First steel cut on new patrol ships

Steel was cut today for the first of 3 new Royal Navy offshore patrol vessels (OPVs) at a ceremony in Glasgow.


 

The vessels, which will be used by the Royal Navy to undertake various tasks in support of UK interests both at home and abroad, will be built at BAE Systems’ shipyards under a £348 million contract that has protected more than 800 Scottish jobs.

 

Defence Secretary Michael Fallon said:

This multi-million-pound contract will benefit the dedicated workers of the Clyde, their families and the local economy in Glasgow.

This investment by the UK government is vital for the sustainment of naval shipbuilding in this country and the hundreds of specialist manufacturing and engineering roles that play an important role in providing war-fighting capability for the Royal Navy.

 

Bernard Gray, MOD’s Chief of Defence Materiel, started the computer-guided laser to cut the first piece of steel and after the ceremony Mr Gray met members of the workforce during a tour of the facility.

He said:

I am proud to be able to start production work on this new class of ships, which will maintain the vital UK expertise needed to build the warships of the future.

This contract, which will benefit the local economy in Glasgow, continues a 200-year tradition of building the nation’s leading ships on the Clyde and will sustain hundreds of jobs across the region.

Featuring a redesigned flight deck to operate the latest Merlin helicopters as well as increased storage and accommodation facilities, the OPVs build on the proven capability of the Royal Navy’s current River Class vessels.

Having played an important role in the construction of HMS Queen Elizabeth, which was named by the Her Majesty The Queen in a ceremony this summer, workers on the Clyde are now manufacturing blocks for the second aircraft carrier, the Prince of Wales, which is being assembled at Rosyth dockyard near Edinburgh.

The first of the new OPVs will be named HMS Forth and is expected to be handed over to the Royal Navy in 2017. The second will be named HMS Medway and the third HMS Trent.

Mounted on special equipment, the ship left the building facility and now rests at the waterfront of the Menominee River in Marinette, Wisconsin. The 389-foot ship will be formally christened and launched later this year.

Among its defense systems, Rafael will be displaying the following:

 

The C-Dome Naval Point Defense System is designed to effectively protect combat vessels against a large set of modern threats. C-Dome handles saturation attacks by engaging multiple targets simultaneously. Reaction time is very short and enables automatic and semi-automatic engagements.

 

The Typhoon MLS-ER, a complete Naval Missile System. The system includes Spike-ER missiles, launchers, an Electro Optical director and a fire control system. The light-weight, stabilized system can be installed on a variety of platforms, ranging from Rigid Hull Inflated Boats (RHIBs) to larger boats and ships. Spike ER is an electro-optically guided multipurpose missile for ranges of up to 8km with pinpoint accuracy.

 

The SPIKE NLOS, a Non-Line-Of-Sight, High-Impact tactical Missile. Spike NLOS is an electro-optically guided multipurpose missile for ranges of up to 25 km with pinpoint accuracy and midcourse navigation. The weapon system can be launched from land, air and naval platforms.

Equipped with a variety of warheads, a wireless data link to the missile, unique advantages of hitting non-line of sight (NLOS) targets and the ability to switch between targets and abort missions, Spike NLOS can be operated in both offensive and defensive scenarios. In addition to attacking hidden targets, Spike NLOS can provide real-time tactical intelligence and damage assessment.

 

The Sea Spotter, an advanced Naval IRST system that will enable a naval vessel to automatically locate and pinpoint threats and targets located around it without being exposed to enemy systems.

The system, dubbed Sea Spotter, is a new generation (third generation) infrared staring system that is capable of automatically locating both surface and airborne targets, super-sonic and slow, very small targets above and around the vessel, from horizon to zenith and transferring the data to the ship's combat system for interception.

 

The Spotlite-M, an advanced electro-optic systems for weapon fire sources Detection Location Classification & Tracking applications. The system incorporates state of the art fully operational day and night passive sensors for Multiple fire sources threats detection. Additional sensors, capabilities and applications can be added as advanced options.

 

The C-GEM, highly effective against current and new generation anti-ship missiles (ASMs). Modern tracking radar seeker missiles exploit the principle of mono-pulse and Lock-On Receive Only (LORO) techniques to track marine platforms. Many of these radars incorporate chaff identification and discrimination capabilities.

La Russie lance la production en série de moteurs à propulsion anaérobie, indépendants de l'air extérieur, pour sous-marins diesel, a annoncé mercredi à Moscou un responsable de l'industrie de défense russe.

 

"Il a été décidé de lancer la production en série des moteurs à propulsion anaérobie pour les futurs sous-marins du projet 677 Lada", a indiqué le responsable.

 

Selon lui, la production d'éléments pour un moteur prototype a déjà commencé. "Les essais au banc ont été un succès, les prochains essais se tiendront à bord d'un sous-marin", a-t-il ajouté.

 

Le premier sous-marin à propulsion anaérobie du projet 677 Lada, baptisé le Saint-Pétersbourg, est équipé d'un moteur diesel classique. Deux autres submersibles de ce projet, actuellement en chantier, seront dotés de moteurs à propulsion anaérobie. Les nouveaux moteurs pourraient également équiper les sous-marins du projet 677 Lada destinés à l'exportation.

 

Le commandant en chef de la Marine russe Viktor Tchirkov a annoncé en août que la Russie lancerait en 2017 la production de sous-marins dotés de moteurs à propulsion anaérobie qui ne seraient pas obligés de refaire surface d'un temps à autre pour recharger leurs batteries.

