An aH-64D Apache Block III equipped with the new Unmanned Aerial Systems Tactical Common Data Link Assembly (UTA) recently controlled an unmanned vehicle, while both were in flight. This marks the first time an unmanned vehicle has been controlled from the cockpit of an Apache, a significant accomplishment in manned-unmanned teaming.

During flight tests, the UTA controlled the payload and flight path of a Gray Eagle (MQ-1C) while both the Apache and unmanned aircraft system (UAS) were airborne.


“This is a true game-changing capability that the Block III will bring to the warfighter.” said Lt. Col. Bailey, U.S. Army Apache Block III product manager. UTA enhances situational awareness between Apache pilots, ground commanders and the UAS to create a true net-centric battlespace.

The LONGBOW UTA is a two-way, high-bandwidth data link for Apache aircrews that allows sensor and flight path control of the UAS. UTA-equipped Apaches enable aircrews to exercise control of UAS at long ranges and receive real-time, high-definition streaming video on their multi-function displays. The UTA is fully integrated into the Block III Apache mission computer. The U.S. Army’s LONGBOW system consists of either a fire control radar or the new UTA, a fire-and-forget radar frequency HELLFIRE millimeter wave-guided missile, and an all-digital M299 launcher for the AH-64D Apache helicopter. The LONGBOW UTA will be fielded on the Apache Block III aircraft beginning in 2012.

The UTA was developed by Longbow, a joint venture between Lockheed Martin and Northrop Grumman.

Northrop Grumman Corporation has started work outfitting the U.S. Navy’s MQ-8B Fire Scout unmanned helicopter with the Advanced Precision Kill Weapons System (APKWS) laser-guided 70mm rocket. Such an armed unmanned platform will provide naval platforms, specifically the Littoral Combat Ship an autonomous engagement capability highly suitable for littoral warfare.

 

This light weight precison guided weapon is in production for the Navy since 2010. Arming the FireScout with the guided rocket will enable the unmanned helicopter flying off Littoral Combat Ships to engage hostile targets independent of air support from carrier groups or shore based aircraft.

 

“By arming Fire Scout, the Navy will have a system that can locate and prosecute targets of interest,” said George Vardoulakis, Northrop Grumman’s vice president for tactical unmanned systems. “This capability shortens the kill chain and lessens the need to put our soldiers in harm’s way.”

 

Northrop will develop and deliver the equipment needed to control the weapons system under a $17 million contract awarded to the company Sept. 23 by Naval Air Systems Command. Final delivery of an operational system is expected by March 2013. FireScout is already equipped with an EO/IR payload providing the target location and designation for the rockets.

 

Once delivered, Fire Scout will be Navy’s first sea-based unmanned system to carry weapons. According to Northrop Grumman, its ability to operate at low ground speeds makes it particularly well suited for supporting littoral missions such as drug interdiction, antipiracy actions, search and rescue, reconnaissance and port security.

 

Parralel to its successful participation in the operations in Libya, the Navy also deployed the FireScout to Afghanistan, where the unmanned vehicle gathered over 300 hours per month, supporting Marine Corps in theater. FireScout is expected to continue deployment in theater through 2012.

Northrop Grumman will operate and maintain the UAV systems through October 2012 under an $18.65 million contract awarded to the company Sept. 28 by Naval Air Systems Command.

 

“We are providing a level of situational awareness many soldiers in the field have never experienced,” said Rick Pagel, Fire Scout’s operations lead for Northrop Grumman. “In the first five months we surpassed 1,500 hours with over 400 flights. Since Fire Scout doesn’t require a runway, we are conveniently nearby and arrive on station quickly.”

Northrop Grumman has revealed details on the US Navy’s plan to outfit the MQ-8B Fire Scout unmanned helicopter with a weapons system. According to a company statement issued 9 November 2011, the Advanced Precision Kill Weapons System laser-guided 70mm rocket will be fitted to the UAV enabling the Navy to ‘locate and prosecute targets of interest’.

 

The Advanced Precision Kill Weapons System laser-guided 70mm rocket has been in production for the Navy since 2010. According to the company Northrop Grumman will develop and deliver the equipment needed to control the weapons system under a $17 million contract awarded to the company 23 September by Naval Air Systems Command. Final delivery of an operational system is expected by March 2013.

 

The armed Fore Scout will enable ship commanders to identify and engage hostile targets without calling in other aircraft for support, in order to ‘shorten the kill chain’ and lessen the ‘need to put our soldiers in harm’s way’, George Vardoulakis, Northrop Grumman's vice president for tactical unmanned systems said.

 

Northrop Grumman says that once delivered, Fire Scout will be Navy's first sea-based unmanned system to carry weapons. Its ability to operate at low ground speeds makes it particularly well suited for supporting littoral missions such as drug interdiction, antipiracy actions, search and rescue, reconnaissance and port security. Fire Scout features a modular architecture that accommodates a variety of electro-optical, infrared and communications payloads. These payloads provide ground- and ship-based commanders with high levels of situational awareness and precision targeting support.

ORLANDO, Fla. | The LONGBOW Limited Liability Company's Unmanned Aerial Systems Tactical Common Data Link Assembly (UTA) recently controlled an unmanned vehicle from an AH-64D Apache Block III attack helicopter, while both were in flight. The LONGBOW LLC is a joint venture between Lockheed Martin and Northrop Grumman.

Dorchester, Ontario – Armatec Survivability Corp (ASC) is excited to announce another major breakthrough in occupant centric survivability for soldiers and marines.

 

Last week, in coordination with the Canadian DND and DRDC, Armatec engaged in a very successful, full-scale live fire testing of large AT mine blast threats on the LAV III platform fitted with a fully composite mine shield.  The test took place at the DRDC test site in Suffield, Canada. The LAV III vehicle is similar to the US Stryker platform.

 

Under DND scrutiny, the tests were performed in accordance with STANAG 4569 and AEP55. The test parameters exceeded the requirements of the current AEP55 and exposed the full scale engineered test coupon to the most stringent conditions. Armatec achieved the highest STANAG levels on the vehicle structure, with low deformations and maximum survivability space for the occupants. The test bed was prepared in order to represent maximum global accelerations with worst case loading of the protective seating system and on the most vulnerable test location. The test vehicle was fully instrumented with the latest data acquisition systems, high-speed cameras and the latest model of the ATD dummy developed by Humanetics.

 

Armatec is the proud owner of the first Humanetics advanced capture rate test dummy and reports superior data quality and accuracy. High-speed camera technology provided by HSI in the tests provided information to allow detailed studies of the local and global events during the trials and validated load transfer of the mine and soil as well the human factors inside the vehicle.  In total, the data collected shows clean signals, stunning video and impressive performance.These tests show significant breakthrough in occupant centric survivability.

The Obama administration is proposing export control changes that would allow aircraft components to be more freely traded on the global market, while continuing to protect parts designed specifically for the military’s most stealthy aircraft.

