The consortium in charge of D-FUSE (Data Fusion in Urban Sensor Networks) organised a dissemination workshop on 6-7 March 2012, at Delft, in the Netherlands. This event was be based on demonstrations to illustrate the innovations achieved during the first two years of the project.

D-FUSE is an R&T Project contracted by the EDA on behalf of Member States contributing to the Joint Investment Program on Force Protection.

RIVALTA DI TORINO, Italy --- Within nine months of the launch of its twin frigate the “Carlo Bergamini”, the second Italian FREMM (FRegate Europee Multi-Missione) frigate was consigned launched on Saturday 31 March, which originated from Italian-French collaboration.

 

The FREMM ships are equipped with the LM2500+G4 propulsion system produced by Avio in partnership with General Electric. The new ship has a crew of 145; it has a length of 140.4 metres, a beam of 19.7 metres and a full-load displacement of ca. 6,000 tonnes. It can reach a speed of 27 knots, based on the type of propulsion that foresees a CODLAG/CODLOG hybrid system (combination of a diesel motor for the electric propulsion, and a gas turbine).

 

The launch of the Virginio Fasan frigate – Gold Medal for Military Valour – built at the Fincantieri naval shipyard of Riva Trigoso (Genoa), is included in the Italian–French FREMM programme that foresees the construction of 11 frigates for the French Navy, 10 for the Italian Navy and 1 for the Moroccan Navy, all equipped with the Avio-General Electric LM2500+G4 propulsion system.

 

Besides the propulsion system produced at the Brindisi industrial plant, Avio also supplies the electronic control system (TCS) that automatically manages the turbine, reducing maintenance times and simplifying ship handling operations, completely developed by the Group’s Electronics & Electrical Systems Division.

 

Avio and General Electric designed, developed and built the first application in the marine field of the new LM2500+G4 gas turbine, which generates an increase in power greater than 11% compared to the previous model of the LM2500 family. The aeroderivative gas turbine installed on the FREMM frigates guarantees remarkable reliability and an operating experience of over 13 million sea operation hours accumulated from the LM2500 models. The same product powers the Italian-French Horizon class frigates and is the motorisation of the Italian aircraft carrier, the Cavour.

 

The FREMM frigates represent the most important military naval programme produced in Europe since the end of World War II, and Avio participation in the programme confirms the reliability of the technology and excellence of the Group at world level.

 

 

Avio is an international group, leader in the aerospace sector, headquartered in Turin (Italy). Founded in 1908, it is present on 4 continents with commercial offices and 12 industrial sites. It has about 5,200 employees, of which about 4,400 work in Italy. Company revenues in 2011 were over €2 billion.

Le Royaume Uni s’est doté, le 2 avril, d’un nouveau centre de commandement unifié, ou « Joint Forces Command » (JFC) en anglais. C’est une étape importante de la réforme de la défense, « la plus importante depuis une génération » affirme le ministère britannique de la Défense. Il s’agit de mettre en commun de nombreux organes de décision de l’armée britannique, dans une optique de rationalisation de l’organisation. Outre le fait d’apporter plus de cohérence au niveau des opérations, le JFC doit aussi permettre de rendre les investissements dans le matériel de défense plus « intelligents ». On retrouvera donc sous ce JFC, à la fois, les centres de commandement des opérations, mais aussi des institutions de formation, de renseignement, etc.

 

Le JFC, basé à Northwood (au nord de Londres), aura ainsi 30 000 individus (civils ou militaires) sous son commandement, y compris les soldats en opération (la majorité correspondant aux forces déployées en Afghanistan). C’est un officier de la Royal Air Force, Sir Stuart Peach – qui a le grade de Air Chief Marshal -, qui assure la direction du JFC, et 150 personnes  travaillent désormais directement pour ce nouveau centre de commandement, qui atteindra sa pleine capacité opérationnelle d’ici avril 2013.

 

Il est intéressant de noter que les USA s’étaient dotés d’un JFC en 1999 mais celui-ci a été démantelé 10 ans plus tard… pour réduire les coûts de la défense US. Ce qui, comme le souligne The Guardian, « soulève des questions quant à l’utilité pour le Royaume Uni d’en avoir un« . Selon Sir Stuart Peach, la comparaison n’est pas pertinente car ils correspondent « à des rôles différents« . Selon lui, le nouveau JFC sera « la colle qui aidera à relier » l’armée de terre, la Royal Navy et la Royal air force. Son but est de faire en sorte que « les leçons des opérations actuelles arrivent plus vite aux opérations futures. »

 

Cette réforme de la hiérarchie militaire britannique n’est pas anodine en ce qui nous concerne. En effet, est-ce utile de le rappeler, c’est à Northwood, sous commandement anglais, que se situe le Quartier Général opérationnel (Operational Headquarter, ou OHQ, en anglais) de la mission européenne anti-piraterie EUNAVFOR Atalanta, situé dans le même bâtiment que le commandement de l’opération anti-piraterie de l’OTAN « Ocean Shield ».

On Monday, in Emmen, a ceremony marked the official hand-over to the Swiss Air Force of the first two modernized Super Puma helicopters.

 

The Super Puma helicopter transport is a well-proven aircraft which is undergoing a major modernization program to upgrade its electronics, which date back to the 1980s, to a level comparable to the Cougar transport helicopter also operated by the Air Force.

 

The Swiss Air Force operates a fleet of 15 Super Pumas, acquired in two tranches from 1987 to 1989 and from 1991 to 1993.

 

This transport helicopter of French origin has proven during numerous engagements in Switzerland and abroad.

 

In addition to transport missions in Switzerland in support of the army, these helicopters have also demonstrated their capabilities during deployments in Albania, Indonesia (Sumatra through the intervention of the Swiss army during tsunami), the Balkans, as well as during fire-fighting operations in Israel.

 

To ensure they can remain in service for another 15 years, and to upgrade the onboard technology, the modernization of the Super Puma fleet was approved as part of Armament Program 2006.

 

The aim of this modernization program is twofold: first, it will replace the avionics, whose technology dates from the 1980s, with equipment and systems that meet civil and military requirements and, second, to equip the aircraft with additional instruments.

 

The key changes to the upgraded Super Puma include a modern Flight Management System, two GPS global positioning systems, an inertial navigation system, a modern digital map display, flight data recorders, an anti-collision warning system, and new radio systems (police, encrypted radio, and satellite transmission).

 

After this substantial upgrade the technological level of the upgraded Super Puma fleet will be comparable to that of the Cougar transport helicopters (Armament Program 1998), also operated by the Air Force.

 

Armasuisse test pilots carried out the first flight of the prototype upgraded TH06 (Swiss designation for the upgraded Super Puma) helicopter on December 9, 2010, in Emmen.

 

This modernization program, carried out by Aviation RUAG in Emmen, will be completed in 2014 with the delivery to the Air Force of the 15th and final upgraded Super Puma (TH06).

José-Manuel (Barroso) a rencontré lundi après-midi Anders-Fogh (Rasmussen), pour discuter des relations UE-OTAN et de la préparation du prochain Sommet de l’OTAN qui se tiendra à Chicago, a-t-on appris auprès de son porte-parole. Le président de la Commission européenne et le Secrétaire général de l’OTAN ont tous deux convenu « l’UE est un partenaire unique et essentiel pour l’OTAN » et qu’une « Union européenne active et efficace contribue à la sécurité globale de la zone euro-atlantique » ; les deux organisations « peuvent et doivent jouer des rôles complémentaires et se renforcent mutuellement pour soutenir la paix et la sécurité internationales » ont-ils souligné.

