EGLIN AIR FORCE BASE, Fla. --- The best fighter pilots from the Air Force, Marines and Navy arrived in the Florida Panhandle last year to learn to fly the F-35 Joint Strike Fighter, the most expensive, most advanced weapons program in U.S. history. They are still waiting.

Concerns about the stealth jets’ safety, cost overruns and questions about the entire program’s feasibility have delayed the training and left about 35 pilots mostly outside the cockpit. The most the pilots do with the nine F-35s at Eglin Air Force Base is occasionally taxi them and fire up the engines. Otherwise their training is limited to three F-35 flight simulators, classroom work and flights in older-model jets. Only a handful of test pilots get to fly the F-35s.

“The most-frustrated pilot is one who isn’t flying at all,” said Marine Col. Arthur Tomassetti, vice commander of the fighter wing and a former test pilot for the F-35 prototype.

“From a flying perspective, what we call the stick and rudder is the same for any platform, but when you integrate the sensors, the pilot has the capability to make much better decisions and be much more precise,” said Air Force Col Andrew Toth, the training wing’s commander. His name adorns one of the school’s F-35s.

And because it is to be used by all three branches of the U.S. military that fly fighter jets and by U.S. allies, training and maintenance could be handled jointly. That’s intended to save money compared to having separate, parallel maintenance and training groups in each force.

But just as the program appeared to be taking off, it was grounded over a variety of concerns. They range from improperly installed parachutes under the pilots’ ejector seats, to worries at the Pentagon that there has not been enough testing of the jets, to ongoing concerns by some in Congress that the entire F-35 program is too expensive. Its projected cost has jumped from $233 billion to an estimated $385 billion, including development. Forty-three F-35s have been built and another 2,443 have been ordered by the Pentagon. Raytheon Company tested a new propulsion system for the Tube-Launched, Optically-Tracked, Wireless (TOW) missile. Developed by ATK, the enhanced system doubles TOW's range and reduces the missile's flight time by one-third. 

 

During the test, the developmental propulsion system flew the missile more than seven kilometers (4.35 miles), reaching four kilometers (2.5 miles) in significantly less time.

 

Raytheon and ATK's Missile Products Group worked closely to develop a propulsion system that improves the performance of the TOW missile. The launch, boost, sustain (LBS) propulsion system also incorporates a rocket motor designed with Insensitive Munitions (IM) features to provide added safety: IM compliant systems are less likely to react explosively when subjected to bullet and fragment impacts, external fire or other hazardous events.

 

"We brought an IM propulsion system to a technology readiness level that can be demonstrated to our government customer and which greatly reduces the research and development costs necessary to provide this enhancement to an existing combat-proven system," said Michelle Lohmeier, vice president for Land Combat at Raytheon Missile Systems.

 

The TOW system has been employed by U.S. forces in every conflict since Vietnam and continues to be used today in Afghanistan. It is a command line-of-sight system that requires the gunner to track the target until the missile impacts.

 

"This launch, boost, sustain technology greatly enhances the TOW gunner's survivability by allowing us to engage targets outside the threat range of direct engagement systems and by reducing the time we must track a target," said Scott Speet, TOW program director for Raytheon Missile Systems.

General Dynamics National Steel and Shipbuilding Co., San Diego, Calif., is being awarded a $359,750,000 modification to previously awarded contract (N00024-09-C-2229) for the procurement of the detail design and construction of a third Mobile Landing Platform ship.

 

Work will be performed in San Diego, Calif. (58 percent); Pittsburgh, Pa. (7 percent); Beloit, Wis. (6 percent); Crozet, Va. (3 percent); Chesapeake, Va. (2 percent); Belle Chasse, La. (1 percent); and various sites throughout the United States (14 percent) and outside the United States (9 percent).

 

Work is expected to be complete by January 2015. Contract funds will not expire at the end of the current fiscal year.

 

The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

In a surprise move this year, the Pentagon has reduced spending for two aerial drones. A version of the RQ-4 Global Hawk will be relegated to storage to be superseded by more capable versions, and future production of the MQ-9 Reaper is to be reduced from 48 per year to 24.

The decisions were surprising. Drones are widely touted as the future of warfare. How can it be that the 40-year old, manned U-2 reconnaissance aircraft can do the mission better than even an early-generation drone?

The Reaper decision was not attached to any admission of disappointment; it was just a matter of budget constraints and skilled manpower shortages, DOD said. The minor setback with Global Hawk notwithstanding, the aura of a leap-ahead in war-fighting technology is left intact, or so it is to be believed. (end of excerpt)

Top U.S. Marine Corps officials hailed progress on the next-generation F-35B fighter jet built by Lockheed Martin and said military training flights could be approved by late March or early April.

 

Assistant Marine Corps Commandant General Joseph Dunford said there was clearly “irreversible momentum” on the Marine Corps version of the new fighter jet, which came out from under the threat of cancellation in January, when the Pentagon took it off “probation” a year ahead of schedule.

 

“We really feel pretty good about where we are today,” Dunford said in an interview on Friday after a ceremony marking the arrival of three F-35B jets at Eglin Air Force Base in northwestern Florida, where Air Force, Navy and Marine Corps pilots and mechanics will be trained on the stealthy jets.

 

Eglin is home to the largest fleet of F-35s anywhere at the moment: six conventional takeoff and landing F-35A models, built for the Air Force, and three F-35B models, which can take off from shorter runways and hover and land like a helicopter.

 

“You can just sense when success starts to feed success, and it’s the snowball that starts to roll, and I really believe that’s where we are today,” Dunford said.

 

Lockheed Chief Executive Robert Stevens and other top Lockheed executives also flew in to attend the ceremony, which was held in one of two cavernous, brand new hangars built at the air base to house the Navy and Marine Corps jets.

 

Stevens, a former Marine, said the start of training would be another step forward for the Pentagon’s biggest weapons program, a “hugely ambitious” project to replace over a dozen fighter planes in use all over the world with three variants of a single airplane design.

 

“We’re getting closer to the initial operational capability and the deployment of that jet,” Steven told Reuters after addressing over 200 people at the hangar ceremony. “Every pilot says, ‘Give me this airplane.’ They’re anxious to get started.”

