IMU technology enables smaller, smarter guided weapons

 

CHARLOTTE, N.C. | Goodrich Corporation (NYSE: GR) has received its first production order for the SiIMU02 inertial measurement unit (IMU) from Turkey's Roketsan Missiles Industries Inc. The IMU is used to facilitate precision guidance of Roketsan's new CIRIT 70 mm (2.75 in.) laser guided missile for attack helicopters. The IMUs will be produced at Goodrich's facility in Plymouth, UK.

 

CIRIT is one of the first missiles in its class to incorporate the SiIMU02 inertial sensing unit package. The production order follows successful customization and qualification of the SiIMU02 package for CIRIT in 2011. At a fraction the size of legacy IMUs, the SiIMU02 package offered the flexibility for adaptation to Roketsan's mechanical and electrical interface needs.

 

Alan Hull, director of business development for Goodrich's Sensors and Integrated Systems business said, "This order from Roketsan marks the beginning of what we expect to be a successful long-term program, with opportunities for CIRIT sales in Turkey and the export market. The SiIMU02 was originally selected for CIRIT due to its proven capability to meet strict performance criteria. As we enter low-rate initial production, we look forward to supporting Roketsan with dependable technology, products and service."

 

Proven in operational service, SiIMU02 IMU offers highly accurate motion sensing in an extremely small, lightweight flexible package suitable for a broad range of missiles and rockets. Using the latest micro electro-mechanical systems (MEMS), SiIMU02 provides precise inertial measurement, yet is one-tenth the size of legacy IMUs. Through this technology Goodrich customers can create smaller, smarter weapons with a significant increase in delivery accuracy.

Principal Deputy to Assistant Secretary to the Acquisition, Logistics and Technology (ASAALT) of the U.S. Department of Defense, Ms. Heidi Shyu visited an Iron Dome battery in Ashkelon, Israel, last week.

 

During the visit, Israel Defense Forces (IDF) Air Defense commanders presented the system and the combat soldiers operating it.

 

"Cooperation will continue," Shyu said. "The financial difficulties won't stop us."

 

Cpt. Elad Tzinamon, Commander of the Battery and Major Lior Bengels, Deputy Commander of the Israel Air Defense Network, presented the Iron Dome system. They elaborated on its construction and its successful interceptions during the recent missile attacks by Gaza Strip terrorists at southern Israeli communities.

 

Later that day, Shyu also visited the Command and Control Center where she was briefed on conclusions drawn from the August attacks and changes to be implemented.

An interesting debate was held recently at the Latrun International Land Warfare conference, as the commander of the IDF Northern Command, Major general Gershon Hacohen detailed the evolution of Arab armies and irregular forces into semi-irregular formations, challenging the Israeli domination of the battlefield with hybrid warfare concepts. Defense Update covers this topic in two parts, one outlining the transformation of the Syrian land forces. A follow-on article will examine the evolution of similar doctrine by Hezbollah and Hamas and how such methods are challenging a technological superior military power like the IDF.

 

In 1991 the Syrian Army began a shift toward irregular warfare that continues today. Instead of modernizing its armored vehicles, fighter aircraft and naval vessels, the Syrian army allowed massive buildup along the border lines, expanded its commando battalions (fugs), massively equipped with advanced Kornet and Metis anti-tank missiles and tandem RPGs. Syria went on a shopping spree buying medium rockets and ballistic missiles, and the technologies required to enhance, modify and mass produce such weapons. The idea behind this new trend was to counter uncontested air fighting supremacy, demonstrated in all Arab-Israeli conflicts.

 

A similar change took place in Iran, where the majority of military investment went into the development and deployment of ballistic missiles, rockets special forces and also high speed armed naval systems to dominate the Persian Gulf.

The change was dramatic, as until then, these countries, particularly Syria, invested great efforts in building its force structure, manning, training, equipping and deploying armored and mechanized divisions, reaching a force level that could maintain four divisions in constant readiness to enter into battle against Israel at short notice.

 

The Syrian Army’s 1st Corps, facing Israel south of Damascus close to the Jordanian border maintained five divisions, four of which were deployed in constant battle readiness. Four divisions was Syria’s ‘magic number’, expecting their military to face the order of battle they estimated Israel would mass against Syria in Northern Israel. Meeting this requirement kept Syria in maintaining strategic parity with the Israeli Army, after its repeated defeats in the 1967, 1973 and 1982 wars.

 

Parallel to the Syrian military buildup in the 1980s Israel has drawn other conclusions, challenged with meeting numerically superior enemies with its small regular force, Israel had to ‘buy time‘ for its reserve forces to mobilize. The Israelis have built their forces to defeat the Syrian army, but be prepared for a possible two-front war with both Syria and Egypt – a case that actually happened three times in 1948, 1967 and 1973.

 

Tamuz extended range PGM can be fired from stand off range at targets beyond line of sight.

 

The Israelis managed to build a formidable offensive power that could successfully deal with the first echelon forces of both armies. However, relying the IDF was required to defeat the first echelons quickly and decisively, with or without its large reserve component, since maintaining a prolonged high friction combat with second echelon forces, arriving from afar in support was unacceptable for the small Israeli army. Of particular concern were reinforcements and fresh forces that would come from Iraq, tipping the balance of power against the fledgling Jewish state, as has actually happened in 1948 and during the 1973 Yom Kippur War.

 

The maturation of stand-off guided weapon technology in the 1980s opened new opportunities for the IDF, fielding a number of weapon systems that could interdict such reinforcements, at long range, before they actually reached the battlezone. One of these missiles was the Tamuz electro-optical guided weapon, recently declassified and now even approved for export. Although the specific weapons were guarded with secrecy, Syrian intelligence became aware of the Israeli capabilities, but failed to realize the decisive scope of this threat until 1991.

 

The change of mind in the Syrian Army came after the 1991 first Gulf War (Operation Desert Storm), where Syria became part of the U.S. lead coalition forces, sending the 9th division to fight the Iraqi invasion of Kuwait along with other coalition forces ( But eluded entering into actual combat). The Gulf War was an ‘eye opener’ for the Syrian high command, becoming exposed to the high lethality of western modern weaponry and tactics, so far being entirely geared to Soviet combat doctrine and its inferior weapon technology. This earth shaking experience triggered Syrian General Ali Aslan, then Army Chief of Staff to begin the transformation.

 

The strategic shift was not exclusive to Syria. Iran has also implemented a similar move, by gradually expanding its reach and influence in South Lebanon through their Hezbollah proxy. Hezbollah developed its forces as independent fighting units each dug into a specific location, equipped with personnel, weapons, supplies and fortifications capable of operating continuously for days, independent of communications, supply lines or even command and control.

