L'OPV Gowind L'Adroit de DCNS au coeur de la société commune Piriou DCNS

DCNS et le groupe Piriou vont très prochainement annoncer la création de leur joint venture Piriou DCNS. Le groupe naval militaire va prendre 45 % de leur entreprise commune, le chantier civil 55 %.

 

DCNS et le groupe Piriou vont très prochainement annoncer la création de leur joint venture Piriou DCNS. Le groupe naval militaire va prendre 45 % de leur entreprise commune, le chantier civil 55 %. La prise de participation de DCNS au capital de la société commune à hauteur de 45 % du capital de cette société (soit 2.250 actions) s'élevera à 2,25 millions d'euros. Cette prise de participation a été approuvée par l'Etat. Les deux chantiers navals visent rapidement un chiffre d'affaires d'une centaine de millions d'euros. Ils convoitent notamment les programmes nationaux dédiés à l'action de l'Etat en mer, qui sont en train d'être lancés par le ministère de la Défense.

 

Créer un leader mondial

 

L'ambition de DCNS et Piriou est de créer un leader mondial dans les navires aux standards civils essentiellement destinés à l'action de l'Etat en mer (garde-côtes, police, gendarmerie, douanes...) en faisant jouer leurs complémentarités industrielles et commerciales. La joint-venture bénéficierait de l'expérience de DCNS sur les marchés du naval de défense et de celle de Piriou dans les navires aux standards civils. Ils visent notamment les programmes de bâtiments multi-missions (B2M), de bâtiments de souveraineté et d'intervention maritime (Batsimar) et, enfin, de bâtiments de soutien et d'assistance hauturiers (BSAH).  Ils visent également les marchés à l'exportation portant sur les bâtiments de moins de 95 mètres, avec des standards civils et destinés aux gardes-côtes, à la police et gendarmerie, aux douanes. "DCNS et Piriou veulent devenir le leader mondial de la construction des bâtiments de moins de 95 mètres", explique-t-on à "La Tribune". DCNS va ainsi améliorer sa base de coûts en fabriquant des bâtiments aux normes civiles.

 

DCNS et Piriou bénéficient d'une expérience commune réussie dans le cadre de la construction de l'OPV Gowind L'Adroit réalisé sur fonds propres en 2010-2011 par DCNS avec plusieurs partenaires dont le groupe Piriou.

Sagem (Safran) vient de signer avec l’agence de défense et de technologie DSTA de Singapour un contrat portant sur le développement et la production du nouveau système de combat GFCS - Gun Fire Control System - destiné aux huit Littoral Mission Vessels commandés par la marine de la République de Singapour (1).

 

Le système Gun Fire Control System de Sagem est un système central qui intégrera depuis le centre opérations des bâtiments plusieurs fonctions : artillerie principale et secondaire, radars, systèmes optroniques et système de navigation. Opéré depuis ses consoles multifonctions, le GFCS s’interfacera avec le système de combat principal. Son architecture ouverte permettra une intégration aisée, et sa flexibilité d’agréger ultérieurement d’autres capacités.

 

Partenaire de longue date de la marine de Singapour, Sagem a produit les systèmes GFCS des six frégates de la classe Formidable et celui des quatre bâtiments amphibies LST de la classe Endurance.

 

Le nouveau GFCS sera développé dans le centre R&D de Sagem à Massy.

 

A travers ce programme, Sagem démontre sa capacité d’intégrateur de systèmes de combat, de capteurs et de systèmes d’information décentralisés pour plates-formes militaires.

 

(1) - La future classe de bâtiments de mission littorale de la marine Singapourienne comprendra huit bâtiments lance-missiles de 1200 t. Conduit sous la maitrise d’œuvre de ST Marine, ce programme doit remplacer les actuels patrouilleurs de la classe Fearless.

Le gouvernement chercherait à vendre DCNS à Thalès

Le gouvernement cherche à vendre la compagnie navale DCNS, leader mondial du naval de défense, au spécialiste de l’électronique de défense Thalès, déjà actionnaire à hauteur de 35%, selon une source informée.

 

Si cet accord était conclu, il marquerait un important changement dans l’industrie de défense, qui lutte pour sa survie dans un climat économique hostile mais a résisté aux tentatives de réorganisation.

 

Ce projet de fusion ou de rachat de DCNS par Thalès est l’une des conséquences du Livre Blanc sur la défense publié le 29 avril dernier. Il a confirmé un objectif de dépense de 31,4 milliards € sur la période 2014-2019.

 

Mais ce chiffre suppose des recettes exceptionnelles provenant de la vente de participations pour boucher un manque de financement estimé à 1,8 milliard € en 2014, et un montant similaire en 2015, indique la source. « Nous avons besoin de recettes exceptionnelles, et DCNS pourrait faire partie des participations vendues, » a expliqué la source.

 

Thalès détient déjà 35% de DCNS, après avoir levé en 2007 une option d’achat pour renforcer sa part initiale de 25%.

 

Le gouvernement espère vendre sa part de 65% de DCNS à Thalès pour un montant d’environ 1,5 à 2 milliards €. Ce seul accord permettrait de combler le problème de financement pour 2014.

 

Si la vente se concrétise, DCNS deviendrait une filiale de Thalès. Des responsables du gouvernement négocieraient avec la famille Dassault, qui contrôle Dassault Aviation, l’actionnaire industriel de référence de Thalès.

 

« Si le plan d’affaires de DCNS semble solide, ils seront intéressés, » indique la source.

 

Le gouvernement veut cependant conserver un siège au conseil d’administration de DCNS, et veut reporter son action spécifique — sa “golden share” — au niveau de la compagnie mère, Thalès, précise la source.

 

Le précédent président de Dassault, Charles Edelstenne, avait déclaré que sa compagnie était prête à augmenter la participation de Thalès dans DNCS au-dessus de 50%, mais que le status spécifique des ouvriers d’état devrait être réformé.