 

La coopération sur les théâtres d’opération, comme au Kosovo ou en Afghanistan, ont été abordées ; la continuité de la présence européenne après 2014 dans ce dernier pays restant un sujet de préoccupation. Barroso a, également, réitéré l’engagement de l’Union européenne à développer des synergies entre les initiatives de renforcement des capacités militaires des deux organisations : « Smart défense » et « pooling and sharing ».

 

NB : aux dernières nouvelles, Lady Ashton est toujours en charge des questions de sécurité et défense commune.

The EDA Helicopter Tactics Course gained 16 new graduates at a ceremony held at Royal Air Force Linton-on-Ouse in the UK. The students from the Czech Republic and Hungary were awarded their badges and certificates by the concept originator and EDA Project Manager, Wing Commander Andy Gray. They successfully completed a 3-week course, delivered as part of a collaborative project launched by the UK in partnership with the Czech Republic, Hungary, Luxembourg, Slovenia and Sweden. This EDA Cat B project recently contracted for 10 courses to be delivered over the next year with an option for a further 10 in 2013, following on from the completion of the construction and test phase completed in February 2012.

The course is a mix of classroom theory lessons and flying scenarios in a virtual battlespace modeled on the experience and challenges of Afghanistan. Using serious gaming technology to deliver high value training at an affordable cost, the course focuses on delivering Whole Crew Training. Each simulator module contains a cockpit and rear cabin incorporating crew-served weapons. With the option to use Virtual Reality Goggles or the more conventional wrap-round screen, all the crew are immersed in the same virtual environment, bringing Crew Resource Management into focus as one of the essential skills in defeating current operational threat. The modules are easily reconfigured to between aircraft types. The Mi171, Cougar and A109 already included in the programme and it is planned to add Blackhawk and NH90 later this year.

 

One of the graduating crews is due to deploy within weeks to Afghanistan to help train the Afghan Air Force. The EDA is proud to have helped them prepare for this challenging role and wishes them a successful tour of duty and a safe return home.

London - Electricity-conducting yarn could soon be woven directly into the clothing of British soldiers, replacing cumbersome batteries and cabling, researches said.

 

Uniforms made out of so-called e-textiles could function as a single, central power source for a soldier's equipment, Intelligent Textiles, based in Surrey, said.

 

"We have built-in conductive yarns that then take power and data to where it needs to be," Asha Thompson, Intelligent Textiles director, told BBC News.

 

Soldiers would have to recharge only one battery instead of many and would not be hampered by numerous cables, the company said.

 

"One of the problems with conventional cables is that breakages can be catastrophic," Thompson said. "What we do here is build in redundancy, so that if the fabric gets cut, damaged or torn, we still have a way of re-routing the data.

 

"We've got the fabric integrated into the vest, into the shirt, into the helmet, the backpack, and into the glove and weapons platform," she said.

 

Field trials will be held in May, the company said, and the system could be in limited use by the end of the year.

New Joint Forces Command Established

 

The new Joint Forces Command (JFC) achieved Initial Operating Capability today, 2 April 2012.

 

The launch of the Joint Forces Command is a major milestone in the MOD's Transforming Defence programme - the most significant programme of Defence reform for a generation.

 

To mark the establishment of the new Joint Forces Command today Secretary of State for Defence Philip Hammond MP, attended a ceremonial event at JFC's new Northwood headquarters. The Defence Secretary also unveiled a plaque to mark the event.

 

The Joint Forces Command has been established to ensure that a range of vital military capabilities, functions and organisations – such as medical services, training and education, intelligence, and cyber – are organised and managed effectively and efficiently to support success on operations.

 

By bringing together a number of joint Defence organisations, the Joint Forces Command will ensure investment in joint capabilities is appropriate and coherent, and strengthen the link between experience in operational theatres and top-level decision-making.

 

The creation of the Joint Forces Command was recommended by the Defence Reform review, led by Lord Levene, as part of the most significant programme of change across the Ministry of Defence in a generation. The report was published in June 2011; and the Joint Forces Command has been designed and delivered from scratch in only nine months.

 

Over the next year, the Joint Forces Command will assume the full range of its planned responsibilities in support of Defence's objectives for current operations, future contingencies, and for the longer term.

 

"Throughout my career I have been passionate about the effective delivery of joint capabilities, and I will ensure that, from the very start, the Joint Forces Command places this at the heart of everything it does."

 

Air Chief Marshal Sir Stuart Peach said:

 

"I am delighted to be in command for the launch of the Joint Forces Command. Throughout my career I have been passionate about the effective delivery of joint capabilities, and I will ensure that, from the very start, the Joint Forces Command places this at the heart of everything it does. Since I took up post in December 2011, I have visited most of our units, overseen our organisation taking shape, and I now look forward to leading it to deliver world-class support to our military forces."

 

Defence Secretary Philip Hammond said:

 

"The establishment of the Joint Forces Command in such a short timeframe is a significant achievement in the delivery of Defence Reform. I look forward to working with Air Chief Marshal Sir Stuart Peach as he leads this new Command to deliver a step-change in the way that UK Defence plans, prepares and executes joint operations."

 

On 2 April 2012, the following organisations transferred to the Joint Forces Command:

 

• The Permanent Joint Headquarters (known as PJHQ)

• The Permanent Joint Operating Bases in Gibraltar, Cyprus, British Indian Ocean Territory and South Atlantic Islands

• The Joint Force Headquarters

• The Joint Force Logistics Component

• The Joint Counter-Terrorist Training and Advisory Team

• The Directorate of Special Forces

• The Defence Academy

• The Development Concepts and Doctrine Centre

• Defence Intelligence

• Surgeon General's Headquarters and the Joint Medical Command

• The Joint Arms Control Implementation Group

• The Defence Centre of Training Support

• The Defence Cyber Operations Group.

 

The total number of military and civilian personnel in the Joint Forces Command will be around 30,000 - which includes forces deployed on operations under command of the Chief of Joint Operations. These personnel are at sites across the UK, overseas in the Permanent Joint Operating Bases, and on operations in military theatres around the world, most notably Afghanistan.

 

The headquarters of the Joint Forces Command, situated at Northwood, north of London, at initial operating capability, is a lean structure, consisting of around 150 civilian and military staff.

 

The Command will reach its full operating capability by April 2013, by when it will have assumed additional responsibilities and functions. As the new Command matures, it will continue to develop Defence foundation and joint capabilities.

Saab has completed smoke testing of its third generation High Speed Directed Launcher (HSDL-306) system, part of its Land Electronic Defence System (LEDS), in a bid to improve its offerings for ground vehicles and anti-tank weapon defence systems.

 

The testing was conducted in the middle of March 2012 in Centurion, South Africa, and involved the deployment of a GALIX 13 multispectral smoke grenade launcher in a combination of coverage angles and different dispensing sequences.

 

The HSDL was mounted aboard a Mowag Piranha Protected Mobility Vehicle (PMV) variant during testing to assess integration design and monitoring aspects such as recoil and power consumption reduction.

 

Developed as a joint effort between Curtiss-Wright and Saab Avitronics, the next-generation launcher offers reduction in power consumption, size and weight and future design flexibility in terms of different payload options and operational mission applications.

 

The LEDS is an active protection system designed to provide vehicle crews with significant situational awareness of laser emissions associated with anti-armour threats and allow rapid countermeasure response against threats.

 

Combining active signature management, soft-kill and hard-kill mechanisms, LEDS uses the Mongoose-1 missile to destroy the incoming threat located 5m to 15m from the vehicle.

