Le BSAD Ailette crédits MER ET MARINE - JEAN-LOUIS VENNE

Le lancement du programme des Bâtiments de soutien et d’assistance hauturiers (BSAH) est prévu l’an prochain, son financement étant inscrit dans le projet de loi de finances 2013. Le ministère de la Défense prévoit la contractualisation du partenariat public-privé, qui permettra de remplacer les Remorqueurs de haute mer (RHM) Malabar et Tenace, le Remorqueur ravitailleur (RR) Revi, les Bâtiments de soutien de région (BSR) Elan, Chevreuil, Gazelle et Taape, ainsi que les Bâtiments de soutien, d'assistance et de dépollution (BSAD) Ailette et Alcyon. Il est actuellement prévu, dans le cadre du PPP avec un opérateur privé, une flotte de 8 nouveaux bâtiments mis à disposition de la Marine nationale durant 15 ans.

Ces bâtiments assureront des missions de soutien des forces (accompagnement d’une force aéronavale, d’un sous-marin), de soutien de région (remorquage d’engins, ancrages, relevages…) et de sauvegarde maritime dans le cadre de l’action de l’État en mer (sauvetage, assistance à la protection des biens, protection de l’environnement, lutte contre les pollutions maritimes…) Les nouvelles unités devraient être inspirées des navires de soutien aux opérations offshores. Ils mesureraient de 70 à 80 mètres de long pour un déplacement de 2000 à 3000 tonnes, leur motorisation développant entre 8000 et 12.000 cv. Ils doivent disposer d'une grande plateforme de travail, sur l'arrière, capable d'accueillir divers équipements et matériels. Les BSAH avaient fait l’objet, en 2010, d’un appel à projets auprès du secteur privé.

China Carrier (Liaoning)

As I’m sure you all know by now, the formerly known Varyag Aircraft Carrier was commissioned into PLAN as Liaoning and given the Type 001 class AC with pennant number of 16. I haven’t spent as much time looking into this development, but it’s quite clear that there is a lot of excitement on Chinese military forum over Liaoning class. This news has already eclipsed the exciting unveiling of Shenyang AC’s 4th generation fighter jet (I’m using generation by Chinese standard) and the unveiling of the 052D class destroyers. The only news that has caused more stir in the recent years is the unveiling of J-20. On the English forum that I moderate, some of the fellow members have been waiting for 7 to 8 years for this moment. A few years ago, I had all but given up on Liaoning ever becoming a big part of PLAN’s blue water plans. This was even after Liaoning had been painted with PLAN colours in 2006. Now, it appears that Liaoning has a bigger role in PLAN than many people have expected.

For me, I haven’t been as excited about this development. I was quite excited when 054A and 056 came out. I was also excited when we saw that new mysterious large diesel submarine from WuChang shipyard in 2010. I was really excited when 052D came out. I couldn’t stop looking for more photos on it. I suppose I have already spent too much time looking at Liaoning from when it was first dragged to Dalian to when it was first painted to when it got the non-skid layers to when it was taken to dry docks to when work started on Island to when it made its first sea trials. The more exciting moments will still come in the future when we see J-15s take off and land on it. And after that, it will be interesting to see how PLAN intends to use this training carrier. I read a really great article by Andrew Erickson today, where he talked about how Liaoning will not be that useful in the immediate time facing US or Japan, but could be quite useful in South China Sea. When Liu Huaqing first envisioned a carrier in PLAN, he wanted a medium sized carrier that PLAN can use to dominate South China Sea rather than a super carrier to compete against USN. Of course, this was also back in the late 80s when PLAN had those skirmishes with Vietnam where it had no air cover against Vietnam’s Su-22s. Even as PLAN is still learning carrier op in these early years, Liaoning could make quite a difference in any South China Sea scenarios.

When I was going through articles on the commissioning of Liaoning, I think one of the more interesting parts is where someone from PLAN stated that this shows China can build a carrier. While he conceded the hull was built in Russia, he stated strongly that everything inside the ship and on the ship was designed and built in China. I would imagine that whatever the Russians are doing for the INS Vikramaditya is what China had to do for the former Varyag. It certainly explains why they took this many years to finally launch the ship. Thinking about that, it’s interested that China has managed to restore and modernize a larger ship faster than the Russians despite having to learn the entire structure of the ship from scratch. Reading an interviewed piece from the ship, it certainly sounded like the interior of the ship has been completely changed to the modern PLAN standards. It was stated to have a 24 hours cafeteria with two bars (one loud and one quiet). It was has a supermarket, a post office, a gym (probably also basketball court), a laundromart and a garbage treatment station. Sailors can communicate with family at home through computers and can even use their cell phones. I would imagine the condition to be similar to those pictures we’ve seen of the interiors of the No. 88 life style ship and the Type 071 LPD. PLAN has made a serious effort in the recent years to improve the living conditions of these newer ships as they strive to become blue water navy. So far, we’ve already seen the latest of Chinese sensors and close in weapon systems installed on Liaoning. We’ve also seen the living quarters of the sailors revamped and modernized to be similar to other new PLAN ships. I can only imagine that the navigation control, command area and carrier operations control rooms will also be upgraded to the latest and best PLAN could offer. Liaoning should have much more modern weapon systems on board than any previously Russia/Soviet built carriers. It should also be much more powerful than the refitted and modernized Vikramaditya. Once J-15 joins service, it should also theoretically be much more advanced and capable than any previous naval aircraft that operated off a Russia/Soviet built carrier. Now that they have the hardware that the Soviet navy never had, the much longer process of developing the software (training people and pilots for carrier ops) is about to start.

A while ago, I was asked about when I think a Chinese carrier will enter Persian Gulf. And I think this is a good place to put what I thought at that time. Eventually, a China carrier will leave the safety of the South China Sea and then the second chain of islands. It will move past Malacca straits to protect its energy routes from Africa and the Persian Gulf. I have the following thoughts for when that will happen:

First, we have to think about economics and political situation in China. If we have a serious political or economic problem in China, that would slow down all military procurement. So, let's for the sake of argument, assume that this will not be an issue; and the navy will continue to see 10% increase in its budget every year.

Secondly, China doesn't currently have any real oversea base. And I think they would need oversea base close to the Persian Gulf first before they can really enter into Persian Gulf. They already have some supply points or network of places to support their current operations in the Gulf of Aden. Good article to read is here. In order for China to enter the Persian Gulf, I'd imagine it would need an oversea base close to the Persian Gulf. The location talked about so far are Pakistan, Seychelles, Burma, Sri Lanka and any number of African countries friendly to China. This won't happen right away, but I think it will eventually happen by the end of this decade. I think that Gwadar, Pakistan and somewhere in Burma probably make the most sense. In the former case, that base could be protected by Pakistan army and air force. In the latter case, Burma would also be within range of Chinese air force (with refueling).

Third, what would be the carrier entering into the Persian Gulf? I can't imagine it will be Liaoning, which should serve in the role I mentioned up top. Aside from that, Liaoning is still using steam turbines. If we look at all of the recent PLAN deployments, there have been very few long range ones using steam turbines. Even now, none of the Sov destroyers have been to Gulf of Aden. So, that means it would have to be a domestically built carrier. If the first carrier is under construction in JN shipyard right now as I've been led to believe, the earliest it would enter service is toward the end of this decade.

After that, we have to look at the rest of the carrier group. The current generation of AAW and ASW ships (052C/D and 054A) is sufficient to escort something like Liaoning. The first domestic carriers will be expected to make longer deployments, which would require the next generation of escorts. They would also need something like 095, because the current nuclear subs are way too noisy. Even 095 is still expected to be at least one generation behind Virginia class, so they would probably need something that’s a generation better (like a 097 class). They would need larger AAW and ASW ships that have the propulsion to keep up with the carrier. Aside from the 097 class, everything else (including a new generation of AORs) should already be commissioned by the time the first domestic carrier is ready, so escorts will not be a limiting factor.

The part that will slow things down is the development of the air wing and learning of carrier operations. The first generation of air wing will probably achieve IOC by 2015. By then, the J-15 fighter jet, JJ-9 trainer and Z-8 helicopters should have had some experience on takeoff and landing on Liaoning. For PLAN to feel comfortable sending its carrier into the Persian Gulf and keep it there, it will probably want the second generation of naval air wing. It will probably comprise of a naval version of the new SAC fighter jet, Z-8/Z-15 helicopters for ASW/SAR and other missions, different variants of naval flanker playing the role of E/FA-18E/F/G/H, Y-7 AEW and next generation of naval trainer. Now, most of this is already in development, so optimistically speaking they will probably achieve IOC by 2025. And then, PLAN would probably like to operate it a couple of years before giving it an extensive deployment to Persian Gulf. So, I think it would take until the end of the next decade before PLAN can make a meaningful entrance. By then, they would have almost 2 decades of carrier operations and multiple aircraft carriers.

China Carrier (Liaoning)

TAIPEI — As China celebrated the launch of its first aircraft carrier last week, images and video posted on the Internet raise new questions as to how far along the country has come in the development of its carrier capability.

 

Soon after the carrier, named Liaoning, was commissioned Sept. 25 at Dalian Naval Base, Western analysts began dissecting photos and videos posted by the country’s state-controlled media. Some believe the images raise the possibility that Liaoning might be closer to fielding a carrier-based fighter jet capability than previously thought, while others are unconvinced.

 

In the past, photos of what appeared to be the Shenyang J-15 Sea Shark fighter, a variant of the Russian Sukhoi Su-33, on the deck of the carrier were dismissed by analysts as mock-ups. No photos or videos have been seen of a fighter landing on or taking off from the carrier, but images and video from the induction ceremony show skid marks on the flight deck. A video also shows what appear to be the tail wings of two J-15s in the hangar deck.

 

Chinese media have consistently reported that the new carrier would be used primarily as a training platform and “to practice how to integrate with a combined task force,” said Gary Li, an analyst at U.K.-based Executive Analysis. Whether real aircraft or mock-ups, the presence of the planes on the ship indicates the Chinese are likely already — at the very minimum — practicing plane-handling techniques on the first-of-its-kind carrier.

