Iran Nucléaire civil ou arme atomique

Un Iran doté de l'arme nucléaire serait une menace pour l'existence d'Israël et la sécurité des pays du Golfe, a averti mardi le président américain Barack Obama du haut de la tribune de la 67e session de l'Assemblée générale de l'Onu.

 

"(Doté de l'arme nucléaire, l'Iran) ferait peser des menaces sur l'existence d'Israël, sur la sécurité des pays du Golfe et sur la stabilité de l'économie mondiale. Cela risquerait de déclencher la course aux armements dans la région et de torpiller le Traité sur la non-prolifération (des armes nucléaires, ndlr)", a déclaré M.Obama.

 

Et d'ajouter que c'était la raison pour laquelle une coalition de nations demandait des comptes au gouvernement iranien.

 

"Et c'est pourquoi les Etats-Unis feront ce qu'ils doivent faire pour empêcher l'Iran d'obtenir l'arme nucléaire", a promis le président américain.

 

Les Etats-Unis et certains autres pays reprochent à l'Iran de vouloir se doter de l'arme nucléaire sous couvert d'un programme nucléaire qu'il prétend réaliser à des fins pacifiques. Téhéran reconnaît enrichir de l'uranium à 20%, mais affirme que ses activités nucléaires ont pour seul objectif de satisfaire les besoins du pays en électricité.

Le Qatar a appelé, mardi 25 septembre, devant l'Assemblée générale de l'ONU à une intervention militaire de pays arabes en Syrie pour mettre fin à ce que le secrétaire général de l'ONU Ban Ki-moon a qualifié de "désastre régional avec des implications mondiales".

Constatant que "tous les moyens avaient été employés (...) en vain", l'émir du Qatar, Cheikh Hamad Ben Khalifa al-Thani, a préconisé que "les pays arabes eux-mêmes interviennent conformément à leurs devoirs national, humanitaire, politique et militaire et fassent ce qu'il faut pour mettre fin au bain de sang en Syrie".

Le Qatar, qui soutient l'opposition syrienne au président Bachar Al-Assad, a fait référence à un "précédent", l'intervention décidée par la Ligue arabe au Liban en 1976 pour tenter de mettre un terme à la guerre civile libanaise. Une force arabe de dissuasion de 30 000 hommes – composée majoritairement de troupes syriennes – avait été envoyée au Liban en octobre 1976. Le secrétaire général de l'ONU a de son côté réclamé une action du Conseil de sécurité pour mettre fin aux violences qui ont fait plus de 29.000 morts en 18 mois. "C'est une menace grave et croissante pour la paix et la sécurité internationales qui réclame l'attention du Conseil de sécurité", a-t-il souligné, appelant à soutenir les efforts du médiateur Lakhdar Brahimi.

 

Le dossier syrien est bloqué au Conseil de sécurité en raison de l'opposition de la Chine et de la Russie, fidèles alliés du régime syrien, à des sanctions contre Damas. Ces pays ont bloqué à trois reprises des résolutions. "Nous devons mettre fin à la violence et à l'afflux d'armes aux deux camps et mettre en oeuvre le plus vite possible une transition menée par les Syriens eux-mêmes", a souligné M. Ban.

 

Au total, mardi, 114 personnes, dont 61 civils, ont trouvé la mort à travers le pays, selon l'OSDH. Cent seize personnes avaient péri la veille, dont 12 enfants.

 

Syrie : le régime aurait repris un grand quartier d'Alep


La secrétaire d'Etat américaine Hillary Clinton a demandé à l'Irak de stopper les avions iraniens survolant son territoire à destination de la Syrie, Washington soupçonnant que ces appareils ne transportent des armes pour le régime de Damas. Début septembre, les Etats-Unis avaient déjà réclamé à leur allié irakien qu'il fasse atterrir et fouiller les avions en provenance d'Iran et à destination de la Syrie, via l'espace aérien irakien. Des sénateurs américains avaient dit redouter que ces appareils ne soient chargés d'armements pour le régime syrien. Le vice-président des Etats-Unis Joe Biden a même téléphoné ces derniers jours au Premier ministre irakien Nouri al-Maliki pour insister sur ce point

 


 

Le conseiller pour la Syrie d'Hillary Clinton démissionne

 

Le conseiller spécial du département d'Etat américain pour la Syrie, Fred Hof, a donné sa démission mardi, pour prendre sa retraite, au moment critique où les dirigeants du monde entier étaient réunis à New York pour tenter de mettre fin au conflit dans cette région.

