La diplomatie de Nicolas Sarkozy vise à prévenir, par des sanctions internationales, une action militaire israélienne.

Alors que les périls s'accumulent dans la région du Golfe, où Etats-Unis et Iran semblent au bord de la confrontation, la France est engagée dans un effort diplomatique dont l'objectif se résume ainsi, selon l'entourage de Nicolas Sarkozy : "contraindre l'Iran à faire un choix binaire : l'avenir du régime, ou la bombe nucléaire".

On estime, à Paris, qu'une campagne de sanctions internationales paralysantes pour l'économie iranienne s'impose de manière urgente, car le risque est grand de voir Israël procéder à des frappes aériennes contre des sites nucléaires iraniens "durant l'été 2012 ".

Les responsables français considèrent de longue date qu'ils sont investis d'un rôle particulier de vigilance sur cette crise mettant en cause la paix au Proche-Orient ainsi que l'ordre nucléaire mondial. Chose frappante, la récente dramatisation des enjeux donne lieu à de nouvelles tensions feutrées entre l'équipe de M. Sarkozy et celle de Barack Obama.

Rien n'en paraît publiquement, et les deux dirigeants affichaient une bonne entente lors de leur prestation télévisée conjointe, début novembre 2011, en marge du G20 de Cannes. Mais derrière cette façade, les responsables français reprochent à l'administration Obama d'avoir été hésitante pour la mise en oeuvre de sanctions radicales contre l'Iran, alors que, selon eux, un compte à rebours est engagé.

"Obama s'est fait imposer par le Congrès américain les mesures qu'il a signées le 31 décembre ", portant sur un étouffement progressif des transactions internationales avec la Banque centrale iranienne, relève-t-on à Paris. "Il l'a fait à son corps défendant", souligne un officiel, rappelant que le Sénat américain avait voté par "100 voix contre zéro" pour imposer une politique plus stricte sur l'Iran, alors que la Maison blanche voulait diluer ou retarder certaines mesures.

Un diplomate français de haut rang souligne qu'il a été difficile pour M. Obama d'envisager des mesures contre le pétrole iranien car le président américain serait prisonnier de considérations électoralistes : une flambée des cours du brut rejaillirait négativement sur sa campagne de réélection.

Placé sous la pression du Parti républicain, dont tous les candidats ne cessent d'agiter le danger iranien, Barack Obama aurait par ailleurs du mal à reconnaître ce qui est perçu, à Paris, comme "l'échec de sa politique de la main tendue" à Téhéran. Une politique qui avait suscité de fortes réserves, côté français, notamment à propos d'une offre d'échange d'uranium enrichi faite, en vain, fin 2009.

Encore aujourd'hui, certains officiels français se méfient d'une propension d'une partie de l'administration américaine à rechercher un compromis "bancal" avec Téhéran. C'est pourquoi Paris insiste, au sein du groupe des grandes puissances traitant cette crise, pour que l'exigence de la suspension de l'enrichissement d'uranium, inscrite dans les résolutions de l'ONU depuis 2006, soit constamment rappelée.

2012, ANNÉE "CRUCIALE"

Alors que Washington hésitait à frapper le secteur des exportations iraniennes de pétrole, l'Elysée avait rendu publique, le 21 novembre 2011, une lettre de M. Sarkozy aux autres dirigeants occidentaux, appelant à des mesures plus décisives : interruption des achats de brut iranien et gel des avoirs de la Banque centrale. Ce sont ces mesures - en particulier l'embargo pétrolier - que la France estime avoir réussi à imposer au niveau de l'Union européenne, qui devrait annoncer des décisions en ce sens le 23 janvier.

La France, par son activisme en faveur de sanctions d'un registre nouveau, veut s'inscrire dans un triangle diplomatique avec Washington et Israël, dans l'espoir d'occuper un rôle central. Les responsables français ont ainsi relayé le message israélien au sein de l'Europe et auprès de l'équipe Obama, pour la mise en place d'un embargo pétrolier. Non sans, d'ailleurs, s'appuyer sur des contacts au sein du Congrès américain, manifestement perçu à Paris comme un allié, ainsi qu'il l'est par le premier ministre israélien, Benyamin Nétanyahou.

Mais la France n'endosse pas pour autant la ligne des "faucons" du Likoud, insiste-t-on à Paris, car elle continue de faire l'analyse que le scénario militaire contre l'Iran serait une "catastrophe", comme l'avait dit M. Sarkozy dès août 2007.

Des frappes aériennes auraient pour effets de "souder les Iraniens derrière (le Guide) Khamenei, souder tous les chiites derrière l'Iran, et elles ne feraient que retarder le programme nucléaire iranien, sans lui porter un coup d'arrêt définitif", dit un officiel, catégorique. Et c'est précisément pour "chercher une alternative à ce qui serait une grosse bêtise israélienne" que la France déploie tant d'efforts en faveur des sanctions.