 

With several such domains dominating key locations in South Lebanon, the small semi-irregular force, trained to fight in virtually ‘hybrid’ style, was deployed to contain an Israeli land maneuver, by posing continuous fighting capability deployed throughout the theater, denying the Israelis the ‘luxury’ in attacking strategic ‘weak points‘ in an attempt to overwhelm the entire enemy array by massive surge operations. Operating such multiple domains in and around the villages and cities of South Lebanon in 2006 enabled relatively small forces of Hezbollah to deny the Israeli army dominating the battle areas, constantly keeping the Israelis at risk, despite repeated efforts to clear certain areas and vital supply routes. What seemed to be Israeli hesitation and indecision was actually an unsuccessful attempt of the northern command to seize the initiative pushing the enemy off balance.

 

The IDF could employ different land maneuver campaigns. One option was a deep, decisive push north, through the enemy interior, in a move that would isolate the battle area and eliminate any escape of Hezbollah northward, weeding out enemy forces by exposing their hideouts. Alternatively, a series of local operations, closer to the border, could methodically wear out enemy forces by a series of local engagements, backed by massive support fires from the Israeli side of the border, exposing minimal forces to enemy attack. Both concepts were partly tried in 2006, without much success, using insufficient force concentrations, and failing to apply continuous pressure, due to political hesitation.

 

The different concepts have inherent drawbacks. The deep penetrating maneuver required massive forces to go simultaneously after all enemy hideouts throughout the combat area, including locations bypassed during the initial move, in a highly organized and closely controlled operation that would seep up large IDF forces and risk significant casualties and collateral damage. On the other side, the ‘local’ alternative would not help in eliminating rocket attacks on the Israeli rear area, which inevitably raises a political issue, questioning the overall purpose of the campaign from a national viewpoint.

So, Iran’s second locally-grown fighter jet, the Saeqeh has officially become operational with the Iranian air force at the squadron level.

 

This may be a big deal for Iran but not so much for us. As you can see in the grainy photo above, the Saeqeh is in many ways a reverse-engineered F-5 Freedom Fighter. You know, Northrop’s 50-year old design for a cheap and easy to fly light-fighter that the U.S. could sell to its Third World allies during the height of the Cold War. One of those (then) allies was pre-revolutionary Iran, which bought about 125 of them in the 1960s and 1970s. The Saeqeh is based on the F-5 body with Russian weapons and canted tails, among other “upgrades.” Tehran insists that the Saeqeh is on par with the U.S. Navy and Marine Corps F/A-18  Hornet. One thing’s for sure, Russia and China probably don’t need to worry about the Saeqeh competing with their latest fighter designs.

Turkey is in talks with the United States to provide a base for a fleet of U.S. Predator drones now stationed in Iraq, Deputy Prime Minister Bulent Arinc said on Monday.

 

On Sunday, the Washington Post reported the U.S. government was considering a request from Turkey for a fleet of surveillance drones to be based in Turkey to carry out operations against Kurdish separatists based in northern Iraq.

 

Citing unnamed senior U.S. military officials, the newspaper said Washington had not yet made a decision on the request.

 

“We know that Turkey needs to use unmanned aerial vehicles for intelligence purposes. In order to obtain these Predators in Turkey, I know the foreign ministry is working on this,” Arinc told a news conference when asked about the report.

 

“This has not yet been concluded,” he added.

 

According to the Washington Post, the U.S. military has flown unarmed surveillance Predators above northern Iraq since 2007 and has shared images with Turkey as part of “a secretive joint crackdown” on Kurdistan Workers Party (PKK) rebels.

 

It said previously undisclosed diplomatic cables published by WikiLeaks showed Turkey had become “highly dependent” on the Predators and other spy aircraft in its fight against the PKK.

 

The PKK, listed as a terrorist organization by Turkey, the United States and the European Union, has fought for Kurdish self-rule for more than 27 years in a conflict that has killed 40,000 people.

 

All U.S. troops are due to leave Iraq at the end of 2011, meaning the Predator drones would also need to be based outside Iraq from Jan. 1 2012, the paper said.

 

Turkey, a vital NATO ally for the United States, said last week it would host a NATO early-warning radar system as part of the defenses of the Western military alliance.

 

Last month, the Turkish military launched a series of air strikes and artillery raids against suspected PKK hideouts in northern Iraq in retaliation for a spate of militant attacks against the Turkish military inside Turkey.

 

Turkey has attacked suspected PKK bases in the mountains of northern Iraq for years and has also launched cross-border raids. Turkey also has 1,300 soldiers in Iraq under an agreement set up with Baghdad in the 1990s, Iraq says.

 

Turkey’s Chief of General Staff, the head of the army and head of the military gendarmerie met with Prime Minister Tayyip Erdogan on Monday, fuelling speculation over whether Turkey was planning to launch a land operation into northern Iraq.

 

Arinc said the meeting was a “regular meeting” and there was no immediate plan for any cross-border assault.

 

“Right now there is no talk (of a ground operation) but when it is required, there will be no need to announce it beforehand or have meeting after meeting about it,” he said.

 

“Definitely do not think that this meeting was about a ground operation or anything to do with it.”

The Israeli air force is expanding its wing of unmanned aerial vehicles built by Israel Aerospace Industries and Elbit Systems, some to be used as missile-armed gunships.

 

Meantime, The Jerusalem Post reports that state-run IAI, Israel's leading defense contractor, is working with Rheinmetall Defense of Germany to develop a new weapons system for aerial drones to cope with proliferating threats facing the Jewish state.

 

The air force plans to form a new squadron of medium-altitude, long-endurance UAVs consisting of Elbit's Hermes 900 and IAI's Heron 1 to enhance its drone capabilities.

 

The Israeli air force bought three Hermes 900s for evaluation in May 2010 and is waiting for final approval from the General Staff of the Israeli armed forces to purchase new platforms under a five-year procurement plan currently being finalized.

 

The 900 is based on the smaller Hermes 450, which has been in service for several years. It has been widely used to carry out assassination missions against Palestinian militants in the West Bank and Gaza Strip using missiles.

 

The 900 variant can carry double the equipment payload of the 450. These include electro-optic cameras, laser designators, radar systems, electronic intelligence and electronic warfare suites.

 

The Israeli military's moves to reinforce its UAV capabilities comes amid new security threats in Egypt's Sinai Peninsula following deadly clashes in early August in which Palestinian extremists killed eight Israelis.

 

A senior military official disclosed Friday that the air force has deployed a special UAV unit along Israel's porous 150-mile border with Sinai north of the Gaza Strip.

 

Israel has had to bolster its forces on that frontier, which has been dormant since the country's March 1979 peace treaty with Egypt.

 

Al-Qaida operatives have infiltrated into Sinai amid the unrest that followed the downfall of Egyptian President Hosni Mubarak Feb. 11. They have apparently recruited disgruntled Bedouin tribesmen. More attacks are expected.

 

The Israelis are also preparing for possible conflict with Iran, Syria, Hezbollah in Lebanon and Hamas in the Gaza Strip, as well as unrest linked to the Palestinians' plans to declare statehood later this month.

 

All these fronts will require UAVs for surveillance, reconnaissance and combat missions.

 

The IAI-Rheinmetall joint venture to develop a loitering weapons system for UAVs would appear to fit into this conflict scenario.

