A New Queen is Shaping Up at the Dockyard

Pictures released by the Aircraft Carrier Alliance yesterday show the ramp section, which will allow jet aircraft to take off from the ship, being lowered into place at the shipyard in Rosyth, Scotland, where the Queen Elizabeth Class carriers are being constructed.

 

The 300-tonne section of ramp, which is 64 metres long and 13 metres wide, is the final exterior piece of the aircraft carrier to be fitted. At its highest point, the take-off ramp is 6 metres above the flight deck, which will allow aircraft to be propelled into the air.

 

The pictures come on the same day as MOD announces that a fourth Lightning II Joint Strike Fighter aircraft has been ordered from Lockheed Martin. The UK has already taken delivery of 3 Lightning II jets and Royal Navy and RAF pilots are training on the aircraft in the USA.

 

This fourth jet, which is specially designed to be a test aircraft, will help boost the ongoing training available.

 

Earlier this year, the first take-off at sea by a UK pilot in a Lightning II took place during a week of trials aboard the United States Marine Corps’ amphibious assault ship USS Wasp.

 

“We are on track to ensuring carrier strike capability by 2020. Both the completion of the take-off ramp and the announcement of the contract for the fourth jet show the tremendous progress being made to ensure that the Royal Navy will have a modern carrier force.” Philip Dunne, Minister for Defence Equipment, Support and Technology confirmed.

The Malawi Defence Force (MDF) Marine Unit has commissioned seven new Guardian BR850 interceptor boats from Nautic Africa, which are being deployed on Lake Malawi.

 

They were commissioned by President Joyce Banda last week at their Monkey Bay base, on the shore of Lake Malawi. The boats will be used to patrol the lake, and will also engage in VIP transport/escort, search and rescue and disaster relief operations. They were delivered in pairs over the last three months.

 

James Fisher, CEO of Nautic Africa, told defenceWeb that the contract for the seven boats includes training and maintenance support over a period of five years and that Malawi is in discussions to purchase additional larger boats from the company. One option could be purchasing a 35 metre patrol boat and using it as a ‘mother ship’ from which to launch BR850s, allowing Malawi to cover a much larger area of the lake.

 

Although the BR850s were delivered without weapons, Malawi intends to arm them – the interceptors have weapons mounts for items such as 12.7 mm machineguns.

 

According to the Malawi News Agency, the delivery is a big boost to the operational capability of the Marine Unit, which has struggled to accomplish its mission of securing the country's maritime domain since its foundation in 1978.

 

The Malawi Defence Force’s maritime wing has only a few patrol boats in its inventory, including a couple of armed launches, a dozen Zodiacs and several small patrol craft, including two Namacurras donated by the South African Navy.

 

Fisher said the delivery of the BR850s was a major boost to the Marine Unit as the boats are fast, hardy and strong and suitable for beach landings and navigating shallow creeks and other waterways.

 

Banda said the acquisition of the boats was part of a comprehensive government strategy to improve the working and living conditions of the defence force.

 

"(The) government is committed to improving the living conditions for all men and women in uniform who are currently performing remarkably despite the lack of modern resources and the poor living conditions they are enduring. I am pleased to report that our soldiers who are on the peacekeeping assignment in the Democratic Republic of Congo (DRC) are performing excellently and that is an indication of the well disciplined military that Malawi owns," Banda said.

 

The Guardian BR850 is an 8.5 mm aluminium craft with a full load displacement of 3.8 tonnes and can be carried aboard larger vessels for use on boarding operations – it has a single-point hoist mechanism, making it easy for mother ships to hoist the boat onto the water.

 

The craft has a 2.8 m beam and 60 cm draught - this shallow draft combined with a 373 kW diesel with a tunnel propeller drive allows operations close to the shore and in river deltas.

 

They craft has a maximum speed of 42 knots with a range of 295 km at that speed, or a 700 km range at 20 knots for inshore patrol or similar tasks. It is designed for a crew of two with space for a six-strong boarding party, and can be fitted with shock-mitigating seats if intended for high-speed intercept missions. Systems include a GPS/chart plotter and a 2 kW 4G broadband radar. Ballistic protection is available using Nautic’s SuperShield armour, which protects to NATO Level 3+. However, this adds a couple of tons of weight.

 

Nautic began sea trials of the 8.5 metre Guardian BR850 in December 2012. Several African customers have already ordered, and received, the BR850. Nautic Africa recently concluded a R600 million deal to build several 35 metre multi-role patrol vessels for West African clients and these will carry BR850 boats.

 

Ten and 12 metre variants of the Guardian are also available, but none have been built yet as Nautic is full up with other orders. Fisher said there was a lot of interest in the range, and expects further BR850 orders before year-end.

 

The Paramount Group last week announced it had acquired a majority stake in Nautic Africa, and once the Paramount marketing machine gets rolling, Fisher is confident of receiving many more orders – in fact, he is worried that the company won’t be able to cope and that it will need to expand it premises even more. He told defenceWeb that production capacity stands at R500 million a year, but Paramount could bring in orders worth billions.

Thailand’s Defence Technology Institute partners with Ricardo on new 8x8 vehicle

The Defence Technology Institute (DTI) – the Thai ministry of defence’s research and development agency – today announced that it will partner with Ricardo on the next phase of development of its Black Widow Spider 8x8 armoured vehicle programme in support of the Royal Thai Army.

 

DTI was set up to develop Thailand’s defence technology capability and to help build the local defence industry; the Black Widow Spider represents its first major military vehicle programme. DTI and Ricardo have already completed the initial phase of technology development for the Black Widow Spider 8x8, and displayed the vehicle configuration at the recent Defence & Security 2013 exhibition hosted in Bangkok. The vehicle has been designed to provide protected firepower and extreme mobility in reconnaissance, command and control and fire support roles.

