ST. LOUIS, Nov. 11 (UPI)

 

Boeing received a $48 million contract from the U.S. Navy to collaboratively develop a new mission computer for the F/A-18E/F Super Hornet and EA-18G Growler.

 

The Type 4 Advanced Mission Computer will replace the current Type 3 on the Super Hornet and Growler aircraft, both of which are manufactured by Boeing.

 

The new hardware will increase aircraft performance, address obsolescence issues, and improve image- and mission-processing functions, the company said.

 

"This contract will allow Boeing to increase warfighting capabilities for both domestic and international customers," said Tom Mantia, AMC Type 4 program manager for Boeing.

 

"Warfighters have a lot to gain from this new system because they will be better positioned for future Navy Flightplan capability upgrades," said Kevin Fogarty, Boeing director of F/A-18 and EA-18G Mission Systems. "This contract results from a tremendous amount of teamwork among our Navy customer, industry partners and Boeing."

 

The Flightplan is the U.S. Navy's technology insertion plan to ensure that the Super Hornet and Growler remain ahead of future threats.

 

The new AMC contract allows for future options. A production contract is expected in 2012.

U.S. Army insiders are worried about the fate of their modernization program. The gifted Gen. Martin Dempsey was unexpectedly elevated to Chairman of the Joint Chiefs after a brief run as the Army's senior officer, and now his respected deputy, Vice Chief of Staff Gen. Peter Chiarelli, is preparing to retire. Chiarelli is credited with bringing more discipline and imagination to the modernization challenge than any other Army leader in recent times. So now the service will be run by two warfighters who are less tested in the ways of Washington.

 

However, newly-minted Chief of Staff Gen. Raymond Odierno signaled earlier this month that he may understand what's wrong with military acquisition better than anyone expected. In testimony before the House Armed Services Committee on November 2 (reported by insidedefense.com), Odierno opined that it might be time "to look at all we do in redundant and overlapping testing." He went on,

 

Do we need to take a review of our testing requirements? Sometimes we have tests that are done by the private industry and yet we redo the tests because we have to meet certain regulations and requirements. And I think those are areas that we could look at that could reduce those costs significantly.

 

Praise the Lord! A leader who sees the truth and speaks it! Gen. Odierno may not realize what a self-serving bureaucracy the Pentagon's operational testing and evaluation community has become, but just about everybody is irritated by the way it slows down programs and adds to costs. There's a story that has been making the rounds for the last year that one tester told a program officer, 'I don't want this program to ever get out of testing -- I have kids to put through college.' The story is probably apocryphal, but it captures the mindset that many acquisition personnel and contractors detect in the testing community. Like the attitude Soviet leaders used to have about their nuclear weapons, the view among testers seems to be that too much is not enough.

 

This problem is not confined to the testing community. It infects the requirements community that loads up new weapons with unaffordable features, and the cost estimators who throw in so many pessimistic assumptions about the price of manufacturing and maintaining weapons that Congress ends up wanting to kill the programs and start over. The Army and Marine Corps right now are straining to save a next-generation jeep that is near death due to a lack of discipline in specifying performance requirements (projected cost: over $350,000 per vehicle before the Army started trimming specs). Meanwhile the Air Force and Navy are getting ready to challenge the assumptions used to generate the latest official cost estimates for the F-35 fighter.

 

But almost no one has taken on the testing community, and it's about time they did. Gen. Odierno's November 2 remarks indicate that he realizes it isn't just contractors who drive up the cost of programs. The cost overruns are often baked in at the beginning by the baroque demands that the acquisition system imposes on developers. These demands result in long schedule delays, unaffordable unit costs, and weapons features that can't meet the expectations of appropriators. More importantly, they slow the delivery of better combat systems to warfighters. Thank you General Odierno for saying in public what many observers already know -- that some of the "reforms" introduced into the weapons acquisition process in recent decades have made it worse, rather than better.

Le lieutenant Chris Tabert, pilote d’essai de la Navy, a lancé son avion F-35C avec le système de catapulte TC-7 à vapeur à la base de Patuxent River le 4 novembre.

 

Il s’agissait du premier lancement d’un F-35C Lightning II Joint Strike Fighter avec une catapulte. La version F-35C du Joint Strike Fighter est destinée à l’US Navy (dont certains au Marines). Elle se distingue des versions F-35A (US Air Force) et F-35B (Marines Corp) car la surface des ailes est plus grande et le train d’atterrissage est renforcé pour résister aux impacts de catapultages et d’appontages souvent très violents sur les porte-avions.

