1st Equipment Design Contracts for Type 26 Global Combat Ship Awarded

We are awarding four key design contracts for the Type 26 Global Combat Ship, demonstrating the momentum building behind the programme to deliver the UK Royal Navy's next generation complex warships

 

The Design Development Agreements with Rolls-Royce, MTU, David Brown Gear Systems and Rohde & Schwarz cover propulsion and communications equipment for the ship design.

 

Geoff Searle, Type 26 Global Combat Ship Programme Director at BAE Systems, said: “Confirming our first major equipment design partners is a huge step forward and reflects the maturity we have achieved in the ship's design. We are working closely with the Ministry of Defence and our suppliers, bringing expertise together from across industry and we are now at the stage of developing detailed design of systems and equipment that will go into the ships.

 

“Using proven products and technology, ensures we are delivering the highest level of service and capability, giving confidence to the Royal Navy and prospective customers in the global market.”

 

The UK's Type 26 Global Combat Ship will employ a Combined Diesel Electric or Gas Turbine propulsion system. This will enable the ships to achieve high speeds, whilst also providing an economic power to the onboard systems and will allow the ships to operate quietly in cruising mode. Rolls-Royce has been selected as the design partner for Gas Turbines, while David Brown Gear Systems Ltd will develop the Gear box and MTU the Diesel Generator Sets. Rohde & Schwarz has been selected to design the Integrated Communications System for the ships.

 

The Assessment Phase for the Type 26 programme began in March 2010, with a joint team of 550 engineers from BAE Systems, Ministry of Defence and wider industry working across Bristol, Portsmouth and Glasgow to develop the detailed specification for the ships. The Ministry of Defence is expected to make its Main Investment decision around the middle of the decade, with manufacturing planned to start in 2016 and the first Type 26 set to enter service as soon as possible after 2020. The planning assumption is for a Class of 13 anti-submarine warfare and general purpose ships to replace the capability of the UK Royal Navy's Type 23 frigates with enhanced, flexible modern warships.

 

The Global Combat Ship will be a multi-mission warship capable of undertaking a wide range of roles from high intensity warfare to humanitarian assistance, either operating independently or as part of a task group. Designed with an acoustically quiet hull, it will support anti-submarine warfare, air defence and general purpose variants. The Global Combat Ship will take full advantage of modular design and open systems architecture, ensuring it can be easily upgraded as new technology develops and can accommodate sub-systems and equipment to individual customer needs.

BAE Systems New Global Combat Ship Draws Export Buyer Interest

Eight countries are considering the purchase of BAE Systems Plc Type 26 Global Combat Ships, including an air-defense variant the U.K. isn’t currently planning to acquire.

While export campaigns total more than 30 ships, not all are expected to result in sales, Commodore Steve Braham, who leads U.K. export efforts for the vessel, said today. He wouldn’t name potential buyers.

The U.K. government made an effort to lure customers for the ship by opting for a modular, lower-cost design after exports of other programs faltered because of price.

Airborne Systems Awarded Contract to Supply Anti-Missile Decoys to the US Navy

Airborne Systems, a division of HDT Global, is pleased to announce that it has been awarded a contract by the U.S. Navy to supply its Mk59 naval floating corner reflector decoy system.

 

The contract to supply the Mk59 naval floating corner reflector decoy system is valued at $41.7 million over the next five years and will see the decoy system fitted to U.S. frigates/destroyers.

 

The Mk59 corner reflector decoy offers a unique countermeasure protection against the most advanced emerging RF seeking missiles.

 

“The U.S. Navy has recognised the capability that the Mk59 system offers, and to win this contract is a major achievement for Airborne Systems,” says Dr. Vicki Panhuise, President, Airborne Systems.

 

“The award of this contract further confirms the position of Airborne Systems as the world leader in naval decoy technology.”

 

“This is one of a number of electronic warfare decoy products being designed and manufactured by Airborne Systems’ European facility, and represents a growing market, states Chris Rowe, Managing Director, Airborne Systems Europe.

 

“In addition to providing protection for the forces of our allies, it also provides and sustains high quality jobs in the UK, and more particularly in South Wales.”

 

Peter Barrett the Airborne Systems Business Development Manager for naval decoys adds,

 

“As newer and more advanced threats emerge on the marketplace, navies will have to re-examine their strategies for defeating RF missiles, as the more traditional countermeasures that have been utilised for many years will be increasingly ineffective against these advanced missiles.”

 

The Mk59 decoy system being supplied to the U.S. Navy represents several generations of advancements to the previously supplied ANSLQ49 decoy which went out of service with the U.S. Navy in the early 2000’s.      

 

Airborne Systems corner reflector decoys have been fitted to the UK Royal Navy frigates since 1986, with the latest version for the UK Royal Navy entering service in 2006, including their latest Type 45 Destroyer. Other NATO nations have also fitted various versions of the decoy system onto their vessels.

 

The decoy system itself comprises of deck mounted launch tube, which is already preloaded with the Mk59 decoy, and upon pressing the fire button in the Ops room the process then becomes fully automatic. The decoy is launched out of the tube, and fully inflates alongside the ship’s hull on the sea surface, before automatically being released and free floating past the stern. This entire deployment and inflation process takes a very short period of time, making the Mk59 effective against even supersonic threats.

