L'armée de terre US a annoncé mardi soir les noms des quatre sociétés et celui d'un organisme du Pentagone qu'elle a retenus pour développer un nouveau (encore un autre... !) type de camouflage. Les camouflages proposés par ces cinq finalistes vont être testés tout au long de l'année. A l'issue, l'US Army engagera une analyse sur les coûts. Puis devra décider si le jeu en vaut la chandelle...

Boeing is set to deliver four Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS) intelligence gathering aircraft to the U.S. Army in December, a company official said Jan. 11.

With a contract award last June, Boeing is obliged to deliver an operational aircraft within 18 months, said Waldo Carmona, Boeing's director of networked tactical intelligence, surveillance and reconnaissance (ISR).

"We have an 18 month contract to deliver four aircraft, fully integrated and tested to deploy, by December 2012," he said. "I tell you firmly today, that we're on schedule to go do that."

According to Carmona, the Boeing team has an internal target to beat that delivery date.

Dan Goure, an analyst at the Arlington, Va.-based Lexington Institute, said that he was impressed at how quickly the program is proceeding.

"This was quite amazing in the sense of how fast they were able to get a program of record up, moving and, now, the first four vehicles in the field," he said. "It's quite impressive."

To make sure the company delivers on time, Boeing has purchased a Hawker-Beechcraft King Air 350ER which it will modify to aerodynamically match the actual EMARSS aircraft, said Carmona.

The modified aircraft will have an extended nose where the operational plane would have its retractable electro-optical infrared (EO/IR) camera ball and it would have all of the antennas mountings of the real thing.

"From an external configuration, our risk reduction prototype is going to look just like the real airplane," Carmona said.

The prototype will fly in May, said Carmona. He said he hopes the aircraft will be FAA certified by no later than early June.

"That's one of the reasons that will allow us to meet the schedule," he said, adding that the FAA certification will simplify testing for the Army when it receives the first aircraft.

Simultaneously, a Joint Integration Test Facility operated by Boeing and the Army will test the intelligence gathering hardware and software in a lab in Aberdeen, Md. The lab facility will also look at future upgrades to the system, Carmona said.

Flight testing with all of the hardware and software onboard the aircraft will happen later this year after the FAA certification is completed.

Once airborne developmental testing is done, the four EMARSS aircraft will be sent to Afghanistan for limited user trials, Carmona said. In essence, operational testing will be during real-life combat missions.

"The whole plan is to put it in a real environment and assess its capability," he said.

While the EMARSS is not a revolutionary leap in capability, it does offer better performance than older aircraft like those used by the Army Task Force ODIN or the Air Force's MC-12 Project Liberty planes, said Goure.

"It makes absolute sense in the long-run to now put together a program of record that gets you everything you want, replaces the existing aircraft and lasts 25 years," he said. "It's a substantial improvement in capability and maintainability."

Carmona said that in addition to its powerful Wescam 15 EO/IR camera, EMARSS will carry a signal intelligence and communication intelligence payload. It also carries line-of-sight and non-line-of-sight high bandwidth data-links and can link to the Army's Distributed Common Ground System (DCGS-A). There are provisions for three intelligence analyst stations onboard, one of which can be configured for special mission packages. The EMARSS has provisions to carry 400 pounds of special intelligence payloads that are not part of the regular aircraft suite, Carmona said.

In the cockpit, the pilots are afforded a Situational Awareness Data-link (SADL) display, which enables the aviators steer the aircraft onto the crew's intended quarry.

Despite the weight, drag and power requirements, the aircraft will have seven hours of endurance, Carmona said.

Currently, the Engineering Manufacturing Development (EMD) contract is for four aircraft only, Carmona said. The Army has a requirement for 36 production planes, but the money for those planes is not in the budget.

The EMARSS program's budget has been caught in a political battle between the Army and the U.S. Air Force, said Goure.

"The issue here is politics," Goure said. "The Army essentially zeroed this out of the [Program Objective Memorandum] because it was afraid that, like on the C-27s, that it was going to put up the money, the program was going to go to the Air Force and the Air Force would just walk away with the money."

The problem will persist until the Pentagon sorts out who runs manned tactical airborne ISR, Goure said. Moreover, the Air Force is not willing to guarantee the availability of the aircraft to the Army whenever it asks because it manages assets across the entire theatre of operations, Goure said. Logically, the mission should be part of Army's repertoire, he said.

"It's a fundamental issue of how you manage tactical ISR," Goure said.

The Army needs to push for the EMARSS program to prove that it can successfully acquire and manage a program properly and in less than a 10-year span, Goure said.

"You need a win," Goure said. "Why would you pick this program to torpedo?"

Goure noted that EMARSS is amongst the most successful of Army procurement efforts in terms of execution, budget and timeliness.

Carmona said hopes to convince the Pentagon of the value of the EMARSS by demonstration just how good the aircraft really is over Afghanistan. A Milestone C decision on whether the Army will ultimately buy the plane is expected in the first quarter of 2013, he said.

The Boeing Company has received a U.S. Army contract valued at approximately $370 million for 14 CH-47F Chinook helicopters to support Foreign Military Sales efforts. The aircraft will be delivered to the U.S. Army beginning in 2014; all but one are intended for Australia and the United Arab Emirates.

“This new aircraft sale brings our Chinook backlog to more than 200 aircraft for both domestic and international customers worldwide,” said Leanne Caret, H-47 Programs vice president. “Boeing’s recent $130 million investment to create a world-class Chinook manufacturing facility near Philadelphia means we are well positioned to respond to this demand.”

Seven of the new Chinooks will be delivered to the Australian Defence Force and six aircraft will be delivered to the United Arab Emirates under the terms of a previously announced Foreign Military Sales agreement between the U.S. government and the two countries. One additional aircraft is to be delivered to the U.S. Army to fulfill its own requirements.

“This sale is indicative of the tremendous interest from customers around the world who need best-in-class, multirole heavy-lift capabilities for military and humanitarian missions,” Caret added.

