More than a hundred jobs in south Wales are being sustained by a £364 million investment in military communications.

The Ministry of Defence has awarded two 5-year contracts to General Dynamics UK to support the Bowman radio system used by UK armed forces personnel.

General Dynamics UK will provide design, engineering and logistic support for the radio system that is used by service personnel across the British Army, Royal Navy and Royal Air Force.

The work will sustain the jobs of 140 highly skilled engineers at General Dynamics UK’s site in Blackwood near Newport in south Wales, with further roles being secured in the company’s wider supply chain.

Minister for Defence Equipment, Support and Technology Philip Dunne said:

For more than a decade, Bowman radios have played a vital role on operations, helping our personnel communicate sensitive information.

I am delighted that these significant contracts will protect 140 skilled engineering jobs in south Wales, allow us to deliver better value for money for the taxpayer, and, most importantly, ensure personnel on operations have the secure equipment they need.

This is more good news for south Wales ahead of the Nato summit later this year.

Bowman radios allow personnel on land, at sea and in the air to communicate on operations around the world. The radios use an encrypted frequency to share intelligence and increase situational awareness and have seen extensive service in Afghanistan by troops on patrol, on Royal Navy ships during relief efforts in the Philippines, and by the Royal Air Force when providing air support to land operations.

Chief Operating Officer of General Dynamics UK Steve Rowbotham said:

With our proven supply chain and support infrastructure, General Dynamics UK is uniquely placed to successfully deliver these contracts in parallel and ensure that the British armed forces have the security of supply and support as they continue to meet operational requirements around the world.

We are delighted to be able to continue with the successful partnership that has delivered world-class secure tactical communications to the British armed forces, building on this unique UK sovereign capability.

The new contract will see improved management of the radios and repair services. It will also allow competition within the supply chain to be opened up which is expected to deliver better value for money for the taxpayer.

MOD has awarded a £45 million maintenance contract for the Armed Forces Bowman radio system that will secure up to 300 British defence jobs.

Bowman is a secure digital voice and data system which allows front line soldiers to communicate with colleagues and commanders on the ground, at sea, or in the air. It plays a vital role in Afghanistan, giving troops better awareness of any operational situation.

The contract awarded to General Dynamics UK to provide essential support for troops across the globe who use Bowman will secure 150 jobs at the company’s site in Oakdale, South Wales, while a further 150 jobs will be sustained across the supply chain.

Wincanton in Bicester, Exelis in Basingstoke and DRS in Farnham are among the larger firms set to benefit as well as small and medium-sized enterprises including Cablescan in Brough and AWE Electronics in Staffordshire.

Minister for Defence Equipment, Support and Technology, Philip Dunne, said:

General Dynamics have a proven record of delivering high quality support services to our Armed Forces. Bowman is a key communications asset, used by all 3 Services across the globe, enabling greater situational awareness and critically providing a secure system for information-sharing and communications.

This £45 million contract is a good example of how one of our prime contractors is working closely with UK-based small and medium-sized enterprises, helping to rebalance the economy and laying the foundations for lasting growth and shared prosperity in the defence industry.

One of the companies who will benefit from this contract, Cablescan, is responsible for repairing any electrical wiring in radios damaged on operations in Afghanistan and returning them to the front line.

Richard Willis, Managing Director at Cablescan, said that the Bowman contract would provide the company with a bedrock of sustainable work over the next 5 years that would boost company growth and create new jobs.

UK MOD

25 June 2012 army-technology.com

General Dynamics UK has received a contract from the UK Ministry of Defence (MoD) to supply the first systems information exploitation / health and usage monitoring system (SIE/HUMS) to the British Army.

Under the £4m deal, the company will install the systems in a total of 578 vehicles, including six protected patrol vehicle (PPV) variants in the operational training fleet to help enhance their availability and operations.

Armoured vehicles to be equipped with SIE/HUMS include the Mastiff, Ridgback, Husky, Jackal, Coyote and Wolfhound.

According to GD, the selection was based on the cost-effectiveness of the solution and also took into consideration the company's previous work, which included integration of more than 15,000 vehicles from the British Army's fleet.

The SIE/HUMS system is designed to enable operators and fleet managers to optimise vehicle use and minimise maintenance by providing accurate performance data, obtained through monitoring of onboard systems.

"The SIE/HUMS system is designed to enable operators and fleet managers to optimise vehicle use and minimise maintenance by providing accurate performance data, obtained through monitoring of onboard systems."

Data gathered will also help the personnel to enhance fleet availability, which will deliver an improved army vehicle fleet-management capability, in addition to allowing conditioned-based maintenance where lightly-used vehicles receive less work, which will eventually reduce maintenance costs.

The data collected and analysed by the system will range from engine management-system data, such as oil and water temperature, speed, distance travelled, and performance, to information about shocks and vibration, excessive vehicle speed or high fuel consumption.

Once the data is collected, operators conduct a statistical time-based analysis to identify potential problems; as more information is gathered, prognostics will also allow for better preventative maintenance practices, which contribute to increasing fleet availability.

The system is designed to be generic vehicle architecture (GVA) compliant and can plug-and-play with other GVA devices to improve onboard capabilities, as well as being modified through software configuration to record data as required.