 

The Post reported that the system is known as WABEP, the German acronym for "weapons system for standoff engagement of individual and point targets."

 

The newspaper's military correspondent, Yaakov Katz, said WABEP "is a combination of Rheinmetall's KZO drone and IAI's Harop attack drone." It is understood the Harop is already in service with Turkey and India.

 

The propeller-driven Harop, based on the earlier Harp craft, was designed to suppress radar systems linked to surface-to-air missile systems or similar high-value targets.

 

It "can fly to a designated loitering position where it searches for electromagnetic signals from surface-to-air missile batteries and then dives in to destroy them," Katz reported.

 

Such high-risk missions have in the past largely been carried out by manned "Wild Weasel" F-4 or F-16 aircraft.

 

"Loitering weapons systems is considered a highly classified topic in Israel, which is believed to have developed a number of systems over the years capable of loitering over battlefields and engaging static and mobile targets," Katz wrote.

 

"Such systems are believed to be critical ahead of a future conflict with an enemy like Hezbollah, which has deployed tens of thousands of missiles and launchers throughout Lebanon."

 

Harop was unveiled by IAI at the Paris Air Show in July 2009.

 

Jane's Missiles and Rockets monthly reported that it has an undernose turret with optical systems that include a thermal imager and color CCD camera.

 

"The vehicle can attack from any direction and from any angle between the horizontal and the vertical," JMR noted. "It is armed with a high-explosive fragmentation warhead."

Syria has shown interest in buying a whole range of advanced Russian air defense systems, a source in the Russian defense industry told RIA Novosti on Monday.

 

A group of Syrian observers is attending live firing drills during Combat Commonwealth air defense exercises carried out by CIS countries at the Ashuluk firing range in the Astrakhan Region near the Caspian Sea.

 

"Syria and some other countries are interested in long-range S-300 Favorit systems, medium-range Buk and short-range Tor," the source said. "Syrian experts want to make sure that these systems are indeed modern, powerful and effective weapons."

 

Syria, a major importer of Russian weapons, has bought MiG-29M fighter jets, Pantsir S1E and Buk-M2E air-defense systems from Russia, and hopes to receive MiG-29SMT fighters, Yak-130 combat trainers, Iskander tactical missile systems, and two Amur-1650 class diesel submarines.

 

Russia earlier announced it would honor a 2007 contract on the delivery of several Bastion anti-ship missile systems armed with Yakhont (SS-N-26) supersonic cruise missiles to Syria, despite efforts by Israel and the United States to stop the deal.

 

"We hope that the current political crisis in Syria will not affect the sales of Russian weaponry to that country," the source said. "The Syrian side has so far confirmed that it is ready to honor all existing contracts with Russia."

 

Russian experts believe that the expansion of arms exports to Syria could largely compensate for the loss of lucrative arms deals with Iran and Libya after a UN ban on arms sales to Tehran and the fall of Muammar Gaddafi's regime.

Israel Aerospace Industries is introducing a small 4x4 robotic platform to support infantry teams in dismounted operations.

 

Called the Rex, the platform employs a simplified method to recognize the path of its leading soldier, following the team's path with high accuracy using virtual "bread crumbs" the leading soldier leaves behind him.

 

Rex's dimensions and shape were determined to enable the robot efficient integration with common infantry tasks, such as entry into a building or jumping from helicopters.

 

Currently in final integration phases at IAI's robotics department, part of the LAHAV division, Rex has been presented to potential customers.

 

IAI said Rex, designed to carry troop supplies, was first unveiled in South Korea in 2009 but since then the unit has been made smaller.

 

Rex, powered by a piston engine, weighing about 330 pounds and can carry a 550-pound load. It also carries enough fuel to move more than 61 miles.

 

IAI said the robot follows simple commands similar to those used in dog training. The operator can instruct the robot to stay or move behind the force at a certain distance or close in. He can also transfer control to another team member at a press of a button.

 

The vehicle uses ultrasonic sensors to move forward, keeping clearing off obstacles along its way. Its movement path is determined by electronic "bread crumbs" automatically placed by the advancing infantry along the way. Multiple sensors are used to determine the vehicle's position relative to the supported team, both in open area, urban terrain or in Global Positioning Systems-denied conditions.

 

In situations where a vehicle should move on a different path, it can be driven by tele-operated by remote control unit.

Science Applications International Corporation (SAIC) has been awarded a contract by the US Army to build a third simulation, training and instrumentation centre for the Egyptian Armed Forces, which will use it to for large training exercises.

 

The US$46 million contract was awarded by the US Army Programme Executive Office for Simulation, Training and Instrumentation (PEO STRI). It will be executed over a period of three years.

 

The armed forces combat training centre (AFCTC) comprises software and hardware systems that support exercise control, field instrumentation, weapons engagement simulation, after action reviews, and live and constructive commanders training.

 

The AFCTC will allow brigade-level large training exercises and realistic force-on-force training.

 

SAIC earlier developed two other AFCTCs for Egypt under direct commercial contracts with the Egyptian Government.

 

“We are pleased to continue SAIC’s support of the Egyptian armed forces through the AFCTC No. 3,” said Bev Seay, SAIC senior vice president and business unit general manager. “The AFCTC programme is critical to preparing Egypt’s warfighters for their critical missions, and we look forward to helping them maintain training readiness and enhance their realistic modelling and simulation capabilities.”

IAI is introducing a small robotic platform called REX, designed to support infantry teams in dismounted operations. The robotic platform employs a simplified, specially developed method to recognize the path of its leading soldier, following the team’s path with high accuracy using ‘virtual bread crumbs’ the leading soldier leaves behind him.

 

REX’s dimensions and shape were determined to enable the robot efficient integration with common infantry tasks, such as entry into a building (narrow enough to move through doors) or jump from helicopters (the REX fits nicely inside a Blackhawk). Currently in final integration phases at IAI’s robotics department, part of the LAHAV division, REX has already been presented to potential customers and have raised considerable interest. Offloaded from its cargo, REX can be quickly reconfigured to evacuate a wounded soldier on a stretcher. The vehicle’s flatbed already has the attachments to secure the stretcher in place for such mission.

 

SInce the first introduction of REX in Korea, in 2009 the vehicle evolved, and shrinked in size to enable operations in enclosed spaces and urban terrain. According to program manager Uri Paz-Meidan, the small and compact robot was designed to support dismounted infantrymen by carrying various combat loads and supplies, offloading the warfighter from excess, non-combat loads currently carried on a mission. Such load generally includes food and water for extended mission, additional ammunition and many spare batteries of various types, to last the entire mission, as well as relatively heavy mission equipment such as man portable rockets and missiles, observation systems etc. In fact, the small robot is designed to support the modern infantry system, which adds much functionality to the warfighter’s mission but also increases the load weight. To sustain long operations REX will also be configured with battery storage bay and on-board charger feeding on the vehicle’s generated power to maintain a supply of fully charged batteries, reducing man-portable and consumption of spare batteries.