 

The system features laser warning sensors, ADC-150 active defence controller and munition confirmation and tracking sensors (MCTS), which are coupled to the vehicle's battle management system (BMS), turret controls, intercom system and sight display to alert the crew of potential threats.

 

The system can automatically or manually deploy countermeasures such as smoke, flares directly towards the threat rather than covering an entire sector.

 

The LEDS is currently fielded on the Dutch Army's fleet of CV90 tracked Infantry Fighting Vehicles (IFVs), French Army's AMX-10RCR armoured reconnaissance vehicles, as well as on the Eagle IV, M60 Main Battle Tanks(MBTs) and Piranha 3 PMV.

Following the launch of the “Carlo Bergamini” last July, today Riva Trigoso (Genoa) shipyard celebrated the launch of the frigate “Virginio Fasan”, which is due for delivery at the end of 2012. The vessel is the second of a series of  Fremm vessels - Multi Mission European Frigates -  which were ordered from Fincantieri by the  Italian Navy within the framework of an Italo-French program of cooperation.

 

Godmother to the ship was  Mrs Gina Fasan, daughter of the officer Virginio Fasan.  The frigate was named in honour of the 3rd Class Chief Mechanic of the Navy who drowned in the waters of Asinara on 9 September 1943 on board the destroyer “Vivaldi". Virginio Fasan took part in all the war operations carried out by the vessel and was awarded a silver medal for his service in the waters of Pantelleria in June 1942.

 

Present at the ceremony were, Gianluigi Magri, Undersecretary for Defence, Vice Admiral Luigi Binelli Mantelli, Commander in Chief of the Navy, Giuseppe Bono, CEO of Fincantieri and Corrado Antonini, Chairman of Fincantieri.

 

The vessel, which will be delivered in mid 2013, will feature a high degree of flexibility, capable of operating  in all tactical situations. 139 metres long with a beam of 19.7 metres, the ship will have a displacement at full load of approximately 5,900 tonnes. The “Virginio Fasan” will have a maximum speed of over 27 knots and will provide accommodation for a crew of 145.

 

The ships in the FREMM program constitute state of the art vessels of European and Italian defence in the Mediterranean and will replace the  “Lupo” and “Maestrale” class frigates built by  Fincantieri in the 1970s.

Participating in the initiative as prime contractor for Italy is Orizzonte Sistemi Navali (51% Fincantieri, 49% Finmeccanica) and, as prime contractor for France,  Armaris (DCNS + Thales).

 

The cooperation has drawn on the highly positive experience of the previous Italo-French program “Orizzonte” under which two frigates were built for the Italian Navy, the ”Andrea Doria” and the “Caio Duilio”.

London - For European guided weapons manufacturer MBDA, 2011 was a special year. The December celebration marking its first decade of operations came after several of its products had been used to great effect during the NATO-led campaign in Libya.

 

France, Italy and the UK all used Storm Shadow/Scalp EG cruise missiles during the mission to suppress pro-Gadaffi forces, while the UK also made precision strikes with the dual-mode seeker-equipped Brimstone.

 

"We have only received excellent feedback about the performance, reliability and support that has been given," says chief executive Antoine Bouvier. The company's ability to meet demand for Brimstone in particular highlighted "the responsiveness and business relationship that we now have with the customer", the manufacturer adds.

 

TRANSFORMATION

 

While the 2001 formation of MBDA brought together much of the domestic missile businesses of France, Germany, Italy and the UK, it is with London and Paris that the greatest transformations have been agreed.

 

The UK's Team Complex Weapons construct sees MBDA head numerous companies in co-ordinating industrial activities and long-term investment against Ministry of Defence requirements. France approved a similar strategy last November, with its "Filière Missiles" programme to have an initial 10-year outlook.

 

A new centre of excellence model approved in February will lead to France and the UK finalising an agreed level of mutual dependence in the guided weapons sector. To be confirmed in a new treaty in 2013 or 2014, the step will lead to the nations sharing some expertise on new programmes, while retaining sovereign capability in key areas. "Either we share it, or we lose it," Bouvier notes.

 

While advances have been made in France and the UK, Bouvier says extending such initiatives in the company's other home nations remains a strong objective. "We are making good progress in Italy and Germany, and would look to have any collaboration with them on a case-by-case basis," he says.

 

Spending cuts already felt by MBDA in the UK, and expected to follow in France after the presidential election in November, place greater emphasis on the need to drive through such efficiencies. "Budgets will decline, so there is a common objective to make the best use of every euro or pound," says Bouvier, who has led the company since 2007.

 

With its domestic customers under such pressure, MBDA is looking to expand its export activities, with an eventual goal of achieving a 50:50 split.

 

The company reported revenues of just over €3 billion ($4 billion) and an orders intake of €2.6 billion in 2011, with the latter including just under €1 billion, or 32%, from export buyers.

 

Chief financial officer Julian Whitehead says that had a major deal to supply Mica air-to-air missiles as part of an Indian fighter upgrade been signed sooner than the first week of 2012, the sought-after orders parity would have been all but met in 2011. This absence left the company's orders backlog at €10.5 billion at year-end.

 

Offsets linked to the Mica deal could include the joint development and joint production of a short-range surface-to-air missile system with state-owned companies. Future sales linked to India's planned acquisition of the Dassault Rafale are likely to include arrangements with private sector companies and new joint ventures. "We are less and less an exporter of missiles, and more and more a company able to set up co-operations and partnerships," Bouvier notes.

 

AMBITIOUS TARGETS

 

The US market is also a long-held objective, and MBDA last year acquired the Viper Strike programme from Northrop Grumman. This has expanded its industrial footprint, with ownership of a small production line, but also provided a domestic hub for any design and manufacturing activities linked to lightweight weapons for unmanned air systems. But further such acquisitions will be required if the company is to achieve its ambitious business targets in the USA, given the fierce competition provided by incumbent suppliers.

 

Regardless of the domestic and international challenges that lie ahead, "what has been achieved over these 10 years and specifically in 2011 is the confirmation that our business model is the right one", says Bouvier. "This is the right model to grow our activities in Europe and outside Europe for the next decade."

Sunshine and blue skies over Belgium provided the setting for the demonstration of the project Surveillance in an Urban Environment Using Mobile Sensors (SUM). Courtesy of the Belgium Armed Forces, allowing for the demonstration to take place at their Heverlee-premises outside Leuven, this JIP Force Protection (FP) project was launched back in July of 2009. The consortium consisting of GMV (Spain), DLR (Germany), TUM (Germany) and RMA (Belgium) is now in the final stages of the project.

The demonstration, which took place on 28 March, marked an important milestone in the project. SUM sees data fusion from four different sensor types: radar, radiometer, infrared and optical. By fusing their data and applying sophisticated computational algorithms anomalies in the surroundings can be detected. In hostile environments these anomalies can imply the presence of for example Improvised Explosive Devices (IEDs). Today detecting threats relies almost entirely on the human senses, gut feeling, experience and procedures. While technology will not be able to substitute any of these in the short term, they can provide valuable support. Once developed systems like SUM will be able to reduce the operator’s workload significantly and supply the commander with reliable information that will help ensure the safety and survivability personnel.

 

The demonstration saw the SUM system, mounted onto a vehicle, be successfully put through eight different scenarios where different types of emulated false and real threats were present. Although relatively simplistic, this proved that the concept works and that the interface is user-friendly as witnessed by an audience consisting of military staff, systems engineers and researchers from the FP contributing Member States.

 

As the project draws to an end in July 2012, the consortium will now focus its efforts on consolidating the work done into reports and provide recommendations for the potential way ahead in taking the SUM system to the next level.