Russie: le SNLE Vladimir Monomakh achève ses essais d'homologation

Le 3e sous-marin nucléaire russe du projet 955 Boreï, le Vladimir Monomakh, a achevé ses essais d'homologation, a annoncé mardi le service de presse de l'usine de construction navale Sevmach.

"Le sous-marin stratégique Vladimir Monomakh est rentré d'une mission au terme d'essais acoustiques élargis. Le sous-marin a ainsi achevé ses essais d'homologation et ses essais acoustiques élargis", a indiqué le service de presse.

Le 10 septembre dernier, le Vladimir Monomakh a effectué un tir d'essai d'un missile intercontinental Boulava depuis la mer Blanche. Le missile a détruit sa cible sur le polygone de Koura, au Kamtchatka.

L'armée russe est actuellement dotée de deux sous-marins de 4e génération du projet 955 Boreï, le Iouri Dolgorouki et l'Alexandre Nevski qui ont été remis aux flottes du Nord et du Pacifique en 2013.

Au total, la Russie compte se doter de huit sous-marins nucléaires du projet 955 Boreï d'ici 2020.

Les SNLE de 4e génération du projet 995 Boreï ont un déplacement de 14.700/24.000 tonnes et peuvent plonger à 450 mètres de profondeur. Leur vitesse est de 15 nœuds en surface et de 29 nœuds en plongée. Chaque SNLE du projet Boreï sera doté de 16 missiles balistiques intercontinentaux R-30 Boulava-30 à dix têtes à trajectoires indépendantes.

Le missile R30 3M30 Boulava-30 (code OTAN SS-NX-30, dénomination internationale RSM-56) doit constituer l'arme principale des forces stratégiques navales russes. Le Boulava est un missile à trois étages à propergol solide destiné à équiper des sous-marins. D'une portée de 8.000 km, il peut intégrer dix ogives nucléaires hypersoniques de 100 à 150 kilotonnes ayant chacune une trajectoire indépendante.

La France doit livrer les navires Mistral à la Russie ou rendre l'argent, a déclaré jeudi à Moscou le porte-parole du ministère russe des Affaires étrangères Alexandre Loukachevitch.

"Il est temps pour la partie française de se décider. Nous avons entendu des déclarations selon lesquelles le contrat sera honoré malgré la situation actuelle, mais les dirigeants français ont depuis changé d'avis. Il est temps de prendre une décision ou rendre l'argent en cas de réponse négative", a indiqué M.Loukachevitch.

"Ces derniers temps, le ministre de la Défense et le ministre des Affaires étrangères ont fait beaucoup de déclarations... Vous savez, la situation est simple, il y a un contrat qu'il faut honorer, nous avons versé des sommes importantes dans le cadre de ce contrat", a-t-il rappelé.

"Si la partie française a de nouvelles variantes, il faut en parler et ne pas utiliser la méthode du mégaphone diplomatique, surtout par le biais des médias", a conclu le porte-parole.

Le groupe français de construction navale DCNS et l'Agence russe d'exportation d'armements (Rosoboronexport) ont signé un contrat de 1,2 milliard d'euros prévoyant la construction de deux bâtiments de projection et de commandement de classe Mistral pour la Marine russe en juin 2011. Le premier navire, le Vladivostok, doit être remis à la Russie en 2014 et le second navire, le Sébastopol, en 2015.

L'administration du président français François Hollande a annoncé le 3 septembre que les conditions pour la livraison du premier BPC de classe Mistral à la Russie n'étaient pas réunies compte tenu de la situation en Ukraine. Plus tard, un porte-parole de l'Elysée a expliqué que la livraison du navire n'était pas suspendue et que la déclaration de M.Hollande n'entraînait aucune conséquence juridique.

Le ministre français de la Défense Jean-Yves Le Drian a annoncé début octobre que la décision concernant la livraison des BPC Mistral à la Russie dépendrait de l’accord de cessez-le-feu en Ukraine et pourrait être prise en novembre.

Première sortie à la mer de la FREMM Provence

Le 1er octobre 2014, la frégate multi-missions (FREMM) Provence a appareillé de l’enceinte de DCNS à Lorient qui assure sa réalisation afin d’effectuer sa première sortie à la mer (PSM).

 

Troisième unité du programme national FREMM, le bâtiment avait été mis à l’eau en septembre 2013. Cette première phase d’essais au large des côtes bretonnes porte essentiellement sur les performances de la propulsion, ainsi que sur les systèmes de navigation de la Provence. Les premiers essais relatifs à la mise en œuvre des deux moteurs électriques (MEP) et de la turbine à gaz (TAG) ont été réalisés. Ils ont été complétés par des tests d’endurance sur ces installations, de jour comme de nuit.

 

Parallèlement aux essais de la plateforme, l’entraînement des marins de la Provence s’est poursuivi avec le déroulement de plusieurs entraînements dans le domaine de la sécurité permettant d’apprécier leur réactivité et leur professionnalisme.

 

A l’issue de cette phase, essentielle, de montée en puissance d’un bâtiment en armement, l’ensemble de l’équipage sera en mesure de prendre le large. Cette première sortie à la mer restera assurément un moment fort pour les marins de la Provence et  pose les premiers jalons de l’esprit d’équipage de ce nouveau bâtiment de combat.

