In case you haven’t heard, Defense Secretary Leon Panetta dropped some news that sent the beltwar press buzzing yesterday when he said that the F-35 Joint Strike Fighter may have to be cancelled outright if the Congressional Super Committee charged with trimming billions of dollars from defense coffers fails to do so.

 

The Super Committee is trying to shave billions more on top of the $450 billion in savings that former Defense Secretary Robert Gates outlined earlier this year. The committee has until November, 23 to come up with a plan to reduce the United States’ deficit by cutting about $1.2 trillion in government spending over the next decade. If it fails to do so, the Pentagon will face an automatic cuts — under a process officially called sequestration — of about $500 billion spread out over the next decade.

 

Such massive cuts would likely kill programs such as the JSF, the Littoral Combat Ship, major space efforts, Army chopper modernization plans, ICBMs,  ground combat vehicle modernization, and see the next generation bomber cancelled and possibly restarted sometime in the 2020s, according to a pair of letters (below) that Panetta sent to Sens. John McCain (R-Az) and Lindsey Graham (R-S.C.) yesterday.

 

These $500 billion in cuts — about $100 billion a year starting in fiscal year 2013 —  would shrink the Army to the smallest  it’s been since before World War II, the smallest number of ships since 1915 and the smallest Air Force in the service’s history, reads a Nov. 14 letter from Panetta to Sen. John McCain (R-Az.).

 

“We would also be forced to terminate most large procurement programs in order to accommodate modernization reductions that are likely to be required,” reads the letter.

As the U.S. defense budget begins to fall, the U.S. Marine Corps is struggling to balance its aviation portfolio in internal budget deliberations, one senior defense official said. Two programs that might suffer are the Marines' UH-1Y utility and AH-1Z attack helicopters.

 

"The UH-1Y and AH-1Z programs are exceedingly successful," one senior defense official said. But "the [Department of the Navy] is looking to make them bill payers once again to help pay for [F-35B Joint Strike Fighter] overrun costs."

 

The Marines are fighting the proposal to truncate or slow down production of the two helicopters. The Marines' current fleet of the UH-1N and AH-1W helicopters, which were old before the wars in Iraq and Afghanistan, are worn out from a decade of nearly continuous combat.

 

"They absolutely need to be replaced," said retired Marine Lt. Gen. George Trautman, who served as the service's deputy commandant for aviation. "The Marine Corps is not getting out of the attack helicopter business."

 

"It will be significantly important that we fund the entire program," the senior defense official said. "We do not get completely out for the AH-1W business as it stands now until fiscal year 19."

 

Trautman said that developing the Marines' aviation budget is a balancing act.

 

"You just have to balance your portfolio and over time you have to figure out how to manage the money that's available to get the Marine Corps what they believe they must have," he said. Trautman said that if the UH-1Y and AH-1Z program are cut, "it'll only be some trimming at the margins I'd suspect."

 

The Marines have the most ambitious aviation modernization plan of any of the U.S. services, said Richard Aboulafia, an analyst at the Teal Group, Fairfax, Va.

 

"There is a real danger here that the DoD starts viewing that pot of cash as a complete entity and forcing the Marines to make tough decisions," he said. "It's been a long time since they've had to make tough decisions."

 

The cost overruns for the F-35B are too large to be taken from any single program; instead the more likely scenario is one where the JSF program has to absorb most its own costs within the program, Trautman said.

 

"That's not good for the Marine Corps either," Trautman said. "That could potentially mean a slip in delivery rates."

 

But the Marines must have 420 F-35s, Trautman said. "There is no give there," he said. "The pace they reach 420 is the only thing in question."

 

Overall, the Marines' aviation portfolio is in great shape, Trautman said.

 

"The Marine Corps is in a very positive situation right now, but it's in some ways a challenging situation," he said.

 

The Marines' aviation plan was always risky, Aboulafia said, and depended in many respects on the service's allies in Congress because most of its hardware is specific to the Marines. But the nation's tough financial situation could put the Marines in a tricky situation, he said.

 

"They were always dependent upon the pro-Marine lobby in Congress, but in a budget environment like this, there is a lot of risk," Aboulafia said.

 

All of the Marines' aviation programs are very healthy at the moment, Trautman said. The MV-22 program is doing very well three years into a five-year buy, therefore it is difficult to pull money from that program, he said.

 

The UH-1Y and AH-1Z is also doing well.

 

"But they're not in a multiyear, so that's one place where you can go to get a little bit of money, Trautman said.

 

Given the Marine's absolute need for an attack helicopter, the service's best option might be to delay the UH-1Y and try to stretch out whatever life remains in the UH-1N, Aboulafia said.

 

"This is yet another conflict between transformation and current capabilities," he said.

 

The Marines' CH-53K is another program where money can be shuffled from if there are more urgent priorities, but those are research and development funds, which doesn't necessarily translate into procurement dollars, Trautman said.

 

The Marines need all of the aircraft that it is developing or currently procuring, Trautman said. The service desperately needs the F-35B, UH-1Y, AH-1Z, MV-22 and CH-53K, he said.

 

"There is not a lot of flexibility in the Marine Corps aviation portfolio because a lot of money is tied up in platforms," Trautman said. "They are 100 percent committed to these platforms," he said.

Washington, DC - Technology leaps are creating new, international 'peers' in the realm of EW and cyberspace, according to Lt Gen William Lord, Chief of Warfighting Integration and Chief Information Officer to the Office of the Secretary of the Air Force.

 

Addressing the Association of Old Crows (AOC) conference on 15 November, Lord confirmed how the next century would be dominated by cyber warfare and highlighted the emergence of newly acquired expertise in Africa and South America.

 

'The 21st century is the century for cyber,' Lord announced. 'We are developing peers in this business that we may not have had in the past. A whole set of nation states that have skipped the wired part of their history.

 

'A large part of Africa and big part of South America have skipped [wired facilities] and gone straight to the RF solution and created expertise in this business in these parts of the world. Such peers require us to keep up our game in EW and cyber business where I would argue we have been leaders in the past,' he continued.

 

As an example, Lord asked whether the USAF should be concerned about the size of the army in Senegal or a small number of computer hackers with access to IP networks.