Celles-ci visent à convaincre l'Iran qu'il vaudrait mieux arrêter - avant qu'il ne soit trop tard - son programme nucléaire, plutôt que d'encourir des mesures susceptibles de provoquer un effondrement économique du pays, et donc, de mettre en péril le régime. Il y a urgence à faire aboutir cette stratégie car l'année 2012 est "cruciale". "Nous sommes convaincus qu'il reste à peu près un an avant la bombe" iranienne et que "les Israéliens n'attendront pas un essai nucléaire iranien pour régler le problème", commente un responsable français. Un tel délai correspond à celui évoqué par le ministre israélien de la défense, Ehoud Barak.

Selon un diplomate français de haut rang, "si les Israéliens veulent "taper" avant qu'un stade irréversible soit atteint, le meilleur moment, c'est avant l'élection présidentielle américaine". Car, en pleine campagne électorale, Barack Obama "serait soumis à une pression politique irrésistible pour ne pas laisser Israël seul face à la tentation de frapper militairement". "Si Israël frappe, souligne cette source, ce sera avant le 6 novembre." En précisant : "Le moment de tous les dangers, c'est l'été 2012."

Nicolas Sarkozy est "le président le plus engagé, dans le monde" sur le dossier iranien, souligne-t-on dans son entourage. La montée des tensions régionales ainsi que l'avancée des travaux scientifiques iraniens, décrite dans le dernier rapport des inspecteurs internationaux, favorisent une nouvelle mobilisation. Certains, à Paris, anticipent que le chef de l'Etat s'emparera de ce thème dans sa campagne électorale, pour valoriser sa fermeté et sa constance face à une crise de prolifération qui comporte désormais de lourds dangers de dérapage militaire.

Since the collapse of the Soviet Union, the U.S. military has been able to project power overseas with few serious challenges to its freedom of action. This “golden era” for U.S. power projection may be rapidly drawing to a close. As described in previous analyses by the Center for Strategic and Budgetary Assessments (CSBA), the People’s Republic of China (PRC) is developing an anti-access/ area-denial (A2/AD) battle network that could constrain the U.S. military’s ability to maneuver in the air, sea, undersea, space, and cyberspace operating domains. Over the coming years, the spread of advanced military technologies will allow other states to pursue A2/AD strategies tailored to the unique geographic and geostrategic characteristics of their regions.

Iran, in particular, has been investing in new capabilities that could be used to deter, delay, or prevent effective U.S. military operations in the Persian Gulf. Iran’s acquisition of weapons which it could use to deny access to the Gulf, control the flow of oil and gas from the region, and conduct acts of aggression or coercion, are of grave concern to the United States and its security partners.

As the United States redeploys its forces from Iraq and Afghanistan, it has the opportunity to develop a new operational concept for projecting power that could offset Iran’s growing military might. This will require the Department of Defense to change assumptions it developed some thirty years ago, when the threat of aggression by the Soviet Union drove the U.S. military’s planning for Persian Gulf contingencies.

This planning framework presumed that the United States would enjoy unfettered access to close-in bases, U.S. battle networks would remain intact and secure, and neither the Soviet Union nor a regional power would pose a serious threat to air or sea lines of communication. Over time, these assumptions led to defense budget decisions that favored short-range aircraft, non-stealthy systems, and other capabilities best suited for operations in permissive environments.

In light of Iran’s pursuit of A2/AD capabilities, it seems unlikely that the U.S. military’s legacy planning assumptions will remain valid. Iran has had ample opportunity over the last twenty years to examine the “American way of war” and to deduce that allowing the United States and its allies to mass overwhelming combat power on its borders is a prescription for defeat. Therefore, Iran is pursuing measures to deny the U.S. military access to close-in basing and make traditional U.S. power-projection operations in the Persian Gulf possible only at a prohibitive cost.

Tel Aviv - The South Korean government has been given until 28 January to update its industrial cooperation package that is part of the proposed sale of the Korea Aerospace Industries T-50 jet trainer to the Israeli air force.

As reported previously by Flightglobal, the value and type of Israeli defence systems that will be purchased by trainer contest bidders South Korea and Italy if their candidate is selected will play a major role in Israel's final selection.

The T-50 is facing competition from the Alenia Aermacchi M-346, with both aircraft having been deemed suitable to replace the Israeli air force's Douglas A-4 Skyhawk advanced trainers.

Italy has already said that it plans to purchase airborne early warning and control system aircraft from Israel Aerospace Industries, with sources claiming that it has made a written commitment.

A South Korean source said on 17 January that Israel had received a "very generous" offer from Italy and that his country would make an effort to match it. Seoul has until now not been ready to sign an official commitment.

The Russkiye Vityazi (Russian Knights) aerial display team will perform a new program at the 2012 Bahrain Air Show and it will be the team’s first foreign performance in four years, Defense Ministry spokesman Col. Vladimir Drik said on Thursday.