BAE Systems et DCNS coopèrent pour les sous-marins Astute

DCNS vient de signer un contrat avec BAE Systems pour la fourniture de 4 échangeurs, équipements destinés aux sous-marins nucléaires n°6 et 7, derniers de série de la classe Astute pour la Royal Navy.

 

Partenaire privilégié de BAE sur la gamme Astute depuis 2001, DCNS se voit confier avec cette commande, la totalité des échangeurs qui équiperont la dernière génération des sous-marins nucléaires de la Grande Bretagne.  La Royal Navy a réceptionné en début d’année son second sous-marin nucléaire d’attaque du type Astute.

 

La conception et la réalisation des échangeurs font appel à un savoir-faire technologique très particulier. DCNS a acquis ces compétences au travers de la réalisation de différents programmes de sous-marins conventionnels ou nucléaires. Avec plus de 500 échangeurs, dont 170 équipant des sous-marins conventionnels et nucléaires de 10 marines dans le monde, DCNS a en effet développé une expertise en conception thermique et mécanique.

 

Les équipes du site DCNS de Nantes-Indret finalisent actuellement la fabrication des 2 échangeurs du 5è sous-marin Astute et poursuivront avec les 4 derniers échangeurs dont les clés de réception s’échelonneront jusqu’à mi 2016.

 

Un équipement sur mesure

 

DCNS apporte son expérience des équipements haute pression en proposant un système sur mesure répondant aux performances d’endurance, de rendement avec un haut degré de discrétion acoustique. Ce système, équipement stratégique assurant le refroidissement de l’ensemble du sous-marin,  a été dimensionné pour une plus grande compacité et une intégration facilitée.

 

Optimiser la fourniture d’équipements 

 

DCNS est un important fournisseur d’équipements pour la Royal Navy : groupes turbo-alternateurs frégates T45, échangeurs pour SNA, lanceurs verticaux de missiles Sylver. Russia Sets ‘New Rules’ For Naval Shipbuilders – Report

MOSCOW, September 6 (RIA Novosti)

 

A senior Russian defense official has unveiled “new rules” for the country’s military shipbuilding industry in a bid to shake up warship production, Kommersant daily reported Friday.

Citing unnamed sources who attended the closed-door meeting at the Krylovsky research center in St. Petersburg, Kommersant said Deputy Defense Minister Yury Borisov’s address “in fact set out new rules of the game” in the shipbuilding industry. Similar meetings will soon take place on the military aerospace and space sectors, the sources told the paper.

Borisov said Russia's new military shipbuilding program until 2050, which has to be drafted by November, should primarily focus “on quality.” He said less funding will be provided for the program than previously, but did not say by how much.

The new naval shipbuilding program will cut the number of ship types while increasing their number, and also ensure more efficient budget spending throughout the entire life cycle of each ship, Borisov said according to Kommersant.

“We need ships that will serve 50 years, not 30 years and that can undergo five or six modernizations,” Borisov said, the paper reported, adding that it was important to encourage shipbuilders to build fewer ships of better quality.

Under the rearmament program for the period until 2020, some 5 trillion rubles ($150 billion) has been allocated for the Navy, Borisov said, of which 47 per cent will go into building new ships.

Borisov criticized previous state rearmament programs, that he said had not been fulfilled due to “wrong assessment of planned spending, the high inflation rate, low level of prepayment, underestimated costs and out of control growth in prices” for warships. He compared the cost of building a ship to the "budget of a city," saying pricing is a burning issue for the industry, the report said.

Borisov’s ultimatum to the industry is the latest in a series of direct addresses by senior Russian officials to naval shipbuilders, and in particular the United Shipbuilding Corporation.

Last May, President Vladimir Putin fired the corporation’s boss Andrei Dyachkov after just ten months in the job, replacing him with the head of tank maker Vladimir Shmakov, with a brief to shake up the sector.

In August, Deputy Prime Minister Dmitry Rogozin, who oversees the defense industry, said all contracts for naval ships should be “unified,” including all systems on board including weapons, in a bid to keep control of costs.

Mozambique signs patrol, interceptor vessel contract with CMN

The Mozambican government has signed a $200 million deal with French shipyard CMN to build three patrol vessels, three fast interceptors and 24 fishing trawlers. The contract represents a major boost to Mozambique’s small Navy.

 

Constructions Mecaniques de Normandie (CMN) will spend two years building the vessels, which include three 32 metre and three 42 metre patrol vessels, according to MCN owner Iskandar Safa, who announced the deal at a press conference on Thursday.

 

The contract covers three Ocean Eagle 43 patrol vessels, featuring an innovative trimaran design ideal for shallow waters. The model has a top speed of 30 knots and a range of 3 000 miles at 20 knots. Crew complement is seven, but another eight people can be accommodated aboard. A small helipad can accommodate unmanned aerial vehicles (UAVs) like the Schiebel Camcopter while a seven metre rigid-hulled inflatable boat (RHIB) can be launched from a ramp at the back of the vessel. Weapons options include a 20 or 30 mm cannon above the bridge and two 12.7 mm machineguns at the stern.

