country would spend about 900 million zloty ($290 million) per year to upgrade the fleet.

 

“Without the acquisitions of new gear and arms, the Polish Navy could lose its combat capacity after 2030,” the document said.

 

By 2030, the Polish Navy will acquire three submarines, two of which are to be purchased by 2022; it will also buy another three vessels — two ships by 2022 and a third by 2026, according to the document.

 

The ministry divided the modernization program into three stages. The first is expected to be completed by 2022, the second by 2026 and the third by 2030. This will tie the Navy modernization program to the long-term modernization strategy of the Polish Armed Forces, the document said.

 

Other planned purchases for the Navy include six new combat helicopters and six search-and-rescue helicopters; two short-range missile defense systems; and 10 unmanned surface vessels and six UAVs, according to the ministry.

 

Poland’s naval forces have 86 ships: 41 warships, 15 combat support ships and 30 other vessels. The 8,100-troop service also has 29 helicopters and 12 planes.

 

The Navy forecasts that only 22 of its 86 ships will remain operational after 2022.

Le système « tuyau et panier » de l’avion ravitailleur A330 Voyager accuse des problèmes de fuite lors du ravitaillement des avions Tornado de la RAF.

 

Une source proche de AirTanker¹ a déclaré que le problème concernait le tuyau qui relie le Voyager au Tornado de la Royal Air Force (RAF) qui s’est détaché lorsque le carburant était pompé durant les vols d’essais². La source ajoute que le processus de ravitaillement s’est poursuivi.

 

Ce défaut pourrait néanmoins entraîner des pénalités contractuelles avec le ministère de la Défense britannique qui est commanditaire. En réaction, AirTanker a publié le 6 avril une déclaration via YouTube, montrant le ravitaillement en vol d’un Tornado GR4 et accompagnée du texte suivant :

 

    « Le chef adjoint de la Force aérienne (ACAS) a validé le communiqué de Voyager et certifié l’utilisation effectuée hier (5 avril 2012) selon laquelle l’aéronef commencera les opérations de vol sur avion militaire (…). Le Voyager est déjà un ravitailleur certifié et les essais de ravitaillement en vol des avions de la RAF se poursuivent. Comme on pouvait s’y attendre avec un appareil neuf, il y a quelques problèmes techniques, mais ceux-ci sont pris en compte. AirTanker compte bien fournir la flotte de neuf avions d’ici 2014 prévus dans le contrat du futur avion ravitailleur stratégique (programme FSTA). »

 

L’avion ravitailleur Voyager mesure 60 mètres de long, peut transporter 100.000 litres de carburant et le transmettre à d’autres avions à raison de 5000 litres par minute. Le 4 avril, le Voyager a effectué un 1er vol d’essai depuis la base RAF de Brize Norton au Royaume-Uni.

 

L’avion devrait entrer en service pour la formation au plus tard cette année, permettant aux équipages de s’entraîner pour les missions médicales et de transport.

 

Avant ce problème de fuite, le Voyager avait déjà essuyé des critiques. En 2010, on avait reproché au ministère de la Défense l’absence d’équipement de protection nécessaire à l’avion pour opérer dans les zones de conflit. Le Parlement du Comité des comptes publics avait aussi conclu dans un rapport qu’il y avait « des lacunes importantes » dans la façon dont le ministère avait loué des ravitailleurs³.

 

Toutefois, le gouvernement a soutenu le processus d’acquisition car la RAF doit remplacer d’urgence sa flotte vieillissante de ravitailleurs Lockheed Martin Tristar et Vickers VC10.

 

¹ Le consortium AirTanker réunit plusieurs entreprises aéronautique comme Cobham, Rolls-Royce et Babcock International ainsi que Thales France.

Du 10 au 13 avril 2012, des pilotes français de l’escadron d’entraînement 2/2 «Côte d’Or» déploient six Alphajet sur la base de Leeming, à l’est de la Grande-Bretagne, afin de participer à un échange avec leurs homologues britanniques du 100th Squadron, évoluant pour leur part sur Hawk.

