The contract to maintain the eyes and ears of the Navy's ships and submarines will sustain 530 defence jobs across the UK.

 

The £600 million Sensor Support Optimisation Project will provide a decade of maintenance and repair for 17 different systems across the Royal Navy fleet, including the Astute, Trafalgar and Vanguard Classes of submarines as well as the Type 45 warships, Type 23 frigates and the Hunt and Sandown Classes of minehunting vessels.

 

The contract will secure 230 Thales jobs at sites in Glasgow, Manchester, Somerset and Crawley in West Sussex. A further 300 jobs will be secured through the UK supply chain.

 

Under this new contractual arrangement, MOD will make an estimated saving of around £140 million over the 10-year period.

 

Philip Dunne, Minister for Defence Equipment, Support and Technology, signed the contract during a visit to Thales headquarters in Crawley today, 28 May. He said:

This contract is good news for the Ministry of Defence and UK industry. Not only will it secure over 500 jobs across the UK, whilst delivering savings of £140 million to the taxpayer, but it will also provide essential support for the combat equipment that helps give the Royal Navy’s fleet of ships and submarines a vital technological edge wherever they are based in the world.

Vice Admiral Sir Andrew Mathews, Chief of Materiel Fleet for MOD’s Defence Equipment and Support organisation, said:

Securing support for this combat equipment, the electronic eyes and ears of our fleet of submarines and surface warships, is key to ensuring that the Royal Navy will continue to be able to protect the UK’s interests wherever they may be.

Une nouvelle peinture pour la frégate de surveillance Ventôse

Depuis le 18 mars 2013, la frégate de surveillance Ventôse basée aux Antilles vit un arrêt technique majeur (ATM). Cet arrêt lui permettra de redonner du potentiel à ses installations et voir ses capacités opérationnelles élargies par l’ajout de nouveaux systèmes. La mise en œuvre d’une peinture à base de silicone sur la carène n’est pas passée inaperçue.

 

Le Ventôse est la seconde frégate de surveillance, après le Nivôse, à disposer d’une peinture à base de silicone, plus respectueuse de l’environnement que les peintures de coque traditionnelles. Cette nouvelle peinture, testée actuellement sur plusieurs frégates de la Marine, présente de nombreux avantages tels que l’absence d’impact sur la faune et la flore, une résistance plus longue aux salissures liée à la texture très lisse de la silicone et une optimisation de la consommation de carburant, l’eau s’écoulant mieux le long de la coque.

Cette opération est une première en Martinique, accomplie par l’entreprise martiniquaise Dry Dock Peinture et supervisée par un expert de la société «International Paint».

 

L’arrêt technique du Ventôse s’inscrit dans le cadre du marché d’entretien des frégates de surveillance. Il est programmé tous les trois ans. Sous la maîtrise d’œuvre conjointe de STX et de DCNS, il se poursuivra jusqu’au 12 juillet 2013.

Il est réalisé avec l’équipage qui effectue la maintenance de son niveau et contribue avec l’antenne Antilles-Guyane du service de soutien de la flotte (SSF) à la surveillance et à la réception des travaux, ainsi qu’à la prévention des risques professionnels. Le personnel de la base navale de Fort-de-France contribue également aux travaux d’entretien.

Outre la mise en œuvre d’une peinture silicone sur la carène, les principaux travaux significatifs de cet arrêt technique comprennent des travaux de chaudronnerie sur la coque et les structures, le visite de la ligne propulsive, du propulseur d’étrave et de la stabilisation, la modernisation des réseaux de communication (programme RIFAN2) et le remplacement de la conduite de tir infrarouge (opération SYMFIR).

US Navy to name next two Arleigh Burke-class ships

The US Navy will name its next Arleigh Burke-class guided missile destroyers (DDGs) USS Paul Ignatius (DDG 117) and USS Daniel Inouye (DDG 118), navy secretary Ray Mabus has announced.

 

"For decades to come, the future USS Paul Ignatius and USS Daniel Inouye will represent the United States and enable the building of partnerships and projection of power around the world," Mabus said.

 

USS Paul Ignatius will be named to honour Paul Ignatius, who served as secretary of the navy from 1967 to 1969 and as assistant secretary of defence under US President Lyndon Johnson, while USS Daniel Inouye will be named to honour former senator Daniel Inouye of Hawaii.

 

As part of the US Navy's DDG 51-class programme continuation ships, the 509ft-long DDG 117 and DDG 118 ships will support a variety of missions ranging from peacetime presence and crisis management to sea control and power projection.

 

Capable of conducting air, surface and subsurface battles simultaneously, the vessels will be armed with weapon control systems, including Mk99 mod 3 missile fire control systems, GWS34 mod 0 gun fire control system and Mk116 mod 7 fire control system for anti-submarine systems.

 

The ships, powered by four GE LM 2500 gas turbines, will have a beam of 59ft and feature Aegis combat system, which combines the ship's sensors and weapons systems to engage anti-ship missile threats, as well as a SPY-1D multi-function phased array radar.

 

 

The ships will also be armed with Raytheon Tomahawk cruise missiles, evolved Sea Sparrow missile (ESSM), Boeing Harpoon surface-to-surface missiles, and Lockheed Martin ASROC vertical launch anti-submarine systems.

Thales UK has today signed a 10-year contract with the Ministry of Defence (MOD), worth up to £600M, for the in-service support of the Royal Navy’s major sensor systems.

 

The new Sensors Support Optimisation Project (SSOP) builds on the proven success of Thales’s Contractor Logistics Support contract, originally signed in 2003, which has provided support to the Royal Navy’s sonar and electronic warfare systems for the past 10 years.

 

Under the terms of SSOP, the in-service support contract has now been extended to include all of the Royal Navy’s submarine visual systems, including periscopes for the Vanguard and Trafalgar Class submarines and the non-hull-penetrating optronic masts for the Astute Class submarines, previously supported under separate contract arrangements with Thales UK’s optronics business in Glasgow.

 

This means Thales is now providing significant in-service support to the ‘eyes and ears’ of the submarine fleet, as well as across the major surface sonar and electronic warfare systems.

