Nato 03

March 22, 2012 defpro.com

On 20 and 21 May 2012, Chicago will host the NATO Summit. During the Summit, more than 50 Heads of State and Government will come together to deliver on decisions taken at the Lisbon Summit in November 2010, driving forward key Alliance policies and reaffirming the transatlantic link.

“In Chicago we will deliver an Alliance which is committed to transatlantic solidarity and cooperation, capable of dealing with the security challenges of the future and connected to our partner nations and the rest of the international community,” said Secretary General Anders Fogh Rasmussen.

In the run-up to the Summit, and as an initiative from the Summit host nation and the host city, the United States Mission to NATO, the Chicago NATO Host Committee and the Chicago Convention and Tourism Bureau staged an inspiring multimedia exhibition on the city of Chicago at NATO Headquarters. Under the theme “For every taste, there is one Chicago,” the exhibition brings a taste of Chicago to Brussels.

During the exhibition opening on 22 March, Mr. Fogh Rasmussen highlighted the similarities between Chicago and the Alliance itself. “Like Chicago, NATO brings together many cultures. It is built upon diversity and determination,” he said.

With jazz music provided by the SHAPE band, attendees of the exhibit gained more insight into history, cultural and local culinary fare of America’s Windy City. “This exhibit showcases the world class diversity of Chicago,” said the United States Ambassador to NATO, Ivo Daalder. “While Chicago is here today, in two months NATO will be in Chicago.”

The First Lady of Chicago, Ms. Amy Rule expressed pride in the Windy City. “It’s such an honour for the city of Chicago to host the NATO Summit,” she said. Drawing on the warmth of locals, Illinois State Governor Patrick Quinn looked forward to giving NATO a warm Chicago welcome. “We have a warm hospitality to all those who visit and we want to express that hospitality to our friends at NATO,” he said.

Mar 21, 2012 Mieszko Dusautoy (BRUXELLES2)

NATO is considering appealing to Israel and the US for aid in developing a defense system to deal with ballistic threats, which have become a global threat

NATO states are concerned over the growing threat posed by ballistic missiles. This will be one of the main issues during a NATO meeting that will take place in Chicago in May.

NATO Secretary-General, Anders Rasmussen, supports increasing the readiness of NATO members against attacks from ballistic missiles.

In this regard, it is possible that several NATO countries will approach Israel and the US with the intent to gain knowledge for constructing defense systems such as the Arrow system.

The US, for example, has several defense systems with various capabilities for intercepting ballistic missiles, such as the Patriot-2 missiles. While this missile failed to defend Israel against Iraqi Scud missiles during the First Gulf War, the system has since been improved with an entirely new system being developed named “Patriot-3,” and has already proven itself during the Second Gulf War.

The US knew that their Patriot-2 was not enough, and developed the THAAD (Terminal High Altitude Area Defense) system, that is now operated by the US Army.

The US Navy has missiles for intercepting SM-3 missiles. These missiles are launched from special destroyers equipped with huge radar systems. This missile recently proved its unique capability when it destroyed a US satellite that began losing altitude and approached earth. The successful interception was described as an attempt to prevent the satellite’s fragments from hitting settled areas, but also served Washington in proving its unique capability. The problem is that it is very expensive, and the US has only a relatively small number of the missiles.

Russia is also concerned about ballistic missile; its defense establishment is positioning S-400 missile systems around Moscow. This is an improved variant of the S-300, which Russia also sought to sell to Syria. While the capabilities of these defense systems are unknown, experts claim they are “impressive.”

France is utilizing Aster missiles for intercepting ballistic missiles, and is presently working on developing an improved variant.

Israel cannot export the Arrow system without Washington’s approval, since the US funded part of its development since its start in the 1980s. Until today, no such approval has ever been given. Now, with the awakening of this issue among NATO countries, a change might occur.

The Green Pine radar, on the other hand, is an Israeli radar produced by Elta – a subsidiary of Israel Aerospace Industries (IAI).

