Le mur fiscal n'impacte pas tous les contractors. L'US Navy devrait lancer le mois prochain un pré-appel d'offres pour des Contracted Air Services, la note d'information précisant "Fighter Jets". Ce n'est pas une nouveauté puisque la Navy fait appel depuis bien des années à des firmes civiles pour entraîner ses personnels (pilotes, radardistes...). L'intérêt réside dans les précisions données sur les missions (formation à l'interception, guerre électronique, tractage de cibles..) et les besoins.

 

L'US Navy souhaite que son contractor puisse aligner 18 jets dont 4 supersoniques. Ces appareils seront basés sur la côte ouest (7), la côte est( 7), Hawaï (2) et au Japon (2); le nombre d'heures de vol annoncé est de 5 400. Le contrat a une durée d'un an, reconductible quatre fois. Il commencera le 1er janvier 2014.

 

Parmi les candidats potentiels: ATAC (Kfir, Hunter et L-39) et ATSIS (Skyhawk) bien sûr. Avec une longueur d'avance pour ATAC qui détient l'actuel contrat (d'une valeur d'une cinquantaine de millions de dollars) et qui dispose des appareils requis, de détachements déjà positionnés au Japon et à Hawaï (voir la carte de ses implantations en cliquant ici).

Beginning March 2014, the Army will take delivery of new artillery rounds which will be safer, but which will also deliver the same performance as those currently used, said an engineer who has tested them.

 

“Cost, performance and IM” were the deciding factors in the Army choosing IMX-101 to replace trinitrotoluene, called TNT for short, as the explosive material found in artillery shells, said Phil Samuels, a chemical engineer at Picatinny Arsenal, N.J.

 

“IM” or insensitive munitions, is the safety factor that was tested.

 

“TNT does pretty poorly in IM testing against threats such as bullets, fragments, and shaped-charge impacts and fires,” he said.

 

The testing is fairly rigorous, Samuels said, simulating worst case situations where enemy fire might impact the TNT or IMX-101 filled rounds.

 

When normal precautions are followed, the TNT doesn’t pose a significant threat. The Army has been using it for at least 90 years, Samuels said.

 

Army and Marine Corps artillery units will be the first to receive IMX-101 deliveries next year, in the form of 155mm M795 artillery shells.

 

Projectiles filled with TNT will continue to be used until they are all gone, he said, which makes the phase-out period difficult to determine due to training and mission requirement uncertainties. But, he expects the transition to take at least several years.

 

After the artillery round transition, other large caliber rounds which carry TNT will be phased out and replaced by IMX-101, he said.

 

Following World War II, there was a surplus of another type of explosive known as Composition B, which contains both TNT and RDX, Samuels said. RDX, like TNT, is also a sensitive explosive, he said. Today, that surplus of Composition B is still being used, but the Army is looking to phase it out just like TNT.

 

Composition B is used for high performance artillery, mortar, and demolition rounds, Samuels said, meaning higher performance than just TNT alone. Composition B is also being phased out by a formulation called IMX-104, which has properties very similar to IMX-101.

 

Both IMX-101 and 104 are manufactured by BAE Systems at Holston Army Ammunition Plant, Tenn.

 

The cost of IMX-101 and IMX-104 are more expensive than TNT and Composition B, Samuels said. However, he said savings will be realized in greater ease of storage and transport, as the IMX requires much less stringent standards for handling and can be stored much closer to the troops in the field without expensive facilities.

 

The performance of the IMX-101 and 104 rounds is equivalent to the TNT and Composition B rounds they are replacing, Samuels added, meaning their lethality against enemy forces will be just as effective.

In the U.S. Navy there have long been disputes between the aviation community (the folks who operate the aircraft carriers), the submarine community, and the surface warfare (all the armed surface ships) community. One of the quieter ones has been about the best way to destroy enemy ships. Back in the 1990s it was sort of agreed that between the nuclear subs and the long range aircraft of American carriers, American surface warships no longer needed long range (over the horizon) anti-ship missiles. So in the late 1990s the U.S. stopped building warships that could fire Harpoon (the U.S. long range anti-ship missile) and took Harpoon off some ships that already had them. This was done largely because so much other gear was being added to the new ships that two Harpoon canisters (each with four missiles) were something that could be removed to prevent weight problems. Each year, as older warships retire, that means fewer American surface ships that can take down an enemy warship at long distance. By the early 2030s there will be none left.

 

In the meantime, more and more Chinese, North Korean, Russian, and Iranian warships enter service armed with long range missiles. A growing number of American surface warfare officers want an encapsulated version of Harpoon that can be fired from the vertical launch cells that carry all of the missiles on American warships. That already exists and is sold as an export item.

 

But at the moment the navy brass considers this a non-problem and points out that it is working on a new long range anti-ship missile for surface ships and it should be ready in 10-15 years. Meanwhile, ships have some anti-aircraft missiles that can be fired at enemy ships but only those that can be detected by surface radar (up to about 28 kilometers away). This is sufficient for coastal operations, and if there is threat of a major war (as with China), some U.S. ships could be equipped with encapsulated Harpoons within a few months.

 

The 546 kg (1,200 pound) Harpoon has a 222 kg (487 pound) warhead and a range of 220 kilometers. It approaches the target low, at about 860 kilometers an hour. GPS gets the missile to the general vicinity of the target and then radar takes over to identify and hit the target. The Harpoon has successful combat experience going back two decades. It can be launched from surface ships, aircraft, submarines, and land based launchers.

Using Air Force Smart Operations for the 21st Century, Airmen here improved the reliability and life expectancy of the C-5M Super Galaxy.

 

AFSO21 is the Air Force’s dedicated effort to maximize value and minimize waste in all of our processes.

 

“We identified the whole process with our Dewars (tank) and fire suppression system of the aircraft as being one of the leading causes of downtime for the aircraft,” said Master Sgt. Jay Haller, 512th Aircraft Maintenance Squadron electro-environment systems technician. “Sometimes it was taking three weeks to get an airplane back in the sky because of some of the defects.”

