Former Nebraska Republican Sen. Chuck Hagel’s nomination to replace Leon Panetta as U.S. defense secretary will bring something old and something new into the national spotlight: President George W. Bush’s Iraq war and a shrinking Pentagon budget.

 

Senate Armed Services Committee members and staff are reviewing Hagel’s decades-thick policy statements, votes and views ahead of a yet-unscheduled confirmation hearing.

 

But even as that deep dive is only in its infancy, it already is clear Hagel’s sharp opposition to the 2007 surge of additional U.S. forces in Iraq — which many credit with turning around that conflict — will take center stage. And it’s a safe bet that congressional proponents of avoiding deep Pentagon spending cuts will press the nominee over what he recently labeled a “bloated” Defense Department budget.

 

That remark came during a 2011 interview with the Financial Times, in which Hagel also said, “The Pentagon needs to be pared down. I don’t think our military has really looked at themselves strategically, critically in a long time.”

 

That comment is drawing the ire of national security-minded conservatives in Washington. Already, right-leaning think tanks and organizations are circulating white papers and talking points slamming a number of Hagel’s past comments on issues, including about cutting the DoD budget.

 

“The current secretary of defense and the White House have suggested that sequestration will be a calamity for our national security,” said Danielle Pletka of the conservative American Enterprise Institute. “How can you reconcile your demand for greater cuts and the rejection of those cuts by the incumbent?”

 

Such points inevitably will be picked up by Republican senators as they prepare to question the nominee in coming weeks.

 

Hagel’s allies, such as Fred Kempe, president and CEO of the Atlantic Council, are not tipping their hand about how deeply Hagel might want to reduce military spending.

 

But in a Jan. 8 television interview, Kempe, who worked closely with Hagel in the nominee’s post as Atlantic Council chairman, noted one of his heroes is former President Dwight Eisenhower. That U.S. wartime general-turned-commander in chief “had a very, very sober view of military spending and … came in after a war and had to make some tough decisions.

 

“Ultimately, it’s President Obama’s decision in the end,” Kempe said. “Certainly in this budget situation, you’re going to have a real hard look at the defense budget. And I think he’ll [Hagel] bring his business acumen and his toughness to play in this.”

 

Iraq Payback?

 

Whether the nation is aching for a new discussion about the still-controversial 2003-2011 Iraq war, it’s about to get one.

 

The former GOP senator angered many in his own party in 2006 when he broke with the George W. Bush administration and congressional Republicans over the conduct of the Iraq war. Some sources and pundits say the attacks Hagel is experiencing now are, in large part, payback for doing so.

 

Hagel penned a controversial 2006 Washington Post op-ed that began: “There will be no victory or defeat for the United States in Iraq.”

 

The then-senator took umbrage with what was at the time one of the top U.S. goals in Iraq.

 

“The time for more U.S. troops in Iraq has passed. We do not have more troops to send and, even if we did, they would not bring a resolution to Iraq. Militaries are built to fight and win wars, not bind together failing nations,” Hagel wrote. “We are once again learning a very hard lesson in foreign affairs: America cannot impose a democracy on any nation — regardless of our noble purpose.”

 

The op-ed was deemed remarkable, in part, because of the sharp language Hagel used.

 

“We have misunderstood, misread, misplanned and mismanaged our honorable intentions in Iraq with an arrogant self-delusion reminiscent of Vietnam,” Hagel wrote. “Honorable intentions are not policies and plans.”

 

Hagel also raised concerns about the economic toll the Iraq war was inflicting on the United States.

 

“The United States must begin planning for a phased troop withdrawal from Iraq. The cost of combat in Iraq in terms of American lives, dollars and world standing has been devastating,” Hagel wrote.

 

“We’ve already spent more than $300 billion there to prosecute an almost four-year-old war and are still spending $8 billion per month. The United States has spent more than $500 billion on our wars in Iraq and Afghanistan. And our effort in Afghanistan continues to deteriorate, partly because we took our focus off the real terrorist threat, which was there, and not in Iraq.”

 

Many of his views appear to place him at odds with several Armed Services Committee members, and that committee would have to approve his nomination before it moves to a full upper chamber vote.

 

One is former anking member John McCain, R-Ariz., to whom some in the GOP Senate caucus will look for guidance on how to vote if Hagel’s nomination reaches the upper chamber’s floor.

 

The Obama administration opted against a tense confirmation process for Susan Rice, who on Dec. 13 withdrew from consideration to become secretary of state over fears that McCain and other GOP senators would either block it or turn the confirmation process into a major political fight.

 

Whether the Hagel-McCain split over Iraq policy will lead McCain to oppose his friend remains an open question.

 

In 2008, McCain said he and Hagel are “close and dear friends” who simply reached different conclusions about the Iraq conflict. In the same interview, McCain called Hagel a “respected leader in America” who “served his country admirably, with honor and distinction.”

 

On Dec. 20, McCain told Defense News he had not yet decided how he would vote.

 

The Opposition

 

An anti-Hagel campaign has sprung up since his name was floated by the White House.

 

Pro-Israeli lawmakers, organizations and pundits have seized on 2008 comments Hagel made about the “Jewish lobby” intimidating U.S. lawmakers. Hagel and his allies have struck back, saying the nominee believes in the American-Israeli alliance.

 

Conservative pundits have deployed to cable TV networks to criticize his views. One is former George W. Bush-era Iraq adviser Dan Senor, a close adviser to 2012 GOP presidential nominee Mitt Romney.

 

Senor noted that some of Hagel’s views, such as questioning whether the kinds of stiff sanctions the Obama administration has placed on Iran over its alleged nuclear ambitions actually work, place him out of synch with the president.

 

One website calls Hagel “too extreme to be secretary of defense,” and lists his views on a range of issues.

 

The Republican National Committee, in a blog post, questions whether pro-Israeli lawmakers such as Sen. Chuck Schumer, D-N.Y., ultimately can support the nomination. The blog post questions if the administration can secure the 60 votes necessary to avoid a filibuster and confirm Hagel as defense secretary.

 

For his part, Schumer, in the hours after Obama announced Hagel’s nomination, is holding his cards close.

 

“Chuck Hagel, as a former colleague and a patriot with a decorated service record, has earned the right to nothing less than a full and fair process in the Senate,” Schumer said in a Jan. 7 statement. “I look forward to fully studying his record and exploring his views.”

 

Some conservative Washington hawks believe Hagel is too antiwar to advise any president on the use of American military power. Not so, say his allies.

 

“Hagel is not a pacifist, and certainly not the dove that his critics have claimed he is. He remains firmly within the foreign policy mainstream in Washington, and has supported past wars that I have opposed,” said Christopher Preble of the Cato Institute. “But his general inclination, hardened after the debacle of Iraq, is to avoid foreign crusades and to resist pressure to send U.S. troops into harm’s way in pursuit of unclear objectives that do not advance U.S. interests. That is a mindset that the neoconservatives cannot abide.

 

“I don’t believe … Obama chose Chuck Hagel in order to humiliate the Republican Party,” Preble said. “I don’t think he intended to shine the light on the bitter divide between the neoconservatives and traditional foreign policy realists. I think he picked Hagel because he likes him, and trusts him.”

 

As Washington awaits his nomination hearing, the issue to track as the nominee meets one-on-one with lawmakers, then answers hours of tough questions in a public hearing, is whether enough senators come to trust Hagel.

Le président Obama a promulgué, le 2 janvier, la loi sur le budget américain de la Défense pour l’année en cours. Le texte prévoit 633 milliards de dollars (480 milliards d’euros) de dépenses, et autorise aussi le Pentagone à poursuivre de grands programmes d’armement. Le très coûteux chasseur F-35 n'est pas remis en cause à ce stade. Cet avion de combat futuriste entre progressivement en service dans l'armée américaine, mais compte tenu des retards et des difficultés de mise au point, le coût unitaire de l'avion a déja été multiplié par deux, ce qui suscite l'inquiétude de certains partenaires embarqués dans le programme comme le Canada qui annonçait récemment réfléchir à l'achat d'autres avions de combat.

Washington DC - The US Air Force expects to start fielding life support systems modifications for its fleet of Lockheed Martin F-22 Raptor air superiority fighters this January.

 

"UPG [upper pressure garment] valves are being shipped now, and the vests will be modified locally," says the USAF's Air Combat Command (ACC). "We expect units will start flying with the modified vests later this month, which alleviates the current restriction that has them flying without the vests at altitudes below 44,000 feet unless otherwise directed."

