EDA Framework Arrangement for Security of Supply – Implementation progressing

To enhance their mutual support and assistance on Security of Supply the EDA Member States adopted on 19 November 2013 an updated “Framework Arrangement for Security of Supply”. The updated Framework Arrangement has broad applicability, covering both peacetime and times of crisis and all kinds of acquisitions. Hence, differing from its predecessor it is not limited any more to operational urgency nor to acquisitions conducted under Article 346 TFEU. The Framework Arrangement is also fully adapted to the new legal framework of the Defence and Security Procurement Directive 2009/81/EC and the Intra-Community Transfers Directive 2009/43/EC.

 

All 27 EDA participating Member States, as well as Norway, have now decided to subscribe to and therefore participate in the implementation of the Framework Arrangement, highlighting the importance of Security of Supply. In coming years the EDA will act as a facilitator to support national implementation and application of the Framework Arrangement.

 

In addition, the May 2014 Steering Board adopted a voluntary Code of Conduct on Prioritisation, associated with the Framework Arrangement, as a means to involve industry in the EDA Security of Supply framework, by establishing a way for industry to demonstrate its commitment to meet Member States enhanced Security of Supply requirements in defence procurement. The Code of Conduct is now open for subscription to the states participating in the Framework Arrangement. 

 

Subject to the national subscription to the Code of Conduct, defence industry can sign up to this voluntary Code on a case-by-case basis. Whilst doing so industry will accept a set of principles to ensure delivery and provision of defence equipment and services to the Member States.

 

Both the Framework Arrangement and the Code of Conduct on Prioritisation are considered as substantial steps contributing towards the establishment of a comprehensive EU-wide Security of Supply Regime, as requested in the December 2013 European Council conclusions.

The EDA has successfully supported Member States in accessing European Structural Funds (ESF) for dual-use research and development technologies.

 

In February 2014 “Project Turtle” – a proposal from a consortium of Portuguese small to medium sized enterprises (SMEs), research institutes and universities to research ascent and descent energy-efficient technologies for robotic underwater vehicles – became the first of seven dual-use research initiatives supported by the EDA to access European Structural Funds (ESF).

ESF are financial instruments that provide for “the implementation of EU Cohesion Policy to reinforce economic and social cohesion within the EU”. The potential benefits for Europe’s defence industry is considerable from accessing this  source of finance are considerable .The new programming period, 2014-2020, contains more than €379 billion in European Regional Development Funds (ERDF), one of the ESF funds under which research and innovation ac­tivities can be supported. According to Vassilis Tsiamis, who manages the ESF project within EDA nobody had, until recently, seriously considered the application of this type of funding for dual-use research and technology (R&T). “The real issue was to challenge the perception of eligibility,” he said. “It wasn’t just a question of ‘can do’ – but much more a question of can we do it, and what, precisely, is it that we can do?”

 

Increasingly dual nature of technology

The starting point has been recognition of the increasingly dual nature of technology and the significant potential that exists for synergies between civil and defence research. Energy, telecommunications, information technology, automotive and materials technologies, space, aeronautics and the chemicals industry provide examples of the potential benefits accruing to a wide variety of defence and civil applications. So why not use the facility afforded by ESF to recognise some of these benefits, the EDA asked?

A new EU innovation policy concept called the Research and Innovation Smart Specialisation Strategy (RIS3) has been developed to promote the more effective use of public investment in research at a regional EU level.  Regional - and in a few cases national - authorities have been asked to identify the unique characteristics, assets and capabilities of their respective regions to focus policy support and investment channelled through ESF.

 

Supporting the regions

Including Croatia, there are some 273 identified EU regions, with almost 500 managing authorities directing the use of ESF.  When the EDA put out a call for proposals for the use of ESF in development of dual-use technologies in 2013, it received 72 proposals from 12 Member States. Of these, the Agency decided to support seven as initial pilot cases. From Bulgaria came a proposal for the improvement of urban security and defence applications through use of advanced sensor systems, while from Poland an intruder-detection and collision avoidance system for aircraft has been proposed. A French consortium has offered a Europe-wide icing testing platform for aeronautics, while an industry proposal in the United Kingdom has put forward a project in Epitaxial Microwave technology – a critical capability for improving radar performance in both civil and military applications. From Spain came a proposal for the development of an underwater signature monitoring and analysis centre, while from Germany an adaptation of short wave infrared (SWIR) technology for high resolution hyper-spectral and imaging applications has been suggested. The seventh proposal, from Portugal, became the first of these pilot cases to reach a sufficiently mature level to win. It is important to recognise the fact these proposals have come from project holders in the various nations, and are not official ‘national’ project proposals.