 

Des tests avaient eu lieu sur le site d’essai de Lakehurst (New Jersey, USA). Les essais du F-35C sur porte-avions sont prévus pour 2013.

Program plans to put 100-pound satellites into orbit for one-third the cost

 

Today there’s one way to get a satellite into space: launch it from the ground on a booster rocket, which is expensive and can take weeks or months between missions to prepare the launch pad. And a change in weather can scrap the launch at the last minute.

 

DARPA’s Airborne Launch Assist Space Access (ALASA) program seeks to reduce cost, time and weather constraints for launching small satellites from an aircraft.

 

“Current small satellite payloads can cost up to $30,000 per pound to launch, which is unsustainable over the long haul. Even when our increasingly capable small satellites are launched, they are obliged to go to orbits selected by the primary payload on current launchers, rather than to the orbits their designers and operators would prefer,” said Mitchell Burnside Clapp, DARPA program manager. “Through this program we’d like to see the cost per flight drop to less than $1 million dollars, including the range support costs, for 100-pound payloads, and to be able to launch each of those satellites into a dedicated orbit.”

 

The vision is for an aircraft to carry the small satellite and its host-booster either inside the aircraft or externally. At the desired altitude and direction the aircraft releases the satellite and booster, which continue their climb into space.

 

A key benefit of such a system is responsiveness to an immediate need. Within a day of being called up, a satellite launch mission could be conducted from a runway anywhere in the world. Another advantage is the flexibility of an aircraft to deliver a satellite into any desired orbit at any time.

 

Innovative technologies and techniques required for the ALASA program may include propellant systems, possible in-flight liquid oxygen production, motor case materials, flight controls, nozzle designs, thrust vectoring, throttling, mission planning techniques and airspace clearance procedures.

Ball Aerospace has announced the receipt of contracts worth $17 million from the US Air Force (USAF) for the development and integration of enhanced operational capabilities for the force’s Distributed Common Ground System (DCGS).

 

According to the company, Ball Aerospace will spend 18 months integrating data streams from enhanced sensors on the Global Hawk and Predator Unmanned Aerial Vehicles (UAVs) into the Air Force DCGS, providing new net-centric situational awareness, radar, moving target indicators, and spectral capabilities for the intelligence community and the war fighter.

 

This will ensure that the data from the newest UAV sensors can be fully exploited to meet critical warfighter needs, ‘to improve effectiveness in the field and assist in keeping military personnel safe’.

Norfolk, Va. - Program Executive Office, Littoral Combat Ships (PEO LCS), delivered the first three unmanned surface vessels to the U.S. Navy's Riverine Group 1, Nov. 1.

 

Known as MUSCL, the Modular Unmanned Surface Craft Littoral, is an X-class unmanned surface vessel, designed to reduce risk to manned forces and perform tedious and repetitive surveillance tasks.

 

MUSCL is a two-man portable craft with capabilities that include intelligence, surveillance, and reconnaissance missions that provide real-time monitoring of suspicious vessels, personnel, and activity along waterways, shorelines, and under bridges and piers. The units can be employed from Navy riverine assault or patrol boats.

 

Riverine Group One personnel will maintain and evaluate the three delivered systems for form, fit and functionality.

 

PEO LCS is leading system development, production, and delivery of the system in partnership with the Naval Surface Warfare Centers at Panama City, Fla., and Carderock Combatant Craft Division, in Little Creek, Va.

 

PEO LCS, an affiliated program executive office of Naval Sea Systems Command, provides a single program executive responsible for acquiring and maintaining the littoral mission capabilities of the littoral combat ship class, beginning with procurement, and ending with fleet employment and sustainment. PEO LCS designs, delivers and maintains the systems, equipment and weapons necessary to dominate the littoral battle space and provide U.S. forces with assured access to coastal areas.

Washington - The amount of explosives used in IEDs in Afghanistan is increasing, while at the same time, the number of attacks are at "historic highs."

 

In June and July, there were 1,600 IED events in Afghanistan, said Lt. Gen. Michael Barbero, program executive officer, Joint Improvised Explosive Device Defeat Organization.

 

The good news, he said, is the number of IEDs found and cleared has gone up by 100 percent, as has the number of finds of caches of IED-building material.

