Colchester-based A Company of 3rd Battalion The Parachute Regiment (3 PARA) has been working with the tanks of the 1er Régiment de Hussards Parachutistes (1er RHP) [French Airborne Cavalry] at the Centre d'Entraînement aux Actions en Zone Urbaine (CENZUB) in North East France, the largest urban warfare training facility in Europe.

 

The training, called Exercise Gaulish Eagle, was designed to provide 3 PARA with experience of urban operations and working with other armies to prepare for its role in the Airborne Task Force (ABTF).

 

The ABTF is the British Army's rapid reaction force, held at high readiness to deploy on operations anywhere in the world.

 

The first part of the two-week exercise saw paratroopers train with the Giat Famas assault rifle, the standard weapon of the French Army, and learn French tactics for working with Leclerc main battle tanks in built-up areas.

 

The training culminated in a field exercise with the two units working together to attack and defend CENZUB's two purpose-built training towns – Beausejour and Jeoffrecourt - which have been constructed with different districts imitating retail, residential and industrial areas.

Major Richard Todd, Officer Commanding A Company, said:

"As the Airborne Task Force, 3 PARA is on standby to go anywhere in the world to do anything from disaster relief to war-fighting. On an ABTF operation it is likely that we will be working alongside other armies in an urban environment, so this training has been excellent preparation for us.

"The exercise has also served to strengthen the relationship and understanding with our French allies. We've used their kit and tactics, and working with 1er RHP's tanks has been an enjoyable challenge."

Private Dave Cheshire said:

"It has been a tough exercise because it's been so different. We're using French weapons and their approach to fighting in urban areas is slightly different to ours. Also, as paratroopers, we're not used to working with tanks so that has been something new."

Private Damien Miles said:

"Communicating with the French troops has been a challenge at times, but we've got by with a few words of French and lots of hand signals and sketch maps."

During the exercise the soldiers enjoyed a day in Paris, visiting the Eiffel Tower and the Louvre.

 

The training builds on the two countries' military co-operation following the signing of the Defence and Security Co-operation Treaty by Prime Minister David Cameron and French President Nicolas Sarkozy in November 2010.

 

3 PARA is part of 16 Air Assault Brigade which has been tasked with building a partnership with the French 11e Brigade Parachutiste. The two brigades are working towards the formation of a joint expeditionary force for contingency operations.

Le ministère de la justice et de la sécurité publique de Norvège a dévoilé le 15 février les candidats qui sont pré-qualifiés pour concourir à l’appel d’offres portant sur la livraison des futurs hélicoptères SAR (Search and Rescue) en remplacement des Sea King actuels.

 

Les entreprises qualifiées en short list sont :

 

    AgustaWestland Ltd avec le AW101

    Eurocopter SAS avec le EC725

    NHIndustries avec le NH90

    Sikorsky International operations Inc avec le H-92.

 

Le processus d’acquisition des nouveaux hélicoptères SAR a été lancé le 21 octobre 2011, lorsque la possibilité de participer à un processus de pré-qualification a été annoncé.

 

Sa genèse remonte à septembre 2001, lorsque l’hélicoptère NH90 (photo) avait été choisi comme plateforme pour le Programme Nordic Standard Helicopter, au sein des forces navales de la Norvège, de la Suède et de la Finlande. La flotte d’hélicoptères de la Norvège avait augmenté de 24 appareils dont 14 variantes NFH navales (6 pour les navires norvégiens et 8 pour les garde-côtes), avec une option pour 10 appareils de recherche et de sauvetage.

À l’époque, le NH90 de milieu de gamme n’avait pas la portée ni la capacité requise pour les missions de sauvetage. Le Danemark s’est d’ailleurs retiré du Programme Nordic Standard Helicopter, précisément parce que sa marine avait besoin d’un modèle de plus grande capacité comme l’EH101 d’AgustaWestland pour les missions de SAR. La Norvège a également beaucoup de territoire à couvrir avec une intense navigation commerciale sur sa zone maritime en mer du Nord.

 

Le 30 novembre 2007, la Norvège et l’Islande ont finalement signé un accord pour l’acquisition conjointe de nouveaux hélicoptères SAR. La Norvège souhaite acheter jusqu’à 16 hélicoptères de recherche et de sauvetage, avec des options pour 6 autres hélicoptères. L’Islande, elle, a l’intention d’acquérir 1 seul hélicoptère, avec des options pour 2 autres hélicoptères.

 

Le travail pour finaliser l’appel d’offres est en cours. Il sera soumis aux candidats pré-qualifiés début avril 2012. Les premiers hélicoptères devront être livrés courant 2016 et les Sea King seront progressivement retirés du service d’ici la fin de 2020.

Norway has launched a search and rescue mission for a Lockheed Martin C-130J-30 Hercules transport with five crew members aboard that went missing about 15:50 local time on 15 March.

 

A Westland Sea King helicopter from Bodo air base and a Lockheed P-3 Orion maritime patrol aircraft from Andoya air base are searching the C-130's last known position, according to the Rescue Coordination Centre of North Norway. Danish military helicopters have also been assigned to the activity, the Norwegian armed forces says in a statement.

 

The C-130J was last reported on radar slightly west of Kiruna in northern Sweden at 14:55, the rescue centre says. It had been en route to the location after taking off from Evenes in northern Norway.

