Un Important Marché pour Israël : les Drones Sous-Marins (Militaires).

C’est à présent officiel et le secret militaire n’a plus lieu d’être. Après des années de recherche et developpement, Israël annonce publiquement se lancer sur un marché estimé à plus de 2 milliards de dollars dans le monde : celui des drones sous-marins.

 

Selon JSS News : "L’Université Ben Gourion d’Israël développe un navire sous-marin autonome, intelligent, plus précis et efficace qui va révolutionner ces tâches et d’autres. Une équipe de dix-huit étudiants de l’Université Ben-Gourion du Néguev a conçu et développé, un sous-marin autonome intelligent appelé Hydro Camel, le premier de son genre en Israël.

 

Plusieurs membres de l’équipe du sous-marin Hydro Camel sont en compétition dans le concours de RoboSub 16e édition qui se tient cette semaine à San Diego. Le concours est parrainé par le US Office of Naval Research et la Fondation Internationale des véhicules sans pilote. Le concours de cette année comporte trente-six équipes internationales d’universités. L’objectif est de faire progresser le développement du véhicule sous-marin autonome en proposant à une nouvelle génération d’ingénieurs d’effectuer des missions réalistes dans un environnement sous-marin.

Brazil and Russia Decide to Expand Defense Cooperation



BRASILIA --- The defense ministers of Brazil, Celso Amorim, and Russia, Sergei Shoigu, decided today to expand cooperation between the two countries in the military field. After meeting at the Defense Ministry in Brasilia (DF), they announced the creation of working groups in the areas of cyber security and space.

Based on a proposal made by Amorim, and accepted by his Russian counterpart, it was also agreed to establish a political-strategic dialogue between the two nations in the areas of defense and international security.

As part of the agreements concluded during the meeting, Brazil will send within two months military-technical staff to Russia to begin the final stage of negotiations for the purchase of Russian short- and medium-range air defense systems Igla and Pantsir-S1.

The presidential authorization for the commencement of negotiations with a view to the purchase of five anti-aircraft defense systems occurred in February of this year, during the official visit of Russian Prime Minister Dmitri Medvedev to Brasilia. The new equipment will be used in the 2016 Olympics in Rio de Janeiro. It is anticipated that the contract be signed by mid-2014.

During the meeting, Amorim said that Brazil's intention in relation to bilateral cooperation with Russia goes beyond the possible purchase of military equipment. "We seek a strategic partnership focused on joint technology development," he said.

According to the Brazilian minister, the experience with the acquisition of anti-aircraft systems and attack helicopters MI-35 (Brazil has ordered 12 units, nine of which have already been delivered to the Air Force) will serve as a benchmark for future joint projects. "If this cooperation goes well, we can imagine new projects of greater scope, greater scale," he noted.

Exchange and major events

The exchange of military officers in schools was also addressed during the meeting. There was a common understanding of the need to expand cooperation in this area, with an increased number of troops to be sent to study in both countries.

Details of the schedule and composition of the space and cyber-defense working groups will be worked out by the military commands of both countries.

The sharing of experience in major events was also on the agenda. The Russian delegation offered to exchange know-how on the topic, and invited Brazil to send observers to the Winter Olympics to be held in the country in February 2014. In return, Amorim invited Russia to send observers to the World Cup next year.

Military Aviation

During the meeting, the ministers also briefly touched upon the subject of military aviation. On this subject, Amorim noted that the country's process for the acquisition of 4th generation fighter (FX-2) is already well advanced. The Brazilian minister said, however, that Brazil is open to talks on possible partnerships for the development of 5th generation fighters.

The representatives of the two countries also discusses topics of international interest (Afghanistan and Syria), and also some aspects of cybersecurity. On the latter issue, there was a consensus of the need for discussion of an international normalization, and a global agreement that ensures the protection of computer networks and infrastructures of countries.

Amorim expressed concern with the evolution of Brazilian international regulation that "freeze" the differences currently exist between countries in this field. "We have to study ways to control the use of cyber weapons, but without restricting the creative use appropriate technology development," he said.

The meeting was attended commanders of the Navy, Admiral Julio Soares de Moura Neto, the Army, General Enzo Martins Peri, and the Air Force, Brigadier Juniti Saito, head of the Joint Chiefs of Staff of the Armed Forces (EMCFA), General Jose Carlos De Nardi, and the general secretary of the MD, Ari Matos.

Saudi Arabia - Various Munitions and Support



WASHINGTON --- The Defense Security Cooperation Agency notified Congress on Oct. 11 of a possible Foreign Military Sale to Saudi Arabia of various munitions and associated equipment, parts, training and logistical support for an estimated cost of $6.8 billion.

The Government of Saudi Arabia has requested a possible sale of 650 AGM-84H Standoff Land Attack Missiles-Expanded Response (SLAM-ER), 973 AGM-154C Joint Stand Off Weapons (JSOW), 400 AGM-84L Harpoon Block II missiles, 1000 GBU-39/B Small Diameter Bombs (SDB), 40 CATM-84H Captive Air Training Missiles (CATM), 20 ATM-84H SLAM-ER Telemetry Missiles, 4 Dummy Air Training Missiles, 60 AWW-13 Data Link pods, 10 JSOW CATMs, 40 Harpoon CATMs, 20 ATM-84L Harpoon Exercise Missiles, 36 SDB Captive Flight and Load Build trainers, containers, mission planning, integration support and testing, munitions storage security and training, weapon operational flight program software development, transportation, tools and test equipment, support equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated total cost is $ 6.8 billion.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability in the Middle East.

This proposed sale will improve Saudi Arabia's capability to meet current and future regional threats. These munitions will strengthen the effectiveness and interoperability of the air force of a potential coalition partner, enhancing the coalition operation.

In December 2011, Saudi Arabia signed a letter of offer and acceptance (LOA) to purchase 84 new and 70 refurbished F-15SA multi-role fighter aircraft and associated weapons. The armaments in this request are separate and distinct from those in the F-15SA LOA, but are intended for that platform. (Emphasis added—Ed.)

Saudi Arabia will have no difficulty absorbing these weapons into its armed forces.

The proposed sale of these weapon systems will not alter the basic military balance in the region.