 

During an Institute of Land Warfare breakfast Nov. 10 in Arlington, Va., Barbero said as many as 80 percent of IEDs in Afghanistan are made from ammonium nitrate coming from fertilizer plants in Pakistan.

 

Each factory produces as much as 400,000 metric tons of the material each year, and about 1 percent of that makes its way to insurgents, where he said it's easily turned into inexpensive explosives. He also said 90 percent of casualties in Afghanistan come from ammonium nitrate explosive.

 

Barbero said the JIEDDO and the intelligence community must focus on the network that brings the material from those facilities into the hands of terrorists.

 

"From these two legally operating factories in Pakistan, we know where they are producing, we know who their distributors are -- and we are getting great support from them."

 

What is unknown, Barbero said, is where the transition point is between legal enterprise and criminal activity. "What we don't understand is how this ammonium nitrate gets from the factories to these insurgents -- that's the greatest intelligence gap we have."

 

Once that gap is identified, Barbero said, funding sources can be tracked, and other elements of U.S. government power could be brought in to affect change -- including both the State Department and the Treasury.

 

Barbero said that in 2011, there was about $2.44 billion in funding for JIEDDO. While not "locked in" yet, he said, it's expected that in 2012 and 2013 that number will be about the same. "We'll be able to do what we need ... to support our warfighter."

 

The general said there is talk about modifying authorities for JIEDDO to support other federal agencies, because he said the IED threat has expanded beyond Iraq and Afghanistan.

 

"These networks and these IEDs are coming to a 14th Street Bridge near us," he said, referring to a major commuter route into Washington, D.C. "We need to be able to share better with our interagency partners the intelligence and information we have on technology and the networks."

 

In January, Barbero said, JIEDDO will publish a strategy that "goes beyond Afghanistan" to detail some enduring IED threats and to offer a description of the kinds of research and development needed to counter them "so we can start the dialogue and collaboration ... on finding solutions and capabilities."

Washington - The Department of Defense announced Nov. 9 the creation of a new office to integrate air and naval combat capabilities in support of emerging national security requirements.

 

In the 2010 Quadrennial Defense Review, former Secretary of Defense Robert Gates directed the Navy, Air Force and Marine Corps to develop a comprehensive concept to counter emerging anti-access/area denial (A2/AD) challenges. The services collaborated to develop the Air-Sea Battle (ASB) concept. On Aug. 12, 2011, Navy Adm. Jonathan Greenert, Marine Corps Gen. Joseph Dunford, and Air Force Gen. Philip Breedlove established the Air-Sea Battle Office (ASBO), creating a framework to implement the ASB concept.

 

The ASB concept will guide the services as they work together to maintain a continued U.S. advantage against the global proliferation of advanced military technologies and A2/AD capabilities. Air-Sea Battle will leverage military and technological capabilities that reflect unprecedented Navy, Marine and Air Force collaboration, cooperation, integration, and resource investments.

 

The ASBO will oversee the concept implementation by facilitating coordination among the services, influencing service wargames, fostering development and integration of air and naval capabilities, and collaborating with the joint forces. The Air Force, Navy, and Marine Corps will each dedicate a minimum of two field grade officers or civil service equivalents to the ASBO.

 

Implementation of the ASB concept by the Air Force, Navy, and Marine Corps will foster positive change in the institutional relationships among the services, the integration of acquisition strategies, and the conceptual approach to warfare. The ASB concept is a natural and deliberate evolution of U.S. warfighting to counter emerging A2/AD threats that include conventional ballistic missiles, long-range precision cruise missiles, advanced integrated air and missile defense systems, electronic and cyber warfare capabilities, submarines, surface combatants, and modern combat aircraft. Air-Sea Battle will enable the projection of force in defense of U.S. interests and those of our allies and by sustaining stability and freedom of access throughout the global commons.

(Reuters) - La division défense de Boeing se prépare au "pire", à savoir une diminution du budget défense des Etats-Unis de 1.000 milliards de dollars (734 milliards d'euros) sur dix ans, a annoncé jeudi Dennis Muilenburg, directeur général de la division.

 

S'exprimant lors d'un forum organisé par Bank of America Merrill Lynch, il a déclaré que le constructeur aéronautique devait se montrer réaliste en matière des perspectives budgétaires.