The European Air Transport Fleet (EATF) partnership, signed by 19 participating Member States (pMS) and Norway, aims at developing concrete solutions to increase the efficiency of all (existing and future) air transport assets, made available by the participating Member States for military needs and optimisation of airlift organisations and structures, through far reaching coordination.

 

The European Air Transport Fleet Ad Hoc Working Group Tactical Aircraft (EATF AHWG TAT) decided among other things to organize on a yearly basis a European Air Transport (EAT) Symposium in order to identify common issues, problems encountered and lessons identified in recent operations and training missions. The objective is to exchange tactical user’s experience and discuss particular airlift issues. Harmonisation, standardization, interoperability and sharing of competence and best practices are high on the priorities list.

 

The 2010 symposium was organized by EDA and convened at its premises on 16 December, while the 2011 symposium was hosted by the European Air Transport Command (EATC) in Eindhoven, on 18-19 October. Both were highly appreciated by all the participants.

 

The EAT 2012 will be hosted by the Czech Republic, in Prague, on 24-25 October 2012. The aircrews and other experts will have the opportunity to exchange views and experiences on the following issues:

 

    Precision Radio (P-R) NAV.

    Liquid Oxygen (LOX) Transport.

    Disaster Relief/Humanitarian Operations.

    Precision Air Drop (PAD).

    Evacuation Ops (EW, RAVEN, SFO).

    Airworthiness.

 

The EAT symposium is restricted to air transport aircrews of EU Member States and to representatives of EU Institutions and bodies.

Detailed programme and other administrative arrangements will be posted soon.

Intelligence agency GCHQ has selected eight universities as collaboration partners to improve government and industry cyber security.

 

The Treasury has admitted it has been under sustained attack by foreign intelligence agencies, with George Osborne saying that wider government received up to 20,000 malicious emails every month.

 

Ministers set aside £650m of new money last autumn to better protect key infrastructure and defence assets from “cyber warfare”, with half that going to GCHQ.

 

The Government hopes that encryption techniques and other expertise that is not considered top secret might have commercial applications and wants to see more companies working with universities.

 

Science minister David Willetts said the eight universities – which include Bristol, Belfast, Southampton and Imperial College London – were selected for the strength of their existing research in the field.

 

“The amounts of cyber attack carry on rising. Governments are targets and we are very, very robustly protecting our data,” he said. “Businesses, especially some with sensitive data tend to be targeted. What we don’t want is for people to be in a state of polite denial. We want people to recognise there is a problem and engage with them.”

 

A GCHQ spokesman said: “GCHQ’s recognition of eight universities as academic centres of excellence in cyber security research underlines our conviction in the vital role that academia has to play in nurturing future cyber security talent to support the UK’s prosperity in our cyber age.”

Stockholm Probes Creation of Shell Company

 

STOCKHOLM — The resignation of Swedish Defense Minister Sten Tolgfors has reopened scrutiny of the government’s relationship with Swedish-based industry, along with the government’s connection to the raging controversy around top secret plans to design and co-finance the construction of a weapons manufacturing facility in “black-listed” Saudi Arabia.

 

More expressly, the spotlight has fallen on a government promise, made by Prime Minister Fredrik Reinfeldt’s center-right administration in 2007, to collaborate with industry to promote Swedish military exports, particularly in high-demand, emerging markets in Asia and the Middle East.

 

The government’s promise to open export markets for Swedish contractors helped appease a defense sector hurting from the government’s new “more bang for the buck” policy introduced that same year. The initiative redirected procurement strategy away from home-grown weapon systems to off-the-shelf solutions available at a lower cost from international suppliers.

 

On March 29, Tolgfors resigned amid revelations that the government had cut a secret deal with Saudi Arabia to build an anti-tank weapons factory in that Middle Eastern country. What that means for future exports, which are crucial to Swedish businesses, is unclear.

 

The estimated initial $400 million capital value of the proposed Saudi weapons plant included direct Swedish involvement in its design, construction and outfitting. Moreover, the Swedish defense industry would have supplied all relevant production technologies and lines, as well as personnel training in what would have effectively been a turnkey project.

 

“The Swedish government and defense industry leaders usually sing from the same page when it comes to raising the country’s export potential,” said Christian Schmidt, a Frankfurt, Germany, industry analyst. “It remains to be seen if the Saudi project was part of the promise to better support industry in 2007.”

Under the Microscope

 

The risks of doing business with Saudi Arabia without properly informing Sweden’s legislature should have been obvious to industry and political leaders, Schmidt said.

 

“If the Saudi deal under discussion was part of a broader scheme by the government to expand Sweden’s military exports through capital projects that were not alone part-funded by the state but supplied by defense industry groups, it does seem to have back-fired,” said Torbjörn Björlund, the Left Party’s spokesman on defense.

 

The Saudi controversy will again put Sweden’s defense sector and export activities under the “microscope of political and public opinion,” said an insider at Saab, the country’s defense and aerospace giant.

 

“The ethics-based arms export control laws we have in Sweden are quite strict, and certainly much tougher than in most other countries,” the insider said. “It is hard to see the positives in this situation from the point of view of industry, except perhaps that it will create conditions for a serious debate on who Sweden can do business with.”

 

In the meantime, the Swedish government has multiple investigations in progress as it tries to pick up the pieces.

 

“The defense minister may have resigned, but we need the investigation to continue. We need to know who was involved in the proposed Saudi project, and we also need to know who the different players were, and the extent of the role played by the [Ministry of Defense] and the government,” said Peter Eriksson, the Green Party’s head of the Parliament’s Constitutional Committee (Konstitutionsutskottett).

 

The task of restoring the government’s and MoD’s credibility will be headed by Catharina Elmsäter-Svärd, who will move from her Infrastructure ministerial portfolio to replace Tolgfors.

 

The Greens played a pivotal role in Tolgfors’ resignation, having lodged an official complaint against the former defense minister with the Parliamentary Committee on Constitutional Affairs in mid-March. The protest accused Tolgfors of concealing the MoD’s role in the Saudi venture.

 

Several investigations have been launched into the Saudi affair. The first inquiry is being led by the Economic Crime Bureau (ECB) and will examine the role played by FOI, the state defense research institute.

 

The parliament’s constitutional committee will begin its own inquiry once the ECB files its report. This is expected within two months.

 

“The FOI has already admitted that it was involved and will cooperate with the police, so we expect a quick investigation here,” Eriksson said. “I do not see a conflict between the police and parliamentary inquiries, although it may delay things if the police inquiry drags on.”

 

The official investigations are happening against a backdrop of embarrassing revelations for the government. They include the disclosure that the FOI sourced external funding from various state agencies to establish a shell company, known as SSTI, to serve as the corporate vehicle to plan and drive the Saudi project.

 

The parliament will investigate evidence that the FOI provided a significant portion of money to establish the shell company, and to develop and commercialize the Saudi weapons project proposal, from classified funds controlled by MUST, Sweden’s national military intelligence agency.

 

Armed Forces Command (AFC), which has responsibility for MUST, has conceded that it made several transfers of funds to the FOI.

 

“Funds were transferred to the FOI, but we do not know what these funds were eventually used for, or if they were used for the SSTI,” AFC spokesman Erik Lagersten said. “Our role is to support the FOI and work together, so there is cooperation. The nature of our work and cooperation is confidential.”

 

The ECB investigation has placed a strong focus on the shell company’s formation and funding. Initial findings by the ECB suggest the company was predominantly “cash financed” to minimize the risk of leaving a paper trail after it was incorporated in 2009.

 

“Whether the FOI has used the funds in an incorrect manner is a matter for the ongoing inquiry,” Lagersten said.