The principal contractors will be The Boeing Company in St. Louis, Missouri; Raytheon in Indianapolis, Indiana; and Raytheon in Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this sale will require the assignment of approximately 2-4 additional U.S. Government or contractor representatives to Saudi Arabia. The actual number and duration will be determined in joint negotiations as the program proceeds through the development, production, and equipment installation phases.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

United Arab Emirates (UAE) - Various Munitions and Support

 

WASHINGTON --- The Defense Security Cooperation Agency notified Congress Oct. 11 of a possible Foreign Military Sale to the United Arab Emirates of various munitions and associated equipment, parts, training and logistical support for an estimated cost of $4.0 billion.

 

The Government of the United Arab Emirates has requested a possible sale of 5000 GBU-39/B Small Diameter Bombs (SDB) with BRU-61 carriage systems, 8 SDB Guided Test Vehicles for aircraft integration, 16 SDB Captive Flight and Load Build trainers, 1200 AGM-154C Joint Stand Off Weapon (JSOW), 10 JSOW CATMs, 300 AGM-84H Standoff Land Attack Missiles-Expanded Response (SLAM-ER), 40 CATM-84H Captive Air Training Missiles, 20 ATM-84H SLAM-ER Telemetry Missiles, 4 Dummy Air Training Missiles, 30 AWW-13 Data Link pods, containers, munitions storage security and training, mission planning, transportation, tools and test equipment, integration support and testing, weapon operational flight program software development, support equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated cost is $4.0 billion.

The UAE continues host-nation support of vital U.S. forces stationed at Al Dhafra Air Base and plays a vital role in supporting U.S. regional interests.

This proposed sale will improve the UAE’s military readiness and capabilities to meet current and future regional threats, reduce the dependence on U.S. forces in the region, and enhance any coalition operations the U.S. may undertake. The UAE will have no difficulty absorbing these munitions into its armed forces.

 

The proposed sale of these weapon systems will not alter the basic military balance in the region.

 

The principal contractors will be The Boeing Company in St. Louis, Missouri; Raytheon in Indianapolis, Indiana; and Raytheon in Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.

Elbit to Supply Advanced HMD Systems for Korean Utility Helicopter

Elbit Systems Ltd. announced today that it was awarded a follow-on contract to supply advanced Helmet Mounted Display (HMD) systems for the Republic of Korea Army's SURION helicopter. The contract, which is in an amount that is not material to Elbit Systems, will be performed over a four-year period.

 

Elbit Systems will supply the HMD systems to Korea Aerospace Industries Ltd. (KAI), the original manufacture of the SURION helicopter. This contract award follows an initial contract that was signed with KAI in 2009 as part of the Korean Helicopter Program (KHP) and in which Elbit Systems and KAI completed and demonstrated a successful integration of Elbit Systems' HMD on the SURION.

Alors que le contrat pour la vente de deux drones MQ-9 Reaper vient d'être notifié à General Atomics par le Pentagone, le Délégué général pour l'armement, Laurent Collet-Billon, a révélé que les Etats-Unis n'avaient pas encore donné leur accord à la "francisation" de ces drones.

 

C'est parti pour les drones américains MQ-9 Reaper dans l'armée de l'air française. Et la France doit maintenant régler l'addition. Car le Pentagone a notifié le 30 septembre une partie du contrat à General Atomics Aeronautical Systems pour un montant de près de 50 millions de dollars (49,8 millions de dollars). Ce qui correspond aux premiers équipements pour l'achat via le programme FMS (Foreign Military Sales) - une vente d'Etat à Etat - de deux drones et d'une station sol par le ministère de la Défense français. Au total, la France devra débourser pour un système de deux drones MQ-9 Reaper un montant maximum de 149 millions de dollars.

 

"Nous avons passé un contrat FMS unique avec les américains d'un montant maximum de 149 millions de dollars", explique-t-on à La Tribune. Dans sa notification, le Pentagone évoque une demande urgente de la France d'acquérir deux drones. Le programme sera exécuté chez General Atomics à Poway en Californie et devra être achevé "avant le 15 juillet 2015". Pourtant, le délégué général pour l'armement (DGA), Laurent Collet-Billon, a expliqué début octobre aux députés de la commission de la Défense que la France avait "acheté deux drones sur étagère, qui seront déployés avant la fin de l'année au Sahel".

 

La francisation des Reaper pas encore acceptée par les Etats-Unis

 

La France a acheté deux drones MQ-9 Reaper mais elle n'est pas encore sure de pourvoir les faire voler en Europe. "Nous avons demandé aux Américains la certification aéronautique permettant aux appareils de fonctionner dans l'espace aérien européen - ce qui les surprend toujours, car l'espace aérien est si étendu aux États-Unis que ses parties civile et militaire peuvent être séparées", a expliqué Laurent Collet-Billon.

 

Mais surtout, la France n'est pas sure encore de pouvoir "franciser" les drones Reaper, comme elle le souhaite. C'est ce que dit le DGA dans son audition : "nous souhaitons qu'une étude soit conduite sur la francisation ou l'européanisation de capteurs, de moyens de transmission et d'outils de sécurisation des communications ; cette proposition n'a pas encore été acceptée". Pourtant, on avait expliqué à "La Tribune" à très haut niveau au sein de l'armée que cet achat  était conditionné à l'opération de "francisation" des douze drones que la France souhaite acheter. Pour des questions d'autonomie stratégique et ne pas dépendre des Etats-Unis, la France souhaite avoir accès aux "codes sources", les codes informatiques des drones soumis à de strictes règles d'exportation, afin de les modifier.

 

Vers un club d'utilisateurs formés de pays européens pour le Reaper

 

La loi de programmation militaire (LPM ) prévoit l'acquisition de douze drones MALE (pour moyenne altitude, longue endurance, soit 24 heures de vol) d'ici à 2019. Le coût total de cet achat - soit le prix d'achat et le coût de leur "francisation" - , est évalué par les services du ministère de la Défense à 670 millions d'euros. Le ministre de la Défense français "devrait prochainement annoncer la création d'un club des utilisateurs de Reaper en Europe, réunissant les Britanniques, les Italiens et peut-être les Allemands", a révélé le DGA..