 

Meanwhile, Lord confirmed that EW and cyber sectors were 'continuing to fare well' despite current fiscal constraints and described the future as focussing on integration. 'Budgets in cyber and EW business, because of recognition by senior leadership, have remained pretty good...but I think it's all about this integration,' Lord said.

 

'It's about enabling the joint fight by exchanging authoritative information between the right systems at the right time; synthesising information and coordinating capabilities to produce effects in any domain,' he continued.

 

Finally, Lord reaffirmed the USAF strategy to 'shape and drive requirements, programming and acquisition to create and sustain a robust net-centric operating environment...underpinned by architecture and authoritative data to inform and influence corporate investment decisions'.

 

This, he concluded, would provide potential for partnering opportunities as the communications arena shifted from the 'Marconi' to 'Google' era.

The Senate Armed Services Committee has revised its version of the defense authorization bill for 2012, cutting an additional $21 billion to meet spending caps mandated by this summer's Budget Control Act.

 

On Nov. 15, the committee unanimously passed the new bill, which cuts a total of $27 billion and freezes defense spending at 2011 levels. It will now go to the full Senate for consideration.

 

In June, the Senate panel passed a version of the bill that cut $6 billion from the Defense Department's budget.

 

In August, Congress passed and the president signed into law the Budget Control Act of 2011, which placed new caps on discretionary spending for 2012.

 

The funding authorized in the committee's original bill did not fit within these new targets.

 

In September, the Senate Appropriations Committee passed a defense spending bill that also met the spending caps required by the Budget Control Act. To meet the targets, the Senate appropriations committee trimmed 580 programs in the Pentagon's base budget.

 

Meanwhile, the House passed its defense spending and authorization bills months before the Budget Control Act was signed into law. Neither of those bills meet the new spending limits required by the debt ceiling agreement.

 

The revised Senate authorization bill also includes new language on detainees, an issue that has been holding up debate of the bill for months.

 

It addresses some of the White House's concerns over laws that would regulate who can detain and interrogate terrorists.

 

"Under the modified provision, the Executive Branch has the flexibility to keep a covered detainee in civilian custody pursuant to a national security determination, or to transfer a military detainee for trial in the civilian courts," a statement by the committee said. "The Administration agreed to have military custody apply to al Qaeda members captured outside the United States (subject to a national security waiver) but disagrees with the committee decision not to preclude the application of the provision inside the United States."

WASHINGTON - The U.S. Air Force has a new 30,000-pound bomb in its arsenal designed to penetrate targets buried deep underground, a spokesman said Nov. 15. The Air Force started taking delivery of the the "Massive Ordnance Penetrator," in September, said Lt. Col. Jack Miller.

 

Under an Aug. 2 contract worth $32 million, the aerospace firm Boeing is due to produce eight of the giant MOP bombs to fulfill the Air Force's "operational needs," Miller said.

 

The Air Force could not say how many of the conventional bombs have been delivered so far, but the MOP is seen as a weapon made for going after underground bunkers and tunnels. The MOP bomb, with more than 5,000 pounds (or nearly 2.5 tons) of explosives, is supposed to fit on a B-2 stealth bomber to strike at underground sites hiding weapons of mass destruction. About 20 feet (six meters) long, the GPS-guided bomb "will defeat our adversaries' [weapons of mass destruction] before they leave the ground," according to an official description posted on the website of the Defense Threat Reduction Agency and U.S. Strategic Command.

 

The U.S., which suspects Iran and North Korea have built nuclear facilities deep underground to thwart any possible air raids, has been developing the MOP bomb since about 2007. The weapon, made to penetrate up to 200 feet of reinforced concrete before exploding, is ten times more powerful than its predecessor, the BLU-109.

 

The new MOP is also twice as heavy as the "daisy cutter" bomb employed in Vietnam and in Tora Bora at the outset of the war in Afghanistan. The "daisy cutter" has since been retired and replaced with the MOAB, the Massive Ordnance Air Blast bomb or "the Mother of All Bombs," which weighs less than the MOP bomb but contains more explosive power.

Le chantier Austal de Mobile (Alabama) a procédé, le 8 novembre, à la mise sur cale du futur Choctaw County, second Joint High Speed Vessel (JHSV) destiné à la marine américaine. Ce bâtiment de transport rapide est un sistership du futur Spearhead, tête de série du programme, mis à flot le 17 septembre dernier. Entre les deux navires, Austal a optimisé son processus de fabrication, annonçant un gain de 30% entre le Spearhead et le Choctaw County, dont l'ensemble des blocs (40) sont réalisés, le navire en étant déjà à 50% d'achèvement. Longs de 103 mètres, les JHSV sont ces catamarans en aluminium conçus pour le transport rapide de troupes, de véhicules et de matériel. Capables d'atteindre la vitesse de 43 noeuds, ils doivent pouvoir transporter 600 tonnes de matériel et héberger 146 personnes en cabines, avec également la possibilité de d'accueillir 312 autres passagers sur des sièges. Dotés d'une plateforme pour un hélicoptère lourd, ils comptent aussi, sur l'arrière, une rampe permettant de débarquer le fret et les véhicules transportés.


Austal a remporté le contrat JHSV en 2008, avec la commande ferme du prototype et 9 unités supplémentaires en option sur les lois de finance 2009 à 2013. Pour l'heure, 6 de ces options ont été confirmées.

(Montréal) Les entreprises canadiennes qui ont accès à de la technologie militaire américaine n'auront plus à écarter des employés qui sont citoyens d'un pays figurant sur la liste noire des États-Unis.

 

En échange, les employés devront fournir des renseignements précis sur leurs antécédents et leurs allées et venues à l'étranger.

 

«C'est un soulagement, mais il y a un prix à payer, a déclaré le président de L-3 MAS, Sylvain Bédard, dans une entrevue téléphonique avec La Presse Affaires. Il y a moins de contraintes sur le choix des employés, mais il y a des contraintes de paperasserie qui se sont ajoutées.»

 

Le gouvernement américain a modifié l'ITAR (International Traffic in Arms Regulations) pour éliminer une de ses contraintes majeures, qui touchait les personnes ayant la double nationalité.

 

L'ITAR est un ensemble de règles américaines qui visent à empêcher que des informations sensibles sur la technologie militaire américaine ne tombent entre des mains ennemies. C'est ainsi que les ressortissants de pays proscrits par les États-Unis, comme l'Iran, la Chine, la Corée du Nord ou le Venezuela, ne peuvent avoir accès à ces technologies.

