Kosovo : visite du nouveau SACEUR à DOG 31

08/06/2013 Sources : EMA

KIRKENES (NORVEGE), 4 juin - RIA Novosti

BRUXELLES, 4 juin - RIA Novosti

EuroHawk: Implications for Germany and NATO

June 5, 2013 defense-unmanned.com

(Source: International Relations and Security Network; issued June 3, 2013)

The End of the German Euro Hawk Programme – The Implications for Germany and NATO

Germany’s decision to cancel its purchase of Euro Hawk UAVs has turned into a major political scandal for the Merkel government. Justyna Gotkowska warns that it may also have serious consequences for NATO’s Alliance Ground Surveillance (AGS) program.

On 14 May, the German Ministry of Defence announced it would be withdrawing from the planned purchased of the Euro Hawk unmanned aerial vehicles. The reasons given for this were the difficulties and high costs of introducing the system to general air traffic in Germany and Europe.

Germany abandoning one of its largest armament programmes has turned into an unprecedented scandal over the procurement of armament and military equipment in Germany. This concerns both the costs incurred (between 600 and 800 million euros) and the manner in which the programme was being run by the Ministry of Defence. The opposition is capitalising on this scandal in the run up to the election to the Bundestag scheduled for September 2013. Dismissals at the German Ministry of Defence should not be ruled out, either.

The scandal may also have adverse consequences for one of NATO’s most important programmes, Alliance Ground Surveillance (AGS). This may lead to further delays in the implementation of the programme and an increase in costs resulting from the adjustment of the commissioned system to new European regulations.

The German Euro Hawk programme

Euro Hawk was one of Germany’s largest armament programmes over the past few years and was one of the flagships of German-US armament co-operation programmes. As part of this programme, whose estimated cost was approximately 1.3 billion euros, Germany was to buy five unmanned aerial vehicles (UAVs). Euro Hawk was to be used for signals intelligence (SIGINT). As an unmanned HALE (high altitude long-endurance) system it was supposed to be able to carry out surveillance missions over large spaces at a flight level of up to 18 km (above commercial aircraft flights) and with a flight duration of up to approximately 30 hours. The Euro Hawk programme was initiated in 2001 by the SPD/Green Party government. The contract for the development of the Euro Hawk system was signed in 2007 by the CDU/CSU/SPD government, Germany received the prototype in July 2011 during the present CDU/CSU/FDP coalition.

The construction of the Euro Hawk is based on the Global Hawk RQ-4B Block 20 produced by the US company Northrop Grumman. The Euro/Global Hawk (length: 14.5 m, wingspan: 40 m) is currently among the world’s largest military UAVs. The construction of the Global Hawk RQ-4B Block 20 was adjusted to meet the German needs. The UAV was equipped with SIGINT sensors manufactured by Germany’s Cassidian, part of EADS company. The costs of the prototype, including SIGINT sensors, and of testing it since July 2011 and the costs of adjusting the Jagel military airbase probably reached between 600 and 800 million euros (according to some estimates, this figure reached 1 billion euros).

In mid-May this year, the German Ministry of Defence announced it would be entirely withdrawing from the Euro Hawk programme, i.e. the purchase of the remaining four UAVs and the operational use of the prototype. The reasons given for this decision included great difficulties and enormous additional costs (500–600 million euros) linked to the procedure of admitting the UAV for use in German general airspace outside the segregated airspace (i.e. strictly defined areas). This will be necessary if this kind of UAV is to be used in Germany (and in Europe) due to the fact that German (and European) airspace is used intensely.

According to information from the German MoD, the problems concerned lacks in the technical documentation provided by the US company. The press reported that there were probably also some technical problems with the prototype, namely problems maintaining contact between the UAV and the ground control station, as well as Northrop Grumman’s unwillingness to provide sensitive technical data and the lack of an automatic anti-collision system.

The end of the Euro Hawk programme - the consequences for Germany

The winding up of the Euro Hawk programme due to difficulties with admitting its use in general air traffic has provoked one of the biggest scandals of the past few years in the field of armament and military equipment procurement in Germany. The costs incurred and the procedures applied and also the manner in which the programme had been organised by the German Ministry of Defence have caused outrage among the general public.

Firstly, the ministry paid a huge price for the construction of a prototype, probably without having reserved the right to recoup at least part of the money, due to the provisions of the contract signed with the Euro Hawk consortium (formed by Northrop Grumman and Cassidian). Furthermore, given its desire to use the SIGINT sensors, which were developed for the Euro Hawk system, the ministry must buy new platforms (most likely, manned aircraft).