 

The HSI 32 interceptors are able to reach speeds of up to 45 knots and can undertake patrols for three days, with a range of 800 miles. Weapon options include a remotely operated 20 mm cannon and two 12.7 mm machineguns. A RHIB can be launched from the back of the boat. Crew complement is 12. These vessels are ideal for anti-piracy, anti-terrorism and anti-smuggling missions.

 

The order for 24 trawlers involves the CMN 23.5 model, crewed by eight and having an endurance of ten days. Deliveries should take place by 2016.

 

The new vessels ordered from France will provide a major boost to Mozambique’s small navy, especially in light of recent offshore oil and natural gas finds. At present the country’s small navy comprises a single Conejera class patrol craft (Pebane) donated by Spain, a couple of Namacurra class harbour patrol boats donated by South Africa and around ten small patrol craft, including RHIBs

On le sait peu, mais le groupe français est, désormais, un fournisseur régulier de l’industrie navale britannique dans le cadre des grands programmes de la Royal Navy. DCNS a, ainsi, travaillé pour les six nouveaux destroyers lance-missiles du type 45, dont la tête de série (HMS Daring) est en service depuis juillet 2009 et le dernier exemplaire (HMS Duncan) sera prochainement livré par BAE Systems. Agissant pour le compte du groupe britannique, DCNS a réalisé sur son site de Nantes-Indret les groupes turbo-alternateurs des T45, ainsi que les lanceurs verticaux Sylver (destinés à accueillir les missiles surface-air Aster), fournis par son établissement charentais de Ruelle.

 

Dans le même temps, le groupe français a discrètement remporté, en 2001, un contrat pour la livraison d’équipements destinés aux nouveaux sous-marins nucléaires d’attaque du type Astute. Il s’agit, dans ce cas, de la conception et de la réalisation des échangeurs embarqués sur ces bâtiments. Ces échangeurs, chargés d’assurer les fonctions de refroidissement à bord des sous-marins, sont réalisés à raison de deux exemplaires par SNA. Les quatre derniers équipements, destinés aux sixième et septième Astute, dernières unités de la série, viennent d’être commandés par BAE Systems.  Livrables d’ici la mi-2016, ils sont produits par Indret. Le centre ligérien de DCNS, spécialisé dans les systèmes propulsifs, s’appuie sur un long savoir-faire, ayant conçu et réalisé plus de 500 échangeurs, dont 170 équipant des sous-marins conventionnels et nucléaires de 10 marines dans le monde. « La conception et la réalisation des échangeurs font appel à un savoir-faire technologique très particulier. DCNS a acquis ces compétences au travers de la réalisation de différents programmes de sous-marins conventionnels ou nucléaires, (et) apporte son expérience des équipements haute pression en proposant un système sur mesure répondant aux performances d’endurance, de rendement avec un haut degré de discrétion acoustique », précise le groupe naval.

Terma Announces Two Mid-life Upgrade Contracts With the Danish Navy

The Danish Defence Acquisition and Logistics Organization (DALO) has chosen Terma’s solutions for its Mid-Life Upgrade of the Danish Navy’s Offshore Patrol Vessels (OPVs). During the next four years, the THETIS-class OPVs will be updated with the SCANTER 4100 radar and the C-Flex command & Control System.

 

Terma will deliver four SCANTER 4100 radar systems, with an option for an additional four systems. The additional systems are aimed at training at the Danish Navy’s schools, as well as extra systems for the KNUD RASMUSSEN-class OPVs, which the Danish government in 2012 decided to expand with an additional ship. Furthermore, Terma is to support the deliveries with spare parts and technical preparedness.

 

Thomas Blom, Vice President, Naval, is very pleased with contract: “We are proud that the Royal Danish Navy once again has selected Terma as their supplier of solutions for the Danish vessels. This is an invaluable sign of trust, and a stamp of quality for our products”.

 

The first radar must be operational in mid-2014, and the remaining radars towards the end of 2014. Among others, Terma has already supplied the SCANTER 4100 radar to Royal Navy’s HMS Clyde and the Brazilian Navy’s Amazonas-class.

 

The C-Flex Command & Control system will replace the ship’s existing C3 solution. C-Flex will support the full mission cycle in maritime domain security and surveillance by integrating the shipboard sensor and weapon systems to generate a real-time confident situational awareness display that can be shared in full over datalink.

 

Today, the Terma C-Flex is the preferred solution across the Royal Danish Navy’s platforms and supplied in customized versions to a number of navies throughout the world, including the Romanian Navy, the Royal Thai Navy, and other ASEAN countries.

 

The Danish Navy’s four THETIS-class OPVs have been operating successfully in the Northern Atlantic seas surrounding Greenland and The Faroe Islands for 20 years. With the Mid-Life Upgrades, the ships will continue to patrol the Arctic waters for years to come.

Britain must have two working aircraft carriers if it wants to be a global military player, a Foreign Office parliamentary aide has said.


 

A Government cost-cutting proposal to mothball or sell one of two carriers being built would be a poor use of public money, Tobias Ellwood MP said in a report for a military think tank.

Trying to rely on a single carrier would also undermine the UK’s ability to cope with international crises.

Mr Ellwood said: “The UK either needs a carrier capability or it does not.

“If it does, then a minimum of two are required in order to have one permanently available.”

Running both carriers would cement Britain’s position as “a global player with a military power of the first rank,” he said.

