L'armée russe recevra 22 missiles intercontinentaux en 2014 (Poutine)

Vingt-deux missiles balistiques intercontinentaux seront mis à la disposition des Troupes de missiles stratégiques de Russie (RVSN) en 2014, a annoncé mercredi à Sotchi le président Vladimir Poutine.

 

"Cette année, deux régiments ont été dotés de nouveaux systèmes mobiles de missiles. Il est également prévu de fournir l'année prochaine à titre supplémentaire 22 missiles balistiques intercontinentaux basés au sol aux troupes RVSN", a déclaré M.Poutine lors d'une réunion consacrée au développement de ces troupes.

 

"Nous continuerons à développer prioritairement la principale composante de nos forces stratégiques nucléaires", a ajouté le président russe.

 

Selon lui, ces forces "doivent rester à la fois puissantes et modernes".

 

Cela signifie qu'elles "doivent être capables de percer tout système de défense antimissile et ce, non seulement aujourd'hui, mais aussi à l'avenir, vu le perfectionnement technique de ces système de défense", a précisé le chef de l'Etat russe.

L'armée russe reçoit six systèmes sol-air Pantsir-S

Les Troupes russes de défense aérospatiale ont reçu six nouveaux systèmes antiaériens Pantsir-S, a annoncé mercredi à Moscou le porte-parole des Troupes de défense Dmitri Zenine.

 

"De nouveaux systèmes de défense Pantsir-S ont tiré des missiles et des obus sur le polygone "Achoulouk", dans la région d'Astrakhan. Les représentants de l'usine ont remis six nouveaux véhicules de combat aux Troupes de défense aérospatiale", a indiqué le colonel Zenine.

 

Selon lui, deux régiments dotés de missiles S-400 Triumph et plusieurs régiments équipés de missiles S-300 Favorit protègent actuellement la région de Moscou. "Les deux régiments de missiles S-400 Triumph disposent déjà de batteries Pantsir-S. La nouvelle batterie Pantsir-S viendra équiper un troisième régiment de missiles sol-air S-400 qui sera mis en service opérationnel en décembre", a noté le colonel.

 

Le système antiaérien de courte portée Pantsir-S est destiné à protéger les sites militaires et civils (centrales nucléaires, grandes usines, sites sensibles) ou à appuyer les systèmes sol-air de longue portée S-300 et S-400. Chaque véhicule doté du système Pantsir-S est capable de protéger un terrain dans un rayon de 20 km et jusqu'à 15 km d'altitude.

 

Pantsir-S tire des missiles et des obus d'artillerie. Les missiles, d'une portée de 20 kilomètres, se déplacent à 1.300 mètres par seconde et sont capables de neutraliser les cibles aériennes les plus modernes (surtout les armes de haute précision). Les obus, d'une portée de 4 kilomètres, détruisent les cibles navales, terrestres ou aériennes à une altitude allant de 0 à 3 kilomètres. Le Pantsir-S est en mesure de frapper quatre cibles simultanément.

Armes saisies sur un cargo: 32 marins nord-coréens bientôt libérés

Les autorités panaméennes se préparaient mercredi à libérer 32 des 35 membres de l'équipage du bateau nord-coréen arraisonné en juillet avec des armes non déclarées en provenance de Cuba. Elles ont également décidé de laisser repartir le navire.

 

"Ils ont déjà été autorisés à quitter le pays, 32 des 35 détenus pourront s'en aller", a annoncé Tomas Cabral, du ministère panaméen des Affaires étrangères. "La délégation coréenne qui s'est récemment rendue dans notre pays nous a remis les documents nécessaires et nous avons décidé de relâcher le navire", a de son côté déclaré à la presse le procureur chargé du crime organisé Nahaniel Murgas.

 

Toutefois, a-t-il précisé, le navire "ne peut sortir de notre pays tant qu'il n'aura pas réglé la situation avec" les autorités du canal, qui ont infligé aux responsables du bateau une amende d'un million de dollars pour avoir mis en danger la sécurité de la voie maritime. M. Murgas n'a pas indiqué si les autorités laisseraient repartir le bateau avec son chargement controversé.

 

Armements pour avions

 

Le 10 juillet, le Chong Chon Gang, en provenance de Cuba, a été arraisonné à l'entrée du canal de Panama après la découverte de 25 conteneurs renfermant du matériel militaire dissimulé sous plusieurs tonnes de sacs de sucre roux.

 

Cuba a révélé qu'il s'agissait de "240 tonnes d'armes défensives obsolètes, toutes fabriquées au milieu du siècle passé et qui devaient être réparées" en Corée du Nord pour être réexpédiées dans l'île communiste. Mais selon les autorités panaméennes, qui ont inspecté la cargaison, il s'agissait d'armements pour des avions de type MIG-21, des lanceurs antimissiles et des véhicules militaires.

 

Pas au courant

 

Les 35 marins nord-coréens du bateau ont été incarcérés et risquaient selon les autorités jusqu'à 12 ans de prison pour trafic d'armes. Mais fin octobre, le ministre panaméen des Affaires étrangères Fernando Nuñez avait révélé que la plupart d'entre eux pourraient être libérés si le procureur retenait l'argument selon lequel ils n'étaient pas au courant de la présence d'armes à bord.

