Le directeur parlementaire du budget, Kevin Page, a déclaré jeudi que le ministère de la Défense nationale n'avait pas fourni à son bureau des informations essentielles à l'estimation des coûts du programme d'achat des chasseurs F-35.

 

Kevin Page a fait cette déclaration alors que lui et son équipe étaient convoqués devant le Comité des comptes publics pour expliquer comment ils avaient procédé pour déterminer que le programme d'achat et d'entretien des F-35 coûterait 29 milliards de dollars aux contribuables canadiens.

 

Au cours de l'audition, le directeur parlementaire du budget a expliqué que son bureau avait dû travailler avec des informations partielles pour l'élaboration de son rapport de mars 2011 sur la facture d'achat des 65 chasseurs furtifs F-35.

 

Lorsqu'il a annoncé son intention d'acheter ces appareils, le gouvernement Harper avait évalué à 9 milliards de dollars le coût d'acquisition des avions et à 16 milliards de dollars les coûts liés à leur cycle de vie utile.

 

Des députés conservateurs ont par ailleurs reproché à M. Page d'avoir calculé les coûts de ce programme selon des paramètres différents de ceux du gouvernement. Les conservateurs lui reprochent, entre autres, d'avoir basé ses calculs sur une période de 30 ans plutôt que sur 20 ans.

 

On lui a aussi reproché d'avoir inclus dans son calcul des dépenses comme les salaires, les heures supplémentaires du personnel, ou encore le carburant que consommeront ces avions.

 

Le directeur parlementaire du budget a rétorqué qu'il a utilisé les normes en vigueur à plusieurs endroits pour dresser une évaluation la plus réaliste possible des coûts liés aux chasseurs F-35 appelés à remplacer les F-18 vieillissants de l'aviation canadienne.

 

Pour compléter son évaluation, Kevin Page a affirmé s'être basé sur les normes en vigueur chez le fabricant des F-35, au Conseil du Trésor, ainsi qu'au département américain de la Défense.

 

Selon M. Page, avec le rapport déposé par le vérificateur général du Canada, les citoyens disposent maintenant du portrait de tous les coûts reliés à l'achat de ces avions, y compris ceux qui auraient été cachés par le ministère de la Défense nationale.

 

« Les coûts complets sont très importants pour déterminer si ces coûts sont vraiment raisonnables », a expliqué Sahir Khan, directeur parlementaire adjoint du budget.

 

« Maintenant, avec les coûts complets, on peut voir que notre estimation est assez proche de celle que le gouvernement a fournie au cabinet, mais aussi de celle du département de la Défense des États-Unis », a renchéri Sahir Khan.

 

Mardi, Robert Fonberg, sous-ministre à la Défense nationale, a défendu les procédures de divulgation d'information du ministère. Il a expliqué que l'estimation interne de 25 milliards de dollars, datant de 2010 et que le vérificateur général opposait au montant de 14,7 milliards rendu public, incluait des coûts opérationnels qui ne sont normalement pas divulgués.

 

M. Fonberg a insisté sur le fait qu'il n'y avait qu'une seule comptabilité. Il a précisé que le gouvernement, depuis 2004, ne communiquait que les coûts d'acquisition et d'entretien pour des achats majeurs d'avions militaires.

 

Le Comité des comptes publics étudie actuellement le rapport déposé par le vérificateur général du Canada, Michael Ferguson, qui émet de sérieux doutes sur les chiffres avancés par le gouvernement Harper sur les coûts du programme d'achat et d'entretien des F-35.

Lockheed Martin Corp said it had won a contract worth up to $454 million to support the Pentagon's Cyber Crime Center, a government facility that investigates the growing number of attacks on U.S. government networks.

 

Lockheed beat out General Dynamics Corp, which previously ran the center, to win the contract in January, but the award was held up by a protest filed with the General Accountability Office.

 

General Dynamics had protested the contract award but dropped its protest after securing a subcontract with Lockheed, according to a source familiar with the decision, Reuters reports.

 

Lockheed spokeswoman Darci Bushey declined comment on the role that General Dynamics would play on the new contract.

 

The company said it would deliver a full range of technical, functional, and managerial support to the lab, which helps investigate criminal, espionage and terrorist threats to government networks.

 

The center also provides support to the Defense Industrial Base, a pilot program that allows the U.S. government to swap data on cyber threats with 37 weapons makers and which is due to be expanded to 200 companies in coming months.

 

Lockheed said the contract has a ceiling value of $454 million if all options are exercised.

 

Lockheed, the largest provider of information technology to the federal government, said it would bring its extensive cyber analysis expertise to management of the center.

 

"Because of its size and importance, the (Department of Defense) is targeted by cyber criminals ranging from terrorists to spies to identity thieves," Lockheed said, noting that its team of cyber experts would help the government deal with the threat, which is growing in volume and complexity.

 

The company said its work will include digital and multimedia forensics examination, analysis, research, development, test and evaluation, information technology and cyber analytical services.

Le premier ministre Stephen Harper a dû affronter sans l'aide de son bras droit une des pires tempêtes à déferler sur son gouvernement : la controverse entourant l'achat de nouveaux avions de chasse.

 

Son chef de cabinet, Nigel Wright, s'est tenu complètement et soigneusement à l'écart du dossier depuis son entrée en poste en janvier 2011, selon ce qu'affirment plusieurs sources gouvernementales.

 

M. Wright s'est rapidement heurté à la « barrière éthique » qui avait été mise en place lors de sa nomination pour éviter tout conflit entre les dossiers qu'il a touchés dans le secteur privé et ceux qui pourraient atterrir sur son bureau au cabinet du premier ministre.

 

M. Wright était l'un des dirigeants de la société d'investissement Onex, où il s'occupait spécifiquement du secteur de l'aéronautique. Onex gère notamment des fonds pour Hawker Beechcraft, une entreprise qui s'est associée, pour certains projets, au constructeur du F-35, le géant américain Lockheed Martin.

 

M. Wright profite d'une absence autorisée d'Onex mais pourrait y retourner à n'importe quel moment entre juillet 2012 et janvier 2013.

 

Il semble avoir, au début, grandement sous-estimé la place qu'occuperait le F-35 sur l'échiquier politique, affirmant à un comité de la Chambre des communes à la fin de 2010 n'entrevoir que quelques conflits qui pourraient le contraindre à se retirer des discussions politiques. « Je ne crois pas que de telles situations se présenteront très souvent », déclarait-il alors.

 

Mais le fiasco du contrat des avions de chasse domine le débat politique sur la colline parlementaire depuis que le vérificateur général a indiqué, il y a un mois, que le Parlement avait été induit en erreur concernant le coût réel du programme - qu'il épingle à 25 milliards de dollars plutôt qu'à 16 milliards de dollars.

 

Mais quel impact aura eu l'absence de M. Wright sur la capacité du premier ministre à gérer ce dossier délicat? Quand il a été embauché, M. Wright a affirmé que les balises en place ne « limiteraient pas [son] utilité auprès du premier ministre ».