 

The contract will be run through the Equipment Support Delivery Team, which is a joint MOD/Thales UK team based in Abbey Wood, Bristol. This team is augmented by several Thales and J+S Ltd waterfront engineers in the Royal Navy’s three naval bases (Portsmouth, Plymouth and Faslane), who together ensure that specialist technical advice and support is delivered whenever it is needed to ensure the continued availability of the sensor systems, both at home and overseas.

Victor Chavez, CEO of Thales UK, said: “This contract recognises the value that can be achieved and the savings that can be delivered through a long-term services agreement. It also reflects the successful way in which Thales UK has delivered the required outputs over the past ten years. This project refines that approach to optimise performance over the next ten years, and reinforces our positive well-established relationship with the Royal Navy.”

 

During the previous support contract, the levels of equipment availability have improved significantly and substantial overall savings in the cost of support have been achieved. The new SSOP contract builds on this experience and success, from the outset delivering further savings to the MOD whilst continuing to deliver high levels of available and serviceable equipment.

 

The new contract secures employment for 230 Thales employees and a further 300 people within the extended supply chain across the UK.

 

Major suppliers to Thales include J+S Ltd (Barnstaple, Devon), MacTaggart Scott (Loanhead, Scotland), Atlas Elektronik UK (Newport, South Wales and Winfrith, Dorset), Parkburn Ltd (Telford, Shropshire), AB Precision (Poole) Ltd (Dorset), and Defence Support Group (Sealand, Flintshire).

 

Thales UK will support the project from its sites in Templecombe, Cheadle Heath, Glasgow and Crawley, where ongoing development of these important systems will enable yet further improvements to be made in the levels of capability and availability.

£2 Billion Spanish Navy Submarine Will Sink to Bottom of Sea (excerpt)

 

A new submarine commissioned by the Spanish navy at a cost of 2.2 billion euros has been discovered to contain a serious design flaw – it is too heavy and will sink like a stone.

Miscalculations at the engineering stage have been blamed for a two-year delay in delivery of the first of four submarines commissioned from Spain's state-owned shipbuilder Navantia.

Last month it emerged that the Isaac Peral sub – part of the new S-80 series and named in honour of the Spanish man credited by some as the inventor of the underwater vessel – was at least 75 tons overweight, an excess that could compromise its ability to surface after submerging.

Navantia admitted the existence of "deviations related to the balance of weight" in the vessel and estimated it would take up to two years more to correct the problem.

The 233ft vessel may have to be lengthened to compensate for the excess weight, a redesign that comes with an estimated cost of 7.5 million euros per extra metre.

The shipbuilders based in Cartagena, southern Spain, are now seeking "technical experts from abroad" to advise in the redesign of what was billed as the "most modern conventional submarine". (end of excerpt)

USS George H.W. Bush Completes Historic Underway

The Nimitz-class aircraft carrier USS George H.W. Bush (CVN 77) returned to its homeport of Norfolk after a successful completion of new defense testing during a two-week underway period, May 24.

 

The ship tested a new torpedo self defense system, completed more than 115 launches and landings in assessing a precision landing system, all while launching the first carrier based unmanned aircraft in naval aviation history.

The X-47B Unmanned Combat Air System Demonstrator (UCAS-D) was launched from the ship in conjuction with the Navy/Northrop Grumman team, May 14. The unmanned aircraft flew over Maryland's Eastern Shore before landing safely at Naval Air Station Patuxent River, Md.

 

"We saw a small, but significant pixel in the future picture of our Navy as we begin integration of unmanned systems into arguably the most complex warfighting environment that exists today: the flight deck of a nuclear-powered aircraft carrier," said Vice Adm. David Buss, commander, Naval Air Forces.

 

The X-47B returned to the ship three days later to conduct its first touch-and-go landing on an aircraft carrier. Capt. Jaime Engdahl, the Unmanned Combat Air Systems program manager, took time to thank the crew during an all-hands call May 23, the night before the ship arrived into port.

 

"I hope all of you are proud of where you're standing," said Engdahl. "It's a changed world now. We launched a few naval aviation firsts and you were all there."

 

USS George H.W. Bush is in port conducting training operations in preparation for the upcoming underway schedule.

On Thursday, May 23, General Dynamics Bath Iron Works celebrated the keel laying of Michael Monsoor (DDG 1001), the second ship in the planned three-ship Zumwalt class of guided-missile destroyers.

 

The ship is named for Petty Officer Second Class Michael Monsoor, a U.S. Navy SEAL who was killed in Ramadi, Iraq, in 2006. Monsoor was on a joint SEAL-Iraqi Army team operating from a rooftop when an insurgent threw a grenade at them. Monsoor jumped on the grenade, covering it and saving three fellow SEALS and eight Iraqi Army soldiers. Monsoor posthumously received the Medal of Honor from President George W. Bush on April 8, 2008. He was also awarded the Bronze Star and the Silver Star for his service in Iraq.

 

Michael Monsoor’s parents, Sally and George Monsoor, authenticated the keel at Bath Iron Works on May 23. Sally Monsoor is the ship’s sponsor. A special steel plate containing the initials of Sally and George Monsoor was prepared for the ceremony. The two authenticated the laying of the keel by striking welding arcs onto the steel plate, assisted by David Brown, a 35-year Bath Iron Works welder.

 

“Thank you from the Monsoor family for your hospitality and your spirit here at the shipyard,” said Sally Monsoor. “I can't wait to come back here with my children and grandchildren.”

 

The keel unit is the 4,400-ton, heavily outfitted mid-forebody section of the ship, which was moved from the shipyard’s Ultra Hall construction facility earlier in the month onto the building ways.

 

Brent West, DDG 1000 program manager for Bath Iron Works, hosted the ceremony and welcomed the audience of several hundred Bath Iron Works employees, Navy personnel and representatives of other major subcontractors in the program.

 

“This is a special day, as it marks a milestone in the construction of a ship, a tradition that goes back to the earliest days of shipbuilding – an event that’s been done for hundreds of years in this region, and for more than 120 years here at Bath Iron Works,” said West. “Over the next two years, we will continue to build the Michael Monsoor with knowledge and expertise honed over the decades. We look forward to future visits with Mr. and Mrs. Monsoor, as we progress toward delivering a ship that is worthy of the name of Michael Monsoor.”

 

CAPT James Downey, the Navy’s DDG 1000 Class program manager, spoke about Petty Officer Monsoor’s sacrifice and encouraged those present to “build this ship for Mike.”

