Le golfe de Guinée, nouveau centre de gravité de la piraterie en Afrique, peine à se mettre en ordre de bataille face à ce fléau, un an après les résolutions d'un sommet à Yaoundé des pays riverains, avec un mauvais élève déclaré, le Nigeria.

Siphonnage de pétrole à bord de cargos détournés, pêche illicite, trafics en tous genres : la zone côtière s'étendant du Sénégal à l'Angola a volé la vedette au golfe d'Aden, où le phénomène, un temps spectaculaire, a quasiment disparu devant le déploiement d'une armada militaire internationale.

Sur les neuf premiers mois de 2014, le golfe de Guinée est resté le champion africain de la piraterie, avec 33 attaques recensées - en recul toutefois par rapport à la même période de 2013 (47) - contre 10 au large de la Somalie, selon le Bureau maritime international (BMI), nombre de cas, non déclarés, passant toutefois à travers les mailles du filet.

Les pirates opérant au large du Nigeria, du Togo ou du Bénin sont généralement bien armés et violents, constate le BMI. Ils détournent parfois les navires pendant plusieurs jours, le temps de piller les soutes, et brutalisent les équipages, de moins en moins enclins à naviguer dans ces eaux.

"Dans le golfe de Guinée, la recrudescence de la piraterie a atteint une dimension inquiétante", a reconnu lundi le président nigérian Goodluck Jonathan au sommet de la Communauté économique des Etats d'Afrique de l'Ouest (Cédéao) à Abuja, capitale du Nigeria, soulignant les phénomènes corollaires de "trafic de drogue, siphonnage de pétrole et trafic d'êtres humains".

Menacés dans leur réputation et leur économie - les recettes maritimes représentent jusqu'à 20% des budgets nationaux - les Etats riverains ont décidé en juin 2013 à Yaoundé de créer un centre de coordination interrégional contre la piraterie et des centres régionaux le long de la côte.

"Les 24 chefs d'Etat présents à Yaoundé ne sont pas venus pour se balader. L'action est là, on n'est plus au stade des incantations", a estimé lundi le ministre camerounais des Affaires étrangères, Pierre Moukoko Mbonjo, lors d'un premier Forum sur la sécurité en Afrique organisé à Dakar.

Les centres créés depuis manquent toutefois encore d'ordinateurs, d'imagerie, les marines nationales de patrouilleurs et vedettes rapides, et et le dialogue interrégional n'est pas toujours au rendez-vous. Marines, polices maritimes et garde-côte se regardent en outre souvent en chiens de faïence.

"Au niveau des Etats, vous avez une multitude de services qui se marchent dessus. Chaque agence essaie d'avoir des prérogatives qui ne relèvent même pas de ses compétences", a déploré le chef d'état-major de la Marine sénégalaise, l'amiral Bara Cissokho, à ce même forum.

Les pays riverains ont parfois d'importants contentieux frontaliers, notamment pour le contrôle de champs pétroliers offshore.

"Comment le Ghana et la Côte d'Ivoire peuvent-ils organiser des patrouilles conjointes si la délimitation de leur frontière n'est pas finalisée ?", s'interroge Barthélémy Blédé, chercheur en sécurité maritime à l'Institute for Strategic Studies (ISS) de Dakar.

Le financement "tarde en outre à se dessiner et l'aide extérieure demeure limitée", déplore M. Blédé, regrettant aussi l'hostilité des armateurs à de nouvelles taxes sur les navires.

Pour tous les experts réunis à Dakar, le Nigeria reste en outre une grande ombre au tableau, le gros des attaques intervenant face à ses côtes.

"Les pirates qui essaiment dans toute la région viennent d'un Etat en particulier et créent des succursales dans les autres Etats", analyse Véronique Roger-Lacan, Représentante spéciale de la France pour la lutte contre la piraterie maritime.

Les ramifications sont parfois inattendues.

