The U.S. Air Force plans to upgrade more than 300 Lockheed Martin F-16s and potentially additional Boeing F-15s to fill the gap caused by delays to the Lockheed Martin F-35 Joint Strike Fighter program.

 

The service shortly will announce plans to extend the service life and upgrade the avionics on 300-350 late-model Block 40 and 50 F-16s, Lt. Gen. Herbert Carlisle, deputy chief of staff for operations, plans and requirements, told Congress last week.

 

The structural and avionics upgrades are projected to cost $9.4 million per aircraft, he said. Extending airframe life to 10,000 hr. from 8,000 will add about eight years of service life and extend the capability of the F-16 fleet to 2030.

 

The service life extension is required because of delays in developing and fielding the F-35. Initial operational capability (IOC) of the Air Force’s F-35A variant was planned for 2018 but has slipped by about two years, Carlisle said.

 

The new IOC date will be determined once an updated F-35 integrated master schedule is completed. This is expected “fairly shortly,” Carlisle said. Built on a technical baseline review that extended JSF development by two years, the new schedule will detail how the F-35 will be fielded to replace F-16s and other aircraft in the active Air Force, Air National Guard and Reserve.

 

Although the Air Force has enough Block 40 and 50 F-16s to upgrade as many as 600 aircraft to cover any fighter shortfall should there be further F-35 delays, “we do not believe we will have to go there,” Carlisle said.

 

The Air Force is already upgrading 176 F-15C/Ds to operate through at least 2025 and fill the gap left by termination of Lockheed Martin F-22 production after 187 aircraft. “We may extend ‘long-term’ status to the entire 250-aircraft inventory based on requirements of the future force structure,” Carlisle testified.

 

The F-15s are receiving active, electronically scanned array radars, and both Northrop Grumman and Raytheon have responded to a prior Air Force requests for information to install similar high-performance radars in the F-16.

Fort Benning, Ga. - Nearly 20 Soldiers participated in a two-week assessment of a prototype light machine gun to demonstrate its potential impact on mission effectiveness and to help engineers develop possible improvements to the weapon and its unique ammunition.

 

The evaluation sought the warfighter's perspective after enduring a series of strenuous combat performance drills with the weapon.

It had taken six years to get from a concept to a fully functioning weapon that was ready for evaluation, but Kori Phillips, a project management engineer in the Joint Service Small Arms Program, or JSSAP, said it was well worth the wait.

 

"This is exactly what we have been waiting for," said Phillips. "This is what we need to move forward."

 

The Soldiers' feedback will be used to influence the user community to develop a Capability Development Document. A CDD is required before the system can transition to a program of record and enter the Engineering and Manufacturing Development phase of the acquisition life cycle.

 

This would be the next step needed for the program to move forward toward an eventual fielding of the weapon to Soldiers in the field.

 

The light machine gun is part of the Lightweight Small Arms Technologies, or LSAT, program, which is managed by the JSSAP, part of the Army's Armament Research, Development and Engineering Center, or ARDEC, at Picatinny Arsenal, N.J.

 

The LMG is a gas-operated, cased telescoped light machine gun. It is air-cooled and belt fed with selectable semi-automatic and fully automatic fire and fires from the open-bolt position. Its rate of fire is approximately 650 rounds per minute.

 

The JSSAP team hopes that the LMG will eventually replace the M249 Squad Automatic Weapon, knows as a SAW, as the standard issue machine gun used by Soldiers in combat zones.

 

GETTING TO KNOW THE WEAPON

 

The machine guns and their operators were tested through automatic rifleman tasks and operational scenarios.

 

The purpose was to assess how the lighter machine gun affects the Soldiers' ability to effectively engage targets from various firing positions after completing tasks that induced physical stress and an elevated heart rate.

 

The weapons were also evaluated on their suitability regarding portability, safety, compatibility with Soldier equipment, durability in challenging environments, ease of use, and impact on Soldier mobility.

 

"We ran Soldiers through with both weapon systems and timed them to look at how much faster they could complete the course with the lighter weapon and to gain subjective feedback on mobility and portability issues while they negotiated the obstacles," said Maj. Matthew Bowler, a military advisor to the small arms program.

 

Immediately after each event, the Soldiers filled out surveys where they offered opinions about how they felt physically, and any issues or malfunctions they experienced with either weapon or its ammunition. They could also include any positive feedback.

 

On the first day of the second week, the Soldiers marched six miles in full combat gear, including body armor, a 50-pound rucksack and a basic load of ammunition for their respective weapons. Half the Soldiers carried the SAW and the other half carried the LMG.

 

After the road march, the Soldiers immediately started firing their weapons to measure the effects of muscle fatigue and stress while firing.

 

Sgt. Brandon Vega, an infantryman with the 2/29 Infantry Battalion, saw an increase in his accuracy when firing the LSAT after the march compared to the SAW.

 

"The first six round bursts were within the size of a quarter," Vega said. "Then I got three on top of one so I was real impressed with that."

 

Vega added that, using the SAW, he has yet to achieve the same level of accuracy.

 

According to a study conducted in 2005, the average fighting load for the SAW gunner is 79 pounds. That is nearly twice the weight a Soldier should carry, according to Army doctrine.

 

"The Soldier carries too much weight so anything we can do to reduce Soldier load increases the Soldier's effectiveness, his capability on the battlefield and his survivability," said Bowler.

 

The weight reduction provided by the LMG would have a significant effect on the SAW gunner, the most heavily burdened Soldier in the squad.

 

With a basic load of 1,000 rounds, the light machine gun and its cased telescoped ammunition is 20.4 pounds lighter than a traditional SAW with the same amount of standard, brass-cased ammunition.

 

During the assessment, more than 25,000 rounds were fired from eight prototype LMGs.

The suggested rate of fire for machine guns is three to five round bursts whenever possible, eight to ten round bursts at the most. This gives the gunner time to readjust his aim and helps keep the barrel from overheating as quickly.