Secondly, information on possible problems with Euro Hawk being admitted to use in the general airspace was probably available already before the contract concerning the prototype development was signed, and at least since 2011. Nevertheless, this did not lead either to the programme being interrupted or to the contract with the consortium being amended.

Thirdly, due to the contract provisions which guaranteed Northrop Grumman the right to refuse to disclose information to any third parties, the Ministry of Defence restricted the Bundesrechnungshof (the Federal Court of Auditors) access to part of the programme’s documentation. It thus prevented a financial audit of the programme, which is contrary to German law.

Although all German governments since 2001 have been involved in the development of the programme, starting with the SPD/Green Party coalition, the responsibility for the scandal over the Euro Hawk programme is pinned primarily on the present defence minister, Thomas de Maiziere (CDU). Until recently, he had the reputation of being one of the best ministers in Chancellor Angela Merkel’s cabinet. The opposition has been capitalising on this issue in their campaign ahead of the election to the Bundestag. Dismissals at the Ministry of Defence cannot be ruled out, either.

The consequences for NATO’s AGS programme

Germany’s withdrawal from the Euro Hawk programme due to problems with UAVs being admitted to general air traffic may also have implications for NATO and one of its most important programmes, Alliance Ground Surveillance (AGS).

The goal of the AGS programme is to enable NATO to conduct airborne surveillance operations, such as detecting and tracking stationary and moving objects in real time in any weather conditions. The AGS system will consists of five Global Hawk RQ-4B Block 40 and ground control station based in Sicily, Italy. According to the schedule, the system will achieve operational capability in 2015–2017. Fourteen countries, including Germany participate in the AGS programme, the estimated cost of which is 1.3 billion euros (Poland is planning to re-join it). The German contribution is 483 million euros. Germany also planned (no contracts have been signed as yet) to buy an additional four Global Hawk RQ-4B Block 40 with similar capabilities to NATO’s AGS.

After the cancellation of the Euro Hawk programme questions have appeared in discussions in Germany as to the possible problems Global Hawk system could have with gaining access to general airspace in Italy (certification of NATO’s Global Hawks) and in Germany (certification of the German Global Hawks). Furthermore, no uniform European legal regulations exist concerning the use of military UAVs in European general airspace. The first steps have been taken in this direction. So far, there is only one document which provides non-binding guidelines from the EUROCONTROL organisation which defines the minimum requirements, rules and criteria for flights of UAVs, including the Global Hawk system. Pursuant to this document, they should meet the same safety criteria as those applicable to manned aircraft.

As a consequence of the Euro Hawk scandal, those German politicians who deal with military issues – from the opposition (the SPD and the Green Party) and the government coalition (the FDP and even CDU) alike, are insisting that funding be withdrawn from all programmes involving UAVs. This concerns both the German contribution to the AGS programme and the German MoD’s plans to buy a further four Global Hawks.

Firstly, until it becomes clear whether the UAVs will be admitted to use in general airspace in Germany. Secondly, until European regulations concerning the use of UAVs in general airspace in Europe are introduced.

If the current or future German government backs these demands, this may spell a further delay in the process to achieve operational capability for NATO’s AGS system and perhaps also an increase in the costs due to the possible need to adjust the system to new European regulations.

NATO Rules Out Colombia Membership

Jun. 4, 2013 Defense News (AFP)

BRUSSELS — Colombia cannot be considered for NATO membership but the alliance is exploring ways of boosting ties with the country, a NATO official said Tuesday after an uproar in Latin America over the possibility.

Colombia “does not meet the geographically limited membership criteria,” the official said, noting that the NATO Treaty “states that membership is open to states in the North Atlantic area.”

At the weekend, Colombian President Juan Manuel Santos said his country would sign a cooperation agreement this month with the North Atlantic Treaty Organization with a view ultimately to membership.

On Monday, a senior US State Department official, Roberta Jacobson, said “our goal is certainly to support Colombia as being a capable and strong member of lots of different international organizations, and that might well include NATO.”

This appeared to go too far for Colombia’s neighbors, with Bolivian President Evo Morales calling the move a “provocation” and a threat to “anti-imperialist” countries such as Bolivia, Venezuela, Nicaragua or Ecuador.

The NATO official said Tuesday the military alliance was “aware of Colombia’s interest to develop cooperation with NATO” but that there was “no immediate plan for establishing a formal partnership.”

Instead, “we are exploring the possibility of carrying out specific activities together,” the official said, citing an accord to allow the exchange of classified information with Colombia.

