Northrop Grumman Corporation (NYSE:NOC) and the U.S. Navy today launched a new chapter in the history of unmanned systems – carrier-capable unmanned aircraft – by successfully catapulting the X-47B Unmanned Combat Air System (UCAS) demonstrator from the deck of the USS George H.W. Bush(CVN-77).
The launch occurred at 11:18 a.m. Eastern time while the carrier was under way off the coast of Virginia. The tailless, strike-fighter-sized aircraft flew autonomously back to Naval Air Station Patuxent River where it landed safely 65 minutes later.
"Today's catapult launch of the X-47B is a momentous feat for naval aviation," said Capt. Jaime Engdahl, Navy UCAS program manager for the Naval Air Systems Command. "It proves that the Navy's goal of operating unmanned systems safely and effectively from aircraft carriers is well on its way to becoming a reality."
Northrop Grumman is the Navy's prime contractor for the UCAS Carrier Demonstration (UCAS-D) program. The company designed, produced and is currently flight testing two X-47B air vehicles for the program. Air Vehicle 2 completed the catapult shot.
"Catapulting the unmanned X-47B off the USS George H.W. Bush is an event as historic as the Navy's first catapult of a manned aircraft, which occurred in Nov. 1915 from the armored cruiser USS North Carolina (ACR-12)," said Carl Johnson, vice president and Navy UCAS program manager for Northrop Grumman. "We are delighted to help launch this new era of naval capability."
The X-47B catapult launch occurred just one day after the USS George H.W. Bush had departed from Naval Air Station Norfolk, Va.
The current at-sea period is the second such test period for the UCAS-D program. In December 2012, the program hoisted an X-47B aircraft aboard the USS Harry S. Truman (CVN-75), then demonstrated that the aircraft could be maneuvered safely and precisely on the ship's flight deck, in its elevators and in its hangar bay.
In preparation for the launch, the UCAS-D program successfully completed a series of shore-based catapult shots at Naval Air Station Patuxent River between November and March. The air vehicle was transported by barge from Patuxent River to Naval Air Station Norfolk in early May, then hoisted aboard the ship.

Northrop Grumman Corporation and the U.S. Navy have conducted the first fly-in arrested landing of the X-47B Unmanned Combat Air System (UCAS) demonstrator.
Conducted May 4 at the Navy's shore-based catapult and arresting gear complex, the test represents the first arrested landing by an unmanned aircraft. It marks the beginning of the final phase of testing prior to carrier-based trials planned for later this month.
Pratt & Whitney's F100-PW-220U engine and exhaust system successfully powered the X-47B during the shore-base test.
"Our team worked closely with the Navy and Northrop Grumman to get ready for this important test and Pratt & Whitney's propulsion system performed well, allowing the aircraft to launch and complete planned activity during the fly-in arrested landing," said Jimmy Reed, director of Advanced Engine Programs for Pratt & Whitney. "We look forward to making history when our engine powers the aircraft during the first unmanned carrier trials later this month."
The arrested landing test culminates more than three months of shore-based carrier suitability testing at Naval Air Station Patuxent River. The testing included precision approaches, touch-and-go landings, and precision landings by the X-47B air vehicle.

UK Royal Navy Divers have received the new remote-controlled explosive ordnance disposal (EOD) unmanned ground vehicle (UGV) called CUTLASS, to help detect and clear hidden improvised explosive devices (IEDs).
Following its delivery, the £1m Northrop Grumman-built robot was tested by the Southern Diving Group (SDG) to validate its capabilities.
During the Naval Bomb Disposal capability exercise, conducted within HM Naval Base, Devonport, UK, CUTLASS demonstrated its ability in a simulated terrorist car bomb scenario.
Southern Dive Unit 1 officer in charge lieutenant commander Ross Balfour said that the new vehicle, controlled via a computer, features advanced optics to enable a high-level of situational awareness of its surrounding area and any device.
Using its integrated three-fingered advanced gripper-equipped manipulator arm and disruptive weapons, the bomb disposal robot can quickly respond to IED threats.
"The divers demonstrated their comprehensive underwater ability using the 7m deep training tank with divers using closed-circuit re-breathing equipment, lifting and moving a practice bomb with a remote airbag and attaching dummy explosive charges to simulate rendering it safe," Balfour added.
Designed for efficient detection and disposal of both vehicle-borne and IEDs from safer distances in all types of terrain and weather conditions, the six-wheeled next-generation UGV can accommodate a broad spectrum of payloads, sensors and tools.
"CUTLASS represents a major improvement in our explosive ordnance disposal (EOD) capability, whilst improving safety for the general public and our EOD operators," Balfour said.