Artful's Maiden Dive

Artful, the third Astute class submarine being built by BAE Systems for the Royal Navy, has successfully completed her first ever dive - a landmark milestone in preparation for sea trials next year.

This operation, known as the ‘trim and incline test', took place over two days, to prove the submarine's safety and stability in the water. The maiden dive was undertaken in the dock on BAE Systems' site in Barrow-in-Furness and involved a team of 80 highly-skilled personnel, including naval architects, engineers and Royal Navy crew members.

Euronaval : L’industrie française à la conquête de l’international

Leader mondial des salons spécialisés de la défense navale, de la sécurité et de la sûreté maritime, Euronaval se tiendra du 27 au 31 octobre au Parc des expositions de Paris Le Bourget. Plus de 350 exposants, dont plus de la moitié sont étrangers, sont attendus cette année. Etat des lieux avant un rendez-vous plus international que jamais.

Cet évènement incontournable du secteur naval militaire est organisé par le Groupement des Industries Françaises de Construction et Activités Navales, qui fédère plus de 150 sociétés représentant 30.000 emplois directs en France pour un chiffre d’affaires de 6 milliards d’euros.

GD to support submarine modernisation programme for US and Australian navies

General Dynamics (GD) Advanced Information Systems (AIS) has signed two contract modifications to offer continued support to the AN / BYG-1 combat control system, which is integrated on submarines deployed by the US Navy and Royal Australian Navy.

 

Work under the contract forms part of the AN / BYG-1 modernisation programme for the tactical control systems (TCS) and weapons control systems (WCS).

 

As part of the $50m agreement, the company will provide fleet operators and commanders of both navies with a common operational representation that bolsters real-time intelligence and enhances situational awareness.

"GD has been working with the US and Australian navies on the AN / BYG-1 upgrade programme since 2003."

 

GD AIS Integrated Platform Solutions line of business vice-president and general manager Mike Eagan said: "We are dedicated to helping the US and Royal Australian Navies advance their mission with cost-effective, innovative, agile and reliable solutions.

 

"By introducing our open architecture framework into these legacy systems, we can quickly insert relevant technologies onto the submarine's open platforms to meet the fast-changing mission needs of today's fleet."

 

Using the open architecture framework, the advanced capabilities developed by commercial, defence and academic units can be rapidly integrated on a yearly or two-year basis.

 

Furthermore, the common processing baseline across all submarines also improves the self-governing, yet parallel, development and certification of the TCS and WCS.

 

GD has been working with the US and Australian navies on the AN / BYG-1 upgrade programme since 2003.

 

The AN / BYG-1 common processing baseline has also been developed and installed across domestic and international submarine classes, ranging from the US Navy's Los Angeles, Seawolf, Virginia and SSGN-class submarines to the Royal Australian Navy's Collins-class submarines.

The delivery marks a major milestone, the official transfer of the vessel from the shipbuilder to the Navy. USNS Fall River is the U.S. Navy's fourth Joint High Speed Vessel (JHSV).

Arrêt technique pour le La Grandière en océan Indien

Présent à l’île Maurice depuis le 26 août au chantier naval de l’océan Indien, dans le cadre de son arrêt technique, le bâtiment de transport léger (BATRAL) La Grandière est entré au bassin le 4 septembre, afin d’entamer les travaux.

 

Différents points importants ont d’ores et déjà été engagés : réfection de la plate forme hélicoptère, dépose du moteur bâbord pour visite, sablage de la coque, inspection des lignes d’arbre …

 

Étape majeure de la vie du navire, ce dernier arrêt technique vise à redonner un nouveau souffle au La Grandière afin de lui permettre de remplir, ses missions en océan Indien.

Le Laplace en arrêt technique à Saint-Malo

En arrêt technique majeur depuis fin août 2014, le Laplace s’est posé sur sa ligne de tins jeudi 11 septembre, à Saint-Malo (35).

 

Le bâtiment hydrographique est confié à l’industriel CNN MCO jusqu’au 13 novembre prochain, et passera 2 mois dans le bassin de carénage du chantier naval de la SOCARENAM. Visite des lignes d’arbres, entretien de la carène et des soutes à eau douce, remplacement du sondeur sont prévus pendant le chantier.

 

L’équipage suit attentivement les travaux à Saint-Malo par le biais de l’Équipe Responsable Bord Intégrée (ERBI). Celle-ci s’est positionnée comme véritable partenaire de l’industriel pour participer au bon déroulement du chantier.

 

Après cette étape importante dans la vie du bâtiment, le Laplace repartira pour de nouvelles missions.

BAE Systems has successfully docked the hull sections of the UK Royal Navy's second Queen Elizabeth-class aircraft carrier, HMS Prince of Wales, at its Rosyth shipyard, marking the commencement of the carrier's assembly phase.

 

The latest move comes within days of the announcement by the UK Prime Minster David Cameron that HMS Prince of Wales will be commissioned, assuring that Britain would always possess an aircraft carrier, available from 2020.

 

Aircraft Carrier Alliance managing director Ian Booth said: "Every milestone in the carrier programme is hugely significant and the recent announcement that HMS Prince of Wales will enter service means there is a real sense of excitement as we start to bring the second ship together.

 

"Everyone working across the Alliance is incredibly proud of the work undertaken so far, in what is currently one of the biggest engineering projects in the country and we remain focused on delivering both ships to the highest standards."