 

Ensuring we have the expertise

“The first priority has been to acquire the expertise within the Agency and share it with the managers in the Ministries of Defence and then to arrange for in-depth knowledge transfer and capacity building with industry,” said Tsiamis. Four seminars have already been held – in Bulgaria, Ireland, Poland and Portugal – aimed at increasing awareness of the opportunity and the methodology of successfully applying for supportive funding. Engaging the community – both governmental and industrial – and building capacity within that community to be able to benefit from this innovative approach to stemming the decreasing investment in defence-related R&T has been a key priority for Tsiamis and his colleagues throughout the process.

 

Benefits for SMEs

“It’s important to recognise we are not creating process and we are not looking for more structural funds. What we are doing is helping defence actors to address these projects and to develop the application folders, ensuring the responsible authorities (in each region or nation) recognise the benefits SMEs can bring to the process and ensuring that the projects selected to move forward reflect the larger priorities of the EU,” said Tsiamis.

“The way forward is for more pilot projects and more seminars, offering pragmatic advice and support, not simply explaining theoretical policies. We are now training EDA project officers – approximately 15 of them – and are looking at possibilities in key EDA prioritised areas such as space, the cyber domain, maritime security, energy efficiency and remote piloted aerial systems (RPAS)  - as examples of what we can do from a positive and concrete results perspective,” said Tsiamis.

“Industry follows the money, and we are convinced there are enough significant opportunities for industry to recognise that engaging in this programme will have tangible and measurable results on its R&T activities,” said Tsiamis. He said that one of the new actions the Agency will be following during 2014 is to assess the degree to which European Territorial Cooperation on dual-use technology projects can be part of cross-border programmes financed by the European Regional Development Fund  (ERDF), to create an even larger pot of financial resources on which to draw.

EDA’s programme commitment to exploiting these opportunities currently has a three year timescale. “Looked at from all directions, we are in a win/win situation here – we’re supporting SMEs, we’re supporting regional research and technology development while simultaneously stimulating dual-use research, we’re supporting EU policy and most importantly, we’re conforming with the EU Common Security and Defence  Policy (CSDP) key priorities, as adopted by December 2013 EU Council conclusions ,” said Tsiamis. The Agency’s role in this can be seen as one of being a facilitator, encouraging SMEs in particular to come forward with innovative proposals and providing assistance and support in the process of applying for funding that will see those proposals come to fruition.  “The message is simple,” said Tsiamis. “We’re here to help – we can reduce hesitations – come talk to us!”

Saab Signs Contract with Ireland for RBS 70 Upgrade

Defence and security company Saab has signed a contract with the Irish Defence Forces to provide upgrades to Ireland’s RBS 70 air defence missile systems. The order has a value of approximately SEK 40 million and includes deliveries of improved firing units, new simulators, night vision equipment and associated weapons support.

 

Ireland has requested updates to its RBS 70 systems. This recently-signed contract provides for new operator training simulators, upgraded fire units to support the BORC night-capable sight and the latest Bolide missile, new external power supplies plus a four-year support agreement. The Irish order underlines the continuous enhancement of RBS 70 system capabilities.

This delivery, celebrated during an official ceremony on June 10th, is the first of 59 helicopters, 9 in T129A Early Delivery Helicopter (EDH) configuration, and 50 in T129B configuration.

 

T129 ATAK, is a new generation, tandem two-seat, twin engine helicopter specifically designed for attack and reconnaissance purposes, developed from the combat proven A129CBT, incorporates totally new system philosophy with new engines (LHTEC CTS 800-4A), new avionics, visionics and weapons, modified airframe, uprated drive train and new tail rotor.

F-35 : le gouvernement doit éviter de sauver la face à tout prix, dit un expert

Un comité indépendant qui a examiné les solutions de rechange aux chasseurs furtifs F-35 devrait présenter jeudi un aperçu de son évaluation menée sur 18 mois, mais la décision du gouvernement sur le maintien de ce programme controversé est toujours en attente.

Avant que la décision soit prise, des experts militaires espèrent que le gouvernement Harper prendra en considération les implications plus larges de ce programme sur le budget général de la Défense et évitera d'avoir recours à des manœuvres politiques pour sauver la face.