 

The DDG-1000 Zumwalt-class destroyer is the U.S. Navy’s next-generation, guided-missile naval destroyer, leading the way for a new generation of advanced multi-mission surface combat ships. The ships will feature a low radar profile, an integrated power system and a total ship computing environment infrastructure. Armed with an array of weapons, the Zumwalt-class destroyers will provide offensive, distributed and precision fires in support of forces ashore. Bath Iron Works is the lead designer and builder for the program which employs approximately 5,300 people.

The BRP Ramon Alcaraz (PF-16), the country’s second Hamilton-class cutter due to arrive this August, is a far more potent weapon platform than her sister ship, the BRP Gregorio del Pilar (PF-15), a Department of National Defense (DND) official who asked not to be named bared yesterday.

“Her weapons system is heavier and sophisticated than those of the BRP Gregorio del Pilar,” he said.


 


However, the DND officer declined to specify these weapon systems and stressed that such items cannot be divulged due to matters of national security.

He made this announcement when asked if there is truth to reports that a Harpoon anti-ship missile system was installed as part of BRP Ramon Alcaraz’s armament fit.

At present, the Filipino warship is believed to be carrying a 76mm Oto Melara automatic cannon, two 25 Bushmaster guns and assorted machine guns.

 


In contrast, the BRP Gregorio del Pilar, which arrived in the country in December 2011, is only armed with the 76mm Oto Melara automatic cannon, making it prudent to install additional 20mm automatic cannons as her secondary weapons.

BRP Ramon Alcaraz is presently carrying out sea trials off the waters of South Carolina in the United States.

She is expected to depart for the Philippines by first week of June.

 


The ship is “fully mission capable” on her arrival.

Maritime observers said this development speaks well of the PN efforts to modernize and boost its power projection capabilities.

“With the arrival of our Hamilton-class cutters, which are being converted to frigates, the PN has started its first step in developing its blue-water capability or the ability to detect or engage intruders in the high seas,” they said.

Navantia s’appuiera sur la collaboration de l’entreprise américaine Electric Boat pour évaluer les problèmes techniques apparus sur le sous-marin S-80 et effectuer une révision du programme.

 

L’annonce en a été faite par le secrétaire d’état à la défense, Pedro Argüelles, devant le Congrès des Députés.

 

Argüelles a ajouté que les problèmes rencontrés sur le système de propulsion et dans le poids du sous-marins, entraineront un retard de 1 à 2 ans, mais qu’il n’est envisagé pour le moment aucune autre modification, et que le plafond de dépense est maintenu à 2,135 milliards €.

 

« Ce programme est un projet à long terme, dans lequel notre pays a décidé d’affronter les risques technologiques qu’il implique, » a expliqué le secrétaire d’état. « L’objectif final, que nous ne devons pas perdre de vue, a-t-il ajouté, est de parvenir à l’autonomie et à l’avantage opérationnel pour nos forces armées, et de parvenir à ce que l’Espagne dispose dans ce domaine d’une capacité industrielle et technologique de pointe. »

 

Arguelles a ajouté que les forces sous-marines étaient « une priorité » pour les Forces armées, et que, par conséquent, le retard du programme S-80 obligeait à réaliser le grand carénage du sous-marin Tramontana dans le chantier naval de Navantia pour ne pas perdre de capacités.

The Libyan Navy has taken delivery of 30 new semi-rigid-hulled inflatable fast patrol boats from French military boat maker Sillinger, the first batch of 50 ordered in January this year.

 

According to the Libya Herald, the Libyan Special Naval Forces showcased seven of the new boats during a high-speed display at the naval harbour in Tripoli on Monday.

 

Naval Special Forces spokesman Colonel Ayoub Qassem said the high-powered boats, which range between 3.5 metres and 12 metres in length, will be used for the navy’s maritime border patrols.

 

He said they will be deployed to various naval bases including one at the port of Ras Ijdar in the west and Al-Burdi in the restive east where they will also be used on coastguard duties, protecting vital installations as well as monitoring illegal sea-borne intrusions and landings within the country’s territorial waters.

 

The order for the 50 rigid-hulled inflatable boats (RHIBS) includes the 1200 RIB UM Inboard, designed for the high seas. Libya is the second customer for this new model.

 

The 1200 RIB UM is one of the largest and most advanced of Sillinger's military offerings and is able to carry up to 25 people. Weapons options include a 7.62 or 5.56 mm gun on each side and a 12.7 mm machinegun on the front. Armour can be retrofitted to the sides of the boat. According to information from Sillinger, the 1200 RIB carries radar and infra-red cameras which make it easier for the boat to navigate rough seas in all types of weather. Powered by two 370 horsepower engines, the 1200 RIB UM Inboard weighs 3 900 kg.

 

Sillinger boats are widely used by French Navy commandos and the French Customs, particularly the 580 RIB UM, a boat designed for open sea surveillance or insertion operations.

 

Qassem said the Libyan Navy, which is still struggling to rebuild its capacities following the revolution which ousted Muammar Gaddafi in October 2011, is shortly expecting delivery of 25 patrol boats from South Korea. He said that Libya’s navy received Dutch-made patrol craft earlier in the year.

 

Meanwhile, Libya recently ordered two Raidco Marine RPB 20 boats, which will be delivered to the Navy on April 26. As part of the deal, Raidco is training 32 Libyan sailors (including four officers) as well as maintenance and other personnel in Lorient, France. They will remain in France for a month before sailing for Libya.

 

The RPB 20 series is 20 metres long, has a top speed of 28 knots (thanks to its double-chine deep-V hull) and can launch a small boat.

The Royal Thai Navy will ask the cabinet to approve a budget of 13 billion baht for a new frigate to be built by a South Korean shipyard.

 

Navy chief Adm Surasak Rounroengrom said the Royal Thai Armed Forces Headquarters is scrutinising the budget proposal and later will forward it to the Ministry of Defence. Once approved, it will be submitted to the cabinet for consideration, he said.

 

A navy source said the navy had set up several sub-committees to coordinate with the Korea-based shipbuilding and offshore contractor.

 

A navy selection committee last month chose Daewoo Shipbuilding and Marine Engineering to build the new frigate, a navy source said.