The Russkiye Vityazi team is the only unit in the world using Sukhoi Su-27 Flanker heavy-duty fighters for solo and group aerobatic stunts. Other aerobatic teams, including the famous Patrouille de France, use combat trainers, aerobatic planes or light fighters for this purpose.

Drik said the new half-an-hour program will be performed every day at the biannual Bahrain International Air Show (BIAS), which is held for the second time and runs on January 19-21.

The Russkiye Vityazi pilots fly the highly maneuverable and multi-role Sukhoi Su-27-P Flanker-B and Su-27-UB Flanker-C fighters either solo or in formation. They became the first Soviet aerobatic team to perform abroad, traveling to the United Kingdom in September 1991.

The famous aerial team has since performed in Finland, France, Germany, Sweden, Belgium, Italy, Malaysia, the United States, Canada, Slovakia, Luxembourg, Austria, China, the Netherlands and Norway.

The Russkiye Vityazi aerobatic team was formed April 5, 1991 and is based at the 237th Guards Proskurov Air Force Regiment, comprising the best pilots from the Kubinka Air Base near Moscow.

Les navires de guerre russes ont fait une escale au port syrien de Tartous en janvier pour se réapprovisionner, a déclaré mercredi le chef d'Etat-major général des Forces armées russes Nikolaï Makarov à l'issue d'une réunion du Conseil Russie-OTAN à Bruxelles.

"Cette mission d'entraînement n'a rien à avoir avec la situation au Proche-Orient. Les navires russes quitteront prochainement la Méditerranée. Ils ont fait une escale à Tartous pour se réapprovisionner et réaliser des travaux de maintenance, parce que ce port abrite la seule base navale de la Marine russe dans cette région", a indiqué le général Makarov devant les journalistes.

"Le groupe conduit par le porte-avions Admiral Kouznetsov comprend huit bâtiments de guerre et navires d'appui", a-t-il rappelé.

Début janvier, l'agence syrienne d'information Sana a qualifié de "signe de solidarité avec le peuple syrien" l'arrivée de bâtiments de la Marine russe dans le port de Tartous.

The new AirMule, a UAV developed by Urban Aeronautics, will be equipped with advanced systems and stealth technology that will diminish its radar signature, thus decreasing the enemy's detection capability of the vehicle before it reaches its destination

Urban Aeronautics is preparing for the construction of a second prototype while at the same time making improvements on its first model.

Among other things, the new prototype will be equipped with a doubled hydraulic system and additional modifications will be made on several components.

Powered by the Ariel 2 engine that possesses an output of 940 SHP, the new model will now have a maximum takeoff weight of 1,400 kg and a cruise duration capability of up to five hours at a maximum height of 3,600 m.

The Israeli company is still seeking additional funding in order to initiate the necessary stages of the program. The second prototype is scheduled to begin test flights at the end of the year; however, the exact date depends on funding.

After the Second Lebanon War, the IDF discovered it needed a special unmanned vehicle that flew behind enemy lines to evacuate casualties. The US and multinational forces in Iraq and Afghanistan encountered the same problem.

While helicopters are the most effective and maneuverable rescue vehicle, its chances of safely evacuating a fire-laden area are very low—casualties may not reach medical care in the "golden hour," and the operating personnel are likely to be killed.

Israeli companies began developing new evacuation tools for carrying out the assignment without endangering additional persons prior to the last two military combat operations in Lebanon and Gaza.

The concept is simple: introduce an autonomous aircraft or vehicles without a pilot or driver that can go anywhere and leave an area swiftly without endangering another person.
 
A jet engine that moves two large internal propellers operates the AirMule. Sets of “winglets” that resemble shutters direct the airflow to the desired direction in order to control the aircraft's movements.

The Mules’ length is approximately 6 m, and its width is 2.5 m. It will be able to carry a payload of up to 500 kg in a typical one-hour assignment.

Upon entering an area, the revolutionary aircraft will be able to provide water and ammunition to the frontline. It is also capable of rescuing casualties on its flight back.

The two air-controlled cells at its sides are designed to receive stretchers and casualties. The cells will also have IV Drip machines available for use during flight.

The UAV’s body structure and design of the engine’s exhaust pipe reduce its noise, heat, and radar signatures so that it can approach targets without early detection, which will decrease the risk of ground fire. The system will also be equipped with decoy flares.

WASHINGTON, 18 janvier (Reuters) - L'armée américaine est pleinement préparée pour faire face à toute tentative de l'Iran de fermer le détroit d'Ormuz, a déclaré mercredi le secrétaire américain à la Défense Leon Panetta.

Il a ajouté que les Etats-Unis n'envisageaient pas de renforcer leur présence militaire dans le Golfe.