 

"D'un point de vue opérationnel, du point de vue de la productivité, nous partons du principe que ce scénario du pire va arriver. Nous adoptons notre structure de coûts pour faire face à une réduction du budget de 1.000 milliards de dollars", a poursuivi Dennis Muilenburg.

 

Le comité spécial du Congrès mis sur pied cet été à la suite du relèvement du plafond de la dette des Etats-Unis doit faire ses recommandations ce mois-ci sur 1.200 milliards de baisses des dépenses.

 

Si un accord n'est pas trouvé, des coupes automatiques entreraient en vigueur, devant être réparties de manière égale entre programmes militaires et programmes civils.

 

Cela forcerait le département de la Défense à prendre d'importantes mesures de réduction des dépenses en plus des 350 milliards de coupes déjà programmés pour la prochaine décennie.

 

Les groupes de défense suppriment des postes et vendent des filiales considérées comme étant non stratégiques dans l'anticipation de la contraction du budget militaires aux Etats-Unis.

 

Dennis Muilenburg a cependant ajouté qu'il y avait des opportunités à l'international, notamment au Moyen-Orient et dans la région Asie-Océanie.

BAE Systems has been cleared to deliver a new guided weapon that will enter service next year on US Marine Corps helicopters and later possibly with fixed-wing aircraft.

 

Test shots of the advanced precision kill weapon system (APKWS) II from a Bell Helicopter UH-1Y Venom struck targets ranging from 1.5km to 5km (0.8nm to 3nm) away, the UK-headquartered defence giant said.

 

The completion of the test shots means the system's development and demonstration phase is nearing an end, after a long and unusually circuitous path.

 

The Marines plan to deploy the weapon - a 70mm (2.75in) rocket modified with a semi-active laser guidance system and an upgraded warhead - in combat zones starting next year.

 

The guided rocket will complement a digital close air support system integrated into the cockpits of the service's UH-1Y and Bell AH-1Z Viper attack helicopter, giving pilots a precise weapon with a smaller blast radius than a Lockheed Martin AGM-114 Hellfire air-to-surface missile.

 

The APKWS II also will be integrated by the US Navy on the Northrop Grumman MQ-8B Fire Scout unmanned helicopter. The aircraft will receive software modifications, including a weapons management computer to use the rockets, with the first armed example to be ready in March 2013.

 

But the next step - to migrate the new weapon to fighters - is already being considered. Earlier this year, the Marines and the US Air Force teamed up to demonstrate APKWS II on the Boeing AV-8B Harrier II and the Fairchild Republic A-10C Thunderbolt II ground attack aircraft.

 

These developments are a departure from the programme's situation in 2008, when it had been abandoned for a second time by the US Army.

 

The Marines decided to take over the APKWS II contract and complete the development phase. The army, meanwhile, considered the APKWS II for a second time in late-2009, along with several competitors, but still has not purchased a guided rocket.

General Dynamics Advanced Informational Systems (GD AIS) has been awarded an $86.7 million contract by the US Navy’s Naval Sea Systems Command for the design and development of a Surface Mine Countermeasure Unmanned Underwater Vehicle (SMCM UUV) system. According to General Dynamics, the system will initially form part of the Littoral Combat Ship Mine Warfare mission package being developed by the company for the Littoral Combat Ship fleet for the US Navy.

 

According to the company, the SMCM UUV system will allow Navy commanders and sailors to reliably detect and identify mines in high-clutter underwater environments in a single pass, including mines that are suspended in the ocean, resting on the sea floor or buried. Additionally, it will gather environmental data that can provide intelligence support for other mine warfare systems.

 

General Dynamics will ‘use an open systems architecture approach to ensure the SMCM UUV will have the flexibility to be integrated into missions on Littoral Combat Ships, as well as other ship types’. The design will focus on the Navy’s evolving and dynamic mission requirements, ‘plug and play’ integration for ship systems and mission modules, and the capability to quickly reconfigure the ship to meet changing mission requirements.

 

The contract covers one Engineering Development Model (EDM) and five low-rate initial production systems if all options are exercised.

An AH-64D Apache Block III attack helicopter has controlled an MQ-1C Gray Eagle UAV during flight using the Longbow Unmanned Aerial Systems Tactical Common Data Link Assembly (UTA).  Longbow is a joint venture between Lockheed Martin and Northrop Grumman.