The tactical transport was participating in a major military exercise called Cold Response. The manoeuvres involve more than 16,000 personnel from 14 nations, including Canada, France, the Netherlands, Sweden, the UK and the USA.

 

The Royal Norwegian Air Force has a transport fleet of four C-130J-30s, having retired its six older C-130Hs since taking delivery of the new aircraft from 2008. The service received its last examples from Lockheed in 2010, as recorded by Flightglobal's MiliCAS database.

Quatrième des six destroyers lance-missiles britanniques du type 45, le HMS Dragon a testé l'une de ses dernières lignes de défense contre des missiles assaillants. Le bâtiment, flambant neuf, a mis en oeuvre au large de Portland son dispositif de contre-mesures, comprenant notamment un système Siren avec quatre lance-leurres comprenant des lanceurs multiple tirant des roquettes de 130 mm et 28 kilos. Dans le cadre du tes, le système a parfaitement fonctionné, les munitions tirées formant, dans le sillage du HMS Dragon, un épais nuage destiné à tromper l'autodirecteur électromagnétique ou infrarouge d'un missile adverse. Le recours à cette solution est un peu, comme on dit chez les marins, celui de la « dernière chance » pour tenter de déjouer une attaque. Mais, avant d'en arriver là, le destroyer dispose de plusieurs écrans de protection, d'autant que le HMS Dragon est spécialisé dans la défense aérienne, avec de puissants radars (S1850 M et Sampson) capables de détecter et traquer la menace à longue portée.

D'abord, son système d'armes principal, le Sea Viper, articulé autour de 48 missiles antimissiles Aster 15 et Aster 30, pouvant détruire à l'impact un missile assaillant dans un rayon d'environ 70 kilomètres. Ensuite, le destroyer est équipé d'une puissante artillerie, constituée notamment d'un canon de 114mm et de deux systèmes d'autodéfense multitubes Phalanx, pouvant dresser un « rideau de fer » contre un missile. Et il convient aussi d'évoquer une défense plus passive, celle de la signature radar réduite du bateau, qui dispose d'une architecture furtive. Ainsi, le Dragon, un gros bâtiment long de 152.4 mètres et affichant un déplacement de 7500 tonnes en charge, ne laisse sur les écrans radars qu'un écho très limité, similaire à celui d'un petit navire.

Stockholm - Swedish lawmakers voted Thursday in favour of ratifying a treaty that bans the use of cluster bombs, the UN Convention on Cluster Munitions.

 

"Parliament voted in favour of the government's proposal that Sweden shall adhere to the Convention on Cluster Munitions," parliament said in a statement. Sweden signed the treaty in 2008.

 

Some 109 countries have signed the convention, which entered into force in 2010, and which requires signatories to stop the use, production and transfer of the deadly weapons.

 

Cluster munitions split open before impact and scatter multiple -- often hundreds -- of submunitions, or bomblets, usually the size of a tennis ball, over a wide area.

 

Many of them fail to explode and can lie hidden for years, killing and maiming civilians, including children, in explosions, even decades after the conflict is over.

 

China, Israel, Russia and the United States are among countries that have not signed the convention.

 

Those powers are thought to hoard and manufacture the bulk of the munitions, although the data is secret.

The European Union is considering sending security experts to Niger to help combat a growing threat from al Qaeda and regional instability after the rebellion that toppled the Libyan government, said EU diplomats.

 

EU foreign ministers will discuss the idea at a meeting on March 23, diplomats said. If the plan is approved, it could see a small mission deployed to train local police and security officials in the coming months.

 

"Our objective is to support local governments in the region in ensuring better security," said one diplomat. "The aim is to get something operational this year."

 

Western concerns over instability in the southern Sahara have grown in recent months, with a spate of kidnappings of Westerners by al Qaeda's North African wing, and expectations of deepening food shortages later this year, Reuters reports.

 

Since the end of the Libyan rebellion which ousted Muammar Gaddafi, an influx of arms and nomadic ex-fighters into the region has raised concern that Islamist groups may exploit lawlessness and expand their influence.

 

Security experts say international support in counter-terrorism is urgently needed in a remote region that has long been a safe haven for smugglers and rebels, and where governments can struggle to assert their authority.

 

But many EU governments are reluctant to commit themselves to another foreign security mission while existing projects face funding and equipment shortages at a time of domestic austerity.

 

Among existing schemes, the EU plans to reduce its police mission in Kosovo by a third, even though critics say the project already lacks the necessary clout to stamp its authority in the largely lawless northern regions of Kosovo.

 

And the bloc is also short of warships for its counter-piracy mission off the Somali coast.

 

Diplomats say EU capitals are ready to back an overall mission plan for Niger, largely because of a strong push from France, which has strong historical links to the region.

 

But the project could face staffing problems later, even if, as expected, it involves just a small group of trainers.

 

"Many governments are reluctant about the idea, arguing we should first spend more resources on existing missions rather than jump around the world with new projects," one EU diplomat said.

 

"But the French seem to be determined to have a mission on the ground already in the first half of the year."

 

Broader plans for the mission envision involving the authorities in Mali and Mauritania at a later stage.

 

Niger said in December it had deployed elite forces in the Sahara and Mali announced increased security in its northern town of Kidal - in a region where Tuareg nomads who had fought for Gaddafi were believed to be gathering.