 

REX is designed as an all terrain 4×4 vehicle powered by a piston engine. The platform weighing about 150 kg can carry 250 kg load, enough to support an infantry squad on a 72 our mission. REX carries enough fuel to move over 100 km. Part of its load can include extra fuel to further extend operational endurance.

The compact robot follows simple commands similar to those used in dog training. The operator can instruct the robot to stay or move behind the force at a certain distance, or close in. He can also transfer control to another team member at a press of a button. The vehicle uses ultrasonic sensors to move forward, keeping clearing off obstacles along its way. Its movement path is determined by electronic ‘breadcrumbs’ automatically placed by the advancing infantry along the way. Multiple sensors are used to determine the vehicle’s position relative to the supported team, both in open area, urban terrain or in GPS denied conditions. REX was designed as a simple and reliable vehicle, responding to five basic commands. The robot is instructed to keep a short or long distance from the team it supports, ordered to ‘stay’ in its place or dash forward to link with the force Alternatively, in situations where a vehicle should move on a different path, it can be driven by tele-operated by remote control unit.

 

IAI unveiled the REX concept two years ago in 2009, introducing a larger model, configured as a 6×6 platform. Since then the concept evolved into the 4×4 version unveiled at the Latrun Land Warfare conference in 2011. The international debut is planned next month, at the AUSA exhibition in Washington DC.

Israeli commentators say that Turkey's pressing need for unmanned aerial vehicles, as its conflict with Kurdish separatists flares anew, may help mend the deepening rift between the onetime strategic allies.

 

The Turkish government of Prime Minister Recep Tayyip Erdogan expelled the Israeli ambassador Sept. 2 and severed military ties with the Jewish state over its refusal to apologize for the May 31, 2010, assault on a Gaza-bound aid flotilla in which nine Turks were killed.

 

The incident, which occurred in international waters in the Eastern Mediterranean, climaxed strained relations dating from February 2009 when Erdogan publicly denounced Israel at an economic forum in Geneva for its December 2008 invasion of the Gaza Strip, ruled by the militant Hamas Palestinian faction.

 

Some 1,400 Palestinians, most of them civilians, were killed in the 22-day incursion by a large Israeli force.

 

Defense links between the countries effectively came to a halt in May 2010, a heavy blow to Israel's high-tech defense industry, which depends on exports.

 

At the time, Turkey froze around 16 defense deals with Israel reportedly worth billions of dollars. Among the contracts affected was a 2005 joint venture between Israel Aerospace Industries, flagship of Israel's defense sector, and Turkey's Aselsan.

 

Under the $183 million deal, state-run IAI provided Turkey with 10 Heron 1 UAVs. Deliveries were completed before the cutoff but Israeli defense contractors continued to travel to Turkey to provide maintenance support.

 

Aselsan had another deal with Israel Military Industries, a private company, to upgrade 170 of the Turkish army's U.S.-built M60A1 main battle tanks.

 

The $687 million upgrade was completed in 2010. But IMI and Aselsan were reported to be bidding together for a new contract in Colombia, where Israeli defense companies have been making inroads over the last few years.

 

"The Turkish companies will not be able to bid for contracts without the Israeli companies," an Israeli defense official observed.

 

Israel's liberal Haaretz daily said the projects reportedly suspended included a $5 billion deal for 1,000 Merkava Mk 3 tanks.

 

IMI is the lead components contractor, including the 105mm or 130mm main gun. Assembly is handled by the army's Ordnance Corps.

 

Turkey also dropped IAI's Arrow-2 anti-ballistic missile system from its list of options for a new missile defense system worth as much as $2 billion. Only U.S., European and Chinese companies can now bid.

 

Turkey had expressed interest in a number of Israeli systems, including Rafael Advanced Defense Systems' Spike guided anti-tank missile, IAI's Barak 8 air-defense missile, Namer infantry fighting vehicles and electronic warfare systems.

 

Negotiations on these appear to have been suspended, although it's not clear where Turkey will now turn.

 

As far as the UAVs are concerned, on Aug. 31 Haaretz quoted a "senior Turkish source" as saying it was possible the 27-year war against the Kurdistan Workers Party, or PKK, "may actually be the factor that rehabilitates relations between Turkey and Israel.

 

"Turkey needs the UAVs and Israel is likely to be a good source, especially when the fact that Turkey already has a service platform for Israeli UAVs is taken into account."

 

The Herons provided by Israel have reportedly been deployed to gather intelligence on PKK fighters operating from neighboring Iraq's Kurdish region.

 

Hundreds of PKK guerrillas have been reported killed in Turkish airstrikes in recent days.

 

Expectations that Erdogan's Islamist government, which has made major political gains with regional Muslim states like Iran by severing its ties with Israel's military, will relent on the UAVs and possibly other weapons systems must be considered remote.

 

Analysts say Erdogan has invested too much in this, boosting his efforts to transform Turkey into a regional superpower with influence of regional events, to back down.

 

The Turkish armed forces were a key supporter of the alliance with Israel, which brought together the two most powerful non-Arab states in the eastern Mediterranean.

 

But Erdogan, with vast popular support, has succeeded in harnessing Turkey's once-powerful generals, who considered themselves the guardians of the modern secular republic established by Kemal Ataturk in 1922.

 

They had repeatedly intervened in politics between 1960 and 2002 when Erdogan's Justice and Development Party won its first election.

Othello system will allow IDF to respond immediately to rocket fire

 

This week, Israel Aerospace Industries unveiled the Othello system, which is an advanced optical system that detects launches (of rockets, anti-tank missiles and artillery) by identifying the optical signature during launches.

 

The system is able in real-time to determine the launch site, which will allow the Israel Defense Forces (IDF) to respond immediately.

 

The system is currently in advanced stages of testing.

 

The system can be installed on armored combat vehicles, light tactical vehicles and airborne platforms.

 

Also this week, the Rex system was unveiled. Rex is a small robotic platform capable of carrying 200 kilograms while accompanying soldiers operating in the field. Rex is intended to accompany groups of 3-10 soldiers during missions and can operate for 72 hours without refueling.

 

An aerospace industry official told IDF Website that "the future is unmanned robotic and aerial vehicles. We have a lot of work to do but we are advancing unmanned technologies in order to reduce casualties."

WASHINGTON - The United States is considering are request from Turkey to base Predator drones there to operate against Kurdish separatists based in northern Iraq, The Washington Post reported Sept. 10.

 

Citing unnamed senior U.S. military officials, the newspaper said a decision to deploy the drones could strengthen the U.S.-Turkish diplomatic alliance but draw the United States deeper into the conflict.

 

The U.S. military has flown unarmed Predators from Iraqi bases since 2007, sharing their surveillance video with Turkey as part of a secretive crackdown against fighters from the Kurdistan Workers Party (PKK), the report said.

 

But the counterterrorism partnership could end by Dec. 31, when all U.S. forces are scheduled to withdraw from Iraq. According to The Post, U.S. President Barack Obama's administration has not yet made a decision on the Turkish request.