"Depuis le mois d'octobre, des attaques dans les eaux nigérianes suggèrent que la piraterie pourrait être utilisée pour financer des activités politiques. Les attaques sont devenues plus fréquentes et plus violentes à l'approche de l'élection présidentielle de février 2015", constate M. Blédé.

A côté, le Golfe d'Aden passerait presque pour un havre de paix. "Tous les services spécialisés disent toutefois qu'à partir du moment où les marines se retireront, les commanditaires de la piraterie reprendront leurs activités", prévient Mme Roger-Lacan.

Au Nigeria, la ville de Chiko a été récupérée des mains de Boko Haram, selon l'armée.

L’armée du Nigeria affirme qu’elle contrôle maintenant la ville de Chibok, dans le nord-est du pays. La localité était tombée vendredi aux mains des combattants du groupe islamiste armé Boko Haram.

Ces derniers détiennent en otage plus de 200 filles de cette ville depuis avril dernier.

L’armée nigériane assure maintenant la sécurité des habitants de cette localité, selon son porte-parole, le général Olajide Olaleye.

Il affirme que les "opérations de nettoyage" se poursuivent toutefois à Chibok.

Des combats opposant les militants de Boko Haram à des miliciens locaux ont duré plusieurs heures, jeudi après-midi. "L'armée a encore repris le contrôle de Chibok à 18h30 GMT, hier (samedi) soir", a déclaré à l'AFP le général Olaleye.

Pogu Bitrus, le chef des notables de la localité, a lui aussi annoncé que "depuis 17H00 GMT hier (samedi), il n'y a plus aucun combattant de Boko Haram à Chibok".

S'enfuir

Des habitants de la ville ont affirmé que l'armée avait fui jeudi à l'arrivée des assaillants dans la ville, laissant les miliciens combattre seuls.

"Les miliciens sont entrés dans Chibok et les soldats sont restés à l'extérieur de la ville pour capturer les insurgés qui essayaient de s'enfuir", a précisé Pogu Bitrus.

Boko Haram, dont l'insurrection a fait plus de 10 mille morts depuis 2009, a pris le contrôle de plus d'une vingtaine de villes et villages dans le nord-est du Nigeria, durant ces derniers mois.

A Nigerian army helicopter has come down in the north-east, where the army is battling Islamist Boko Haram fighters, the second crash this week.

It crashed on the outskirts of Yola city in Adamawa State, killing all three crew members, the military said.

University students said they heard it come down next to their campus, followed by a series of explosions.

The BBC's Will Ross says it was believed to have been transporting weapons and ammunition to troops.

Students at the Modibbo Adama University of Technology on the edge of Yola city said that on hearing the blasts some people started running away fearing that jihadists were attacking.

Earlier this week, the Nigerian government complained that the US was blocking its attempts to buy "lethal equipment" to put down the insurgency.

Nigeria's ambassador to the US said accusations that its troops were involved in human rights abuses were based on "half-truths" being spread by political opponents ahead of elections next year.

In response, the US state department spokesperson said the two nations were sharing intelligence, the US was training a Nigerian battalion and that the sale of some equipment had been allowed over the past six months.

But the spokesperson, Jen Psaki, did admit that earlier this year the sale of military helicopters had been stopped.

"We denied the transfer of some Cobra attack helicopters to Nigeria due to concerns about Nigeria's ability to use and maintain this type of helicopter in its effort against Boko Haram and ongoing concerns about the Nigerian military's protection of civilians when conducting military operations," she said on Wednesday.

Meanwhile, there are reports that the key town of Mubi, north of Yola, is no longer in the hands of Boko Haram after soldiers and a local defence force, including hunters, took it back.

But our correspondent says the north of Adamawa - one of three states under emergency rule because of the insurgency - is still extremely volatile and people have been fleeing two other towns which the militants have been trying to capture.

Boko Haram - which says it is fighting to create an Islamic state - has changed tactics in recent months by holding on to territory rather than launching hit-and-run attacks which have killed thousands of people.