 

The FOI has launched an internal investigation to determine if the organization, directly or indirectly, financed and fronted SSTI.

 

“I take the reports that have come to my attention very seriously. Such reports are the reason I reported the FOI to the authorities,” said Jan-Olof Lind, the FOI’s director general.

 

The ECB investigation also is centered on the role of Dick Sträng, a former FOI executive who is thought to have been instrumental in the formation of the SSTI shell company.

 

One of the key issues for the planned parliamentary inquiry into the affair is the high degree of secrecy around the project, even at the cross-party committee level.

 

Sweden’s constitution prohibits the government from developing any form of defense-industrial or military cooperation with so-called “dictatorship states” listed on the country’s military exports prohibition register. Saudi Arabia is on the register.

 

The parliamentary inquiry, in particular, must examine the reasons the government needed to support a project that would clearly benefit Sweden’s defense industry, said Urban Ahlin, the Social Democratic Party’s spokesman on foreign affairs.

 

“Whatever happens, the constitutional committee’s investigation should explore all avenues to unravel the facts behind this secretive plan,” Ahlin said.

La frégate italienne Virginio Fasan a été lancée aux chantiers navals Riva Trigoso de Gênes.

 

Le Virginio Fasan est la deuxième frégate FREMM, après que le Carlo Bergamini — qui doit être admis au service actif cette année — ait été lancé en juillet 2011.

 

Les frégates FREMM — frégate européennes multi-missions — ont été commandées par la marine italienne à Fincantieri, dans le cadre d’une coopération avec la France.

 

Le Virginio Fasan doit être admis au service actif en 2013.

Some of the Army’s most famous regiments are to be declared “untouchable” in the next round of defence cuts.

 

Units including the Parachute Regiment, the SAS and the Household Cavalry are understood to be among those unaffected as the Government dramatically reduces the size of the Army.

 

However, it comes at a price, as the axe will fall on support units, leading to concerns that it will leave the Services “unbalanced”. When the Army was deployed to Helmand in 2006 only a third of the 3,150 troops were infantry — the rest were combat support troops and engineers.

 

Among those facing steep reductions in numbers are the Corps of Royal Engineers, Royal Logistic Corps, Royal Electrical and Mechanical Engineers and the Royal Artillery.

 

Military planners say the reductions were forced on them because of David Cameron’s promise that “no infantry cap badges should be lost” when the Army is cut from 100,000 troops to 82,000 by 2020.

 

Defence sources say the ruling was imposed because the Government did not want to be subjected to the same “rearguard’ action that befell the Labour government in 2004 when it attempted to axe famous regiments, including the Black Watch and the Green Howards.

 

As part of the restructuring — known as Future Force 2020 — the number of infantry battalions will reduce from 36 to 25. The “untouchables” are understood to include the entire Household Division, which is composed of the five Foot Guard battalions — the Grenadier, Coldstream, Scots, Irish and Welsh Guards — as well as the Household Cavalry, composed of the Blues and Royals and the Life Guards.

 

The Parachute Regiment, which supplies more than 50 per cent of the troops to the SAS and the majority of soldiers for the Special Forces Support Group, will remain as a three-battalion regiment.

 

The Royal Irish Regiment, the last single battalion regiment in the Army, will also escape the axe.

 

Among the less “glamorous” units, the Royal Logistic Corps is facing a cut of 25 per cent down to 12,000 soldiers, although its bomb disposal arm, which has grown in recent years to deal with the improvised explosive device threat in Afghanistan, will remain untouched.

 

The Corps of Royal Engineers will be reduced by 30 per cent to 5,500 troops, with a similar cut to fall on the Royal Electrical and Mechanical Engineers. The 15 Royal Artillery regiments will be reduced by a third to 5,000 troops, with almost its entire fleet of AS90 self-propelled guns being mothballed or held at “readiness” by territorial units.

 

The five tank and five reconnaissance regiments of the Royal Armoured Corps are also facing a similar reduction, with many of the tanks being passed to Territorial Army units and held at “readiness” so they can be brought into action when needed.

 

The Army Air Corps will see some of its older helicopters, such as the Lynx, being axed, but its fleet of Apache Helicopter Gunships, which counts Prince Harry among its pilots, will not face any reductions.

 

The infantry units at greatest risk of cuts are those of the Royal Regiment of Scotland, which will lose one or possibly two of its five battalions.

 

The regiment has struggled to recruit for many years. Both the Yorkshire Regiment and the Duke of Lancaster’s Regiment, which recently had members killed in Afghanistan, and The Rifles, are also thought to be vulnerable.

 

There is also a growing view within the Army that the Gurkhas should be axed before “any British regiments go to the wall” .

 

All infantry regiments will discover their fate in the coming weeks. After 2020, the regular Army’s 82,000 soldiers will be supported by 30,000 territorial troops.

 

It will be composed of five multi-role brigades together with 16 Air Assault Brigade, the Army’s high-readiness rapid-response unit.

 

Under the new structure commanders will move away from “enduring operations” such as Iraq or Afghanistan, and instead focus on short-term “contingency operations” such as in Libya, where Special Forces supported rebels.

 

The Army will remain committed to “homeland resilience”, such as supplying assistance to the Government during strikes or times of national crisis, such as the foot and mouth epidemic.

 

A special cadre will also be created to provide what has been called “upstream engagement” — where military trainers deploy to foreign countries in an attempt to prevent future conflicts.

 

But months of redundancies being announced, and what has been described as an “unrelenting” assault on the organisation’s terms of service, have resulted in a “catastrophic” collapse in morale among the “institutional Army” — those troops not on operations.

 

The Army will announce another 3,000 redundancies in June but sources said 70 per cent of the number required had been filled by volunteers.

 

One senior officer said: “The future is more uncertain and complex than it has ever been and to deal with this we are creating the smallest Army the country has seen for more than 100 years — added to that, defence is broke. That is not the basis of a good strategy. It is a dangerous way to do business.”

 

Maj Gen James Everard, the Assistant Chief of the General Staff, said: “The Army needs to adapt to the operational challenges of the future. Enhanced capabilities in a range of priority areas will be achieved through reductions in, for example, heavy armour and artillery.

 

“Some regular force tasks will be assumed by a much enhanced Army reserve. All of these issues are currently the subject of a review.”

Le nouvel accord d’association entre l’Ukraine et l’Union européenne est signé. Cela a été fait vendredi (30 mars) ; une petite prouesse pour les signataires, il fallait parapher chacune des presque 1500 pages du texte (*). Concrètement, cela signifie signer chaque page de l’accord qui fait … presque 1500 pages ! Après cet exploit, Pavlo Klimkin, vice-ministre des affaires étrangères et négociateur en chef coté ukrainien, a répondu à quelques questions de journalistes au Brussels Europe Press Club. B2 y était. Et notre intérêt portait bien sûr davantage sur la coopération en matière de sécurité et défense, « un point important » selon le représentant ukrainien.

 

La « perspective européenne », facteur de déblocage ?


La « perspective européenne » de l’Ukraine, marquée dans le préambule de l’accord, confirme l’horizon d’une possible adhésion à l’UE et devrait permettre davantage de coopération avec la PSDC européenne. C’est en tout cas ce que nous a confié le porte-parole de M. Klimkin. « Nous avons beaucoup d’idées » à ce sujet, à déclaré le vice-ministre. « L’Ukraine sera très active dans les activités de la PSDC ». La signature de l’accord constitue une étape, presque une condition, pour une étudier les pistes de la coopération entre l’Ukraine et l’Agence Européenne de Défense (EDA). Rien de précis à se mettre sous la dent pour l’instant cependant.

