Une équipe de responsables américains et britanniques militaires a tenu une série de séances d’information concernant les dépenses militaires arméniennes pour aider les réformes en cours qui sont censés apporter les forces armées arméniennes en plus grande conformité avec les normes de l’OTAN.

 

Dans un communiqué, le ministère arménien de la Défense a déclaré mercredi que le groupe d’experts mixte est arrivé à Erevan dimanche et a depuis eu une réunion avec les fonctionnaires du ministère et les différents officiers de l’armée. Le groupe comprend des représentants du ministère américain de la Défense, Marine Corps, Resources Defense Management Institute et le ministère britannique de la Défense.

 

Le communiqué ajoute que les séances d’information mettent spécifiquement l’accent sur le recrutement, la formation et le rôle des sous-officiers aux États-Unis et les militaires britanniques ainsi que les règles et procédures régissant leur service.

 

En visite à Erevan le 29 octobre, le secrétaire américain de la Marine Ray Mabus a dit que les Marines américaines ont organisé un certain nombre d’exercices avec les troupes arméniennes cette année.

 

Des liens plus larges entre l’Arménie et l’OTAN ont été renforcés de manière significative dans le cadre du Plan d’action individuel pour le Partenariat (IPAP) lancé en 2005.

An RAF Expeditionary Air Wing (EAW) has been declared ready to support NATO following a series of gruelling tests which culminated in Exercise Agile Eagle held at RAF Waddington in mid-November.

 

Formed from the headquarters of the main operating base, 135 EAW at RAF Leeming is one of a number of deployable EAWs designed to better support the RAF on deployed operations of any type worldwide.

 

Group Captain Tony Innes, RAF Leeming Station Commander, said:

    "The deployment of 135 EAW HQ to RAF Waddington provided the perfect opportunity to exercise and validate 135 EAW HQ prior to undertaking NATO Response Force 13 duties next year.

    "The JFAC [Joint Force Air Component] EAW Training Team provided a realistic scenario, which ensured that the EAW HQ was able to interact with key enablers from the A4 [logistics], A6 [communications] and Force Protection communities."

 

The exercise was the last of a series of four increasingly complex scenarios. On this occasion the EAW sought to deliver humanitarian aid to a fictitious third world country situated in an unstable region.

Squadron Leader Simon Reade of the EAW Training Team said:

    "This was a summation of their training and confirms the quality of the preparation that's been devoted to the training of Leeming EAW over the past 12 months."

 

The EAW Training Team is led by Wing Commander Mike Bracken. He said:

    "The Eagle series of exercises has enabled Leeming EAW to demonstrate their ability to run a deployed operating base in austere conditions, projecting air power as part of the NATO Response Force.

    "Agile Eagle has brought together all elements of the EAW and by exercising alongside Force Protection and enabling colleagues it has provided the hands-on experience they will require if they are deployed by NATO."

 

At the conclusion of the week-long exercise 135 EAW was declared ready to support the NATO Response Force for twelve months and Group Captain Innes paid tribute to those who had made it happen:

    "During the exercise the EAW HQ performed superbly and the deployment also allowed the station to test its ability to continue to support the plethora of operationally-focused lodger units at RAF Leeming."

Pilots belonging to seven Nato air forces have participated in the Tactical Leadership Program (TLP), exercises aimed at enhancing operational readiness for combined contingency missions worldwide.

 

TLP 2012, which commenced on 05 November at Albacete Air Force Base in Spain, is attended by pilots from France, Italy, Belgium, Poland, Spain, UK and the US.

 

Divided into 16 planned air missions, the exercise provides each pilot with an opportunity to work closely with other allied air forces by placing them in specific planning groups tasked with carrying out certain objectives, testing the cooperation of the multinational team.

 

Warrior Prep Center Detachment 1 commander, US Air Force lieutenant colonel Douglas Sirk said training helps the allies in building a strong partnership capacity that forms an integral part of modern day combat missions.

 

''We are able to integrate the pros and cons of each asset now so we can push forward as one unit, which is much more effective than ten to 15 nations acting separately,'' Sirk added.

 

David Dubel, 480th FS pilot and TLP participant US Air Force captain, said: "TLP allows us to work together utilising Nato standard procedures and an opportunity to understand the capabilities and limitations that each nation brings to the fight."

 

The exercise also provides a free exchange of information on weapons, tactics and capabilities to help improve the participants' understanding of modern air warfare missions.

 

The training starts with basic tasks and feature more complex objectives in later stages, to create a more effective combat capability as a coalition, according to Sirk.

 

TLP exercise aims to improve the allies' interoperability by developing leadership skills, enhancing tactical air operation abilities and reaffirming conceptual and doctrinal initiatives.

Le nouveau représentant permanent de la Russie auprès de l'Otan Alexandre Grouchko arrivera à Bruxelles avant la fin novembre, a confié vendredi à RIA Novosti un porte-parole de la représentation russe auprès de l'Alliance.

 

"La date exacte n'est pas encore fixée, mais nous attendons son arrivée d'ici la fin du mois", a déclaré l'interlocuteur de l'agence.

 

Le 4 décembre, Bruxelles doit accueillir une réunion informelle du Conseil Russie-Otan (CRO) au niveau des ministres des Affaires étrangères. M. Grouchko, nommé le 24 octobre représentant permanent de la Russie auprès de l'Alliance, participera pour la première fois à une réunion du CRO en sa nouvelle qualité.

