Inde/accidents: la Marine emploie des ouvriers sous-qualifiés

La Marine indienne emploie des ouvriers sous-qualifiés au port militaire de Mumbai (Bombay), où le sous-marin militaire Sindhurakshak a sombré le 14 août faisant 18 morts, a rapporté mardi le journal India Today se référant à une source au sein de l'administration du port.

 

"Pourquoi tous ces incidents arrivent-ils? Je ne doute pas qu'ils s'expliquent par le fait que des ouvriers mal qualifiés ont accès à des armes sophistiquées, à des systèmes de navigation, etc. Cela présente un danger pour la sécurité de nos navires", a indiqué un ancien responsable des chantiers navals de Mumbai, SK Gorhe, commentant la deuxième grande perte de la Marine indienne en trois ans.

 

Le sous-marin INS Sindhurakshak a coulé dans le port de Bombay dans la nuit du 13 au 14 août 2013, suite à trois explosions et un incendie à son bord. Dix-huit membres d'équipage se trouvaient à bord du submersible. Les corps de sept sous-mariniers ont été retrouvés. D'après le journal Mumbai Mirror, les explosions à bord du sous-marin seraient dues à un court-circuit provoqué par une erreur humaine lors du chargement de missiles.

 

Le 30 janvier 2011, la frégate indienne Vindhyagiri a coulé dans le port de Bombay suite à une collision avec le porte-conteneurs chypriote MV Nordlake, qui avait provoqué un incendie. Tous les occupants du Vindhyagiri ont pu être évacués.

The island nation of Mauritius will take delivery of a new offshore patrol vessel next year, and use it for fighting piracy, illegal fishing and drug trafficking. It was launched at an Indian shipyard earlier this month.

 

The vessel, named CGS Barracuda, was launched in Kolkata, India, on August 2 by Garden Reach Shipbuilders and Engineers (GRSE). Dignitaries present included K O Fong Weng-Pooran, senior chief executive in the Mauritian prime minister’s office and Mauritian High Commissioner Arye Kumar Juggessar.

 

Barracuda was ordered on March 4, 2011, at a cost of some $60 million and had its keel laid on April 23, 2013. Jane’s Defence Weekly reports GRSE Managing Director Rear Admiral (retd) A K Verma as saying that the shipyard is expected to delivery the OPV to Mauritius in September next year.

 

Barracuda displaces 1 300 tonnes and has a length of 74.1 metres and a draft of 3.5 metres. Range is approximately 5 000 nautical miles at her maximum speed of 20 knots. She is powered by two MTU 16V 4000 M53 diesel engines rated at 1 840 kW, each driving two controllable pitch propellers through ZF Marine gearboxes.

 

Barracuda will patrol Mauritius’s vast exclusive economic zone (EEZ), which covers 1.9 million square kilometres. Its main tasks will be combating piracy, smuggling, illegal fishing and drug trafficking but the vessel will also participate in search and rescue exercises, control pollution and transport cargo.

 

India and Mauritius have enjoyed good political, economic and military relations. Indian navy vessels often patrol Mauritian waters and India has provided military hardware to the country, such as an HAL Dhruv light utility helicopter in 2009 and a coastal surveillance radar system. Installation of this radar network will start next month. Last year, India donated two Do 228 maritime surveillance aircraft to Mauritius.

En plus des 3 bâtiments multi-missions (B2M), patrouilleurs hauturiers qui seront commandés en fin d’année afin de remplacer à partir de 2015 les bâtiments de transport léger (Batral), la marine française va bien se doter, comme prévu, de 8 bâtiments de soutien et d’assistance hauturiers (BSAH). C’est ce que propose le ministère de la Défense dans le cadre du projet de loi de programmation militaire 2014 – 2019 présenté le 2 août et qui sera examiné par le parlement à l’automne.

 

Les BSAH vont permettre de remplacer les Remorqueurs de haute mer (RHM) Tenace (1973) et Malabar (1976), le Remorqueur ravitailleur (RR) Revi (1985), les Bâtiments de soutien de région (BSR) Chevreuil (1977), Elan (1978), Gazelle (1978) et Taape (1983), ainsi que les Bâtiments de soutien, d'assistance et de dépollution (BSAD) Alcyon (1981) et Ailette (1982). Il est actuellement prévu un partenariat public-privé (PPP), avec un opérateur civil exploitant une partie de ces navires, comme c'est le cas aujourd’hui de l’Ailette et l’Alcyon, affrétés auprès du groupe Bourbon. A l’image également de ce qui est fait depuis de longues années non seulement avec les BSAD (comptant également l’Argonaute et le Jason), mais aussi que les remorqueurs d’intervention, d’assistance et de sauvetage (RIAS) Abeille Bourbon, Abeille Liberté, Abeille Languedoc et Abeille Flandre. La Marine nationale devrait externaliser des fonctions non militaires nécessitant un savoir-faire spécifique difficile à entretenir par les militaires. Elle devrait néanmoins conserver en propriété et armer par ses soins une partie des BSAH pour les missions les plus sensibles.

Les BSAH serviront au soutien d’une force navale (accompagnement d’un groupe aéronaval ou amphibie, d’un sous-marin), de soutien de région (remorquage d’engins, ancrages, relevages…) et de sauvegarde maritime dans le cadre de l’action de l’État en mer (sauvetage, assistance à la protection des biens, protection de l’environnement, lutte contre les pollutions maritimes…) Les nouvelles unités devraient être inspirées des navires de services aux opérations offshore. Ils mesureraient de 70 à 80 mètres de long pour un déplacement de 2000 à 3000 tonnes, leur motorisation développant entre 8000 et 12.000 cv. Ils doivent disposer d'une grande plateforme de travail, sur l'arrière, capable d'accueillir divers équipements et matériels. Les BSAH avaient fait l’objet, en 2010, d’un appel à projets auprès du secteur privé.