 

The move would modify the U.S. Munitions List for what is known as “Category VIII,” which covers aircraft. The change would free up generic parts, components, accessories and attachments for export “regardless of their significance to maintaining a military advantage for the United States,” according to a Nov. 7 notice in the federal register. Those parts would be transferred from the State Department-managed munitions list to a list governed by the Commerce Department.

 

But the proposed rule does exempt parts “specifically designed” for certain aircraft with stealth technology, including the B-1B bomber, the B-2, the F-15 Silent Eagle, the F/A-18 E/F/G, the F-22 Raptor, the F-35 Joint Strike Fighter and the F-117 Nighthawk. The exemption also includes U.S. technology demonstrators.

 

The change is part of the Obama administration’s overarching export control strategy outlined in early 2010 by then-Defense Secretary Robert Gates. The initiative is led by the National Security Council with contributions from a team of about 150 people at the departments of commerce, defense and state in consultation with Congress, and includes a President’s Export Council.

 

The idea is to rid the munitions list of components and parts that have no special military design and move some items with military and civilian uses to a dual list governed by the Commerce Department that will still be monitored.

 

The proposal would provide welcome relief to the U.S. defense industry, according to Remy Nathan of the Aerospace Industries Association. Rather than focusing on an enormous number of nuts, bolts, screws and hoses that are currently regulated by International Trade in Arms Regulations (ITAR), the government could zero in on the more sensitive, more-important-to-regulate items, Nathan says.

 

And if the process has seemed, from the outside, to be laborious, that’s because each item needs to be sorted with care.

 

The current munitions list is open-ended. “It’s easy from that perspective to say everything’s on the ITAR unless we say it’s not,” Nathan says, which has put the onus on the manufacturer to make a case for exempting a certain part and bogged down State Department officials who had to sign off on paperwork for items that were destined for approval.

 

“You’re not changing ‘no’ to ‘yes,’” says Nathan. “It’s that the process of getting a ‘yes’ is easier, cheaper and faster.”

 

For the next 45 days, the administration is collecting comments about the proposed rule. The administration previously published changes to the Category VII list for military vehicles, which is now being revised.

Interocean American Shipping will be awarded a firm-fixed-price contract by the US Military Sealift Command for the operation and maintenance of the Sea-Based X-Band Radar platform (SBX-1).

 

The $28.18m contract includes four one-year option periods which, if exercised, will bring the cumulative value of the contract to $165.2m.

 

The SBX-1 radar, to be deployed to the Pacific Ocean, provides ballistic missile-tracking and countermeasures information to the ground-based midcourse defence system (GMD) for interceptor missiles.

 

Work will be carried out at sea, with completion to take place by September 2012.

ST. PETERSBURG, Fla., Nov. 9 (UPI)

 

The U.S. Army Sustainment Command has awarded General Dynamics Ordnance and Tactical Systems production contracts for medium-caliber ammunition.

 

The contract, a major share of the third option on a previously awarded multiyear contract, is for the production of 20mm PGU-27A/B Training Practice, the PGU-30A/B Training Practice with Tracer and the PGU-28A/B Semi-Armor Piercing High Explosive Incendiary tactical round.

 

In addition, the company was awarded a contract from an international customer for the production and delivery of 20mm PGU-28A/B combat ammunition.

 

The combined contracts are valued at about $64 million and all work will be performed at the company's Marion, Ill., operations.

 

"General Dynamics has a long legacy of producing 20mm PGU ammunition for the U.S. military," said Tim McAuliffe, vice president and general manager of medium caliber ammunition programs. "We developed all three rounds at the request of the U.S. Navy to replace the aging M50 series and we are proud to continue to support our customers in providing this superior combat and training ammunition.

 

"The international award is a significant win for General Dynamics. We are the only licensed producer of the 20mm PGU family that can sell all three rounds internationally. The contract represents a growing market for our medium-caliber business."

 

The PGU ammunition family is compatible with the 20mm x 102mm gun system.

 

The rounds are used in training and combat by the U.S. Air Force and Navy fixed-wing aircraft, including F-14, F-15, F-16 and F/A-18 fighters and the U.S. Marine Corps AH-1 Cobra attack helicopter.

Acquisition sets GD up to be a strong competitor in international markets

 

The process of defense industry restructuring which began with ITT’s spinoff of its defense electronics group is picking up speed. Yesterday, General Dynamics (GD) announced that it was acquiring armored vehicle maker Force Protection (FP). The GD move expands its portfolio by adding FP’s large installed base of Buffalo, Cheetah and Cougar variants of the Mine Resistant Ambush Protected (MRAP) vehicles to its own fleets of M1A2 Abrams tanks, Stryker infantry carriers and LAV IIIs. Having bought over 15,000 MRAPs in several different flavors for the conflicts in Iraq and Afghanistan, the U.S. Department of Defense wants to capitalize on this investment by integrating at least a portion of the fleet into the Army’s Table of Organization & Equipment. GD’s decision reflects the reality that survival in the defense sector for a vehicle maker will depend significantly on grabbing the largest possible share of the reset and upgrade market.

 

This acquisition also sets GD up to be a more formidable competitor both in the United States and internationally for the few major armored vehicle competitions likely to occur in the next few years. With world-class expertise in blast phenomenology and its own blast test range in South Carolina, FP has pioneered in the design of blast resistant vehicles. FP developed a unique and highly survivable light armored platform, the Ocelot, which won the competition for the United Kingdom’s Light Protected Patrol Vehicle. The Ocelot is also the basis for FP submission in the competition for Australia’s Protected Mobility Vehicle-Light. Potentially, the Ocelot could provide GD with an additional offering in the competition for the Joint Light Tactical Vehicle. Rounding out its position in the Commonwealth, FP is also competing to provide Canada with a Tactical Armored Patrol Vehicle. Each of these could be a contender for light armored vehicle competitions the world over. What FP lacked was the production capacity that GD clearly brings to the game.

 

In the U.S., together with AM General, GD is a competitor for the Army/Marine Corps Joint Light Tactical Vehicle (JLTV) program. The next phase of the JLTV competition will be opened up to new candidate vehicles. The FP Ocelot could provide GD with another offering in this competition.

 

There are three general strategies for defense companies in response to a significant long-term decline in defense spending. The first is to exit the market or be bought out by another company. This is hard to do for the primes such as GD, Boeing, Lockheed Martin or Northrop Grumman. The second is to diversify into adjacent areas. Several of the defense giants, notably Lockheed Martin, have done this by investing in non-defense government IT. But it is very hard to translate an expertise in armored vehicles or jet fighters into a non-defense competency. Last, you can compete for a larger share of a shrinking pie. This is clearly part of GD’s strategy for weathering the current downturn.