 

Last month, the United States offered Turkey its continued support in the fight against PKK rebels, after they claimed responsibility for the deaths of eight Turkish soldiers in an ambush.

 

The attack took place in the Cukurca region of Hakkari province, close to the border with Iraq. Eleven others were injured.

 

Previously undisclosed diplomatic cables show Turkey has become highly dependent on the Predators, U-2 spy aircraft and other U.S. intelligence sources in its military campaign against the PKK, The Post said.

Une clôture « virtuelle » de haute technologie est édifiée le long de la frontière avec l’Egypte pour protéger Israël de l’infiltration et pour détecter les terroristes. La clôture “virtuelle” complétera la clôture matérielle dont la construction en cours est accélérée depuis les attentats terroristes meurtriers au Nord d’Eilat du mois dernier.

 

Les avantages de la barrière virtuelle sont ses capacités à identifier des objets d’une manière ciblée et détaillée et de réduire les fausses alarmes. Les détecteurs radar seront placés sur de hauts pylônes, permettant l’observation d’objets éloignés. Magna Technologies, une société de systèmes de défense, édifie la clôture virtuelle de plusieurs millions de dollars.

 

« Un tel système aurait sûrement empêché les attentats dans le sud », a déclaré Monsieur Chaim, PDG de Magna Siboni. «Je crois que les récents événements vont accélérer le processus de construction de la clôture, mais il y a eu un long processus de tests et de vérifications au cours des sept dernières années ». La clôture matérielle est prévue pour être achevée d’ici la fin de l’année prochaine, et 45 kilomètres (environ 25 miles) de clôture ont déjà été construits.

TEMOIGNAGE – Cette nuit aura été historique car elle marquera probablement la date du début de la fin de la paix froide entre l’Egypte et Israël. L’’ambassade israélienne au Caire, située en haut d’un immeuble d’une vingtaine d’étages, a été envahie vendredi soir par des manifestants

 

Ce matin, Benjamin Nétanyahou a condamné cette attaque, dénonçant un incident grave et une violation flagrante des conventions internationales. Le Premier ministre israélien a remercié les autorités égyptiennes d’être intervenues, tout en soulignant que l’attaque en elle-même était un coup grave porté au tissu de la paix.

 

Fait rarissime, Ehoud Barak, a téléphoné au Secrétaire Américain à la Défense Leon Panetta, et lui a demandé une aide pour aider à protéger l’ambassade. Six israéliens ont été sauvés par des commandos Egyptiens. Ils étaient bloqués dans l’Ambassade. Leur mort aurait entraîné une accélération de l’histoire entre Israël et l’Egypte. Le Ministre Egyptien de la Santé, a indiqué que trois personnes avaient trouvé la mort et que 1.093 personnes avaient été blessées lors de ces violences.

 

L’Ambassadeur et son entourage sont donc obligés de quitter le pays dans la précipitation. La fin de l’ère Moubarak entraîne à présent la chute de la Paix Froide entre les deux pays. Nous n’en sommes qu’au début. Le reste viendra très vite. Un véritable effet domino.

 

Ce samedi matin des heurts entre les manifestants et la police ont repris dans le quartier de Giza, au Caire, où se situe l’ambassade, rapporte la chaîne satellitaire égyptienne Nile TV. Les manifestants exigent de rompre les relations diplomatiques avec l’Etat hébreu.

 

Au Moyen-Orient tout peut arriver en un jour. La situation est toujours très volatile. Ce n’est pas par hasard si des milliers de personnes surveillent avec une très grande vigilance les frontières de l’Etat Hébreu. Un 11 Septembre version Tel-Aviv est toujours possible. J’ai des souvenirs inoubliables depuis 1983 sur le Moyen-Orient en mouvement.

 

Ma première expérience d’un brusque changement d’atmosphère a eu lieu il y a vingt ans. En 1991, des scuds sont tombés pas très loin de chez moi. Tout avait changé au Moyen-Orient après ce premier tir ordonné par Saddam. (Plus tard j’ai eu l’une des plus grande revanches de ma vie. Preuves à l’appui, j’ai été le premier à annoncer très tôt le matin d’un samedi dans IsraelValley et en langue française la mort de Saddam. Sur internet mon nom est depuis associé à la mort brutale de ce tyran sanguinaire).

 

Je me suis donc levé vers 3 heures du matin pour savoir ce qui se passe dans le monde. L’Egypte est en première page de Ynet. Sur internet déjà tout était dit au milieu de la nuit : l’Ambassade d’Israël au Caire est occupée et ravagée par des manifestants. Après un bref appel de trois minutes auprès d’amis du Ministère des Affaires étrangères à Jérusalem, j’ai compris.

 

Les israéliens sont en train d’entendre en Egypte le mot : “dégage!”. La culture de la haine des juifs et d’Israël est plus forte que tout. Pour parvenir au pouvoir les tyrans arabes n’hésitent jamais à annoncer qu’un “ennemi est aux portes”. Le “Printemps arabe” est un bluff médiatique pour les israéliens.

 

Hier, après un cours de trois heures que j’ai donné à IDC Business School (Hertzlya) au MBA, je me suis rendu à un mariage. Plus de 350 personnes (très grande majorité des jeunes de 25 ans) ont fêté dans une joie indescriptible cet évènement. En retournant chez moi je parle de cette fête exhubérante avec mon entourage. Et là j’apprends au détour d’une phrase que le frère adoré du marié a été récemment tué à la guerre. Tout le monde le savait, sauf moi. Le choc.

 

Les jeunes israéliens font la fête toujours éphémère et salutaire. Ils savent bien, pour nombre d’entre-eux, qu’ils vont replonger sans aucun doute dans la prochaîne bataille d’Israël. Ils n’en parlent jamais de manière explicite. Vivre à fond et à toute vitesse est une obligation ici.

Les "Héron" turcs reviendront-ils un jour survoler les montagnes du Kurdistan? Une dizaine de ces drones de fabrication israélienne avait été livrée à la Turquie l'an dernier, avec de longs mois de retard, pour la somme de 183 M$. Finalement, les avions sans pilote avaient pu être déployés pour survoler les zones censées abriter des rebelles kurdes du PKK, sur le territoire turc et irakien. Mais six des 10 drones ont été victimes de pannes et la maintenance, selon le contrat signé entre les deux armées, fait partie du service. Les avions ont été renvoyés à Tel-Aviv.


Depuis, la crise diplomatique entre la Turquie et Israël s'est envenimée. Ankara a expulsé les diplomates israéliens, à l'exception de l'attaché militaire et le premier ministre Erdogan a annoncé la rupture des toute coopération militaire, ainsi que des contrats signés dans l'industrie de l'armement. Mais il y avait les drones. "Erdogan a accusé Israël de ne pas avoir fait preuve de "loyauté sur les accords bilatéraux en matière d'industrie de défense".