 

Le porte-parole libéral en matière de commerce, Wayne Easter, qui a été parmi les premiers députés à questionner M. Wright lors de sa comparution devant le comité en 2010, affirme n'avoir jamais cru à l'efficacité de ce « coupe-feu éthique ».

 

« Le chef de cabinet sert d'yeux et d'oreilles au premier ministre pour les affaires du gouvernement, a-t-il expliqué. La manière dont cette affaire a été gérée est un fiasco total [...] et si [M. Wright] s'était occupé du dossier, le gouvernement ne se retrouverait pas dans ce pétrin. »

 

M. Wright jouit d'une solide réputation parmi les ministres. On le décrit comme un homme intelligent, énergique et optimiste, qui s'est révélé un atout précieux pour le premier ministre et son gouvernement.

 

Certains croient toutefois que si le dossier des F-35 a été si mal géré, c'est parce qu'un manque de supervision en haut lieu a permis à différents ministres et ministères de tirer dans des directions différentes : Industrie Canada veut encourager la création d'emplois au pays, Travaux publics s'occupe de l'approvisionnement, et la Défense nationale veut expliquer pourquoi ces avions sont indispensables.

 

« Je pense qu'une partie du problème découle du fait que les ministères ont couru dans des directions différentes, a dit un proche du gouvernement. Il y a toujours des leçons à tirer, et dans ce cas-ci, c'est une leçon de cohérence. »

 

D'autres croient toutefois que la source du problème est enfouie au coeur du ministère de la Défense nationale, et qu'elle aurait de toute façon échappé au contrôle de M. Wright.

 

Un autre proche du gouvernement affirme en revanche que l'équipe mise en place par M. Wright autour du premier ministre est parfaitement capable de gérer ce dossier en l'absence du chef de cabinet. « La stratégie qu'il a créée est tellement efficace qu'il y a suffisamment de gens intelligents dans son entourage et qu'il les a mis sur les bonnes pistes », a dit un conservateur de haut rang.

 

Pour sa part, le député néo-démocrate Pat Martin croit que le problème n'est pas ce qui se produit maintenant, mais plutôt ce qui surviendra une fois que M. Wright sera retourné chez Onex. La Loi sur les conflits d'intérêts impose une période de restriction d'un an qui interdit aux anciens fonctionnaires d'accepter des postes au sein d'une entreprise privée avec qui ils ont eu des contacts pendant qu'ils travaillaient au sein du gouvernement.

 

La loi interdit aussi aux anciens fonctionnaires de tirer profit de leur ancien emploi gouvernemental aux fins de leur emploi privé, ou d'utiliser de l'information à laquelle ils ont eu accès.

 

« Qui va surveiller cette période de restriction? C'est ridicule, a dit M. Martin. Son accès à l'information est supérieur à celui de n'importe qui au pays, et il va ramener au secteur privé toute l'information privilégiée et tous les contacts qu'il a accumulés. »

 

À ce sujet, M. Wright a déjà indiqué qu'il sera traité comme n'importe quelle autre personne qui a déjà travaillé pour le gouvernement. « La loi s'applique à moi comme à n'importe qui d'autre, a-t-il déclaré aux députés en 2010. Je m'attends un jour, après avoir quitté l'entourage du premier ministre, à consulter le commissaire à l'éthique pour déterminer de meilleurs moyens de me conformer à la loi. Je vais respecter la loi. »

USS Independence LCS crédits US NAVY

Le second Littoral Combat Ship (LCS) américain, et premier du modèle développé par Austal et General Dynamics, est arrivé le 2 mai à la base navale de San Diego à l'issue de son premier déploiement. Une mission de 23 jours, qui a débuté à Mayport, en Floride, au cours de laquelle l'USS Independence a notamment testé avec succès son système de chasse aux mines (MCM). Franchissant le canal de Panama, le bâtiment a également réalisé sa première escale étrangère au Mexique et mené des opérations avec la marine de ce pays. Avant son retour à San Diego, l'USS Independence a navigué pour la première fois avec la tête de série de l'autre modèle de LCS américain, l'USS Freedom, à l'occasion d'un exercice au large des côtes californiennes.

Construit par le chantier Austal de Mobile (Alabama), l'USS Independence a été livré en 2009 à l'US Navy. Ce catamaran en aluminium, doté de formes furtives, mesure 127.2 mètres de long et affiche un déplacement de 3500 tonnes en charge. Pouvant atteindre la vitesse de 50 noeuds, il dispose d'un hangar pour deux hélicoptères, un canon de 57mm et un système surface-air, ainsi qu'un système de mise à l'eau pour embarcations rapides. En fonction des missions, il peut-être doté d'équipements spécifiques, par exemple pour la chasse aux mines.
En tout, la marine américaine prévoit de se doter de 55 LCS. Onze ont déjà été commandés à Austal et GD, onze autres étant notifiés à FMG et Lockheed Martin, qui ont développé un design différent, donnant naissance à l'USS Freedom, tête de série du programme.

Washington DC - the US Air Force has formally taken delivery of its last F-22 Raptor air dominance fighter from airframer Lockheed Martin.

 

In an elaborate ceremony held at Lockheed's Marietta, Georgia factory on 2 May, the company's F-22 programme manager Jeff Babione handed over a ceremonial key for the last Raptor to US Air Force (USAF) Chief of Staff Gen Norton Schwartz, who then handed it over to pilot Lt Col Paul "Max" Moga, who then passed it onto his crew chief, Staff Sgt Damon Crawford.

 

In the audience were a host of industry and USAF dignitaries including Lockheed chief executive Bob Stevens, and Gens Mike Hostage, Edward Rice and Gary North, among others.

 

"The delivery represents an important element in our overall modernisation effort," Schwartz says. "We continue to focus on ensuringthat these capabilities will help shape the future security environment, not just respond to them."

 

The delivery of tail number 10-4195 marks the completion of 187 production jets and eight pre-production test aircraft. A far cry from the 750 jets the USAF originally envisioned. The USAF took ownership of the jet with the signing of Form DD-250.

 

Although the last aircraft is being delivered on Thursday, the jet will be flown to its new home station at Joint Base Elmendorf-Richardson on 4 May along with Tail 10-4193. Tail 4195 will serve as the flagship for the 525th Fighter Squadron (FS) and 4193 will become the flagship for the 3rd Wing.

 

"If someone had told me in 2004, when I first started flying the Raptor, that I would have the honour of flying the last production jet out of Marietta, I'd have never believed them," says Moga, commander of 525th FS, who will fly the jet to Alaska. 3rd Wg Cdr Col Dirk "Stuff" Smith will fly tail 4193 Elemendorf-Richardson.

 

Moga praises those who built the powerful twin-engined stealth fighter.

 

"The F-22 weapon system is a testament to this country's industrial strength, technological power and aviation ingenuity. Any line worker, engineer or supervisor that was involved in building the Raptor should feel an immense amount of pride in what they have accomplished. It is far and away the most lethal fighter aircraft ever built - a fact that will unfortunately, but most certainly, be proven in combat some day," he says. "Rest assured...the F-22 has and will save lives."

 

Although Tail 4195 is the last Raptor to be built, the F-22's story is not over. Schwartz reiterated the USAF's commitment to continue upgrading the F-22 because it is essential to defeating anti-access/area-denial threats.

