France wants defense off table in EU-US trade talks

Chicago - The European Union and United States intend to begin within months talks on an ambitious transatlantic free trade deal that would create the world's largest free trade area, boosting economic growth and jobs.

 

Since the United States has essentially closed its defense procurement to foreign companies the European Union should exclude defense from upcoming trade talks, French Trade Minister Nicole Bricq said Monday.

 

"We know that the American public market is tightly closed and so we will not agree to opening our market while the American defense market is closed," Bricq told AFP.

 

"We have the willingness of other member states to exclude anything dealing with defense from the negotiations."

 

Bricq's comments come as the United States and Europe continue to do battle at the World Trade Organization over government subsidies to the civil aircraft industry in a massive case involving Boeing and Airbus, which spent nearly a decade disputing a controversial US Air Force tanker contract.

 

She was speaking on the sidelines of a biotechnology conference in Chicago ahead of meetings in Washington Tuesday with representatives of President Barack Obama's trade negotiations team, two US congressmen and leaders of the environmental and labor movements.

With much of Europe in recession and the US recovery uncertain, leaders on both sides of the Atlantic have looked at the Transatlantic Trade and Investment Partnership as a way to spur growth and create jobs.

 

Research conducted for the European Commission estimated that the deal would quickly provide a 119 billion euro a year boost for the EU and 95 billion euros in additional gains for the United States.

Thirteen years ago the U.S. Navy decided to refurbish its LCACs (Landing Craft Air Cushion), to extend their useful life from 20 to 30 years. The actual work began in 2005, and so far 30 LCACs have gone through the refurbishment, are in the midst of it, or scheduled for the work, at a cost of about $9 million each. Seven LCACs are currently going through the process. Another 72 are in service, ten are in reserve (as replacements), and two are used for R&D. It will take more than a decade to complete the process.

 

The refurb replaces engines (or extensively upgrades those that don’t need replacement), replaces corroded structural components, and installs new electronics and other support equipment. All that and a paint job and the refurbs look like new but much improved. The upgraded LCACs are easier to maintain and have better and more reliable performance.

The first LCAC was built in 1984, the latest in 2001. The craft entered service in 1987. LCACs can carry 60 tons, at 70 kilometers an hour, over 350 kilometers from the large amphibious ships they are based on. The major advantage of the LCAC is that it can quickly move over marshes and other coastal obstacles. In this way LCACs (which can carry an M-1 tank) can land troops on 70 percent of the coastline in the world, versus only 17 percent for conventional landing craft.

More Raytheon decoy-jammer systems for U.S. Air Force

TUCSON, April 22 (UPI)

 

Raytheon is producing more miniature air launched decoy-jammers for the U.S. Air Force under exercise of a contract option.

 

A total of 202 MALD jammers, with containers, will be produced and delivered. The value of the firm fixed-price Air Force contract is $81.7 million. A 10-year warranty is included in the deal.

 

"MALD-J adds a jamming capability to the current decoy function of the MALD that disrupts enemy integrated air defense systems using jamming and radar signature technology," said Harry Schulte, vice president of Air Warfare Systems for Raytheon Missile Systems.

 

"This weapon will provide unprecedented capability and flexibility to the U.S. Air Force and improve the survivability of our airmen and their aircraft."

 

MALD is a modular, air-launched and programmable flight vehicle that protects aircraft by duplicating the combat flight profiles and radar signatures of U.S. and allied aircraft. A unit weighs 300 pounds and has a range of about 500 nautical miles

Le nouveau châssis chenillé Armata n'est pas encore prêt mais il intéresse déjà les troupes du génie. Une source du ministère de la Défense a déclaré que le commandement des forces du génie avait déjà préparé une mission tactique pour le véhicule universel du génie avec ce nouveau châssis, écrit le quotidien Izvestia du 22 avril.

 

"La mission et les performances nécessaires sont préparées par le commandement depuis la fin de l'année dernière, en coopération avec la direction de l'usine Uralvagonzavod de Nijni Taguil qui travaille sur Armata", a déclaré la source.

 

Les militaires avaient besoin de la documentation technique sur le châssis chenillé pour en lancer la conception. Seulement alors, le nom et le code de l'engin officiels seront dévoilés.

 

"Dès que le châssis sera prêt, il nous faudra trois ans pour la conception et les essais du véhicule complet. Tout dépend donc de l'usine de Nijni Taguil", souligne la source.

 

A son tour, le service de presse d'Uralvagonzavod explique qu'il n'a pas encore de mission technique ou de contrat pour la conception du véhicule. L'usine n'a pas commenté le fait que le ministère de la Défense soit prêt à fournir ces documents non pas avant, mais après la conception d'Armata.

 

Le nouveau véhicule est destiné à remplacer la gamme des bulldozers BAT et des véhicules de combat du génie IMR. Il sera chargé de dégager la route pour les convois, de combler les canaux et les fossés antichars, de creuser des tranchées, de faire du déminage et des travaux de manutention, etc.