The H-47 program is at the midpoint of executing a multiyear contract for 191 CH-47F Chinook aircraft that was awarded in August 2008 and originally valued at $4.3 billion. In November, Boeing submitted a proposal to the U.S. government for a second multiyear contract for 155 Chinooks for the U.S. Army. This second five-year, firm fixed-price proposal would provide the Army with close to the full complement of 464 Chinooks outlined in the Department of Defense program of record and would yield double-digit percentage savings over a single-year procurement strategy. A decision is expected early next year.

Since completing the first CH-47F production aircraft in August 2006, Boeing has trained and equipped eight U.S. Army units and is in the process of equipping the ninth. Six units have completed deployments in Iraq and Afghanistan, where the helicopter has logged nearly 70,000 flight hours and maintained an operational readiness rate of more than 85 percent conducting air assault, transport, medical evacuation and support operations.

There are more than 450 Chinooks in operation with military forces in 17 countries around the world. International operators include Japan, United Kingdom, Italy, Netherlands, Australia, Canada, Thailand, Taiwan, Greece, Korea and Spain.

CACI International Inc announced today that it has been awarded a $22 million task order under the Global Battlestaff and Program Support (GBPS) prime contract to support the U.S. Special Operations Forces Planning, Rehearsal and Execution Preparation (SOFPREP) effort. This five-year (one base period with four option periods) award will provide modeling and simulation data for a variety of Special Operations Forces (SOF) rotary and fixed-wing aircraft and other specialized vehicles. CACI’s approach to this work will enhance the U.S. Special Operations Command’s (USSOCOM) capability to conduct critical training more efficiently and to more thoroughly prepare our forces for operational missions.

SOFPREP produces and maintains 3D scene visualization databases and enhanced geospatial data (maps, imagery, and terrain) for SOF simulators in USSOCOM with personnel and facilities located at Hurlburt Field, FL and Fort Campbell, KY. With the new contract, CACI will provide databases in a variety of formats for SOF simulators, and establish and manage a data center to store and archive information. The data in this extensive repository can be accessed throughout the entire USSOCOM community.

Several factors were key to this strategically important win. The CACI team applied its extensive experience in the modeling and simulation and geospatial intelligence arenas to expand and improve SOFPREP capabilities. And, it offered technological enhancements that will enable SOFPREP to better support Special Operations forces.

OTTAWA – Le ministère de la Défense nationale a confirmé que du matériel lui a été volé, mais a insisté sur le fait que des munitions, des armes ou des uniformes n'ont pas été dérobés à l'intérieur des conteneurs.

En ouvrant les conteneurs au port de Montréal venant de l'Afghanistan, et ayant transité par le Pakistan, l'armée a constaté que des items avaient disparu, dont «des tuiles, des outils et des tentes». Plus de dix conteneurs auraient été pillés.

«Dans certains cas, le matériel manquant a été remplacé par des roches ou d'autres objets au poids semblable de sorte que le vol ne puisse pas être remarqué, du moins jusqu'à ce que les conteneurs soient ouverts», a indiqué le ministère de la Défense nationale dans un communiqué mardi.

Par contre, les véhicules blindés et les munitions envoyés en Afghanistan ont déjà été rapatriés au Canada.

Un porte-parole du ministère a également affirmé que la sécurité avait été renforcée afin d'éviter d'autres vols parmi les 448 conteneurs qui se trouvent toujours en Afghanistan. Ceux-ci doivent être rapatriés au Canada, puisque l'armée a terminé sa mission dans ce pays l'an dernier.

Le ministère a aussi soutenu que ce type de vol était courant au sein des pays de l'OTAN qui font transiter du matériel à la frontière entre l'Afghanistan et le Pakistan. Tous les alliés auraient vécu une situation similaire sans pouvoir identifier les coupables.

The U.S. Marines' first two production F-35B Lightning II Joint Strike Fighters (JSF) arrived at Eglin Air Force Base (AFB), Fla., plane-maker Lockheed Martin announced Jan. 12.

The two short take-off vertical landing fighters were flown in separately by Marine aviators Maj. Joseph Bachmann and Lt. Col. Matt Taylor. The pilots flew aircraft BF-6 and BF-8 respectively.

Under an unorthodox arrangement, while the jets belong to the 2nd Marine Aircraft Wing's VMFAT-501 squadron, the unit resides with the U.S. Air Force's 33rd Fighter Wing alongside the Navy's VFA-101 and the Air Force's 58th Fighter Squadron.

The Marines could start training new students to fly the F-35B in August, a senior Defense Department official had said earlier. However, currently the Pentagon has not yet formally set a date for training to start at the Florida base.

The DoD has opted to use an approach based on reducing risks prior to starting training operations at Eglin, the official said. As such the Pentagon has not set a specific date to issue a military flight release. Instead, the start of training will be "event driven."

"[The U.S. Air Force and Department of the Navy] are waiting for aircraft flight clearance for test pilot maturation flights," the senior DoD official said. Further, "both services are still trying to determine how many maturation hours are needed by test pilots before instructor pilots and then students can be trained."

But if everything goes as currently planned, the Marine Corps students will probably start flying their version of the Lightning II around August 2012.

The U.S. Air Force has awarded Lockheed Martin a $21.5 million contract to provide a Launch and Checkout Capability (LCC) to command and control all GPS III satellites from launch through early on-orbit testing.

 

The LCC, which will be integrated into the Raytheon-developed Next Generation Operational Control System (OCX), will ensure launch availability for the first GPS III satellite in 2014. The LCC includes trained satellite operators and engineering solutions in partnership with OCX to support launch, early orbit operations and checkout of all GPS III satellites before the spacecraft are turned over to Air Force Space Command for operations.

 

“Achieving initial launch capability in 2014 is critical to introducing new GPS capabilities on time and will enable the GPS III program to continue its production pace, maximize efficiencies and reduce long term costs for the GPS enterprise as a whole,” said Col Bernard Gruber, director of the U.S. Air Force’s Global Positioning Systems Directorate. “The Launch and Checkout Capability will ensure we can launch in 2014, effectively closing the time gap between GPS III and the Next Generation Operational Control System.”