 

« L’idéal, le mieux » serait que Thalès achète beaucoup plus que 50%, proche des 100%, et devienne le propriétaire, soutient la source.

 

Pour les ouvriers d’état, le gouvernement paierait les salaires, mettrait le personnel à la disposition de DCNS, et la rembourserait pour ramener les salaires au niveau d’un salaire compétitif.

 

DCNS a des ventes annuelles d’environ 2,5 milliards € et dégage un cash d’environ 2 milliards €. Cela est considéré comme payant virtuellement pour l’acquisition.

 

Les discutions pour la vente de DCNS n’ont pas encore commencé, mais devraient le faire prochainement. « Nous devons prendre des décisions rapidement pour passer 2014, » souligne la source.

 

Une fusion entre DCNS et Thalès serait positive, mais dépend beaucoup de la façon dont elle sera mise en place, indique un spécialiste.

 

Les 2 compagnies sont en compétition dans des domaines comme les systèmes de combat. Un accord permettrait d’« intégrer les capacités et rendrait la compagnie plus efficace, » indique Andrea Gilli, un associé de l’European Union Institute for Security Studies.

 

« Une fois que cela sera fait, cela simplifierait considérablement le paysage, » convient la source française.

 

Des porte-paroles de Dassault, DCNS et le ministère de la défense n’étaient pas disponibles pour faire des commentaires.

L'escadre russe en Méditerranée pourrait comprendre des Mistrals

Les futurs porte-hélicoptères russes de type Mistral pourraient faire partie de l'escadre russe en Méditerranée, a annoncé dimanche à RIA Novosti le commandant en chef de la Marine russe, l'amiral Viktor Tchirkov.

 

"Oui, c'est possible, pourquoi pas? Mais il s'agit d'une perspective assez lointaine, car le premier navre de ce type n'équipera la Marine russe qu'en 2015 au plus tôt", a indiqué l'amiral interrogé sur l'éventuelle utilisation de ces navires au sein de l'escadre russe en Méditerranée.

 

Auparavant, le ministre russe de la Défense a annoncé qu'il fallait créer en Méditerranée un groupe de navires de guerre afin d'assurer en permanence la protection des intérêts russes dans cette région.

 

"Il faut créer un nouveau département pour le groupement opérationnel de la Marine qui défendra les intérêts nationaux de la Russie dans la région de la Méditerranée et garantira la présence permanente de navires russes dans ce secteur", a indiqué le ministre lors d'une réunion élargie du collège du ministère de la Défense.

Marine russe: une nouvelle frégate pour la Flottille de la mer Noire en 2014

La Flottille russe de la mer Noire sera équipée en 2014 de la première des six frégates dernier cri du projet 11356, baptisée Amiral Grigorovitch, a annoncé lundi aux journalistes le commandant en chef de la Flottille, le vice-amiral Alexandre Fédotenkov.

 

"Dès 2013, la frégate denier cri Amiral Grigorovitch (projet 11356)  sera mise à l'eau pour équiper, en 2014, la Flottille russe de la mer Noire. Ce navire sera le premier des six frégates de ce projet, doté d'un système de missiles de croisière longue portée et à haute précision Calibre", a indiqué le vice-amiral.

 

"La Flottille compte également s'équiper de six sous-marins du projet 636, dont les trois premiers porteront les noms de Novorossiïsk, Rostov-sur-le-Don et Stari Oskol. La Flottille sera aussi dotée de six embarcations de combat  à usages divers", a ajouté le responsable.

 

Les frégates du projet 11356 sont destinées à mener les opérations contre les navires et les submersibles dans les mers et les océans, ainsi qu'à parer les attaques aériennes. Elles seront armées de missiles mer-mer, mer-air, de pièces d'artillerie, de torpilles et de bombes.

U.S. Navy leaders were warned last year that a $37 billion program to build Littoral Combat Ships can’t meet its promised mission because the vessels are too lightly manned and armed, according to a confidential report.

 

“This review highlights the gap between ship capabilities and the missions the Navy will need LCS to execute,” said the report prepared last year for the Navy by Rear Admiral Samuel Perez. “Failure to adequately address LCS requirements and capabilities will result in a large number of ships that are ill-suited to execute” regional commanders’ warfighting needs.

 

The 36-page report obtained by Bloomberg News is at odds with assurances from Navy leaders that their project is on course to deliver a small, speedy and adaptable ship intended to patrol waters close to shore.

INS Arihant nuke reactor to be activated in 2-3 weeks: DRDO

NEW DELHI (PTI): Moving towards completing its nuclear triad, India will activate the atomic reactor on-board the indigenous nuclear submarine INS Arihant in the "next two to three weeks" paving way for its operational deployment by the Navy soon.

 

"The nuclear reactor on-board the INS Arihant would be made critical (activated) in next two to three weeks," DRDO chief V K Saraswat told PTI on Sunday.

 

Nuclear triad is the ability to fire nuclear-tipped missiles from land, air and sea.

 

He said after the nuclear reactor is activated, the agencies concerned can work towards readying the warship for operational deployments soon.

 

INS Arihant has been undergoing trials at Navy's key submarine base in Vishakhapatnam and would be launched for sea trials after the nuclear reactor goes critical.

 

The DRDO has also readied a medium-range nuclear missile BO-5 for being deployed on the Arihant and its last developmental trial was held on January 27 off the coast of Vishakhapatnam.

 

The nuclear submarine will help India achieve the capability of going into high seas without the need to surface the vessel for long durations.

 

Conventional diesel-electric submarines have to come up on surface at regular intervals for charging the cells of the vessel

The Russian Navy is set to receive its third Steregushchy-class (Project 20380) corvette, Boiky, on 16 May from St Petersburg's Severnaya Verf shipyard.

 

Built at Severnaya Verf, Boiky has completed sea trials and was put through a series of final tests at the shipyard to validate its capabilities, as reported by RIA Novosti.

