The Defense Security Cooperation Agency notified Congress Feb. 24 of a possible Foreign Military Sale to Kuwait of 80 AIM-9X-2 SIDEWINDER Block II All-Up-Round Missiles and associated equipment, parts, training and logistical support for an estimated cost of $105 million.

 

The Government of Kuwait has requested a possible sale of 80 AIM-9X-2 SIDEWINDER Block II All-Up-Round Missiles, 26 CATM-9X-2 Captive Air Training Missiles, 2 CATM-9X-2 Block II Missile Guidance Units, 8 AIM-9X-2 Block II Tactical Guidance Units, 2 Dummy Air Training Missiles, containers, missile support and test equipment, provisioning, spare and repair parts, personnel training and training equipment, publications and technical data, U.S. Government and contractor technical assistance and other related logistics support. The estimated cost is $105 million.

 

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political stability and economic progress in the Middle East.

 

The Kuwait Air Force is modernizing its fighter aircraft to better support its own air defense needs. The proposed sale of AIM-9X-2 missiles will enhance Kuwait’s interoperability with the U.S. and among other Central Command nations, making it a more valuable partner in an increasingly important area of the world.

 

The proposed sale of this weapon system will not alter the basic military balance in the region.

The contract was announced in January 2012 by Israel Aerospace Industries, without disclosing the identity of the customer. The arms package included in the two contracts include the Green Pine missile defense radar, which also provides the main sensor for the Israeli Arrow missile defense system, various air defense radars and missile systems, as well as ship-launched missiles, supporting the small Azeri Caspian Navy vessels which consists mostly with fast patrol boats, with more powerful firepower.

 

Azerbaijan, a Muslim country that became independent with the disintegration of the Soviet Union. Azerbaijan populated mostly by Shiite Muslims, shares land and sea borders with Iran.

 

The warming of relations between Israel and Azerbaijan follow mutual political and commercial interests between the two countries, and particularly by their mutual concern of the rising threat of Iran, and Tehran’s thrust to achieve nuclear weapon capability. Israel’s relations with Azerbaijan have grown as its once-strong strategic relationship with another Iranian neighbor, Turkey, has deteriorated.

 

Iran accused Israeli Mossad agents to have assassinated Iranian nuclear scientists and are thought to have retaliated against Israeli targets in Azerbaijan in the past. In February 2012 Azeri authorities foiled what is said to be an Iranian-sponsored attacks against Israeli targets in Azerbaijan. In 2008, Azeri officials said they thwarted a plot to explode car bombs near the Israeli Embassy. A year earlier, Azerbaijan convicted 15 people in connection with an alleged Iranian-linked spy network accused of passing intelligence on Western and Israeli activities.

L'Iran et le Liban ont évoqué dimanche un renforcement de leurs liens en matière de défense et mis en garde Israël contre toute agression, lors d'une visite à Téhéran du ministre libanais de la Défense, Fayez Ghosn, selon les médias iraniens.

 

"Renforcer l'armée libanaise fait partie des stratégies politiques de la République islamique" d'Iran et la sécurité du Liban "joue un grand rô le dans la stabilité de la région", a déclaré le ministre iranien de la Défense, Ahmad Vahidi, selon le site internet de la télévision d'Etat iranienne Irib.

 

"L'Iran et le Liban se sont toujours soutenus mutuellement et nous espérons que les interactions bilatérales vont augmenter", a assuré M. Ghosn.

 

Le ministre libanais a également mis en garde Israël contre "toute attaque irresponsable contre le Liban", assurant qu'une telle offensive se heurterait à "une armée forte et unifiée et à la résistance " et serait vouée à "une autre défaite", en référence à la guerre de 2006.

 

M. Ghosn a également rencontré le président iranien Mahmoud Ahmadinejad, qui a lui aussi ironisé sur Israël, alors que l'Etat hébreu souffle le chaud et le froid sur une éventuelle attaque militaire des sites nucléaires iraniens.