 

Au-delà de cette opération, trois industriels - Dassault Aviation, l'italien Finmeccanica et EADS Cassidian - ont déclaré être disposés à s'unir pour élaborer un drone MALE européen à plus longue échéance de façon à pouvoir créer une filière industrielle européenne sur ce marché. "Je dois rencontrer leurs représentants dans le courant du mois d'octobre, a précisé Laurent Collet-Billon. Nous nous sommes également entretenus la semaine dernière (la semaine du 23 septembre, ndlr) de ce sujet avec M. Beemelmans, secrétaire d'État au ministère allemand de la Défense, chargé de l'équipement. La question que nous devons résoudre réside dans l'articulation entre ce que l'on veut intégrer du drone américain et ce que l'on veut développer dans un drone européen : la dimension financière la tranchera".

L’avenir du constructeur suédois de sous-marins, Kockums, est incertain. D’importants contrats à l’exportation sont en danger grâce à une campagne de lutte interne lancée par la maison-mère allemande, destinée à couler la compagnie suédoise.

 

« Le rachat de Kockums n’était pas destiné à consolider l’industrie de construction navale et à créer des synergies, mais bien à se débarrasser d’un concurrent, » a expliqué une source allemande ayant une connaissance directe de la situation.

 

Kockums et ses prédécesseurs construisent des navires pour la marine suédoise depuis des siècles au chantier de Karlskrona.

 

En 2005, Kockums est racheté par le conglomérat allemand ThyssenKrupp, qui est désormais rebaptisé ThyssenKrupp Marine Systems (TKMS), une compagnie qui possède aussi le constructeur allemand de sous-marins HDW, un concurrent direct de Kockums.

 

Selon un consultant allemand ayant des liens avec TKMS, ThyssenKrupp essaie effectivement de saboter les tentatives d’exportation de Kockums pour avantager HDW, une stratégie qu’il appelle « TKMS über alles ».

 

Les tentatives allemandes de couler l’industrie suédoise sont apparues au grand jour en 2011, lorsque le PDG de TKMS, Hans Christoph Atzpodien, a refusé que Kockums puisse participer à un appel d’offres lancé par Singapour pour construire 2 nouveaux sous-marins, malgré les relations très anciennes de la compagnie avec ce pays.

 

Au début de cette année, la firme allemande a décidé que sa filiale suédoise changerait de nom pour ThyssenKrupp Marine Systems, abandonnant la marque Kockums, utilisée depuis le début du 19è siècle.

 

Puis en aout, lors d’une réunion avec l’agence de défense de Singapour, Atzpodien a annoncé que Kockums « ne pouvait plus concevoir et construire des sous-marins », selon la source.

 

« Une guerre sanglante a lieu entre Kockums et TKMS, » explique-t-il, ajoutant que le contrat avec Singapour a exacerbé la situation.

 

Parmi d’autres choses, Atzpodien a rejeté les projets de Kockums pour concevoir une nouvelle classe de sous-marins, le A26, prétendant que la compagnie suédoise n’avait pas assez d’ingénieurs pour terminer le projet, et qu’il était certain que le projet serait touché par des retards et des dépassements de budget.

 

« Atzpodien a systématiquement éjecté Kockums des discutions et a empêché Kockums d’obtenir le contrat avec Singapour, » a expliqué la source.

 

TKMS a aussi fortement réduit les chances de Kockums de remporter de nouveaux contrats en Australie, un autre pays où le constructeur suédois est fortement présent, avec la construction des 6 sous-marins de la classe Collins dans les années 90.

 

Mais Kockums a été laissé de côté dans un appel à proposition lancé par l’Australie pour remplacer les Collins par une solution sur étagère, pendant que HDW était l’une des 3 compagnies européennes interrogées.

 

Au début de cette année, l’Australie et la Suède ont bien signé un accord autorisant Kockums à participer au projet SEA 1000, qui prévoit la construction de 12 nouveaux sous-marins.

 

Mais dans le même temps, TKMS a racheté une compagnie australienne, Australian Marine Technologies, qui « peut réaliser le même travail que Kockums ».

 

« TKMS a une nouvelle fois torpillé tous les efforts de Kockums de participer à la future compétition parce qu’il a déjà créé sa propre empreinte, » indique la source.

 

De leurs côtés, le gouvernement suédois et l’agence suédoise d’achat de matériel, le Defence Materiel Administration (FMV), sont conscients de la situation et en sont très mécontents. A tel point qu’ils ont demandé à Saab d’examiner la possibilité de racheter Kockums, indique une source suédoise.

 

« Des discussions se déroulent en ce moment même, » selon la source qui confirme que TKMS essaie d’étrangler l’industrie suédoise de construction de sous-marins.

 

« La seule raison pour laquelle TKMS a racheté Kockums est de les empêcher d’exporter, » explique la source suédoise, ajoutant que la compagnie suédoise « ne pourrait exister » sans contrats à l’exportation.

Mistral pour la Russie: le navire livré sans armements (DCNS)

SAINT-NAZAIRE (France), 15 octobre - RIA Novosti

 

Le Vladivostok, le premier bâtiment de projection et de commandement (BPC) de type Mistral destiné à la Marine russe, sera livré sans armements, mais équipé toutefois de moyens français de débarquement, a déclaré mardi Yves Destefanis, directeur du programme BPC russes chez DCNS.

"Le navire sera remis sans armements, et équipé seulement de moyens français de débarquement", a indiqué le responsable lors d'une conférence de presse à l'issue de la cérémonie de mise à l'eau du BPC.

Selon une source au sein du complexe militaro-industriel russe, une fois arrivé à Saint-Pétersbourg, le navire sera équipé et armé aux chantiers navals du Nord. Après avoir subi des tests, le BPC équipera le 1er novembre 2014 la Flotte russe du Pacifique.

Le premier ministre indien en Russie le 20 octobre

Le premier ministre indien Manmohan Singh effectuera le 20 octobre une visite officielle à Moscou pour représenter son pays lors du 14ème Sommet annuel Russie-Inde, a annoncé mercredi la diplomatie indienne dans un communiqué. 