L’US Army annonce ce mercredi que la dernière version des hélicoptères d’attaque Apache de Boeing, l’AH-64E, avait obtenu son IOC (Initial Operating Capability), première certification au standard militaire, lors d’une cérémonie qui s’est tenue le 21 novembre dernier sur la base Lewis-McChord, dans l’Etat de Washington.

 

Le bataillon d’attaque et de reconnaissance 1-229, « Tigersharks » avait reçu le premier exemplaire de l’AH-64E en janvier 2013. Les premiers déploiements à l’étranger sont prévus pour 2014.

 

L’AH-64 Apache a été mis en service en 1984 dans l’US Army, la flotte a accumulé depuis plus de 3,7 millions d’heures de vol, dont 6 000 pour la dernière version en date, l’AH-64E.

London - Airbus Military has reduced the size of its "Grizzly" development fleet of A400M tactical transports to three, after retiring its first-flight example and placing another aircraft into storage.

 

First flown on 11 December 2009 (above), MSN1 - or Grizzly 1 - was the first of five test aircraft to be flown in support of the eight-nation A400M programme. Registered as F-WWMT, the aircraft performed its final flight from Toulouse, France on 4 November,with the company saying the 1h sortie was intended "to validate procedures for landing with the ramp door failed in the open position". This brought the lead aircraft's total usage to 475 flights and almost 1,450h, Airbus Military says.

 

To mark the milestone event, the same crew which performed Grizzly 1's debut flight from Seville, Spain were brought together. This comprised test pilots Nacho Lombo and Ed Strongman, head of A400M flight test Eric Isorce and a test flight engineer team of Jean-Philippe Cottet, Gerard Leskerpit and Didier Ronceray.

“MSN1 has had a relatively short but very arduous life, and it has taken us to the extreme parts of the flight envelope where, I hope, most other A400Ms will not go," says Strongman. The aircraft will be preserved and put on public view, with Airbus's heritage department to decide on its final display location next year.

 

In addition to Grizzly 1's removal from use, aircraft MSN3 has also now been placed into long-term storage. "It is not intended to fly again, but could be returned to flight-test duties if required," the company says.

 

Airbus Military's remaining three development aircraft will be used to support the ongoing introduction of additional capabilities for the A400M. Two of the type have been delivered to the French air force, with Turkey due to receive its first example before year-end. Further customers for the type are Belgium, Germany, Luxembourg, Malaysia, Spain and the UK, with a total order book for 174 aircraft.

European Nations Cooperate With US, NATO Allies On Missile Defense

 

WARSAW AND ROME — As NATO intensifies its efforts to shield Europe from airborne threats, numerous countries are aiming to bolster their missile defense capabilities at the national level and as part of collective allied efforts. Those plans are centered on NATO’s missile defense shield and the Medium Extended Air Defense System (MEADS).

 

Poland plans to modernize its anti-aircraft and anti-missile system by 2022 by adding short- and middle-range missiles. The program is estimated to be worth as much as 26.4 billion zloty (US $8.4 billion), according to figures obtained by local daily Gazeta Wyborcza, which makes it the country’s largest armament program.

 

With multibillion-dollar procurements in the pipeline, Defense Min­ister Tomasz Siemoniak announced that US Secretary of State John Kerry’s Nov. 4-6 visit to Poland was related to Poland’s military modernization prog­ram and potential arms acquisitions.

 

The two countries’ missile defense cooperation was also high on the agenda, with SM-3 Block IIA interceptor missiles planned to be deployed at Poland’s air base in Redzikowo.

 

Kerry and Siemoniak visited the Polish military’s 32nd Tactical Air Base in Lask, in central Poland. During his visit, Kerry said the US did not intend to abandon its missile defense plans in Europe, and that in 2018, the Poland-based component of the missile shield would be operational.

 

“Poland and Europe need the United States to be strong and present, leading an [alliance] which is based on collective reliability of its members and the development of real military capacities,” Siemoniak said. “This is why we support the missile defense program by hosting on our soil a base which is to be set up in 2018 in Redzikowo.”

 

For its national missile defense efforts, the Polish Army wants local manufacturers to cooperate on the program with foreign defense players.

 

One of the first of a series of procurements for the Polish missile program will be a midrange anti-aircraft and anti-missile system, dubbed Wisla.

 

With the planned purchase in mind, in June the Defense Ministry invited companies to participate in a dialogue on technical and strategic requirements for the procurement.

 

Fourteen foreign and domestic manufacturers expressed interest in participating in the Wisla project, including Northrop Grumman, Raytheon and Boeing of the US; France’s Thales; Italy’s Selex; Turkey’s Aselsan; Spain’s Indra and Sener; Israel’s SIBAT; and a consortium led by the Polish Defense Holding.