“The accord would be a precursor for any possible future cooperation with Colombia that allies develop through NATO,” the official added.

NATO counts 28 members in Europe and North America but has a string of security cooperation and partnership accords with many countries, such as Australia and Mongolia, but none in Latin America.

Afghanistan: l'Otan dévoile la mission post-ISAF "Soutien résolu"

BRUXELLES, 5 juin - RIA Novosti

BRUXELLES, 4 juin - RIA Novosti

Official: NATO May Look At Training For Libya

Jun. 3, 2013 – Defense News (AFP)

BRUSSELS — NATO defense ministers will discuss the possibility of training Libya’s military to ensure it is able to police the country’s borders properly, a senior US defense official said Monday.

The official, who asked not to be named, said the idea was at an early stage but NATO’s 28 defense ministers meeting Tuesday and Wednesday at the alliance’s headquarters near Brussels would look at the issue.

US President Barack Obama and NATO head Anders Fogh Rasmussen met Friday and talked “at great length about the way the NATO alliance could perhaps take a greater role on training for the Libyan security forces,” the official said.

“One of the issues would be what kind of training could NATO do,” the official said, noting that NATO members and partners “have developed a lot of expertise and capabilities in the past decade.”

EU leaders agreed last month to send a civilian border assistance mission to Libya to help the government re-establish effective control over land borders some 4,300 kilometers (2,670 miles) long, which often cross remote and inhospitable desert regions.

The country’s maritime border is nearly 2,000 kilometers long, with illegal immigration to Europe from sub-Saharan Africa a major problem.

Topping the agenda for the NATO defense ministers’ meeting is cybersecurity amid a recent increase in hacking attacks, many blamed on China, targeting both military and commercial information.

Ministers will also review the situation in Afghanistan, where NATO forces are handing over security to local troops before their planned withdrawal next year.

02 June 2013 by Mursal Mansoory - tolonews.com

The Ministry of Defence (MoD) on Sunday said that the Afghan security forces will take over the responsibility of all military operations in the country within 20 days.

Officials of the Ministry said that the Afghan security forces have been preparing themselves for the last phase of security transition from foreign troops.

The Afghan security forces have been leading 90 percent of the military operations in the country, according to MoD officials.

"All security responsibilities will be handed over to the Afghan security forces in June and it is expected that the fifth transition process will take place soon," the Defence Ministry Spokesman, Gen. Zahir Azimi said.

Meanwhile, some Afghan MPs have expressed their concerns over the lack of security in the province.

Off late, there has been a steep rise in the terror activities. The insurgents have been carrying out operations in the Kunar, Nangarhar, Nuristan, Khost, Farah, Kandahar, Faryab, Badakhshan provinces targeting the Afghan security forces.

The MPs said that the Afghan security forces cannot take security responsibilities under the current situation and the Government should deploy more security forces.

"There are fears that the Afghan forces cannot take charge of security of all the parts and if efficient forces are stationed in the insecure parts of the country, then this fear will be removed," MP Ahmad Ali Akhlaqi said.

The foreign troops will leave Afghanistan by the end of 2014, after which the Afghan security forces will take charge.

There are around 66,000 US troops in Afghanistan helping over 300,000 Afghan security forces fight insurgency.

On Friday, the US President Barack Obama has said on Friday that he and the Nato Secretary-General, Anders Fogh Rasmussen have agreed to focus the Organisation's 2014 summit on Afghanistan.

While Obama and Anders Fogh Rasmussen have agreed on the topic for the summit, but the venue is not known. Obama said Rasmussen is looking for a country to host it.

Obama said, "Not only will we be able to underscore this final chapter in our Afghan operations but the summit can also be used to paint a picture of a future whereby we're partnering with the Afghan Government on behalf of the Afghan people and on behalf of world security."

The Nato's Secretary General said his organisation will continue to train, advise and assist Afghanistan in its transition. While the goal is an Afghanistan that can stand on its own feet, he added that the Afghans will not stand alone.

Chicago was the host city for the Nato's 2012 summit.

The exact dates and venue for the summit is yet to be decided.

NATO Takes Up Cyber-Defence As Threat Grows

Jun. 2, 2013 – By JEROME RIVET  - Defense  News (AFP)

BRUSSELS — Defense ministers from NATO’s 28 member states meet on Tuesday with cyber-defence top of the agenda, amid concerns about the threat posed by increasing cyber-attacks, many blamed on China.

“The challenge evolves all the time, probably (much faster) than any other type of threat we face at the moment,” said one senior NATO official who asked not to be named.