 

According to Chinese state-controlled media, Liaoning is outfitted with state-of-the-art weapons, including a 150-kilometer-range active phased array radar capable of tracking 200 air targets; a 250-kilometer-range Sea Eagle surface-search radar; a 10-kilometer-range Red Flag 10 (FL-3000N) anti-missile system; and a two-kilometer-range 30mm 1030 automatic cannon for anti-ship missiles.

 

Besides the J-15, other aircraft could include the Zhi-8 transport helicopter and Kamov Ka-28 anti-submarine warfare (ASW) helicopter.

 

Some analysts said the People’s Liberation Army Navy (PLAN) might use the carrier initially as a helicopter carrier, akin to Japan’s Hyuga-class helicopter destroyers or the U.S. Navy’s Wasp-class amphibious assault ships.

 

“It is clear from certain pictures taken by the Chinese press in and around the carrier during the induction ceremony that there has been testing of the J-15 on the Liaoning,” Li said. “Tire marks on the runway suggest taking off and landing during sea trials, and one cameraman even managed to capture a J-15 test plane in the below deck hangar.”

 

But not everyone is convinced.

 

“I’m having trouble believing they’ve actually landed J-15s on this thing,” said Roger Cliff, a China military specialist at the Project 2049 Institute. Skid marks on the deck could be “touch-and-go” landings.

 

“The skid marks are well forward of where the arresting gear is,” he said. There is the possibility that they are also practicing takeoffs at sea.

 

“They could put J-15 prototypes, or even J-11s [Su-27], on the ship with a crane, take the ship out to sea, and practice taking off, landing back on dry land,” he said.

 

China would need a fighter that can handle a 3-degree angle of drop and a pilot would need to make several land-based arrested landings before trials can begin at sea, where the deck is pitching, Cliff said.

 

“When practicing on land, the consequence of touching down a foot behind where the deck starts is a poor landing score. If you do that on a carrier, you’re looking at a new aircraft, a new pilot, and repairs to the stern of the carrier,” he said.

 

Li said the J-15 is just one piece of the puzzle China needs to figure out.

 

“The lack of an early warning aircraft like the E-2 Hawkeye, even though a prototype has been spotted recently, and not enough dedicated ASW assets to go around in the form of Ka-28s [ASW helicopters], will mean that the Liaoning is not going to be conducting carrier operations in the true sense of the word for some time,” Li said.

 

Regional Jitters

 

The carrier could have a future combat role. Though analysts disagree about its capabilities, especially against the U.S. or Japanese navies, neighbors with territorial disputes with China in the South China Sea, such as the Philippines and Vietnam, are taking the threat seriously.

 

“China operating a large carrier is no doubt raising concern among the other Asian nations,” said Bernard “Bud” Cole, author of “The Great Wall at Sea.” The addition of a carrier provides the PLAN “for the first time with a classic means of effectively projecting naval power at significant distances.”

 

“My sense is that the Chinese carrier has already served China well as a powerful information warfare tool, despite having not operated as a carrier yet,” said Bob Nugent, vice president of naval advisory services at AMI International, based in Seattle. From a strategic point of view, he said, the ship “sends the same message that much of the rest of its naval development over the past 20 years has — China will be a global naval power.”

 

What specific mission Liaoning and its successors will carry out remains to be seen, Nugent said, but the “inherent flexibility of the carrier flight deck, perhaps the ultimate ‘reconfigurable mission module,’ means that whatever the mission — from defensive sea denial to offensive power projection — the ship and its follow-ons can be quickly adjusted and moved to be ready.

 

“While she is clearly a test platform first, it is worth keeping in mind that other navies have pressed their test carriers into wartime service when needed,” Nugent said.

 

In a broader sense, the Chinese carrier program could spark an arms race in the region.

 

“The carrier will provide additional motivation for the other Asian nations to continue and perhaps accelerate their ongoing naval modernization programs,” Cole said.

 

Cole points to Japan’s acquisition of small carriers and new submarines; Australia’s plan to acquire a new class of submarines and its efforts to modernize its Navy in general; acquisition of submarines by Indonesia, Malaysia and Singapore; and a stated desire to acquire submarines by Thailand and the Philippines.

 

“Further, the Indian Navy has very ambitious modernization plans, to include nuclear-powered submarines and three aircraft carriers: Those plans will likely receive a significant boost the first time a Chinese carrier steams west of [the Strait of] Malacca,” Cole said.

Update on the Future Submarine Capability

 

Minister for Defence Stephen Smith, Minister for Finance and Deregulation Senator Penny Wong and Minister for Defence Materiel Jason Clare today announced Australia’s Future Submarine Systems Centre will be based in Adelaide continuing the strong relationship that has been formed between South Australia and the Commonwealth in support of Australia’s maritime sector.

 

The Systems Centre will be the home of the Future Submarine program. It will be formally established this year and over the next few years will expand to include hundreds of Defence personnel from Navy, the Defence Materiel Organisation (DMO), the Defence Science and Technology Organisation (DSTO) and the Australian and international Defence Industry.

 

The Systems Centre is a similar facility to the one that was established for the Air Warfare Destroyer project. It will undertake a variety of tasks including evaluation of options, design work, program management, engineering, logistics and production planning.

 

The Government is committed to acquiring 12 new submarines to be assembled in South Australia. This commitment will be reinforced as part of the 2013 Defence White Paper.

 

The first Systems Centre staff are already working in Adelaide, and are temporarily based at ASC.

 

The Future Submarine project will be the largest and most complex Defence project ever undertaken by Australia.

 

It will involve hundreds of companies and thousands of workers.

 

It will involve Federal and State Governments, Defence, Industry and Universities working together for years to come.

 

Four options are being considered for the Future Submarine fleet, ranging from military off-the-shelf to a wholly new design.

 

Defence is undertaking a wide range of studies into these four options before returning to Government for First Pass approval around late 2013/early 2014.

 

Minister for Defence Stephen Smith and Minister for Defence Materiel Jason Clare today also welcomed Mr David Gould to his new role in the Department of Defence as General Manager Submarines.

 

As General Manager Submarines, Mr Gould has been given responsibility for the oversight of the maintenance of the current Collins Class fleet and the Future Submarine Project.

 

Mr Gould’s appointment was announced in May. He began work in July. Mr Gould works in the DMO and reports to Mr Warren King, Chief Executive Officer of the DMO.

 

Mr Gould works across Government, Navy and Industry to pull together the remediation and support of our existing submarine fleet and the project to replace our existing Collins Class submarines.

 

Mr Gould will oversee the implementation of recommendations the Coles Review of submarine sustainment, to improve the availability and reliability of the Collins Class fleet.

 

Mr Gould brings a wealth of knowledge to his new position. Mr Gould has extensive international experience in large-scale defence projects, including the UK aircraft carrier program, the Type 45 Destroyer and the restructuring of the Astute Class nuclear powered submarine project.

 

Mr Gould also served as the Chief Operating Officer of Defence Equipment and Support Organisation in the UK Ministry of Defence.

Le SSGN russe Severodvinsk commencera ses essais à la mer en novembre

Le sous-marin nucléaire lanceur de missiles de croisière (SSGN) russe Severodvinsk (projet 885, classe Yasen) commencera ses essais officiels à la mer à la mi-novembre. Selon les résultats, le sous-marin sera admis au service actif en décembre 2012, a indiqué le 4 septembre une source de l’industrie militaire russe.

 

« Après les essais à la mer de l’industriel, le Severodvinsk est retourné au chantier Sevmash et effectue actuellement les essais des tubes lance-torpilles. »

 

A la mi-septembre, le sous-marin prendra la mer pour la 4è fois cette année pour mener une autre série d’essais. Les essais officiels à la mer sont prévus en novembre, puis la commission d’acceptation admettra le sous-marin au service actif, a ajouté la source.

 

« C’est un sous-marin à une seule hélice propulsé par un réacteur nucléaire refroidi et modéré par de l’eau et une turbine, » a-t-il expliqué.

 

« Trois missiles de croisière supersoniques de série Caliber, d’une portée dépassant 2.500 km, ont déjà été fabriqués pour le Severodvinsk, » a précisé la source. « En vol, le missile Caliber change de trajectoire (altitude et cap). De plus, la vitesse de la tête après la séparation du missile, augmente et approche la vitesse supersonique, » a-t-il ajouté.

 

« C’est une arme de haute précision et haute vitesse, qui vise principalement les porte-avions, » a-t-il indiqué.

Les Mistral russes n’auront pas d’engins de débarquement

La marine russe et le constructeur français DCNS ne sont pas parvenus à un accord sur une question importante concernant les BPC de la classe Mistral, a indiqué une source informée de l’industrie russe au journal Izvestiya.

 

Le ministère russe de la défense a rejeté la proposition de DCNS d’équiper les Mistral destinés à la marine russe avec des engins de débarquement.

 

« Les Français proposaient de fournir des engins de débarquement type L-CAT (construits par la CNIM). Cependant, la marine russe a rejeté cette idée sans en expliquer la raison, » indique la source. Selon le service de presse de l’état-major de la marine russe, aucune décision définitive n’a été prise pour l’instant sur la configuration des BPC Mistral.

 

« Les choses changent tous les jours. Actuellement, on en est à la définition du calendrier. Mais son contenu est secret, » a expliqué le porte-parole de la marine.

 

Selon la source, néanmoins, la Russie n’a pas d’autres possibilités que la proposition française. Selon lui, peu avant la signature du contrat des 2 premiers Mistral, le ministère de la défense russe a demandé au constructeur français d’adapter le radier pour pouvoir accueillir les engins de débarquement sur coussin d’air du Projet 12061 Murena, développé par Almaz Central Design Bureau. Cependant, les Murena sont plus larges et plus hauts que les L-CAT et que les LCAC américains et ne peuvent entrer dans le radier des BPC Mistral.

 

« Même si le radier est modifié pour pouvoir accueillir le Murena, sa capacité d’emport serait réduite. Actuellement, il peut accueillir le char de combat T-72, » a expliqué Vladimir Scherbakov, un expert naval.

 

L’ingénieur en chef du bureau d’études Almaz, Konstantin Golubev, a précisé que la conception des Murena ne pouvait pas être modifiée en raison du travail nécessaire. Il a rappelé que la construction des Murena était stoppée. Les 3 derniers exemplaires ont été vendus à la Corée du Sud en 2005-2006, rappellent les Izvestiya.