 

The GPS III program will affordably replace aging GPS satellites while improving capability to meet the evolving needs of military, commercial and civilian users worldwide. The satellites will deliver better accuracy and improved anti-jamming power while enhancing the spacecraft’s design life and adding a new civil signal designed to be interoperable with international global navigation satellite systems

 

“We are proud of our partnership with the U.S. Air Force in building and operating the Nation’s GPS satellites and we are dedicated to meeting our commitments for GPS III and the Launch and Checkout Capability,” said Joe Trench, vice president of Lockheed Martin’s Navigation Systems mission area. “We have an extremely talented and committed government and industry GPS team in place and we are focused on affordable and efficient program execution.”

 

The GPS III team is led by the Global Positioning Systems Directorate at the U.S. Air Force Space and Missile Systems Center. Lockheed Martin is the GPS III prime contractor with teammates ITT Exelis, General Dynamics, Infinity Systems Engineering, Honeywell, ATK and other subcontractors. Air Force Space Command's 2nd Space Operations Squadron (2SOPS), based at Schriever Air Force Base, Colo., manages and operates the GPS constellation for both civil and military users.

The U.S. Army will begin operational testing of its new Block III version of the AH-64D Apache helicopter gunship in March, a service official told reporters Jan. 12.

"We're got the initial operational test and evaluation - the IOT&E - is taking place in March," said Col. Shane Openshaw, the Army's program manager for the Apache, at a luncheon hosted by Boeing. "The results of that will feed analysis and ultimately support a full-rate production decision that is scheduled for July or August of this year."

In the meantime, the Army is finishing up production of the Block II version of the venerable gunship.

The Army is down a fleet of less than 18 A-model Apaches "in tactical units" which need to be rebuilt into Block II aircraft, Openshaw said. The last of those remaining A-model aircraft will begin being remanufactured in May, he said. They will be the last Block II Apaches the Army is buying and will be delivered next summer.

"This comes at the just the right time. You just slip this through just as the budgets were shrinking down," said Dan Goure, an analyst at the Lexington Institute, Arlington, Va. "And now you have an attack helicopter fleet that will last you for quite a while."

Goure said the Block III will likely weather the looming budgetary cuts - which many expect will hit the U.S. ground forces the hardest - largely intact. "It's so close to being finished, if you don't, you'll end up with the additional cost for a very long time of a split fleet," he said, noting also that the AH-64D will be the core of the U.S. attack helicopter fleet for decades to come and will need to continue to be upgraded.

The Apache will continue evolve over the years, and will continue to add new technologies and new capabilities just as it always has, Openshaw said. The soon-to-be-operational Block III helicopter adds level-four control of unmanned aircraft, which means Apache pilots will be able control a drone's sensors and set way points for the remotely operated machine. By contrast the Block II offered only the ability to view video imagery from an unmanned aircraft.

An upgraded Apache might eventually pave the way for next generation helicopters that might emerge from the Army's Joint Multi-Role (JMR) project, Openshaw said.

"I believe that many of these kinds of technologies that we are current working on today will show up as subtle configuration changes to Apache overtime that will ultimately be the raw material, if you will, that will feed JMR," Openshaw said.

Navistar Defense, LLC received a $880 million delivery order today to upgrade 2,717 International® MaxxPro® Mine Resistant Ambush Protected (MRAP) vehicles.

The order from the U.S. Marine Corps System Command calls for MaxxPro units to be upgraded with the company's rolling chassis solution. The award also includes engineering changes, supplies and services.

Work will begin at the company's West Point, Miss., assembly facility in January 2012 and is scheduled for completion in October 2013.

Raytheon Company has been awarded a $60.3 million U.S. Navy contract to develop and integrate the total ship electronics systems for LPD 26, the 10th ship of the Navy's LPD 17 class of expeditionary warfare ships.

Under the contract, Raytheon Integrated Defense Systems extends its role as the total ship electronics systems integrator for all LPD 17-class ships. Raytheon will provide the Shipboard Wide Area Network; engineering and ship control systems; navigation data distribution system; magnetic signature control system; wire-free portable and integrated voice communication systems; and the AN/SPS-73 navigation radar.

This contract follows the successful U.S. Navy sea trial of the San Diego (LPD 22), during which Raytheon's integrated ship systems performed as designed, meeting all performance requirements.

Predictable Performance and Full Life-cycle Support
In addition to its total ship electronics systems integrator role, Raytheon is the prime contractor for life-cycle engineering and support of Raytheon-designed and developed equipment for the LPD 17 class. As the trusted partner for LCE&S since 2005, Raytheon manages the large-scale integration, maintenance, upgrades and service support for these critical ship systems.

Raytheon recently delivered the Ship Self-Defense System MK 2 open-architecture combat management system for LPD 26, which leverages technology and investment from the Total Ship Computing Environment Infrastructure developed for the DDG 1000 Zumwalt-class destroyer.

STERLING HEIGHTS, Mich. --– General Dynamics Land Systems announced today that the newly acquired Force Protection manufacturing facility in Ladson, S.C., will install additional combat-related equipment on 292 Double-V Hull Strykers to be deployed to Afghanistan.

The equipment provides combat capabilities to the vehicles in preparation for Operation Enduring Freedom (OEF) deployment. It includes additional communication, protection and situational- awareness enablers for the warfighter.

The $10 million in new work begins in March 2012 and leverages the skills of mechanics, supply professionals and management. Approximately 45 jobs will be created for the work, which is expected to be completed by February of 2013.

General Dynamics completed its acquisition in December 2011 of Force Protection, Inc., a provider of blast- and ballistic-protected platforms that support the armed forces of the United States and its allies. The transaction, valued at approximately $360 million, was announced on November 7 and is expected to be accretive to General Dynamics’ earnings in 2012. Force Protection is part of General Dynamics Land Systems.

HERNDON, Virginia and HUNTSVILLE, Alabama --- Lakota program remains on budget and schedule as it enters its seventh program year.

The U.S. Army has awarded EADS North America a $212.7 million contract to deliver 39 UH-72A Lakota Light Utility Helicopters (LUH) as part of its total acquisition plan. Thirty-two of these Lakotas will be produced in the Army’s Security and Support (S&S) Battalion configuration. EADS North America has already delivered 198 UH-72A Lakotas to the U.S. Army, on time and within budget, along with five H-72A versions to the U.S. Navy for test pilot training.