 

"Il s'agit d'une rencontre informelle. Les ministres se réuniront pour un déjeuner de travail", a indiqué le diplomate.

 

Le Conseil Russie-Otan a été institué le 28 mai 2002 lors du sommet Russie-Otan à Rome. Il a remplacé le Conseil conjoint permanent mis en place en vue de promouvoir la coopération entre Moscou et les 28 pays alliés.

I have received a letter from the Turkish government requesting the deployment of Patriot missiles. Such a deployment would augment Turkey’s air defence capabilities to defend the population and territory of Turkey. It would contribute to the de-escalation of the crisis along NATO’s south-eastern border. And it would be a concrete demonstration of Alliance solidarity and resolve.

 

In its letter, the Turkish government stressed that the deployment will be defensive only, and that it will in no way support a no-fly zone or any offensive operation.

 

NATO will discuss Turkey’s request without delay. If approved, the deployment would be undertaken in accordance with NATO’s standing air defence plan.  It is up to the individual NATO countries that have available Patriots - Germany, the Netherlands and the United States - to decide if they can provide them for deployment in Turkey and for how long.  Next week a joint team will visit Turkey to conduct a site-survey for the possible deployment of Patriots.

 

The security of the Alliance is indivisible. NATO is fully committed to deterring against any threats and defending Turkey’s territorial integrity.

Le 15 novembre, l’amiral Guillaud, chef d’état-major des armées, s’est exprimé lors de la conférence Eisenhower, qui se tenait au Collège de la défense de l’OTAN (NDC), à Rome.

 

Accueilli par le général Arne Bard Dalhaug, commandant le NDC, le CEMA est intervenu devant un public nombreux, composé d’enseignants et d’auditeurs. Ces derniers sont des officiers, diplomates ou responsables civils de haut rang issus des pays de l’OTAN, du Partenariat pour la Paix, du Dialogue méditerranéen ou de l’Initiative de coopération d’Istanbul.

 

Organisée en souvenir du fondateur du Collège de défense, le général Dwight Eiseinhower, la conférence Eiseinhower est délivrée deux fois par an par un conférencier de haut niveau.

Cette intervention a pour objectif de présenter aux stagiaires une expertise sur l’actualité de l’OTAN et ses principaux enjeux. L’amiral Guillaud a présenté une analyse de l’environnement géopolitique actuel, rappelant les changements rapides auxquels l’OTAN doit s’adapter en permanence.

 

Le CEMA a rappelé la place de la France au sein de l’Alliance et insisté sur le nécessaire renforcement de l’Europe de la Défense dans le cadre de l’OTAN.

Que n'avait-on entendu, au printemps 2009, lorsque Nicolas Sarkozy avait officialisé la réintégration, par la France, de tous les organismes militaires de l'OTAN, dont le général de Gaulle avait claqué la porte en 1966 !

 

D'Alain Juppé à Lionel Jospin, de Dominique de Villepin à Laurent Fabius en passant par François Bayrou, bien des voix avaient, alors, déploré la liquidation de cet héritage gaulliste, depuis longtemps partagé par une bonne partie de la gauche. Ils déploraient ou dénonçaient un abandon de souveraineté et une "dérive atlantiste".

 

Cette controverse est désormais close. François Hollande s'était gardé, durant la campagne présidentielle, d'évoquer un retour en arrière. Une fois élu, il a demandé à l'ancien ministre des affaires étrangères, Hubert Védrine, d'évaluer les bénéfices que la France avait ou pouvait tirer de cette réintégration dans le giron transatlantique.

 

La réponse, fournie dans un rapport remis au chef de l'Etat le 14 novembre, est d'autant plus claire qu'elle est formulée par un homme dont l'attachement au "gaullo-mitterrandisme" ne fait pas de doute. En effet, M. Védrine conclut que, si de Gaulle a eu raison en 1966, le monde a bien changé depuis. Les Etats-Unis, a fortiori avec la réélection de Barack Obama, ne sont plus les mêmes. Ils veulent aujourd'hui un "partage du fardeau" et demandent un rôle accru des Européens dans l'Alliance.

 

Pour l'ancien ministre, "une (re) sortie française du commandement intégré n'est pas une option". La France n'aurait rien à y gagner. Et surtout pas la capacité a entraîner ses partenaires européens vers une meilleure prise de responsabilités face aux grands enjeux stratégiques. En revanche, le retour de la France dans l'OTAN n'a pas permis de faire progresser l'Europe de la défense, comme l'espérait M. Sarkozy.

 

M. Védrine prône donc une politique multiforme, pragmatique et décomplexée. Après tout, l'OTAN a été une boîte a outils bien utile aux Européens pendant la guerre de Libye. Les acquis, même faibles, de l'Europe de la défense ne doivent pas être négligés, pas plus que les coopérations ad hoc, au Sahel par exemple.

 

Car ce qui compte avant tout, c'est de "(re) construire une vision stratégique commune à l'Union européenne", un réveil de l'esprit de défense, pour enrayer le risque de déclassement du Vieux Continent à l'heure des puissances émergentes et du basculement américain vers l'Asie.

 

On en est loin. Les budgets de défense sont comprimés par la crise. Les Allemands sont saisis d'"inhibitions" au plan militaire. Les pays d'Europe centrale craignent un désengagement américain. Aller de l'avant suppose d'en finir avec les chimères d'une Europe de la défense institutionnelle, irréalisable pour l'heure, et de se concentrer sur du concret, comme des projets industriels.