 

“DTI and Ricardo have agreed to work together to develop the next phase of the Black Widow Spider 8x8 project,” confirmed Colonel Tawiwat Veeraklaew, DTI’s executive director of R&D. “I am looking forward to working closely with Ricardo on this important project for Thailand’s defence industry.”

 

“Ricardo is proud to have been selected by DTI to partner with it on this key vehicle programme,” commented Andy North, Ricardo chief engineer, defence. “This work builds upon our extremely strong reputation for the design, development and production of class-leading, agile and highly crew-protected defence vehicles, including the Foxhound, WMIK and Vixen platforms used by British forces. GE Marine announces that four GE LM2500 gas turbines will soon power the Indian Navy’s INS Vikrant, providing 80 megawatts for the country’s first indigenous aircraft carrier.

 

Similar to the INS Vikrant itself, the ship’s propulsion plant -- four LM2500 gas turbine modules -- were manufactured in India by Hindustan Aeronautics Ltd.’s (HAL) Industrial & Marine Gas Turbine (IMGT) Division. Through its license with GE, HAL assembled, inspected and tested the LM2500 gas turbines and module enclosures for INS Vikrant. The IMGT Division’s Bangalore facility provides comprehensive support including inspection, spare parts, maintenance, equipment overhauls and assembly for industrial and marine gas turbines under license.

USS Gerald R. Ford (CVN-78), the first of class of the US Navy next generation aircraft carrier (formerly known as CVN-21) officially received its name today. USS Gerald R. Ford represents the first new design since the USS Nimitz (CVN 68), which was launched in 1972. The new aircraft carrier will be able to sustain higher operational tempo, while costing less to operate and maintain, saving the Navy a projected $4 billion over the ship’s 50-year lifespan. Capt. John F. Meier has already been named as the ship’s first commanding officer. He will be responsible for monitoring the final months of construction and likely be onboard when the Ford goes on its first sea trials.

Three More Global Hawks To Be Built For USAF

The U.S. Air Force has awarded Northrop Grumman Corporation (NYSE:NOC) a $114 million advance procurement contract in preparation to build three more high-flying RQ-4 Global Hawk unmanned aircraft systems (UAS) and associated sensors. The combat-proven intelligence, surveillance and reconnaissance (ISR) aircraft allows military commanders to receive high-resolution imagery, survey vast geographic regions and pinpoint targets on the ground.

 

This contract provides for advance procurement of long lead items associated with three Block 30 aircraft, including three enhanced integrated sensor suites, three airborne signals intelligence payload (ASIP) and two ASIP retrofit kits to be installed on previously purchased aircraft. Work under this contract is expected to be completed in 2015.

 

“Global Hawk’s ability to fly more than 30 hours at high altitudes while gathering multiple types of intelligence data makes it extremely valuable to field commanders who need near real-time information,” said George Guerra, Northrop Grumman’s vice president for Global Hawk UAS. “This award is especially important because it reaffirms the Air Force’s commitment to this safe and cost-effective system, which has been supporting our warfighters for more than 15 years in the U.S. and abroad.”

 

Combined with Global Hawk’s ability to fly for long periods at altitudes up to 60,000 feet, the aircraft’s 12,300 nautical mile range makes the system ideally suited to take on many different ISR missions.

 

Global Hawk can carry a variety of ISR sensor payloads that allow military commanders to gather imagery, use radar to detect moving or stationary targets on the ground, and provide airborne communications and information sharing capabilities to military units in harsh environments.

 

The UAS has logged more than 100,000 flight hours and has been used over battlefields in Iraq, Afghanistan and Libya. The system has also supported ISR efforts following the devastating earthquakes that struck Haiti and Japan.

 

In addition, NASA has been using Global Hawks for scientific and environmental research, recently flying over two hurricanes in September 2013 as part of a broader project studying how tropical storms develop over the Atlantic Ocean.

Pentagon Needs to Rethink Cancellation of Meads

The Department of Defense has a long and unhappy history of spending tens of billions of dollars bringing weapons programs well along the path to completion only to terminate them in the 11th hour. Remember the A-12 attack aircraft, Comanche helicopter, Future Combat System, Armed Reconnaissance Helicopter, CG(X) cruiser, VXX Presidential Helicopter and Crusader howitzer.

Often the military service and contractors involved fail to salvage any of the advanced technologies or manufacturing capabilities developed as part of the program. If the political stars are properly aligned, the Pentagon may be pressured into producing a small number of extremely capable but controversial platforms at very high unit prices: Seawolf nuclear submarine, B-2 bomber, F-22 fighter and Zumwalt DDG-1000 destroyer.

In an era of austere budgets and renewed calls for acquisition reform, one might think that DoD would make a concerted effort to admit to its dysfunctional behaviors and reconsider some of its near-term acquisition decisions. Chief among these is the decision by the U.S. Army to terminate the Medium Extended Air Defense System. MEADS was intended to be the next-generation in ground-mobile air and missile defense replacing a wide range of Western systems. MEADS had many attractive features, it was a multinational program — Germany and Italy were co-developers and provided nearly half the funding, it was highly mobile, and the radar and battle management system provided 360-degree coverage against fast moving aircraft and cruise missiles.