 

"S'il trouve une occasion, il va massacrer toutes les nations de la région (...). Mais grâce à Dieu, ces voeux n'ont pas été réalisés", a déclaré M. Ahmadinejad selon le site internet d'Irib.

Iraq is receiving another 440 refurbished M-113 tracked armored vehicles this year, to equip its new mechanized combat force. Iraq already has over 200 M-113s. The U.S. has built over 80,000 of these 12 ton tracked vehicles in over half a century. Carrying a crew of two and eleven passengers, armament usually consists of a 12.7mm machine-gun (and often another 7.62mm machine-gun).

 

Developed in the 1950s, and entering service in 1960, the M-113 saw lots of action in Vietnam. The U.S. began replacing the M-113 as an infantry carrier in the 1980s, but will continue to use it as a support vehicle (weapons carrier, ambulance, command vehicle and so on) until the end of the decade. Currently, the M-113 is still the most numerous armored vehicle found in American mechanized units.

 

Over a third of the M-113s produced are still in service, in over fifty nations. The U.S. has retired thousands, and keeps them for resale (after refurbishment). There are dozens of variants, mainly because of so many upgrades to the engine, mechanical components and electronics. M-113s are still being built, but the refurbished ones Iraq is receiving cost about $300,000 each.

Laurent Collet-Billon Delegate General for the French Armaments Procurement Agency (DGA) confirmed this Monday, February 20, 2012 during the presenting of the DGA 2011 results, that the French Defence Company manufacturer Nexter has signed a contract in late 2011 with Saudi Arabia, for "between 100 and 200" ARAVIS 4 x 4 armoured vehicle.

 

This is the first export contract for the high protected armoured vehicle Aravis, which has been designed, developed and manufactured by Nexter. The vehicle was unveiled in 2008 at the International Defence Exhibition Eurosatory in paris, France.

 

An order for 15 ARAVIS vehicles was placed by the Délégation Générale pour l'Armement (French army procurement agency DGA) in April 2009 for use by the French Army as a reconnaissance and escort vehicle for engineer units. The Aravis is currently in use by the French armed forces in Afghanistan.

In July 2006, Saudi Arabia has placed an order for 80 CAESAR 155mm wheeled self-propelled howiter which are also manufactured by The French Company Nexter.

 

The vehicle ARAVIS for Saudi Arabia should be equipped with a remote weapons system armed with a 20mm Nexter gun ARX-20.

Singapore - Another revelation at the Singapore Air Show: Israel Military Industries (IMI) revealed a previously unknown surface-to-air missile. The missile, Whip Shot, is intended for hitting soft targets such as a person or vehicle in an urban combat environment, at a cost of under $40,000 per missile (compared to other, more advanced missiles in air-surface use).

 

The new missile is based on an old IMI-produced rocket, which rides on an optic ray. The total weight of the missile is 15 kg, which makes it possible to install on even tiny aircraft or a warhead weighing 6 kg.

 

According to Shmuel Geler of IMI, the missile has no independent homing system - the operator controls its flight from within the aircraft, as is common in second generation missiles. “A missile with fewer capabilities compared to the most expensive missiles is quite sufficient in many arenas, and the new missile we've developed should answer that need," Geler says.

 

The Singapore Air Show is considered one of the most important defense exhibitions throughout the year, and features guests and buyers from across the world, but primarily from Southeast Asian countries. The Israeli government’s defense assistance division, SIBAT, set up an Israeli national pavilion – which includes large companies such as IAI, IMI, Rafael, and Elbit Systems, alongside smaller companies such as Eromaoz and Kanfit.

Defense officials have decided that systems against shoulder-fired missiles will be installed onboard all Israeli passenger planes, due to increased terror threats. Prior to this decision, discussions proposed the installation of the system on some of the aircraft, primarily those routinely traveling to “problematic" destinations.

 

El Al, Arkia, and Israir will all install the C-MUSIC system onboard all aircraft. The C-MUSIC system was designed and developed by Elbit System's ElOP division. Elbit Systems is presently completing the production of the initial systems, and several aircraft will be equipped with the system before the middle of the year.

