Arlington VA - Researchers believe the smaller, more efficient waterjets will help the LCS avoid excessive maintenance costs associated with cavitation - a phenomenon that occurs when changes in pressure create air bubbles on rotating machinery, such as marine propellers. Repeated occurrences can cause whole chunks of metal to wear away, leading to frequent repairs and replacements.

 

The Navy's fifth Littoral Combat Ship (LCS), Milwaukee, will be the first to benefit from new high-power density waterjets aimed at staving off rudder and propeller damage experienced on high-speed ships.

 

The product of an Office of Naval Research (ONR) Future Naval Capabilities (FNC) program, the waterjets arrived last month at the Marinette Marine shipyard in Wisconsin, where Milwaukee (LCS 5) is under construction.

 

"We believe these waterjets are the future," said Dr. Ki-Han Kim, program manager in ONR's Ship Systems and Engineering Research Division. "Anything that we can do to keep ships ready to go will ultimately benefit our warfighters."

 

Chief of Naval Operations Adm. Jonathan Greenert's 2013-2017 Navigation Plan calls for fielding improved ships to support counterterrorism and irregular warfare missions at sea and ashore. The LCS will play a big role in the Navy's plan as a modular, adaptable vessel for use against diesel submarines, littoral mines and attacks by small surface craft.

 

Developed by Rolls-Royce Naval Marine in Walpole, Mass., in collaboration with ONR and Naval Surface Warfare Center, Carderock Division, the new Axial-Flow Waterjet Mk-1 can move nearly half a million gallons of seawater per minute, providing more thrust per unit than current commercial waterjets. Four of the new waterjets will propel the LCS to speeds greater than 40 knots.

 

Researchers believe the smaller, more efficient waterjets will help the LCS avoid excessive maintenance costs associated with cavitation - a phenomenon that occurs when changes in pressure create air bubbles on rotating machinery, such as marine propellers. Repeated occurrences can cause whole chunks of metal to wear away, leading to frequent repairs and replacements.

 

The waterjets' new design could increase their lifespan between repairs.

 

The FNC program that oversaw development of this technology proved to be as adaptable as LCS. The waterjets originally were slated to benefit another ship program that was discontinued. Instead of cancelling the waterjets program, officials regrouped and shifted their focus to designing a product that would improve the performance of LCS.

 

ONR's FNC program saves taxpayer money by streamlining processes to deliver cutting-edge products within five years. The waterjets project began in 2007, and the delivery last month to the shipyard marked its successful completion.

 

Next up for the waterjets will be full-scale sea trials on Milwaukee (LCS 5), expected to occur in the next 24 months.

 

Eventually, the waterjets could end up on 10 LCS under contract to be built by Lockheed Martin.

Ce «mur budgétaire» a de quoi faire trembler : il prévoit un cocktail de hausses d'impôts et de coupes dans les dépenses fédérales de plus de 600 milliards de dollars. Environ 85 milliards de dollars de coupes budgétaires doivent entrer en vigueur avec le début du nouvel exercice budgétaire le 1er mars.

 

Ces coupes vont affecter de nombreux départements gouvernementaux, dont la Défense. Hier soir, preuve que la situation est prise très au sérieux, une minuscule augmentation de salaire de 1% a été annoncée par l'administration Obama.

 

Peu avant, c'était le déploiement d'un groupe aéronaval qui était retardé:

There was a lot of speculation yesterday about the wave of retirements from the Canadian Forces senior ranks. It seems the overall consensus – at least among some analysts – is that this was a shakeup to prepare the way for a CF team who will push through the budget cuts Prime Minister Stephen Harper is asking for.

 

But is that the case?

 

It seems like everyone and his dog knew that Lt.-Gen. Peter Devlin, the head of the army, was leaving this summer. So that wasn’t unexpected.

 

The same kind of talk had also been circulating about Vice-Admiral Bruce Donaldson (since CANSEC 2012 for that matter). So again, no surprise there.

 

Vice-Admiral Paul Maddison, who assumed command of the navy in July 2011, is also leaving, which was a surprise to a number of people.

 

Except for the above as well as Lieutenant-General Walter Semianiw and Major-General Al Howard, the rest of the retirees didn’t have much of a profile.

 

I asked a former inhabitant of NDHQ about the moves and here is what he responded with:

 

“Welcome to NDHQ.  Normal time is 2 years.  When you have to retire at 55, it leaves little time.  Ridiculous for certain. U.S. Forces use 65 for retirement of Flag Officers, but have an “up or out” policy.

En réaction aux reportages publiés récemment quant à la présence de pièces soupçonnées contrefaites dans les avions CC-130J Hercules du Canada, je souhaite réitérer que pour chaque pièce d’équipement des Forces armées canadiennes, la sécurité passe avant tout. Aussi, qu’il s’agisse d’un avion construit au Canada ou importé, de rigoureux processus de traçabilité des pièces ont été mis en place pour s’assurer que l’appareil est sécuritaire.

 

Lockheed Martin, le constructeur du CC-130J Hercules, a déterminé qu’il n’y avait aucune inquiétude à y avoir quant à la sécurité, et qu’aucune limite opérationnelle n’avait été imposée en raison de pièces soupçonnées contrefaites. Aussitôt qu’il a été avisé de la situation, le ministère de la Défense nationale (MDN) a procédé à une évaluation indépendante qui a permis de corroborer les résultats de l’évaluation menée par Lockeed Martin.

 

Les pièces en question sont en fait des micropuces intégrées aux panneaux de commande et d’affichage des postes de pilotage, qui ont été installées par Lockheed Martin lors de la construction des appareils. Les évaluations ont permis de confirmer qu’il est possible de piloter l’avion de façon sécuritaire à l’aide de commandes de vol primaires ou à l’aide des instruments de vol analogiques. Grâce au degré élevé de redondance dans les systèmes de bord et à l’excellent programme de navigabilité du MDN, les pilotes et les équipages de l’Aviation royale canadienne sont toujours convaincus que les avions de cette flotte sont sécuritaires.

 

Nous continuons à suivre de près l’état de ces systèmes, et si des pièces sont jugées non utilisables, nous prendrons les mesures requises pour nous assurer qu’elles seront remplacées. Le CC-130J Hercules est la « bête de somme » de la flotte de transport de l’Aviation royale canadienne. Différents modèles de cet appareil ont été mis en service depuis le début des années 1960. Depuis la livraison du premier des 17 CC-130J Hercules qui composent la flotte canadienne, en 2010, les avions ont été utilisés dans le cadre de multiples opérations menées au pays et à l’étranger. Les Canadiens peuvent avoir l’assurance que l’ARC place la sécurité des équipages militaires – et de l’ensemble des Canadiens – en tête de liste de ses priorités.

The Pentagon may want thousands of new cyber experts added to its work force, but experts said the agency lacks any credible means of training that many recruits, and there aren’t enough already trained to meet the need.

 

Last week, several reports surfaced citing senior Pentagon officials who described the coalescing of a plan to add about 4,000 cyber experts to the agency’s payroll. The problem: The agency doesn’t have the schools in place to train that many people, the university system isn’t turning out enough experts who can get security clearances, and neither has developed a technique to identify those with the right mindset to be truly capable.