 

Designed by Almaz Central Marine Design Bureau, the Steregushchy-class corvette has a displacement capacity of 2,000t, is capable of reaching a speed of 27k, and can accommodate a crew of 100, including helicopter maintenance personnel.

 

The corvette is armed with Kh-35 missiles, 3M-54 Klub missiles and Arsenal A-190 100mm naval gun, as well as two 30mm six-barrelled AK-630M automatic gun mounts, fitted with two quadruple torpedo tubes for Paket-E/NK anti-torpedo missiles.

"The ship provides artillery support for beach landings and can also destroy enemy surface ships, submarines and aircraft."

 

Featuring stealth technology to reduce secondary radar fields, as well as acoustic, infrared, magnetic and visual signatures, the ship provides artillery support for beach landings and can also destroy enemy surface ships, submarines and aircraft.

 

Powered by a combined diesel and diesel (CODAD) propulsion system, the 20380-class vessels are fitted with Sigma combat information management system, Zarya-ME sonar suite, TK-25E-5 ECM system and PK-10E decoy system.

 

The first corvette, Steregushchy, is already in service with Russia's Baltic Fleet, while the second ship, Soobrazitelny, joined the navy in 2011.

 

The fourth vessel Stoyky was rolled-out at St Petersburg's Severnaya Verf shipyard in May 2012 and is scheduled to enter service in November, following a series of sea trials.

 

Around 30 Steregushchy-class ships are being considered for procurement by the country in a bid to safeguard oil and gas transportation routes in the Black and the Baltic seas, as well as protect its coastal waters.

Austal: Response to Australian Defence White Paper and future Submarine Skills Industry Plan

Austal has welcomed today’s release of Australia’s 2013 Defence White Paper and the Future Submarine Industry Skills Plan, noting that they foreshadowed a more conducive climate for Australian naval shipbuilding – including two significant patrol boat acquisition programs that lie firmly within Austal’s field of expertise.
 
Austal Chief Executive Officer Andrew Bellamy said the announcements indicated the Government had recognised that naval shipbuilding was a strategic capability that could and should be retained and enhanced through increased co-ordination between Defence and industry.
 
“It is very encouraging that the Government has expressed a commitment to, at the very least, consider balancing the shipbuilding program to provide greater stability as well as providing specific measures to aid the retention of critical skills,” he said.
 
“We believe a coordinated, long-term approach to naval shipbuilding would benefit both Defence and industry. More consistent and more predictable work would enable companies like Austal to deliver increasingly better value to the Commonwealth and foster the retention and development of the excellent skills that exist in our industry. It would also help mitigate the risks and costs associated with adjusting to meet the large variations in demand which are traditionally associated with naval shipbuilding.”
 
Most specifically to Austal, Mr Bellamy said the company’s existing capabilities in Western Australia could be particularly beneficial to the planned acquisition of new patrol boats for the Royal Australian Navy and the Pacific Maritime Security Program, which were outlined in the Defence White Paper.
 

 

“Our success with patrol boat programs for state, Australian and international governments shows that we already have the world-class engineering, manufacturing and management skills and facilities, and a portfolio of proven designs that can readily be applied to both these new projects,” Mr Bellamy said.
 
“The fact that we can undertake construction of these vessels here in Australia, with Australian technology, and supported by a significant existing supply chain largely made up of Australian small and medium enterprises, means these programs can directly support the retention and enhancement of the nation’s naval shipbuilding capabilities.

“Provided the timing allows for continuing production from the current Cape Class Patrol Boat construction program, this would be perfectly in line with the recommendations of the Future Submarine Industry Skills Plan.
 
“This is a tremendous opportunity for the Commonwealth, for Austal and our employees, and for the diverse industry that supports Australia’s defence and maritime security capabilities.”
 
As one of Australia’s principal naval shipbuilding companies, Austal was represented on the Expert Industry Panel by Andrew Bellamy.
 
“As an Australian-headquartered, globally operating naval prime contractor, Austal was very pleased to contribute to this important initiative,” Mr Bellamy said. “We look forward to reviewing the Skills Plan in detail and contributing to subsequent implementation actions.”

Bridge Section of HMS Queen Elizabeth Put into Place

The 700 tonne navigation bridge of the future aircraft carrier HMS Queen Elizabeth is lowered into place at Rosyth Shipyard in Scotland.

The construction of the Royal Navy’s new Aircraft Carrier took a huge step forward, as the Defence Secretary Philip Hammond MP witnessed the installation of the ship’s navigation bridge.

Nearly two thirds of the ship has now been built and the structure is due to be completed by the end of this year. The Carrier is then expected to leave the dockyard in 2014 before beginning her sea trials with the Royal Navy.

The forward island fitted houses the bridge where the captain and navigation crew will operate. The enormous steel section was built in Portsmouth and transported by barge to Fife, where the Carriers are being assembled. Both HMS Queen Elizabeth and her sister ship HMS Prince of Wales will have two island sections which will provide independent control of navigation and air traffic control operations.

WASHINGTON — The launch of the US aircraft carrier Gerald R. Ford has been moved back from July to November, a consequence of production delays identified two years ago.

 

The move comes weeks after the US Navy and shipbuilder Newport News Shipbuilding moved the ship’s delivery from September 2015 — which has been the contracted date for some years — to early 2016.

 

“We've been tracking and reporting schedule risk for several years and actively working to retire that risk,” Chris Johnson, a spokesman for Naval Sea Systems Command (NAVSEA) said May 7 in an email. “Following a detailed review of the schedule in February 2013, the Navy and the shipbuilder concluded that a delay in the launch would allow the shipbuilder to complete the remaining critical path work and allow for increased outfitting to most economically complete the ship.”

 

Earlier, Johnson acknowledged the problems associated with the first ship of a new design.

 

“Certainly it’s not ideal, but in this case it is very much a first-of-class issue. And those ships have challenges.”