The Government has yet to decide the fate of the two 65,000 ton Queen Elizabeth class carriers currently being built, but the 2010 defence review proposed selling one or keeping it mothballed to save money.

Mr Ellwood, in a report for the Royal United Services Institute, said: “A £3-billion carrier waiting in ‘suspended animation’ in Portsmouth to be activated has political consequences, as does the selling of a ship at a loss.

“Neither option is a sensible use of taxpayers’ money. Indeed, the latter should be firmly disregarded.”

He said the lack of British carriers during the 2011 Libya campaign had meant that RAF Tornadoes and Typhoons had been forced to fly a 3,000 mile round trip from the UK to hit Col Gaddafi’s forces.

Even when a base became available in Italy, he said air raids were still four times more expensive than if they had been launched from a carrier in the Mediterranean.

Mr Ellwood, a former Army officer, said: “The carrier’s agility and independence means it is likely to be one of the first assets deployed to any hotspot around the globe.”

He said a single carrier would only be available around 200 days per year because of maintenance work.

Last week backbenchers on the Public Accounts Committee warned the aircraft carrier programme faced further spiralling costs.

The project remained a “high risk” because technical problems had not been resolved and there was potential for “uncontrolled growth” in the final bill.

The committee also said a decision to change the type of planes to fly from the carriers had wasted tens of millions of pounds.

The Ministry of Defence had originally opted for jump jet versions of the F-35 Joint Strike Fighter, then switched to the carrier variant, only to return to the jump jets again last year when costs soared.

Philip Hammond, Defence Secretary, said no decision would be made on what to do with the two carriers until the 2015 strategic defence and security review.

But money saved by reverting to the jump jet F-35s meant there was the possibility of having two operational carriers.

He said: “Of course there are operational cost implications of holding two carriers available rather than one, but we will weigh very carefully the benefits of that and the costs of that in the review.”

Le BPC russe Vladivostok sera bien mis à l'eau à la mi-octobre à Saint-Nazaire

En dépit de sa légendaire discrétion, le chantier naval nazairien a confirmé à mes collègues de la rédaction local d'Ouest-France que le premier des deux BPC russes sera mis à l'eau vers le 15 octobre.

Le 26 juillet, ce BPC, le Vladivostok, a été "jumboïsé" aux chantiers STX (cliquer ici pour lire mon post d'alors). C'est-à-dire que les deux tronçons: celui réalisé sur place et l'autre acheminé par mer depuis la Russie et arrivé à Saint-Nazaire trois jours avant (cliquer ici pour lire un post sur ce sujet), ont été "collés" pour constituer la coque.

Une fois mis à l'eau, ce BPC sera aménagé et équipé de ses systèmes d'armes. Sa livraison interviendra au troisième trimestre 2014.

Riva Trigoso: Fincantieri Lays Keel of the Frigate “Luigi Rizzo”

 

Today at the Riva Trigoso shipyard, near Genoa, Fincantieri held a ceremony marking the laying of the keel of the frigate "Luigi Rizzo", the sixth ship of the FREMM program.

 

This event continues the construction of the European Multi-Mission Frigates, which remains to date the most important joint initiative between European industries in the field of naval defense.

 

The vessel, which will be delivered in early 2017, will be about 144 meters long, 19.7 wide, and will have a full load displacement of about 6,700 tons.

 

She will be able to reach a top speed of over 27 knots, and will accommodate up to 200 people.

 

The ship will be characterized by a high operational flexibility, and will have the ability to operate in multiple scenarios, particularly to maintain the security of the Mediterranean basin.

 

The ships of the FREMM program will represent the authority of the Italian state and of the European Union in the Mediterranean, and will replace the Italian navy’s "Lupo" and "Maestrale" class frigates, built by Fincantieri in the seventies.

 

The initiative involves the participation as prime contractor for Italy of Horizon Sistemi Navali (51% Fincantieri, Finmeccanica 49%) and for France of Armaris (DCNS + Thales).

 

This cooperative program has built on the positive experience of the previous French-Italian program "Horizon" that led to the creation of two destroyers for the Italian Navy, the '"Andrea Doria" and "Caio Duilio".

Ground-breaking Radar for Aircraft Carriers Begins Testing at Secret Facility on Isle of Wight

A new 3D radar capable of cutting through interference equal to 10,000 mobile phone signals, has successfully commenced integration trials at a secret electromagnetic radar testing facility on the Isle of Wight.

 

The testing of ARTISAN 3D radar is in advance of installation on the new Queen Elizabeth Class Aircraft Carriers (QEC) which are being assembled in Rosyth, Scotland.

 

The ARTISAN trials will test a series of integrated systems which include the provision of 3D air surveillance, target identification and air traffic management services for the ships,   The ARTISAN 3D Radar will provide extensive air traffic control and medium range tactical picture capability with ground breaking features such as tracking more than 900 targets at one time and has the ability to spot objects as small as a tennis ball travelling up to three times the speed of sound.

 

The BAE Systems radar testing facility on the island occupies the site of the old Somerton Aerodrome which began as an airfield in 1916. As well as being equipped for the manufacture and test of aircraft components, the aerodrome operated flights between London and the Isle of Wight in the 1930s. The site was taken over by the Decca gramophone company in 1959 which had contributed to the war effort resulting in a number of ventures into marine radar and navigation. This heritage continues today through BAE Systems’ expert radar testing at the site.