 

Fred Hof a consacré une grande part de sa carrière diplomatique au Moyen-Orient et avant son dernier poste, il était coordinateur spécial pour les affaires régionales, s'en rapportant directement à George Mitchell, à l'époque envoyé spécial pour le Moyen-Orient. Au cours des derniers mois, Fred Hof a passé son temps à établir des contacts avec l'opposition syrienne à l'étranger, alors que les Etats-Unis et la communauté internationale tentaient de rassembler une diaspora syrienne dispersée et de favoriser une transition politique en Syrie.

La cérémonie de transfert d’autorité de la Force Commander Reserve (FCR) s’est déroulée sur le camp de Dayr Kifa au Liban le 24 septembre 2012.

 

Le colonel Eric Peltier, chef de corps du 1er régiment de hussards parachutistes, a succédé au colonel Philippe François, chef de corps du régiment de marche du Tchad.

 

Présidée par le général italien Paolo Serra, chef de la Force intérimaire des Nations Unies au Liban (FINUL), cette cérémonie a été marquée par la présence de nombreuses autorités civiles et militaires, parmi lesquelles plusieurs représentants des forces armées libanaises (FAL).

 

Durant 6 mois, le mandat de DAMAN XVII a participé à la préservation de la stabilité au Sud Liban et au renforcement de la coopération avec les FAL en réalisant près de 600 patrouilles représentant un total de 368 000 kilomètres parcourus. De plus, les 16 exercices d’entraînements conjoints avec les FAL témoignent de l’intensité de la coopération bilatérale.

 

La FCR a également contribué au lancement d’une vingtaine de projets de coopération civilo militaire et a réalisé près de trente actions civilo militaires au profit de plusieurs villages du sud Liban.

The Islamic Revolution Guards Corps (IRGC) has concluded the final stage of its missile drill in the Persian Gulf, firing four missiles at a mock sea target.

 

According to IRGC Navy Commander Rear Admiral Ali Fadavi, the missiles were fired simultaneously at a sea target as large as a warship and sank it in fifty seconds.

 

The IRGC Navy's maneuver wrapped up in Iran's southern port city of Bandar-Abbas on Sunday.

 

    Fadavi noted that Iran's missile systems can reach the entire Persian Gulf coastline and beyond where the US bases are. He also announced that a massive drill will be held by the IRGC Navy in the Strait of Hormuz during the current Iranian calendar year (started on March 19, 2012).

 

In recent years, Iran has made great achievements in the defense sector and gained self-sufficiency in essential military hardware and defense systems.

 

Tehran has repeatedly assured other nations, especially regional neighbors, that its military might poses no threat to other countries, insisting that the Islamic Republic’s defense doctrine is entirely based on deterrence.

Israel Aerospace Industries' Panther tiltrotor unmanned air system will be adapted for operation aboard navy ships.

 

The Panther uses an innovative automatic flight control system that manages the transitions between the hovering take-off phase to forward flight and vice versa before landing. The UAS takes off and lands automatically following simple command clicks on an operator console, eliminating the need for an external pilot.

 

Powered by what IAI describes as three ultra-quiet electric motors, the Panther has a take-off weight of 65kg (143lb) and an endurance of 6h.

 

The Israeli navy is currently using manned helicopters for operations from its Saar-5 missile ships. Sources said on 23 September that the Panther and other UAS now under development will eliminate their future use from the service's vessels.

Tel Aviv - An effort is being made to decrease the noise emitted by engines used by the Israeli air force's unmanned air systems. The need stems from the heavier payloads carried by the aircraft, which demand using their engines in high power mode.

 

The noise footprint of some Elbit Systems Hermes 450 unmanned air vehicles has been decreased via a re-engining effort which is now under way. New UAS of this type are already equipped with more powerful and quieter engines.

 

In addition to expanding the range of missions that can be performed due to its reduced noise output, the new R902 (W) "Wankel" technology engine being integrated with the Hermes 450 also enables the tactical UAS to achieve an improved endurance of more than 20h.

 

The new engine has a larger combustion compartment than its predecessors, enabling the roughly 40kg (88lb) design to deliver more than 70hp (52kW).

 

Before the re-engining was launched, the air force had tested some types of mufflers on the Hermes 450's engine, but the results were not satisfactory. Examples still being flown with the old engine are currently used for training purposes, and during missions that do not require a "silent approach".