"Le premier ministre indien Manmohan Singh sera en visite officielle à Moscou les 20-22 octobre, pour prendre part au 14ème Sommet annuel Russie-Inde", a indiqué la source avant d'ajouter que le programme du déplacement prévoyait des négociations avec les dirigeants russes "sur le développement du partenariat privilégié et stratégique" entre les deux Etats.  

En outre, le chef du gouvernement indien prendra part à une série d'autres événements.  

Les médias indiens avaient antérieurement rapporté que les négociations entre M.Singh et les autorités russes porteraient en majeure partie sur la coopération militaro-technique bilatérale et sur le projet de construction des 3ème et 4ème blocs énergétiques de la centrale nucléaire de Kudankulam. Les investissements russes dans des projets indiens et la sécurité sont également à l'ordre du jour des rencontres.

Indian Bofors gun's barrel bursts during trials

NEW DELHI - A barrel of the indigenous - version of the Bofors howitzers burst during their trials in the Pokharan range, delaying plans to induct these artillery guns into the Army.

 

The Defence Acquisition Council had recently approved the procurement of 144 such guns by the Army which are being manufactured by the Ordnance Factory Board, Jabalpur.

 

During the recent trials of the gun in Pokharan, the barrel of the gun burst when the Army was conducting the user trials for approving the gun for induction in the Army, sources said here.

 

The OFB has now been asked to carry out a defect identification inquiry (DII) by the Defence Ministry to ascertain the reasons behind the bursting of the barrel during the crucial trials, they said.

 

The user trials are carried out by the Services for approving the product being tested for induction.

 

The gun has been performing very well so far but the mishap will delay the user trials for another three to four months, they said.

 

Defence Minister AK Antony has been taking personal interest in the development of this programme and has asked both the Department of Defence Production and the Army to cooperate fully for making it successful.

 

The gun design, provided as part of technology transfer, has been gathering dust due to the taint associated with Bofors in the light of the payoffs scam.

 

If successful, the project would save the country millions of rupees and give the Indian Army much needed firepower.

 

The Army has failed to procure even a single piece of artillery after the Bofors scandal erupted in 1980s. All attempts to procure howitzers have had to be cancelled due to one reason or another.

Private Indian Firm Pursuing Overseas Tie-ups

 

NEW DELHI — A little known name in India’s defense sector — privately owned Bharat Forge — plans to become a major player, especially in the artillery and specialized vehicles segment.

 

The company, which belongs to the Kalyani Group, has acquired the gun manufacturing facility from Switzerland’s Ruag and has been given permission by the government to set up a joint venture with Elbit Systems of Israel.

 

The joint venture will be called BF Elbit Advanced. It will develop, assemble and manufacture defense systems, particularly artillery guns, mortar gun systems and ammunition.

 

Until 2011, private companies in India could not enter the defense sector.

 

Rajinder Bhatia, CEO of Bharat Forge, said the company has received requests for information (RFIs) for several high-tech projects in the past year, including the low-level quick-reaction missile system; medium-range, surface-to-air missile system; and long-range, surface-to-air missile system. Bhatia said Bharat Forge will concentrate mainly on the gun projects and will not participate in the RFIs offered.

 

“Kalyani Group has a very focused approach, and we intend participating in certain chosen segments which are aligned to our core competence,” Bhatia said. “Our competence is towards weapon systems which require high-tech manufacturing and in-depth knowledge of metallurgy and materials.”

 

The company has developed a 155mm/52-caliber gun and has teamed with Elbit Systems to co-develop and co-produce the mountain version of the gun.

 

The Indian Army has a requirement for a variety of 155mm/52-caliber guns worth more than US $3 billion. Yet, the Army has failed to acquire a single gun from the overseas market.

 

With Elbit, Bhatia said he sees an opportunity.

 

“Elbit is a very strong company with a wide ranging portfolio,” Bhatia said. “There are a number of segments like artillery systems, protected vehicles, precision ammunition and other high-end products where we can collaborate with each other.”

 

Overseas Tie-up

 

To tap into the $100 billion defense market — and encouraged by the government’s initiative to boost domestic defense companies — Bharat Forge plans several tie-ups with overseas companies, but isn’t ready to name them yet.

 

Analysts say domestic defense companies will need to partner with overseas companies aggressively to compete in several defense tenders being offered first to domestic firms as part of an unwritten Defence Ministry policy to boost the domestic industry.

 

“Without a doubt, [Bharat Forge] will need to collaborate with overseas companies for system-level know-how and will most likely get to start a build-to-print facility should they win the contract,” said Rajesh Narayan, a Mumbai-based investment banker. “However, should they aspire for the partnership to evolve into local system integration, they need to forge alliances and partnerships with Indian small manufacturing enterprises.”

 

Gun Facility

 

Bharat Forge’s acquisition of Ruag allows it to build self-propelled artillery guns and vehicles at Pune in India.

 

The facility has been manufacturing artillery systems, including M109 self-propelled tracked systems. The line was upgraded in 2004 to tackle artillery systems for 155mm/52-caliber guns. In addition, the line has also been used to upgrade tank systems from 105mm to 120mm artillery gun systems.

 

Another Bharat Forge executive claimed the company can manufacture a variety of guns, including 105mm, 130mm and 155mm/52-caliber naval guns. The facility can also upgrade armored systems, the executive added.

 

Some of Bharat Forge’s ongoing projects include upgrade programs for light multipurpose reconnaissance vehicles, light bulletproof vehicles and light strike vehicles.

NEW DELHI — India’s Defence Ministry has decided to award a US $1.2 billion contract to Kangnam Corp. for eight mine-countermeasure vessels in India’s first big-ticket defense program with South Korea.

 

The deal has been cleared ahead of Indian Defence Minister A.K. Antony’s planned visit to Seoul later this year, and will help boost defense ties with South Korea, an Indian MoD official said.

 

The finalization of the contract was delayed after Italy’s Intermarine, which was competing for the contract, approached India’s anti-fraud agency, the Central Vigilance Commission (CVC), with issues related to the transparency of the procurement. The CVC cleared the purchase last year, but the MoD has since dragged its feet in deciding to award the contract, the source said.

 

India is reaching out to friendly nations in the region, including Japan and South Korea, as part of its Look East policy in a bid to contain the rising influence of China, said defense analyst Mahindra Singh.