 

During the last defense downturn, in the early 1990s, GD looked like it was exiting the defense sector, selling its F-16 production facility to Lockheed Corporation, its missile production capability to Hughes Aircraft and its Space Systems Division to Martin Marietta. This time around, it appears intent on being a buyer instead.

Le 6 juin, le département a publié une proposition de règlement,  le cas DFARS 2010-D020 pour "Représentation se rapportant à l’indemnisation des anciens agents du DoD", pour requérir de tous les soumissionnaires qu’ils suggèrent  une représentation, à la soumission de l’offre, que tous les employés qui sont d’anciens agents "protégés" du Département de la Défense (défini dans la clause du DFARS 252.203-7000), au mieux des connaissances et de la croyance du soumissionnaire, entrent en conformité avec : 

  • DFARS 203.171-3 qui stipule que les agents protégés du Département de la Défense doivent avoir obtenu ou demandé une évaluation morale relative aux restrictions d’embauche postérieures au fonctionnariat ;
  • 18 USC 207 et 5 CFR Partie 2641 qui sont les statuts et règlements qui ont une incidence sur l’emploi postérieur du personnel gouvernemental civil et des militaires, et
  • FAR  3.104-2 qui instaure le Procurement Integrity Act.

 

Cette proposition de règlement aurait probablement les effets respectifs. 

 

Par exemple, la responsabilité de la conformité avec les lois et règlementations sur l’emploi postérieur au fonctionnariat va être partagée entre les ex-personnels gouvernementaux et les SMP. Les lois actuelles sur l’embauche postérieure au fonctionnariat imposent une responsabilité criminelle et civile relative aux violations perpétrées par les anciens fonctionnaires. 

 

Cela exigera pareillement des SMP l’instauration de nouvelles mesures de conformité. Afin d’assurer une conformité, les SMP devront établir des systèmes et des procédures pour identifier, suivre, former et obtenir des certifications de tous les employés, consultants et autres qui touchent une indemnisation et qui sont d’anciens agents "protégés". 

 

Cette nouvelle exigence va accabler aussi bien les petites SMP qui se doivent d’établir un nouveau programme de conformité pour coller à cette exigence que les SMP plus importantes qui se doivent d’imposer cette exigence aux filiales, aux partenariats commerciaux et associés, même aux entités qui sont des entreprises non-gouvernementales. Tout nouveau système de conformité va particulièrement accroître les frais généraux des SMP qui sont souvent répercutés sur le gouvernement. 

 

Il est également imposé aux SMP une responsabilité sur laquelle elles n’ont aucun contrôle. Comme la réglementation proposée ne limite pas la certification aux activités des anciens employés "protégés" sur la base des contrats au Département de la Défense ou même liées à la fonction auprès de la SMP, celles-ci devront certifier la conformité de leurs employés, même au regard de leurs activités personnelles, en dehors du service. 

 

Les consultants et employés à temps partiel travaillant pour d’autres sociétés ou organisations pourraient contrevenir à leurs restrictions, et ce dans le cadre de l’exercice d’autres activités complètement déconnectées de celles de l’employeur évaluateur. Par exemple, une ex-militaire employée par une SMP pourrait contrevenir à ses restrictions de représentation selon l’article 18 USC 207 en prenant contact avec le gouvernement au nom d’une autre entreprise, à laquelle elle offre ses conseils, même en tant que volontaire au sein d’une organisation civile, de charité ou de scoutisme. 

 

La réglementation proposée pourrait dissuader les plus petites sociétés de surenchérir sur les contrats du Département de la Défense. Les SMP plus modestes disposant de systèmes moins sophistiqués de suivi et d’analyse des employés risquent de voir cette exigence comme trop onéreuse à introduire au sein de leur entreprise dans le but de rechercher de nouvelles affaires liée à la défense. 

 

Il peut de même en résulter que les sociétés soient dissuadées d’embaucher d’anciens militaires ou personnels du Département de la Défense. Le nouveau règlement imposerait à la fois un nouveau risque de non-conformité qui pourrait conduire à une suspension et une forclusion ou de responsabilité devant le False Claims Act, ainsi que une autre exigence d’un système de conformité pour mitiger le risque. Ainsi, les SMP seront de même dissuadées d’embaucher d’anciens militaires et des personnels du département. Ironiquement, cette réglementation identifie clairement les anciens personnels du département, y compris les réservistes du titre 10 et les personnels de la Garde nationale, comme de potentiels fardeaux pour les SMP. 

 

La réglementation proposée ne s’applique qu’aux agents "protégés". Cependant, la difficulté pour identifier qui qualifie comme agent "protégé" peut forcer les SMP, particulièrement les petites, à fermer leurs portes à tous les anciens personnels issus du département. 

 

Une autre conséquence possible serait que les employés fédéraux civils seraient dissuadés de venir travailler au sein du Département de la Défense. Puisque les restrictions ne s’appliquent qu’aux anciens personnels du département, les employés civils, particulièrement les responsables de projets et des achats haut placés, peuvent choisir de servir au sein d’agences fédérales autres que la Défense, s’ils envisagent un emploi postérieur au fonctionnariat dans le secteur commercial. Harris Corporation has received a follow-on production contract from Lockheed Martin to supply avionics systems for the US Air Force's (USAF) F-35 Lightning II fighter aircraft.

 

Under the $32.7m contract, the company will provide next-generation avionics infrastructure for the radar and Integrated Core Processor Electronics (ICP) on the aircraft.

 

The infrastructure and electronics will provide more efficient, higher-capacity avionic capabilities for the F-35, which is designed to replace the A-10, the AV-8 Harrier, the F-16 and the F/A-18 Super Hornet.

 

The company will also provide fibre-optic network solutions and power supplies for the F-35 Joint Strike Fighter (JSF).

 

The latest contract includes the production of 32 additional F-35 aircraft and brings the total value of the F-35 programme to $500m.

The US Air Force (USAF) has designated two Battlefield Airborne Communications Node (BACN) platforms as the E-11A and the EQ-4B.

 

The Bombardier Global Express BD-700 has been designated E-11A, while the Northrop Grumman RQ-4Bs modified to host the BACN system are redesignated as EQ-4Bs.

 

The newly designated manned and unmanned BACN aircraft will provide enhanced theatre commanders with complimentary capabilities to support the BACN missions.

 

The BACN system provides an advanced airborne communications capability to commanders and war-fighters, as well as enhancing situational awareness and extending voice communications.

 

Northrop received a $43m extension contract from the USAF earlier this year for the operation and maintenance of BACN payload, and to operate, support and maintain two E-11A aircraft.

Tucson, Ariz. - Raytheon Company (NYSE: RTN) engineers have reduced the time required to build the Small Diameter Bomb II uncooled tri-mode seeker from more than 75 hours to 40 hours.