Iran recently put one of its three Kilo class submarines back into service after a period of refurbishment by an Iranian shipyard. Russia insists that refurbishment and upgrades of its Kilo class subs be done in Russian shipyards. But the Iranians believed the Russians were charging too much and feared the Russians would not return the sub. So the Iranians did it themselves, even though the Russians would not provide the technical data normally needed for such an upgrade. According to the Iranian press release, Iranian technicians fabricated replacement parts for internal (pumps, compressors, engines, and the like) and external (sound absorbent tiles, control surfaces) components and installed them. While some of the technology needed here (pneumatic, engines, electronics) is pretty common stuff, other items are not. So it's unknown how adequate the Iranian replacement parts were. Iran often exaggerates its accomplishments in the area of military technology.

 

The Kilos weigh 2,300 tons (surface displacement), have six torpedo tubes, and a crew of 57. They are quiet and can travel about 700 kilometers under water at a quiet speed of about five kilometers an hour. Kilos carry 18 torpedoes or SSN-27 anti-ship missiles (with a range of 300 kilometers and launched underwater from the torpedo tubes). The combination of quietness and cruise missiles makes Kilo very dangerous to surface ships. The new Iranian components have probably made these boats louder and easier to find. U.S. and allied anti-submarine forces will be keen to play with the refurbished Kilo when it ventures out into international waters (which it may avoid doing to prevent anyone from "hearing" how this Kilo has changed).

The Islamic Revolution Guards Crops (IRGC) successfully test-fired the home-made Ra'd air defense missile shield on Monday.

 

A report aired by Iran's state-run TV on Monday evening showed footages of the test-fire during a military exercise by the IRGC Aerospace force. The footages showed that the missiles, Ta'er (bird), fired by the Ra'd defense system hit a flying target and destroyed it completely.

 

The IRGC displayed the highly advanced air defense shield during military parades in Tehran on Friday.

 

According to IRGC Air Defense Unit, the highly-advanced home-made Ra'd (Thunder) air defense system is equipped with 'Taer' (Bird) missiles, which can trace and hit targets 50km in distance and 75,000f in altitude.

 

Following the parades, Commander of the IRGC Aerospace Force Brigadier General Amir Ali Hajizadeh told FNA that the Ra'd air defense system has been developed to target aggressive US planes.

 

"The system has been built in a bid to confront US aircraft and can hit targets 50km in distance and 75,000 feet in altitude," Hajizadeh said.

 

The production and use of the system can boost Iran's air-defense capabilities in various fields, officials said earlier this month.

 

IRGC Commander Major General Mohammad Ali Jafari had informed last week that his forces had started the production of the Ra'd system.

 

"The Ra'd air-defense system, which is more advanced than the Buckeye system has recently been developed and is now being mass-produced," Jafari told reporters in a press conference last Sunday.

 

"Ra'd is ranked as a mid-range radar system," the General said, and continued, "The air-defense system will boost the Islamic Republic's ability to counter aerial threats."

TEHRAN: Iran has tested anti-air and anti-ship missiles and unveiled a new drone, its powerful Revolutionary Guards said on Monday, in a show of military readiness for a war with Israel their chief says is inevitable.

 

Medium-range surface-to-air missiles designed to knock attacking aircraft out of the sky at a range of 50 kilometres (30 miles) were successfully fired on Monday, the Guards said in a statement on their official Sepahnews website.

 

The new, Taer-2 missiles were part of an anti-air defence system known as Ra’ad (Thunder), the statement said.

 

The Fars news agency called the domestically made missiles “more advanced” than the Russian-made Buk family of missiles they were based on.

 

Rear Admiral Ali Fadavi, the commander of the Guards’ navy, also said that on Sunday a naval drill was held in which four missiles hit a warship-sized target, sinking it in 50 seconds, according to Fars.

 

“We have missile systems that cover all the Persian Gulf coasts and the American bases (in the region),” he was quoted as saying.

 

He added that the Revolutionary Guards would in the next six months hold “big naval manoeuvres in the Strait of Hormuz,” the strategic, narrow channel at the Gulf’s entrance through which a third of the world’s seaborne traded oil passes.

 

Brigadier General Amir Ali Hajizadeh, the commander of the Guards’ aerospace division charged with missile defence, also announced a new drone, dubbed Shahed 129, with a range of 2,000 kilometres (1,200 miles).

 

“It is able to carry bombs and missiles… it has the ability to fly non-stop for 24 hours, it does surveillance,” Fars quoted him as saying. State television showed images of the unmanned aircraft.

 

On Saturday, the head of the Revolutionary Guards, General Mohammad Ali Jafari, said war between Iran and Israel “will eventually happen, but it is not certain where and when.”

 

It was the first time a senior Iranian official had acknowledged the probability of war breaking out between the two arch-foes.

 

Israel in recent weeks has ratcheted up its threats to possibly launch air strikes on Iranian nuclear facilities, with or without help from its US ally.