La notification de ce programme devrait intervenir d’ici 2014, le projet de LPM prévoyant que les 8 bâtiments soient tous opérationnels à la fin de la période couverte par la loi, c'est-à-dire en 2019.

Un sous-marin nucléaire dernier cri de projet 885M (Iassen M), capable de "mieux entendre" l'adversaire grâce à un équipement acoustique sophistiqué sera mis en chantier vendredi, a déclaré à RIA Novosti un porte-parole du chantier naval  russe Sevmach.

Le sous-marin de quatrième génération recevra le nom de Novossibirsk.

Les sous-marins nucléaires polyvalents de  projets Iassen et Iassen M sont dotés de systèmes de missiles Onyx et Kalibr ainsi que par un système de torpilles.

Le sous-marin nucléaire amiral de cette série, le Severodvinsk (projet 885), a été mis à l'eau  en 2010 et devra équiper cette année la Marine russe. Le deuxième sous-marin de ce type, le Kazan (projet 885 M), est en train d'être construit.

India, France to discuss Rs 80K cr worth defence deals

NEW DELHI (PTI): Deals expected to be worth over Rs 80,000 crore including supply of 126 Rafale combat aircraft are likely to be high on agenda of French Defence Minister Jaen Yves Le Drian during his three-day visit to India from Friday.

 

India and France have been busy in negotiating the 126 combat aircraft deal for which the French combat aircraft was selected last year defeating its five other European and American rivals and over Rs 30,000 crore Maitri surface-to-air missile projects.

 

During the visit of the French Minister, the two sides are expected to discuss the two deals in his meetings with Defence Minister A K Antony and other senior military leadership along with ways of strengthening bilateral ties, Ministry officials said here.

 

The militaries of the two countries have close ties and hold regular exercises with each other. The Indian Army will be visiting a French military base in September for a company-level exercise, they said.

 

The French Minister will also visit the Gwalior-based Maharajpur airbase, which is home to the French origin Mirage 2000 aircraft.

 

The Rafale aircraft deal, which is expected to be worth over Rs 50,000 crore, has been moving at its natural pace and had seen hiccups when the French side asked the Defence Ministry to define the role of HAL.

 

The deal is not expected to be finalised before the end of this year, officials said.

In the recent times, France has been awarded several key tenders by India including the supply of six Scorpene submarines to the Navy and the multi-billion dollar 126 combat aircraft deal.

 

The contract worth over Rs 11,000 crore for upgrading the fleet of Mirage 2000 aircraft was also awarded to French firm Dassault Aviation.

NGC to Supply Steering Gear Systems for Arleigh Burke Class Destroyers

Northrop Grumman Corporation (NYSE:NOC) has been awarded contracts totaling $14.4 million by prime contractors General Dynamics Bath Iron Works (NYSE:GD) and Huntington Ingalls Industries (NYSE:HII) to supply the steering gear system for three new DDG 51 Class Arleigh Burke destroyers.

 

The steering gear system is vital for the control and maneuverability of the ship and is directly linked to the integrated bridge, as well as the navigation and inertial navigation systems that Northrop Grumman is supplying under separate contracts for the DDG 51 Class destroyers.

 

Northrop Grumman has been the sole provider of the steering gear system for the DDG 51 Class since production began during the 1980s. This contract award brings the program's total to 69 steering systems.

 

"These latest awards for the DDG 51 Class steering gear system demonstrates Northrop Grumman's continued excellence in delivering quality mission-critical systems for U.S. Navy ships and submarines," said Bill Hannon, vice president of Northrop Grumman's Maritime Systems business unit. "Our expertise in producing steering, integrated bridge, inertial navigation, machinery controls and other systems makes Northrop Grumman a world leader in shipboard navigation, sensors and ship controls."

 

The work will be performed chiefly in Charlottesville and the steering systems will be installed on the DDGs at the Bath Iron Works shipyard in Maine and the Huntington Ingalls shipyard in Mississippi before the destroyers are delivered to the Navy. Equipment deliveries are expected to begin in the first quarter of 2015 and continue into the third quarter of 2017.

The French Navy’s Fleet Support Service (SSF) signed off on the completion of the intermediate refit of nuclear-powered aircraft carrier Charles de Gaulle after six months’ work by DCNS. From hull to combat system, without forgetting compliance tests to the latest environmental standards, communications suite modernization or the refurbishment of the accommodation and recreation areas, the project involved some 950 people and 1 million person-hours’ work.

 

Maintenance and modernization

 

In addition to scheduled maintenance, the refit was used to undertake significant modernization. The work was performed in the Vauban drydock at the Toulon naval base. The ship was given a complete facelift that included the repainting of a total area of 26,000 square meters and the complete refurbishment of one of the main galleys. Other modernization work included the replacement of the stabilization computer.

 

The propulsion system and other shipboard systems and equipment were inspected, overhauled and tested to ensure optimal performance in operation. Some 35 kilometers of cabling was also installed with a view to the later installation of a state-of-the-art IP network.

 

CVN Charles de Gaulle underwent a thorough overhaul performed by teams assembled by DCNS and its partners, supported day-to-day by the ship’s crew.

 

Major contracting challenge, noteworthy team success

 

“Scheduled refits are essential to return a ship to ‘as new’ condition. This six-month period of intense contract maintenance and modernization is over. Other teams will now resume shore-based day-to-day monitoring of the ship’s systems and equipment,” said Franck Bouffety, the Group’s Charles de Gaulle program manager.

 

With over 1,000 tasks in progress each week, the Vauban drydock was very busy indeed. Despite the huge number of jobs to be performed, everything was completed on time. DCNS completed the 6,000 maintenance and modernisation ‘line tasks’ specified for this scheduled refit. In addition to the ship’s crew, all available staff based at the Toulon naval base were mobilized for the extended pit stop. Virtually every DCNS center contributed in one way or another. In all, the Group assigned almost 500 employees to the project.