 

"Reducing the amount of touch labor required to build the seekers keeps us on track to meet our price commitment to the customer," said Harry Schulte, vice president of Air Warfare Systems for Raytheon Missile Systems. "By leveraging the cutting edge technology available in the world's first automated tri-mode seeker factory, Raytheon is able to meet its cost commitments while ensuring we deliver the warfighter a consistently reliable and accurate weapon."

 

One time-saving technique Raytheon used was to reduce the cable bundle for the seeker's wiring harness. This cut the amount of time required to install the seeker's cabling from seven hours to less than 30 minutes.

 

"We designed Raytheon's uncooled tri-mode seeker to be easy to manufacture and assemble," said Tom White, Raytheon's SDB II program director. "The Raytheon tri-mode seeker team continues to find innovative ways to drive cost out of the weapon, and a year into the program we are beating several cost projections to make the weapon even more affordable."

On November 8, 2011, Austal held a keel-laying ceremony for its second Joint High Speed Vessel (JHSV), "Choctaw County" (JHSV 2), one of seven Austal-designed 103-metre US Navy Joint High Speed Vessels under contract with the US Department of Defense.

 

Captain Henry W. Stevens, III (USN), Strategic and Theater Sealift Program Manager, PMS 385, served as the Authenticator at the ceremony, and was assisted by Brandon Mims. Brandon is an “A” Class welder who has been part of the Austal team since June 2007.

 

The object of a traditional keel-laying ceremony is to mark the first significant milestone in the construction of the ship. However, due to Austal’s modular approach to ship manufacture, the ship is actually over 50 percent complete, with every one of the over 40 modules used to form this 103-metre aluminum catamaran design already being assembled. For Austal, keel-laying marks the beginning of final assembly. Two super modules have been moved from Austal’s Module Manufacturing Facility (MMF) and erected in the final assembly bay in their pre-launch position. The rest will follow over the coming months.

 

“We have worked through our first-in-class issues and are moving into serial production,” said Joe Rella, Chief Operating Officer and President of Austal USA. “With the fabrication of "Choctaw County", we are over 30 percent more efficient at this point than we were with "USNS Spearhead".” By building pieces of the ship in a separate facility, fabricators can install and test generators, propulsion equipment, electrical, piping and ventilation systems and other critical components in a controlled, efficient manufacturing environment.

 

Austal was selected as prime contractor in November 2008 to design and build the first JHSV, with options for nine additional vessels expected to be exercised between FY09 and FY13 as part of a program potentially worth over US$1.6 billion.

 

The JHSV is a relatively new asset in the American arsenal, capable of transporting medium-sized operational units with their vehicles, allowing warfighters to transit long distances while maintaining unit integrity. Each JHSV also supports helicopter operations and has a slewing vehicle ramp on the starboard quarter which enables use of austere piers and quay walls, common in developing countries. A shallow draft (under 4 metres) will further enhance theater port access.

 

"USNS Spearhead" (JHSV 1) was christened on September 17 and is preparing for builders’ trials in the near future. Congressman Jo Bonner (R-AL) recently joined Austal officials in commemorating the official start of fabrication for JHSV 3 which is scheduled for delivery in 2013. JHSV 3 is the fourth naval vessel to be constructed at Austal using the new procedures and processes developed in conjunction with Austal’s Module Manufacturing Facility (MMF). The MMF provides Austal with assembly line efficiency, which has resulted in significant cost savings and reduced lead times for both of our Navy programs.

 

Austal USA is also currently preparing to launch a second Independence-variant 127-metre Littoral Combat Ship (LCS) class vessel for the US Navy, "Coronado" (LCS 4). "USS Independence" (LCS 2) is currently being put through trials by her crew. As prime contractor for the next LCS 10-ship contract, awarded by the US Navy at the end of 2010, Austal has also begun work on the first ship of that contract, "Jackson" (LCS 6), with "Montgomery" (LCS 8) also under contract.

 

For the LCS and JHSV programs, Austal is teamed with General Dynamics Advanced Information Systems, a business unit of General Dynamics. As the ship systems integrator, General Dynamics is responsible for the design, integration and testing of the ship’s electronic systems including the combat system, networks, and seaframe control. General Dynamics’ proven open architecture approach provides affordable capabilities to the fleet quickly and efficiently.

 

 

With its 13-year anniversary approaching, Austal has grown into one of southern Alabama’s largest employers with over 2,400 employees on staff hailing from the Mobile area, Mississippi, Florida, and beyond. Under the current workload, Austal expects to employ over 4,000 Americans by the end of 2013, and will be ready to help the US Navy meet any national security contingency ahead.

The US Marine Corps has acquired the MONAX tactical Smartphone network developed by Lockheed Martin to support their humanitarian assistance and disaster relief mission exercises, according to a company statement issued 8 November 2011.

 

According to Lockheed Martin, the Marine Corps Forces Pacific Experimentation Center has acquired the MONAX system, which the Office of Naval Research purchased. MONAX is a portable private 4G network that provides voice, data and video services through commercial Smartphone technologies.

 

The secure broadband network system can be used anywhere. It is designed to ‘connect off-the-shelf Smartphones to a cellular base station infrastructure, enabling users to securely send and receive data rich information to its users. By using a secure RF Link, communications are protected through strong exportable encryption enabling the transfer of pertinent and sensitive information. MONAX can connect hundreds of users to a single base station, which is more than normal commercial carrier limits of approximately 40 per sector.’

The U.S. Air Force will refurbish several hundred of its 22 ton F-16 fighters, because their replacement, the 31 ton F-35 is not arriving in time. The F-35 began development in the 1990s and was supposed to enter service in 2011. That has since slipped to 2017, or the end of the decade, depending on who you believe. Whichever date proves accurate, the air force has a problem. Its F-16s are old, and by 2016 many will be too old to operate. The average age of existing F-16s is over 20 years, and the average aircraft has over 5,000 flight hours on it. Two years ago, the first Block 40 F-16 passed 7,000 hours. Three years ago, the first of the earliest models (a Block 25) F-16 passed 7,000 hours.

 

Depending on how late the F-35 is, the air force will refurbish 300-600 Block 40 and 50 aircraft. The work will concentrate on extending the life of the airframe, plus some electronics upgrades. The air force does this sort of thing frequently to all aircraft models. It's called SLEP (Service Life Extension Program), and this one is special only because it concentrates on very old aircraft and is intended to keep these birds viable for another 5-10 years.

 

The F-16C was originally designed for a service life of 4,000 hours in the air. But advances in engineering, materials and maintenance techniques have extended that to over 8,000 hours. Because of the wars in Iraq and Afghanistan, F-16s sent to these areas will fly over a thousand hours a year more than what they would fly in peacetime. The current planned SLEP will extend F-16C flight hours to 10,000 (10K) or more.