 

The company was one of two South Korean firms in the final round of bidding, organised by the navy panel.

 

Three other three foreign firms were eliminated in the previous rounds - from Spain, Italy and China.

 

The source said the high-capability frigate to be built by Daewoo would be based on the company’s type DX II frigate, which has a displacement of 5,000 tonnes, with modifications to meet the Thai navy’s special requirements.

 

The new navy ship will have a displacement of between 3,000 and 4,000 tonnes.  

 

Navy chief of staff Chakchai Phucharoenyot, who chaired the selection committee, earlier told the media the navy also asked the company to install a Combat Management System (CMS) which can be allied to the systems already installed in the frigates HTMS Naresuan and HTMS Taksin.

 

The new frigate, which would be the first South Korean-built naval vessel in the Thai fleet, is expected to be ready for commissioning in two years, Adm Chakchai said.

Dans le cadre de son service recherches et développement, le pôle ingénierie de DCNS-Lorient invente les bateaux du futur.

 

En eaux peu profondes

 

Le SMX 26, conçu par l’architecte naval Marie Nicod, est un sous-marin capable de naviguer en eaux peu profondes. Il pourrait même rentrer dans un avant-port. Cet engin serait parfaitement adapté aux nouvelles menaces subies au niveau international : piraterie, narcotrafics, terrorisme.

 

Comme un train d’atterrissage

 

Il dispose même de trois roues rétractables (à l’image d’un train d’atterrissage) pour lui permettre de se poser sur le fond.

La Russie remettra la poupe du premier bâtiment de projection et de commandement (BPC) Mistral à la France pour y installer des équipements à l'automne prochain, a annoncé lundi à RIA Novosti le vice-ministre russe de la Défense Iouri Borissov.

"Les chantiers navals de la Baltique l'envoient en France à l'automne prochain pour y installer des équipements supplémentaires", a indiqué M.Borissov.

"Nous avons signé des contrats portant sur le premier et le deuxième Mistral qui doivent être réalisés en 2014 et 2015", a rappelé le vice-ministre.

La Russie et la France ont signé en juin 2011 un contrat de 1,2 milliard d'euros prévoyant la construction de deux BPC de classe Mistral pour la Marine russe. Le premier navire, baptisé "Vladivostok", sera livré à la Marine russe en 2014 et le second, "Sébastopol", en 2015. Les deux BPC feront partie de la flotte russe du Pacifique.

La cérémonie de mise en cale sèche du premier des deux Mistral commandés par la Russie s'est tenue aux chantiers navals de Saint-Nazaire, en France, le 1er février dernier. Toutefois la Russie assurera 20% des travaux de construction de son premier BPC et 40% des travaux pour le second Mistral. Un responsable du Groupe unifié de construction navale russe (OSK) a annoncé en février que la Russie avait déjà produit les 30 premiers petits blocs de la poupe du BPC qui devraient être envoyés en France.

D'une longueur maximale de 210 mètres, d'un déplacement de 22.000 tonnes et d'une vitesse supérieure à 18 nœuds, le BPC Mistral est capable de porter 16 hélicoptères, quatre vedettes de débarquement ou deux navires sur coussin d'air de faible tonnage. Son pont d'envol permet la mise en œuvre simultanée de 6 hélicoptères. Sa distance franchissable est de 20.000 milles nautiques. Le navire peut embarquer, outre ses 160 hommes d'équipage, un commando de 450 hommes.

Despite growing questions concerning cost overruns and survivability in conflict, the U.S. Navy plans to send 11 littoral combat ships (LCS) to the Pacific region by 2022, the U.S. Navy’s Chief of Naval Operations, Jonathan Greenert, said this week, Xinhua and Jane’s reported.

Speaking at the International Maritime Defence Exhibition and Conference (IMDEX) in Singapore on Tuesday, Greenert told reporters that the Navy ultimately hopes to deploy four LCS to Singapore by 2022, with the remaining seven heading to Sasebo, Japan, where they will replace the mine countermeasures ships currently stationed there.

The LCS is a fast, maneuverable, and multi-mission surface ship that is designed most immediately to enable the U.S. Navy to operate a shallow vessel in coastal waters to deal with a number of different emerging asymmetric threats, including anti-access challenges.

The Navy first ordered LCS in 2004 and under the most recent 30-year shipbuilding plan will ultimately procure 52 vessels, down from the 82 it planned to purchase in early 2005. They come in the Freedom variant and Independence variant, which are being built by Lockheed Martin and General Dynamics, respectively.

The first LCS, the USS Freedom (LCS 1), left its home port in San Diego in March of this year and reached Singapore in the middle of last month to begin an eight-month deployment, its maiden overseas voyage. It was expected to participate in the IMDEX conference this week.

At the conference Greenert said that nations in the region had been impressed with the USS Freedom’s capabilities. Meanwhile, Lockheed Martin used IMDEX to pitch a multi-mission ship similar to the LCS to Southeast Asian nations, including Singapore.

Inside the U.S., however, the LCS program has lately come under increasing scrutiny. An internal U.S. Navy report written last year but leaked to the press this month questioned whether it was too lightly armed and manned to fulfill its declared missions. A report by Bloomberg News, which obtained a copy of the report, said:

“This review highlights the gap between ship capabilities and the missions the Navy will need LCS to execute. Failure to adequately address LCS requirements and capabilities will result in a large number of ships that are ill-suited to execute” the warfighting needs of regional commanders.

The report went on to note that the ship’s width may prevent it from utilizing certain ports and judged the decision to procure two LCS variants as creating unnecessary logistical and maintenance burdens.

Compounding the ship’s troubles, many of the planned ships are now running between eight and thirteen months behind schedule. This revelation has prompted criticism from some members of Congress, including Senator John McCain (R-AZ). At a Congressional hearing earlier this month, Sen. McCain noted: “The Navy plans for the Littoral Combat Ship to comprise over one-third of the nation’s total surface combatant fleet by 2028, and yet the LCS has not demonstrated to date any adequate performance of assigned missions…. We need to fix it, or find something else quickly.”

Navy officials have continued to defend the LCS, however. Speaking on board the USS Freedom on Saturday, Secretary of the Navy Ray Mabus said the program had started out as a mess but has since become one of the Navy’s best performing programs.