 

The Ford is the first of the CVN 78-class carriers, the first new US carrier design since the mid-1960s. The 100,000-ton ships — the largest warships in the world — are also the first to be entirely designed using computer-aided design technologies.

 

Newport News Shipbuilding, a division of Huntington Ingalls Industries, is the only shipbuilder in the world capable of building full-sized nuclear-powered aircraft carriers.

 

The shipbuilder, in a statement released Monday, acknowledged its problems in making up the schedule delays. HII’s statement in full:

 

“Working closely with the Navy, we have revised the Gerald R. Ford (CVN 78) launch date from July 2013 to November 2013. Although actions to resolve first-of-class issues have retired significant schedule risks, the revised launch date allows increased outfitting and ship construction that are most economically done prior to ship launch.

 

“As the first new design carrier beginning construction in more than 40 years, CVN 78 is designed to provide increased capability and reduced total ownership cost by about $4 billion compared to Nimitz-class carriers. For this first-of-class ship, construction commenced in parallel with design completion based on earlier decisions at [the] Department of Defense. Ongoing design during the construction process caused delay and inefficiencies in procurement, manufacturing, and assembly.

 

“We have demonstrated that delaying launch (and therefore delivery) to allow for increased outfitting and construction prior to launch is the most economical path forward to deliver the tremendous capability and affordability improvements resident in Ford. “

 

NAVSEA also released a statement on the shift in launch date:

 

“The CVN 78 launch date will be revised from July 2013 to November 2013, and delivery will be shifted to second quarter FY 2016. Although shipbuilder actions to resolve first-of-class issues have retired significant schedule risks to launch and stabilized schedule performance, they have not been able to overcome the 17 weeks of schedule pressure identified two years ago.

 

“The Navy and the shipbuilder concluded last month that a delay in the launch would allow the shipbuilder to complete the remaining critical path work and allow for increased outfitting to most economically complete the ship. The ship is expected to be 70 percent complete at launch, well prepared for subsequent shipboard testing.

 

“Ongoing design and new technology development during the construction process caused delays in material procurement, manufacturing and assembly.

 

“First-of-class producibility issues [that impacted the schedule included] the use of thinner steels which caused difficulties with structural erection; new processes for advanced coating systems; and qualification of new material components. The shipbuilder recommended a delay in launch in order to accomplish greater completion levels prior to launch and thereby enable the lead ship to be completed most economically. The Navy agreed.

 

“As reported by the Navy previously in its December 2011 CVN 78 Selected Acquisition Report, the Navy projects a most likely total ship end cost of $12.887 billion. This includes the cost of construction, government furnished equipment, and design funding of $3.3 billion for non-recurring engineering which is the investment in the 11 ship class design (not just the lead ship of the class, CVN 78). Current shipyard construction cost estimates are consistent with this Navy estimate from 2 years ago.”

Curtiss-Wright to deliver additional RAST system to US Navy

The US Navy has awarded a contract to Curtiss-Wright Flow Control for supply of its ship-borne helicopter recovery assist, secure and traverse (RAST) system in support of the Arleigh Burke-Class DDG 51 Flight IIA forward-build programme.

 

Under the multimillion contract, the company's RAST system will be installed aboard the future DDG 51 IIA ship, DDG 116.

 

The company will also provide related track components and spares to the US Naval Air Systems Command.

 

Commenting on the contract, Curtiss-Wright Flow Control source said that the continued supply of the RAST system demonstrates the company's engineering expertise in providing advanced performance, reliable equipment designs and increased operational efficiency to the naval defence industry.

 

Work under the contract will be carried out by Curtiss-Wright's Flow Control's subsidiary Indal Technologies in Mississauga, Ontario, Canada, with the first delivery scheduled for late 2014.

"Under the multimillion contract, the company's RAST system will be installed aboard the future DDG 51 IIA ship, DDG 116."

 

Capable of assisting safe helicopter launch and recovery, the RAST helicopter handling system is fully integrated with all functions necessary to safely operate and stow large ship-borne helicopters.

 

The RAST has been designed to aid in securing and manoeuvring of helicopters even in adverse weather and sea conditions up to sea state five.

 

More than 200 integrated aircraft handling systems have been delivered to date by the company to navies in Australia, Canada, Japan, Spain, Taiwan and the US.

Sa place en tant que première force sous-marine en Afrique déjà établie, la Marine nationale algérienne s’apprête à acquérir deux nouveaux sous-marins, dont la commande devrait être incessamment passée.

 

Les deux sous-marins russes de la classe Kilo (code de l’OTAN) déjà réceptionnés, ces trois dernières années, les deux autres fraîchement modernisés en Russie auxquels s’ajoutent les deux unités devant être prochainement commandées devraient permettre à la Marine nationale d’être confortée dans son ambition de rejoindre le club des puissances européennes.

 

C’est ce qu’il faut retenir de l’état des lieux des différentes forces navales à travers le monde que vient de dresser le site Mer et Marine, qui s’occupe de tout ce qui se rapporte au monde maritime civil et militaire. Face à une concurrence marocaine peu redoutable malgré les acquisitions importantes – de grands et puissants bâtiments, des sous-marins allemands type 209/1200 ou russo-italien type S1000 évoqués –, ses voisines libyenne, tunisienne et égyptienne sensiblement affaiblies, les événements du Printemps arabe ayant freiné l’évolution de la situation de leurs forces navales respectives – la Marine nationale semble voir de plus en plus grand. Ainsi, outre les trois remorqueurs d’assistance et de sauvetage du type UT 515 qu’elle s’est offerts auprès de la Norvège, deux frégates lance-missiles de type Meko A200 ont été commandés en 2011 et 2012 à l’Allemagne puis deux autres à la Chine, indique la même source.