 

A high rate of fire increases the possibility of a "cook off." Cook off occurs when the propellant is unintentionally ignited by the heat in the weapon chamber, firing a round unexpectedly and causing a significant safety hazard.

 

Because of the design of the chamber, the LMG is very unlikely to experience a cook off, Phillips said. Technical tests showed that more than 250 rounds could be fired without a risk of cook off. The M249 SAW has been known to cook off at 220 rounds under certain circumstances.

 

OTHER ASSESSMENTS

 

In another assessment of shooting while under physical stress, Soldiers wore body armor and sprinted 200 yards with their weapons and a basic load of ammunition, then rapidly engaged close-range targets from the standing position. Again, they performed this task with both weapons. Many Soldiers saw an improvement in their overall time with the lighter weapon.

 

"Today we ran with the LSAT and with the SAW," said Cpl. Nickolaus Hammack, one of the military police Soldiers participating in the assessment. "Both were pretty trying but the SAW hands down is way heavier. Especially going up a hill, you feel the weight on you. (The) LSAT is a lot lighter weapon. It really is a joy to have."

 

The third week of assessment involved Soldiers of the 75th Ranger Regiment. They used two of the LMGs as part of a squad maneuver live-fire exercise to determine how the attributes of the new weapon system would impact squad effectiveness.

 

The exercise was conducted in an urban setting where the Soldiers used the weapon for suppressive fire and for room-clearing.

 

The Rangers said they liked the semi-auto feature that made the LMG a much more viable weapon for room-clearing than the SAW.

 

Additionally, one Ranger commented that the weight of the LMG as a system was "noticeably better" than that of the Mk 46 variant of the SAW that they currently use, because of the significantly lighter ammunition that dramatically increased his mobility while maneuvering as part of the squad.

 

FUTURE OF THE LIGHT MACHINE GUN

 

Overall, the Soldiers' comments were positive and they overwhelmingly preferred the LMG to the SAW. They were impressed by the weapon's light weight, decreased felt recoil, and related increase in accuracy and better control.

 

The Soldiers' input could lead to design changes to any final product. However, no decision has been made on whether the LMG will eventually be fielded.

 

Spc. Brandon Smith, an infantryman, spent two weeks comparing the weapons.

 

"I could see a whole squad carrying it (the LMG)," he said. "You would own the battlefield."

FALLS CHURCH, Va. and SUMMERVILLE, S.C. --- General Dynamics and Force Protection, Inc. today announced that they have entered into a definitive merger agreement under which General Dynamics will acquire Force Protection for a price of $5.52 per share of common stock, or approximately $360 million.

 

Force Protection will become a part of General Dynamics Land Systems, the Sterling Heights, Mich.-based designer and manufacturer of Abrams main battle tanks and Stryker infantry combat vehicles.

 

"Force Protection complements and strategically expands General Dynamics' armored vehicle business, adding new products to the expansive portfolio of combat vehicles that we currently manufacture and support," said Mark C. Roualet, president of General Dynamics Land Systems. "In addition, Force Protection's skilled workforce provides high-quality support and sustainment services to an installed fleet of approximately 3,000 vehicles, strengthening our ability to support assets deployed with U.S. forces around the world. With this acquisition, we will create new opportunities to serve domestic and international customers alike."

The proposed acquisition has been approved by the board of directors of each company. Under the terms of the merger agreement, General Dynamics will commence a tender offer for all of the outstanding shares of common stock of Force Protection. Force Protection's board of directors has resolved to recommend that Force Protection stockholders tender their shares into the tender offer in accordance with the terms of the merger agreement.

 

The transaction is subject to the expiration or termination of the waiting period under the Hart-Scott-Rodino Antitrust Improvements Act of 1976, as amended, and the companies expect the transaction to be completed by year-end 2011. The transaction is expected to be accretive to General Dynamics' earnings in 2012.

 

Force Protection, which has approximately 1,100 employees, provides survivability solutions to support the armed forces of the United States and its allies. The company designs, manufactures, tests, delivers and supports its blast- and ballistic-protected products to increase survivability for the users.

 

Force Protection's specialty vehicles – including the Buffalo, Cougar and Ocelot – are at the forefront of blast- and ballistic-protected technology. The US Naval Air Warfare Center Aircraft Division, Unmanned Aircraft Systems (UAS) Test Directorate has demonstrated an AAI-built dedicated Shadow Tactical Unmanned Aircraft System for test and evaluation purposes.

 

AAI UAS general manager and senior vice president Steven Reid said: "This dedicated test and evaluation system is an excellent way for Marine Corps to continue validating new missions for their Shadow assets."

 

The new system will support US Navy and Marine Corps Small Tactical UAS Program Office (PMA-263) test and evaluation initiatives.

 

The system will be equipped with a wide focal plane array camera (WFPAC) payload to conduct persistent surveillance over wider search areas.

 

The system is used in testing various new payloads in support of new additional mission profiles, and is currently in service with US, Italy and Sweden.

General Dynamics Land Systems (GDLS) is widening its tactical armored vehicles portfolio with the acquisition of Force Protection Inc. (FPI). GDLS is a leading U.S. combat vehicles manufacturer but sofar it  has not established a foothold in the IED and mine resistant and armor protected (MRAP) vehicles, leaving this growing market segment to domestic and international competitors such as FPI, Oshkosh, Navistar, Thales and BAE Systems. Of all these companies, FPI offered the best synergy at the right competitive price.

FPI Has demonstrated an impressive growth on international markets, with established products like the Cougar and Buffalo and the new Ocelot, selected by the British MOD and becoming  a finalist in the Australian Land 121 program. The company has also been selected among few finalists for the Canadian TAPV.

SYRACUSE, N.Y. | The U.S. Air Force awarded Lockheed Martin $46.8 million in contract options to begin modernizing 29 long-range radars which provide advanced warning and air traffic control surveillance over North America's airspace.