"Pour le moment, nous ne sommes pas en train de (prendre) de mesures particulières pour faire face à la situation", a déclaré Leon Panetta à des journalistes l'interrogeant au Pentagone sur d'éventuelles modifications du déploiement américain dans la région en raison des menaces iraniennes.

"Pourquoi? Parce que franchement, nous sommes pleinement préparés pour faire face à cette situation actuellement."

Le détroit d'Ormuz est un goulet stratégique entre le Golfe et l'océan Indien par lequel transite un tiers des exportations mondiales de pétrole par voie maritime.

L'Iran a laissé planer la menace d'une fermeture de ce détroit en cas d'embargo contre son pétrole. Les Etats-Unis et l'Union européenne ont entrepris de renforcer leurs sanctions contre la République islamique en raison de son programme nucléaire.

Les Etats-Unis ont prévenu qu'ils ne laisseraient pas l'Iran bloquer le détroit d'Ormuz et Leon Panetta a souligné mercredi qu'ils disposaient des forces nécessaires sur place pour parvenir à leurs fins.

"Nous avons constamment maintenu une forte présence dans cette région pour signaler très clairement que nous ferions tout notre possible pour garantir la paix dans cette partie du monde", a-t-il dit.

Le ministre de la Défense israélien Ehoud Barak affirme qu'une attaque des installations nucléaires iraniennes n'est pas d'actualité.

Le ministre israélien de la Défense Ehoud Barak a affirmé mercredi qu'une éventuelle décision d'attaquer l'Iran était "très lointaine", dans une déclaration à la radio militaire. "Il n'y a pas de décision de notre part", a déclaré Ehoud Barak en réponse à une question sur une éventuelle attaque israélienne qui pourrait viser les installations nucléaires iraniennes.

Interrogé sur ce qu'il entendait par "lointain", Ehoud Barak a affirmé qu'il refusait de se livrer "à des prévisions". Le ministre de la Défense a par ailleurs affirmé que l'Iran n'avait pas encore décidé de passer au stade de la production d'armes nucléaires. "Les Iraniens n'ont pas mis fin aux contrôles exercés par l'Agence internationale de l'énergie atomique", a-t-il ajouté. "Ils ne le font pas car ils savent que cela constituerait une preuve du caractère militaire de leur programme nucléaire, et que cela provoquerait un durcissement des sanctions internationales ou d'autres types d'actions contre leur pays", a également souligné le ministre de la Défense.

Le Premier ministre israélien Benyamin Netanyahou avait estimé lundi que les sanctions actuelles des États-Unis et de l'Union européenne contre l'Iran n'étaient pas suffisantes pour obliger Téhéran à arrêter son programme nucléaire. Les États-Unis se sont prononcés comme Israël pour des sanctions internationales contre Téhéran, visant notamment les institutions financières et les exportations pétrolières. L'Iran a de son côté menacé de fermer le détroit d'Ormuz, voie maritime stratégique par laquelle transite 35 % du pétrole brut transporté par voie maritime dans le monde.

The Protector unmanned surface vehicle (USV) is an Israeli-developed unmanned vessel using cutting edge technology. Nine metesr long, weighting about 4,000 Kg (8,800 lbs) and reaching a speed of up to 92 Kph (57 mph), the Protector USV is based on former models of unmanned, autonomous, remotely controlled unmanned surface vehicles.

Highly maneuverable and stealthy, the Protector can conduct a wide spectrum of critical missions, without exposing personnel and capital assets to unnecessary risk. Though autonomous, the device can easily be controlled from a shore several miles from the Protector.

Deployed by the Israeli Navy since 2009, the weapon system carried by the Protector USV is based on Rafael‘s Typhoon remote-controlled, stabilized weapon station, capable of operating various small caliber guns. The highly accurate, stabilized weapon station has excellent hit-and-kill probability.

The high-tech equipment installed on the unmanned vessel, such as highly accurate, stabilized weapons station, search radar and a targeting system with day and night capabilities enables the Protector USV a wide variety of operational functions.

The missions that are entrusted upon this innovative device are varied and complex; it can gather intelligence, take part in naval warfare and act as an anti-terror protection force.

Tel Aviv - Nevatim air base in southern Israel is to become a major focus for the air force's combat and transport squadrons, with its future fleet of Lockheed Martin F-35s and Lockheed C-130Js to be flown from the site.

The Israeli air force is to receive at least 20 F-35s in the conventional take-off and landing variant, and last year signed orders for its first two new-generation Hercules transports.

The service's decision to increase its future aircraft inventory at Nevatim stems from the base's infrastructure and available training space, and from an Israel Defense Forces plan to move significant resources to the south of the country.

At 3,900m (12,800ft) long, Nevatim has the longest runway in the Middle East.

Après l'offensive du «hacker saoudien», un collectif de pirates israéliens, apparemment civils, s'en prend à la bourse d'Abou Dhabi et des Émirats.

