Projet F-X : décision fin novembre, Lockheed Martin bien placé, EADS et Boeing menacés

Le gouvernement communiquera à la fin du mois en cours les nouvelles conditions (plus strictes) de son programme d’achat d’avions de chasse (F-X) pour remplacer une partie de sa flotte vieillissante, a annoncé ce lundi le ministère de la Défense.

 

Après avoir finalement écarté le Silent Eagle de Boeing pour sa faible capacité furtive, le seul avion qui respectait le budget de 8.300 milliards de wons (7,2 milliards de dollars) de l’appel d’offres, Séoul cherche à présent un chasseur techniquement plus avancé, accroissant ainsi grandement les chances de Lockheed Martin, constructeur du F-35.

 

Alors que des consultations ont lieu actuellement, l’armée de l’air a récemment fait part de son souhait d’acquérir un avion de combat possédant une surface équivalente radar (SER) réduite, mesurant la furtivité d’un appareil, et une capacité de guerre renforcée. Ces conditions semble-t-il seront confirmées dans les prochaines semaines.

 

«Le Comité des chefs d’état-major interarmées (JCS) aura une réunion fin novembre pour décider des capacités opérationnelles militaires», a indiqué le porte-parole du ministère Kim Min-seok en conférence de presse. Une fois que les critères auront été confirmés, l’armée établira un plan d’achat et l’Administration du programme d’acquisition de défense (DAPA) lancera un nouvel appel d’offres.

 

Les nouvelles grandes lignes, si elles sont adoptées réellement, auront un impact radical sur chacune des entreprises concernées en ce sens que le F-15 de Boeing et l’Eurofighter d’EADS ont des capacités furtives relativement faibles. En effet, seul le F-35 répondrait à ces exigences strictes. Celui-ci est vendu uniquement dans le cadre du programme américain de vente d’Etat à Etat de matériels militaires, appelé FMS (Foreign Military Sales).

 

«Comme nous ne savons pas encore si la demande portera sur un ou plusieurs types d’appareil, la réunion du JCS sera très importante», a noté Kim. Concernant le budget estimé, le porte-parole a déclaré que son ministère consulterait le ministère des Finances pour tenter d’obtenir 120% du budget global initial pour le projet F-X.

South Korea Forms Task Force to Revive FX Jet Program

The Ministry of National Defense launched a task force Wednesday to take charge of the F-X III project to purchase 60 fighter jets amid growing concerns over a lack of aircraft in the coming years.

 

The move came one day after Korea decided to reject Boeing’s F-15 Silent Eagle (SE) due to its lack of full stealth capability.

 

The third phase of the F-X program is aimed at replacing the Air Force’s aging fleet of F-4s and F-5s.

 

The team, divided into four subcommittees, is led by Lee Yong-dae, deputy minister at the office of force and resources management at the ministry, and will be fully staffed with members from the Joint Chiefs of Staff, Air Force, procurement office and aerospace researchers by the end of this week, according to Lee.

 

Participants at a preliminary meeting said officials discussed various alternatives, including altering the number of aircraft to be purchased, increasing the budget and purchasing the planes in phases.

 

With the rejection of Boeing, Korea’s plan to bring in new combat planes from 2017 is expected to be delayed for up to two years, and the Air Force is likely to suffer a lack of approximately 100 aircraft by 2019.

 

Defense watchers say that the task force needs to make clear the goal of the F-X III project so as not suffer another setback.

 

“If the goal is clearly set, the timeframe for a new tender could be shortened,” said Yang Uk, a senior researcher fellow at the Korea Defense and Security Forum.

 

Shin Bo-hyun, a professor at the defense acquisition department at Konkuk University, also said: “By putting all related organizations under the task force’s wing, unnecessary administrative procedures can be reduced.”

 

Yang also said that the formation of the team means the ministry is in a hurry to address the urgent need for aircraft. An F-5 fighter jet crashed into a mountain in North Chungcheong Province, Thursday.

 

“It has significance that a high-ranking official of the defense ministry is at the helm of the task force, which means the ministry is set to give full support,” he said.

South Korea poised for final decision in F-X III

Singapore - South Korea could make a final decision in the F-X III competition for 60 fighters as soon as the following week, with Boeing’s F-15 Silent Eagle in a strong position.

 

Seoul’s Defense Acquisition Program Administration (DAPA) says it has completed the evaluation of the competing bids of the three jets involved in the competition, according to a report by state news agency Yonhap.

 

The report indicates that DAPA officials have briefed South Korean president Park Geun-hye about the competition, with the winner to be decided following a meeting presided over by defence minister Kim Kwan-jin on 24 September.

 

DAPA has indicated that the F-15SE has the edge as its bid came in below the won (W) 8.3 trillion ($7.7 billion) budget. Its rivals in the competition, the Lockheed Martin F-35 and Eurofighter Typhoon, appear to have come in over budget, which should technically eliminate them from the competition.

 

This could give Seoul just two options in the following week: select the F-15SE or re-tender the competition.

 

A major consideration among Seoul’s defence establishment is the prestige inherent in the F-35, which is seen as a more advanced option owing to its dedicated stealth features. They are keenly aware of Tokyo’s decision to buy 42 F-35s in 2011, defeating rival bids from the F/A-18 E/F Super Hornet and Typhoon.

 

In addition, they are aware of aircraft developments in China, where apparently stealthy types such as the Chengdu J-20 and Shenyang J-31 are undergoing flight testing.