Autres commandes, autres dimensions et autres enjeux. Après de longues et pointilleuses négociations avec le ministère de la Défense, l’italien Orizzonte Sistemi Navali (société commune des groupes italiens Finmeccanica et Fincantieri) a fini par décrocher le premier contrat à l’export de sa toute dernière version de bâtiments amphibies. Le nouveau bâtiment de débarquement et de soutien logistique (BDSL) commandé par la Marine nationale et dont la construction a été entamée début 2012 par les ingénieurs du chantier naval Fincantieri, sera, en effet, le premier bâtiment de projection à être équipé de puissants systèmes électroniques de défense aérienne et antinavire de dernière génération. Outre le radar tridimensionnel destiné à la détection aérienne à grande portée ainsi que la conduite de tir appelé à y être installés, le futur bâtiment de la Marine nationale sera également le premier à mettre en œuvre les Aster 15, la dernière version de missiles antimissiles récemment mise au point par le leader européen des missiles et systèmes de missiles MBDA.

S’agissant des capacités d’accueil, force est de dire que le nouveau bâtiment de projection algérien est une véritable base militaire flottante. En témoignent : un hangar pouvant abriter 5 hélicoptères lourds, un garage pour 15 chars lourds, des logements pour 440 soldats en plus des 150 membres d’équipage, une unité hospitalière de 50 lits dotée de salles d’opération permettant la prise en charge des troupes débarquées ou pouvant être mis au service des populations civiles lors d’opérations humanitaires, selon Mer et Marine.

The aircraft carrier will once again take to sea in July; flight tests are scheduled a month later.

 

The INS Vikramaditya has undergone a complex operation at Russia’s Sevmash shipyard ahead of the final stage of trials and delivery to the Indian Navy later this year. 

 

With 10 weeks still left until July 3, 2013, when the final sea trials are due to begin, tug boats carefully manoeuvred the giant ship to a drainable pool. There the Vikramaditya will once again be put on a frame. Once the water has been drained, engineers will inspect the hull of the ship and all its outboard parts and components.

According to the head of the commissioning team, Igor Leonov, all the procedures in the dry dock - which are compulsory for a ship after repairs - will take two months. So far, the project remains strictly on the latest schedule.The April 25 deadline for putting the ship in the dock has been met, Leonov said.

 

Ekaterina Pilikina, spokeswoman for the Sevmash shipyard, gave the media details of the elaborate operation. The main complication was that there were only a few centimetres to spare between the hull of the enormous ship and the sluice gate. To make matters worse, the team worked in strong winds and had only an hour at the peak of the high tide to complete their task.

 

The operation was observed by senior Sevmash executives; the head of the White Sea naval base, Vladimir Vorobyev; the captain of the Indian crew of the Vikramaditya, Suraj Berry and the head of the Indian observation team, Kudaravalli Srinivas. Both Indian representatives were impressed with what they saw.

Srinivas said this was the second time he saw such an operation. The first was back in 2008, when the ship was being taken out of the drainable pool after repairs. “Now Sevmash specialists have once again demonstrated their professionalism,” the Indian representative said. “They have coped very well with their task.”

 

The chief executive of the shipyard, Mikhail Budnichenko, expressed confidence that all the remaining work in the dock “will be done well and on schedule.” Sergey Novoselov, head of defence export projects at Sevmash, explained the nature of that work: “In accordance with the contract, we must inspect the state of the hull, the propeller-rudder system, and the sea valves. We will also restore the paintwork below the waterline, if necessary.”

Novoselov added that most of the problems identified during the sea trials have already been fixed. The ongoing refurbishment of the main boilers involves specialists of the companies which designed and manufactured them. The refurbishment is scheduled for completion in May. All the interim results of the project are inspected by the Indian customer and by the Russian MoD.

 

Before the Vikramaditya can take to the sea once again, the Sevmash quality assurance specialists will be asked to present their findings on 435 separate items covering almost the entire ship, including tens of thousands of individual parts and components. In addition, much of the interior finish has yet to be completed.

 

 “There are more than 2,500 compartments in the ship,” Novoselov says. “That includes combat stations, bays, cabins, engine and boiler rooms, power plant compartments, and a 120 metre-long hangar, which is about the same length as a football pitch. We must paint all these compartments, install the hardware, properly insulate all the piping and frame elements, and present the whole thing for the customer's inspection. In addition to the engineers setting up the main equipment, we also have painters, joiners, fitters, insulation technicians and other specialists working on the Vikramaditya.”

 

On occasions there will be more than 3,000 people on board the Vikramaditya this year because the schedule of the sea trials is very tight. The maximum number recorded in 2012 was only about 2,000. The Indian crew will account for the bulk of that increase; 1,326 Indian officers and sailors will begin their practice on the carrier at sea. Sevmash is already making plans for quartering all the sailors, members of the commissioning teams, pilots, mechanics and other air support specialists on the ship. The Vikramaditya’s three galleys will be working flat out nearly round the clock to provide catering.

 

In the autumn of 2012, the Vikramaditya was forced to return to Sevmash, where it had previously been repaired and refitted, to replace the fire-resistant insulation of the boilers, which began to deteriorate during trials in the Barents Sea. This and several other problems with the hardware had forced Russia to postpone the delivery of the Vikramaditya to the Indian Navy, which was previously scheduled for 2012.

 

The new delivery deadline is November 2013. Eight boilers must be refurbished before the end of May if that deadline is to be met. The ship is scheduled to take to the sea once again on July 3, so there will be a month left to test all the boilers of the main power plant, including operation at the maximum load. The next stage of the trials, which involves the planes and helicopters based on the Vikramaditya, is scheduled for August 3.

 

In mid-October the ship will return to Sevmash, where specialists will spend another month preparing it for the voyage to India.

“On July 2013 the aircraft carrier will begin sea trials in the White Sea; we will spend a month testing all the boilers of the main power plant under various loads. The next stage of the trials will commence on August 3 in the Barents Sea, and end on September 30. It will involve the planes and helicopters based on the carrier; the aim is to test the operation of the entire carrier-aircraft complex. One of the critical parts of the trials is aircraft landings on the deck of the Vikramaditya during night-time. These flights will begin in late August or early September, once the midnight sun period north of the Polar Circle is over.