 

Les entreprises canadiennes devaient donc écarter de certains programmes des Canadiens qui étaient originaires d'un des 25 pays de la liste noire et qui avaient la double citoyenneté. Cette situation a soulevé la controverse il y a quelques années et a même amené plusieurs personnes à déposer des plaintes devant la Commission des droits de la personne. Un stagiaire a allégué que Bell Helicopter avait mis fin à son stage parce qu'il était Vénézuelien, un étudiant a soutenu qu'il n'avait pu faire un stage dans la même entreprise parce qu'il était né en Haïti.

 

Le gouvernement canadien a fait savoir à Washington que cette règle allait à l'encontre de la Charte canadienne des droits et libertés. Ottawa a proposé une approche basée sur le risque que chaque personne peut représenter, plutôt que sur son pays d'origine.

 

Après des années de discussions, les États-Unis ont accepté cette idée et ont supprimé cette contrainte le 15 août dernier.

 

«C'est ce que demandait l'industrie, a commenté Jean-Michel Laurin, vice-président aux affaires mondiales des Manufacturiers et exportateurs du Canada (MEC). Ça vient éliminer la menace qui pesait sur nos membres, celle d'être poursuivi sur la base des droits de la personne. Nous sommes très satisfaits.»

 

L'industrie est en train de se familiariser avec le nouveau processus. C'est le gouvernement canadien, par l'entremise de son Programme des marchandises contrôlées, qui évalue le risque que représentent les employés qui ont accès à la technologie militaire américaine.

 

L'Association des industries canadiennes de défense et sécurité se réjouit de cette nouvelle, mais elle examine quand même sa mise en oeuvre.

 

«Nous voulons nous assurer que les procédures sont adéquates», a déclaré Tim Page, président de l'association.

 

Un processus lourd

 

Le processus est lourd, le formulaire que devront remplir les employés touchés par cette règle compte plus d'une dizaine de pages. On demande notamment à la personne où elle a habité, où elle a voyagé, si elle a déjà travaillé pour une entreprise étrangère, si elle a déjà été congédiée, si elle a eu des contacts avec des hauts fonctionnaires étrangers, etc. On demande notamment de répondre par oui ou par non à la question suivante:

 

«Je maintiens des liens significatifs avec une ou plusieurs personnes qui font partie ou appuient un groupe d'espionnage, terroriste, qui fait partie du crime organisé ou qui mène des activités subversives ou militantes.»

 

L-3 MAS, entreprise de Mirabel spécialisée dans la maintenance d'appareils militaires, doit faire remplir le formulaire à tous ses employés.

 

«Ça entraîne une certaine lourdeur au départ pour se mettre à jour, mais nous avons trois ans pour le faire, a indiqué Sylvain Bédard. Par la suite, les nouveaux employés rempliront le formulaire en arrivant. Il n'y aura plus de problèmes.»

 

Jean-Michel Laurin a reconnu que les exigences de conformité étaient plus grandes que dans le passé.

 

«Mais nos membres sont prêts à vivre avec ça, dans la mesure où ça règle des problèmes qu'ils avaient avant.»

Picatinny Arsenal, N.J. - The Program Executive Office for Ammunition has started testing a new artillery round that will provide Soldier's with superior performance as well as lighten the military logistics burden.

 

The 105mm M1130E1 High Explosive Pre-Formed Fragments, Base Bleed (HE PFF BB) round with the XM350 propelling charge, is a state-of-the-art cartridge that replaces four existing High Explosive (HE) projectiles and two propelling charges with a single round.

 

The M1130E1 is fired from the M119 howitzer and will be used against light to medium targets, such as personnel and trucks.

 

It provides increased combat effectiveness for all 105mm Howitzer units, but will specifically aid the mission of the light forces operating in rugged terrain, such as Afghanistan.

 

A 105mm cartridge consists of a projectile, cartridge case, primer and propelling charge.

 

Currently, four different 105mm cartridges (the M1, M760, M927 and M1130), each containing one of two propelling charges (M67 and M200), are needed to engage the various targets at distances from 1.4 kilometers out to 16 kilometers, explained Jim Rutkowski, Chief of the Energetics Branch with PEO Ammunition's Project Manager for Combat Ammunition Systems (PM CAS).

 

Currently, all four rounds must be available at the firing position. For instance, the M760 cannot cover the closer ranges that the M1 covers.

 

"Until we field sufficient quantities of M1130A1 the logistic chain and our troops will deal with the four cartridges--M1, M760, M927 and M1130," Rutkowski added.

 

"After that, the logistic chain and the Soldier will only have to deal with one high explosive cartridge, the M1130A1."

 

By eliminating the need to have adequate supplies of four different artillery rounds on hand, Rutkowski said expectations are that the M1130E1 with the XM350 charge will reduce the logistics burden by 50 to 75 percent.

 

HOW IT WORKS

 

The M1130E1 combines the M1130 projectile with the XM350 propelling so that one projectile and propelling charge can cover all these ranges, plus additional range of out to 17 kilometers.

 

The XM350 propelling charge is designed by the U.S. Army Armament Research, Development and Engineering Center (ARDEC) at Picatinny Arsenal, and St. Marks Powder, a General Dynamics Ordnance and Tactical Systems company at St. Marks Fla.

 

It takes advantage of the state-of-the-art St. Marks Powder's high performance, low flame temperature "hybrid" propellant, which allows it to cover the minimum to maximum range requirements of both the M67 and the M200 propelling charges with a single, zoned, propelling charge.

 

In addition to significantly reducing the logistics burden of troops, the M1130 projectile also uses a reliable base bleed with a more aerodynamic shape to achieve similar ranges without sacrificing down-range performance.

 

The M1130 cartridge has shown a two to four times improved capability over the M1 HE round against select targets because the warhead has better fragmentation distribution.

 

The M1130E1 began testing at Yuma Proving Grounds, Ariz., this summer.

 

When corrected to ICAO (International Civil Aviation Organization) standard conditions (59oF, 14.7 psi, no wind), the M1130E1 cartridge demonstrated an average range of 17.8 km at top zone.