 

En attendant, l'Elysée a fait savoir que le président de la République "approuve largement les conclusions" du rapport Védrine. Le XXe siècle, décidément, est bien terminé.

A $4.5 million NATO contract has been given to U.S. company Globecomm Systems Inc. to upgrade its NATO-deployed, GPS-based force tracking system.

 

The force tracking system provides NATO with high levels of tracking data and messaging traffic to constantly identify the location of NATO personnel and that of other multinational forces for situational awareness and prevention of fratricidal incidents.

 

"Globecomm has been providing this important service to this customer for more than 5 years," said Paul Knudsen, vice president of Globecomm's Eastern Atlantic Team, said.

 

"This upgrade is required to allow the system to handle additional communications traffic as well as replace equipment that has reached its end of serviceable life."

 

Globecomm Systems didn't disclose the length of the contract it received from the NATO Communications and Information Agency. It also didn't disclose the number of systems to be upgraded or what specifically the upgrade would entail.

 

Globecomm previously announced $61.3 million in contracts from NATO to design and install the GPS FTS.

Le nouveau premier ministre géorgien Bidzina Ivanichvili, en visite à Bruxelles, a promis mercredi au secrétaire général de l'Otan Anders Fogh Rasmussen de promouvoir la démocratie en Géorgie dans le but d'intégrer l'Alliance.

 

"Le gouvernement précédent manquait de la transparence nécessaire pour atteindre les standards démocratiques. J'ai assuré le secrétaire général de l'Otan que notre nouvelle équipe ferait tout pour atteindre l'objectif que la Géorgie s'est assigné, celui d'intégrer l'Alliance. J'ai également promis que toutes les actions du nouveau gouvernement seraient claires et transparentes", a déclaré M.Ivanichvili à l'issue d'un entretien avec M.Rasmussen.

 

Tout en réaffirmant leur soutien à la volonté de la Géorgie d'adhérer à l'Otan, l'Alliance et les Etats-Unis répètent ces dernières années qu'il ne faut pas précipiter cette adhésion et que dans un premier temps, les autorités géorgiennes doivent respecter les principes démocratiques.

 

Dans le cadre de sa première visite à l'étranger en qualité de chef du gouvernement géorgien, M.Ivanichvili a rencontré les hauts dirigeants européens, dont le président de la Commission européenne José Manuel Barroso, le président du Conseil européen Herman Van Rompuy et le président du Parlement européen Martin Schulz.

 

Le président géorgien Mikhaïl Saakachvili se trouve aussi dans la capitale belge, mais son programme est différent de celui du premier ministre entré en fonction le 25 octobre dernier, suite à la victoire de sa coalition Rêve géorgien aux législatives du 1er octobre. Le Mouvement national uni de M.Saakachvili est passé dans l'opposition.

Le général américain John Allen, chef de la Force Internationale d’Assistance et de Sécurité en Afghanistan (ISAF), ne devrait pas exercer ses fonctions de Commandant Suprême des Forces de l’Alliance Atlantique (SACEUR). Il est à son tour éclaboussé par la démission, pour adultère, de David Petraeus, directeur de la CIA. Selon The Washington Post, l’enquête du FBI sur D. Petraeus aurait fait la découverte d’une correspondance «inappropriée» de plusieurs centaines de mails entre le général Allen et Jill Kelley, l’un des personnages clés du scandale, une amie du couple Petraeus.

 

Nomination à la tête de l’OTAN suspendue

 

L’inspection générale du Département de la Défense a ouverte une enquête a affirmé Leon Panetta, le ministre de la Défense, alors qu’il était à bord d’un avion militaire en route vers le Pacifique (Australie…) confirmant l’implication du général de Marines dans une enquête du FBI. La commission des services armés du Sénat tout comme celle de la Chambre des représentants ont été « averties » a-t-il confirmé.

 

Nomination suspendue

 

On se rappelle que le Congrès devait encore se prononcer sur sa nomination. Celle-ci est dorénavant suspendue. « Tant qu’il reste sous enquête et que les faits sont déterminés, le Général Allen restera commandant de l’ISAF » a précisé Panetta. « Son commandement a permis de réaliser de significatifs progrès pour l’ISAF qui, en coopération avec nos partenaires afghans, a apporté une très sécurité au peuple afghan (et) s’assurer que l’Afghanistan ne devienne plus jamais un refuge pour les terroristes » a-t-il ajouté en guise de pommade. Mais c’est aussitôt pour préciser la sanction conservatoire qui a été prise à son égard : « J’ai demandé au président de suspendre sa nomination tant que les faits ne seront pas éclaircis ». Et de la même façon il a demandé aux sénateurs Carl Levin (Démocrate) et John McCain (Républicain) de reporter à plus tard, l’audition prévue au Sénat jeudi (15 novembre). Panetta a, en revanche, demandé au Sénat d’agir «rapidement» pour la nomination du général Joseph Dunford, numéro deux du corps des Marines, pour lui succéder comme prochain commandant de l’ISAF.