Then the ship is scheduled to return to Sevmash in early October to begin preparations for the voyage to India. November 15 is the deadline for the aircraft to be delivered to the customer and (for the ship to) set sail for its new home in India. Incidentally, we are planning a shorter route for that journey, via the Suez Canal rather than around Africa. In accordance with the terms of the contract, Sevmash engineers will perform repairs and maintenance during the initial 12-month warranty period, and then provide their services for another 20 years once the warranty has expired."

Le sous-marin espagnol Tramontana ne subira pas de grand carénage. La marine espagnole maintenait le doute, ne sachant pas si son budget le lui permettrait. Finalement, le sous-marin n’entrera pas en cale sèche cette année. Jusqu’en 2016, année prévue pour l’entrée en service des nouveaux sous-marins S-80, l’Espagne ne disposera plus que de 2 sous-marins.

 

Selon des sources militaires et industrielles, il n’est pas prévu d’envoyer le sous-marin Tramontana en grand carénage, qui permettrait de prolonger sa durée de vie opérationnelle. Le sous-marin pourrait donc être désarmé, comme ce fut le cas pour le Siroco au printemps dernier.

 

En novembre dernier, le ministère de la défense avait tenté de trouver des budgets supplémentaires afin de « sauver » le Tramontana. Cet argent aurait pu provenir de la vente à l’étranger de matériels désarmés. Cependant, aucune vente n’a été réalisée et le ministère n’a pas trouvé les quelques 30 millions € nécessaires à la réalisation du grand carénage.

Pakistan commissions last Zulfiquar frigate

Pakistan's navy commissioned the fourth and last F-22P Zulfiquar class frigate at a ceremony at Karachi Shipyard and Engineering Works.

 

Commissioning of the PNS Aslat completes the $750 million technology-transfer contract signed in 2005 between Pakistan's Ministry of Defense Production and China Shipbuilding Trading Co., the defense news website PakSoldiers said.

 

The first ship, PNS Zulfiquar -- "Sword," in English -- was handed over to the navy in July 2009 and the second vessel, PNS Shamsheer, was commissioned in January 2010.

 

The PNS Saif was the third frigate -- the last to be built in China at the Hudong Zhonghua shipyard, Shanghai -- and was commissioned in September 2011.

 

Pakistani Chief of Naval Staff Adm. Mohammad Asif Sandila was a guest at the ceremony attended by officials and dignitaries from Pakistan and China, including the ambassador of People's Republic of China, PakSoldier said.

 

Sandila said construction of the 2,500-ton, 404-foot Aslat at KSEW and other ships including a fast attack craft, small tankers and utility ships is a result of the government's determination to attain self-reliance in defense capabilities.

 

The contract with China includes ammunition for the vessels' single 76mm deck-mounted guns and six Harbin Z-9EC anti-submarine helicopters, already delivered to the navy, PakSoldier reported in February 2012.

 

The Z9EC helicopters -- a licensed version of the French Eurocopter AS365 Dauphin and manufactured by Harbin Aircraft Manufacturing Corp. -- were purchased from China National Aero Technology Import and Export Corp. and operate from the Zulfiquar frigates.

 

The vessels carry 200 personnel and have eight C-802/CSS-N-8 subsonic Saccade anti-ship missiles made by China Haiying Electromechanical Technology Academy, the defense news website NavalTechnology said.

 

They also have 8-round FM-90 surface-to-air missiles, the export version of the HQ-7 missile, which includes infra-red tracking system and built by China National Precision Machinery Import and Export Corp.

 

Pakistan's navy also took delivery of two 12-ton Bollard Pull Pusher tugs constructed at the KSEW, which handed over the vessels to Vice Chief of the Naval Staff Vice Adm. Muhammad Shafiq last month.

 

The navy has on order with KSEW a 15,000-ton capacity tanker -- an example of the government's need to develop the country's indigenous defense manufacturing sector, Shafiq said during the handing over ceremony for the tugs.

 

He said the changing geo-political dynamics means access to foreign defense technology will be denied or hard to come by for Pakistan in the coming year.

 

KSEW, the only major shipyard in Pakistan, was set up in the 1950s and operates as an autonomous commercial organization within the Ministry of Defense.

Shipbuilding: Launch of the Third Ship for the United Arab Emirates

 

On 22 April, at the Fincantieri shipyards in Muggiano (La Spezia), was held the launching ceremony of the patrol vessel Salahah ordered by the Navy of the United Arab Emirates from the domestic shipbuilding industry.

 

Salahah is the second "Falaj2"-class patrol vessel delivered to the Navy of the United Arab Emirates, and the third ship overall.

 

The ceremony was attended by Ing. Ferdinand Tognini, Director of the Cantieri del Muggiano and Riva Trigoso, and by General Mohamed Ibrahim Salem, Chief of the Naval Forces of the United Arab Emirates. The launch was also attended by various representatives of the manufacturer, the Commander in Chief of the Naval Region of the Upper Tyrrhenian Sea, Admiral Andrea Toscano, the Head of the Preparation and Testing New Ships (MARINALLES La Spezia), Captain Paolo Pezzutti.

 

The vessel was assigned the recognition number P 252.

 

Salahah is 55 meters long and 8.60 meters wide; it has a maximum speed in excess of 20 knots and it can accommodate a crew of 28 people. Its main feature is the special geometry of its design, which makes it difficult to detect by radar.

 

Fincantieri, after completing the first phase of the contracted program in 2010, which called for the delivery of the 1,650-tonne anti-submarine corvette "Abu Dhabi" and two 550-tonne "Saettia-Stealth" patrol boats, will provide a support and familiarization program for United Arab Emirates crews, together by Marinalles, before being transferred to their homeland.