The group promotes a version of Islam which forbids Muslims from taking part in any political or social activity associated with Western society.

In April, the militants captured more than 200 girls from a boarding school in the town of Chibok in Borno state.

Despite international military assistance the girls have not yet been rescued.

Le nouveau chef d'état-major de l'armée de Terre, le général Jean-Pierre Bosser, a indiqué à l'AFP que la France réfléchissait à la manière de faire face à Boko Haram, nouvelle menace sur le flanc ouest de son dispositif Barkhane, mis en place en août et jusqu'à présent tourné surtout vers le Nord.

"Ce n'est pas une surprise", a-t-il commenté à propos des informations du Figaro, qui évoque mardi un renforcement du dispositif militaire français dans la région.

Selon le général Bosser, Barkhane "prend en compte une menace du Nord", dans la bande sahélienne, de la Mauritanie au Tchad, "or il y a une menace côté gauche, en retrait, Boko Haram ", le groupe islamiste actif dans le nord du Nigeria, en bordure du Cameroun, du Tchad et du Niger.

Niamey - La force régionale mise en place pour lutter contre le groupe armé islamiste nigérian Boko Haram entrera en action en novembre, ont décidé les chefs d'Etats du Nigeria et des pays voisins au terme d'un sommet mardi à Niamey.

L'établissement de l'Etat-major de cette force sera accéléré de façon à le rendre opérationnel avant la fin du moins de novembre, quand les bataillons dédiés au combat contre Boko Haram seront déployés dans les mêmes délais à nos frontières respectives, a déclaré le président nigérien Mahamadou Issoufou dans son discours de clôture de cette rencontre.

Quelque 700 soldats des armées du Niger, du Nigeria, du Tchad et du Cameroun composeront cette force régionale dont la création avait été décidée en juillet. La contribution du Bénin, invité au sommet, n'est pas encore connue.

Dans un communiqué conjoint, les chefs d'Etat de ces pays ont même fixé la date de mise en place des contingents militaires au 1er novembre, quand l'Etat-major devra fonctionner au 20 novembre.

Les présidents Goodluck Jonathan (Nigeria), Idriss Déby (Tchad) et Thomas Boni Yayi (Bénin) étaient présents mardi à Niamey à l'invitation de leur homologue nigérien.

Le chef de l'Etat camerounais Paul Biya, dont le pays, frontalier du Nigeria et des zones d'action de Boko Haram, est le premier concerné par la montée en puissance du groupe islamiste, était représenté par son ministre de la Défense Edgard Alain Mebe Ngo'o.

Les pays concernés se réunissent régulièrement depuis le sommet de Paris en mai pour tenter de coordonner la lutte contre Boko Haram, qui contrôle des pans entiers de territoires du nord-est du Nigeria. La dernière réunion de ce genre, au niveau ministériel, s'était tenue au Nigeria début septembre.

Ces échanges se tiennent dans le cadre de la Commission du bassin du lac Tchad, une organisation régionale dont la réactivation avait été décidée à Paris. Le Bénin, qui n'est -- voisin du Niger et du Nigeria -- a été invité à participer bien qu'il ne soit pas membre de la Commission.

Le conflit entre Boko Haram et les forces de sécurité nigérianes a fait plus de 10.000 et 700.000 déplacés en cinq ans.

The Nigerian military said on Sunday one of its fighter jets that was operating in a north-east state where the armed forces are fighting Islamist Boko Haram militants had gone missing.

A search and rescue operation was underway for the Nigerian Air Force Alpha jet which was on a routine operational mission on Friday over Adamawa state when contact was lost with the aircraft the Nigerian armed forces said in a statement.

The statement gave no more details and there was no other information available on whether the plane, which had left an air base at the Adamawa state capital Yola and had a crew of two, had crashed or been shot down.

Nigeria's military, backed by war planes, has been fighting to push back recent advances by Boko Haram into the north of Adamawa state and also towards Maiduguri, the state capital of neighbouring Borno state. The army said it beat back an attack outside Maiduguri on Friday.