 

The Indian Navy is likely to give additional orders to the South Korean company for the countermine ships, since the service has a requirement for more than 24 minesweepers, an MoD source said. The Indian Navy operates 12 aging Pondicherry and Karwar-class minesweepers.

 

The purchase of the new countermine ships is part of a long-term plan to acquire vessels for littoral warfare, including large landing platform decks, fast attack craft and advanced offshore patrol vessels.

 

In 2008, India sent bids for the countermine ships to Kangnam, Intermarine, Northrop Grumman, Izhar of Spain and DCN International of France.

 

The Navy has wanted new minesweepers for more than 13 years, but delays in procurement due to bureaucratic red tape have been holding back the order.

 

According to the deal, the first two minesweepers will be constructed at Pusan, South Korea, and the remaining six will be built at the Goa Shipyard through technology transfers.

 

South Korea has become a big-ticket supplier of weapons to India — along with Russia, Israel, the United States and France — and is aggressively tapping India’s $100 billion weapons market.

 

Samsung has jointly developed a howitzer gun with Indian private-sector company Larsen & Toubro, and it is likely to put up a tough fight against Russia’s Rosoboronoexport in the quest to supply 155mm/52-caliber tracked guns.

 

The Larsen & Toubro-Samsung team is competing with Rosoboronexport, and with state-owned Bharat Earth Movers Ltd. (BEML), which has partnered with Slovakian company Konstrukha.

 

The Indian Army wants to buy 100 tracked guns valued at more than $750 million. The tender, issued in 2011, was a rebid of a 2007 tender, which went to India’s Tata Power SED, Larsen & Toubro, BEML and Rosoboronexport.

 

South Korean firm Doosan has also been given a tender this year for the purchase of 104 self-propelled gun missile systems to replace aging Russian Kvadrat systems.

 

Indo-South Korean defense ties began in 2005, when the two countries signed a memorandum of understanding on defense logistics and supplies.

 

In 2007, the defense ministers of the two countries met to hash out a defense cooperation plan, which was followed in 2010 by the signing of a declaration of strategic partnership.

Le Japon dévoile son nouveau char léger

Le très sérieux Japan’s Technical Research & Development Institute (TRDI) a dévoilé ce 9 octobre à Sagamihara, un prototype de son dernier-né des véhicules blindés de combat, le Maneuver Combat Vehicle ou MCV. Ce blindé 8X8 muni d’un canon de 105 mm stabilisé a été pensé pour offrir une très « haute mobilité stratégique » allié à une forte puissance de feu. Le constructeur Mitsubishi Heavy Industries qui va le produire,  assure une livraison assez rapidement et une entrée en service dans les forces d’auto-défense japonaises dès 2016. Aérotransportable, notamment par Kawasaki C-2, l’engin offrira une forte capacité de déploiement, alors que le parc de blindés japonais existant est plutôt lourd et peu mobile (Char de combat Type 10, Type 90 ou automoteur d’artillerie Type 74)

 

D’un poids de 26 tonnes en ordre de combat, le MCV japonais peut atteindre une vitesse de 100 km/h et affiche une autonomie de 400 km . Son développement aurait couté plus de 180 million de dollars. Il est doté de tous les équipements nécessaires pour ce type de véhicule à savoir une camera vision jour/nuit, un périscope, un mat vision panoramique, un système de tir permettant le tir en marche, une mitrailleuse 7.62 mm en coaxial ainsi qu’une 12.7 mm, un système d’extracteur de fumée…

 

Relevons tout de même que le nouveau véhicule blindé « made in Japan » affiche de très fortes similitudes avec le Centauro italien, dont le concept semble assez directement s’inspirer.

The Royal Navy of Oman (RNO) has recently accepted a new corvette – Al Shamikh – the lead ship of Khareef class. The 99 meter corvette has a displacement of 2,660 ton. It was constructed by BAE Systems at Portsmouth, UK and is designated ‘Ocean Patrol Vessel’ (OPV). Al Shamikh was launched in 2009 and accepted by the Royal Oman Navy in the UK June this year. Work at Portsmouth continues on the other two vessels of the class – Al Rahmani and Al Rasikh.

As part of the sea trials that followed the vessel conducted an operational naval firing of its VL MICA anti-air missile. Al Shamikh is the first deployment of the MICA VL Marine (MICA VL M) missile system, developed by MBDA. The live firing took place at the French MoD’s test range off the coast of the Ile du Levant in the Mediterranean Sea under the supervision and control of the French DGA – EM (Direction Générale de l’Armement – Essais de Missiles).

According to MBDA the VL MICA missile successfully intercepted and destroyed at very low altitude the target which was simulating a sea skimming anti-ship missile. “The success of this firing is evidence of the operational capability of the RNO with its new vessel and weapon system.” the announcement added.

VL MICA is the latest generation of air defence systems and deploys the MICA missile vertically launched from a canister which serves for both storage and launch purposes.  In its naval version, VL MICA provides both area air defence as well as self-defence of the host vessel. MICA fire-and-forget missiles can be equipped with either IR or radar seekers and are capable of dealing with the full range of airborne threats as well as saturating attacks.

Worldwide to date, 12 armed forces have selected the MICA missile.

BAE Shutters Texas Factory, JLTV Production Moved

WASHINGTON — In a surprise announcement with serious implications for the US Army’s ground vehicle industrial base, BAE Systems announced today that it is shuttering its Sealy, Texas, production facility by the end of June 2014.

 

A total of 325 employees will be put out of work between November and June, and some of the work being done at the facility will be moved to other BAE facilities, a spokesperson for the company said.

 

The facility at Sealy was focused on wheeled vehicle production. With orders having dried up for mine-resistant ambush-protected vehicles and the family of medium tactical vehicles, and no new orders coming in, the company said it didn’t have enough work to keep the line open.

 

“We explored every possible option to maintain the viability of the facility, but the decline in US defense spending has made it necessary for us to continue rationalizing our business base,” said Erwin Bieber, president of BAE Systems Land & Armaments sector, in a statement. “This was a difficult decision, but it in no way reflects upon the hard work and commitment of the employees. We will do all we can to assist them during this difficult transition.”