 

Commentaire : Une Alliance encore très atlantique et peu européenne

 

On peut remarquer d’une part la dureté des mesures prises. On ne badine avec le respect des règles à Washington où on redoute, outre le respect d’une certaine morale et de certaines règles, qu’une liaison ne puisse faire l’objet d’un chantage. Je ne suis pas sûr que cette conception soit vraiment partagée partout… On peut aussi remarquer que le commandement de l’OTAN est étroitement soumis à des règles et un encadrement américain. Il n’y a pas encore beaucoup d’indépendance dans le fonctionnement de l’Alliance atlantique, où les principaux éléments continuent d’être décidés à Washington et non à Bruxelles. Ce qui explique sans doute pourquoi cette nouvelle n’a pas vraiment été commentée officiellement bd Leopold. Il est vrai que d’une certaine façon le commandement reste assuré, avec l’Amiral Stavridis qui pourrait rester en place et assure pour l’instant le commandement, avec son adjoint. Mais on a là certainement matière à réflexion. Si les Américains veulent que les Européens se prennent en main, il faut aussi qu’ils leur en laissent la latitude…

L’OTAN commence ses exercices militaires annuels Cyber Coalition : du 13 au 16 novembre les participants vont s’attaquer à la coopération lors d'une cyberguerre. Il existe beaucoup de pays qui par leurs attaques virtuelles peuvent porter à l’adversaire un dommage réel.

 

En vertu de ce scénario, deux membres de l’OTAN, la Hongrie et l’Estonie, sont attaqués par les hackers d’un pays africain. L’OTAN identifie l’ennemi et riposte tant virtuellement que réellement.

 

Des experts supposent que c’est la Russie qui serait ce pays « africain » agresseur. Mais la nature les moyens de l’OTAN pour répondre à cette cyberattaque ne sont pas clairs, dit le directeur du Centre de recherches socio-politiques Vladimir Evséev.

 

« Si l’OTAN veut à son tour mener une cyberattaque, il faudrait du temps pour cela, il est impossible de le faire rapidement. En ce qui concerne un coup militaire contre le pays d’où vient la menace, c’est ridicule, car la cyberattaque peut être organisée de n’importe quel endroit, y compris les USA, de ses serveurs. Je pense que le but de ces exercices est assez provocateur et s’inscrit dans le contexte général de la dégradation des relations entre la Russie et l’OTAN ».

 

Les pays de l’OTAN prennent au sérieux les questions liées à la cybersécurité. Selon les média allemands, la Bundeswehr est prête à la cyberguerre. En Grande-Bretagne, l’université De Monfort a lancé des cours de formation des programmeurs issus du service de contre-espionnage MI5 et du service de renseignement MI6.

 

En tout, selon des experts, de 20 à 30 pays sont à même de mener des cyberguerres. Et il est évident que l’informatique au niveau global est un immense champ de bataille, estime l’analyste militaire Alexandre Golts.

 

« Je pense que la civilisation actuelle est bien vulnérable, car c’est l’informatique qui est à la commande de tous les processus complexes : du ravitaillement en eau dans les pays développés aux centrales nucléaires, au trafic aérien, etc. Et le piratage de cette sphère aura de lourdes conséquences. Je pense que nous sommes au début de l’élaboration de cette arme ».

 

Le fondateur de la société anti-virus la plus grande en Europe Evguéni Kasperski estime qu’un accord international pourrait interdire aux militaires d’élaborer des virus informatiques et diminuer ainsi la menace potentielle globale. Mais l’approche de différents pays face à ce problème n’étant pas homogène, il y a peu de chances d’aboutir à un accord qui freinerait les concepteurs de programmes de virus malveillants. /L

Podgorica, Montenegro | Montenegro’s representatives presented the Third Annual National Report within NATO Membership Action Plan (MAP) to the NATO member states in Brussels earlier today. The meeting was chaired by Dirk Brengleman, NATO's Assistant Secretary General for Political Affairs and Security Policy.

 

The representatives of 19 countries who took part in the discussion reiterated their strong support for Montenegro’s Euro-Atlantic aspirations. They praised the Third Annual National Report as a document containing clearly defined priorities and objectives that depict Montenegro’s commitment to NATO accession and to fulfilment of the member states' recommendations.

 

The meeting agreed that a significant progress in pursuing reforms has been achieved in a short period of time. It also stressed the importance of implementing further reforms related to the rule of law, defence and security system, as well as the significance of intensifying activities aimed at strengthening public support for Montenegro's membership in NATO. The member states welcomed the opening of pre-accession talks with the EU, which, as a complementary process, can be very helpful for Montenegro to come closer to the NATO membership. All countries voiced readiness to provide necessary assistance in that process.

 

The NATO member states highly appreciate Montenegro’s participation in the ISAF mission, in particular referring to the regional aspect of the country’s engagement in Afghanistan within American-Adriatic Chapter (A5)+ Slovenia, the meeting concluded.

Secret Report Criticizes NATO’s Command in Libya

HELSINKI — The accidental release of a Danish Defense Forces’ (DDF) report critical of NATO’s command structures and inability to direct bombing missions in Libya in 2011 has provoked political controversy, after it emerged the Danish Air Force bought munitions from Israel.

 

The Defence Forces has confirmed it will revamp its information-handling systems after a highly classified and confidential “Libya Mission” report was released Oct. 10 as a PDF file, in error, to the Danish media organization Politiken. Politiken had earlier filed a request under the country’s Freedom of Information Act for details about Danish operations as part of the NATO-led Operation Unified Protector.