 

ARTISAN 3D is successfully providing 'real world' tracks and radar video to the QEC Combat Management System - which is also produced by BAE Systems - whilst receiving simulated 'own-ship' data in the QEC Mission System Test Facility.  ARTISAN 3D is being successfully controlled from CMS consoles to provide operators with both a medium range tactical picture and the essential air traffic control picture the ships will rely on.

 

In addition to the strong integration results, the system is operating successfully with the QEC Identification Friend or Foe (IFF) system, which can identify aircraft as friendly and track its range from a potential threat.

 

The aircraft carriers HMS Queen Elizabeth and HMS Prince of Wales are being delivered by the Aircraft Carrier Alliance, a unique partnering relationship between BAE Systems, Thales UK, Babcock and the UK Ministry of Defence. The first ship will begin sea trials in 2017.

 

Les Gregory, Product and Training services Director, BAE Systems said, "I am delighted that the ARTISAN 3D Radar is producing excellent results as predicted for the QEC, it is an exciting milestone not only in the development of BAE Systems radar programme but for the future of Royal Navy warships."

 

The medium-range radar system, which has a reach of up to 200km completed its factory testing in December 2012 and was installed at the Aircraft Carrier Alliance Electromagnetic Environment Assessment facility at BAE Systems, Cowes, earlier this year.

The Littoral Combat Ship (LCS) is a relatively inexpensive Navy surface combatant equipped with modular “plug-and-fight” mission packages for countering mines, small boats, and diesel-electric submarines, particularly in littoral (i.e., near-shore) waters.

Navy plans call for fielding a total force of 52 LCSs. Twelve LCSs were funded from FY2005 through FY2012. Another four (LCSs 13 through 16) were funded in FY2013, although funding for those four ships has been reduced by the March 1, 2013, sequester on FY2013 funding. The Navy’s proposed FY2014 budget requests $1,793.0 million for four more LCSs (LCSs 17 through 20), or an average of about $448 million per ship.

Two very different LCS designs are being built. One was developed by an industry team led by Lockheed; the other was developed by an industry team that was led by General Dynamics. The Lockheed design is built at the Marinette Marine shipyard at Marinette, WI; the General Dynamics design is built at the Austal USA shipyard at Mobile, AL. LCSs 1, 3, 5, and so on are Marinette Marine-built ships; LCSs 2, 4, 6, and so on are Austal-built ships.

The 20 LCSs procured or scheduled for procurement in FY2010-FY2015 (LCSs 5 through 24) are being procured under a pair of 10-ship, fixed-price incentive (FPI) block buy contracts that the Navy awarded to Lockheed and Austal USA on December 29, 2010.

The LCS program has become controversial due to past cost growth, design and construction issues with the lead ships built to each design, concerns over the ships’ ability to withstand battle damage, and concerns over whether the ships are sufficiently armed and would be able to perform their stated missions effectively.

Some observers, citing one or more of these issues, have proposed truncating the LCS program to either 24 ships (i.e., stopping procurement after procuring all the ships covered under the two block buy contracts) or to some other number well short of 52. Other observers have proposed down selecting to a single LCS design (i.e., continuing production of only one of the two designs) after the 24th ship.

In response to criticisms of the LCS program, the Navy has acknowledged certain problems and stated that it was taking action to correct them, disputed other arguments made against the program, and maintained its support for completing the planned program of 52 ships. Reported comments from some Navy officials suggest that the Navy might be open to changing the design of one or both LCS variants after the 24th ship or perhaps down selecting to a single LCS design after the 24th ship.

A September 2, 2013, press report stated, “The office of the Secretary of Defense (OSD)
reportedly supports the idea of limiting total purchases of littoral combat ships to only 24.... The Navy, according to sources, is countering with proposals for higher numbers, but strongly advocates going no lower than 32 ships.... The OSD proposal to limit LCS to 24 ships is understood to be part of” an alternative Department of Defense (DOD) budget plan that assumes reduced levels of DOD spending and includes “severe reductions in purchases and programs.”

Issues for Congress concerning the LCS program include the following:
• the impact on the LCS program of the March 1, 2013, sequester on FY2013 funding and unobligated prior-year funding for the program;
• the potential impact on the LCS program of a possible sequester later this year or early next year on FY2014 funding and unobligated prior-year funding for the program;
• whether to truncate the LCS program to 24 ships or some other number well short of 52;
• whether procurement of LCS sea frames and mission modules should be slowed until operational testing of the sea frames and mission modules is more complete and other acquisition-process milestones are met;
• whether to down select to a single LCS design after the 24th ship;
• technical risk in the LCS program; and
• what defense-acquisition policy lessons, if any, the LCS program may offer to policymakers.

Experts’ Comparative Analysis of Performance Between J-15 and U.S. F-18

The J-15 belongs to the 4th generation of conventional shipboard aircraft, which also includes the U.S. navy’s F/A-18C/D “Hornet” and F/A-18E/F “Super Hornet”, the French “Rafale M”, and the Russian Mig-29K which is also used by the Indian navy.