Northrop Grumman-built multifunction advanced data link (MADL) waveform has successfully demonstrated its ability to advance communication among the F-35 Lightning II joint strike fighter (JSF) aircraft during flight testing at Edwards Air Force Base (AFB) in California, US.
During testing, the MADL joined the communications, navigation and identification (CNI) Link-16 and variable message format network present on an F-35 aircraft, and the data passed was correlated with information from other F-35 sensors by a fusion system to form a simplified situational awareness picture on the cockpit displays.
The testing forms an important element of Lockheed Martin's F-35 Block 2 software release that is designed to offer an advanced mission systems capability at Edwards AFB.
Northrop Grumman Information Systems Defense Systems division vice president and general manager Mike Twyman said the MADL performed reliably and displayed an excellent range at multiples of required specifications, while demonstrating ability to connect fifth-generation fighters during flight tests.
"This success is a significant achievement for the F-35 program and enabling joint aerial concept of operations," Twyman added.
A critical capability of the F-35 CNI avionics, the MADL is a high-data-rate, directional communications link designed to enable coordinated tactics and engagement to help bring significant operational advantages to fifth-generation aircraft operating in high-threat environments.
The CNI system provides F-35 pilots with an equivalent capability of over 27 avionics subsystems, including identification friend or foe (IFF), automatic acquisition of fly-to points, and various voice and data communications, while lowering size, weight and power demands on the aircraft.
Northrop also manufactures F-35's centre fuselage, radar and electro-optical subsystem, mission systems and mission planning software, pilot and maintenance training system courseware, apart from managing the F-35 industry team's use, support and maintenance of low-observable technologies.
Currently under production by Lockheed, the F-35 JSF is designed to conduct ground attack, reconnaissance, and air defence missions with stealth capability.

CUTLASS has been designed, developed and manufactured by Northrop Grumman in the U.K., and includes significant advances in technology and performance and a range of features that provides state-of-the-art capabilities for national security and resilience applications.

CUTLASS offers the latest technology in a modular design, enabling the user to deal safely with the full range of hazardous threats from a distance, including the detection and disposal of explosive ordnance. Its highly versatile design means that it is capable of accommodating a wide range of payloads, sensors and tools. It carries all of the tools and sensors it needs to perform the full range of operations required for explosive ordnance disposal and other applications, avoiding the need to deploy two standard UGVs. CUTLASS saves up to 50 percent on the through-life costs when compared to owning and operating two standard UGVs.
The manipulator arm is equipped with a three-fingered, state-of-the-art gripper and has nine degrees of freedom for greater movement and agility inside limited spaces. With a specialised sensing system it provides a high level of control and dexterity to minimize damage to property and preserve forensic evidence.
Using CUTLASS, a hazardous situation can be restored to normal up to four times more quickly than with any other UGV. The combination of the speed of the wheeled platform, which can reach speeds of up to 12 kph, and the ability of CUTLASS to carry multiple tools and sensors negates the need to return to the incident control point, thus saving considerable time. The robot is able to creep along at deliberately slow speeds for delicate operations and may accelerate to high speeds to enable rapid travel. Development of the U.S. Navy’s maritime variant of the Air Force’s Global Hawk, the Triton UAS Broad Area Maritime Surveillance (BAMS) , will be delayed, senior Navy officials explained when rolling out the service’s FY 14 budget proposal.
About $25 million was taken from production of the system in the BAMS budget for fiscal year 2014 — and moved to fiscal year 2015 due to schedule changes, service officials said.
“The first year of production of RQ-4 Triton UAV (previously known as BAMS) was shifted from FY14 to FY15 due to schedule changes. Funding decreased to support transition into the test phase of the System Demonstration and Deployment (SDD) program,” said Lt. Courtney Hillson, a Navy spokeswoman.
While the Triton BAMS UAS is expected to bring great capability to the Navy, it may need a little longer development than initially expected, said Navy Rear. Adm. Joseph Mulloy, Deputy Assistant Secretary of the Navy, Budget.
“There are two technical issues in the airplane that are causing a delay in testing. First off, it has a unique double-tail rudder which is different on the Navy model. To get through that complex detail is taking a little longer on the design modules,” he said.
Secondly, integration work is still being done on the software on board the aircraft’s computer, he added.
“The Naval variant is designed to work with our P-8 and fly over the Pacific with a different set of sensors than the Air Force variant,” Mulloy added.
In short, it is taking a little longer than expected to engineer, develop and integrate the special maritime capabilities designed for the Triton. It is engineered to work in tandem with a manned fixed-wing surveillance aircraft called the P-8A Poseidon.
Chief of Naval Operations Adm. Jonathan W. Greenert, expressed great enthusiasm at the Air-Sea-Space Exposition regarding the establishment of the first P-8 Poseidon squadron slated to deploy to the Western Pacific.
The P-8A Poseidon is slated to replace the P-3C Orion as a long range anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance (ISR) aircraft, according to the Navy.
Nevertheless, the Navy is gearing up for the first test-flight of its Triton UAS, a wide-spanning 47-foot long surveillance unmanned aircraft system equipped with high-tech, next-generation sensors able to conduct surveillance, reconnaissance and communications-relay missions over thousands of miles of ocean, service officials said.
The aircraft, which boasts a 130-foot wingspan and can reach altitudes of 60,000 feet, is engineered as a long-endurance surveillance platform, meaning it can stay in the air as long at 30 hours on a single mission, according to Navy figures.
The Triton’s first planned flight is part of an ongoing System Development and Demonstration (SDD) phase, in place since the Navy awarded Northrop Grumman a $1.16 billion deal to develop the aircraft in 2008, an industry source indicated.