 

The installation of the systems will conclude one of the largest failures in the history of the Israeli defense establishment. Several warnings which were brought up in the past year concerning the threat posed by shoulder-fired missiles have accelerated the process that began nearly a decade ago. On November 2002, terrorists attempted to shoot down an Arkia passenger plane departing from Mombasa airport.

 

The missiles were launched and missed, and a disaster was narrowly avoided.

 

El Al is readying for the installation of the initial systems. The company will serve as an installation contractor for Arkia and Israir as well. The system has generated tremendous interest throughout the world, and professional delegations from numerous aircraft companies interested in protecting their aircraft from the threat posed by shoulder-fired missiles are expected to arrive to Israel after the installation of the first system.

 

Meanwhile, a new problem has emerged. The Israeli Civil Aviation Authority (CAA) informed Arkia and Israir that they must install the system onboard all of their aircraft. The system is not suitable for installation onboard the smaller ATR-class aircraft that both companies operate for internal flights, primarily to and from Eilat. Both companies have refused to comment on the issue. However, it was learned that they are both furious over the decision, as it will force them to sell their ATR aircraft, some of which were procured in the past year.

Un haut responsable militaire américain a confié au journal panarabe Asharq al-Awsat que le Pentagone prépare un scénario d'intervention en Syrie, en se fondant sur la façon dont l'Otan est intervenu dans la crise au Kosovo en 1998. Selon ce haut-gradé, si le Conseil de sécurité de l'Onu n'adopte pas de résolution pour une intervention dans le massacre des civils syriens, les Etats-Unis organiseront la création d'une zone tampon pour accueillir les réfugiés syriens, près de la frontière turque, leur fournira une aide médicale avec l'aide de l'Otan et pourrait même déclarer un bouclage aérien sur une partie du pays.

Selon le Wall Street Journal, l'armée américaine prévoit notamment d'adapter ses armes installées sur ses navires, afin qu'elles puissent s'avérer efficaces en cas de besoin contre des vedettes rapides iraniennes et contre des missiles balistiques tirés depuis la côte.

Les 14 et 15 février 2012, la Force Commander Reserve (FCR) a participé à important exercice de tir conjoint entre la Force Intérimaire des Nations Unies au Liban (FINUL) et les Forces armées libanaises (FAL), à Naqoura.

 

Une partie de la FCR et plusieurs autres contingents de la FINUL ont participé à cet exercice.

Des canons CAESAR et des véhicules blindés de combat d’infanterie (VBCI) de la FCR ont notamment pris part à cet exercice de tir, aux côtés de véhicules chenillés M 113 de la 8e brigade des Forces armées libanaises.

 

La FCR avait en outre déployé un radar de contrebatterie COBRA ainsi qu’un radar NC1-40 et deux pièces sol-air très courte portée MISTRAL afin d’assurer la surveillance aérienne de la zone de tir.

 

Les unités des casques bleus et des FAL se sont entrainés à réaliser des tirs coordonnés sur des objectifs en mer. Plus de 90 tirs conjoints ont ainsi été réalisés.

La France est le deuxième pays contributeur de la Force Intérimaire des Nations Unies pour le Liban (FINUL) avec environ 1 300 soldats. Plus de 350 soldats sont affectés dans les états-majors de la FINUL à Naqoura. Près de 850 arment la Force Commander Reserve (FCR) et sont en mesure d’agir rapidement au profit de tous les contingents déployés sur la zone d’action de l’ONU. Les militaires français au Liban sont déployés dans le cadre de l'opération Daman.

The opposition National Syrian Council has called on the Friends of Syria to provide the rebels with arms. “Excellent idea,” said the Saudi foreign minister, while the US is calling for an end to “supplying weapons to kill civilians."

 

­Therefore, if everyone gathered in Tunisia for the Syria conference gets their way, the Syrian rebels will be equipped to fight, while President Assad’s forces will not.

 

The Friends of Syria should not constrain individual countries from aiding the Syrian opposition by means of military advisors, training and the provision of arms to defend themselves," said a member of the Istanbul-based Syrian National Council to the outright approval of the Saudi delegation.