 

Poland Could Join MEADS

 

MBDA submitted two bids, one based on the Aster-30 medium-range air-defense missile and one developed around the MEADS, a partnership of the US, Italy and Germany. With the US Army withdrawing from the project, Poland could become the third European partner should it hand the missile defense contract to MBDA.

 

Acquisition of the MEADS anti-missile system was canceled by the US, but officials with the industrial team behind it, comprising Lockheed Martin and MBDA, said Poland could yet sign up to join Rome and Berlin.

 

Polish officials attended a test firing against two simultaneous targets in the US in November, which marked a climax of the program’s development phase before the US ends its funding.

 

A MEADS team also gave officials in Poland a briefing at the end of August, one of a number of briefings given by competitors that wrapped up on Sept. 30 and could lead to a selection by Poland in January of anti-missile systems, said Marty Coyne, business development director for MEADS International.

 

Although it is unclear whether Italy and Germany will push on with acquisition after the departure of the US from the program, Coyne said the two countries were planning to “transition to European development” work by the end of 2014.

 

“We have offered Polish industry the chance to be a partner in that development, which involves software work and qualification,” he said.

 

The cost of that development work would run 10 to 15 percent of the $4 billion cost of the program., Coyne added.

 

According to the scenario in which Poland, Italy and Germany wrap up development together, Lockheed would remain an “active participant,” and the US government would remain a “signatory” to the program, Coyne said.

 

Aegis Ashore in Romania

 

Romania is another key country in NATO’s missile defense plans. In late October, construction of a facility to host the Aegis Ashore missile defense system was launched in Deveselu, in the country’s south.

 

Aegis Ashore is the land-based component of the Aegis ballistic missile defense (BMD) system. The Romania-based facility will be part of NATO’s missile shield over Europe, with the Aegis BMD and SM-3 Block IB set to provide ballistic missile coverage of southern Europe, according to the Pentagon’s Missile Defense Agency.

 

Under the plan, the missile interceptors in Deveselu are expected to be operational in 2015. The project is worth about $134 million

Huit sous-marins nucléaires stratégiques seront livrés aux forces navales russes d'ici 2020, a déclaré mercredi le président Vladimir Poutine, soulignant que leurs armements devaient être produits parallèlement à la construction de ces bâtiments de guerre.

 

"En janvier dernier, le nouveau sous-marin nucléaire lanceur d'engins Iouri Dolgorouki a été mis à la disposition de la marine russe. Deux autres sous-marins - Alexandre Nevski et Vladimir Monomakh - doivent entrer en service l'année prochaine. D'ici 2020, jusqu'à huit nouveaux sous-marins stratégiques devraient équiper nos forces navales", a indiqué le président lors d'une réunion à Sotchi.

 

"Leur armement doit être fourni parallèlement à la construction de ces vecteurs, c'est-à-dire de ces sous-marins", a déclaré le chef de l'Etat.

Russian Navy Gets New Carrier-Based Fighters

MOSCOW --- The Russian navy has taken delivery of its first four series-produced MiG-29K/KUB carrier based fighter jets, the Defense Ministry said Monday.

 

“The MiG aircraft-manufacturing corporation has handed over two MiG-29K single-seat and two MiG-29KUB twin-seat carrier-based fighter aircraft,” a spokesman said.

 

The Russian Defense Ministry signed a contract with MiG in February 2012 for delivery of 20 MiG-29K and four MiG-29KUB fighters by 2015.

 

The aircraft will be deployed on Russia's sole serving carrier, the Admiral Kuznetsov, based in Murmansk with the Northern Fleet. The Admiral Kuznetsov currently operates Sukhoi Su-33 naval fighter aircraft.

 

The MiG-29K is a naval variant of the MiG-29 Fulcrum fighter jet, and has folding wings, an arrester tail-hook, strengthened airframe and multirole capability thanks to its Zhuk-ME slotted array radar, MiG says.

 

Unlike the Su-33, which is capable of air defense missions only, the MiG-29K can be armed with a wide variety of air-to-surface as well as air-to-air weaponry and laser-designation systems.

 

The aircraft is also capable of “buddy” refueling other MiG-29Ks using the PAZ-1MK refueling pod.

 

So far, the aircraft has only entered service with India, for use on the refitted Russian-built carrier INS Vikramaditya, which was handed over to the Indian Navy on November 15.

US-2i amphibious aircraft acquisition process underway

The India-Japan Joint Working Group (JWG) have held preliminary meetings to initiate the process for acquisition of the ShinMaywa US-2i amphibious aircraft for the Indian Navy.

 

The Indian Navy plan to acquire the Japanese ShinMaywa US-2i amphibious aircraft faces unique challenges in terms of the process being evolved to effect the purchase.

Indian Prime Minister Manmohan Singh, during his visit to Japan last May, had issued a joint statement along with Japanese Prime Minister Shinzo Abe which mandated the setting up of a Joint Working Group (JWG) between the two countries to explore the potential for cooperation between the defense and aviation industries between the two countries, as well as to figure out the mechanism and modalities for the acquisition of the aircraft by the Indian Navy.