 

Under initial options of the Essential Parts Replacement Program (EPRP) contract, Lockheed Martin will complete engineering planning and begin to upgrade 29 geographically disbursed AN/FPS-117 long-range surveillance radars. Expected follow-on contract options will replace and update all the radars' signal and data processors to current commercial technology standards, cost effectively extending their operational lives thru 2025.

 

These FPS-117 radars were originally installed by Lockheed Martin in the early 1980s as part of the Seek Igloo North Warning program. The company has provided several technology upgrades since then.

 

"Our open architecture approach to L-Band radars provides commonality in supporting and sustaining a fleet of more than 175 long-range radars operational around the world," said Frank Mekker, EPRP program manager for Lockheed Martin's Mission Systems & Sensors business. "Signal processing upgrades like EPRP are leveraged across this fleet, including the TPS-59, FPS-117, TPS-77, and even our Three Dimensional Expeditionary Long Range Radar (3DELRR), to provide significant lifecycle cost savings for our customers."

 

In recent years, Lockheed Martin has successfully completed similar radar modernizations at sites in the United Kingdom, Germany, Romania and Kuwait.

 

Under the EPRP contract, Lockheed Martin will modernize 15 radars in Alaska, 11 in Canada, and one each in Hawaii, Puerto Rico and Utah, which are part of the Air Force's Atmospheric Early Warning System, by 2014. The contract also includes replacement of the radar site's secondary surveillance radar, used for air traffic control purposes. The EPRP acquisition is being led by the Ogden Air Logistics Center of the Air Force Material Command at Hill Air Force Base, Utah.

 

The NATO-certified AN/FPS-117 radar is the world's most widely used three-dimensional, solid-state radar. Today, FPS-117 and TPS-77, a transportable version of the 117, radar systems are operational in 25 countries. Capable of operating completely unmanned, many have performed for years in remote, inhospitable areas and in a wide range of operational environments.

 

Lockheed Martin's FPS-117 L-band radar provides continuous high-quality surveillance on air targets at ranges out to 250 miles. The radar offers superior performance even in high clutter environments thanks to its solid-state design and L-band operation. The AN/FPS-117's advanced pencil beam architecture provides exceptional detection and tracking, as well as outstanding adaptability to changing environmental conditions.

ARLINGTON, Va.- The Pentagon’s advanced research arm, which played a key role in developing the Internet 40 years ago, said Nov. 8 it will boost efforts to build offensive cyber arms for possible use against enemy targets by the U.S. military.

 

“Modern warfare will demand the effective use of cyber, kinetic, cyber and combined cyber and kinetic means,” Regina Dugan, director of the Defense Advanced Research Projects Agency (Darpa), told a symposium.

 

Kinetic is military parlance for such things as bombs, bullets and troops.

 

The U.S. needs “more and better options” to deal with what she described as the growing threat to industrial and other physical systems controlled by computers that may be penetrated by foes, Dugan told the session.

 

The cyber colloquium was the first of its kind hosted by Darpa to discuss securing U.S. infrastructure and assuring the military’s ability to use its networked systems in future conflicts.

 

Darpa opened the symposium to what it called “visionary hackers” as well as academics and professionals in an effort to “change the dynamic of cyber defense.”

 

A recent Darpa assessment found that U.S. capabilities to deal with fast-evolving threats from malicious software code are limited, “both offensively and defensively,” Dugan said. “We need to fix that.”

 

“We are shifting our investments to activities that promise more convergence with the threat and that recognize the needs of the Department of Defense,” Dugan told an audience of about 700 in a hotel ballroom outside Washington.

 

“Malicious cyber attacks are not merely an existential threat to our bits and bytes; they are a real threat to our physical systems, including our military systems,” she said.

 

As a result, Darpa in coming years “will focus an increasing portion of our cyber research on the investigation of offensive capabilities to address military-specific needs,” she said.

 

Darpa’s budget submission for fiscal 2012, which began Oct. 1, called for its cyber research funding to jump to $208 million from $120 million. Over the next five years, the agency said it plans to boost its investment in cyber research to 12 percent from 8 percent even as overall defense-related spending is set to decline.

 

Dugan said U.S. policymakers, not Darpa, will determine how cyber capabilities may be used to protect and defend U.S. security interests.

 

But Darpa “has a special responsibility to explore the outer bounds of such capabilities so that our nation is well prepared for future challenges,” she said, citing its role in creating Arpanet, forerunner of the Internet.

 

U.S. officials stepped up warnings about possible destructive cyber attacks after the computer virus Stuxnet emerged in 2010, changing the dangers from disruption of industrial capabilities to destruction. Stuxnet is believed to have crippled centrifuges that Iran uses to enrich uranium for what the United States and some European nations have charged is a covert nuclear weapons program.

 

The U.S. Defense Department has said more than 30 countries are creating military cyber units, just as the Pentagon did with the U.S. cyber command that began operating last year.

 

Cyber technologies now exist that are capable of destroying critical networks, causing physical damage by playing havoc with industrial control systems and altering key systems’ performance.

 

U.S. officials have declined to discuss publicly U.S. offensive capabilities in cyberspace. One key concern is whether the United States can defend against retaliatory cyber attacks that might target such things as transportation, banking systems and power grids.

The U.S. Navy has quietly added a capability to its future carrier-launched unmanned warplane that has the potential to tilt the Pacific balance of power. On November 2, the Navy announced it would add equipment and software for aerial refueling to one of its two in-development X-47B armed drones built by Northrop Grumman.

 

The change could extend, by thousands of miles, the useful striking range of the Navy’s nuclear-powered aircraft carriers, starting in around seven years’ time. That could put them beyond the effective range of the fast attack vessels, diesel-powered submarines and anti-ship ballistic missiles that China is developing in order to create a defensive perimeter around the Western Pacific.

 

The first X-47 took off on its inaugural flight in California in February. The roughly 40-foot-long pilotless warplane, which is largely autonomous but can also be controlled remotely by a pilot sitting in front of a computer screen, is scheduled to begin carrier tests sometime in 2013 aboard the USS George Washington.