 

In August 2008, Airmen from AMXS, fuel, front line and back line came together to see what they could do to make the system better.

 

They came up with a lot of ideas, but soon realized they weren’t going to be able to implement a lot of the fixes at the field level.

 

In April 2009, they went to a product improvement working group at Robbins Air Force Base, Ga., and developed lines of communication with the engineers.

 

In May 2009, they put together a Dover Dewar Conference at Dover AFB that included two engineers from Robbins AFB, seven engineers from Lockheed Martin, C-5 community maintainers, and people from Parker Hannifin, the manufacturer.

 

“For two days we had the best and the brightest in one room talking about the system and what we needed to upgrade it,” Haller said .

 

The new system is putting liquid nitrogen, which is negative 320 degrees, into the Dewar tank. This not only helps with aircraft fires, but also puts a positive pressure on top of the wings and the fuel systems.

 

The Dewar and fire suppression system works by opening up the valves and letting the nitrogen flow through the plumbing into the non-manned areas of the aircraft. Oxygen is pushed out allowing the nitrogen to put out the fire. Also by placing nitrogen into the fuel itself there is no oxygen so there is less chance of having a fire inside the fuel tank.

 

What has been developed and improved through the AFSO21 process are re-designed valves, a universal wiring harness, an upgraded FSS control panel, and better seals and plumbing.

 

The first jet with the upgraded system is on Dover AFB in the isochronal maintenance dock.

 

“The team’s work has come to fruition and 100 percent of C-5M aircraft are being retrofitted with the new system,” said Chief Master Sgt. Chris Ford, the 512th Maintenance Squadron superintendent.

 

Ford said the system is an improvement that came about through an enterprising teamwork effort spanning across multiple Air Force and Department of Defense agencies.

 

“The Dewar system augments the congressionally authorized C-5M Reliability Enhancement and Re-engining Program modernization program and enables an aged aircraft to operate beyond the year 2040 while simultaneously fostering an increase in C-5 reliability, something that has plagued the aircraft over its 40+ year lifespan,” Ford said.

More than 580 cadets squeezed into Arnold Auditorium March 27, to hear from four senior Army leaders on the subject of developing a more energy-informed culture.

 

Lt. Gen. Raymond V. Mason, the Department of the Army deputy chief of staff for logistics, told cadets the Army’s push to develop energy-efficient technologies and train its Soldiers to be energy-conscious is all about the warfighters.

 

“This focus on operational energy is not about, necessarily, trying to save fuel,” Mason said. “It’s about making you more combat-effective and reducing your risk.”

 

For one gallon of generator fuel and water used, it requires seven gallons to transport. In combat, it takes more than 20 gallons of fuel per day to sustain each Soldier, according to the U.S. Army Operational Energy Office. Mason said an Army that can make energy-informed decisions will save Soldiers lives just by reducing the number of fuel and water convoys traveling to outposts and forward operating bases, known as FOBs.

 

“There’s a risk to your Soldiers getting there and then with 20 vehicles at the gate. That’s 20 opportunities for the bad guys to get inside the FOB,” Mason said. “If we can help reduce it down by five trucks through operational energy programs, I’ve reduced your risk by 20 percent.”

 

Still, developing energy independence is a strategy needed to further eliminate risk. Easy access to fuel and energy has been an advantage the Army has based its combat operations around for the past two decades, Mason said.

 

“The enemies we are going to fight in the future will try to deny us that access,” he said.

 

Every Soldier in an infantry squad carries 23 batteries just to power equipment on a 72-hour mission. New technology, like the Soldier Worn Integrated Power Equipment System, or SWIPES, is being produced to both lighten the load and increase performance in the field.

 

“We’re trying to give them a lot of capabilities so that a squad can be as autonomous and last as long as they can,” Mason said.

 

The panel discussion was the culminating event in the daylong Army Energy-Informed Culture Summit. Joining Mason on the panel were Tad Davis, the U.S. Army Reserve Command’s director of Services and Infrastructure Core Enterprise; Brig. Gen. Michael Stone, the Michigan National Guard assistant adjutant general; and the Honorable Katherine Hammack, the assistant secretary of the Army for Installations, Energy and Environment.

 

Hammack, who chose West Point in 2011 as one of the pilot installations for the Army’s Net Zero Energy program, spoke on the theme of enhancing mission effectiveness through an energy-informed culture.

 

“That’s really what it’s about — ensuring all of our Soldiers have energy at the right place and the right time to do their mission while at the same time we reduce risk and vulnerability,” Hammack said. “Because, really, the Army’s ability to accomplish our mission on a global scale depends upon secure, uninterrupted access to power and energy.”

 

The Net Zero Energy initiative is an integrated approach to reaching the Army’s goal of producing as much energy as consumed on an installation over a period of one year. The other two components of Net Zero relates to water and waste. Hammack is not a fan of plastic water bottles and said anyone who attends a meeting with one tends to get a lecture from her on the subject.

 

“Every plastic water bottle takes four ounces of petroleum to make the water bottle, to process the water, to fill the bottle, to distribute the water bottles and then to process them at its end of life,” Hammack said. “When you go over into theater, you see plastic water bottles everywhere you go. Somehow, we as an Army thought that we can’t fight without using plastic water bottles.”

 

Net Zero extends to the battlefield too, Hammack said. One forward operating base in Afghanistan had received an aerial resupply every three days, with 70-80 percent of the cargo being fuel and water.

 

“In one month, our Net Zero to the Edge team was able to reduce it to one aerial resupply every 10 days and what that meant was Soldiers were able to be more mission-effective,” Hammack said. “They could focus on the mission and not the resupply, and we could also return a lot of our aerial assets to other duties.”

 

The challenge is developing technologies and a culture which will make energy opportunities and not vulnerabilities. Nearly a year ago, Hammack visited the academy on Projects Day to see how cadets were approaching this challenge with their research-based exploration. During the summit, Hammack again met with cadets who briefed her on projects related to energy security and pricing strategies.