The statement said, among other things:

The two Prime Ministers welcomed the expanding defense relations between the two countries based on the Joint Declaration on Security Cooperation between India and Japan. The two Prime Ministers expressed satisfaction that the first bilateral exercise between the Indian Navy (IN)and the Japan Maritime Self-Defense Force (JMSDF)was held in June 2012 off the coast of Japan and decided to conduct such exercises on a regular basis with increased frequency. They decided to establish a Joint Working Group (JWG) to explore modality for the cooperation on the US-2 amphibian aircraft.

The two sides have held preliminary meetings of the JWG recently, since the meeting between the two prime ministers – said to be the result of the priority accorded to the process by Abe.

The navy is understood to be keen on acquiring at least 15 of the aircraft. The last amphibious aircraft operated by the navy were the light transport Short SA.6 Sealand aircraft, which were inducted in the 1950s and phased out a decade later. Since then, the Indian Navy has never operated any amphibious aircraft.

The Indian Coast Guard, briefly, considered the acquisition of the Russian Beriev Be-200 amphibious aircraft as part of a process to acquire Medium Range Maritime Reconnaissance aircraft (MRMR), which was subsequently cancelled in 2011.

There are two reasons why this process is significant. First of all, it represents a change in Japanese policies, traditionally informed by its pacifist constitution, in place since the end of the Second World War, which barred the export of military technologies.

While Japan barred the export of military equipment to communist countries, countries subject to a United Nations Security Council (UNSC) arms embargo and countries that could be involved in international conflicts since 1967, it extended the bar on export to all countries in 1976, with the United States being the only exception.

Japan continues to ban such exports and only allows the export of dual-use equipment, under which category the US-2i falls. Even then, the Japanese allowance remains a significant relaxation on its part.

Secondly, there is no close competitor to the aircraft in terms of features and performance, and the Indian Navy and defense ministry would have to evolve a process under the Defense Procurement Procedure (DPP) to make sure the single vendor bar does not apply to the acquisition process for the aircraft and/or put together a government-to-government purchase process with Japan, on the lines of the mechanism with Russia and the Foreign Military Sales (FMS) route with the United States.

While this process is getting underway, defense ministry sources expressed mild concern that, while the objectives of the JWG include ‘cooperation on the US-2 amphibian aircraft’, this could end up with the long term objectives of potential industrial cooperation holding up the more immediate objective of aircraft acquisition. They pointed to the inclusion of India’s National Aerospace Laboratories (NAL) as part of the JWG and said care should be taken that the objective of cooperation on civilian aircraft development should not delay the more immediate objective acquisition process.

That said, movement on this could be expected in December, with at least two meetings – a second preliminary meeting as well as defense minister-level talks on the issue.

US-2i potential

Indian Prime Minister Manmohan Singh, who visited Japan earlier this year, expressed India’s interest in acquiring the aircraft as part of what was seen as a growing proximity between the two countries, both of whom have had territorial disputes with China.

India has been bolstering its airlift capabilities in the northern and north-eastern regions in a bid to provide better logistical support to the Indian Army, at a time when serial intrusions across the Line of Actual Control (LAC) between India and China by the Chine People’s Liberation Army (PLA) have created much controversy. The Indian Air Force (IAF) recently made the Daulat Beg Oldie Advanced Landing Ground (ALG), just southeast of the Karakoram Pass, operational for its C-130J Super Hercules aircraft.

Interestingly, the US-2i could also operate from Pangong Tso lake (and possibly other water bodies in the region), divided by the LAC between the two countries in the Chushul sector, should the need arise, if the Indian Navy were to acquire it.

Speaking at the first Naval and Maritime Expo (NAMEXPO) held in Kochi in September, Commodore Sujeet Samadar, retired from the Indian Navy, who heads the company in India, told StratPost that although the aircraft has never operated at such heights before, it is qualified for such operations. Specifically asked if the aircraft could operate from Pangong Tso lake, Commodore Samadar said he could see no reason why it could not

“The boundary layer control system has unique features and it’s been designed for a particular performance, mostly at sea level. But the extension of the systems onboard allows it to carry out high altitude operations. At the moment, I think, that is what I can say. It can carry out high altitude operations, certainly.”

The aircraft can operate in rough waters up to sea state 5 with three meter high waves. It can take off in 280 meters and land in 330 meters with a maximum take off weight of 43 tons. It has a range of 4,500 kilometers and a top speed of 560 kilometers per hour. The aircraft’s boundary layer control system generates additional lift to allow the aircraft to take off and land in short distances. Its spray strip and spray suppressor prevent splashed water from reaching its engines.

Sources in the defense ministry have also indicated a level of interest in the IAF in the capabilities of this aircraft and the possibilities it could offer for air support in the region.

Pakistan's Burraq and Shahpar UAVs Enter Service

Pakistan is now equipped with two new unmanned aerial vehicle designs - a "very effective force multiplier", according to military officials.

 

Developed in Pakistan, the Burraq and Shahpar are both surveillance UAVs and, said General Ashfaq Parvez Kayani, they'll give the Pakistan Army and Air Force a new level of "target acquisition capabilities", delivered "in real-time."