 

 

According to last week’s announcement, the X-47B will follow the carrier tests with in-air refueling trials in 2014. The modified X-47 will be compatible with Navy- and Air Force-style refueling gear, lending it maximum flexibility.

 

The Navy and Air Force use flying tankers to extend the range of their warplanes. But even with aerial refueling, traditional manned aircraft are limited by the endurance of their human pilots. A typical sortie by a Navy F/A-18 Hornet fighter travels no more than 450 miles and lasts just a few hours.

 

The approximately 450-mile striking range of today’s carrier air wings could force the Navy to sail into China's main defensive zone in order to launch strikes on Chinese targets, thereby placing the carriers at risk.

 

But an unpiloted aircraft could fly as long as its equipment functioned and its onboard supply of lubricants and other fluids held out – ranging potentially thousands of miles over several days of flight. Carriers with armed, aerially-refueled drones could strike targets anywhere in the Pacific from mid-ocean safe zones.

 

It’s for that reason that a small contingent of analysts and officials fought to save the $1.5 billion X-47B development effort during a time, three years ago, when it was threatened by budget cuts and opposition from the Navy’s deeply traditional senior pilots. In 2008, analysts from the Washington, D.C.-based Center for Strategic and Budgetary Assessments gave the X-47 a 50-50 chance of being canceled in the next budget.

 

So CSBA analysts Robert Work and Tom Ehrhard produced a hard-hitting report extolling the X-47’s virtues. And in early 2009, the Barack Obama administration tapped Work to be the Navy’s new undersecretary. Work’s growing influence guaranteed the X-47’s survival, and the decision to add refueling gear ensured it would meet its maximum military potential.

The Navy aims to equip its carriers with an operational, X-47-style drone warplane beginning in 2018.

Defense contractor General Dynamics said it would buy smaller rival Force Protection for $360 million to expand its armored vehicle business.

 

Shares of Force Protection, which also swung to a quarterly profit, rose to $5.60 in pre-market trading, surpassing the offer price of $5.52 a share. General Dynamics’ offer is 31% more than Force Protection shares’ Nov. 4 closing price.

 

The deal for Force Protection comes as concerns linger over massive defense budget cuts and an expected withdrawal of U.S. forces from Afghanistan and Iraq.

 

Force Protection, known for its Buffalo, Cougar and Ocelot brands of armored vehicles, today posted a quarterly profit above analysts’ expectations.

 

The company ended the quarter with a funded backlog of $652 million and said it has “full visibility” for the delivery of about 100 Buffalos per year for both 2012 and 2013, with more shipments expected through April 2014.

 

General Dynamics, which makes armored vehicles, ships and business jets, expects the deal to add to earnings in 2012.

 

Force Protection, which has delivered more than 3,000 vehicles under the U.S. military’s Mine Resistant Ambush Protected (MRAP) vehicle program, will become a part of General Dynamics Land Systems, which makes Abrams main battle tanks and Stryker infantry combat vehicles.

Enhanced ballistic missile defense (BMD) missions will stretch the future U.S. Navy destroyer force beyond its fleet limits as well as put even more pressure on the service’s already stressed funding accounts, according to an Aviation Week Intelligence Network (AWIN) analysis and a recent Congressional Research Service (CRS) report.

 

CRS notes the projected necessary U.S. destroyer fleet size has grown by 6% to 94, partly to accommodate growing BMD missions.

 

The September report cites two leading options to mitigate the shortfall: buying and adding DDG-51 destroyers to the Navy’s shipbuilding plan or extending the lives of Flight I/II DDG-51s to about 45 years, about 10 years beyond their currently planned 35-year service lives. Either plan would have serious financial implications for the Navy.

 

The Navy has never stinted on funding its destroyer programs, which ranked sixth among the service’s top expenses between 1998 and 2009, with $12.3 billion in contracts and contract modifications, according to an exclusive AWIN analysis of contracting data aggregated by the National Institute for Computer-Assisted Reporting.

 

The least-expensive option would be to extend the lives of the current destroyers, CRS says.

 

“This option could be much less expensive on a per-hull basis than adding DDG-51s to the shipbuilding plan,” CRS reports. “The life-extended Flight I/II DDG-51s, however, might be less capable than new DDG-51s added to the shipbuilding plan, making the calculation of the relative cost effectiveness of these two options more complex.”

 

Further, CRS notes, extending the service lives of Flight I/II DDG-51s could require increasing, perhaps soon, funding levels for the maintenance of these ships, to help ensure they will remain in good enough shape to have their lives extended for another 10 years. The question is: Where will the money come from?

 

The Navy is already stretched thin for its maintenance funding. The service spent $12.4 billion on non-nuclear ship repair and maintenance between 1998 and 2009, the AWIN analysis shows.

 

“This additional maintenance funding would be on top of funding that the Navy has already programmed to help ensure that these ships can remain in service to the end of their currently planned 35-year lives,” CRS reports. “The potential need to increase maintenance funding soon could make the question of whether to extend the lives of these ships a potentially near-term issue for policymakers.”

 

Lawmakers will be forced to decide whether to pay now, or more later.

 

“If the service lives of Flight I/II DDG-51s are not extended, then preventing the cruiser-destroyer force from dropping below 95% of the required 94-ship level in coming years could require putting 22 additional DDG-51s into the 30-year shipbuilding plan between now and FY2029,” CRS reports.

 

Navy budget documents suggest a fiscal 2012 DDG-51 price tag of about $2 billion, analysts say.

 

And there still is some time pressure to buy more destroyers sooner rather than later, CRS says: “Since procurement of Ohio replacement (SSBN[X]) ballistic missile submarines could complicate the Navy’s ability to afford to procure other kinds of Navy ships starting in fiscal 2019, one option would be to add some or most of these 22 DDG-51s to the shipbuilding plan prior to fiscal 2019.”