 

The USAF is continuing to field upgraded jets with the new Increment 3.1 modernisation package, which greatly increases the jet's air-to-surface punch.

 

Increment 3.1 adds synthetic aperture radar (SAR) ground mapping capability with which the Raptor will be able to select its own ground targets. It also allows the Raptor to carry eight satellite-corrected inertially-guided 113kg (250lb) Small Diameter Bombs (SDB). The upgrade allows a pilot to manually designate two ground targets at a time using two weapons each, which enables an F-22 to hit four separate targets with its eight weapons.

 

The USAF's previous Increment 2 configuration enabled each aircraft to strike two fixed targets using its two 454kg (1,000lb) Joint Direct Attack Munition satellite-corrected, inertially guided bombs.

 

The configuration also provides for improved electronic attack of enemy air defences and an upgraded geo-location capability.

 

"Currently, 10 aircraft have received the Increment 3.1 upgrade and by the end of 2012 we will have 23 aircraft retrofitted with the Increment 3.1 capabilities," says Col John Williams, chief of the F-22 modernisation branch at the USAF Aeronautical Systems Center. "The current plan calls for all combat-coded aircraft to be retrofitted with the Increment 3.1 upgrade."

Given that only a handful of jets in Alaska have the new capability installed, the USAF has not had much time to gauge just how much of an impact the new upgrades will have.

 

"From an operational perspective, we have gotten very limited feedback as the capability is in the initial fielding stage with just 10 aircraft retrofitted to date," Williams says. "The feedback that we have gotten from operational testing is the capabilities are a game changer."

 

Moga, whose squadron flies some of the modernised jets, concurs. "The capabilities this incremental upgrade brings are a complete game-changer for the F-22, making it even more lethal and survivable in combat," he says.

 

Every Raptor from tail number 03-4045 through 10-4195 will be upgraded with Increment 3.1, according to Air Combat Command (ACC).

 

In the coming years, the F-22 will become more lethal still.

 

In 2014, the USAF will start to field Increment 3.2A. The software-only modification "incorporates new electronic protection techniques and improves the situational awareness of the pilot with the addition of new combat identification techniques", Williams says. It will also correlate data from the Link 16 data-link and fuse it with the F-22's integrated sensors.

 

That effort will be followed up with an Increment 3.2B upgrade. A Milestone B decision to go ahead with the procurement of Increment 3.2B is planned for December 2012, Williams says. "Kit procurement begins in fiscal year [2016] with kit deliveries in [the third quarter of] fiscal year [2017] and initial installations completed in [the first quarter of fiscal year [2018]," he says.

 

Increment 3.2B is a hardware and software upgrade that will fully incorporate the

 

AIM-120D and AIM-9X air-to-air missiles in addition to further upgraded geo-location and electronic protection capabilities.

 

But according to a recent Government Accountability Office (GAO) report, it will no longer add the capability to independently re-target eight SDBs at eight separate targets or an automatic ground collision avoidance system (Auto-GCAS). A USAF Scientific Advisory Board study on the Raptor's ongoing oxygen system woes has recommended that an Auto-GCAS be implemented.

 

Increment 3.2B is a much more complicated upgrade than the previous efforts.

 

"We will be implementing a new enhanced stores management system, increasing the ability of the aircraft to communicate with the weapons," Williams says. "This change will provide a common split-bus architecture for the Block 30/35 aircraft to support the increased communication requirements of newer weapon systems."

 

However, the USAF cannot wait until 2017 to launch its newest air-to-air weapons from the Raptor. The service is planning to add a "rudimentary" capability to carry both the AIM-9X and AIM-120D before Increment 3.2B is completed.

 

The AIM-120D will be added first in Update 4, which the service plans to release to the fleet in 2013. The AIM-9X will be added in Update 5, which is set for a 2015 release. "The AIM-9X effort in Update 5 also serves as a risk reduction activity for Increment 3.2B," Williams says.

 

Every aircraft from Tail 03-4045 onwards will receive Increment 3.2A and B, says ACC. According to a recent Government Accountability Office report, the cost of the Raptor upgrade programme will total about $9.7 billion.

 

A further update called Increment 3.2C has recently been renamed Increment 3.3, but the capabilities that it might include have not yet been defined. Williams says it will focus on making sure the Raptor remains compatible with new air traffic control systems.

 

"The effort will be focused on maintaining airspace access and endeavour to include all of the current airspace mandates like Mode S and Mode 5 as well as other FAA/ICAO mandated requirements," he says.

 

The F-22 System Program Office is still working on trying to graft an open systems architecture to the jet's computers.

 

"We have been in discussions with companies across the defence industry and, based on these discussions, we recently released a request to [Lockheed Martin] to identify 10 potential alternatives to incrementally open up the F-22 avionics architecture," Williams says. "It is our intent for the government with assistance from outside experts to select the most promising alternatives and award a contract later this year to demonstrate these candidates."

 

Babione says Lockheed is helping the USAF define the requirements for the open-systems architecture system. It will not be just Lockheed that will participate in the effort, but rather a wide industry consortium will participate, he says.

 

The addition of open systems architecture could open doors to as of yet unforeseen upgrade possibilities.

The RQ-7 Shadow 200 reconnaissance UAV has launched a weapon for the very first time: Lockheed Martin's Shadow Hawk munition.

 

The RQ-7 Shadow is manufactured by US firm AAI Corporation. First flown in 1991, it's a well-established UAV design in service with the US Army, US Navy and the US Marines, along with several foreign militaries. It cruises at 81 miles per hour and has a top speed of 130 miles an hour, while it can fly at altitudes of up to 15,000 feet and has a maximum range of 68 miles.

 

On the payload side, the Shadow 200 is equipped with the IAI POP300 Plug-in Optical Payload, made up of a laser pointer, a TV camera and an infrared camera but never before has it been armed.

 

Shadow UAV Weapon Launch

 

According to Lockheed Martin, the Shadow UAV weapon launch trial went extremely well, with the Shadow Hawk munition scoring a direct hit. In fact, so accurate was the strike that it occurred a mere eight inches away from the centre of the target.

 

The Shadow Hawk is a 27-inch long gliding weapon that weighs 11 pounds and is equipped with a semi-active laser seeker. During the test launch - which occurred over Utah's UAS Rapid Integration and Acceptance Center - it left the Shadow 200 UAV at an altitude of 5,100 feet and, at the point it struck the ground target, was travelling at a rate of 460 feet a second.

 

Shadow Hawk Weapon

 

"As the mission of the Shadow UAS continues to evolve, it will need capability that can immediately neutralize threats detected and designated by the Shadow's sensor package, with minimum impact to the aircraft's endurance", Lockheed Martin Missiles and Fire Control's advanced programmes director, Glenn Kuller, explained in a press release on the Shadow Hawk weapon launch.

 

He continued: "With precision strike accuracy, the Shadow Hawk is an ideal solution in urban environments where low collateral damage is essential.