 

Both new Pakistan UAVs were inducted during a ceremony, attended by officials, engineers and scientists. Each was conceived and produced after the US refused to export its own advanced UAVs, such as the Predator.

 

Burraq UAV

 

First flown in 2009, the Burraq UAV was co-developed by the Pakistan Air Force and the National Engineering and Scientific Commission (NESCOM). It takes its name from Al-Buraq, the winged horse from heaven on which Islamic prophets travelled.

 

Strictly speaking, the Burraq is a UCAV (Unmanned Combat Air Vehicle), since - according to reports - it can be armed with laser-guided air-to-surface missiles, according to specific mission requirements. Military analysts have likened the Burraq to the Rainbow CH-3 UCAV, made in China, although very little is known about it beyond that comparison.

 

Shahpar UAV

 

The Shahpar UAV is the brainchild of Pakistan's Global Industrial Defence Solutions. Powered by a single Rotax 912 engine, producing 100 horsepower, it cruises at 93 miles per hour at altitudes of around 17,000 feet. To date, ten examples have been built, each one capable of autonomous launches and recoveries, either end of unmanned operations lasting more than seven hours at a time, during which data can be transmitted across a 250 kilometre range.

 

"It is a landmark and historic event, wherein a very effective force multiplier has been added to the inventory of the armed forces", said the Pakistan military's press office, ISPR (Inter-Services Public Relations) in a statement on the UAVs' inauguration.

 

Beyond military operations, the Burraq and Shahpar "...could also be gainfully employed in various socio-economic development projects", ISPR added.

Israel Aerospace Industries' Unmanned Aerial Systems Surpass One Million Operational Flight Hours - an Unprecedented Accomplishment

 

Israel Aerospace Industries' (IAI) Unmanned Aerial Systems (UAS) have accumulated over one million operational flight hours worldwide – an unprecedented accomplishment.

 

IAI will present its UAS and Unmanned Ground Vehicles (UGVs) at the AUS&R 2013 Expo of Autonomous, Unmanned Systems & Robotics, which will be held tomorrow, Tuesday November 26, 2013, in Reshon Lezion, Israel.

Roll-on/roll-off weapons system for MC-27J

 

ARLINGTON, Va., Nov. 26 (UPI)

 

Alenia Aermacchi's U.S. partner for weaponizing the C-27J airlifter has given details of the armaments the aircraft will carry and how it will carry them.

 

ATK said the MC-27J variant will be equipped with its GAU-23 Bushmaster 30mm cannon configured for firing from the side of the plane. The gun uses a simple, automatic feed system and fires a variety of NATO 30mm rounds.

 

The weapon system will be mounted on a roll-on/roll-off pallet for quick mounting and removal from MC-27J via the plane's rear ramp, allowing for quick reconfiguration of the aircraft for other missions, including command and control through pallet-mounted sensors and communications equipment.

 

The aircraft can also be used for transporting troops and cargo.

 

The first customer for the MC-27J is the Italian Air Force, which will use the aircraft for its special forces, which will deploy the plane in an operational theater next spring.

 

"The selection of the MC-27J by the Italian Air Force and the fielding of this aircraft recognize the significant capability we have teamed to provide," said Mike Kahn, president of the ATK Defense Group. "Our partnership with Alenia Aermacchi on the MC-27J will give the Italian Air Force an adaptable, agile and affordable multi-mission solution."

 

The base C-27J is a twin-engine turboprop transport with a cruise speed of 362 mph, a ceiling of 30,000 feet and a range of more than 1,000 miles with a payload of 22,000 pounds.

Rheinmetall seeks Australian suppliers

Rheinmetall Defense's Australian subsidiary is seeking local suppliers for its contract to supply vehicles and mission support to the country's military.

 

Rheinmetall MAN Military Vehicles Australia, or RMMVA, said more than 500 companies attended its supplier opportunity events this month in Adelaide, Brisbane, Canberra, Darwin, Melbourne and Sydney.

 

In addition to RMMVA, a number of its key sub-contractors in the government's LAND 121 3B defense project participated in the presentations.

 

"RMMVA, in close cooperation with our key sub-contractors, is actively engaging with Australian industry to enable as many Australian companies to be part of this exciting program as possible," RMMVA Managing Director Peter Hardisty said. "The products and services we are seeking include the design, development and production of specific hardware such as modules, some vehicle bodies, sub-systems and components as well as project management and systems integration, developmental, test and evaluation work."

 

Under the LAND 121 Phase 3B project, Rheinmetall is to supply and support mission systems for about 2,500 wheeled vehicles to Australia's Defense Force, and is working with state governments, Defense Materiel Organization business access offices and Australian industry associations to strengthen its supply chain.

Boeing Co. has delivered a full-scale C-17 Globemaster III cargo compartment trainer to the Royal Australian Air Force, the company said.

 

The trainer is a fully functional replica of a C-17 fuselage that can simulate day/night operating conditions for loadmasters, as well as aeromedical evacuation training for aeromedical specialists.