Fort Worth, Texas - Lockheed Martin's [NYSE: LMT] F-35 flight test program continues to make progress. Since the last flight test update issued on Sept. 20, the F-35 Lightning II 5th Generation multirole fighter conducted 185 test flights, bringing the total number of test flights for the year to 837.

 

A major highlight for October was the completion of F-35B short takeoff/vertical landing (STOVL) ship suitability testing aboard the USS WASP (LHD-1) off the coast of Virginia. The test began when BF-2 executed the first shipboard vertical landing on Oct. 3. The next day, BF-2 executed the first short takeoff from the WASP. During the third week of sea trials, BF-2 and BF-4 operated simultaneously on the ship. Combined, they accomplished 72 short takeoffs and 72 vertical landings during the three-week testing period.

 

Several flight test and production key milestones were accomplished since the last report:

 

-- October was the busiest month for flying in the history of the F-35 flight test program, with F-35 aircraft executing 122 flights. The F-35B aircraft known as BF-2 accomplished 22 flights, the most ever for an F-35 in one month.

-- F-35Bs completed their 500th flight on Sept. 30. In October, F-35Bs executed the most vertical landings (73) for a single month in the history of the flight test program, including the 200th vertical landing for the program Oct. 4.

-- AF-12 and AF-13 F-35A conventional takeoff and landing (CTOL) aircraft were delivered to the 33rd Fighter Wing at Eglin Air Force Base, Fla., on Oct. 19 and 26, respectively. This marked the fifth and sixth delivery of CTOL jets to Eglin and the 12th overall delivery of an F-35 to the Department of Defense in 2011.

-- As of Nov. 3, F-35C carrier variant (CV) jets had executed 59 successful catapult launches and three arrestments.

-- F-35C aircraft achieved 200 flight hours on Sept. 22.

-- The F-35A known as AF-1 achieved the F-35's maximum design limit speed of Mach 1.6 for the first time on Oct. 25.

 

Cumulative flight test activity totals for 2011 are provided below:

 

-- F-35A CTOL jets have flown 407 times.

-- F-35B STOVL aircraft have completed 296 flights.

-- F-35C CV jets have flown 134 times.

Raytheon Company has won a $31.1 million contract to design lighter, power-efficient devices that the U.S. military uses to securely transmit voice and data traffic. It is the first technology upgrade to the shoebox-shaped devices in more than two decades.

 

These devices are portable and can be used in a variety of airborne, land and maritime combat situations. Under a multiyear agreement, Raytheon will replace stand-alone cryptographic units with affordable, modern products that use data-scrambling algorithms to encrypt information on one end and then decrypt it on the other.

 

Known as VACM, for VINSON/ANDVT Crypto Modernization, the highly competitive program sets new standards for encryption performance and ease of use. Raytheon's new cryptographic module is available to select markets at a significantly lower cost than current competitive solutions.

 

"Our new units have the same connectors and form factors as the old ones, maintaining compatibility with the legacy installations," said Jeff Miller, director of Raytheon Network Centric Systems' Tactical Communication Systems. "This guarantees backward compatibility with all the existing platforms, greatly reducing installation and maintenance costs."

 

"Raytheon is using modern encryption standards so that these data-scrambling devices, and the radios they're attached to, can communicate seamlessly with one another," he said. "Securing our nation's secrets while fostering communication is paramount to victory on any battlefield, and this is exactly what Raytheon is delivering."

 

The VACM contract is one of the U.S. Air Force Cryptologic Systems Division's largest programs. Raytheon will initially design and test the cryptographic units before replacing the legacy systems that are in use today.

Les chantiers Marinette Marine, dans le Wisconsin, ont procédé le 27 octobre à la mise sur cale du cinquième Littoral Combat Ship destiné à l'US Navy. Le futur USS Milwaukee (LCS 5) sera un sistership de l'USS Freedom (LCS 1), livré en 2009 à la marine américaine, et de l'USS Fort Worth (LCS 3), actuellement en essais. Développé par Lockheed-Martin et Fincantieri, qui possède Marinette Marine, ce modèle de LCS mesure 115.5 mètres de long et affiche un déplacement de 3090 tonnes en charge. Capable d'atteindre 45 noeuds, l'USS Freedom compte un armement de base articulé autour d'un système surface-air RAM, un canon de 57 mm et quatre mitrailleuses de 12.7 mm. Grâce à l'embarquement de modules interchangeables, il peut être configuré pour la lutte anti-sous-marine, la lutte antinavire ou la chasse aux mines. Il peut, en outre, embarquer un hélicoptère. En tout, 11 bâtiments de ce type ont été commandés.
Ce programme est mené en parallèle d'un autre modèle de LCS, développé par General Dynamics, Austal et BIW, également commandé à 11 exemplaires. La tête de série, l'USS Independence (LCS 2), a été livrée à l'US Navy fin 2009, son premier sistership, l'USS Coronado (LCS 4), devant être prochainement mis à flot. Le design retenu porte sur une coque trimaran en aluminium de 127.2 mètres de long pour un déplacement de 3500 tonnes en charge. Capable de filer à 50 noeuds, l'USS Independence compte un canon de 57mm et un système surface-air RAM, ainsi qu'un hangar pour deux hélicoptères.

Ridley Township, Pa. - The Boeing Company [NYSE: BA] has submitted a proposal to the U.S. Army for a multiyear contract for the production and delivery of 155 CH-47F helicopters.

 

"This second multiyear contract proposal will provide not only the vertical lift capability that warfighters use and need every day, but also will generate hundreds of millions of dollars in savings for taxpayers and the U.S. government," said Leanne Caret, Boeing vice president, H-47 Programs. "With this contract Boeing, and its partners in more than 45 states, will be able to negotiate longer-term agreements with suppliers, make necessary investments in production tooling and processes, and more effectively plan for capital expenditures."

 

The H-47 program is halfway through its first multiyear contract, awarded in August 2008, for 191 CH-47F Chinook aircraft and originally valued at $4.3 billion. This second five-year, firm fixed-price proposal would provide the Army with close to the full complement of 464 Chinooks outlined in the Department of Defense program of record for the CH-47F helicopter. The new contract will yield double-digit percentage savings over a single-year procurement strategy.