 

La guerre virtuelle continue sur Internet entre «hackers» Israéliens et Arabes. Une contre-attaque israélienne fulgurante a répondu mardi à l'offensive d'internautes pro-Arabes de ces derniers jours contre des sites web israéliens.

Un groupe de «hackers», se présentant comme l'«équipe des Forces de Défense Israéliennes» a conduit à la fermeture des sites des bourses d'Arabie saoudite et des Émirats Arabes Unis.

 

L'un des directeurs de la bourse d'Abou Dhabi a nié mercredi cette attaque et attribué la fermeture de son site à des opérations de maintenance.

 

Ce groupe de «hackers» a accompagné ses attaques par un message de mise en garde, selon le quotidien israélien Yedioth Ahronoth: «Ce n'est qu'un début», préviennent-ils. «Si vous continuez à nous attaquer, nous passerons à la phase suivante et paralyserons votre économie». Suit une liste de cibles potentielles, dont des banques, des ministères et des compagnies aériennes d'Arabie saoudite, pays d'où provenaient les attaques de ces derniers jours contre des sites israéliens.

L'unité secrète 8200

Selon des membres de ce groupe cités par le journal, les «hackers» israéliens disposeraient aussi d'informations confidentielles concernant plusieurs milliers de ressortissants saoudiens, dont des numéros de cartes de crédit, noms, adresses de messageries et mots de passe, et seraient prêts à les divulguer.

 

Ces «hackers» n'appartiennent apparemment pas à l'armée israélienne. Celle-ci dispose d'une formation secrète, l'Unité 8200, spécialisée dans le renseignement cybernétique et qui recrute dans la florissante industrie informatique israélienne des jeunes gens versés dans les arcanes de la piraterie en ligne.

 

Les «hackers» se présentent quant à eux comme des volontaires dévoués «à la défense d'Israël», et affirment n'opérer que pour faire cesser les attaques contre leur pays.

 

L'un d'entre eux a écrit à partir d'une adresse de messagerie piratée au Yedioth pour prévenir de leur intention de se battre jusqu'au bout dans cette guerre virtuelle. «Ils nous ont déclaré la guerre les premiers, mais nous sommes meilleurs. Notre riposte a été beaucoup plus puissante que leurs attaques».

Hannibal et «Anonyme 972»

Les attaques informatiques dont ont été victimes ce week-end plusieurs sites israéliens, dont la compagnie aérienne El Al, semblent avoir déclenché la mobilisation de la communauté des «hackers» israéliens.

 

Un autre groupe, se présentant comme «Anonyme 972» a également rendu publics les adresses et mots de passes de messageries appartenant à des étudiants d'universités saoudiennes. «Nous n'aimons généralement pas endommager des sites appartenant à des personnes innocentes, mais une cyber-guerre a été déclarée, et il y a des victimes dans toutes les guerres», a précisé ce groupe.

 

Un autre jeune pirate israélien, agissant sous le pseudonyme d'«Hannibal», a déjà mis en ligne mardi les adresses de messageries et de comptes Facebook de ressortissants de pays arabes avec leurs mots de passe, et a prévenu qu'il s'apprêtait à continuer.

Up-to-date weather reports, of critical importance on the battlefield, are about to get a big upgrade in quality and accessibility

 “Wear a coat” is probably the most significant thing the average person takes from a weather report, but for the military, meteorological data can dictate decisions that often are life or death. The Israeli Artillery Corps' new weather array, which begins operational experiments in the fall, will revolutionize the collection of essential data on temperature, humidity, wind, and air pressure.

Artillery soldiers require this information for accurate shooting, non-conventional warfare units need it to track the deadly breeze of chemical or atomic materials, and intelligence forces need it exact data to operate their sophisticated observation balloons.

However, until now the corps did not possess the capability of effectively transmitting this data to the various soldiers who need it.

Furthermore, the array was considered an expensive and inefficient project that released balloons frequently but collected limited data, often losing the balloons. The new system will present a dramatic change.

“If before, you needed to release a balloon every few hours to get a report of dozens of kilometers in range, the new system will allow you to release one balloon a day and receive data on a much wider range,” explains Capt. Hani Suissa, commander of the Meteorological and Tracking Battery of the Artillery Corps. She says the new system will “significantly optimize and reduce the required activity.” The new array will supply the data described above, as well as help guide unmanned aircraft operated by the Artillery Corps.

As another part of the upgrade to the meteorological system, the soldiers who man the new balloons will undergo a full course in meteorological forecasting. As a part of the new system’s goal to become a critical source of meteorological data, the array will be directly integrated with the new age digital army systems, allowing data to move efficiently and intelligently. “The difference will be enormous,” said Captain Suissa. “After all, nobody can shoot without the meteorological data allowing them to see.”