 

Selon Scherbakov, des engins du Projet 11770 Serna (développés par le bureau d’études Alekseyev) pourraient être utilisés. Le Mistral pourrait en accueillir au moins 2.

 

« Mais il faudrait effectuer des essais sérieux pour éviter les problèmes rencontrés avec les hélicoptères russes à bord du Mistral. Le Ka-27 n’entre pas dans le hangar, et le Ka-52 ne tient pas sur l’ascenseur, » rappelle l’expert.

 

Scherbakov a souligné qu’il reste de nombreuses questions en suspend pour la configuration des Mistral russes. Toutes doivent être évoquées lors de la visite à Paris du vice-ministre russe de la défense, Alexander Sukhorukov, à la fin septembre.

Australian Collins-class submarines, HMAS Dechaineux and HM

The Australian Defence Materiel Organisation (DMO) has awarded a new in service support contract (ISSC) to ASC to provide maintenance for the Royal Australian Navy's (RAN) Collins-class submarine fleet.

 

ASC managing director and chief executive officer Steve Ludlam said that the ISSC aimed to support greater collaboration, cooperation and accountability to ensure that the requirements of RAN were met, while delivering value for money.

 

"Ensuring the required level of submarine availability and reliability for the RAN will be a key outcome, while ensuring safety and technical integrity requirements continue to be met," Ludlam added.

 

The ISSC contract, which will replace the previous through life support agreement (TLSA), came into operational effect from 1 July.

The Collins-class Type 471 diesel-electric submarines have been designed to carry up to 22 missiles and torpedoes, as well as six 533mm forward torpedo tubes with air turbine pump discharge.

 

Designed by Kockums, the submarines can be armed with Gould mk48 mod 4 torpedo with 267kg warhead, as well as BAE Systems' Stonefish mkIII mines.

 

In addition to Boeing Sub Harpoon anti-ship missile, the submarines are equipped with active radar homing and features an EDO ES-5600 system, to provide automatic detection, direction finding and identification of radar signals.

 

Powered by three Hedemora/Garden Island Type V18B/14 four-stroke turbo charged diesel engines, the submarines also feature two Strachan and Henshaw submerged signal and decoy ejectors (SSDE).

Nigeria’s Federal Executive Council has allocated more than 3 billion Naira (US$18 million/R150 million) for the purchase of six security vessels in an ongoing effort to improve security along the nation’s waterways.

 

On June 27 the Federal Executive Council (FEC), presided over by President Goodluck Jonathan, approved N3.238 billion (US$19.7 million/R161 million) for the purchase of the six vessels, which, according to information minister Labaran Maku, include three Manta ASD littoral interceptors. The origin of the other three boats was not specified.

 

Minister of Transport, Idris Umar, told reporters that a contract was approved for the acquisition of three boats for the security of vessels and ships, while the other three boats for the patrol of inland waterways would be procured for N233.6 million (US$1.4 million/R11 million).

 

Maku said three of the vessels would be used to secure ships within ports jurisdiction and would be operated by the Nigerian Ports Authority (NPA) in conjunction with the Nigerian Navy.

 

The other three boats would be used for the security of inland waterways and would be operated by the Marine Police in conjunction with the National Inland Waterways Authority.

 

“The purchase of these boats will empower the Navy and the Nigerian Ports Authority to guarantee safety of vessels that come into our waterways, particularly in the Lagos area,” Maku said.

 

“The ministry also brought proposal to buy additional boats for inner waterways security. Looking at the memorandum that were submitted and the importance of these boats to secure both inner water ways and coastal areas, the Federal Executive Council gave the go ahead to the Ministry of Transport to purchase the boats to reinforce our maritime security.

 

“We find it very important because piracy has been in the increase and the issue of oil theft and several other criminalities in our waterways has been there for a while. Government is desirous of addressing this by equipping our security forces, particularly to guard our waterways to bring down the level of criminalities and all those who ply our coasts should feel secured,” Maku concluded.

 

Illegal bunkering and refining and oil theft are other major challenges facing Nigeria, particularly in the delta region. According to the Nigerian Oil Producers Trade Section (OPTS), crude oil theft stands at around three million barrels per month – an improvement over the theft of nine million barrels per month as at January last year. This drop was due to the establishment of a special task force to combat the issue.

 

Piracy and maritime insecurity are also big issues in the delta region and off the Nigerian coast. The International Maritime Bureau (IMB) in its global piracy report for the first quarter of this year, warned that West Africa remained a worsening piracy hotspot, with Nigeria being a noteworthy flashpoint.

 

Attacks in the Gulf of Guinea have increased in recent months as the area, spanning a dozen countries, is a growing source of oil, cocoa and metals being shipped to the world's markets. The IMB said there were ten attacks off Nigeria in the first quarter of this year.

 

"Nigerian piracy is increasing in incidence and extending in range," said IMB director Pottengal Mukundan. "While the number of reported incidents in Nigeria is still less than Somalia, and hijacked vessels are under control of the pirates for days rather than months, the level of violence against crew is dangerously high."

 

Meanwhile, the Nigerian Maritime Administration and Safety Agency (NIMASA) recorded a total of 83 piracy and sea robbery attacks, including other unlawful acts at sea, in 2011.

 

Late last month the Chief of Naval Staff, Vice Admiral Ola Saad Ibrahim said that the vast area of Nigeria’s territorial waters and an inadequate number of ships was challenging the ability of the navy to patrol and secure the country’s maritime domain. “The ships we have are tired old warhorses that are dilapidated beyond economic repairs. This is due to serial negligence of national security institutions over the years. The House Committee on Navy is aware of the state of the Navy. In other climes, the Navy is supposed to take delivery of new ships almost every year.

 

“For the Nigerian Navy to be efficient, we must talk about recapitalisation. In simple terms, we need to change the face of the Navy by buying new and more vessels for our operations,” he said.

 

The Nigerian Navy and security forces are, however, re-equipping. On May 3 the Nigerian Marine Police took delivery of two Armacraft Croq 1270 patrol vessels from China while a month ago Kobus Naval Design (KND) received a contract to supply two 24 metre P249 patrol craft to the Nigerian Customs Service, which will use them to combat smuggling and piracy.

 

Nigeria’s 2012 Defence Budget Proposal makes provision for three Shaldag Mk III fast patrol craft, three 24 metre coastal patrol craft and six 17 metre Manta Mk II ASD littoral interceptors. The FY2011 defence budget approved the acquisition of two offshore patrol vessels, the refurbishment of six coastal patrol craft by TP Marine and the delivery of nine Manta Mk II ASD craft. The Suncraft Group is expected to construct the six Manta Mk II ASD vessels, bringing the total ordered over the last several years to 21. The Manta Mk II first entered service with the Nigerian Navy in 2008.

 

French shipbuilder OCEA is building the three 24 metre coastal patrol craft and commenced sea trials of the first vessel on March 13.

 

Nigeria’s Navy is seeking government approval to acquire up to 49 ships and 42 helicopters over the next ten years to police the nation’s territorial waterways and Gulf of Guinea.

 

Some of these vessels will be built locally. Jonathan on June 1 commissioned the NNS Andoni, Nigeria’s first locally built warship, and laid the keel for a second Seaward Defence Boat, which will be commissioned next year.

 

Jonathan recently approved the purchase of two new 1 800 t Offshore Patrol Vessels (OPVs) for the Nigerian Navy, which will use them mainly for maritime surveillance, patrol and response tasks. The contract for the two OPVs was signed on April 18 this year, with China Shipbuilding and Offshore International Limited, the trade arm of China Shipbuilding Industry Corporation (CSIC). They will be delivered in around three years time and will be partly built in Nigeria.

La frégate Aquitaine tire sa première torpille

Tête de série du programme des Frégates multi-missions (FREMM), l'Aquitaine poursuit ses essais à la mer. Après avoir démontré en mars la capacité du bâtiment à recevoir un hélicoptère de la classe 10 tonnes, l'occurrence le nouveau Caïman (NH90), les équipes de DCNS, de la Marine nationale et de la Direction Générale de l'Armement (DGA) ont poursuivi ces dernières semaines les essais de différentes capacités du système de combat du navire, parmi lesquelles la direction de lancement de tir de torpille. Une fois les installations à bord validées et des tests à vide des tubes de lancement, le premier tir d'une torpille a été réalisé le 22 juin au large de la Bretagne. Une mise à feu en conditions réelles avec un engin embarquant des capteurs, là où se trouve habituellement la charge des torpilles. Ces capteurs avaient pour but de déterminer différentes données, dont la vitesse d'éjection, l'angle de pénétration dans l'eau, le comportement ou encore la trajectoire de la torpille. L'ensemble a permis de valider la conformité de l'installation.

Assoir les fonctions de lutte ASM du bâtiment

« Le bon déroulement de ce premier tir de torpille constitue une étape importante dans le déroulement du programme : il assoit un peu plus les fonctions de lutte anti-sous-marine du navire et démontre les capacités du système de combat conçu et réalisé par DCNS », explique Vincent Martinot-Lagarde, directeur des programmes FREMM au sein de DCNS. Le groupe naval français, qui a conçu cette nouvelle génération de frégates, est également très impliqué dans la mise au point de la torpille, de sa direction de tir et de son tube de lancement, en coopération avec la DGA.
La MU90 sera, en effet, l'une des armes principales de l'Aquitaine et ses sisterships (11 FREMM ont été pour le moment commandées par la France et une par le Maroc). Car c'est avec elle que les frégates pourront attaquer des sous-marins adverses, repérés au moyen de leur sonar d'étrave et de leur sonar remorqué, du sonar trempé et des bouées acoustiques de leur hélicoptère embarqué ou des informations transmises par d'autres unités, comme des avions de patrouille maritime. Produite sur le site DCNS de Saint-Tropez et développée en coopération avec Thales et l'Italien WASS, la MU90 est une torpille légère de nouvelle génération, considérée comme l'une des meilleures, voire la meilleure, de sa catégorie.