 

Au sein de leur armée respective, ces deux escadrons Aggressors assurent l’entraînement des forces aériennes opérationnelles, en réalisant des missions de type Red Air (simulant le rôle du «méchant»). «Le 100th Squadron est notre jumeau», explique le commandant Ludovic Meffre, commandant le «Côte d’Or». Cette gémellité est le fruit du hasard puisque, «c’est dans un contexte de rationalisation et sans la moindre concertation que la Royal Air Force et l’armée de l’air ont trouvé le même moyen d’entraîner leurs forces», précise le commandant Meffre.

 

Les pilotes français et britanniques s’entraînent régulièrement au cours de divers exercices. Ils doivent ainsi participer conjointement, du 16 au 27 avril prochain, à l’exercice interarmées et interallié Joint Warrior, organisé en Écosse. En octobre 2011, les pilotes du 100th Squadron s’était également rendu sur la base aérienne de Dijon et avait alors participé à l’exercice EPIAS.

 

Ces liens doivent encore être renforcés dans le futur, puisqu’un jumelage unissant le «Côte d’Or» et le 100th Squadron est actuellement à l’étude.

Ingevideo fournit des systèmes de projection pour simulateurs qui serviront à former les pilotes de l'armée de terre et de la marine britanniques dans le nouvel hélicoptère AW159 Lynx Wildcat

 

Madrid, 11 avril 2012 - Christie®, leader mondial des systèmes de projection vidéo, annonce qu'Indra, première société de services informatiques d'Espagne et l'une des plus grandes multinationales d'Europe dans le secteur des technologies de l'information, a fait l'acquisition d'un grand nombre de systèmes de projection Christie Matrix StIM™ pour développer trois simulateurs qui serviront à former les pilotes de l'armée de terre et de lamarine britanniques à l'utilisation du nouvel hélicoptère AW159 Lynx Wildcat. L'opération a été réalisée par le biais d'Ingevideo, partenaire de Christie en Espagne spécialisé dans la simulation. Indra concevra et développera ces simulateurs avec le concours d'AgustaWestland Limited, l'un des principaux fournisseurs mondiaux d'hélicoptères.

Cette opération s'inscrit dans le cadre du contrat attribué par le ministère britannique de la défense à AgustaWestland pour concevoir et développer une solution de formation intégrée. Ce contrat prévoit notamment la construction et l'équipement d'un nouveau centre de formation avancé dédié à l'utilisation de l'hélicoptère AW159 Lynx Wildcat.

Le Christie Matrix StIM,système de projection DLP® à LED, sera utilisé dans deux simulateurs de mission FMS (Full Mission Simulator) dotés d'un système de mouvement et dans un simulateur de vol fixe FTD (Flight Training Device). Les systèmes à LED sont plus fiables, plus faciles à prendre en charge et plus simples à entretenir que les technologies actuelles.

« Les projecteurs Christie répondent aux critères de performance élevés requis par ces simulateurs », explique Juan Andrés García, responsable des simulateurs d'hélicoptères chez Indra. « Suite à des tests préalables approfondis, nous avons choisi ces projecteurs en raison de leurs caractéristiques associées à la simulation infrarouge », ajoute-t-il.

Ces simulateurs permettent la planification des missions de formation et peuvent être configurés pour s'adapter aux besoinsparticuliers des pilotes de l'armée et la marine. Ces systèmes à 6 degrés de liberté de mouvement reproduisent les vibrations pour que les pilotes ressentent la même sensation d'accélération qu'en vol réel. Ils sont également conformes aux normes JAR-FSTD-H niveau D définies par les autorités conjointes de l'aviation.

Ces systèmes développés par Indra seront installés dans le nouveau centre de formation construit par AgustaWestland à la base aérienne de la Royal Navy (RNAS) à Yeovilton au sud-ouest de l'Angleterre, qui accueillera les escadrilles de l'AW159 Lynx Wildcat de l'armée de terre et de la marine britanniques. Les simulateurs du centre de formation seront mis en service en 2013 pour la formation des équipages de l'armée de terre et un an plus tard pour la formation des équipages de la marine.