Boko Haram, which has killed thousands since it launched its anti-government insurgency in the north-east in 2009, has in recent weeks captured and held a string of towns and villages in the region, a departure from its usual hit-and-run tactics.

Its leader Abubakar Shekau is apparently trying to follow the example of Islamic State in Iraq and Syria, which has declared its own caliphate. Nigeria's government has vowed to take back the seized territory from Boko Haram.

The UK Royal Navy's Type 23 Duke-class HMS Iron Duke (F234) and the Nigerian Navy have carried out exercises aimed at exchanging skills and techniques.

Personnel from both navies participated in sessions in navigation, seamanship, fire-fighting and damage control techniques, in addition to first aid and an at-sea exercise involving Nigerian personnel on HMS Iron Duke.

HMS Iron Duke chief petty officer Norm Brindley said: "The training proved very useful. It's always good for us to conduct training with other navies as it forces us to review our own techniques.

"Training with the Nigerian Navy was particularly interesting. They do a lot of things under the same principles as our methods, so it was a good refresher for both sides."

HMS Iron Duke boarding officer lieutenant Oliver Behan said: "The two days were an excellent chance to work with regional partners and assist the Nigerian Navy with its training.

"It was a chance for both navies to see how the other conducts boarding operations and all of us were able to take some valuable lessons from the two days."

Capable of accommodating a crew of 185, the 133m-long Duke-class vessels are armed with the vertical-launched Seawolf point-missile defence system and the Boeing Harpoon surface-to-surface missile for anti-submarine warfare and anti-surface warfare capabilities.

The 4,900t vessels are powered by a diesel-electric and gas (CODLAG) system, comprising two Rolls-Royce Spey SM1A 34,000hp gas turbines and two Alstom 1.5MW 4,400hp electric motors.

The Nigerian Air Force has taken delivery of three King Air light transport aircraft and has reportedly ordered 40 new helicopters as it continues its expansion.

The three King Air 350is were seen transiting the Canary Islands during their delivery flight on July 30. The aircraft were acquired “in line with the transformation agenda of the Commander-in-Chief (C-in-C) of the Armed Forces [of the] Federal Republic of Nigeria, Dr Goodluck Ebele Jonathan,” the Nigerian Air Force (NAF) said in a statement.

The aircraft were handed over to the Chief of Air Staff, Air Marshal Adesola Amosu, by Scott Plumb, the Vice President Sales, Middle East, Textron Aviation Austria, at the 209 Executive Airlift Group’s Hangar at Nnamdi Azikwe International Airport in Abuja.

Amosu stated that the acquisition of the King Airs will go a long way in boosting the airlift capacity of the NAF. “It will also go down memory lane that the entire aircraft in the NAF inventory were all reactivated under the present administration.” Amosu said that additional platforms were expected in the future.

“We are happy with the operations branch of the Service, our training is going on well and it will continue so. We need to be ready for training and retraining with a desire to appropriately sustain the system,” he added.

Regarding training, the Nigerian Air Force Institute of Technology (NAFIT) has apparently developed a light trainer aircraft called Farawa 2. NAFIT chief Air Vice Marshal Toni Adokwu this week made the revelation during a graduation ceremony at the institute, reports the Daily Trust.

“Currently, the NAF is faced with the challenge of high unserviceablility status of its primary trainer aircraft, the Air Beetle aircraft, which is equally a light trainer aircraft. Some of the problems associated with the aircraft include the high engine temperature and uncomfortable seats for instructors and student pilots. We believe the design and construction of this new trainer aircraft would address some of the challenges and ultimately address the issue of aircraft unserviceability,” Adokwu said.

Meanwhile, the Nigerian government has apparently ordered 40 helicopters for attack and transport duties from the United States and Russia. This Day said the helicopters could start arriving as early as this month and the remainder could arrive by the end of the year.