Une torpille aux performances exceptionnelles

D'une longueur de 2.96 mètres pour une masse de 295 kilos, la MU 90, d'un calibre de 324 mm, dépasse la vitesse de 55 noeuds. Elle est conçue pour mettre hors de combat les sous-marins naviguant à grande profondeur, soit plus de 800 mètres. Elle bénéficie de l'expertise de DCNS dans le domaine des batteries, au travers du système de pile « SYP », qui garantit une vitesse élevée et une excellente endurance, avec une portée de l'ordre de 15 kilomètres. Ces caractéristiques sont d'ailleurs équivalentes aux torpilles lourdes actuellement en service. Succédant dans la Marine nationale aux torpilles L5 embarquées sur les frégates du type F70 et aux Mk 46 mises en oeuvre par les aéronefs (hélicoptères et avions de patrouille maritime), la MU90 équipe désormais les avions Atlantique 2, les hélicoptères Lynx, les frégates Horizon et des F70 ASM (classe Georges Leygues) après modification des installations.
Sur les FREMM, les MU90 seront lancées au moyen de quatre tubes situés sur chaque bord près des niches abritant les embarcations. En tout, chaque bâtiment pourra embarquer 19 torpilles, celles-ci servant à la fois de moyen d'auto-défense pour le bateau, mais également de capacité offensive à grande distance, via leur mise en oeuvre depuis l'hélicoptère embarqué, en l'occurrence un Caïman Marine, capable d'emporter deux munitions.

Le trio FREMM/Caïman/MU90

Ce nouvel appareil, en service depuis le mois de décembre au sein de la flottille 33F, basée à Lanvéoc-Poulmic (Finistère), doit voir ses capacités de lutte anti-sous-marine et antinavire être déclarées opérationnelles dans les prochains mois. Les performances conjuguées des senseurs de la FREMM, du Caïman et de la MU90 feront de l'Aquitaine un redoutable chasseur de sous-marin. En dehors de ses capacités offensives, la frégate sera également dotée des meilleurs moyens de défense contre une attaque venant des abysses. En plus de ses moyens de détection et d'alerte, elle doit disposer du nouveau système de lutte anti-torpille CONTRALTO de DCNS. Actuellement en essais après avoir nécessité 5 ans d'études, ce dispositif, intégré au système de combat, est conçu pour contrer les torpilles de nouvelle génération, contre lesquelles les leurres mobiles ne sont plus efficaces. Couplé à des manoeuvres évasives (différentes tactiques sont proposées suivant les cas), le concept porte sur le lancement de salves de contre-mesures Canto (émetteurs acoustiques large bande) produisant des dizaines de cibles éphémères destinées à saturer la tête chercheuse de la torpille adverse, ce qui laisse le temps au bâtiment de s'éloigner.

Livraison à la marine d'ici la fin de l'année

Construite par le site DCNS de Lorient, l'Aquitaine a été mise sur cale en décembre 2007 et lancée en mai 2010. Le bâtiment, qui a réalisé sa première sortie en mer le 18 avril 2011, sera livré dans les prochains mois à la Marine nationale. Son admission au service actif doit intervenir d'ici 2014, le temps que les militaires valident l'ensemble de ses capacités. Car la lutte anti-sous-marine, même si elle est prioritaire dans la mesure où les FREMM doivent assurer la protection de la Force océanique stratégique et du porte-avions Charles de Gaulle, ne sera pas, loin s'en faut, la seule corde à l'arc des nouvelles frégates. Très polyvalents, ces bâtiments de 142 mètres et 6000 tonnes de déplacement en charge disposeront également de 8 missiles antinavire Exocet MM40 Block3, de 16 missiles surface-air Aster 15 fournis par MBDA, d'une tourelle de 76mm OTO-Melara, ainsi que de deux canons télé-opérés de 20mm (Narwhal de Nexter). Les FREMM seront également les premiers bâtiments de la Marine nationale (et les premiers navires de surface européens) à mettre en oeuvre des missiles de croisière, en l'occurrence 16 Scalp Naval développés par MBDA et conçus pour la destruction de cibles terrestres, avec une portée de plus de 1000 kilomètres.
Concernant la suite du programme FREMM, la frégate marocaine, nommée Mohammed VI, débutera ses essais mer en septembre, alors que la seconde unité française, la Normandie, sera mise à flot à Lorient le mois suivant.

How Indian Navy is expanding and modernising

New Delhi: Last fortnight, Vikramaditya, formerly Adm. Gorshkov, a 45,000-tonne displacement aircraft carrier built in Russia began its sea trials, six months before it is handed over to the Indian Navy on December 4, the Navy Day.

 

Last week, four frontline warships finished a port call in Shanghai at the end of a sustained overseas deployment as part of India's 'Look East' Policy. The four Indian Navy ships, Rana, Shivalik, Karmukh and Shakti, under the command of Rear Admiral P Ajit Kumar, Flag Officer Commanding Eastern Fleet are on an operational deployment to the South China Sea and North West Pacific. Earlier in the deployment, the first bi-lateral maritime exercise between India and Japan 'JIMEX 12' (Japan India Maritime Exercise) was conducted, coinciding with the commemoration of 60 years of diplomatic relations between India and Japan.

 

According to the Indian Navy, even as the four ships of the Eastern Fleet are in the South China Sea, another ship, INS Savitri is currently in Port Victoria, Seychelles. INS Savitri will participate in the National Day celebrations of Seychelles and thereafter be deployed for about two months to undertake surveillance of the Exclusive Economic Zones (EEZ) of Seychelles and Mauritius.

 

The Indian Navy continues to maintain one Dornier aircraft in Seychelles to provide aerial surveillance for the Seychelles EEZ.  Another Dornier aircraft is actively flying from Maldives to meet Maldivian requirements of EEZ surveillance and anti-piracy patrols.

 

INS Tabar, is on a sustained deployment in the Gulf of Aden on convoy escort and anti-piracy patrol.

 

Four ships of the Western Fleet have just begun on an overseas deployment to Horn of Africa, Red Sea and the Western Mediterranean under the command of Rear Admiral AR Karve, Flag Officer Commanding, Western Fleet.

 

Suddenly, the Indian Navy is the service to watch out for.

 

Quietly, it has gathered pace in acquisition and modernisation together. Currently it is in the middle of a planned expansion designed to cater to emerging maritime security challenges in the Indian Ocean Region and beyond.

 

For instance, in April, India's latest naval base, INS Dweeprakshak(Island protector) was put into operation at Kavaratti in Lakshawadeep, the tiny island chain, southwest Kerala. Although the Indian navy has had a small presence on the strategically important islands for the past decade, its decision to open a permanent base emanated from recent incidents of piracy very close to these islands. At least 100 pirates were caught and several piracy attempts foiled in the vicinity by the Indian Navy in recent times.

 

In a statement, the Navy said: "Indian Navy has been operating a detachment at Kavaratti since early eighties. With the commissioning of INS Dweeprakshak, the island territories would see calibrated strengthening of assets in step with their growing relevance to the security calculus of the Nation. A firmer footing in the islands, which are spread outside some of the busiest shipping lanes of the world, would provide the necessary wherewithal to the Indian Navy to discharge its responsibilities suitably. Indian Naval Warships on patrol would now extend their reach farther with base support from INS Dweeprakshak." 

 

The establishment of this base is in keeping with the announcement made by the Chief of Naval Staff, Adm.Nirmal Verma.  "The Navy is also in the process offsetting up Operational Turn Around (OTR) bases, Forward Operating Bases and Naval Air Enclaves along the coast which would enhance the reach and sustainability of our surveillance effort. In 2011the Navy has provided a renewed impetus and focus towards creation of operational and administrative infrastructure in the Andaman and Nicobar Islands and the Lakshadweep and Minicoy Islands. These islands are the country's strategic outposts and augmentation of the facilities would enhance our reach and enable extended presence in the area," he had said in December2011.

 

The Navy's long-term Maritime Capabilities Perspective Plan in fact has identified a mix of two major roles for the force: One, the traditional blue water operational capability and two, a plan to effectively counter threats closer to the coast.

 

According to the report of the Standing Committee on Defence, tabled in Parliament in the last week of April, the Navy's short-term plan has the following objectives:

 

- Augment airborne maritime surveillance, strike, Anti Submarine Warfare and air defence capability through induction of shore-based aircraft, integral helos, carrier based aircraft, space based AIS and UAVs, along with suitable weapons and sensors.

 

- Develop ASW (anti-submarine warfare) capability through induction of suitable platforms, weapons and sensors.

 

- Build adequate standoff capability for sea lift and Expeditionary Operations to achieve desired power projection force levels, influence events ashore and undertake Military Operations Other Than War.

 

- Induct assets and develop suitable infrastructure to augment forces available for Low Intensity Maritime Operations (LIMO), protection of off- shore assets and Coastal Security framework.

 

- Induct force multipliers like satellite based global communications, reconnaissance and network enabled platforms to achieve Battle-Space dominance capability and perform network centric operations.

 

- Induct state-of-the-art equipment and specialised platforms for Special Forces to enhance niche capabilities to conduct Maritime Intervention Operations and other envisaged roles.

 

- Develop support infrastructure in island territories to support the planned force levels as well as support infrastructure for ships/submarines/aircrafts at ports and airbases.

 

Given the extensive plans presented to the Parliament, it is evident now that the Indian Navy is in the middle of its most ambitious expansion plan in the past three decades. Senior officers point out that the Indian Navy's perspective-planning in terms of 'force-levels' is now driven by a conceptual shift from 'numbers' of platforms -- that is, from the old 'bean-counting' philosophy -- to one that concentrates on 'capabilities'. 

 

Naval HQ says 50 modern ships are currently on order with majority being built Indian shipyards. The Parliament's Standing Committee on Defence was informed last month that while Indian shipyards have made remarkable progress in building hulls and associated equipment but still lags behind in building and manufacturing weapons and sensors.

 

Traditionally the Indian navy has sourced most of its ships from the former Soviet Union but over the past decade, defence planners have leaned hard on Indian shipbuilding yards to deliver a variety of warship for the Indian Navy.

 

Two stealth ships-INS Shivalik and INS Satpura-- commissioned recently have been designed and built by public sector Mazgaon Docks Limited. The order books of India's oldest government-owned shipbuilders are full with the Navy wanting four more such guided missile frigates over the next five years.

 

There are more acquisitions in the pipeline. They include: four anti-submarine corvettes, four guided missile destroyers, three stealth frigates, six Scorpene submarines (being built at Mazgaon Docks with French technology and help) and two nuclear-powered submarines.