 

De plus, selon les sources du ministère de la Défense, un nouvel engin de franchissement et de débarquement doit être créé sur la plateforme d'Armata. Ce matériel est prévu pour l'armée de terre, la marine, l'aviation, les troupes de défense spatiale et les forces de missiles stratégiques.

 

Le nouvel engin est très attendu par les militaires, même s’ils ne se plaignent pas vraiment des anciens BAT-2 et IMR-2. Un officier du génie de l'armée de terre a expliqué que l'absence d'un matériel de génie unique posait problème aujourd’hui.

 

"Tous nos véhicules sont construits sur des plateformes différentes. L'IMR-1 est construit sur le châssis du T-55, et l'IMR-2 – sur le châssis du T-72. Ce sont des chars complètement différents.

 

Le BAT-M a la plateforme du tracteur AT-T, et son successeur BAT-2 est posé sur le MT-T.

 

Ce sont des véhicules différents", a-t-il expliqué.

 

Selon lui, la diversité de châssis nécessite un grand inventaire de pièces de rechange, de matériaux consommables et de liquides. Beaucoup de ces pièces et produits ne sont plus fabriqués et il n'en reste plus en stock. Les parcs de bataillons du génie sont donc remplis de matériel hors service impossible à réparer. "L'armée a vraiment besoin d'un châssis commun avec le char de combat principal", a conclu l'officier.

 

Un autre officier du génie a confirmé que leur matériel était plus obsolète que celui des autres unités.

 

"Tous les véhicules de notre brigade - district militaire sud - datent de 1970-1980, voire 1960. Moins d'un tiers est opérationnel. Rien ne fonctionne sur le reste – les moteurs, les treuils, les godets – tout est HS", a-t-il déclaré.

 

Ceux qui restent opérationnels ont des performances très modestes, poursuit l'officier. Mais tout n'est pas non plus simple avec le nouveau projet au châssis Armata. L'expert militaire indépendant Alexeï Khlopotov explique qu'il coûtera très cher.

 

"Armata est non seulement cher mais aussi très lourd. Or on a besoin d'un engin pour toute l'armée de terre. Il serait plus simple de le fabriquer, sur la plateforme déjà existante, des T-72 et T-90", estime l'expert.

 

La conception d'Armata rencontre certains problèmes. Selon certaines informations, le premier modèle de char est en cours de conception, le châssis et la tour ne sont terminés que partiellement.

Benin buys Mechem armoured truck cabs

Benin has become the launch customer for Mechem’s new armoured truck cabs, following their recent purchase of ten Casspir NG mine-protected vehicles from the specialist de-mining company.

 

Denel Group business unit Mechem told defenceWeb that Benin bought an undisclosed number of military trucks with the new cabs fitted in numerous variants.

 

Mechem, which specialises in de-mining activities and manufacturing mine-protected vehicles, launched the armoured cab project and design in late 2011, “after many requirements for such protection solutions to be fitted on military logistical trucks with the aim to protect crews during vital logistical support tasks in high risk environments,” the company said.

 

The armoured cabs were unveiled at the September 2012 edition of the Africa Aerospace and Defence (AAD) exhibition held outside Pretoria.

 

The cabs can be offered as a single product or as a full turnkey solution on most makes of military and civilian trucks. Mechem is offering a complete multi-purpose truck based on a Powerstar drive train and fitted with the strengthened mine-protected cab. In addition to the Powerstar version, the cabs can also be modified to fit most others makes and models of trucks and heavy-duty vehicles, including 4x4, 6x6, 8x4 and 8x8 models in different variants i.e. Cargo, Fuel, Water, Construction, special applications.

 

Jack Geldenhuys, Mechem’s Manager for Vehicle Systems, said the armoured protection on the new cabs have been significantly upgraded to STANAG Level 4A, providing protection to crews against landmines, roadside bombs and 7.62x51 mm automatic rifle fire.

 

Ashley Williams, the General Manager of Denel Mechem, said the new cab systems are primarily aimed at clients in Africa who render humanitarian assistance in post-conflict zones as their trucks are vulnerable to landmines and roadside bombs.

 

Williams said that Mechem identified a clear need for a strengthened cab that can be fitted on all makes and models of 4x4 or 6x6 supply trucks. The new cab was designed and developed at Denel Mechem and the conversions are done at its facilities in Lyttelton.

 

Williams said the new truck and cab design can also be an ideal future replacement for the South African Defence Force’s range of Samil trucks that are now reaching the end of their working lives.

ATE set to become part of Paramount Group

The South African defence industry’s best known secret – the takeover of troubled ATE by the Paramount Group - looks set to become reality before mid-year.

 

In June last year Midrand-based ATE issued a statement saying it was back in business after the North Gauteng High Court declared a resolution to commence business rescue proceedings had “lapsed and become a nullity”.

 

At that time ATE said its board of directors was “actively in focused negotiations with a number of highly credible international investors from the aviation industry of significant financial substance, who are acutely interested in making a significant investment in ATE on an urgent basis. Such investment will enable ATE to be restored to full health and make an offer to creditors, suppliers and other stakeholders of ATE which will surpass the offer in the former so called business rescue plan to a significant and material degree”.