 

According to Zheng Wenhao, military expert of Xinhua News Agency, the J-15 has the best supersonic performance among the fighters mentioned above, and is especially strong in air control and air-to-air intercept; its low-altitude and low-speed performances are slightly inferior to those of the “Hornet” family, but are better than those of the other models.

 

With its roots in the excellent genes of the “Flanker” family, the J-15′s flight performance is relatively comprehensive. A heavy shipboard aircraft with a bare weight of about 18 tons, the J-15 is able to carry more than 9 tons of fuel internally, giving a range of over 3,000 km without the need to carry an auxiliary fuel tank. According to Zheng Wenhao, this allows it up to 12 mount points, which can all be used for a range of precision guided weapons, thereby creating high combat flexibility.

 

The extensive attack radius, generous bomb load, and lengthy patrol duration give the J-15 powerful single aircraft combat effectiveness.

 

However, according to Andrei Pinkov, chief editor of the “Kanwa Information Center”, a comparison between the “Flying Shark” on the Aircraft Carrier Liaoning and the “Super Hornet” on the aircraft carriers of the U.S. Navy indicates that the F/A-18E/F of the U.S. navy is more mature, and has certain advantages over the J-15.

 

“The orientation of F/A-18E/F is a fighter attacker, so that its maneuvering is not so good as the J-15, which derives from an air control fighter. This means that the J-15 is more likely to shoot down F/A-18E/F in close combat,” says Pinkov. “However, the ‘Super Hornet’ is able to take off with the assistance of catapult, so that its real payload is likely to exceed that of J-15, which takes off by means of ski-jump. Thus the U.S. fighter has advantages in terms of attack and combat radius.”

 

The larger frame of the J-15 also reduces the number of aircraft on the aircraft carrier, and makes its radar cross-section bigger than the “Hornet”, offering the advantages of stealth and first sight to the enemy.

 

“The J-15 represents a major transition in China’s Navy”, says Zheng Wenhao. As China’s first shipboard fighter, its capabilities in takeoff, landing and rapid combat-readiness are a major step forward.

La Russie a suspendu les tests d'homologation de deux sous-marins nucléaires, Alexandre Nevski et Vladimir Monomakh, suite à l'échec d'un tir d'essai du missile Boulava, a annoncé samedi le ministère russe de la Défense.

 

"Le sous-marin nucléaire russe Alexandre Nevski, qui passe des tests d'homologation en mer Blanche, a tiré vendredi un missile balistique intercontinental Boulava qui devait détruire une cible sur le polygone de Koura, au Kamtchatka. Le missile a quitté son conteneur sans problème, mais son système de bord est tombé en panne à la 2e minute du vol. Le ministre russe de la Défense Sergueï Choïgou a décidé de suspendre les tests d'homologation des sous-marins Alexandre Nevski et Vladimir Monomakh pour effectuer cinq tirs supplémentaires du missile Boulava et tester les paramètres techniques et tactiques du missile", a indiqué un porte-parole du ministère devant les journalistes.

 

"Une commission dirigée par le commandant en chef de la Marine Victor Tchirkov a lancé une enquête sur l'échec du tir de Boulava", a-t-il ajouté.

 

Selon les informations précédentes, Alexandre Nevski devait être livré à l'armée à la mi-novembre et Vladimir Monomakh en décembre 2013, à l'issue de tests d'homologation.

 

Capables de tirer des missiles balistiques intercontinentaux Boulava, les sous-marins nucléaires lanceurs d'engins (SNLE) Alexandre Nevski et Vladimir Monomakh (projet 955 Boreï) constitueront la base des Forces navales stratégiques russes après la mise au rebut des sous-marins de classes Akoula (Typhoon selon le code de l'OTAN), Kalmar et Mourena (Delta-3 et Delta-4 selon l'OTAN) en 2018. Le premier sous-marin de la série, Iouri Dolgorouki, a été remis à la Marine russe en janvier dernier.

 

Le missile R30 3M30 Boulava-30 (code OTAN SS-NX-30, dénomination internationale RSM-56) doit devenir l'arme principale des forces stratégiques navales russes. Le Boulava est un missile à trois étages à propergol solide destiné à équiper les sous-marins. D'une portée de 8.000 km, il peut être équipé de dix ogives nucléaires hypersoniques de 100 à 150 kt et à trajectoire indépendante.

Ford-Class Carriers: Lead Ship Testing and Reliability Shortfalls Will Limit Initial Fleet Capabilities


The Navy faces technical, design, and construction challenges to completing Gerald R. Ford (CVN 78) that have led to significant cost increases and reduced the likelihood that a fully functional ship will be delivered on time.

The Navy has achieved mixed progress to date developing CVN 78’s critical technologies, such as a system intended to more effectively launch aircraft from the ship. In an effort to meet required installation dates aboard CVN 78, the Navy has elected to produce some of these systems prior to demonstrating their maturity—a strategy that GAO’s previous work has shown introduces risk of late and costly design changes and rework, and leaves little margin to incorporate additional weight growth in the ship.

In addition, progress in constructing CVN 78 has been overshadowed by inefficient out-of-sequence work, driven largely by material shortfalls, engineering challenges, and delays developing and installing critical technology systems. These events are occurring in a constrained budget environment, even as lead ship costs have increased by over 22 percent since construction authorization in fiscal year 2008—to $12.8 billion. Additional increases could follow due to uncertainties facing critical technology systems and shipbuilder underperformance.