 

India's conventional diesel-powered submarine fleet is down to single digits right now but with  the Russian-built Nerpa class nuclear submarine (leased for a decade) joining service earlier this year, the submarine arm has got a major boost. But the biggest force accretion in recent years has come in the form of Boeing Pi-8long range maritime reconnaissance (LRMR) plane that gives the Indian Navy a reach and capability to mount surveillance way beyond its traditional areas of influence.

 

According to its near-term plans, the Indian Navy has ambitions to become a three Battle Carrier Groups force by 2020.

 

While it's most prestigious acquisition-Russian Aircraft Carrier Admiral Gorshkov, to be renamed INS Vikramaditya-is likely to be inducted into the fleet latest by March 2013, one more carrier being built indigenously will most likely join the service by 2015.

 

Currently India operates a lone Aircraft Carrier, INS Viraat, a British-built 1960s vintage ship that is on an extended lease of life thanks to the Navy's innovative engineers and planners.

 

Vikramaditya, once inducted, will give India the much needed edge in its maritime capabilities since it will come with the latest MiG-29 K series of aircraft. Indian Naval Aviators are already hard at work training themselves on the planes but away from the ship.

 

Defence Minister AK Antony in fact told the Naval Commanders conference last month: "India's strategic location in the Indian Ocean and the professional capability of our Navy bestows upon us a natural ability to play a leading role in ensuring peace and stability in the Indian Ocean Region."

 

Little wonder than the US wants India and especially the Indian Navy to play a major role in its quest to form new and lasting regional alliances in Asia as articulated by visiting secretary of defence Leon Panetta.

The ceremony for the arrival of INS Teg involved senior Indian navy officers as well as Russian officials and diplomats, said a spokesman for the Russian consulate in Mumbai.

 

INS Teg is the first of three modified Krivak III class (also known as Talwar class) guided missile frigates being built at the Yantar Shipyard under a $1.6 billion deal signed in 2006.

 

The other two vessels will follow in about a year, a Yantar spokesman said in April.

 

The 3,970-ton frigate incorporates stealth technologies and is armed with eight 290-km BrahMos supersonic cruise missiles.

Le royaume scandinave s’intéresse au sous-marin espagnol dans le cadre d’une étude préliminaire sur ses besoins futurs.

 

La Norvège rejoint la liste des pays qui s’intéressent au sous-marin espagnol S-80 de Navantia. Celle-ci remettra prochainement des informations techniques demandées par la marine norvégienne. Cette demande d’informations intervient dans le cadre d’une étude préliminaire destinée à définir ses besoins en sous-marins pour le futur.

 

Selon certaines sources, la Norvège pourrait prendre une décision en 2015 ou 2016. Plusieurs possibilités sont envisagées, entre la prolongation de la vie opérationnel de ses sous-marins actuels jusqu’à leur remplacement — complet ou partiel — par de nouveaux sous-marins. Outre les S-80 espagnols, les norvégiens sont aussi intéressés par des sous-marins suédois, allemands et français.

You have written a story on virtually every newsworthy event related to the Littoral Combat Ship from the beginning. You are one of a handful of people outside the Navy and Industry who has both a deep history and familiarity with the program. Some suggest the LCS program should be canceled. Others say the LCS program has merit. What is the Littoral Combat Ship in your words, and what should LCS be looking to the future?"

The Littoral Combat Ship is, in a word, a challenge. A challenge to understand, a challenge to develop, a challenge to build. The program is a challenge to manage, to defend, to get to sea. To train for and crew, to support, to maintain. To develop mission modules for, to perfect and operate dozens of new technologies in those modules, to control those technologies in an operational environment. A challenge to develop a concept of operations for, to convey to the fleet what it should be used for, to keep from being misused.

For a decade now, the program has struggled to explain its purpose. It remains an incomplete story, constantly threatened, continually under attack, and desperately anxious to prove itself. The challenge to validate the program is repeated with every annual budget cycle, inside the Pentagon and to Congress.

The political challenge is constantly repeated as lawmakers come and go. Recently, several politicians relatively new to the program or to Capitol Hill have called for stronger oversight and more government reports.

But LCS has never suffered from a lack of oversight. Questions about the program’s progress were a regular feature of every Navy posture hearing beginning in 2004. The House Armed Services Committee, particularly Seapower subcommittee Rep. Roscoe Bartlett (R-Md.) and his successor Rep. Gene Taylor (D-Miss.), routinely held LCS hearings featuring not only Navy and industry reps, but all the strongest LCS critics, including government oversight experts from the Congressional Budget Office, Congressional Research Service, and the Government Accountability Office, along with a host of think tank witnesses (including Bob Work, then a Washington analyst, now, as Navy under secretary, the ship’s cheerleader-in-chief). A series of Pentagon oversight entities constantly reviewed the program’s purpose and performance, usually with strong criticisms and guidance. For years, every budget bill report from the House and Senate appropriations and armed services committees has contained strong language expressing concerns about the program’s performance, even while continuing to support the LCS concept.

Most of this discussion centered on the two LCS ship designs. Yet the mission modules -- the key to the LCS concept of a platform able to change missions with a swap of equipment -- continue to be a problem area, often poorly articulated by presenters and misunderstood by listeners. LCS discussions still focus on the ships, something perhaps not hard to understand given that the makeup of the mine module has changed, the equipment and the very concept of the anti-submarine module has been fundamentally altered, and the surface module lost its surface-to-surface missile -- the most powerful element it had going. All of this compounded by the fact that none of the modules is in service, or even been operationally demonstrated.
With two ships in commission, another about to be delivered, and more on the way, the LCS is now moving into an entirely new phase, transitioning from a development, acquisition and shipbuilding program into an operational mode. The center of LCS discussion is moving outside Washington to Norfolk and San Diego. Next year it will jump across the world’s largest ocean and drop squarely in Singapore, where the western Pacific press, from a variety of viewpoints, will be taking great notice.

The fleet is only tentatively picking up the LCS drumbeat. Inside the beltway, Work is today the type’s primary champion, staunchly and often emotionally defending and explaining the ship to any and all comers. The Navy’s top leadership and the flags at NAVSEA continue to talk up the program and the Pentagon’s surface directorate is joining in. U.S. Fleet Forces commander Adm. John Harvey in Norfolk has been a key advocate, particularly in his admonitions last year to fleet commanders not to use the ship in roles for which it isn’t intended. Vice Adm. Richard Hunt, commander of naval surface forces in San Diego, now is speaking about the Freedom’s potential to be an effective fleet unit.

But years of over-reaching promises followed by long production delays have eroded confidence among mid-level officers and experienced sailors in the program’s future. O-4s and O-5s, E-7s and E-8s seem to be routinely advising their juniors to bypass LCS and aim for more established programs. O-6s who five years ago were enthusiastic LCS supporters have turned away.

Even the voice of industry has become somewhat muted. Lockheed Martin remains out in front in many LCS promotion efforts, joined now by the Italian firm Fincantieri, which purchased the Marinette Marine shipyard that builds LockMart’s ships. But General Dynamics has gone virtually silent, a consequence of a 2010 decision to split from its Austal USA shipbuilding partner to position itself for future LCS ships, only to see that possibility slip away with yet another Navy change-of-concept for the program’s construction. Austal USA, a small-time operation compared with the GD behemoth, has not come close to matching its former partner’s PR efforts.

Adding to a lack of cohesiveness, both LCS primes still convey a sense of competition, even though the Navy is committed -- for the moment -- to building equal numbers of each type. The “ours is better than theirs” attitude might be good for one or other of the designs, but it is not helping the overall LCS effort.

This is a frustrating time in the program’s development. The two prototype ships have yet to take effective mission modules into action. The adolescent concept is starting to look real -- both LCS ships finally joined together at the beginning of May in San Diego -- but it will still be some time before an LCS is doing something the Navy really needs it to do.

From the mid-2000s when the LCS construction schedule started to slide and zoom up in cost, the program acquired a widely-acknowledged reputation as a troubled (that’s a nice word for it) effort. Navy mismanagement, changing priorities, overzealous and unrealistic expectations, shipyard and contractor inexperience all piled on to give the program an aura of unrelenting chaos. People might not understand what it was, but lots of folks -- particularly on Capitol Hill -- knew it was a mess. It took years for the service to work its way through numerous issues. Many problems remain, but it seems now the worst has been overcome, at least from a programmatic standpoint. In fact, from many aspects -- steady schedule, fixed pricing, stable design, increasing shipbuilding experience -- the LCS program is entering into a new era of maturity.

But widespread negative perceptions remain, and everyone involved in the effort remains challenged to demonstrate it can do what it is supposed to do. Still without any concrete missions accomplished, the LCS continues to be the target of often withering criticisms. The past few months in particular have seen a dramatic rise in the number of negative media stories, followed by attention-craving Congressmen calling for more oversight and more hearings and more reviews.

Problem is, none of these recent negative reports has offered anything new. More information about old problems, in some cases, but no new issues. Eternal hand-wringing about old problems is fun for some, but is it productive? Who is questioning the questioners? Or is it just a familiar tune that everyone’s used to?

Junior lawmakers new to the game or those who never sat on the relevant committees calling for new hearings about things they missed is nothing new. But that they do so is not always related to good oversight -- sometimes it’s just good old-fashioned grandstanding. (Imagine, politicians trying to call attention to themselves!)

Reporters writing shallow or repetitive stories, and editors calling for similar stories because everyone else is doing them, is not good journalism, even when it comes from leading publications. Sometimes it’s an honestly elusive story, sometimes it’s just plain lazy.

Leakers who offer deeper information about situations already reported don’t always have great new stuff, sometimes they just have more stuff.

Think tanks who jump on these reports as indicators of true developments, rather than media and political frenzies, don’t help by granting an aura of learned pretentiousness to the discussions.

Critics who simply don’t like the LCS concept – and aren’t going to change their minds -- aren’t always describing real problems. Sometimes they’re just talking about their personal preferences. Sometimes they just don’t want to take the time to really find out what’s happening, repetitively recycling great rants from yesteryear.

On the other side of the argumentative aisle, Navy leaders describing the LCS as a mature, well-thought out and operationally proven system do the entire effort a disservice by getting ahead of the game. Talking about four ships in Singapore, eight ships in Bahrain, or meaningful contributions to the art of mine sweeping and anti-submarine warfare and surface actions and drug hunting isn’t very helpful when you try and make it sound like you’re out there right now doing that sort of thing.