 

The Raptor, which is regarded as the USAF's premier air-to-air fighter, had been operating under a number of operational limitations because of a suspected problem with the aircraft's onboard oxygen generation system (OBOGS). The problem was severe enough that the USAF was forced to ground the Raptor for four months in 2011 after more than a dozen "physiological incidents" with symptoms resembling hypoxia. After the USAF concluded that the pilot's Combat Edge upper pressure garment was the source of the problem, the service has slowly been lifting restrictions on the Raptor's operations. Other than the altitude limitation, the only other remaining restriction on F-22 is that the aircraft is currently precluded from executing the Alaska air sovereignty mission.

 

Once an automatic back-up oxygen system (A-BOS) is fielded, F-22s based at Joint Base Elmendorf-Richardson will be cleared to perform the air sovereignty mission over Alaska. "This meets the condition for approving F-22s to resume the air sovereignty mission in Alaska," ACC says. "A-BOS units are now installed on aircraft for evaluation purposes, and we remain on track to begin modifications to other aircraft--starting with Elmendorf--within the next couple months."

 

Currently, other aircraft, mostly Boeing F-15C Eagles, have been covering for the Raptors.

 

The USAF is also investigating the Raptor's OBOGS oxygen schedule, which might be providing too high an oxygen concentration, leading to a condition called acceleration atelectasis. "We're analyzing the O2 scheduling issue, but there's no firm timeline associated with testing or potential modifications so I can't characterize how far along that is other than to say it's ongoing," ACC says. "The major step taken by the task force with respect to O2 concentration last spring was to reduce pilots' susceptibility to atelectasis by discontinuing the requirement to fly at a "max" OBOGS setting."

 

Kevin Divers, a former USAF F-22 flight test engineer and aerospace physiologist, says, "Atelectasis was a problem before the "max" setting requirement, so norm doesn't reduce it from where it was when the issues started happening."

 

Further, Divers says, the USAF has already studied a modified Raptor's oxygen concentration schedule in detail. "It was all set to go, just not funded," he says. But ACC counters, "Further adjustments to O2 scheduling require more study, since the benefits or unintended consequences of revising the schedule are not as clear-cut as some sources might suggest."

 

But Divers goes further, he says that the USAF has missed the true root cause of the Raptor's oxygen woes. "They still are missing it and there will be issues that creep up," he predicts. "The vest fix will make them more comfortable, but won't solve the root cause."

Le président américain Barack Obama a proposé hier la nomination de son nouveau secrétaire à la défense (équivalent de ministre) : Chuck Hagel, 66 ans, remplacerait de Leon Panetta qui occupait le poste depuis juillet 2011. La personnalité du nouveau venu mérite que l’on s’y attarde :

 

Chuck Hagel est en premier lieu un ancien militaire, plusieurs fois blessé au combat. Engagé volontaire pendant la Guerre du Vietnam, il y recevra deux « purple heart ». Il a par la suite mené une carrière d’homme d’affaires puis d’homme politique, alignant deux mandats  de sénateurs de 1996 à 2008. Un parcours qui n’est pas sans rappeler, toutes proportions gardées, celui d’un certain Marcel Bigeard avec lequel il partagerait également un certain goût pour le franc parler…

 

C’est d’ailleurs là que le bât blesse, Chuck Hagel ayant la mauvaise habitude de prendre à contre-pieds ses amis politiques sur les sujets qui fâchent. Bien qu’il fasse officiellement partie du camp Républicain il avait publiquement douté du bien fondé de l’invasion irakienne en 2003, avant de s’opposer au renforcement du contingent américains dans le pays et à la stratégie du « surge » chère au général Petraus. L’homme partagerait avec le président Obama une certaine méfiance vis à vis des interventions militaires directes et serait plus favorable à des sanctions contre l’Iran qu’à une guerre ouverte. Encore plus horrible, il ne serait pas un partisan inconditionnel d’Israël. Citons en vrac des accusations d’homophobie, de prise de position trop conciliantes sur Cuba et sa dénonciation de l’inflation exagérée des dépenses militaires. Une belle batterie de casseroles donc, qui pèsera dans le processus de confirmation par le Sénat de cet esprit indépendant.

 

Républicain au service d’un démocrate, Chuck Hagel est certain de se prendre des coups de tous les côtés. L’homme en a vu d’autres…

VICTORIA, British Columbia — Canada will rely on either private companies or its allies for midair refueling if it decides to purchase F-35 Joint Strike Fighters to replace its CF-18 fighter aircraft.

 

But critics and analysts say the decision raises key issues about Canadian sovereignty and military capabilities.

 

Canada’s Department of National Defence (DND) will not comment on the plan, but confirmation of the decision is contained in a brief passage in a government-ordered audit of Canada’s proposed F-35 buy. The 30-page audit by KMPG noted the cost of modifying the F-35s so they can be refueled in midair by Canadian aircraft is not included in the overall price tag of the fighter program because DND will not proceed with that option.

 

“With respect to air-to-air refueling requirements, DND will rely on NORAD [North American Aerospace Defense Command], coalition partners, or commercial refueling assets to meet operational requirements,” stated the audit, “Next Generation Fighter Capability,” released Dec. 2.

 

The Royal Canadian Air Force hopes to purchase the F-35A, which uses a boom refueling system. The service’s existing CC-150 Polaris tankers use only the probe and drogue system, which is used by the F35-B and C.

 

Alan Williams, DND’s former head of procurement who approved Canada’s participation in the F-35 program, said the department’s plan makes no sense.

 

“Are we going to spend a large amount of money on new fighters and then rely on allies to refuel aircraft over Canadian territory?” he asked. “Is Canada no longer a sovereign country?”

 

Defense analyst Martin Shadwick described the decision as a step backward for the Air Force. Canada went without strategic air-to-air refueling for a decade when it retired its older fleet of tankers in 1997, he noted. The Canadian Forces has a fleet of Hercules aircraft that can provide short-range tactical refueling to CF-18 fighters, but they are aging, Shadwick said.

 

Air Force commanders deemed the longer-range strategic air-to-air refueling capability critical, and 126 million Canadian dollars ($127.7 million) was spent modifying two Polaris aircraft for that role. Those aircraft became fully operational about three years ago but because of the decision not to modify the Canadian F-35s, the planes won’t be able to refuel those aircraft.

 

Shadwick said Canada’s ability to contribute to international missions could be limited.

 

NORAD officials did not comment about whether U.S. tankers would be available for Canadian needs. A spokesman for the Joint Strike Fighter Office in the U.S. referred questions to Canadian military officials. Canadian military officials did not provide comment.

 

Canada committed in 2010 to purchasing 65 F-35s, but in December, the government, under fire over questions about the increasing cost of the jets, announced it would examine other aircraft. The F-35 is still considered the odds-on favorite to replace the CF-18s, according to analysts and military officers.

 

Shadwick, Williams and opposition members of Parliament, such as Liberal Party defense critic John McKay, said the move appears to be tied to government efforts to keep F-35 costs low.

 

Lockheed Martin officials confirmed in 2010 that the Canadian military asked the company to look at installing into Canadian F-35s a refueling system capable of accepting a probe and drogue.

Le gouvernement du Canada a demandé à cinq constructeurs américains et européens d’avions de combat de lui faire des propositions pour remplacer sa flotte de CF-18.

 

Dans une lettre aux principaux constructeurs, Lockheed Martin, Boeing, Dassault Aviation, EADS Eurofighter et Saab, le ministère des Travaux publics annonce que le gouvernement canadien allait prochainement les approcher pour savoir le type d’appareils possible qui pourrait être soumis pour la nouvelle flotte de chasseurs.

 

«Un composant clé de cette initiative est l’analyse de marché relative aux chasseurs qui sont en cours de production ou dont la production est prévue.», souligne la sous-ministre Michelle d’Auray, dans la lettre datée du 27 décembre 2012. La participation de votre entreprise aidera grandement le gouvernement du Canada dans son évaluation des options pour un avion de combat de remplacement».

 

En juillet 2010, la Défense et le premier ministre annonçaient avoir choisi le chasseur F-35 de Lockheed Martin sans évaluer d’autres avions.

 

Mais au printemps dernier, le vérificateur général du Canada publiait un rapport accablant, notant les dépassements de coûts sur les projections initiales, ce qui a finalement forcé Ottawa à rectifier le tir concernant sa démarche. Le coût des F-35 est ainsi passé de 16 milliards $ tout inclus à près de 46 milliards $. La subtilité étant en grande partie la durée de vie utile de l’appareil.

 

Le nouveau processus permettra aux manufacturiers de vanter au gouvernement canadien les capacités de leurs appareils, comme le Super Hornet (Boeing) ou le Rafale de Dassault, par exemple.