 

A Longbow company statement issued 9 November said that the UTA controlled the payload and flight path of the UAV during a flight test while both the Gray Eagle and Apache were airborne. Longbow called the test ‘a significant accomplishment in manned-unmanned teaming’, being the first time a UAV has been controlled from the cockpit of an Apache during flight.

 

The UTA test programme has now achieved all its goals with 100 per cent success according to Longbow. The two-way high-bandwidth data link allows Apache aircrew to control the sensor and flight path of an airborne UAV at long-ranges. The system, which is fully integrated into the Block III Apache mission computer, delivers real-time, high-definition streaming video onto multi-function cockpit displays.

 

Lockheed Martin called the successfully demonstration ‘a true game-changing capability’; enhancing situational awareness between Apache pilots, ground commanders and the UAS to create a net-centric battlespace to ensure operational superiority and increase survivability.

 

The US Army's Longbow system consists of a fire control radar or a UTA, a fire-and-forget radar frequency Hellfire millimetre wave-guided missile, and an all-digital M299 launcher for the AH-64D Apache helicopter.  The Longbow UTA will be fielded on the Apache Block III aircraft beginning in 2012.

NASHUA, New Hampshire --- The U.S. Navy and Marine Corps recently successfully fired the first shots of the Advanced Precision Kill Weapon System II (APKWS) from a UH-1Y helicopter, in preparation for fielding in 2012.

 

The successful shots, which took place at Naval Air Warfare Center Weapons Division in China Lake, California, Sept. 9-13, mark the start of APKWS testing on the UH-1Y, and are part of the program’s low-rate initial production phase.

 

Developed by BAE Systems in partnership with the U.S. government, the APKWS semi-active laser guidance section integrates with existing 2.75-inch rocket motors and warheads, giving aviators a highly precise weapon that is effective against soft and lightly armored targets while minimizing collateral damage. BAE Systems designed the system’s laser guidance and control section.

 

During the tests, Marine pilots fired a total of six shots from a UH-1Y against stationary targets with ranges varying from 1.5 to 5 kilometers. The initial shots from UH-1Y mark the first time a MK152 warhead has been fired from any aircraft, allowing safer operation aboard ships than the previous M151 warhead.

 

"I am very excited to bring this new capability to our Marines in combat,” said Captain Brian Corey, Program Manager, PMA-242. “This highly effective weapon will allow aviators to complete their missions while minimizing the risk of harm to allies and non-combatants."

 

APKWS brings three essential operational benefits to those in combat. First, the BAE Systems guidance section is designed for compatibility with current 2.75-inch rocket motors, warheads, and fuzes, enhancing the capability of the existing 100,000-unit inventory of unguided rockets. Second, the system provides the lowest collateral damage for precision engagement, while at the same time giving the military greater flexibility to engage the enemy. Finally, the unit cost is on track to meet the Navy’s objective against lower value targets.

 

“BAE Systems is focused on getting APKWS to the warfighter next year,” said John Watkins, director of Missile & Munitions Solutions in Nashua, where the system’s laser guidance and control section is built. "APKWS will provide an evolutionary step in the lethality and utility of the UH-1Y. For the first time, the UH-1Y will have the ability to autonomously provide precision guided munitions, dramatically increasing its effectiveness against armored and reinforced targets while decreasing collateral damage."

 

The Navy assumed acquisition oversight of the APKWS program in 2008. In addition to its planned use on rotary-wing platforms, the Navy has entered into a Joint Concept Technology Demonstration program with the U.S. Air Force to evaluate the suitability of APKWS for fixed-wing platforms.

 

APKWS entered the first phase of production testing at China Lake’s facility last month. A launcher successfully fired two laser-guided rockets and hit a stationary target. The test firings initiated a sequence of tests that allow the Navy to accept the guidance sections for Initial Operational Test and Evaluation, the final test phase prior to fielding the system.

 

Initial Operating Capability of APKWS on the Marine Corps AH-1W and UH-1Y helicopters is scheduled for the spring of year 2012.

Seattle - Boeing [NYSE: BA] on Nov. 3 received a $1.7 billion low-rate initial production (LRIP) award from the U.S. Navy for seven additional P-8A Poseidon maritime surveillance aircraft.

 

LRIP-II is the follow-on to an initial LRIP-I contract awarded in January to provide six Poseidon aircraft. Overall, the Navy plans to purchase 117 Boeing 737-based P-8A anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance aircraft to replace its P-3 fleet.

