Belgium-based small arms manufacturer FN Herstal unveils the next generation FN MINIMI® light machine gun in both 5.56mm and 7.62mm calibers during the MILIPOL exhibition in Paris (19 - 22 November 2013).

 

The modifications introduced on the FN MINIMI® Mk3 result from feedback provided by users engaged in current operating theatres. Indeed, the demands of users have evolved over the past 10 to 15 years due to changes in the way the FN MINIMI® machine gun is used in combat (increased use of accessories, evolutions in the soldier's equipment, and changes in tactics such as shooting from all positions).

 

The new FN MINIMI® Mk3 offers the users improved ergonomics and improved mobility while retaining the same core mechanism as the previous versions, for a limited impact on logistics.Main changes are:

 

    An ergonomic buttstock adjustable in length (5 positions) to allow compensation for body armor and load bearing equipment. The buttstock is adjustable for cheek rest height as well. The user can have his eye correctly aligned with the iron sights, or optical sights, while keeping his cheek properly positioned on the buttstock. It also integrates a folding shoulder rest and a hydraulic buffer that stabilizes the rate of fire and reduces felt recoil

    A new handguard/bipod assembly that provides a comfortable handguard and three forward MIL-STD 1913 Picatinny® accessory rails.The adjustable-height (three positions) bipod, when folded back, integrates into the shape of the handguard even with an accessory on the lower rail

    An ergonomically-shaped cocking handle that gives the user a better grip with the strong or weak hand

    An improved feed tray with belt retaining pawls that hold the belt correctly in position during the loading procedure, which is most useful

    when the user is in the standing position

    An optional heatshield that greatly reduces the risk of inadvertently touching the barrel

    The convertibility of the FN MINIMI® 7.62 to fire 5.56x45mm

    ammunition.

 

Customers with 5.56mm or 7.62mm FN MINIMI® machine guns already in service are not left behind. FN Herstal offers them a customised upgrade programme to upgrade partially or completely their weapons: adapted to their exact needs and easily carried out by the armorer on site using the supporting documentation provided with the conversion kits. FN Herstal's technical experts are also available to help the customer make the right choice among the various conversion kits or accompany him during the converting operations.

 

The new FN MINIMI® Mk3 machine gun in 5.56mm and 7.62mm calibers, as well as the various conversion kits, will be on show on FN Herstal's booth during the MILIPOL exhibition in Paris (Belgian Pavilion, hall 5, booth no. M217).

US Navy: New Shipbuilding Standards Not Needed

'Won't Drive Shipbuilders Out Of Business'

 

WASHINGTON — Across the board, all of the US Navy’s shipbuilding programs are improving, reports the Government Accountability Office (GAO). But too many ships are being accepted still needing work, the GAO says, and the Navy needs better standards to get the work done before taking delivery.

The Navy, however, says the service already has good practices in place, and forcing shipbuilders to deal with one-size-fits-all standards would result in higher costs and more delayed deliveries.

“There can be a standard of practice, but I’m uncomfortable with saying all ships will be delivered with no discrepancies,” Rear Adm. David Lewis, program executive officer for ships under the Naval Sea Systems Command, said during an interview Nov. 20. “That could end up driving the Navy to spend tens of millions of dollars to save a couple million, and that’s not a good outcome.”

The GAO report, released Nov. 19, details deficiencies on most recent Navy surface ship programs. Even in the worst cases — the LPD 17 San Antonio-class amphibious transport docks and the Littoral Combat Ship programs — the statistics show gradual and sometimes dramatic improvement in shipyard performance.

“In recent years, Navy leadership has increased its focus on reducing what it considers to be the most serious deficiencies at the time of ship delivery with some notable successes,” GAO said. “However, the continued practice of accepting ships with a substantial number of deficiencies differs from the commercial practices we observed and can be attributed to differing interpretations of what Navy policy requires.”

Lewis defended the Navy’s policy of setting standards, but evaluating each situation as needed.

“Each ship and program is a little bit different,” he said. “Each shipyard is different, and the problem that shipyard is having at any particular time is different. There’s a variety of performance among the yards. Some are doing very well and some — well, today they’re all doing pretty well. But back then, some had some issues. And I would like to be able to deploy tools to make the yards that are deficient better, and not necessarily have to deploy those tools on yards that are doing just fine.”

While GAO investigators visited all the Navy’s shipbuilders, they also visited a number of shipyards doing commercial work, and looked at the performance of several commercial designs. In many cases, GAO is impressed with how the commercial world handles shipbuilders.

“Leading ship buyers have made a business decision that the risks to quality belong with the shipbuilder,” GAO said. “They also make greater use of how payments are structured in the shipbuilding contract to incentivize the builders to ensure timely correction of deficiencies.”

Lewis, however, bristled at the suggestion that treating the Navy’s shipbuilders should be akin to the commercial world.