 

Analysts say regional rifts complicate security efforts and that militants can work to gain support by accusing governments in the region of collaborating with the West.

 

"There is no doubt that there is international concern over the rise of Islamist extremism in the Sahel," said Thomas Wilson of africapractice, an Africa-focused consulting firm.

 

"It would be best for the international community to train African organisations to be more effective, by working through regional bodies, but many of the countries do not see eye-to-eye."

Two Merlins from 820 Naval Air Squadron have been taking part in the world's biggest anti-submarine exercise, NATO's Proud Manta.

 

The aircraft - widely acknowledged as the world's best submarine-hunting helicopter - travelled 1,400 miles (2,253km) across Europe from their base at Royal Naval Air Station Culdrose in Cornwall to the US Naval Air Station at Sigonella on the island of Sicily, to take part in the exercise.

 

The two-week-long war games, played out off the east coast of the Italian island, have seen naval air and surface forces tracking down submarines from France, Greece, Italy, Spain and Turkey to hone their sub-hunting skills, while the boats themselves practised their evasive skills.

 

The team from 820 Naval Air Squadron - one of two Merlin squadrons which can deploy en masse with the Navy's two helicopter carriers - flew air and ground crew out to Sigonella, which is 15 miles (24km) south of Mount Etna.

 

Once in Sicily, the squadron flew their Merlins alongside helicopters (including Italian Merlins of the Marina Militare) and fixed-wing aircraft from NATO partners, working with NATO ships to counter underwater threats played by NATO submarines.

 

The two helicopters notched up 66 hours of flying during the exercise - spending more time airborne and taking part in more missions than any other nation participating. And, more importantly, they managed to detect - and carry out simulated attacks against - the boats they found beneath the sea.

 

Thanks to its sonar, Merlin is renowned for its ability to find submarines which don't want to be found - but at times the conditions in the Ionian Sea meant the distinctive outline of a boat could be seen with the naked eye from an aircraft overhead.

 

Lieutenant Commander Stuart Finn, senior observer and the 820 Naval Air Squadron detachment commander, said:

 

"Plenty of simulated attacks were carried out by the Merlins and the aircrew gained valuable insight into how our NATO partners operate and also demonstrated to them the awesome submarine-hunting capability that is the Merlin helicopter.

 

"The challenges posed by operating at a foreign base far from home were also met with gusto by the engineering team, engendering a close relationship with our Italian Merlin colleagues in order to provide serviceable aircraft for the exercise missions.

 

"Proud Manta 2012 was an extremely valuable exercise for us."

 

In addition to the aircraft and submarines, a sizeable force of surface ships took part in Exercise Proud Manta, including vessels from NATO's Standing Maritime Group 1, destroyers from France and Italy, an Italian frigate, two Italian auxiliary ships, a US cruiser and destroyer, and a NATO research vessel.

 

Captain Walter Luthiger of the US Navy, chief planner for the exercise, said:

 

"The assets put into this year's exercise really allowed us to put all the players through complex and escalating scenarios.

 

"We had enough ships, planes and people engaged that we could really simulate plenty of threats - and therefore train hard in how to work together to deal with and neutralise those threats."

Un avion de transport C-130 Hercules des forces norvégiennes qui avait décollé de Glasgow avec 5 officiers à bord a disparu des écrans radars au-dessus de la Suède, selon les premières informations diffusées par le ministère de la défense. Il devait atterrir à Kiruna en Suède.

 

Une trace a été localisée sur le mont Kebnekaise, le point culminant de la Suède (plus de 2000 m.). On dénombre 5 disparus, vraisemblablement décédés. Aucun signal de détresse n’a été reçu, ce qui fait craindre le pire. L’avion participait à l’exercice Cold 2012 et était quasiment neuf.

 

D’importants moyens ont été mobilisés pour localiser les officiers : 2 avions F16 norvégiens, 2 hélicoptères Merlin danois, 1 hélicoptère de la société de sauvetage suédoise et 1 hélicoptère de la police suédoise, et 1 hélicoptère Sea King de sauvetage, un avion de patrouille P3 Orion et un C130 Hercules américain.

La transformation du porte-avions britannique HMS Prince of Wales, pour lui permettre d’accueillir la version "porte-avions" du chasseur F-35 Joint Strike Fighter, pourrait couter jusqu’à 1,8 milliard £ (2,16 milliards €).

 

Le projet initial prévoyait que les 2 porte-avions britanniques de la classe Queen Elizabeth puissent embarquer le chasseur F-35B, la version à décollage court et appontage vertical.

 

En 2010, lors de la Revue Stratégique de Défense, le gouvernement britannique a décidé d’acheter la version F-35C pour “porte-avions”, en raison de son rayon d’action plus important et de sa plus grande capacité d’emport.

 

Pour mettre en œuvre le F-35C, les porte-avions doivent être équipés de catapultes et de brins d’arrêt. Un article du Daily Telegraph indique que le cout de transformation d’un seul porte-avions pourrait atteindre 1,8 milliard £.

 

Une étude de faisabilité est actuellement en cours pour déterminer le cout définitif. Son résultat devrait être connu d’ici la fin de l’année. Ce cout élevé pourrait contraindre le ministère de la défense a revenir sur sa décision et choisir à nouveau le F-35B.

Bremen, Germany - Germany's Atlas Elektronik reports that its SeaCat autonomous unmanned underwater vehicle has successfully completed a seven-hour mission.