 

"Equipped with Shadow Hawk and the UAS's electro-optical and infrared cameras, a Shadow UAS can now offer battlefield commanders timely detection of threat activities, including fleeting and time-sensitive threats, along with a quick-strike capability. All of Shadow Hawk's seeker and guidance components are flight-proven and production-ready, having been developed and tested on other Lockheed Martin weapon systems."

The U.S. Air Force currently plans to spend $11.7 billion to modernize and improve reliability of the F-22A, its fifth generation air superiority fighter. Originally designed to counter air threats posed by the former Soviet Union, the post-Cold War era spurred efforts to add new missions and capabilities to the F-22A, including improved air-to-air and robust air-to-ground attack capabilities. In 2003, the Air Force established the F-22A modernization program to develop and insert new capabilities in four increments.

GAO was asked to evaluate (1) cost and schedule outcomes and (2) testing results and risks going forward in the F-22A modernization program and related efforts. To do this, GAO examined the program’s budgets and schedule estimates over time and discussed any changes with program officials, and reviewed progress and results from developmental and operational testing, and plans to mitigate risks and resolve system deficiencies.

GAO recommends that DOD evaluate capabilities to determine if future F-22A modernization efforts meeting DOD policy and statutory requirements should be established as separate major acquisition programs.

DOD concurred with our recommendation.

WHAT GAO FOUND

Total projected cost of the F-22A modernization program and related reliability and maintainability improvements more than doubled since the program started–from $5.4 billion to $11.7 billion–and the schedule for delivering full capabilities slipped 7 years, from 2010 to 2017. The content, scope, and phasing of planned capabilities also shifted over time with changes in requirements, priorities, and annual funding decisions. Visibility and oversight of the program’s cost and schedule is hampered by a management structure that does not track and account for the full cost of specific capability increments. Substantial infrastructure costs for labs, testing, management, and other activities directly support modernization but are not charged to its projects. The Air Force plans to manage its fourth modernization increment as a separate major acquisition program, as defined in DOD policy and statutory requirements.

Testing of new capabilities to ensure operational effectiveness and suitability is ongoing. Results to date have been satisfactory but development and operational testing of the largest and most challenging sets of capabilities have not yet begun. Going forward, major challenges will be developing, integrating, and testing new hardware and software to counter emerging future threats. Other risks are associated with greater reliance on laboratory ground tests and relocating an F-22A lab needed to conduct software testing. While modernization is under way, the Air Force has undertaken parallel efforts to improve F-22A reliability and maintainability to ensure life-cycle sustainment of the fleet is affordable and to justify future modernization investments. But the fleet has not been able to meet a key reliability requirement, now changed, and operating and support costs are much greater than earlier estimated.

With this delivery, the U.S. Air Force now possesses the world's only 5th generation stealth fighter aircraft fleet in the world.

"There is no longer any nation that wishes us ill or any adversary who wishes us harm that has any doubt that their actions will have consequences - that they will be held to account and that our response will be undeterred," said Robert J. Stevens, Lockheed Martin's chairman and CEO. "The very existence of this airplane - your airplane - has altered the strategic landscape forever."

A host of distinguished officials participated in this monumental event, including senior leaders from Lockheed Martin and the U.S. Air Force; local, state and national elected officials; and Lockheed Martin employees who helped build the F-22 Raptor fleet.

This final Raptor joins a U.S. Air Force fleet of 187 operational F-22s and will join other F-22s in the Air Force's 3rd Wing at Joint Base Elmendorf-Richardson, Alaska. In all, Lockheed Martin delivered 195 F-22s to the Air Force beginning in 1997, with eight Raptors used as test aircraft.

F-22s are assigned to seven U.S. bases. Flight testing takes place at Edwards AFB, Calif. Operational tactics development continues at Nellis AFB, Nev. Pilot training takes place at Tyndall AFB, Fla. GROTON, Conn. | General Dynamics Electric Boat May 2 delivered the nuclear-powered attack submarine Mississippi (SSN-782) to the U.S. Navy 363 days ahead of contract schedule and more than $60 million below target cost. Electric Boat is a wholly owned subsidiary of General Dynamics.

 

John Holmander, vice president and Virginia program manager for General Dynamics Electric Boat, noted that Mississippi was at the most combat-ready state of any Virginia-class submarine at delivery. He credited the Navy, the shipbuilders and the supplier base for achieving significant shipbuilding benchmarks with the delivery of Mississippi.

 

Mississippi is the ninth ship of the Virginia Class, the most advanced submarines in the world. These ships are providing the Navy with the capabilities it requires to retain its undersea dominance well into the 21st century. Mississippi will join the fleet in a commissioning ceremony June 2 in Pascagoula, Miss.

 

"When compared with the lead ship of the Virginia Class, we have reduced our construction span time by two years, and implemented improvements that reduced construction labor hours by 30 percent," Holmander said.

WASHINGTON | The U.S. Army released to industry, April 25, a "request for information" about a replacement for the OH-58D Kiowa Warrior aircraft, including a proposal to industry to provide for the Army a demonstration of the current "state of the art" in rotary-wing aircraft and their subsystems.

 

It's expected any demonstrations would happen this summer or fall.

 

Currently, the Army has more than 300 Kiowa Warriors filling the armed aerial scout, or AAS, role. But that airframe entered into service during the 1960s and no longer meets all the needs of commanders. Yet it still remains in high demand.

 

"The Kiowa Warrior, in its current form, is still the basic airframe of an OH-58A/C that we flew in Vietnam," said Ellis Golsen, director of the Capability Development and Integration Directorate at the U.S. Army Aviation Center of Excellence. "We have continued to modify it and address it. But the airframe itself and the environments we fly in now and the ones we look to in the future are going to require greater performance."

 

Golsen said the Kiowa Warrior, as an AAS, is "our most demanded capability," and added that the Army's AAS has not received the attention other airframes have.

 

"If you look at the history so far, we have corrected or adjusted or fielded an upgraded system for everything except AAS," he said. "But those are the guys that are continuing to have to fly in a hostile environment, to provide close support to ground Soldiers, and that's the reason we exist, to provide support to the ground Soldiers."

 

The request for information, known as an RFI, spells out capability shortfalls with the current OH-58D. Those shortfalls include responsiveness in terms of speed, range and endurance; the performance margin to operate in high and hot environments; and aircraft lethality due to limitations on weapons payload capacity.

 

Officials expect that this summer or fall, they should begin viewing demonstrations of aircraft from industry. And industry participation in the demonstration is totally voluntary, the RFI explains. Aircraft developers who don't participate in the demonstration will have an equal chance to compete to sell the Army a new armed aerial scout, or AAS, if and when the Army decides to buy one.

 

"This voluntary flight demonstration is really an effort, an extension of the 'analysis of alternatives,' or AOA, to help us verify the data in the AOA and give us a better idea of what we can ask for, and what is achievable within our budget constraints," Golsen said.

 

There are multiple options for the Army to purchase a new AAS. Included in those are:

 

• improving the current Kiowa Warrior to fill its capability gaps

 

• creating a new aircraft, a developmental aircraft, from the ground up

 

• pursuing a commercial off-the-shelf replacement.

 

The COTS solution means finding something already being made by industry, and deciding that with acceptable modifications it could fit the Army's needs.