“We have to make certain that NATO keeps pace with the threat,” the official added, looking ahead to the meeting Tuesday and Wednesday.

Newly appointed US Secretary of Defense Chuck Hagel, who will be attending his first NATO meeting since taking office, has made the issue a priority.

In Singapore on Saturday he accused China of waging cyber-espionage against the US after a US report found evidence of a broad Chinese spying campaign against top US defence contractors and government agencies.

“The United States has expressed our concerns about the growing threat of cyber intrusions, some of which appear to be tied to the Chinese government and military,” he told an annual conference known as the Shangri-La Dialogue.

Hagel pressed Beijing to adhere to “international norms of responsible behaviour in cyberspace,” while acknowledging that the establishment of a joint cyber security working group was a positive step in fostering dialogue.

NATO head Anders Fogh Rasmussen made clear earlier this year that cyber-security is a key issue.

The US-led military alliance had been forced to upgrade its defences after several attacks, among them by Anonymous, the hacker group, he said.

Early hacker attacks by Serbs during NATO’s campaign in Kosovo at the end of the 1990s alerted the alliance to a danger which has only got more serious since then.

In 2008, NATO set up a cyber-defence centre in Tallin, Estonia, one of the most connected countries in the world and which itself had come under attack the previous year.

Estonia accused Russia, NATO’s old Cold War foe, of being behind the attacks on its official sites and information networks.

The senior NATO official said the alliance would from this year fix cyber-defence benchmarks for member countries.

The exercise is aimed at protecting information networks, the electronic nervous system at the heart of modern warfare, the offiicial said.

There is no intention to develop “offensive capacities,” the official said, adding that of NATO’s 28 members, 23 have already signed up to exchange information and help in the event of a cyber-attack.

One diplomat noted that NATO had a special problem because, just as in conventional warfare, some member “states absolutely do not have the same capabilities as others.”

Some have minimal defences while others, including the United States, commit major resources to the problem — but may not always be ready to share their expertise, the diplomat said.

Defence ministers will also discuss Afghanistan, where NATO is progressively handing combat duties over to local forces as it prepares to withdraw in 2014.

A key question is how many troops will be kept in Kabul to run a training and advisory mission post-2014. US officials have mooted a figure of 8,000 to 12,000.

On Friday, a former NATO commander in Afghanistan suggested in a report that the US might need to keep a larger force than initially planned after 2014 to help Afghans build up their military.

Retired four-star Grn. John Allen oversaw NATO operations there for more than a year and a half.

Opération Baltic 2013 : exercice Baltic Region Training Event XV

01/06/2013 Sources : EMA

Opération Baltic 2013 : exercice Baltic Region Training Event XV

Opération Baltic 2013 : exercice Baltic Region Training Event XV

Obama: NATO Summit On Afghanistan Next Year

May. 31, 2013 – Defense News (AFP)

WASHINGTON — US President Barack Obama said Friday that NATO will hold a summit next year on the “final chapter” in its Afghan war and on a new training mission for after combat troops withdraw at the end of 2014.

Obama made the announcement as he met NATO Secretary-General Anders Fogh Rasmussen for White House talks, also focusing on modernizing the alliance’s forces and the need to stabilize Libya’s borders.

But the president would not say whether the talks also focused on the building regional security challenge posed by Syria’s civil war, or any contingency plans that NATO might be making to intervene.

Obama said he and Rasmussen talked about steps that could be taken after 2014 to ensure that “Afghan security forces are effective and can control their own borders and that NATO members can be assured that Afghanistan will not be used as a base for terrorism in the future.”

“What we agreed to is that in order for us to facilitate this entire process, it would be appropriate for us to have another NATO summit next year,” Obama said.

He added that the summit, with a date and venue yet to be confirmed, would “underscore this final chapter in our Afghan operations” and throw light on NATO’s future noncombat training mission in the country.

Rasmussen said that the NATO mission in Afghanistan would next year reach an “important milestone” with the withdrawal of combat troops and transition to a training, advising and assisting posture.

“Our goal is in sight,” Rasmussen said, defining that goal as “an Afghanistan that can stand on its own feet but the Afghans will not stand alone.

“We are prepared for an enduring partnership with the Afghan people.”

Obama did not respond to shouted questions by reporters about whether Syria came up in the talks.