With the primary acquisition challenges now dealt with, with the Navy beginning to focus on the effort to get these ships into service, here’s the crux of LCS from here on out: change.

To be sure, there are plans in place for everything the Navy’s planners can think of. But chances are exceptionally high that everything will change as the ships and their crews take them to sea.

LCS is not a done deal. It is not a mature, final design. It does not have a fully proven concept of operations. It is not clear how many sailors should crew the ship, or if a group of manned and unmanned off-board vehicles can be simultaneously and effectively operated, or if those systems will work, or what effect having an LCS with any particular module will truly have on an operation. It is not known whether either of the combat systems will be completely effective (probably not), what specific changes should be made, or how they can be made to both ships. It is not clear which module handling system work efficiently and not break down when you need it. It is not known if the networked communications, computer and control systems will work effectively. It is not known what the final costs will be to buy the modules and operate the ships on a forward-deployed basis. It is not known if the supply, maintenance and parts support systems will be effective. Heck, it is not known if they should begin painting the aluminum superstructures and hulls. It is not known -- well, you get the idea.

Anyone calling for a halt in the program while definitive answers are found to any of these questions is demonstrating a deep absence of understanding what the program is about. That is not the point, sir. Yes, there is a plan, there is a concept, there is a certain direction, but the end result in many cases may well not be what is currently envisioned.

The ships were designed with a main battery unlike anything ever carried by a combatant ship: empty space. Big, empty mission bays ready to accept large containers of equipment and systems, along with flight decks much larger in proportion to other surface fighting ships.

Will some of the mission equipment not work well? Probably. Have something better? No problem. Change it. Bring stuff in and install it, ship stuff out, bring in different stuff.

You can’t do that on other warships. Can’t do it on Arleigh Burke or Zumwalt destroyers, or new British or French or Italian or Chinese or Russian destroyers and frigates. Forget about other 3,200-ton frigates or corvettes, they’re already packed with gear. When those systems age or become obsolescent, the ships will age with them. But an LCS is designed to grow, change and morph over time, adapting to changing requirements and priorities in -- it is hoped -- an efficient and effective manner.

No navy has ever had a ship like this. The Danes tried the modular concept on a much lower level, but the LCS takes the idea significantly further. If it works, it will mean the Navy has gotten a new minesweeper, a new inshore ASW ship, a new brown water surface combatant, a new special operations platform, a new maritime interdiction ship, all in one platform. If it doesn’t work -- well, it won’t be the first time a type of ship entered service and then faded away after a few years. That’s not good, but it certainly happens.

A little history. In 1927, two of the biggest ships in the world were commissioned into the U.S. Navy. The huge aircraft carriers Lexington and Saratoga dwarfed the fleet’s battleships and represented an enormous investment, particularly in a peacetime Navy that faced no urgent threat. One might have presumed the Navy had really thought out this aircraft-carrier thing, knew how to design the ships, operate the systems and planes, fit them into fleet battle concepts and tactics. But that might be presumptuous.

Many people know that the Navy designation for an aircraft carrier is CV. What many people don’t know is what that originally stood for -- cruiser, heavier-than-air. Those enormous aircraft carriers were cruisers, or scouts. They had eight-inch guns to fight off the other guy’s scouts, and their aircraft were largely intended to scout the enemy so the big battlewagons could move into position.

It was another 16 years or so before the modern concept of an aircraft carrier matured. Years of experimentation, trial-and-error work, technological development, a huge tactical leap demonstrated by a skilled enemy, and the loss in five months of four of the fleet’s seven fleet carriers produced lessons learned that resulted in a combat system far removed from 1927. But many of those matured concepts of 1943, through many technical evolutions, are still at the core of today’s carrier strike group concepts.

Hopefully it won’t take that long, or cost that much in blood and bucks, to mature the LCS concept into an effective naval unit. But the challenge facing today’s Navy is to make the system work, to find its weak points and come up with changes, to find out what it can really do and stay away from what it won’t. To adapt what you’ve got to what you need.

And yes, government testers, oversight committee members, critics and reporters, there won’t be final answers to many of these questions for some time. Get used to it. Roll with it. That’s the idea.

Les ambitions canadiennes de DCNS

La FREMM Aquitaine suivant le BPC Dixmude

Des partenariats industriels, des frégates multi-missions (FREMM) ainsi que des bâtiments de projection et de commandement (BPC) proposés à la marine... DCNS a de grandes ambitions au Canada. Le groupe français vient, d'ailleurs, d'ouvrir un bureau de représentation à Ottawa, la capitale fédérale, où il a pu présenter ses produits à l'occasion du salon CANSEC, qui s'est déroulé les 30 et 31 mai. DCNS estime que les FREMM et BPC, notamment, répondent parfaitement aux besoins de la marine canadienne, qui va bénéficier d'un vaste plan d'investissement de 35 milliards de dollars canadiens (près de 27 milliards d'euros) afin de remplacer sa flotte actuelle. Le groupe français cherche donc à s'implanter sur place, afin de vendre ses designs pour les futurs bâtiments canadiens, qui seront réalisés localement. Dans cette perspective, DCNS doit s'allier à des industriels nationaux.

Des frégates avec le chantier d'Halifax

Pour les frégates, des discussions ont débuté avec Halifax Shipyard, filiale du groupe Irving Shipbuilding. En effet, dans le cadre de la Stratégie Nationale d'Approvisionnement en matière de Construction Navale (SNACN), le gouvernement canadien a décidé de confier à ce chantier la réalisation d'une vingtaine de bâtiments de combat, dont une série de frégates (Canadian Surface Combatant - CSC) destinée à remplacer les 12 unités de la classe City et les 3 destroyers du type Iroquois. L'ensemble des contrats que doit signer Halifax Shipyard s'élève à 25 milliards de dollars canadiens (17.8 milliards d'euros). Dans cette perspective, DCNS cherche à placer son design de frégate multi-missions, déjà retenu par la France (11 exemplaires) et le Maroc (1 unité) et dont la tête de série, l'Aquitaine, sera livrée cette année à la Marine nationale. Longue de 142 mètres pour un déplacement de 6000 tonnes en charge, la FREMM a été conçue comme un bâtiment très automatisé (équipage d'une centaine d'hommes seulement), à la maintenance réduite (un grand carénage de six mois que tous les 10 ans) et aux capacités très polyvalentes. Le bâtiment peut, ainsi, mener à bien des missions de lutte anti-sous-marine grâce à un sonar de coque, un sonar remorqué, des torpilles MU90 et un hélicoptère. Dans le domaine de la lutte antinavire, il est doté du MM40 Block3, le dernier-né de la famille Exocet, alors que la FREMM sera le seul bâtiment de surface européen à mettre en oeuvre des missiles de croisière (Scalp Naval), d'une portée de plus de 1000 kilomètres (une capacité que la France devrait pouvoir proposer au canada). En matière de défense aérienne, la frégate française est également solidement pourvue, puisqu'elle peut embarquer des missiles Aster 30, Aster 15 et VL Mica. Enfin, les FREMM peuvent embarquer un hélicoptère de 10 tonnes, des drones à voilure tournante ainsi que des forces spéciales, avec leurs embarcations commando. Côté électronique, la FREMM dispose notamment du radar multifonctions Herakles de Thales, ce dernier étant déjà présent au Canada, où il participe à la modernisation des frégates du type City. Si un accord est conclu entre Français et Canadiens autour des FREMM, les frégates seraient construites à Halifax, en transfert de technologie.

Les BPC et les besoins de soutien logistique

Dans le même temps, DCNS propose au Canada de se doter de BPC, dont trois exemplaires sont en service dans la marine française et deux autres ont été commandés par la Russie pour une livraison en 2014 et 2015 (deux autres pourraient être construits ultérieurement à Saint-Pétersbourg). Longs de 199 mètres et affichant un déplacement de 21.000 tonnes en charge, ces bâtiments, extrêmement polyvalents, sont à la fois des porte-hélicoptères d'assaut, des transports d'engins de débarquement, des hôpitaux flottants et des bases de commandement pouvant diriger une opération interarmées et interalliés d'envergure. Depuis 2006 et la première mission du Mistral au Liban, avec l'évacuation de milliers de ressortissants, jusqu'à l'intervention en Libye l'an dernier avec la mise en oeuvre d'hélicoptères de combat contre les forces pro-Kadhafi, en passant par des missions humanitaires, les BPC ont démontré leur énorme potentiel. De quoi séduire de nombreuses marines, notamment celle du Canada, qui ne dispose pas encore de ce genre d'outil. La commande de deux à trois BPC pourrait être décidée alors qu'un précédent projet de bâtiments de projection a avorté. Il s'agissait des Joint Support Ships (JSS) étudiés avec les Néerlandais de Damen, qui proposaient des navires hydrides, à la fois pétrolier-ravitailleurs et transporteurs de troupes (concept qui a finalement donné naissance au Karel Doorman, actuellement en construction aux Pays-Bas). Si les Canadiens choisissent finalement de se doter de BPC, il conviendra néanmoins, pour leur marine, de solutionner la problématique du soutien logistique des bâtiments de combat, une capacité indispensable à tout déploiement lointain d'une force navale. En effet, les deux pétroliers-ravitailleurs canadiens, les HMCS Protecteur et HMCS Preserver, qui ont été admis au service actif en 1969 et 1970, doivent être remplacés rapidement. Or, DCNS, pour répondre à ce besoin, peut proposer ses nouveaux bâtiments logistiques du type Brave, qu'elle présente à la Marine nationale pour le remplacement des Durance.