“We’re extremely proud of our track record of on time and on budget deliveries of the UH-72A Lakota to the U.S. Army, Navy and Army National Guard,” said Sean O’Keefe, EADS North America CEO. “The successful execution of this critical program is a result of the strong partnership we’ve built with the Department of Defense over the past seven years. The S&S Battalion-equipped Lakotas further demonstrate this modern platform’s flexibility for growth to support an even broader range of demanding missions.”

The Lakotas equipped with the S&S Battalion Mission Equipment Package (MEP) will be operated by Army National Guard units across the country. The S&S Battalion MEP, integrated by American Eurocopter, will expand the capabilities of the Army’s UH-72A Lakota Light Utility Helicopters, and reflects the platform’s adaptability for an increasing number of missions.

The current total program of record calls for 345 UH-72A Lakotas to be delivered to the Army and Army National Guard through 2015, along with five already delivered to the U.S. Navy.

Lakota helicopters in the S&S Battalion configuration enable Army National Guard units to seamlessly support state and local law enforcement and federal homeland security agencies in responding to natural disasters, law enforcement and border security operations.

The UH-72A Lakota is manufactured at EADS North America’s American Eurocopter facility in Columbus, Miss. The S&S Battalion MEP was integrated and tested at American Eurocopter’s Grand Prairie, Texas facility.

The S&S MEP contains a centerline electro-optical infrared (EO/IR) sensor, a 30 million candle power search light, analog/digital video downlink, rear observer’s console with a 15-inch display, an enhanced tactical communications suite, an onboard digital video recorder, 10.4-inch auxiliary displays for the pilot and co-pilot, and a video management system.

The UH-72A is a Defense Acquisition Category (ACAT) I major defense acquisition program for the U.S. Defense Department, and it marked one of the most rapid introductions of a new aircraft in the U.S. Army’s history. Deliveries of the aircraft to National Guard units allow aging OH-58 and UH-1 rotary-wing aircraft to be retired, while UH-72As assigned to the active component of the U.S. Army replace UH-60 Black Hawks.


American Eurocopter is a helicopter manufacturer that produces, markets, sells and supports the broadest range of civil and para-public helicopters offered by any manufacturer in the United States. The United States' recent published Defense Strategic Guidance (DSG), which calls for a renewed focus on the Asia-Pacific, may contribute to regional instability, analysts said.

The DSG, released by the Obama administration on Jan 5 stated that "while the US military will continue to contribute to security globally, we will of necessity rebalance toward the Asia-Pacific region".

The report, though not China-centered, said that "over the long term, China's emergence as a regional power will have the potential to affect the US economy and our security in a variety of ways".

Analysts said that strategic shift in US defense policy aims at stoking up regional tension and may accelerate the militarization of the region.

Yang Yi, a rear-admiral and former director of the Institute for Strategic Studies at the People's Liberation Army (PLA) National Defense University, said the US had intensified its strategic input in the Asia-Pacific region after it raised the new strategic target in 2010 to revitalize its global leadership.

"In order to realize its target it is stirring up regional tensions," Yang said, adding that China's growing clout in the region has made it a target of the US.

By making countries in the region worried about China, the US can thus return to Asia as an "invitee", according to Yang.

Yang said the US has rallied its East Asian allies, Japan and the Republic of Korea (ROK), by successfully exploiting the sinking of the ROK naval corvette Cheonan and the shelling of the ROK's Yeonpyeong Island in 2010, and also incited some countries, especially the Philippines, to confront China in the South China Sea.

"It announced that it (the US) is trying to maintain regional security to target China's military modernization, but the logic itself is inverted," he said.

The US declared in the DSG that it was a regional economic anchor and provider of security, Yang explained, but has set up a foe in the region and undermined regional peace and stability.

While the US was busy with its war on terror, Asia, especially East Asia, was developing in peace and stability through regional cooperation, he said, mentioning that regional conflicts came only after the US started its "back to Asia" strategy in 2009.

"It's clear who the real troublemaker is," he added.

CNN quoted Andrew Biller, a senior program officer for the US Asia Society, as saying that the risk of conflict in the region had increased as a result of the stationing of US marine corps in Australia and due to Washington's increased military cooperation with some nations in the region.

Washington's defense strategic shift goes hand in hand with its economic and political re-engagement strategy in the region.

US President Barack Obama also attended the East Asia Summit in Indonesia for the first time in November and spent nine days touring the Asia-Pacific region.

The US is "laying out forces across the Asia-Pacific region in advance to contain the rise of China", said a commentary in PLA Daily written by Major General Luo Yuan.

"Casting our eyes around we can see that the United States has been bolstering its five major military alliances in the Asia-Pacific region, and is adjusting the positioning of its five major military base clusters, while also seeking more military bases around China," wrote Luo.

Instead, Luo advised that China must do a better job in courting friends in the region, charming countries away from the US' orbit, he wrote.

"In the face of this adjustment in the US strategic focus, we must maintain a high degree of vigilance, but there is no need to be alarmed," wrote Luo, "and we must be adept at maneuvering and use smart diplomacy, and the more friends we can make the better".

1st ID Combat Aviation Brigade to Welcome New Unit, New Capability

FORT RILEY, Kan. --- The Combat Aviation Brigade, 1st Infantry Division is planning on adding a new combat strength to their capabilities in March with the addition of an unmanned aerial system company.

F Company, CAB, will contribute to the brigade's mission by flying the Gray Eagle Unmanned Aerial System, or UAS. Although Fenix company is already operationally part of the CAB, their official stand up occurs this spring.

Fenix Company will provide the CAB with long reaching unmanned support through the abilities of the Gray Eagle. Some of its key features are the ability to stay airborne longer than other manned and unmanned platforms, the ability to integrate with CAB attack helicopters, and the ability to engage targets on the ground.

"It's a multiple asset that the commander can use for many different situations," said Chief Warrant Officer 3 Jeffrey Stokes, the F Co. commander.

Stokes has seen both the strengths and challenges that the F Co. team has faced during the process of building F Co. Challenges such as finding sufficient air space for training and adapting to software updates to the Gray Eagle platform have kept the Soldiers of F Co. in a constant state of learning and training.

Despite the challenges, the Soldiers of Fenix Company know that they provide advantages to troops on the battlefield.

"The biggest thing I think we bring is the fact that we can stay in the air for a long time," Stokes said.