Why Potassium Chlorate Matters

May 30, 2013: Strategy Page

A year ago NATO and Afghan forces were seizing an average 60 tons of ammonium nitrate fertilizer a month. That was twice as much as 2011. This was part of an effort to deny the Taliban access to the most common explosive (using the fertilizer) for bombs. Currently 47 percent of roadside bombs are made with ammonium nitrate fertilizer, with about ten percent using old shells and bombs from the 1980s and the rest potassium chlorate. Over the last few years fertilizer bombs went from nearly 80 percent of all bombs to under fifty percent and falling. The terrorists have been substituting that loss with potassium chlorate (13 percent in 2011, 23 percent in 2012 and 45 percent this year). Potassium chlorate is more expensive than ammonium nitrate but not to the point where the terrorists cannot afford it. Potassium chlorate is a common industrial chemical used for all sorts of thing, including fireworks and matches.

In 2009, 60 percent of NATO dead in Afghanistan were from these bombs. It has declined ever since, in part because NATO and Pakistan has made it more difficult to get the raw materials for their bombs. For a long time the U.S. had a difficult time preventing the Taliban and drug gangs in Afghanistan from getting explosives. That was mainly because of the widespread use of ammonium nitrate fertilizer, which has become the favorite bomb building material after 2001. In response to these problems, four years ago, the Afghan government agreed to ban the use of ammonium nitrate and make available other (less effective) fertilizers. That program did not work as expected. The problem was that the terrorists only needed about 600 kg (1,320 pounds) of ammonium nitrate a day to keep their bombing campaign going. The existing smuggling network (from Pakistan) had no problem sneaking that much in. Paying locals to build and plant these bombs cost less than a million dollars a month. Pakistan was, for a long time uncooperative when it came to halting smuggling of explosives into Afghanistan. But then the Taliban began using fertilizer bombs more frequently inside Pakistan. That got the Pakistani government to crack down on their end.

With no such abundance of leftover munitions the Taliban had to fall back on a common local explosive (ammonium nitrate) early on. This is a powdered fertilizer that, when mixed with diesel or fuel oil, can be exploded with a detonator. While only about 40 percent of the power as the same weight of TNT, these fertilizer bombs are effective as roadside bombs. But they are bulkier and a slurry, usually mixed in a plastic jug or a barrel. Moreover, the fuel oil must be mixed thoroughly and in exactly the right proportion, otherwise the explosive effect is much less than expected.

While these bombs are even less effective in Afghanistan than in Iraq they are still the main cause of NATO casualties and thus get a lot of media attention. In Afghanistan the enemy started off with one big disadvantage, as they didn't have the expertise or the resources of the Iraqi bomb builders. In Iraq the bombs were built and placed by one of several dozen independent gangs, each containing smaller groups of people with different skills. The Taliban bomb gangs are much less skilled than those encountered in Iraq. At the same time, the equipment, techniques, and troops who neutralized the bomb campaign in Iraq have been moved to Afghanistan. This is a major reason the effectiveness of Taliban bomb attacks are declining so quickly.

The main reason the Taliban keep at it with the roadside bombs is that when the foreign troops leave after 2014, they will take with them the sensors and weapons that made it so difficult to use roadside bombs effectively. The Taliban expect these bombs to be much more successful against Afghan soldiers and police.

Première réunion consacrée à la cyberdéfense à l'Otan

29 mai 2013 RTBF.be (Belga)

Estonia Completes Military Drills with NATO Allies

TALLINN, May 26 (RIA Novosti)

Estonia completed on Saturday large-scale military drills, which began on May 9 and involved some 5,000 military personnel, including from NATO allies, the General Staff of the Estonian Defense Forces said.

The Spring Storm (Kevadtorm) drills have been held annually in different parts of Estonia since 2003. This year they were held in northern and central Estonia and involved for the first time units from the UK, Belgium and Poland as well as the Estonian navy.

“Our military servicemen gained experience of cooperation with pilots from Poland, air defense experts from Belgium, infantrymen from Britain, Latvia and Lithuania by participating in joint drills,” Estonian Commander in Chief Gen.-Maj. Riho Terras said at a line-up in the village of Kuusalu.

NATO allies were represented by an infantry company from the UK and Latvia each, a reconnaissance platoon from Lithuania and an anti-aircraft missile platoon from Belgium.

The exercise also involved Polish attack aircraft SU-22, Estonia's training jets L-39, light helicopters R-44, light transport planes An-2 and French Mirage F-1 aircraft, according to Estonian newspaper Postimees.

President of Estonia Toomas Hendrik Ilves attended the large-scale military exercise on May 17.

Estonia, as well as two other ex-Soviet republics in the Baltics - Latvia and Lithuania, joined NATO in March 2004.