 

The outlines of the plan being kicked around the building entail forming a trio of groups: Cyber National Mission Forces, Cyber Combat Mission Forces and Cyber Protection Forces. The agency has settled on that arrangement of talent, but the specifics are still up in the air.

 

“While the basic cyber force structure model is clear, the implementation plan to achieve it is still being developed and is predecisional at this time,” a defense official said.

 

Several sources familiar with the discussion said the exact number needed is still being determined, and that the 4,000 figure is more “ballpark estimate” than policy. But the framework is running into problems because existing training programs won’t be able to generate anywhere near that many experts.

 

What’s worse, the Department of Defense isn’t the only employer looking for experts. Retaining talent will be difficult, and recruiting in an environment where skilled professionals can make multiple times a government salary in the private sector only complicates the problem.

 

“That’s absolutely not plausible,” said Richard Bejtlich, chief security officer at cybersecurity company Mandiant. “It would be tough to hire 400, let alone 4,000. On the supply side, those sorts of people that they’re looking to hire, you’d basically be picking them off from other organizations.”

 

Asked about the capacity question, the defense official said the agency is still working out the details, but that capacity is improving.

 

“As the decision for the expansion of cyber personnel is still predecisional, I will tell you that the training capacity continues to grow for cybersecurity personnel,” the official said.

 

The desire to increase the cyber force isn’t new. When U.S. Cyber Command, the DoD subunified command tasked with operations in cyberspace, was formed in 2009, its new commander, Gen. Keith Alexander, asked the services to come up with several thousand cyber experts apiece. While some experts have been trained, the numbers were never reached.

 

“This is, ‘Oh crap, we asked for it, they didn’t have it, now we better get them to get it,’” said Alan Paller, director of research at the SANS Institute. SANS trains many cyber professionals who go to work at government agencies and the public sector.

 

Paller said that as currently arranged, coming up with thousands of experts would not be achievable.

 

“The people are not there, and there is no pipeline yet,” he said.

 

But there is hope, as the issue is now getting attention.

 

“What happened in the last six months is that the right people figured out that if we don’t have the right people in place, we will lose,” Paller said. “It is a survival issue for the nation.”

 

Building a Pipeline

 

Experts say that a specific mindset is required for work in the cyber field, but no test has been developed that effectively spots such candidates in advance of training.

 

And the military, thus far, hasn’t evidenced much flexibility in accepting experts who might not fit the typical military mold.

 

“The types of people who would like to volunteer to help the country, they don’t fit the government’s model, not even at the guard level,” Bejtlich said. “They don’t want to give their lives to the government; they don’t want to be deployed.”

 

Now, several efforts in the pilot program stage are starting to pop up. One is a program designed to leverage the large number of returning veterans, and the nation’s community college system, to create two-year certificate programs that would help greatly increase training capacity.

 

The first of these CyberCenters is just getting started at Brookdale Community College in Lincroft, N.J. The program, being put together by the nonprofit Cyber Aces Foundation, is designed to pair roughly a year to 18 months of course work with six months of what the program calls a “residency” with a local company.

 

Those companies would help support the programs along with grants from the Department of Labor and funds from the GI Bill. The program is designed to target returning veterans, although others are welcome to apply.

 

The Brookdale pilot, still in its early stages, had roughly 500 applicants, including 100 veterans. A March competition among the applicants will select the final students for the program. The exact size of the first class has yet to be determined, but it will likely fall in the 10- to 25-student range, said David Brown, executive director of the Cyber Aces Foundation.

 

“I don’t think there’s any question about it that the capacity in the current educational system simply isn’t there,” Brown said.

 

Brown said the foundation is starting the pilot program to help expedite the development of a pipeline.

 

“If we leave it to DHS [Department of Homeland Security] and government, it’s going to take years to do, so let’s pilot it,” he said.

 

What differentiates the program from most university approaches is its shorter duration and its emphasis on practical experience. The six months spent in actual companies doing real work puts the students in a good position to be capable post graduation, Brown said.

 

“They need people who have heavy stick time experience,” he said “Many smart kids in programs get a lot of education, a lot of theory, but any stick time they get is on their own.”

 

And the commitment to get extensive experience sets apart those who will be successful.

 

“The key to understanding these people is they need 2,000 to 5,000 hours of time, and only a certain kind of person is willing to do that,” Paller said.

 

SANS is providing some of the funding for the CyberCenter program. “A pilot isn’t good because he’s smart,” Paller said. “He’s good because he’s smart and because he’s got 5,000 hours in a cockpit.”

 

Ideally, the CyberCenter approach would generate dozens of programs across the country, each contributing to a collective surge of capable cyber experts that could work for the government or the private sector.

 

The services have been mulling using a similar competition to help identify candidates for training, Paller said.

 

Finding the Right People

 

Whether it’s the services or an educational institution looking for candidates, identifying the right students is still guess-work.

 

“That is the hardest problem,” Paller said. “It isn’t discipline that you’re teaching, it’s that none of this seems to resonate with people who don’t have whatever that special brain is. If you’ve got the skill going in, the attrition rate is less than 12-15 percent. If you let anybody in, you’ll lose half at least, and that’s a waste given how few spots there are.”

 

The need for talent is widespread, with private companies, local authorities and a variety of federal agencies in need of experts to help defend networks. But DoD’s need is different because most of its work force needs to have clearances. And there’s a real risk that the agency, recognizing its need, will simply add people who aren’t truly capable, Bejtlich said.

 

“I don’t see cyber as a problem that is solved by mass,” Bejtlich said. “You can’t just throw more people at it. It’s much more akin to special operations, where you need the right people.”

 

Bejtlich said the push for increased numbers may be more politics than policy, as DoD tries to protect its budget.

 

“Especially in an era of declining budgets, if you can make a case for more people and make that land grab, people do it,” he said.

 

Paller said that in the past, DoD has reduced its requirements for experts, producing bad results.

 

“Everything depends on not dumbing it down,” he said. “DHS dumbed its hiring down, DoD dumbed its programs down. It’s so much easier to dumb it down and let the existing people have the jobs, than to build a pipeline to fill the jobs with the real talent.”

Engine maker Pratt & Whitney has reached an agreement in principle with the U.S. Department of Defense for engines on the fifth block of F-35 Joint Strike Fighters.

 

The news comes as P&W works to correct an engine flaw that last month caused the grounding of all F-35B jump-jet variants.

 

“Reaching this agreement is fair and beneficial to the Government and Pratt & Whitney,” Gen. Christopher Bogdan, who heads the F-35 program, wrote in a statement. “Engine prices have decreased and I appreciate everyone’s commitment to drive cost out of the program. This will help us to deliver on the promise of the F-35 to three U.S. Services and all the nations partnered with us.”

 

“We are focused on ensuring the long-term success of the F-35 program by delivering on our production commitments, and we will continue to keep the momentum in driving down F135 engine costs,” Chris Flynn, vice president, Pratt & Whitney F135/F119 Engine Programs, wrote in a statement. “We share in our government customer’s commitment to work together to accelerate the cadence of the contracting process for the next production lots.”