The 89-month SDD phase, which includes initiatives to develop, test and refine the engineering of the air vehicle and integrate the sensor payload, is an acquisition phase aimed at refining requirements for the system and maturing its technologies prior to formal production, an industry source explained.
“The first MQ-4C Triton SDD aircraft, or SDD-1, will conduct taxi tests later this month at Northrop Grumman’s Palmdale, Calif. Facility,” said Capt. Jim Hoke, program manager.
Thus far, two MQ-4C Triton’s have been built and a third is under construction at a Northrop facility in Moss Point, Miss., an industry source said. The Navy plans to build additional aircraft and move toward an Initial Operational Test and Evaluation by 2015, a move which assessed the operational and technological readiness of the system prior to formal production.
The Triton UAS, part of the Navy’s Broad Area Maritime Surveillance UAS developmental program, is a specially engineered maritime variant of the Air Force’s very successful RQ-4B Global Hawk platform, Navy officials explained.
“The modifications include anti/de-ice, bird strike and lightning protection to meet planned mission profiles and a due regard radar for safe separation from other aircraft,” Hoke added.
The anti/de-ice and lighting protection technologies, which include a reinforced fuselage and wing, are being engineered into the MC-4Q Triton as part of the maritime requirements for its range of anticipated mission sets, Navy and industry officials said.
“The Navy’s maritime variant is engineered to operate beneath the weather and have the ability to quickly be re-tasked as mission requirements dictate,” a Navy official said.
Since identifying ships, watercraft and coastal items are part of the Triton’s mission set, the aircraft is being engineered to ascend and descend to make identification of targets, an industry source added.

The U.S. Navy has begun gathering sailors and equipment for its first Global Hawk UAV squadron. Called VUP (Unmanned Patrol Squadron) 19 it will be in service by October on the east coast of the United States, where it will handle operations over the Atlantic. For naval service the RQ-4 Global Hawk UAV is called the MQ-4C Triton and BAMS (Broad Area Maritime Surveillance). A second squadron will enter service next year on the west coast to cover the Pacific. The navy plans to buy 68 Tritons and 117 P-8As jet aircraft to replace prop driven 250 P-3Cs. This replacement program is supposed to be complete in about a decade. The new surveillance aircraft provide more information over a wider area and do it more quickly.
The Triton has already been in service on an experimental basis. Last year, two years after extensive tests in the Middle East, the Triton began operating with a carrier task force at sea. Circling above the task force at 22,500 meters (70,000 feet), Triton monitored sea traffic off the Iranian coast and the Straits of Hormuz. Anything suspicious is checked out by carrier or land based aircraft, or nearby warships. The Triton aircraft fly a 24 hour sortie every three days. The first production Triton was delivered six months ago.
In 2009, the Triton test consisted of 60 flights and over 1,000 hours in the air. The flights were over land and sea areas, even though the UAV sensors are designed mainly to perform maritime reconnaissance. U.S. Air Force Global Hawk maintenance personnel assisted the navy in tending to the navy RQ-4 while it was on the ground, and for landings and takeoffs. The UAV was operated by navy personnel back in the United States at Patuxent River Naval Air Station. A year earlier, the navy began training four of its personnel (three P-3 pilots and one civilian) to operate RQ-4s. The four navy operator trainees were in an accelerated course (four months instead of five) and were available to help fly U.S. Air Force RQ-4s before the navy RQ-4s test model became operational in 2009.
The P-3 replacement, the P-8A is expected to complement Triton. Although the Boeing 737 based P-8A is a two engine jet, compared to the four engine turboprop P-3C it is replacing, it is a more capable plane. The P-8A has 23 percent more floor space than the P-3, and is larger (118 foot wingspan, versus 100 foot) and heavier (83 tons versus 61). Most other characteristics are the same. Both can stay in the air about ten hours per sortie. Speed however is different. Cruise speed for the 737 is 910 kilometers an hour, versus 590 for the propeller driven P-3. This makes it possible for the P-8A to get to a patrol area faster, which is a major advantage when chasing down subs spotted by sonar arrays or satellites. However, the P-3 can carry more weapons (9 tons, versus 5.6). This is less of a factor as the weapons (torpedoes, missiles, mines, sonobouys) are pound for pound more effective today and that trend continues. Both carry the same size crew, of 10-11 pilots and equipment operators. Both aircraft carry search radar and various other sensors.
The 737 has, like the P-3, been equipped with bomb hard points on the wings for torpedoes or missiles. The B-737 is a more modern design and has been used successfully since the 1960s by commercial aviation. Navy aviators are confident that it will be as reliable as the P-3 (which was based on the Electra civilian airliner that first flew in 1954. Although only 170 were built, plus 600 P-3s, about 20 Electras are still in service). The Boeing 737 first flew in 1965 and over 5,000 have been built. The P-8A will be the first 737 designed with a bomb bay and four wing racks for weapons.
The U.S. Air Force and Navy are buying the B version of the RQ-4 Global Hawk UAVs, at a cost of over $60 million each. This version is larger (wingspan is 5 meters/15 feet larger, at 42.2 meters/131 feet, and it's nine percent longer at 15.5 meters/48 feet) than the A model, and can carry more equipment. To support that, there's a new generator that produces 150 percent more electrical power. The RQ-4 has a range of over 22,000 kilometers and a cruising speed of 650 kilometers an hour.
The first three RQ-4Bs entered service in 2006. At 13 tons, the Global Hawk is the size of a commuter airliner (like the Embraer ERJ 145), but costs nearly twice as much. Global Hawk can be equipped with much more powerful and expensive sensors, which more than double the cost of the aircraft. These "spy satellite quality" sensors (especially AESA radar) are usually worth the expense because they enable the UAV, flying at over 20,000 meters (62,000 feet), to get a sharp picture of all the territory it can see from that altitude. The B version is supposed to be a lot more reliable. Early A models tended to fail and crash at the rate of once every thousand flight hours.
The maritime RQ-4 is seen as the ultimate replacement for all manned maritime patrol aircraft. The P-8A will probably be the last manned naval search aircraft. Some countries are using satellite communications to put the sensor operators who staff manned patrol aircraft on the ground. Some nations propose sending aircraft like the P-3 or P-8 aloft with just their flight crews, having all the other gear operated from the ground. This enables the aircraft to stay in the air longer and carry more gear.