 

“You are the future Army leaders. This is going to be your job to figure out how we’re going to be operating in the future,” Hammack said. “You have an opportunity to improve operations with an energy-informed culture. And to get there you have to understand the mission benefits.”

 

Key leaders from DA G-4, U.S. Training and Doctrine Command, or TRADOC, Combined Arms Support Command, known as CASCOM, and the U.S. Military Academy met with the Core Interdisciplinary Team faculty who’ve developed an integrated approach to energy education within the core curriculum. The Class of 2016 is the first to receive energy-related topics into their chemistry, math, information technology, psychology and English courses. Furthermore, the chemistry capstone involves a two-day interdisciplinary problem-solving exercise using the SWIPES gear.

 

It doesn’t end after the plebe year, one course director said. It continues throughout the cadets’ 47 months at West Point through projects, independent studies and training exercises.

 

“By the time they leave here, you’re going to have a class of cadets who are going to be much more aware of their environment and how operational energy impacts that environment than probably any class before them,” Col. Joseph Shannon, General Chemistry program director, said.

 

The “integrated, not additive concept” allows departments to enhance curriculum without added courses, or costs.

 

“For instance, in chemistry, we added virtually nothing into our curriculum, but what we did was take the existing curriculum and found opportunities to weave operational energy in,” Shannon said. “There was no additional cost factor in terms of new lessons or new materials.”

 

The goal, he said, which came from discussions with CASCOM and TRADOC leaders is to create synergy between the organizations as cadets transition into officers and receive advanced training under those commands.

 

“We want to ensure that what we are doing here is going to feed seamlessly into what they will do as lieutenants in the Army,” Shannon said. “We don’t want this to be a different kind of experience and out of synch once they leave.”

 

Lt. Col. Mark Smith, Department from the Department of Geography and Environmental Engineering, led small group back briefs to the key leaders. Five cadet-driven dialogues debated topics ranging from how to develop an energy-informed culture and avoiding cynicism, to ways of better leveraging the academy’s intellectual capital and incorporating operational energy into cadet summer training.

 

Smith said the sessions revealed that organizations often fail to have an energy-informed culture because of a lack of education and awareness, and sometimes there’s a lack of leadership emphasis. Cynicism derived from energy initiatives is produced by a lack of communication, distrust of the motives or when organization members don’t fully understand the problem.

 

Additional briefings were held with members of the West Point Energy Council, provided by Col. Russ Lachance from the Department of Chemistry and Life Sciences; Lt. Col. Darcy Schnack moderated a session to include faculty from the Department of Behavioral Sciences and Leadership, where Mason turned to cadets for their opinions on affecting cultural change.

 

Class of 2013 Cadet Justin Gleeson, a future infantry officer, said it may have to start with the Noncommissioned Officer, or NCO, Corps.

 

“The backbone of the Army, from what we’re taught, is the NCO Corps and your Soldiers,” Gleeson said. “If you can inspire them you’ll get the change you want.”

 

Gleeson said it’s the officers’ responsibility to be transparent enough to explain the life-saving rationale behind operational energy programs and make their NCOs and Soldiers understand this is the right decision.

 

“They’ll respond to that,” Gleeson said. “But if you just put it in a memo, they might think otherwise like my priority is to keep my Soldiers’ safe so I’m going to keep to the status quo because that is what’s working right now.”

 

Gleeson also offered suggestions that have worked within the Corps of Cadets’ recycling program — ease of use and incentives.

 

“I think your grassroots approach is exactly right,” Mason said. “I think your observation of not over thinking it and keeping it at a low-level of execution is very intuitive.”

 

Another cadet suggested the time is right for executing operational energy programs as the Army draws down its forces and battles with budget cuts.

 

“This issue of culture change and getting down to a grassroots level of change, I think, is value-based. You will take care of what you value,” Mason said.

The Pentagon’s biggest, most high-tech spy drone aircraft — one of the hottest items on the international arms market — is the key to a burgeoning robotic alliance among the United States, Japan, South Korea and Australia.

 

The RQ-4 Global Hawk, a $215 million, airliner-size Unmanned Aerial Vehicle (UAV) built by Northrop Grumman, could help this four-nation coalition monitor both China, as it increasingly flexes its military muscles, and North Korea, as it develops ever more sophisticated nuclear weapons.

 

If, and when, Canberra, Tokyo and Seoul acquire their Global Hawks — all three sales negotiations are still at an early stage — they could all share intelligence with Washington and vice versa. For all would be using the same hardware and software system. The resulting network could monitor millions of square miles of land and sea around the clock and in real time.

WASHINGTON — Raytheon announced today that it had received approval from the U.S. Army for a second recertification of the Patriot missile system, which will extend the operational life of the missile from 30 to 45 years.

 

The move comes after a three-year life-extension study conducted by Raytheon and funded by the U.S. government and international customers concluded that the life of the missiles could be extended by another 15 years at a much cheaper rate than buying new missiles.

 

The price per recertified missile will be about 80 to 90 percent cheaper than buying a new missile, “depending on the type of missile,” Mike Fletcher, director of Patriot Missile Systems programs at Raytheon, said. In addition, customers who take part in the recertification program can realize “almost 40 percent savings to do upgrades and recertification at the same time vs. at different times,” Fletcher said.

 

The Patriot air and missile defense system is operational with 12 countries, and Fletcher said the recertification program is “a repeat of the first recertification — you replace limited life components.”

 

The company is working to get the word out to its international customers “to assess their stockpile and determine whether or not they would like to invest in a second recertification or upgrade” to a guidance enhanced missile (GEM-T) upgrade, Fletcher added.

 

In a statement, Sanjay Kapoor, Raytheon’s vice president of Integrated Air and Missile Defense, said that the recertification “comes on the heels of a recent $46.7 million U.S. Army contract awarded to Raytheon to recertify and upgrade Patriot missiles to the latest GEM-T configuration as part of the continuous Patriot modernization effort.”