 

The Saudi stance may well set them at loggerheads with Turkey, who have actually called for an arms embargo to be imposed on the troubled country.

 

Such a ban would choke off any official arms supplies to Syria. But would an embargo affect deals done under the carpet?

 

A Friday report by Reuters says the West has been turning a blind eye to weapons purchases made by the Syrian rebels, though international arms contracts should be sanctioned by governments.

 

"We are bringing in defensive and offensive weapons. It is coming from everywhere, including Western countries and it is not difficult to get anything through the borders," a source in the Syrian opposition told the news agency, speaking on condition of anonymity.

 

"There is not a decision by any country to arm the rebels, but countries are allowing Syrians to buy weapons and send them into the country," he added without elaborating on the exact suppliers.

 

Now the Syrian opposition is trying to find ways to deliver anti-aircraft and anti-tank weapons to the Free Syrian Army, an opposition group fighting pro-Assad forces inside the country.

 

Officially supplying the Syrian rebels with arms is a hot issue among Western and Arab countries. The step might prove to be fatal, as every nation would start militarizing its own favorite in the Syrian race.

Britain will recognize the Syrian National Council as a "legitimate representative of the Syrian people," Foreign Secretary William Hague said in the run-up to the "Friends of Syria" meeting in Tunisia.

 

­In a move that is unlikely to placate Chinese and Russian concerns over taking sides in a civil war, Hague further condemned Assad's government as "a criminal regime."


Just minutes before a sideline meeting with members of the Syrian opposition on Friday, Hague urged the international community to "tighten the diplomatic and economic stranglehold" on Syrian president Bashar Assad's regime.

 

After pledging to intensify links with the opposition, Hague continued “we will now treat them and recognize them as a legitimate representative of the Syrian people."


He further claimed “it is very important in Moscow and Beijing for there to be a re-evaluation of the position” as Syria continues to slide “towards greater chaos and bloodshed.”


Hague also expressed frustration at those who had accused the UK of arming the Syrian opposition.

 

"We have in the European Union an arms embargo on Syria, so of course we will observe that arms embargo in all directions."

 

The meeting of world leaders at the Friends of Syria conference in Tunis comes as the country slides deeper into conflict.

 

With the situation drastically deteriorating, those in attendance hope to pressure Assad to allow a ceasefire in order to provide humanitarian assistance to the worst affected areas, especially in the besieged city of Homs.

 

Russia and China boycotted the meeting over its inherently unbalanced approach, which they say favors the opposition.

However, Moscow remained committed to ending the violence in Syria and supported a UN plan to institute an immediate ceasefire.

 

“We call on the Syrian government and the armed groups…to immediately take all necessary steps to prevent further deterioration of the humanitarian situation," Russian Foreign Ministry spokesman Aleksandr Lukashevich said on Friday.

 

Lukashevich further urged both sides to cooperate with humanitarian relief efforts by the UN and the International Committee of the Red Cross.

 

However, Moscow remained adamant that both sides were responsible for the violence, and maintained that humanitarian relief must not be used as a pretext for military intervention.

 

Russia also expressed its support for the appointment of former UN Secretary-General Kofi Annan as the UN and Arab League envoy for the crisis in Syria.

 

Although Moscow remains committed to ending the ongoing crisis in Syria, Russian Foreign Minister Sergey Lavrov had previously characterized any “demand of regime change” as the direct path to “even more deaths” and “full civil war.”

Intelsat General Corp. has been awarded a subcontract to provide satellite connectivity for the Iraqi Ministry of Defense network of 150 VSAT remote terminals.

 

The contract is part of a larger $80 million IDIQ award to the 3Di Technologies subsidiary of L-3 Communications Corporation by the U.S. Army Communications and Electronics Command, Foreign Military Sales branch. The subcontract with 3Di calls for Intelsat General to provide nearly a full transponder of capacity on Intelsat’s IS-901 satellite, with connectivity through the company’s Mountainside teleport in Maryland to an iDirect network of 150 terminals.