Team Checking Control Software, Subsystems Prior to Flight Operations
Northrop Grumman Corporation and the U.S. Navy have added a second Triton unmanned aircraft to ground testing efforts in late September – part of an initial step in preparation for flight operations.
Two Triton unmanned aircraft systems are being used to flight test and mature the system for operational use. Ground testing allows the team to further reduce risks associated with control software and subsystems prior to flight.
The first Triton entered ground testing in July after production concluded in June.
"Ground testing signifies our steady progress toward conducting Triton's first flight," said Steve Enewold, Northrop Grumman's vice president and program manager for Triton. "Through numerous engine runs and checks with communications systems between the aircraft and ground controllers, we can ensure that everything is working properly before entering taxi testing as the next step in our efforts."
Northrop Grumman is the prime contractor to the Navy's MQ-4C Triton Broad Area Maritime Surveillance program. In 2008, the company was awarded a systems development and demonstration contract to build two aircraft and test them in preparation for operational missions by late 2015.
The Navy's program of record calls for 68 Tritons to be built.
Triton provides a detailed picture of surface vessels to identify threats across vast areas of ocean and littoral areas. With its ability to fly missions up to 24 hours, Triton complements many manned surveillance and reconnaissance aircraft.

The United States Navy is planning to deploy Northrop Grumman MQ-4C Triton Broad-Area Maritime Surveillance (BAMS) drones to Andersen Air Force Base in Guam with preparations for deployment projected to begin during Fiscal Year 2014 (FY14).
The MQ-4C Triton, only recently introduced, is a large, unmanned drone designed to provide enhanced maritime surveillance in coordination with the Navy’s P-3C Orion and P-8A Poseidon maritime surveillance/anti-submarine aircraft.
Guam’s Andersen Air Force Base (AFB) currently operates three Northrop Grumman RQ-4 Global Hawk unmanned aerial vehicles (UAV) in a limited surveillance role. The RQ-4 was designed primarily to perform land surveillance duties, not long-duration ocean surveillance sweeps.
In an interview with ABC News, intelligence analyst Matthew Aid said that the RQ-4 “was designed for pinpoint imagery or eavesdropping on land targets, by over flight, or by flying obliquely up to 450 kilometers off an enemy’s coastline” while the MQ-4C “was designed for broad area maritime surveillance – following ships from high altitude.”
Joe Gradisher, Public Affairs Officer for the Assistant Chief of Naval Operations Next Generation Enterprise Network (NGEN), recently told Stars & Stripes newspaper that the Navy’s Tritons would join the Global Hawks at Guam.
Mr. Gradisher told Stars & Stripes that current plans “for BAMS include the use of Guam, but other bases may be considered in the future, subject to combatant commander desires and future diplomatic arrangements.” The Japan Times newspaper and ABC News also reported the decision to base the Tritons at Guam.
As part of the United States’ “pivot” to the Asia-Pacific region, the US Navy is working towards reinforcing its maritime surveillance capability in the Pacific Ocean arena. Existing plans call for the new Boeing P-8A Poseidon Maritime Patrol/Anti-Submarine Warfare aircraft to be deployed as a replacement for the Navy’s venerable Lockheed Martin P-3C Orion maritime patrol aircraft.
The P-8A Poseidon is designed to operate with the Navy’s new MQ-4C Triton in an anti-submarine warfare (ASW) role that includes the interdiction of maritime shipping and performance of electronic intelligence (ELINT) functions. The P-3 has been in service with the navies of many nations since 1962 and is nearing retirement. The P-8s are expected to begin replacing some of the aging P-3s assigned to stateside squadrons next year.
Existing plans call for the acquisition of 68 Tritons and 117 Poseidons to replace the P-3C Orions still operational. By pairing the MQ-4C Triton BAMS drone with the P-8A Poseidon in the Pacific, the US Navy will be able to maintain a continuous long-range surveillance over a wide expanse of the Asia-Pacific region to an extent the P-3C Orions cannot match. As tensions between Japan, China, and other Asian-Pacific nations have continued to escalate and are beginning to pose a threat to regional peace, an enhanced surveillance force is a capability US Pacific commanders are anxious to get into operation.
There is also a very real possibility that Japan will be deploying its drones to Andersen AFB in the near future as well. Japan’s Kyodo News Service reported that the United States and Japan were discussing a proposal to jointly-base US and Japanese UAVs in Guam. The Japan Times newspaper also released a story, citing an anonymous source, stating that the Japanese Self-Defense Force (JSDF) was in negotiations with US representatives to arrange a joint-use arrangement that would allow the JSDF to operate drones from Guam.
The joint-use proposal, as reported by the Japan Times, would provide for the JSDF to share USAF/USN hangars, flight support, and maintenance facilities.
A previous Japanese proposal to buy Global Hawks was dropped because of cost considerations, but JSDF officials insist it is their desire to buy surveillance drones sometime between Fiscal Year 2014 and Fiscal Year 2020. The Japanese Maritime Self-Defense Force (JMSDF) currently operates 80 P-3C Orion maritime patrol aircraft, five EP-3C ELINT Orions, and four OP-3C reconnaissance models from various air stations throughout the Japanese Archipelago. These aircraft were built under license by Kawasaki Heavy Industries.
United States Navy officials and JMSDF officers are well aware that Japan’s fleet of Orions is not capable of providing the long-duration continuous surveillance of Pacific sea lanes needed to keep an eye on China’s rapidly-growing, technologically-advanced naval presence. A joint-basing arrangement would be advantageous to both nations with respect to cost-savings, workload reductions, information sharing, and joint-force readiness.
US military officials at Guam declined comment on the MQ-4C basing reports. Navy Lieutenant William Knight said that he could neither confirm nor deny the reports, but indicated that pertinent information could be forthcoming at a later date.