Boeing et les techniciens de l’USAF ont procédé le 20 février 2013, à St Louis, au premier vol de l’avion de combat F-15SA (Saoudi Advanced). La nouvelle est presque passée inaperçue, et pourtant elle est de taille. Sur le papier, le F-15SA est le meilleur F-15 jamais produit et livré dans le monde. Il intègre, sur une cellule biplace, nombre d’innovations dévoilées par Boeing sur le F-15SE (Silent Eagle) lors du dernier salon de Singapour, début 2012.

C’est ainsi que les commandes vol classiques cèdent la place à des commandes de vol électriques, une révolution technologique sur ce vétéran. Exit aussi le système d’arme dont l’architecture, révolutionnaire à sa sortie, est aujourd’hui totalement dépassée. La nouvelle architecture retenue table sur des bus de données reliant un nouveau radar à antenne active, un nouvel ensemble d’autoprotection, entièrement numérique, et la capacité d’intégrer tous les derniers armements air-air et air-sol et des nacelles de désignation « made in USA ».

Autant de nouveautés qui s’ajoutent à la faculté d’utiliser la liaison 16, cette liaison tactique protégée, qui confère à son porteur une parfaite intéropérabilité avec l’OTAN. Les pilotes de F-15SA seront équipés de viseurs de casque. Ainsi dotés, ils pourront désigner leurs cibles dans un domaine beaucoup plus étendu, sans pour autant perdre de vues les principaux paramètres de vol. Naturellement le cockpit a été revisité. Désormais toutes les données sont affichées sur des écrans multifonctions largement dimensionnés, compatibles avec l’emploi de systèmes de vision nocturne.

Pour Boeing, ce contrat permet tout simplement de garder les chaines de production du F-15 ouvertes pour quelques années encore tout en se faisant financer les études technologiques liées au programme F-15SE. Une évolution technologique de ce vétéran de la guerre froide, invaincu en combat aérien qui plus est, et qui pourrait représenter une alternative crédible à un JSF hors de prix.

Au-delà de son montant record, 30 milliards, ce contrat est symbolique à plus d’un titre. Il illustre d’abord la volonté des avionneurs américains d’aller chercher à l’export les commandes qu’ils n’ont plus en Amérique. Une politique menée avec la bénédiction des autorités américaines qui assouplissent les règles d’exportation de technologies militaires « ITAR ». Il illustre aussi un virage dans la politique américaine qui consent, pour la première fois, à livrer à un pays arabe, un appareil supérieur à son équivalent israélien. Un déséquilibre qui devrait peut être se combler avec la livraison de F-35 dans quelques années.

Between the written commentaries and a couple of radio appearances, my brief for entrusting Arctic strategy primarily to the U.S. Coast Guard and Air Force elicited some recurring questions. Some interlocutors requested specifics about hardware and organizational arrangements. Others wanted to know whence the political support for an ambitious strategy would come. Such questions are well-taken. There's no good answer to many of them this far in advance of the 2030s, when the polar ocean will open to shipping according to U.S. Navy estimates. To reply to these questions, here's one guy's list of Five Obstacles to U.S. Arctic Strategy, in descending order:

 

Prediction is tough, especially about the future. With apologies to the great Yogi Berra, planning ahead for a navigable Arctic is twice as hard as garden-variety prognostication. Climate scientists are trying to foresee the physical dynamics that will prevail each year as the ice melts and freezes anew. Strategists are trying to foresee the competitive dynamics that will prevail as the five polar states and a plethora of external players maneuver to safeguard their interests in northern waters. For perspective's sake: 2035, the usual guesstimate for when the Arctic will be ice-free for the first time, is 22 years from now. How many Asia-watchers writing in 1991, 22 years ago, foresaw that China would build a great navy by 2013, lay claim to most of the South China Sea, and stand some chance of getting its way? Few if any. Projecting the future of Russia and other contenders is an enterprise fraught with uncertainty.

 

The theater's physical conformation will fluctuate. And prophesying about the South China Sea was simple by contrast with the Arctic Ocean. At least observers knew Southeast Asia's general geographic and political characteristics. Regional waters undergo no phase change that amends the map over the course of each year, depending on global temperatures. Geography imposes the physical context within which human ambitions encounter one another, interact, and — perhaps — resolve themselves. The context is fixed except for a few cases — digging the Suez or Panama canal, for instance — when human ingenuity modifies the setting. Cyclical change to the surroundings is something without parallel in warmer climes.

 

What form international competition will take remains obscure. Questions are legion, clear answers few. What happens when a maritime theater morphs from icebound to ice-free and back as the seasons change? Is there a campaign season for surface fleets during the summer, after which air and undersea forces continue the battle over and below the ice? Could be. Technology will also play its part. The Arctic will resemble the East China Sea in that great powers brandishing long-range precision weaponry will face off across the sea. Navy and coast-guard surface fleets will remain indispensable for peacetime pursuits, and presumably for low-level conflict. How much staying power they will exhibit in an anti-access environment that could span an entire ocean remains to be seen.

 

Building constituencies for amorphous challenges is hard. Farsightedness is tough for policy- and lawmakers who have to cope with the challenges of the day, not least their own reelection prospects. Think about it. The northward challenge remains abstract and remote in time. Conceivably, it may never transpire at all. That being the case, what respectable congressman will make the case for investing billions of dollars in new surface combatants or other hardware needed to operate in a strategic environment that may never come into being? Rare indeed is a Themistocles, who founded the Athenian navy when few saw the need for such a force, or a Georgia Rep. Carl Vinson, who, years before the threat came into focus, fought to fund the U.S. Navy that won in World War II. It takes someone with vision to gaze decades downrange and amass political support to combat a nebulous threat.

 

Time is a luxury, and a curse. Time, therefore, is working both for and against American attempts to devise strategy and forces for the northern reaches. Father Time is a friend because any threatening circumstances remain years off. He's a deadly foe because any threatening circumstances remain years off, too distant to concentrate minds or summon forth resources from wary taxpayers or their elected representatives.