La poupe fabriquée à Saint-Petersbourg a rallié saint-Nazaire, mercredi, après 3 200 km de navigation. Alignement puis soudure: l'opération est délicate.

 

Le BPC achevé devrait être mis à l'eau en octobre 2013 et partir pour la Russie pour être équipé.

Washington DC - The US Defense Advanced Research Projects Agency (DARPA) is hoping to develop a new unmanned submersible carrier vehicle called Hydra that would be able to launch small unmanned aircraft from underwater. The design would also be able to act as a carrier vehicle for releasing unmanned surface and underwater vehicles.

 

"Hydra will integrate existing and emerging technologies in new ways to create an alternate means of delivering a variety of payloads close to the point of use," a DARPA document reads. "Technologies are intended to be adaptable to multiple delivery options, including airborne, surface and subsurface."

 

DARPA hopes to develop this unmanned underwater carrier vessel in three distinct phases. Initially, it hopes to define concepts, develop component capabilities and reduce subsystem risks by awarding one or possibly more developmental contracts for each of five technology areas. Subsequent phases will involve the completion of development, field testing of various components, and the integration of those components into a full system. Operational demonstrations would then be conducted, the agency says.

 

The technical areas include developing a modular enclosure to house unmanned vehicles, plus air vehicle and underwater payloads. Other areas include supporting technologies and an overall concept of operations for the entire system.

 

"DARPA will seek innovative proposals under this area to develop concepts of operation or conduct architecture studies related to the overall Hydra system," the agency says. "Examples include the development of innovative concepts for Hydra deployment and retrieval using subsurface craft and tactical air transport aircraft; identification of preferred command, control and communications architectures which most seamlessly integrate into existing battle management systems," and more.

 

As part of the project, DARPA will seek concepts for housing an air vehicle component. "The air vehicle payload is envisioned to consist of individually encapsulated air vehicles within a module that fits into the standard Hydra modular enclosure," DARPA says. "The air vehicle payload relies on the Hydra modular enclosure to provide a stable undersea platform, communications while submerged, and buoyancy."

 

The preliminary concept of operation for the encapsulated unmanned aircraft would see it ejected from the module, then floating to the surface to lift off into the air. The aircraft would have to fly out to a minimum specified range and conduct one or more classified mission types, the agency says. It is unclear exactly how DARPA wants the air vehicle to be recovered, but it says it hopes to "leverage" an existing aircraft for the project.

 

 

DARPA is also seeking concepts for an unmanned underwater vehicle as part of the Hydra effort. Some of the technologies for that part of the project would involve novel battery recharging technologies. The agency will hold a Hydra proposer's day on 5 August ahead of a planned broad agency announcement for the project. The registration deadline is 29 July.

La poupe du premier porte-hélicoptère de classe Mistral destiné à la Marine russe, le Vladivostok, est arrivée mardi à Saint-Nazaire, en France, a appris l'agence RIA Novosti auprès du service de presse du groupe français de construction navale DCNS.

 

Assemblée par l'Usine de la Baltique, la poupe du premier BPC a été expédiée le 7 juillet depuis la ville russe de Saint-Pétersbourg conformément au contrat de construction. En France, le navire de guerre sera mis au point. 

 

Yves Destefanis, directeur du programme BPC russes chez DCNS, avait antérieurement déclaré que le BPC achevé devrait être mis à l'eau en octobre 2013 et partirait pour la Russie pour être équipé d'armements.

 

La cérémonie de mise en cale sèche du premier des deux Mistral commandés par la Russie s'est tenue aux chantiers navals de Saint-Nazaire, en France, le 1er février dernier. La Russie assure 20% des travaux de construction de son premier BPC et 40% des travaux pour le second Mistral. Un responsable du Groupe unifié de construction navale russe (OSK) a annoncé en février que la Russie avait déjà produit les 30 premiers petits blocs de la poupe du BPC, qui seront envoyés en France.

 

D'une longueur maximale de 210 mètres, d'un déplacement de 22.000 tonnes et d'une vitesse supérieure à 18 nœuds, le BPC Mistral est capable de porter 16 hélicoptères, quatre vedettes de débarquement ou deux navires sur coussin d'air de faible tonnage. Son pont d'envol permet la mise en œuvre simultanée de 6 hélicoptères. Sa distance franchissable est de 20.000 milles nautiques. Le navire peut embarquer, outre ses 160 hommes d'équipage, un commando de 450 hommes.

South Korea launches second Incheon frigate

SEOUL, July 25 (UPI)

 

South Korea has launched its second Incheon-class FFX coastal defense vessel, Yonhap News Agency reported.

 

The chairman of the Joint Chiefs of Staff and senior naval officials attended the launching ceremony for the 2,300-ton frigate Gyeonggi at Hyundai Heavy Industry's shipyard in the southeastern city of Ulsan.

 

The Incheon, lead vessel in the class, was designed under the government's Future Frigate Experimental program and launched in January.

 

Yonhap reported naval officials said the Gyeonggi -- named after Gyeonggi province that surrounds Seoul -- will be delivered to the navy next year and deployed for operation in 2015.

 

The Incheon is expected to be commissioned next year.

 

About 20 frigates will be built to replace the country's aging Ulsan and Pohang patrol escort ships by 2020. The vessels were built between the early 1980s and the early 1990s.

 

The Pohang-class vessels were built by Korea Shipbuilding Corp., Hyundai Heavy Industries, Daewoo Shipbuilding and Korea Takoma. Hyundai Heavy Industries also built the Ulsan guided missile ships.

 

The Incheon and Gyeonggi vessels are South Korea's first coastal patrol vessels built after the sinking of the patrol ship Cheonan -- a Pohang-class ship -- allegedly by North Korea in March 2010. The incident raised many questions by South Korean politicians and defense analysts about the condition of the navy's equipment.