 

Iran’s Revolutionary Guards commanders have said they would view any Israeli attack as being carried out with US authorisation, and warned they would hit US military bases in Afghanistan, Qatar and Bahrain in retaliation.

 

Hajizadeh told Iran’s Al-Alam television network on Sunday that an Israel-Iran war would be unpredictable — “and it will turn into World War III” as other countries were sucked into it.

 

The disconcertingly bellicose language from the Revolutionary Guards contrasted with the stated position of President Mahmoud Ahmadinejad’s government, which has publicly dismissed Israel’s threats as a bluff.

 

Ahmadinejad, in New York for a UN General Assembly, reiterated that stance in interviews with US media.

 

“While the Iranian people are ready to defend ourselves, I don’t believe the (Israeli) threats are of fundamental importance,” he told US media bosses in a meeting on Monday.

 

Israel, the Middle East’s sole though undeclared nuclear weapons state, views Iran’s nuclear programme as a threat to its existence and its prime minister, Benjamin Netanyahu, has strongly intimated he could order strikes against Iranian facilities.

 

Iran has repeatedly denied Western suspicions it is seeking nuclear weapons capability, insisting its atomic programme is exclusively for peaceful, civilian uses.

Ces survols permettraient de repérer les terroristes islamistes et de transmettre leurs positions aux troupes terrestres stationnées dans le Sinaï, selon le responsable.

Tehran - On the fourth day of the sacred defense week in Iran, two armored vehicles were introduced to Iran’s military, the aim: to increase the countries defense capabilities.

 

Iran’s Defense Minister, Brigadier General Ahmad Vahidi, held a press conference in Tehran unveiling the new military vehicles: “Hoveyze” and “Talayiye”.

 

“Hoveyze” is a light and quick defense military vehicle with all its parts and equipment produced internally in the Islamic Republic of Iran. In addition this vehicle has the capability to maneuver 360 degrees and has the option of having rocket propellers attached to the body. It was also a good opportunity for us to ask Brig. General Vahidi a question about the current situation in the Persian Gulf and Strait of Hormuz.

The second military vehicle called “Talayiye” is on wheels, can be equipped with rocket propellers and is considered a tactical weapon for land defense against any enemy. This vehicle is capable of being driven in water and also all its parts including the engine, transmission and other aspects are produced 100% internally in Iran. During the conference Iran’s Defense Minister also commented on the latest war rhetoric by Israel against Iran.

 

The sacred defense week is commemorated annually in Iran from Sep. 21-28. The week marks the 8 year invasion of Iraq against Iran from 1980 to 1988.

MANAMA, Bahrain (NNS) -- The U.S. Navy's first Afloat Forward Staging Base (Interim) USS Ponce (AFSB(I) 15), will showcase its much anticipated capabilities in the U.S. 5th Fleet area of responsibility (AOR) during International Mine Countermeasures Exercise 2012 (IMCMEX 12), Sept. 16-27.

 

The U.S. Navy's first Afloat Forward Staging Base (Interim) USS Ponce (AFSB(I) 15), will showcase its much anticipated capabilities in the U.S. 5th Fleet area of responsibility (AOR) during International Mine Countermeasures Exercise 2012 (IMCMEX 12), Sept. 16-27.

 

Designated as an amphibious transport dock (LPD) more than 41 years ago, Ponce was converted and reclassified as an AFSB(I) in April and arrived in Bahrain for duty, July 6, to fulfill a longstanding U.S. Central Command (CENTCOM) request.

 

"The hard work of this crew gets just credit for providing Central Command options to maintain maritime security in the region, and the flexibility to support a wide range of contingencies," said Capt. Jon Rodgers, commanding officer of USS Ponce. "As the first dedicated afloat forward staging base, we look forward to integrating this new platform during IMCMEX 12 with all our coalition and regional partners."

 

During the exercise, Ponce will demonstrate its ability to stage people and equipment, and provide support to surface ship and mine countermeasures operations. Additionally, Ponce will embark, launch and recover helicopters, unmanned aerial vehicles and small craft.

 

"There is no script for this multi-lateral operation in Ponce, given the various equipment and gear from our partners; just an outstanding crew with a firm grasp of basic seamanship and a 'must do' attitude," said Rodgers. "Ponce celebrated her 41st birthday this year, yet with our team and the capable machine and repair facilities, we continue to provide great support to our ship and other naval assets in the region."

 

IMCMEX 12 brings together more than 30 international partners. The exercise will focus on mine countermeasure (MCM) operations, but will also include MCM support activities; intelligence, surveillance and reconnaissance support; maritime security operations; visit, board, search and seizure events; maritime critical infrastructure protection; explosive ordnance disposal; maritime domain awareness and force protection.