The Navy’s strategy for providing timely demonstration of CVN 78 capabilities is hampered by post-delivery test plan deficiencies, Joint Strike Fighter aircraft delays, and reliability shortfalls affecting key ship systems. Additional risk is introduced due to the Navy’s plan to conduct integration testing of key systems with the ship at the same time as initial operational test and evaluation (IOT&E). This strategy will constrain opportunities to implement timely, corrective actions if problems are discovered with key ship systems. In addition, significant discoveries during IOT&E could delay demonstration of ship capabilities.

The Joint Strike Fighter, intended to operate with the carrier, has faced delays, and there is the likelihood of costly retrofits to the ship to accommodate the aircraft after CVN 78 is delivered to the Navy.

But even after the ship commissions, several key ship systems will continue to face significant reliability shortfalls that will likely increase costs to the government and limit the ship’s mission effectiveness. The extent of these limitations will not be known until after IOT&E. GAO contemplated making a recommendation to delay CVN 78 commissioning until the ship successfully completes IOT&E. However, based on additional information provided by DOD, GAO decided not to include this recommendation in the report.

The Navy and shipbuilder are implementing process improvements aimed at reducing the cost of the follow-on ship, John F. Kennedy (CVN 79), ahead of the main construction contract award for that ship, currently planned for September 2013. CVN 79 is to be of nearly identical design to CVN 78.

The shipbuilder plans to employ a new, more efficient build strategy, but remaining technical and design risks with the lead ship could interfere with the Navy’s ability to achieve its desired cost savings for CVN 79. These uncertainties also affect the soundness of the Navy’s current CVN 79 cost estimate, which is optimistic.

These factors, when coupled with the existing sole source environment for aircraft carrier construction, may compromise the government’s negotiating position for CVN 79.

Le Mozambique a passé une commande de 30 bateaux d'une valeur de 200 millions d'euros aux Constructions mécaniques de Normandie (CMN), qui emploie près de 350 personnes à Cherbourg, a annoncé jeudi le propriétaire des chantiers navals, l'homme d'affaires libanais Iskandar Safa.

 

Il s'agit de 24 chalutiers, trois patrouilleurs de 32 mètres et trois patrouilleurs de 42 m, a-t-il précisé lors d'une conférence de presse à Cherbourg en présence du ministre du Redressement Productif Arnaud Montebourg, du ministre délégué au Budget et ancien député-maire de Cherbourg Bernard Cazeneuve et de la ministre du Commerce extérieur Nicole Bricq.

 

Le ministre de l'Economie de Mozambique Manuel Chang était également présent.

 

Cela représente plus de deux ans de plan de charge pour les CMN, selon la direction.

 

"Pour les CMN, il était temps que ce contrat arrive. Les chantiers deviennent ainsi les premiers constructeurs de chalutiers en France", a déclaré Bernard cazeneuve.

 

"C'est le triomphe du made in Cherbourg et donc du made in France", a ajouté Arnaud Montebourg.

 

"C'est une partie d'un contrat que le groupe Safa a signé avec le Mozambique", a expliqué M. Safa.

 

L'ensemble de la commande au groupe Safa inclut une trentaine d'autres bateaux pour les autres chantiers du groupe (situés notamment en Allemagne et à Abou Dabi), a précisé M. Safa.

 

Les CMN affichent un chiffre d'affaires annuel d'environ 50 à 100 millions d'euros, selon les années, selon la direction.

INS Vikramaditya will be handed over to the Indian Navy on November 15 at a formal ceremony in the Russian northern seaport of Severodvinsk on the White Sea.

 

The delivery date was confirmed at talks Defence Secretary R.K. Mathur held in Moscow on Monday, according to informed sources.

 

A high-level Indian defence delegation paid a one-day visit to Moscow to prepare an annual session of the Indo-Russian Intergovernmental Commission on Military-Technical Cooperation that will meet in Russia next month under the chair of the two Defence Ministers.

 

The upgraded and retrofitted aircraft carrier is now completing sea trials and is expected to return to the Sevmash Shipyard in Severodvinsk in the next few weeks.

 

The ship was to be delivered last December, but failed the sea trials after its boilers and some other systems malfunctioned. This time, all systems performed flawlessly, including daytime and night takeoff and landings by MiG-29K deck fighter planes, the sources said.

 

The sides were tight-lipped on the issue of India acquiring a second nuclear submarine from Russia, but the sources confirmed that Moscow was willing to lease another Akula class submarine if India paid for completing its construction. The submarine has been lying half-built at the Amur Shipyard in the Russian Far East since it was mothballed in the 1990s for lack of funds.

 

On the recent accident in which INS Sindhurakshak sank after rocked by explosions, the Russian side agreed to provide expert assistance for raising the submarine and carrying out its technical inspection.

 

Russia will also beef up its team of 100 engineers, now deployed in Vishakhapatnam in order to speed up midterm repairs to INS Sindhudhvaj and INS Sindhushashtra. The Russian side also offered to have two more Indian Navy Kilo class submarines undergo midterm repairs in Russia, the sources said.