 

The contract covers 32 engines, including 22 conventional engines, seven aircraft carrier variants used by the Navy, and three STOVL engines for the Marine Corps’ F-35B. Costs were not listed because the contract has not been finalized.

 

The announcement of the engine contract is welcome news for a program that has faced challenges in recent weeks. The jet has suffered recent setbacks, including widely cited problems from the military’s annual testing report and the decision by partner nation Canada to reconsider whether to purchase its block of F-35s.

 

Most recently, all F-35Bs were grounded after a Jan. 16 test flight at Eglin Air Force Base, Fla., was aborted due to engine problems. That issue has been identified as improperly crimped lines in the fueldraulic system of the jet, a situation that one person with knowledge of the situation expects to have taken care of by “early February.”

 

It took DoD and JSF contractor Lockheed Martin more than a year to reach agreement on the price of the fifth block of F-35s. The conflict prompted September comments from Bogdan that the relationship between the contractor and the Joint Program Office was “the worst I’ve ever seen.”

 

However, the two sides reached an agreement in December, which was quickly followed by an outline for a sixth batch of fighters.

 

Lockheed’s F-35 head, Tom Burbage, plans to retire in March.

The Raytheon and Lockheed Martin Javelin Joint Venture recently demonstrated the ability of the Javelin missile to engage targets beyond its current maximum range requirements during a series of tests at Eglin Air Force Base, Fla.

 

During the U.S. Army tests, the Javelin system acquired and engaged targets up to 4,750 meters.

 

“These tests prove that, under favorable conditions, Javelin can have reliable, solid performance as a close-combat weapon system well beyond the current maximum range requirement of 2,500 meters,” said Duane Gooden, Javelin Joint Venture president and Raytheon Javelin program director. “There were two direct hits on the threat representative target at the extended range.”

 

Demonstrating Javelin’s extended range performance will further enhance survivability of the dismounted Javelin gunner in combat.

 

“Most vehicle requirements are for a missile that can engage a target at 4,000-plus meters,” said Barry James, Javelin Joint Venture vice president and Javelin program director in Lockheed Martin’s Missiles and Fire Control business. “The results of these tests indicate the fire-and-forget Javelin missile can potentially be used in both vehicle and dismounted roles.”

Northrop Grumman is highlighting some of the key technologies of its E-2D Advanced Hawkeye at Aero-India 2013, India as part of its focus on Intelligence, Surveillance and Reconnaissance (ISR) capabilities that are becoming critical to effective homeland security. According to Mary Petryszyn, vice president, International, Northrop Grumman Aerospace Systems, India is among the first countries for which the Advanced Hawkeye capability has been approved by the U.S. government. Such capability would significantly enhance the surveillance coverage, and security of India’s future catapult-equipped aircraft carriers which will be capable of launching such aircraft at sea. The display features the E-2D Advanced Hawkeye crew workstation and flyable cockpit simulator demonstrating military and civil applications.

 

The E-2D Advanced Hawkeye programme couples a newly designed electronically scanned radar with a matching suite of sensors, avionics, processors, software and displays to provide the most technologically advanced command and control capability available worldwide. The AN/APY-9 radar, with a two-generation leap in capability, is the backbone of this aircraft and provides greater flexibility and significantly improved detection and tracking over all terrains. To date, Northrop Grumman has delivered nine E-2D Advanced Hawkeye aircraft to the U.S. Navy. The programme completed Initial Operational Test and Evaluation in 2012 and Initial Operational Capability in the U.S. Navy fleet is on schedule for 2015.

 

Northrop Grumman is also displayng airborne surveillance capabilities will be highlighted with the MQ-4C Triton unmanned aircraft and the lighter-than-air Long Endurance Multi-Intelligence Vehicle (LEMV).

 

MQ-4C BAMS Unmanned Aircraft

 

Triton is a maritime version of the combat-proven Global Hawk unmanned aircraft system. Developed for the U.S. Navy, Triton can fly missions for 24 hours at altitudes more than 10 miles, allowing the system to cover vast areas of ocean and coastal regions. The US Navy developed its future concept for maritime patrol using Triton in conjunction with the P-8 Poseidon, a manned surveillance platform that has also been purchased by the Indian Navy.

Following through on a promise to reform the United States’ policies limiting the export of items related to the defense industry, the State Department sent a pair of changes to Congress last week.

 

The agency notified Congress that it would be redefining category 8 of the U.S. Munitions List (USML), and introducing a new category. Category 8 specifies limitations on the export of aircraft and related items, while category 19 would spell out limits related to gas turbines.

 

The notification begins a period of review by Congress that is followed by a 180-day transition period, after which the reforms would take full effect. If Congress does not take action to halt the process, the changes will become law.

 

The State Department declined to comment due to the ongoing nature of the discussions with Congress.

 

A source with knowledge of the final language sent to Congress said that the modifications are “very similar” to what had been outlined in versions listed in the Federal Register soliciting public comment.

 

The proposed changes to category 8 that were published in November 2011 were intended to help make the division between commercial products and military products clearer, according to the justification included with the proposal.

 

“The most significant aspect of this more positive, but not yet tiered, proposed USML category is that it does not contain controls on all generic parts, components, accessories, and attachments that are specifically designed or modified for a defense article, regardless of their significance to maintaining a military advantage for the United States,” it said. “Rather, it contains, with one principal exception, a positive list of specific types of parts, components, accessories, and attachments that continue to warrant control on the USML.”

 

The proposal for the establishment of category 19, published in December 2011, includes gas turbines that were previously part of category 8, as well as other categories.

 

The category changes will be part of a long list that will be rewritten, with notification of revisions sent to Congress in related groups.

 

In a January interview with Defense News, Andrew Shapiro, U.S. Assistant Secretary of State, Political and Military Affairs outlined the agency’s reform plan.

 

“This is being done on a rolling basis,” he said. “You’re not going to see it all at once. So this year, you’ll see final rules published which will be moving items from the USML to the CCL [Commerce Control List].

 

“And the first category, aircraft and military vehicles parts and components, those could be thousands of items that you see moving from the USML to the CCL. That will have a real impact on defense manufacturers this year. Obviously, we’ve got a few steps that we have to go through.”

 

An industry source familiar with the response to the modifications said that Congress is not likely to intervene, given its approval of changes to the rules governing commercial satellite exports that were made in the 2013 National Defense Authorization Act.

 

“After what happened with commercial satellites, there seems to be momentum in congress for export reform,” the source said.

 

The State Department has spent the last several years working on export control reform, briefing Congress more than 100 times, according to one source.

 

The process of reform has long been viewed with skepticism from industry due to repeated promises and lack of action, but reform appears to be gaining momentum. Rep. Adam Smith, D-Wash., said that there is a new recognition of the need for reform in Congress.

 

“We were significantly harming, not only U.S. industry, but our national security,” Smith said. “The only thing that’s changed is the obviousness of the argument. It’s become apparent that we’re not in the same world that we were in in the ’60s and ’70 s.”

 

Smith, the ranking democrat on the House Armed Services Committee, said that because of the global marketplace, companies need to be able to compete overseas to stay in business.

 

“When we were first putting together the export control regime, the notion was that we have to protect everything that we possibly can, that there’s no downside to it basically,” he said. “People evolved into understanding that that’s not the guarantee that you think it is, things are being built all over the world.”