 

The move has implications beyond BAE Systems. The company had an agreement with Lockheed Martin to manufacture Lockheed’s Joint Light Tactical Vehicle (JLTV) at Sealy, but the company said that it will still provide the armored cabs, protection solutions and manufacturing expertise.

 

Lockheed said today that it is moving production of the JLTV to the company’s Camden, Ark., manufacturing facility.

 

In August, 22 JLTV prototypes left the Sealy line en route to the Army as part of the program’s Technology Development and Engineering and Manufacturing Development phases.

 

“BAE Systems remains committed to Lockheed Martin and our JLTV program,” Mark Signorelli, vice president and general manager of Combat Vehicles for BAE Systems said in a statement.

 

Lockheed Martin’s Camden line has already produced gear such as the High Mobility Artillery Rocket System launchers, Patriot Advanced Capability-3 missiles and Terminal High Altitude Area Defense ground vehicles.

 

BAE executives have been warning of layoffs for some time. During a tour of the company’s experimentation facility in Michigan in September, Signorelli expressed concern about the company’s manufacturing facility in York, Pa., as well. While the company has reached deals with the Army to keep the production line there humming through 2014, the work will run out about halfway through 2015.

 

“We mitigated the major risks in ‘14,” he said, but “we still can’t support the entire supply base. There will be layoffs.”

 

BAE Systems acquired the Sealy plant as part of its purchase of Armor Holdings in 2007.

L’appel d’offre d’Ottawa de 2 milliards de dollars portant sur l’achat de 108 blindés ne serait pas annulé. Mais la décision sur la suite à donner à cette compétition a été une nouvelle fois repoussée.

 

Chez Nexter, on a dû pousser un ouf de soulagement. Contrairement à ce que laissait entendre la rumeur ces derniers jours, la Canada n’aurait pas annulé son appel d’offres de 2 milliards de dollars portant sur l'achat de 108 blindés d’infanterie médians, et pour lequel l’industriel français est donné comme très bien placé.

Baptisé « CCV » pour « Close Combat Vehicles », l’appel d’offre en question oppose trois champions de l’armement terrestre : l’Américain General Dynamics qui propose son Piranha V, le britannique BAE Systems avec le CV90 de sa filiale suédoise Hägglunds, et donc Nexter et son VBCI. A noter, que le CV90 est monté sur chenilles, ses deux concurrents sur roues.

Dans leur cahier des charges, les autorités canadiennes ont imposé que la construction des blindés se fasse localement. Contrairement à GD qui est implanté sur place, Nexter a dû forger une alliance, avec Bombardier en l’occurrence, pour répondre à cette exigence.

 

Plusieurs semaines, voire plusieurs mois

D’après la presse canadienne, la désignation du vainqueur était attendue en octobre, après d’intenses campagnes de tests et, deux années de retard. Il va falloir encore patienter visiblement. Combien de temps  ? « Plusieurs semaines, voire plusieurs mois », estime-t-on à Paris où l’on suit évidemment l’affaire de près. François Hollande en aurait parlé avec Stephen Harper, lors de la visite en juin à Paris du premier ministre canadien.

Rien n’a filtré officiellement sur les raisons du nouveau décalage. La rumeur en revanche va bon train, toujours selon les media canadiens. Ainsi, l’armée, dont le budget a été fortement compressé, préférerait utiliser son argent pour s’entraîner, d’autant que l’enveloppe impartie au projet CCV serait largement insuffisante pour couvrir l’achat des blindés, la formation, et leur stockage.

 

Nexter premier ?

Surtout, General Dynamics, dont le Piranha V serait arrivé second derrière le VBCI de Nexter à la fois d’un point de vue technique et économique, aurait tout fait pour torpiller l’affaire. L’industriel américain aurait reçu le soutien de ministres du gouvernement dont les circonscriptions abritent ses usines. Tant qu’à perdre, autant faire en sorte que le rival ne l’emporte pas : du grand classique en matière d’armement, si tout cela est vrai, évidemment.

Du coup, entre l’annulation de l’appel d'offres, qui aurait été la pire des décisions, et son report, Nexter peut conserver l'espoir que tout l’argent investi pour promouvoir son VBCI au Canada ne l’aura pas été pour rien. Attention à la douche froide cependant, car, comme certains le craignent en interne, Ottawa pourrait aussi bien annoncer dans un mois qu’il arrête tout finalement...

How did China get its hands on an Apache?

Has China cloned an AH-64D Apache? Or has it got its hands on the real thing? A photo that surfaced on the China Defence Blog suggests one of the two scenarios must be true.

 

Speculation is mounting that it could be a downed Apache picked up in Iraq, such as in the 2003 attack on Karbala where two U.S. pilots and their rotary wing craft were captured. At the time, US authorities claimed to have destroyed the helicopter in an airstrike the following day. It could either be the actual Apache that was shot down, or it could be the result of an elaborate reverse engineering effort on China’s part to create a perfect copy of the helicopter.

 

Another question is why was it not covered up? Transporting an illicit piece of military hardware like an Apache in broad daylight and within range of anyone with a point-and-shoot camera doesn’t appear to make sound military strategy. It’s led some to claim it may be nothing more than a movie prop, although that seems unlikely given the level of detail clearly on show in the photographs.

L'entreprise Neotek de Lorient (en fait de Caudan) va fournir un drone sous-marin équipé à la Marine nationale comme le précise un avis d'attribution du 3 octobre (cliquer ici pour le lire).

Il s'agit d'un engin sous-marin autonome d'une valeur de  130 000 € (HT). Neotek et son client restent discrets sur ce drone et ses capacités en particulier dans le domaine acoustique.

The Iranian Navy will launch its modernised warship, dubbed Lavan, on 28 November, Iranian Navy commander rear admiral Habibollah Sayyari said.

 

Farsnews Agency cited Sayyari as saying to reporters in Tehran that the Iranian Navy will launch the overhauled Lavan warship, fitted with advanced weapons and radar systems, on the Iranian month of Azar 7, and will also unveil a number of important overhauled projects.

 

"The overhaul operations have been thoroughly made by the young and committed experts of the naval industry," Sayyari said.