 

This has now advanced to the stage where the ATE website carries a 60 page “Business Rescue Plan” compiled by senior business rescue practitioner Gavin Gainsford of KPMG.

 

The plan includes only a proposal from the Paramount Group. With no other white knights on the horizon it seems just about a done deal for Ivor Ichikowitz’ group to cement its position as the largest privately owned defence industry company in South Africa.

 

Details of exactly how and what the merger/take-over will mean in terms of products, support, research and technology will only be announced once the business rescue plan has been signed off by both parties.

 

For Paramount it will be the addition of a specialist aeronautical engineering capability to its already impressive line-up of aerospace, land and maritime-based defence and security products. The ATE unmanned aircraft systems business unit will come into the Paramount stable at a time when these aerial platforms are making their presence felt more and more in military and other security applications such as anti-poaching and maritime patrolling.

 

For the SA Air Force the impending coalition between ATE and Paramount means it will still have a local supplier of the Hawk navigation and weapon system. ATE developed the system which has been certified by both BAE Systems and Armscor.

 

Multi-mission integration kits for helicopters are another speciality ATE brings to the Paramount table as are the manufacture of composite rotor blades.

 

Paramount prides itself on providing integrated turnkey solutions to global defence, peacekeeping and internal security forces. This has seen it develop a range of security vehicles today in service in many countries, with the Brazilian police becoming the newest user.

 

It is also a partner in the development of AHRLAC (Advanced High-Performance Reconnaissance Light Aircraft) with Centurion-based Aerosud. The high-wing, single-engined aircraft is at an advanced stage and work is underway on a full scale prototype following 80 successful flights of a quarter size scale model. September has been set down as a potential date for the first prototype flight.

The Egyptian Army will receive a second Armtrac 400 mine-clearance vehicle from the United Kingdom as it continues to clear up the millions of landmines left over from the Second World War.

 

The contract was signed during a ceremony on Wednesday and is worth $1.2 million, according to Egyptian news publication Ahram Online. Armtrac will also train four Egyptian military personnel to use the vehicle, which will be delivered in a month’s time, according to Armtrac.

 

The vehicle will be used to clear mines along Egypt’s northwestern coast. Egypt hopes to acquire another two of the vehicles for mince clearance, according to the Egypt State Information Service. The country successfully completed trials of the first Armtrac 400 in September 2010, in El Alamein.

 

The Armtrac 400 can clear up to 24 000 square metres of ground an hour using its three metre wide rotor, which can till the ground up to a depth of 55 cm. It can destroy 10 kg anti-tank mines without sustaining any major damage. However, the vehicle can be operated remotely from up to 800 metres away, further enhancing safety.

 

An estimated 20% of the world’s planted landmines lie below Egyptian soil, primarily from the Second World War and wars with Israel in 1956, 1967 and 1973. Some of the most heavily mined areas of the country include areas in the Western Desert, Sinai Peninsula, Suez Canal and Red Sea coast.

 

The United Nations Development Programme has estimated that landmines and explosive remnants of war in the northwest coast region deny access to almost a quarter of Egypt’s landmass.

 

Fathy El-Shazli, national project director for mine clearance and development at the Ministry of International Cooperation, told Irin that around 22 million landmines and explosive remnants of war lie in northwestern Egypt – particularly around the World War II battlefield of El-Alamein. According to the Egyptian government, around 3 000 people have been killed and 4 800 injured by landmines over the last 25 years.

 

The UN Development Programme, UN Mine Action Services, British Embassy and UK Department for International Development have all contributed to de-mining efforts in Egypt. According to General Mahrous El-Kelany, operational director of Egypt's General-Secretariat for Mine Clearance (G-SMC), the most recent Armtrac purchase will be funded by foreign grants.

 

According to the G-SMC, the military has managed since 2010 to clear more than 31 000 hectares of mines. Cleared land has since been handed over to the agriculture and housing ministries for development projects.

Full text of press release: With the twin objective of infusing greater efficiency in the procurement process and strengthening the defence manufacturing base in the country, the Defence Acquisition Council, the apex decision making body of the MoD, took a series of decisions today, including amendments to Defence Procurement Procedure (DPP).

 

Defence Minister AK Antony, who chaired the Council meeting, said the only way forward for the country is rapid indigenization of defence products, with both the public and the private sectors playing  pivotal roles in this endeavour. Antony said the government will make all efforts to create genuine level playing field for Indian manufacturing industries vis-à-vis Global Players.

 

Following are the highlights of the amendments to the DPP-2011:

 

1.  Prioritisation of Various Categories for Capital Acquisitions under Defence Procurement Procedure: Preference for indigenous procurement in the Defence Production Policy 2011 has now been made a part of DPP through an amendment that provides for a preferred order of categorisation, with global cases being a choice of last resort. The order of preference, in decreasing order, shall be: (1) “Buy (Indian)”; (2) “Buy & Make (Indian)”; (3) “Make”; (4) “Buy & Make with ToT”; and (5) “Buy (Global)”. Any proposal to select a particular category must now state reasons for excluding the higher preferred category/ categories.