According to operators in F Co, the Gray Eagle can provide nearly 24 hours of coverage while in a reconnaissance configuration. This ability almost quadruples the flight time of the Shadow, a similar UAS.

In addition to the reconnaissance configuration, the Gray Eagle can be configured to become an asset to aircraft over the battlefield.

Stokes said that Gray Eagle operators have learned how to interact with aircraft pilots from all branches of the military in order to provide support. For the CAB, these interactions can provide helicopter pilots with additional options.

"There's a lot of different ways that we can team up with their attack helicopters," said Sgt. Richard Kinney, an F Co. UAS operator.

Apache pilots not only have the ability to communicate vocally with operators, but they can also see through the payload that the Gray Eagle is carrying. And with the introduction of the Apache Block III aircraft, scheduled to reach the CAB in March, pilots can actually take control of the payload, Kinney said.

"We can have a much larger impact on the battlefield," said Spc. David Walsh, an F Co. UAS operator.

Ultimately, Gray Eagle operators will have the capability to acquire and engage targets on their own, according to the needs of the ground troops or the ground commander.

The F Co. "FENIX" Gray Eagle operators will become an asset to the CAB, the division, and to any task force they support, as the Soldiers and leaders of each element learn how to work together to accomplish their missions.

Le fait que l'armée de l'Air américaine, l’US Air Force (USAF), choisisse pour le programme LAS (Light Air Support) un appareil développé à l’étranger (ici au Brésil) ne peut être pleinement présenté comme « une rupture ». Il n’est pas possible de conclure hâtivement que la clause de préférence nationale, traditionnelle en matière économique pour les Etats-Unis, est donc contournable. Même si Embraer semble l’avoir emporté à première vue contre son concurrent américain, Hawker Beechcraft.

 

Rappel de l'affaire : le 30 décembre 2011, l’USAF notifiait un contrat de 355 millions de $ pour l’acquisition (dans un premier temps) de 20 appareils A-29 Super-Tucano. Le contrat incluait aussi le soutien (en particulier pour la formation et l'entraînement) et les opérations de maintenance. Ce biplace léger dôté d’un unique moteur à hélices et développé par l’avionneur brésilien Embraer est principalement employé pour des missions d’appui-feu au sol et de reconnaissance ou renseignement.

 

Au moins, trois remarques peuvent venir contredire à l’heure d’aujourd’hui la description un peu trop simpliste d'un passeur de commandes, les États-Unis, enfin pleinement libéral dans les discours et dans les faits. Et cela, d'autant plus que nous ne connaissons pas encore pleinement l’issue du contrat.

 

Premièrement, si Embraer a développé cet appareil dont plus de 150 exemplaires sont déjà en opérationnels (en particulier en Colombie), c’est via une entreprise américaine basée en Floride et au Nevada que le contrat sera en grande partie réalisée. En effet, Sierra Nevada Corporation assurera au minimum l’assemblage des appareils et la majorité des opérations de maintenance. Les emplois américains sont donc bien, en partie, protégés via ce montage. Et cela malgré le fait que le principal concurrent, Hawker beechcraft, avait développé et souhaitait produire son appareil aux Etats-Unis.

 

Deuxièmement, le concurrent direct, Hawker Beechcraft qui proposait l’AT-6 Texan 2, n’a pas renoncé. Peu de temps avant l’officialisation de l’annonce, une plainte avait été déposée auprès de l’US Court of Federal Plaints pour contester les conclusions des étude des offres. L’US Air Force a alors été obligé de prononcer un « stop-work order » contraignant Sierra Nevada à ne pas lancer la production de l’appareil avant une décision qui pourrait intervenir en mars 2012.  Escarmouche juridique (et lobbying politique) à suivre…

 

Troisièmement, ce contrat s’inscrit dans un processus particulier de passation de contrats par le Departement of Defense (DoD). En effet, ces appareils sont destinés à équiper l’Afghan Air Force (AAF) en cours de récréation. Via des « Pseudo-FMS » (ou « Pseudo-Foreign Military Sales »), le DoD acquiert des équipements pour l’AAF qui sont ensuite transmis de gouvernement à gouvernement grâce à des fonds gérés par le Congrès (et non par une agence spéciale du DoD comme pour les FMS traditionnelles). Le cas est donc bien particulier.

 

Ainsi, ce contrat est bien spécifique et ne peut être généralisé. Hawker Beechcraft n’a pas encore baissé les bras, multipliant les recours et développant un lobbying offensif en sa faveur. Enfin, les clauses contractuelles sont loin de représenter la rupture des « lois » écrites (mesures de distorsion de concurrence) et non écrites (défense des intérêts nationaux et locaux) orientant les décisions économiques des Etats-Unis. En cette période de restrictions budgétaires, l’USAF privilégiera bien les solutions les moins onéreuses, même si elles sont développées à l’étranger, mais, il semble, que cela ne sera pas non plus à n’importe quel prix par rapport à la défense des emplois locaux.

Over the last decade, U.S. efforts to deploy non-lethal weapons (NLW) have been, well, difficult. One of the most successful NLWs, the green laser, was basically a civilian device that troops found a military use for. The green laser is a pointing device designed to be "eye safe" (it won't permanently blind anyone who gets it in the eye). But the green laser would "dazzle" and temporarily blind anyone it was pointed at. This proved invaluable at checkpoints, where civilians in Iraq and Afghanistan sometimes tried to drive through despite orders to halt for inspection. Best of all, the green laser had a range of up to 2,000 meters.

The most problem plagued NLWs were the most impressive sounding ones. Take, for example, the microwave ADS, or Active Denial System (which transmits a searchlight sized beam of energy that makes people downrange feel like their skin is on fire). This system was never quite ready for prime time. It wasn't for lack of trying. Two years ago, an ADS system was sent to Afghanistan, but was eventually returned without being used. The proposed ROE (Rules of Engagement) for ADS were that anyone who kept coming after getting hit with microwave was assumed to have evil intent, and could be killed. The microwave was believed to be particularly useful for terrorists who hide in crowds of women and children, using the human shields to get close enough to make an attack. This has been encountered in Somalia and Iraq. But not often enough in Afghanistan to give the one ADS there a chance to be used in action (as opposed to tests) for the first time. But the real reason for not using ADS is commanders unwilling to take the media heat for employing a "death ray" on "innocent civilians."