 

The F-16 has proved to be remarkably adaptable and is one of the most modified jet fighters in service. The most numerous F-16 is the C model. The first version of this, the F-16C Block 25, entered service in 1984. The original F-16, as the F-16A Block 1, entered service in 1978. While most F-16s still in service are the F-16C, there are actually six major mods, identified by block number (32, 40, 42, 50, 52, 60), plus the Israeli F-16I, which is a major modification of the Block 52. Another special version (the Block 60), for the UAE (United Arab Emirates) is called the F-16E. The F-16D is a two seat trainer version of F-16Cs. The various block mods included a large variety of new components (five engines, four sets of avionics, five generations of electronic warfare gear, five radars and many other mechanical, software, cockpit and electrical mods.)

 

The F-16 is the most numerous post-Cold War jet fighter, with over 4,200 built, and still in production. During The Cold War, Russia built over 10,000 MiG-21s, and the U.S over 5,000 F-4s, but since then warplane production has plummeted about 90 percent. One exception, since the end of the Cold War, has been the F-16, which has been popular enough to keep the production lines going.

 

The F-16 can also function as a bomber and ground attack aircraft, although not as effectively as the air force experts would have you believe. It can carry four tons of bombs, and has been very effective using smart bomb. In air-to-air combat, F-16s have shot down 69 aircraft so far, without losing anything to enemy warplanes. Not bad for an aircraft that was originally designed as a cheaper alternative to the heavier F-15.

 

The two most advanced versions of the F-16 are in use by foreign air forces. The UAE has 80 "Desert Falcons" (the F-16E) which is optimized for air combat. It is a 22 ton aircraft based on the Block 52 model, but with an AESA (phased array) radar and lots of other additional goodies.

 

The Israeli F-16I is optimized for bombing. It's a 24 ton, two seat aircraft, and is probably the most capable F-16 model in service. It's basically a modified version of the Block 52, equipped with a more advanced radar (the APG-68X) and the ability to carry Israeli weapons like the Python 4 air-to-air missile and the Popeye 2 air-to-surface missile. Costing $45 million each, the F-16I has an excellent navigation system, which allows it to fly on the deck (100 meters/300 feet from the ground), without working the pilot to death. The aircraft can do this at night or in any weather. The F-16I can carry enough fuel to hit targets 1,600 kilometers away (meaning Iran is within range). The aircraft uses the latest short and long range air-to-air missiles, as well as smart bombs. Electronic countermeasures are carried, as is a powerful computer system, which records the details of each sortie in great detail. This is a big help for training. The F-16I is basically optimized to deliver smart bombs anywhere, despite dense air defenses. This further increases Israel's military power versus its neighbors. Israel has received 102 new F-16I fighter-bombers in the last five years. Added to this will be another 125, as older F-16s are upgraded.

 

Although the F-35 is designed to replace the F-16, many current users will probably keep their F-16s in service for a decade or more. The F-16 gets the job done, reliably and inexpensively. Why pay more for new F-35s if your potential enemies can be deterred with F-16s. This becomes even more likely as the F-35 is delayed again and again.

SHELTON, Conn. | Sikorsky Aerospace Services announced that the U.S. Department of State (DoS) has ordered three additional upgraded S-61 utility helicopters, bringing the total number purchased by DoS to 29 aircraft to date. Sikorsky Aerospace Services (SAS) is the aftermarket division of Sikorsky Aircraft Corp., a subsidiary of United Technologies Corp.

 

"The S-61 helicopter is known as an industry workhorse and for decades has reliably performed missions for U.S. and foreign allied militaries. The upgraded S-61 helicopter can be outfitted to meet a wide variety of requirements, and we believe it provides 'best-in-class-value' for a mid-size, multi-mission helicopter. In December 2010, we proudly delivered the first upgraded S-61 aircraft to the U.S. State Department for passenger and cargo transport missions," said John Johnson, Director, S-61 Programs.

 

The three aircraft will transport diplomatic personnel in Iraq and Afghanistan. Building on the S-61 helicopter's 50-year legacy of dependability, SAS initiated the S-61 Upgrade Program in early 2010. As Sikorsky's launch customer, the DoS has entered into a five-year IQ (indefinite quantity) agreement with the option to purchase up to 110 upgraded S-61 aircraft. This IQ purchase agreement serves as the contracting vehicle for any U.S. government agency to purchase upgraded S-61 aircraft.

 

The upgraded S-61 helicopters will undergo a full structural refurbishment with all major dynamic components zero-timed and key upgrades provided, including new composite main rotor blades (CMRB) and a survivability suite. The customer can select additional options such as a state-of-the-art glass cockpit and crashworthy primary and auxiliary fuel systems.

The Bell Boeing joint venture will bring the MV-22 Osprey tilt-rotor to the Dubai air show for the first time, as it continues to push for the type's first export sale.

 

Saudi Arabia has been named by programme officials previously as one of 10 to 15 possible foreign buyers of the MV-22. In the last five years, Saudi officials have come close to acquiring transport and combat search and rescue helicopters from both France and Russia, but in each instance a deal was never closed.

 

The type has seen off many of its critics after performing admirably on deployment in Iraq, Afghanistan and Libya

 

Bell Boeing may be hoping to fill part of the Saudi military's rotorcraft gap with the MV-22, which can take off and land vertically and fly as fast as some fixed-wing turboprops.

 

If there are other possible buyers in the ­region, the programme has not identified them. But the joint venture manufacturing the ­Osprey is clearly pleased to bring the MV-22 to the region's largest showcase for aerospace products. "The Dubai air show is one of the world's ­fastest-growing aerospace events, and it presents an excellent opportunity for Bell ­Boeing to showcase the tilt-rotor Osprey's ­one-of-a-kind capability, unique value ­proposition and outstanding record of operational performance with a new audience," the company says. The MV-22 will join the Xian MA-600 ­regional airliner and the United Arab ­Emirates-based Quest helicopter among the aircraft making a debut at the show.

 

Bell Boeing and the US Naval Air Systems Command (NAVAIR), which acquires the MV-22 on behalf of the US Marine Corps, has been trying to attract foreign buyers since 2006. Two MV-22s flew across the Atlantic in July 2006 to make a debut appearance at the Farnborough air show in the UK, which has also been named a potential buyer.

 

AGGRESSIVE MARKETING

 

Earlier this year, the marines attended the ­Canadian International Air Show with the ­MV-22, as Ottawa also looks to its needs. But so far foreign sales have not materialised. For the MV-22 programme, closing an ­export deal within the next two years is more essential than ever. US government and ­company ­officials have been aggressively ­marketing the aircraft abroad for at least five years.

 

Finding foreign buyers is more important now than ever for the MV-22 programme to meet production targets. NAVAIR and Bell Boeing are currently negotiating a five-year procurement deal starting in fiscal year 2013 for 122 aircraft. Such multi-year deals normally require the contractor to offer a 10% price ­reduction, compared with the placement of a ­series of annual purchases. But ongoing budget reviews are threatening to slash between six and 24 aircraft from the total, however, Marine officials believe Bell Boeing can still meet the cost reduction targets with a reduction of even 24 aircraft - but they are also concerned that further MV-22 cuts are still possible. As the numbers drop, Bell Boeing will be challenged to meet the cost reduction targets required to get approval for the multi-year contract.