 

The Army is currently scheduled to "materiel release" the M1130 with the M67 propelling charge in early 2012 with integration of the M1130E1 with the XM350 propelling charge to follow.

 

A material release means that the item is safe for Soldiers to use; is suitable; has been fully tested to meet operational performance requirements; and can be supported logistically in the environment in which it is intended for use.

 

Upon completion of the M1130E1 qualification, the round will be fielded as the M1130A1 cartridge with the M350 propelling charge.

 

PM CAS has life-cycle responsibility for all 105mm ammunition.

 

The XM350 propelling charge development is being performed by ARDEC.

 

ARDEC also handles the integration of the cartridge case, primer, propelling charge and projectile into the M1130E1 cartridge.

 

General Dynamics Ordnance and Tactical Systems is the prime contractor for the projectile.

Forecast International projects Army’s investment in networked technology

 

NEWTOWN, Conn. | Forecast International projects the U.S. Army to spend some $266 million on its C3 Technology program over the next decade. The U.S. Army’s want to enhance its ability to deliver information to the battlespace is driving this program’s projected funding stream.

 

The Command, Control, Communications (C3) Technology program is a U.S. Army R&D effort. The program researches and develops communications technologies, command and control (C2), and electronics systems and subsystems that provide the Army with enhanced capabilities for secure, mobile, networked communications, assured information delivery, and presentation of information that enables decision-making.

 

Despite pressure placed upon the Obama administration to cut federal government spending, FI believes the U.S. Army’s C3 Technology program will be well funded in the coming years. According to a U.S. Army FY12 budget document, planned spending for the program averages $27 million per year for the next 5 fiscal years.

After sixty years, the UH-1 (Huey) helicopter is getting completely replaced. It's taken several types of helicopters to do it. First there was the larger UH-60 in the 1980s. But now the U.S. Army is buying UH-72A Light Utility Helicopters. The twin engine UH-72A ("Lakota"), previously called the UH-145, costs about $9 million each, although the cost can be higher depending on the accessories. For example, UH-72As were recently equipped with a Security & Support Mission Equipment Package so they could operate with Security & Support Aviation battalions. These units are part of the U.S. Army National Guard and are for, as their name implies, security and support missions. In the United States, these are in support of police or emergency functions. Overseas, they would be used for peacekeeping operations.

 

The S&S Mission Equipment Package (MEP) added an infrared night video camera with an eight kilometer (5 mile) range. This system can take still photos or streaming video, which can be transmitted to ground units. The video can also be captured and stored on the aircraft. The MEP also contains longer range radios, the ability to communicate on many police frequencies. The MEP also installs touch-screen monitors, GPS software that can provide street addresses and a high intensity (30 million candle power) search light.

 

The U.S. Army is buying 345 UH-72A helicopters, from European firm EADS. Nearly 200 have already been delivered. The UH-72A is a militarized version of the EC145, a helicopter very popular with law enforcement agencies, including the FBI. The UH-72A purchase is a side effect of the cancellation of the Comanche helicopter seven years ago. Comanche was perceived as too expensive and complex. The UH-72A will mainly replace the few remaining UH-1 helicopters, which are being retired because of old age.

 

The UH-72A has about the same capacity as the UH-1, despite its smaller size. The 3.6 ton UH-72A has a top speed of 260 kilometers an hour and a max range of 660 kilometers. Average endurance per sortie is about two hours. The helicopter has a crew of two, and can carry up to eight passengers, or about three-quarters of a ton of cargo or weapons. The EC145 was introduced eight years ago, and has been very popular with its users. Meanwhile, many elderly UH-1s continue to serve all over the world.

Dubai, UAE - As Raytheon delivers its 300th active electronically scanned array (AESA) radar system, the company is turning its attention to retrofitting world's fleets of 'legacy' F/A-18 Hornets with the technology.

 

At the Dubai Airshow, the company is touting its RACR AESA radar system, which can be potentially retrofitted into the hundreds of F/A-18 A/B/C/D Hornet that serve not only with the United States Navy, but the air arms of nations such as Spain, Switzerland, Canada and Finland.

 

The company has already garnered some 300,000 hours of flight operations with AESA radars since the first Raytheon AESA radars were fitted to Alaska-based F-15 Eagles and more recently with the APG-79 radar fitted to the latest configuration of the F/A-18E/F Super Hornet operated by the US Navy and the Royal Australian Air Force.

 

The company has developed and successfully flown its Raytheon Advanced Combat Radar (RACR) radar for the F-16 and is following up the F-16 programme with an AESA designed to fit into the smaller nose of the older Hornet. The company has fitted the F/A-18 RACR into the Hornet's nose but an aircraft fitted with the radar is yet to take to the skies.

 

'The RACR AESA for the legacy Hornet has a 90% commonality with the APG-79 radar fitted to the Super Hornet,' said Larry Seeley in charge of International Capture on the APG-79 programme.

 

Seeley pointed out that the lack of moving parts in the AESA radar makes it significantly more reliable than mechanically scanned arrays leading to higher mean time between failure (MTBF) rates with some components in the radar system actually having a longer life than the aircraft itself.

 

Seeley said that the installation of an AESA radar can see a return on investment in five to seven years based on the cost of radar maintenance alone.

 

The AESA radar fits into the same space as the old system, can be installed in a few hours and use the same cooling systems; as a result, the RACR radars require no modifications to the aircraft itself. The AESA fitted to a 'legacy' Hornet would double the radar range produced by the mechanically scanned array (MSA) currently in use and boost situational awareness for the crews who can scan air-to-air and air-to-ground targets at the same time.

 

At the Dubai International Air Chiefs conference held on the eve of the airshow, Air Marshal Charles Brown, Chief of the Royal Australian Air Force, concluded that introduction of AESA radars on 4th generation fighter aircraft immediately turned these aircraft into 4.5 generation aircraft and helped to close the gap between 4th generation aircraft and 5th generation types such as the F-35 and the F-22.

 

Currently, two unnamed nations are exploring the potential of upgrading their early Hornet models with an AESA radar while South Korea and Taiwan also also examining the technology to update their large fleets of F-16s.