GAO, Lewis, said, “mentioned that in the commercial world they might have up to a dozen yards bidding on a commercial ship contract. I’m lucky to get three.

“They implied that … if a shipyard was sued for damages, they could go bankrupt. If a shipbuilder can’t perform [and] is paying all that cost, that could drive a shipbuilder out of business in the commercial world. I can’t do that. I’m not allowed to do that, I don’t want to do that.

“In my world, I don’t want cutthroat competition,” he added. “I want competition, but I don’t want any of these shipyards to go away.”

With fewer shipbuilding choices, the Navy, he said, is more interested in improving the shipyards’ performance than penalizing them.

“In the commercial world,” Lewis said, “if someone is performing badly, you just don’t do business with them anymore. You ditch them and you’ve got eleven other bidders. You don’t care about the industrial base in the international commercial world.

“In naval shipbuilding in the United States, I care deeply about the industrial base. If I have a shipbuilder that’s got problems, I want that shipbuilder to not have problems.”

A mandatory policy, he said, would not work with naval shipbuilding.

“A standardized policy that mandates certain fixed points of performance makes me uncomfortable given the variety of situations I have and the variety of the shipyards. My responsibility is to work with the shipbuilders to bring them in compliance with our contractual standards.

“I can’t drive them out of business, and I won’t drive them out of business,” he declared.

Of the GAO’s other recommendations, Lewis said the Navy is essentially already doing what the watchdog agency suggests.

“We concurred with a lot of the recommendations. They’re good recommendations, but the reality is that’s what we’re doing,” Lewis said.

“They’re basic research is good — factually correct. It shows what we’ve been doing, beefing up our presence [in the shipyards]. Shows we are doing what we said we would do — building ships with fewer defects.

“But telling me we need more policy and oversight is not a helpful thing.”

Patriot performance excels in PAC-3 test firing

Annual program designed to test readiness in the field

 

Raytheon Company's Patriot Air and Missile Defense System successfully test fired two Patriot Advanced Capability-3 missiles at White Sands Missile Range, N.M. The mission consisted of two single firings against single tactical ballistic missile representative targets.

 

"Patriot's successful track record is testament to its continual testing and evolution," said Ralph Acaba, vice president for Integrated Air and Missile Defense at Raytheon's Integrated Defense Systems business. "Our customers have confidence in the Patriot systems they depend on to protect their nations from evolving threats. This test is just the latest of over 2,500 search track tests and more than 1,000 Patriot missiles that have been flight tested under real world combat and test conditions."

 

The test firing was part of the Field Surveillance Program (FSP) and, with potential international customers in attendance, is the second successful FSP mission in the span of 12 months. Annual FSP firings are intended to demonstrate the viability and performance of existing fielded interceptors. Interceptors are selected at random for independent assessment of the globally fielded interceptor lot.

 

Raytheon assists its worldwide Patriot customer base in maintaining its operational readiness. Earlier this month, the Japan Air Self-Defense Force successfully completed a series of test firings at its Annual Service Practice at McGregor Range, N.M. In October, the Republic of Korea conducted a successful test of its Patriot system.

Toronto, le 18 novembre 2013 – Thales Canada a annoncé la nomination de Mark Halinaty au poste de Président-directeur général, Thales Canada Inc., succédant ainsi à Paul Kahn, qui prend d’autres responsabilités au sein de Thales Royaume-Uni.

 

Mark Halinaty a précédemment occupé divers postes au sein de la société, y compris Vice-président et Directeur général Défense et Sécurité à Ottawa, Vice-président Exploitation pour Thales Canada, supervisant les activités Transport, Défense et Sécurité et Avionique, ainsi que Vice-président de l’ingénierie pour Thales Canada, Solutions de Transport, à Toronto.

 

Pendant cette période, il a travaillé sur un grand nombre de projets et a occupé plusieurs postes-clés dans les domaines technique et commercial, notamment le poste de Directeur général des solutions de signalisation ferroviaire de Thales au Royaume-Uni.

La société française Thales a annoncé mardi avoir obtenu un contrat de 20 millions $ sur cinq ans pour mener des travaux d’innovation scientifique et des projets technologiques afin d’améliorer la sécurité publique et la sécurité nationale du Canada.

 

Le travail sera dirigé par Thales Canada, à partir du nouveau centre Thales Recherche et Technologie Canada, à Québec. Thales donne peu de détails sur la nature des travaux, seulement qu’elle et une équipe de 18 partenaires technologiques réaliseront des travaux d’innovations scientifique et des projets technologiques afin d’améliorer la sécurité publique et la sécurité nationale du Canada pour Recherche et développement pour la défense Canada (RDDC), une division de la Défense nationale.

 

La société évalue à 50 le nombre d’emplois créés, au cours de la durée de cinq ans de ce contrat, avec 60 différents types de spécialisations nécessaires, dont des programmeurs, des ingénieurs système et des spécialistes dans chaque domaine d’expertise.