Enjeux stratégiques et industriels

La SNACN a une double vocation. D'abord redonner au Canada une puissance navale cohérente avec ses ambitions maritimes, notamment protéger et faire respecter sa souveraineté dans les territoires arctiques, dont les richesses seront probablement de plus en plus disputées à l'avenir, mais aussi sa capacité à déployer partout dans le monde des moyens puissants, à même de participer à des opérations internationales. La marine canadienne est, en effet, souvent impliquée dans des déploiements outre-mer, notamment dans le cadre de l'OTAN. Elle a d'ailleurs participé à l'opération Unified Protector en Libye l'an dernier. En dehors de ces aspects stratégiques, il s'agit, également, de relancer la construction navale nationale, avec de grands programmes structurants permettant de moderniser les chantiers canadiens et de développer, autour d'eux, les capacités d'ingénierie et de production les plus modernes, sans oublier les milliers d'emplois générés par la construction de la nouvelle flotte. Dans cette perspective, trois chantiers doivent être impliqués dans le SNACN. Halifax, on l'a vu, a été retenu pour les bâtiments de combat. Vancouver Shipyards, qui appartient au groupe Seaspan Marine, a quant à lui été choisi pour réaliser 8 grands bâtiments destinés à la garde-côtière, ce qui représente un investissement de 8 milliards de dollars (5.7 milliards d'euros). Alors que le plan de renouvellement de la marine canadienne prévoit également la commande de 116 petits navires (pour 2 milliards de dollars, soit 1.5 milliard d'euros), il reste le cas du chantier Davie, situé à Lévis, au Québec.

Davie à la recherche d'un investisseur

En difficulté ces dernières années, le constructeur québécois avait été repris, en juillet 2011, par SNC-Lavalin et Upper Lakes. Mais, ces derniers jours, les choses se sont précipitées et les repreneurs, qui avaient pris la barre de Davie dans l'espoir de remporter l'un des deux gros contrats finalement attribués à Halifax et Vancouver, ont, d'après la presse canadienne, décidé de jeter l'éponge. Davie, qui a dans son carnet de commandes trois navires offshores inachevés pour la compagnie norvégienne Cecon et deux ferries pour la société des traversiers du Québec, est donc à la recherche d'un nouvel investisseur. Pourquoi pas DCNS, via la création d'une filiale canadienne ? L'an dernier, son concurrent Fincantieri, déjà implanté aux Etats-Unis où il possède plusieurs chantiers (dont Marinette Marine où sont réalisés les LCS du type Freedom), avait fait part de son intérêt pour Davie. Certes, le groupe italien visait alors, lui-aussi, les gros contrats de la SNACN. Mais le constructeur québécois, s'il n'a pas été retenu, a peut-être encore des cartes à jouer, notamment au niveau de ses infrastructures. Car il dispose de vastes cales sèches suffisamment grandes pour assembler des BPC et pétroliers-ravitailleurs. Par conséquent, il y a peut-être là une opportunité d'implantation pour DCNS, qui pourrait ainsi s'installer au Canada, tout en réalisant un beau coup politique, en solutionnant le « casse-tête » que constitue Davie pour le gouvernement québécois. Pour l'heure, rien n'a été annoncé en ce sens, mais la question peut logiquement se poser.

L'Amérique du sud au nord

Le groupe français joue, en tous cas, une partie très intéressante au Canada, un pays auquel l'industrie tricolore (DCNS mais aussi ses partenaires Thales et MBDA), et derrière elle la France, peut proposer un véritable partenariat stratégique, avec d'importants transferts de technologie, ainsi qu'une autonomie stratégique par rapport aux Américains, tout en conservant des matériels interopérables. C'est d'ailleurs cette aspect qui avait convaincu les Brésiliens, en 2009, de choisir l'offre de DCNS pour développer à Itaguai, en partenariat avec Odebrecht, un chantier de construction et une base navale pour quatre sous-marins conventionnels de type Scorpène et le premier sous-marin nucléaire d'attaque brésilien (conçu avec l'assistance des ingénieurs français sur les parties non nucléaires). Ayant déjà réalisé avec succès plusieurs programmes complexes en transfert de technologie, comme celui des frégates Formidable (classe La Fayette) à Singapour ou des sous-marins Agosta 90B au Pakistan, DCNS peut, clairement, apparaître comme un partenaire crédible aux yeux de l'industrie et du gouvernement canadiens. Après le contrat au Brésil, couronnant une série de succès en Amérique latine (Chili, Colombie, Venezuela...), le leader européen de la navale militaire se verrait bien poser un pied en Amérique du nord, où il pourrait s'installer durablement en proposant non seulement ses services pour la construction de futurs bâtiments, mais aussi pour d'autres prestations, comme le maintien en condition opérationnelle. Sans compter que la marine canadienne devra aussi, d'ici la fin de la décennie, commencer à penser au renouvellement de ses quatre sous-marins du type Upholder, construits en Grande-Bretagne entre 1990 et 1993. D'ailleurs, pour la petite histoire, si le Canada n'est pas jusqu'ici un client de DCNS, c'est avec lui que l'industriel français, du temps de la Direction des Constructions Navales, a failli remporter le plus gros contrat export de l'histoire occidentale. En effet, dans les années 80, avant l'effondrement du bloc soviétique, il avait été sérieusement question que le Canada fasse l'acquisition de 12 sous-marins nucléaires d'attaque du type Rubis... Trente ans plus tard, les Français semblent avoir une nouvelle chance de conclure une coopération historique avec les Canadiens.

The Ministry of Defence of Indonesia and Damen Schelde Naval Shipbuilding, the Netherlands, today signed a contract for the engineering, build and delivery of a SIGMA 10514 Guided Missile Frigate, PKR - Perusak Kawal Rudal.

 

The PKR will be built for the Indonesian Navy, TNI AL, and is to be delivered in 2016.

 

The acquisition of this ship is part of the further modernization and expansion of the Indonesian Navy, TNI-AL.

 

The main missions and tasks of the SIGMA PKR 10514 will be in the domains of naval warfare as well as Maritime Security missions and tasks. Also, the ship may be used for humanitarian support tasks.

 

The main characteristics of the SIGMA PKR 10514 are:

 

• Length: 105 mtr

• Width: 14 mtrs

• Displacement: approx 2400 tons

• Propulsion: Combined Diesel and Electric(CODOE)

• Crew: 100 + 20 spare accommodation

• Combat System:

- Extensive Air, Surface and Sub-Surface Surveillance capabilities

- Guided missile Systems and gun systems for Anti-Air Warfare and Anti-Surface Warfare

- Torpedo systems for Anti-Submarine Warfare

- Active and Passive Electronic Warfare Systems

- Tacticos Combat Management System

- Also, the SIGMA PKR 10514 will be able to carry an organic helicopter.

 

The ship will be built according to the successful SIGMA modular building strategy, as a sequel to the earlier built four SIGMA Corvettes for TNI AL. This means that modules of the frigate will be built in Europe as well as locally at PT PAL in Surabaya Indonesia. The assembly and trials of SIGMA PKR 10514 will take place in and from Surabaya, Indonesia.

Nigeria to commission first locally built warship

Nigerian President Goodluck Jonathan will today commission Nigeria’s first locally produced warship, the NNS Andoni, at the Nigerian Naval Dockyard in Lagos.

 

The 31 metre long Nigerian Navy Seaward Defence Boat had its keel laid at the Naval Dockyard in December 2007, with full construction beginning in January the following year, according to Nigerian media. Between January 2008 and April 2009 the superstructure and shell were completed, but construction was delayed due to funding issues until Chief of Naval Staff Vice Admiral OS Ibrahim approved extra funding.

 

Ibrahim late last month said that the vessel was “the first warship constructed locally in the West African subregion.” He added that it was a bold step taken by the Navy as part of the governments’ transformation agenda.

 

The vessel was conceived as a research and development project by Vice Admiral GTA Adekeye and Rear Admiral GJ Jonah, who were at the time Chief of Naval Staff and Chief of Naval Engineering respectively.

 

The NNS Andoni is believed to be inspired by the 35 metre Argungu class patrol craft (NNS Argungu, NNS Yola, NNS Bras, NNS Epe) supplied by West Germany in the 1970s.

 

Jonathan is also expected to lay the keel of a second Seaward Defence Boat, according to Field Officer Commanding Western Naval Command, Rear Admiral Olufemi Ogunjimi. The Nigerian Navy is expected to receive nearly two dozen new acquisitions under this year’s defence budget.

 

In strengthening its military capabilities, Nigeria has paid particular attention to improving security in the Niger Delta and off its 780 kilometre long coast, where it has numerous oil installations.

 

Jonathan recently approved the purchase of two new 1 800 t Offshore Patrol Vessels (OPVs) for the Nigerian Navy, which will use them mainly for maritime surveillance, patrol and response tasks. Other roles of the vessels would be protection of offshore assets, Exclusive Economic Zone (EEZ) patrol and surveillance, search and rescue and oil spill control.

 

The contract for the two OPVs was signed on April 18 this year, with China Shipbuilding and Offshore International Limited, the trade arm of China Shipbuilding Industry Corporation (CSIC). The first will be built in China while around 70% of the second one will be built in Nigeria in order to enhance local capability through technology transfer. They will be delivered in around three years time.

 

The OPVs will be 95 metres long, with a draft of 3.5 metres. They will be powered by two MTU 20V 4000M diesel engines, giving a speed of 21 knots per hour, and will be armed with one 76 mm and two 30 mm guns. Crew complement will be 70 sailors and endurance 20 days. They will be able to carry and support a helicopter off a rear deck.

 

The 2012 Defence Budget Proposal makes provision for three Shaldag Mk III fast patrol craft, three 24 metre coastal patrol craft and six 17 metre Manta Mk II ASD littoral interceptors (total cost N2.2 billion/US$13.7 million). In addition, the purchase of helicopter and ship spares will amount to N1.04 billion (US$6.5 million), according to Budget Office documents.

 

The FY2011 defence budget approved the acquisition of two offshore patrol vessels, the refurbishment of six coastal patrol craft by TP Marine and the delivery of nine Manta Mk II ASD craft.

 

French shipbuilder OCEA is building the three 24 metre coastal patrol craft and commenced sea trials of the first vessel on March 13. Delivery is expected this month.

 

The Suncraft Group is expected to construct the six Manta Mk II ASD vessels, bringing the total ordered over the last several years to 21. The Manta Mk II first entered service with the Nigerian Navy in 2008.

 

Nigeria’s Navy is seeking government approval to acquire up to 49 ships and 42 helicopters over the next ten years to police the nation’s territorial waterways and Gulf of Guinea, according to Chief of Naval Staff, Vice Admiral Ishaya Ibrahim.