Les ambassadeurs américains ont reçu une notice d’information visant à encourager l’utilisation de gardes privés armés sur les navires marchands qui croisent au large des côtes de la Somalie. Une notice signée par Hillary Clinton, ce qui témoigne d’un revirement de la Secrétaire d’Etat US, ainsi que le note justement Somalia Report qui révèle l’information.

 

Les ambassadeurs sont ainsi priés de « démarcher les gouvernements et/ou les membres de l’industrie maritime dans leur pays afin de les encourager à utiliser des Privately Contracted Armed Security Personnel (PCASP) », en clair des contractors privés. Si plusieurs pays ont autorisé l’utilisation de gardes privés sur les navires marchands battant leur pavillon, cette simple autorisation ne suffit en effet pas à faciliter cette utilisation. Il faut encore que les pays de transit ou portuaire autorisent le port d’armes sur ces navires. Ce qui n’est pas le cas partout. Ainsi l’Egypte – qui contrôle le canal de Suez – interdit la présence d’armes ou de gardes armés. D’autres restreignent l’usage de ces armes dans leur port. Enfin plusieurs pays – comme l’Erythrée ou la Somalie – font l’objet d’un embargo international sur les armes.

 

Une version confirmée officiellement par Andrew J. Shapiro, le secrétaire adjoint du Bureau des affaires politico-militaires, lors d’une séance à laquelle assistaient plusieurs diplomates de pays européens (britannique, néerlandais et suédois notamment) qui s’est tenue au Secrétariat d’Etat, le 9 novembre. La raison de ce changement est simple, selon lui : « il est difficile aux forces navales internationales dans la région de protéger chaque navire marchand; Et jusqu’à présent, aucun navire avec une équipe de sécurité armée n’a été piratée. » Shapiro estime ainsi que le relatif déclin du nombre de captures de bateaux tient à « l’utilisation croissante d’équipes de sécurité armée ».

The U.S. Army awarded Lockheed Martin [NYSE: LMT] a $383 million contract to maintain, operate and sustain the Persistent Threat Detection Systems (PTDS).

 

The tethered aerostat provides real-time, around-the-clock reconnaissance and surveillance of broad geographic areas for warfighters in Iraq and Afghanistan.

 

“The availability of timely intelligence is vital to protecting deployed personnel and high-value assets,” said Jim Quinn, vice president of C4ISR Systems with Lockheed Martin IS&GS-Defense. “Our PTDS team will continue to provide mission critical support directly to our warfighters.”

 

Equipped with multiple sensors, PTDS is an aerostat-based system that delivers constant day and night, 360 degree detection, surveillance, monitoring and force protection.

 

“Lockheed Martin has a 80-year heritage of providing lighter-than-air systems to the military, that provides a much needed capability to keep our men and women safe in theater,” said Colleen Arthur, director of Integrated Defense Technologies for Lockheed Martin Mission Systems & Sensors. “PTDS is a highly effective combat-proven system, and provides eyes-on-target and real-time situational awareness for our warfighter.”

 

The Army’s Program Executive Office for Intelligence, Electronic Warfare and Sensors, Project Manager for Robotic and Unmanned Sensors, based at Aberdeen Proving Ground, Md.,  will provide program and acquisition management.

The US Department of Defense (DoD) requires an Electromagnetic Spectrum (EMS) strategy in order to best take advantage of EW operations, a senior official stated on 14 November.

 

Addressing the AOC conference on 14 November, USAF Maj Gen Jay Santee, principal director at the office of the deputy assistant for secretary of defense, described current DoD efforts to implement such a strategy.

 

Santee warned that although moves to improve waveform technologies, for example, were impressive, the development of such a strategy was not just technologically driven.

 

'The DoD needs an ESM strategy to lay out what the ends are and what the [operating] ways should be. There is a place for all of us to implement those means to better and more efficiently use that [EMS] spectrum,' Santee said.

 

Describing the EMS as a 'finite' resource, Santee also warned that EW capabilities must not be limited to battlefields in distant lands but also to homeland operations.

 

Meanwhile, when asked to define the contemporary EMS 'warrior', Santee outlined the importance of the Electronic Order of Battle, adding that a lot of aircrews owed their lives to such intelligence professionals.

 

'If you can't count on the voracity of the information coming in and know that nobody else is listening in, you're going to have a very difficult time on the battlefield,' Santee continued.

General Atomics Aeronautical Systems, Inc., Poway, Calif., was awarded a $15,171,136 cost-plus-fixed-fee and cost-plus-incentive-fee contract.

 

The award will provide for the modification of an existing contract to support the MQ-1C Gray Eagle unmanned aircraft system quick reaction capability.

 

Work will be performed in Poway, Calif., with an estimated completion date of Jan. 7, 2012. One bid was solicited, with one bid received.

 

The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-09-C-0153).

The U.S. Army is developing a tablet computer for battlefield use. Because the iPad is too large to be used on the battlefield, a smaller (18cm/7 inch versus 26cm/10.1 inch) Android model is the favorite. The current plan is to add several layers of security (require fingerprint or face/voice recognition) to the existing password requirement. Battlefield tablets and cell phones also need hardware and/or software to handle the additional wireless security required. This is not a big problem, but developing and testing a system that works well enough to be useful in combat takes time.

 

Another problem is that troops are often wearing gloves on the battlefield. But in many cases fingerless gloves get the job done, and allow touch sensitive tablets to be used. Field tests have already found that the devices (tablets and cell phones) are quite rugged, especially if covered by the inexpensive (under $10) protective "skins" you can buy anywhere. The troops are big users of tablets, and often create job-specific software for them.

The U.S. Navy MQ-8B Fire Scout helicopter UAVs (unmanned aerial vehicle) sent to Afghanistan earlier this year have been so useful, that they were asked to stay another six months. Six MQ-8Bs were sent to Afghanistan last April and May, and have managed to provide over 300 hours of video surveillance, and over 80 sorties, a month. The Fire Scouts in Afghanistan are being operated by contractors at a cost of about $98,000 a day. Thus each hour of video surveillance is costing about $9,700.

 

All this is an interesting development, as the American military has not had a lot of success with helicopter UAVs. Two years ago, the U.S. Army cancelled its RQ-8B Fire Scout UAV project. It just didn't work out. But for the navy, it's been different, as they kept their Fire Scouts, and put them into service, as their own MQ-8B version.