Un mémo confidentiel du ministère américain de la Justice détaille les conditions de l'utilisation de drones contre des citoyens américains suspectés de comploter contre leur pays.

 

Un mémo émanant du ministère américain de la Justice conclut que le gouvernement peut ordonner d'abattre des citoyens américains à l'étranger, s'ils sont suspectés d'appartenir à al-Qaida.

 

Ce document de 16 pages, révélé par la chaîne américaine CBS, est la plus longue analyse connue sur la politique de l'administration Obama vis-à-vis des citoyens américains soupçonnés d'être des «responsables opérationnels» d'al-Qaida ou d'une «force associée».

 

Selon le mémo, plusieurs conditions devront être impérativement remplies pour que les drones entrent légalement en action. Les frappes devront être décidées par un officiel de haut rang, pour lequel l'imminence d'une violente attaque contre les Etats-Unis ne fait aucun doute. La capture devra être jugée impossible et l'opération devra «respecter les lois de la guerre».

 

Aux États-Unis, des critiques s'élèvent déjà contre ce document «profondément dérangeant». «Cela résume avec des termes froids et légaux le pouvoir que s'arroge l'exécutif», regrette Hina Shamsi, le directeur de l'Union américaine pour les libertés civiles, dans le New York Times .

 

Plusieurs observateurs soulignent également le caractère «élastique» de ce que le mémo nomme une «attaque imminente»: la cible pourra être visée même si elle ne participe pas activement à un attentat terroriste. Il suffira, selon les juristes, qu'elle soit engagée «de manière générale» dans un complot contre les Etats-Unis.

Elbit Systems/Israeli Air Force

 

CAE was awarded a contract from Elbit Systems to design and manufacture segments of a suite of Alenia Aermacchi M-346 simulators to support the Israeli Air Force (IAF) future trainer aircraft program. Under terms of the contract with Elbit Systems, CAE USA will provide segments of the M-346 full-mission simulators and the operational flight simulators. The simulators will be delivered to Israel and ready for training in the second half of 2014.

 

Elbit Systems has the responsibility for the M-346 ground-based training system (GBTS) and will integrate the M-346 simulators into the overall M-346 GBTS in support of preparing the IAF’s pilots for operating next-generation combat aircraft. The M-346 GBTS is developed within an industrial team composed by Elbit Systems, Alenia Aermacchi, CAE and Selex Galileo.

 

UK Ministry of Defence

 

The United Kingdom Ministry of Defence (MoD) has recently awarded CAE two contracts for simulator upgrades and training services at CAE’s Medium Support Helicopter Aircrew Training Facility (MSHATF).

 

A contract to provide both ground school and simulator aircrew training services at MSHATF for the Royal Air Force (RAF) on the Puma HC2 helicopter has been extended through 2017. CAE is currently upgrading the Puma dynamic mission simulator at MSHATF to the new Puma HC2 configuration. The upgraded Puma simulator is expected to be ready-for-training during the summer of 2013.

 

In addition, CAE will perform a major upgrade to one of the CH-47 Chinook dynamic mission simulators to ensure concurrency with the RAF CH-47 Mk4 standard, which is also known as the JULIUS program. CAE had previously upgraded one of the other CH-47 Chinook simulators at MSHATF to the Mk4 configuration.

 

CAE’s MSHATF, owned and operated by CAE Aircrew Training Services, is a purpose-built facility that provides training to the RAF and third-party operators of Boeing CH-47 Chinook, AgustaWestland AW101 Merlin, and Eurocopter Puma helicopters. The MSHATF is equipped with six CAE-built dynamic mission simulators (three Chinook, two Merlin, and one Puma), four computer-based ground school training classrooms, and a state-of-the-art tactical control centre.

 

NATO E-3A Maintenance Services

 

CAE was awarded a contract to continue providing a range of maintenance and support services for the NATO E-3A training devices located at NATO Airbase Geilenkirchen in Germany. Under terms of the three-year frame contract, NATO will order from CAE maintenance services for the CAE-built E-3A flight deck simulator as well as the recently delivered CAE-built E-3A flight training device. The NATO E-3A flight deck simulator has been in operation for more than 30 years and has provided more than 100,000 hours of training to NATO E-3A Airborne Warning and Control System (AWACS) aircrews.

Le New York Times révèle que de nouvelles règles secrètes permettent désormais au président américain de disposer de tous les pouvoirs pour prévenir ou riposter à une cyberattaque de grande ampleur.

 

Un rapport secret sur l'utilisation du cyberarsenal américain, de plus en plus fourni, donne à Barack Obama de larges pouvoirs pour lancer des offensives préventives dès lors que les Etats-Unis disposent de preuves solides annonçant une importante attaque informatique venue de l'étranger, selon des responsables ayant participé à l'élaboration du document.

 

Cette décision s'inscrit dans le droit fil de plusieurs autres mesures prises ces derniers mois. Le gouvernement Obama devrait également approuver dans les prochaines semaines la première réglementation américaine encadrant l'action de l'armée face à une cyberattaque de grande ampleur. De nouvelles règles viendront aussi définir le cadre dans lequel les agences de renseignement pourront pénétrer des réseaux informatiques à distance pour y repérer des signes d'attaque potentielle contre les Etats-Unis et, si le président donne son accord, s'en prendre à leurs adversaires en leur envoyant un programme malveillant - le tout sans qu'il soit nécessaire de déclarer formellement la guerre.

 

Toutes ces règles seront classées ultrasecrètes, tout comme celles encadrant les frappes de drone. John O. Brennan, ancien conseiller principal de la Maison-Blanche en matière de lutte antiterroriste et récemment nommé par Obama au poste de directeur de la CIA [cette nomination doit encore être confirmée par le Sénat] a joué un rôle central dans l'élaboration de la stratégie du gouvernement, tant en matière de drones que de cyberguerre. Ce sont, de fait, les deux dernières armes en date dont se sont dotés les Etats-Unis, mais aussi les plus délicates à manier politiquement.

 

La course au cyberarsenal est la grande course aux armements du moment, et sans doute la plus complexe aussi. Le Pentagone s'est doté d'un tout nouveau "Cyber commandement", et les opérations de guerre informatique sont l'un des rares postes du budget militaire qui devraient voir leur dotation augmenter. Selon certains responsables, cette nouvelle cyberpolitique s'inspire des évolutions qu'a connues l'antiterrorisme au cours des dix dernières années, notamment pour ce qui touche à la répartition des pouvoirs entre l'armée et les agences de renseignement dans le déploiement du cyberarsenal.

 

Piratages en provenance de Chine

 

Barack Obama n'aurait donné son feu vert au recours à des cyberarmes qu'une seule fois, au tout début de sa présidence, en ordonnant une série de cyberattaques contre les installations d'enrichissement nucléaire en Iran. Une offensive qui avait montré qu'il était possible de détruire les infrastructures d'un pays, sans bombardement ni envoi sur place de saboteurs.

 

Selon un haut responsable américain, les autorités ont rapidement compris la puissance du cyberarsenal et en ont conclu qu'à l'instar de l'arme nucléaire, son usage ne pouvait être enclenché que sur les ordres directs du commandant en chef de l'armée.