India is investing in systems for ballistic missile interception, and is utilizing the Green Pine AESA radar for detecting these missiles – a system that was developed for the Israeli Arrow system and sold to India.

The threat of ballistic missiles is global, and is especially important since missiles and rockets can become tools for terror organizations. The events of the Second Lebanon War in Israel’s northern region and the current events in its southern region are small but significant reminders to what could happen in other area of the world.

Brussels and The Hague | On 8 March a ceremony at the NATO C3 Agency (NC3A) marked the award of the NATO Computer Incident Response Capability, Full Operational Capability contract. Once implemented, it will provide security on NATO’s networks and protect over 22,000 NATO military and civilians employees enhancing NATO’s cyber defence infrastructure and its ability to support member states.

At approximately 58 million Euro, it represents NATO’s largest investment to date in cyber defence.

In addition to protecting its own networks, the contract will strengthen NATO’s ability to support Allies in case of cyber attacks, when requested, with improved information sharing and strengthened rapid reaction teams.

“The NCIRC FOC project is a direct result of NATO nations’commitment to improve NATO’s capabilities to detect, assess, prevent, defend and recover in case of a cyber attack against systems of critical importance to the Alliance. This award is an essential step towards delivering these capabilities by the end of 2012,” said Ambassador Gabor Iklody, head of the Emerging Security Challenges Division at NATO HQ, the lead body for NATO cybe defence.

“NATO’s priorities are our priorities,” said NC3A General Manager Georges D’hollander, “This capability is one of the 11 critial capabilities agreed at NATO’s Lisbon Summit; the contract was launched in September 2011 and awarded in February. For such a complex capability it has broken all NC3A acquisition speed records and I thank all the staff involved. We now need to ensure timely implementation.”

FULL PACKAGE

The contractor will not only design, test, and install the cyber defence capabilities, but also provide the subsequent maintenance and support over a five year period.

Seven high-quality bids were received in an International Competition and evaluated using a “best value” evaluation approach whereby price and numerous technical factors were carefully rated. The successful bidder is Finmeccanica through SELEX Elsag and VEGA (based in the United Kingdom) together with its partner Northrup Grumman Corporation team.

Richard Cooper, SELEX ELSAG Project Manager, noted, “ We are proud to be selected for this important NATO project to robustly counter the ever increasing and sophisticated threat from cyber attack. The threats in cyberspace are continually evolving, and the NCIRC FOC project will deliver capabilities in various increments to significantly boost NATO’s abilities to face the evolving threats.”

The project scope includes the implementation of a robust infrastructure of improved cyber defence sensors and management tools, cyber defence decision support capabilities and mobile kits for Cyber Rapid Reaction Teams.

NAMSA looks forward to meeting you at Eurosatory 2012 - Hall 5 - Stand C 199.

Namsa.jpg

Established in 1958, the NATO Maintenance and Supply Agency (NAMSA) is NATO’s principal logistics support management agency.

NAMSA’s main task is to assist NATO nations by organizing common procurement and supply of spare parts and arranging maintenance and repair services necessary for the support of various weapon systems in their inventories. This assistance is available whenever two or more nations operate the same system and have made a conscious decision to use NAMSA’s support facilities.

NAMSA’s activities are overseen by the NATO Maintenance and Supply Organization (NAMSO), formed by 28 NATO nations with the purpose of achieving maximum effectiveness in logistics support at minimum cost to those nations, both individually and collectively. Through a Board of Directors, NAMSO provides guidance to NAMSA on policy and oversees the implementation of that policy.

The-real-Facebook-page-of-Adml-James-Stavridis-source-The-T.jpg

10 Mar 2012 By Jason Lewis, Investigations Editor – The Telegraph

NATO'S most senior commander was at the centre of a major security alert when a series of his colleagues fell for a fake Facebook account opened in his name - apparently by Chinese spies.

Washington DC - Senior British military officers and Ministry of Defence officials are understood to have been among those who accepted "friend requests" from the bogus account for American Admiral James Stavridis.