 

“The report is both embarrassing and revealing on several fronts,” said Holger Nielsen, defense spokesman for the Socialist People’s Party, one of three parties in Denmark’s ruling center-left administration. “The depth of the Danish military’s criticism of how NATO handled operations in Libya was not known to this extent, and that the Air Force bought munitions from Israel to bomb an Arab-world country was certainly not generally known by the government of the day.”

 

The Libya Mission report, produced by the Air Force’s Tactical Command (FTK) unit, criticizes NATO for being unable to provide reliable intelligence on targets or to conduct bombing raids. The lack of adequate intelligence and mission coordination by NATO forced the Air Force and other participants to curtail operations against key targets, according to the report. It also states that NATO was unable to provide accurate assessments of collateral damage inflicted on the civilian population, forcing the Air Force to curb the number and scale of its missions.

 

“NATO’s command structure was not organized to lead an operation such as Operation Unified Protector when operations in Libya started,” the FTK report claims.

 

The report notes that the Air Force’s squadron of F-16 fighters had operated under U.S. command in the lead-in phase of the Libya campaign, but came under NATO’s command in April 2011. The change greatly reduced the quality and effectiveness of mission planning and execution.

 

“Unlike the U.S., NATO did not have adequate access to tactical intelligence to support the operation,” the report states.

 

Libya will be a learning experience for NATO on how to better manage missions requiring a high level of intelligence gathering and multiforce coordination, Danish defense analyst Sten Rynning said.

 

“The main lesson to be learned by NATO is its need to employ its own intelligence-gathering systems to ensure the success of missions like Libya, which was largely run without the United States,” Rynning said. “Until it does, NATO’s mission command capability will be limited.”

 

The shortcomings identified in the Danish report will be addressed as part of NATO’s Smart Defense project and redesigned command structure, NATO spokesman Jonas Torp said.

 

“Issues we plan to deal with include the stockpiling of sufficient precision munitions by partner nations,” he said. “We will strengthen the capacity of the Sigonella military base in Italy to beef up reconnaissance and surveillance. To this end, we are investing in a fleet of five unarmed drones under the Alliance Ground Surveillance, or AGS project. The new measures will also include an enhanced focus on airborne warning and control systems and the European air refueling project.”

 

The NATO-European Union cooperation project includes sharing existing aircraft assets, or acquisition of new planes to boost aerial refueling capability by 2020.

 

NATO Secretary-General Anders Fogh Rasmussen said Oct. 24 that the alliance welcomed the report’s critical insights.

 

“Within the ongoing reform of our command structure, we have already taken steps to strengthen our air operations command,” he said.

 

Rasmussen conceded that without U.S. intelligence-gathering systems, NATO would not have been able to complete its mission in Libya. But he described the final outcome of Unified Protector as a “great success.”

 

Bombs From Israel

 

Denmark’s defense chief, Gen. Peter Bertram, defended the decision to buy precision bombs from Israel. The Air Force’s own stockpile of weapons had been quickly depleted after weeks of air strikes, he said.

 

The Air Force attempted to buy munitions from NATO allies, but no NATO country was in a position to supply. Deliveries were then negotiated with Israel.

 

“It is not the task of the military to carry out foreign policy,” he said. “What we do with other countries is approved at the political level. A fighter is not just a fighter. There are different configurations. And not all countries have precisely the type of ammunition relevant to Danish aircraft.”

 

Former Defense Minister Gitte Lillelund Bech denied any knowledge of the purchase.

 

“I was very aware that the Danish F-16 squadron lacked munitions, and I gave the green light to acquire munitions from the Netherlands and Poland, but I never heard anything about Israel in that connection. Nothing at all,” Bech said.

Realisation of the Defence Package guarantees reaching the capabilities necessary for accomplishing tasks set in Strategic Concept from 2010 including task of collective defence (article 5 of Washington Treaty).

From Poland's point of view joining AGS Program will be very significant for increasing its meaning and strengthening its position in NATO structures. The Tallinn-based NATO Cyber Defense Center has a new full partner: France.

 

A French employee will be transferred for work in summer 2013, according a statement released by the French Embassy.

 

Rear Admiral Arnaud Coustillière, the head of the French Cyber Defense Unit, will visit Estonia in the coming weeks for a Cyber Defense Center board meeting to discuss cooperation between France and Estonia and details on the future employee at the defense center.

 

Estonia has taken a lead role in advocating cyber security among its allies since sustaining an extensive cyber attack in 2007. NATO's cyber defense agency in Tallinn was established in 2008. Previous members to join are Latvia, Lithuania, Germany, Hungary, Italy, Poland, Slovakia,  Spain, the Netherlands and the US.

Directement rattachés à la force de protection, les aviateurs de l’escadron d’hélicoptères (EH) 1/44 «Solenzara» sont déployés à Vouziers à l’occasion de VOLCANEX. En trois jours et demi, le Super Puma a volé une dizaine d’heures, avec en moyenne trois sorties quotidiennes.