 

Weighing at 6,000t and 8,000t respectively, both Lower Blocks 02 and 03 will form the distinctive forward hull section and the mid-section of the aircraft carrier's hull respectively.

 

Lower Block 02 will be equipped with machinery spaces, stores and switchboards, while Lower Block 03 will feature 160 cabins and the ship's bakery.

 

Following the anticipated structural completion by July 2016, Prince of Wales will begin sea trials in January 2019, followed by acceptance in August of the same year.

 

In addition, BAE is currently working on outfitting the HMS Queen Elizabeth preparing it for scheduled sea trials in 2016, with scheduled commissioning in 2017.

 

The UK is also investing to transform HM Naval Base Portsmouth as the home port of the Queen Elizabeth-class aircraft carriers, with work involving dredging the approach and main channels within the harbour, upgrading navigational support and the revamp of several jetties, together with extensive infrastructure enhancements.

 

Delivered by the Aircraft Carrier Alliance, a joint initiative by BAE Systems, Thales UK, Babcock and the UK Ministry of Defence, both aircraft carriers will be the showpiece of Britain's defence capability for the 21st century.

 

The two 300m-long, 74m-wide and 65,000t vessels will boost sustained operations and ferry an air wing of up to 40 aircraft, as well as offer armed forces with a four-acre military operating base that can travel about 500 miles per day and be deployed anywhere worldwide.

Angolan Navy acquiring seven patrol vessels from Brazil

The Angolan Navy will receive seven Macae-class patrol boats from Brazil, with four to be built in Brazil and three in Angola.

 

The Brazilian and Angolan defence ministers, Celso Amorim and João Manuel Lourenço, on September 5 signed a Technical Memorandum of Understanding (MoU) covering the production of the vessels as part of Angola’s Naval Power Development Programme (Pronaval).

 

The Brazilian Navy’s Empresa Gerencial de Projetos Navais (Emgepron) will produce four of the vessels in Rio de Janeiro while the other three will be manufactured in a new Angolan shipyard to be built 200 km south of the Angolan capital Luanda, with technical advice, materials and equipment supplied by Brazil. The Brazilian Navy will provide education and training of Angolan personnel both to build and to operate the vessels that will be built in the new shipyard, the Brazilian Ministry of Defence said.

 

The Macae class is based on the French CMN Vigilante 400 CL54 and has a displacement of around 500 tons, length of 54.2 metres, beam of 8 metres, an endurance of ten days and a complement of 35.

 

The vessels are powered by two MTU Friedrichshafen 16V 4000 M90 diesel engines coupled to controllable pitch propellers, giving a top speed of 21 knots and a range of 2 500 nautical miles at a cruising speed of 15 knots.

 

Brazilian vessels can carry rigid hull inflatable boats (RHIBs) at the stern and and are armed with an Allied Ordnance of Singapore L70 NADM 40 mm gun and two 20 mm Oerlikon GAM-B01 cannons. Equipment includes Ares Aerospacial e Defesa electro-optical sensors; IPqM TTI 2900 tactical control system; and Northrop Grumman Sperry Marine VisionMaster FT 250 integrated bridge system, which includes X-band and Y-band navigation radars, according to IHS Jane’s Defence Weekly. However, the technical configuration of the Angolan vessels is still being finalised.

 

Lourenço said that increasing the strength of Angola’s Navy will allow the country to fight threats such as maritime piracy and terrorism. "We will do everything so that implementation of this cooperation will not take long," he said.

 

Amorim during the MoU ceremony on Friday said that Brazil and Angola enjoy a strategic relationship as they both need to monitor the South Atlantic Ocean. The two countries, along with 23 other African and South American nations, are signatories of the Zone of Peace and Cooperation of the South Atlantic (ZPCSA), a multilateral organization created by the United Nations (UN) in 1986, and which aims to prevent the introduction of nuclear weapons and weapons of mass destruction in the region.

 

"Angola is a thriving nation and increasingly active in Africa. We have friendship and great mutual respect. Brazil doesn’t want a paternalistic attitude towards Angola, because Angolans rightly would not accept it," said Amorim.

 

Apart from the purchase of seven patrol vessels and advising on the construction of the shipyard, the MoU provides for cooperation in the academic field and the training of personnel to build and operate vessels, as well as to qualify sailors of the merchant marine.

 

The Angolan delegation attended the third IDB Brazil Show, organized by the Brazilian Agency for the Promotion of Exports and Investments (Apex-Brazil) and the Brazilian Association of Defence and Security Equipment, supported by the Ministry of Defence, and which brought together nearly 100 industry peers in Ulysses Guimarães Convention Centre in Brasilia.

 

At the moment Angola’s Navy is relatively small, with around a thousand personnel, and its vessels includes four Mandume class fast attack craft, five ARESA PVC-170 and three Patrulheiro patrol boats. In order to protect Angola’s 1 600 km long coastline, the Angolan Navy is undergoing modernisation but is still lacking in many ways.

Italian shipyard Fincantieri has delivered the Algerian Navy’s flagship amphibious warfare vessel Kalaat Beni-Abbes at its Muggiano Shipyard.