They thought they had become genuine friends of Nato's Supreme Allied Commander - but instead every personal detail on Facebook, including private email addresses, phone numbers and pictures were able to be harvested.

Nato officials are reluctant to say publicly wo was behind the attack. But the Sunday Telegraph has learned that in classified briefings, military officers and diplomats were told the evidence pointed to "state-sponsored individuals in China".

Although they are unlikely to have found any genuine military secrets from the Facebook accounts they accessed , the incident is highly embarrassing.

In the wake of it Nato has advised senior officers and officials to open their own social networking pages to prevent a repeat of the security breach.

Admiral Stirvis - who was in charge of operations in Libya to bring about the end of Colonel Muammar Gaddafi's regime - now has an official Facebook site while the bogus one has been permanently deleted from the internet.

But it opened up a treasure trove of personal information to the people behind the fake.

As well as their names, people routinely put personal email addresses, dates of birth, clues about their home address and personal and family pictures online. Some even state their current location, and messages on a page's "wall" can reveal huge amounts about their beliefs and state of mind.

Although it is not known how much information was harvested, foreign intelligence agencies would be delighted to have such huge amounts of information which can be used to produce detailed profiles of potential targets for espionage or even blackmail.

Senior Nato staff were warned about the fake account late last year and made representations to Facebook.

It is understood that Facebook uses very sophisticated techniques to identify bogus accounts which, it says, have very different footprints to genuine Facebook users.

A spokesman said: "After the profile was reported to us, it was taken down as soon as we were notified and investigated the issue."

Last night officials at SHAPE, the Supreme Headquarters Allied Powers Europe, reluctantly confirmed that its commander had been targeted.

They refused to be drawn on the origin of the security breach although other senior security sources confirmed that it had been traced to China.

A spokesman for SHAPE said: "This type of compromising attempts are called "Social Engeneering" and has nothing to do with "hacking" or "espionage".

"Discussions/chats/postings on Facebook are of course only about unclassified topics."

A NATO official added: "There have been several fake supreme allied commander pages. Facebook has cooperated in taking them down. We are not aware that they are Chinese.

"The most important thing is for Facebook to get rid of them. First and foremost we want to make sure that the public is not being misinformed. Social media played a crucial role in the Libya campaign last year.

"It reflected the groundswell of public opposition, but also we received a huge amount of information from social media in terms of locating Libyan regime forces. It was a real eye-opener. That is why it is important the pubic has trust in our social media."

The so-called "spear fishing" exercise is the latest tactic in the wide ranging use of the internet to spy on key Western figures and to steal their secrets.

Fears centre on the espionage operation of Chinese intelligence agencies - which are targeting not just military secrets but every aspect of western life.

Among the items stolen are said to be the secrets of stealth aircraft, submarine technology, the space programme and solar energy.

British institutions are equally vulnerable including Chinese hackers successful getting access to House of Commons secure computer network.

Shawn Henry, the FBI's executive assistant director in charge of targeting cyber crime said: "We see thousands of breaches every month across all industry and retail, infrastructure and across all sectors.

"We know that the capabilities of foreign states are substantial and we know the type of information that they are targeting."

The state-sponsored attacks are aimed at stealing information to give them an economic, political and military advantage.

Some hawkish figures in the US also fear that a hostile country or terror group might launch a "cyber war" against them attempting to attack and destroy military and civil infrastructure using viruses or other electronic weapons. However most experts think this is highly unlikely.

It is similar to the so-called "Night Dragon" attacks which targeted executives of some of the world biggest oil and gas companies.

The names of the firms involved have not been disclosed. Their reluctance is widespread as companies fear disclosure will damage customer confidence in them and it their share price.

The attacks infiltrated the energy companies computer system and looked for how the firms operated.

The attackers targeted the Western firms' public websites and specific individuals using Facebook and other social networking sites to learn about them first, and then trying to dupe them into revealing their log in names and passwords.

The hackers were traced to China, to Beijing and investigators found the attacks only happened on week days between 9am and 5pm local time suggesting they were working at an office or a government facility.