Last year it was decided to radically redesign ADS to make it smaller, more reliable and able to be used on the move. The Department of Defense has already spent nearly $60 million on ADS, so another $10 million or so seems a reasonable investment in something that almost works. ADS II is being designed to operate from moving aircraft, as well as moving ground vehicles.

The microwave powered ADS "radar dish" projects a "burn ray" that is about 1.3 meters (four feet) in diameter. It is effective in fog, smoke and rain. When pointed at people and turned on, it creates a burning sensation on the skin of its victims, causing them to want to leave the area, or at least greatly distracts them. The microwave weapon has a range of about 500 meters. ADS is carried on a hummer or Stryker, along with a machine-gun and other non-lethal weapons (like LRAD).

Deployment of ADS has already been delayed for years because of concerns about how non-lethal it really is. ADS has been fired, in tests, over 2,500 times. Many of these firings were against human volunteers, and the device performed as predicted, without any permanent damage. But generations of exposure to lurid science fiction descriptions of "death rays" has made the defense bureaucrats anxious over the negative public relations potential if something like ADS was actually used. From a publicity perspective, using more lethal "non-lethal-weapons" is preferable to deploying something safer, but that could be described, however incorrectly, as a "death ray."

In any event the cheaper, smaller, gentler and more flexible LRAD (Long Range Acoustic Device, a "sound cannon") took ADS's place in the American arsenal, at least for now. This is why systems like DSLA (a variant of LRAD that includes bright lights as well) have seen combat before ADS ever does.

Three years ago LRAD was quietly deployed to Iraq, where it was used with success. After that the U.S. Department of Defense developed a long range (up to 5 kilometers, compared to 300 meters) version of LRAD called DSLA (Distributed Sound and Light Array). DSLA also uses bright lights, delivered by a green laser and some very bright lights. DSLA also uses a vidcam with zoom capability, so the operator can see distant targets for the system. The sound capabilities of DSLA diminish at longer ranges.

LRAD is basically a focused beam of sound, as is the longer range sound in DSLA. Originally, LRAD was designed to emit a very loud sound. Anyone whose head was touched by this beam, heard a painfully loud sound. Anyone standing next to them heard nothing. But most of those hit by the beam promptly fled, or fell to the ground in pain. Permanent hearing loss is possible if the beam is kept on a person for several seconds, but given the effect the sound usually has on people (they move, quickly), it is unlikely to happen. LRAD works. U.S. troops have also noted that a beam of bright light also disorients people. So it was decided to create a longer range LRAD that could also, if the user felt some extra mojo was needed, apply bright lights (using the eye-safe laser). You aim LRAD or DSLA like a machine-gun.

LRAD has proved quite useful. It was used off Somalia, by a cruise ship, to repel pirates. Another merchant ship, however, found that LRAD just annoyed the pirates, who kept coming. This is why it's believed that the addition of lights, and longer range sound, would provide a device that would be difficult to overcome. While LRAD weighs 20 kg (45 pounds), DSLA weighs over a twice as much. But, then, it does so much more.

Some U.S. Navy warships also carry LRAD, but not just to repel attacking suicide bombers, or whatever. No, the system was sold to the navy for a much gentler application. LRAD can also broadcast speech for up to 300 meters. The navy used LRAD to warn ships to get out of the way. This was needed in places like the crowded coastal waters of the northern Persian Gulf, where the navy patrols. Many small fishing and cargo boats ply these waters, and it's often hard to get the attention of the crews. With LRAD, you just aim it at a member of the crew, and have an interpreter "speak" to the sailor. It was noted that the guy on the receiving end was sometimes terrified, even after he realized it was that large American destroyer that was talking to him. This apparently gave soldiers some ideas, for there were rumors among Iraqis of a devilish American weapon that makes people believe you are hearing voices in your head. It appears that some of the troops in Iraq used "spoken" (as opposed to "screeching") LRAD to mess with enemy fighters. Islamic terrorists tend to be superstitious and, of course, very religious. LRAD can put the "word of God" into their heads. If God, in the form of a voice that only you can hear, tells you to surrender, or run away, what are you gonna do?

DSLA, with its longer range, makes it particularly popular for ships, or aircraft. Putting DSLA on a helicopter, with a stabilized mount (to adjust for any herky jerky movement of the chopper) allows for all sorts of useful mischief. Same deal on the ground, where the DSLA can cover a wider area, and stay out of range of hostile gunfire as well. DSLA is intended to be a good crowd control device, delivering painful noise and blinding lights in a way that will scatter an angry mob.

With U.S. troops out of Iraq, and fewer troops in Afghanistan, the United States is spending less on commercial air transportation services. This year, only about $1.6 billion will be spent. That's down from over $3 billion a year for 2008 and 2009. The amount spend has rapidly declined since then. It was about $2.3 billion yearly in 2005, 2006 and 2007.

Most of the military cargo to combat zones is carried by the U.S. Air Force’s fleet of over 200 heavy transports. However, the majority of the troops are moved by commercial aviation charters. But since 2003, the Department of Defense has been moving more cargo by commercial flights, including some of the cargo going into places like Iraq and Afghanistan. Gradually about a quarter of that was shifted to commercial air freight companies. These companies can do the work a lot more cheaply, often about 40 percent less. This program is intended to take the load off the military transports, especially those using reservist pilots. These pilots, especially those flying C-130s, ran out of available time for active duty flying (by law, there are limits to how long reservists can be called up for active duty.) The air force also wants to give its support troops a break, as there are not enough of them to support wartime levels of operations over a long period.

Some of the commercial air freight companies have familiar names, like DHS or UPS. But others are unfamiliar, relatively new, outfits from Eastern Europe, flying Russian made An-12s and Il-76s. Some non-American companies will not be allowed to carry “sensitive” cargoes, but most of the tonnage is pretty ordinary stuff.

"The Stunner interceptor redefines the performance/cost value equation for terminal missile defense," said Mike Booen, vice president of Advanced Security and Directed Energy Systems for Raytheon Missile Systems. "Stunner will provide all weather, hit-to-kill performance at a tactical missile price."