 

One possible solution to the production cuts problem is a wave of foreign purchases. The export market for the MV-22 has been slow to unfold, as the USMC has spent the past five years answering several questions about the value of the tilt-rotor aircraft.

 

In combat deployments to Iraq, Afghanistan and Libya since 2006, the MV-22 has proven wrong many of its critics. It has compiled the best safety record of any rotorocraft operated by the navy and marines. There have been no reports of the aircraft entering vortex ring state - the aerodynamic problem that caused the programme's deadliest crash during development testing in 2000. Moreover, the tilt-rotor's unique combination of speed and vertical landing ability has also proven critical in several operations. These included the rescue of a downed US Air Force Boeing F-15E Strike Eagle ­crewmember in Libya in late March.

 

Questions about the aircraft's safety have largely shifted to its cost and the maturing of the Bell Boeing supply chain. But the ­programme has achieved dramatic progress in these areas within the last nine months, ­according to the USMC.

The United States should be more open about its development of offensive cyber weapons and spell out when it will use them as it grapples with an increasing barrage of attacks by foreign hackers, the former No. 2 uniformed officer in the U.S. military said.

 

"We've got to step up the game; we've got to talk about our offensive capabilities and train to them; to make them credible so that people know there's a penalty to this," said James Cartwright, the four-star Marine Corps general who retired in August as the vice chairman of the Joint Chiefs of Staff.

 

Cartwright, who raised the profile of cyber security issues while still in uniform, told Reuters in an interview that the increasing intensity and frequency of network attacks by hackers underscored the need for an effective deterrent, Reuters reports.

 

"You can't have something that's a secret be a deterrent. Because if you don't know it's there, it doesn't scare you," Cartwright, now a fellow at the Washington-based Centre for Strategic and International Studies, said in one of his first interviews after leaving office.

 

Current and former U.S. officials are tight-lipped about any specific weapons. But it is widely acknowledged the United States has both offensive and defensive ways to respond to escalating and increasingly destructive attacks from overseas.

 

Underscoring the threat, this week an arm of the U.S. intelligence community released a report identifying China and Russia as the most active and persistent nations that are using cyber espionage to steal U.S. trade and technology secrets.

 

Cartwright said it was important to send a strong signal to potential adversaries that the United States viewed responding to cyber attacks as its "right to self-defence," even if hackers were using a server in a third country.

 

"We've got to get that done, because otherwise everything is a free shot at us and there's no penalty for it," he said.

 

His comments come as the Obama administration debates the rules of engagement for cyberspace, now seen as a fifth domain for military operations, joining air, land, sea and space.

 

Earlier this year, the White House released a new cyber strategy that said that, when warranted, the United States would respond to hostile acts in cyberspace "as it would to any other threat to our country."

 

Now the military must work out exactly how to implement that. Key questions include how forthright Washington will be about work on offensive computer network attack weapons; what would constitute an act of war; and operational plans for training, testing and using of its electronic arsenal.

 

PENTAGON PRIORITY

 

Recent attacks on U.S. corporations such as Google Inc, the Nasdaq stock exchange, Lockheed Martin Corp, and RSA, the security division of EMC Corp, have given government officials and lawmakers a renewed sense of urgency about addressing threats to U.S. computer networks.

 

Cartwright's concerns are widely shared by U.S. military and law enforcement officials, who are alarmed by the lack of adequate network security they see in corporate America.

 

General Martin Dempsey, chairman of the Joint Chiefs of Staff, told lawmakers at a classified briefing on Tuesday that improving cyber security was an increasingly important priority.

 

"He prominently mentioned cyber security as a growing threat ... something that needs to be much higher up on our national security priority lists than it has been in the past," Representative Adam Smith, the top Democrat on the House Armed Services Committee, told reporters after the briefing.

 

U.S. Army General Keith Alexander, director of the National Security Agency and U.S. Cyber Command, last month said U.S. military officials would finalise new rules of engagement and operational planes for cyber space in coming months.

 

QUESTIONS ABOUT DETERRENCE

 

Experts say any deterrent posture must be carefully crafted, but that is particularly true in cyberspace.

 

David Smith, a fellow at the Potomac Institute for Policy Studies and former U.S. diplomat engaged in talks with the former Soviet Union, said a deterrence policy had to be crafted very carefully to establish a credible threat of possible action without being too specific.

 

"You deter by keeping a level of uncertainty," Smith told Reuters. "To craft a good deterrent posture, you sort of tell people the kinds of things you have, and roughly, what the response would be if the interest of the United States were threatened, basically, that nothing is off the table."

 

Unlike the nuclear arena, where it was fairly easy to determine who had launched a ballistic missile attack, attribution remains an enormous challenge in cyberspace, where hackers can mask their identities.

 

Eric Sterner, a former Pentagon official and fellow at the conservative Marshall Institute think tank, said being too clear about what would provoke a response would invite hackers to test the limits up to that point.

 

"As soon as you declare a red line, you're essentially telling people that everything up to that line is OK," Sterner said.

 

Cartwright said it would probably take hackers two to five years before they could disable a large percentage of the banking industry or the U.S. electrical grid. But even a smaller attack could undermine confidence in financial markets, he said.

 

Establishing a deterrent posture now would help stem the endless tide of attacks coming from overseas, he said.

SAN DIEGO | Northrop Grumman Corporation has started work outfitting the U.S. Navy's MQ-8B Fire Scout unmanned helicopter with a weapons system. The Advanced Precision Kill Weapons System laser-guided 70mm rocket – in production for the Navy since 2010 – will allow ship commanders to identify and engage hostile targets without calling in other aircraft for support.

 

"By arming Fire Scout, the Navy will have a system that can locate and prosecute targets of interest," said George Vardoulakis, Northrop Grumman's vice president for tactical unmanned systems. "This capability shortens the kill chain and lessens the need to put our soldiers in harm's way."

 

Northrop will develop and deliver the equipment needed to control the weapons system under a $17 million contract awarded to the company Sept. 23 by Naval Air Systems Command. Final delivery of an operational system is expected by March 2013.

 

Once delivered, Fire Scout will be Navy's first sea-based unmanned system to carry weapons. Its ability to operate at low ground speeds makes it particularly well suited for supporting littoral missions such as drug interdiction, antipiracy actions, search and rescue, reconnaissance and port security.

 

Fire Scout features a modular architecture that accommodates a variety of electro-optical, infrared and communications payloads. These payloads provide ground- and ship-based commanders with high levels of situational awareness and precision targeting support.