 

2.  Release of Public Version of Long Term Integrated Perspective Plan (LTIPP): The DAC has approved the release of a public version of its 15-year perspective document (LTIPP), outlining the “Technology Perspective and Capability Roadmap” (TPCR) against LTIPP 2012-2027. The TPCR will provide useful guidance to the Indian Defence Industry for boosting its infrastructural capabilities and directing its R&D and technology investments.

 

3.  Maintenance ToT (MToT) no longer through Nomination: MToT has been hitherto reserved largely for OFB and DPSUs through the nomination process. A DPP amendment has been approved that does away with nomination by Department of Defence Production and facilitates selection of MToT partners by Indian bidders. This measure is expected to have a positive impact on private sector participation in maintenance, repairs and overhaul work.

 

4.  Advance Consultations for “Make” Procedure: The DAC has approved an amendment mandating consultations to begin sufficiently in advance of actual procurement by Service Head Quarters (SHQs), so that capital acquisition plans can be translated into national defence R&D and production plans. In addition, a high-level Committee has also been constituted for simplification of “Make” procedures, with a view to unleash the full potential of this important category.

 

5.  Simplification of  “Buy & Make (Indian)” Procedure: The DAC has approved an amendment further simplifying this complex category. Its procedures have been brought on par with other categorisations, resulting in faster processing of cases under this category.

 

6.  Clear Definition of Indigenous Content: Increased indigenisation is important for our Armed Forces, in order that they have access to reliable supply chains in times of urgent need. Indigenous content has now been defined in an unambiguous manner, providing requisite clarity and a common understanding.

 

7.  Ensuring faster progress in “Make” and “Buy & Make (Indian)” cases: The Ministry has a limited number of acquisition cases under “Make” and “Buy & Make (Indian)” categories, with an estimated value of Rs. 1,20,000 crore. Instructions have been issued for speedier conclusion of these cases.

 

8.  Defence Items List: Indian defence industry was opened up in May 2001 for 100% private sector participation subject to licensing. The Defence Items List has been finalised by the Ministry and sent to DIPP for notification, which will bring required clarity in the licensing process.

 

9.  Licensing for Dual Use Items: The Ministry has categorically clarified to DIPP that dual-use items will not require licensing, thereby bringing added clarity to the licensing process.

 

10. Consultations on Security Guidelines for Indian Defence Industry: Draft Security Guidelines that will apply to all licensed defence industries have been circulated for consultations with various stakeholders. It is expected that a complete security framework for Indian private industries participating in defence cases will be in place in the near future.

 

11. Resolution of Tax-related Issues: Resolution of deemed exports status for certain defence projects and rationalisation of tax and duty structures impinging on the Indian defence industry has been taken up by the MoD with the Ministry of Finance.

 

12. Funds for MSMEs in the Defence Sector: The Defence Production Policy 2011 requires the setting-up of a fund to provide necessary resources for development of defence equipment. In order to ensure regular supply of funds to MSMEs involved in manufacturing of defence products, SIDBI has decided to earmark an amount of Rs. 500 crore for providing loans, and further, a fund of Rs. 50 crore for equity support out of “India Opportunities Fund” managed by its subsidiary, namely, SIDBI Venture Capital Ltd.

 

13. Efficiency and Transparency in Defence Procurement: A stipulation to freeze the SQRs before the “Acceptance of Necessity” (AoN) stage has been accorded, and the validity of AoN has also been reduced from two years to one year. These measures are expected to expedite the acquisition process and increase transparency.

 

14. Enhanced Delegation of Financial Powers: The financial powers of Service Chiefs/ DG Coast Guard have been enhanced from Rs. 50 crore to Rs. 150 crore for capital acquisition cases.

 

15. Powers to DAC: Approval for all deviations from the Defence Procurement Procedure will henceforth be sought from the Defence Acquisition Council instead of the Defence Minister.

Le 18 avril 2013, le chef d’état-major de la Marine a signé l’admission au service actif des quatre engins de débarquement amphibie rapide (EDA-R) reçus par la Marine nationale. La flottille amphibie avait pris en charge les EDA-R pour la dernière phase de vérification de leurs capacités militaires.

Ces engins de 30 mètres de long et de 12 mètres de large ont une capacité d’emport de 80 tonnes. Ils affichent une vitesse de 18 nœuds à pleine charge et de 30 nœuds à vide. L’EDAR est un catamaran rapide lors des phases de transit qui, grâce à une plate-forme élévatrice centrale, peut se transformer en navire à fond plat pour l’embarquement ou le débarquement de forces (soldats et matériels) lors d’opérations amphibies. Chaque Bâtiment de Projection et de Commandement (BPC) peut être déployé avec deux EDA-R dans son radier.

French defense manufacturers are taking a page from the American lobbying book, as their CEOs recently met with President Hollande to underline how vital their industry is.

Here is their joint letter external link [PDF in French] which helpfully shows defense’s weight in terms of jobs per region. Surely someone must be working on a more granular job count down to the congressional district level. Hollande will receive France’s new whitepaper on April 29.