 

The delivery ceremony took place on 4 September and was attended by dignitaries that included General Malaoui, Head of the Supervisory Board of the Algerian Navy, General M L Haouli, President of the Acceptance Commission of the Algerian Navy, Alessandro Concialini, CEO of Orizzonte Sistemi Navali, Angelo Fusco, Executive Senior Vice President Italy of Fincantieri Naval Shipbuilding Division, and Ferdinando Tognini, the Riva Trigoso-Muggiano yard manager.

 

The Kalaat Beni-Abbes was ordered in July 2011 by the Ministry of Defence of the People's Democratic Republic of Algeria from Orizzonte Sistemi Navali, a company controlled by Fincantieri in which Selex ES also holds an interest. The vessel was ordered at a cost of more than 400 million euros.

 

The 9 000 tonne vessel belongs to the BDSL class (Bâtiment de Débarquement et de Soutien Logistique - landing and logistic support ship), and developed from the Italian San Giusto amphibious class vessel. Fincantieri said its most important feature is an internal floodable dock, capable of accommodating a ready-to-go 20-metre landing craft; two landing craft of the same size can travel attached to the ship's deck, and can be deployed using a system of davits. If necessary, the dock can be emptied to accommodate other types of vehicles.

 

The vessel can accommodate 15 main battle tanks or 30 light tanks or armoured personnel carriers. Five medium helicopters can be carried in a hangar. Armament includes Aster 15 missiles, a single OTO Melara 76 mm gun at the bow and two 25 mm cannons. Electronics include Selex Sistemi Integrati EMPAR radar, SCLAR-H chaff/flare decoy launchers and Athena-C combat management system.

 

The Kalaat Beni-Abbes is 143 metres long with a 21.5 metre beam and has a full load displacement of about 8,800 tons. With two diesel engines, it can reach speeds of over 20 knots, and carry more than 430 soldiers, 12 flight service specialists and 152 crew, for a total of about 600 people.

 

It has a full-length flight deck, with two helicopter landing spots, fore and aft. It is also equipped with a 60-bed hospital and several operating theatres, to provide medical support to both troops and civilians during humanitarian operations.

 

The contract with Algeria also includes the provision of logistical support during crew training. Training of Algerian personnel by the Italian Navy has taken place since 2013 using the facilities of the Fincantieri Training Academy, a project initiated by Fincantieri in conjunction with the Italian Navy with the aim of training the crew of ships in the process of delivery.

 

Fincantieri Training Academy, which is already serving the United Arab Emirates Navy, is a positive example of cooperation between the armed forces and industry through which Italy's naval excellence is made available to Navies around the world, Fincantieri said.

 

The order has required Fincantieri not only to build the main vessel, but also to oversee the design and to manage and coordinate the local construction of three smaller Landing Craft Vehicle Personnel (LCVP) vessels, built at the Mers El Kebir naval shipyards in Algeria. These support vessels, known as chaland, are able to carry 140 men or a heavy tank, with a maximum weight of 30 tons, and are an integral part of the equipment of the Kalaat Beni-Abbes.

 

At the flagship’s launch in January this year, the Italian Navy said the vessel would be delivered in November, with full operational capability expected in early 2015.

First Mozambican patrol boat hull delivered

The first of three hulls for Mozambique’s new Ocean Eagle 43 patrol boats is on its way to the CMN shipyard in France, where it will be motorised and equipped. Mozambique has three patrol boats, three interceptors and 24 fishing trawlers on order from the French company.

 

CMN Shipyards on Tuesday announced that the first hull left the H2X Shipyard workshops on September 8 and was due to depart La Ciotat, France, on September 12 to reach Cherbourg aboard the cargo vessel Spirit. CMN will then complete the vessel.

 

The other two hulls are already under construction. One will be removed from its mould during the week for a delivery in mid-November and the third is scheduled for mid-January 2015, CMN said.

 

The Ocean Eagle 43 patrol vessel features an innovative trimaran design ideal for shallow waters. The model has a top speed of 30 knots and a range of 3 000 miles at 20 knots. Crew complement is seven, but another eight people can be accommodated aboard. A small helipad can accommodate unmanned aerial vehicles (UAVs) like the Schiebel Camcopter while a seven metre rigid-hulled inflatable boat (RHIB) can be launched from a ramp at the back of the vessel. Weapons options include a 20 or 30 mm cannon above the bridge and two 12.7 mm machineguns at the stern.

 

On September 5, 2013, the Mozambican government signed a 200 million euro deal with Constructions Mecaniques de Normandie (CMN) to build the three Ocean Eagles, three HSI 32 interceptors and 24 fishing vessels over a two year period.

 

The HSI 32 interceptors are able to reach speeds of up to 45 knots and can undertake patrols for three days, with a range of 800 miles. Weapon options include a remotely operated 20 mm cannon and two 12.7 mm machineguns. A RHIB can be launched from the back of the boat. Crew complement is 12. These vessels are ideal for anti-piracy, anti-terrorism and anti-smuggling missions.

 

The order for 24 trawlers involves the CMN 23.5 model, crewed by eight and having an endurance of ten days. Deliveries should take place by 2016.

 

The new vessels ordered from France will provide a major boost to Mozambique’s small navy, especially in light of recent offshore oil and natural gas finds. At present the country’s small navy comprises a single Conejera class patrol craft (Pebane) donated by Spain, a couple of Namacurra class harbour patrol boats donated by South Africa and around ten small patrol craft, including RHIBs.

 

The order was well timed for CMN, which was struggling with a small order book and was about to lay off staff. It was the biggest contract in the company’s history.