 

As part of the contract, Boeing will provide aircrew and maintenance training for the Navy beginning in 2012, in addition to logistics support, spares, support equipment and tools. The training system will include a full-motion, full-visual Operational Flight Trainer that simulates the flight crew stations, and a Weapons Tactics Trainer for the mission crew stations.

 

"This contract is the result of the Boeing and Navy team's hard work and commitment, and moves us a step closer to P-8A full-rate production," said Chuck Dabundo, Boeing vice president and P-8 program manager. "We've assembled and flown the first LRIP plane and continue to focus on building P-8A aircraft on cost and on schedule."

 

"LRIP-II brings the P-8A program one step closer to delivering the Poseidon to the fleet," said Capt. Scott Dillon, P-8A deputy program manager for the Navy.

 

Boeing completed assembly of the first LRIP-I aircraft at its Renton, Wash., facility this summer. The aircraft subsequently completed a successful first flight July 7, 2011, from Renton Field to Boeing Field, which marked its transition from fabrication and assembly to mission system installation and checkout in Seattle.

 

The Poseidon team is using a first-in-industry in-line production process that draws on Boeing's Next-Generation 737 production system. All P-8A-unique aircraft modifications are made in sequence during fabrication and assembly.

 

The team has built and is testing six flight-test and two ground-test aircraft under the U.S. Navy System Development and Demonstration contract awarded to Boeing in 2004. Four flight-test aircraft -- T1, T2, T3 and T5 -- are conducting testing at Naval Air Station Patuxent River, Md. The program's static test plane, S1, completed its test program in January. S2, the fatigue test plane, will begin testing next year. Initial operational capability is planned for 2013.

US forces operating in Afghanistan are set to receive a SATCOM upgrade to existing capabilities under the DoD's WIN-T (Warfighter's Information Network-Tactical) programme, Shephard has been informed.

 

According to TeleCommunication Systems (TCS) senior VP and general manager Michael Bristol, the company's Tactical Transportable TROPO (3T) system will be deployed alongside the SIPR NIPR Access Point (SNAP) VSAT to assist with bandwidth and latency challenges.

 

Having beaten General Dynamics and Rockwell Collins to an undisclosed contract from the WIN-T programme office in August, TCS will begin delivery of 28 3T systems from December onwards for a period of six months. The programme office has the ability to procure an additional 32 systems if required.

 

Bristol said a certain number of systems would immediately be deployed to an operational theatre. SNAP systems have most recently been operational in Afghanistan and Iraq.

 

Sources told Shephard that SNAP was currently being used at fixed locations in theatre for command and control, intelligence and logistics missions. The 3T system has previously conducted a three week live link evaluation in Afghanistan in August 2009, it was added.

 

The addition will provide throughput up to 22Mbps at distances up to 150 miles beyond line-of-sight (BLOS) using troposcatter technology, designed to use microwave communications to achieve high bandwidth rates and low latency connectivity. The system uses C-Band feeds and is available in 0.2 and 1.2m VSAT antennas.

 

Bristol said the solution included compatibility with legacy equipment including the AN/TRC-170(V)3 systems and described how such a system could reduce 'recurring' satellite airtime costs and overcome 'terrain challenges' in theatre.

 

'The concept of operations of the military are very different now. The military has redefined itself to fight with very small mobile units,' Bristol said.

 

Meanwhile, TCS said it was entering a downsized 'Impact Tactical' variant of the SNAP base station at the US Army's next Network Integration Evaluation (NIE) exercise at Fort Bliss, New Mexico, in March. Company officials said the engineering phase was complete with the baseband solution offering size and weight savings of some 50% over its larger relative.

 

'You can now adapt your communication requirements to vehicles, rack-mount and tents with plug-and-play ease,' Bristol added.

Mercury Computer Systems unveiled its latest 96-terabyte Digital Storage Unit (DSU) designed for ISR platforms at the MILCOM exhibition in Baltimore this week.

 

The decision to bring the product to the market responds to the development of 'sophisticated' new ISR sensors which generate huge amounts of data requiring unprecedented demands on data storage for processing, exploitation and dissemination (PED) or post-mission forensics.

 

Unable to provide specific details, Mercury solutions marketing manager Thomas Roberts said the DSU was already operational on an undisclosed UAV operating in theatre since the start of the year.