 

The RQ-8B died because the army already had plenty of UAVs that got the job done. The navy kept Fire Scout because helicopters are more practical on most navy ships (for landings and takeoffs.) Navy Fire Scouts has already been successfully tested on frigates (in both the Atlantic and Pacific). Meanwhile, there is a huge demand for UAVs in Afghanistan, so the navy sent what it could. The helicopter UAVs proved particularly useful because of the hovering ability, which may increase interest in helicopter type UAVs.

 

The MQ-8B is still in testing mode, and sending them to sea, and Afghanistan, is considered a field test. The ones in Afghanistan are undergoing a severe test, as Afghanistan is one of the harshest environments for helicopters. So far there have been some reliability and communications (between the controller and UAV) problems. But the navy believes these can be fixed, and the readiness levels keep increasing, despite the heavy use.

 

The 1.5 ton Fire Scout is based upon the Schweitzer 333 unmanned helicopter, which in turn is derived from the Schweitzer 330 commercial lightweight manned helicopter. Fire Scout has a payload of 272 kg (600 pounds), a cruising speed of 200 kilometers, max altitude of 6,100 meters (20,000 feet) and endurance of eight hours. The U.S. Navy currently has eight MQ-8Bs and plans to acquire another 160 of them.

Lost in translation! Comme l'écrivait Mathieu Guidère, en 2008, "dans toute guerre, il y a une erreur originelle. L'erreur américaine en Irak a été de croire que l'on pouvait démocratiser un pays sans même connaître sa langue". Pour remédier à ces carences, une des solutions, c'est d'externaliser la traduction, l'interprétariat... Illustration.

 

L'US Army Intelligence & Security Command (INSCOM) vient d'ajouter (le 10 novembre) 8 sociétés spécialisées dans la traduction et l'interprétariat à la liste des 6 entreprises retenues en juillet dernier pour le contrat DLITE (Defense Language Interpretation Translation Entreprise) dont la valeur est estimée à 9,7 milliards de dollars et qui court jusqu'au 26 août 2016. La valeur de ce contrat avait initiallement été estimée à quelque 15 milliards de dollars.

 

En juillet, l'INSCOM avait annoncé qu'il avait retenu Global Linguist Solutions (une joint venture entre DynCorp et AECOM), Mission Essential Personnel, Northrop Grumman Technical Services, L3C Services, Linc Government Services (ABM Industries) et Caci Premier Technology.

 

Le 10 novembre, 8 autres entreprises ont été ajoutés: CWU Inc., Buffalo Group, Global Executive Management, MultiLingual Solution, Strategic Intelligence Group, Strategic Solutions Unlimited, Szanca Solutions et Valbin Corp. 

Le contrat DLITE fait suite à deux autres méga-contrats de services linguistiques. Le premier, le Worldwide Linguist Support Services, avait été attribué en 1999 à BTG (acheté en 2001 par Titan, lui-même acheté par L3C en 2005); d'une durée de 5 ans, il avait une valeur de 4,5 milliards de dollars. En 2005, c'est Global Linguist Solutions qui avait décroché le Translation and Interpretation Management Services Contract. Valeur de ce TIMS: 4,65 milliards. Mais L3C avait déposé plainte et l'affaire ne s'était résolue qu'en 2008, après un arrangement entre les deux sociétés. Au final, la prestation de Global Linguist Solutions avait été jugée insuffisante: seulement 80% du personnel requis avait été déployé (GLS avait prétexté des problèmes pour trouver du personnel qualifié) et des cas de surfacturation avaient été notés. D'où le choix de recourir à 14 sous-traitants pour le DLITE.

 

Par ailleurs, il s'agit d'une task order ("a $9,700,000,000 fixed-price and cost-reimbursable-task-order contract", dit l'annonce du Pentagone), c'est-à-dire que les fonds sont disponibles en cas de besoins, l'armée américaine se créant ainsi une "cagnotte" (puisqu'avec le retrait d'Irak et celui, planifié, d'Afghanistan, les besoins prévisibles ne seront pas aussi importants que pendant la période 2000-2010).

SAN DIEGO | General Dynamics NASSCO, a wholly owned subsidiary of General Dynamics, Nov. 12 christened the U.S. Navy's newest supply ship, USNS Medgar Evers (T-AKE 13). Named in honor of the African American civil rights leader from Mississippi, the USNS Medgar Evers is the 13th ship of a class of 14 dry cargo/ammunition ships designed and built by NASSCO.

 

More than 1,000 people attended the Saturday morning christening ceremony for the USNS Medgar Evers at NASSCO's San Diego shipyard. Secretary of the Navy Ray Mabus was the ceremony's principal speaker. Myrlie Evers, the widow of the late Medgar Evers, served as the ship's sponsor. She christened the ship by breaking the traditional bottle of champagne against the hull of the 689-foot-long vessel.

 

As the first field secretary of the NAACP in Mississippi, Medgar Evers (July 2, 1925 - June 12, 1963) created and organized voter-registration efforts, peaceful demonstrations and economic boycotts to draw attention to the unjust practices of companies that practiced discrimination. Evers became one of the most visible civil rights leaders in the state of Mississippi, working closely with church leaders and other civil rights advocates to promote understanding and equality. His life's work helped increase support for the legislation that would become the Civil Rights Act of 1964.

 

"Each ship in the T-AKE Class is named for a noted pioneer in our nation's history. Mr. Evers was an Army veteran of World War II and an important civil rights pioneer. The NASSCO team is proud to add Medgar Evers' name to this distinguished list," said Fred Harris, president of NASSCO.

 

USNS Medgar Evers is the 13th ship of the Lewis and Clark (T-AKE) Class of dry cargo ammunition ships General Dynamics NASSCO is building for the U.S. Navy. NASSCO began constructing USNS Medgar Evers in April 2010. Following its at-sea testing phase, the ship will be delivered to the Navy in the second quarter of 2012. USNS Medgar Evers will mark the 13th T-AKE ship that NASSCO has delivered to the Navy since 2006.

 

NASSCO has reduced the labor hours required to build the USNS Medgar Evers by 67 percent, compared to the first ship of the class. This dramatic reduction in cost has been gleaned from NASSCO's culture of continuous improvement over the course of this stable, long-term shipbuilding program. NASSCO has accomplished this efficient serial production by conducting more than 1.5 million hours of trades training since 2006, equipping each tradesperson with the knowledge and tools required to build T-AKE ships to unparalleled quality standards.