The upgrade to meteorological equipment is only one aspect of the massive upgrade the Artillery Corps, which is responsible for the radar surveillance of Israel and its borders, is receiving to its tracking equipment. In addition to upgrades in radar systems, the Artillery Corps are looking at a broad range of LCMR (Lightweight Counter-Mortar Radar), small positioning devices that allow fighters in combat to track the position and strength of mortar fire and identify low-flying enemy aircraft. Operational trials have yielded much success for these devices, displaying a high level of performance.

La Russie se réserve le droit de lever à n'importe quel moment l'embargo sur la livraison de systèmes sol-air russes S-300 à l'Iran, cette restriction ne rentrant pas dans le cadre strict des sanctions du Conseil de sécurité de l'Onu, a déclaré Igor Korotchenko, membre du conseil social auprès du ministère russe de la Défense.

 

"Elle (la Russie, ndlr) a les mains libres pour revoir cette décision en fonction de sa perception de ses intérêts nationaux par rapport aux éventuelles livraisons d'armes à l'Iran. Les systèmes de défense antiaérienne ne tombant pas sous les sanctions du Conseil de sécurité de l'Onu, (…) nous pouvons lever les sanctions visant les systèmes d'armes défensives de la même façon que nous les avons introduites", a-t-il indiqué lors d'une table ronde à RIA Novosti.

 

D'après l'expert, la levée de l'embargo sur la livraison de systèmes S-300 est une affaire strictement intérieure, mais une telle décision ne serait probablement pas prise avant mai 2012.

 

Conclu en 2007, le contrat de livraison de S-300 à l'Iran engageait la Russie à fournir cinq unités complètes de cet armement pour un montant d'environ 800 millions de dollars, mais son exécution a été suspendue en septembre 2010 par le président russe Dmitri Medvedev, en application de la résolution 1929 du Conseil de sécurité de l'Onu.

 

Ce document interdit de fournir des armes conventionnelles, dont les missiles, les chars, les hélicoptères d'assaut, les avions de combat et les bâtiments de guerre, à l'Iran.      

 

Les missiles sol-air S-300 russes sont destinés à la protection des sites industriels et administratifs, des bases militaires et des postes de commandement contre les attaques aériennes et spatiales. Les S-300 sont capables de détruire les missiles balistiques et de croisière, ainsi que d'abattre les avions à une distance de 150 km et à une altitude allant jusqu'à 27 km.

Les Etats-Unis pourraient déclencher des hostilités contre l'Iran d'ici deux semaines, la présence militaire américaine augmentant à vue d'œil dans le Golfe, a estimé mardi Igor Korotchenko, rédacteur en chef de la revue russe "Défense nationale". "Il ne reste de fait que deux semaines avant le déclenchement d'hostilités effectives par les Etats-Unis contre l'Iran", a déclaré l'expert lors d'une table ronde, ajoutant que les forces navales américaines se concentraient dans la région. "Je pense qu'à l'avenir, les flottes américaines et britanniques agiront de concert. Sous certaines conditions, Israël pourrait s'y joindre si, une fois attaqué, l'Iran tire des missiles sur le territoire israélien", a indiqué l'expert.

JERUSALEM - Israel has serious concerns about what will happen to "huge stockpiles" of chemical and biological weapons in Syria when the Assad regime collapses, a senior military official said on Jan. 17.

Maj. Gen. Amir Eshel, head of the Israeli military's planning division, said the working assumption was the regime of President Bashar al-Assad would eventually fall. "The question is when, not if. And the big question is what's going to come the day after," he said.

"The immediate concern is the huge stockpiles of chemicals, biologicals (weapons), strategic capabilities that are still going into Syria, mainly from Eastern Europe," Eshel said.

"That's a major concern because I don't know who is going to own those the day after. Up till now, what has been transferred to Hezbollah? What will be transferred to Hezbollah? What will be divided between those factions inside Syria? What is that going to create? We are talking about huge stockpiles," he said.

The regime has spearheaded a bloody crackdown on pro-democracy activists seeking to overthrow Assad, who has vowed to remain in power, raising the specter of civil war between Syria's many religious sects if he steps down.

Eshel said the threat of civil war was a real possibility if Assad clings to power. "If Assad will adopt this Yemenite model and leave, it might prevent a civil war," he said, referring to an agreement that saw Yemen's former President Ali Abdullah Saleh agree in November to leave power.

"But if he won't leave of his own will, we might get into civil war," he said. "If there will be a civil war, it might be a disaster."

Eshel also warned that Syria faces bankruptcy, which could create new instability. "The reserves will be zero, and this is going to create, I think, internal turmoil. We can expect refugees in many countries," he said.

On Jan. 10, Israel's Chief of Staff Lt. Gen. Benny Gantz told MPs that the military was preparing for the possibility of an influx of Syrian refugees, particularly on the occupied Golan Heights.