La Russie lancera la production des chars lourds Armata d'ici 2016, a annoncé mercredi à Moscou Viatcheslav Khalitov, directeur général adjoint du groupe de recherche et de production Uralvagonzavod de Nijni Taguil.

 

"Nous passons à l'étape suivante des travaux de conception et des essais qui sera achevée en 2015. La production en série commencera d'ici 2016", a indiqué M.Khalitov devant les journalistes.

 

Selon lui, Uralvagonzavod fabrique trois prototypes sur la base du châssis lourd Armata. La société a décidé de lancer la production en série des chars Armata avant la fin des travaux de conception et des essais.

 

Uralvagonzavod réalise en outre un contrat sur la modernisation de chars T-72B/B1 pour l'armée russe.

 

"Nous avons un bon contrat de trois ans. Cela a permis aux usines du secteur des blindés d'adopter un calendrier bien équilibré. Nous remercions le ministère russe de la Défense qui a opté pour les contrats à long terme", a noté M.Khalitov.

Pentagon ramps up cybersecurity measures for defense industry

The Defense Department is ramping up its efforts to protect sensitive and classified details of its next-generation weapons systems, amid the growing threat of cyber espionage.

 

For the first time, the Pentagon will now require all defense contracting firms doing business with the department to install "established information security standards" on classified and unclassified computer networks.

 

Weapons makers with Pentagon contracts will now also be required to report security breaches of their networks "that result in the loss of unclassified controlled technical information from these networks," according to the Pentagon acquisition chief Frank Kendall.

 

"Defense contractors throughout the department's supply chain have been targeted by cyber criminals attempting to steal unclassified technical data," Kendall said Monday.

 

The cybersecurity initiative for the defense industry is a "high priority for the department" and is vital to ensuring sensitive details involving the U.S. arsenal are not compromised,  he said in a statement issued by the Pentagon on Tuesday.

Denel Land Systems showed off a wide range of its products at its Lyttelton facilities on Tuesday, showcasing proven technology, like its G6 artillery and R4 assault rifles, and new hardware, such as its Badger armoured vehicle, 60 mm breech loading mortar and 105 mm howitzer.

 

Stephan Burger, CEO of Denel Land Systems (DLS), said recent restructuring and acquisitions have broadened the company’s range of products and services, confirming its role as a strategic land systems partner to the South African National Defence Force (SANDF). “We are extremely proud of what we have and who we are,” he told journalists at a briefing yesterday.

 

DLS said the strength of the company lies in its ability to meet South Africa’s entire landward defence needs – from infantry weapons and mortars to armoured vehicles, artillery and logistical support. The fact that Denel is now profitable and not making a loss any more further strengthens its ability to support the SANDF. “Our purpose is not only to make money – it is to support the strategic needs of the SANDF in terms of combat systems. We are fulfilling that role but we can’t do that by relying on South African business.”

 

As a result, some 80% of DLS turnover comes from export orders. Burger said that DLS is now a “mature and confident company which can build on a reputation and experience of more than 60 years. The next step will be to grow our share in the global markets – especially in our niche capabilities in artillery systems.”

 

Burger said that Denel’s G6 and G5 howitzers still set the global standards for long-range artillery. “The G6 was ahead of its time when it was first launched in 1987. Through our continuous research and investment in the gun we have ensured it remains ahead of the pack as the most versatile and reliable artillery system in its class. We are still outgunning all our global competitors by a wide margin.”

 

He told defenceWeb that DLS was in negotiations with a couple of customers for a “substantial number” of these weapons, which are in high demand.

 

On the artillery side, DLS yesterday showcased its 105 mm howitzer, which is still under development and waiting for an order so this can be completed. Burger told defenceWeb that the gun was more of a technology demonstrator and is taking a back seat to the G5 and G6, which are important products for the company. The 105 mm gun has a range of 30 km, versus the average of 18 km for other weapons of that calibre, Denel said. Burger noted that the 105 mm is important to Denel’s long-term planning as a next generation weapon.

 

Two of the main areas that Denel Land Systems is focusing on is artillery for export and the maintenance of the SANDF’s B-vehicle fleet. With upcoming contracts, DLS expects turnover to reach into the billions of rands soon.

 

DLS exhibited the smaller side of its range yesterday, including long range and regular 81 and 60 mm mortars, SS77 and mini-SS machineguns, automatic grenade launchers, 20 mm cannons and R4 assault rifles. Displayed on the Badger armoured vehicle was the 60 mm breech loading mortar. This design is water cooled, allowing a high rate of fire. Burger said it was one of a few such breech loading designs in the world but the only type of its size.