 

When in active service, USNS Medgar Evers will join a tradition of NASSCO-built or modified ships directly supporting the United States Marine Corps. The primary mission of USNS Medgar Evers will be to deliver more than 10,000 tons of food, ammunition, fuel and other provisions at one time to combat ships on the move at sea. T-AKE ships have also served in Navy humanitarian efforts around the globe.

 

General Dynamics NASSCO is the only major ship construction yard on the West Coast of the United States. NASSCO also recently acquired Metro Machine Corp., a leading East-Coast surface-ship repair company. This acquisition enhances NASSCO's ability to deliver cost-effective maintenance and repair services to the U.S. Navy on both coasts.

La coupe est pleine. Tel est en quelque sorte le message que les autorités américaines ont adressé à la Chine et à la Russie en publiant, jeudi 3 novembre, un rapport sur le cyber-espionnage mené aux dépens des Etats-Unis dont le ton est inhabituellement accusateur. Depuis 2009, "les réseaux informatiques d'un vaste éventail d'administrations publiques, d'entreprises privées, d'universités ou d'autres institutions, toutes détentrices d'un gros volume d'informations économiques sensibles, ont été victimes d'espionnage", indique le rapport remis au Congrès par l'Office national du contre-espionnage. "Une grande partie de ces activités semblent provenir de Chine", poursuit le document, qui désigne aussi la Russie, dans une moindre mesure.

 

Parmi les incidents mentionnés à titre d'exemple figure le piratage dont ont été victimes, en 2010, les messageries de responsables américains, de dissidents chinois, de responsables militaires et de journalistes sur leurs comptes Gmail. Google avait estimé que les auteurs de ces intrusions avaient des liens directs avec le gouvernement chinois. En août, rappelle le rapport, la société américaine de sécurité informatique McAfee avait dénoncé des intrusions massives menées contre des entreprises travaillant pour l'armée américaine, des ONG et des usines, en provenance d'un seul et même pays, qui n'avait pas été nommé.

 

La Chine et la Russie "continueront sans doute à déployer des ressources importantes et toute une panoplie de tactiques pour obtenir des informations de sources américaines, dans le but de parvenir à une parité économique, stratégique et militaire avec les Etats-Unis", anticipe le rapport. Régulièrement accusée d'être impliquée dans des cyberattaques, la Chine récuse ces allégations dès qu'elles sont formulées. La publication du rapport n'a pas fait exception : le ministère chinois des affaires étrangères a estimé que "préjuger sans enquête de l'origine de cyber-attaques n'est ni professionnel ni responsable". -Moscou a préféré le silence.

 

Pourquoi les autorités américaines ont-elles mis la Chine et la Russie sur la sellette, alors qu'elles avaient jusqu'alors évité les accusations directes ? Doit-on y voir un aveu de leur impuissance à faire cesser cet espionnage par des voies diplomatiques ou à le contrer par la technologie ? Robert Bryant, directeur de l'Office national du contre-espionnage, a fait valoir la "flambée" récente des cyberattaques et la nécessité de trouver des solutions, passant notamment par une meilleure collaboration entre secteurs privé et public. Des sociétés victimes d'attaques sur leurs données secrètes préfèrent les taire, relève le rapport.

 

Le document souligne aussi la nécessité pour les alliés des Etats-Unis de faire pression sur la Chine afin qu'elle mette fin à son cyberespionnage. Selon le Financial Times, une centaine de spécialistes américains et européens ont conduit, ce même 3 novembre, leur premier exercice de cybersécurité à Bruxelles, afin de mieux repérer les faiblesses de la protection de leurs données sensibles et de communiquer plus rapidement entre eux en cas d'attaque.

JSOW C-1 combined with JSF gives warfighter a powerful new capability

 

DUBAI: Raytheon Company  has completed a fit check of the Joint Standoff Weapon in the internal carriage bay of the Joint Strike Fighter aircraft.

 

"The capabilities of the JSF combined with JSOW C-1's ability to precisely engage moving ships at sea from standoff ranges would give the U.S. and coalition warfighter a powerful capability," said Cmdr. Samuel Hanaki, U.S. Navy JSOW deputy program manager.

 

During the fit check, Raytheon technicians loaded a JSOW shape in the JSF's internal carriage bay and conducted a series of tests to prove the bay door could close properly without damaging the aircraft or the weapon.

 

"JSOW C-1 is the world's first net-enabled standoff weapon that can engage a moving maritime target," said Phyllis McEnroe, JSOW program director for Raytheon Missile Systems. "With its more than 110 kilometer range (68 statute miles) and tunnel defeat capability, JSOW C-1 will give members of the JSF a critical capability no other weapon can provide."

 

About the Joint Standoff Weapon

 

    JSOW is a family of low-cost, air-to-ground weapons that employs an integrated GPS- inertial navigation system and terminal imaging infrared seeker, guiding the weapon to the target. JSOW C-1 adds moving maritime target capability and the two-way strike common weapon datalink to the combat-proven weapon.

    JSOW C-1 is the world's first networked weapon, and has a range of more than 110 kilometers (60 nautical miles).

    The U.S. Navy completed the first free-flight test of JSOW C-1 on July 26, 2011.

Boeing a signé avec la marine américaine une seconde tranche de commande pour son nouvel avion de patrouille maritime P-8A Poseidon. S'ajoutant à un premier contrat (LRIP-I) conclu en janvier pour les 6 premiers appareils de série, cette seconde tranche (LRIP-II) porte sur 7 avions supplémentaires. Elle comprend également des prestations sur la formation des équipages et sur la maintenance, prévues pour débuter en 2012.
Après la réalisation de 8 prototypes, dont 6 pour les essais en vol, le premier P-8A de série, assemblé à l'usine Boeing de Renton (Washington), a réalisé son vol inaugural le 7 juillet. L'appareil reçoit depuis, à Seattle, différents équipements, dont son système de mission, alors que les essais se poursuivent sur les prototypes. Ainsi, les T1, T2, T3 et T5 continuent les tests en vol depuis la base aéronavale de Patuxent River. Quant aux avions destinés aux essais au sol, le S1, appareil dédié aux tests statiques, a terminé son programme en janvier, et le S2, réalisé pour mener les essais de fatigue, commencera à être mis à l'épreuve en 2012.