 

“Even though American forces have left Iraq, there is an ongoing need for satellite coverage of the region,” said Kay Sears, President of Intelsat General. “Having connectivity through our satellite network will enable the Iraqi military to maintain communications throughout a wide area.”

Iran is believed to be carrying out preparations to expand nuclear activity deep inside a mountain, diplomats say, in a further sign of defiance in the face of intensifying Western pressure to curb its sensitive uranium enrichment drive.

 

Increased capacity at the Fordow underground site would probably heighten Western suspicion of Iran's intentions, after it last month started refining uranium there to a level that cuts the time it would need for any nuclear weapons bid.

 

A senior team of the International Atomic Energy Agency (IAEA) failed again this week to get the Islamic state to start addressing their mounting concerns about its nuclear work and returned empty handed to Vienna after two days of talks in Iran, Reuters reports.

 

The setback increased worries about a downward spiral towards conflict between the Islamic Republic and the West, and sent oil prices to a nine-month high.

 

The U.N. agency is now putting the finishing touches to its next report on Iran, expected to include information on the Tehran talks as well as more detail on the status of the Fordow plant near the Shi'ite Muslim holy city of Qom.

 

"I think we will see a jump in the potential state of readiness of the facility," one Vienna-based envoy said.

 

Fordow is of particular concern for the West and Israel as Iran is shifting the most controversial aspect of its nuclear work, refining uranium to a level that takes it significantly closer to potential bomb material, to the site.

 

Estimated to be buried beneath 80 meters (265 feet) of rock and soil, it gives Iran better protection against any Israeli or U.S. military strikes.

 

Israeli Defence Minister Ehud Barak has warned that the Islamic state's nuclear research could soon pass into what he called a "zone of immunity," protected from outside disruption.

 

In a report issued on Thursday, the International Crisis Group think-tank said prospects for a military confrontation erupting in the long-running nuclear row, though still unlikely, appeared "higher than ever."

 

"As Israel sees it, the nuclear program represents a serious threat; the time when Iran's putative efforts to build a bomb will become immune to a strike is fast approaching; and military action in the near future - perhaps as early as this year - therefore is a real possibility," it said.

 

A Western official said Fordow was a very sensitive issue:

 

"I'm not quite sure the Iranians understand they are playing with fire there."

 

Iran last month said it had started to refine uranium to a fissile concentration of 20 percent, compared with the 3.5 percent normally used for nuclear power plants, at Fordow.

 

Soon afterwards, it doubled production capacity to a total of more than 600 uranium enrichment centrifuges at Fordow, diplomats have told Reuters.

 

Iran now appears to be making preparations for a further increase in the number of the cylindrical machines, spinning at supersonic speeds to increase the concentration of the fissile U-235 isotope, at the facility.

 

"They are working towards full installation," said another diplomat in the Austrian capital. "But they are not installed and ready to operate yet."

 

Nuclear bombs require uranium enriched to 90 percent, but Western experts say much of the effort required to get there is already achieved once it reaches 20 percent concentration, shortening the time needed for any nuclear weapons "break-out."

 

"BREAKOUT" TIMELINE

 

Olli Heinonen, a former head of safeguards inspections at the U.N. International Atomic Energy Agency, said he believed its next report would include information about the progress in setting up the required infrastructure for enrichment at Fordow.

 

But diplomats said they expected Iran to mainly keep using old-generation centrifuges, not the newer and more efficient models which it has tried for several years to develop.

 

"I don't have any indications that cascades of new machines are ready to be operated," one of them said.

 

Neither Iranian officials nor officials at the Vienna-based IAEA, which regularly inspects Iranian nuclear sites including Fordow, were available for comment.

 

The United States and its allies say Iran is trying to develop the means to make atomic bombs. The Islamic Republic maintains that its nuclear program is aimed at generating electricity and isotopes for medical treatment.

 

Iran said last year that it would transfer its highest-grade uranium refinement work to Fordow from an above-ground research and development facility at its main enrichment plant at Natanz, and sharply boost capacity.