 

The 1,200-ton naval corvette Cheonan sank rapidly after an explosion from a suspected torpedo ripped the vessel in half. It sank just more than 1 mile southwest of Baeknyeong Island near the de facto sea border with North Korea.

 

North Korea consistently denies it had anything to do with the sinking.

 

The South Korean government also became concerned the country's maritime protection was left wanting in the face of increasing intrusions by foreign fishing ships, especially Chinese and North Korean, into its economic zones.

 

In December 2011, then-South Korean President Lee Myung-bak called for "strong" measures to protect the country's coast guard sailors during an increasing crackdown on illegal fishing by Chinese boats. Lee said he wanted no repeat of the attack earlier that month on two coast guard sailors during a raid on a Chinese boat suspected of fishing illegally in South Korean waters earlier.

 

A coast guard officer allegedly was stabbed by the captain of the Chinese fishing boat and died shortly after in hospital. Another coast guard member was stabbed but lived, Yonhap reported.

 

The confrontation between the coast guard and Chinese fishing vessel was one of the most difficult in years, said the team that boarded the ship, a report in Joongang Daily said at the time.

DCNS termine les travaux d’entretien intermédiaire sur le porte-avions Charles de Gaulle

Le service de soutien de la flotte (SSF) a prononcé la fin de l’arrêt technique du porte-avions Charles de Gaulle au terme de 6 mois de travaux réalisés par DCNS. De la coque au système de combat, en passant par le passage aux normes environnementales, la modernisation du réseau de télécommunication ou encore la rénovation des locaux de vie, ce sont 950 personnes et 1 million d’heures de travail qui ont été nécessaires.

 

Entretien et modernisation du navire

 

DCNS - PACDGCet arrêt technique a été l’occasion d’entretenir le navire et de le moderniser. Le porte-avions Charles de Gaulle aura notamment profité d’un passage au bassin Vauban de la base navale de Toulon. Le bâtiment a profité d’un lifting complet avec plus 26 000 m² de surfaces repeintes et la remise à neuf d’une des cuisines. Un certain nombre de modernisations ont été réalisées parmi lesquelles figure le remplacement du calculateur de stabilisation du navire. Toutes les installations à bord et l’ensemble de l’appareil propulsif ont été contrôlés, révisés et testés pour assurer le fonctionnement optimal en opérations. Par ailleurs, dans la perspective de l’installation ultérieure d’un réseau IP (internet protocol) de dernière génération, 35 km de câbles ont été passés.

 

Le porte-avions Charles de Gaulle a ainsi bénéficié d’un entretien minutieux réalisé par les équipes DCNS et leurs partenaires avec l’appui quotidien de l’équipage.

 

Un défi industriel, une réussite collective

 

« Ces six mois de travaux ont été essentiels pour redonner toute sa jeunesse au porte-avions Charles de Gaulle. La période d’intense activité industrielle est désormais terminée. Elle laisse place au début du suivi quotidien du navire depuis la terre », souligne Franck Bouffety, directeur des programmes porte-avions Charles de Gaulle chez DCNS.

 

Avec plus de 1 000 travaux en cours en permanence toutes les semaines, l’activité de ce chantier a été très intense. Malgré la multiplicité des tâches à accomplir, les délais ont été respectés. DCNS a achevé les 6 000 lignes de travaux nécessaires pour moderniser et entretenir le porte-avions Charles de Gaulle durant cet arrêt technique programmé. Outre les membres de l’équipage, la totalité des unités de production du site de Toulon se sont mobilisées pour le succès de cet « arrêt au stand ». De la même manière, la quasi-totalité des sites de DCNS ont participé aux travaux. Au total, près de 500 collaborateurs du Groupe ont travaillé sur cet entretien.

Au premier semestre 2013, DCNS a vu chuter ses prises de commandes. Mais la possible signature avant la fin de l'année du contrat de rénovation des frégates saoudiennes Sawari 1 (LEX) devrait regonfler les voiles du groupe naval.

 

DCNS peut voir venir. Même si la situation actuelle n'est pas satisfaisante en termes de prises de commandes, elle est loin d'être inquiétante. Le groupe naval a engrangé des commandes représentant un montant total de 578 millions d'euros au premier semestre 2013 (contre 813 millions au premier semestre 2012). Le carnet de commandes de DCNS s'établit à 13,23 milliards d'euros à la fin du premier semestre 2013 (contre 14,2 milliards à la fin du premier semestre 2013). Il représente aujourd'hui "plus de quatre années d'activité", pércise le groupe dans un communiqué publié mardi.

Bref, il n'y a pas le feu au lac. D'autant que l'on reparle avec beaucoup d'insistance du contrat LEX (Life Extension Sawari 1) en Arabie saoudite pour la rénovation des frégates Sawari 1. Selon des sources concordantes, ce contrat d'un montant de 1 milliard d'euros environ pourrait être signé assez rapidement, en tout cas d'ici à la fin de l'année. Mais prudence car plusieurs fois attendu par Paris, il n'a jamais été concrétisé. Un tel contrat embellirait bien sûr le bilan commercial de 2013. Au-delà, DCNS, qui est engagé dans plusieurs campagnes importantes à l'export, devra patienter plutôt en 2014 pour signer ou pas de nouveaux contrats export.

Chiffre d'affaires en hausse mais résultat opérationnel en baisse

Le chiffre d'affaires atteint 1,63 milliard d'euros (contre 1,4 milliard au premier semestre 2012). Cette croissance résulte de l'exécution de programmes industriels tant pour la France (frégates FREMM, sous-marins Barracuda et maintenance de la flotte de navires de premier rang de la Marine nationale) que pour l'international (notamment Brésil, Inde et Russie). Le PDG de DCNS, Patrick Boissier, cité dans le communiqué, s'est réjoui d'avoir "au cours du premier semestre 2013, de nouveau enregistré une croissance de notre chiffre d'affaires, ce qui confirme notre potentiel de développement.