Now you see why I'm loath to offer specifics about strategy and force structure: they're premature. The guesswork quotient will remain high until analysts and practitioners study the strategic setting and render more informed judgments and recommendations. Only then can Washington fashion strategy for the brave new world taking shape atop the world. Orienting ourselves toward this new strategic problem is a worthy first step.

WASHINGTON — Pro-military lawmakers and U.S. analysts want the White House to resist shifting the CIA’s armed unmanned aircraft program to the Pentagon, citing operational and legal reasons to keep the spy agency in the targeted-killing business.

 

The Obama administration is mulling whether placing the U.S. military in charge of all aerial drone strikes — largely run by the CIA in the post-9/11 era — would allay intensifying legal concerns while increasing congressional and public scrutiny of the program.

 

On Capitol Hill, lawmakers with national security credentials say they have major concerns about placing what has become America’s top covert tool in the fight against al-Qaida in the hands of the military.

 

“If the CIA can still operate its program, I think that’s fine,” Rep. Buck McKeon, R-Calif., chairman of the House Armed Services Committee, said during a brief interview March 21. “I think the military has some ownership, but I think the CIA has some ownership, too.”

 

The White House review came to light following a March 6 filibuster by Sen. Rand Paul, R-Ky., which focused on the Obama administration’s drone policy. Paul used ample time during the filibuster to question whether the administration believed it possesses the legal authority to carry out a drone strike on an American citizen inside the United States, which it eventually said it does not.

 

McKeon called those kinds of worries “a lot to do about nothing.” He said keeping the existing CIA drone program under Langley’s control seems wise because “I’m not concerned that we’re giving up our constitutional rights to go after terrorists — I think we’re OK with what we’ve got.”

 

Rep. Bill Young, R-Fla., chairman of the House Appropriations Defense subcommittee, told Defense News the same day that White House, CIA and Pentagon officials must convince him the idea is wise.

 

“I’m not convinced that we need to change,” Young said. “I’d have to be convinced to give it to one or the other because it works very well right now.”

 

The longtime pro-defense lawmaker said he is worried the military is not well-versed, nor well-suited, to conduct the kinds of missions the agency has spent years perfecting.

 

“Both agencies are using the drones for different missions,” Young said. “My first reaction is … the military has done a good job, as has the CIA. … The missions that the military carries out and the missions that the CIA carries out are different.”

 

Much of the debate in Washington about the White House review has been focused on the black-or-white notion of assigning the drone-strike program to either the spy agency or the military. But Young said another option should be on the table.

 

“I think there’s reason to consider doing it both ways,” Young said. “What’s wrong with considering keeping it that way?”

 

Rep. Hank Johnson, D-Ga., a member of the House Armed Services Intelligence, Emerging Threats and Capabilities subcommittee, said “the overwhelming majority” of the CIA’s drone program likely will move to the military’s control. Still, Johnson predicted the intelligence community “will retain some ability to use drones.”

 

Advocates of handing the armed drone program to the military argue the move would strengthen the legal justifications for targeting al-Qaida leaders and operatives.

 

“The essential mission of the U.S. military is to capture or kill an enemy,” Jeh Johnson, until three months ago the Pentagon’s top lawyer, said in a March 18 speech at Fordham University Law School in New York. “As part of a congressionally authorized armed conflict, the foundation is even stronger.

 

“Furthermore, the parameters of congressionally authorized armed conflict are transparent to the public, from the words of the congressional authorization itself, and the executive branch’s interpretation of that authorization,” he said. “Lethal force outside the parameters of congressionally authorized armed conflict by the military looks to the public to lack any boundaries, and lends itself to the suspicion that it is an expedient substitute for criminal justice.”

 

To be sure, lawmakers on both sides of the debate have strong opinions about whether it is the job of the military or intelligence community to kill al-Qaida leaders and operatives.

 

On one side are lawmakers such as Sen. John McCain, R-Ariz., a member of the Senate Armed Services Committee, who told reporters, “the majority of the responsibility for this should rest with the military.”

 

On the other side are members such as Sen. Dianne Feinstein, D-Calif., chairwoman of the Senate Intelligence Committee. She said the CIA uses a rigorous decision process before carrying out armed strikes, but “the military [armed drone] program has not done that nearly as well.”

 

Anthony Cordesman, a Center for Strategic and International Studies analyst and a frequent Pentagon and intelligence community consultant, said the military’s and the CIA’s approaches to the use of drone strikes are considerably different.

 

“The intelligence community operates on the basis of different sources and methods, and with different time pressures, than most military actions,” Cordesman said. “So I think you probably need both.”

Industrie Canada indique qu’avec cette contribution, effectuée par l’entremise de l’Initiative stratégique pour l’aérospatiale et la défense (ISAD), Héroux-Devtek concevra un système de train d’atterrissage entièrement intégré destiné à des clients commerciaux et militaires du domaine de l’aérospatiale.

 

Grâce à ses recherches, l’entreprise devrait mettre au point des technologies pour diminuer ou éliminer l’utilisation de procédés nocifs pour l’environnement. L’entreprise réduira ses émissions de gaz à effet de serre ainsi que son empreinte écologique.

 

«Héroux-Devtek accueille avec enthousiasme cette occasion de faire équipe avec le gouvernement du Canada par le biais de l’ISAD, alors que nous cherchons à renforcer notre position concurrentielle dans le marché des trains d’atterrissage en mettant à profit nos compétences et notre savoir-faire de classe mondiale grâce au développement de produits et services à valeur ajoutée», a déclaré Gilles Labbé, président et chef de la direction de Héroux-Devtek.

Electronic warfare defense systems on U.S. Navy warships are being upgraded by Lockheed Martin under a $57 million low-rate production contract.

 

The AN/SLQ-32(V)2, which protects against anti-ship missile threats, will be given enhanced capabilities to determine if electronic sensors of an enemy asset are tracking the vessels.