 

Denel has upgraded the R4 with new furniture able to fit a wide variety of attachments, such as laser and infrared sights, red dot sights, Milkor underbarrel 40 mm grenade launchers, shock prodders and other add-ons. The company has received orders for several hundred upgraded R4s for the South African military for evaluation as a subcomponent of its African Warrior programme. Burger said that occasional small orders for items like the SS77 and mortars are received from places like the United Arab Emirates and Columbia, for example.

 

Also on the small arms side, DLS has partnered with Swiss firearm company Brugger & Thomet (B&T), with the two companies sharing technology and product lines. Burger said the partnership was a cheap way of getting new capability.

 

Sales of Denel’s GI-2 20 mm cannon have been progressing well and the company says it has seen a resurgence in demand for this calibre of weapon, particularly for naval applications. Burger said there was a lot of interest in rapid fire cannons from the Far East. Denel recently supplied a number of 20 mm cannons and double SS77 machinegun mounts to Kenya for its Puma helicopters.

 

Also on display was the NTW-20 anti-material weapon, able to destroy high value targets such as bunkers, command and control stations and stationary aircraft with pin-point accuracy over distances of more than 1 200 meters. The 14.5 mm variant was used by a South African soldier to snipe M23 rebels in the Democratic Republic of Congo earlier this year, with one kill taking place at a range of 2 125 metres – one of the longest successful sniper kills in history.

 

On the vehicle side, Denel Land Systems demonstrated its new Badger infantry combat vehicle, which has just been ordered for the South African Army. The first of 238 Badgers will be delivered to the SA Army in the fourth quarter of 2016. Burger said the Badger order was “absolutely needed” for many reasons, one of which was to support the South African defence industry.

 

A number of different Casspir armoured personnel carriers were on display, including old and new variants in different configurations, such as ambulance and mine clearance. Specialist de-mining company Mechem, part of DLS, manufactures the Casspir vehicle, used by the United Nations in various peace missions.

 

Mechem is one of the few demining companies accredited by the United Nations and is currently active in post-conflict zones in 11 African countries. Its specially-trained sniffer dogs are able to detect landmines, drugs and contraband. They were impressively demonstrated yesterday, with the dogs detecting explosives, drugs and landmines and also tackling a ‘bad guy’. Denel said that its dogs are involved in anti-rhino poaching operations in the Kruger Park, as they are used for tracking and detection.

S-400: la Russie crée un missile à plus longue portée

Le consortium russe Almaz-Anteï achève la conception d'un missile à plus longue portée pour le système sol-air S-400, a annoncé mercredi à Moscou Vladislav Menchtchikov, directeur général du consortium.

 

"L'usine du groupe chargée de fabriquer les nouveaux missiles, en produit actuellement le premier lot", a indiqué M.Menchtchikov.

 

Le consortium se prépare à lancer la production en série des nouveaux missiles. En 2014, Almaz-Anteï effectuera "des tirs d'essai du nouveau missile avant de signer un contrat sur la production en série", a ajouté le responsable.

 

Le S-400 Triumph (code OTAN: SA-21 Growler) est un système de missiles sol-air de grande et moyenne portée destiné à abattre tout type de cible aérienne: avions, drones et missiles de croisière hypersoniques.

 

La Russie compte cinq régiments dotés de systèmes de missiles S-400 Triumph (deux pour la région de Moscou, deux pour les flottes de la Baltique et du Pacifique et un régiment pour le district militaire du Sud).

La DGA organise son 2e forum innovation

La direction générale de l’armement (DGA) organise son second forum innovation le 21 novembre 2013 sur le campus de l’école polytechnique à Palaiseau. Articulée autour d’un village exposition, d’une séance plénière et d’ateliers thématiques, cette manifestation constitue l'événement annuel majeur de la recherche et de l’innovation duale.

 

Un buggy volant, un microdrone qui roule et grimpe aux murs, une caméra qui voit en couleur aussi bien le jour que la nuit, une boussole qui se fixe sur l’abdomen pour donner discrètement ses informations de manière tactile, un pansement bio inspiré qui facilite la réparation des tissus… Toutes ce pépites scientifiques et technologiques, et d’autres encore, seront présentées au 2e forum innovation organisé par la DGA.

Lieu d’échange et de rencontre professionnelle des acteurs clés de l’innovation et de la recherche de Défense, ce forum poursuit, comme en 2012, quatre objectifs principaux :

- favoriser les échanges entre PME/ETI, laboratoires, universitaires, maîtres d’œuvre industriels, autour de projets concrets soutenus par la défense ;

- mettre en exergue une sélection représentative de projets innovants soutenus par la DGA en faveur de l’innovation technologique de défense et duale ;

- donner de la visibilité aux PME, ETI et autres acteurs de la recherche  sur les orientations technologiques et scientifiques de la DGA ;

- aider les PME et ETI à se faire connaître auprès des maîtres d’oeuvre industriels de la défense.