Mais, a-t-il ahouté, "notre résultat opérationnel, impacté par certaines difficultés opérationnelles et par l'intensification de nos investissements en R&D, n'a pas connu la même croissance". Le résultat opérationnel courant avant amortissement des écarts d'évaluation s'élève à 95 millions d'euros (soit 5,8 % du chiffre d'affaires) au premier semestre 2013 contre 98 millions (soit 7 % du chiffre d'affaires) l'année passée.

Selon le communiqué de DCNS, le groupe connaît des difficultés opérationnelles sur certains projets industriels, principalement dans le nucléaire civil. Certains contrats signés auraient occasionné des pertes dans cette nouvelle activité pour le groupe (EPR de Flamanville, Chine). C'est le prix à payer de la courbe d'apprentissage, explique-t-on chez DCNS, qui va mettre des équipes dédiées à cette activité et ne plus faire jouer la polyvalence. Le groupe doit également adpater sa façon de travailler aux méthodes en cours dans le nucléaire civil.

 

Des effectifs en hausse

Enfin, DCNS accélère également ses investissements en Recherche et Développement (R&D) par rapport à ceux du premier semestre 2012 pour prendre une longueur d'avance technologique sur ses marchés. Pour autant, le groupe a réagi en engageant un plan d'actions "afin d'améliorer la situation en matière de rentabilité". Le groupe veut notamment réduire les frais fixes et les dépenses courantes, sans pour autant toucher aux effectifs. Fin juin 2013, ils s'établissaient à 13.511 équivalents temps plein (contre 12. 987 à la fin du premier semestre 2012).

C’est officiel : les jours moroses ne sont pas terminés pour le projet indien de sous-marins Scorpène. Touché par des années de retard et les dépassements de budget qu’elles ont entraînés, le chantier naval Mazagon Dock de Mumbai a de nouveau manqué l’échéance, retardant encore l’objectif de la marine indienne de renforcer sa flotte sous-marine impuissante.

 

Les sous-marins de conception française, construits dans le cadre d’un contrat de transfert de technologie, ne pourront pas être mis en service en 2015, comme promis par le chantier. La nouvelle date prévue pour la livraison du premier des 6 sous-marins Scorpene est septembre 2016, avec l’espoir que les suivants soient mis en service au rythme d’un par an.

 

« Nous avons fixé la nouvelle date de livraison du 1er Scorpène à septembre 2016, » a confirmé le contre-amiral Rahul Kumar Shrawat, directeur du chantier Mazagon Dock Limited (MDL). Le contre-amiral Shrawat indique que la 3è série — et dernière — de 178 équipements de grande valeur — des équipements qui ont gagné une réputation peu glorieuse comme MDL-Procured Material (MPM) après que les procédures d’achat du chantier, lourdes et opaques, aient bloqué le projet pendant plus de 2 ans — a été commandée à DCNS en novembre dernier.

 

La commande a été faite auprès d’un seul fournisseur pour épargner au chantier le fardeau de devoir traiter avec de multiples fournisseurs étrangers. Cette procédure allie transparence garantie et facilité de gestion, précise le contre-amiral Shrawat pour expliquer le retard.

 

Cependant, la marine indienne est furieuse du non-respect persistant des échéances par le chantier. De hauts responsables craignent que, lorsque les Scorpène seront enfin mis en service, ils ne soient obsolètes. Les 3 premiers exemplaires ne seront même pas équipés de propulsion anaérobie, une technologie qui améliore grandement l’autonomie en plongée, soulignent-ils. Sans cette technologie, les sous-marins sont contraints de remonter en surface au bout de quelques jours pour recharger leurs batteries, là où ils sont le plus susceptibles d’être détectés.

Le BPC Vladivostok a fait une sortie en Loire vendredi

Selon mes camarades du Marin, le BPC russe Vladivostok en cours de construction, pour sa partie avant, au chantier naval nazairien STX, est dans l’attente de la partie arrière. Partie voici quelques semaines d’un chantier russe, elle doit arriver à Saint-Nazaire, mardi 23 ou mercredi 24 juillet. Vendredi 19 juillet, dans l’après-midi, la partie avant du BPC russe est sortie dans la Loire, escortée par quatre remorqueurs, pour effectuer une manœuvre de retournement. Désormais, la proue du BPC pointe vers l’intérieur des terres, ce qui va permettre à l’autre partie de se positionner juste derrière afin de faciliter la jonction des deux. Le navire doit être livré au dernier trimestre 2014.

Assembly of the Royal Navy's sixth Astute Class attack submarine, Agamemnon, has begun at Barrow-in-Furness.

 

The keel, which is the first part of the boat to be built, was unveiled at a ceremony at BAE Systems’ shipyard in Barrow-in-Furness by Defence Minister Philip Dunne today, 18 July.

It comes as MOD announces that the first 2 of the 7 Astute Class submarines, HMS Astute and HMS Ambush, are nearing completion of their extensive sea trials and have been handed over to the Royal Navy to begin to prepare for operations.

The 7 Astute Class submarines are being built for the Royal Navy to replace the Trafalgar Class submarines. The Astute Class have greater firepower, state-of-the-art communications equipment and advanced stealth technology, making them quieter than their predecessors and harder to detect.

HMS Astute and HMS Ambush are the first submarines in class to be accepted by Navy Command, which is responsible for operating all of the Royal Navy’s vessels. The next 3 submarines in the class: Artful, Audacious and Anson are all at varying stages of build and today’s keel-laying for Agamemnon marks the next key milestone for the programme.

BAE Systems Maritime - Submarines is responsible for delivering all 7 Astute Class submarines and for the design of the successor to the Vanguard Class, which will carry the UK’s nuclear deterrent.