Calling LCS “an incredibly capable ship,” Mabus said that the ships are “going to be one of the most important crucial platforms in the United States Navy in the future.”

HMS Astute (S119), the UK Royal Navy's first of seven Astute-class nuclear-powered submarines, has successfully completed its final sea trials in the US, marking readiness for its maiden operational deployment by the end of 2013.

 

During the recent warm water and other trials, the new submarine validated its capability at sea temperatures of 25°C on the principal proving ground of sub-surface warfare, Atlantic Undersea Test and Evaluation Centre (AUTEC) on Andros Island in the Bahamas.

 

Following one of month testing at AUTEC, the submarine sailed to Kings Bay in Georgia, home of the US Navy's Atlantic-based ballistic missile submarines, to prepare for the final trials and stock-up before returning to Clyde.

 

In preparation for its first deployment, the vessel is required to undergo further operational sea training, and will then be handed over for frontline duties.

 

Built by BAE Systems, the vessel can cruise at a submerged speed of 29k, while carrying a crew of 98 and is armed with 36 torpedoes and missiles, including Tomahawk cruise missiles, Spearfish torpedoes and mines with six 533mm torpedo tubes.

 

Powered by a nuclear reactor to operate for 25 years without refuelling, the 93m-long, 11.3m-wide submarine will eventually replace existing Swiftsure and Trafalgar-class vessels.

 

The second submarine of the class, HMS Ambush (S120), is scheduled to be operational in 2014, the third submarine HMS Artful (S121) is yet to undergo final construction phase and the fourth boat, HMS Audacious (S122) is likely to enter service in 2018.

 

The fifth and sixth vessels, HMS Anson (S123) and HMS Agamemnon (S124), are expected to be commissioned in 2020 and 2022 respectively, while construction is due to start on the seventh submarine, HMS Ajax (S125).

La marine du Brésil a fait de grands progrès dans la construction de nouveaux sous-marins conventionnels (S-BR1), qui sera construit. Aujourd’hui, 14 mai 2013, les sections avant (S3 et S4) du premier sous-marin de la classe Scorpène ont été embarquées sur le navire marchand “Tracer”, à Cherbourg. Elles sont déjà en route vers Itaguaí, où elles seront assemblées.

 

La construction de ce sous-marin fait partie du programme de développement de sous-marins (PROSUB), qui prévoit la construction de cinq sous-marins, quatre d’entre eux à propulsion classique et un à propulsion nucléaire.

 

Depuis mai 2010, lorsque la construction de la partie avant avait commencé, environ 365 personnes — des fonctionnaires, des ingénieurs, des techniciens et des spécialistes de Nuclebrás Equipamentos Pesados s.a. (NUCLEP) et de constructions navales Itaguaí (ICN) — ont été formés pour être des multiplicateurs de connaissances à ceux qui vont travailler à la construction des sous-marins au Brésil.

 

Progrès en technologie et investir dans le savoir, la marine du Brésil travaille à concrétiser le rêve de la conception et la construction, au Brésil, de son sous-marin à propulsion nucléaire.

Austal has selected General Dynamics (GD) Advanced Information Systems to serve as the platform systems engineering agent (PSEA) in support of littoral combat ships (LCS) 14 and 16 for the US Navy.

 

Under the subcontract, GD will provide a core mission system, which features open architecture computing infrastructure (OPEN CI) for the ships.

 

The OPEN CI provides platform flexibility and enables quick configuration in response to dynamic and emerging mission requirements for the navy.

 

Featuring highly flexible architecture, OPEN CI provides plug-and-play capabilities to quickly integrate new technology into ship systems, and facilitates the integration of commercially available products, quickly and cost-effectively.

 

General Dynamics Advanced Information Systems mission integration systems division vice-president and general manager Mike Tweed-Kent said that the company aimed to ensure that the navy possessed affordable, capable and advanced systems.

 

"This award validates our ability to introduce new innovations quickly and easily using OPEN CI, helping to drive total ownership cost down throughout the LCS lifecycle and enabling interoperability across the fleet," Tweed-Kent said.

 

The LCS programme aims to fill the critical, urgent operational combat requirements gaps currently in the navy for defeating littoral threats and provide access and dominance in coastal waters.

 

General Dynamics is supporting Austal for the LCS programme and responsible for design, integration and testing of the ship's electronic systems for combat, networks, and seaframe control.

 

LCS 14 and 16 are part of the US Navy's $3.5bn contract awarded to Austal to build and deliver an additional ten LCSs in December 2010.

 

Work under the contract will be performed at the company's facilities in Massachusetts, Alabama, Virginia, North Carolina, New Jersey and California.

Agreement reached by Australia and Sweden in relation to Submarine Technology

Minister for Defence Stephen Smith today welcomed the agreement reached by Australia and Sweden in relation to Intellectual Property rights for submarine design and technology. 
 
Following extensive negotiations between the Defence organisations of the two countries, I am confident that this agreement will pave the way for Swedish involvement in Australia’s Future Submarine Program and also assist Australia with the ongoing sustainment of the Collins Class fleet. 
 
This agreement gives effect to Australia’s rights to use and disclose Swedish Intellectual Property rights for complex submarine design and technology. 
 
Defence materiel cooperation has been a key feature of the Sweden-Australia relationship, most notably in the area of submarine technology where our collaboration over the construction and support of the Collins submarines has spanned two decades, and more recently, with the vital ‘sense and warn’ capability provided to protect our troops in Afghanistan.  This mutually beneficial relationship is expected to continue into the future. 
 

 

The Australian Government had previously announced it was considering four broad options for a fleet of Future Submarines to replace the current Collins Class fleet that is in service with the Royal Australian Navy.  The 2013 Defence White Paper released on 3 May has focussed future work on two of these options, namely: 
 
- An evolved design that enhances the capabilities of existing off-the-shelf designs, including the Collins Class; and
 
- An entirely new developmental submarine.  
 
In May 2012, the Australian Government announced it would engage Swedish ship designer and builder Kockums AB, the original designer of the Collins Class submarine, to undertake initial design studies for the evolved Collins.   
 
An evolved design would build on the high level of capabilities of the existing Collins Class submarine design, address known deficiencies and obsolescence issues and provide potential capability enhancements. 
 