Security expert Dmitri Alperovich, who helped uncover the "Night Dragon" breach, says Western businesses and Government are all routinely being targeted.

He said: "They will know your strategy, your price list, everything to undercut and beat you. The Chinese are using every trick in the book

"They stole emails between executives about high level negotiations. They are stealing their negotiation playbook and then they outbid them.If they know your strategy they can't lose."

Last year an executive at a key US defence firm, RSA, opened a personal email with the subject line "2011 Recruitment Plan" and clicked on the attached Excel spreadsheet.

The attachment contained a virus, apparently engineered by the Chinese, which opened up RSA's system and allowed access to all its secrets, including its work for the White House, the Central Intelligence Agency, the National Security Agency, the Pentagon and the Department of Homeland Security(DHS).

Such is concern over the cyber-attacks that the DHS now sees it as a key priority along with tackling terrorism.

Bruce McConnell, its director of cyber security said: "The internet is civilian space. It is a marketplace. Like the market in Beirut in the '70s, it will sometimes be a battleground."

He likened his department's job to attempts to co-ordinate the civilian response to a hurricane.

But "unlike in a hurricane, we are responding to incidents every day," he added.

Spanish Navy's F-100 frigates fitted with the Aegis

weapon system may participate in the US-led Nato

anti-missile defence shield in Europe

8 March 2012 naval-technology.com

The Spanish Navy is considering the inclusion and participation of its F-100 frigates at Rota military base as part of a US-led Nato anti-missile defence shield in Europe.

The US Navy signed an agreement with Spain last year, according to which four US Arleigh Burke class destroyers equipped with anti-missile batteries will be based at Rota Naval base, Spain, between 2013- 2015.

Deployment at Rota will be one of the three pillars of the shield, while the other two pillars include a radar in Turkey and ground-to-air batteries in Poland and Romania.

The radars are expected to be initially operational by the end of 2012 and completed in 2018.

The US destroyers would take part in marine security missions and joint manoeuvres with allied nations in addition to protecting Europe from potential ballistic missile attacks.

Spanish military sources told Gribaltar Chronicle that the Spanish Navy's F-100 frigates, equipped with SPY-1 D radar and Aegis combat equipment, would require software upgrades for integration into the anti-missile shield.

The purchase of SM-3 interceptor missiles for the Spanish F100 frigates could be provided by US Smart Defence programme, a broader military initiative for the Nato resources, aimed to share costs and resist deep national defence budget cuts.

Discussion on the Smart Defence plan will be held at the Chicago summit of presidents from 20-21 May 2012.

Amidst continued Russian opposition, the US has repeatedly claimed that the missile shield is aimed to protect Nato members from potential missile attacks, and is not a threat to any nation.

A ceremony has been held at the NATO C3 Agency (NC3A) to mark the awarding of the NATO Computer Incident Response Capability, Full Operational Capability contract to SELEX Elsag and VEGA, together with their partner Northrop Grumman.

Once implemented, the capability will provide security on NATO’s networks and protect over 22,000 NATO military and civilian employees enhancing NATO’s cyber defence infrastructure and its ability to support member states.

The contract is worth approximately 58 million Euro, and represents NATO’s largest investment to date in cyber defence.

In addition to protecting its own networks, the contract will strengthen NATO’s ability to support Allies in case of cyber attacks, when requested, with improved information sharing and strengthened rapid reaction teams.

Under the contract, the Selex team will design, test, and install the cyber defence capabilities, and provide the subsequent maintenance and support over a five year period. The project scope also includes the implementation of a robust infrastructure of improved cyber defence sensors and management tools, cyber defence decision support capabilities and mobile kits for Cyber Rapid Reaction Teams.

Seven bids were received in an International Competition and evaluated using a ‘best value’ evaluation approach whereby price and numerous technical factors were carefully rated.

The Atlantic Council of the US (ACUS) and industry partner IBM have outlined opinions on the current cyber security threat, warning that NATO is best ‘sticking to the basics’.