Les Etats-Unis veulent se doter de nouveaux outils « offensifs et défensifs » contre les cyber-attaques. Un rapport émanant des services de renseignement américains montre l’ampleur du phénomène.

 

Le Pentagone déclare la guerre sur les réseaux informatiques.

 

Aux Etats-Unis, l’équivalent du ministère de la Défense veut créer de nouvelles armes « offensives et défensives ».

 

Le tension monte d’un cran : désormais, la puissance américaine projette non seulement d’intensifier la lutte contre le cyber-piratage mais aussi de riposter face aux assauts.

 

Lundi, Regina Dugan, directrice de l’Agence pour les projets de recherche avancée de défense (DARPA), a déclaré que le gouvernement américain a besoin de « solutions plus efficaces et plus nombreuses » pour assurer la protection des Etats-Unis.

 

Pour cela, il faut investir dans des « outils offensifs et défensifs ».

 

Le budget de la DARPA sera augmenté : 208 millions de dollars en 2012 (+73% par rapport à l’année précédente).

 

Un effort considérable dans un contexte économique qui tend à la rationalisation de tous les services fédéraux…

 

Même si le Pentagone souhaiterait une rallonge supplémentaire ( pour parvenir à un budget global de 500 millions de dollars).

 

« Notre objectif premier est d’éviter une guerre. Cela se fait en partie en se préparant à cette éventualité », a précisé Regina Dugan selon les propos retenus par l’AFP.

 

« Mais pour parer à un échec en matière de prévention, nous devons prendre nos responsabilités en nous préparant à répliquer. »

 

La semaine dernière, un rapport émanant des services de renseignement américains à destination du Congrès a été publié à propos de l’espionnage sur Internet et des cyber-attaques.

 

Il pointe du doigt la responsabilité de la Chine et la Russie.

 

Les auteurs du rapport évaluent l’impact des cyber-attaques à 398 milliards de dollars.

 

Ainsi, l’une des tendances les plus inquiétantes est le nombre croissant d’attaques à l’encontre d’entreprises de taille moyenne et non issues du classement des sociétés du Fortune 500.

 

Le rapport s’appuie également sur des faits avérés.

 

A titre d’exemple, dix membres officieusement rattachés au Russian Foreign Intelligence Service (RFIS ) ont été arrêtés en juin 2010 en tentant de recueillir des informations économiques et technologiques.

 

Pour le cas de la Chine, la CIA considère que cette puissance est la plus active et la plus persistante dans le domaine de l’espionnage économique.

 

Ainsi, Mike Rogers, membre du Congrès et Président du Comité de la Chambre du Renseignement, souligne la nécessité « pour les alliés américains d’unir leurs forces pour faire pression sur la Chine et mettre fin à ce comportement illégal. »

 

Néanmoins, le rapport évoque également la guerre économique à laquelle des « alliés américains et des partenaires » contribuent (contacts privilégiés avec les entreprises américaines, accès privilégié pour recueillir des données économiques ainsi que sur le renseignement).

 

Le rapport publié par l’Office of the national Counterintelligence Executive (ONCIX) est une compilation de données en provenance de plusieurs agences américaines : Air Force Office of Special Investigations (AFOSI), Army Counterintelligence Center (ACIC), Central Intelligence Agency (CIA), Defense Intelligence Agency (DIA), Defense Security Service (DSS), Department of Energy (DoE), Department of Health and Human Services (HHS), Department of State (DoS), Federal Bureau of Investigation (FBI), National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), National Security Agency (NSA) et Naval Criminal Investigative Service (NCIS).

Washington - Prolonged delays in development of the F-35 Joint Strike Fighter are coming home to roost for Lockheed Martin, as the Defense Department moves to force the manufacturer to bear the cost of any changes to production aircraft that could result from the thousands of hours of flight testing that still lie ahead.

 

Even as development has fallen behind schedule, Lockheed has continued to produce aircraft and the resulting overlap, or concurrency, has driven up the cost of the initial batches of F-35s, forcing the cutback on procurement to cover the overruns.

 

Crying foul 10 years after his company signed the F-35 development contract, CEO Bob Stevens revealed last month that the government has failed to reimburse Lockheed Martin for up to $1.2 billion in costs associated with low-rate initial production (LRIP) Lot 5. And those bills may not be paid until the company agrees to negotiate what Stevens says is an “unprecedented” contract provision, called a concurrency clause, for the next production lot of aircraft.

 

Such a clause would place the burden of financial liability on the contractor team for design changes to the LRIP 5 jets that result from discoveries made during the ongoing flight-test program. Stevens declined to outline how much liability the government is intending to place on the contractors.

 

“As we requested funding to cover our termination liability and fund our supplier base on Lot 5, we were advised by the government [in October] that funding for Lot 5 appropriated by the Congress in April would now be contingent on our company assuming a new and unprecedented contract provision called a concurrency clause” for the Lot 5 jets, Stevens said.

 

Although Congress approved about $500 million for long-lead funding in July 2010, this was expended by February. But the bills have continued to accrue without government payment, putting the onus on Lockheed to cover the costs. “We requested additional funding from the government, which has not yet been provided,” Stevens told investors during the third-quarter earnings call Oct. 26.

 

The termination liability at the end of the third quarter was $750 million, a figure that would grow to $1.2 billion by year-end without government payment, he said. This would mean $150 million in cash exposure by the end of the year, said CFO Bruce Tanner. This exposure is likely temporary as it would only become an actual bill if the F-35 program was terminated. But for now the company is floating the cost of these bills.

 

To get the additional money, however, the Pentagon would need to use an “undefinitized contract action” (UCA), which allows program managers to quickly allocate funding at their discretion. UCAs have been heavily employed to ramp up support for war needs but their perceived overuse, particularly by the Air Force, has irked Congress. At issue is that, while this approach allows a contractor to begin work quickly, the negotiations come after work has started, leading to uncertainty as to actual costs. Last year, the Air Force made a concerted effort to cut down on UCAs in response to congressional inquiries.

 

Even so, Lockheed is pushing for a UCA to help pay its JSF bills. “The expectation is that the government will recognize and respect the effort we have undertaken in their interest and they will provide the funding that we have requested . . . in an undefinitized contract action . . . and then we together can . . . negotiate the Lot 5 contract in total, including a provision for concurrency,” Stevens said.

 

Though not balking entirely at the clause, Stevens decries what he sees as an undue burden from the financial liability of incorporating fixes from testing on the production line. “It is distinctly argued that a discovery in the program is not a deficiency or a fault of the contractor. . . . These discoveries are not defects. They are a part of a learning process that is a well-established facet of an engineering system like this.”