Report: the IAF decided to procure the new Italian aircraft for advanced pilot training, and not the South Korean T-50

Israeli media reports that the Italian M-346 has been chosen as the IAF’s next training aircraft.

The aircraft beat out the T-50 produced by South Korea's aeronautical industry. According to the report, the air force decided to choose this aircraft and recommend its acquisition to the General Staff.

However, it should be noted that the Ministry of Defense might not necessarily accept this recommendation. Reciprocal acquisition is one of the larger issues that will determine the matter.

South Korea has offered $1.6 billion in reciprocal acquisition working within the deal.

The procurement deal is expected to be carried out within the framework of a special contract with a joint venture between IAI and Elbit Systems—the purchasers and maintainers of the aircraft.

The M-346 is manufactured by the Italian company Alenia Aermacchi. The aircraft’s advanced design is suitable for training pilots flying against the most modern fighters.

According to manufacturers’ declarations, the aircraft was designed so that it could be utilized in training assignments during several flight course stages at a low flight cost. The M-346 has a high climbing capability and the automated control systems enable the aircraft to remain in complete control at attack angles of 35° and above.

In November 2009, the Italian air force signed a contract for the acquisition of six M-346 aircraft, but recently, one of the new model aircraft crashed during a flight in the Persian Gulf.

The new plane will replace the Skyhawk (in service since the 1960s) for advanced stages in pilot training.

When contacts, the Ministry of Defense refused to comment on the issue, saying they did not speak to the media about such deals.

Le porte-parole du ministère des affaires étrangères iranien, Ramin Mehmanparast, estime, mardi 17 janvier, que les accusations de la France sur l'envoi d'armes en Syrie sont "sans preuves et sans fondement".

"Les déclarations des responsables français sont inexactes. Malheureusement, régulièrement on assiste à des prises de positions politiques sans preuves et sans fondement de la part de responsables de certains pays européens et cette fois de responsables français", a déclaré M. Mehmanparast, lors de son point de presse hebdomadaire. "Il vaut mieux qu'ils évitent de faire de telles déclarations. Nous sommes totalement hostiles à l'ingérence dans les affaires intérieures de n'importe quel pays. Nous respectons aussi cela", a-t-il ajouté.

Le porte-parole adjoint du ministère des affaires étrangères français, Romain Nadal, a affirmé, lundi, que "le panel d'experts des Nations unies sur l'Iran a identifié et informé le Conseil de sécurité de plusieurs cas de violation de l'embargo sur les armes à destination ou en provenance de l'Iran mis en place par les résolutions 1747 et 1929 du Conseil de sécurité des Nations unies". Il était interrogé sur des informations américaines assurant que Téhéran fournit des armes à Damas pour l'aider dans sa répression des manifestants.

CARGAISON D'ARMES VENUE DE RUSSIE

Le Chariot, un navire russe transportant une "cargaison dangereuse" est arrivé dans le port syrien de Tartous "le 11-12 janvier", a affirmé, samedi 14 janvier, l'expert maritime Mikhaïl Voïtenko. M. Voïtenko, qui avait révélé en 2009 la mystérieuse disparition du cargo Arctic Sea dont l'odyssée rocambolesque avait impliqué une vingtaine de pays pendant des mois. Il a expliqué qu'il était parvenu à cette conclusion en se fondant sur les données AIS (système d'identification automatique des bateaux). Une source au sein de la compagnie opérant le bateau, Westberg Ltd, a indiqué vendredi à que le navire battant pavillon de Saint-Vincent-et-les-Grenadines transportait une cargaison "classée comme dangereuse" et qu'il était en route vers la Syrie.

Selon des médias russes, le bateau pourrait transporter jusqu'à 60 tonnes d'armes et d'équipements militaires, envoyées par l'agence publique russe d'exportation d'armements Rosoboronexport via un expéditeur, la société Balchart. Le Chariot, faisant escale à Chypre pour réapprovisionnement, y a été retenu mardi par les autorités chypriotes et n'a été autorisé à repartir qu'à condition de changer d'itinéraire et de se diriger vers la Turquie au lieu d'aller en Syrie.

Les Etats-Unis ont accusé l'Iran de fournir des armes à Damas pour aider le régime du président syrien, Bachar al-Assad, à réprimer le mouvement de contestation qui secoue le pays depuis dix mois. Washington a en outre fait part de son "inquiétude à la Russie et à Chypre".

London - The crews of a French air force Dassault Mirage 2000D and a Royal Saudi Air Force Boeing F-15 fighter ejected safely after their aircraft were involved in a mid-air collision in Saudi Arabia on 14 January.

The French air force said an investigation has been launched to determine the cause of the mishap, and confirmed that both crew members of the Mirage escaped after suffering only bruises as a result of the ejection.

France had deployed three two-seat Mirage 2000Ds and three Dassault Rafales to participate in the bilateral "Greenshield" exercise with Saudi forces.