MOD has agreed a new contract with BAE Systems that will not only help to sustain the thousands of highly skilled defence jobs based at Barrow-in-Furness but also drive down the costs of building future submarines.

Minister for Defence Equipment, Support and Technology Philip Dunne today signed a new contract which will deliver £380 million of savings over the next 8 years. This will ensure that the Royal Navy’s submarine capability is delivered efficiently and provides good value for money for the taxpayer.

Mr Dunne said:

The keel-laying of the sixth submarine, Agamemnon, and the handover of HMS Astute and HMS Ambush to the Royal Navy are huge milestones, reflecting significant progress in the programme.

By ensuring the UK’s submarine programme remains affordable, this new contract will help deliver the Astute Class, pave the way for the future Successor nuclear deterrent submarines and secure around 5,000 jobs at BAE Systems and thousands more in over 400 suppliers across the UK submarine supply chain.

Rear Admiral Simon Lister, MOD’s Director of Submarines, said:

This is the sixth submarine in the Astute Class and we expect her to be built quicker and more efficiently than her predecessors, demonstrating the re-establishment of the national submarine-building capability in Barrow-in-Furness.

Better organised, better planned and better built, new techniques in the back office and on the shop floor will ensure the time-honoured skills of the workforce are made the most of.

Premier employeur industriel du département, le constructeur naval bénéficie d’un plan de charge qui fait les beaux jours de la sous-traitance locale.

 

Lorient vit au rythme de DCNS. Il suffit de se poster à la principale porte d’entrée du chantier pour comprendre que tout va bien. Le ballet des véhicules est incessant. Premier employeur industriel du Morbihan, DCNS occupe une emprise de 46 hectares proche du centre-ville. Le constructeur naval doit y construire, dans le cadre du programme Fremm, 12 frégates multifonction pour le ministère de la Défense. Une commande complétée par celle du Maroc, qui a décidé de se doter de l’un de ces bâtiments. Le plan de charge est assuré jusqu’en… 2022 ! « Nous livrons une frégate tous les dix mois. Cela représente 3 millions d’heures de travail pour le chantier. Cinq navires sont en cours de réalisation », précise Jérôme Hémonet, le directeur de la communication du chantier. À Lorient, DCNS emploie 2 000 salariés : 200 postes supplémentaires ont été créés au cours des deux années écoulées, principalement en production. Ce contrat Fremm fait les beaux jours de la sous-traitance locale. Quelque 800 salariés, répartis entre les entreprises lorientaises de peinture et les ateliers de chaudronnerie et de tôlerie, interviennent tous les jours sur le site.

The Submarine S-73 "Mistral" Begins Its Sea Trials

 

Navantia has begun, on July 4, the sea trials of the submarine S-73 'Mistral', which marks the beginning of the final phase of the major refit work carried out at the Cartagena Shipyard.

 

A total of eight sailings are scheduled for this month (July) to complete all the tests. The goal is for the submarine to be delivered to the Spanish Navy in the month of September, ready to sail for another five years.

 

The 'Mistral' has remained on the premises of the Navantia-Cartagena facility for 18 months, and in the work tied to the fourth major refit of this submarine more than 200 people have been involved, including Navantia personnel and from subcontractors.

 

The submarine 'Mistral' is the third vessel in the series of four units of the Agosta class. It was launched on November 14, 1983 and was delivered to the Navy on June 5, 1985. It is the fourth time that a major refit is carried out on this submarine.

Russian state arms export company Rosoboronexport will offer its Amur 1650 submarine to Morocco if the North African country announces a tender, the company has announced. Morocco is reportedly shopping for new submarines.

 

Rosoboronexport Vice-President Viktor Komardin at the International Maritime Defence Show on July 4 said that the company was “actively promoting” the Amur 1650 on the world market. He said Rosoboronexport "plans to offer it to Morocco should the kingdom announce a tender".

 

ITAR-TASS quoted Komardin as saying that "if Morocco announces a tender for a submarine, we will take part and offer the Amur-1650.” He added that Rosoboronexport aims to improve military cooperation with Morocco, developing on an economic cooperation agreement. In terms of military cooperation, he noted that Russia has recently delivered Msta-S self-propelled howitzers to the North African country. “Morocco is showing an active interest in weapons for air defence and ground troops. The choice is now theirs to make,” said Komardin.

 

The Amur 1650, designed by the Rubin Naval Design Bureau in St Petersburg, can carry 18 missiles, torpedoes or mines (including anti-ship and cruise missiles) and can dive to 300 metres. It is an export model of the Lada class diesel-electric submarine, a modernised version of the Kilo class, featuring better acoustic stealth and new combat systems.

 

Provision has been made for the submarine to be fitted with an air-independent propulsion system, which would allow it to remain submerged for more than 25 days.

 

The Amur 1650 has been offered to meet the Indian Navy’s requirements for six submarines and is competing against France’s Scorpene, Germany’s Type 214 and Spain’s S-80, amongst others.

 

Morocco is enlarging its navy, having recently received three new Sigma class frigates from Damen Schelde Naval Shipbuilding. It will soon take delivery of a FREMM frigate from DCNS. The current Moroccan fleet includes two Floréal-class frigates and a Descubierta-class corvette in addition to some 21 patrol craft and a number of other ships and vessels.

Italy, Russia to Modernize Diesel Submarine Project

ST. PETERSBURG --- Russia and Italy have decided to optimize their joint next-generation diesel submarine project, a Russian naval design bureau said Friday.

 

The S-1000, a 1,000-ton diesel submarine, is a joint project begun in 2004 by Russian submarine builder Rubin and Italy’s Fincantieri. Russia and Italy presented a mockup model of the S-1000 at an international arms show in France in October 2006.