 

Dunford said the F-35B brought together stealth, supersonic speed, vertical landing and other capabilities never before seen in a single plane. “The F-35B is more than just a new fighter. By replacing so many different capabilities in our arsenal it represents a new way of doing business,” he said in his speech.

 

Defense Secretary Leon Panetta defended his decision to lift the F-35B probation in a letter to the leaders of the Senate Armed Services Committee, who argued the move was “premature.” Panetta said he was “acutely aware of the many challenges” still facing the F-35 program, and continued to monitor it closely.

 

Dunford’s endorsement of the jet comes as the Pentagon is restructuring the program for the third time in recent years, postponing orders for 179 planes to save $15.1 billion over the next five years. Officials insist it still plans to spend $382 billion for a total of 2,443 F-35s over the next decades.

 

Those plans have prompted Washington’s eight international partners on the multirole fighter to rethink their own orders. Canada has invited officials from the other countries—Britain, Australia, Norway, Denmark, the Netherlands, Italy and Turkey—to meet in Washington next week to get an update on the program.

 

Wing Commander David Arthurton of Britain’s Royal Air Force said the F-35 was “a work in progress” and adjustments to partner orders reflected their own budgetary pressures. “It’s a reality of doing business in this day and age,” he told Reuters.

 

Stevens said Lockheed remained committed to improving its performance on the weapons program, which will account for about 20 percent of company revenues when it hits full production.

 

The program has seen cost increases and schedule delays typical of big arms development projects, but the cost of developing a separate new airplane for each of the dozen the F-35 will replace would be far, far higher, Stevens said.

 

“I’m accountable for the execution on this program. We’re going to do a better job,” he said, adding that issues common to most new aircraft programs sometimes overshadowed the steady progress being made on the F-35. “We’ve had some setbacks … and we’ve had some huge successes,” he said.

 

The Pentagon this week said Lockheed forfeited $31.5 million in award fees for work on development of F-35 fighter jets in 2011, the second consecutive year it did not meet some pass-fail Pentagon development goals for the aircraft.

 

Lockheed this week said current plans called for 1,001 test flights in 2012 to accomplish over 7,800 test points, but that number could expand throughout the year. It said 114 flight tests had been this year to date, hitting 773 test points.

 

The Air Force is expected to issue a military flight release for the new radar-evading supersonic F-35A jets within weeks, followed by approval for flights of the F-35B jets in early spring, said Colonel Arthur Tomassetti, vice commander of the 33rd Fighter Wing at the base, which is responsible for training U.S. military forces to operate the new planes.

 

Tomassetti, a military test pilot who has been involved with the F-35 program since its start, said there were over 1,000 people in the fighter wing, including 40 pilots from all three services, each of whom had over 1,000 flight hours.

 

Flight training was starting later than initially planned, but would ramp up steadily over this year, he said. Pilots and maintainers were already using simulators to learn as much about the airplane as they could. Some had also traveled to other F-35 bases to observe maintenance procedures there, he said.

 

“We have not wasted the extra time we’ve been given,” Tomassetti told Reuters.

On November 14, Defense News ran an interesting story by Asia correspondent Wendell Minnick about how the General Staff of China's People's Liberation Army (PLA) manages cyber warfare activities. Minnick quoted Australian security expert Desmond Ball as speculating that the General Staff may have merged its offensive cyber and electronic warfare activities into an "integrated network electronic warfare" directorate within the General Staff's Fourth Department. If this sounds too arcane to matter, guess again: the way major military powers organize their network defense, exploitation and attack efforts could decide the outcome of the next big global conflict.

 

Let's assume for the sake of argument that Desmond Ball is right. By merging cyber warfare with electronic warfare in a single military department, the General Staff would be breaking down the bureaucratic barriers between two specialties that both are useful in degrading the command and communications networks of adversaries. Both approaches are "non-kinetic," meaning they achieve their effects through techniques other than dropping bombs or blowing things up. In the case of electronic warfare, signals are generated that jam or confuse electronic systems operating on similar frequencies. In the case of cyber warfare, attackers use malicious computer code to penetrate information systems and manipulate or disrupt their operations.

 

These sound like similar kinds of operations, but they really aren't. Electronic-warfare specialists may use advanced algorithms to attack enemy networks, but they remain outside those networks, modulating power levels and signal transmissions to achieve desired effects. Cyber warfare specialists actually get inside the enemy's network and use its own software to hijack or deceive it. If cyber warriors are really good at conducting network exploitation or attack missions, adversaries may have no idea their systems have been compromised for years. That sort of delay in enemy situational awareness seldom occurs in electronic warfare, where the effects of an attack are usually obvious to operators within minutes.

 

It makes sense to understand both aspects of network attack when organizing an integrated war plan, because different wartime scenarios will demand divergent responses, and using both approaches in combination will sometimes produce the best effects. However, we are talking about two separate communities of specialists, one of which (electronic warfare) is relatively mature and the other of which (cyber warfare) is still in its infancy. If combining the two in an integrated organization resulted in the more mature specialty dominating development of the more fledgling specialty, that could be disastrous over the long run. Strategic bombardment probably could have ended World War Two much sooner if U.S. Army leaders had applied it without bias rather than bending it to the needs of ground forces (air power proponents wanted to attack refineries and electric grids rather than enemy forces).

 

Thus, what looks like an enlightened organizational move by the Chinese General Staff to combine all the methods of network attack in the same directorate actually could backfire by slowing development and application of new methods. We've seen some evidence in the U.S. that more traditional military communities would like to subsume emerging capabilities within existing institutional frameworks rather than letting them evolve in an open environment. Over the long run, that could undermine America's ability to stay ahead of countries like China. The notion that institutional barriers and "stovepipes" are always a bad thing therefore needs to be reexamined. If the barriers protect an emergent skill-set from bureaucratic empire-builders who would retard or pervert its progress, then maybe they serve a useful purpose. We don't need guys who operate jammers telling cyber warriors how to pursue their craft.

The US Navy has awarded a million cost-plus-fixed-fee advance procurement modification contract to Huntington Ingalls Industries' (HII) Ingalls Shipbuilding division to provide long-lead materials for the 11th San Antonio-class (LPD 17) amphibious transport dock, LPD 27.