A precursor to this engagement with Kockums AB, was the need to reach agreement with Sweden on the use of Collins Class Submarine Technology for the Future Submarine Program, and also to agree a framework and principles for the negotiation of Intellectual Property rights for Australia to be able to utilise other Swedish submarine technology for the Future Submarine Program, if Australia decides to proceed with an evolved Collins solution.  
 
The ability for Australia to utilise Swedish submarine technology is a critical element not only of the work on the Future Submarine Program, but also in addressing the continuing challenges with the maintenance and sustainment of the Collins Class fleet through to the end of their service life.  This new agreement replaces the Commonwealth’s existing rights as established by the licence agreement struck in June 2004. 
 
The ability for Sweden to ensure that any arrangement did not compromise its sovereignty and ensured compliance with export control and security legislation was also paramount in the negotiated outcome. 
 
I acknowledge that the respective agencies responsible for the acquisition and support of military equipment, the Australian Defence Materiel Organisation (DMO) and the Swedish Defence Materiel Administration (FMV) have worked hard to reach a satisfactory agreement on these complex Intellectual Property and submarine technology matters.
 
I welcome the agreement and look forward to continuing close cooperation between our two countries.

Navy Accepts Delivery of USNS Montford Point

The Navy accepted delivery of the first Mobile Landing Platform, USNS Montford Point (MLP 1), from General Dynamics-NASSCO, May 14, in San Diego, Calif.

 

The Mobile Landing Platform is a new class of ship and highly flexible platform that will provide capability for large-scale logistics movements such as the transfer of light and heavy vehicles and equipment from sea to shore.

 

"MLP-1 has gone from concept to delivery in under five years, a remarkable feat reflecting the diligent work of the Navy and shipbuilding team from design through testing and trials," said Capt. Henry Stevens, PEO Ships' program manager for strategic and theater sealift. "With its open, reconfigurable mission deck, USNS Montford Point will deliver innovation and exceptional flexibility to future Fleet operations."

 

Delivery of Montford Point represents the official transfer of the ship from the shipbuilder to the Navy and is a major milestone in the ship's transition to operational status. Delivery follows the successful completion of Acceptance Trials, evaluating the ship's major systems and equipment.

 

Named in honor of the 20,000 African-American Marine Corps recruits trained at Montford Point Camp, N.C., MLP-1 is a modular, adaptable platform that may be used across a broad range of military operations supporting multiple operational phases. Acting as a mobile seabase, MLP will be part of the critical access infrastructure that supports the deployment of forces and supplies to provide prepositioned equipment and supplies with flexible distribution.

 

The 83,000 ton, 785-foot ship will leverage float-on/float-off technology, allowing Montford Point to partially submerge, facilitating easy movement of cargo and craft. Additionally, the ship's size allows for 25,000 square feet of vehicle and equipment stowage space and 380,000 gallons of JP-5 fuel storage. MLP-1 has a maximum speed of 15 knots and range of 9500 nautical miles.

 

Following delivery, the ship will undergo test and trials period to install and incorporate the ship's Core Capabilities Set (CCS) in Portland, Ore. The CCS includes modules that support a vehicle staging area, sideport ramp, large mooring fenders and up to three landing craft air cushioned (LCAC) vessel lanes. With this set of capabilities, MLP-1 is able to easily transfer personnel and vehicles from other vessels such as the large, medium-speed, roll-on/roll-off ships (LMSRs) onto LCAC vehicles and transport them ashore.

 

The ship is owned by U.S. Navy's Military Sealift Command (MSC) and operated by a 34-person civilian-mariner crew under contract to MSC. The Navy plans to integrate an MLP into each of MSC's Maritime Prepositioning Ship Squadrons. These ships, coupled with a maritime prepositioning force (MPF), auxiliary dry cargo/ammunition ship (T-AKE) and legacy platforms, provide a first step in crafting a sea-based capability and illuminating future seabasing requirements.

 

MSC operates approximately 110 non-combatant, civilian-crewed ships that replenish U.S. Navy ships, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military cargo and supplies used by deployed U.S. forces and coalition partners.

 

As one of the Defense Department's largest acquisition organizations, PEO Ships is responsible for executing the development and procurement of all destroyers, amphibious ships, special mission and support ships, and special warfare craft. Delivering high-quality war fighting assets - while balancing affordability and capability - is key to supporting the Navy's Maritime Strategy.

Cherbourg construira six sous-marins

L'activité industrielle militaire de Cherbourg est suspendue aux décisions du Livre blanc de la Défense. Le ministre s'est montré rassurant pour le long terme. Moins pour l'immédiat.

 

Dans un entretien accordé à Ouest-France, le ministre de la Défense, Jean-Yves Le Drian, a confirmé que six sous-marins d'attaque à propulsion nucléaire de type Barracuda seront construits à Cherbourg.

 

Jusqu'ici, l'État ne s'était engagé de façon ferme que pour trois unités, dont la construction a déjà démarrée, avec la quasi-certitude qu'une quatrième unité serait commandée. Ces Barracuda doivent remplacer les sous-marins de type Rubis dont six unités ont été construites à Cherbourg par DCN (l'ex-DCNS) pour la Marine française.

 

À Cherbourg, l'annonce n'a suscité aucune réaction. Premier concerné, le constructeur DCNS a refusé de s'exprimer. « On attend les conclusions fermes et définitives du Livre blanc sur le sujet, en octobre. On n'en dira pas davantage », répond le service de presse. Les syndicats n'ont pas réagi à chaud, gardant leur salive pour de prochaines manifestations.

 

Le premier sera livré en 2017

 

Alors que DCNS dispose d'un carnet de commandes lui assurant cinq ans d'activité, CGT, CFDT, FO et Unsa dénoncent, eux, depuis des mois une politique de réduction des effectifs, de développement de la sous-traitance. Politique qu'ils jugent en contradiction avec les objectifs affirmés par le PDG de DCNS, Patrick Boissier, de relocalisation en France d'un maximum d'activités.

 

Les chiffres donnent raison aux syndicats pour l'instant. Les effectifs de DCNS (l'ancien arsenal) sont passés de 6 000 à 2 375 personnes en deux décennies.

 

Cette absence de réaction au propos ministériel tient aussi au fait que personne n'en est dupe. À une échéance aussi lointaine : la livraison du 1er Barracuda est prévue en 2017, celle du 4e devait avoir lieu initialement en 2023.