L'AW159 est le nouvel hélicoptère bimoteur multirôle polyvalent conçu par AgustaWestland pour remplacer les célèbres Lynx actuellement en service. Baptisé Lynx Wildcat par le ministère britannique de la défense, l'AW159 est l'hélicoptère multirôle choisi par le Royaume-Uni pour répondre aux attaques maritimes ainsi qu'aux besoins de surveillance et de reconnaissance terrestres.

Cet hélicoptère est équipé d'un logiciel de vol intégré complet, qui inclut des systèmes d'imagerie électro-optique et de surveillance électronique, ainsi qu'un ensemble de dispositifs d'autodéfense. Ces systèmes sont simulés et intégrés dans les simulateurs en vue de dispenser la formation la plus réaliste.

Très concurrentiel et exigeant, le processus qui a amené Indra à choisir la technologie de simulation Christie a duré plus d'un an. Au cours de cette période, Ingevideo et Christie Espagne ont organisé plusieurs démonstrations pour le client. Ils l'ont également accompagné lors de la phase de conception en lui fournissant des services de conseil et de support technique avant-vente.

« Ce projet est très important non seulement en termes de nombre d'unités vendues, mais également parce qu'Indra est la société la plus avancée sur le plan technologique en Espagne et l'une des plus grandes multinationales informatiques, qui applique des critères de performance très élevés », déclare Marcos Fernández, directeur de Christie pour l'Espagne et le Portugal. « Ces simulateurs assurent une formation avancée des équipages des hélicoptères AW159 Lynx Wildcat et restituent avec un réalisme sans égal les différentes conditions que les pilotes sont susceptibles de rencontrer », ajoute-t-il.

« Nous sommes ravis de participer à ce projet qui mobilise des entreprises et organisations de premier plan telles qu'Indra, AgustaWestland Limited, Christie et le ministère britannique de la défense », explique Miguel ÁngelPiqueras, directeur d'Ingevideo. « La portée de cette opération est incroyable. Il s'agit probablement de l'un des projets les plus importants jamais réalisés en Espagne dans le domaine de la simulation militaire infrarouge », ajoute-t-il.

« Projecteur monoprocesseur à LED WUXGA DLP® d'une puissance de 600 lumens, le Christie Matrix StIM est le premier système de projection pour simulateurs à offrir un contrôle indépendant du spectre visible et infrarouge grâce à ses capacités de stimulation de vision nocturne. C'est également le premier système d'éclairage à diodes dépourvu de pièces mobiles à offrir une excellente qualité d'image, une très longue durée de vie et une faible consommation d'énergie pour un prix de revient très avantageux », conclut Marcos Fernández.

British army engineers have received more than 200 Trakker trucks from Iveco Defense Vehicles of Italy.

 

The 206 vehicles -- both 6x6 and 8x8 trucks -- are replacing the engineers' existing fleet and were obtained under separate contracts.

 

The order from the engineers is now complete, the company said.

 

Iveco said 182 6x6 vehicles -- in five variants, including dump trucks and mounted loaders -- were delivered through the C Vehicle PFI contract in which ALC as prime contractor.

 

"The second procurement resulted from the success of this 6x6 fleet in service," the company said. "The requirement was for a fleet of Protected Self-Loading Dump Trucks for service on operations."

 

The protected vehicle was a direct purchase by the Britain's Ministry of Defense.

 

The supply of vehicles marked the largest order the company had received from a British customer and follows a number of successful contracts for logistics vehicles from customers in France, Switzerland, Germany and Spain, the company said.

 

The company is bidding on contracts to supply its trucks to the Norwegian and Swedish military.

The Main Planning Conference for the 2012 South Eastern Europe Simulation (SEESIM) Exercise started April 3 in Boyana Residence. The exercise will be conducted in October 2012 in Bulgaria.

 

The computer assisted South Eastern Europe Simulation Exercise series (SEESIM Exercise series) is a part of the initiative of the Ministers of Defence of the countries in Southeastern Europe (SEDM Initiative). Each Exercise has a two-year planning cycle and is organized by the Host Country and the United States. Representatives of the SEDM Initiative member courtiers, of Sweden and of the Euro-Atlantic Disaster Response Coordination Center (EADRCC) as well as of the observer countries Georgia and Moldova will participate in the exercises.