Raytheon will use the funding for fabrication of the missile's subsystem hardware including safety devices and guidance electronics. The new contract will also fund flight tests and low-rate initial production of the Stunner interceptor.

"The Stunner program is an excellent example of how Raytheon partners globally," added Booen. "The interceptor will be deployed initially in Israel and will eventually provide a missile defense solution for other allied nations worldwide."

Part of the David's Sling Weapon System, Stunner is designed to defeat a variety of short-range ballistic missiles, large caliber rockets and cruise missiles.

    Raytheon and Rafael signed a teaming agreement in 2009 to develop and produce the Stunner interceptor.
    The first Stunner intercept flight test is planned for 2012.

Lockheed Martin has awarded a contract to Kratos Defense & Security Solutions to supply the enhanced multi-band modem (SEMM) for the US Air Force (USAF) space-based infrared system (SBIRS) for protected communication.

Under the initial contract, Kratos will provide an SEMM that incorporates the flexible Telemetrix 400XR (T400XR) software-defined receiver and digital processing unit. The advanced software-defined modem features integrated frequency hopped uplink, supplied by the Secure Satcom Systems division of Astrium, to provide protection against jamming, and also transmits and receives data from the SBIRS satellite on multiple radio links simultaneously.

The modem supports current requirements and future upgrades and enhancements through its rugged CompactPCI (cPCI) hardware and Telemetrix software-defined architecture.

The SBIRS satellite supports the nation's ballistic missile defence system with increased technical-intelligence-gathering capability, and provides enhanced battlefield situational awareness for war-fighters. SBIRS will equip the USAF with superior infrared sensing capabilities as well as providing reliable, timely and accurate warnings about theatre and strategic missile launches.

The sensor payload consists of a scanning sensor for short revisit times over its full field of view and a staring sensor for focused operations over smaller areas. The system constellation includes three elliptical orbit payloads, three geosynchronous orbit satellites and ground-based assets to receive and process the infrared data.

The SBIRS also simultaneously supports missile defence, technical intelligence and battlespace awareness missions. Lockheed Martin is the SBIRS prime contractor, while the team is led by the Infrared Space Systems Directorate at the US Air Force Space and Missile Systems Center, US.

After six months of active NATO operations, HMCS Vancouver has left the Mediterranean Sea and is on the way home to Canada.

The frigate is expected to arrive in Esquimalt, B.C., her home port, in mid-February.

The ship’s Cmdr. Bradley Peats told reporters Tuesday that that frigate was around nautical 12 miles from Sirte during the final rebel assault on that Libyan city. “At night it’s almost like fireworks — just continuing rocket fire,” Peats said. “We understood the gravity of the situation that was going on there so it was something that you obviously pay particularly close attention to while we watched and tried to determine how the advance was going.”

Vancouver provided information to coalition forces about the rebel advance.

During the 10-week tour of duty with the NATO counter-terrorism fleet, known as Task Force ENDEAVOUR, HMCS Vancouver and her embarked CH-124 Sea King helicopter detachment were primarily employed in maritime surveillance, a task that involves hailing and investigating vessels that do not seem to fit into the local “pattern of life.” Maintaining an overt presence, the Canadian frigate also made regular broadcasts to inform merchant mariners about Operation ACTIVE ENDEAVOUR and its mission to ensure security in the Mediterranean Sea for travel and commerce.

Peats said the ship did not seize any weapons during its tour.

HMCS Vancouver deployed from Esquimalt on July 10 to join Operation MOBILE, the Canadian contribution to Operation UNIFIED PROTECTOR, the NATO-led international response to the crisis in Libya, according to the navy.

On November 15, HMCS Vancouver joined Operation ACTIVE ENDEAVOUR, NATO’s maritime counter-terrorism effort in the Mediterranean Sea.

HMCS Vancouver will be replaced in Task Force ENDEAVOUR by another Canadian multipurpose patrol frigate, the Halifax-based HMCS Charlottetown, which left Halifax on January 10, the navy noted.

WASHINGTON | The state of military logistics is healthy and service members are doing amazing things to supply operations around the world, but the system is strained as a result of 10 years of war, the Joint Staff’s director of logistics said here.

Air Force Lt. Gen. Brooks L. Bash said military logisticians are, in many respects, the unsung heroes of America’s 21st-century wars. In the past year alone, they orchestrated the withdrawal of tens of thousands of American service members and millions of pieces of equipment from Iraq. They supplied forces fighting in Afghanistan, even as political considerations closed a key route into the landlocked country.

They did all this while continuing their “everyday” missions – handling permanent changes of station for tens of thousands of service members, ensuring training requirements are met and ensuring that forward-deployed personnel around the world have what they need to do their missions. They also have supplied allies and other U.S. government agencies, and they have kicked into even higher gear to aid people around the world hit by natural disasters.

“No other country in the world can do what we're doing,” Bash said. “We’re flying and taking stuff halfway around the world. The fact that Afghanistan is a landlocked country adds to the challenge. Simultaneously completing the Iraq drawdown and then, oh, by the way, doing Haiti, tsunami, and whatever else pops up, and also supporting the combatant commanders in their regions with what they’re doing every day.”

And logisticians are sustaining the effort. Other countries can get troops to remote areas of the world, but they cannot sustain operations in those regions like the U.S. military can, the general said.

Afghanistan is a case in point. It is one of the more remote areas on the planet. It is landlocked. Pakistan closed the border crossings from the port of Karachi to Afghanistan following an accident on the border that killed 24 Pakistani soldiers.

Even though those gates are closed, Bash noted, American, international and Afghan forces are still getting what they need. The American logistics effort supplies 91,000 U.S. personnel with the food, ammunition, fuel, spare parts, armored vehicles and whatever else they need.

“The first thing we did was we planned for it,” the general said. The Pakistanis had closed the gates to Afghanistan before, and logisticians planned for the possibility.

Planners looked at alternatives to the Pakistani gates. They examined supplying troops by air, Bash said, but that is expensive and can be limited. They developed the Northern Distribution Network – an effort that connects Baltic and Caspian Sea ports with Afghanistan through Russia and the countries of Central Asia and the Caucasus.

“We … have shifted about 30 percent of what was coming in through Pakistan to the northern distribution,” Bash said. “It has more capability, and then we built up some of our stocks.”