The major mine countermeasure exercise underway in the Arabian Gulf region is a signal that the U.S. and at least 30 of its allies are prepared to keep open the Strait of Hormuz should any attempt be made to close it. But the maneuvers are also an indication of the rising importance of mine warfare in the U.S. Navy.

 

Six mine countermeasures ships (MCMs), a newly converted afloat forward staging base (AFSB) ship and mine-sweeping helicopters are among the most visible U.S. assets taking part in the International Mine Countermeasures Exercise, dubbed IMCMEX 12. They’re joined by a host of divers, explosives experts and unmanned vehicles.

 

And, in line with recent changes in the mine warfare command structure, a mine flag officer and his staff are deployed to Bahrain, where they’re running the exercise.

 

“I’m deployed as the theater mine warfare commander,” Rear Adm. Ken Perry, vice commander of the San Diego-based Naval Mine and Anti-Submarine Warfare Command, said during a Sept. 19 phone interview.

 

“My home command is chartered to maintain a deployable mine warfare commander battle staff and provide MCM command support to each of the numbered fleets,” Perry said. “So I and my battle staff are deployed to support [Bahrain-based] Commander 5th Fleet. As part of that, I was ordered to develop and execute this international exercise.”

 

Perry and his staff have deployed and supported several exercises, including Bold Alligator last winter off the U.S. East Coast. But the gulf assignment is larger — and longer — than most.

 

“This is a significant deployment, longer than our normal exercise deployments,” Perry acknowledged. “We have totally engaged with the 5th Fleet staff and my fellow task force commanders here, and all the elements [constituting] the 5th Fleet command structure,” including the international forces deployed to the region.

 

Perry, a submariner, came to the mine command a year ago and is part of a revitalization effort still going on in the mine warfare community.

 

A significant development, he said, “is the level of leadership attention that is on this mission area today. The chief of naval operations directly and personally engaged. The [Central Command] combatant commander, 5th Fleet commander, directly and personally engaged.

 

“That’s been backed up with significant investment — improved material condition of the minesweepers, improved training regimen [and] the level of attention to personnel assignments. Physical improvements to the pier in Bahrain — and they’re expensive.”

 

Overall, “the level of investment to mine warfare is significantly higher,” he added, pointing to the AFSB ship Ponce, converted this year from an amphibious ship and kept in service rather than being put in reserve.

 

“Keeping Ponce in commission, and upgrading her capabilities, and deploying and manning the ship, all that comes at a cost,” Perry noted. “Along with improved parts supply and repair capability here, all that requires resources.”

 

The commitment, he observed, comes “in an environment where resources are tighter, as the relative priority of mine warfare has gone up. That is very significant.”

An Event To Be Noticed

 

IMCMEX — the largest mine warfare exercise ever executed in the region — began Sept. 16 and is taking place in three key locations, each with a dedicated task group. One group is exercising in the middle of the gulf, off Bahrain. Another is in the Gulf of Oman, just outside the Strait of Hormuz, while the third group is operating farther south, in the western Gulf of Aden.

 

“It’s organized to demonstrate international interoperability and the various elements of mine warfare,” Perry said. “Aircraft, ships, support ships, force protection and underwater forces, including divers and undersea vehicles.”

 

Ponce is acting as the command ship for the midgulf force. Command ships for the other two task groups are the British amphibious ship Cardigan Bay and the Japanese minesweeper tender Uraga.

 

A major public relations effort has accompanied the exercise. Perry and Vice Adm. John Miller, 5th Fleet commander, have done numerous briefings and media interviews, and Perry recorded videos running on YouTube. The exercise has a Facebook page and is posting updates on Flickr and Twitter.

 

Regular media briefings are taking place in Bahrain, and the operations are being heavily reported in the international media. That’s a key goal of the exercise, intended to demonstrate international resolve should Iran choose to close the strategically significant, 21-mile-wide strait — a major worry, particularly should Iran view such an action as appropriate retaliation following a possible Israeli attack on the Persian country’s nuclear facilities.

 

About 500 ships — more than half of them energy carriers — pass every week through Hormuz. Outbound ships carry about 35 percent of the world’s oil shipments.

 

But while the mine exercise’s public relations effort is notable, it’s accompanied by a veil of secrecy. Only 13 of the 30-plus nations taking part in the effort have publicly acknowledged their participation.

 

But the Iranians are out watching — state media reported a destroyer and submarine put to sea Sept. 19 to observe the proceedings.