 

Andrei Baranov, deputy head of the Rubin Central Design Bureau, said that in its proposed configuration, the S-1000 is of “little interest” for potential clients, adding that a decision had been made to improve the project and target specific countries that need a submarine fleet.

 

The submarine was originally designed for anti-submarine and anti-ship warfare, reconnaissance missions, and transportation of up to 12 troops. It is 56.2 meters long, has a top speed of 14 knots and is equipped with a new fuel cell-powered Air Independent Propulsion (AIP) system developed by the Italian firm.

 

Although its exterior will stay as designed, there will be considerable changes to “what’s inside” the submarine, Baranov said, adding that the target regions for selling submarine would remain the Middle East and Southeast Asia.

 

He cited several reasons for the upgrading the sub, including to market it to the Russian and Italian navies. He said the S-1000 design was drawn up almost a decade ago and much has changed since then. And, he noted, such small submarines are currently in great demand in the world, and there is intense competition on the market.

 

“Countries that are actively looking for new submarines are setting some totally unexpected demands for those ships,” he said.

LCS: Latest Update

Littoral combat ships remain one of the top priorities for Navy leadership. The program has had stable requirements since the capabilities definition document was first approved by the Joint Requirements Oversight Council in 2004.

 

There is and continues to be discussion on changes to the ships and mission packages. This is by design; the program is fundamentally about the ability to deliver changes and improvements to fielded capability. However, the key performance parameters and the requirements have been fundamentally unchanged and stable for a decade.

 

LCS fills current capability gaps for the Joint Force in the littorals and is a balanced force, structured to defeat adversaries in times of war and maintain a sizeable, continuous naval presence across the globe. Upon reaching full operational capability, LCS will deliver more mission capability in mine countermeasures, surface warfare and anti-submarine warfare than our current mine countermeasure, coast patrol and frigates ships with the added advantage of being rapidly reconfigurable across the three mission areas at a reduced cost.

 

Procurement

 

The Navy plans to buy 52 LCS in accordance with our long-range shipbuilding plan – continuing the remainder of the block buy ships through FY 2015 (up to hull number 24) and then starting the next procurement contract in FY 2016. To date, the Navy has taken delivery of USS Freedom (LCS 1), USS Independence (LCS 2) and USS Fort Worth (LCS 3).

 

Both LCS shipyards have invested considerable resources into facility improvement and have rapidly incorporated lessons learned from construction of Freedom, Independence and Fort Worth. LCS 4 (Coronado) is scheduled to be delivered in September 2013. LCS 5 through 8 — Milwaukee, Jackson, Detroit, and Montgomery — will be delivered by the end of FY15.

 

Operations

 

Freedom continues to perform well on her deployment to Southeast Asia. Instead of working out the kinks near her homeport of San Diego, this first-of-class ship has been conducting purposeful, forward presence while her crew of 91 captures valuable lessons learned for incorporation in future LCS construction and deployments.

 

Despite initial maintenance issues, Freedom has met every deployment milestone including departing San Diego and arriving in Singapore on time, debuting at the International Maritime Defence and Exhibition conference, hosting visitors during the Shangri-La dialogues, and participating in the Malaysia phase of the Cooperation Afloat Readiness and Training exercise series.

 

During CARAT Malaysia, Freedom accomplished many firsts for the ship and the LCS program:

 

-- During the underway phase, Freedom operated alongside USS Curtis Wilbur (DDG 54) to complete a series of maneuvers and exercises with the Royal Malaysian Navy’s guided missile frigate KD Jebat, as well as the offshore patrol vessel KD Kelantan.

-- A Malaysian navy helicopter became the first foreign aircraft to land on Freedom during deck qualifications.

-- The ship’s embarked visit, board, search and seizure team – part of the maritime security module – boarded KD Jebat during maritime security drills.

-- Freedom and her embarked MH-60R helicopter participated in a combined anti-submarine warfare exercise.

 

 

CARAT Malaysia marked Freedom’s first-ever operational experience with partner nations and the vessel’s performance at-sea drew praise from both participating navies. Capt. Abdul Halim Bin Hj Shaari, KD Jebat’s commanding officer, said, “The ship itself is fantastic. My boarding team went aboard and they learned a lot. The opportunity to command that type of ship would be great.”

 

LCS 2 and 3 Fleet Testing and Evaluation

 

LCS 2 conducted two iterations of calm water trials, which are high-speed maneuvers to test the ship’s stability. The crew also supported a human systems integration study, conducted to determine the ease of shipboard equipment and how Sailors respond in a combat environment to include crew rest/sleep time. They exercised detect-to-engage scenarios, and were certified in their proficiency to land helicopters and conduct crash and salvage operations. In May, the ship underwent a week-long planned maintenance availability. The ship also is preparing for INSURV special trials and had the ship’s engineering systems verified for proper alignment/operation and technical documentation.

Fort Worth is the next LCS slated to deploy, planned for mid-to-late 2014. After almost two months in drydock undergoing a planned shakedown availability, LCS 3 returned pierside July 2 and will complete the planned shakedown availability by the end of the month. Following sea trials, she will enter a regimen of underway periods for testing and proficiency. Prior to the planned shakedown availability, LCS 3 embarked Freedom’s Blue Crew for deployment training in preparation for this summer’s crew swap in Singapore with LCS 1 Gold Crew.

 

Mission Packages

 

Production of LCS mission packages continues to pace LCS ship construction and meet needs associated with mission package testing, crew training and operational deployments of LCS ships. Developmental testing is underway for the mine countermeasures and surface warfare mission packages. Testing performed to date on individual mission systems and the mission package has shown that the Increment I Surface Warfare – which will reach Initial Operating Capability aboard Forth Worth in spring 2014 – and the mine countermeasures mission package will meet their requirements. The Mine Countermeasures Mission Package Increment I already provides approximately twice the coverage rate of legacy systems.