 

As evidence of the strategic importance assumed by the Middle Eastern market and the strong partnership started with the UAE, Fincantieri has formed the company Etihad Ship Building - a joint venture with Al Fattan Ship Industries and Melara Middle East - specializing in the design, production and sale of different types of civil and naval ships, as well as conducting maintenance and refitting of those under construction in Italy.

The US Navy's third of ten Spearhead-class joint high-speed vessels (JHSV), USNS Millinocket (JHSV 2), has been formally christened at Austal USA in Mobile, Alabama.

 

US Navy secretary Ray Mabus said: "I chose to name the joint high-speed vessel after East Millinocket and Millinocket to honour those values and the men and women of the community that represents them no less today than it did in the early 1900s."

 

The company is under a ten-ship contract worth more than $1.6bn with the US Navy, while 338ft-long USNS Spearhead (JHSV 1), the first ship of the class, has already been delivered.

 

Austal USA president Craig Perciavalle said that the ship was expected to provide an high-level of flexibility, mobility, efficiency and support to combatant commanders and the country.

 

Operated by the Military Sealift Command, the JHSVs can support a range of missions such as overseas contingency operations, humanitarian assistance and disaster relief, supporting special operations forces and emerging joint sea-basing concepts.

 

Capable of performing day and night air vehicle launch and recovery operations in shallow-draft ports, the vessels have a displacement capacity of 2,362t, beam of 28.5m, a draft of 3.8m and can cruise at a maximum speed of 43k.

 

Powered by four MTU 20V8000 M71L diesel engines driving four Wartsila WLD 1400 SR waterjets, the ship features a Navair level 1 class 2 certified flight deck to support helicopter missions.

 

Designed to be fast, flexible and manoeuvrable in shallow waters, the Spearhead-class vessels are equipped with helicopter operations surveillance system (HOSS) to enable the aircraft to operate in very low-light conditions.

 

USNS Choctaw County, the second ship of the class, is expected to be delivered to the navy later in the summer of 2013.

Thales Nederland reports its APAR multifunction radar has successfully completed its first sea acceptance test on a Danish navy frigate.

 

The Active Phased Array Radar is the first of three systems delivered to Denmark under a 2006 contract. The systems are for Denmark's Iver Huitfeldt class frigates.

 

From January 2011-January 2012 factory acceptance tests for all three radars were performed and they were installed on the frigates.

 

"This SAT demonstrates our capability to maintain the highest possible level of product quality over a long period of time," said Thales Nederland Chief Executive Officer Gerben Edelijn. "We are proud of the excellent relationship with the Royal Danish Navy."

 

"Following this SAT, there will be a harbor acceptance test later this year to test the ship's Anti-Air Warfare and Fire Control capabilities," the company said. "The program is scheduled to end early 2014."

The Australian navy, in collaboration with BAE Systems, has opened a training facility for Landing Helicopter Dock ships.

 

The facility, in New South Wales, was officially opened by Minister for Defense Materiel Mike Kelly.

 

"The opening of this training facility is another example of the effective collaboration between the Defense Materiel Organization, Royal Australian Navy and BAE Systems Australia," he said.

 

"This facility will train over 700 ADF (Australian Defense Force) personnel to safely operate and maintain the LHDs in anticipation of acceptance by (the) navy of Australia's first LHD NUSHIP Canberra in early 2014 and the acceptance of NUSHIP Adelaide the following year."

 

The training facility will feature simulated training suites, LHD ship fitted equipment and classrooms.

 

Redevelopment of an existing government site for the training facility took six months and cost about $5.1 million.

 

"The facility has the potential for follow-on training and through-life support training and to manage and conduct other future training for the ADF," the Department of Defense said.

La Chine va se doter de plusieurs porte-avions et le deuxième devra être plus grand et capable d'accueillir plus de chasseurs que le premier, a indiqué un haut responsable militaire chinois cité mercredi par l'agence Chine nouvelle.

 

"Nous espérons que le prochain porte-avions sera plus grand et qu'il pourra transporter plus d'avions", a expliqué le contre-amiral Song Xue, chef d'état-major adjoint de la Marine chinoise, aux attachés militaires de 64 pays, selon l'agence officielle chinoise.

 

Ceux-ci étaient reçus mardi pour le 64e anniversaire de la fondation de la marine de l'Armée populaire de libération.

 

En septembre dernier, la Chine a mis en service son premier porte-avions, le Liaoning, construit à partir de la coque d'un navire destiné à l'origine à la Marine soviétique, le Varyag, qui n'avait jamais été achevé.

 

Cette mise en service était intervenue en pleine crise des relations entre Pékin et Tokyo autour de la souveraineté d'îles - appelées Diaoyu en chinois et Senkaku en japonais - en mer de Chine orientale.

 

Le contre-amiral a expliqué que la Marine chinoise mettait actuellement en place un groupe aérien composé d'au moins deux escadrilles pour le Liaoning, comprenant à la fois des chasseurs, des avions de reconnaissance, des appareils antisousmarins et de brouillage électronique, ainsi que des aéronefs à décollage vertical.

 

Il a précisé que le Liaoning était placé sous le commandement direct du quartier général de la Marine et ne dépendait d'aucune de ses trois flottes en particulier.

 

Le responsable a d'autre part déclaré que des informations de presse selon lesquelles ce deuxième porte-avions chinois serait construit à Shanghai étaient inexactes.

 

Des essais d'atterrissage et de décollage ont déjà été effectués par des chasseurs J-15 à bord du Liaoning, mais le contre-amiral Song a indiqué que d'autres essais aériens été nécessaires avant que ces chasseurs-bombardiers dérivés du modèle russe Sukhoï Su-33 soient opérationnels.

Des failles ont été découvertes dans le réseau informatique de l'USS Freedom, qui appartient à la classe la plus récente de la flotte américaine, mais leur gravité ne justifiait pas le report de son déploiement à Singapour, a-t-on appris mardi de source proche de l'US Navy.