 

It says it will use 20 percent-enriched uranium to convert into fuel for a research reactor making isotopes to treat cancer patients, but Western officials say they doubt Iran has the capability to do that on an industrial scale.

 

In addition, they say, Fordow's capacity - up to 3,000 centrifuges - is too small to produce the fuel needed for nuclear power plants, but ideal for yielding smaller amounts of high-enriched product typical of a nuclear weapons program.

 

Western officials believe Iran has not yet decided whether it will indeed "weaponize" enrichment, but rather is seeking now solely to establish the industrial and scientific capacity to do so if needed for military and security contingencies.

 

Iran disclosed the existence of Fordow to the IAEA only in September 2009, at least two years after construction began, after learning that Western spy services had detected it.

Turkey is sticking to plans to buy 100 of Lockheed Martin's F-35 fighter jets for US$16 billion, with an initial order of two planes for delivery in 2015, its defence minister said, amid concerns about the project's delays and rising costs.

 

The Pentagon has said the $382 billion programme to build the radar-evading warplane was still showing "continued progress" and Lockheed said the aircraft had made outstanding progress in flight test, training and production in 2011.

 

However, international partners are reconsidering their orders. Canada has called a March 2 meeting of officials from the partner nations, which include Turkey, Britain, Australia, Denmark, Italy, the Netherlands and Norway in Washington, Reuters reports.

 

 

"Abandoning the planes' purchase is not being considered currently," Turkish Defence Minister Ismet Yilmaz said in a written answer to a question from an opposition lawmaker, a copy of which was obtained by Reuters on Thursday.

 

"In the first stage, orders will be given for two F-35 planes. Turkey plans in total to buy 100 F-35 warplanes," the minister said.

 

"As of today the total amount which will be paid under the project is envisaged to be around $16 billion," he added.

 

He said the level of plane orders for future years will be considered in the light of ongoing negotiations. Turkey's payments so far in the development phases of the project totalled $315 million.

 

Lockheed Martin, the No. 1 U.S. defence contractor, lost $31.5 million in award fees for the F-35 in 2011, the second consecutive year it did not meet Pentagon development goals for the aircraft, which is now facing a third restructuring.

 

The F-35 programme has come under increased pressure in recent weeks given the Pentagon's plan to postpone orders of 179 F-35 fighter planes for five years, as part of defence budget cuts. The move will save $15.1 billion, but will likely drive up the price per plane, according to Lockheed and U.S. officials.

 

Senior U.S. defence officials met late on Tuesday to review a revised cost estimate and acquisition schedule for its biggest weapons programme, but details and a final decision will not be announced for several weeks, said spokeswoman Cheryl Irwin.

 

The Pentagon's high-level Defense Acquisition Board last met on Jan. 17 to review the plane's development, production and sustainment costs, concluding that it was showing "continued progress", she said.

 

Last week, Italy's defence minister said his country will cut its order for the F-35s by more than 30 percent as part of Prime Minister Mario Monti's battle against state spending.

 

Canada will not spend more than it budgeted for the jets, a federal minister said last week.

DSIT Solutions disclosed today that the Israeli Navy has purchased DSIT's AquaShieldTM Diver Detection Sonar (DDS) and PointShieldTM Portable Diver Detection Sonar systems.

 

The company provided the systems to the Israeli Navy following a comprehensive review and evaluation process in which the Navy investigated competing systems and selected those of DSIT.

 

Commander R. Leshem, Head of the Israeli Navy's ASW branch, said: "We have been operating both the AquaShieldTM Diver Detection Sonar and PointShieldTM Portable Diver Detection Sonar systems for quite some time now, to our complete satisfaction. We operate these systems around the clock to protect critical coastal sites and marine assets. We have found that these systems are reliable, easy to work with, and provide a good answer to our operational requirements. I definitely would not like to be a combat diver on an attack mission facing one of these underwater surveillance systems."