 

The advance procurement contract for LPD 27 is the fourth to be awarded to the company, with the first contract awarded in October 2010.

 

Under the latest $70m contract, Ingalls will provide long-lead-time materials including main engines and diesel generators and other equipment such as electrical switchboards, deck equipment and fire extinguishing systems in support of the new ship.

 

Ingalls Shipbuilding LPD programme vice president and programme manager Doug Lounsberry said that the award continues the company's momentum in establishing necessary prep work for the construction of LPD 27.

 

"The award allows our supply chain management to purchase essential equipment so our shipbuilders will be ready to effectively meet our schedule commitments with our Navy customer," Lounsberry added.

 

The 684ft-long, 105ft-wide San Diego-class has a displacement capacity of 24,900t, can accommodate 800 troops and is designed to provide combat support for the US Navy and US Marine Corps.

 

The San Antonio-class LPDs have been designed to provide the navy with sea-based platforms that are networked, survivable and built to operate with modern platforms, such as the MV-22 Osprey and the expeditionary fighting vehicle (EFV).

 

Combat capabilities incorporated onboard the ship include an advanced command-and-control suite, increased in-vehicle lift capability, cargo-carrying capacity and advanced ship-survivability features.

 

LPD 27 will be used to transport and deploy combat and support elements of marine expeditionary units and brigades for amphibious assault, special operations and expeditionary warfare missions.

 

The ship can also transport and deploy conventional landing craft and expeditionary fighting vehicles, augmented by helicopters or vertical take-off and landing aircraft.

 

Work under the contract will be carried out at the company's Pascagoula facility.

 

HII has built and delivered the first six ships in the LPD 17-class to date while an additional four ships are currently under construction.

Oklahoma City OK - The Boeing B-1 bomber aircraft has completed its 10,000th combat mission. The heavy bomber entered service with the U.S. Air Force on June 29, 1985, and has been in nearly continuous combat for the past 10 years. The milestone mission took off from a base in Southwest Asia and was flown in support of operations over Afghanistan before returning to base.

 

"The B-1 brings tremendous flexibility to our nation's defense," said Lt. Col. Alejandro Gomez, mission team lead. "In any mission, the B-1 has the ability to loiter, dash, positively identify targets, show force, and strike targets precisely. Whatever our aircrews are asked to do, they can perform with this aircraft."

 

B-1 crews in Southwest Asia fly a variety of missions, including close air support for troops on the ground, giving them cover and alerting them to threats they cannot see. On-site maintainers keep the fleet ready to fly.

 

"10,000 conventional combat missions for a relatively small fleet of 66 B-1s is a major milestone and a testament to the men and women who built, sustain and modernize the fleet, including the U.S. Air Force, Boeing and our subcontractors," said Rick Greenwell, Boeing B-1 program director. "We continue to draw on expertise and experience from across Boeing to enhance our support of this amazing aircraft."

 

The B-1 bomber has advanced over the years as it is modified for current needs. The aircraft began as a nuclear bomber and moved into a solely conventional role in the 1990s. It carries the largest payload in the Air Force's long-range bomber fleet - during Operation Iraqi Freedom, it dropped 40 percent of all weapons while flying only 5 percent of the sorties.

 

Today's B-1 can carry a mixed load of weapons in each of its three bays. Its long range allows it to base far from the conflict and loiter unrefueled for long periods. Its swept wings allow it to fly fast, slow, low or high as the situation demands.

 

With only four crewmembers required, missions can rapidly be adjusted in flight to keep up with adversaries. The radar and targeting pod can be used for positive target identification and the aircraft can employ a variety of other weapons, including Joint Direct Attack Munitions (JDAMs), Laser JDAMs, Joint Air-to-Surface Standoff Missiles-Extended Range, and BLU-129 warheads.

 

"The B-1 fleet and crews have readily adapted to an ever-changing environment to accomplish this 10,000th combat sortie milestone," said Greenwell. "This aircraft has proven its ability to continue to evolve and be effective well into the future."

Washington DC - Northrop Grumman has installed landing gear and wings on the airframe of the first RQ-4 Global Hawk variant designed for the US Navy's requirement for broad area maritime surveillance (BAMS).

 

At the same time, the company has released new details of the critical new sensor invented for the BAMS mission. The sensor entered flight tests in December.

 

Both events indicate Northrop remains on track to complete first flight of the MQ-4C BAMS aircraft later this year, the company said.

 

The navy plans to buy 70 MQ-4Cs, including five test aircraft, under a nearly $12 billion acquisition programme, with entry into service scheduled in December 2015.

 

The first MQ-4C BAMS aircraft will scan the oceans for maritime traffic with a special radar developed by Northrop called the multi-function active sensor (MFAS).

 

Northrop had previously described MFAS as an electronically-scanned array. The company now adds that the array operates with a rotating sensor with electronic scanning functionality.

 

It can switch between various surveillance modes, including maritime surface search to track surface traffic, inverse synthetic aperture radar (ISAR) to classify ships by type and image-while-scan to interleave ISAR snapshots and high-resolution scans. The MFAS also can search over land using a spot SAR mode for stationary targets and a strip SAR mode for images along a fixed line, Northrop said.

Northrop had previously flight-tested a prototype version of the MFAS sensor (above) during the BAMS competition.

 

Publicly-released images of the prototype and the latest versions of the radar show minor changes to the radome colour and shape, but it was not immediately clear if Northrop had made more significant changes to the array itself.

Alors qu’il annonçait une révision complète des politiques pour les industries spatiale et aérospatiale du Canada, le ministre fédéral de l’Industrie Christian Paradis n’a pas voulu dire si des programmes comme le F-35 feront partie de la réflexion d’Ottawa.


En conférence de presse à l’École nationale d’aérotechnique de Saint-Hubert, le ministre Paradis a martelé que « la décision est prise et nous continuons d’aller de l’avant » quant à l’achat de ces avions de chasse. Il a précisé ne pas vouloir s’attarder à des cas spécifiques pour cette révision des politiques du gouvernement fédéral.


Celui qu’il a choisi pour mener cette réflexion, l’ancien ministre libéral puis conservateur David Emerson, a été plus spécifique. « Il n’est pas question de réévaluer la décision du gouvernement, mais nous allons nous pencher sur la façon dont ces programmes peuvent aider l’industrie aéronautique canadienne », a-t-il déclaré en marge de la conférence de presse.