 

The vehicle traveled through the 14.9-mile Albstollen water supply tunnel in the state of Bade-Wurttemberg, inspecting for possible damage.

 

The inspection was the first visual inspection of the tunnel, near Stuttgart, in 40 years.

 

"Never before has a water-filled tunnel of this length been inspected by a diving robot navigating on its own," said Sven Hesse, head of the UUV program at Atlas Elektronik. "And rarely has such an entirely autonomous vehicle completed such a demanding task."

 

The SeaCat, which measures about 8 feet in length and 11.8 inches in diameter, is torpedo shaped. It can be operated either remotely or fully autonomously for up to eight hours. Its payload includes a number of sensors as well as a video camera.

 

Atlas said it can be used for inspection and mapping of inshore lakes, coastal sea areas, harbors and marine structures.

 

For inspection of the tunnel, the vehicle was equipped with both sensors and a camera that recorded visual information. The unit was kept centered with the use of laser distance sensors.

 

Both remote control and autonomous modes were used. During the first 300 yards of exploration, an operator controlled the vehicle's actions with the use of a fiber-optic cable. It then was switched to autonomous mode, moving along the length of the tunnel at about 3 feet a second.

 

Atlas, a joint venture of ThyssenKrupp and EADS, said the inspection indicated that the water tunnel was in good condition after 40 years of continuous use.

 

The Albstollen tunnel -- with a diameter of 7.3 feet -- is part of the largest long-distance water distribution system in Germany. Inspection of the tunnel occurs regularly but through measurements of the hydraulic friction losses and through the leakage rate.

 

SeaCat provided its first visual inspection.

 

"We can certainly be proud of this achievement: it proves that Atlas Elektronik is right on course to carve out a world leading role in this new field of technology," said Atlas Elektronik Managing Directors Volker Paltzo and Dieter Rottsieper.

The Drifting Mines Detection (DMD) project has kicked off under the umbrella of the EDA Unmanned Maritime Systems (UMS) R&T programme.

Thales Air Systems (France) has been contracted by EDA on behalf of France and Belgium for the execution of the project. DMD has a duration of 30 months, value of 4.74 Million Euro.

 

Technically the project aims at assessing the possibility to detect drifting mines from different sensors and different platforms using existing radars and electro-optic sensors. At a first stage the project will develop and test an experimental demonstrator for mine detection at sea on a naval ship. An initial investigation of constraints for the application of the demonstrator on an Unmanned Surface Vehicle (USV) will also be performed. Depending on the results, such integration on a USV will take place at a second stage.

 

To perform the research, Thales Air Systems has teamed with the Royal Military Academy of Belgium.

Un rapport officiel britannique se montre critique sur les coupes salariales dans l’armée. Ce rapport a été publié par le «Armed Forces Pay Review Body » (AFPRB), office chargé de procurer des conseils indépendants au Premier Ministre et au Ministre de la Défense sur les salaires des soldats britanniques.

Les Britanniques ont en effet annoncé en novembre dernier un gel partiel des salaires de ses soldats pour la prochaine période budgétaire (2012-2013). Plus précisément, il s’agit de limiter l’augmentation des salaires à 1%, suivant en cela le mouvement général de gel des salaires du secteur public. Mais en termes nets, cela représente une baisse des salaires réels, compte tenu de l’inflation, comme l’explique l’AFPRB : « une grande partie du personnel va subir une réduction notable dans leur salaire réel ».

 

Des mesures dangereuses pour le moral des troupes


Le rapport affirme que ces mesures sont dangereuses car elles « risquent de porter atteinte au moral et à la motivation » des troupes. Une telle coupe avait déjà été décidée auparavant pour les salaires supérieurs à 21 000 £. Mais, cette fois, elle s’appliquera à tout le personnel des forces armées, y compris les soldats de première ligne et les plus bas salaires. A l’argument des pouvoirs publics selon lequel tout le monde doit participer à l’effort budgétaire, le rapport répond qu’une « considération spéciale » doit être apportée aux forces armées étant donné les risques qu’elles encourent.

 

Et une opinion publique qui bascule dans son opposition à la guerre en Afghanistan


Ces coupes interviennent dans un contexte difficile, au moment où la participation anglaise en Afghanistan est remise en question dans l’opinion publique outre-Manche. La mort de six soldats dans une explosion la semaine dernière, mardi 6 mars, a provoqué de vives réactions outre-Manche. Pour la première fois, un sondage réalisé pour ITN News, révèle qu’une majorité de Britanniques (55%) pense qu’il faut « se retirer immédiatement » d’Afghanistan tandis que 25% sont en désaccord. 73% pensent que la guerre ne pourra pas être gagnée (contre 60% en juin dernier).

 

Si le Ministre de la Defense, Philip Hammond, déclare que le moral des troupes reste « extrêmement fort », le Premier Ministre David Cameron a bien dû reconnaître que les gens voulaient savoir que « les troupes allaient rentrer à la maison ».  Il s’exprimait ainsi hier mardi 13 mars alors qu’il se préparait à rendre visite Barrack Obama pour discuter du retrait d’Afghanistan. Les Etats-Unis subissent aussi une pression de la part de l’opinion publique pour le retrait des troupes, notamment après le massacre dimanche dernier, 11 mars, de 16 civils afghans par un sous-officier américain. D’ailleurs, le budget américain pour 2012 prévoit une augmentation de… 1,6% des salaires de l’US Army.