MOSCOU - Un ancien vice-ministre russe de l'Agriculture et l'ex-directeur général de l'usine produisant les fusils d'assaut kalachnikov ont été arrêtés pour des détournements de milliards de roubles, soit des dizaines de millions d'euros, a annoncé mercredi le ministère de l'Intérieur.

 

Vladimir Grodetski, ancien directeur général de l'usine Ijmach qui est le principal producteur russe de fusils d'assaut kalachnikov, a été arrêté pour le détournement présumé de 5 milliards de roubles (125 millions d'euros au cours actuel), ont indiqué les agences de presse russes, citant le ministère. Aucun détail n'a été fourni sur la nature de ces détournements.

 

M. Grodetski a dirigé Ijmach de 1996 à 2011, a précisé Interfax.

 

Par ailleurs, le ministère de l'Intérieur a annoncé l'arrestation de l'ancien vice-ministre de l'Agriculture, Alexeï Bajanov, ainsi que de deux complices, pour des faits survenus en 2008-2009, alors que l'actuel président Vladimir Poutine était chef du gouvernement.

 

Selon un communiqué du ministère, le détournement dont il est soupçonné consistait à accorder un soutien financier en fonds publics à des entreprises agricoles pour l'acquisition de matériel.

 

Les sociétés étaient en fait sous contrôle d'un groupe criminel, et des documents fictifs étaient produits pour justifier des versements de fonds, selon le ministère.

 

L'ex-ministre de l'Agriculture Elena Skrynnik figure en qualité de témoin dans ce même dossier, et la suite de l'enquête doit permettre de préciser son rôle, a indiqué une source proche de l'enquête à l'agence Interfax.

 

Mme Skrynnik, ministre de 2009 à 2012, était au moment des faits à la tête de la société publique Rosagroleasing impliquée dans les détournements de fonds.

 

L'ex-ministre a été interrogée en février par les enquêteurs.

 

En novembre, la télévision publique russe avait diffusé un documentaire accusateur sur son implication dans le détournement de 39 milliards de roubles (près d'un milliard d'euros).

 

Les scandales de détournement de fonds publics se sont multipliés dernièrement en Russie.

 

Le plus retentissant a abouti au limogeage en novembre du ministre de la Défense, Anatoli Serdioukov, éclaboussé par une affaire de fraude lors de la vente de biens publics, d'un montant de plus de 6 milliards de roubles (150 millions d'euros).

 

D'autres affaires, portant sur des milliards de roubles, concernent notamment le secteur spatial et des travaux gigantesques d'infrastructures réalisés dans la région de Vladivostok (Extrême-Orient).

WASHINGTON — If the U.S. 2nd Battalion, 4th Brigade, 10th Mountain Division, deploys to Afghanistan this year to act as a security forces advise-and-assist team mentoring Afghan troops, they’ll likely introduce a weapon to the battlefield: the Boar Battle Wagon.

 

Two privates from the 2nd Battalion, 30th Infantry Regiment “Wild Boars” constructed the beast at Fort Polk, La., during their train-up for the mission this winter. It consists of a John Deere Gator ATV stacked with the Army’s newest and most anticipated communications equipment.

 

 

Lt. Col. Al Boyer, the commander of 2/30, said he was looking for a way to use the Capability Set 13 suite of radios, mission command and on a platform lighter than a mine-resistant, ambush-protected all-terrain vehicle, to have connectivity in places where the hulking armored vehicle is too big to go.

 

The two privates equipped the vehicle with satellite voice capability and a Force XXI Battle Command Brigade and Below system. It also has access to intelligence, surveillance and reconnaissance feeds. They loaded it on a CH-47 Chinook with a small generator to keep everything running and dropped it on top of a mountain, where Boyer was able to stay in contact with his soldiers.

 

In Afghanistan, “I need to be expeditionary,” Boyer said. “So essentially, we can drive this thing up on the back of a ’47, fly it up to some austere environment, pull it out, fire up the generator and, essentially, I had every single thing on the back of that vehicle that I could have in my [tactical operations center] in a hardwired structure.”

 

Boyer praised the CS13 package his soldiers used during their training rotation, saying it “will save people’s lives in Afghanistan, especially as we transition to retrograde and advising our Afghan partners. That situational awareness in those small teams is critical.”

 

At the training center, the unit created a BOLO list (short for “be on the lookout”) with the names and descriptions of suspects they were hunting. They blasted it through the CS13 system “so every single soldier out there on the battlefield had the BOLO list” available on the smartphone-like devices they were equipped with.

 

After that, “we started rolling up the network significantly.” The opposition force told him that “those checkpoints significantly impacted their operations” because soldiers could now spot any suspects that might be coming through, Boyer said.

 

“Capability Set 13 is a great out-of-contact system” he continued, adding that once a fight starts he wants his soldiers to be focused on the fight and not fiddling with their radios and smartphones.

 

“What it does out of contact is immediately following contact you can drop [virtual] chem lights and say ‘this is where the enemy is,’ or drop a request for help or you can take a picture and send it back, or you can locate personnel on the ground who are not in contact” for things such as casualty evacuation.