Le rapport du comité, une analyse des principales réponses aux critiques du programme émises par le vérificateur général en 2012, ne devrait pas faire de recommandations au cabinet. Il comparera plutôt les coûts et les capacités de chacun des quatre avions concurrents en fonction de ce que le Canada attend de ses avions de guerre.

Il reviendra aux hauts responsables et aux ministres de recommander la voie à suivre au cabinet, une chose qui n'a pas encore été faite, ont indiqué plusieurs sources mercredi.

The Ministry of Defence has awarded millions of pounds worth of new contracts to maintain its fleet of small boats.

 

Six UK companies will benefit from a 5-year contract that will involve support for 1,450 boats used by the Royal Navy, Royal Marines, British Army, and the Ministry of Defence (MOD) Police. They are:

The Minister for Defence Equipment, Support and Technology, Philip Dunne, said:

The award of these contracts by the MOD provides the UK’s marine support industry with a steady volume of work, helping to maintain technical and engineering skills in this sector.

The competition attracted interest from across the marine industry, and is another example of the MOD’s commitment to seek best value for money from the commercial market.

The fleet of boats includes offshore raiding craft, pontoons up to 50 metres in length, police launchers, and Pacific 24 rigid inflatable boats (RIBs), and inflatables.

The contracts will provide maintenance, upkeep, repair, chartering, defect rectification, technical support, provision of spares and replacements.

Alistair Hughes, from the MOD’s Defence Equipment & Support organisation, is the team leader for commercially supported shipping. He said about the new contracts:

Small boats make up a critical component of the UK’s military effect, operating in the UK and globally. They can be seen in all areas of maritime from policing the UK’s naval bases to counter-piracy operations off Africa to training new recruits into the Royal Navy.

The award of the contracts follows 18 months of intensive activity between the team and industry to ensure the continued support of the numerous craft that make up the small boat fleet and find the best deal for the armed forces.

Airbus Defence & Space envisage la possibilité d'intégrer un missile antinavire sur l'Eurofighter pour séduire de nouveaux clients à l'export

 

Peter Maute, directeur du Marketing d'Airbus Defence & Space, a annoncé avant-hier à Séville que l'intégration d'un missile antinavire est envisagée sur l'Eurofighter. Airbus DS étudie la possibilité de mettre en oeuvre depuis le chasseur européen, le missile Harpoon de Boeing ou les missiles plus légers Marte et Sea Brimstone de MBDA.

Cette initiative vise à mettre l'Eurofighter au même niveau que ses principaux concurrents en terme de lutte antinavire. En effet le F/A-18 de Boeing peut mettre déjà mettre en oeuvre le missile Harpoon, tandis que le Rafale de Dassault est équipé de l'AM-39 Exocet et que le Gripen de Saab peut embarquer le missile RBS-15.

Jean-Yves Le Drian, ministre de la Défense sera en déplacement à la Direction générale de l’armement Essais en vol à Istres, demain (12 juin 2014).

 

Le ministre de la Défense participera au vol du démonstrateur de combat Neuron. La Direction générale de l’armement Essais en vol célèbre le 70e anniversaire des essais en vol de ses équipements aéronautiques.

 

A cette occasion, Jean-Yves Le Drian, se rendra à Istres (Bouches-du-Rhône), pour y rencontrer les équipes de la DGA et se faire présenter leurs missions.

 

Un vol du démonstrateur de drone de combat Neuron est également planifié. "Une semaine après les arbitrages rendus par le président de la République sur la loi de programmation militaire 2014-2019, cette visite au cœur des industries de Défense rappelle le rôle de ces 4 000 entreprises dans l’innovation technologique, et la responsabilité de la Défense dans l’anticipation et le maintien des compétences humaines nécessaires à notre équipement militaire et notre souveraineté", précise le communiqué du ministère.

 

En présence de Laurent Collet-Billon, délégué général pour l’armement et d’Eric Trappier, Président-Directeur général de Dassault Aviation, Jean-Yves Le Drian prendra la parole sur le thème des industries de défense et celui des compétences nécessaires au maintien de notre avance technologique.

Airbus still promoting A400M, C295 to South Africa

Airbus Defence and Space is still hopeful South Africa will buy A400M strategic transport aircraft and is promoting it and the C295 light transport to the South African Air Force (SAAF).