Première capacité opérationnelle en 2013

Boeing prévoit de pouvoir offrir la capacité opérationnelle initiale du P-8A en 2013, année durant laquelle le Poseidon devrait entrer en service au sein de l'US Navy. Pour mémoire, celle-ci compte se doter de 117 P-8A afin de remplacer sa flotte de P-3C Orion. Développé à partir du biréacteur commercial Boeing 737, le nouvel avion de patrouille maritime américain pourra assurer des missions de lutte antinavire et anti-sous-marine, ainsi que la surveillance et le contrôle de grands espaces maritimes. Comprenant un équipage de 9 hommes, l'avion mettra en oeuvre des missiles Harpoon et SLAM-ER, ainsi que des torpilles Mk50 et Mk54.
En dehors de la marine américaine, le Poseidon est également proposé à l'export. Une première commande de 8 avions (+ 4 en option) a été signée en 2009 avec l'Inde, la tête de série du programme P-8I ayant réalisé son premier vol le 28 septembre dernier.

The US Army has moved a step closer to fielding an important advance in situational awareness for its Boeing AH-64D Apache attack helicopter crews, following a recent flight test activity also involving a General Atomics Aeronautical Systems MQ-1C Gray Eagle unmanned air vehicle.

 

Using the unmanned aerial systems tactical common data link assembly (UTA) developed by Lockheed Martin/Northrop Grumman joint venture Longbow LLC, the flight for the first time saw an Apache crew control the flight path and payload of the MQ-1C.

 

Integrated with the Block III Apache’s mission computer, the two-way, high-bandwidth data link enables Apache crews to more effectively manage the real-time video feed received on their displays.

 

“The test programme proved the design and provided valuable operational understanding to the Apache crew,” the Longbow venture said in a statement. The test activity was a “100% success”, it added.

 

The army will start fielding the Longbow UTA capability with its Block III Apaches from next year.

The U.S. Army has received the first of 51 "low rate initial production" Block III models of the AH-64 Apache helicopter gunship. This is the newest version of the AH-64, and had its first flight three years ago. The U.S. Army will be upgrading all of its 634 AH-64s to the new Block III standard, a process that won't be completed until 2020. The first Block IIIs are entering service now, and will be heavily used to reveal any design or manufacturing flaws. These will be fixed before mass production and conversion begins.

 

Block III has a lot of improvements. One of the notable ones is a more powerful and fuel efficient engine, as well as much improved electronics. Block III will also have Internet like capabilities with other aircraft and ground troops. Block III will be able to control several UAVs, and launch missiles at targets spotted by its UAVs. The Block III radar will have longer range and onboard computers will be much more powerful. The electronics will be easier to upgrade and maintain. The combination of improved fire control and Internet capabilities is expected to greatly increase the capabilities of the AH-64.

 

The 7.5 ton AH-64D carries a pilot and a weapons officer, as well as up to 16 Hellfire missiles (plus the 30mm automatic cannon). Sorties average three hours. The AH-64 can operate at night and has a top speed of 260 kilometers an hour.

 

In addition to the U.S. Army, the Block III is also being bought by the UAE (United Arab Emirates) which is buying 60. Neighboring Saudi Arabia recently ordered 70 of the same model, as well as upgrades for its existing twelve AH-64s, to the Block III standard. Many other of the existing 1,100 AH-64s may be upgraded as well.

Washington - The U.S. Office of Naval Research (ONR) is making sea-based aviation a funding priority and, with unmanned combat and rotorcraft looking to enter the U.S. Navy and Marine Corps fleet alongside planned Joint Strike Fighters, researchers are touting the potential for dramatic effects on the basic nature of naval aircraft design.

 

The latest effort unveiled is new flight-control software meant to help aircraft “stick” carrier landings more cleanly. It could lead to major aircraft redesigns that would save money, reduce wear and tear on future aircraft and improve overall performance.

 

“The precision that we can bring to carrier landings in the future will be substantial,” says Michael Deitchman, deputy chief of naval research for naval air warfare and weapons.

 

A new algorithm embedded in the flight-control software augments the landing approach, the ONR says. Coupled with an experimental shipboard light system called a Bedford Array and accompanying cockpit head-up display (HUD) symbols, the software ties the movement of the pilot’s control stick directly to the aircraft’s flight path. Instead of constantly adjusting the aircraft’s trajectory indirectly through attitude changes, the pilot maneuvers the aircraft to project a dotted green line in the HUD over a target light shining in the landing area.

 

“The flight-control algorithm has the potential to alter the next 50 years of how pilots land on carrier decks,” Deitchman says.

 

“It is almost like a video game,” says James “Buddy” Denham, the senior engineer who has been leading research and development efforts at Naval Air Systems Command. “You’re tracking a shipboard stabilized visual target with a flight-path reference, and the airplane knows what it needs to do to stay there.”

 

Navy and Marine aviators conducting carrier landings today line up with a moving flight deck in a complicated process. Pilots must constantly adjust their speed and manipulate the aircraft’s flight-control surfaces—ailerons, rudders and elevators—to maintain the proper glide path and alignment to the flight deck for an arrested landing. Throughout their approach, pilots eye a set of lights on the left side of the ship to see whether they are coming in too high or low.

 

While the new technology certainly would improve carrier-landing safety and efficiency, the new software also could have a long-term effect on life-cycle costs and perhaps even aircraft design, Deitchman says. For example, the new software could help reduce the amount of training pilots need to perform landings, leading to major cost savings.

 

More precise landings will also help make the whole operation more predictive, he says. That, in turn, could help reduce the load on aircraft and perhaps even change certain aircraft requirements. While reducing aircraft weight could cut maintenance, repair and overhaul costs, the larger impact could be on next-generation aircraft. Depending on the effectiveness of the flight-control software and lessons from its use, designers might rethink flight controls and related equipment. “We could start with a clean sheet of paper on aircraft design,” Deitchman says.

 

The ONR plans to put the technology into a Northrop Grumman X-47B surrogate for “ride-along” in at-sea evaluations this fiscal year. Researchers intend to start flight tests in fiscal 2015.