 

Maj. Gen. Anthony Crutchfield, commander of the U.S. Army Aviation Center of Excellence, said in Afghanistan today, the Kiowa Warrior is showing gaps in what it's able to do.

 

"The Kiowa Warrior, quite frankly, has challenges in some of the altitudes that we fly in Afghanistan, in reaching those altitudes, and having the appropriate station time that a ground commander needs," he said. "That is one of the biggest gaps. We want to be able to not only reach the target area, but we want to have the loiter time commanders need."

 

Crutchfield said commanders can make trades with the capabilities of the Kiowa Warrior, such as adjusting the aircraft's weight by taking less fuel or less ammunition. Those kinds of changes can affect altitude, station time and payload. A longer range, with altitude and environment taken into consideration, might mean a tradeoff with fuel and ammunition, for instance. Less fuel can also means less station time, and less ammunition might mean not meeting a ground commander's needs.

 

"It's trades, it's give and take," Crutchfield said. "What we'd like to see is an aircraft that we don't have to make that choice; that we don't have to give up something. We can give the commander the station time he needs and the payload that he needs. That's what we are really after."

 

The Army's current AAS, the Kiowa Warrior, is good at "going out and finding things, reporting them, synchronizing the battlefield, calling for indirect fire, and doing all the other things we expect of a scout on the battlefield."

 

Like AH-64 Apache, the Kiowa Warrior is armed, but unlike the Apache, the Kiowa Warrior is more subtle in its approach, Golsen said.

 

"When you're doing recon, you don't necessarily want the other guy to know you're looking at him," he said. "Apache is big and heavy, it was designed to go out and no kidding, kill stuff."

 

The AAS needs to be able to loiter and watch, and to be ready at a moment's notice "to deal with fleeting targets that you don't have time to coordinate for, and you have a small window of opportunity to destroy the target and it's a high pay-off target," Golsen said.

A l’occasion de la présentation de ses résultats, Lockheed Martin a annoncé le départ de son PDG l’an prochain. En effet, Bob Stevens, âgé de 60 ans, a décidé de partir en retraite après 25 ans passés au sein du groupe. Il sera remplacé à compter du 1er janvier 2013 par l’actuel directeur opérationnel, Chris Kubasik, âgé de 51 ans.

 

Son bénéfice net a progressé de 668 millions de dollars. Soit un bond de 26% par rapport à la même période en 2011. Son chiffre d’affaires a progressé de 6% à 11,293 milliards de dollars.

 

Le groupe de défense a confirmé qu’il tablait sur un bénéfice par action annuel compris entre 7,7 et 7,9 dollars et sur un chiffre d’affaires entre 45 et 46 milliards de dollars.

 

"Nos bons résultats du premier trimestre reflètent la force de notre portefeuille, a commenté M. Stevens. Durant le reste de 2012, nous nous concentrerons sur la réduction des coûts et l'amélioration de l'exécution de nos programmes afin de rester concurrentiels et de délivrer de la valeur".

Kuwait- Kuwaiti-based logistics firm Agility has filed for $225m in claims against the US Defence Logistics Agency, saying the agency had breached the terms of a contract, Reuters has reported. US government officials employed by the DLA and Department of Justice "conspired and acted in concert to intentionally deprive Agility of its rights under the Second Prime Vendor Contract," Agility said. The $225m comprises the amount owed in performance-based distribution fees plus interest, Agility said. The contract entailed distributing food products to combat units.

The U.S. government is close to completing rules for a long-awaited expansion of the number of defence contractors with which it swaps data on cyber threats, said the Defence Department's chief information officer.

 

The number of companies would jump from 37 currently to 200, Teri Takai, the chief information officer, told a forum in Arlington, Virginia.

 

Takai said she hoped that a federal rule-making process under way would wrap up within the next 60 days amid what she and other Pentagon officials describe as mounting cyber threats to U.S. high-tech companies, Reuters reports.

 

The companies will have to agree on a protocol for information-sharing among themselves and with the Defence Department, which will act as coordinator for the Defence Industrial Base Cyber Security and Information Assurance program.

 

There was a "waiting list" of those keen to join, Takai told the forum organized by Representative Jim Moran, a Democrat whose Virginia district is home to many information-technology and defence contractors.

 

The cyber threat to U.S. aerospace, defence and other high-technology companies "is increasing at a rapid and accelerating rate," Rear Admiral Samuel Cox, director of intelligence for the military's Cyber Command, told the session.

 

The Office of the National Counter Intelligence Executive, a U.S. intelligence arm, said in an unclassified report to Congress in October that China and Russia were in the forefront of keyboard-launched theft of U.S. trade and technology secrets to bolster their fortunes at U.S. expense.

 

Cox, replying to a question from Reuters after the event, said that the "amount of cyber exploitation by China continues to increase significantly" with what he suggested was the approval of the authorities in Beijing.

 

As the Defence Department has become better at defending its own classified and unclassified networks, Cox said, adversaries tend to go after "softer targets" such as defence contractors and other private vendors.

 

"And they're having significant success in that regard," he said.

 

Expansion of the program, which began in 2007, would let the Defence Department, including the communications-intercepting National Security Agency, share more sensitive data with private companies to counter the threat and get valuable information from the companies.

 

The initial effort provided for sharing of cyber threat-related intelligence only up to the "secret" level. Last year, the Defence Department added more sensitive classified information to the pilot group while working out procedures and a legal framework for a broader base.

 

Takai told reporters that the program eventually could be expanded to all the Pentagon's suppliers who qualify under the rules. She said the companies would receive information on threats and solutions applied to thwart them.

 

Andy Purdy, chief cyber strategist at CSC, a major information technology supplier, said the program might eventually bring together as many as 2,000 U.S. companies in a public-private partnership, including some running crucial infrastructure.

 

President Barack Obama has requested $3.4 billion in his fiscal 2013 budget to boost the Defence Department's cyber defences. Congress is likely to provide all of this "because this is going to have to be our highest priority," Moran told the forum.

 

Separately, the Department of Homeland Security is working with the Defence Department on what is now known as the Joint Cybersecurity Services Pilot program, formerly the Defence Industrial Base pilot.

 

"No decision has been made on whether, when, or how to expand the coverage of the JCSP beyond the current participants," a Homeland Security official said.

 

That program involves sharing sensitive threat-related information with unspecified Internet service providers who then relay it to the companies involved in the pilot. Its expansion also hinges on completion of the federal rule-making process, Takai said.

Le ministère de la défense américain a créé un nouveau service de renseignement afin d'améliorer son travail hors des zones de guerre, où il concentre l'essentiel de ses efforts actuellement, a-t-on appris mardi 24 avril auprès d'un de ses porte-parole.

 

La création du Service clandestin de la défense (Defense clandestine service, DCS) a été paraphée la semaine dernière par le secrétaire à la défense Leon Panetta, ancien patron de l'Agence centrale du renseignement américain (CIA). Ce nouveau service devra travailler conjointement avec la CIA, qui a entretenu des rapports de rivalité profonde avec la défense depuis le 11-Septembre, et dispose déjà d'un Service clandestin national (NCS).