Logisticians built up 60 days worth of stocks in Afghanistan. “But because of the northern distribution being open, … it is having little to no operational impact,” he said.

This is more expensive, but it is effective, the general said. About 85 percent of fuel, for example, comes through the Northern Distribution Network. Logisticians also are using more airlift, and that causes problems on its own, the general said.

Allies, likewise, built up stocks. “We have acquisition cross-servicing agreements with them so that, if they do come up short, then we can help them out through those sorts of agreements,” Bash said.

So while there are no shortages, the increased tempo imposes its own price on logisticians.

“There are areas in logistics – some of our specialty areas and our equipment and others that need to be recapitalized and reset,” Bash said. Putting flight hours on airplanes and helicopters and putting miles on mine-resistant, ambush-protected vehicles, for example, takes a toll on the equipment, he explained.

And there is a cost to the people in the logistics enterprise as well, Bash said, but they continue to get the job done.

“I would say our logisticians are the most experienced in history,” he said. Logistics personnel are the greatest combat multiplier in the logistics enterprise, he added.

Educating and training those personnel is key to success in the future, the general said.

“We might decrease the number of our people, but the people we do have, we need to make sure they’re experienced and trained properly,” he said. “We can’t shortcut ourselves on that piece to save some money, because it’s the people when we talk about avoiding a hollow force.”

Force structure adjustments will be necessary in the logistics field, the general said, and the Defense Department must be careful to preserve what truly is necessary - first of all, the people needed for the effort - regardless of the budget situation.

It’s also important, Bash said, to ensure there is not a mismatch between strategy and resources.

“If you have a strategy that’s larger than your force structure, then that’s a different type of hollowness than we typically think of as a hollow force,” he said.

Another necessity is access. The best fighting force in the world is no good if it cannot get to the scene of a fight and sustain itself, Bash noted. This means getting the airports, seaports, railheads and overflight permissions needed. It also means the combatant commanders, long before any problems develop, must have the relationships needed to make it happen when push comes to shove, he said.

A final multiplier is operational contract support.

“Now, this is a maturing and evolving mission area that, 10 years ago, we had no doctrine for and we didn’t think about much,” he said.

The general used Iraq as an example. “Two years ago, we had 170,000 contractors [in Iraq],” he said. “They were providing a lot of logistic capabilities.”

Contractors handled food service, fuel, security and the mission. Bash cited a Congressional Budget Office report that said the U.S. government saved about 90 cents on the dollar by using contractors over uniformed personnel.

“How is that possible?” he asked. “Well, you don’t have to recruit. You don’t have to train. You don’t have to retain. You don’t have pay and allowances. You don’t have retirements. You don’t have health care.

“That’s 170,000 people we would have had in uniform to do the same job,” he continued. “We were able to quickly expand and quickly retract.” He called this the epitome of the “reversibility” that defense leaders increasingly are talking about in military strategy going forward.

A quote variously attributed to Gen. of the Army Dwight D. Eisenhower and Gen. of the Army Omar Bradley is: “Amateurs study strategy. Professionals study logistics.” The U.S. military certainly subscribes to this, Bash said.

The bottom line, he added, is that the logistics enterprise system is healthy and able to do all the country asks of it now. It needs study and care, however, if it is to remain the world-class operation for the future, he said.

For 20 years, the Army tried to link soldiers together by outfitting them with computers strapped to their bodies. Repeated failures led it to finally scrap the idea last fall. Weirdly, the Air Force wants to pick up where the Army unsuccessfully left off.

 

On Monday, the Air Force asked its friends in the defense industry if they could produce a “wearable computer” suit, complete with peripherals tethered to airmen’s body armor. That sounds a lot like the Army’s old, ill-fated plans for its “Nett Warrior” communications system.

 

The Air Force hasn’t formally asked businesses to submit bids. But it’s asking about the feasibility of businesses providing it a system with a “sunlight readable touch screen” and a “tactile keyboard,” hooked up to radios through USB cables. It should possess “load carriage technology to transfer weight load from the shoulders of the operator to the lower body” — probably a relief, since it’ll have to carry “ballistic plates in the front, rear, and both sides.” It should run Windows 7 and higher.

 

But if the Air Force wanted to know how realistic such a system is, it might just have asked its brothers in the Army. The answer it would have heard: not very.

 

 

In the dark days before smartphones, the Army didn’t have a good way to link its soldiers together while they went on dismounted patrol, let alone supply them with useful data like the mapped locations of friendly and hostile forces. So under two successive programs, Land Warrior and its Nett Warrior successor, it tried to provide those links by strapping the necessary electronics to the soldiers themselves. Some designs, like the one above, had funky eyepieces hanging off the helmet so soldiers wouldn’t have to look down to see their displayed maps. Tactile keyboards dangled off ballistic vests like extra clips.

 

But there were lots of problems with the system. Soldiers didn’t like being weighted down with eight to 12 pounds’ worth of extra gear. The wires and cables connecting the devices could tangle troops up. More fundamentally, commercial smartphones offered much of what Nett Warrior wanted to do, without all the bulk.

 

So with great fanfare, the Army formally junked the old wearable computer design in October and redesigned Nett Warrior around something called an “End User Device” — basically, a smartphone running Android and loaded with apps, minus the actual telephone function.

 

But the Air Force, it seems, wants its own version of Nett Warrior Classic. Among its desired features: a “GPS device, laser range finder, or head mounted display.” The Air Force wants to know how much memory industry can provide for the devices; the ranges at which the system is undetectable “by unaided human, sight, sound, smell or signal”; and even what its “flotation characteristics” are.

 

Maybe the Air Force can pull off a wearable computer system. After all, the French have precisely a system, known by the francophone acronym FELIN, so it’s not like the Army’s failure is a universal one. In fact, a whole lot of militaries worldwide are still keen on wearable computers. And the Army’s quasi-smartphone is barely tested: It’s unclear how well it works during the dirt and stress of war, or whether the data soldiers will send and receive over it will overwhelm the Army’s networks.

 

Still, the Army might want to tell its Air Force friends about the virtues of its new quasi-smartphone — and why, after years of unsuccessfully strapping on cameras, computers, battery packs and keyboards onto their body armor, it was time to develop one.