 

"The C-17 program has delivered a substantial capability to Australia; this CCT represents the final component of that program," said RAAF Group Capt. Warren Bishop. "It will add significant value to the RAAF, providing the capability to train pilots and loadmasters in Australia."

 

The cargo compartment trainer will be used at an RAAF facility in Amberley, where loading vehicles, simulated cargo and other training assets are located.

 

The Royal Australian Air Force operates six C-17s for military transport missions and disaster relief operations.

 

Boeing said the operational cargo compartment trainer delivered to Australia is the third it has produced. Two others are being used at a U.S Air Force base in Oklahoma.

Israeli Expo Highlights Unmanned Systems

 

TEL AVIV — Unmanned aerial systems (UAS) have already superseded patrol and reconnaissance aircraft and are rendering gunships obsolete. But until they engage enemies in the air, it’s premature to speak about the end of manned platforms, according to a former Israel Air Force commander.

 

“The [unmanned] air-to-air mission is not a fantasy but part of the future,” said retired Maj. Gen. Eitan Ben-Eliahu at a Nov. 26 unmanned vehicles conference and air exhibition in Rishon Lezion, south of Tel Aviv.

 

In an address devoted to UAS trends and their prospects for replacing manned platforms, Ben-Eliahu said leading air forces are phasing out costly fixed-wing and rotary aircraft for a spectrum of unmanned reconnaissance, surveillance and targeting missions. In terms of future force planning, he said, “The attack helicopter is finished.”

 

But unmanned aircraft cannot replace manned transports, the former Israeli air chief insisted. “I don’t see human beings being transported by unmanned vehicles.”

 

While unmanned systems offer considerable savings in acquisition, life-cycle and training costs, they lack deterrent power.

 

“UAVs will not contribute enough to deterrence to prevent war,” he said.

 

“When the F-35 is operational in Israel, it will have a dramatic effect on deterring our enemies. ... So even if we have hundreds of UAVs, it won’t impact the balance of power as much as a single squadron of F-35s.”

 

The former air chief also said UAVs are highly dependent on networked command and control, which renders them more vulnerable to cyber attack than manned fighters, “which know how to perform their mission in total silence.”

 

Despite these disadvantages, Ben-Eliahu said he could envision a time when UAS platforms will replace manned fighters, provided they are sufficiently equipped to perform traditional fighter missions.

 

“We pilots are the decision makers ... and the claim to fame of fighter pilots are dogfights. So in the future, part of the process of replacing jet fighters with UAVs will be the ability to start dogfights between drones,” he added.

 

Shaul Shahar, general manager of the Malat Division of Israel Aerospace Industries, said unmanned air-to-air combat is a realistic prospect within 15 years.

 

Speaking at the same event organized by Israel Homeland Security (iHLS), Shahar, a retired colonel with 3,000 hours operating UAVs on behalf of Israeli military intelligence, said Ben-Eliahu’s support for dogfighting drones reflected a serious, albeit embryonic research-and-development trend.

 

“It was the first time someone at his level spoke about it,” Shahar said of the prospect of unmanned air-to-air missions.

Saab Receives Order from FMV for Technical System Support

Defence and security company Saab has received an order from the Swedish Defence Materiel Administration (FMV) to provide technical system support to the Swedish Armed Forces during 2014. The order amounts to SEK 107 million.

 

The order is a further option under an earlier agreement signed in June 2012 with FMV for performance-based support and maintenance of the Gripen fighter (i.e. Performance-Based Logistics, PBL).

Northrop to Supply Air Defense Radar Systems to Royal Thai Air Force

Northrop Grumman Corporation has been selected by the Royal Thai Air Force to supply additional AN/TPS-78 air defense and surveillance radar systems.

 

Under the terms of the contract, Northrop Grumman will begin supplying equipment to the Royal Thai Air Force in 2015. The company will also provide training, spares and logistics support.

US Army Releases RFP for New Armored Vehicle

WASHINGTON — After releasing several draft request for proposal (RFP) documents over the past year, on Tuesday the US Army finally released the final specs for the Armored Multi-Purpose Vehicle’s (AMPV’s) engineering and manufacturing development (EMD) phase.

 

Despite sequestration and the service’s need to cut billions of dollars from its budget in the coming years, the program appears to be soldiering on, with a solid requirement of 2,907 vehicles to be built over 13 years at roughly $1.8 million apiece.

 

In October, the service announced it intended to delay the start of the program by a year while raising developmental costs by several hundred million dollars in its quest to replace thousands of Vietnam War-era M113 tracked armored personnel carriers.

 

The new document says the Army plans to award a five-year EMD contract in May 2014 to one contractor who will manufacture 29 vehicles for government testing, followed by a three-year low-rate initial production (LRIP) contract beginning in 2020.

 

Earlier documents estimated the EMD phase would run from fiscal years 2014 to 2017 and cost $388 million. But the final plan stretches that out while adding to the overall price tag. The EMD phase will run from fiscal 2015 to 2019 and cost $458 million to develop and build the 29 prototypes.

 

The document released Tuesday lowered that number slightly to $436 million.