Stiletto Program Teams with UK for UAV Demo

PATUXENT RIVER, Md. --- The Stiletto Maritime Demonstration Program partnered with the United Kingdom's Defense Science and Technology Laboratory (DSTL) for an unmanned aerial systems capability demonstration, June 10-20, off the Maryland coast.

 

The Stiletto is a unique, maritime demonstration craft developed by the Defense Department to test littoral warfare concepts. Engineers and technicians with specialized expertise in maritime technology from Naval Surface Warfare Center (NSWC) Carderock's Norfolk detachment maintain and operate the 88-foot-long, composite-bodied, m-shaped vessel.

 

"Stiletto [capability demonstrations] are conducted in partnership with a host warfighting command or government organization," said Rob Tutton, NSWC Carderock engineer and Stiletto Maritime Demonstration program manager. "For this event, DSTL wanted to observe the operation of UAV's from a small boat platform for maritime missions."

 

DSTL supplies science and technology services to the United Kingdom Ministry of Defence within the defense and military counter terrorism arenas. Three different UAVs, specifically selected for this demonstration, were launched from Stiletto's flight deck, and DSTL personnel observed launch, payload operation and recovery.

 

"The Stiletto capability demonstration offered a unique opportunity to take a potent government/industry brew of good ideas, practical options and hard work, turning the mix into a genuine capability demonstration for the allied warfighter, which in turn shows how to solve existing and future operational problems. The Stiletto Maritime Demonstration Program is sponsored by ASD Rapid Reaction Technology Office and managed by Naval Surface Warfare Center Carderock Division's Norfolk Detachment, Special Projects Branch.

 

"This program was established to accelerate the delivery of innovative maritime technologies across all of the armed services," said Glenn Fogg, Rapid Reaction Technology Office director for the deputy assistant secretary of Defense for Rapid Fielding. "It's open to any DoD commands, government agencies, industry, or academic institutions that have a need to observe or demonstrate their technologies underway in as relevant an environment as possible."

 

Naval Surface Warfare Center Carderock Division's Norfolk Detachment, a field activity of the Naval Sea Systems Command, is located in Virginia Beach, Va., and provides full-spectrum, full-lifecycle engineering for combatant craft, boats, watercraft and associated hull, mechanical, electrical and electronic systems.

The Royal Moroccan Navy's DCNS-built frégate Européen multi-mission (FREMM) vessel, to be named Mohammed VI, has successfully completed the third series of sea trials off the Brittany coast, France.

 

During testing, the ship demonstrated its combat system's main sensors performance capabilities by maintaining consistency of the data analysed and displayed, with the results obtained during shore-based simulations.

 

Scheduled to be delivered at the end of 2013, the ship has validated its target engagement sequences using Aster anti-air and MM40 anti-ship missiles, as well as undergoing fire-control tests for the 76mm main gun and exhaustive testing of the multifunction radar.

 

Additional capability trials for the vessel involved helicopter approach control and the various towed devices deployment.

 

DCNS Morocco FREMM programme manager Gilles Raybaud said the recent sea trials have marked a major milestone for the overall FREMM programme, particularly for the vessel's combat system.

 

"Our crews thoroughly tested the full suite of combat system hardware and software that makes FREMM frigates among the most versatile and advanced on the world market," Raybaud said.

 

DCNS is currently under contract to build 11 FREMM ships for the French Navy and one for the Moroccan Navy.

 

The French Navy received the first FREMM vessel, Aquitaine, in November 2012, while the third ship of the class, named Normandie, is scheduled to be commissioned in May 2014.

 

FREMM vessel Provence, the fourth ship of the class, is due to be rolled out of building dock later this year for the French Navy, while the fifth and sixth of type are undergoing construction.

 

The 142m-long FREMM ships have a displacement capacity of 6,000t, a range of 15k, can cruise at a speed of 27k and are each capable of accommodating a crew of 145.

Mark V Patrol Boats for Saudi Arabia

The Defense Security Cooperation Agency notified Congress July 9 of a possible Foreign Military Sale to Saudi Arabia of 30 Mark V patrol boats and associated equipment, parts, training and logistical support for an estimated cost of $1.2 billion.

 

The Kingdom of Saudi Arabia has requested a possible sale of 30 Mark V patrol boats, 32 27mm guns, spare and repair parts, support equipment, personnel training and training equipment, publications and technical documentation, U.S. Government and contractor engineering, technical, and logistics support services, and other related elements of logistics support. The estimated cost is $1.2 billion.

 

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of Saudi Arabia which has been, and continues to be, an important force for stability in the Middle East. This sale of Mark V patrol boats will give the Royal Saudi Naval Forces (RSNF) an effective combat and threat deterrent capability to protect maritime infrastructure in the Saudi littorals. This acquisition will enhance the stability and security operations for boundaries and territorial areas encompassing the Saudi Arabian coastline.

 

The purchase of Mark V patrol boats represents an upgrade and modernization of the RSNF’s existing patrol boat capability. The proposed sale will enhance interoperability between the U.S. and the Kingdom of Saudi Arabia and will contribute to the stability in the Kingdom of Saudi Arabia and the region. The Mark V patrol boats will provide additional capability to rapidly identify, engage, and defeat maritime security threats in the near-offshore region of the Saudi littorals. The boats will be used primarily to patrol and interdict intruders in Saudi territorial seas, and recognized economic exclusion zones. Saudi Arabia will have no difficulty absorbing these additional boats.

 

The proposed sale of this equipment and support will not alter the basic military balance in the region.

 

The principal contractor for this effort has not yet been determined. There are no known offset agreements proposed in connection with this potential sale.

 

Implementation of this proposed sale will require an additional three to four U.S. Government and contractor representatives to Saudi Arabia for a period of seven years to provide logistics and technical support and warranty work during delivery of the boats.

 

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

 

This notice of a potential sale is required by law and does not mean the sale has been concluded.