 

Since completing the first CH-47F production aircraft in August 2006, Boeing has trained and equipped eight U.S. Army units and is in the process of equipping the ninth. Six units have completed deployments in Iraq and Afghanistan, where the helicopter has logged nearly 70,000 flight hours and maintained an operational readiness rate of over 85 percent conducting air assault, transport, medical evacuations and support operations.

Réponse: Hilary Clinton, la secrétaire d'Etat américaine, dans un document de 5 pages, daté du 27 octobre et envoyé aux ambassades US de par le vaste monde.

 

L'information a été donnée par Robert Young Pelton sur le site SomaliaReport (il serait d'ailleurs intéressant de savoir pourquoi ce journaliste d'investigation américain travaille sur ce site... Je n'ai pas la réponse actuellement, mais je doute qu'il y fasse des piges juste pour le plaisir de gagner quelques dollars.)

 

Ce qui est intéressant, et Pelton a raison de le signaler, c'est qu'en 2008 la même Hilary, alors candidate à la Présidence, a tenté de faire voter une loi pour limiter les activités des contractors armés et des sociétés de sécurité. Comme quoi tout (et tout le monde) change...

Les femmes qui seront les premières à être affectées sur des sous-marins américains ont reçu vendredi leur diplôme à la Naval Submarine School de Groton.

 

Dix-neuf femmes ont terminé le cours de 10 semaines de formation d’officier, aux côtés de 73 hommes. 8 femmes étaient déjà sorties du cours en juillet, mais devaient subir des formations complémentaires.

 

Les diplômées de vendredi ont terminé les 6 mois de l’Ecole de propulsion nucléaire, 6 mois d’entrainement sur le prototype de réacteur et le cours d’officier. Certaines embarqueront sur leur sous-marin dès la semaine prochaine.

Ce 250e exemplaire, qui destiné à l’USAF, est également le 2404e C-130 Hercules à sortir de la chaine d’assemblage de Marietta en Géorgie (USA).

 

Le C-130J Super Hercules est la plus récente version du C-130 Hercules qui a été mise en service en 1999. De multiples versions du C-130J sont disponibles dont la version tactique, le C-130J, la version allongée, le C-130J-30, la version de ravitaillement en vol tactique, le KC-130J et la MC-130J pour les Opérations Spéciales.

 

« Le C-130 Hercules établi des records depuis près de 60 ans », a déclaré Lorraine Martin, vice-présidente de Lockheed Martin pour le programme C-130. « Comme la plus ancienne ligne de production continue d’aéronefs militaires de l'histoire, le C-130 a toujours été la référence en matière de transport aérien à travers le monde. La forte demande pour le C-130J Super Hercules continue de démontrer ses capacités multi-missions. »

 

Une quinzaine de pays ont commandé le C-130J à ce jour dont les USA, le Canada, l’Australie, le Royaume-Uni et l’Italie.

Ottawa - Les forces aériennes du Canada ont commandé 65 chasseurs, un nombre qui répond aux besoins du pays à cet égard, a affirmé aux Communes le ministre de la Défense, mercredi.

 

Peter MacKay répliquait ainsi aux attaques de l'opposition en lien avec des documents internes de son ministère, qui démontrent que le Canada n'a pas prévu de marge de manoeuvre advenant des pertes - accidentelles ou autres -, des F-35 pour leur durée de vie prévue.

 

Dans la note de service sur les chasseurs multirôle, le Canada songeait à acheter quelque 80 appareils. Le chiffre a toutefois été revu à la baisse par le gouvernement de Stephen Harper, sans explication, au moment de dévoiler sa stratégie pour le secteur de la défense, il y a quelques années. Des analystes de la défense ont expliqué la décision par le prix exorbitant pour acquérir les chasseurs, qui oscille entre 75 et 150 millions $ chacun.

 

M. MacKay et le ministre associé de la Défense, Julian Fantino, ont tous deux répété que le coût de la transaction, évaluée à 9 milliards $, était final et qu'il ne serait pas dépassé.

 

Une note interne du ministère et datée de 2010, dont La Presse Canadienne a obtenu copie, souligne que le Canada fait l'achat du «minimum acceptable pour la taille d'une flotte», et qu'on aurait précisé à la force aérienne de se «tenir prêt à gérer les risques opérationnels si la flotte devait être réduite à un nombre inférieur à 65 pour des raisons d'usure».

 

Le ministre MacKay a toutefois déclaré mercredi que l'équipement commandé pour la force aérienne du Canada serait bien suffisant.

 

«En bref, il s'agit là du chiffre demandé par les responsables de la force aérienne et ils nous ont clairement indiqué que c'était ce dont ils avaient besoin. Ils nous ont clairement indiqué que cela permettrait à nos pilotes de la force aérienne d'exécuter l'importante tâche que nous leur avons confiée», a-t-il soutenu.

 

Les Américains se sont déjà plaints que le Canada n'avait pas suffisamment de CF-18 pour assurer la défense de ses propres villes en cas d'attaque majeure. L'ambassade américaine à Ottawa avait fait part, en 2004, de ses craintes qu'Ottawa pourrait ne pas acheter suffisamment d'appareils pour remplacer sa flotte, révélait-on dans une diplomatique diffusée par WikiLeaks.

 

La Défense nationale a refusé plus tôt cette semaine de commenter l'affaire.

OTTAWA - L'approbation du gouvernement conservateur pour l'achat de chasseurs F-35, d'une valeur de plusieurs milliards de dollars, a été reportée pendant une année par des représentants d'Industrie Canada qui étaient en conflit avec le fabricant américain de ces appareils, selon ce que révèlent des documents internes du ministère de la Défense.