 

Selon nos sources, Dassault devrait présenter une offre similaire à ce qu’elle avait présentait en novembre 2010.

Le NCSM Athabaskan, endommagé durant son remorquage et qui a ensuite dérivé se trouve maintenant amarré à Cap Breton, rapporte la Presse canadienne, citant la Marine royale canadiennee.

 

Le destroyer avait eu des ennuis mécaniques après voir subi des travaux de réparation dans un chantier naval ontarien. Le capitaine de marine Doug Kierstead a affirmé plus tôt cette semaine que l’Athabaskan avait dérivé pendant plusieurs heures au large de l’île Scatarie il y a une semaine après le bris des amarres de remorquage. M. Le NCSM Athabaskan a subi à cette ocasion des dommages à la coque derrière les numéros d’identification du navire.

 

L’Athabaskan avait dû subir des réparations de routine en novembre 2012, et devait reprendre la mer une fois ces travaux complétés aux chantiers de Seaway Marine and Industrial, à Welland, en Ontario. Le destroyer, affirme le capitaine Kierstead, ne pouvait être ramené à Halifax sans aide en raison de retards dans les travaux et de problèmes inattendus.

 

Le navire restera maintnant au port de Sydney où on procédera à l’évaluation des dommages à la coque soient évalués. La Marine canadienne déterminera ensuite le moyen le plus sûr pour ramener le NCSM Athabaskan à Halifax, pour y réparer les dommages et compléter ensuite la réfection du navire.

 

Construit par les Chantiers Davie Limitée de Lauzon, au Québec, le NCSM ATHABASKAN, troisième navire de guerre de sa classe, a été mis à l’eau le 27 novembre 1970 et mis en service le 30 septembre 1972.Il a été navire amiral du commodore de la Flotte canadienne de l’Atlantique, mais, en 2012, cédant son rôle honorable de navire amiral au NCSM IROQUOIS, il a entrepris un grand carénage.

Defence Watch was contacted by the Global Campaign Against IEDs. On the group’s website (see link below) is this interesting fact sheet:

 

The Trend. According to National Counterterrorism Center’s Worldwide Incident Tracking Systems (WITS)[1], there will be, on average, 119 IED incidents each month in 2011—not counting Iraq and Afghanistan. This is more than double the 53 IED incidents each month just five years ago in 2006. This trend poses a direct threat to overall global stability but also to the United States’ national security and economy (for additional information about this trend and its relationship to IED use in Iraq and Afghanistan see Appendix A). 

 

The Impact. Historically,IED use has occurred in all parts of the world during a variety of situations including conflict and post-conflict environments (Iraq, Afghanistan, Sudan, Somalia, Israel, Lebanon, & Palestine); illegal drug operations (Mexico, Columbia, & Peru); insurgencies (Chechnya, Russia, Nigeria, & Northern Ireland); election-related violence (Kenya, Nigeria, & Ivory Coast); religious crises (India, Pakistan, & Nigeria); ethnic conflicts (Nigeria, Rwanda, Democratic Republic of the Congo, &Serbia); and other notable acts of terror (France, Norway, Russia, United Kingdom, & United States).

 

Data compiled by PIF’s Global Campaign against IEDs document global IED incidents at 291 and 308 per month in 2008 and 2009 [2]. In 2006, during a six month period, Landmine Action [3] found 1,836 incidents of explosive devices in populated areas across 38 different countries. Sixty percent (1,105 or 184 per month) involved “bombs” or “car-bombs”—predominantly IEDs.

 

The 2008 and 2009 incidents involved an estimated 13,771 killed (84% civilians) and 44,506 wounded (88% civilians). There were 196 killed and 28 wounded among those who deployed the IEDs. In cases where these incidents occurred in populated areas some 90% of reported casualties were civilians. Cumulatively just for Nigeria, Thailand, and India there were over 1,621 killed or injured in 2009 and 2010. In these three countries incidents rose 44% in 2010 as compared to 2009.

 

In Mexico, drug-related proliferation of illegal small arms and associated violence—known as precursors to IED use—foreshadowed the vehicle-borne IED incident in Cuidad Juarez on 15 July 2010. From no reported attacks in 2009, there were six additional IED incidents [4] through January 2011.

 

Taken together the preceding data indicate that IED use is proliferating.

 

Now, just this year in 2011, three events add credence to this conclusion at a global level. First, the perpetrator of the July attack in Oslo, Norway described the IED he detonated—prior to shooting 82 people at a youth camp—as a “marketing tool” for his extremist views. Second, the use of IEDs by Boko Haram in Nigeria, with its links to Al Qaeda, is a direct threat to the United States Homeland. This threat to our strategic security and economic interests arises due to the impact on natural resources in the Niger Delta. Third, the Department of Defense’s Joint IED Defeat Organization (JIEDDO) reports 395 IED incidents in Pakistan since January. That is more than one each day.

 

At a domestic level, the United States has its own IED history, most notably the Oklahoma City Bombing. This history continues with the September 11th Attacks, and the more recent failed attempts by the Underwear Bomber, the Shoe Bomber, and the Times Square Vehicle Borne IED incident. All of this underscores a growing domestic threat. Left unchecked, might this lead to gang violence in the U.S. which includes the use of IEDs?

 

Our Approach. The Campaign’s objective is to reduce the use of IEDs at a global level by (1) neutralizing local IED networks and (2) preventing new, effective IED networks from forming. The approach consists of three core elements using public, private, and military efforts where appropriate. The first element is locally led focusing on the socio-economic, cultural, and other root causes of IED activities. This embraces the whole community addressing the root causes of militancy, extremism and violence producing an environment that does not tolerate IEDs. The second core element treats IEDs as a crime under international law. This effectively moves IED use from a military problem to a law enforcement problem emphasizing the crime rather than the attacker’s political motivations. The third and last core element is fact-based information campaigns at global and local levels. These campaigns comprise balanced and objective reporting of IED incidents, social media that engages local civil and military populations as integral components of the solution, and an education component that counters instruction teaching children that terrorism is patriotic and a religious right.

 

In summary, IEDs represent direct (many of us have lost constituents in domestic incidents) and indirect threats to the United States. It is a global problem that we cannot and should not combat alone. PIF, through The Global Campaign against IEDs, correctly places the responsibility for dealing with IEDs on the global community. Participation by governments and civil society at national and local levels will be required to arrive at a solution for this problem.

Here are the details from the government’s notice of awarding the contract sole source via an ACAN:

 

The Department of National Defence (DND) has a requirement for the integration of a Mine Clearing Roller System (MCRS) on the Canadian Leopard 2 Main Battle Tank (MBT) fleet. This includes acquiring 16 MCRSs, associated documentation, drawings, spare parts (two year supply), tooling, training, and other logistics support, and the right of use for Canada’s purposes only related to the MCRS. To complete the requirement, the Contractor must have an MCRS that has been tested and proven to operate on a Leopard 2 MBT.

 

Furthermore, Canada has developed new roller wheels (and associated hardware) to increase mine-kill effectiveness of the MCRS. Each roller bank consists of 14 new steel wheels approximately 900 mm in diameter, totalling approximately 5000 kg per bank. These roller wheels were developed to fit in the dimensional envelope of NSN 2590-01-499-3783 (roller bank assembly – excluding the standard roller wheels). Therefore, to complete the requirement, the Contractor must also possess the intellectual property rights for the roller bank assembly, NSN 2590-01-499-3783 (excluding the roller wheels).

 

It is intended to award a sole source Contract to Urdan Metal Casting Industries Ltd,Kfar Saba, Israel, who holds the intellectual property rights for NSN 2590-01-499-3783, making it the only company capable of performing the proposed contract .

 

The Goods shall be delivered in 2014.

A $33 million contract was awarded to provide the development, production, integration and testing of nine radar systems. The new Telephonics RDR-1700B+ radar will give the MQ-8B Fire Scout critical wide-area search and long-range imaging capability to complement the focused capabilities of its current electro-optical infrared payload.

 

Northrop Grumman is the Navy's prime contractor for Fire Scout, the only vertical unmanned aerial system program of record. The Navy put the company under contract to assess and select a radar system that would best match the MQ-8B Fire Scout's maritime operational requirements.

System to be Used for Testing, Future Demonstration Efforts

 

Northrop Grumman Corporation (NYSE:NOC) is building a company-owned unmanned aircraft for use as a development and demonstration platform for at-sea surveillance under the U.S. Navy's MQ-4C Triton program.

Triton provides a detailed picture of surface vessels to identify threats across vast areas of ocean and littoral areas. With its ability to fly missions up to 24 hours, Triton complements many manned surveillance and reconnaissance aircraft.