Ottawa s’est déjà engagé à dépenser près de 9 milliards $ pour acquérir 65 chasseurs F-35 (75 millions $ chacun, plus les armements) fabriqués par Lockheed Martin afin de remplacer ses CF-18 vieillissants.


Selon certains experts, le coût réel de ces aéronefs pourrait être le double de ce qui était initialement prévu.


Pendant ce temps, plusieurs pays réduisent leurs promesses d’achat de F-35, invoquant des motifs économiques. Ottawa s’était engagé à en acquérir puisqu’il fait partie du consortium international derrière sa conception, avec les États-Unis, le Royaume-Uni, la Norvège, le Danemark, les Pays-Bas, la Turquie et l’Australie.


Habituellement, ce type de commandes par Ottawa vient avec un engagement du fournisseur à verser un montant précis de retombées économiques dans le pays acheteur sur une période de 20 ans. Dans le cas du F-35, cette entente n’a pas été conclue avec Lockheed Martin.


Par contre, des manufacturiers canadiens devraient faire partie de la chaine d’assemblage de ces chasseurs.


Le contrat d’achat des F-35 a été effectué sans appel d’offres.

ORLANDO, Fla. | Secretary of the U.S. Air Force Michael Donley highlighted the service's need to continue future modernization plans during remarks to approximately 400 Airmen, industry officials and Air Force Association members Feb. 24 here.

 

Donley spoke on the second day of the Air Force Association's 2012 Air Warfare Symposium and Technology Exposition, telling attendees the Air Force must recapitalize needed capabilities despite fiscal challenges.

 

"We made some hard choices to closely align our FY13 budget submission with the new (Defense Department) strategic guidance," he said. "Even as budgets decline, we must still provide the essential force structure and capabilities on which the Joint Force depends, and be ready to respond to a challenging and dynamic security environment.

 

"Yet, the new strategic guidance also requires continuing modernization, both to recapitalize aging systems and platforms and to address the proliferation of modern technologies and threats," Donley said.

 

To meet this requirement, the secretary said service leaders determined that the Air Force's best course of action is to trade size for quality.

 

"We will become smaller in order to protect a high quality and ready force, that will continue to modernize and grow more over time," he said. "In this decision, we sought the proper balance between today's Air Force and meeting the immediate needs of combatant commanders, while also laying the groundwork for the Air Force our nation will need ten years from now and beyond."

 

While the fiscal 13 budget proposal slows the pace and scope of modernization, Air Force officials took measures to protect programs that are critical to future warfighter needs as outlined in the new strategic guidance, Donley said.

 

He said these programs include the Long Range Strike bomber; the KC-46A refueling tanker; key space programs such as Space-Based Infrared System and Advanced Extremely High Frequency satellites, as well as follow-on GPS work; advanced intelligence, surveillance and reconnaissance; and initiatives related to the Air-Sea Battle concept.

 

Building fifth-generation fighter capabilities is also critical, Donley. said

 

"We remain fully committed to the F-35 (Lightning II joint strike fighter)," he said. "This is the future of the fighter force, not only for the Air Force, Navy, and Marine Corps, but for about eleven other air forces as well. The F-35 remains the largest single Air Force program, accounting for nearly 15 percent of our total investment."

 

The secretary said that one of the keys to successful modernization within the Air Force is an effective acquisition process.

 

"Recapturing acquisition excellence has been a top priority for the Air Force, and in the last few years we have made important progress in....revitalizing the acquisition workforce, improving our requirements generation process, instilling budget and financial discipline, improving source selections, and establishing clear lines of authority and accountability within our acquisition organizations," he said.

 

There is renewed emphasis in the Air Force on linking requirements and acquisition to ensure better understanding of capability, cost, and cycle time in decision making, and a continuing effort to simplify how the services does business, he said.

 

Donley told the audience that maintaining momentum in critical modernization programs while budgets are declining will be difficult. However, there is a compelling need to invest in next-generation, high-impact systems so that the Air Force can continue to provide the capabilities on which the nation relies, he said.

 

"Our systems are growing older and new technologies are being fielded in regions of critical interest, by state and non-state actors alike, diminishing our marginal advantages," Donley said. "Modernization, as challenging as it is in this resource constrained period, will not wait and remains essential to maintaining U.S. advantages in contested air, space and cyber domains."

 

Donley concluded by saying that Air Force senior leaders, to include Air Force Chief of Staff Gen. Norton Schwartz, are determined to ensuring today's Air Force and its Airmen remains the world's best.

 

"General Schwartz and I feel deeply that our leadership team has inherited the finest Air Force in the world," he said. "It's one that was built over decades, passed down from one generation to the next.

 

"It's our obligation to keep it that way going forward, so that our joint and our coalition partners know that they can count on the Air Force to deliver the capabilities that we need together to meet future security challenges," he said.

General Dynamics Electric Boat has been awarded an $8.3 million contract modification by the U.S. Navy to procure components for Virginia-class nuclear-powered attack submarines. Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD).

 

Under the contract modification, Electric Boat will procure material for the construction of Advanced Integrated Low Pressure Electrolyzers used on Virginia-class submarines.

 

The lead-yard services contract being modified has a potential cumulative value of $881 million through 2014 if all options are exercised and funded.

The U.S. Navy has exercised contract options funding the construction of the eighth and ninth Joint High Speed Vessel (JHSV), as part of a ten-ship program potentially worth over US$1.6 billion. The construction contract for these vessels is valued at approximately US$321.7 million.

 

Austal USA’s President and Chief Operating Officer Joe Rella commented “The Navy's growing confidence in Austal and the JHSV program becomes more evident with each new contract award. Austal will continue to reward our customer with improved efficiency evidenced in our continued on-time delivery of high-quality, affordable ships.”

 

As prime contractor, Austal was awarded the construction contract for the first 103-meter JHSV in November 2008, with options for nine additional vessels between FY09 and FY13. The Austal JHSV team includes platform systems engineering agent General Dynamics Advanced Information Systems who is responsible for the design, integration and test of the ship’s mission systems, including internal and external communications, electronic navigation, and aviation and armament systems.