 

Des planificateurs des forces aériennes, frustrés, ont indiqué que ce délai avait nui au projet et à l'industrie de l'aérospatiale du pays, qui a été laissée de côté pendant que se déroulait derrière des portes closes une dispute sur un achat précédent.

 

Industrie Canada s'est opposé à «l'étude/décision» du gouvernement fédéral quant à un remplacement des CF-18 canadiens vieillissants en raison «d'inquiétudes en lien avec un problème d'un contrat avec Lockheed Martin pour le service de soutien des C130-J», indique-t-on dans une note adressée le 17 mai 2010 au chef de l'état-major de la Force aérienne.

 

Le document, dont La Presse Canadienne a obtenu copie en vertu de la Loi d'accès à l'information, a été rédigé quelques semaines avant que le gouvernement ne consente finalement à acheter des F-35. La décision a été annoncée officiellement en juillet 2010, déclenchant une série de critiques qui perdurent.

 

La force aérienne canadienne, qui appuyait avec enthousiasme la transaction pour les chasseurs, s'inquiétait d'un possible déraillement du projet jusqu'au jour où la décision a été prise.

 

Des délais supplémentaires pourraient entraver les décisions d'investissements de l'industrie canadienne, entraînant du même coup des pertes importantes en termes d'occasions d'affaires dans la production et le maintien, souligne-t-on dans la note.

 

Le géant mondial de la défense, le fabricant Lockheed Martin, a raflé le contrat de 1,4 milliard $ à la fin de 2006 pour la construction de 17 avions de transport C-130 Hercules. Le contrat excluait toutefois la clause habituelle des 20 ans de services de soutien et de maintenance. Des années de négociations acariâtres ont suivi, au déplaisir d'Industrie Canada, l'agence étant chargée d'assurer aux industries canadiennes les retombées attendues des lucratifs contrats militaires.

Près de 250 membres du 12e Régiment blindé du Canada (12 RBC) s'entraîneront dans les MRC de Les Chenaux, de Mékinac, de La Jacques-Cartier et de Portneuf du 7 au 18 novembre prochains afin de parfaire leurs habiletés de reconnaissance blindée.

 

Cet exercice a pour principal objectif de permettre aux troupes de s'entraîner de manière réaliste. Dans ce contexte, leur habileté de reconnaissance exercée sert à perfectionner l'expertise du 12 RBC pour relever les défis auxquels les militaires font face au Canada comme à l'étranger.

 

Afin de maximiser leur entraînement, les militaires ont parfois à se déplacer à l'extérieur de la garnison vers des lieux offrant des caractéristiques géographiques diversifiées.

 

Des efforts seront déployés afin de minimiser les répercussions possibles sur l'environnement et la population. Le 12 RBC tient d'ailleurs à remercier les citoyens des régions visitées pour leur accueil.

Modification Provides XM25 Ammunition, Hardware and Weapon Inspection, Test and Analysis to Support Further U.S. Army Early User Assessment Testing

 

Arlington, Va. | ATK has received a $24 million contract modification to provide the U.S. Army with additional ammunition, hardware, test and analysis support further user assessments of the XM25, Individual Semi-Automatic Airburst System (ISAAS). In March 2011, ATK received a $65.8 million Engineering and Manufacturing Development (EMD) contract from the U.S. Army's Program Executive Office (PEO) Soldier for the XM25. This 30-month EMD contract provided the necessary funding for the continuing design, integration, production, and testing of full-up systems to ensure the weapon's final design meets performance requirements and is production-ready prior to Army-wide fielding.

 

In 2010, the U.S. Army began a Forward Operational Assessment (FOA) of the XM25 with soldiers in Afghanistan to determine its capabilities through use in actual combat operations. Based on the weapon’s initial success throughout the FOA, the Army has requested the items necessary to continue further weapon assessments. Information gathered during the ongoing operational assessment will provide valuable user feedback that will ultimately support the EMD process.

 

“The XM25 provides the individual soldier with an advanced capability to quickly engage targets hidden behind walls or in defilade,” said Bruce DeWitt, Vice President and General Manager for ATK Advanced Weapons. “By putting smart technology into the soldiers’ hands, we’re able to provide them with a distinct battlefield advantage by taking away an adversary’s ability to hide behind cover.”

 

The ISAAS consists of a rifle that fires a 25mm airbursting round that is programmed by the weapon's integrated target acquisition and fire control system to detonate directly above an intended target. The system allows soldiers to quickly and accurately engage targets by displaying an adjusted aim point based on range, environmental factors, and user inputs. The weapon's target acquisition and fire control integrates a thermal capability with direct-view optics, laser rangefinder, compass, fuze-setter, ballistic computer, laser pointer and illuminator. These capabilities enable the weapon’s use during day or night and in all weather conditions.

The $124 million contract comprises two portions: the $76 million first-year option of the task order for Afghanistan operations first announced August 2010 and issued under the Encore II contract vehicle from the Defense Information Systems Agency at Scott Air Force Base, Ill.; and $48 million for increased tasking in Afghanistan and to provide personnel for C-RAM sense-and-warn operations in Iraq.

 

Since initial fielding more than six years ago, the C-RAM system is credited with saving hundreds of lives through its ability to provide early warning of incoming indirect fire. Working closely with the U.S. Army, Northrop Grumman helped to take the C-RAM capability from concept to reality in less than 18 months. C-RAM is maintaining its purpose to protect troops serving Operation Enduring Freedom in Afghanistan.

 

"C-RAM continues to demonstrate its value on the battlefield saving lives," said Mike Twyman, vice president of integrated command, control, communications and intelligence systems for Northrop Grumman Information Systems. "We are proud to continue our collaboration with the Army to bring ever-evolving force protection capabilities to those in harm's way."

 

C-RAM uses sensor, command and control (C2) and visualization tools to detect threatening objects and locate the sources of incoming fire. Once the threat is confirmed, its C2 system provides accurate warning to exposed soldiers and other personnel. Simultaneously, the C2 system provides correlated track data to the intercept system to negate the incoming RAM threat. Additionally, the C2 system passes point of origin and point of impact information on to other systems and sensors to aid the proper response.