"The arrival of the weaponry before the end of the year will be a game changer as it will help to ensure successful execution of the counter-terrorism and counter-insurgency operations, especially against the Boko Haram terrorists,” This Day quoted a source in the Presidency as saying.

It was earlier reported that Nigeria is receiving two helicopter gunships, most likely Mi-35s. The Nigerian Budget Office this year allocated funds for six Mi-35M helicopters.

The Nigerian Army says the service will soon get a new camouflage which will make the troops look 'smarter' and more distinguishable from impostors following recent incidents in which civilians and Boko Haram militant group members were arrested for committing crimes while wearing security services camouflage attire.

All three wings of the Nigerian Defence Forces - army, navy and air force - have over the past few years been caught up in extortion and bribery scams in which tricksters in full military fatigues posed as recruiting officers and were paid millions by would-be soldiers.

The defence and police services have also suffered battlefield casualties to Boko Haram militants who attacked them while wearing camouflage attire identical to theirs.

Addressing soldiers of the 149 Battalion at its Ojo Cantonment in Lagos, Chief of Nigerian Army Staff Lieutenant General Kenneth Minimah said all officers will soon be outfitted with new sets of uniforms which the defence ministry hopes will differentiate them from impostors. Minimah said the army will now produce the uniforms.

“The Nigerian Army has decided to change the camouflage uniform of the service. We have also decided to make it ourselves so that it will have a uniform look. We will not allow anybody to make them for us. They are currently being made at the Nigerian Army Tailoring Department at Yaba, Lagos State. It will make us look smarter and better,” he said.

Previously, all security services attire and camouflage was tailored by private companies contracted by the respective ministries. Criminal groups including armed carjackers and bank robbers took advantage of the relatively easy access to security services attire and often wear fatigues belonging to the army, navy, air force, police, immigration and other public inspectorate services while committing crimes.

The change of uniform comes against a backdrop of rising incidents in which small military units have been wiped out by Boko Haram militants wearing identical uniforms and driving vehicles painted in services camouflage in war-zones in the restive north.

Minimah warned disgruntled soldiers against using social networks to spread “falsehoods” about alleged dire conditions in the service and information about military equipment and operations in the three war-torn northern states.

“One trend that is also dangerous to the service we all seem to cherish is the misuse of the social media. I urge you to be careful of social media. Some of you like to use Facebook, Twitter and others to report the Army as if you are not a member.

"What you do not know is you are undoing a system you are part of. You can twit on social issues. Do not twit about our locations, equipment, weapons and ammunition. I hope you did not come in to undo the system," he said.

The warning follows revelations from disgruntled soldiers who have taken to social media to voice their frustrations in a dossier of complaints which includes the army's use of poor and defective equipment, lack of reliable re-supply lines, long-duration non-payment of salaries, lack of motivation and lack of operational and force protection vehicles among the reasons for high casualties as the army appears to be losing the war against Boko Haram in the north.

The defence ministry has also threatened to prosecute all officers involved in spreading the information, which the government views as damaging to the local credibility and international standing of the Nigerian Army.

Autrefois pilier du régime, qui fut une dictature militaire jusqu'en 1999, les Nigerian Defense Forces (NDF) essuient les critiques pour leur incapacité à localiser les jeunes femmes ou même à mener des opérations efficaces contre Boko Haram. Un effort sans précédent a pourtant permis de pousser le budget de cette armée de 625 millions de dollars en 2010, à 6,25 milliards de dollars depuis 2012. Avec plus de 100.000 hommes, les NDF disposent des effectifs nécessaires. Mais sur le terrain rien n'a changé. «On ne sait pas si l'argent n'a pas été débloqué ou s'il n'est pas arrivé, mais l'armée manque de tout», constate un diplomate. Lors d'un voyage à Abuja, l'Américaine Sarah Sewall, sous-secrétaire d'État pour la Sécurité des civils, a dénoncé «la corruption qui empêche des équipements basiques comme les munitions ou les véhicules de transport d'atteindre la ligne de front du combat contre Boko Haram».