"On leur a envoyé des drones, ils ne nous les ont pas restitués, prétextant des problèmes de notre côté. Est-ce éthique ?"

Israël a démenti toute entourloupe et assure que les drones seront renvoyés en Turquie sitôt les moteurs réparés.

La Royal Navy d’Oman est intervenue de façon offensive pour libérer un navire indien, le Tiba-2 Halima, qui avait été capturé par les pirates le 1er septembre. Lors de l’opération menée par le RNO Musandam, un pirate somalien a été blessé mortellement ainsi que deux des otages : le capitaine et un marin, tous deux Indiens du Gujarat, pris sous des tirs croisés. Parmi les 10 autres marins retenus en otage, l’un d’entre eux a été gravement atteint et sept autres souffrent de blessures légères selon des sources hospitalières qui se sont confiées au Times of Oman ; deux autres ont pu s’échapper sains et saufs. « Les pirates nous ont utilisé comme un bouclier humain quand ils ont vu le navire se porter à notre secours » témoigne un des survivants. Mais, apparemment, dès l’intervention des militaires, les pirates se sont rendus et ont été incarcérés par les gardes-côtes. La marine d’Oman était déjà intervenue, la semaine précédente, pour déjouer une attaque sur un navire battant pavillon libérien à seulement 34 milles nautiques de Salalah.

A senior Iranian commander says the Islamic Republic has succeeded in the design and production of a domestically-manufactured long-range radar system.

 

The advanced system can detect, intercept and destroy aircraft equipped with radar cross-section system (RCS), cruise missile and strategic long-range aircraft, the commander of the Khatam al-Anbiya Air Defense Base, Brigadier General Farzad Esmaili, said on Wednesday.

 

He added that the cosmos radar, designed by experts of the military base, can detect objects at a range of several thousand kilometers and will join Iran's air-defense in the near future, IRIB reported.

 

The Iranian commander emphasized that the Islamic Republic strongly monitors the slightest possible moves by any country.

 

Khatam al-Anbiya Air Defense Base is in charge of detecting and destroying any aircraft seeking to launch an aggression against the country, Esmaili pointed out.

 

The United States and Israel have repeatedly threatened Tehran with the "option" of a military strike, based on the allegation that Iran's nuclear work may consist of a covert military agenda.

 

Iran says its nuclear program is completely peaceful and within the framework of the Nuclear Non-Proliferation Treaty, to which it is a signatory.

 

Iranian officials have warned that the Islamic Republic will give a firm and crushing response to any act of aggression by the US and Israel.

KUWAIT: Kuwait's Minister of Defense Sheikh Jaber Al-Mubarak Al-Sabah yesterday met with United States Air Force (USAF) Secretary Michael Donley to discuss military cooperation between Kuwait and the US.

 

During the meeting at Bayan Palace, the friendly discussions between Sheikh Jaber Al-Mubarak, who is also First Deputy Prime Minister, and the senior American official touched on a number of subjects of mutual interest.

 

The meeting was also attended by the Deputy Army Chief of Staff, Lieutenant General Khalid Al-Jarrah Al-Sabah and the Commander of the Kuwaiti Air Force, Lieutenant General Abdulaziz Al-Jassem. - KUNA

Bien sûr, on a appris à se méfier. A y regarder à deux fois avant de s'enflammer, à prendre les déclarations, confiantes ou alarmistes, avec recul et circonspection. Maroc, Corée du Sud, Pays-Bas, Singapour, Libye, Brésil : le track-record récent des négociations pour la vente à l'export du Rafale (photo AFP) n'est pas fait pour inciter à l'optimisme. Personne n'a oublié le communiqué du président brésilien Lula le 8 septembre 2009 : « Compte tenu des transferts de technologies et des garanties offertes par la partie française, le président Lula a annoncé la décision du Brésil d'engager des négociations avec les GIE Rafale pour l'acquisition de 36 Rafale ». Tout le monde y a cru, y compris l'auteur de ces lignes, qui s'en flagelle encore. On connaît la suite : contre-attaque américaine, rumeurs dans la presse brésilienne sur la préférence de l'armée de l'air pour le Gripen suédois, et de la présidente Dilma Rousseff pour le F-18 américain, et enterrement du dossier sine die.

 

Pourtant, le dossier de la vente du Rafale aux Emirats Arabes Unis semble à nouveau avancer dans la bonne direction. A défaut d'être optimiste, on peut quand même chercher quelques raisons de l'être. Revue de détail des trois raisons d'y croire.

 

1. La Libye

 

Le délégué général pour l'armement Laurent Collet-Billon ne s'est pas caché derrière son petit doigt lors de l'université d'été de la Défense, le 6 septembre. Le conflit libyen ? « En matière commerciale, il n'y a pas de meilleure publicité pour le Rafale que ce genre d'opération. » Reconnaissance, supériorité aérienne, frappes ciblées : le chasseur français a démontré sa polyvalence sur le terrain, en première ligne. Et validé les performances des missiles AASM et Scalp. « Le Scalp a été délivré avec une précision remarquable, de l'ordre du mètre », a indiqué le DGA. Autant d'atouts pour séduire le prospect émirati, qui n'achèterait pas seulement un avion, mais tout un système d'armes.

 

2. Des spécifications revues à la baisse

 

Conséquence de cette efficacité : les Emirats semblent avoir renoncé à une bonne partie des améliorations techniques réclamées au départ. La version proposée par Dassault devrait finalement être proche du modèle de l'armée de l'air française, Thales apportant juste un radar à portée améliorée (dit à antenne active) par rapport à son RBE2, un impératif pour le pays qui craint une menace iranienne très proche. Abu Dhabi semble en revanche avoir renoncé à une augmentation de la poussée du moteur M88 de Snecma à 9 tonnes : le client se contenterait des 7,5 tonnes de poussée actuelle.

 

3. Un vrai marché pour les Mirage 2000-9

 

C'est l'une des pommes de discorde de la négociation avec les Emirats : que faire de la soixantaine de Mirage 2000-9 de l'armée de l'air émiratie en cas d'achat du Rafale ? Abu Dhabi plaide pour une reprise des appareils par la France, qui n'en a guère les moyens, même si l'armée de l'air n'aurait pas forcément tiqué à l'idée de récupérer ces appareils performants et récents pour remplacer ses Mirage F-1 en fin de vie, par exemple.

 

La seule solution semble donc de revendre ces appareils dans d'autres pays. A 20 millions d'euros pièce, chiffre évoqué aujourd'hui dans les Echos, l'opération paraît jouable, bien que complexe : l'avion est excellent, les Emiratis en sont très contents. L'Egypte, le Pakistan et même dernièrement l'Irak avaient été cités dans la presse comme clients potentiels. « Le marché, à ce niveau de prix, est bien plus ouvert que pour un appareil neuf de type Rafale, expliquait récemment à Challenges Richard Aboulafia, vice-président du cabinet américain Teal Group, spécialiste de la défense. Arrêter la production du Mirage 2000 a peut-être été une grande erreur de la part de Dassault.»