 

Five exercise of this type have been conducted so far, and Bulgaria was a host country in 2008 and will host the exercise in October this year.

 

More than 100 Bulgarian and foreign military and civilian defense and crisis management experts participate in the planning forum which was opened by the Deputy Minister of Defence Avgustina Tzvetkova.

 

“The national security of every country in the region depends on the common European and regional security. The aim of our efforts in the field of regional policy is to establish lasting peace and stability in Southeastern Europe and maintain European standards in the relations among the countries of the region,” the Deputy Minister of Defence Avgustina Tzvetkova said in her welcoming speech. " Close cooperation in the crisis management domain requires the formation of appropriate capabilities for intelligence and information sharing, for early warning and situational awareness as well as for conducting crisis management planning" she pointed out, adding that the SEESIM Exercise series, in the course of which civilian and military experts are jointly trained, helps build trust and confidence.

 

Representatives of NATO organizations: Allied Command Transformation (ACT), of the Joint Warfare Center (JWC) in Stavanger, Norway, the Joint Force Training Center (JFTC) in Bydgoszcz, Poland, and of the NATO Center of Excellence for Modeling and Simulation (COE M & S) in Rome, Italy, will participate in SEEISIM exercises.

 

NATO Consultation, Command and Control Agency (NC3A) will test NATO software for the first time in a crisis management exercise. Computer tools and models for planning and conducting similar exercises will be also tested in SEESIM 12. Possibilities of using training simulation systems and new information technologies to increase the efficiency in the preparation of civil and military structures in the region with a view to eliminating the consequences of crises and providing assistance in cases of disasters will be experimented upon and tested in the course of the exercise.

 

Bulgaria’s initiative to build a regional network for training and exercises in the region will also be tested during SEESIM 12.

 

Brigadier General Marin Nachev, Director of the Operations and Training Directorate in the MoD, leads the Bulgarian SEESIM 12 Team. Representatives of the US European Command (US EUCOM) from the US side and of the Joint Warfare Center will be a part of the leadership of the exercise.

Troops from the British Army's rapid reaction force have taken part in an aviation skills master class.

 

From parachuting to helicopter assaults and Rapid Air Landing (RAL), Exercise EAGLES FLIGHT 12 has seen 16 Air Assault Brigade soldiers working on Salisbury Plain with RAF C-130 Hercules transport aircraft and helicopters.

 

The training was about honing key skills required for the Airborne Task Force (ABTF), which sees the Brigade maintain a force ready to deploy anywhere in the world at short notice to do anything from disaster relief to war fighting.

 

On Wednesday 4 April, some 120 troops from Colchester-based A Company (A Coy), 3rd Battalion The Parachute Regiment (3 PARA), parachuted onto the Everleigh drop zone before being picked up by helicopters to "assault" South Cerney airfield.

 

Major Richard Todd, Officer Commanding A Coy 3 PARA, said:

 

"This exercise has allowed us to work on a number of air insertion techniques, learning the skills and drills on the ground and then rehearsing it in the air.

 

"These techniques are applicable to all operations we could be asked to do as the ABTF, from the benign situation of moving into a country to a hostile environment where we could have to seize an objective by parachute assault."

 

The parachute jump on Wednesday was an overhead assault, which sees troops carrying light equipment and weapons jumping from C130s flying at only 600ft (182m).

 

Captain Tom Walker explained:

 

"This is the perfect way to get a company of paratroopers on the ground within a matter of minutes. If the situation demands it, the speed of the descent and the equipment we are carrying mean that we would be ready to start fighting as we hit the ground."

 

Lance Corporal Mark Murphie said:

 

"This has been really good training, taking us back to basics on parachuting and working with helicopters. Doing a jump in a tactical style is what being a paratrooper is all about and it's been a valuable and enjoyable experience."

 

Troops from 5th Battalion The Royal Regiment of Scotland also took part in the exercise, which was key training for the unit as it prepares to take over as lead battlegroup for the ABTF.