 

Jean-Yves Le Drian ne sera plus ministre de la Défense lorsque l'État devra faire le chèque de ces deux unités supplémentaires. Ce qui est d'abord retenu, c'est la confirmation d'un ralentissement immédiat de l'activité. Mais le ministre s'est engagé à ce qu'il n'y ait « aucune rupture de la chaîne de production et aucune rupture de capacités des bureaux d'étude ».

 

Alors que DCNS voit son plan de charge assuré dans la durée, un autre constructeur cherbourgeois n'a plus rien à faire. Les Constructions mécaniques de Normandie, ont mis une partie de leur personnel (près de 400 personnes) en chômage technique, faute de commande. Le PDG du chantier, Pierre Balmer, a plaidé à plusieurs reprises auprès d'Arnaud Montebourg pour un accompagnement de ce chantier privé par la commande publique, comme le fait l'État allemand. Pour le moment, il n'a pas été entendu.

Piriou et DCNS créent Kership, une société commune visant à constituer à terme un leader mondial des navires destinés à l'action de l'Etat en mer. Le groupe naval militaire va prendre 45 % de leur entreprise commune, le chantier civil 55 %.

 

Piriou et DCNS viennent de créer Kership, une co-entreprise dans le domaine des navires aux standards civils destinés à l’action de l’Etat en mer, ainsi que l'avait annoncé lundi La Tribune. "Ce projet s’inscrit dans les stratégies de croissance respectives des deux entreprises en élargissant leurs marchés accessibles", a expliqué le communiqué commun publié ce mercredi. Kership est dès à présent opérationnelle.

 

Détenue par Piriou et DCNS à respectivement 55 % et 45 %, Kership est une société anonyme par actions simplifiées dotée d'un conseil de surveillance à parité de représentation des deux partenaires. La prise de participation de DCNS au capital de la société commune s'élevera à 2,25 millions d'euros. La société est dirigée par Patrick de Leffe, jusqu’à présent directeur de l'audit et des risques de DCNS et qui avait notamment été de 1999 à 2008 directeur de l’ingénierie de ce groupe. Le siège social est basé à Concarneau. DCNS a réalisé a enregistré en 2012 une hausse de plus de 10 % de son chiffre d'affaires à 2,9 milliards d'euros, et de son résultat opérationnel à 209 millions (13.200 salariés). Piriou, qui a livré à ce jour 387 navires, a enregistré l'an denrier un chiffre d'affaires de 122 millions d’euros (près de 1.000 salariés)

 

Créer un leader mondial

 

Dotée d'une structure légère destinée à préparer les offres, piloter la réalisation des contrats et assurer la maîtrise d’œuvre industrielle, cette nouvelle société exerce ses activités sur les marchés français et internationaux. Piriou et DCNS conservent en propre leurs moyens industriels, logistiques et d’ingénierie sur lesquels Kership s’appuiera. « L’ambition de Piriou et DCNS est de créer un leader mondial dans les navires aux standards civils essentiellement destinés à l’action de l’Etat en mer (garde-côtes, police, gendarmerie, douanes…) en faisant jouer leurs complémentarités industrielles. Kership bénéficie de l’expérience de DCNS sur les marchés du naval de défense et de celle de Piriou dans les navires aux standards civils », a estimé Patrick de Leffe. Piriou et DCNS bénéficient déjà d’une expérience commune réussie dans le cadre de la construction de l’OPV Gowind L’Adroit réalisé sur fonds propres en 2010-2011 par DCNS.

 

Selon le directeur de la division Systèmes Navals de Surface de DCNS, Pierre Legros, « la création de Kership va permettre de proposer des offres attractives sur le marché en croissance des navires faiblement armés réalisés selon des standards civils. La vente de ces bâtiments destinés à l’action de l’Etat en mer permettra à DCNS de nouer des relations avec des nouveaux clients susceptibles d’acquérir ensuite des navires plus fortement armés (corvettes, frégates…). Kership offre donc une double opportunité de croissance pour DCNS ».

 

Piriou a déjà une expérience dans la défense

 

Dans le domaine de la défense, le chantier naval de Concarneau entretient des navires de la Marine nationale depuis 2005 et a obtenu fin 2010 un contrat de MCO (Maintien en conditions opérationnelles) sur 10 ans pour la remotorisation et la maintenance des 10 bâtiments de formation, avec obligation de résultat en termes de disponibilité. Piriou construit également l’ALMAK, un Batiment de Formation Maritime de 44 mètres, destiné à la société française DCI (Défense Conseil International) et qui sera livré en septembre 2013.

 

Le PDG de Piriou, Pascal Piriou, souligne dans el cadre de la création de Kership que « nous nous allions avec beaucoup de fierté à l’un des tous meilleurs du secteur défense au niveau mondial. La mise à disposition de nos moyens respectifs au service de KERSHIP va nous permettre de prendre pied sur le marché de l’action de l’Etat en mer, très complémentaire du reste de nos activités, où notre expérience des normes civiles, nos implantations à l’étranger et, je crois, notre dynamisme, font de Piriou le bon partenaire pour DCNS".

Togo, Senegal and Libya order French patrol boats

The navies of Togo, Senegal and Libya have ordered patrol boats from Raidco Marine and will take delivery in the coming months.

 

Senegal’s 33 metre long RPB 33 offshore patrol vessel will be launched on June 15 and delivered to the Senegalese Navy around August-September, according to the manufacturer. Construction began last year.

 

The RPB 33 was designed for maritime patrol and dealing with things like terrorism, trafficking, illegal fishing and illegal immigration. A notable feature of the RPB 33 is a panoramic bridge allowing 360 degree surveillance. Weapons options include a 20 mm cannon.

 

Senegal has apparently also ordered a Raidco 45 metre long offshore patrol vessel, for delivery in September 2014. This will have an endurance of ten days and a range of 2 000 nautical miles. It will be able to launch two small boats. In October 2012 Senegal ordered four FPB 98 Mk I patrol boats from OCEA.

 

Meanwhile, Togo has ordered two RPB 33s, for delivery in March and July 2014. They will be constructed of glass fibre reinforced composites, with an aluminium superstructure.