 

"The Navy's Surface Electronic Warfare Improvement Program Block 2 upgrade will ensure the AN/SLQ-32 system continues to outpace the threat and establishes a framework to easily install future upgrades," said Joe Ottaviano, SEWIP program director for Lockheed Martin Mission Systems and Training.

 

"The system is the first sensor to be fully compliant with the Navy's Product Line Architecture strategy, which facilitates the rapid introduction of new technology into the fleet. By using commercial-off-the-shelf components, we provide additional cost savings and ease of maintenance for sailors."

 

Lockheed said it was awarded a contract in 2009 to develop SEWIP Block 2. Two engineering and development models successfully passed integration and testing.

 

Lockheed and Raytheon, the original developer of the AN/SLQ-32, said last year they were working together to pursue the Navy's competitive SEWIP Block 3 program for upgraded electronic attack electronic warfare capabilities.

The Lockheed Martin F-35 Joint Strike Fighter program continues to trigger new controversies. Latest comments allege flawed estimates of the jet's weight and, as before, questions about the timeline for the plane's delivery and final cost.

 

Outgoing Executive Vice President and JSF General Manager Tom Burbage was quoted in the news media as saying the manufacturer miscalculated on the aircraft's weight during its early development.

 

After spending 12 years fronting the Lockheed Martin F-35 program Burbage retired Monday on an optimistic note but still far from clear about the aircraft's ultimate cost and delivery schedule.

 

Burbage was named head of the F-35 program less than three weeks after the company beat Boeing to develop the aircraft. Then valued at $220 billion, the contract aims to build thousands of F-35 for the U.S. military and hundreds more for international partners, Flight International said on its website.

 

When those aircraft will roll off to join the waiting military services worldwide remains unclear.

 

In a Lockheed Martin news conference, Burbage looked back on key lessons that could have been learned and spared the manufacturer a costly redesign and troublesome relations with the program's international partners.

 

After a 2004 redesign responding to weight concerns that delayed the program two years and cost billions of dollars, Burbage stepped aside from the daily operations and became the F-35's public face marketing the aircraft around the world for the next eight years.

 

Canada and Japan are in the forefront of countries having second thoughts about the JSF and considering significant cutbacks in their acquisition of the joint strike fighter.

 

Burbage said he hopes future engineers working on a sixth-generation fighter will heed lessons of the work done so far on the F-35 program.

 

"Somewhere along the way, we made an error in our parametric weight models," Burbage said.

 

"Turned out we were predicting the things that we knew about pretty well, the structural parts were pretty close, the small detail parts were pretty close. What wasn't predicted well by the model was stealth and internal weapons bays because the airplane that had those capabilities weren't part of the database."

 

It could have been as early as 2003 when quick-mate joints -- appliances used to make production faster -- were thrown away to save 1,000 pounds of weight, the Eric Palmer blog said, citing statements made at the time by Burbage and others.

 

The blog said that during the encounter with reporters, "Burbage made no apologies for his years of misleading Joint Strike Fighter Partner nation government officials about cost and capability of this troubled program."

 

"The fundamental airplane is going to be there," Burbage told reporters, Defense News said. "It's going to be late, it's going to be more expensive than we thought to do the development, but it's still going to be there, which I think that's the ultimate metric."

 

"I don't know what the timeline will be," he continued. "I'm hoping that it will be on a reasonable timeline. I think we have a new leadership that's gonna drive the program where it needs to be. It's a new day going forward.

 

"I think it will happen. I think all three airplanes will be flying in the services, and it's just a question of time, now."

 

Burbage said running the F-35 program was "more complicated than running some of the business enterprises that are companies."

 

The program manages thousands of employees, multiple companies and countries worldwide.

 

He said the decision to develop the F-35 as a joint program with a number of partners led to complications, Defense News said. Geopolitical events outside its control also affected the program, Burbage said.

 

"Who would have predicted a eurozone crisis for all the international partners in Europe? Who would have predicted the shift to the Middle East and the pivot to the Pacific?" Burbage asked.

 

The focus on Asia has "actually had a pretty big effect" on the JSF program as a whole, leading to two new partners in Japan and, potentially, South Korea, Defense News said.

 

Asked how far behind schedule the program was, Burbage said the answer depended on what metric is used, Defense News said. Citing program restructuring in 2010, he said, "I would argue the program post-2010 is not the program pre-2010, modified slightly. It's really a new program."

 

"The program is so big that a small bump in the road is a big bump in the road," he said, Defense News said.

 

"It's a tough program. It's technically a very challenging program. This airplane is going to have the capabilities that can transform the joint coalition operational model, and it's going to be effective for a long time."

 

Burbage sought to keep the international coalition of countries outside the U.S. on track and, where possible, chase new international business, Aviation Week said.

 

Stephen O'Bryan is working under Burbage as vice president of program integration.

 

"The departure of Burbage will mark a major shift for the program," Aviation Week said. "He was a polarizing figure for the Joint Strike Fighter. Those staunchly behind him say he provided much of the glue that has kept the international coalition together through thick and thin as the F-35 stumbled through numerous cost overruns, technical problems and delays.

 

"Those more critical of his contribution suggest that he was at the forefront of Lockheed Martin's aggressive sales campaign that overpromised to customers and has, thus far, under delivered," Aviation Week said.

In late February, the Royal Canadian Navy was to have received details from industry on how suppliers could satisfy potential navy fueling requirements at various locations around the world.

 

The feedback from vendors will assist the government “in its understanding of the viability of procurement strategies being contemplated currently and allow revision if the industry operates differently,” according to Public Works.

 

There is no guarantee the government will proceed  with a contract.  However, with the Joint Support Ship delayed for the time being, such refueling points could become important in the future.

WASHINGTON — Chuck Hagel will deliver his first major speech as U.S. defense secretary Wednesday where he will focus of the “strategic and fiscal challenges” facing the Pentagon.