 

Likewise, whereas the estimate for the LRIP order of 289 vehicles between 2018 and 2020 was initially pegged at $1.08 billion, the Tuesday RFP lists three options for the LRIP years totaling $1.2 billion, giving the program a $1.68 billion budget before full-rate production begins.

 

The Army requested $116 million in its fiscal 2014 budget for development activities for the AMPV, which Congress approved.

 

The LRIP order will go to only one winner, and BAE Systems and General Dynamics are vying for the final prize.

 

BAE is offering a variant of its turretless Bradley, while General Dynamics is offering either its wheeled double V-hull Stryker, or a newer tracked version of the Stryker.

 

The AMPV has taken on increasing importance in recent months as the Army appears to be moving away from continuing to develop the costly — and increasingly heavy — ground combat vehicle as its primary heavy infantry carrier of the future.

 

What that will mean for the AMPV, and how much of the program will survive the current budget environment, likely will not become clear for several months as the military services work through their five-year budget proposals and have them reviewed by the secretary of defense.

Poutine lors d'une conférence de presse à l'issue de consultations interétatiques russo-italiennes.

 

Il a en outre souligné que la Russie et l'Italie pourraient coopérer également dans l'agriculture et les constructions mécaniques.

Pakistani military inducts first fleet of UAVs

ISLAMABAD (PTI): Pakistan has inducted its first fleet of "indigenously developed" strategic drones into the army and air force, with the military describing them as a "very effective force multiplier".

 

The Unmanned Aerial Vehicles (UAVs) with surveillance capability are named Burraq and Shahpar.

 

"It is a landmark and historic event, wherein a very effective force multiplier has been added to the inventory of the armed forces," said a statement from the military's media wing. It did not give further details about the UAVs.

 

In future, the UAVs could be used for "various socio-economic development projects", the statement said.

 

Outgoing army chief Gen Ashfaq Parvez Kayani too described the UAVs as a force multiplier. The drones will substantially enhance the military's "target acquisition capabilities in real time", he said.

 

The US has turned down Pakistan's repeated requests for supplying sophisticated UAVs like the Predator, which have been used for attacks in the country's restive tribal belt, and drone technology.

 

The ceremony marking the induction of the UAVs was attended by Kayani, Air Chief Marshal Tahir Rafique Butt, Strategic Plans Division chief Lt Gen (retired) Khalid Ahmed Kidwai and senior officers from the armed Forces, scientists and engineers.

 

A photograph of a model of one of the drones released by the military showed an UAV with two projectiles under its wings that looked like missiles.

 

The photograph showed SPD chief Lt Gen (retired) Khalid Ahmed Kidwai handing over a replica of the "indigenously developed surveillance capable UAVs" to Kayani.

 

Queries sent to the military's media wing about the drones being armed went unanswered.

 

Pakistan has several unarmed surveillance drones in service but Burraq and Shahpar are the first to be developed locally.

 

Last year, an unarmed version of Shahpur was unveiled for the first time during the International Defence Exhibition in Karachi.

 

The drones were developed in cooperation with the National Engineering and Scientific Commission, a research organisation that works closely with the Pakistani military.

12 China-made helicopters delivered to Cambodia

Twelve Chinese-built Zhi-9 (Z-9) utility helicopters, which Cambodia had purchased from China, were delivered to the Royal Cambodian Air Force on Monday.

 

The handover ceremony was held at the capital's Military Airbase between Cambodian Deputy Prime Minister and Defense Minister Tea Banh and Chinese Ambassador to Cambodia Bu Jianguo.

 

Tea Banh said the helicopter delivery was a new historic achievement in addition to numerous supports the Chinese government has given to Cambodia.

 

"The helicopters will be used to serve training in order to strengthen capacity for the Royal Cambodian Armed Forces in defending territorial integrity and in cracking down on offenses in remote areas," he said. "They will also be used for humanitarian activities such as disasters."

 

Tea Banh also highly spoke of excellent relations and cooperation between Cambodia and China under the leadership of Cambodian Prime Minister Hun Sen and Chinese leadership.

 

"The friendship relations between Cambodia and China have moved closer, reaching the Comprehensive Strategic Partnership of Cooperation in 2010," he said. "The bilateral excellent ties will bring mutual benefits to the two countries and peoples."

 

Bu Jianguo said that the Z-9 choppers are capable of carrying people and materials in case of any emergency rescues.

 

"China believes that the helicopters will enhance capacity for the Royal Cambodian Armed Forces in emergency operations in case of any disasters," she said.

 

Soeung Samnang, commander of the Royal Cambodian Air Force, said the Z-9 helicopters were purchased from the China National Aero-Technology Import and Export Corporation (CATIC).

 

"They are medium-sized carriers," he said. "They will help increase efficiency and capacity for the air forces in their national defense duties," he added.

 

China lent Cambodia $195 million in August, 2011 to buy those choppers.

Le premier exemplaire de l’EC725 Cougar intégralement produit au Brésil par Helibras (Helicópteros do Brasil S.A.), filiale d'Eurocopter, a effectué son vol inaugural le 21 novembre dernier depuis les installations de l’industriel à Itajubá (État du Minas Gerais). L’hélicoptère porte l’identifiant BRA 17.