 

Austal received authorization from the Navy to start construction on the first vessel of the contract, USNS Spearhead (JHSV 1), in December 2009 after completing the rigorous design in a 12-month period. USNS Spearhead is scheduled for builder’s sea trials in early March. Choctaw County (JHSV 2) is taking shape in Austal’s final assembly bay and modules for JHSV 3 are being constructed in the Module Manufacturing Facility; official keel laying is scheduled for April 12.

 

Austal USA employs over 2,600 highly qualified shipbuilders, engineers and support staff and is steadily growing towards 4,000 employees. Austal also recently christened a second Independence-variant 127-meter Littoral Combat Ship (LCS) for the U.S. Navy, Coronado (LCS 4), which is preparing for builder’s trials. As prime contractor, Austal received a U.S. Navy contract for construction of up to an additional 10 Littoral Combat Ships, including Jackson (LCS 6) and Montgomery (LCS 8), to be appropriated in the following five years, with a total value in excess of $3.5 billion. Once commissioned, these 10 ships will join the Austal-built USS Independence (LCS 2) which was commissioned in January 2010.

FORT LAUDERDALE, Fla. — After successfully completing operational demonstrations, Lockheed Martin’s penetrating radar capable of detecting objects that are buried, camouflaged or concealed under dense foliage was deployed to support U.S. Southern Command (SOUTHCOM).

 

Lockheed Martin’s Tactical Reconnaissance and Counter-Concealment-Enabled Radar, TRACER, will support SOUTHCOM missions in counter-terrorism, humanitarian assistance and disaster relief operations.

 

“We welcome the opportunity to continue to support SOUTHCOM’s mission,” said Jim Quinn, vice president of C4ISR Systems with Lockheed Martin IS&GS-Defense. “As our foliage penetration system has for many years, the TRACER system stands ready to serve and deliver SOUTHCOM with unique actionable intelligence products 24/7, 365 days of the year, day or night.”

 

TRACER is a light weight, low-frequency synthetic-aperture radar that can peer through foliage, rain, darkness, dust storms or atmospheric haze to provide real-time, high-quality tactical ground imagery. Prior to this deployment, TRACER successfully completed more than 160 flight tests on manned and unmanned platforms. For its SOUTHCOM mission, TRACER will operate on a U.S. Army C12 aircraft.

 

TRACER replaces Lockheed Martin’s operationally proven foliage penetration (FOPEN) system, which has completed more than 1,400 flights since going operational in 2005. While smaller and more lightweight than FOPEN, TRACER’s system design still incorporates all the capability of its predecessor, which uses an advanced detection capability to suppress background clutter. The dual band (VHF/UHF) capability increases target discovery over a variety of terrain and concealment scenarios to reveal positions of mobile and stationary targets.

 

There are currently four qualified TRACER systems available for deployment on manned or unmanned platforms. TRACER was developed for the U.S. Army’s Intelligence and Information Warfare Directorate, based at Aberdeen Proving Grounds, Md.

Ottawa - Le Canada organisera une réunion à Washington la semaine problème afin de discuter des problèmes entourant le programme d'achat controversé des chasseurs furtifs F-35.

 

L'annonce de cette rencontre survient alors que le ministre de la Défense nationale, Peter MacKay, et le chef d'état-major de la Défense, Walt Natynczyk, réaffirmaient vendredi que les plans d'Ottawa n'avaient pas changé et que l'aviation royale canadienne serait équipée de nouveaux chasseurs F-35.

 

Selon certains experts, le coût réel de l'avion pourrait être le double de ce qui était initialement prévu. Le Canada est membre du consortium international qui est derrière la conception et la fabrication du F-35 et qui comprend aussi, outre les États-Unis, le Royaume-Uni, la Norvège, le Danemark, les Pays-Bas, la Turquie et l'Australie.

 

Le Canada tentait, depuis un certain temps, d'organiser une réunion avec des pays alliés avant de rencontrer le constructeur Lockheed Martin vers la fin du mois de mars.

 

Une source bien placée au sein du ministère de la Défense a confirmé vendredi que deux journées de négociations doivent avoir lieu jeudi et vendredi à Washington. Les pourparlers se tiendraient à l'ambassade du Canada aux États-Unis.

 

Ottawa a proposé la tenue de cette réunion «pour discuter de dossiers communs», a indiqué la même source, qui n'avait pas l'autorisation de se prononcer publiquement sur la question.

 

En prévision de ces rencontres, Peter MacKay et Walt Natynczyk ont profité d'un grand rassemblement auquel prenaient part des responsables de la défense, des experts, des diplomates et des hommes d'affaires afin de réitérer l'intention du gouvernement d'aller de l'avant dans ce dossier.

 

M. MacKay a ajouté que le gouvernement Harper ne paierait pas un cent de plus que la somme de 75 millions de dollars US par appareil prévue au budget. Le Canada entend se porter acquéreur de 65 de ces chasseurs furtifs, un contrat de près de 4,9 milliards.

 

«Nous avons été clairs à l'effet que nous respecterons ce budget», a dit le ministre lors du discours qu'il a prononcé dans le cadre du rendez-vous annuel de l'Institut de la conférence des Associations de la Défense.

 

«Et nous offrirons à nos hommes et à nos femmes les meilleurs appareils possible, qui sont, selon moi, les F-35 Lightning de cinquième génération», a-t-il lancé, provoquant un tonnerre d'applaudissements.

 

Plusieurs experts estiment qu'il ne sera pas possible d'obtenir les appareils à ce prix alors que le controversé programme de mise au point de l'appareil, qui sera construit par le géant américain Lockheed Martin, en est à sa troisième restructuration.

Pentagon wants $100 million extra to be prepared for a war with Iran. The money, requested from the Congress, is to beef up US military presence in the Persian Gulf and rapidly upgrade weapons to more effectively combat Iranian armed forces.

 

US Central Command, which oversees American forces in the Gulf region, wants them prepared to defeat the Iranian fleet and shore artillery. They also want additional drone capabilities and mine swiping equipment to clear the Strait of Hormuz, should Iran act to set mines there as it threatened to, reports The Wall Street Journal.