 

Une hausse certes plus forte que l’année dernière (d’autant que de nombreuses voix s’élevaient pour un gel des salaires au niveau de 2011) mais qui reste la seconde plus basse depuis 1962.

The European Defence Agency (EDA) and the European Space Agency (ESA) have co-organized the third user/stakeholder workshop on Unmanned Aircraft Systems on March 8th 2012, at the ESA Redu Centre, Belgium.

 

The workshop addressed the long-term vision and provided strategic insight to the ESA and EDA approach in support of UAS Beyond line of sight operations using Satellites (including for Command and Control data links and Air Traffic Management) and the related applications. It also expanded the consultation and dialogue of the two institutions with the UAS community and other stakeholders (EASA, Eurocontrol) on the short and mid-term way ahead regarding secure data links for safe integrated UAS operations.

 

To unleash the full potential of UAS, Europe needs a framework of rules and regulations designed to ensure safe operation needs to be developed, supported by proven reliable technologies.


In this context, Mr. Giampaolo Lillo, the EDA Armaments Director, explained in his speech that “Following the signature of the EDA/ESA Arrangement in December 2011 we now have the basis for enhanced cooperation. The European Defence Agency is ready to take on further work with the European Space Agency based on our common UAS demonstration project, the continuous dialogue with stakeholders and, of course, under the guidance of our Member States. I encourage all the participants to use this opportunity today and in the next period to shape the content and form the setup for the future work needed.”

 

Mr. Ginati, Head of the ESA Integrated and Telecommunications-related Applications Department stated that “There is a growing demand for applications where UAS supported by space have an essential role bringing large benefits to numerous user communities covering ,among others, topics like monitoring of infrastructure (e.g. pipelines), monitoring of disaster consequences (e.g. floods, volcanic ash clouds, nuclear hazards) . ESA and EDA cooperation has stimulated the dynamic of European players in the UAS domain leading to the Integrated Application Promotion (IAP ) Demonstration Project. This is the first element of the ESA and EDA Joint Roadmap for UAS and the first project funded and managed jointly by the two Agencies. ESA is keen to start together with EDA the preparation of the second element, through consultation with all the stakeholders, including Regulators, Industry and ESA Member States."

Le ministère fédéral des Affaires économiques a envoyé la semaine dernière une proposition de texte aux autres ministères pour réglementer l’utilisation de forces de sécurité privées armées contre les pirates sur les navires battant pavillon allemand. C’est ce que mon confrère Wiegold de Augengeradeaus détaille dans un de ses derniers post. La réunion du cabinet fédéral est prévue le 18 avril sur ce projet, précise-t-il.

 

Le projet consiste dans une révision de l’article 31 du code du commerce (Gewerbeordnung). Ce texte précise notamment que la société privée doit obtenir une autorisation Office fédéral de l’Économie et du contrôle des exportations, autorisation assortie de conditions si nécessaire. L’autorisation doit être refusée « en consultation avec la police fédérale », si le demandeur n’a pas la capacité technique et personnelle, notamment en matière de fiabilité des personnels, ne remplit pas les exigences en matière de gestion ; ne peut pas fournir la preuve d’une assurance responsabilité. La liste des sociétés enregistrées est régulièrement publiée sur Internet. La spécificité du service en haute mer est prise en compte : le personnel devra avoir ainsi notamment « une expérience maritime ». Et un processus d’approbation spéciale sera mis en place, calé sur les lignes directrices de l’OMI – Organisation maritime internationale, pour l’utilisation de forces de sécurité privées armées.

London - The UK is to introduce a further enhancement to its MBDA Brimstone air-to-surface missile in late 2013, to build on the success of the design's use in Afghanistan and Libya.

 

First fielded in late 2008 under an urgent operational requirement (UOR) deal, the company's current dual mode seeker-equipped (DMS) Brimstone has accuracy and reliability rates both above 90%, "which makes it the most reliable weapon available to the Royal Air Force", the UK's Defence Equipment and Support (DE&S) organisation says in its official magazine, Desider.

 

Previously integrated with the UK's now-retired BAE Systems Harrier GR7/9s, the 50kg (110lb) design is now used by the RAF's Panavia Tornado GR4 strike aircraft in Afghanistan. The semi-active laser and millimetre-wave radar guided type was also used by Tornado crews during last year's NATO-led operation, Unified Protector, in Libya to conduct precision attacks with minimal risk of causing collateral damage.

 

Work to develop the current missile from a UOR system into the RAF's core weapons inventory as the Brimstone 2 is being conducted under the Ministry of Defence's Spear Capability 2 Block 1 programme.

 

"Brimstone 2 delivers an improved version of the DMS Brimstone weapon, which incorporates an improved seeker, along with updated explosive components," DE&S says. According to MBDA, this work will "introduce an insensitive munition [IM] rocket motor and warhead, and other improvements to airframe and software".

 

Marketing material previously published by the company also claims that the Spear Capability 2 work will deliver "an overall increase in performance with improvements in range and engagement footprint".

 

Although the new missile will be all but identical externally to the current type, MBDA says its use of a more modular design allowing easier access to key components will also make any maintenance or repair activities more straightforward.