 

Just this week, MEADS demonstrated the unprecedented capability to track, intercept and destroy simultaneously two targets approaching from opposite directions. One target represented an air-breathing threat and the other a short-range ballistic missile. Every element of the system worked flawlessly: the 360-degree MEADS Surveillance Radar, a networked MEADS battle manager, two lightweight launchers firing PAC-3 Missile Segment Enhancement Missiles and a 360-degree MEADS Multifunction Fire Control Radar. This was the third successful test in a row for the MEADS system.

At a time when the Army is trying to become more expeditionary, agile, lighter and responsive to new threats, the decision to cancel MEADS, a system that supports all of these objectives, seems odd. The Army has promised to identify component technologies that could be harvested from MEADS to enhance existing air and missile defense systems. Unfortunately, this means the Army will still be left with a ground-based air and missile defense capability less responsive and mobile than MEADS.

Critics have complained that the multinational character of MEADS increased complexity and cost. But the same could be said about the international F-35 Joint Strike Fighter program which has eight co-development partners. Yet, DoD has stressed international participation as one of the positive features of the JSF program. Germany and Italy would like to keep the MEADS program going, adding new participants. Poland recently expressed strong interest in becoming a MEADS principal. Warsaw would have to put some money to the program for which it would expect to receive significant industrial participation. If other nations can be enticed to participate, perhaps DoD should tell the Army to give MEADS a second look.

Poland is Interested in Ukraine Anti-Tank Missiles

The Defense Ministry of Poland is considering purchasing anti-tank missiles from the Ukraine as part of the implementation of a weapons modernization program. According to Ukraine news agency Interfax-Ukraine, a Polish executives mission headed by Deputy Defense Minister for Weapons and Arms Modernization Waldemar Skrzypczak, has met last week with representatives of Ukroboronprom State Concern and Ukrspecexport State Enterprise, to discuss bilateral military and technical cooperation. The meeting was held in Bangkok, where the missions attended the Thai defense exhibition Defense & Security 2013. This proposal of the Polish defense ministry will be discussed at a meeting of the Ukrainian-Polish sub-commission for cooperation in the defense industry, which will take place in Kyiv in November.

 

“We are ready to consider the acquisition of Ukrainian-produced advanced 105mm anti-tank guided missiles which were developed by the Promin State Design Bureau. We are also interested in the joint production of high-precision weapons.” Interfax quoted Skrzypczak saying.

 

Since 2003 Poland has fielded over 2,600 Israeli Spike LR missiles, which are likely to remain and even increase the number in service, particularly with the planned fielding of missile-equipped turrets with the new Rosomak wheeled infantry carriers in is planning to buy over the next four years. The Polish interest in these Ukraine missiles could be in in the laser-guided man-portable and tank-gun launched missiles the Ukraine offers. Laser guided missiles are often less costly, compared to EO guided weapons. They are likely to have high immunity to thermal and EO countermeasures.

 

The weapon Skrzypczak has mentioned is likely to be the Corsar, built by the kiev based LUCH Design Bureau. The Corsar weapon system is designed as a semi-active laser guided man-portable weapon (18 kg total system weight), capable of engaging stationary and moving targets at a range of 2,500 m’, its tandem warhead is designed to penetrate 550mm of armor (RHA) behind reactive tiles. The Corsar homes in on laser light reflected from the target. It was designed as an affordable, lightweight anti-tank weapon offering superior range, compared to light ATGW, while maintaining relatively low cost (a system is offered at a cost of $130,000).

 

The Polish Army also operates laser guided missiles with 30 Mi-24 HIND and is interested in arming the W-3/W-3W Sokol light helicopters used for recce, scout and utility missions. For that mission, the Polish military is likely to consider EO and laser guided weapons, to modernize or augment existing systems.

Paramount Naval Systems (previously Nautic Africa) has announced the development of a new 42 metre aluminium trimaran patrol vessel.

 

The announcement was made at the Thursday ceremony in Cape Town where Paramount Group, Africa’s largest privately owned defence and aerospace company, formally publicised their acquisition of a majority stake in Cape Town-based ship building company Nautic Africa. The military business side of Nautic Africa has been rebranded as Paramount Naval Systems.

 

Speaking at the ceremony, CEO James Fisher noted that the new 42 m trimaran patrol vessel is the “first fruit of the association” between Paramount Group and Nautic Africa. It will also be the first time that a vessel of this nature is being designed and built in South Africa.

 

To be known as the Frontier Patrol Vessel, Fisher said that the trimaran is being developed in direct response to an obvious need in the market for a highly efficient, sea-kindly, multi-role platform.

 

Supporting the initiative, Ivor Ichikowitz, Executive Chairman of Paramount Group, said: “We are committed to the development of the South African shipbuilding industry and putting Africans at the heart of it.”

 

Nautic Africa has a legacy of only using locally designed vessels to keep the intellectual capital in South Africa.

 

Emphasising the importance of the project, Ichikowitz said that the project would be internally funded. “We consider (the new design) to be very strategic,” he said, “Not only to be proof of concept, but also to do effective trials.”

 

Michael Bakker, naval architect and head of product development, explained that the trimaran offers improved propulsive efficiency and better economy over a wider speed range when compared to the equivalent monohull.

 

“At the same time,” Bakker continued, “it will provide a more stable work platform as it has superb stability with respect to seakeeping.”

 

Building of what Fisher describes as “a cutting edge design” will commence in 2014.

 

Able to sustain itself for long durations at sea, the design features a helideck, space for two interceptor boats and a crew of 30. The top speed of 29 knots is capable of being increased to 40 knots when larger engines, of which there are two, are specified.

 

Both Ichikowitz and Fisher stressed that the new design is a way for smaller defence forces to have a patrol capability at a cheaper cost. With an increasing threat facing Africa from the sea in the form of piracy, theft of marine resources and drug trafficking, Fisher noted that “there has never been a greater need for naval security in the waters around Africa.”