 

Composé de deux pilotes, trois mécaniciens navigants, deux sauveteurs plongeurs et deux mécaniciens sol, l’équipage de l’EH 1/44 est présent sur la base aérienne déployable depuis le 16 octobre 2012. Ses missions principales consistent à assurer les opérations de transport de troupes, la surveillance aérienne et le soutien à la quick response force (troupes de déploiement rapide). «Nous avons également procédé à des reconnaissances de zones pour repérer les points stratégiques», explique le capitaine Gregory Gimbert, pilote du Super Puma. Ainsi, lors d’une mission, un des leaders des «snipers» anglais a pris place dans l’hélicoptère. Objectif : analyser le terrain en réel pour identifier les points d’observation possibles. «Sur la carte, la zone paraissait intéressante. Aller sur place a permis de voir si elle n’était pas marécageuse, si la vue était dégagée… », poursuit l’officier. Le détachement de l’EH 1/44 est également capable d’accomplir des évacuations sanitaires, du treuillage ou encore de la recherche et sauvetage. Le scénario de l’exercice n’a pas encore livré tous ses secrets…

Co-localisé avec la force internationale, le "Solenzara" a essentiellement affaire aux Britanniques, pilotes de l’exercice cette semaine. «Pour l’escadron, il n’est pas habituel de participer à ce genre d’événement et de travailler dans le cadre de l’Otan. C’est très bénéfique», précise le capitaine Gimbert. Et d’ajouter : «Les forces au sol non plus ne sont pas habituées à avoir ce genre de moyens aériens à disposition. Ils doivent donc apprendre à avoir le réflexe de se servir de nos capacités. À nous de leur montrer ce que l’on peut leur apporter. Cette collaboration est un véritable enrichissement mutuel». La semaine prochaine, un Caracal de la base aérienne de Cazaux prendra le relais pour répondre aux sollicitations de la force de protection.

British general reports on Afghanistan progress

Lieutenant General Adrian Bradshaw, having recently completed his 12-month tour in Kabul as the Deputy Commander ISAF and UK National Component Commander, gave a briefing to media in the MOD's Main Building yesterday, 17 October.

 

The General began by saying that it might come as a surprise, given that some of the media commentary on the Afghan campaign had not been one of unmitigated success, that his message was essentially one of good news.

 

He said that ISAF was stepping back from the combat role that it had had in the early days and was increasingly mentoring and advising the Afghan National Security Forces (ANSF) who were successfully taking over that responsibility. As a result of disengaging from the combat role, ISAF was suffering between 38 and 40 per cent fewer casualties when compared to last year's figures.

 

Around three-quarters of the Afghan population now lived in areas of transition where the ANSF were taking the lead in providing security.

 

The insurgent threat

 

Over the years the insurgents' objective has been to achieve dominance in the populated areas of Helmand and Kandahar provinces. Last year they campaigned strenuously to recover and get control of the districts that had been ceded to the Afghan Government:

    "In trying to do that the insurgents manifestly failed, and in fact they saw reverses in their fortunes" said the General. "Instead we saw the influence of the government and of the ANSF extended over the year up to Kajaki, and security was established in places like Marjah, which you may remember was once described as 'the bleeding ulcer of Helmand'.

    "I walked down there a number of months ago with US and Afghan forces without body armour, without helmet, I went into an internet café, talked to members of the local Afghan police and the place was very changed from the picture 12 months ago."

 

Across the country there has been a nine per cent decrease in enemy attacks, a steady downward trend that has continued throughout 2012.

This trend could be seen in an even more favourable light said General Bradshaw as they had been coloured by the fact that there had been a number of significant operations into insurgent sanctuaries in northern Helmand and elsewhere which prompted quite a lot of response from the insurgents in terms of direct fire attack:

    "One of the effects that we have seen this year which is quite marked is the displacement of violence out of the main populated areas and out to the margins," he said.

 

In the second quarter of 2012 compared to the same period of last year statistics show a 30 per cent reduction in the number of Afghans living within one kilometre of an enemy-initiated attack, and in the third quarter the figure had gone down to 13 per cent:

    "We are seeing the effects of this on the population in our survey data," said the General. "The level of concern about security has dropped in relation to other concerns such as employment, provision of electricity and missing bridges - which is a good sign."

 

All of the signs showed that the insurgents were under pressure. Thanks to a poor poppy harvest and vigorous counter-narcotics activities, such as eradication programmes, seizures of caches and very effective interdiction operations, the insurgents' traditional revenue had been hit and they had made very little money from narcotics last year.

 

As a result the insurgents are short of equipment. Partly because of this, improvised explosive device (IED) attacks are ten per cent down across the country compared to last year's numbers.

 

An indicative example being the increasing cost of making IEDs:

    "Last year an IED would cost on average $200 [US dollars] to make, whereas now they are costing between $600 and $800."

The insurgents' response to this is grim and points to desperation:

    "In Sangin, insurgents are targeting people whose family members have accidentally triggered IEDs, usually with dire consequences, forcing them to publicly apologise; they then flog them and recover the cost of the IED from them."

 

There has been a 15 per cent reduction in explosions across the country since last year which points to an improvement in the find and clear procedures. And in the last three years the number of IED attacks resulting in deaths of ISAF troops has reduced from 25 to 12 per cent:

    "We continue to bear down on the use of IEDs; of course they remain a significant threat, and it is never time to get complacent about it," said the General.

 

Insurgents lose heart

 

General Bradshaw went on to describe the effect that all this was having on the Taliban's leadership which was showing ever-widening fractures. He referred to an unclassified open source report by a senior Taliban leader published in a newspaper. The context was surprisingly downbeat, free from the usual insurgent rhetoric:

    "The Taliban capturing Kabul," one paragraph began, "is a very distant prospect."