Japan and the U.S. are considering plans to use Guam as a hub for spy drones to monitor Chinese naval activities in the Pacific, according to a report in the Japan Times.
The U.S. already has Global Hawks stationed at Andersen Air Force Base, Guam. The U.S. Air Force plans to expand the number of spy drones at Andersen and welcome Japan drones over the next decade as the Japanese military plans to buy its own drone fleet.
Japan’s Self-Defense Force had planned to buy Global Hawks of its own before the deal was scuttled due to price concerns. The Japanese have remained confident in their plans to buy their own drones, especially as the Chinese naval fleet has stepped up their patrols throughout the Pacific.
Japanese military leaders currently fly the P-3C patrol aircraft to monitor Chinese naval movements. The investment in a Global Hawk or the U.S. Navy’s version of the RG-4, the Triton, would be a considerable step up in Japan’s intelligence, surveillance and reconnaissance capability.
U.S. and Japan air forces would share hangars and maintenance facilities for their drone fleets, according to the Japan Times report.
The U.S. Air Force’s Global Hawk arrived at Andersen in 2010. It’s the Air Force’s largest drone, although it does not carry weapons like the Predator or the Reaper.
U.S. Global Hawks from Guam flew missions over Japan after the massive tsunami obliterated the country. The Global Hawks provided intelligence and imagery for humanitarian clean up.
Northrop Grumman unveiled the MQ-4C Triton in June as part of the U.S. Navy’s Broad Area Maritime Surveillance program. It’s expected to fly a considerable chunk of it’s missions over the Pacific monitoring the Chinese and North Koreans.