 

As a result, there is a demand to have more vessels on the water. A capable vessel with a low purchase and support cost, Fisher said, can result in more vessels for a smaller budget.

Russie: le 3e SNLE du projet Boreï serait homologué en 2013

Le troisième sous-marin nucléaire russe du projet 955 Boreï, Vladimir Monomakh, devrait être homologué fin décembre, a annoncé lundi à Moscou Sergueï Soukhanov, chef de groupe au Bureau d'études Roubine en charge des sous-marins nucléaires.

 

"Le Vladimir Monomakh achève ses essais d'usine et doit entamer ses tests d'homologation en décembre. Nous avons assez de temps, puisqu'il s'agit d'un sous-marin produit en série dont le programme d'essai est moins chargé que celui d'un navire tête de classe (…). Nous faisons tout pour faire signer l'acte de réception du sous-marin avant 2014", a indiqué M.Soukhanov dans une interview à RIA Novosti.

 

"Dans le même temps, les tests du Vladimir Monomakh peuvent prendre fin en 2014, compte tenu des tirs d'essai supplémentaires" de missiles intercontinentaux Boulava décidés par le ministre russe de la Défense Sergueï Choïgou, selon lui.

 

Le sous-marin nucléaire lanceur d'engins (SNLE) Vladimir Monomakh (projet 995 Boreï) a un déplacement de 14.700/24.000 tonnes et peut plonger à 450 mètres de profondeur. Sa vitesse est de 15 nœuds en surface et de 29 nœuds en profondeur. Son équipage comprendra 107 sous-mariniers.

 

Le premier sous-marin de la série, Iouri Dolgorouki, a été remis à la Marine russe en janvier 2013. Mais le ministre Choïgou a décidé début septembre de suspendre la mise en dotation de deux autres sous-marins de la série, Alexandre Nevski et Vladimir Monomakh, après l'échec d'un tir de Boulava survenu lors des tests de l'Alexandre Nevski le 6 septembre. D'ailleurs, la décision du ministre ne concernait que les tirs d'essai des missiles Boulava.

 

Les tests des sous-marins se sont poursuivis selon le calendrier. L'Alexandre Nevski, qui a achevé la partie maritime des tests d'homologation le 28 octobre, sera livré à la Marine russe fin novembre ou début décembre prochain, d'après le Groupe unifié de construction navale russe (OSK).

 

Capables de tirer des missiles balistiques intercontinentaux Boulava, les sous-marins nucléaires du projet 955 Boreï constitueront la base des Forces navales stratégiques russes après la mise au rebut des sous-marins de classes Akoula (Typhoon selon le code de l'OTAN), Kalmar et Mourena (Delta-3 et Delta-4 selon l'OTAN) en 2018.

Strategic Cooperation Expands French-Russian Collaboration on AFV Systems

The Russian armored vehicle manufacturer Ural Vagon Zavod (UVZ) Corporation and French company SAGEM Defense Securite (a member of SAFRAN Group) have signed a strategic partnership agreement in the presence of Prime Minister of the Russian Federation Dmitry Medvedev and Prime Minister of France Jean-Marc Ayrault. According to a joint statement, the two companies have agreed to establish a long-term strategic partnership concerning usage of optronic equipment and other high-tech products produced by SAGEM Defense Securite for UVZ armoured vehicles and artillery systems. The agreement was signed within the confines of Memorandum of Agreement dated July 27,2012.

 

“Russia is a strategic partner that we plan to work with in quite a few fields. The agreement we were happy to sign today will ensure mutually beneficial cooperation conditions. This is not about our company selling the goods produced in France but about setting up a joint venture that will manufacture a competitive product and will use it to break into the global markets. First of all, we’ll carry out a detailed analysis of all the most favorable and expedient collaboration opportunities. Then, we’ll decide on the projects that we’ll concentrate on,” said Philippe Petitcolin Sagem Defense Securite CEO.

 

Safran Group has been cooperating with the Russian industry in the field of engine-building for about two decades: the company worked with Saturn Scientific Production Association to create Engine SaM 146 for Sukhoi SuperJet 100 and set up a JV for the production of inertial navigation systems for combat air force and helicopters on the Russian soil that is the country’s first such JV in the field of military technological collaboration. The two parties are positive that Uralvagonzavod and Sagem Defense Securite’s cooperation will be mutually beneficial.

 

Turret and gun control systems, sights, navigation systems and thermal imaging equipment are among the systems produced by Sagem that have already been integrated or considered for use with Russian tanks and artillery systems, both for export and domestic use.

Les exportateurs russes reviennent au Moyen-Orient et en Afrique du Nord. Après la reprise de la collaboration militaro-technique avec l’Iran et la Libye, c’est au tour de l’Egypte. Selon certaines sources, ce pays pourrait acheter à la Russie de l’équipement militaire pour une somme qui dépasse 4 milliards de dollars. Le ministre de la Défense Sergueï Choïgou se rendra en Egypte du 12 au 15 novembre.

 

Une coopération très prometteuse...

 

La coopération militaro-technique entre Moscou et le Caire, interrompue à l’initiative de l’Egypte dans les années 1970 a toutes les chances de reprendre. A cette époque cette collaboration a été interrompue à l’initiative du président égyptien de l’époque Anouar el-Sadate. La Russie et l’Egypte ont repris leur collaboration dans le domaine de l’armement dans les années 2000. Moscou a alors modernisé les missiles de défense aérienne égyptiens des années 1970 : les S-125 Petchora (la version Petchora-2M) les missiles automatiques de défense Kvadrat,les systèmes automatiques Chilka, et le système de missiles sol-air 9K38 Igla. En outre, l'Egypte a reçu de nouveaux complexes de missiles de moyenne et courte portée Bouk-M1-2 et Tor-M1E.