 

"Pour les cyberopérations, ce n'est que dans de rares cas, de très rares cas, que la décision pourra être prise à un échelon hiérarchique inférieur à celui du président", insiste ce haut responsable. En d'autres termes, le gouvernement a écarté toute possibilité de recours à des représailles "automatiques" en cas de cyberattaque contre des infrastructures américaines, quand bien même le virus se propagerait à la vitesse de l'éclair.

 

Si les autorités planchent sur ce règlement depuis plus de deux ans, il sort pile au moment où s'intensifient les piratages informatiques contre des entreprises et des infrastructures essentielles aux Etats-Unis. Le ministère de la Sécurité intérieure a ainsi reconnu récemment, sans la nommer, qu'une centrale électrique était paralysée depuis des semaines par des intrusions informatiques. La semaine dernière, le New York Times révélait être la cible depuis plus de quatre mois de piratages en provenance de Chine. Le Wall Street Journal et le Washington Post disent avoir subi des offensives semblables contre leurs systèmes informatiques.

 

"Tout cela se fait en termes choisis : qu'allons-nous faire face aux cyberattaques ? Mais la question sous-jacente est claire : ‘Qu'allons-nous faire face à la Chine ?'", explicite Richard Falkenrath, chercheur au Council on Foreign Relations, un think tank de Washington spécialisé dans les questions de politique étrangère.

 

"Un cyber 11-Septembre"

 

Le droit international autorise tous les Etats à se défendre en cas de menace et les Etats-Unis ont déjà su faire usage de ce principe en menant des attaques préventives. Mais le concept de guerre préventive a toujours été un concept juridique controversé. Et dans le contexte de la cyberguerre, c'est plus épineux encore, puisqu'un pays frappé par une attaque informatique préventive pourra facilement clamer son innocence et ôter toute légitimité à cette offensive. "Il serait alors très compliqué de prouver que vous venez de détruire un programme informatique dévastateur", reconnaît un haut responsable.

 

Les tenants et les aboutissants de la prévention en matière de guerre informatique ont été examinés en profondeur lors de l'élaboration de la nouvelle réglementation américaine. Le rapport du gouvernement s'est ainsi penché de très près sur la définition d'une "force raisonnable et proportionnée" déployée pour mettre fin à une cyberattaque ou lancer des représailles, précise un proche du dossier.

 

En vertu de ce nouveau cadre réglementaire, le Pentagone ne participera pas à la défense des entreprises ou des individus qui seraient la cible de piratages informatiques ordinaires, même si c'est bien le ministère de la Défense qui possède le cyberarsenal le mieux fourni.

 

Mais l'armée, qui ne peut agir sur le territoire des Etats-Unis sans en avoir reçu l'ordre du président, sera mobilisée en cas de cyberattaque de grande ampleur commise sur les réseaux américains. Afin de ne pas dévoiler leur jeu à l'adversaire, les autorités ne précisent pas à partir de quel seuil une attaque sera considérée comme étant de grande ampleur. Pour l'heure, le ministre de la Défense Leon Panetta n'a défini la ligne rouge que par l'expression la plus vague qui soit : "un cyber 11-Septembre."

Documents released by the U.S. Army this week begin to spell out, in often gruesome detail, the $18 billion in fiscal year 2013 cuts that the service would have to endure if sequestration hits on March 1, and Congress funds the Pentagon with a continuing resolution (CR) for the remainder of 2013.

 

As Chief of Staff Gen. Ray Odierno warned during a Jan. 24 speech, the Army’s Operations & Maintenance accounts would take the brunt of the staggering $18 billion hit. Now, a “Talking Points for Operating Under Fiscal Uncertainty” memo that the service put together for members of Congress adds some detail to the Chief’s statement.

 

The continuing resolution by itself would lead to $6 billion “less than [is] required for supporting combat operations, sustaining unit readiness and transitioning from combat operations in FY14,” the memo said.

 

Sequestration would cleave an additional $5.3 billion from O&M, while anywhere from $5 billion to $7 billion could be lost for Overseas Contingency Operations requirements that go toward funding operations in Afghanistan like transporting food and equipment for soldiers and civilian personnel.

 

The memo calls this $18 billion “devastating to training and readiness in FY13 and affects FY14 and beyond.”

 

The Army says that these funding cuts will also have a ripple effect on the communities surrounding domestic installations, because there would be a “wide-scale reduction of support contracts with more than 3,000 industry partners, and furlough all 251K Army civilians for up to 22 days.”

 

Since the Army insists that the 43 percent of the O&M budget that goes toward making sure that units deploying to Afghanistan and Korea are fitted out and trained is sacrosanct, the service is taking that $18 billion out of the 57 percent of the budget used to both maintain and build future readiness in the force. Given that there is only seven months left in the fiscal year, that cut would impact a full 90 percent of remaining O&M funds, “immediately eroding readiness, leaving the Army with fully trained units only for OEF, rotations to Korea and the Global Response Force Brigade Combat Team (BCT).”

 

This means that 78 percent of all Brigade Combat Teams will experience delays in their normal training regimen of at least several months.

 

Other impacts include:

 

• Cancellation of new depot maintenance orders, resulting in an immediate release of 5,000 temporary, term and contract employees, mostly in Alabama, Texas and Georgia, with an economic impact expected to exceed $2 billion.

 

• Post-combat equipment repair and maintenance stopped for 1,300 Tactical Wheeled vehicles, 14,000 communication devices and 17,000 weapons.

 

• Cancellations in training would produce a backlog carried into fiscal year 2014 and beyond, resulting in a shortfall of 513 aviators.

 

• Cancellation of all fiscal year 2013 “Restoration and Modernization projects on Army installations. Facility Sustainment is reduced from 90% to 37% to support only life, health and safety requirements.”

 

• The reduction of orders to vendors across the country impacts 3,000 companies, 1,100 of which the Army said “are listed at moderate to high risk for bankruptcy.”

The US Army is using the Engagement Skills Trainer (EST) 2000 to provide mobilisation training to reserve-component service members prior to global deployments at Joint Base McGuire-Dix-Lakehurst in New Jersey, US.

 

Manufactured by Cubic, the EST 2000 is a visual weapons simulator computer system designed to enable service members to carry out cost-effective marksmanship training and other weapon exercises in numerous environments without ammunition restrictions.

"It gives immediate downrange feedback used to group and zero a weapon prior to going out on a live-fire range."

 

The simulator is capable of supporting three training modes, including marksmanship, squad/fire team collective and judgemental use of force, which are validated by the US Army Training and Doctrine Command (TRADOC).

 

Integrated with compressed air to simulate a rifle's kick, the trainer allows operators to train on multiple small arms and squad weapons systems, such as the M-9 semi-automatic pistol, M-4 carbine, and M-2 Browning machine gun, prior to advancing to the actual weapons range for qualification on their deployment munitions.

 

The 174th Infantry Brigade 314th Infantry Regiment 1st Battalion EST 2000 trainer/mentor sergeant 1st class David George said the simulator was beneficial to users due to its ability to display a clear representation of their shot patterns.

 

"It gives immediate downrange feedback used to group and zero [a weapon] prior to going out on a live-fire range," George added.