The partnership between Denel Dynamics and Abu Dhabi-based Tawazun Holdings looks set for greater heights following the successful execution of a difficult mission profile by the Al Tariq precision-guided munition.

 

It demonstrated superior accuracy against a laser designated target in a flight test evaluation. The test evaluated the weapon’s capability to dynamically determine its own flight path according to set launch and pre-programmed terminal phase conditions.

 

The missile was launched off-track of target and was instructed to fly into the target arena from a different direction during its terminal phase.

 

“This implies the missile had to perform a dog-leg manoeuvre and the flight path had to be calculated dynamically ‘on the fly’,” said Al Tariq programme manager Coenie Loock.

 

Despite the level of difficulty intentionally selected to give Al Tariq a thorough test, the weapon completed its mid-course guidance successfully and during terminal phase had a direct hit on the designated target with the miss distance at less than half a metre.

 

Al Tariq has a number of range options, from 40 km for the standard version to 100 km for the long-range version. The demonstrated accuracy is independent of the range variant. The weapon can also be pre-programmed to engage targets from specific directions and at different dive angles.

 

A model of the Al Tariq weapon is currently on show at the Tawazun Dynamics stand at the LAAD 2013 defence exhibition in Rio de Janeiro, Brazil.

 

“This is a great result for Denel Dynamics and reflects the success of the joint venture announcement last September with Abu Dhabi-based, Tawazun Holdings, for the development, manufacturing, assembly and integration of precision-guided weapon systems in Tawazun Dynamics, opening up an international gateway to potential new opportunities.

 

“Geographically, this is the first deal of its kind for Denel where the partnership is located outside South Africa creating an international footprint,” the South African company in the State-owned Denel group said in a statement.

Improvements of SAS Patrol Vehicles

 

VERSAILLES --- Further to the Special Operations Command and the French Procurement joint collaboration, Panhard will soon deliver kits to enhance the operational capabilities of VPS (vehicle patrols SAS).

 

These kits include:

-- Milan support - they can carry a missile launcher and several missiles, but also fire from the vehicle

-- Ballistic shields to improve protection of the 12.7 mm gunner

-- Camouflage screens Lacroix (Galix 13) to allow the vehicle to evade the opponent's views.

 

As a reminder, 51 VPS have been ordered by the DGA and delivered to the SOC troops in 2008.

 

New Version of the ALTV Torpedo ACMAT

 

On the occasion of the SOFINS show, Renault Trucks Defense presents a version of the ALTV Torpedo ACMAT. It will be exhibited during the dynamic show.

 

This new version receives a higher ground clearance (from 0.3 to 0.35m) and a wider approach angle (from 25° to 40°) in order to improve the land mobility.

 

In parallel to these new performances, the ALTV keeps its essential characteristics that made its international success in 2012. More than 60 ALTV (Torpedo models) were indeed sold last year. The ALTV is, thanks to its robustness and its large payload (1.4t), adapted to the needs of the Special Forces.

 

With a 190hp, the vehicle can reach speeds of 170km/h while its 1,600 km autonomy allows it to operate in isolated areas without logistic support. It can carry 3 ( 4 in option) men.

 

The ALTV is capable of operating on slopes up to 80%, side-slopes up to 100% and cross a ford of 0.5m. Finally, it is also able to support mine and ballistic protection kits, and is fitted for a manned operated machinegun on the roof (7.62/12.7/LG40mm/M134).

 

“Battlenet Inside” at the Heart of Renault Trucks Defense Vehicles

 

To meet the requirements of armed forces for modularity, growth potential and cost control, Renault Trucks Defense launched at Eurosatory 2012 an innovative vetronic solution called “Battlenet Inside”. All systems are now presented embedded on the Sherpa Scout at Sofins 2013.

 

The range of operations that modern military vehicles have to conduct is giving rise to increasing complexity: a wide variety of missions, multiple threats, interoperability with other armed forces, tactical situations that are often highly complex, and so on. Renault Trucks Defense intends to meet these new operational requirements by optimising the integration of more and more items of equipment into its combat vehicles, Sherpa Scout included. It is ideally suited for tactical missions such as scouting, patrol, convoy escort, command and liaison and is able to transport up to 4 or 5 soldiers. Connected on the vetronic network Battlefield, the Scout becomes a complete mission system whose operational effectiveness can be optimized and adapted for each type of operation.

-- a light turret WASP that is remotely-controlled from inside the vehicle. It can be fitted with a MAG 58 7,62mm machine gun coupled to a day/infrared sight and observation scope for day or night observation (Panhard and Sagem Defense Systems Sécurité),

-- a portable, light and easy to use UAV called “SPYARROW” (Thales),

-- a reverse camera (Motec),

-- a long-distance secured VH/VHF communication system “HF3000” (Thales),

-- a night vision goggle with video display, ultra-compact and lightweight goggle (Thales),

-- a distant vehicle management called “e-soutien” to maximize materials support in operational condition (RTD).