 

"Work continues with MBDA to confirm the size and value of the production order for Brimstone 2, which is currently scheduled to replace DMS Brimstone in 2013," DE&S says.

 

MBDA recently delivered its 500th DMS Brimstone to the RAF, with DE&S revealing that more than 200 of these have been fired to date. The service now has a "robust stockpile" of the weapon to support its operations in Afghanistan, the procurement body says.

 

RAF Tornado GR4s typically fly with a single pack of three rail-launched DMS Brimstones as part of a mixed payload also including two Raytheon Systems Paveway IV 226kg precision-guided bombs and a Rafael Litening III reconnaissance pod.

 

MBDA says potential export customers could buy either the DMS Brimstone or Brimstone 2 design, with both offered for integration with fast jet platforms, attack helicopters and unmanned air vehicles.

Two of Britain's latest state-of-the-art destroyers have taken to the sea to further test their capabilities before initial deployments.

 

Dragon left a trail of smoke and fire off Portland as she tested her decoy flares for the first time during her intensive trials and training package. Meanwhile Defender left the BAE Systems yard on the Clyde on Friday for 28 days of tests and trials in the waters off western Scotland.

 

On the south coast, Dragon, the fourth of the Navy's six Type 45 destroyers, has been working with military scientists to test her weapons and defensive systems.

 

The Portsmouth-based warship used the ranges off Portland Bill, with a team from the Defence Science and Technology Laboratory - the MOD's in-house scientists - ashore monitoring the destroyer's radar cross-section and infrared characteristics as she fired off her decoy flares.

 

The distinctive angular nature of the Daring Class is designed to minimise the 'blip' the ships produce on an enemy radar screen and suggest that, instead of an 8,500-tonne warship bristling with weaponry, the target is an innocuous smaller vessel.

 

This angular shape, coupled with the Sea Viper missile system, which can take out incoming missiles and aircraft at ranges of up to 75 miles (120km) away, give it world-leading defensive capabilities.

 

Leading Seaman Wayne Fugatt, who was the loading team leader for the trials, said:

 

"It was my first time as leading hand in charge of a firing serial.

 

"It's a unique experience to be involved in taking a warship as capable as this out of build and up to her first decoy firing. It fills me with confidence that we've the right kit to do the job when it matters."

 

Meanwhile, 450 miles (724km) north a mixed crew of Royal Navy and BAE Systems personnel are building on what was accomplished during Defender's first trials last autumn, carrying out final testing of the ship's power and propulsion and combat systems, and navigational and communications equipment.

 

If all goes well on this second 'workout', the £1bn destroyer will be formally handed over to the Royal Navy this summer:

 

"Defender's departure on her second set of sea trials marks another milestone in the life of the ship and her company as we prepare to join the fleet later this year," said the destroyer's senior naval officer Commander Nicholas Boyd.

 

"We are looking forward to operating her sophisticated equipment and systems during trials and beyond, putting our experience and training into practice."

 

As well as the arduous task of fitting and testing the thousands of components and systems, Defender has used her time on the Clyde to begin to forge relationships with her affiliates, notably the cities of Glasgow and Exeter.

 

Upon her return to Scotstoun next month, Defender will undergo three months of final testing and checking of her systems before sailing to her home for the next 30-plus years, Portsmouth, in July to join the bulk of the Type 45 fleet.

 

As for Defender's and Dragon's four sisters, Daring is deployed and Dauntless and Diamond will do so later this year.

 

The final ship in the six-strong class, Duncan, is in the latter stages of completion at Scotstoun and will head to sea for the first time towards the end of the year.

 

She's due to be handed over to the Royal Navy before the end of 2013, bringing the curtain down on a decade's construction on the Type 45 project.

The UK Royal Navy's fifth Type 45 destroyer HMS Defender (D36) has set sail off the west coast of Scotland to undergo a second and final set of sea trials, due to last four weeks.

 

On successful completion of the trials, the vessel will return to Scotstoun in April 2012 to undergo three months of final testing and checking of its systems.

 

The ship's second sea trials are conducted to validate its engines, communications and combat systems ahead of its formal delivery to the navy in summer 2012.

 

Defender's first sea trials were carried out in 2011 to validate its speed, manoeuvrability, power and propulsion systems as well as weapons systems and sensors.

 

The newest £1bn Type 45 class destroyer has a displacement capacity of about 8,000t with a cruising speed of more than 27k and a range of over 7,000nm.

 

The frigate features Sea Viper missile system, which is capable of defending against multiple attacks by the most sophisticated anti-ship missiles.

 

HMS Defender has a range of capabilities including air defence, anti-missile capabilities, and the ability to carry 60 Royal Marines as well as operating a Chinook-sized helicopter from the main decks.

 

The advanced air-defence warship is also capable of performing anti-piracy and anti-smuggling missions, disaster-relief work and surveillance operations as well as high-intensity war-fighting.

 

The sixth of the Type 45 destroyer class HMS Duncan, launched in 2010, is currently under final stages of completion at Scotstoun.

 

HMS Daring, the first destroyer in the class, has been recently deployed, while Dauntless and Diamond are ready for deployment later this year.

 

The fourth destroyer Dragon, launched in Scotland in 2008, is currently undergoing training and trials prior to its maiden deployment.

 

HMS Defender frigate is scheduled to be operational from early 2013.