    "This tells us that they are beginning to realise that they cannot achieve their aims by military means alone. That means they know they have to choose the political path," explained the General, who also pointed out that the text made no reference to 2014 or the possibility that things might improve for the insurgents after that.

 

Reintegration

 

As it seemed that the message was beginning to seep into the insurgent's mind that it was time to engage with the legitimate political process, reconciliation and reintegration were gaining momentum to bring the low-level fighters back into the communities:

    "There is a very effective bureaucracy across the country to allow this to happen, and we have already 5,000 folk in the programme with several hundred more in waiting," said Lt Gen Bradshaw. "The beneficiaries of this are the communities, and the elders vouch for those in the programme."

 

He acknowledged that although this was not yet a game-changer, it was significant.

Afghan National Security Forces

 

The ANSF had surprised many with the level of progress they had made, said the General. Now a third-of-a-million-strong, three-quarters of the Afghan National Army who were being partnered by ISAF were now in the top three categories of proficiency and improving all the time:

    "The ANSF are doing between 85 to 95 per cent of all their own training, Afghan instructors are training their own soldiers, with us advising, but more and more standing back."

 

Their forces in the field have for some time been doing the planning for their operations, and leading in the field, executing very competently at brigade-level, which the General described as 'operations of some sophistication'.

 

Where the terrain allowed, such as in Regional Command (East), the ANSF were also leading operations at Corps-level, with brigades manoeuvring in the field:

    "There's a bit of tough love in our support, if our advisers see a kandak is running short of water, then they will ask the commanders what they intend to do, but you won't see lots of ISAF water for the troops to drink. A few days going thirsty drives home the lesson," said General Bradshaw.

 

As a consequence, logistics, which had been a weak link, was now being solved. The process for getting supplies was better understood and being factored into the planning.

 

The strength of the ANSF artillery and special forces had proved themselves and even close air support was developing nicely, as was the Afghan casualty evacuation capability. All in all, this progress, said General Bradshaw, was instilling confidence not only in the ANSF but in the communities that they serve.

Insider threat

 

The General stressed that the insider threat, known as 'green on blue' incidents, was being taken extremely seriously at the very highest level:

    "Any family who loses a family member to combat operations has our deepest condolences. If they lose a family member to an insider attack, clearly this can be even tougher to deal with and understand," said the General.

 

He said that Commander ISAF was dealing with this personally and was determined to grip this issue, and that the Afghan President, Hamid Karzai, was also taking the problem seriously.

 

General Bradshaw went on to say that the Afghan Army was now a very professional organisation with good systems within it, geared up to spotting and dealing with soldiers who looked as if they were becoming disenchanted, or whose behaviour was causing concern.

 

The General was also keen to stress that ISAF and Afghan security forces had many thousands of interactions every day of the week:

    "Every day we see their professionalism and their commitment, and we also see the very effective and close working relationship that we have with them."

 

Still much to do

 

General Bradshaw acknowledged that there was still a lot to do but pointed out that there was still two years of development time and he was robust in his view that improvements, partly inspired by the tough love of the ISAF advisers, would be sufficient. The ISAF model, to carefully draw back in graduated stages as the various levels of ANSF capability and confidence grew, was proving to be effective:

    "There will be no sudden cliff-edge draw back, it will all be carefully managed and modulated, and at the end we are confident the Afghans will be well able to take over the job," said the General.

 

He said that it was impressive to see how the locals viewed their security forces and clearly took pride in having their sons and brothers looking after their security.

 

Lt Gen Bradshaw concluded by paying tribute to UK and ISAF troops and the achievements they were making thanks to their skill, patience, courage and great endurance.

Protéger la base aérienne déployée à Vouziers, telle est la mission de la force de protection (Task Force). Depuis le début de l’exercice, sept incidents ont été planifiés pour entraîner ses 390 membres.

 

« Nous assurons une protection cohérente de la base aérienne déployable (DOB – deployed operational base), selon le modèle de l’Otan, en interne et en externe » explique le lieutenant-colonel Antoine Humbert, en charge de l’animation de l’exercice pour entraîner la Task Force. Ainsi, des patrouilles de commandos sont régulièrement en observation, dans un rayon de dix kilomètres autour de la DOB. « Nous sommes également en contact avec la population locale. Il ne faut pas oublier que nous sommes dans un pays en guerre » poursuit l’officier. Les soldats de six nations différentes bénéficient de véhicules tactiques et d’armement, de radars de surveillance, d’un drone tactique et de moyens mis à disposition par la DOB et le commandement de la composante aérienne de la force interarmées (avions de chasse et hélicoptères de combat).

Insurgés programmant une action terroriste sur la base, convoi logistique arrêté par une foule lors d’un mariage, attaque de mortiers sur la piste… La force de protection doit faire face à de multiples situations et gérer leur résolution pour limiter au maximum le risque d’incidents, notamment sur l’activité aérienne. Mercredi 17 octobre 2012, la Task Force a dû intervenir alors que deux personnes avaient pénétré dans la DOB avec de faux laissez-passer. L’un d’entre eux était un suicide bomber. Dans le même temps, la force a affronté un autre groupe d’insurgés qui tentait de rentrer de force sur la base. « Malgré tous ces événements, l’activité aérienne s’est poursuivie » affirme le lieutenant-colonel Humbert. Mission accomplie pour la force de protection !

L'Alliance nord-atlantique considère la Russie, la Chine et l'Iran comme ses principaux rivaux en matière de sécurité informatique, rapporte jeudi le journal russe Kommersant se référant à des sources au sein de l'état-major de l'Otan.