 

As part of the push, US spec-op team stationed in the United Arab Emirates has also been ordered to be prepared to take parting in military action in the region, the newspapers says citing defense sources. The unit is currently training elite forces of the UAE, Bahrain, Kuwait and other US allies in the region.

 

The Pentagon submitted the request for extra funding on February 7, saying it is needed "bridge near-term capability gaps" in the Persian Gulf. The request is yet to be made officially public after lawmakers review it.

 

It comes on top of changes made last summer that provided Central Command with about $200 million for additional upgrades, some of which could be used in areas outside the Gulf region. The earlier request asked money for a torpedo defense system, airborne anti-mine weapons and new cyber weapons. It was approved by the Congress.

 

The Iranian Navy deploys relatively small fast-moving heavily armed vessels. US naval forces have been made to fight against larger targets and may lag in efficiency against Iranian, American military planners believe. To close the gap, US warships would need to be equipped with rapid-fire machine guns, anti-tank weapons and smaller caliber guns.

 

The planned upgrade comes on top of the nearly $82 million program to improve the Massive Ordnance Penetrator, the largest bunker-buster bomb deployed by the Pentagon. The weapon may be used against Iranian fortified sites, but some experts believed the bomb would not be good enough to destroy those.

 

Tension has been building rapidly over the months over Iranian controversial nuclear program. The US and its allies accuse Tehran of secretly developing a nuclear weapon under the guise of civilian research, an allegation the Islamic Republic denies. There is no conclusive proof of the allegation, and even US intelligence doubts Iranian nuclear ambitions. Nevertheless, the US and the EU issued sanctions against Iranian oil exports in a bid to put leverage on the country.

 

There is speculation that Israel may launch an attack on Iranian military facilities in a pre-emptive strike. Tehran threatened to respond with military force against such an attack. It also said in case of a conflict it would block the Strait of Hormuz, through which some 20 per cent of all world’s traded crude passes.

The U.S. Air Force still has impressive plans for the future, including tying space and cyber operations more tightly into its intelligence, surveillance and reconnaissance (ISR) operation. Driving that decision is the statistic that more than 90% of cyber intrusions are actually intelligence-gathering efforts.

 

However, near-term initiatives are showing a negative impact on ISR due to falling defense budgets and operational reassessments, particularly in a post-Afghanistan period. Concerns are now focusing on how to conduct operations in less-permissive airspace where a foe employs anti-access and aerial denial (A2AD) weapons and sensors.

 

A critical eye is being cast on the value of high-altitude, long-dwell ISR platforms, for example.

 

“Does more altitude buy you survivability, or does persistence provide a radical improvement in the ability to collect intelligence?” says Lt. Gen. Larry James, the Air Force’s deputy chief of staff and former director of signals intelligence for the National Reconnaissance Office. “I don’t think we know the answer.”

 

The Air Force will also examine the usefulness of small, unmanned aircraft in the more lethal A2AD world.

 

“Do nano or swarming remotely piloted aircraft buy you anything in that environment?” James says. “Those are things we’ll have to sort out.”

 

New decisions and studies already involve the Global Hawk, special missions aircraft, U-2s, airborne radar, ISR bases and next-generation unmanned aircraft programs. The need to field a stealthy aircraft that can both penetrate enemy defenses and persist in the battlespace for a long period appears to be receding for now.

 

“We may be able to penetrate, but not stay long,” James predicts. “There may be other systems that can stay on in the area [that include space and cyber tools]. Or maybe I improve my sensors so that I can standoff outside the threat. I don’t necessarily think all of those things need to be combined in one platform. I’d say we’re at the early stages of looking at new technologies like hypersonics for ISR platforms, [but] the technology is not there yet.”

 

The plan to develop a stealth unmanned aircraft, the MQ-X, has dropped out of the budget.

 

“The Navy is developing capability in that domain,” James says. “We want to see how that plays out before we make any decisions on next-generation platforms. The Predator C Avenger is a platform we intend to use for test and evaluation.”

 

Those inputs and a series of upgrades to the already operational Reaper unmanned aircraft will guide decisions on new-start programs.

 

Ground Moving Target Indicator technology for the E-8C Joint-Stars airborne radar and Global Hawk block 40 programs will continue and impact fiscal 2014 budget plans. In addition, extra attention will be paid to special mission aircraft in the Air Force’s 55th Wing, which includes RC-135 Rivet Joint, Cobra Ball and Combat Sent.

 

“There is an analysis of alternatives-like activity to look at those special missions to determine the best solutions for airframes and sensors,” James says.

 

Sensor mix

 

The decision to terminate the Global Hawk block 30 program and extend the life of manned U-2 aircraft is still reverberating in the Pentagon. There is no connection between that decision and the loss of a stealthy RQ-170 in Iran, James says. The primary factors were performance and cost.

 

“In the last year, the Joint Staff changed the high-altitude requirements for the U-2 and Global Hawk,” James says. “Based on that, the U-2 can meet the requirement for capabilities.

 

As to the sensor mix, the U-2 performance is better in the electro-optical and infrared [slices of the electromagnetic spectrum] and the capacity to get signals intelligence off the bird is better. It was a fiscal decision. We could invest in the U-2 and save dollars by terminating Global Hawk.

 

“The U-2 is viable into the 2020s and well beyond,” James says. “We are in the middle of upgrading the cockpit so it will have pressurization. That avoids things like pre-breathing.” New capabilities, like a hyper-spectral sensor to scan new parts of the spectrum for data, also are planned.

 

However, no one has yet figured out what to do with the newly built Global Hawk facilities.

 

“We have facilities in Guam and Italy, and frankly we’re in the middle of planning how to remove those assets and what the status of the bases will be,” James says.

Fort Lauderdale, USA - The US Army Rapid Equipping Force (REF) has added two new small UGVs to the range of small unmanned ground systems it is exploring for service application. Examples of systems explored by the REF that are already in the field include the Small Unmanned Ground Vehicle (SUGV) 310 from iRobot and the Recon Scout XT ‘throwbot’ from Recon Robotics.

 

In addition to those systems, the REF used the venue of AUSA Winter 2012 Winter to highlight its exploration of two new platforms, dubbed Project RHEX and Project Sand Flea. Both systems are being explored for their observation and surveillance capabilities.