 

Les agents de renseignements du Pentagone ont aujourd'hui pour principale mission d'approvisionner la hiérarchie militaire en informations tactiques sur les théâtres de guerre. L'an dernier, un rapport largement diffusé avait critiqué violemment leurs méthodes en Afghanistan, affirmant que les agents du Pentagone échouaient à comprendre le contexte stratégique du conflit, en ignorant les luttes sociales, d'argent et de politique qui se déroulaient dans le pays.

 

L'auteur du rapport, le lieutenant général Michael Flynn, a été nommé la semaine dernière à la tête de l'agence de renseignement du Pentagone (DIA), qui supervise ce nouveau bureau.

 

DÉFENSE ET RENSEIGNEMENT DE PLUS EN PLUS MÊLÉS


Le DCS, qui fonctionnera avec "plusieurs centaines" d'agents de terrain de la défense déjà actifs, devra se réorienter plus largement hors des zones de guerre, notamment vers la Chine, l'Iran et la prolifération nucléaire, a affirmé, mardi, le ministère.

 

 

Sous la présidence de George W. Bush, le secrétaire à la défense Donald Rumsfeld avait déjà tenté de faire évoluer les capacités du Pentagone vers des domaines qui étaient traditionnellement dévolus à la CIA. Cette dernière avait mis un frein à ses efforts, alors que montait le débat sur la détection d'armes de destructionsmassive en Irak.

 

Cependant, cette réorganisation intervient alors que les missions de l'armée et de la CIA (aujourd'hui dirigée par un militaire, le général David Petraeus) sont de plus en plus mêlées. Les agents de la défense, basés notamment dans les bureaux de la CIA dans les ambassades américaines, travaillent aujourd'hui régulièrement sur des sujets qui ne relèvent pas de l'engagement direct des forces armées.

 

Les deux entités ont travaillé ensemble sur le raid qui a mené à l'exécution d'Oussama Ben Laden au Pakistan, en 2011. Elles collaborent actuellement dans la traque des combattants d'Al-Qaida au Yémen.

The U.S. military’s more than decade-old effort to produce a hypersonic global strike weapon just took a big step forward and a big step back. On April 20, the Defense Advanced Research Projects Agency, or Darpa, published the results of an engineering review of a key hypersonic vehicle test.

 

On August 11, Darpa launched Hypersonic Test Vehicle 2, a wedge-shaped robotic craft meant to reach 20 times the speed of sound and travel for 30 minutes. HTV-2, boosted into the upper atmosphere by a Minotaur rocket, flew for only nine minutes before crashing into the Pacific Ocean. A previous test in 2010 using a similar test vehicle also ended in failure nine minutes into the flight.

 

The engineering study concluded that the heat generated by air friction ripped away HTV-2’s skin. “The resulting gaps created strong, impulsive shock waves around the vehicle as it travelled nearly 13,000 miles per hour, causing the vehicle to roll abruptly. Based on knowledge gained from the first flight in 2010 and incorporated into the second flight, the vehicle’s aerodynamic stability allowed it to right itself successfully after several shockwave-induced rolls. Eventually, however, the severity of the continued disturbances finally exceeded the vehicle’s ability to recover.”

 

The failure isn’t all bad news. “The result of these findings is a profound advancement in understanding the areas we need to focus on,” said Air Force Maj. Chris Schulz, the Darpa program manager. All the same, the Pentagon has cancelled the HTV effort in order to focus on other hypersonic systems. In November, the Army reportedly successfully flew a cone-shaped robot at Mach 8, less than half as fast as the HTVs.

 

Despite mixed test results, the Pentagon has reaffirmed its commitment to building a combat-capable missile based on the hypersonic technology. In January, the military implied that the so-called Prompt Global Strike weapon could be installed on submarines. Analysts expect the fast, long-range missile – if it ever really works – to play a key role in the Pentagon’s evolving strategy for countering China.

 With the Close Combat Vehicle (CCV) project in trouble (once again) and likely to be restarted from scratch, the issue of problematic DND equipment programs is a hot topic among industry representatives. They note that DND’s ongoing procurement problems and projects that have to be restarted (ie CCV, Joint Support Ship, trucks, fixed wing search and rescue etc) are costing them millions of dollars….in some cases for projects that might not ever see the light of day.

 

Defence Watch received a number of similar comments but the information pointed out below by one industry representative summed up many of the responses and viewpoints that this site has been receiving from company officials.

 

Here is what that person writes:

 

-For a “large” bid like CCV, industry is required to develop and submit an RFP Response (aka “proposal”) whose structure and content is dictated by Canada’s RFP requirements – and these can differ significantly from RFP to RFP.

 

- Developing an RFP Response (proposal) for a CCV or a TAPV bid is NON-TRIVIAL – the required proposal submission is a very large, very complicated set of documents that industry has to write.

 

-A typical RFP Response (CCV, TAPV etc.) would involve a company establishing/funding a proposal team of about 24 people for 6 months …. that costs the company $2.4M (approximately) in non-recoverable expenses for the privilege of bidding on a contract that “may not ever be awarded.”

 

-In the course of a years, a major-league defence company might bid on two or three of these “vapour-ware” DND competitions…. spending their B&P budgets of approximately $5 million-$10 million per year chasing DND projects that “never happen.” This $5 million to $10 million B&P expense is “lost profit.”

 

- On a typical defence project/contract, the contractor usually makes about a 10% fee (profit) IF THEY ARE LUCKY. So the $10 million they might have to spend chasing DND contracts that “never happen” is equivalent to the lost profit equivalent to successfully executing a $100M contract. So put another way, a company who has to commit a B&P budget of $10M per year, would only “break even” if they won $100M of DND business – neither making a profit or a loss.

 

Most Canadian defence contractors don’t even make that 10% profit margin – they face a loss because having any schedule delays on a FIXED-PRICE contract with DND immediately eats into the potential profit on the contract. It does not take very many months of slippage (if, for instance, you are funding a project team of 100 engineers which is not uncommon).

 

The Conclusion? The business case (attractiveness) of being a defence contractor in Canada is awful (at least compared to the USA). for weapons separation testing later this year.

On Saturday, Apr. 21, a Lockheed Martin F-35A Lightning II conventional takeoff and landing aircraft completed the program’s first in-flight refueling mission while configured with external weapons at Edwards Air Force Base, Calif.

 

U.S. Air Force Lt. Col. George Schwartz piloted the test aircraft, known as AF-4, with two external inert AIM-9X weapons and four external stores. Internally, the jet was carrying two Joint Direct Attack Munitions and two Advanced Medium-Range Air-to-Air Missiles.

 

The two-hour mission tested the flying qualities of the aircraft while maneuvering with external weapons. This test paves the way

NATO recently approved a change to the tactical data exchange specifications that will give warfighters more control of weapons on the battlefield by expanding communication between multiple controllers and various weapons after launch.

 

In February, NATO approved a network enabled weapons interface change proposal (NEW ICP) to Link 16, which created a single message standard that redefined how joint and allied warfighters control multiple NEWs through existing tactical data links.