Dans ce cadre, ce forum participe pleinement à la mise en œuvre du Pacte Défense PME.

L’édition 2013 rassemblera 750 acteurs : patrons de PME et ETI, représentants des grands maîtres d’œuvres, responsables de laboratoires, acteurs de la recherche académique, doctorants. Pour des raisons de coût, il a été décidé de réduire de 30% le nombre d’invités tout en garantissant la qualité de la représentativité des entreprises et laboratoires.

 

La manifestation s’articulera autour de trois temps forts :

- une séance plénière animée par la DGA, visant à promouvoir la continuité entre recherche, innovation industrielle et programmes ;

- dix stands permanents thématiques permettant de valoriser les projets financés par la DGA à travers des matériels exposés et des posters présentés par différents porteurs de projets : doctorants, PME, laboratoires...

- dix ateliers d’une heure et demie organisés matin et après-midi, animés par des responsables de la DGA, qui donneront de la visibilité sur les orientations et les priorités de la DGA en matière de recherche et technologie.

Renault unveils new tactical command vehicle

Renault Trucks Defense and Thales have unveiled a new version of the MIDS tactical command post vehicle for use in public order and internal security missions.

 

The 4x4 or 4x2 armored vehicle, which can carry as many as 12 people, features a suite of communications and command systems, including satellite communications for real-time, centralized communications. It also has three workstations, incorporates perimeter video-surveillance sub-systems, a miniature unmanned aerial vehicle and an observation camera.

 

Armament includes 5.56 and 7.62mm weapon systems and a smoke grenade launcher.

 

"The vehicle is very mobile and well protected, allowing the crew to monitor an event and/or crisis continuously in complete safety," Renault Trucks Defense said. "The Battlenet Inside network seamlessly integrates all the systems to bring real-time on-screen information to the vehicle's driver and commander."

 

Renault said the vehicle's armoring provides protection from 7.62mm ammunition.

 

Renault Defense Trucks and Thales presented the modernized truck at the Milipol exhibition in Paris.

L’Aquitaine à quai suite à un problème d’échappement

La première frégate multi-missions française a été contrainte d’interrompre son programme d’essais et d’entrainement suite à un problème technique. L’Aquitaine, qui n’a semble-t-il pas quitté son quai toulonnais depuis deux semaines, rencontre un souci sur le système d’échappement des moteurs diesels logés dans un compartiment situé à l’avant du bateau. Des machines qui ne sont pas, contrairement aux deux autres diesels alternateurs installés dans un second compartiment, à l’arrière, reliées à une cheminée.

The first of 238 Badger infantry combat vehicle will roll off Denel’s production facilities in October 2015, rejuvenating the South African Army’s landward defence capabilities.

 

Denel received the production contract nearly two months ago from Armscor. Due to delays in ordering the vehicles, the number to be acquired has been reduced from 264 vehicles to 238 as delays pushed up the price tag. The timetable has also slipped slightly, with the first example expected off the production line three months later than was announced last month.

 

Stephan Burger, the CEO of Denel Land Systems (DLS), said the industrialisation at its facilities in Lyttelton has already started and the manufacturing will commence in early 2015. The full fleet, which will replace the Ratels that are currently used by the South African National Defence Force (SANDF), will be delivered by the end of 2022.

 

“The new Badger ICV is a combination of a locally-designed turret and a Finnish designed vehicle, customised for the unique South African conditions. The system will be produced locally and represents the apex of the South African defence industry,” stated Burger.

 

“It will provide South Africa’s soldiers with unrivalled firepower, mobility and maximum armoured protection. The SANDF will have an adaptable and flexible vehicle that can be used with equal confidence in both high-intensity warfare and peace support operations.”

 

Following an open tender process, Denel Land Systems was awarded the contract for the development of a new generation infantry combat vehicle by Armscor in 2007 to replace the 30 year old Ratel fleet.

 

The first prototype vehicle was delivered to Armscor and the SANDF in 2010. This vehicle is currently being subjected to extensive testing and modifications to meet the changing requirements of the SANDF, Denel said. The R8 billion+ Badger programme will create 2 000 jobs in South Africa, including 200 at Denel Land Systems.

 

With a budget of R1.3 billion, Denel Land Systems and its sub-contractors have, within five-and-a-half years developed and tested five variants of the Badger, improved its armour capability, developed new weapons for the vehicle, developed crew simulators and logistics support systems.

 

Burger told defenceWeb that 16 of the 238 Badger chasses will be built in Finland (as the Badger is based on the Finnish Patria vehicle) and the remainder will be made in South Africa, with the transfer of skills and intellectual property (up to 70% of the vehicle will be produced locally).

 

A notable feature of the Badger is its modular turret system, developed in five variants, namely Section, Command, Mortar, Missile and Fire Support models. A single turret structure, fitted with different weapon modules, will simplify the logistic support and reduce the cost of through-life support, Denel said.