Le ministre turc de la Défense a annoncé, jeudi, l'intention de son pays d'acquérir 100 avions de combat américains F-35, le modèle le plus sophistiqué de l'industrie aéronautique militaire des Etats-Unis. Le coût de la transaction s'élèverait à 16 milliards de dollars. Les deux premiers exemplaires devraient être livrés en 2015, selon le ministre turc. Israël a passé un contrat avec Washington sur ce même type d'appareil en octobre 2010 pour un montant de 2,75 milliards de dollars et recevra entre 2015 et 2017 une escadrille entière. Le Pentagone a, quant à lui, acheté 2.400 avions de ce type pour 385 milliards de dollars.

During the current phase of the air defense wargames, different fixed and mobile radar systems which have been manufactured and upgraded by Iranian experts and are under the control of Iran's integrated air defense network were used. Kasta and NEBO radars as well as the Iran-made Kashef (Discoverer) and Matla ol-Fajr radars were used to detect and identify aerial threats. Iran's Air Defense Unit started massive air defense drills, codenamed 'Sarallah', in Iran's Southern regions on Monday to test the latest radar and missile defense systems. On First day, the air defense units of the Iranian Armed Forces under the command of Khatam ol-Anbia base managed to detect and identify invading aircraft and started confrontation with the enemy warplanes using air defense systems and Scramble and CAP air defense planes. During the second day of drills, Iran's air defense force assessed the preparedness and performance of its air defense artillery and mid-range missile systems against low-altitude aerial threats. The drills were staged by the air defense units of the Iranian Army and the Islamic Revolution Guards Corps (IRGC). Iran's home-made air defense radar systems can easily detect cruise missiles and drones. Last week, Commander of Khatom ol-Anbia Air Defense Base Brigadier General Farzad Esmayeeli announced that the country's Armed Forces have launched new radar and missile systems with various ranges. Tens of radar and missile systems with various ranges have been manufactured and deployed in Iran's defense sector so far and new systems are on their way to join the defense network during the 10-Day Dawn celebrations, which began on February 1 to mark the 33th anniversary of the victory of the Islamic Revolution in Iran, Esmayeeli said at the time. Iran has recently renewed and upgraded the weapons and defense systems of its air defense units.

L'info avait été donnée en octobre dernier par la Lettre de l'Expansion qui annonçait une prochaine signature "portant sur l'acquisition par l'Arabie Saoudite de 73 véhicules blindés Aravis à 0,6 million d'euros pièce. Près de 191 engins pourraient être commandés ultérieurement".

Laurent Collet-Billon Délégué général pour l’armement l’a confirmé ce matin durant la présentation du bilan 2011 de la DGA, c’est très discrètement que Nexter aurait signé fin 2011 un contrat avec l’Arabie Saoudite, pour “entre 100 et 200″ véhicules blindés 4X4 Aravis. Le constructeur du char Leclerc enregistre avec ce contrat son premier succès export pour le véhicule hautement protégé Aravis, développé sur fonds propres et révélé en 2008.

 

Interrogé, Nexter “confirme l’entrée en carnet ce jour d’une commande 73 Aravis.” Sans préciser le pays… Sans doute un deuxième “batch” est-il en négociation, ce qui pourrait expliquer le couac sur le nombre de véhicules…

 

Pour mémoire, la France avait passé commande de 15 véhicules Aravis pour 20 millions d’euros en 2009, dans le cadre du plan de relance. Le “MRAP à la française” est pensé pour offrir une très forte résistance (blindage de niveau 4 selon la classification Otan) aux engins explosifs improvisés (IED) grâce à une architecture s’articulant autour d’une cellule de survie hautement blindée destinée à protéger l’équipage. L’Aravis est depuis déployé en Afghanistan.

 

L’Arabie Saoudite est un pays proche de la France et un client traditionnel de Nexter, il lui a déjà passé commande pour 80 canons de 155 mm Caesar sur châssis camion. Client traditionnellement très discret, l’Arabie impose une chape de silence sur ses achats d’armes, d’où le peu d’informations et de détails sur ce nouveau contrat Aravis. Reste que selon une source proche du dossier, le véhicule pourrait être produit sur place, à l’instar du Caesar et devrait être armé, sans doute avec le canon de Nexter l’ARX-20 de 20 mm. Pour l’industriel qui attend toujours une commande export pour son VBCI, le contrat est le bienvenu. L’Aravis est estimé aux alentours d’un million d’euros pièce.