Hand grenades exported by Switzerland to the United Arab Emirates several years ago, are now in Syria, according to the Swiss government. The finding comes after a newspaper photograph showed a Syrian rebel with a Swiss-made grenade.

 

The picture prompted Switzerland to set up a joint commission with the United Arab Emirates (UAE) in July, according to AP.

 

Switzerland temporarily halted arms shipments to the UAE after the photo was printed, but lifted a block on licenses for such deliveries once the commission was established.

 

The investigation found that the UAE gave part of a shipment of Swiss hand grenades to Jordan in 2004, to support its fight against terrorism.

 

"From there the hand grenades evidently made their way to Syria," a Swiss government statement said.

 

The statement did not give details of how the weapons made their way from Jordan to Syria. It did, however, note that the case pre-dated Switzerland’s 2006 introduction of rules which prohibit countries to re-export arms.

 

Additionally, countries are now explicitly prohibited from transferring weapons in the form of gifts or loans.

 

Berne has stated that application procedures for arms can now be resumed, but that new safeguards will be implemented.

 

Applications to export weapons to the UAE must include a declaration that they won’t be re-exported. The document will also grant Switzerland the right to conduct an on-site inspection of the weapons after they’re shipped.

 

Switzerland says it will conduct a review of past exports to “various countries” over the coming months, although it did not identify which nations would be involved.

Iran's Islamic Revolution Guard Corps (IRGC) has unveiled its latest air defense system, Press TV reported on Saturday.

 

Raad is a mid-range system equipped with Taer 2 missiles and is capable of intercepting targets at a range of up to 50 kilometers and at an altitude of 75,000 feet.

 

Raad is an optimized version of the Russian-made Buk surface-to-air missile system.

 

The system was displayed during a military parade in the country’s capital, Tehran.

La Suisse va durcir ses règles de "non-réexportation" des armes vendues par son industrie, après la découverte de grenades à main de fabrication helvétique en Syrie. Après enquête, il s'est avéré que le matériel faisait partie de livraisons aux Emirats Arabes Unis datant de 2003/2004, qui en avaient ensuite fait don en partie à la Jordanie, pour la soutenir dans sa lutte anti-terroriste. C'est de ce pays qu'elles ont ensuite rejoint la Syrie.

 

Le Département fédéral de l'économie a décidé de durcir ses contrôles d'exportation de matériel de guerre vers les Emirats Arabes Unis et examinera les exportations de matériel de guerre effectuées antérieurement dans certains pays. Par ailleurs, le Conseil fédéral a chargé le DFE de préparer conjointement avec le Département fédéral des affaires étrangères une adaptation de l'ordonnance sur le matériel de guerre concernant la déclaration de non-réexportation.

Iran’s Navy is planning to extend its presence in international waters near the South Pole, Navy chief Rear Adm. Habibollah Sayyari said on Saturday.

 

“We have the capability to hoist Iran’s flags in different regions from the North Pole to the South Pole and we are preparing plans for presence near the South Pole,” Sayyari was quoted by Press TV as saying.

 

Iran has the right to be present in international waters, he said, adding that it “will never enter the maritime borders of other states and will not allow anybody to enter even a centimeter into our territorial waters.”

 

The Islamic republic’s Navy has also announced plans to expand its international presence into the Atlantic Ocean.

Syria’s main rebel group has moved its command center from the Turkish border into central Syria to prepare for an offensive against President Bashar al-Assad’s troops in Damascus. The Free Syrian Army made the announcement via video message.


It’s the first video message to be recorded by the Free Syrian Army (FSA) from Syria since the group founded its command center in Turkey 19 months ago, Al Jazeera reports.


“To the Syrian people, its freedom fighters and all the armed factions, we are glad to let you know that the leadership of the FSA has moved into Syria following arrangements made with other brigades that included securing liberated areas with the hope of launching the offensive on Damascus,” FSA commander Riyad al-Assad said.


Brig. Gen. Mustafa al-Sheikh, who heads the FSA’s Military Council, said the move was made last week, but declined to give the exact location of the new headquarters, AP reports. He said the move was designed to unite all rebel groups within Syria.


As the FSA continues to fight to overthrow the Syrian president, Riyad al-Assad made it clear that the international community should not be become too involved in the country’s domestic affairs.


“Since we left our country we suffered all sorts of regional and international interference and political pressure, we were isolated. Their goal was to have the FSA replace Assad once he is gone, but we categorically made it clear that we would never betray our people, reiterating that only the Syrians should decide their future institutions,” he said.

Border battles

­As the 18-month conflict continues, Syrian National Council head Abdel Basset Sayda has warned that the fighting could trigger higher levels of extremism in neighboring states.