 

The speech, which will take place at National Defense University in Washington, comes one week before the federal government is expected to release its fiscal 2014 budget proposal on April 10.

 

DoD is facing a $41 billion cut to its 2013 budget and a total of $500 billion over the next decade.

 

At the same time, DoD leadership is reviewing the Pentagon’s 2011-announced military strategy to see how mandated budget cuts would impact its future plans. That review is supposed to be done by the end of May.

T56-A13 Series 3.5 improvements

 

LONDON, April 1 (UPI)

 

Final element testing of Series 3.5 enhancements to Rolls-Royce's T56 engine have been successfully conducted by the company and the U.S. Air Force.

 

The T56 is used on C-135 Hercules aircraft and completion of the tests will lead to military and Federal Aviation Administration certification for the enhanced power systems.

 

"Completion of the final element of testing has underlined the results from earlier flight tests and demonstrates continued success for the Series 3.5 for the T56 engine," said Rolls-Royce Senior Vice President Tom Hartmann. "The fuel savings of 9.7 percent, plus performance and reliability improvements, give operators exactly what they need.

 

"Interest from U.S. and international C-130 operators continues to grow and we look forward to U.S. Air Force qualification and FAA certification by the end of the year."

 

Rolls-Royce said testing demonstrated the durability of the new blades, vanes and other parts of the engine over a period of 400 hours and 1,000 cycles. Test results exceeded expectations for reduced fuel consumption and reliability.

The U.S. Army has authorized a second recertification of Patriot missiles, extending the operational life of missiles in inventory to 45 years from 30 years.

 

Raytheon, maker of the missile system, said the authorization means military forces using the system can recertify or upgrade instead of replacing them with other missiles.

 

"This is a testament to Patriot's capabilities and combat performance that continue to exceed all expectations, now and over its successful operational life," said Sanjay Kapoor, vice president of Integrated Air and Missile Defense at Raytheon's Integrated Defense Systems business.

 

"This significant life extension decision by the Army comes on the heels of a recent $46.7 million U.S. Army contract awarded to Raytheon to recertify and upgrade Patriot missiles to the latest GEM-T configuration as part of the continuous Patriot modernization effort."

 

The Patriot air and missile defense system is operational with 12 countries. Raytheon, the prime contractor for domestic and international Patriot programs, says it has continuously upgraded the underlying technology and operational capability to counter high-speed tactical ballistic missiles and air-breathing threats.

RCAF commander Lt.-Gen. Yvan Blondin is getting a lot of use these days from his tried and true talking point that the ongoing delay (several years now….and counting) in the purchase of UAVs for the air force is actually good news. He has pitched that idea during interviews with several news outlets. The latest comes with an interview with the Toronto Star.

 

Here is what the Star reported:

 

Lt.-Gen. Yvan Blondin says delays in purchasing unmanned aerial vehicles have had a silver lining as evolving technology has meant drones are becoming more capable.

 

“If you commit yourself too early with a very expensive program, there are new ones coming in that are not far behind that will give you different capabilities and could be much cheaper,” Blondin told the Star.

 

 “I’m not sad it’s taking its time. There are some great capabilities coming up,” he said.

 

Well that is one way to justify the situation with the Joint Uninhabited Surveillance and Target Acquisition System (JUSTAS). The first of the UAVs were supposed to be operating starting as early as 2010. That was then pushed back to early 2012 and again changed to 2017 by military officers as they dealt with ongoing delays to the project. But as I reported in the Citizen earlier this year, the RCAF can no longer say when a contract for unmanned aircraft might be finalized, let alone when the UAVs would be operating.

 

Existing UAVs have proven effective on the battlefield.

 

So are significant advances in the technology coming? There have been advances in the airframe (such as UCAVs) but as RCAF officers have pointed out repeatedly, such technology is years away from being of use (or so they have said).

 

More countries are starting to field new versions of UAVs, so there is the potential for  Canada to benefit from that. Advances in sensor technology could always be retrofitted in the airframe so waiting for new technology in that area doesn’t seem to have much of an advantage.

 

On the other side of the coin, Canada runs the risk of losing any expertise it built up in the Afghan war with UAVs by not operating the larger size systems (there are, however, a small number of CF personnel assigned to foreign militaries using UAVs, so at least some skills are presumably being retained).

JACKSONVILLE, Florida --- Embraer President and CEO Frederico Curado, joined by Florida Governor Rick Scott, Jacksonville Mayor Alvin Brown and Representatives Corrine Brown and Ander Crenshaw, today marked the opening of the facility where the company will assemble the aircraft for the U.S. Air Force’s Light Air Support (LAS) program. More than 200 local business people, public officials and news media attended the ribbon-cutting ceremony at the 40,000-square-foot hangar at Jacksonville International Airport.

 

Through the LAS program, Embraer and its prime contractor Sierra Nevada Corporation will support more than 1,400 jobs with over 100 companies throughout the United States.

 

“Today, we mark another achievement in Embraer’s growing presence in the United States and the State of Florida, not only with our expansion in Jacksonville, but also with our first participation in a contract to supply high tech equipment and services to the USAF. We are honored by this opportunity and ready to get to work,” said Frederico Curado, Embraer S.A. President and CEO.

 

Embraer, with its U.S. headquarters in Ft. Lauderdale, currently employs more than 1,200 people in the United States. The Jacksonville site joins recent expansion of the company’s operations in Melbourne, Florida where, in 2011, it opened a production facility and Global Customer Center for its Phenom 100 and Phenom 300 executive jets. In 2012, the company broke ground in Melbourne for a new Engineering and Technology Center that will employ 200 engineers.

On Febuary 27, the U.S. Air Force awarded the LAS contract to Sierra Nevada Corporation (SNC) to supply 20 Embraer A-29 Super Tucano aircraft, as well as ground-based training devices, pilot and maintenance training, and logistical support. The initial 20 aircraft will be used to provide light air support, reconnaissance and training capabilities to the Afghanistan military. The facility in Jacksonville will perform pre-equipping, mechanical assembly, structural assembly, systems installation and testing, and flight testing of A-29 aircraft.