Speaking at a cyber briefing on 27 February ahead of the NATO Chicago summit in May, Jason Healey, director of cyber statecraft initiative, ACUS, said: ‘Sticking to the basics is, I think, a very, very wise strategy.’

Healey said NATO needs to look at the cyber threat in the present, and ‘make sure we live up to the commitments that we made in the previous summit- the Lisbon summit- that set out that goal’.

‘So if I have one thing that I would like to see come out of Chicago, it is that everyone sticks to the plan and keeps it funded for NATO’s cyber security, and to defend their own systems, and [make sure] that the nations and NATO headquarters are following up on that,’ he continued.

He added that some ‘cyber norms’ should be established, in particular ones that apply to NATO cyber operations: ‘Offence fits somewhat awkwardly into NATO’s structure, but that’s ok. It’s new, it’s sensitive, it’s highly classified, but there are some practical suggestions in the paper.’

Healey was referring to the report ‘NATO’s Cyber Capabilities: Yesterday, Today, and Tomorrow’ that he and Leendert Van Bochoven, NATO and European defence leader at IBM wrote in the lead-up to the briefing.

The paper suggests that NATO might consider creating an ad-hoc coordination cell: ‘These officers should apply, but not necessarily share, their knowledge of sensitive capabilities to help communicate the objectives of the alliance’s operational commanders to their relevant national cyber units,’ the report stated.

‘This coordination group might be similar to the US Air Forces Cyber Operations Liaison Element. In addition, as suggested by the Atlantic Council’s Franklin Miller, NATO should consider creating a group, modelled on NATO’s existing Nuclear Planning Group, to consider offensive cyber policy.’

The report explained that since NATO is a military organisation, it is therefore natural to respond with offensive capabilities as well as defensive ones, and it may have already been considered.

It also referred to the possibility that the Obama administration and military commanders may have considered a cyber offensive attack to disrupt Qaddafi’s air-defence system during the Libyan conflict.

‘Cyber capabilities may be able to provide military commanders the capability not only to limit the risk to their own forces but also to limit civilian casualties and damage to critical infrastructure,’ the report read.

‘If cyber capabilities could disable Libyan air defences from afar, then a military commander would be reckless to rule out cyber capabilities without even considering them.’

The report concluded that threats will continue to increase as budgets decrease, and the council aims to ensure that NATO’s cyberspace success matches that of its air, land, maritime and space.

‘None of these recommendations embody new capabilities, but reflect the realities of modern military missions combined with smart defence for a smarter Alliance,’ it concluded.

ACUS partnered with IBM to create the smarter allegiance initiative, which is a ‘unique platform’ that provides NATO and the security community with a combination of think tank and industry insights.

It was established in response to the NATO secretary general’s call for European allies ‘to adopt a smarter approach to leveraging scarce defence resources’, in order to develop and sustain present and future threats.

WASHINGTON | NATO Secretary-General Anders Fogh Rasmussen took questions from reporters Feb. 28 about the recent violence in Afghanistan, NATO’s position on the Syrian uprising and the upcoming NATO summit.

Rasmussen held a news conference during a NATO Allied Command Transformation seminar here, held to prepare for the NATO summit scheduled for May in Chicago.

The secretary general condemned the killing of four U.S. military members by Afghans in violence that erupted in Afghanistan last week over the inadvertent burning of Quarans.

“The very tragic events will not in any way affect the timeline of transition” for security from coalition to Afghan forces, he said.

The violence, he added, does not represent the full picture of cooperation between International Security Assistance Forces and Afghan security forces.

“I remind you that 130,000 ISAF troops work on a daily basis together with more than 300,000 Afghan security forces, and the overall picture is of cooperation characterized by trust and confidence,” Rasmussen said.

“It would actually fulfill the strongest wishes of the enemy,” he added, “if they succeeded in dividing us from our partners in the Afghan security forces, and that will not happen.”

Despite the tragedy of the incident and the challenges that lie ahead, the secretary general said, “we must not lose sight of our goal –- a stable Afghanistan. That is in all of our interests and that must remain the focus of our shared efforts.”