The Australian Defence Force is quietly resurrecting plans to buy seven huge intelligence and surveillance drones that could cost up to $3 billion. The unmanned aerial vehicles will be used for maritime surveillance and intercepting asylum seeker boats.
The decision comes despite claims that the Royal Australian Air Force's top commanders have long opposed the acquisition of unmanned aerial vehicles because they will put pilots out of a job and threaten RAAF culture.
The $200 million Northrop Grumman RQ-4 Global Hawk reconnaissance drone is the largest, most expensive unmanned aerial vehicle in the world today.
Its vast wingspan of 39.8 metres can lift the craft to 65,000 feet and stay airborne for 35 hours with a non-stop range of 16,000 kilometres – eclipsing the endurance of similar manned aircraft.
In 2004, the Howard government was so impressed with Global Hawk that plans were announced to buy a fleet of 12 of the spy drones for $1 billion.
But in 2009 the acquisition was cancelled by Labor's Joel Fitzgibbon, who was defence minister at the time.
In May 2010, Opposition Leader Tony Abbott announced a Coalition government would buy three Global Hawks.
Despite this erratic political flight path, the idea of Australian Global Hawks remained in bureaucratic mothballs until July this year, when the latest Defence Capability Plan was quietly released.
Buried in the document were plans to bring forward by three years the acquisition of "high altitude, long endurance" unmanned aerial vehicles (UAVs).
The RAAF now wants seven large UAVs flying by 2019. The favoured option is a new, maritime surveillance version of the Global Hawk - the MQ-4C Triton. The estimated cost of the project is between $2 billion and $3 billion.
Triton had a shaky take-off in June 2012, when a demonstration version of the maritime drone crashed just three days before the official unveiling ceremony at Northrop Grumman's Californian factory.
A company spokesman insists the demonstrator that went down was an old, worn-out Global Hawk, bearing little resemblance to the new, improved Triton.
When it takes to the skies for the first time later this year, Triton will appear to be a slightly larger version of its cousin, Global Hawk.
However, leading American intelligence analyst and author Matthew Aid says they are two very different drones.
"Global Hawk was designed for pin-point imagery or eavesdropping on land targets, by over flight, or by flying obliquely up to 450 kilometres off an enemy’s coastline," he said.
"Triton was designed for broad area maritime surveillance – following ships from high altitude."
The US Navy expects to start flying the first of 68 Tritons on order by 2015.
Some will be based on the US territory of Guam to cover the Asia-Pacific region, while another detachment will fly out of Diego Garcia to monitor the Indian Ocean.
In March, the Washington Post reported
that the US is also considering basing Global Hawk/Triton on Australia's Cocos Islands.
The US Navy claims a single Triton 24-hour surveillance mission can cover nearly 7 million square kilometres of ocean – identifying every vessel in one vast sweep of the ocean.
But Mr Aid remains unimpressed. "Triton does not have anywhere near the range or payload capability of the Global Hawk, and from what I can gather its imaging sensors are nowhere near as good," he said.
The Royal Australian Air Force now wants Triton to support a new generation of manned maritime patrol aircraft, the P-8A, which looks like a converted 737 airliner.
Together, these two systems will replace the RAAF's aging fleet of P-3 Orions that have spent decades patrolling the vast expanse of ocean surrounding Australia - about 20 per cent of the world's sea surface.
Capable of being armed with both missiles and torpedos, the 8 P8 Poseidons already on order will also be capable of anti-submarine warfare.
But is Global Hawk/Triton worth the hefty price tag of at least $200 million each?
Andrew Davies of the Canberra-based Australian Strategic Policy Institute is not so sure.
"That's still a question to be answered. It can fly high and fast, but is really expensive. Each UAV plus ground support systems costs about $200 million each - you can buy a P8 for that," he said.
"So they’re not cheap. The question is can you do the job with a cheaper UAV?
"The Mariner is the maritime version of the Reaper (flown in Afghanistan and Pakistan). It flies slower and lower which can be a good thing as it can drop down and take a closer look at asylum boats for instance, with decks covered by tarps.
"The Mariner is much cheaper, priced in the tens of millions."
In 2006 the Mariner was put through its paces in a trial off Australia's North West Shelf. Mariner supporters say it offers 80 per cent of the capability of a Triton for one-tenth of the cost.
That is a powerful argument in Canberra these days, where the Defence budget has just been slashed by $5.5 billion.
Unlike the high flying unarmed Triton, the Mariner is also designed to carry missiles.
Mr Davies says low cost and an armed capability will be a big plus when flying into regional uncertainty. "It's about the Indian Ocean and securing our sea lanes," he said.
"In the Indian Ocean we see growing competition between the navies of China, India and the US. US attention is now pivoting towards this part of the world."
Other experts argue there is a far more urgent, humanitarian task to perform – border protection.
Kym Bergmann, the editor of Asia Pacific Defence Reporter and a former defence industry executive who worked on UAV projects, says Global Hawk should have been in Australian service years ago.
He claims this did not happen because RAAF pilots feared UAVs would threaten their jobs and traditions.
"Early in 2008 the new Labor [Defence] Minister [Joel Fitzgibbon] had some sort of brain snap and made a very dramatic announcement to the effect that the acquisition of Global Hawk was going to be deferred for a decade," he said.
"At the time as a relatively inexperienced minister, he was stampeded by some of the advice that was coming from the Air Force in particular.
"It was because [the RAAF] really preferred the idea of having a manned aircraft. It's because a manned aircraft is flown by guys with moustaches and flying allowances, rather than being operated by hyper intelligent nerds sitting in front of computer terminals, which is essentially how you operate a Global Hawk."
Mr Bergmann claims the RAAF senior commanders dropped their opposition to Global Hawk/Triton only after they were promised the P8 planes that still need pilots to fly them.
"It's been quite a dramatic conversion. They’ve now become enthusiasts for the technology, when in fact for the previous decade they'd done everything that they could to resist it," he said.
He says Australia urgently needs a maritime UAV capability and that Global Hawk/Triton is the drone for the job.
"It's highly likely that we're going to see more asylum seekers coming to Australia, there's going to be the possibility of increased transnational crime, there's going to be the possibility of increased illegal activities," he said.
"The high-resolution cameras and synthetic aperture radars mean that from an altitude of 60,000 feet at a distance of several hundred kilometres, you can use both your radar and your camera to give you crystal clear imagery right down to very, very small boats.
"You can really get down to rowing boat sizes. The quality of the imagery is quite phenomenal."
A growing number of younger RAAF officers now enthusiastically endorse a rapid expansion of the drone fleet. Since 2009 the Air Force has been flying leased, Israeli-owned Heron surveillance drones in support of Australian troops in Afghanistan.
Displaying the zeal of a convert, Wing Commander Jonathan McMullan, an RAAF pilot-turned-drone commander, recently returned from Afghanistan, declared: "The capability? It's like crack cocaine, a drug for our guys involved."
Rise of civilian drones

Some of the drones have live streaming cameras and the ability to carry other payloads, and tens of thousands of them are expected to take to the sky.