 

The Badger variants are equipped with either a 30mm externally-driven cam-operated cannon, a locally developed 60 mm breech-loading long-range mortar both developed by DLS, a 12.7mm machine gun or the Ingwe anti-tank missile system developed by Denel Dynamics. These weapon systems are integrated into the DLS turrets. The breech loading mortar is water cooled, allowing a high rate of fire. Burger said it was one of a few such designs in the world but the only type of its size.

 

“Although the development phase is still in process, we are confident that the Badger will generate considerable international interest in the vehicle and open a number of prospects for future exports that could result in the injection of foreign direct investment into South Africa,” said Burger.

 

The Badger project has already resulted in Malaysia ordering R3.5 billion worth of turrets and weapons from Denel, developed for the Badger. Burger told defenceWeb that he expects the total Badger system to be exported. He said the vehicle’s uniqueness is a world requirement. Africa, the Middle East, Asia and Latin America are target areas.

Potential V-22 customers advised to take advantage of slot availability

Dubai - Potential customers for the Bell Boeing V-22 tiltrotor are being urged to take advantage of spare delivery slots, which will be available during the US government’s next five-year contract for the type.

 

The Department of Defense’s recently signed second multiyear procurement deal (MYP II) covers the planned manufacture of 100 V-22s for the US Marine Corps and US Air Force through the 2014 to 2019 fiscal years.

 

“The production profile is declining [from MYP I], and there is spare capacity for FMS [Foreign Military Sales] customers,” says USMC Col Dan Robinson, V-22 joint programme manager.

 

US defense secretary Chuck Hagel recently announced that Washington is to “expedite” the delivery of six V-22s to the Israeli air force, but Robinson declines to comment on the programme’s current status. Potential additional buyers are not being named, but he confirms: “I think we’ve got 18 or 19 [slots] left on the contract, and the capacity to add for whichever customer comes forward.”

 

Interest in the Middle East region is being shown in both the Osprey’s core military transport role, and also through its potential to receive a VIP cabin fit, Robinson says. He also hailed the USMC’s performance in deploying 12 MV-22s from Iwakuni in Japan to participate in humanitarian relief efforts mounted in the wake of Typhoon Haiyan, which devastated parts of the Philippines.

 

Meanwhile, the four MV-22s visiting the show this week completed a roughly 1,500nm (2,770km) self-deployment from a Marine Expeditionary Unit vessel off the coast of east Africa, each being refuelled three times in-flight. “That really demonstrates the versatility of this aircraft,” says Robinson, adding: “Since 2007, it has seen the full spectrum of operations.”

Official: U.S. Has Time to Boost Bid for Turkey Missile System

WASHINGTON — Turkey would look again at a US bid for a multi-billion-dollar contract for the country's first long-range anti-missile system providing Washington agrees to produce it jointly, a top Turkish official said Monday.

 

A "final decision has not been taken," Turkey's Foreign Minister Ahmet Davutoglu told reporters, after meeting in Washington with US Defense Secretary Chuck Hagel and Secretary of State John Kerry.

 

Washington has reacted angrily after Turkish decision-makers in September gave the green light to begin contract negotiations with the China Precision Machinery Export-Import Corporation (CPMIEC), which is under US sanctions for selling arms and missile technology to Iran and Syria.

 

CPMIEC, which makes the HQ-9 missile system, beat out competition from a US partnership of Raytheon and Lockheed Martin, Russia's Rosoboronexport, and Italian-French consortium Eurosam for the deal, estimated at $4 billion (2.9 billion euros).

 

The United States has also complained that the Chinese system would not be compatible with other systems used by Turkey's NATO allies.

 

But Davutoglu said there was "no political or ideological dimensions" to Turkey's choice of the Chinese company, saying it had purely been based on Ankara's three main criteria.

 

"We have three basic criteria, one is joint production the most important criteria because we want these ... to be developed in Turkey and this is very valid request," the minister insisted to reporters.

 

"Second is delivery time, because there are so many crises around Turkey and we want to have this system as early as possible, and third is the price."

 

He stressed that Turkey would prefer to have a system from the United States and its NATO allies, but said that in the tendering process the American bid had come third behind both its Chinese and European competitors.

 

"It is not final decision," Davutoglu said however, adding "it's a competition. If there is a new proposal satisfying our needs by American company or European company we will make this deal with them."

 

Turkish officials said there had been some indications in their meetings in Washington that the US bid could be modified to address Ankara's concerns.

 

Meanwhile, Hagel told Davutoglu that the United States will meet Turkey's request and extend the deployment of two Patriot batteries under NATO command along the border with Syria for another year.

 

"This renewal of the Patriot deployment is and will remain defensive only and represents a concrete demonstration of alliance solidarity and resolve," a Pentagon spokesman Carl Woog said in a statement.