 

La participation à EU NAVFOR Atalanta : projet fantôme, reculé faute de budget ?


En ce qui concerne les opérations, c’est Atalanta qui pourrait être une priorité pour l’Ukraine, nous a confié le porte-parole. Le vice-ministre a lui aussi évoqué l’opération anti-piraterie de l’UE et rappelé le dernier projet en date : la mise à disposition d’un avion de reconnaissance (un Antonov An-26). Cette idée ne date pas d’hier, et a été retardée par «des obstacles qui ne sont pas liés à l’Ukraine» selon Mr Klimkin. L’avion pourrait être déployé en octobre 2012, selon Vasily Filipchuk, Directeur du Département Politique du ministère des affaires étrangères ukrainien. En réalité, les raisons du retard sont essentiellement financières, le mécanisme de financement commun des missions militaires, Athéna, ne pouvant s’appliquer à un Etat non-membre. De plus, le budget défense de l’Ukraine n’est pas forcément suffisant pour « absorber » un tel engagement, même si l’Ukraine l’augmente considérablement ces derniers temps : +30% annoncés pour 2012. Ce qui ne représente « que » 1,1% du PNB et un montant 6 fois inférieur à celui de son voisin polonais.

 

L’idée d’une participation ukrainienne à cette mission a été acceptée depuis longtemps, le COPS l’ayant avalisée en mars 2010 (lire l’article: Le COPS accepte la participation ukranienne à EUNAVFOR Atalanta). Et l’Ukraine participe déjà à cette mission, mais de manière pour le moins réduite, avec … un officier détaché au QG opérationnel de Northwood. Toujours pas de navire (c’est le cas pour la Norvège, autre Etat non-membre participant à l’opération), même si l’idée avait été lancée à plusieurs reprises (notamment le fleuron de leur marine, le navire-amiral destroyer Hetman Sagaydachniy). On comprend l’intérêt de l’Ukraine pour cette mission, ses bateaux et marins n’étant pas épargnés par les pirates. En 2008, la prise par les pirates du cargo « Fajna », de ses marins et de son chargement d’armes avait persuadé les ukrainiens de la nécessité de s’engager. Un statut particulier de pays non aligné


L’Ukraine possède un statut international particulier, celui d’Etat « non rattaché à un bloc », non-aligné en quelque sorte. Une position qui lui interdit toute intégration formelle à une alliance militaire (OTAN en particulier). Cela n’est pas un obstacle, selon le vice-ministre : « Cela n’entravera en aucun cas notre participation aux activités de la PSDC ». Cette position reste assez floue. Il semblerait qu’il s’agisse d’une position plus théorique que pratique, mais qui permet à l’Ukraine de choisir au cas par cas, « à la carte » en quelque sorte. Le porte-parole l’a d’ailleurs admis, l’Ukraine participera là où « ses intérêts stratégiques » sont en cause. La Somalie donc, par exemple. On pense aussi à des régions voisines, même si là, le voisin Russe sera à prendre en considération.

 

Ce statut n’empêche d’ailleurs pas en réalité l’Ukraine de coopérer avec l’OTAN, en organisant des exercices en commun mais aussi au niveau politique par des réunions régulières. Elle participe même activement à certaines de ses missions : Afghanistan (ISAF) – comme avant en Irak (formation uniquement), Méditerranée (opération Active Endeavour, où l’Ukraine déploie un navire chaque année)… Elle participe également à de nombreuses missions de maintien de la paix de l’ONU (Côté d’Ivoire, Soudan, Libéria, etc). Seul bémol, sa contribution aux missions européennes est moins importante.

 

Une coopération avec la PSDC en dents de scie


La coopération plus spécifiquement avec l’UE a eu des hauts et des bas. Les choses semblaient pourtant en bonne voie après l’élection de Viktor Iouchtchenko en 2004. L’Ukraine avait signé en 2005 un accord d’échange d’informations confidentielles, et pouvait à partir de la même année s’aligner sur des positions communes de l’UE (mécanisme traditionnellement appliqué aux pays candidats). Selon un rapport officiel publié par les autorités ukrainiennes en mars 2010, l’Ukraine s’était alignée avec 90% des positions communes jusque là. Or, depuis l’élection du nouveau président Victor Yanoukovich en février 2010, les choses ont changé.

 

En 2010, l’Ukraine ne s’est alignée qu’avec 26 sur 44 des positions communes de l’UE. En ce qui concerne les opérations, mis à part Atalanta (où la contribution reste assez maigre, aujourd’hui), l’Ukraine fait partie de la mission EUBAM Moldavia (assistance aux frontières) – qu’elle accueille en partie sur son sol – ainsi que la mission MPUE en Bosnie-Herzégovine (police) – qui est phase de fermeture. Au 2e semestre 2011, elle avait participé au « battegroup » HELBROC, emmené par les Grecs (avec la Roumanie, la Bulgarie et Chypre).

 

Pour l’instant, la contribution « très active » de l’Ukraine aux activités de la PSDC paraît donc assez limitée en réalité. Outre la question budgétaire, un des points de désaccords majeurs semble également politique. La position de l’UE, vis-à-vis de la Biélorussie, ne plait pas trop à Kiev. L’Ukraine avait d’ailleurs refusé en février 2011 de se joindre à la déclaration du groupe de Visegrad à l’encontre du régime.

 

Commentaire : L’Ukraine reste un partenaire important pour la sécurité et la défense de l’UE, parmi les voisins orientaux. Et certainement de plus en plus d’ailleurs. Son statut de pays non aligné ne veut pas dire qu’il est neutre. L’Union européenne devrait alors veiller à ce que la non-neutralité ukrainienne soit orientée plutôt vers l’Ouest…

AeroWeb-fr.net a pu rencontrer Didier Vernet, responsable marketing de l'A400M pour Airbus Military. Il a fait un point sur le programme.

 

Didier Vernet a rappelé à cette occasion l'origine de l'avion. L'A400M était appelé à remplacer les flottes de C-160 Transall, C-130 Hercules et C-17 des pays clients en Europe. Ceux-ci avaient formulé leurs besoins dans un cahier des charges qui aboutira au développement de "Future Large Aircraft" (FLA). Celui-ci, qui deviendra l'A400M lors de la signature du contrat en 2001 (véritablement officialisé en 2003), s'est vu attribuer une hauteur de soute similaire à celle du C-17 tout en restant plus étroit et globalement plus petit. A contrario, l'A400M peut transporter jusqu'à deux fois plus qu'un C-160 Transall et beaucoup plus qu'un C-130 Hercules.

 

Etrangement (oui et non lorsqu'on sait ensuite qu'Alenia ne sera pas retenu et que CASA servira de base pour Airbus Military) l'Italie ne fait pas partie des clients de lancement de l'avion de transport européen et se retourne vers le C-130 et le C-27J.

Didier Vernet dit faire entièrement confiance au potentiel de son avion. Pour étayer son propos, il rappelle que Boeing étudie le lancement d'une version "amaigrie" de son C-17 (prénommée C-17 Fuel Efficient) avec un diamètre de fuselage revu à la baisse ; seulement, depuis le salon de Farnborough en 2010, aucune nouvelle. Cela ressemble fort à un écran de fumée que Boeing sait si bien faire.