Oklahoma City - The Boeing Company [NYSE: BA] has received a follow-on contract from the U.S. Air Force for additional upgrades of the B-1 bomber fleet's avionics software.

 

The $57 million contract continues a software-sustainment program that has updated and improved the B-1's sustainability and operational capabilities since the aircraft entered service in 1989. Usually, one avionics software block is in development while another is in test and a third is fielded on the fleet of 66 B-1s. This new agreement authorizes Boeing to start work on Sustainment Block 16A (SB 16A).

 

SB 16A includes changes to the aircraft's navigation, weapon delivery, radar, diagnostics, electrical multiplexing, communication/navigation management system software, and controls and displays. Design and development work will begin immediately.

 

"The B-1 continues to be used daily in combat operations," said Rick Greenwell, B-1 program director for Boeing. "Keeping the platform relevant and ready is more important now than ever. These annual software block upgrades enhance the sustainability of the B-1s and provide needed capabilities that aid this nation's defenders."

 

SB 16A will further improve the B-1 crew's situational awareness, using the new color cockpit displays, data link, and sensor capabilities added by recently awarded production contract programs. The multi-mission B-1 has been employing a large mixed payload of precision munitions in combat support of collation troops. Its low radar cross-section, variable-geometry wings, advanced avionics, and afterburning engines combine to provide long range, maneuverability, high speed and survivability.

Force Protection Industries, Inc., a FORCE PROTECTION, INC. group company, today announced it has received a firm fixed price modification to existing contract W56HZV-08-C-0028 from U.S. Army Contracting Command in Warren, Michigan, with an approximate value of $185.9 million for the purchase of an additional 167 Buffalo A2 Mine Protected Clearance Vehicles and 102 Buffalo A2 Bar Armor Kits.

 

Work is to be performed in Ladson, South Carolina, with deliveries extending to April 2014.

 

Michael Moody, Chairman and Chief Executive Officer for Force Protection said, “Today’s announced modification provides Force Protection important revenue visibility into 2014. In addition, by securing Full Material Release and authorization to proceed to Full Rate Production, the Buffalo has achieved additional significant milestones on the path to achieving formal Program of Record status within the U.S. Army’s installed fleet of vehicles.”

Ottawa  - Des planificateurs militaires s'inquiètent de la possibilité que le gouvernement Harper achète trop peu d'avions de chasse F-35, ne permettant pas à la flotte d'encaisser d'éventuelles pertes d'appareils pendant leur durée de vie projetée.

 

Des notes internes du ministère de la Défense déplorent que le Canada soit le seul pays du groupe de partenaires à ne pas prendre en compte la possibilité de perdre des appareils dans des accidents.

 

Le prix élevé de chaque avion de combat, qui va de 75 à 150 millions $, selon les différentes évaluations, a limité la commande du Canada à 65 appareils.

 

Des documents de La Presse Canadienne obtenus grâce à la Loi sur l'accès à l'information démontrent que lorsque l'achat des avions a été abordé pour la première fois il y a presque 10 ans, l'armée de l'air avait recommandé d'en acheter 80.

 

Toutefois, le ministre de la Défense, Peter MacKay, avait estimé que l'achat de 65 avions de combat était suffisant pour combler les besoins de l'armée canadienne.

 

Mais dans une autre note d'information émise plus tôt en 2010, on peut lire que le gouvernement achète «le nombre minimal acceptable» de F-35 et que l'armée de l'air a été prévenue qu'elle devait «se préparer à gérer les risques opérationnels si la flotte devait tomber en deçà de 65 appareils en raison de l'usure des effectifs».

 

Les F-35 remplaceront quelque 77 CF-18, soit environ la moitié de la flotte acquise il y a presque trente ans. Les autres ont été retirés par le gouvernement Chrétien pour économiser des fonds ou ont été détruits dans des accidents.

 

Les planificateurs de l'aviation canadienne ont évalué l'automne dernier ce qui adviendra de la flotte de F-35. Il s'agit d'appareils performants, mais pas indestructibles.

 

«Le Canada perdra des avions. Il ne s'agit pas de déterminer »si» ça arrivera, mais »quand» ça arrivera», indiquait un rapport daté du 14 septembre 2010.

 

Par contre, les mêmes experts estiment que le niveau élevé d'automatisation de l'appareil permettra de réduire le nombre d'écrasements causés par des erreurs commises par le pilote.

 

Le nombre d'accidents a augmenté de façon importante après l'entrée en service des CF-18, les pilotes n'étant pas familiers avec leurs avions. L'aviation craint que le même scénario ne se produise avec l'arrivée des nouveaux chasseurs.

 

Ces inquiétudes ont été transmises au gouvernement, «qui considérera la possibilité d'acquérir des appareils de remplacement», indique le document.

 

Mais un problème demeure. Lockheed Martin prévoit cesser de produire l'avion en 2035, alors qu'Ottawa veut voir ses F-35 dans le ciel au moins jusqu'en 2050.

 

Personne au ministère de la Défense n'était disponible mardi pour émettre un commentaire sur le dossier.

 

Le directeur général de l'Association de la Force aérienne du Canada (AFAC) a expliqué qu'Ottawa voulait respecter les limites de son portefeuille.

 

«Les coûts ont un impact important sur ces décisions», a affirmé Dean Black, un ancien lieutenant-colonel canadien.

 

«Les individus qui ont l'autorité pour prendre des décisions évaluent tous les éléments et présentement, les difficultés de l'économie constituent des éléments importants.»

 

Étant donné les prévisions économiques et l'importance politique qu'a pris ce dossier, les chances de voir Ottawa acquérir des avions sont presque nulles, a-t-il ajouté.

 

Selon M. Black, le gouvernement a accepté depuis longtemps de ne pas avoir les forces suffisantes pour patrouiller efficacement le ciel de chaque grande ville canadienne en cas d'attaque extérieure.