 

According to Antonio Rodriguez-Barberan, Vice President Commercial at Airbus Military, the company is “absolutely interested” in offering the A400M as a replacement for the SAAF’s C-130 Hercules, which are due to be retired in 2020. “We want to be back in South Africa. Yes, there is a need for maritime patrol and a certain need for tactical and strategic transport.”

 

He told defenceWeb Airbus is keeping its work packages with Denel and Aerosud in place not just because they do a good job manufacturing A400M components but because Airbus is hoping for an order from South Africa. Airbus kept South Africa’s A400M workshare in place even after the government cancelled an order for eight A400Ms in 2009. Denel and Aerosud manufacture parts for the A400M, including the wing to fuselage fairing and other large components.

 

Barberan said South Africa has a need for an aircraft like the A400M, especially since its diplomatic and regional ambitions require it to move cargo and equipment to places like the Democratic Republic of Congo (DRC) for peacekeeping missions or to places like Sudan for humanitarian missions. Rather than chartering aircraft like the An-124 and Il-76, an A400M could fly supplies directly to where needed most, even if only an unprepared airstrip is available.

 

He said the A400M was not competing on price but on capability terms. Barberan estimated South Africa would need four A400Ms as a first step to establishing a modern airlift facility.

 

The first export production slots for the A400M will become available in 2017 and it will be around three years after an order is placed that aircraft could be delivered so if South Africa is to retire the C-130 in 2020, it needs to make a decision within the next few years.

 

Barberan said he hoped to have an A400M export customer by the end of this year. Airbus began actively promoting the aircraft for export last year and hopes to sell between 300 and 400 on the export market over the next 30 years, capturing a 50% market share.

 

Airbus is also promoting the CN235/C295 to the SAAF to meet its maritime surveillance requirements. The company brought out a C295 in 2012, which was demonstrated to the local air force. However, Barberan could not say when the SAAF might place an order for a new maritime surveillance platform, especially as funding is problematic. His company is aiming to sell the maritime patrol variant to South Africa, which features sensors such as a radar and electro-optical pods as well as a roll on/roll off mission suite that would allow the aircraft to be used purely in the cargo role as well.

L’Allemagne gênée par la hausse de ses exportations d’armement

En 2013, les autorisations d’exportation ont augmenté de 23 %, pour atteindre 5,85 milliards d’euros. Le ministre de l’Economie veut freiner les ventes aux régimes autoritaires.

 

Si, d’habitude, l’Allemagne est fière de ses exportations, ses politiques peinent à cacher leur malaise quand il s’agit de ventes d’armes à l’étranger. C’est le cas du ministre de l’Economie, Sigmar Gabriel, qui devait présenter hier le rapport annuel sur le sujet, mais qui a finalement cédé la place à son secrétaire d’Etat.

 

Dans un pays profondément pacifiste autant que mercantile, les chiffres publiés hier font en effet office de poil à gratter pour le vice-chancelier, même s’il occupe sa fonction dans la nouvelle coalition depuis décembre seulement.

 

En 2013, les fabricants allemands ont exporté pour 933 millions d’euros d’équipement militaire, ce qui correspond à un léger recul par rapport aux 946 millions enregistrés l’année précédente par les Airbus Defence & Space, Diehl et autres Krauss-Maffei Wegmann.

En 2013, l’Algérie a été le plus gros client de l’industrie de l’armement allemande

L’Algérie, le plus gros importateur d’armes au Maghreb ces dernières années, s’approvisionne essentiellement auprès de la Russie. Mais elle se tourne aussi vers l’Allemagne : elle a été son premier client en 2013 avec des contrats d’armements de 826 millions d’euros.

 

L'Algérie a été, en 2013, le premier client de l’industrie de l’armement allemande, a rapporté aujourd’hui mercredi le journal luxembourgeois Le Quotidien , citant un rapport du ministère allemand de l’Economie sur les exportations d’armes de guerre.

Notre pays a importé pour 826 millions d'euros d’armements, essentiellement des blindés terrestres. Il est suivi, en deuxième position, du Qatar (673 millions d'euros). Viennent ensuite les Etats-Unis, l'Arabie Saoudite, l'Indonésie, Israël, le Royaume-Uni, la Corée du Sud, Singapour et la France.

Entre 2011 et 2012, l’Algérie a importé d'Allemagne 2 frégates MEKO A200 et un premier lot de 54 blindés de transport de troupes de type Fuchs dans le cadre d’un contrat portant sur 1.200 blindés.