 

Mozambique is paying for the vessels with money from loans from Credit Suisse and VTB Capital, Bloomberg reports. Last year Mozambique set up Empresa Mocambicana de Atum SA, or Mozambican Tuna Co., (Ematum), which secured a $500 million loan from Credit Suisse and $350 million from VTB Capital. Ematum is 34% owned by the Institute for the Management of State Holdings (IGEPE). The other shareholders are the state fishing company Emopesca and GIPS (Management of Investments, Holdings and Services), with 33% each. GIPS was set up in December 2011, and its main shareholder is the social services of the State Intelligence and Security Service (SISE)

PARIS — France’s surprise suspension of the sale of a Mistral-class helicopter carrier to Russia is seen as a delaying yet diplomatic move to buy time on a troubled arms deal and ease pressure on French President François Hollande with other leaders.

 

The delicate French repositioning — which is not a cancellation — took place as Ukrainian forces fought with rebels to regain control of Donetsk and Mariupol, eastern Ukraine, and Russian President Vladimir Putin pitched a cease-fire plan to Kiev.

 

Hollande’s “on hold” decision came on the eve of the two-day NATO summit, where US President Barack Obama and some 60 heads of state and government met at the Celtic Manor resort in Newport, Wales, on Sept. 4.

 

A delivery of the first Mistral ship, which bears its name Vladivostok in Cyrillic script on the hull, was due for delivery by the end of October. Now that the deal is on hold, France will reap the financial, economic and reputational consequences.

 

The Elysée president’s office declined comment.

 

Russian sailors are due to go to sea for training on the Vladivostok this month, while work continues on the second ship, an industry source said. Sevastapol is scheduled for handover at the end of 2015.

 

Prime contractor DCNS declined comment. Subcontractor STX France is building the Sevastapol at the Saint Nazaire dockyard in western France.

 

A cancellation would likely bring a wave of Russian litigation for repayment of funds and damage the prospects of future deals.

 

“This is a wise decision,” said François Lureau of consultancy EuroFLconsult and former procurement chief. “This is a decision which buys time, time to analyze the situation and to avoid the irreversible decision of cancellation.”

 

French media reported widely that Hollande was giving ground after pressure from Washington and London, but the Baltics — Estonia, Latvia and Lithuania — and Nordic states also have voiced grave concern over the two-ship, €1.2 billion (US $1.6 billion) Mistral deal with Russia.

 

French prospects in the world arms market could take a hit, particularly in the exclusive talks on the sale of Dassault Aviation’s Rafale fighter to India, a conservative politician said. India and Russia have close defense ties.

 

“This puts on a fragile footing arms contracts under negotiation … particularly the recent contract with Saudi Arabia for equipping the Lebanese armed forces and the prospective contract for 126 Rafales for India,” said Philippe Folliot, a member of Union des Démocrates et Independents who sits on the parliamentary defense committee.

 

In New Delhi, Defence Ministry officials said there was no linkage between the Mistral warship deal with Russia and negotiations for the Rafale with India.

 

A British official said the warship debate is not seen as a problem for the Rafale sale to the Indian Air Force. “India is not invading a neighboring country,” the official said.

 

The French decision is “a reasonable compromise,” a defense specialist said. “In international relations it’s very important to keeps the door open.”

 

Hollande faces domestic difficulties with a fractious Socialist Party and a weak economy, and sought to avoid difficulties with international colleagues.

 

“At the summit, he didn’t want to meet Obama with such a question still pending,” the source said. The administration hardens the line but also wins time to look for solutions.

 

“Chapeau [tip of the hat],” the British official said of the suspension order. “The pain is shared,” he said, referring to recent sanctions aimed at Russian finances that hurt London, a key market for global funds.

 

Hollande gave “a very significant speech” on Aug. 30 to socialists and social democrats, pointing to Russia’s incursion and a need to increase sanctions, the official said.

 

French officials will be explaining to export clients and prospects the difficulties on the Moscow-Mistral deal, seeking to reassure foreign governments, sources said.

 

The “on hold” decision does carry a big financial impact for France, but buys some time, said Jean-Pierre Maulny, deputy director of think tank Institut des Relations Internationales et Stratégiques.

 

France froze arms deals when Iraq invaded Kuwait in 1990 and suspended weapon systems intended for Libya when the West turned against Moammar Gadhafi. In the anti-apartheid South Africa era, Paris refused to approve a sale of submarines to Pretoria, Maulny said. French-designed helicopters, however, made their way to South Africa.

 

The geopolitics must be resolved as Russia seeks a zone of influence, he said. If Kiev and Moscow do not reach agreement on a deal, the peace plan will fall through and there will be a return to the Cold War, he said.

 

Hollande’s insistence on Russia was also important for French chances in Poland’s arms procurement plans, said Loic Tribot La Spiere, chief executive of think tank Centre d’Etude et Prospective Stratégique, pointing to MBDA, DCNS and Thales. There could also be interest for Dassault Aviation in Ukraine’s effort to modernize its Air Force, he said.

 

The French companies were at Poland’s MSPO arms show, which ran Sept. 1 to 4.

 

A defense expert said it may have been necessary to win time for a decision on the Mistral, but what is the fallback position if there is no agreement with Moscow? What does France win from its allies in return for the move?