 

However, he was able to confirm that a total of no more than 10 DSUs had been delivered to the programme. He told Shephard that the DSU boosted data storage capability by between 400 and 800% when compared to other legacy systems.

 

'The explosion in both the number of sensors and amount of data they generate is driving the need for larger capacity embedded storage solutions,' continued Mercury's senior VP and general manager, Didier Thibaud.

 

For this reason, the company told Shephard that it was looking to offer up the DSU for other applications including ground mobile vehicle and wide area aerial surveillance, both of which require large amounts of embedded storage.

 

'Several programmes are looking at it, although they are mostly UAVs. We are also looking at smaller variants of the DSU', Roberts concluded, although this will include smaller amounts of data storage capability.

Protecting ships and sailors with modernized underwater mine hunting capability

 

FAIRFAX, Va. | The U.S. Navy's Naval Sea Systems Command has awarded General Dynamics Advanced Informational Systems a contract to design and build the Surface Mine Countermeasure Unmanned Underwater Vehicle (SMCM UUV) system. The system will initially be a part of the Littoral Combat Ship Mine Warfare mission package. The contract has a maximum potential value of $86.7 million for one Engineering Development Model (EDM) and five low-rate initial production systems if all options are exercised. General Dynamics Advanced Informational Systems is a business unit of General Dynamics.

 

The SMCM UUV system will allow Navy commanders and sailors to reliably detect and identify mines in high-clutter underwater environments in a single pass, including mines that are suspended in the ocean, resting on the sea floor or buried. Additionally, it will gather environmental data that can provide intelligence support for other mine warfare systems.

 

"General Dynamics continues to deliver affordable, flexible solutions that meet the Navy's vision for open architecture," said Lou Von Thaer, president of General Dynamics Advanced Information Systems. "Commanders and sailors will now have the most capable and advanced system available to detect, avoid and defeat mine threats."

 

General Dynamics will use an open systems architecture approach to ensure the SMCM UUV will have the flexibility to be integrated into missions on Littoral Combat Ships, as well as other ship types. The Navy's evolving and dynamic mission requirements call for a design that allows "plug and play" integration for ship's systems and mission modules. These interchangeable packages of specialized equipment allow the Navy to quickly reconfigure a ship for changing mission requirements.

 

General Dynamics plans to hire 10 new employees to support this contract. The development and manufacturing will be done in Greensboro, N.C., Fairfax, Va., Quincy, Mass., Braintree, Mass., and Panama City, Fla.

 

The General Dynamics Advanced Information Systems team includes Bluefin Robotics, Quincy, Mass.; Ultra Electronics Ocean Systems, Braintree, Mass.; and Oceaneering International, Houston, TX.

 

The program office for this contract is the Unmanned Maritime Systems Program Office (PMS 406), one of six program offices within the Navy's Program Executive Office, Littoral Combat Ship (PEO LCS).

Après avoir vendu PAE (Pacific Architects and Engineers) en février dernier à Lindsay Goldberg Llc (un lecteur de ce blog me l'avait aimablement signalé en avril, lorsque la vente avait totalement été finalisée), la firme US vient de se séparer de DS2 (Defense Support Services), une joint venture créée en 2004 avec Day&Zimmerman.

 

En fait, DS2 rejoint PAE pour constituer une entité de plus de 10 000 employés, présente dans une quarantaine de pays et spécialisée dans la maintenance d'avions et de véhicules militaires, dans la logistique et le facility management.

WASHINGTON | The U.S. Defense Department is taking added steps to ensure that its equipment and supply chains contain no counterfeit parts, officials said.

 

The department has a quality assurance process that identifies material that doesn’t conform to standards and determines the authenticity of parts, DOD officials said in a report released Nov. 9.

 

When counterfeit parts are identified, the department works with law enforcement investigations that sometimes result in actions against companies and counterfeiters. Professional organizations such as the Aerospace Industry Association and the Society of Automotive Engineers have anti-counterfeiting standards and groups that work with the department, the DOD report says.

 

The department’s release came after a Senate Armed Services Committee hearing yesterday inquired about counterfeit parts at the U.S. Missile Defense Agency. The agency’s director, Army Lt. Gen. Patrick J. O’Reilly, told the committee that counterfeit parts are a big concern because they reduce reliability in a technically complex system.