 

In addition, the simulator can also be used to practise target engagements in realistic combat situations, which enhance operational readiness of the soldiers deployed multiple times.

 

The system can be easily configured according to user specific requirements, and is also used by the First Army Division East to replicate vehicle convoy training, crew team react-to-contact training, as well as to simulate vehicle rollovers.

Terma Amérique du Nord annonce avoir franchi une étape importante dans le développement du  programme  d’intégration des systèmes de contre-mesures pour les hélicoptères de transport moyen à lourd  Chinook  de l’Aviation royale canadienne.

 

Le programme ALQ-213 (V) EWMS, intégré à un double tableau de bord, est fourni par Terma dans le cadre d’un contrat de sous-traitance accordé en 2009 par Boeing en 2009, qui est le fabricant de l’hélicoptère.

 

La société Terma a terminé avec succès l’examen critique du concept , qui, dit-elle, répond parfaitement aux exigences du Forces canadiennes Centre de guerre aérospatiale de (CGAFC) des Forces canadiennes en matière de soutien de guerre électronique opérationnelles (SOGE) les exigences pour le projet d’hélicoptères.

 

Dans le cadre d’un contrat attribué par le ministère canadien de la Défense nationale (MDN) en juin 2012, un banc d’essai des équipements spéciaux qui comprend le matériel de survie de l’aéronef ainsi que des outils de soutien aux missions Terma est fourni par la société au CGAFC.

 

L’équipement est conçu pour aider le système de soutien opérationel à la guerre électronique à gérer entièrement le logiciel de guerre électronique (DEWS), qui est en cours de développement pour le programme.

 

Le logiciel de guerre électronique est conçu pour doter l’hélicoptère d’un programme complet d’intégration de systèmes, dupliquant les systèmes de gestion de guerre électronique AN/ALQ-213 (V), avec capacité de simulation complète, pour tous les sous-systèmes défensifs installés sur l’aéronef.

 

Equipé d’une unité de données tactique, qui comprend un système d’alerte laser AVR-2B alerte laser, la contre-mesure infrarouge directionnelle AAQ-24 , le centre de distribution de contre-mesures ALE-47 contre de distribution du système, le programme d’intégration de systèmes est conçu pour améliorer la protection des aéronefs contre les menaces présentes et futures.

 

Un total de 15 hélicoptères Chinook CH-47F ont été commandés par le MDN dans le cadre d’un contrat de 1,15 milliard $ avec Boeing en août 2009 pour ls opérations de la recherche etr sauvetage et les opérations d’urgence, dans les cas de catastrophes(incendies, inondations, tremblements de terre).

 

Les livraisons sont attendues à partir de 2013, et la nouvelle flotte sera basée à la Base des Forces canadiennes de Petawawa, en Ontario.

The US Air Force's (USAF) 337th Test and Evaluation Squadron (337th TES) personnel are preparing to conduct operational testing of the first fully upgraded B-1B Lancer bomber aircraft in late 2013.

 

A Link-16 network is being constructed by the personnel to validate the aircraft's new datalink capabilities, in addition to writing test plans, creating training plans and recruiting experts for aircrew training.

 

The 337th TES maintainers and those from the 7th Maintenance Group are also set to undergo a joint classroom and on-aircraft training at Edwards Air Force Base (AFB) in California, and Tinker AFB in Oklahoma, US, ahead of the aircraft's arrival.

 

The B-1B bombers are currently being upgraded by Boeing as part of the Integrated Battle Station (IBS) and Sustainment-Block 16 (SB-16) upgrade programme contract awarded by the air force in June 2012.

 

Work includes upgrades to the fully integrated data link (FIDL) and central integrated test system (CITS) in the aft station and the vertical situation display upgrade (VSDU) in the front station.

 

FIDL upgrades are expected to provide aft cockpits with a Link 16 data link that adds line-of-sight capabilities to the aircraft's existing beyond line-of-sight Joint Range Extension Applications Protocol data link, while CITS modification will add a new colour display in the aft cockpit, in addition to replacing an obsolete computer that continuously monitors the bomber's performance.

 

VSDU upgrades enhances the pilot's situational awareness by replacing two unsupportable, monochrome pilot and co-pilot displays with four multifunctional colour displays in the forward cockpit. The aircraft is also set to receive navigation, radar and diagnostic upgrades as part of the SB-16 programme.

 

337th TES major Michael Jungquist said the IBS upgrades are designed to provide B-1 aircrews with greater situational awareness and a faster, more secure digital communication link.

 

"This will enable the aircrews to perform at an even more effective level and will make the B-1 cockpit more reliable and supportable," Jungquist added.

 

SB-16 developmental testing is scheduled to commence in April at Edwards AFB, followed by delivery to 337th TES in September 2013.

The Air National Guard has begun installing a new prototype missile counter-measure device on aircraft at Selfridge Air National Guard Base. If tests on the prototype conclude favorably, as expected, the device could mean safer travels for KC-135 Stratotanker aircraft and additional job security for maintenance personnel at the base.

 

Working in conjunction with the KC-135 Systems Project Office (SPO) at Tinker Air Force Base, aircraft maintenance personnel at Selfridge began work in mid-January preparing a single KC-135 aircraft at the base for a prototype of the LAIRCM - large aircraft infrared countermeasure - system. After several weeks of prep work on the aircraft, the LAIRCM pod, known as The Guardian, will be added to the aircraft and a series of tests will be conducted with the aircraft at an Air Force test range in another state. An exact timeline on the testing project has not been publicly released, but the prototype testing is expected to conclude by late spring or early summer.

 

"This testing mission is important not only to the Air Force, but to our Army, Navy, Marine Corps and allied partners as well," said Col. Michael Thomas, commander of the Michigan Air National Guard's 127th Wing and a KC-135 pilot at Selfridge. "The work being done by our Airmen on this project will have a direct impact on the future safety of not only aircraft, but the Airmen, Soldiers, Sailors and Marines aboard those aircraft."

 

The LAIRCM is specifically designed to defeat a portable, man-carried surface-to-air missile. While such missiles don't pose much threat when the KC-135 is refueling another aircraft at a high altitude, the tanker can be susceptible to such weapons while taking off and landing.

 

Safety in a hostile environment is of particular concern when KC-135s are used to perform one of the key alternate missions of the aircraft - serving as an aeromedical transportation system to move injured military personnel from remote bases to larger hospitals.

 

"We volunteered to serve as a test site for this project," said Col. David Brooks, commander, 127th Air Refueling Group, a component of the 127th Wing at Selfridge. "First, our maintainers have the skills and abilities necessary to work on this type of project. Second, when anyone in the Air Force thinks about tankers, we want them to think about Selfridge first."

 

Initial testing of the LAIRCM began with the 190th Air Refueling Wing in Kansas in 2010. After making adjustments from that testing, a prototype of the system was created for the Selfridge tests.

 

The LAIRCM is a pod that can be attached to the external skin of the aircraft. The receiving aircraft has to be modified to have a receiving plate, an additional antennae and wiring inside the aircraft. Once the aircraft is prepped to be able to accommodate the LAIRCM pod, the pod would only be added to the aircraft - a procedure that only takes a few moments for a trained maintenance crew - on specific missions.