 

Another recent Raidco customer from Africa is Libya, which ordered two Raidco Marine RPB 20 boats, which will be delivered to the Navy on April 26. As part of the deal, Raidco is training 32 Libyan sailors (including four officers) as well as maintenance and other personnel in Lorient. They will remain in France for a month before sailing for Libya.

 

The RPB 20 series is 20 metres long, has a top speed of 28 knots (thanks to its double-chine deep-V hull) and can launch a small boat.

Jean-Yves Le Drian confirme, ce matin dans Ouest-France, la construction de 11 frégates multimissions (et non pas huit comme l'avait dit Patricia Adam dans Ouest-France la semaine dernière) et de six sous-marins Barracuda. Il annonce aussi des renforcements en moyens et en personnels à Lorient et Bruz (Ille-et-Vilaine).

 

Avec l’annonce, lors de la présentation du Livre blanc sur la Défense et la sécurité, de la suppression de 24 000 postes entre 2014 et 2015, l’inquiétude n’a pas manqué de grandir aussi bien dans les armées que chez les fournisseurs et prestataires de services du ministère de la Défense.

 

L’Ouest et plus particulièrement la Bretagne devraient être épargnés par les coupes claires anticipées. C’est en tout cas l’assurance donnée par le ministre de la Défense : « Globalement, l’ensemble militaire et industriel breton sera conforté par le Livre blanc ».

 

François Hollande, déjà pendant sa campagne électorale, a assuré du maintien de la dissuasion nucléaire, considérée comme prioritaire. Ses deux composantes, maritime et aérienne, « garante de notre indépendance et de notre autonomie stratégique, seront donc conservées, précise Jean-Yves Le Drian. Ça implique le renouvellement des sous-marins nucléaires lanceurs d’engins de Brest et de leurs bâtiments d’accompagnement ».

 

Cette même volonté s’exprime dans « la préservation de la capacité de projection de puissance aéronavale », à travers le groupe aéronaval du Charles-de-Gaulle dont des rumeurs annonçaient la disparition.

 

En revanche, le ministre a confirmé le nouveau renforcement des moyens de la DGA à Bruz (Ille-et-Vilaine) où « le nombre de personnels affectés à la recherche dans le domaine de cyberdéfense passera de 150 à 350, soit l’arrivée de 200 personnels hautement qualifiés qui vont renforcer ce site appelé à devenir le creuset d’une filière prioritaire ». Autre renforcement, celui des forces spéciales. La Force des fusiliers-marins et commandos de Lorient verra ses capacités technologiques, ses effectifs et son commandement renforcés.

 

Enfin, « en termes industriels, les principaux bassins bretons seront confortés malgré les conditions économiques difficiles », assure le ministre de la Défense. Ce qui signifie que 11 frégates multimissions (Fremm) et 6 sous-marins nucléaires d’attaque de type Barracuda seront construits. « Ce qui n’est pas encore tranché, c’est le cadencement mais il sera calibré pour qu’il n’y ait aucune rupture de la chaîne de production et aucune rupture de capacités des bureaux d’étude ».

A new Russian carrier-deck pilot training site will be ready for operation by next year, Navy Commander Admiral Viktor Chirkov said on Sunday, replacing a Soviet-era base in Ukraine which Kiev has said it may lease to other countries.

 

The work on the training facility in the city of Yeisk, on Russia's Black Sea coast, “is proceeding according to plan,” he said in an interview with RIA Novosti.

 

Grigory Naginsky, head of the Federal Agency for Special Construction Work (Spetsstroi), said last month the construction work at the site was effectively complete and that aircraft should start flying there in August or September.

 

Former Russian Navy chief Adm. Vladimir Vysotsky had previously said the training facility should be complete by 2020.

 

In March, Ukrainian First Deputy Defense Minister Oleksandr Oleinik said Ukraine, which does not operate fixed-wing shipborne naval aircraft, was considering leasing out its Nitka training site in Crimea to other countries.

 

Under a 1997 bilateral agreement, Russia occasionally uses Ukraine's Nitka Naval Pilot Training Center, the only land-based training facility for its carrier-based fixed-wing pilots. At present, the site is only used by Russia on a short-term basis to train Northern Fleet carrier pilots, who fly Su-33 naval fighter jets and Su-25UTG conversion trainers for Russia's sole carrier, the Admiral Kuznetsov.

 

 

The Nitka Center was built in the Soviet era for pilots to practice taking-off and landing from aircraft carrier decks. After the collapse of the Soviet Union in 1991, the facility remained under Ukraine’s control.

 

The center provides facilities such as a launch pad, a catapult launch device and arrester wires, a glide-path localizer, a marker beacon, and an optical landing system.

 

The Russian Defense Ministry has previously asked the Ukrainian Defense Ministry to lease the site to Russia. Ukraine’s then-Defense Minister Mykhailo Yezhel supported Russia’s request. However, a firm deal for the Russia lease option was not clinched, Oleinik said earlier, so the Ukrainian Defense Ministry was looking at other options for using it.

 

"India and China are the obvious potential candidates for this," Douglas Barrie, air warfare analyst at the London-based International Institute for Strategic Studies, said last month.

 

India is awaiting delivery of a refurbished Russian aircraft carrier which will operate Russian MiG-29K fighter jets. China only has one carrier, from which naval aircraft were seen operating for the first time last year, and has little experience of fixed-wing naval operations. Most other aircraft carrier operators either use short take-off/vertical landing (STOVL) aircraft whose crews would not need a facility like Nitka, or have their own such facilities, or use only ships for training.

 

Under the original agreement, Russia traded use of the Nitka facilities for spare parts for Sukhoi-family naval fighter jets, which were the only type allowed to operate at the center. Russia and Ukraine were Nitka's only users.

 

In August, Russia’s then-Defense Minister Anatoly Serdyukov said Russia and Ukraine had signed a protocol on amendments to that agreement, setting out payment for using the site, unrestricted use of a range of naval aircraft for training and testing, and the possibility of sharing the center with third parties.

 

The Russian Defense Ministry said last year it was paying about $700,000 annually to rent Nitka and was willing to upgrade the facility. Russia, which has only one aircraft carrier - the Admiral Kuznetsov - is drawing up plans for a new nuclear-powered aircraft carrier for its Navy by 2018.