 

The F-35 Joint Program Office (JPO), however, is sticking to its position that concurrency costs must be shared with industry and that terms must be agreed to before launching into a larger LRIP 5 negotiation. “In the previous four LRIP contracts, all concurrency-related recurring costs have been borne 100% by the government,” says Joe Dellavedova, spokesman for the JPO, adding that the shift for Lot 5 was directed in August by Pentagon acquisition czar Ashton Carter, now undersecretary of defense.

 

Stevens avers that the company has shown its commitment to controlling F-35 costs by agreeing one year early to move to a fixed-price incentive fee contract from a cost-reimbursible agreement for LRIP Lot 4, negotiated late last year. “We understand the realities our customers are facing,” he said.

 

But the government is not happy with cost performance on LRIPs 1-3. As a result of overruns up to 15% above target cost, the Pentagon is cutting LRIP 5 procurement by five aircraft, from 35. The Air Force and Navy have agreed to reduce their quantities to “pay for the bills,” Dellavedova says. “Controlling costs is an absolute must.”

 

The government is responsible for paying $771 million in overruns for the 28 aircraft in Lots 1-3. Of that, roughly $136 million is labeled “concurrency cost.” The overruns amount to roughly $27.5 million per aircraft, $4.86 million of which is associated solely with concurrency. Lockheed Martin and Pratt & Whitney will have their award fees reduced by $283 million to pay their portion of the overruns.

 

The Lot 5 procurement cuts come on the heels of seemingly successful first sea trials of the short-takeoff-and-vertical-landing F-35B variant, which fell significantly behind schedule last year due to reliability problems. Stevens said two F-35Bs completed 72 vertical landings on the USS Wasp.

 

But while progress is being made, an October memo signed by the Pentagon’s chief tester has added to cost anxieties, indicating it could require an additional 10 months to begin F-35 pilot training, which was expected to start in the fall. It is now more likely to begin next spring, at the earliest. Further delays in pilot training could increase costs for customers who will be required to operate older fleets for a longer time until F-35s can be accepted into service. The memo adds to concerns that testing on the aircraft is too immature to proceed with pilot training and operational use.

 

On the investor call, Stevens acknowledged the program is about two months behind in software development, an issue senior program officials red flagged earlier this year. While the Block 1B software is flying, release of the more-capable Block 2 for flight testing is behind schedule. Stevens said Lockheed is working to recover the lost time.

Les Américains poursuivent-ils la réalisation de leur premier destroyer aux lignes futuristes ? C'est la question que l'on pouvait se poser depuis de nombreux mois. Aucune information n'a, en effet, vraiment filtré depuis la signature, en 2008, du contrat devant lancer la construction de la tête de série du programme DDG1000, le futur USS Zumwalt. Malgré les doutes, l'assemblage de l'étonnant bâtiment se poursuit aux chantiers BIW de Bath. Pour preuve, Huntington Ingalls Industries a annoncé le 31 octobre avoir signé un contrat de 13 millions de dollars pour poursuivre les travaux qui lui incombent. HII précise même qu'il devrait livrer au second trimestre 2012 le bloc passerelle du futur Zumwalt, réalisé par son site de Gulfport, spécialisé dans les matériaux composites. HHI doit, ensuite, livrer le hangar hélicoptère et les structures périphériques des lanceurs verticaux.

Nouveau type de destroyer lance-missiles furtif, spécialisé dans l'action littorale, l'USS Zumwalt mesurera 185 mètres de long pour un déplacement de 14.500 tonnes en charge. Son armement doit comprendre deux tourelles de 155mm AGS pour les tirs à longue portée et 80 missiles Tomahawk, Harpoon, SM-3 et ESSM. S'ajouteraient à cette dotation deux tourelles de 57mm, des tubes lance-torpilles, un hélicoptère et des drones. Très complexe, ce programme a été marqué par des dépassements de coûts, conduisant à une réduction significative du nombre de commandes. Sur 32 unités initialement prévues, seules trois devraient être construites. La construction des deux premiers, les Zumwalt (DDG 1000) et Michael Monsoor (DDG 1001) ne devrait s'achever avant 2014/2015. Ces destroyers seront les plus chers de l'histoire, avec un coût unitaire de plus de 1 milliard de dollars.

JOINT BASE ELMENDORF-RICHARDSON, Alaska --- An Air Force Reserve pilot made history here Nov. 4 when he flew his 1,000 flight hour in an F-22 Raptor.

 

Lt. Col. David Piffarerio, the 302nd Fighter Squadron commander, became the first Air Force pilot to reach the historic milestone.

 

"This is a great milestone for the pilots, maintainers and contractors working on the jet and the F-22 program as a whole," Piffarerio said. "The aircraft is maturing and getting better the more we fly and perform maintenance on it."

 

Staff Sgt. Hank Robinson, a 525th Aircraft Maintenance Unit crew chief, launched Piffarerio on his sortie but was focused on ensuring it was a safe flight.

 

"It is neat to know that I was a part of launching a 1,000-hour flight," Robinson said. "Whether it is a 1,000-hour flight or a routine sortie, I am focused on the job I have to do."

 

Upon landing Piffarerio was met by his wife Jennifer along with active duty and Reserve pilots and maintainers, including Col. Dirk Smith, the 3rd Wing commander.

 

Piffarerio was a part of the initial cadre who stood up the 477th Fighter Group in 2007, of which the 302nd FS falls under. The pilots and maintainers from the 477th FG are fully integrated with the 3rd Wing's active duty F-22 mission.

 

Prior to being assigned to the only Reserve unit in Alaska, Piffarerio said he served 13 years on active duty in a variety of F-15E Strike Eagle and F-22 assignments. After being selected in 2002 as part of the initial cadre to test the F-22 during follow-on evaluations, he served as program manager and F-22 test director at Nellis AFB, Nevada.

 

Although the four month stand-down of the F-22 fleet earlier this year did delay the 1,000 hour flight, Piffarerio remained unfazed.

 

"More important to me than this milestone is that the F-22 fleet is safely in the air and accomplishing the mission," he said. "Air Combat Command's plan to resume flight operations was done in a deliberate and methodical manner with the safety of the pilots in mind."

 

When Piffarerio looks back on his time in the F-22, he said an event that stands out the most was when initial operating capability was declared in December 2005. He credits the decision to declare IOC to the work of the pilots, maintainers, flight test engineers and analysts leading up to the decision.

 

"There were significant hurdles that we had to overcome but the Edwards (Air Force Base) and Nellis (Air Force Base) team pulled it together to deliver a combat ready jet to the combatant commanders," Piffarerio said. "I was proud to have been a part of that team."

 

The legacy of stellar pilots is not new to the 477th FG as the units lineage can be traced back to World War II and the famed Tuskegee Airman.

 

"Reaching the 1,000 hour milestone is a significant accomplishment for both Lt. Col. Piffarerio and the entire F-22 industry team," said Col. Bryan Radliff, the 477th FG commander. "We are proud to share this time with (him) as we recognize him along with our total force partners and our Tuskegee Airman legacy."