Windward : la technologie israélienne qui sécurise les océans

La start-up israélienne Windward, dont l’activité consiste à aider les entreprises et les gouvernements à surveiller les routes maritimes, vient d’achever un premier tour de financement pour un montant de 5 millions de dollars, par le fonds israélien Aleph Venture Capital.

Windward, qui a été fondé en 2010 par deux anciens capitaines de la marine israélienne, Ami Daniel et Matan Peled, a développé une technologie nommée MarInt, proposée pour la première fois aux entreprises. MarInt est un système global d’analyses maritimes prédictives utilisant des satellites commerciaux pour surveiller en temps réel les mouvements des navires dans le monde entier et proposer un historique précis de leur parcours, allant même jusqu’à fournir les coordonnées des autres navires présents sur le quai au même moment que le navire surveillé. Le système de repérage et de renseignement MarInt, détecte sur toutes la surface des océans les navires et événements suspects, et permet à l’utilisateur de surveiller en temps réel le commerce maritime, ou encore d’être alerté de l’arrivée future de navires suspects se dirigeant vers les eaux et les ports de son pays.

 

Windward : la technologie israélienne qui sécurise les océans

Depuis le début de cette année 2013, Windward coopère avec Elbit Systems pour développer une solution conjointe pour la marine indienne. La solution proposée combine le système MarInt de Windward avec le célèbre drone Hermes 900 d’Elbit, afin de répondre aux besoins spécifiques du gouvernement indien pour le contrôle de ses eaux territoriales.

Le fonds Aleph fondé par Eden Shochat et Michael Eisenberg, des personnages familiers de la scène high-tech d’Israël, se concentre principalement sur les premiers tours de table (Series A round), pour une dotation totale de 140 millions de dollars. Aleph vise le financement de 15 à 20 start-ups des secteurs du logiciel et des Big Data. Windward est la première start-up à rejoindre le portefeuille d’Aleph.

DUBAI: Adcom Industries unveil HALE ambitions

Dubai – Abu Dhabi firm Adcom Industries has used this year’s show to unveil its major ambitions in the competitive UAV sector.

 

General manager Ali Al Dhaheri says that the firm is speaking with a number of potential customers about its United 40 High Altitude Long Endurance (HALE) system, two examples of which are on display in the static park.

 

Al Dhaheri says one country that is strongly interested in the United 40 is Russia. Its defence ministry sees potential to use the type for missions such as border patrol and pipeline monitoring.

 

Al Dhaheri also commented on the unconventional platform of the United 40 and planned Global Yabhon, which both feature and S-shaped fuselage and two full-sized wings.

 

The forward wing functions much as a genoa, or forward sail, on a sailboat, speeding airflow over the rear wing. This layout generates more lift than a conventional aircraft design, allowing the United 40 to operate from shorter runways and use less-powerful engines.

 

Al Dhaheri says the company has built 10 United 40s and that the Global Yabhon, which can be both jet and turboprop powered, will have its first flight next year. The company gives users broad leeway in their choice of powerplants.

 

While the company, which employs several hundred at its main Abu Dhabi location, is eager to promote the civilian uses for the two aircraft, it says 80% of its revenue comes from the military – the company also produces a range of target drones.

 

The United 40s at the show are production models destined for customers. One is optimised for surveillance and carries hard points for four guide bombs. The second, the United 40 Block-5, is optimised for naval operations. The company says it can carry 40 sonobuoys and a single torpedo.

Cassidian, la division de défense d'EADS, met sur le marché un nouveau radar à balayage électronique qui offre des perspectives nouvelles en matière de surveillance et de protection des installations industrielles et militaires critiques. Ce nouveau système, qui répond à la désignation de Spexer 500, a été introduit sur le salon parisien Milipol en sa qualité de membre de la famille des radars de sécurité Spexer de Cassidian.

« Notre nouveau radar repose sur la technologie ultra-moderne de la formation de faisceau numérique. Il permet même de détecter individuellement des piétons très précocement et ce, par tout type de temps », explique Elmar Compans, responsable de l'unité « Sensors & Electronic Warfare » chez Cassidian. « Le Spexer 500 accorde un délai de réaction plus important aux forces de police et de sécurité pour contrecarrer les intrusions. »

Spexer 500 est optimisé pour la surveillance d'infrastructures critiques que sont par exemple les exploitations pétrolières, les centrales électriques, les aéroports ou les camps militaires. Avec une plage de détection de 0,1 à 9 kilomètres et un taux d'actualisation extrêmement élevé de moins d'1,5 seconde pour un secteur de 120°, ce radar est à même de détecter à un stade très précoce les mouvements suspects au sol et dans les airs. Grâce à la haute résolution doppler, il est capable de cela même pour des objets très petits et lents.