 

In reviewing progress of the Fifth Generation Fighter Aircraft, the sides noted with satisfaction the completion of preliminary design phase earlier this year. It is hoped that a contract for detailed design could be signed before the end of the year if the sides sort out the issue of costs.

The Indian Navy has received the second Saryu-class naval offshore patrol vessel (NOPV), INS Sunayna (P58) from Goa shipyard during a ceremony held in Goa.

 

The 105m-long vessel has been designed to support missions including surveillance and surface warfare operations, to prevent infiltration and transgression of maritime sovereignty for the Indian Navy.

 

The Goa shipyard-manufactured warship is powered by two SEMT Pielstick diesel engines and is armed with a 76mm super rapid Ottomelara gun, two 30mm close-in weapon system guns and six chaff launchers for self protection.

 

In addition, a remote control system which features the automatic power management system will electronically control the ship's entire propulsion and power management.

 

Capable of monitoring sea lines of communication, defence of offshore oil installations and other critical offshore national assets, the boat can be used for escorting high value ships and fleet support operations.

 

In addition to the latest navigational and early warning radars and integrated ESM system, the ship features a helicopter landing deck and hangar to enable the operation of an advanced light helicopter (ALH), as well as two rigid inflatable fast motor boats.

 

The 2,300t Saryu-class ships can cruise at speeds in excess of 25k, with a range of 6,000nm and can accommodate a crew of eight officers and 105 sailors.

 

The first Saryu-class NOPV, INS Saryu from Goa shipyard was delivered and commissioned to the Indian Navy in December 2012 and January 2013 respectively.

 

INS Sumitra and INS Sumedha, the third and fourth ships of the class, are expected to be delivered to the navy over next two years, according to Shipbuilding Tribune.

ISLAMABAD/KARACHI (PTI): Pakistan has inducted a F-22P frigate made with Chinese assistance into its navy, with Prime Minister Nawaz Sharif saying the warship exemplified the "everlasting bond of friendship" between the two countries.

 

PNS Aslat was built in a shipyard in Karachi with technology transferred by China. China has delivered three more F-22P guided missile frigates to Pakistan under a 2005 contract.

 

The Aslat is equipped with surface and surface-to-air missiles, torpedoes and an electronic warfare system.

 

Addressing the induction ceremony on Tuesday, Sharif acknowledged Beijing's assistance in building the frigate and said the two sides share time-tested relations that go back to 1950.

 

"Construction of the F-22P Frigate at Karachi Shipyard under a transfer of technology arrangement is a testament of the everlasting bond of friendship that exists between China and Pakistan," he said.

 

He said he was confident that defence cooperation between the two countries will grow and serve as a source of improved peace stability and security in the region.

 

Pakistan views relations with China as "enduring, multi-dimensional and deep-rooted" and these ties form a pillar of the country's foreign policy, he said.

 

Sharif also referred to China's support in developing Gwadar deep sea port, saying the facility will help open new vistas of growth and prosperity. The port will become a game changer for trade and economy of the region after the development of rail and road infrastructure, he added.

 

Pakistan's strategic location can only be exploited to its advantage by developing the maritime sector and a capable navy for effective defence, he said.

 

In his address, naval chief Admiral Asif Sandila said a strong naval force is required to deal with the challenges faced by Pakistan.

 

Pakistan does not have aggressive designs against any country and it wants to promote peace in the region, he said.

South Korea recently launched the first of a second batch of six Type 214 submarines. This one was built by Daewoo Shipbuilding & Marine Engineering. The first three were built (from German components) by Hyundai Heavy Industries. Much to the chagrin of the South Koreans, who are trying to develop their own submarine building capability, the first three Type 214s had quality problems. Mostly it was defective components and poor construction techniques that left the three boats noisy and easier to detect.

 

The first three Type 214 subs were out of action for most of 2010 because of these problems. This was very embarrassing, as these subs were built in South Korea and that was a big deal in South Korea. Building submarines is a very specialized and exacting type of manufacturing, and South Korea has only been doing it for less than a decade. The first subs built in South Korea were these three German Type 214s, and the first of those entered service five years ago. The boats were built using licensed technology from the German developer (HDW) and many of the components were manufactured in South Korea as well. But then metal bolts in the Type 214s began coming loose or breaking seven years ago. The problem was traced to the South Korean supplier of the bolts which were not, it turned out, manufactured to the German specification. Eventually, German specialists were called in, and by 2011 the problem had been fixed.

 

South Korea went ahead with plans to build six additional Type 214 subs over the next 12 years. South Korea already had nine 1,100 ton Type 209 subs, designed and built in Germany. The Type 214 boats use fuel cells, enabling them to stay underwater for up to two weeks. The Type 214 is a 1,700 ton, 65 meter (202 foot) long boat, with a crew of 27. It has four torpedo tubes and a top submerged speed of 35 kilometers an hour. Maximum diving depth is over 400 meters (1,220 feet).

 

AIP boats go for up to a billion dollars each. The second batch of South Korean 214s will have an improved AIP system, which is apparently more reliable and provides a small increase in time underwater. South Korea will probably become a supplier of AIP systems as well because they now have the industrial expertise for this sort of high tech. The latest Type 214 boat is important because if it proves to be flawless it will make South Korea a contender in the international submarine market.