 

Didier Vernet a toutefois raison sur un point. Les Etats-Unis n'ont rien à proposer pour contrer l'A400M sur ce marché et ils rechercheraient donc à se rapprocher du format de ce dernier. Là aussi, certaines informations lui donnent raison : Lockheed Martin planche sur un C-130XJ à l'horizon 2014 et un C-130NG à partir de 2020. Si le C-130XJ demeure un Hercules "classique", ce qui change est le degré de modifications possibles sur l'avion. Lockheed Martin reprend le concept de l'A400M où chaque client peut équiper son appareil comme bon lui semble. A plus long terme, le C-130NG semble plus complexe : nouveaux moteurs, nouvelle avionique, le nez et la dérive sont redessinés et les ailes se voient affublées de winglets. Toutefois, ce dernier demeurait limité quant à la masse emportée et le volume à bord. Lockheed Martin va se retrouver entre les tenailles de l'A400M à la limite supérieure et le KC-390 d'Embraer au niveau inférieur.

Les capacités de l'A400M

 

Didier Vernet s'est attardé sur les capacités militaires que l'A400M pourra effectuer, à terme.

 

En vol tactique par exemple, l'avion larguera deux charges de six tonnes chacune à cinq mètres du sol. De même, à quarante mille pieds, un système de dépressurisation et de repressurisation permettra des largages de charges ou de parachutistes à haute altitude.

 

Concernant le ravitaillement en vol, deux nacelles (pods) seront installées sous les ailes pour transférer le carburant vers d'autres aéronefs. L'OCCAR a demandé que tous types d'appareils puissent bénéficier de ce ravitaillement, y compris les hélicoptères. Il sera possible de transférer les cinquante tonnes que peut emporter l'A400M. Avec des réservoirs supplémentaires en soute, l'avion pourra ravitailler dix tonnes de plus, au détriment de l'espace en soute.

 

Pour recevoir le carburant, Airbus a choisi l'option de la perche à l'avant de l'avion comme cela se trouve majoritairement sur les avions militaires en Europe. Un réceptacle, comme celui  utilisé par l'US Air Force, n'a pas été prévu. Cependant, Didier Vernet nous a confié que, si l'armée de l'air américaine venait à commander l'A400M, cette option serait ajoutée et Airbus trouverait évidemment une solution.

 

Didier Vernet a aussi évoqué la puissance des moteurs de l'A400M. Rien n'a changé ; le TP400 développe une puissance de onze mille chevaux. Le chiffre n'évoque pas grand chose ; par contre, quand on sait qu'un TP400 suffirait à motoriser un Transall, cela fait plus de sens.

 

Détail important, en opération, Airbus prévoit 98% de disponibilité sur la vie de l'avion. Didier Vernet promet trois mois d'immobilisation sur douze ans d'exploitation, sans compter d'éventuelles pannes. Là, on comprend mieux le sens de sa remarque. C'est en effet loin d'être le cas. Il faut cependant bien admettre qu'il est difficile de faire un vrai bilan avec quatre avions d'essais ; mais pour arriver à ce niveau de fiabilité, il va aussrément y avoir beaucoup de travail !

 

Enfin, toujours concernant la maintenance, Didier Vernet a parlé d'un système de maintenance basé en partie sur la prévention. Quand un système ne sera pas opérationnel à 100%, il sera possible de réparer "en amont", avant qu'un casse ou une panne ne se déclare.

Mise à jour pour 2012

 

MSN2 (EC-402) a effectué le millième vol de la flotte d'A400M lors de son déplacement au salon FIDAE au Chili. Sur place, il est prévu de faire des essais à haute altitude (décollage et atterrissage à La Paz).

 

Plus tard dans l'année, l'autre point important outre la certification sera la formation des pilotes. Elle sera tout d'abord organisée sur un simulateur reprenant entièrement les fonctionnalités de l'A400M. Cette formation débutera dès le milieu de l'année avec la première livraison à l'Armée de l'Air en ligne de mire à la fin de l'année.

 

Ensuite, en 2013, quatre appareils seront livrés à la France (trois) et à la Turquie (un). L'Allemagne et le Royaume-Uni recevront leurs premiers exemplaires en 2012. Suivront ensuite les autres clients jusqu'en 2019. A partir de 2016, Airbus fabriquera vingt-huit A400M par an. L'avionneur espère vendre quatre cents A400M à l'export, fort des mille huit cents avions de transport dans cette gamme dans les armées de l'air mondiales.

 

Déjà dix avions sont en production, à différents stades bien sur. MSN7, le premier avion pour la France est assemblé. MSN8 est en cours (pour la France aussi). L'A400M sera livré avec une IOC (Initial Operational Capability). Concrètement, l'avion ne pourra que faire des missions de logistique. Ensuite, s'ajoutera la SOC1 (Standard Operational Capability) où l'A400M pourra participer à des missions de largage.

 

 Les essais en vue de la certification continuent. MSN6 (F-WWMZ) va se lancer dans les vols de longue durée. Airbus doit effectuer trois cents heures pour certifier l'avion. Cependant, cela ne se fera pas tout de suite. L'appareil est encore en chantier. A l'issue de la campagne de certification et après modifications, MSN6 sera livré à la France. Ce sera probablement le seul. Initialement, Airbus avait pensé revendre les avions de tests et n'en garder qu'un. Finalement, Didier Vernet nous dit que rien n'est décidé, mais qu'à l'issue des essais, les avions n'étant pas en très bon état et nécessitant beaucoup de modifications pour les mettre au standard, il peu probable que des clients et Airbus  veuillent dépenser autant pour avoir des avions de tests.

The order is part of the NOK 500 million framework agreement with delivery of the PROTECTOR weapon control system to upgrade the French Army`s Renault VAB 4x4 armored personnel carriers. The order was disclosed on 2nd May 2008.

    L'ancien "patron" de la Défense, le général Charles-Henri Delcour, a affirmé vendredi, dans une déclaration à l'agence Belga, avoir toujours soutenu l'accord de gouvernement et a précisé les circonstances de la remise de sa lettre de démission.

 

    L'ancien chef de la Défense (CHoD) a souhaité préciser, dans le cadre de ce qui a été dit et écrit à propos de sa démission, qu'il a "toujours soutenu l'accord de gouvernement", mais "déplore que l'exécution de celui-ci tarde autant".

 

    Toujours à propos de l'accord de gouvernement, le général déplore n'avoir "pas été consulté en tant qu'expert par ceux qui prétendent en tenir la plume au moment de sa rédaction".

 

    Concernant sa lettre de démission, Charles-Henri Delcour précise l'avoir remise "en main propre au ministre de la Défense (le CD&V Pieter De Crem, ndlr) après la cérémonie pour le retour des dépouilles des victimes de l'accident de Sierre", soit le vendredi 16 mars.

 

    "C'était la dernière possibilité de procéder de la sorte avant le départ, prévu le soir, du ministre pour l'Australie", explique-t-il.

C’est une banale vente d’un complexe militaire à l’Arabie saoudite qui a eu raison du ministre de la Défense suédois. Dans d’autres pays, le même ministre aurait été félicité, voire décoré. Pas en Suède. Au terme d’une importante controverse sur l’aide apportée par la Suède à un programme d’armement de l’Arabie Saoudite, le ministre de la défense suédois, Sten Tolgfors, a présenté, jeudi (29 mars), sa démission. Tolgfors aurait, selon le Premier ministre Fredrik Reinfeldt, déjà donné signe de sa volonté de quitter son poste. Il a été « relevé de ses fonctions » selon sa propre volonté… C’est la ministre chargée des infrastructures Catharina Elmsaeter-Svaerd qui va assurer l’intérim du portefeuille « défense ».