La Marina militare n'échappera aux coupes sombres dans le budget de l'Etat italien. Le ministre de la Défense, Giampaolo Di Paola, a annoncé une cure d'amaigrissement de la flotte. La composante sous-marine va être réduite d'un tiers. Ainsi, quatre sous-marins seront uniquement maintenus en service, contre six précédemment. En plus des Salvatore Todaro et Scire, deux unités du type allemand 212A construites par Fincantieri et livrée en 2006 et 2008, seuls deux autres bâtiments seront réalisés en vue d'une livraison en 2015 et 2016. Les Primo Longobardo (1993), Gianfranco Gazzana Priaroggia (1995), Salvatore Pelosi (1988), Gianliano Prini (1989) et Leonardo da Vinci (1981) seront quant à eux désarmés.

Dans le domaine des patrouilleurs, les réductions d'effectifs seront encore plus importantes. Ainsi, le ministre de la défense a annoncé que la flotte serait réduite de 18 à 10 navires seulement. Logiquement, les 8 unités du type Minerva, mises en service entre 1987 et 1991, ne seront finalement pas remplacées. La Marine militare devrait uniquement conserver les quatre patrouilleurs du type Cigala Fulgosi (2001 - 2002), les deux Sciro (2002 -2005), ainsi que les quatre Cassiopea (1989 - 1990).
Des craintes existent également autour des nouvelles frégates multi-missions (FREMM), dont la première unité, le Carlo Bergamini, a été mise à flot en juillet 2011. Le programme, qui compte 10 bâtiments, pourrait être réduit à 6 unités.

NHIndustries has announced that Norway has pre-selected the NH90 helicopter for the ongoing NAWSARH (Norwegian all weather search and rescue helicopter) competition that aims to replace the search and rescue helicopters operated by the RnoAF 330th Squadron.

 

According to the company, the NH90 offered to Norway for the NAWSARH competition is the optimal platform for the Norwegian Rescue service since it is able to operate in the harshest weather conditions to perform search and rescue, air ambulance, disaster relief and special operations support missions.

 

The helicopter will be equipped with state of the art sensors for a good situational awareness in order to quickly locate and rescue people needing immediate assistance.  The wide unobstructed cabin of the NH90 will be fitted with a complete medical care suite in order to take care of injured persons in flight.

 

The company also said the NH90 is particularly suited to operate in the most demanding conditions like those encountered in Norway since it features a full composite corrosion free airframe, redundant flyby wire controls for increased flight safety along with state of the art sensors and communications systems. The critical parts of the helicopter such as the rotor blades, and air intakes are protected in order to operate in icing conditions.

Washington DC - Schiebel has made its first S-100 Camcopter flights with a heavy fuel engine at the company's test centre in Weiner Neustadt, Austria.

 

The heavy fuel engine, which the company says is interchangeable with its current 50hp avgas engine, is designed to appeal to the naval users that could form a coveted market for unmanned helicopters.

 

"We listen to our customers, and then we build the features they ask for," says Hans Georg Schiebel, chairman of Schiebel. "The new fuel options will be a big advantage to all our customers worldwide across all markets, offering them even more flexibility."

 

The S-100, which boasts a main-bay payload capacity of 50kg (110lb) and endurance upwards of 6h, is the most popular of the small-but-growing VTUAV market. Manufacturers are offering increasingly greater diversity of unmanned helicopters, from aircraft the size of insects to the Boeing A160, which is the same size as a full-scale manned helicopter.

 

Modifying the aircraft with a heavy fuel engine allows the aircraft to use the same gasoline as heavy trucks, aircraft and ships, allowing users to simply their purchase, supply and storage logistics. The modification is particularly valuable to maritime users, where accommodating several types of fuel is especially onerous. The US military also has a heavy fuel requirement to simplify its logistics chain for forces deployed in remote areas.

 

Schiebel did not immediately respond to questions.

Le Holland, premier des nouveaux patrouilleurs hauturiers néerlandais du type OGPV, a débuté ses essais en mer avec son mât intégré. Construit par Damen Schelde Naval Shipbuilding (DSNS) à Flessingue, le bâtiment avait d'abord réalisé l'an dernier ses essais de plateforme sans son Integrated Mast 400, qui a été intégré par Thales fin 2011. Développé par la filiale néerlandaise de l'électronicien, cet équipement permet de rassembler en une seule et même structure la plupart de senseurs du navire. L'IM400 du Holland comprend, ainsi, un radar de veille air à quatre faces planes SeaMaster 400 (bande S), dérivé des SMART et APAR. La veille surface est assurée par un radar fixe Seawatcher (également à quatre faces, bande X), qui peut aussi assurer le guidage de l'hélicoptère embarqué. L'IM400 comprend, par ailleurs, un système électro-optique (IR/TV) de surveillance et d'alerte Gatekeeper. Ce système, avec une capacité de détection à 360 degrés, a été conçu pour traiter les menaces asymétriques, comme les attaques de petites embarcations rapides, de drones aériens ou de nageurs de combat. Le mât accueille enfin l'Integrated Communication Antenna System (ICAS), qui permet l'utilisation de systèmes de communication VHF/UHF et peut mettre en oeuvre une liaison de données tactique (L16), ainsi qu'un système d'identification « Friend or Foe » NR IFF.