 

Le volume total de la coopération militaire russo-égyptienne n’est pas très conséquent – 1,852 milliard de dollars entre 2005 et 2012 (19,4 % du marché). La Russie est le deuxième plus grand fournisseur d'armes à l'Egypte, les Etats-Unis étant le premier. Pendant la même période, Washington a livré au 6,865 milliards de dollars de matériel militaire (soit 71,8 % du marché). La Chine arrive à la troisième place avec 341 millions de dollars (3,56 %), suivie par les Pays-Bas (165 millions de dollars), l'Italie (139 millions) et l'Espagne (100 millions de dollars).

 

Ce contrat pour 4 milliards de dollars risque d’augmenter la part de la Russie sur le marché russe de l’armement, permettant ainsi à Moscou de dépasser les Etats-Unis en termes de contrats signés. Les livraisons américaines des années 2013-2016 devraient atteindre 3,41 milliards de dollars. L’Espagne occupe actuellement la deuxième place avec 300 millions de dollars, et la Russie serait troisième avec 108 millions.

 

… avec un budget important

 

Il est très probable que le nouveau contrat avec la Russie puisse inclure plusieurs systèmes de défense aérienne modernes de courte et de moyenne portée, mais aussi des aéronefs. L'Egypte pourrait s’intéresser aux hélicoptères multicibles Mi -35, Mi-28 et la dernière version du Mi -17, ainsi que par des avions de combat MiG -29M et Su- 30MK2. Les systèmes de défense côtière pourraient être intéressants pour l’Egypte, mais aussi des systèmes d’ingénierie navale - les navires de guerre, des sous-marins de fabrication russe, des missiles côtiers et des complexes d'artillerie.

 

Concrètement, le premier contrat inclura des systèmes de défense aérienne et des hélicoptères de différents types, en très forte demande aujourd’hui.

 

Les mythes du « printemps arabe »

 

Les processus politiques qui ont commencé en hiver 2010-2011 en Tunisie et en Egypte et se sont étendues à d’autres pays de l’Afrique du Nord et du Moyen-Orient. Et ces troubles ont fait comprendre aux experts militaires russes nouvelle demande en armement va se créer dans les pays de cette région. Le premier grand contrat a été signé avec l’Irak, où un nouveau régime a été instauré avant le « printemps arabe », non pas suite à la révolution, mais avec l'aide de la puissance militaire américaine. Alors que le contrôle de la part des Etats-Unis était en train de faiblir, le nouveau gouvernement irakien, partant de ses intérêts stratégiques, a normalisé ses relations avec l’Iran et a repris les contacts dans le domaine militaro-industriel avec Moscou. Le contrat de 4 milliards de dollars est réalisé depuis automne 2013, commençant par des livraisons des hélicoptères Mi-35M.

Les relations avec la Libye ont également repris. Quant à la visite de la délégation russe en Egypte, il s’agit déjà d’une collaboration à grande échelle, et non pas des livraisons ponctuelles. Le soutien de la Russie du régime au pouvoir en Syrie a rendu à Moscou la réputation d’un partenaire fiable, perdue depuis l’éclatement de l’URSS. Et cette réputation sera à l’avantage du ministre russe de la Défense lors de sa visite en Egypte.

From commercial and military aircraft to satellites and secure communications systems, EADS and its Divisions – Airbus, Astrium, Cassidian and Eurocopter – will present a broad selection of cutting-edge products, technologies and services at Dubai Airshow from 17 to 21 November 2013 at Dubai World Central (DWC) located in Jebel Ali, Dubai.

Dubai Airshow is a unique opportunity to meet the whole aerospace and defence community. For the first time in the Middle East and under the strapline ‘’EADS, delivering innovation’’, the EADS Group will have an integrated presence (Pavilion P10) in a central position at the show alongside the Airbus, Eurocopter and Cassidian products static display. Le Japon et la Turquie, à travers leurs entreprises d'industries lourdes, vont codévelopper des équipements et technologies de défense, a affirmé mardi 12 novembre le quotidien économique japonais Nikkei.

 

Selon ce journal, le groupe nippon Mitsubishi Heavy Industries (MHI) a commencé d'étudier la création en Turquie d'une coentreprise avec un partenaire local que doit lui soumettre le gouvernement turc, afin de développer et produire un moteur de char.

 

Les coopérations techniques avec le Japon dans le domaine militaire étaient encore très difficiles jusqu'à récemment du fait de lois japonaises restrictives, mais les contraintes ont été assouplies en 2011 sous le précédent gouvernement de centre gauche, de sorte qu'elles sont désormais possibles si ces technologies sont destinées à contribuer au maintien de la paix dans le monde ou à renforcer la sécurité nationale. De fait, d'autres coopérations, avec la Grande-Bretagne et la France, pourraient déboucher, en plus de celles existant avec l'allié américain.

 

PEUR DE FUITES TECHNOLOGIQUES

 

L'idée d'un codéveloppement de moteur de char avec la Turquie serait née de discussions entre le premier ministre de droite japonais, Shinzo Abe, et son homologue turc, Recep Tayyip Erdogan, en mai dernier, lors d'un déplacement dans la région du chef du gouvernement nippon. Si le projet de coentreprise de codéveloppement d'équipements militaires est réalisé, il s'agira du premier cas en la matière.