 

Le secret défense qui passe mal au pays de la transparence


Le scandale avait éclaté quand la radio publique suédoise avait révélé, le 6 mars dernier, l’existence d’une coopération entre l’Agence de Recherche de Défense suédoise (FOI) et les pays du golfe. Si, en théorie, un tel accord n’a rien d’illégal car aucun embargo suédois sur les armes n’existe vis-à-vis de l’Arabie Saoudite, il a toutefois été vivement critiqué par la presse. C’est avant tout le caractère secret de cette coopération qui était dénoncé, dans un pays où la transparence est souvent présentée comme une priorité. Mais la controverse est devenue plus politique, l’opposition déclarant que la Suède ne devrait pas vendre des armes à une dictature.

 

Le projet « Simoon », un accord de grande ampleur…


D’abord discret, le ministre Tolgfors a ensuite confirmé l’existence d’une telle coopération, initiée en 2005 déjà par un de ses prédécesseurs, Leni Björklund (parti social-démocrate). Ce n’est pas la première fois que la Suède vend des armes à l’Arabie Saoudite: l’année dernière, la Suède a exporté pour 1,56 milliards d’euros de matériel de défense et l’Arabie Saoudite était son deuxième plus gros acheteur. Mais les documents classifiés, révélés par la radio le 6 mars, montrent que le projet Simoom « pousse les limites de ce qui est possible pour les autorités suédoises ». Le projet industriel visait, en effet, à aider les Saoudiens à installer une nouvelle usine d’armement, comprenant 35 bâtiments au total, pour construire ou réparer des armes anti-tanks (missiles), des munitions et autres explosifs par exemple. De nombreuses entreprises suédoises étaient intéressées au projet, comme Saab, Ericsson ou FMV.

 

… aux frontières de la légalité


Ce « Projet Simoom » – portant le même nom que ce vent sec et chaud au Moyen Orient – a débuté en 2007 sous l’égide de la FOI. Celle-ci a par la suite « laissé la main » à une entreprise privée créée spécialement pour le projet (la Swedish Security Technology and Innovation ou SSTI)), estimant que l’Agence publique aurait été « légalement freinée ». En d’autres termes, il s’agissait de contourner les obstacles légaux. C’est ainsi SSTI qui a reçu, l’année dernière, l’approbation de la part de l’Agence suédoise de contrôle des exportations et de non-prolifération (ISP) pour démarrer la vente des matériels nécessaires.

 

Le premier ministre Fredrik Reinfeldt (du parti conservateur « moderaterna », tout comme Tolgfors), également sous pression à ce sujet, a reconnu implicitement l’ambiguité du projet. « Lorsque nous signons des accords bilatéraux ; il n’y a pas, comme vous le savez, de demande de démocratie ». Il « présumait » que les lois suédoises avaient été respectées. Pourtant, le directeur général de la FOI, Jan-Olof Lind, a informé la presse la semaine dernière qu’il avait eu vent d’un « crime suspecté », suite à une enquête interne. Outre l’opposition qui demande que Tolgfors soit questionné par le parlement malgré sa démission, une enquête préliminaire a été ouverte par la juge suédoise Agneta Hilding Qvarnstroem.

On March 29th 2012, DCNS delivered the fourth-of-class fast patrol boat (FPB) P964-Glimt to the Royal Norwegian Navy. The six-boat Skjold program is led by a consortium comprising DCNS and two Norwegian contractors with DCNS acting as the combat system design authority and co-supplier.

 

The Norwegian authorities entrusted the Skjold program to a consortium of three contractors with DCNS as the combat system design authority and co-supplier. DCNS is working with Norwegian contractors Umoe Mandal and Kongsberg Defence & Aerospace, through the Skjold Prime Consortium.

 

Skjold FPBs are designed specifically for maritime security and safety missions in Norway’s littoral waters. The combat system is tailored to demanding environments and reduced crewing. The communications and sensor suites are fully compatible with active participation in international and NATO-led operations. The vessels communication capabilities will be further enhanced as they will be upgraded with a state-of-the-art satellite communications system. The contract for this new capability has just been awarded by NDLO (Norwegian Defence Logistics Organisation) to the Skjold Prime Consortium.

 

With a length of around 50 meters, Skjold-class FPBs are heavily armed for their size. The combat system features eight anti-ship missiles and a 76-mm gun that can engage several targets at once at ranges exceeding 12 kilometers.

 

First-of-class P961-Storm was handed over on 9 September 2010, second-of-class P962-Skudd on 28 October 2010 and third-of-class P963-Steil on 30 June 2011.

 

The success of the Skjold program is the fruit of a long-term partnership between DCNS and its Norwegian partners. Between 1997 and 2004, DCNS demonstrated its expertise in combat system design and development as prime contractor for the modernization of 14 Hauk-class FPBs for the Royal Norwegian Navy.

Contract Estimated at €360-720 Million for 26 Multi-Purpose Helicopters

 

Polish Defence Minister Tomasz Siemoniak has announced the opening of a tender for the purchase of new multi-purpose helicopters for all Polish service branches, according to local media accounts. As TOKFM radio station reported on Thursday, Mar. 29, Siemoniak said: “The tender will be opened today,” and described the move as a first step to replace the Polish Armed Forces’ ageing fleet of 250 Soviet-era helicopters.

 

The Polish Army currently operates a fleet of different Mil helicopter types, including 29 Mi-24 attack helicopters, as well as a considerable number of Mi-2, Mi-8 and Mi-17 transport helicopters. In addition, the inventory includes more than 30 W-3 Sokól multipurpose medium helicopters manufactured by Polish helicopter company PZL-Swidnik.

 

The value of the initial contract, which is expected to be the first of additional contracts for the replacement of the entire fleet, is estimated at PLN 1.5-3.0 billion (USD 480-960 million, EUR 360-720 million) and will be funded through the Ministry’s “Technical Modernisation Program”. The contract will allow for the purchase of multi-purpose helicopters for the Polish Land Forces, Navy and Air Force and will include logistic services, as well as a training package, including simulators.

 

According to an announcement by the Spokesman for the Polish Minister of National Defence (MND), Jacek Sonta, the country seeks to acquire four different configurations of helicopters within its “Combat support, logistics and VIP transport helicopter” programme. As outlined in the announcement, the MND plans to purchase the following helicopter versions in the 2009-2018 period:

 

• 16 items for the Land Forces

- Multi-purpose transport helicopter

 

• 7 items for the Navy

- Anti-submarine helicopter (4 items)

- Search and rescue helicopter (3 items)

 

• 3 items for the Air Force

- Search and rescue helicopter

 

Delivery is anticipated to be completed by 2017. Further information about the Polish helicopter tender has been made available at the website of the MND’s Armament Inspectorate at http://goo.gl/2lmrA.

 

Media reports suggest that the Army will push for the production of its new helicopters in Poland, and two Polish aerospace manufacturers could benefit from this plan.

 

PZL Swidnik was acquired by AgustaWestland in 2010 and manufactures various aircraft and rotorcraft for military and civilian customers in Europe and the US. According to AFP, AgustaWestland expects to begin production of AW 109, AW 119 and AW 139 helicopters in Swidnik, in addition to providing parts for the AW 101 model.

 

Also headquartered in southern Poland, PZL Mielec has been part of Sikorsky Aircraft Corporation since 2007 and currently participates in the final assembly of S-70i Black Hawk helicopters, as well as the production of Black Hawk cabins.

 

The acquisition of these two companies by foreign companies has revived aerospace manufacturing in southern Poland, as highlighted by PZL Mielec CEO Janusz Zakrecki in late 2009: “Since PZL Mielec was acquired on March 16, 2007, Sikorsky has delivered on each of its broad commitments to the Government of Poland and its employees. The company has invested millions of dollars in fixed assets, environmental remediation, human resource training and transfer of technical expertise. In addition, the company has initiated a broad social package for PZL Mielec employees.”