 

Developed by Boston Dynamics, Project RHEX features a low rectangular platform with six ‘flipper’ mobility, allowing the waterproof system to move through a wide range of harsh tactical environments. Videos in the REF exhibit area showed clear utility in storm drains, where the system is able to turn around in very confined spaces and its light / camera system could provide operators with exceptional surveillance capabilities in these environmentally hostile settings.

 

Sand Flea was developed by the Defense Advanced Research Projects Agency (DARPA) and Sandia National Laboratories. The system’s most unique design feature is the ability to leap on top of  1 – 2 story building (current design is capable of an 8 meter leap). Future REF explorations will likely consider system potential in other tactical scenarios, including hopping over walls or fences.

Fort Lauderdale, USA - Speaking AUSA Winter 2012, Army Chief of Staff Gen Raymond Odierno reiterated his support and shared his vision for the Ground Combat Vehicle (GCV) programme.

 

‘The Ground Combat Vehicle is a replacement for the Infantry Fighting Vehicle,’ he explained. ‘Why do we need that? Well, first of all, as we’ve done the analysis over the last seven or eight years with Bradley, first it hasn’t done very well surviving. In fact, of all of our combat platforms we’ve lost more Bradleys than any other combat platform. We haven’t used a Bradley in five years. So it has some survivability issues.’

 

He continued, ‘The Stryker – We had to put so much weight on the Stryker right now that we can’t get it off the darn roads.’

 

‘So we’ve got a problem with our infantry fighting vehicles,’ he said. ‘The GCV is us trying to solve that problem. Everybody seems to say that GCV is going to be a heavy infantry fighting vehicle. I don’t know that. I’m not committed to that. The way we set this up is that we have two contractors that are now conducting some analysis on how to build a GCV. Then at the end there will be other vehicles off the shelf that we will bring in to compare to it – to include a more improved Bradley and Stryker. And we will decide where we are going to go.’

 

‘This is about an infantry fighting vehicle – it’s about survivability and mobility, and the tradeoff between the two. I want a system where we have flexibility; where I get to choose how much survivability we put on – the commander on the ground gets the opportunity to choose how much mobility and how much survivability he needs. I want a system that we can incrementally improve, where we can incrementally add technologies in order to improve it, so as we go forward I don’t have to buy a new infantry fighting vehicle; I can incrementally improve it; like we did with the M1 tank back in the 1970s. It’s still the best tank in the world in 2012, because of the incremental improvements we were able to make with the technologies as they became available,’ he said.

 

‘I’m not dreaming about technologies that aren’t out there,’ he observed. ‘What I’m depending on is that every few years we continue to develop new technologies that we will be able to add on to our key systems – and that’s key as we move forward.’

Northrop Grumman has announced that the Battlefield Airborne Communications Node (BACN) has been demonstrated during the US Army's Network Integration Evaluation (NIE) 12.1 at White Sands Missile Range, N.M., and Fort Bliss, Texas. During the exercise the BACN displayed its tactical airborne networking potential to fill certain communications capability gaps.

 

Northrop Grumman developed and delivered a ground communications gateway capability for evaluation at NIE 12.1, a step toward deploying the BACN gateway on an Army airborne platform. BACN now flies aboard a number of US Air Force platforms, integrating a variety of communications systems deployed in support of US and coalition forces in Afghanistan. At NIE, the Army is investigating whether Army controlled air assets equipped with the BACN capability could fill specific command, control and communications gaps.

 

During the NIE 12.1 exercise, the BACN gateway controlled, integrated and cross-banded most of the Army's current and emerging waveforms. Newer waveforms – including the Wideband Networking Waveform (WNW), Soldier Radio Waveform (SRW), Highband Networking Waveform (HNW) and Advanced Networking Wideband Waveforms – were integrated into the BACN payload based on Army requirements and mission threads under evaluation at NIE.

 

BACN provided a way to integrate and cross-band these new waveforms with legacy tactical data links and radios – including Single Channel Ground and Airborne Radio System, Land Mobile Radio, Enhanced Position Location Reporting System, Situational Awareness Data Link and Link-16 – using a single, common-management capability.

 

For the NIE 12.1 deployment, the BACN payload was contained within Northrop Grumman's Command and Control Network Gateway Center (C2NGC), a mission-control element housed in an ISO standard form factor. The C2NGC contains the entire mission-support infrastructure to sustain deployed operations for one or more airborne BACN payloads and provides a ground gateway capability for terrestrial radio networks, including WNW, SRW, HNW and 802.11x-based mesh networks.

 

During NIE 12.1, some 3,800 soldiers from the 2nd Brigade, 1st Armored Division, Fort Bliss, Texas, field tested new technologies in a near-combat, fully integrated environment. By synchronizing and streamlining the evaluation and feedback process, the Army expects to send better products more quickly to the field.

Fort Lauderdale, USA - Navistar and DRS Technologies combined capabilities to break multiple logistics paradigms with a new platform application and onboard power generation design  at AUSA Winter 2012.

 

Under the theme of ‘revitalising existing assets for a new mission,’ Gordon Wolverton, director of MaxxPro programmes at Navistar Defense offered an overview of the company’s new MaxxPro Utility Truck.

 

‘When you stand back and look at it you have basically a fully armored MRAP protected vehicle with up to a seven ton payload capability,’ he explained, adding that the lineage behind the design can be traced to the company’s recent contract award for 2700 ‘rolling chassis.’

 

‘Those are to go upgrade the MaxxPro base,’ he said. ‘And the result of that is you will have a refurbished MaxxPro base with independent suspension capabilities. But you also have the leftover residual chassis – in particular chassis like this one, which is a beam axle. Some of the old chassis should be discarded but others still may have life in them. So the question we keep getting involves what to do with those “somewhat good” chassis.’

 

He continued, ‘Our suggestion is the Utility Truck. And what we did is basically re-apply the building blocks of the MaxxPro family. We take the chassis; that’s the cab from our recently-sold wrecker; that’s a flatbed from the commercial world; and now you have a 7-ton pickup truck with full armored protection.’

 

In addition to the flatbed design, other concepts range from engineer contact vehicle to lightweight wrecker. The MRAP level protection cab could also be replaced with a commercial unarmored cab design if that more closely met user requirements.