 

Toutefois, le Japon aurait fait part de ses craintes quant à un risque de fuites technologiques vers d'autres pays, dont la Chine, avec lequel il n'est pas en bons termes. La Turquie se serait engagée à mettre en place une stricte protection, mais les deux pays devraient fixer un accord très précis sur ce plan d'ici à la fin de l'année, engagement qui préciserait notamment que toute exportation du matériel produit exigera au préalable l'autorisation de la partie japonaise.

 

Le Japon et la Turquie entretiennent de bonnes relations, notamment économiques, et un éventuel partenariat dans le domaine de la défense a peu de risques de froisser les Américains, a jugé le gouvernement japonais, selon le Nikkei. Du fait de la diplomatie très active de M. Abe, plusieurs pays se seraient montrés intéressés par des coopérations technologiques militaires, selon un responsable du ministère de la défense cité par le quotidien.

L’armée algérienne est en train d’élargir le champ de ses activités économiques  en faisant l’acquisition, avec l’appui du gouvernement, d’entités privatisables. Discrètement, elle est devenue un acteur important dans le secteur de la mécanique et, depuis peu, dans celui du textile. Avec une option d’aller à l’international.

 

 L’Armée Nationale Populaire (ANP) investi dans le secteur économique. Pour satisfaire ses propres besoins d’abord, mais également à ceux du marché national. Elle est présente sur la scène économique nationale à travers quatre entreprises : le Groupement de promotion de l’industrie mécanique (GPIM) dont le siège se trouve à Constantine, l’Etablissement d’habillement et couchage (EHC) à Alger, l’Etablissement de développement de l’industrie de véhicule (EDIV/Tiaret) et l’Entreprise des réalisations industrielles de Seriana (l’ERIS). L’ERIS a pour vocation principale  la fabrication de munitions, de grenades et mines antichars. Elle fabrique cependant des pièces de rechange à usage général et fournit le secteur de la santé en appareillages comme les fixateurs orthopédiques et autres appareils paramédicaux. Ces entreprises qui emploient 10 000 travailleurs civils constituent les tremplins des prises de participations dans les entreprises du secteur économique.

 

25.000 travailleurs d’ici cinq ans

 

 Avec pour objectif d’atteindre 25 000 travailleurs au terme des cinq années à venir (6 000 actuellement), l’ANP se trouve dans la dimension des plus grands groupes industriels algériens. L’Armée  a pris récemment des parts dans sept complexes publics de textiles qui forment désormais l’Entreprise algérienne des textiles industriels et techniques (EATIT) dans laquelle l’Etablissement d’habillement et de couchage (EHC) (entreprise appartenant à l’armée), est majoritaire avec 60 % des actions. Elle compte, selon des  déclarations du  directeur des fabrications militaires au Ministère de la défense, le général-major Rachid Chouaki,  exporter le surplus de production. «Nous avons reçu comme orientation d’investir dans le domaine des matières premières stratégiques pour notre armée. Nous sommes fiers d’avoir relancé des unités qui étaient condamnés à disparaitre. Nous œuvrons  à améliorer la qualité de nos approvisionnements, la mise en place de nouveaux textiles, de reprendre des parts de marchés et, éventuellement d’exporter nos produits. Nous devons intégrer les tissus synthétiques dans notre chaine de production et aussi les colorants. Ce sont des chantiers pour le moment.», a-t-il indiqué.

 

De fait, l’armée, qui a relancé l’usine de chaussures de Boussaâda en 2009, a repris cette année les complexes textiles de Batna, Bejaia, Draa Ben Khedda (Tizi Ouzou), Tlemcen (Sebdou), Souk Ahras et de M’Sila. Elle a assumé les dettes accumulées des dites entreprises et a entreprise de renouveler leurs équipements. Une vraie démarche d’investissement. Le complexe de Draa Ben Khedda, à titre d’exemple, a coûté à l’armée 173 milliards de centimes (15 millions d’euros environ). Dans le détail, l’armée a dû assumer 90 milliards de découvert bancaire, 46 milliards de dettes auprès de la Caisse nationale de sécurité sociale (CNAS) et 37 milliards de dettes fiscales.

 

 35 millions d’euros pour la formation en mécanique

 

 Dans le domaine de la mécanique, les premières productions sous le label Mercedes-Benz sortiront des usines de l’ANP dès le premier semestre 2014. Elles seront livrées non seulement pour ses unités opérationnelles mais elles approvisionneront aussi le marché. Un partenariat a été conclu entre le ministère de la Défense nationale (MDN), le constructeur allemand Daimler, propriétaire de la marque Mercedes-Benz et le Fonds d’investissement émirati AABAR pour la réalisation de trois projets industriels à Rouïba (Alger), à Ain Bouchekif (Tiaret) et à Oued Hamimime (Constantine). Une joint-venture a été créée pour conduire lesdits projets. Détenue à 51 % par l’EDIV/Tiaret et la SNVI et à 49 % par AABAR, elle travaillera avec le constructeur allemand Daimler (AABAR est actionnaire à hauteur de 5 % dans le capital de Daimler), comme partenaire technologique. Pour la formation dans les métiers de la mécanique, l’armée a par ailleurs investi 35 millions d’euros. Un véritable «plan Marshall» inclut dans un contrat de 210 millions d’euros passé en 2011 avec le géant allemand de l’industrie de la défense Rheinmetall pour la livraison de 54 véhicules blindés de transport des troupes (Fox). L’investissement vient en appoint à celui d’un milliard d’euros (93 milliards de DA) mobilisé par l’Etat dans le cadre du partenariat avec AABAR et Daimler. De par ce partenariat, l’armée aspire à devenir un «champion» national pour conduire la locomotive du développement de la filière mécanique et vise à atteindre un taux d’intégration de 30% durant les cinq premières années d’entrée en production de ces projets. L’armée devrait ainsi fabriquer 15 000 cars, bus et camions/an sous la marque Mercedes Benz au niveau de son site de Rouïba, mis à la disposition de la joint-venture par la Société nationale des véhicules industriels (SNVI), 8 000 véhicules utilitaires par an sur le site d’Ain Bouchekif (Tiaret) et de 25 000 moteurs par an au site d’Oued Hamimime (Constantine).