The Local Coordination Committees activist group says at least 38 people were killed by security force gunfire on Saturday, as the fighting inched closer toward Syria’s borders.


At least 11 soldiers and five fighters were killed in clashes in the Orm and Kaf Jum areas of the Aleppo province, near the Turkish border, according to the Syrian Observatory for Human Rights.


AFP reported that loud explosions from shelling could be heard across the city of Aleppo.


Rebel fighters also shot down a fighter jet as it flew over the northern town of Atarib in Idlib province, a witness told Reuters. However, officials dismissed the reports.

 

The witness said rebel fighters were attacking a military base near the town when the jet flew over, prompting the rebels to shoot it down with anti-aircraft guns.


On the Jordan-Syrian border, Jordanian border guards clashed with an armed group, leading to the arrests of the gunmen.


In Lebanon, insurgents attacked an army post in the Arsal region overnight, according to an official military statement.


“This was the second time in less than a week that the Free Syrian Army has entered Lebanese territory…the army leadership will not allow any party to use Lebanese territory to implicate Lebanon in events in neighboring countries, and reaffirms its determination to protect Lebanese territory,” the statement said.

Le commandement central de l'Armée syrienne libre (ASL) a été transféré de Turquie en Syrie, rapportent samedi les agences occidentales se référant aux chefs rebelles.

 

Selon le général de brigade Moustafa al-Cheikh, qui dirige le conseil militaire de l'ASL, par cette démarche l'Armée vise à unifier tous les groupes de combattants anti-Assad actifs sur le territoire syrien.

 

Le général a également indiqué que le commandement avait été transféré la semaine dernière, sans préciser dans quelle région syrienne il siégera.

 

L'Armée syrienne libre, branche armée de l'opposition antigouvernementale, est composée essentiellement de soldats ayant fait défection de l'armée régulière. Formée en automne 2011, elle est dirigée à l'heure actuelle par l'ex-colonel des forces aériennes syriennes Riad al-Assad.

 

D'après les médias arabes, l'ASL compte dans ses rangs un nombre important de volontaires sunnites venus de plusieurs pays arabes, notamment de Libye.

The Turkish army has deployed artillery and anti-aircraft missiles near a Syria border post being disputed between Damascus regime forces and rebels in fierce clashes, media reported Saturday.

 

A score of howitzer batteries and missiles were moved to the area as a precautionary measure amid continued fighting on Syrian soil for the control of the Tall al-Abyad border post, NTV news channel said.

 

The deployment comes after shelling by Syrian government forces wounded two Turkish citizens on Thursday in the southeastern border city of Sanliurfa, as they tried to win back the post from the rebels.

 

The two were injured by four fragments of a shell that exploded just on the Syrian side of the border. Another unexploded shell was found and the area sealed off while it was detonated.

 

The rebels seized control of the post, which lies on the main highway between Sanliurfa and the city of Raqa in northeastern Syria, on Wednesday from troops loyal to President Bashar al-Assad.

 

Three other civilians were also wounded on Tuesday by stray bullets fired from the Syrian side, prompting local officials to warn citizens to stay away from the border line. Schools in the area were also closed until Monday.

 

Tall al-Abyad is about 100 kilometres (65 miles) north of Raqa and the border post was relatively little used until recently.

 

Since late July, Syrian rebels have seized control of at least three key border crossings with Turkey and others on Syria's eastern border with Iraq.

BAE Systems Land Systems South Africa recently signed a teaming agreement with International Golden Group (IGG) in the United Arab Emirates (UAE). This agreement testifies to the strength of the ongoing relationship between the two companies.

 

The company secured a contract with IGG in 2011 for the RG31 Agrab Mk2 Mobile Mortar Platform (MMP) mine protected vehicles.

 

“The Middle East is an important region for us and working with local industry and assisting the UAE defence industry to grow, is our goal,” said Johan Steyn, managing director, Land Systems South Africa. “We look forward to a long and mutually beneficial relationship, serving the UAE and other customers to ensure safety and security for their soldiers.”

 

This is not the first contract Land Systems South Africa has secured in the UAE. The Special Operations Command operates RG31 Mk5 command vehicles. Also, security forces in Dubai have several RG12 vehicles in service.

 

International Golden Group is the first UAE-based private joint stock company primarily focused on supplying advanced technology-driven solutions to major security and defence organisations such as the UAE Armed Forces, the Presidential Guard Command, the UAE Ministry of Interior, and Abu Dhabi’s Critical National Infrastructure Authority. It has extensive experience supporting government agencies in systems integration projects and providing turnkey integrated products and system infrastructures.  IGG also has the capability of in-service support within the UAE and in theatre.