TEHRAN, Iran - Iran toughened Sept. 8 its criticism of Turkey over its plan to host an early warning radar as part of NATO's missile defense system, saying it will create tension and lead to "complicated consequences."

 

"We expect friendly countries and neighbors ... not to promote policies that create tension, which will definitely have complicated consequences," foreign ministry spokesman Ramin Mehmanparast said in remarks carried by the state television website.

 

"We believe that the installation of some parts of the NATO missile system in Turkey will not help the security and stability of the region at all, nor that of the host country," Mehmanparast said.

 

Iran "condemns any action that creates an arms race in the world and region," he added.

 

On Sept. 5, Tehran criticized Ankara in a more subtle tone, with a deputy foreign minister saying the missile shield radar would not "improve security in the region."

 

"Iran and Turkey are two friendly neighboring nations ... and have the ability to fully preserve their own security without any foreign intervention," said Hassan Ghashghavi, deputy minister for consular affairs.

 

The remarks came after Ankara announced that technical negotiations on the deployment of the radar had "reached a final stage."

 

"It is foreseen that the early warning radar system dedicated by the United States to NATO will be deployed in our country," Selcuk Unal, spokesman for the Turkish foreign ministry, said on Sept. 2.

 

Leaders of the 28-member NATO alliance gave their backing last year for the Europe-wide ballistic missile shield, which US officials say is aimed at thwarting missile threats from the Middle East, particularly Iran.

 

Since Sept. 5, there has been a growing chorus of military officials and lawmakers criticizing Turkey. This is a rarity, as Tehran has made maintaining good relations with Ankara a priority in recent years and has considered Turkey an ally for its refusal to implement Western sanctions against Tehran over its controversial nuclear program.

 

Iranian leaders have also publicly applauded Turkey for its falling out with Tehran's regional arch-foe Israel. "American and Western presence in Muslim countries is troublesome and harmful to these countries," said Defence Minister Ahmad Vahidi.

 

"The West ... should be aware that we will not tolerate any aggression against our national interests by any country," he added.

 

Esmaeel Kosari, an influential Iranian lawmaker and member of the foreign policy committee, on Sept. 7 accused Turkey of adopting an "ambiguous dual approach" in its recent decisions.

 

"While Turkey's past stances used to raise hope amongst Muslim nations, its recent decisions are giving rise to doubt and uncertainty," Kosari was quoted as saying by Fars news agency.

 

"Regional nations cannot tolerate contradictions in Turkey's behavior," he said, while advising Ankara to reconsider its decision on the missile shield.

 

Another top Iranian lawmaker, Mohammad Dehghani, who sits on parliament's presiding board, said the decision to host NATO radars showed Turkey's "naivete" and its "behind-the-scenes collusion" with the West.

 

He also regretted Turkey's recent decision to toughen its stance on the popular revolt in Syria being repressed by President Bashar al-Assad, Iran's main regional ally.

 

"Turkey has recently joined efforts by America and the Zionist regime in delivering a blow to the resistance front in Syria," Dehghani said.

The NATO anti-missile system to be deployed in Turkey is important for the region, the prime minister has said, making the first indirect acknowledgement by Ankara that it targets the threat posed by Iran.

 

“We are of the opinion that the step taken [in deploying the radar system] is important for our region. That’s why we, as the government, have decided [to station the system in Turkey] after broad consultations,” Prime Minister Recep Tayyip Erdoğan said late Tuesday.

 

The Turkish government’s decision to host the radar system as part of the international missile-shield project comes as Ankara declared sanctions against Israel. Turkish Foreign Minister Ahmet Davutoğlu said Ankara had only decided to deploy the radar system, not to station anti-ballistic missiles and their launching systems, on its soil. Foreign Ministry officials meanwhile underlined the fact that the missile-defense system was “not against any specific country but against a general threat of a nuclear attack.” At last year’s Lisbon Summit, Turkey sided against a number of NATO countries in insisting that the alliance not specify the nuclear threat posed by Iran in its new strategic concept. Erdoğan’s statement Tuesday, his first remarks on Turkey joining the missile-shield program, is seen however as an important indication that Turkey’s joining the project is in line with its overall regional evaluations. According to the Missile Defense Agency, a unit of the U.S. Department of Defense, both Iran and Syria have short- and medium-range ballistic missiles whose range covers all of Turkey.

 

Iran’s launch of a solid-fuel, 2,000-kilometer-medium-range ballistic missile demonstrated a capability to strike targets in Israel as well as southern Europe. Turkish military and government officials have expressed their concerns in the past about a nuclear Iran, but Erdoğan once described the claims that Tehran possesses nuclear weapons as “rumors.

A US lobbyist says the early warning radar that will be deployed in Turkey is specifically designed to pinpoint missiles fired from Iran toward the US and Europe

 

The early warning radar system designed by United States that will be installed in Turkey is specifically designed to pinpoint missiles fired from Iran toward the U.S. and Europe, according to the chairman and founder of the Missile Defense Advocacy Alliance, or MDAA, in the U.S.

 

“The AN/TPY-2 radar system is there only for Iran,” missile defense lobbyist Riki Ellison told the Hürriyet Daily News in an interview on Monday. “It will work with the missiles on U.S. ships outside of Turkey and on the new site in Romania that will be in place in 2015,” Ellison said.

 

Iran’s defense minister on Tuesday criticized NATO for the pending deployment of an early-warning radar system in Turkey, saying Tehran would not tolerate any aggression against its national interests, Reuters news agency reported.

 

The Turkish and U.S. governments said Friday that the radar system will help spot missile threats coming from outside Europe, including potentially from Iran.

 

Minister Ahmad Vahidi warned Turkey about the radar system, which Ankara says is not aimed at any specific country.

 

“The West claims the radar system [in Turkey] is not meant to confront Iranian missiles, but they should be aware that we will not tolerate any aggression against our national interests,” Vahidi was quoted by state TV as saying.

 

Diplomatic sources from the Turkish Foreign Ministry told the Daily News on Tuesday that the radar system in Turkey would not be aimed at any specific country, including Iran.

 

The ministry said deploying the early-warning radar system in Turkey was part of a new NATO policy that included a new defensive concept of preventative deterrence.

 

Foreign Ministry sources said that within this new concept, geographically the best role for Turkey to play with minimum risk and maximum benefit would be to be one of the countries where a preventative radar system is deployed.

 

‘Part of Obama’s defense policy’

 

Ellison gave details of the radar defense system designed by the U.S. that will be installed in Turkey, saying that it will be a very highly defined radar system.

 

According to Ellison, the radar system in Turkey will work with the missiles on U.S. ships outside of Turkey and also on the new site in Romania that will be in place in 2015. “The system will have the capability to protect all of Turkey and Southern Europe with the missiles we have in the Mediterranean against Iranian short- and medium-range missiles,” Ellison said.

 

He said the system was not for Israel, adding that the area is too far north for Israel and Israel already has its own systems. “Deployment of this radar in Turkey is the last part of President Obama’s defense policy statement,” Allison said.