Du 11 au 25 janvier 2012, l'exercice franco-saoudien Green Shield  («bouclier vert», en français) se déroule sur la base aérienne de Tabouk, dans l'ouest de l'Arabie Saoudite.

L’armée de l’air française déploie sur place six aéronefs (trois Rafale et trois Mirage 2000D), ainsi qu’une centaine d’aviateurs. Parmi les appareils saoudiens mis en œuvre, figurent des F15C, des Tornado IDS, un AWACS et des hélicoptères Cougar spécialisés dans la mission de CSAR (Combat Search and Rescue - recherche et sauvetage au combat).

 

L'objectif de Green Shield 2012 est d'approfondir la coopération bilatérale franco-saoudienne, de développer l'interopérabilité, de confronter les savoir-faire et les méthodes de travail et de favoriser les échanges.

 

Green Shield est traditionnellement un exercice air-air. Cette édition comporte également un volet air-sol avec des missions de type CAS (Close Air Support – appui aérien rapproché) durant lesquelles des contrôleurs « air » avancés français et saoudiens officient (Forward Air Controllers – FAC). Par ailleurs, plusieurs missions de CSAR sont également programmées.

Au cours d’un vol d’entraînement au combat, le 14 janvier 2012 dans l’après-midi, un Mirage 2000D français et un F15 saoudien sont entrés en collision. Une enquête est en cours afin de déterminer les circonstances de l’accident.

Turkey has confirmed that a Russian ship suspected of delivering munitions to Syria in violation of an EU arms embargo after an unscheduled stop in Greek Cyprus is expected to dock at Turkey's coast later on Monday after offloading nearly 60 tons of what it called “dangerous cargo.”

The Russian ship Chariot initially made its way to the Greek Cypriot port of Limassol last Tuesday after running low on fuel because of rough seas. Its arrival at the EU member country meant the vessel would be subject to the embargo the bloc imposed to protest Syria's crackdown on the uprising against President Bashar al-Assad's rule.

But Greek Cypriot authorities allowed it to leave Wednesday after the ship's owners, St. Petersburg-based Westberg Ltd., said it would head to Turkey instead of Syria.

The ship then vanished off radar screens after apparently switching off its Automatic Identification System, or AIS, that enables the vessel to be tracked. Turkey, citing navy intelligence, said the ship made its way to Tartus after leaving Greek Cyprus.

Turkish officials said Saturday that the Russian ship anchored off the port of İskenderun. Foreign Ministry spokesman Selçuk Ünal told Today's Zaman that Turkish coast guard and customs officials had inspected the Chariot while at anchor off the İskenderun port before allowing it to dock at the port.

Ünal said it was clear that 59,422 tons of the “dangerous cargo” the St. Vincent and Grenadines-flagged ship had been offloaded at Tartus, but that the rest of what was offloaded was general cargo. It was not immediately clear what kind of munitions the Russian ship had delivered to Syria.

Greek Cypriot customs officials inspecting the vessel last week found that it was carrying “dangerous cargo” inside four containers that Cypriot Finance Minister Kikis Kazamias said was of a type that necessitated its seizure under EU embargo rules.

A Greek Cypriot official, speaking on condition of anonymity due to the sensitivity of the issue, told The Associated Press that the containers carried a shipment of bullets.

An indigenous identification friend and foe, or IFF, system is set to begin to be installed on Turkish warplanes as of next year, the system's co-developer has said.

"All of our fighter jets will be working on this single system and they will be able to identify each other. In the past we bought this technology from abroad. Today, we are producing it on our own and the system will be installed on the planes next year," said Mujdat Altay, CEO of Turkey-based telecommunications infrastructure provider NETAS.

The IFF systems enable military and national interrogation systems to identify aircraft, vehicles, or forces as friendly and to determine their bearing and range from the interrogator.

Altay said a similar system currently in use in Turkish warplanes was a foreign-made analog system, adding that the new indigenous digital system would be a much more sophisticated.

Tel Aviv - Israel's defence ministry has blocked a contract to sell Aeronautics Defense Systems Dominator XP unmanned air systems to Abu Dhabi, after reviewing the contents of the deal.

Aeronautics declined to comment on the ministry's decision, while the defence ministry said it would not comment on the matter of defence exports.

However, sources in Abu Dhabi claimed a downpayment linked to a sale of equipment including the Dominator had already been made, and that deliveries had been due to start soon.

Based on the Diamond DA42 twin-engined aircraft, the Dominator XP has been adapted to comply with the terms of the international Missile Technology Control Regime.

The company's baseline Dominator 2 design can be flown to an altitude of 30,000ft (9,150m) and achieve a maximum speed of 190kt (352km/h). With a maximum take-off weight of 2,000kg (4,409lb), including a 300kg payload, the aircraft has an endurance of up to 28h.