Le faible taux de fausses alertes de ce radar et ses modes de surveillance flexibles, qui lui permettent par exemple d'ignorer certaines zones ou de les privilégier, lui confèrent des capacités de surveillance et une acuité accrues de perception de la situation. En raison de son faible poids et sa consommation d'énergie réduite, le Spexer 500 peut être utilisé comme système mobile fixé sur un trépied ou bien embarqué à bord d'un véhicule pour surveiller par exemple des points sélectionnés critiques.

L'appareil fait partie de la famille des radars de sécurité Spexer de Cassidian qui inclut différents capteurs, chacun ayant été optimisé pour répondre à des applications spécifiques dans le domaine de la surveillance des frontières et des côtes, d'infrastructures et de périmètres donnés. Dans la lignée, l'entreprise produit notamment le Spexer 2000, modèle conçu pour la surveillance des frontières, tandis qu'une version militaire du système a été développée pour l'armée de Terre allemande.

Le contrat avait été signé en novembre 2011 et les premiers véhicules sont à présent terminés, prêts à être livrés. Les MPCV (Multi Purpose Combat Vehicle) sortis d’usine à Bourges ne sont en fait que la tête de série d’une commande plus large dont l’essentiel sera assemblée directement dans le pays client. MBDA ne le cite pas mais il s’agirait selon notre confrère Defense Update de la Garde Nationale d’Arabie Saoudite, qui avait commandé 68 porteurs en 2011 au groupe Lohr.

 

Le MPCV a été développé en coopération avec Rheinmetall Defence Electronics (RDE) avec comme première application la défense sol-air rapprochée. Le véhicule emporte une tourelle motorisée et stabilisée, équipée de capteurs optroniques, d’un canon automatique et de quatre missiles Mistral 2 prêts au tir, complétés par quatre autres missiles stockés à bord du véhicule pour recomplétement. Le missile Mistral est un best-seller de MBDA, ayant été produit à plus de 17000 exemplaires dans ses différentes versions et vendu à 28 pays différents.

 

« Financé sur fonds propres, le MPCV a été développé en quatre ans rappelait Antoine Bouvier, PDG de MBDA à l’occasion de la sortie du véhicule. Puis il a fallu moins de trois ans après la signature du premier contrat pour intégrer les systèmes sur un véhicule choisi par le client final, livrer l’ensemble à la date convenue et mettre en œuvre un transfert de technologie au terme duquel le client pourra maintenir ses matériels en condition opérationnelle de manière totalement autonome. »

 

MBDA livre ses premiers MPCV en configuration sol-air.

Cette première version étant désormais en production, MBDA s’apprête maintenant à développer une version du MPCV équipé du MMP (Missile Moyenne Portée) pour le combat terrestre, également en cours de développement chez le missilier.

L'Agence russe d'exportation d'armements (Rosoboronexport) présentera le blindé GAZ-2330 Tigr et la vedette de patrouille Mangust au 18e Salon mondial de la sécurité intérieure des Etats Milipol qui s'est ouvert mardi à Paris, a annoncé le service de presse de l'agence.

 

"Nous présenterons des matériels pour les forces spéciales (le blindé Tigre, le blindé BTR-80A, la vedette Mangouste) et des équipements permettant de créer des systèmes de contrôle des frontières terrestres et maritimes et de protéger des sites importants", a indiqué lundi Rosoboronexport dans un communiqué.

 

L'agence a l'intention de mener des négociations avec les équipementiers d'aéronautique et de défense européens, entre autres avec Nexter Group, Safran et Thales, sur la coproduction, l'échange de technologies et l'organisation de l'assemblage de certains composants optoélectroniques et de caméras thermiques.

 

"Rien que l'agence Rosoboronexport présentera plus de 70 matériels et équipements pour unités spéciales", a précisé Valeri Varlamov, chef du département de sécurité de Rosoboronexport, qui conduit la délégation de l'agence à Paris.

 

Organisé tous les deux ans depuis 1984, le Salon mondial de la sécurité intérieure des Etats Milipol a réuni cette année 913 exposants d'une cinquantaine de pays, notamment 12 sociétés russes à Paris Nord Villepinte. La 18e édition du salon se tiendra du 18 au 22 novembre. Selon ses organisateurs, elle accueillera 30.000 visiteurs.

La Russie livrera des systèmes de défense antiaérienne à l'Egypte, a annoncé lundi le président du holding russe de hautes technologies Rostec Sergueï Tchemezov, membre de la délégation russe au salon Dubai Airshow aux Emirats arabes unis.

 

"Les contrats sur des systèmes de défense antiaérienne sont à l'étude. Les parties sont proches de la signature de ces contrats, mais on est actuellement à l'étape des discussions en raison des problèmes financiers de la partie égyptienne", a indiqué M.Tchemezov à RIA Novosti.

 

Selon lui, la Russie et l'Egypte discutent en outre sur la livraisons d'hélicoptères et d'avions au Caire.