 

The system, said officials, was designed to be detachable from the aircraft to save on costs as a single LAIRCM pod could be attached and detached to multiple aircraft, as mission requirements change. The Air Force has not finalized plans on how many of the KC-135s in the fleet would be equipped with the necessary equipment to receive a pod. The Air Force has 167 KC-135s in the active duty fleet, 180 with the Air National Guard and 67 with the Air Force Reserve.

 

The LAIRCM is designed to continuously scan for any threats to the aircraft. If a missile is detected, it jams the incoming missile's guidance system using a laser beam. The system does not require the aircraft pilot or another aircrew member to take action to eliminate a potential threat.

 

The Air National Guard's LAIRCM test is taking place at the same time as a similiar prototype is being tested with a U.S. Navy C-40 Clipper cargo aircraft.

 

Selection of the air refueling group at Selfridge to work on the prototype project is a direct result of a certain mind-set found in the maintenance crew in the group, Brooks said.

 

"When someone says, 'we can't do because...,' we've taken the approach of 'what can we do, what steps can we take, how can we work smarter to get this project done,'" he said.

 

The unit's mix of full-time aircraft maintainers and traditional, one-weekend-a-month Guard members helps bring new eyes and new ideas to a project, said Chief Master Sgt. Henry Ryan, superintendent of the 191st Maintenance Squadron.

 

"A lot of our traditional members are engineers, are electricians in their civilian jobs," Ryan said. "Sometimes that can spark an idea. Our full-time people are on the same aircraft all the time, so they get to know an aircraft and that can spark an idea. It's up to leadership then to hear those ideas and be open to them, not just look for ways to say 'no.'"

 

Earlier this month, roughly 60 or so maintenance Airmen from the 127th Air Refueling Group shared in the receipt of the Wing Commander's Trophy for Excellence in 2012 for dramatically reducing the time an aircraft spends out of commission in a maintenance hangar.

 

"One thing leads to another," Ryan said. "You're doing good work on bringing your ISO (maintenance) times down and now you have the opportunity to be considered for a new, high-profile project to be brought on to the base."

Battlefield-deployed US troops could soon be equipped with portable electronic devices that self-destruct on command, if the Defense Advanced Research Project Agency's VAPR (Vanishing Programmable Resources) project comes to fruition.

 

DARPA is currently seeking the public's input as to how such technologies could be developed and manufactured and so, on 14 February 2013, is staging a dedicated VAPR ideas workshop.

 

There's a strong security element to 21st century battlefield tactics involving small electronic systems. That's because, following the completion of a particular operation, detecting and recovering all associated electronic devices is a difficult and involved procedure. Any unrecovered systems left behind could, subsequently, be retrieved by enemy forces or end up on the black market. Enemy forces in possession of said gadgets could then, theoretically, gain an immediate strategic advantage.

 

Self-Destructing Electronics

 

The VAPR self-destructing electronics programme intends to counter this situation by producing portable devices that can, literally, dissolve as soon as they're done with. Quite how they'd dissolve hasn't yet been established but insertion-into-water has already been ruled out and applying heat to them, or exposing them to some kind of signal, is being considered.

 

The desired outcome is limited-lifespan electronics systems that, once used, are rendered useless as far as enemy forces are concerned.

 

"DARPA is looking for a way to make electronics that last precisely as long as they are needed", explained agency representative Alicia Jackson. "The breakdown of such devices could be triggered by a signal sent from command or any number of possible environmental conditions, such as temperature."

 

She continued: "We want to develop a revolutionary new class of electronics for a variety of systems whose transience does not require submersion in water. This is a tall order, and we imagine a multidisciplinary approach. Performers from the material science community will be sought to develop novel substrates."

Boeing [NYSE: BA] delivered the sixth production P-8A Poseidon aircraft to the U.S. Navy Jan. 31, successfully completing the first group of low-rate initial production aircraft that are dramatically improving the service's maritime patrol capabilities.

 

The delivery is the final aircraft from a contract awarded in January 2011. Boeing is on schedule to build 24 P-8A maritime patrol aircraft as part of contracts awarded in 2011 and 2012.

 

"The P-8 team continues to incorporate efficiencies into our production as we ramp up deliveries in 2013," said Rick Heerdt, Boeing vice president and P-8 program manager. "We've reduced flow times and costs, which ultimately benefits our U.S. Navy customer."

 

The U.S. Navy plans to purchase 117 P-8As, which are based on the Next-Generation Boeing 737-800 platform. It is a versatile multi-mission aircraft that provides broad long-range maritime patrol capabilities -- anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance. It is replacing the U.S. Navy's P-3 fleet.

 

"This aircraft delivery marks the beginning of a new era of maritime patrol aircraft," said Capt. Scott Dillon, Maritime Patrol and Reconnaissance Aircraft program manager. "The first fleet squadron is now equipped with P-8s, and will soon deploy with a maritime patrol capability that is greatly enhanced relative to our legacy P-3 force."

 

The next three Poseidon aircraft are undergoing mission systems installation and checkout in Seattle, and two more are in final assembly in Renton, Wash. Boeing will deliver its seventh production P-8A to the Navy later this quarter.

 

As part of the LRIP contracts, Boeing is also providing maintenance training for the Navy, in addition to logistics support, spares, support equipment and tools.

Last December the U.S. Army ordered the first hundred MUOS (satellite communication) upgrade kits (some additional hardware and software) for PRC-155 radios. The 6.4 kg (14 pounds, one third of that is batteries) PRC-155 radios are used in vehicles and carried by infantry. This is the latest vehicle/manpack radio design and is replacing the PRC-150, which were widely adopted in the last decade, initially by SOCOM (Special Operations Command). The army recently ordered the first 3,726 PRC-155s, and will eventually buy over 50,000 of them. Most of these will have the MUOS add-on kit.  The PRC-155 is equipped to provide Internet-like capabilities on the battlefield and MUOS gives access to a world-wide net.  This is a big deal for ground troops because existing radios often had their range greatly reduced by terrain (hills or many tall buildings) or weather (electric disturbances high up). A satellite link eliminates this problem and ground troops have been asking for this for a long time. “PRC” means “portable radio” and while the PRC radios have been getting lighter since World War II (when they weighed more than twice as much as the PRC-155) but range and interference remained a problem.

 

MUOS (Mobile User Objective System) is a new military communications system. MUOS will give military users cell-phone-like capabilities anywhere in the world. Four communications satellites operating in 36,000 kilometer stationary (geosynchronous) orbits provide superior satellite phone service that is also encrypted and capable to working despite being in forests or most buildings. In effect, MUOS can replace cell phone towers in any area on the planet once the signals from one of the four satellites are aimed at the area of operations. The complete system is supposed to be active by 2016. The first satellite went up last February. The four ground stations (one for each satellite) are in Sicily, North America, Hawaii and Australia.

US senators have requested the legal justification for the killings of US citizens suspected of terrorism by the Obama administration. Meanwhile a ‘chilling’ leaked memo showed that the government sees little need for constraint on the issue.