 

Germany has already taken a stance on arms deals. Berlin has suspended a contract for Rheinmetall to build a Russian combat training facility, worth around €120 million, aimed at training 30,000 troops a year, reported broadcaster Deutsche Welle.

 

For German Member of European Parliament Manfred Weber, chairman of the conservative European People’s Party, there is no doubt: Paris has to cancel the Mistral deal, as the “hypocrisy” had gone far enough, he said in a statement on Sept. 2.

 

The next day, Hollande’s office issued the suspension statement.

 

“The recent actions by Russia in eastern Ukraine are contrary to the basic notions of security in Europe,” the Elysée said in a statement following a restricted defense council meeting on Sept. 3.

 

“President Hollande noted that, despite the possibility of a cease-fire, which is yet to be confirmed and implemented, the conditions that will allow France to authorize the delivery of the first amphibious landing ship [bâtiment de projection et commandement – command and projection ship] have so far not been met,” the statement said. ■

Suspension de la vente des deux BPC à la Russie : « une très mauvaise nouvelle pour la crédibilité de la diplomatie française ».

Alors que le Président de la République, François HOLLANDE, a estimé que les conditions de vente de deux des quatre Bateaux de Projection et Commandement (BPC) de Classe Mistral à la Russie n’étaient « plus réunies », eu égard aux positions de Moscou vis-à-vis de la situation en Ukraine, Philippe FOLLIOT, Secrétaire de la commission de la défense, estime que la crédibilité diplomatique de la France, et son image à l’international, sont totalement discréditées par cette décision. Alors que le Président de la République et le ministre des Affaires étrangères, Laurent FABIUS, ne cessent de réaffirmer leur attachement au développement international de la France, notamment par la diplomatie économique, cette décision -  certes motivée par une posture russe qu’il faut chercher à infléchir – laisse désormais planer une lourde épée de Damoclès sur la crédibilité de l’État français comme partenaire commercial fiable. Outre que cette décision soit annoncée en plein Sommet de l’Otan, qui se tient aux Pays de Galles les 4 et 5 septembre, laissant à penser qu’elle soit conditionnée à une forte et « amicale » pression de la part de certains de ses membres, elle fragilise l’ensemble des contrats d’armement en cours de discussion. Il en est ainsi, notamment du récent contrat d’armement conclu avec l’Arabie Saoudite, au profit des Forces armées libanaises ou encore de l’éventuel contrat des 126 Rafales indiens, toujours en suspens. D’un point de vue financier, on ne peut que s’alarmer des conséquences de ce choix politique. Le litige financier qui en résulte s’annonce lourd à digérer pour le budget national. Le premier BPC russe, le Vladivostok, ayant déjà été livré en mars dernier, l’interruption de la construction du second, le Sebastopol, se soldera inévitablement par un remboursement partiel du paiement des 1,2 milliards d’euros que la Russie a largement déjà honoré en échange de la construction des quatre navires (dont deux en Russie).  Sans oublier la pérennité même de la Loi de Programmation Militaire (LPM), gagée sur les recettes exceptionnelles liées à notre capacité d’exportation de notre industrie de défense.   Je saisirai prochainement le gouvernement et le ministre de la défense sur les conséquences diplomatiques, financières et humaines de ce report, qui mettent aussi en péril l’emploi des plusieurs milliers de salariés des chantiers navals STX de Saint-Nazaire.

La France a suspendu la livraison du premier navire de classe Mistral qu'elle devait fournir à la Russie d'ici la fin de l'année. Une sanction qui n'est pas anodine étant donné le climat conflictuel autour de la situation ukrainienne, et qui pourrait pénaliser durablement la marine militaire russe, privée de ce joyau des mers.

 

La France a annoncé mercredi 3 septembre qu'elle suspendait la livraison du Vladivostok, le premier des deux navires de classe Mistral qu'elle doit livrer à la Russie. Ce contrat de 1 370 millions d'euros, approuvé fin 2010 après 8 mois de discussions et dont une partie a déjà été avancée début 2011, représente l'une des plus importantes ventes de matériel militaire passées entre la Russie et l'un des pays membres de l'OTAN.

 

Le contrat comprend la livraison de deux bâtiments, plus une option pour en construire deux supplémentaires avec des transferts de technologies. Il est important pour la marine russe d'un point de vue stratégique car elle ne possède pas à l'heure actuelle de navires d'assaut amphibie polyvalents capables de projeter à la fois des forces aériennes (hélicoptères) et des forces terrestres (infanterie et véhicules). Un manque qui s'était notamment avéré pénalisant lors de la deuxième guerre d'Ossétie du Sud, qui a opposé la Russie en 2008 à la Géorgie. Le chef de l'état-major russe, Nikolai Makarov, avait alors justifié cet achat car le développement d'un modèle aux capacités similaires par les entreprises nationales aurait requis au moins 10 ans d'études.

 

Un rôle de porte-hélicoptères déterminant

 

Les navires de classe Mistral, appelés "bâtiments de projection et de commandement" (BPC), jouent un rôle important au sein de la Marine nationale française. Avec une longueur de 199 mètres et un tirant d'eau de 6,2 mètres, ce sont les plus gros bâtiments en service après le porte-avion nucléaire Charles de Gaulle. Leur pont de 6400 mètres carrés permet d'accueillir 6 hélicoptères, plus 16 dans hangar situé sur le pont inférieur (de 1800 m2). Ils peuvent embarquer une grande variété d'hélicoptères, notamment l'intégralité des appareils utilisés par l'armée française ainsi que des hélicoptères américains comme le CH-53E Super Stallion de Sikorsky, le plus lourd de l'armée US (près de 21 tonnes). Les Mistral russes sont de leur côté censés accueillir des Kamov Ka-29 et Kamov Ka-52K Alligator. Ce rôle de porte-hélicoptères est aussi important pour la flotte russe que pour la flotte française, qui ne possèdent chacune qu'un seul porte-avions.