 

Helibras précise que ce premier vol intervient deux mois avant la date limite du calendrier prévisionnel fixé pour ce programme. Cet appareil est destiné à la marine brésilienne avec une livraison prévue pour le second semestre de l’année prochaine. L’hélicoptériste brésilien ajoute que sept autres exemplaires sont actuellement sur la ligne d’assemblage.

 

Le Brésil avait signé un contrat avec Helibras pour l’acquisition d’une cinquantaine d’EC725 destinés à la marine, à l’armée de terre et à la FAB (Força Aérea Brasileira) en 2009. Si les huit premiers exemplaires de ce contrat ont été assemblés à Marignane, tous les autres appareils seront intégralement produits sous licence à Itajubá jusqu’en 2017. Ce contrat de 1,8 milliard d’euros comprend un certain nombre de transferts technologiques avec 50% des éléments des hélicoptères produits au Brésil.

 

Helibras a également rappelé que l’usine Itajubá avait nécessité un investissement de l’ordre de 136 millions d’euros pour la construction d’un hangar abritant la ligne d’assemblage, un nouveau banc d’essai, un atelier peinture ainsi que la formation des employés brésiliens en France. Elle produira également la version civile EC225 (Super Puma) destinée à des clients brésiliens et sud-américains, notamment pour des opérations offshore liées aux industries pétrolière et gazière.

 

Rappelons que les EC725/EC225 brésiliens sont équipés des turbines Makila 2 ainsi que des groupes auxiliaires de puissance Saphir 20 produits par la nouvelle usine de Turbomeca do Brasil à Xerèm, dans l’État de Rio de Janeiro.

Huntsville AL - The U.S. Army and Northrop Grumman have demonstrated a warfighter-focused, net-centric battle command system for integrated air and missile defense (IAMD). The Army demonstration, conducted from Oct. 24 to Nov. 8 at Redstone Arsenal, Ala., employed Northrop Grumman's IAMD Battle Command System (IBCS) software and hardware components to highlight critical capabilities tied to objectives established by warfighters.

 

Key objectives include demonstrating the IBCS tactical air defense planner and the IBCS graphical user interface (GUI).

 

"With IBCS, Northrop Grumman aims to deliver a common battle command system for all Army air defense components to help save lives and reduce system lifecycle costs," said Linnie Haynesworth, vice president and general manager of federal and defense technologies division for Northrop Grumman Information Systems.

 

"The successful demonstration is important progress and we're pleased our open architecture, any sensor-any shooter IBCS operated as planned and performed flawlessly."

 

The IBCS tactical air defense planner is intended to replace the seven disparate, currently fielded planning tools air defenders use to determine how to optimize sensors and weapon systems to best protect assets. The IBCS GUI, known as the common warfighter machine interface, takes advantage of gaming industry advancements to intuitively enable mission command decisions.

 

"The soldiers I spoke with clearly want IBCS today," said Brig. Gen. Neil Thurgood, program executive officer, Missiles and Space, Redstone Arsenal, Ala. "This very successful demonstration marks a significant event in the history of not only the IBCS program, but also the future path and war fighting doctrine of our Army."

 

IBCS was operated by soldiers from the 108th Air Defense Artillery Brigade and the First Armored Division to participate in the IAMD demonstration.

 

"Soldiers were able to get their hands on the system for the first time," said Col. Robert A. Rasch, Jr., project manager, Army Integrated Air and Missile Defense Project Office.

 

"Operational warfighters were able to see the force multiplier of using common command and control for an integrated air and missile defense capability."

 

The Army IAMD demonstration included two tactical integrated fire control network relays and three dismounted relays that let IBCS interface with remote weapons and sensors. The demonstration also used three tactical air defense engagement operations centers housing the IBCS computers and radios and necessary environmental control and power components.

 

In addition to showcasing capabilities, the IAMD demonstration served as the mechanism to execute detailed test plans, procedures, processes and data collection plans for upcoming developmental and operational testing. Furthermore, Northrop Grumman and the Army collected significant feedback for the iterative prototyping and user assessment cycles of the IBCS warfighter-centered development process.

 

Development testing of the IBCS engagement operations centers, tactical integrated fire control network relays with net-enabled air and missile defense sensors and weapons to conduct engagements against multiple threats is scheduled for late 2014 at White Sands Missile Range, N.M. The program is scheduled to go into low rate initial production in 2016 with fielding to begin in 2017.

 

The IBCS program resulted from analysis of Desert Storm and Iraqi Freedom operations to improve mission command as a top priority. By implementing an open, network-centric, system-of-systems solution, IBCS optimizes battle management command and control and significantly improves cost effectiveness and flexibility.

 

IBCS uses an enterprise, plug-and-fight approach to ensure that current and future sensors and weapon systems can be easily incorporated, allowing warfighters to take advantage of integrated Army and joint capabilities. The IBCS program also focuses on warfighter decision processes and tools to ensure intuitive situational understanding for time-critical engagements.