The ‘HoverMast’ developed by the Israeli start-up company Sky Sapience is scheduled to go on an operational demonstration in the upcoming months, demonstrating the system’s capability to expand the surveillance coverage of unmanned ground vehicles. The payload currently integrated on the HoverMast is the T-Stamp from Controp, a stabilized multi-sensor payload. The HoverMast will be unveiled at the upcoming AUVSI Conference and Exhibition to be held in Tel-Aviv next month.

 

Sky Sapience developed HoverMast in the past two years, in response to an Israel Ministry of Defense (MOD) requirement for a lightweight tethered hovering platform. The system was one of several concepts evaluated by the MOD Research and Development Directorate (DDRD), which eventually selected the HoverMast for the sole developer of the tethered platform technology. Under the partnership with DRDD Sky Sapience developed the platform and conducted a series of prototype flight tests. HoverMast is positioned as an effective platform for military surveillance, observation and target acquisition applications, as well as deployment of communications gear, communications intelligence (COMINT) and other electronic devices. It will also offer an affordable application for border surveillance, urban security, crowd control and other civil applications.

 

According to Brig. General (IAF Ret.) Gabriel Shachor, CEO and Founder of Sky Sapience the HoverMast was developed specifically for small vehicles such as the Guardium-LS from G-Nius, the vehicle selected for integration with the HoverMast. Other applications include the Zibar light reconnaissance vehicle. According to Shachor, the platform is due to enter production toward the autumn this year. Sky Sapience has strategic partnerships with DRDD (MAFAT) – the IMOD research and development agency and G-NIUS Unmanned Ground Systems Ltd.

 

Shachor claims the HoverMast favorably compares to the 7-5m’ telescopic masts currently mounted on surveillance vehicles, offering faster response, lighter weight, and the capability to operate on the move. Furthermore, the new platform alleviates the need to operate from a horizontal surface and is less sensitive to wind gusts. According to Shachor, the HoverMast would also be more affordable than mast mounted systems.

 

The deployment is fully automatic, with HoverMast deploying from the stowed position to an elevation of 30-50 meters in just 15 seconds. A cable that also provides power supply and wide-band data link tethers the vehicle. The platform uses a coaxial counter-rotating ducted fan for lift generation, with four thrusters providing station keeping, maneuvering and stabilization. At a 10kg net platform weight HoverMast can carry up to 9 kg of payload, comprising electro-optic sensors, laser designators, radar, or signals intelligence sensors. Sensor data can be transmitted to remote clients or fed through the tether datalink to the base station.

 

In the stowed position the HoverMast automatically folds into a compact 72 cm diameter container, carried on a vehicle flatbed or roof, mounted on UGVs or All Terrain Vehicles (ATV), or small naval craft; making the system especially suited for Special Forces, border and port protection, and infantry missions.

Israel's Transportation Ministry has told two small Israeli airlines they will no longer be able to use ATR aircraft since they cannot be fitted with anti-missile systems, a local newspaper reported.

 

The Yedioth Ahronoth daily said Arkia and Israir will each have to retire their five ATR propeller planes within two years.

 

The two carriers mainly use ATRs on their one-hour route between Tel Aviv and the southern resort city of Eilat.

 

Israel's Transportation Ministry, Arkia and Israir were not available for comment.

 

Israel has accelerated the installation of anti-missile defences on its airliners due to an enhanced risk of attack by militants using looted Libyan arms.

 

Jets flown by flag carrier El Al, Arkia and Israir -- on their Boeing and Airbus planes -- are being equipped with a locally made system known as C-Music that uses a laser to "blind" heat-seeking missiles, with a 2013 target for fitting most of the fleet.

 

 

ATR is jointly owned by EADS and Aeritalia, now Alenia Aermacchi. Israel's IDB Group owns Israir while apparel company Jordache Enterprises holds 75 percent of Arkia.