 

In September, the warship has been upgraded with advanced weapons and radar systems to enhance its performance and fire power, Sayyari announced earlier.

 

"The warship needed an overhaul and equipment with the state-of-the-art technologies and therefore the warship's weapons have been modernised."

Changes have been made to the ship's body as well as the sailing, sonar and radar systems, weapons and information-gathering sensors.

 

In June, Iran had also overhauled and modernised a vessel, named Bayandor, aimed to safeguard its territorial waters as well as to maintain security in regional and international waters.

 

Upgrades to the Bayandor ship involved installation of main engines, heat exchangers and fuel and oil systems as well as optimising the monitoring control systems.

 

The Iranian Navy currently developing another warship, known as Persian Gulf, for training navy personnel.

 

Earlier, Iranian defence ministry officials said the third generation of the home-made vessel, Jamaran-3, will enter service with the Iranian Navy by the end of the current Iranian year, which is from 21 March 2013 to 20 March 2014.

The UK Ministry of Defence (MoD) has awarded a multi-million pound contract to Thales UK for delivery of additional STARStreak short-range surface-to-air missile systems.

 

Announced by the UK Prime Minister David Cameron in a speech to the Northern Ireland Investment Conference in Belfast, the contract covers supply of additional 200 STARStreak missiles, which represent a critical component of the UK's ground based air defence (GBAD) capability.

 

UK Defence Equipment, Support and Technology minister Philip Dunne said: ''This contract for 200 extra STARStreak missiles will not only provide our armed forces with a highly capable weapon, but it also secures hundreds of highly skilled defence jobs in Northern Ireland and should provide confidence to the export markets of the STARStreak system.'

 

Thales managing director David Beatty said: ''It demonstrates very clearly to our export customers the ongoing importance and trust that the UK MOD places in the STARStreak system and our design, manufacturing and support capabilities.'

"It secures hundreds of highly skilled defence jobs in Northern Ireland."

 

Expected to sustain 475 jobs at the Thales' facilities in Northern Ireland, the unspecified contract will increase MoD's STARStreak stocks as part of the government's transformation agenda for the armed forces to equip both the regular and reserve forces with the missiles.

 

Fired from the shoulder, from a lightweight multiple launcher or from the Stormer armoured vehicle, the STARStreak is a high velocity missile (HVM), designed to counter threats ranging from very high performance, low-flying fighter aircraft and fast strikes by attack helicopters.

 

The missile system, along with its air defence alerting device, was used by the UK Army to ensure a safe and secure 2012 London Olympic Games.

 

Deliveries under the contract are scheduled to complete by June 2014.

A U.S. Apache attack helicopter appears in China. Did they clone it?

Images have surfaced on the Chinese Internet of what seems to be an actual AH-64D Apache or a real-size copy of the world’s most famous attack chopper.

The helicopter, on a truck, seems to be in the process of being moved even if it is at least strange that it is is not hidden below a protective covering, as happened for other mysterious choppers spotted on the move in China.

It’s not easy to guess how Beijing put their hands on the helicopter. It could be one of the U.S. Army Apaches downed or crash landed in Iraq, that was later fixed and exported in China.

U.S. SOCOM (Special Operations Command) has had a scalable offensive hand grenades developed and has spent over $40 million buying large quantities. Scalable refers to grenades that can have different amounts of their explosives removed by the user to produce different results. With the minimal charge the grenade is basically a “flash-bang” that is meant to disorient (with a loud noise and bright flash) people not really kill or injure. By adding 1-3 additional “increments” of explosives the user makes the grenade effective over a wider area and potentially lethal. These scalable grenades depend on explosives to injure, not fragments. They are also a lot more expensive, but for SOCOM operators the additional flexibility is often the difference between success and failure in an operation.

 

American Offensive hand grenades have been around since 1918, when they were invented for troops fighting in close quarters (enemy trenches). It was found that these grenades were also useful inside buildings and caves. Thus the Mk3 grenade kept getting upgraded and was the basis of the scalable version. The current Mk3A2 is made of waterproofed fiberboard with minimal metal components. The Mk3A2 weighs 440 gr (15.4 ounces) has a five second fuze and contains 228 kg (8 ounces) of TNT.

 

Stun (or “flash bang”) grenades were invented for British SAS commandos in the 1960s. These weapons do not use explosives but rather have a fire and shatter proof body with perforations for momentary bright light and very loud noise to escape. The effect is most intense 1-2 meters (up to six feet) from the detonation. A current example is the U.S. M84 stun grenade. This weighs 236 gr (8.2 ounces) and uses a 4.5 gr (.16 ounce) magnesium/ammonium nitrate mixture and a 1-2.3 second fuze to generate up to 180 db of sound and 6-8 million Candela of light for up to 1.5 meters (five feet away).

LPM : « L’équipement est la variable d’ajustement »

Les mots sont de Christian Mons, reçu par l’Association des Journalistes de Défense mercredi dernier. Christian Mons qui est à la fois président du GICAT (groupement des industriels de la défense terrestre) et du CIDEF (Conseil des Industries de Défense Françaises réunissant tous les secteurs terre-air-mer) est revenu sur le projet de Loi de Programmation Militaire (LPM) 2014-2019 en cours de discussion devant les assemblées parlementaires. Et son jugement est pour le moins critique. « Les conséquences de la LPM c’est la perte d’un milliard d’euros dans le budget équipement, qui induit un risque important sur le plan de charge industriel et vont conduire à des pertes de compétences ».

 

En 2013, seuls les 2/3 du budget équipement terrestre ont été exécuté

Le constat est d’autant plus inquiétant que, même avant de discuter de la prochaine LPM, il y a déjà en ce moment d’importants retards d’exécution budgétaire. « L’Etat ne passe en ce moment aucune commande, car il attend le vote de la LPM ». Résultat: pour l’Unité de Management Terre (UM Terre), soit les matériels terrestres, « il manque un tiers de commandes sur l’exécution de la loi de finance 2013 », soit 300 millions d’euros de commandes qui vont manquer ! Les conséquences : « trou dans les plans de charges » et difficultés de « maintien des compétences ». Sans parler des impacts sur le tissu des sous-traitants, « il est très difficile d’évaluer l’impact pour les PME, mais des risques pèsent sur 200 à 400 d’entre elles ».