 

“In Phase 1 of Obama’s defense policy statement, until the end of this year, the radar will be deployed in Turkey with a U.S. ship in the Mediterranean right now with the SM-3 block IA missiles. There will also be a fire control solution in Germany. Those are all being deployed. So this is the last piece of the Obama’s specific plan,” Ellison said.

 

‘Closest point to Iran’

 

Allison said the location for the radar system would be selected by Turkey and the U.S., and that it would most probably be in the area closest to Iran.

 

“I don’t think it will be deployed on a U.S.-operated naval base such as the base in Adana for technical reasons. Because the closer it is to the Iranian border, the better it is,” Ellison said.

 

According to Ellison, there will be mostly U.S. civilians in charge of the radar system but very few U.S. troops around it, with Turkish soldiers in charge of protecting the area where the radar is located instead.

 

The information from the radar system will go directly to Ramstein Airforce Base in Germany and then it will be shared by all of NATO, Ellison said.

 

“That radar will be able to pick up anything that comes across Turkish airspace from anywhere. So for instance if Pakistan fires missiles in that direction, it can pick them up. It can cover anything flying over Turkish airspace,” Ellison said.

 

“The radar will stay as long as there is a legitimate threat from Iran,” he said. “They are there so that Iran will not have any missiles. They are now building new long-range missiles. So as long as Iran has missiles, this system will be there and defend America. If Iran gets a long-range ballistic missile, they can attack the U.S. and the radar will be protect from that. The radar will also have the first opportunity to look at them and be able to track them and give targeting information. It is mainly a tracking radar,” Ellison said.

 

Ellison said there was a similar radar deployed in Japan that protects the U.S. from possible North Korean long-range missiles.

Dassault a envoyé une équipe de négociateurs sur place le week-end dernier boucler les derniers détails d'une proposition technique et commerciale. Les Emiriens évoquent l'échéance du Dubai Airshow, mi-novembre. L'expérience brésilienne incite cependant à la prudence.

 

Entamées il y a un peu plus de trois ans, les négociations pour la vente d'une soixantaine de Rafale aux Emirats arabes unis se sont accélérées ces derniers jours. A la demande d'Abu Dhabi, Dassault a envoyé sur place le week-end dernier une équipe pour boucler une proposition technique et financière, a-t-on appris de sources concordantes. Celle-ci pourrait être remise d'ici à la mi-septembre.

 

Les Emiriens auraient évoqué l'échéance du Salon Dubai Air-show, qui ouvre ses portes le 13 novembre, pour une possible annonce. Ils pourraient alors officialiser l'entrée en phase finale des négociations.

 

L'expérience brésilienne incite toutefois à la prudence. Fin 2010, à l'approche du départ du président Lula, l'optimisme dominait encore dans le camp français. A tort. Crise aidant, Dilma Roussef qui a succédé au président Lula, a renvoyé sine die la modernisation de l'aviation de combat du pays.

 

Aux Emirats, le contexte est différent, puisqu'il ne s'agit pas d'un appel d'offres, mais d'une négociation de gré à gré. Les autorités locales sont donc davantage maîtresses de leur calendrier.

 

Forte d'une armada de 80 F-16 et de 60 Mirage 2000 tous très modernes, l'armée de l'air des Emirats n'a pas - sur le papier -d'obligation urgente de renouveler sa flotte. Evoquer une échéance pourrait constituer un moyen de faire pression sur Dassault pour baisser les prix. « Pour qu'ils annoncent quelque chose lors du Dubai Airshow, il faut qu'ils aient une raison majeure de le faire », confirme un observateur.

 

Du côté de l'Elysée, l'agenda est différent. Contrairement à son prédécesseur, Nicolas Sarkozy s'est beaucoup impliqué pour défendre le Rafale sur la scène internationale. A quelques mois de la présidentielle, l'annonce de la première vente à l'export serait du plus bel effet. Quitte à ce que la signature du contrat en bonne et due forme intervienne après mai 2012.

 

En attendant, les négociations avancent comme jamais depuis qu'Abu Dhabi a annoncé leur ouverture par un communiqué de quelques lignes, en juin 2008. Tous les chapitres sont ouverts. La configuration technique ? Elle devrait finalement être proche de celle du modèle français, avec un radar dont la portée sera améliorée, mais un moteur de 7,5 tonnes de poussée, et non plus de 9 tonnes. La guerre en Libye y est pour beaucoup : elle a démontré toutes les capacités de l'appareil. Le volet maintenance est en cours de finalisation ; l'armée de l'air française a fait des propositions à son homologue pour la formation et une offre est sur la table pour l'armement (missiles 2ASM et Meteor de MBDA).

 

Reste une question de taille : si les négociations débouchent, quid des Mirage 2000 émiriens ? La France s'est-elle engagée à les reprendre pour essayer de les revendre ensuite ? Auquel cas l'impact sur les finances publiques ne sera pas neutre. Chaque appareil est estimé à 20 millions d'euros environ. Soit 1,2 milliard au total pour les 60 exemplaires. Si Abu Dhabi achète des Rafale, leur livraison sera cependant étalée sur plusieurs années. La reprise éventuelle des Mirage sera donc étalée elle aussi. Qui plus est, du fait de leur très bon rapport qualité-prix, ces appareils peuvent intéresser des pays à la flotte vieillissante, mais aux moyens limités. Enfin, la France pourra cofinancer tout ou partie des évolutions de son programme Rafale avec les EAU, plutôt que de payer toute seule.

Head Logistics Officer speaks of recent advancements at the Fifth Annual Latrun Conference

 

The Israel Defense Forces (IDF) Logistics Corps will soon implement unmanned vehicles used for supply transport and enhance soldier durability, according to Head Logistics Officer, Brig. Gen. Mofid Ganem who spoke at the Fifth Annual Latrun Conference today, Tuesday (September 6).

 

Brig. Gen. Ganem addressed supply transfer challenges in complex warzones and future logistics solutions.

 

A 'supply chain' refers to transfer of supplies such as food, medical equipment, fuel, ammunitions and other, to combat soldiers in the field during an emergency. The equipment is transported in a variety of ways that require securing of routes.

 

"We've improved supply transportation since the Second Lebanon War," said Brig. Gen. Ganem. "We train the forces to create better suited routes."

 

Since logistics soldiers are many times required to enter warzones, they will now be trained accordingly.

 

"We teach our logistics officesr to approach the forces in spite of the dangers," explained Brig. Gen. Ganem. "In enemy presence we will be able to employ logistics soldiers as security forces as well, trained to fight and better understand the situation."

 

Brig. Gen. Ganem discussed technological advancements in command and control systems as well as incorporating the use of unmanned aerial and ground vehicles.

 

The vehicles will transport supplies to infantry forces without risking human life. "These will definitely be taken into consideration in the upcoming IDF's multi-annual plan," he said to IDF Website.

 

Lighter and longer-lasting supply carriers are being developed as well.