 

Ces lacunes auraient été constatés par des experts chargés de contrôler la sécurité du réseau en tentant de s'y introduire.

 

"Nous procédons à ce type d'inspections dans toute la flotte pour identifier des vulnérabilités spécifiques ou des tendances globales", a-t-on expliqué de même source.

 

Le bateau, mis au point dans le cadre du programme "Littoral Combat Ship" qui représente un investissement de 37 milliards de dollars, est arrivé la semaine dernière à Singapour. Son constructeur Lockheed Martin espère que sa présence stimulera la demande en Asie.

 

La sécurité informatique est l'une des priorités de la marine américaine, dont l'efficacité dépend largement des systèmes de télécommunication, de positionnement et de guidage par satellite.

«Réduire le budget équipement dès 2014 peut être une bonne pioche pour le gouvernement, car les licenciements chez les industriels interviendront bien plus tard », explique cyniquement un industriel du secteur. « Le temps de l'industrie, qui travaille sur le moyen et le long terme, n'est pas celui du politique, qui gère le court terme », regrette-t-il. D'où les inquiétudes des grands patrons du secteur de la défense, qui ont toutefois pu passer le message, lundi 15 avril à l'Élysée, au cours d'un entretien d'une heure et quart avec François Hollande, qui a été « très à l'écoute et compétent sur les dossiers », selon un industriel. Contrairement à ce qui s'était passé le 10 avril lors du dernier conseil de défense. De quoi ouvrir à nouveau des espoirs pour les industriels de l'armement.

 

Car ce qu'ils redoutent le plus, c'est une politique de rupture qui changerait le modèle des armées et, donc, sacrifierait des secteurs industriels. « Je n'aimerais pas être le patron de Nexter en ce moment », explique-t-on au ministère de la Défense. Bref, entre une politique de rupture et une cuisine budgétaire habituelle avec étalements et/ou reports de programmes, certes pénible, pour les industriels, il n'y a pas photo. « Depuis plusieurs années, les armées comme les industriels ont appris à ne pas demander tout et tout de suite, analyse un industriel. Ils acceptent des lacunes quand la pensée opérationnelle ou les prio-rités industrielles ne sont pas claires, comme le report pénible du programme de drone MALE, mais sont finalement intelligentes et responsables au plan budgétaire. Peu de couples industrie/client ont su gérer ainsi ce commencement de pénurie, en évitant les désastres. »Mais, à 29 milliards d'euros de budget par an, comme le veut Bercy, la défense ne sait pas faire. « Nous sommes en cessation de paiement car dès 2014 nous aurons un problème de trésorerie immédiat », explique une source proche du dossier. Pourquoi? Parce que comme l'expliquait à l'automne le chef de l'État-major des armées, l'amiral Édouard Guillaud, « la défense est comme un grand navire lancé à 32 milliards d'euros : on ne peut pas réduire sa vitesse aussi rapidement qu'on le voudrait. »Quoi qu'il arrive, la défense ne sera pas épargnée. Déjà, l'État envisage de réduire la cible finale de l'un des programmes les plus emblématiques, le Rafale, laquelle pourrait passer de 286 à 225 appareils à l'horizon 2025. Le ministère de la Défense réfléchit également à baisser ses commandes d'hélicoptères. Récemment, la direction générale de l'armement (DGA) a obtenu un délai de deux mois avant de conclure, ou pas, une nouvelle commande d'hélicoptères de transport NH90 (Eurocopter), qui devait être passée à la fin de mars. Et les directions financières des différents états-majors planchent sur les équipements des armées selon les différentes trajectoires financières encore en cours aujourd'hui. Three Nuclear Subs to Join Russian Navy by Yearend

MOSCOW, April 23 (RIA Novosti)

 

The Russian Navy will take delivery of two Project 955 Borey-class ballistic-missile submarines, the Alexander Nevsky and the Vladimir Monomakh, and one Yasen-class attack submarine, the Severodvinsk, by the end of the year, a Defense Ministry official said on Tuesday.

 

Everything is going according to plan and there will be "no delays," said Andrei Vernigora, director of the ministry’s state defense contracts department, refuting reports the Alexander Nevsky would only be put into service only in 2014.

 

Alexander Nevsky is due to be commissioned with the Navy in September, he added. The boat has been undergoing trials at the Sevmash shipyard since 2012. A Bulava ballistic missile will be test-launched from the submarine in the summer, a Navy official told RIA Novosti in late March.

 

Alexander Nevsky is the second Borey-class submarine. The first, the Yury Dolgoruky, entered service with the Northern Fleet in January, and the third, the Vladimir Monomakh, was floated out last December and will start trials in the White Sea in June, United Shipbuilding Corporation President Andrei Dyachkov said earlier this month.

 

The Sevmash shipyard will start construction this year of two more Borey-class Project 955A submarines - the Alexander Suvorov and the Mikhail Kutuzov.

Borey class submarines are to become the mainstay of the Navy's strategic nuclear deterrent, replacing the ageing Project 941 (NATO Typhoon class) and Project 667 class (Delta-3 and Delta-4) boats.

A total of eight Borey-class submarines are to be built for the Russian Navy by 2020.

Sevmash said in August it hoped to hand the Severodvinsk attack submarine over to the Russian Navy by the end of 2012.

The Severodvinsk carried out a series of cruise-missile test-firings in November earlier including the test-launch of a supersonic cruise missile at a land target. Laid down in 1993, Severodvinsk is one of eight Yasen-class boats being built for the Russian Navy.

The multirole attack submarine has a submerged displacement of 13,800 tons, length of 119 meters, speed of 31 knots, and can dive to 600 meters. It has a crew of 90 including 32 officers.

It is armed with 3M55 Oniks (SS-N-26) and 3M54 (SS-N-27) Kalibr cruise missiles, torpedoes, and mines.