 

Some parts may be used and resold as new, O’Reilly said. Others might be labeled as military-compliant when they’re really just commercial versions of the part that don’t meet rigorous DOD standards. And because counterfeiters are becoming increasingly sophisticated, counterfeit electronic parts might even disable or steal critical information from the systems in which they’re embedded, he said.

 

A Defense Department spokesman, Navy Capt. John Kirby, was asked about counterfeit parts during a meeting with Pentagon reporters after the hearing.

 

“I think the best description for what we are talking about in this case are typically used, discarded parts that are then refurbished,” Kirby said.

 

“This is an issue we take very seriously,” DOD Press Secretary George Little said at the same meeting. “We have detected in the supply chain some counterfeit parts, but I would emphasize that there has been no loss of life or catastrophic mission failure as a result of these parts entering the supply chain.”

 

To ensure against counterfeit parts, the department is implementing recommendations by the Government Accountability Office that include policy modifications, internal process improvements, and collaboration with industry, the DOD report says.

Redesign Promises to Reduce Maintenance Costs, Improve Aircraft Availability

 

PALMDALE, Calif. | Northrop Grumman recently won a $109 million contract from the U.S. Air Force to produce a redesigned aft deck for the B-2 stealth bomber, further enhancing the world's most survivable aircraft.

 

The B-2 Spirit's aft deck, a metallic panel on the bomber's upper surface that shields its composite airframe from the heat of engine exhaust, will be redesigned for long-term reliability and affordability. The retrofit will enable the aircraft to span normal long-term maintenance cycles without additional services or repairs.

 

The newly redesigned structure reflects Northrop Grumman's thorough thermal and structural analysis of the aft deck, its adjoining structures and the operating environment.

 

"Implementing a redesigned aft deck is an important part of guaranteeing the long-term viability of the B-2," said Dave Mazur, Northrop Grumman's vice president of Long Range Strike and B-2 program manager. "We are committed to assisting the Air Force in developing and implementing proactive solutions that are in the best interest of the B-2 fleet."

 

The aft deck enhancement is the latest spares replacement the Air Force, Northrop Grumman and its suppliers have undertaken to ensure the B-2 remains one of the most survivable weapons systems in the world.

 

"The B-2 industry team is working closely with the U.S. Air Force and the Defense Logistics Agency to improve aircraft availability," said Gary Roehrig, director and program manager for B-2 Product Support. "This is a complex effort, but it's key to fully equipping the warfighter."

 

The B-2 Spirit stealth bomber remains the only long-range, large-payload aircraft that can penetrate deeply into protected airspace. In concert with the Air Force's air superiority fleet, which provides airspace control, and the Air Force's tanker refueling fleet, which enables global mobility, the B-2 helps ensure an effective U.S. response to threats anywhere in the world. It can fly more than 6,000 nautical miles unrefueled and more than 10,000 nautical miles with just one aerial refueling, giving it the ability to reach any point on the globe within hours.

 

Work will be conducted at Northrop Grumman facilities in Palmdale, Calif., and St. Augustine, Fla. Northrop Grumman is the Air Force's prime contractor for the B-2, the flagship of the nation's long range strike arsenal.

San Diego - Northrop Grumman Corporation (NYSE:NOC) has started work outfitting the U.S. Navy’s MQ-8B Fire Scout unmanned helicopter with a weapons system. The Advanced Precision Kill Weapons System laser-guided 70mm rocket – in production for the Navy since 2010 – will allow ship commanders to identify and engage hostile targets without calling in other aircraft for support.

 

“By arming Fire Scout, the Navy will have a system that can locate and prosecute targets of interest,” said George Vardoulakis, Northrop Grumman’s vice president for tactical unmanned systems. “This capability shortens the kill chain and lessens the need to put our soldiers in harm’s way.”

 

Northrop will develop and deliver the equipment needed to control the weapons system under a $17 million contract awarded to the company Sept. 23 by Naval Air Systems Command. Final delivery of an operational system is expected by March 2013.

 

Once delivered, Fire Scout will be Navy’s first sea-based unmanned system to carry weapons. Its ability to operate at low ground speeds makes it particularly well suited for supporting littoral missions such as drug interdiction, antipiracy actions, search and rescue, reconnaissance and port security.

 

Fire Scout features a modular architecture that accommodates a variety of electro-optical, infrared and communications payloads. These payloads provide ground- and ship-based commanders with high levels of situational awareness and precision targeting support.