 

“The warfighters are our customers and we have to give them what they need to fight effectively,” said Scott Millett, Naval Air Warfare Center Weapons Division’s weapon interoperability lead, and the Navy lead and the joint service co-lead for the NEW ICP. “We now have the foundation for one message set to support a scenario where any warfighter, whether he’s strapping into an ejection seat or carrying an M-16, can talk to any weapon, whether it’s going after a tank, ship or a bridge, or whether it was launched from a ship or a plane.”

 

The 1,400-page NEW ICP was developed during the last 10 years through the coordinated efforts of about 100 uniformed and civilian subject matter experts across the U.S. Navy and Air Force, weapon, fighter, bomber, radio and surveillance communities.

 

“This is a huge milestone,” said Scott O’Neil, NAWCWD executive director. “It was a major undertaking by a lot of people from various disciplines, and is a textbook example of how integration and interoperability should work.”

 

Millett said the team began looking at how to provide data to weapons after they had been launched in order to update the target’s location, switch to a different target during flight, or abort the mission.

 

DOD provided funding through the Air Force in 2004 to develop this technology. Recognizing the need to get the Navy involved, the Air Force contacted NAVAIR’s Precision Strike Weapons Program Office (PMA-201). Millett had been working with PMA-201 as the weapon interoperability lead since 1999 and was asked to share lead responsibilities with counterpart Jim Heigle of the U.S. Air Force’s Electronic Systems Command.

 

A successful demonstration of the technology was conducted in 2005 and involved Air Force and Navy weapons programs, radio programs, the fighter community, and network experts. The first formal draft of the message set was released for review by the DoD Link-16 community in June 2008. A more mature set went to NATO in June 2010 and was approved in February.

 

The result is a standard set of messages that can travel to weapons, from weapons, and back and forth between controllers. This allows for coordinated attacks during which multiple warfighters can be involved in controlling a weapon during a mission.

 

“The interoperable nature of this makes it special,” Millett said. “Before, each weapon’s data link was unique. This new message set can be used with any weapon as long as it is attacking something on the sea or on the ground, and each weapon and control platform only needs one set of software and one user interface no matter who it’s talking with.”

 

The message set is enhanced by a set of rules that allows control to be given but not taken, which means there is a traceable chain of custody for a lethal weapon.

 

“There’s a great deal of satisfaction knowing that the effort we spent and the challenges we overcame resulted in the horizontal integration of all of the different programs involved,” said Millett, who counts this as his top contribution to the Navy so far in his 29-year career.

 

Millett said the first weapon with this capability could be in the fleet by the end of 2013. The NEW message set is expected to support the needs of most weapons and land/surface attack missions for the foreseeable future.

 

“We’ve tried to design for the future so when the next generation of weapons and aircraft comes along, we’ll be able to adapt and integrate into those,” Millett said. “We’ve left room for future growth.”

General Dynamics NASSCO today delivered USNS Medgar Evers (T-AKE 13) to the U.S. Navy. The ship is named in honor of the slain African-American civil rights leader from Mississippi who served as the state's first-ever field secretary for the National Association for the Advancement of Colored People (NAACP).

 

Construction of the USNS Medgar Evers began in April 2010. NASSCO has incorporated international marine technologies and commercial ship-design features into T-AKE-class ships, including an integrated electric-drive propulsion system, to minimize operating costs during each ship's projected 40-year service life. During the course of the decade-long T-AKE Program, NASSCO has implemented more than 20,000 ideas to drive down costs and improve quality and more than 1.5 million hours have been invested in employee training since 2006. With a cargo capacity of more than 10,000 tons, the primary mission of T-AKE ships is to deliver food, ammunition, fuel and other provisions from shore stations to combat ships at sea.

 

"As demonstrated on our successful sea trials three weeks ago, the Medgar Evers is ready for immediate service," said Fred Harris, president of General Dynamics NASSCO. "The 12 deployed T-AKE ships are performing and proving their ability to serve the fleet in their primary missions and in a variety of other roles."

 

Including the Medgar Evers, NASSCO has delivered the first thirteen ships of the T-AKE (Lewis and Clark) class to the Navy. The fourteenth ship and final ship of the class, USNS Cesar Chavez, will be christened and launched on May 5, before its delivery in fourth quarter 2012.

Lockheed Martin [NYSE: LMT] received a $79.4 million contract from the U.S. Department of Defense to develop a new variant of the Guided Multiple Launch Rocket System (GMLRS) that incorporates a new warhead.

 

Under the terms of the contract, the GMLRS Alternative Warhead Engineering and Manufacturing Development Program will run 36 months, and will focus on system performance, warhead qualification and producibility.  The GMLRS alternative warhead is unitary and will perform as a drop-in replacement for the currently fielded Dual-Purpose Improved Conventional Munition warhead.

 

“We are eager to move forward with the Alternative Warhead Program and provide soldiers and marines with a precision-engagement capability that meets their evolving requirements,” said Scott Arnold, vice president of precision fires for Lockheed Martin’s Missiles and Fire Control business. “GMLRS has been a trusted weapon of choice in current combat operations in Afghanistan, and continues to exceed operational-readiness requirements.”

 

GMLRS is an all-weather, precision-guided rocket that provides increased accuracy thus reducing the number of rockets necessary to defeat current targets.

 

During live-fire testing by the U.S. Army, the ATK-designed Alternative Warhead demonstrated that it meets performance and mission requirements, reduces technical risk and matches current weapon flight characteristics without major modifications to the existing GMLRS delivery system.

ATK Launch Systems Inc. Settles False Claims Product Substitution Case for Nearly $37 Million

 

WASHINGTON --- ATK Launch Systems Inc. has agreed to a $36,967,160 settlement with the United States to resolve allegations that ATK sold dangerous and defective illumination flares to the Army and the Air Force.

 

According to the government’s allegations, from 2000 to 2006, ATK delivered LUU-2 and LUU-19 illuminating para-flares to the Defense Department. These flares, which burn in excess of 3,000 degrees Fahrenheit for over five minutes, are used for nighttime combat, covert and search and rescue operations and have been used extensively by American forces in Iraq and Afghanistan in the global war on terror.

 

The government alleged that the flares delivered by ATK were incapable of withstanding a 10-foot drop test without exploding or igniting, as required by specifications, and that ATK was aware of this when it submitted claims for payment.

 

ATK has agreed to pay the United States $21 million in cash and provide necessary in-kind services worth $15,967,160 to fix the 76,000 unsafe para-flares remaining in the government’s inventory. The settlement resolves a False Claims Act suit filed in the U.S. District Court for the District of Utah.

 

The lawsuit was initially filed by an ATK employee under the qui tam, or whistleblower, provisions of the False Claims Act, which permit private individuals, called “relators” to bring lawsuits on behalf of the United States and receiv e a portion of the proceeds of a settlement or judgment awarded against a defendant.

 

“Our men and women in combat deserve equipment that meets critical safety and performance requirements,” said Stuart F. Delery, Acting Assistant Attorney General for the Civil Division. “This case demonstrates that the Department of Justice will pursue cases where contractors knowingly provide defective equipment that puts the safety of American military service members at risk.”