In Syria, 7,500 opponents of President Bashar al-Assad have been killed since a populist uprising against al-Assad began a year ago, the United Nations reported today.

At the press conference, Rasmussen responded to a question about the conflict in Syria, and why NATO was willing to help those in Libya, who opposed the 40-year rule of Muammar Qadhafi, but not the protesters in Syria.

“NATO has no intention whatsoever to intervene in Syria,” the secretary general said.

NATO strongly condemns the situation in Syria, he added, but “the allies find that a regional solution to the problem in Syria is the best way forward.

“In Libya we had a very clear United Nations mandate and we had active support from a number of countries in the region. None of these conditions are fulfilled in Syria,” he said.

“I commend the Arab League for their efforts to find a solution,” he added. “So far it’s not been successful, but I do believe countries in the region should engage actively in finding a solution.”

At the Chicago summit in May, NATO will follow up on major decisions made at the Lisbon summit in November 2010, including the commitment to an enduring partnership with Afghanistan, Rasmussen said, and “how to sustain the operations of today and face future challenges … by continuing to strengthen our core capabilities and transform our forces.”

The key to a stronger future alliance, he added, is “smart defense,” a concept that encourages allies to cooperate to develop, acquire and maintain military capabilities in accordance with the NATO strategic concept for 2020.

“Smart defense is about prioritization, specialization and cooperation,” Rasmussen said.

“We all know that it will be increasingly difficult for individual allies to acquire expensive military equipment on their own,” he added, “but by pooling and sharing resources by multinational cooperation and helping each other, they can better afford investments in the necessary military capabilities.”

The secretary general said he expects NATO to adopt a defense and deterrence posture review at the summit that will include nuclear policies.

“The essence of that document will be to find the appropriate mix between nuclear forces, conventional forces and missile defense,” he said.

Also in Chicago, “I expect all our allies to commit to long-term goals for the capabilities we need and for reinforcing the connection between our forces,” Rasmussen said.

“I expect them to back up that mission with concrete targets so that in a fast-changing world we can do better with what we have and stay lean, but strong,” he said.

siege-du-commandement-allie-transformation

http://www.defense.gouv.fr/var/dicod/storage/images/base-de-medias/images/essences/articles/conference-securite-energetique-vilnius-2012/conference-securite-energetique-vilnius-2012/1574378-1-fre-FR/conference-securite-energetique-vilnius-2012.jpg

NATO to spend 3.0 billion euros on drone program

Feb 15, 2012 Spacewar.com (AFP)

Brussels - NATO will spend 3.0 billion euros ($3.9 billion) to buy and operate five US-built drones over 20 years in an effort to fill a gap exposed in the Libyan air war, an official said Wednesday.

Allies will pay at least 1.0 billion euros to acquire the Global Hawk drones from Northrop Grumman, a price that includes ground support stations, image analysis technology and training for operators, the official said.

Operating the drones, which will be based at the NATO base in Sigonella, Sicily, will cost the alliance another 2.0 billion euros over the next two decades, the official said on condition of anonymity.

"Libya showed the importance of having such a capability," the official said.

While European air forces carried out the bulk of bombing missions in Libya last year, they relied heavily on drones provided by the United States to identify and hit targets during the campaign.

NATO defence ministers finally agreed on the Alliance Ground Surveillance (AGS) after two decades of wrangling over its funding.

The drones are being purchased by 13 NATO nations: Bulgaria, Czech Republic, Estonia, Germany, Italy, Latvia, Lithuania, Luxembourg, Norway, Romania, Slovakia, Slovenia and the United States.

The aircraft will then be available to all 28 allies who will contribute to the cost of operating them. France and Britain will mostly contribute by providing their own surveillance aircraft to the programme.

NATO Secretary General Anders Fogh Rasmussen has hailed the AGS programme as a prime example of the alliance's efforts to pool and share resources at a time of economic crisis chipping away at defence budgets.

Nato AGS – photo Northrop Grumman

15/02/2012 Figaro.fr (AFP)