 

Côté terrestre, les Mistral peuvent transporter jusqu'à 450 hommes, plus une grande variété de blindés (jusqu'à 59 véhicules) dans un hangar dédié de 2650 m2. Ceux-ci sont acheminés à terre par quatre véhicules de débarquements, les Chalands de Transport de Matériel (CTM). Pour faciliter au mieux le déploiement, ils sont équipés de deux propulseurs en nacelle sous la coque. Ils sont orientables à 360° et permettent une grande manoeuvrabilité, ainsi qu'une vitesse maximale de 18 noeuds. Le tout est contrôlé depuis un poste de commandement et de gestion de combat avancé, équipé de radars et de connexions par satellites sécurisées. C'est cette polyvalence qui fait l'attrait de la classe Mistral auprès des russes, et notamment sa fonction de porte-hélicoptères, un rôle qui complémenterait la force de frappe aérienne du porte-avions Kouznetsov, le navire amiral de la marine russe. Par extension, si elle devait rentrer en conflit avec l'OTAN, la Russie souffrirait inévitablement de ce manque dans son arsenal.

Les conditions pour la livraison du premier Mistral à la Russie ne sont pas réunies, a annoncé l'Elysée ce mercredi. La vente des deux navires de guerre par la France a été vivement critiquée par les Etats-Unis et en Europe en raison de la crise en Ukraine. 

 

Paris fait volte-face. Les conditions pour que la France autorise la livraison du premier navire Mistral à la Russie "ne sont pas à ce jour réunies", a déclaré l'Elysée ce mercredi à l'issue d'un Conseil de défense. "Le contrat est suspendu jusqu'en novembre", précise une source diplomatique française qui affirme que "la France a entendu la pression de la communauté internationale".  

Devant "la situation en Ukraine" jugée "grave", le "président de la République a constaté que, malgré la perspective d'un cessez-le-feu qui reste à confirmer et à être mis en oeuvre, les conditions pour que la France autorise la livraison du premier BPC (Bâtiment de projection et de commandement, ndlr) ne sont pas à ce jour réunies", a déclaré la présidence dans un communiqué. 

"Les actions menées récemment par la Russie dans l'est de l'Ukraine contreviennent aux fondements de la sécurité en Europe", fait valoir l'Elysée à la veille d'un sommet de l'Otan

Mistral perdant

C’est l’histoire d’un deal qui aurait pu être en or s’il avait été conclu au bon moment et avec le bon partenaire. Négocié à un moment douteux avec un partenaire qui ne l’était pas moins, le deal en or se révèle un boulet que, trois ans après, le gouvernement français qui en a hérité traîne piteusement derrière lui, incapable de s’en débarrasser, concentrant sur lui le feu des critiques.

 

Depuis l’annexion de la Crimée, en mars, la question de la vente des Mistral à la Russie empoisonne la politique française sur l’Ukraine. La France peut-elle livrer deux gros porte-hélicoptères construits à Saint-Nazaire pour la marine russe, alors que le président Poutine est engagé dans une politique expansionniste qui viole ouvertement le droit international aux portes de l’OTAN et de l’Union européenne dont il ignore tous les avertissements ?

The first in the series of six Varshavyanka-class diesel-electric submarines, built for Crimea-based Black Sea Fleet, will be put in service with the Russian Navy on August 22, a Navy spokesman said on Tuesday.

 

“On August 22, St. Andrew's flag of the Russian Navy will be raised on diesel-electric submarine Novorossiisk at the Admiralty Shipyards in St. Petersburg,” Capt. 1st Rank Igor Dygalo said.

 

According to the spokesman, the submarine is currently undergoing the second testing phase in the Baltic Sea and will soon arrive at the Admiralty Shipyards.

 

Construction of the Novorossiisk submarine started in August 2010, followed by the Rostov-on-Don sub in November 2011, the Stary Oskol in August 2012, and the Krasnodar in February 2014.

 

The much-anticipated delivery of these submarines, dubbed by the US Navy as “black holes in the ocean” because they are nearly undetectable when submerged, is a key part of Russia’s naval strategy in the Mediterranean, where Moscow has recently deployed a permanent task force consisting of some 10 surface ships.

 

The Varshavyanka-class (Project 636.3) is an improved version of the Kilo-class submarines and features advanced stealth technology, extended combat range and the ability to strike land, surface and underwater targets.

 

These submarines are mainly intended for anti-shipping and anti-submarine missions in relatively shallow waters.

 

The vessels, crewed by 52 submariners, have an underwater speed of 20 knots, a cruising range of 400 miles (electric propulsion) with the ability to patrol for 45 days. They are armed with 18 torpedoes and eight surface-to-air missiles.

 

The Russian Black Sea Fleet has not received new submarines for decades and currently operates only one boat – the Kilo-class Alrosa, which joined the Navy in 1990.