 

‘And that value proposition would cost roughly 1/3 of the cost of a new vehicle,’ Wolverton said. ‘So we can repurpose / re-mission a vehicle and now we have a whole new avenue with MRAP level protection.’

 

Further expanding on the logistics significance of the prototype design was an exportable power generation capability that had been integrated inside the Allison 3000-series transmission.

 

The system can provide up to 120 kW of power with specific outputs customisable to meet specific user applications.

 

‘From the vehicle integration side it’s wonderful for me, because most onboard power generation designs are “pancaked” between the flywheel and the transmission, which starts to alter the driveline. But with integrated inside the transmission this I can take the old transmission out and put the new transmission in with no further modifications to the driveline. That’s huge – because vehicle integration is now much, much simpler. And I can do this on any of my MaxxPro family.’

 

The utility truck with power generation capability is being offered by the companies as a candidate for system under evaluation at Network Integration Evaluation (NIE) 13.1.

 

‘We’re also offering to install one of these systems into a government-provided MaxxPro Dash,” Wolverton added.

WASHINGTON — Investment in space programs was a priority in this year’s Air Force budget, according to Undersecretary of the Air Force Erin Conaton.

 

Air Force leaders sought to sustain and modernize the capabilities that enable the service to support the Department of Defense’s new strategic guidance, Conaton told reporters during a media roundtable Feb. 17 in the Pentagon.

 

The U.S. military continues to rely heavily on Air Force space programs for a wide variety of activities that allow the military to be effective on the battlefield, she said.

 

As the Air Force went into the current budget cycle, she said, Air Force leaders were committed to aligning the service with the new DOD strategic guidance released Jan. 5, which included protecting programs in the budget that support main Air Force mission areas such as space.

 

“You see space highlighted in a variety of parts of the (DOD) strategy as critical to the full variety of missions that we take on, from the counterterrorism fight on the low end to the anti-access, area-denial challenge on the high end,” she said.

 

Conaton said that key capabilities such as missile warning, satellite communications, launch and space situational awareness were protected in this year’s budget to ensure continued support to warfighters and space operations around the globe.

 

Addressing the reduction in overall funding levels for the fiscal 2013 space program budget over last year, the undersecretary explained that this was due to four reasons.

 

“First, a lot of our programs have moved out of the developmental phase and are in production at this point,” Conaton said. “Obviously, that has a different funding profile.

 

“Second, our partners in Congress were incredibly generous in helping to robust the Wideband Global Satellite communications program, which allowed us to not have to fund additional satellites in that program this year,” she said.

 

Third, Congress decided to terminate the Defense Weather Satellite System program, so funding for that was no longer needed in the fiscal 2013 budget, Conaton said.

 

And lastly, she said, the Air Force had to make some hard budget decisions on what areas could be scaled back or cut from the space program.

 

“When we looked at things like the Satellite Modernization Initiative line … we had to take some reductions there,” she said. “The department also decided to go a different path in terms of how we deal with operationally responsive space and to no longer use a stand-alone ORS program.”

 

Conaton also addressed the Air Force’s acquisition strategy for space.

 

“We continue with our Efficient Space Procurement program, which includes what we called (Evolutionary Acquisition for Space Efficiency) last year,” she said. “So block buys of satellites, fixed price contracts, continued investment in research and development, and a modified funding profile through advanced appropriations over multiple years.”

 

She said the other area that the Air Force is spending a lot of time on right now is launch, which has become increasingly expensive.

 

“The Department of the Air Force, along with our partners in the (National Reconnaissance Office) and in NASA, are committed to finding a way to get the best deal for the taxpayer, recognizing that launch continues to be at the core of what we do in the space business,” Conaton said.

Raytheon Integrated Defense Systems, Sudbury, Mass., is being awarded a $106,454,603 modification to previously awarded contract (N00024-09-C-5111) for the production of two AN/SPY-1(D)V radar transmitter groups and one missile fire control system MK 99 Mod 14 in support of DDG 116 and a AN/SPY-1(D)V radar transmitter group for Aegis Ashore Missile Defense System Host Nation 1.

 

Work will be performed in Andover, Mass. (80 percent); Sudbury, Mass. (15 percent); and Portsmouth, R.I. (5 percent). Work is expected to be completed by September 2017. Contract funds will not expire at the end of the current fiscal year.

 

The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Although now 40 years old, the USAF's A-10 Thunderbolt ground attack and close air support platform may be about to gain a new lease of life.

 

Plans have been unveiled that would see this potent combat aircraft relaunched as a Unmanned Aerial Vehicle through the US Defense Advanced Research Project Agency's (DARPA's) Persistent Close Air Support programme.

 

Spearheaded by Aurora Flight Sciences, the PCAS programme will integrate into the UAV concept the capabilities that have kept the A-10 at the peak of ground attack operations over the past four decades.

 

Unmanned A-10

 

"Aurora's selection by Raytheon to develop critical air vehicle technologies for the DARPA PCAS program is a major step in our relationship, which began with the Unmanned Combat Air Vehicle and Loiter Attack Missile programs in the 1990s", Aurora Flight Sciences' CEO and President, John Langford, explained in a company statement on the unmanned A-10 programme.

 

"We are looking forward to working closely with Raytheon on a wide range of unmanned systems technologies in the future."

 

Aurora's role in the PCAS unmanned A-10 programme will involve developing technologies that can significantly lower the timescale involved in close air support missions through better tying-up the elements involved, including weapons systems, airborne sensors and controllers on the ground.

 

A-10 Close Air Support Programme

 

Besides Aurora, other firms involved in the unmanned A-10 close air support programme include GE Aviation and Rockwell Collins.

 

Developed by Fairchild-Republic, the A-10 first flew in 1972 and differs from other designs of the period in drawing on turbofans, rather than afterburning jet engines. These turbofans, mounted on the rear fuselage just ahead of the tail surfaces, give the A-10 a unique and instantly recognisable appearance, while its main armament is the General Electric GAU-8/A Avenger seven-barrel cannon, which has a rate of fire of 3,900 rounds per minute.

 

USAF A-10s made their combat debut in the 1991 Gulf War, going on to participate in the Kosovo Conflict and, more recently, Operation Iraqi Freedom.