 

Delivery of the first American-made A-29 Super Tucano aircraft is scheduled to take place next summer.

Northrop Grumman Corporation will highlight its industry-leading global capabilities in intelligence, surveillance and reconnaissance (ISR), by introducing the E-2D Advanced Hawkeye to the Malaysian market at the Langkawi International Maritime & Aerospace (LIMA) Exhibition.

 

LIMA 2013 will be held at the Mahsuri International Exhibition Centre, Langkawi Island, Malaysia, March 26-30. The Northrop Grumman exhibit is at stand number A158 in exhibition hall A.

 

"ISR capability is critical to maintaining national sovereignty," said Mary Petryszyn, vice president, international, Northrop Grumman Aerospace Systems. "Northrop Grumman's leadership in multiple-domain ISR strongly positions us to provide effective solutions for Malaysia's defence modernisation."

 

The Northrop Grumman exhibit will showcase the company's world-leading capabilities in airborne early warning (AEW) and control, utilizing an E-2D Advanced Hawkeye crew workstation. Malaysia is among the first countries for which the Advanced Hawkeye capability has been approved by the U.S. government.

 

The E-2D Advanced Hawkeye programme couples a newly designed electronically scanned radar with a matching suite of sensors, avionics, processors, software and displays to provide the most technologically advanced AEW command and control capability available worldwide. The AN/APY-9 radar, with a two-generation leap in capability, is the backbone of this aircraft and provides greater flexibility and significantly improved detection and tracking over all terrains.

 

To date, Northrop Grumman has delivered nine E-2D Advanced Hawkeye aircraft to the U.S. Navy. The programme completed Initial Operational Test and Evaluation in 2012, resulting in an operationally suitable and effective rating, and is on track for initial operational capability in the U.S. Navy fleet in 2015.

The Navy has pushed forward with its intentions to build a carrier-based drone by 2016 with the announcement it plans to fund four companies in the competition to develop it.

 

Service officials have worked hard to keep the unmanned carrier-launched airborne surveillance and strike (UCLASS) program alive despite threats from budget cuts to include sequestration. The presolicitation is towards raising the necessary funding on Capitol Hill.

 

The Navy hopes to issue a formal Request For Proposals for the UCLASS this summer. According to a report by Flight Global, the Navy stated in its announcement that Lockheed Martin, Boeing, General Atomics and Northrop Grumman all “have credible, existing, comprehensive UCLASS design solutions, and associated production capabilities and facilities.”

 

In December, Northrop Grumman demonstrated its X-47B in tests aboard the USS Harry S Truman.

The U.S. Navy has ordered eight MK46 30mm Naval Weapon Systems from General Dynamics Land Systems.

 

The guns will be used on San Antonio class (LPD-17) ships and Littoral Combat Ship class vessels. The contract is worth $25.7 million. Deliveries are to begin in September 2014.

 

"General Dynamics Land Systems is committed to providing cost-effective mission-critical products and services to the Navy's surface warfare fleet," said Michael Bolon, senior vice president, U.S. Marine Corps and Navy business sector at General Dynamics Land Systems.

 

"The MK46 gun system's open architecture software supports stand-alone and integrated variants for multiple uses and maximum flexibility."

 

The MK46 is a fully stabilized system. It is lightweight and modular and is the main deck gun for LPD-17 ships. On Littoral Combat Ships it will act as a secondary gun battery.

 

General Dynamics said it has delivered 30 of the systems to the Navy since 2005.

 

Work to produce the weapons systems will be performed at company facilities in Virginia, Florida, Ohio, Maryland, Michigan and Pennsylvania.

X-47B Unmanned Demonstrator

The Naval Air Systems Command (NAVAIR) intends to issue four firm-fixed-price contracts for Preliminary Design Reviews (PDR) for the Unmanned Carrier Launched Airborne Surveillance and Strike (UCLASS) Air Vehicle. The contracts are expected to be issued by the summer of 2013, supporting up to two years of work. This new unmanned combat unmanned aerial vehicle (UCAV) system will provide the US Navy persistent unmanned semi-autonomous, carrier-based, Intelligence, Surveillance, Reconnaissance and Targeting, and strike capability to support 24/7 carrier operational coverage.The system to be reviews include three principal elements – the unmanned aerial vehicle (platform), datalink for communications and control and the carrier-based segment, including the handling and operation on-board the carrier, which will also provide the human interface of the entire system. Each of the four contracts will cover two years work (2013-15) and will include funding for post-PDR design maturation and follow-on engineering efforts to advance the designs.

 

Contracts are expected to be awarded to four companies – the Boeing Company, Northrop Grumman Systems Corporation, General Atomics Aeronautical Systems Inc. and Lockheed Martin, the four companies are expected to be ready for PDR-level NAVAIR evaluation by the third quarter of FY14. Based on this review the Navy plans to select a single proposal for full scale development, anticipating the UCLASS capability could be fielded within three to six years.

 

All four companies have solid plans for a carrier-based UCLASS type system. Boeing and Lockheed Martin have concept designs of stealth UAVs designed for carrier operation and General Atomics have flown the jet-powered stealthy Predator C (Avenger) that could assume that role. Only Northrop Grumman has a flying vehicle designed to operate on board aircraft carriers – the X-47B, scheduled for carrier testing next year.

Pentagon Contract Announcement

 

Northrop Grumman Corp., Aerospace Systems, San Diego, Calif., (FA8528-12-C-0003-PZ0001) is being awarded a $433,518,021 (estimated) cost-plus-fixed-fee contract for contractor logistics support for the RQ-4 Global Hawk fielded weapon system.

 

The location of the performance is San Diego, Calif. Work is expected to be completed by Sept. 30, 2014. Type of appropriation is fiscal 2013.

 

The contracting activity is AFLCMC/WIKBA, Robins Air Force Base, Ga.