 

A group of 11 senators on Monday wrote a letter to President Barack Obama, asking him to release all Justice Department memos on the practice of targeting US citizens suspected of being terrorist leaders with lethal force, particularly drone airstrikes. The request comes as the administration seeks Senate approval for John Brennan, Obama's nomination for CIA chief.

 

"As the Senate considers a number of nominees for senior national security positions, we ask that you ensure that Congress is provided with the secret legal opinions outlining your authority to authorize the killing of Americans in the course of counterterrorism operations," the letter's opening paragraph reads.

 

Brennan, who is deputy national security advisor to the president, is to face questioning from the Senate Intelligence Committee on February 7. As the Obama administration carries on many of the Bush-era policies that exist in something of a legal gray area, lawmakers want to be sure they have all the information possible in order to "avoid an unnecessary confrontation that could affect the Senate's consideration of nominees for national security positions."

 

And in case the White House attempts to block the release of the documents by appealing to some legal "privilege," the legislators continue, "We would encourage you to simply waive whatever privilege might apply, if you would like to make it clear that you are not setting a precedent that applies to other categories of documents."

 

The legislators are not alone in their desire to see the secret justification for targeted killing of Americans by the US administration. The New York Times and the ACLU have filed a lawsuit seeking access to the Justice Department memos on the issue under the Freedom of Information Act.

 

Previously a number of US officials, including Brannon, Attorney General Eric Holder and others, have argued in public speeches in favor of drone killings of Americans who pose an imminent threat to the country. But apparently in practice the administration has a broader view on what constitutes the imminence of a threat.

 

NBC News published on Tuesday a copy of a 16-page memo detailing legal reasoning of the killings, which was provided to members of the Senate Intelligence and Judiciary committees in June on condition that it would not be discussed publicly.

 

The white paper argues that the US is operating lawfully in kill “senior operational leaders of Al-Qaeda or an associated force” even if a person happens to be a US citizen and is not known to be planning an attack on America.

 

“The condition that an operational  leader present an ‘imminent’ threat of violent attack against the United States does not require the United States to have clear evidence that a specific attack on US persons and interests will take place in the immediate future,” the memo states.

 

It is sufficient that an “informed, high-level” official of the US government determines that the target of the killing has been “recently” involved in “activities” posing a threat of a violent attack and “there is no evidence suggesting that he has renounced or abandoned such activities” the document says. It gives no definitions of “recently” or “activities”.

 

Jameel Jaffer, deputy legal director of the ACLU, called the white paper “a chilling document” that “redefines the word imminence in a way that deprives the word of its ordinary meaning.”

 

“Basically, it argues that the government has the right to carry out the extrajudicial killing of an American citizen. It recognizes some limits on the authority it sets out, but the limits are elastic and vaguely defined, and it’s easy to see how they could be manipulated,” he told NBC News.

 

Obama had attempted to nominate Brennan for the post in 2009, at the start of his first term, but Brennan withdrew his name from consideration after facing claims that he supported former President George W. Bush’s torture program. Brennan was described as a “supporter of the ‘dark side’ policies,” with critics claiming his appointment “would dishearten and alienate those who opposed torture under the Bush administration,” read a letter sent to Obama in 2008.

Northrop Grumman says it's showcasing a full range of intelligence, surveillance and reconnaissance products this week in India.

 

The venue is the Aero India 2013 exhibition and air show in Bengaluru The program is organized by the Defense Exhibition Organization and begins Wednesday.

 

"ISR capability is critical to effective homeland security and our leadership in multiple-domain ISR strongly positions Northrop Grumman to help create solutions for India's defense modernization," said Mary Petryszyn, vice president, International, Northrop Grumman Aerospace Systems. "We are excited to offer our core capabilities to advancing Indian naval, military and homeland security priorities."

 

A major capability on show will be the E-2D Advanced Hawkeye airborne early warning system that couples newly designed electronically scanned radar with a matching suite of sensors, avionics, processors, software and displays.

 

Northrop said the backbone of the aircraft is the AN/APY-9 radar for more flexible target detection and tracking. The system will be demonstrated at the show by an E-2D Advanced Hawkeye crew workstation and flyable cockpit simulator.

 

Also on display will be the MQ-4C Triton unmanned aircraft and the lighter-than-air Long Endurance Multi-Intelligence Vehicle. Triton is a maritime version of the Global Hawk unmanned aircraft system. It can fly 24-hour missions at altitude of as much as 10 miles and can be used in conjunction with the P-8 Poseidon, which has been purchased by the Indian navy.

D’ici la fin de l’année, 3 des 4 sous-marins canadiens de la classe Victoria seront opérationnels.

 

Mais certains s’interrogent : le Canada dispose-t-il du personnel pour les faire naviguer ? La réparation des sous-marins vaut-elle la peine ?

 

Le HMCS Victoria, qui était à quai depuis 2005, a été déclaré opérationnel l’an dernier, après avoir coulé un navire désarmé par l’US Navy, lors d’un essai de torpilles.

Le HMCS Windsor, à quai depuis 2007, a déjà commencé des essais à Halifax. En novembre dernier, il a effectué une plongée statique dans le port, et il a effectué sa première sortie en mer en décembre.

Le HMCS Chicoutimi, à bord duquel un officier est mort lors d’un incendie en 2004, subit actuellement des travaux intensifs. Le ministère de la défense indique que les réparations en cours au chantier de Victoria (Colombie Britannique) seront terminées cette année.

 

« Des maintenances lourdes sont effectuées sur plus de 200 systèmes, » explique un porte-parole du ministère, Jocelyn Sweet. « Donc, absolument tout est examiné et est soit remplacé, contrôlé ou réparé. »

 

Avec 3 des 4 sous-marins opérationnels, le ministère canadien de la défense considère qu’il aura un « état stable » d’opérations.

 

Le 4è sous-marin, le HMCS Corner Brook, s’était échoué lors d’un essai l’an dernier. Il subira des réparations jusqu’en 2016.

 

Mais certains spécialistes expliquent que c’est un gaspillage que de réparer les sous-marins, achetés d’occasion à la Royal Navy en 1998.

 

Depuis qu’ils naviguent en 2003, les sous-marins n’ont navigué au total que 1.083 jours. Rapporté au nombre de jours de mer, la facture — achat, remise en état, réparations, entretien — s’élève à plus de 700.000 $ par jour de mer

 

De son côté, le ministère de la défense explique que les sous-marins seront utilisés pour différentes missions : patrouilles, recueil de renseignements et dissuasion.

 

Alors qu’ils pourraient devenir opérationnels bientôt, certains se demandent si le Canada a toujours le personnel nécessaire pour faire naviguer 3 sous-marins après des années de capacité très limitée de navigation.

 

En novembre 2011, le vice-amiral Paul Maddison, commandant de la marine royale canadienne, avait reconnu que le nombre de sous-mariniers actifs et disponibles pour naviguer, était tombé à seulement 80 contre 300 auparavant. Un rapport interne publié au début 2012 s’inquiétait de la capacité de la marine à former à temps suffisamment de personnel.

 

En avril dernier, le ministre de la défense, Peter MacKay, avait indiqué que la marine disposait de 278 sous-mariniers, et que 60 supplémentaires étaient en formation.

 

Vendredi dernier, la marine n’a pas répondu à une demande pour le chiffre mis à jour.