 

Selon les informations obtenues par la revue, l'Alliance envisage de tenir du 13 au 16 novembre des exercices militaires d'envergure définissant comme agresseur virtuel "un pays africain entré en conflit avec l'Otan".

 

"Bien que dans le scénario, il s'agisse d'un "pays africain", les représentants de l'Otan reconnaissent en privé qu'ils considèrent la Russie, la Chine et l'Iran comme les principaux cyberagresseurs potentiels", indique Kommersant.

 

D'après le scénario, via un virus informatique, des hackers du pays ennemi réussissent à mettre hors service les instruments de bord d'un avion de transport militaire de l'Otan qui, par la suite, s'écrase en Hongrie, faisant des victimes militaires et civiles. Par ailleurs, les hackers perpétuent une série d'attaques d'envergure contre des infrastructures stratégiques en Estonie, paralysant ce pays balte. L'Alliance décide alors d'avoir recours à l'article 5 du Traité de Washington sur la défense collective et se fixe pour objectif de réparer les dommages, de déterminer l'agresseur et de lancer une contre-offensive militaire et informatique.

 

Le journal indique par ailleurs que le ministère russe de la Défense a fixé un délai d'un an pour des recherches dans le domaine de la cybersecurité. A l'issue de cette période, le département militaire procèdera à des tests.

 

"Les départements militaires étrangers réalisent des projets dans ce domaine, nous ne devons pas être en retard", a expliqué à Kommersant une source au sein du ministère russe de la Défense.

NATO considers Russia one of the key potential cyber-aggressors for the North Atlantic alliance, the Kommersant business daily quoted its sources in NATO's headquarters as saying.

 

NATO plans to hold its Cyber Coalition 2012 war game on November 13-16. In line with the exercise’s scenario, NATO members Hungary and Estonia come under large-scale cyber attacks from an aggressor, which is described as “an African country that engaged in a conflict with NATO.”

 

Hackers from the African country use a computer virus to disable the avionics of a NATO military transport aircraft, causing it to crash in Hungary killing NATO servicemen and civilians. They also disable Estonia’s key infrastructure facilities. The alliance faces the task of identifying the aggressor and using cyber and conventional warfare for retaliation.

 

Although the scenario speaks of “an African country,” NATO representatives have admitted in private conversations that they consider Russia, China and Iran the key potential cyber aggressors, Kommersant said.

 

US Defense Secretary Leon Panetta said last week that the United States is facing a possible “cyber Pearl Harbor” carried out by computer hackers that could result in infrastructure damage and loss of life.

 

Calling the Internet a “battlefield of the future” where America’s enemies “can seek to do harm to our country, to our economy, and to our citizens,” Panetta said in a speech last Thursday that the US Congress must pass cyber security legislation in order to protect the nation.

 

Panetta singled out Russia and China as nations with “advanced cyber capabilities” and said Iran is also undertaking efforts to use cyber space to its advantage.

In the meeting with Commander of the Allied Joint Force Command (JFC) Brunssum (the Netherlands) General Wolf Langheld emphasised that as many regular NATO non Article 5 exercises should be held in the Baltic Region using as realistic scenarios as possible.

 

“The exercise “Steadfast Jazz 2013” to be held the following year will be an important event in this context as it is aimed increasing NATO visibility and provides training opportunity for our military personnel”, R. Jukneviciene said. The Article 5 NATO exercise “Steadfast Jazz 2013” will be held simultaneously in Lithuania, Latvia, Estonia and Poland in 2013.

 

In his turn Gen W. Langheld assured that the allies appreciate Lithuania’s contribution to the NATO activity, especially the operation in Afghanistan. “I reassure you that Lithuania is safe and defended as part of NATO”, said Commander of the Allied Joint Force Command (JFC) Brunssum.

 

The International Security Assistance Force (ISAF) operation in Afghanistan and the withdrawal of the participating capabilities from the country were also addressed at the meeting.

 

Minister stated that after her visit in Afghanistan before a week and a half she assessed the changes in the Lithuanian-protected province of Ghor positively.

 

“We have scheduled to transfer the responsibility for the security in Ghor to the local security forces in the second semester of 2013 and to finish our activity in the province by the end of the same year. A resolution by the Government of the Republic of Lithuania was passed on Tuesday on this point,” R. Jukneviciene said.

 

In 2013 the activity in Ghor will shift from ensuring security and training to advising, its nature will change from direct involvement in security operations and regular training of the national security forces to consultations rendered on in case such need occurs. After 2013 Lithuania’s activities in the south of Afghanistan will be continued by the Special Operations Unit, Air Mentoring Team will deliver training to local helicopter pilots in Kandahar, a decreased number of staff officers will serve in the ISAF HQ in Kabul and Herat, the Lithuanian Special Mission Protection Team will be maintained in in Kabul till the end of 2014, and the National Support Element in a curtailed composition will continue its activity and ensure logistic support of the Lithuanian peacekeepers from Kabul and Kandahar.

 

Lithuanian Minister stressed that ensuring security of the withdrawal process and the continuity of commitments are the top priorities of the current drawdown phase.

 

Gen W. Langheld promised all the support necessary for a streamlined withdrawal of forces.

 

Furthermore, security situation in the region, the Baltic Air Policing mission, and other points were addressed at the meeting.