 

Wing sections were joined to the aircraft's fuselage at the company's production facility in Palmdale, Calif. The aircraft will be outfitted with the same intelligence-gathering sensors and communications suite as the Navy's Triton program.

OTTAWA, Jan. 8 (UPI)

 

Canada's problems with its planned purchase of F-35 Lightning Joint Strike Fighter aircraft seem to be multiplying, with the latest controversy surrounding the jets' capacity for in-flight refueling.

 

With Canada's confirmation of the planned multibillion-dollar purchase still months away, and continuing uncertainty over the numbers Ottawa may eventually buy, questions are being raised about how the F-35 Joint Strike Fighters will refuel when deployed by the Canadian air force.

 

The outlook for the refueling dilemma remains unclear. Ottawa says it is studying all options for F-35 air-to-air refueling capability.

 

Defense News said on its website Canada will rely on either private companies or its allies for in-flight refueling if it decides to purchase the F-35s to replace CF-18 fighter aircraft. There was no independent confirmation of the report.

 

Critics, including Canada's Liberal opposition members of Parliament, say if the outsourcing does occur that will pit Canada against embarrassing issues of national sovereignty, especially if the air force is forced to request refueling assistance from other allied forces.

 

But critics and analysts say the decision raises key issues about Canadian sovereignty and military capabilities.

 

A recent independent audit of the government's plans to buy F-35s revealed that current estimates for the planned purchase had no provision for modifying the F-35s so that they could be refueled in flight by Canadian air force jets, Defense News and Canadian media said.

 

The alternatives being faced by the Canadian military include refueling through a private agency or refueling by a friendly government's aircraft.

 

In either case, the costs for Canada will be multiple and complex. Not only are Ministry of Defense plans silent on the actual cost of refueling the jet fighters but they also don't consider the diplomatic and political implications of expecting other nations' aircraft to refuel the F-35s after a multibillion-dollar purchase and deployment of the aircraft.

 

Canada says it needs F-35s to defend its claim on arctic territory amid competing challenges from Russia and northern European states. Opposition critics want more debate and a competition for Canada's next jet fighter, the Ottawa Citizen reported.

 

A 30-page audit by KPMG accountancy and tax advisory firm noted the Canadian defense department will have to rely on the North American Aerospace Defense Command, "coalition partners or commercial refueling assets to meet operational requirements."

 

The audit report, "Next Generation Fighter Capability," was released in December.

 

The F-35A jets earmarked for purchase by Canada will use a boom refueling system in contrast to the air force's current practice of using CC-150 Polaris tankers, which employ the probe-and-drogue system. That system is used by the F35-B and F35-C but is not compatible with the F-35s planned to be purchased by Ottawa.

 

Aircraft manufacturer Lockheed Martin says Canada will have the option to choose either or both refueling systems. Critics want to know how that will affect the jet's weight and functionality.

 

Confusion over the refueling capacity of Canada's premier fighter jets drew criticism from analysts and experts.

 

Alan Williams, a former head of procurement who was among those who approved Canada's participation in the F-35 program, said the department's plan makes no sense, Defense News reported.

 

"Are we going to spend a large amount of money on new fighters and then rely on allies to refuel aircraft over Canadian territory?" he asked. "Is Canada no longer a sovereign country?"

 

Defense analyst Martin Shadwick told Defense News the decision is a step backward for the Canadian air force.

 

The refueling issue is especially sensitive in Canada because of past blunders with the procurement program. Canadian forces had to do without strategic air-to-air refueling for a decade after the country retired its older fleet of tankers in 1997.

 

An aging fleet of C-130 Hercules aircraft used in tactical refueling to CF-18 fighters is seen as inadequate.

 

Experts say Canada's lack of preparedness for an effective refueling program will limit its ability to contribute to international missions.

 

Debate over the F-35s' refueling capacity and compatibility with Canada's existing systems has raged since last year.

 

Liberal industry critic Marc Garneau accused the government of "forgetting" about the need to be able to refuel the fighter jets in the air during long flights and warned Canada might have to spend hundreds of millions on new equipment.

 

"It is getting more expensive every day. Today we discover that this plane cannot be refueled except by paying hundreds of millions of dollars more," Garneau said in Parliament. "How many hundreds of millions more and what else has the government forgotten to factor in?"

 

The government denies the F-35s will lack a compatible refueling capacity.

 

The Globe and Mail said the Canadian navy's long-delayed joint support ship program is also expected to come under the political microscope within weeks in what could be another defense procurement embarrassment for the conservative government of Prime Minister Stephen Harper.

Part One:

 

Candidates: The Various Alternatives


Contrary to the assertions of politicians and officials[1], there are several viable alternatives to the F-35A. The Rafale, Eurofighter, Next Generation Gripen, and F/A-18 E Super Hornet are all very capable fighter jets that could serve Canada very well.

 

While the Rafale performs very well, it is hindered by its incompatibility with most NATO standard weapons, which Canada stockpiles. This means that Canada would be dependent on French munitions and our existing weapons could not be used. But for this compatibility issue, the Rafale would be a very strong contender. Though still a very capable fighter, the Super Hornet is also not the best of these alternatives due to an antiquated air frame and a relatively low top speed of mach 1.8. The two most promising alternatives are the Next Generation Gripen and the Eurofighter.

Saab has three versions of its JAS39 Gripen fighter jet. Of those models, I propose that Canada procure the “NG” (“Next Generation”, also known as the E/F) model  that is currently in development and scheduled to be introduced in 2017[2]. It is the third generation of the Gripen fighter. Based on the Gripen C/D airframe, the NG Gripen will have new and improved sensor technology, fuel capacity, engine, and potentially thrust vectoring. It is to the Gripen C/D what the F/A-18E/F is to the F/A-18A/B. It is a very capable fighter and the ideal candidate to replace Canada’s aging CF-18s.

*Note: As the NG Gripen is still being tested, some of the information in this article refers to the Gripen C/D performance. The NG Gripen is designed to match or beat the C/D in terms of performance and cost.

 

Narrowing Down The Alternatives: Gripen vs Eurofighter vs F-35A

 

Factor 1: Cost


The cost-to-performance ratio is what makes the Gripen so appealing. The Gripen C/D has very similar performance and technology of the Eurofighter, but comes at half the price. The Gripen costs $60 million per plane[3] whereas the latest Eurofighter costs $125 million per plane.[4] The F-35A, by contrast, is currently projected to cost $107 million per plane by 2017[5]. However, the Canadian government currently projects initial procurement costs for 65 F-35As at $9 billion [6], putting the initial procurement cost at $138 million per plane. That same $9 billion would buy 150 Gripens or 72 Eurofighters. This ambiguity in the true cost of the F-35A makes projections difficult, leading to uncertainty. However, whatever the true cost is, it will be enormous and not reflective of the F-35A’s limited capabilities. In terms of initial procurement cost, the Gripen is the clear winner.

 

Not only are the initial procurement costs of the Gripen low, it is also the least expensive modern fighter jet to operate at approximately $4,700 per flight hour[7]. Conversely, the Eurofighter costs $18,000 per flight hour[8] and the F-35A costs an enormous $21, 000 per flight hour.[9]


A fleet of 65 F-35As is currently projected to cost Canada $45.8 billion[10] over the course of a 40+ year lifespan. If $9 billion is to actually purchase the planes, then the operating costs for a fleet of 65 F-35As for 40+ years will be approximately $36.8 billion. The Eurofighter’s operating costs are 85%[11] that of the F-35A , therefore the operating costs of a fleet of 72 Eurofighters over 40+ years would be approximately  $34.6 billion[12]. The Gripen’s operating costs are 15%[13] that of the F-35A, therefore the operating cost of a fleet of 150 Gripens for 40+ years would be approximately $12.7 billion[14]. In terms of operational cost, the Gripen is the clear winner.

 

Despite the fact that these figures are estimates and will likely vary, the massive gap between the F-35A, Eurofighter, and the Gripen are difficult to ignore. The Gripen and Eurofighter cost projections are likely to be closer to reality given that it they are based on proven systems with much more fight time. There is no real world combat date on the F-35A and its true cost for Canada can only climb higher, particularly given issues such as the F-35A’s incompatibility with certain weapons and Canada’s CC-150 Polaris refuelling tankers, which are examined later.