 

All systems presented on this Sherpa Scout are connected on our vetronic network Battlenet Inside:

-- Video streams shared on vehicle displays

-- Head-up display of Commander’s monitor on Minie D Night Vision Goggles

-- Vehicle integrated ergonomic HMI for systems

-- Ability to receive drones video

-- Distant vehicle management with “e-soutien” application

 

Battlenet Inside is an innovative electronic architecture designed by Renault Trucks Defense. It is based on open, standardized and proven COTS solutions coming from IP technologies.

 

As an integrator, Renault Trucks Defence guarantees interfacing with mission kits, the interoperability of these kits, their ergonomics, and the new collaborative functionalities, while respecting the know-how of the suppliers concerned.

 

Renault Trucks Defense has decided to propose an open architecture capable of ensuring the interoperability of these items of equipment. At the same time, as this equipment is constantly changing, there is a need to be able to upgrade the complete system, without modifying its basic architecture, by selecting long-standing, open standards. La Libye a été la première opération aérienne de l’armée de l’air suédoise depuis le Congo en 1961. Cette mission a aussi été le baptême du feu du Gripen. Retour sur l’engagement du chasseur polyvalent de Saab.

 

Chauvinisme oblige, nous nous sommes beaucoup, en France, intéressés aux résultats du Rafale ou du Mirage en Libye. Ce théâtre d’opération a pourtant été le lieu d’une étrange rencontre entre trois chasseurs de dernière génération, concurrents sur quelques uns des principaux marchés des années à venir : le Rafale, l’Eurofighter et le Gripen. C’est sur le cas de ce dernier que nous allons nous pencher.

 

Le JAS 39 Gripen, en Libye, ce sont quelques 2000 heures de vol réalisées par huit appareils. Les Suédois ont participé en tout à 650 sorties au cours desquelles les pilotes se sont concentrés sur un effort de renseignement, réalisant près de 150 000 clichés. 140 militaires ont été mobilisés sur la base de Sigonella, en Sicile, directement aux côtés des Américains. L’engagement suédois a commencé le 8 avril et s’est terminé le 24 octobre 2011.

 

L’armée de l’air suédoise déployait pour la première fois depuis près de 50 ans des avions de combat sur un théâtre opérationnel. Elle ne l’avait pas fait depuis son intervention au Congo belge en 1961. La réactivité a été d’autant plus remarquable que les premiers équipages ont commencé à travailler moins d’une semaine après le vote favorable du Parlement, début avril 2011.

 

Pour le lieutenant-colonel Stefan Wilson, qui commande les forces aériennes, le bilan opérationnel est positif. Il insiste notamment sur la capacité des suédois à travailler au sein d’une coalition internationale, sous commandement de l’OTAN. En effet, si la Suède n’est pas membre de l’Alliance, elle est régulièrement amenée à travailler avec les armées de l’air de celle-ci. En Libye, c’est plus directement avec les Américains et les Danois qu’elle a collaboré. L’officier s’estime ainsi satisfait de l’usage fait des liaisons OTAN L16, sur lesquelles les Français ont eu quelques soucis, ainsi que de l’intégration dans la chaîne de commandement.

Tout n’a cependant pas été parfait. Les Suédois ont notamment souffert de leur incapacité à assurer leur propre soutien essence. Ils ont du pour cela compter sur les capacités de l’US Air Force … qui n’utilise pas le même combustible. Le temps d’ajouter les additifs nécessaires au gazole américain, les Suédois ont perdu quelques jours.

 

On pourrait aussi regretter de ne pas en avoir découvert plus sur les capacités du Gripen dans des missions de combat. L’avion suédois, dont le mandat parlementaire ne permettait que de faire de la reconnaissance, participait ici à sa première opération. Alors qu’il est sensé concurrencer, comme appareil multirôles, des engins comme le Rafale ou l’Eurofighter, il n’aura pas pu démontrer toutes ses possibilités.

 

Reste à observer les nombreux exercices aériens multinationaux auxquels participe l’avion de Saab. Les amateurs pourront regarder du côté du colossal Red Flag, organisé aux Etats-Unis, ou des plus modestes Loyal Arrow en Suède et Joint Warrior en Grande-Bretagne. Le tout en attendant l’intégration de la bombe à guidage laser GBU 39 et du missile Meteor … d’ici quelques années !

Duc Hélices qui a bâti sa notoriété dans le monde de l’aviation ultra-légère vient de mettre le pied sur un nouveau marché prometteur en équipant le nouveau drone Atlante de Cassidian (groupe EADS). Après trois années de développement, le drone a effectué son premier vol, avec succès, le 28 février 2013 à Castro de Rei, en Espagne.

a réalisé le 28 février 2013, son premier vol sur

l’aérodrome de Rozas, (Espagne).