 

L’Algérie le plus grand importateur d’armes au Maghreb

 

Avec plus de 10 milliards de dollars de dépenses militaires en 2013, l’Algérie est, de loin, le premier importateur d’armes Maghreb. Elle est le 6e plus grand importateur d’armes au monde selon le l'Institut international de recherche sur la paix de Stockholm (SPIRI), avec un marché à fort potentiel de ventes qui la place au 9e rang des plus grands importateurs d'armes dans le monde d’ici 2017. La Russie est, de loin, son plus grand fournisseur d’armements (93 % selon le SPIRI).

Ces cinq dernières années, l’Algérie a acquis auprès de ce pays 44 avions de combat Su-30MKA, 2 sous-marins Project-636, 3 systèmes de défense S-300 PMU-2 (SA-20B) à longue portée sol-air missiles (SAM) et 185 chars T-90S.

 

L’Allemagne, un gros exportateur d’armements

 

L'Allemagne est classée troisième au monde en termes d’exportations d’armements en 2013 devant la Chine et la France, selon le dernier rapport du SIPRI.

Le rapport cité par Le Quotidien souligne que les exportations allemandes d'armements ont augmenté de 23% en 2013 à 5,8 milliards, tirées notamment par des contrats avec des pays du Proche-Orient et d'Asie.

Selon le journal luxembourgeois, l'Allemagne a surtout vendu en 2013 des véhicules blindés pour 2,35 milliards d'euros de contrats, soit près de la moitié du total des autorisations d'exportation pour l’année dernière. Les autres postes sont l'électronique militaire (424 millions d’euros), les bombes, torpilles et missiles (349 millions) et l'aéronautique militaire (326 millions).

Sopra entre au capital de CS Communication et Systèmes

Sopra pourrait détenir entre 7,5 et 16% du capital de CS.

 

Sopra vient de signer un accord  industriel et commercial  avec CS Communication et Systèmes, société d’ingéniérie, spécialisée dans la défense et la sécurité avec laquelle il est partenaire depuis 8 ans. Sopra et CS vont collaborer sur ces domaines d'activité avec des clients tels que la DGA, le ministère de l’Intérieur, Airbus, Safran ou EDF.

 

A cet effet, CS a lancé un programme d’obligation convertible de 12 millions d’euros, qui sera garanti par Sopra. Au terme de l’opération, Sopra pourrait détenir entre 7,5 et 16% du capital de CS.

Royal Navy Type 26 Contract Awards

The Royal Navy Type 26 programme is progressing with news yesterday from BAE on the award of a number of design and development contracts.

Six Design Development Agreements have been awarded covering key areas such as propulsion, ventilation and electrical equipment, as well as combat and navigation systems. The design contracts have been awarded to the following companies:

Babcock for the ship’s Air Weapons Handling System

DCNS for work on the vessel’s propulsion shaftlines

GE Energy Power Conversion for the Electric Propulsion Motor and Drive System

Imtech for the  Heating, Ventilation and Air Conditioning System, and the Low Voltage Electrical equipment

Raytheon to develop the Integrated Navigation and Bridge Systems

Tyco Fire & Integrated Solutions for the ship’s Fixed Firefighting Systems

The latest contract awards build on the first four suppliers to the programme announced in September 2013. Covering propulsion and communications equipment for the ship, the initial Design Development Agreements were awarded to Rolls Royce, MTU, David Brown Gear Systems and Rohde & Schwarz. It is expected that a total of 25 agreements will be placed this year.

Le président américain Barack Obama a exprimé aujourd'hui son "inquiétude" sur la vente par la France de navires militaires Mistral à la Russie, en raison de la crise en Ukraine.

 

"J'ai exprimé mes inquiétudes, et je ne pense pas être le seul", a déclaré Barack Obama lors d'une conférence de presse à l'issue du sommet du G7 à Bruxelles. "Il aurait été préférable de suspendre" cette vente, a-t-il ajouté.

 

La France et la Russie ont signé en 2001 un contrat pour deux navires Mistral, le premier devant être livré en octobre 2014, le second en 2015 et destinés à la flotte russe de la Mer Noire.

Washington a déjà mis en garde Paris à plusieurs reprises contre la vente à Moscou de ces navires militaires.

 

La position française est pour le moment de laisser la porte ouverte à un réexamen de ce contrat d'un montant de quelque 1,2 milliard d'euros d'ici le mois d'octobre, quand le premier des deux navires doit être livré à la flotte russe.