 

“We have worked with BAE Systems’ Land Systems South Africa business for many years as a prime contractor for, most recently, the MMP contract. We are looking forward to a long and successful future providing combat proven mine and armoured protected systems to forces in the Middle East,” said Fadel Al Kaabi, chief executive officer of IGG.

Israël a annoncé son refus de participer à une conférence sur la dénucléarisation du Proche-Orient prévue à Helsinki, a indiqué le porte-parole du ministère israélien des Affaires étrangères. “Cette annonce a été faite mercredi à Vienne lors d’une réunion de l’Agence internationale pour l’énergie atomique (AIEA) par le directeur de la Commission israélienne pour l’énergie nucléaire, Shaul Horev”, a affirmé à l’AFP Ygal Palmor.

 

Selon des informations du quotidien Haaretz, M. Horev a justifié sa position en soutenant que “la situation explosive” du Proche-Orient n’est pas compatible avec la participation d’Israël à cette conférence prévue fin 2012 ou début 2013 à Helsinki, et soutenue notamment par les Etats-Unis.

 

Toujours selon Haaretz, M. Horev a expliqué que la dénucléarisation du Proche-Orient pourrait être envisagée uniquement après l’instauration préalable de relations de paix et de confiance entre tous les Etats de la région.

 

“Cela doit procéder d’une initiative régionale et non être le résultat d’une coercition externe”, a encore dit M. Horev, de même source. La conférence d’Helsinki doit se tenir sur fond de tensions autour du nucléaire iranien, l’Occident et Israël accusant Téhéran de vouloir se doter de l’arme atomique sous couvert de programme civil, ce que l’Iran dément catégoriquement. Israël est considéré comme la seule puissance nucléaire au Proche-Orient. Il est membre de l’AIEA, mais n’est pas signataire du traité de non-prolifération des armes nucléaires (TNP).

A Turkish jet that crashed in June was downed after a Syrian missile exploded nearby in international airspace, the army said Wednesday, three months after an incident that heightened tensions between the two neighbours.

 

The probe by the army prosecutor into the downing of the two-seater F4 Phantom found that it crashed into the eastern Mediterranean after a Syrian missile exploded near its rearside, the army said in a statement.

 

The final report says the Turkish plane fell "due to the blast effect that incapacitated the pilots and the plane," causing a dramatic loss of altitude. The two pilots aboard were killed.

 

The report reiterates Turkey's official position that the plane was shot down in international airspace, a claim rejected by Damascus.

 

In July, Syrian President Bashar al-Assad told a Turkish newspaper that he regretted that his country's defence forces shot down the jet, but insisted the plane was in Syrian airspace at the time.

 

The army prosecutors said there was no trace of anti-aircraft ammunition on the wreckage retrieved from the water after the incident, rejecting Damascus's claim.

 

The June 22 incident exacerbated tensions between the one-time allies, with Ankara vowing a harsh response to any border violations by Syria, and both sides have sent military reinforcements to the frontier.

 

Some media reports, including in the international press, say the plane was in Syrian airspace and was shot down by shore-based anti-aircraft guns after the Turkish jet provoked Syrian air defences.

 

But Turkish officials have repeatedly disputed the reports, insisting the plane was brought down by surface-to-air missiles, which have longer ranges and can strike down the aircraft in international airspace.

Du 1er au 18 octobre 2012 aura lieu un exercice conjoint franco-saoudien sur la base aérienne de Solenzara en Corse. Il mobilisera plus de 1000 militaires français et saoudiens.

 

Cet exercice s’inscrit dans le cadre général de l’exercice Gorgones organisé chaque année par la brigade des forces spéciales Terre (BFST). Baptisé Tigre 2, il intègre la dimension interarmées en combinant les trois dimensions « Terre », « Mer » et « Air », sous les ordres du commandement des opérations spéciales (COS).

 

Tigre 2 devrait permettre la mise en œuvre des savoir-faire propres aux forces spéciales et la mise en commun de procédés spécifiques.

Les éléments français participant à Tigre 2 sont des unités appartenant au COS, dont la BFST: le 1er régiment parachutiste d’infanterie de marine (1er RPIMa), le 13e régiment de dragons parachutistes (13e RDP), le 4e régiment d’hélicoptère forces spéciales (4e RHFS) et des commandos marine, des commandos de l’air et l’escadron de transport Poitou.

 

Un « VIP Day » aura lieu le 8 octobre sur la base aérienne 126 de Solenzara.