 

The Nigerian Navy has been allocated N69 billion (US$433 million) under this year’s budget while the Army has been allocated N122 billion (US$766 million), and the Air Force N64 billion (US$402 million), reports the Nigerian Budget Office. The navy has about 7 000 personnel.

Australian Government to fund $214m for future submarine project

The Australian Government has announced that it is to allocate $214m for the next stage of the future submarine project.

 

A part of the fund will be allocated to detailed studies and analysis for the Government's decision on the design of Australian Navy's acquisition of 12 new submarines over the next three decades.

 

The studies will include design, scientific and technological studies and a future submarine industry skills plan.

 

DCNS, HDW and Navantia will conduct military off-the-shelf design studies, initial design studies for an updated Collins-class submarine, analyse options and capability modelling by US, in support of Australian future submarine project.

 

Scientific and technological studies include propulsion and energy storage, signatures and stealth performance, combat systems and Hydrodynamics, propellers and pumpjets.

 

The Australian Government will initially select design and test facilities following the acquisition of Future Submarine Industry Skills Plan.

 

Following the work results, the government will select the combat systems, torpedoes, sensors and other weapons systems in 2013, with first pass approval scheduled for late 2013 or early 2014.

 

Construction of the submarine will begin following the second pass approval, scheduled for around 2017.

 

The Australian Government has slashed the nuclear submarine procurement option due to defence budget cuts.

ASC has welcomed the Australian Prime Minister’s support as part of funding announced today by the Federal Government to provide $214 million for the next stage of the Future Submarine project.

Welcoming the Prime Minister, the Minister for Defence, the Minister for Defence Materiel and the South Australian Premier to ASC’s Adelaide site today, ASC Managing Director and Chief Executive Officer Steve Ludlam said the decision provides the impetus to industry to progress planning for the Future Submarine project.

“Australia has a world-class shipbuilding industry and this funding announcement allows the industry to progress planning and further build capability,” Mr Ludlam said.

“The Prime Minister’s acknowledgement today of ASC’s submarine sustainment activities and significant role in the Future Submarine project moving forward will enable us to progress confidently with our own preparations.

“ASC is already well advanced in building capability to support the Future Submarine project through our investment in Deep Blue Tech, a subsidiary set up to prepare for the project.”

Mr Ludlam said that ASC stands ready to support, and deliver, a successful future submarine program.

“The insights and learnings that can be taken from the Collins Class submarine project will be instrumental in the development of the future submarine, and to that end we have been working closely with the Government through the Coles Review.

“We look forward to continuing our close collaboration with Government to enhance and serve Australia’s defence capabilities in the most appropriate manner.”

Mr Ludlam has also been announced as a member of the Expert Industry Panel that would be charged with developing a Future Submarine Industry Skills Plan.

“Ensuring Australia builds and maintains a high level skill base to support the Future Submarine project will be critical to its success,” Mr Ludlam said.

Russia’s Severnaya Verf shipyard in St. Petersburg has signed a contract on the overhaul of two warships for the Algerian navy, the company’s press service said on Thursday.

 

The Russian shipbuilder will modernize a Nanuchka II class corvette and a Koni II class frigate, which have been in service with the Algerian navy since the 1980s.

 

“The contract has been signed in the framework of an agreement between [Russian state-run arms exporter] Rosoboronexport and the Algerian Defense Ministry,” the company said in a statement.

 

The agreement, inked in 2007, envisioned the overhaul of three warships of each class. Russia delivered the first pair, consisting of a Nanushka II class corvette and a Koni II class frigate, to Algeria in February, 2011.

 

About 80% of onboard systems were replaced in the course of repairs, and the ships' service life was extended for 10 years.

 

The second pair of warships is being modernized at Severnaya Verf under a 2008 contract.

 

“The vessels will sail for sea trials in June, and will be delivered to the customer in July,” the company said.

 

Algeria is a key buyer of Russian weaponry. According to the Russian Federal Service for Military-Technical Cooperation, sales of military equipment to Algeria currently constitute 15% of Russia’s arms exports.

Deux OPV chinois pour la marine du Nigeria

Le président du Nigeria, Goodluck Jonathan, a approuvé l’achat de deux OPV de 1 800 tonnes ; une ligne de crédit de 42 millions de dollars avait été ouverte dans le budget de la défense pour 2012. Le premier sera construit en Chine et la moitié du second sera réalisée au Nigeria.

 

Il s’agit de navires de 95 m de long, capable d’atteindre 21 nœuds et de tenir la mer pendant 20 jours. L’équipage comportera 70 marins. Ces OPV seront armés d’un canon de 76 mm et de deux de 30 mm ; ils pourront accueillir un hélicoptère et rempliront des missions de patrouille maritime, de surveillance des zones économiques (ZEE) et de protection des zones d’extraction offshore.

 

Ces achats s’inscrivent dans un effort conséquent de modernisation des moyens de la marine. Le budget 2012 prévoit l’achat de trois patrouilleurs rapides de type Shaldag Mk III, de trois patrouilleurs de 24 m et de six Manta Mk II ASD de 17 m (commandés à Suncraft Group qui en a déjà livré 15), pour un coût total de 13,7 millions de dollars. Une enveloppe de 6,5 millions est prévue pour l’achat d’hélicoptères et de pièces de rechange.

 

Le Français OCEA va livrer 3 bateaux. Le 13 mars dernier ont commencé, au large de Saint-Nazaire, les essais à la mer des trois patrouilleurs de 24 m qui seront livrés au Nigeria par le chantier vendéen OCEA (cliquer ici pour lire un article à ce sujet sur le site Mer et Marine).

De nouveaux bateaux gris, de deux types différents, ont fait leur apparition chez Ocea, à Saint-Nazaire. Fin février, le chantier a procédé à la mise à flot du premier d'une série de trois patrouilleurs destinés au Nigéria. Portant le numéro de coque P175, ce bateau mesure 24 mètres de long et pourra mettre en oeuvre une artillerie mégère. Deux autres unités sont en cours de réalisation dans le cadre d'un nouveau plan de développement de la marine nigériane, qui porte également sur l'acquisition de trois patrouilleurs du type israélien Shaldag et deux patrouilleurs hauturiers (OPV).
Dans le même temps, Ocea réalise une autre série de trois patrouilleurs, cette fois pour le Bénin. Construit aux Sables d'Olonne, le premier de ces bâtiments, l'Alibori, est arrivé hier à Saint-Nazaire. Les deux autres, le Oueme et le Zou, devraient suivre d'ici l'été afin de recevoir leur armement. Ces unités sont directement dérivées des 20 patrouilleurs du type FPB98 MKI livrés à l'Algérie entre 2008 et 2011. Longs de 31.8 mètres et capables d'atteindre 30 noeuds, ces bateaux de 100 tonnes sont dotés d'un canon de 30mm.

South Australia in Box Seat to Win Billion-dollar Defence Contracts

 

THE national race to snare work in the planned multi-billion-dollar submarine program has largely been won by South Australia, the state's Treasurer claimed in parliament yesterday.

 

Jack Snelling, who also is South Australian Defence Industry Minister, said in recent weeks he had met with senior leaders in defence, including the federal Defence Minister Stephen Smith, to secure "early opportunities" arising out of the Future Submarine Project.

 

The planned 12 new submarines are set to be built in South Australia but the other states, particularly Victoria, had hoped to benefit through companies providing key components and infrastructure.

 

But Mr Snelling said federal Labor and other defence leaders understood that South Australia was "primed to capture a significant share of this work".

 

"Over recent weeks, I have personally met with senior leaders in defence to reinforce South Australia's focus on securing early opportunities arising out of the future submarine project, including promoting South Australia as the logical home for project design and complementary facilities, such as the proposed submarine propulsion land based facility," Mr Snelling told parliament.

 

"Under Defence's current plans, the commonwealth will spend up to $250 billion over the next 20 years on acquiring and sustaining new ships and submarines, an enormous opportunity by any measure.

"South Australia is committed to supporting defence with this ambitious target.

"We are primed to capture a significant share of this work with our highly skilled workforce, state-of-the-art infrastructure and experienced maritime industry."

Mr Snelling said during his meeting with Mr Smith, the Minister had reinforced the federal government's commitment to acquiring 12 new submarines to be consolidated in South Australia over the next 30 years.

"The Future Submarine Project will be the largest and most complex defence project ever undertaken by Australia, providing significant job opportunities for South Australians for decades to come," Mr Snelling said.

The Gillard government has said it would build 12 conventionally powered submarines in Adelaide, but has not yet said whether they would be largely Australian-made or a locally constructed off-the-shelf European boat.

The construction of 12 large home-made submarines has been estimated at up to $36 billion.

Mr Snelling said the state was committed to a long-term defence industry and attracting additional defence units, and was well placed given its multi-billion-dollar Collins class submarine sustainment contract and the $8 billion air warfare destroyer construction contract.

However, while he said he supported the industry's Defence Teaming Centre, he could not guarantee its funding next financial year.

French warship builder DCNS has won its first export customer for its new Gowind frigates and offshore patrol vessels (OPV). Malaysia is buying six Gowinds, for $471 million each. Malaysia will receive the first one in five years, with the other five arriving at six month intervals.

 

DCNS has had a very difficult time finding any export customers for Gowind. The French Navy wasn't buying either. So two years ago DCNS began building one of the OPV Gowinds with its own money, and persuaded the French Navy to provide a crew to operate the ship for 18-36 months. Thus DCNS could pitch potential customers with the fact that at least one Gowind has been built, and successfully served with the French Navy. This worked for Malaysia.

 

The basic Gowind design can be applied to ships from 1,100-4,000 tons displacement. The French Navy OPV was 1,100 ton ship with a crew of 60. It is armed with a 30mm autocannon (or a 76mm gun), two 12.7mm machine-guns and a water cannon. There is a ramp in the rear for quick deployment of rigid hull, inflatable speedboats (for boarding missions). The ship is a stealthy design, so it is harder to pick up on radar. The electronics include a 360 degree radar and a combat system optimized for the needs of coastal patrol and anti-smuggling and anti-pirate operations. This OPV can stay at sea for three weeks at a time.

 

The Malaysian Gowinds are 2,400 ton corvettes armed with a 57mm gun, anti-aircraft missiles, anti-submarine torpedoes and an EC-275 helicopter. It has a top speed of 48 kilometers an hour.