 

“This settlement demonstrates our commitment to aggressively go after contractors who recklessly disregard and deliberately ignore critical safety defects in munitions used by America’s uniformed fighting men and women on the front lines of the war on terror,” said David B. Barlow, U.S. Attorney for the District of Utah. “This office fully supported the federal investigators in their efforts to uncover these fraudulent claims and recover the ill-gotten gains for the American taxpayers.”

 

The investigation team, which was led by the Defense Criminal Investigative Service, included the Air Force Office of Special Investigation, the Navy Naval Criminal Investigative Service, the Army Criminal Investigative Command and auditors from the Defense Contract Audit Agency and the Defense Contract Management Agency. Additional technical support was provided by the Army Research Laboratory in Aberdeen, Md., the Army Aviation and Missile Command in Huntsville, Ala., the Naval Sea Systems Command at Crane, Ind. and Portsmouth, R.I., the Defense Standardization Program Office at Fort Belvoir, Va., the Air Force Materiel Command at Wright Patterson Air Force Base, Ohio and Hill Air Force Base, Utah, and the Army Materiel Command at Rock Island Arsenal, Ill. Le secrétaire à la Défense, Leon Panetta, vient de créer le Defense Clandestine Service (DCS), dont la vocation est d'étendre le renseignement militaire à des régions situées en dehors des zones de guerre.

Un nouveau service de renseignements militaires vient d'être créé pour surveiller l'Iran, la Chine et le Sahel.

 

Le Pentagone compte désormais un service de renseignement supplémentaire, le Defense Clandestine Service (DCS). Créée par le secrétaire à la Défense, Leon Panetta, l'agence a pour vocation d'étendre le renseignement militaire à des régions se situant en dehors des zones de guerre. Dans le collimateur de cette nouvelle agence figurent l'Iran, dont la marche vers la bombe nucléaire s'est récemment accélérée, la Chine, dont les efforts militaires inquiètent Washington. La Corée du Nord, qui poursuit ses programmes balistiques et nucléaires. Et la région du Sahel, nouveau sanctuaire d'al-Qaida au Maghreb islamique (AQMI).

 

La naissance du Defense Clandestine Service, rapportent les médias américains, est une réponse à un rapport confidentiel réalisé l'an dernier par la Direction du renseignement national et qui préconisait que les renseignements militaires sortent de leur mission traditionnelle - fournir des informations opérationnelles aux forces déployées dans les opérations extérieures - pour s'intéresser à des sujets plus straté­giques. L'annonce de la création du DCS intervient une semaine après la nomination du nouveau directeur des renseignements militaires (DIA), Michael Flynn. Ce général, qui a une solide expérience des opérations spéciales, a critiqué l'action du renseignement américain en Afghanistan, qui manque, selon lui, de compréhension du contexte politique local.

 

Cette réorganisation du renseignement américain correspond également à une évolution des priorités de la Maison-Blanche. Après avoir lancé le désengagement des conflits - Irak et Afghanistan - qui ont dominé le paysage sécuritaire des dix dernières années, Barack Obama a amorcé un recentrage stratégique de son pays vers l'Asie, où menace l'immense Chine et où couvent de nombreuses crises.

Seize agences aux États-Unis

L'Iran est aussi au cœur des préoccupations de Washington, qui tente de dissuader Israël de frapper les installations nucléaires de la République islamique. Un vaste programme d'espionnage de l'Iran, notamment basé sur les drones et les images satellites, a déjà été mis en place.

 

Lorsqu'il était secrétaire à la Défense de George Bush, Donald Rumsfeld avait déjà voulu développer les capacités de renseignement du Pentagone. Mais il avait à l'époque été bloqué par la CIA, l'Agence centrale de renseignement, qui était en désaccord avec lui sur l'Irak et ne voulait pas que les militaires empiètent sur son territoire.

 

Même s'ils sont chapeautés, comme les 14 autres agences, par un directeur national depuis les attentats du 11 septembre 2001 et sommés de davantage partager les informations, les renseignements militaires et la CIA demeurent des services rivaux. Certains soupçonnent le Pentagone de vouloir usurper le rôle de la CIA ou de son service d'action clandestine, le NCS. Mais les missions des deux services, confrontés, à l'époque de la mondialisation, à des menaces souvent similaires, convergent de plus en plus souvent. Le Pentagone a par ailleurs promis que la création de la nouvelle entité se fera en collaboration avec la CIA. Le fait que son nouveau chef soit l'ancien patron de la CIA devrait aider au rapprochement…

OTTAWA - Les partis d'opposition ont dû tordre un bras au gouvernement conservateur, mardi, pour qu'il accepte que le vérificateur général Michael Ferguson soit le premier témoin entendu par le comité qui se penchera sur son rapport concernant l'acquisition des chasseurs furtifs F-35.

 

Outré par l'intransigeance des députés conservateurs, le président du comité des comptes publics, le néo-démocrate David Christopherson, a menacé de démissionner de son poste si la coutume n'est pas respectée.

 

Les membres conservateurs du comité avaient proposé que des sous-ministres et des représentants de quatre ministères soient les premiers témoins entendus, avant même le vérificateur général.

 

Le rapport de M. Ferguson accuse les ministères de la Défense nationale et des Travaux publics d'avoir camouflé les coûts réels du F-35, et d'avoir contourné les règles d'approvisionnement du gouvernement.

 

M. Christopherson a soutenu mardi qu'il aurait été inapproprié que le vérificateur général ne soit pas le premier témoin entendu. Les conservateurs ont finalement accédé à sa demande, et M. Ferguson témoignera jeudi prochain.

 

Deux membres du comité, le libéral Gerry Byrne et le néo-démocrate Malcolm Allen, avaient de toute façon ridiculisé la suggestion conservatrice d'entendre en seulement deux heures les quatre sous-ministres — ceux des Travaux publics, de la Défense, de l'Industrie et du Conseil du trésor.

 

Dans son rapport, le vérificateur général soutient que le gouvernement a sous-estimé d'au moins 10 milliards $ les coûts réels associés aux F-35.

The U.S. Navy has selected Northrop Grumman to produce the next-generation Fire Scout unmanned helicopter using the Bell 407 airframe. The new variant provides greater range, endurance and payload capacity to ship commander's intelligence-gathering efforts.

 

According to a U.S. Department of Defense news release on contract awards released April 23, the company will produce a total of eight Fire Scouts within an amount not to exceed $262 million. The Navy plans to purchase a total of 28 aircraft under a rapid development effort.

 

The Fire Scout endurance upgrade has been designated as the MQ-8C.

 

"Through our company-funded Fire-X demonstration effort we proved that using the mature unmanned systems architecture developed for the MQ-8B Fire Scout paired with the Bell 407 helicopter would provide greater capability efficiently and affordably," said Duke Dufresne, vice president and general manager for unmanned systems. "By using systems that have many years of development already invested in them we can meet the Navy's needs quickly."

 

Northrop Grumman is the prime contractor for the MQ-8C program. Major suppliers for new variant include Bell Helicopter and Rolls Royce.

 

Final assembly of the new Fire Scout variant will be completed at Northrop Grumman's Unmanned Systems Center in Moss Point, Miss.