Certaines de ces commandes seront passées sous la prochaine LPM, mais en attendant tout prend du retard et au final, il manquera près d’une année d’exécution budgétaire… Donc des programmes qui passent à la trappe. Exemple : le programme VLTP (véhicule léger tactique polyvalent) qui devait venir remplacer les vieilles P4 (30 ans d’âge) ou les tranches conditionnelles du PPT (porteur polyvalents terrestres). Envolés ! « Le ministre est certainement de bonne foi, mais la réalité est différente » a précisé le président du CIDEF.

 

1 euros investit rapporte 1,3 euros à l’Etat

C’est le constat réalisé par les industriels de la Défense : quand l’État investit un euros dans des programmes de défense, cela rapporte 1,3 euros sur 10 ans en recettes publiques (impôts, charges sociales…), grâce aux leviers de l’exportation. Cet investissement est d’autant plus important que le risque d’un décrochage dans les marchés exports est réel, alors que les pays émergents sont de plus en plus menaçants.

 

La prochaine LPM c’est 20 000 emplois menacés

Le calcul est simple, avec les retards de commandes et l’amputation de l’inflation pour la prochaine LPM, c’est un milliard d’euros qui manquera pour les équipements. LE CIDEF fait un chiffre d’affaires de 16 milliards pour 165 000 emplois directs et autant d’indirects. Un emploi, c’est donc 100 000 euros en moyenne pour les 4000 entreprises qui travaillent dans la défense. Une perte d’un milliard, c’est 10 000 emplois directs menacés et autant d’indirects (sous-traitance…). Soit 20 000 suppressions d’emplois à attendre au cours de la prochaine LPM…

 

Le VBMR en 2018 ? « Un vœu pieux » !

Scorpion est un programme complexe qui a déjà été lancé a rappelé Christian Mons. Le programme Contact (radio nouvelle génération) est déjà acté tandis que le SIC (système d’information et de combat de Scorpion qui va remplacer 4 ou 5 systèmes existants a été commandé à Bull en début d’année. Mais il est maintenant urgent de commander les plateformes. « Il est matériellement impossible que les premiers VBMR (véhicule blindé multi-rôles, remplaçants des VAB) arrivent dans les forces en 2018 » souligne Christian Mons. La DGA (direction générale de l’Armement) doit établir un cahier des charges, rédiger un appel d’offre, lancer un appel d’offre européen, puis dépouiller les offres et prendre une décision. Chacune de ces étapes prend minimum 6 mois, sans compter les inévitables recours en justice qui paralyseront la procédure. Or, « jamais un programme d’armement n’a abouti en moins de 10 ans. Seul le PVP (Petit Véhicule Protégé), a été réalisé en  8 ans » et il s’agissait d’un programme plutôt simple comparé à un véhicule de combat ! Continuant sur le VBMR, le président du GICAT table sur un prototype livré à l’horizon 2020 pour une production vers 2025, après une évaluation par les forces qui aboutira nécessairement à des correctifs…

Plus de 1000 heures de vol pour le Watchkeeper

Thales UK (la branche britannique de l’électronicien français) a annoncé le 7 octobre dernier qu’un certificat de type STDA (ou Statement of Type Design Assurance en anglais) lui avait été délivré par l’autorité de l’aviation militaire du Royaume-Uni (MAA) pour son système de drone Watchkeeper. Ce certificat signifie que le système drone de Thales a atteint un niveau de sécurité et d’intégrité acceptable, ouvrant la voie pour le MOD britannique vers la délivrance de l’autorisation de mise en service initiale. Le Watchkeeper est le premier drone à recevoir un certificat de type de ce type accordé par la MAA. On a compris, il s’agit d’une étape importante vers l’acceptation des drones dans l’espace aérien.

 

Aujourd’hui, Thales a déjà livré 28 plateformes Watchkeeper à l’armée britannique et deux autres devraient être livrées très prochainement – sur un total de 54 plateformes commandées. Neuf stations sol sur les 15 ont également été livrées. A ce jour, environ 600 vols ont été réalisés, représentant plus de mille heures de vol.

 

Rappelons également que dans le cadre de la coopération franco-britannique, le Watchkeeper pourrait intéresser la France, notamment l’armée de Terre, comme l’un des successeurs potentiels du SDTI (système de drone tactique intérimaire). Dans le cadre de cette coopération bilatérale, en juillet 2012, une Task Force Watchkeeper a été mise en place par les deux chefs d’état majors des armées de terre française et britannique.

Statement by EU High Representative Catherine Ashton on her Final Report on the CSDP

The High Representative of the European Union for Foreign Affairs and Security Policy and Vice President of the Commission, issued the following statement today:

 

" I was asked by the European Council in December 2012 to present proposals to further strengthen the Common Security and Defence Policy (CSDP), ahead of a discussion by leaders in December of this year. I presented an interim report in July and I am now issuing the final report.

 

This debate among leaders comes at an opportune moment. The EU needs to protect its interests and promote its values, and it needs to be able to act as a security provider both in its neighbourhood and at the international level. To be credible, this requires capabilities and a strong industrial base.

 

This is both a challenge and an opportunity. Defence cooperation is never straightforward, but there is certainly scope for further enhancing cooperation among the Member States to develop and deploy capabilities. In addition, the defence industry can be a driver for jobs, growth and innovation.

 

The report sets out proposals and actions in three areas:

 

- Strengthening CSDP: the Union needs to be able to respond rapidly to security challenges - cyber, space, energy, maritime and border security. To act as a security provider we need to be able to engage with partners, and to build the capacity of partner organisations and third states, using all the tools of our external action. This is the idea of our comprehensive approach.

 

- Enhancing European defence capabilities: cooperation has become essential to the maintenance of capabilities and to the success of CSDP. It allows Member States to develop, acquire, operate and maintain capabilities together, making best use of potential economies of scale.

 

- Reinforcing Europe's defence industry: a strong and healthy industrial base is a prerequisite for developing and sustaining defence capabilities and securing Europe's strategic autonomy. The European Commission put forward a Communication "Towards a more competitive and efficient European defence and security sector" in July. The proposals in my report complement the Commission's work."