Le groupe britannique de la défense va supprimer 1.775 emplois dans ses chantiers navals en Grande-Bretagne d'ici à 2016. Le site de Portsmouth fermera au deuxième semestre 2014.

 

Le géant britannique de la défense BAE Systems a annoncé mercredi qu'il comptait supprimer 1.775 emplois dans ses chantiers navals en Grande-Bretagne d'ici à 2016 après être parvenu à un accord avec le ministère de la Défense. "BAE Systems est parvenu à un accord de principe avec le gouvernement sur des mesures permettant la mise en oeuvre d'une restructuration de son activité de construction navale au Royaume-Uni", a indiqué le groupe dans un communiqué.

 

Dans le détail, 940 postes devraient être supprimés sur le site de Portsmouth (sud de l'Angleterre), où l'activité cessera au deuxième semestre 2014, et 835 autres répartis sur les sites de Filton (ouest de l'Angleterre), de Glasgow (Ecosse) et de Rosyth (Ecosse). Le groupe va entamer des discussions avec les organisations syndicales. Le coût de cette restructuration sera supporté par le ministère de la Défense, a assuré BAE Systems, qui emploie au total 88.200 personnes dans le monde.

 

Baisse des commandes

 

Cette restructuration intervient alors que ces chantiers navals vont être confrontés dans les années à venir à la baisse de leurs commandes liées à la construction de deux porte-avions pour la Royal Navy, qui doivent entrer en service à l'horizon 2020.

 

BAE Systems entend donc regrouper ses activités de construction navale à Glasgow. Le site écossais se verra attribuer la construction du futur navire militaire Type 26 ainsi que la construction des prochains lots (Lower Block 05 et Upper Blocks 07 et 14) du porte-avions Queen Elizabeth, dont les termes du contrat ont été modifiés. En attendant le Type 26, l'armée confiera à BAE la construction de trois navires de patrouille afin de pallier en partie la baisse du carnet de commandes.

Germany company Diehl Defence has signed an agreement with Rippel Effect to jointly market the South African company’s 40 mm grenade launchers.

 

Diehl and Rippel Effect Systems (RES) will qualify Diehl’s 40 mm medium-velocity ammunition for Rippel Effect’s XRGL40 and UBL40 grenade launchers, according to IHS Jane’s Defence Industry. This was confirmed by Rippel Effect, but no further details were forthcoming.

 

RES manufactures 40 mm multi-shot grenade launchers, certified to fire both low and medium velocity rounds. Its XRGL40 extended grenade launcher also fires less-than-lethal riot/crowd control ammunition, including rubber, ball, soft-nose, illuminating and smoke grenades.

 

The company also offers its UBL40 under-barrel grenade launcher for assault rifles and its GR40 electronically programmable sighting system, able to distinguish between the use of low- and medium velocity ammunition.

 

Rippel Effect says it has exported thousands of 40 mm grenade launchers to more than 30 countries around the world.

 

Diehl is involved in South Africa through the supply of IRIS-T air-to-air missiles for the South African Air Force’s 26 Gripen fighter jets. The first missiles were delivered in 2009. Diehl has also test-fired its missiles (including the IRIS-T Surface Launch) at Denel’s Overberg Test Range in the southern Cape.

 

According to Jane’s, Diehl has previously partnered with Denel over artillery ammunition.

L'Egypte pourrait prochainement acheter des armes russes modernes pour 4 milliards de dollars, rapporte jeudi l'édition palestinienne Dounia Al-Watan se référant à des sources informées.

 

Selon l'édition, un pays du Golfe serait déjà prêt à financer l'acquisition d'armements par l'Egypte. Des sources de Dounia Al-Watan affirment que Moscou a proposé au Caire de "signer un contrat historique en permettant pour la première fois à l'Egypte de choisir des armes modernes sans aucune restriction".

 

Les informations sur l'éventuel achat d'armes russes par l'Egypte surgissent à la veille des visites officielles d'une importante délégation russe conduite par le ministre de la Défense Sergueï Choïgou en Egypte et en Serbie du 12 au 15 novembre prochains, a annoncé jeudi à RIA Novosti un responsable du ministère russe de la Défense.

 

La délégation russe comprendra notamment le premier directeur adjoint du Service fédéral russe pour la coopération militaire et technique (FSVTS) Andreï Boïtsov et des représentants de l'Agence russe d'exportation d'armements (Rosoboronexport).

 

L'Union soviétique a été le principal fournisseur d'armes en Egypte pendant les années 1950-1970. Les livraisons d'armes soviétiques ont cessé après que le président égyptien Anouar el-Sadate a opté pour la coopération avec les Etats-Unis.

 

Selon Dounia Al-Watan, le secrétaire d'Etat américain John Kerry aurait essayé, lors de sa récente visite au Caire, de dissuader le ministre égyptien de la Défense Abdel Fattah al-Sisi d'acheter des armes à la Russie en promettant de resserrer les liens américano-égyptiens bousculés par la destitution par l'armée du président égyptien Mohamed Morsi. D'après le journal palestinien, le ministre égyptien aurait rejeté les propositions de M.Kerry.