Long de 108.4 mètres pour une largeur de 16 mètres, le Holland affiche un déplacement en charge de 3745 tonnes. Dotés d'un système de mise à l'eau pour embarcations rapides et d'une plateforme/hangar pour un hélicoptère de type NH90, il met en oeuvre une tourelle de 76mm, un canon de 27mm télé-opéré, ainsi que de l'artillerie légère. L'équipage sera limité à 50 marins mais le bâtiment a une capacité d'hébergement de 90 personnes. La propulsion, assurée par deux moteurs diesels de 5400 kW, permet au patrouilleur néerlandais d'atteindre la vitesse de 21.5 noeuds et de franchir 5000 nautiques à 15 noeuds.
Le Holland comptera trois sisterships : Le Zeeland, réalisé comme lui à Flessingue et livré en octobre dernier à la marine néerlandaise, ainsi que les Friesland et Groningen, construits par le chantier Damen de Galati, en Roumanie (l'achèvement de ces unités se déroule aux Pays-Bas).

LONDON — EADS is not ruling out the possibility that the NH Industries NH90 helicopter program could further impact earnings for the company.

 

Development problems have, on numerous occasions, caused both EADS and Thales to take charges against their financial accounts to deal with unanticipated costs. In the 2011 results EADS released March 8, the NH90 was once again one of the main program-related one-off charges.

 

EADS would not break down Eurocopter’s €115 million ($150 million) charge, saying only that it was linked to government programs (the Tiger attack helicopter and NH90) and costs associated with the unit’s Shape restructuring plan.

 

Departing EADS CFO Hans-Peter Ring says he “cannot guarantee” that there won’t be further charges . He blames the NH90 problems on the companies’ willingness to allow too much customization, with almost every buyer having a near-bespoke configuration. At Thales, past NH90 charges—none were booked in 2011—were linked to the mission system for the maritime version, the NFH90.

 

One source of additional NH90 charges could be the German government’s plans to curtail its buy; Berlin also is looking to trim its procurement of Tiger rotorcraft.

 

Discussions between Germany and the company over how to restructure the programs are under way, but Ring notes they “will take some time.”

 

In the statement announcing 2011 results, EADS CEO Louis Gallois emphasizes that defense funding uncertainties need to be resolved. “It is essential that these talks, notably in Germany, show fast and sound results for both sides,” he says.

The installation of two new engines marks a major milestone in the 12-month upgrade of Royal Navy minehunter HMS Chiddingfold.

 

The two new engines replace her old Rolls-Royce Deltics which have been used in the Royal Navy's minor war vessels for decades.

 

The work is part of a major mid-life upgrade of the Navy's eight Hunt Class minehunters being carried out by BAE Systems in Portsmouth.

 

The programme will enhance and significantly extend the lives of the eight ships, maintaining their position as some of the most capable mine countermeasures vessels in the world.

 

Work on Chiddingfold started in January with the removal of two sections of deck to allow access to the bowels of the ship.

 

With the engine room fully prepared for the new Caterpillar C32 ACERT engines they were carefully craned into the ship and onto their new mounts.

 

Lieutenant Peter Davis, the ship's executive officer, said:

 

    "It is very exciting for us to see the new engines being put into Chiddingfold after months of preparation.

 

    "She is the first of the re-engined Hunt Class minehunters and we are looking forward to putting this new system through its paces later this year to find out exactly how the ship will perform."

 

Mark Draper, BAE Systems Project Manager for the Hunt repropulsion programme, said as well as replacing engines the work also included fitting new gearboxes and propellers and an upgrade to the hydraulic bow thruster system.

 

Mr Draper concluded:

 

    "Chiddingfold is the first of class for this project and we are learning a lot. The engine installation is a real milestone. The team is working hard and know there is a lot left to complete this challenging programme."

The NH90 is the most successful European helicopter programme ever. Firm orders have been placed by 14 countries including France, Germany, Italy, The Netherlands, Portugal, Sweden, Finland, Norway, Greece, Spain and Belgium in Europe, as well as Australia, New Zealand and Oman overseas.

 

The NH90, developed in the TTH utility transport and NFH naval versions, proves the ideal solution to meet requirements from many potential additional customers worldwide for a number of duties.

 

The NH90 programme is managed by NAHEMA (NATO Helicopter Management Agency) representing France, Germany, Italy, The Netherlands and Portugal, and by the NHIndustries industrial consortium comprising AgustaWestland (32%), Eurocopter (62.5%), Fokker (5.5%).

The Italian air force has fielded its first of 10 AW139 search and rescue (SAR) helicopters, with the AgustaWestland type to be referred to as the HH-139A in national service.

 

Placed into use with the 15th Wing at Cervia air base on 8 March, the new type is a replacement for the air force's SAR-roled Agusta-Bell AB212 and Agusta/Sikorsky HH-3F helicopters.

 

"The remaining HH-139As will be delivered to the air force by the end of this year," AgustaWestland says. Four will be stationed at Cervia, with Gioia del Colle and Trapani-Birgi air bases also to receive three each.

 

Initially planned as an interim solution pending the availability of AgustaWestland's developmental AW149, the HH-139A deal was converted in late 2010 to an outright purchase worth €220 million ($288 million). This also includes the provision of personnel training and a five-year package of logistics and support services based on a projected 300 flying hours to be logged by each helicopter per year.

AgustaWestland also has a separate contract to deliver several AW101s adapted to meet the Italian air force's combat SAR requirements.