 

Doté des technologies de toute dernière génération (automatisation, capteurs, systèmes de protection, etc.) développées par l’industrie espagnole, le drone Atlante a été conçu conformément aux normes applicables aux avions pilotés (navigabilité et de certification), qui lui permettent d’opérer dans l’espace aérien civil. L’Atalante est un drone tactique capable d’effectuer des missions tant civiles que militaires, dont la surveillance urbaine et rurale, la recherche et le sauvetage, les missions de secours en zones sinistrées ou lors d’incendies de forêt, et le contrôle d’événements sportifs. Il peut en outre décoller et atterrir sur des pistes non aménagées ou être lancé par des catapultes.

 

Le partenariat avec EADS à travers sa filiale Cassidian, ouvre de nouvelles perspectives à Duc Hélices qui annonce sa participation au salon Aero 2013 (24-27 avril) à Friedrichshafen.

Un premier contingent de 570 soldats maliens devait entamer mardi sa formation par des instructeurs militaires européens qui ont pour objectif de restructurer l’armée malienne, au lendemain de violences à Tombouctou (nord-ouest) provoquées par des islamistes armés infiltrés dans la ville.

 

Mardi matin, ces militaires maliens ont quitté Bamako pour Koulikoro, ville située à une soixantaine de km au nord-est de la capitale et qui abrite un centre de formation militaire, a indiqué à l’AFP le lieutenant-colonel français Philippe de Cussac, porte-parole de la mission de formation de l’Union européenne (EUTM).

 

C’est là qu’ils seront formés pendant dix semaines par une centaine d’instructeurs venant de sept pays: France, Royaume-Uni, Suède, Finlande, Lituanie, Luxembourg et Irlande.

 

« Dans un premier temps, on aura une formation généraliste, ensuite, il y aura une formation de spécialisation, en télécommunications, artillerie, génie », selon le lieutenant-colonel de Cussac. « Des forces spéciales, des tireurs d’élite » seront également formés, a-t-il ajouté.

 

Le but de l’EUTM est de former et entraîner près de 3.000 soldats, qui se succéderont en quatre vagues sur quinze mois à Koulikoro.

 

Cette opération débute alors que la France prépare le désengagement partiel de ses 4.000 soldats déployés dans le pays et que l’ONU finalise le lancement d’une mission de maintien de la paix qui sera composée de quelque 11.000 hommes.

 

A terme, la mission de « reconstruction » de l’armée du Mali de l’UE comprendra 550 militaires européens, dont l’objectif est de professionnaliser les soldats maliens pour qu’ils soient capables de résister aux attaques des groupes jihadistes liés à Al-Qaïda.

 

Ces derniers, qui ont occupé pendant plus de neuf mois le nord du Mali après en avoir chassé les rebelles touareg qui avaient lancé l’offensive en janvier 2012, en ont été partiellement chassés par les soldats français qui, en soutien à l’armée malienne et d’autres pays africains, est intervenue dès le 11 janvier pour empêcher une avancée des islamistes vers le Sud.

 

« Plus d’actions jihadistes »

 

Mais d’importantes poches de résistance islamistes demeurent dans plusieurs régions du nord du Mali: massif des Ifoghas, Gao et Tombouctou.

 

Des islamistes armés ont réussi à s’infiltrer à Tombouctou après l’attentat suicide d’un kamikaze dans la nuit de samedi à dimanche.

 

Une dizaine de personnes, dont au moins huit jihadistes, ont été tuées dans l’opération de « ratissage » menée dimanche et lundi dans la ville par des soldats maliens et français.

 

Cité par l’agence mauritanienne de presse en ligne Nouakchott information (ANI, privée), un porte-parole d’un des trois groupes islamistes armés opérant dans le nord du Mali, le Mouvement pour l’unicité et le jihad en Afrique de l’Ouest (Mujao), a menacé la France et ses alliés de « plus d’actions jihadistes ».

 

La persistance de l’activité des jihadistes en dépit de l’intervention franco-africaine rend d’autant plus nécessaire la formation de l’armée malienne qui, sous-équipée, démoralisée et un temps divisée, avait été mise en déroute dans le Nord l’an dernier en quelques semaines par les groupes armés.

 

Le gouvernement de transition malien a demandé à la Russie de lui livrer des hélicoptères, des avions de combat et des véhicules blindés pour combattre les islamistes, selon une source au sein de l’agence publique russe d’exportation d’armements Rosoboronexport, citée par un quotidien russe.

 

En février, la Russie a déjà livré au Mali 3.000 fusils d’assaut kalachnikov, 300 mitrailleuses et des munitions pour un montant total de 12 millions de dollars (plus de 9 millions d’euros), dans le cadre d’un contrat conclu en septembre 2012, a précisé cette source.

 

Sans commenter directement la mission de formation de l’UE, les Etats-Unis se souviennent d’avoir formé un certain Amadou Haya Sanogo, capitaine de l’armée malienne auteur d’un coup d’Etat ayant renversé le 22 mars 2012 le président Amadou Toumani Touré, précipitant la chute du Nord au mains des islamistes.

 

Le général Carter Ham, haut commandant des forces armées américaines en Afrique (Africom), s’était déclaré l’an dernier « amèrement déçu » qu’un militaire malien formé aux Etats Unis ait renversé « un gouvernement élu », qualifiant cela de « totalement inacceptable ».