MOD plans to commission 3 new ocean-going offshore patrol vessels for the Royal Navy.


 

The new ships will be built by BAE Systems at their shipyards on the Clyde in a deal that will sustain jobs in the UK’s warship-building industry, and will play a key role in counter-terrorism, counter-piracy and anti-smuggling operations.

The agreement with BAE Systems provides work for the company between the completion of the Queen Elizabeth Class aircraft carriers and the Type 26 Global Combat Ship, securing the vital skills needed to build the UK’s future warships.

Defence Secretary Philip Hammond is also announcing today that more than £100 million will be invested in Her Majesty’s (HM) Naval Base Portsmouth, which will be home to both HMS Queen Elizabeth and HMS Prince of Wales. The money will expand the dockyard to ensure it is ready for the arrival of the Royal Navy’s biggest ever warships as well as for the Type 45 destroyers which are based in Portsmouth.

Under the terms of a business agreement signed with BAE Systems in 2009, MOD would have been liable to pay for any periods when no shipbuilding was taking place at UK yards.

Building offshore patrol vessels means not only are staff at BAE Systems able to continue to work and maintain their skills, but also the Royal Navy benefits from 3 new ships and the taxpayer gets much better value for money.

The cost of building the ships is funded from money that would have been used to pay for idle capacity, finance redundancies and meet the cost of industrial restructuring.

Portsmouth will maintain its proud maritime heritage as the home of much of the Royal Navy’s surface fleet and the centre of BAE Systems’ ship support and maintenance business.

Mr Hammond said:

This deal will provide the Royal Navy with 3 brand new maritime patrol vessels with a wide range of capabilities which will support our national interests and those of our overseas territories.

This is an investment not only in 3 ships but also in this country’s warship-building industry. It prevents workers standing idle and sustains the vital skills needed to build the planned Type 26 frigate in the future.

I am also pleased to announce additional investment in Portsmouth Naval Base to prepare for the significant increase in tonnage as the home port for the Royal Navy’s aircraft carriers and destroyers.

Work on the new offshore patrol vessels is due to begin next year, with the first ship being delivered to the Royal Navy in 2017. The ships are expected to replace the current, smaller River Class vessels, HM Ships Tyne, Severn and Mersey, which have been policing the UK’s waters since 2003, but a final decision will be taken in the next strategic defence and security review.

Admiral Sir George Zambellas, the First Sea Lord, said:

These new patrol vessels will build on the proven performance of the River Class by adding a flight deck to take the Navy’s Merlin helicopters and by adding operational flexibility through extra storage capacity and accommodation. They are very welcome.

Denel targeting ASEAN decision-makers in Bangkok

With military modernisation programmes for south eastern Asian nations in full swing, Denel is confident its presence at the Thailand Defence and Security Exhibition will bring rewards.

 

The exhibition opened in Bangkok yesterday and Denel chief executive Riaz Salojee said the presence of the State-owned defence industry conglomerate in Thailand was a good fit to south-east Asia - “one of our primary target markets, along with Africa and the Middle East”.

 

The Thailand exhibition is the 10th of its kind and more than 400 defence manufacturers from 20 countries are showing the latest in products and technology to potential buyers from the Association of South East Asian Nations (ASEAN).

 

Denel personnel will build on the strong diplomatic and trade relations that exist between South Africa and ASEAN countries. Both China and India are members of BRICS [Brazil, Russia, India, China and South Africa] and South Africa has good relations with Thailand, Malaysia, the Philippines, Korea and Indonesia, Salojee said.

 

Earlier this year Denel Land Systems (DLS) entered into a contract with Malaysia to supply a range of turrets and integrated weapons systems for that country’s infantry combat vehicles.

 

“Apart from boosting the Denel profile in the region it has also emphasised the quality and versatility of products carrying the Denel name,” he said.

 

One of the DLS products on display in Bangkok is the GA-1 20x80mm multi-purpose automatic cannon. This rapid fire weapon has proven its effectiveness in both landward defence and on helicopters. A naval-mounted version is seen as a deterrent in efforts to combat piracy.

 

According to DLS, the GA-1 can be effectively deployed alongside its NTW-20 anti-materiel weapon. This is effective for the destruction of high-value targets including vessels, refineries, bunkers and radar installations over a distance in excess of 2 000 metres.

 

DLS will also be marketing the latest version of its Casspir mine-protected vehicle which, according to the company, sets new standards in protection, power, manoeuvrability and comfort for crew and passengers.

 

With Denel acknowledged as a global leader in artillery systems and unmanned aerial vehicles (UAVs) as well as contributing to some of the most advanced missile development programmes currently underway, worldwide military attending the Bangkok exhibition will also be able to find out more about the Umkhonto surface-to-air missile. A new version destroyed targets at a range of 20 km during a recent series of tests in the Western Cape observed by local and international experts.

General Dynamics NASSCO held a keel-laying ceremony for the U.S. Navy's third mobile landing platform, the future USNS Lewis B. Puller (MLP 3), Nov. 5

 

A keel-laying traditionally represents the formal beginning of a ship.

 

Although the fabrication of ship components often begin months earlier, authentication that the keel is "straight and truly laid" remains a key shipbuilding and ceremonial milestone.

 

The keel of MLP 3 was authenticated by Elizabeth Glueck, wife of Lt. Gen. Kenneth Glueck, commanding general of the Marine Corps Combat Development Command.

From this perspective EDTA compiled comments to the Communication on the European Defence and Security Sector as has been adopted by the European Commission on 24 July 2013.