SES Cooperates with Northrop Grumman on New NATO Alliance Ground Surveillance System
LUXEMBOURG --- SES announced today an agreement with Northrop Grumman Corporation (NYSE:NOC) to supply satellite capacity and services for the NATO Alliance Ground Surveillance (AGS) system. Operating under NATO command, AGS will be a major data source for NATO's system for Joint Intelligence, Surveillance and Reconnaissance (JISR).
AGS supports NATO's intelligence, surveillance and reconnaissance requirements and a broad range of missions, including protecting ground forces, border and maritime security, counter- and anti-terrorism, crisis management, peacekeeping and enforcement, humanitarian assistance and natural disaster relief. SES will deliver Ku-band capacity over the U.S. and Europe, as well as engineering support in the design and development of the system.
As prime contractor for the NATO AGS programme, Northrop Grumman will provide the necessary five Global Hawk air vehicles, supporting systems and payloads. The payloads include the Multi-Platform Radar Technology Insertion Program (MP-RTIP) radar system capable of detecting and tracking moving objects as well as providing radar imagery of target locations and stationary objects.
Northrop Grumman signed a $1.7 billion (€1.2 billion) contract with NATO and 13 participating nations in May 2012. Besides the air segment, the contract also includes the purchase, initial operation and maintenance of the ground stations, comprised of mobile and transportable units and providing real-time data, intelligence and target identification to commanders within and beyond line of sight.

Finmeccanica Wins New Order Worth EUR 140 Million As Part of NATO’s Alliance Ground Surveillance Programme
SELEX Galileo, a Finmeccanica company, has been awarded a contract worth €140 million by prime contractor Northrop Grumman Corporation as part of NATO's Alliance Ground Surveillance (AGS) programme.
The AGS programme is the flagship of NATO’s new defence strategy for security allies. Thirteen NATO countries are participating in the programme via their domestic industries: Bulgaria, the Czech Republic, Estonia, Germany, Italy, Latvia, Lithuania, Luxembourg, Norway, Romania, Slovakia, Slovenia and the United States. The capability developed and acquired by this group of nations will be made available to the whole alliance as a NATO-owned capability, with NATO responsible for the system’s operations and maintenance.
SELEX Galileo has been awarded approximately 12 percent of Northrop Grumman’s overall NATO AGS contract. This will see the company leading the Italian element of the programme and also taking responsibility for Romanian and Bulgarian participation.
Interoperability, connectivity and continuous surveillance are the three key concepts of the AGS system capability, which will supply real-time information for airborne ground surveillance and situational awareness. This valuable intelligence will support the entire spectrum of NATO’s operational missions and those of its member nations.
The solution chosen by NATO includes an airborne component based on the Global Hawk high-altitude, long-endurance (HALE) UAS platform produced by Northrop Grumman Corporation and ground-based elements comprised of fixed mission operational support as well as both transportable and mobile general ground stations. The ground-based parts of the system will deliver mission planning and control activities and data analysis and distribution. The system architecture also comprises training and logistical support elements.
SELEX Galileo will be responsible for the fixed mission operational support and transportable general ground station components of the AGS system’s ground-based element. It will also contribute to the telecommunications suite, supplying the wide band data link produced by SELEX Elsag, another Finmeccanica company. This solution will provide a line-of-sight link between the AGS airborne platform and the ground-based components.

Washington DC - The House Armed Services Committee has made the first move to reverse the US Air Force's controversial decision to retire the Northrop Grumman RQ-4 Global Hawk Block 30 fleet.
The committee's panel on tactical air and land forces passed an amendment that would prevent the USAF from spending taxpayer funds on efforts to retire the RQ-4 Block 30s, an imagery and signals intelligence gathering version of the Global Hawk family.
The panel's recommendation signals the beginning of a legislative battle with the Obama administration over the fate of the Block 30 fleet. Three more committees in the House and Senate must still pass separate versions of spending bills for the next fiscal year.
The Obama administration submitted a budget request in February that proposes to retire the Block 30 fleet.
The Block 30 was built to replace the venerable Lockheed Martin U-2 as a high-altitude reconnaissance aircraft, but the programme was cancelled after the USAF concluded that it was significantly more expensive to operate than the U-2, and that the Block 30's sensors are inferior to the U-2's current equipment.
Since the retirement announcement in January 2012, Northrop has kept a full-court press in an attempt to keep the aircraft in service. Intelligence, surveillance and reconnaissance (ISR) capabilities such as those the Global Hawk provides are among the most demanded services by combat commanders.
"Northrop Grumman is pleased that the House Armed Services Committee has proposed a solution that will allow Global Hawk Block 30 assets to continue to provide Combatant Commanders with information essential to national security," says Northrop.
Construction of other Global Hawk models, including the Block 40 (carrying a different sensor) and MQ-4C broad area maritime surveillance (BAMS) for the US navy, is unaffected.

The Canadian Forces hope to save at least $90-million a year by pulling out of NATO programs operating unmanned aerial vehicles as well as airborne early warning planes.
Defence Minister Peter MacKay gave U.S. officials a heads-up last year about the withdrawal, pointing out that it will free up 142 Canadians assigned to NATO for new jobs.
The shutdown of Canada’s contribution to NATO’s airborne warning aircraft, known as AWACS, will save about $50-million a year, according to DND records. Another $40-million a year will be saved as a result of Canada’s withdrawal from NATO’s Alliance Ground Surveillance Program, which would see the purchase of advanced unmanned aerial vehicles (latest generation Global Hawks) to conduct surveillance and intelligence gathering. Other DND documents Defence Watch has obtained indicate the savings could be higher than the $90 million. The move was conducted as part of the department’s contribution to the government’s Strategic Review.
Canada has been involved in NATO’s AWACS program for more than 25 years and the aircraft were seen as key to the alliance’s success during the recent war in Libya.
NATO also wants to ease the strain on the U.S. UAVs by having a pool of Global Hawks at the alliance’s disposal.
Canada’s pull out from the UAV program will be done by the end of this month, the Defence Department told Defence Watch.