 

Part problem with the Eurofighter and F-35A is that their dramatically higher costs do not translate into a proportional increase in performance and capability. The Gripen, however, has performance very nearly equal to the Eurofighter, but comes at half the cost. Even though the shortfall in performance is, as will be examined later, negligible, the money saved by procuring the Gripen could be put towards arming Canada’s Gripen fleet with the best weapons available, providing Canadian Gripen pilots with the best training, and leave room for future upgrades as technology improves. This, along with the increase in the sheer numbers of Gripen fighters Canada could purchase, would more than make up for the negligible shortfall in performance or capability. The F-35A, by comparison, is a relatively poor performer.

 

Other countries are rethinking their commitments and re-evaluating their options, such as Italy,[15] Australia,[16] and the U.S.[17] The Netherlands has cancelled their F-35 order altogether.[18] This means that the F-35 will likely cost more than current projections estimate. If other countries are rethinking or outright abandoning their F-35 purchases, Canada should take note and conduct serious review of alternatives.

 

Factor 2: Performance


With regard to specifications, the Gripen and Eurofighter are about equal, save for the fact that the Saab has obtained AESA radar[19], an asset the Eurofighter currently lacks[20], and the Gripen is a single engine fighter whereas the Eurofighter is a twin engine fighter. They both have similar power-to-weight ratios and wing loading capacities and, although the Eurofighter enjoys a very slight advantage, they are so close in performance that any advantage enjoyed by the Eurofighter is negligible, particularly when compared to the vast difference in price. Both fighters have very similar, armament, top speed, capacity, fuel capacity, range, sensor technology, sensor fusion, helmet-mounted display, situational awareness, speed, and manoeuvrability. American General John Jumper is the only person to have flown the Eurofighter and the U.S.A.’s top air superiority fighter, the F-22A, and was quoted as saying, “I’ve flown all the [American] Air Force jets. None was as good as the Eurofighter.”[21] The key difference is that the Eurofighter costs $65 million more per plane, but does not deliver an additional $65 million worth of improved performance over the Gripen. Both are very impressive and capable fighters. Though equal in performance, the cost of the Gripen makes it the clear winner.

 

By comparison, the F-35A is a poor performer. It is not designed to include supercruise capability[22] and can only maintain supercruise for a mere 241km.[23] Both the Gripen and Eurofighter have full supercruise capability at mach 1.2. [24] [25] The F-35A is also slow by fighter jet standards. With a top speed of 1,930kmph[26] (mach 1.6), it lags far behind the Gripen, Eurofighter, which can both reach speeds above mach 2.[27] [28] The F-35A is even slower than the Super Hornet[29] and F-16 Fighting Falcon[30] it is meant to replace.

 

Manoeuvrability is also an issue with the F-35A.[31] Its small wing design does not allow for quick manoeuvres using tight turn radii.[32] The Gripen and Eurofighter excel in the area of manoeuvrability,[33] providing an additional advantage in a combat situation.

 

Though the fact that the Gripen is a single engine fighter might be seen as a disadvantage, the fact that the Canadian government was so eager to procure the F-35A indicates that the single/twin engine difference is not a significant factor.

 

Another disadvantage that reduces the F-35A’s capabilities is its limited internal weapons capacity. With four internal hardpoints, the F-35A cannot deliver nearly as much in payload, particularly when compared to the Russian Su-35, which has twelve hardpoints[34], the Eurofighter, which has thirteen hardpoints[35], and the NG Gripen, which will have twelve hardpoints.[36] The F-35A can carry additional fuel and weapons externally using its six external hardpoints, but this negates the F-35A’s already questionable stealth advantage, which is examined later, and would not be advisable in a combat situation.

 

Factor 3: Compatibility and Weapons Capacity


The F-35A cannot yet carry the upcoming MBDA Meteor air-to-air missile; the most advanced NATO compatible air-to-air missile in the world, which is a major disadvantage in air-to-air combat, particularly in terms of engaging a target that is beyond visual range.[37] Plans to modify the MBDA Meteor to fit into the F-35A’s internal weapons bays have been proposed, but these plans are uncertain and adds to the already monstrous price tag. The Gripen and Eurofighter are both already compatible with the MBDA Meteor, along with virtually every other NATO compatible weapon available, giving them a significant combat advantage over the F-35A. Even if an F-35A compatible version of the Meteor is developed in the future, that would not increase the capability of F-35A to such an extent as to justify the exorbitant price and poor performance in other areas.

 

The F-35A also cannot carry the AGM-65 Maverick air-to-ground missile as it does not fit in the internal weapons bay. It can be equipped on one of the external hardpoints, but this greatly diminishes what little stealth advantage the F-35A enjoys. In order to use internal weapons to take out ground-based targets, Canada would have to buy the Brimestone air-to-ground missile, pushing the cost of operating the F-35A beyond its already unreasonable figure.

 

This means that on retirement of the CF-18s, all ammunition that is not compatible with the F-35A’s internal weapons bay becomes practically useless. The RCAF would have to spend additional funds to purchase new ammunition that is compatible for use on the F-35A. However, the KPMG report states that the ammunition budget will be slashed from $270 million to $52 million,[38] which significantly limits the quality and quantity of ammunition Canada could acquire.

 

The RCAF would have the funds to buy and maintain fighter jets, but lack the funds to actually arm them. A fighter jet without weapons is not good for anything other than giving the enemy target practice. The Gripen and the Eurofighter are compatible with all the weapons Canada currently stock piles, the future MBDA Meteor, and every other NATO compatible weapon. As the Gripen costs substantially less, the ammunition budget would not have to be reduced, providing Canada’s forces with the greatest flexibility to provide the right weapons for whatever task is at hand.

 

The F-35A also presents a problem in terms of integration into Canada’s existing air-infrastructure due to its method of midair refuelling: the “flying boom” method. The flying boom method is only used by the U.S. Air Force. Virtually every other air force in the world, including Canada, uses  the “probe-and-drogue” method[39]. Canada’s CF-18s and CC-150 Polaris aerial tankers[40] use this method. An off-the-lot purchase of F-35As would mean Canada could not refuel its fighters midair and they would have to land for refuelling, use an allied or private midair refuelling tanker, or be modified to use the probe-and-drogue method. Landing to refuel is impractical and severely limits Canada’s operational capacity due to its inflexibility. Using an allied or private midair refuelling tanker adds to the already exorbitant costs and means Canada cannot operate its fighter jet fleet independently. It reduces Canada’s operational flexibility by an unreasonable degree. Modifying the F-35A to use a probe-and-drogue system is possible, but it adds to the ever-increasing costs. As the a Canadian procurement of the F-35A would result in the infrastructure upgrade budget being slashed from $400 million to $244 million[41] funds to solve the midair refueling problem would be scarce. Much like with the limited weapons capacity and compatibility problem, not only could Canada not afford to arm a fleet of F-35As  properly, it could also not afford to refuel them using its existing infrastructure and equipment. The Eurofighter and the Gripen do not have these problems as they are compatible with all NATO weapons and the probe-and-drogue method. The Eurofighter and Gripen are equal in terms of compatibility, but the Gripen is the clear winner due to the fact that it is half the cost.

 

Factor 4: Sensors and Situational Awareness


Part of the reason the F-35A was developed was to provide excellent situational awareness to the pilot. This is achieved through a wide range of sensors, data link capability, sensor fusion, Link 16 data link, and a helmet mounted display.

 

The Gripen C/D already offers all these features[42] and the NG Gripen will expand and improve on them.[43] For example, the NG Gripen will include the ES-05 Raven AESA radar[44], an upgrade over the C/D Gripen’s PS-05/A radar.

 

The Eurofighter offers a similar sensor suite, but lacks the AESA radar that the Gripen and F-35A possess. The Eurofighter and Gripen lack the F-35A’s MADL data link, but it is of primary use for stealth aircraft and its usefulness compared to cost is questionable. The F-35A’s sensor features, while impressive on paper, have yet to be fully developed and are still being tested. The Eurofighter and Gripen sensor suites have been more thoroughly tested, so their capabilities are firmly known. The F-35A’s sensor technology is not so significant that it justifies the overall poorer performance in other areas and the vastly increased cost. It comes back to the cost-to-performance ratio. The F-35A simply costs too much and delivers too little.

 Factor 5: Stealth


The F-35A’s claim to be a stealth aircraft is illusionary. No aircraft is invisible to radar and the F-35A is no exception. For example, the F-117 Nighthawk was supposed to be a stealth aircraft and yet one was shot down over Serbia using Cold War era radar guided surface-to-air missiles.[1] Boeing’s new F/A-18G “Growler” was able to shoot down the super-advanced F-22A Raptor stealth fighter during an exercise.[2] The F-22A has been touted as the greatest air superiority fighter in the world, even stealthier than the F-35A,[3] and yet it was downed by a 4.5th generation fighter due to the advances in detection that counter whatever stealth advantage there may have been. During Red Flag in Alaska, the Eurofighter performed better than the F-22A in a dog fight scenario, scoring several F-22A kills.[4] Within a range of 50km, the Eurofighter’s IRST (Infra-red Search and Track) system was easily able to spot and track the allegedly stealthy F-22A.[5] The F-35A is not a stealth aircraft. There is no such thing as a stealth aircraft.[6] Fighters that are allegedly stealthy are still detectable and relying on the myth of stealth puts Canadian and coalition forces in the air and on the ground in real danger. Given that the F-35A has scarified so much for the sake of a dubious stealth advantage, it should not be purchased on the basis that it is stealth and will remain undetectable in battle.

 

The Eurofighter and Gripen are not stealth aircraft and don’t pretend to have such capabilities. Though they have a reduced radar cross-section and incorporate methods of reducing their profile, they have focused on other areas, such as speed, armament, sensor technology, and, in the case of the Gripen, value for money.

 

In additional to its questionable usefulness against current detection methods, stealth has other major problems. The F-35A’s stealth has been built into plane and is thus locked in for the life of the airframe itself. No improvements or upgrades can increase the stealth capability. As the F-35A is meant to serve Canada for up to forty years, what little stealth advantage it may have cannot be upgraded to keep pace with the advances in detection technology. Advances in radar detection are primarily limited to software improvements. As this software becomes more and more sophisticated, the F-35A becomes more and more vulnerable. It is further crippled by the fact that it cannot be upgraded to counter the improved radar software. Canada’s $45.8 billion plane could be rendered obsolete by something as little as a software update before it even enters service. In which case, the F-35A’s advanced sensors would be very aware of an adversary that is about to shoot it down.

 

Factor 6: Non-Combat Advantages


While the Gripen and Eurofighter are about equal in base specs and both outperform the F-35A, the Gripen has a few unique advantages. For example, the Gripen has the advantage in terms of operating in cold winter weather and remote locations. Its design allows it to stop on an 800 metre snow-covered runway[7]. This could be invaluable when operating over the far North as it could land at municipal airports even in poor conditions. Neither the Eurofighter nor the F-35A were designed for cold weather operation in a manner comparable to the Gripen. From an Arctic sovereignty perspective, this cold weather operational capability would be invaluable.

 

Saab also provides the source code for the Gripen’s software[8], allowing for quick and easy software upgrades without the need complicated and time consuming work to make it compatible with the hardware. The European Consortium does not provide the Eurofighter’s source code to buyers. Lockheed-Martin also does not provide the source code for the F-35A to buyers. The provision of this source code was a major factor that persuaded India to buy the Rafale over the Eurofighter.[9]

 

Factor 6: Involvement of Canadian Business


The NG Gripen also has an advantage over the Eurofighter in terms of how procurement could involve Canadian businesses. Saab has offered to allow Bombardier to build the jets,[10] which would provide jobs and boost the Canadian economy. The European Consortium has yet to make such an offer to Canada. However, the Eurofighter does have potential to involve Canadian industry, as its engines are made by Rolls-Royce, which has facilities in Canada. The advantage of greater involvement of Canadian businesses gives the Gripen a clear advantage over the Eurofighter. The F-35A does involve some Canadian businesses, but a made-in-Canada Gripen would match or best the F-35A’s Canadian contribution.

 

Factor 7:  What To Do With The Money Saved By Buying the NG Gripen


The total cradle-to-grave cost of a fleet of 150 NG Gripens for 40+ years is approximately $22 billion. At 48% of the cost of a fleet of 65 F-35As, billions of dollars are freed up in the defence budget that could be put towards enhancing the Gripen’s effectiveness and bolstering Canada’s air power in general.

 

As mentioned earlier, money saved by procuring the Gripen could go towards equipping the jets with the best weapons and equipment available. In particular, acquiring the MBDA Meteor air-to-air missile should be a high priority. The Meteor is the most advanced air-to-air missile and has Beyond Visual Range (BVR) capabilities unmatched in the Western world. An F-35A procurement would not allow for such advanced high-quality missiles to be purchased, due to budget constraints, or used, due to the F-35A’s compatibility issues.

 

The F-35A’s internal weapons bay is suited for short-range missiles and bombs. However, use of such weapons necessitates the F-35A flying deep into enemy territory, making it a target for enemy anti-air defences. Such tactics put the ludicrously expensive fighter and, more importantly, its pilot in great danger. This danger is exacerbated by the lack of a significant stealth advantage, slow speeds, poor manoeuvrability, and severely reduced weapons carrying capacity and compatibility. Surely, it makes far more sense to keep Canadian pilots and planes out of harm’s way whenever possible by taking out defended priority targets from a safe distance. The Gripen can do this by deploying Air Launched Cruise Missiles (ALCMs) from as far as 500km away from the target.[11] Even though ALCMs are expensive, they are a much more cost effective solution in comparison to the F-35A. For example, Spain acquired 43 Taurus KEPD 350 ALCMs for approximately $80 million[12] which have completed successful testing.[13] This stock of Taurus ACLMs cost significantly less than the current initial procurement cost of a single F-35A.

 

Funds saved could also be put towards procuring UAVs and other aircraft for non-combat aerial missions. For example, Northrop Grumman has proposed a variant of its RQ-4 Global Hawk UAV, known as the Polar Hawk) which would serve as a High Altitude Long Endurance surveillance aircraft.[14] This would be ideal for monitoring large areas of Canada’s North for long periods of time. Given how important Arctic sovereignty is today and how it is only going to become more and more important as the Arctic opens up[15] such UAV’s would be an invaluable asset.

 

Canada’s CP-140 Aurora Maritime patrol aircraft are in need of replacement. The most likely candidate is the Boeing P-8 Poseidon patrol aircraft.[16] However, the P-8 is extremely expensive at $176 million per plane.[17] While some funds saved by a Gripen procurement should be put towards purchasing the P-8 Poseidon, Canada should seriously consider reducing the number of manned patrol aircraft in favour of UAVs. Northrop Grumman has the MQ-4C Triton UAV, which is another variant of the Global Hawk geared for maritime patrol,[18] which should be seriously considered. At $35 million per unit[19] Canada could purchase 7 Tritons for every 2 P-8s. In terms of effectiveness, the Triton could allow for single patrol missions covering 4.3 million kilometres.[20] While complete reliance on UAVs is not advisable, it would make a great deal of sense to purchase fewer manned aircraft, put funds saved towards UAVs, and operate a mixed fleet of manned and unmanned aircraft. This would provide increased patrol capability at a greatly reduced cost in comparison to relying entirely on a larger fleet of P-8s. Bombardier has also proposed a variant of its R1 Sentinel,[21] which, being Canadian designed and built, should be seriously considered due to the involvement of Canadian business.

 

Conclusion: The NG Gripen is the Right Fighter For Canada


The NG Gripen is the right fighter for Canada. It is based on a proven design and offers far more reliability and performance for a very reasonable price. The F-35A is vulnerable, underperforming, potentially obsolete before it is even completed, and far too expensive for what it delivers. It is too expensive to buy, too expensive to fly, and poorly suited to meet Canada’s needs. It should not be the first choice for a country like Canada. The Eurofighter performs exceptionally well, but is too expensive considering that the existing Gripen C/D offers nearly equal performance for half the price, and the NG Gripen will offer further improvements. The Gripen currently has greater potential for involvement by Canadian business, which would be a badly needed boost to the Canadian economy. Canada could purchase over twice as many Gripens than F-35As for the same $9 billion initial procurement and the money saved due to the Gripen’s vastly reduced operational cost can be spent equipping the fleet with the best weapons and equipment with funds left order to address other needs, such as Maritime patrol and Arctic sovereignty. Considering all these factors, the NG Gripen is the soundest choice to replace Canada’s aging CF-18s. There is no such thing as a perfect fighter, but when cost and capability are taken into account, the NG Gripen can serve Canada better than any other fighter jet available.

President Barack Obama signed the $633 billion fiscal 2013 National Defense Authorization Act into law yesterday.

 

The legislation, which cleared Congress last month, authorizes the department to act in any number of instances. “There are certain things that cannot be done without (the authorization act),” said a senior defense official speaking on background.

 

The act allows the department to institute pay raises, bonuses and incentive pay for personnel. “All military construction has to be authorized under this act,” the official said.

 

It includes a 1.7 percent pay raise for military personnel, and contains $527.5 billion for DOD’s base budget, $88.5 billion for overseas contingency operations and $17.8 billion for national security programs in the Energy Department and Defense Nuclear Facilities Safety Board.

 

It also extends the Commanders’ Emergency Response Program that has been used in Afghanistan and Iraq. It authorizes a one-year extension of the Afghan Infrastructure Fund and extends the Coalition Support Fund and the Pakistan Counterinsurgency Fund. In Iraq, the law authorizes U.S. training activities, the official said.

 

The law also authorizes changes needed to deter sexual assault in the military.

 

In addition, it establishes the Military Compensation and Retirement Modernization Commission, which will examine all aspects of military compensation. Officials stress that any possible changes to military retirement benefits that the group recommends will not affect current service members.

 

Air Force structure was of some concern to the department going into the process, but officials say they were pleased with the outcome. The Air Force also received 32 more C-130 aircraft than requested.

 

“But the Air Force is allowed to do everything else. They are allowed to do their divestures and moves,” the official said. “The only thing kept out of service’s force structure plan was we had to keep the Global Hawk Block 30 (unmanned aircraft).”

 

The act raises the co-pay for medications under TRICARE through 2022. The legislation also limits any annual increases in pharmacy co-payments to increases in retiree cost of living adjustments.

 

“It is a little bit toward what we need to start paying for how much health care is costing,” the official said.

 

The authorization also provides DOD funds for servicewomen who need abortions in case of rape or incest. “So they don’t have to take leave and come home or go out on the economy,” the official said. “This is the first time this has been approved.”

 

Among other programs, the act authorizes the defense biofuel initiative as well as counternarcotic authorities. “We use this a little bit in Afghanistan, but it’s mostly in the southern border and Colombia,” she said. “It has to get done.”

 

Passage of the legislation is particularly important this year because the department is operating on a continuing resolution through March, which may be continued again through the rest of the fiscal year. The resolution maintains funding at 2012 budget levels. Without this authority, “Things really do shut down,” the official said.

 

“It actually is things that keep the war going and things that … keep the economy going because it is pay, recruiting, military construction,” the official said.

    8 new systems will strengthen fleet's integrated C4ISR defense capabilities

 

Under a newly exercised option for the AN/SLQ-25C system contract, Boeing [NYSE: BA] subsidiary Argon ST will continue to supply U.S. Navy surface ships with countermeasures that lure torpedoes away by mimicking a vessel's propulsion system.

 

The $8 million option covers production and delivery of eight new AN/SLQ-25C systems – commonly called "Nixie" – under the Navy's Surface Ship Torpedo Defense program. An electro-acoustic towed decoy system, Nixie can communicate with its host ship's network for a fully integrated defense capability.

 

"Nixie's open architecture allows us to continue to innovate advances in engineering and technology that improve the system's capability and reliability and reduce its cost," said Kim Patterson, Boeing AN/SLQ-25C program manager.

 

Argon ST has been supporting the Nixie program for the Naval Sea Systems Command since 2002, and has received multiple follow-on awards with options. The order announced today is the first option exercised under the current contract. Production of the new systems will begin in February, primarily at Argon ST's facilities in Smithfield, Pa.

Le feuilleton de la bataille entre l'administration Obama et les républicains sur le budget a occulté les grandes échéances internationales de l'année 2013. La communauté internationale attend pourtant des décisions – et un leadership – des Etats-Unis sur plusieurs dossiers restés en souffrance jusqu'à l'élection de novembre 2012 : le nucléaire iranien, le retrait d'Afghanistan, le processus de paix israélo-palestinien et, bien sûr, la Syrie.

 

Sans attendre son discours d'investiture du 21 janvier, les premières nominations auxquelles vient de procéder Barack Obama donnent déjà de clairs signaux sur l'action extérieure qu'il entend mener durant son second mandat. Elu en 2008 après moins de quatre ans passés au Sénat, le président américain avait eu la prudence de s'entourer de figures de poids : le républicain Bob Gates à la défense, Hillary Clinton aux affaires étrangères, Leon Panetta à la CIA.

 

Aujourd'hui, il s'estime en mesure de choisir "ses" hommes. Les trois candidats qu'il a désignés – le démocrate John Kerry au département d'Etat, le républicain Chuck Hagel au Pentagone et le professionnel John Brennan à la CIA – sont avant tout des proches. Et peu lui importe s'ils sont loin de faire l'unanimité au Congrès. M. Hagel provoque de sérieuses poussées d'urticaire chez les néoconservateurs pour sa propension à prendre ses distances avec l'AIPAC, le lobby pro-israélien aux Etats-Unis ; et son indépendance d'esprit l'avait conduit à refuser de cautionner le "surge" (les renforts) de 2009 en Afghanistan. Quant à M. Brennan, qui a passé vingt-cinq ans à la CIA et entériné le programme d'"interrogations renforcées" de George Bush, il déplaît à la gauche du Parti démocrate.

 

Mais la nomination de M. Kerry et de M. Hagel a un sens plus politique : Barack Obama a choisi deux anciens militaires multi-médaillés, qui ont rapporté à eux deux cinq "Purple Heart" du Vietnam. Ils savent, selon l'expression employée lundi 7 janvier par le président américain, que "la guerre n'est pas une abstraction", contrairement à tous les va-t-en-guerre néoconservateurs qui n'ont jamais porté l'uniforme. Le choix de ces deux hommes le démontre donc : M. Obama entend donner toutes ses chances à la diplomatie et poursuivre le "reflux de la guerre" amorcé avec la fin du conflit en Irak.

 

Les taches prioritaires de Chuck Hagel seront l'accélération du retrait d'Afghanistan et la réduction de dépenses militaires qui continuent à représenter 20 % du budget. John Brennan, le "M. Drones" de la Maison Blanche, doit ramener la CIA sur une voie moins militaire et redonner toute sa place au renseignement. John Kerry sera sans doute moins flamboyant qu'Hillary Clinton. Mais son style – missions discrètes et diplomatie de l'ombre – pourrait être précieux pour gérer des dossiers aussi épineux que ceux de l'Iran ou du Proche-Orient.

 

Les républicains ont tort de considérer que le choix de Chuck Hagel ou de John Kerry est le signe que Barack Obama entend se dérober sur l'Iran. Au contraire. Rien de tel que l'assentiment d'une équipe de "guerriers malgré eux" si les circonstances finissaient par exiger une intervention militaire.

MCLEAN, Va. -- Jan. 4, 2013 -- A four-person team of cyber engineers from Northrop Grumman Corporation (NYSE:NOC) won the overall "grand champion" title in the Department of Defense (DOD) Cyber Crime Center's (DC3's) seventh annual Digital Forensics Challenge.

 

This global challenge is a call to the digital forensics community to pioneer new investigative tools, techniques and methodologies that the department can use to address the ever-evolving cyber threat. The event encourages innovation from a broad range of individuals, teams and institutions, and recognizes winners in the categories of military, government, commercial, civilian and academia. The 2012 competition attracted more than 1,200 teams representing 53 countries and 436 teams from the United States.

 

In addition to earning the top spot as grand champion, the team took first prize in the U.S. and commercial categories. It was the first U.S. team to win the grand championship since the competition opened to international teams four years ago.

 

Members of the team from Northrop Grumman Information Systems' Cyber Intelligence division included systems engineers Ed Haymore, Hayden Metz and Myong Sung and software engineer Peter Jackowski.

 

"The competition is an excellent way for the DOD Cyber Crime Center to reach out to its commercial, academic and government partners to develop tools, methods and processes to help mitigate cyber crime," said Mike Papay, vice president and chief information security officer, Northrop Grumman Information Systems. "We are proud of this team, which excelled in a highly competitive environment to demonstrate that staying ahead in cyber means continually challenging your own ability. Their rich expertise and drive to innovate will ultimately help our customers better protect their networks."

 

The 10½ month contest started in December 2011. The challenge consisted of 35 individual scenario-based exercises organized into five levels of difficulty. They ranged from basic digital forensics, or "novice-level," to "developer-level," where advanced tool development was required to solve the exercise and earn points. Teams were free to select which of the exercises to work on and submit for grading.

 

Leveraging their cyber expertise, team members researched solutions and in some cases, learned new techniques to solve specific problems. This year, the team focused on the forensics tool development exercises and developed software for all five levels.

 

Northrop Grumman first competed in the 2011 DC3 Forensics Challenge, earning first place in the commercial category.

 

The DC3 sets standards for digital evidence processing, analysis and diagnostics for any DOD investigation that requires computer forensic support to detect enhance or recover digital media, including audio and video. The center assists in criminal, counterintelligence, counterterrorism and fraud investigations of the Defense Criminal Investigative Organizations and DOD counterintelligence activities. Both aircraft were delivered ahead of schedule in late November.

 

"Global Hawk's ability to fly more than 30 hours at high altitudes while gathering multiple types of intelligence data makes it extremely valuable to field commanders who need near real-time information," said George Guerra, vice president for Global Hawk unmanned aircraft systems. "These new aircraft add to that capability."

 

In 2012, three new Global Hawks were delivered to the Air Force and five previously delivered aircraft completed installation of additional sensors that will allow them to gather multiple types of intelligence data during a single mission.

 

A total of 37 Global Hawks have been delivered to the Air Force.

 

Global Hawk carries a variety of intelligence, surveillance and reconnaissance (ISR) sensor payloads that allow military commanders to gather imagery and use radar to detect moving or stationary targets on the ground. The system also provides airborne communications and information sharing capabilities to military units in harsh environments.

 

Combined with Global Hawk's ability to fly for long periods, the aircraft's 12,300 nautical mile range makes the system ideally suited to take on many different ISR missions.

 

Global Hawk has logged more than 80,000 flight hours and has been used over battlefields in Iraq, Afghanistan and Libya. The unmanned aircraft system has also supported intelligence gathering and reconnaissance efforts following the devastating earthquakes that struck Haiti and Japan.

EL SEGUNDO, Calif. -- Wyle has been awarded a contract worth $22 million to perform engineering and development programs to help transition the logistics of the Mine Resistant Ambush Protected vehicle program from a joint program to the individual armed services including the Army, Navy, Air Force and Marines.

 

“Wyle has worked closely with this program for years,” said John Mikelaitis, Wyle’s senior manager, life cycle management. “These efforts provide an opportunity to build on that experience and take our support of this vital vehicle to the next level.”

 

Wyle will develop and maintain reliability and logistics analyses, modeling and report databases. In addition, the contract calls for a product update to support engineering change proposals. The company also will help develop research and analysis tools to examine historical program data.

 

The Mine Resistant Ambush Protected vehicles are a family of armored fighting vehicles used by the U.S. armed forces, among others. The purpose of the design is surviving improvised explosive device attacks and ambushes.

 

Wyle will provide real-time assessment of where scientific and technical information is needed, which will help reduce duplication of efforts and help improve reliability, maintainability and supportability to reduce costs and extend the life of the vehicles.

 

Work will take place in Jacksonville, Fla. with additional work performed in several other locations including Virginia, South Carolina and Michigan.

Technologie : Microsoft a signé un contrat de licence avec le département américain de la Défense en vue de déployer Windows 8 et les logiciels Office 2013 auprès de 75% des employés.

 

Microsoft a annoncé en fin de semaine dernière la signature d’un important contrat avec le département américain de la Défense qui couvre l’U.S. Army, l’U.S. Air Force la Defense Information Systems Agency.

 

75% des employés, soit plus de 300 000 personnes, vont pouvoir utiliser Windows 8 ainsi que les logiciels d’Office (Word, Excel, PowerPoint) et SharePoint 2013. « Cet accord nous permet d'offrir les meilleurs outils technologiques pour un ensemble incroyablement vaste de militaires hommes et femmes dans l'ensemble du département de la Défense, et nous sommes impatients de le mettre en œuvre pour soutenir leurs objectifs de mission. »

 

Selon GeekWire, le contrat s’élève à 617 millions de dollars. Il a été conclu par Insight Enterprises, l'un des plus grands revendeurs grands comptes de produits Microsoft. (Eureka Presse)

Advanced military technology developed by the US Army's Research Laboratory (ARL) and Sikorsky that's designed to prolong the Black Hawk helicopter's service life has won a major environmental award.

 

The ESTCP (Environmental Security Technology Certification Program) award recognises the benefits of this cold spray technique as a cost-effective, eco-friendly approach to airframe preservation.

 

Especially as a result of lengthy foreign battlefield deployments, US military aircraft, including Black Hawks, have suffered the effects of wear and wear over the past decade and the combined annual maintenance/repair bill is anything up to $1 billion. Helicopter components are especially susceptible to this kind of wear and tear, but ARL and Sikorsky's cold spray addresses this, coating surfaces with aluminium or alloys to fight corrosion and revitalise otherwise unusable parts.

 

Anti-Corrosion Helicopter Spray

 

According to military experts, this is a breakthrough technology since, before now, key helicopter components just couldn't be put back into service in this way and it's now hoped to get the cold spray applied to all in-service Black Hawks, as well as the US Navy's Seahawks.

 

The anti-corrosion helicopter spray process involves a high-pressure gas that contains minute power particles. The gas is fired from a gun at 6,000 miles per hour speeds and at no point does its temperature exceed 1,500 Fahrenheit. Consequently, there's no risk of the aluminium or other alloys oxidising, melting or decomposing in any way. According to a US Army press release, this cold spray is more versatile and durable than older spray techniques, involving much hotter materials.

 

Army Black Hawk Spray

 

The US Army Black Hawk spray also has further advantages, primarily cost-related. For example, far fewer spare parts would be needed to support future frontline operations, leading to drops in both manufacturing and delivery costs.

 

The spray's developers stress that the application technique isn't toxic gas-based, nor does it involve any chemical reactions.

 

In other recent Black Hawk news, in November 2012, US Army personnel were involved in a historic autonomous flight when, at one stage, the helicopter was basically flying itself. This test flight involved the specially-modified UH-60A RASCAL platform - just one of the 2,000 Black Hawks to have been built since the first example was produced in 1974.

An extraordinary new US cargo platform's prototype is approaching its first flight, three years after DARPA's Walrus HULA (Hybrid Ultra Large Aircraft) programme was terminated.

 

The Walrus HULA programme involved a proposed airship with a 12,000 mile range and a minimum 500 ton cargo capacity. The programme ended before a prototype could be manufactured and test-flown but, now, the Worldwide Aeros Corporation's Aeroscraft proof-of-concept design is almost ready.

 

If it enters US military service, the Aeroscraft could revolutionise current battlefield deployment tactics, giving the USAF the ability to move large loads into areas without needing a runway.

 

Battlefield Cargo Airship

 

Currently, the Aeroscraft battlefield cargo airship exists as a half-sized prototype and it's this that the Worldwide Aeros Corporation hopes to soon test-fly.

 

The prototype's 250 feet long - so only 50 per cent the length of the real thing - but incorporates the same structure and avionics as will feature in the full-scale Aeroscraft, which should follow-on in 2016.

 

The Aeroscraft won't meet the Walrus HULA's specifications but, nonetheless, will have a 3,000 mile range and a 66 ton cargo capacity. In comparison, the Lockheed C-5B Galaxy - the largest transport aircraft presently used by the USAF - has a 3,434 mile range and can lift over 122 tons of cargo into the air but it also needs to use conventional runways, specifically those 8,000 feet or more in length.

 

Aeroscraft Airship

 

Travelling at a maximum of 120 knots, the Aeroscraft airship will operate at up to 18,000 feet. A key Aeroscraft feature will be its internal ballast control system, taking away the need to moor it down when it's on the ground.

 

"The advantage is you don't need ground infrastructure", Worldwide Aeros Corporation founder, Igor Pasternak, explained to technology website Gizmag. "You can fly anywhere, you can land anywhere, you don't need any ballast, you don't need any ground crew." He added: "The vehicle construction is complete and this is truly the beginning of a vertical global transportation solution for perhaps the next 100 years."

La peinture était encore toute fraiche sur l’enseigne 2013 lorsque les drones de l’US Air Force ont décoché leurs premiers missiles en territoire pakistanais le 3 janvier dernier. Une quinzaine de personnes ont été tuées dans deux attaques distinctes menées par des Predator et ou des Reaper utilisés par la CIA. Des drones qui viennent de passer le million d’heures de vol depuis 2007. Quelques heures plus tard, à plusieurs milliers de kilomètres de là, une troisième attaque a ciblé cette fois-ci des militants islamistes au Yémen.

 

Si l’année 2013 sera bien l’année du serpent d’eau dans le calendrier chinois, tout indique donc qu’elle sera de nouveau celle du drone dans le calendrier américain. Bis repetitat placent. 2012 a vu une utilisation intensive des appareils pilotés à distance sur au moins cinq théâtres d’opération : Afghanistan bien entendu (au moins 500 tirs répertoriés), Pakistan, Yémen et Somalie. Pourquoi pas ajouter la Libye et le Mali en 2013 ? Tout cela dans le cadre d’une guerre planétaire sans ligne de front ni soldats, sans trop de questionnements non plus, les Américains étant avant tout préoccupés par leurs propres morts dans leurs écoles primaires et sur leurs campus.