Brussels - NATO will spend 3.0 billion euros ($3.9 billion) to buy and operate five US-built drones over 20 years in an effort to fill a gap exposed in the Libyan air war, an official said Wednesday.
Allies will pay at least 1.0 billion euros to acquire the Global Hawk drones from Northrop Grumman, a price that includes ground support stations, image analysis technology and training for operators, the official said.
Operating the drones, which will be based at the NATO base in Sigonella, Sicily, will cost the alliance another 2.0 billion euros over the next two decades, the official said on condition of anonymity.
"Libya showed the importance of having such a capability," the official said.
While European air forces carried out the bulk of bombing missions in Libya last year, they relied heavily on drones provided by the United States to identify and hit targets during the campaign.
NATO defence ministers finally agreed on the Alliance Ground Surveillance (AGS) after two decades of wrangling over its funding.
The drones are being purchased by 13 NATO nations: Bulgaria, Czech Republic, Estonia, Germany, Italy, Latvia, Lithuania, Luxembourg, Norway, Romania, Slovakia, Slovenia and the United States.
The aircraft will then be available to all 28 allies who will contribute to the cost of operating them. France and Britain will mostly contribute by providing their own surveillance aircraft to the programme.
NATO Secretary General Anders Fogh Rasmussen has hailed the AGS programme as a prime example of the alliance's efforts to pool and share resources at a time of economic crisis chipping away at defence budgets.

Canada Backs Out of NATO Project
The Canadian government has withdrawn from a NATO surveillance project that would incorporate similar technology used in NATO's successful military operation in Libya.
"Canada is withdrawing from the NATO Alliance Ground Surveillance program, with our full withdrawal to become effective in spring of 2012," said Kim Tulipan, spokeswoman for the Department of National Defence.
"NATO has been informed of these decisions. The details of our withdrawal are still under discussion with NATO," she said in an email to Postmedia News.
The Alliance Ground Surveillance System, which began in 1992, "will give commanders a comprehensive picture of the situation on the ground,"according to NATO's website. "NATO's operation to protect civilians in Libya showed how important such a capability is."
Under the program, 13 countries, including the U.S., Italy and Germany, will acquire five reconnaissance unmanned aerial vehicles, in addition to associated command and control base stations. The surveillance system will be available by 2015-2017.
NATO will operate the system on behalf of its 28 allies.
On Feb. 2, the North Atlantic Council decided to collectively cover the costs of operating the surveillance program as a "NATO-owned and operated capability," according to NATO's website.
The surveillance system's main operating base will be in Italy.

Washington DC - NATO officials have cleared a key hurdle in a long-delayed process to buy five Northrop Grumman RQ-4 Global Hawk Block 40 unmanned air systems.
NATO Secretary General Anders Fogh Rasmussen provided no details of the arrangements in a 3 February press conference, but confirmed members "have found the way ahead on a practical funding solution" for the alliance ground surveillance (AGS) programme.
Funding and operational details have delayed a contract signing since October 2010, even as three of the original 15 AGS programme members - Canada, Denmark and Poland - have withdrawn from the programme.
Northrop officials have previously said Poland may rejoin the AGS partnership, but Rasmussen provided no details on the current members.
NATO's AGS fleet will comprise five radar-equipped Global Hawk Block 40s
Some NATO members have been seeking the AGS capability for about 20 years. The concept would allow a consortium of alliance members to contribute funding to operate the RQ-4s, with all allowed some level of access to the intelligence data gathered.
Northrop has proposed the RQ-4 Block 40, which includes a Northrop/Raytheon multiplatform radar technology insertion programme sensor that detects moving targets on the ground.
Once fielded, the system will perform a similar role as the US Air Force's Northrop E-8C joint surveillance target attack radar system aircraft, although the RQ-4's sensor is not as large or powerful.

NATO Defence ministers have made a very important decision to acquire unmanned aircraft for surveillance of land and oceans - NATO Alliance Ground Surveillance (AGS).
“Common solutions have tied NATO together for over 60 years and give the nations of the Alliance access to strategic capabilities that are disproportionately expensive to acquire alone. This decision is therefore a very good example of why it is important for Norway to join the NATO,” says Norwegian Defence Minister Espen Barth Eide.
It is important that the Alliance has real time information about the situation on the ground and at sea. AGS will give NATO the ability to monitor large areas from high altitude, long range under all weather and lighting conditions. The monitoring is done with unmanned aircraft of the type of the Global Hawk, which has a range of 16,000 kilometers and can fly at altitudes up to 60,000 feet. The aircraft will be controlled from a ground station in Italy.
“NATO nations show, with this decision, that there is a political will to work together to invest in public safety, despite the difficult economic situation that affects many countries,” said Minister of Defence Espen Barth Eide.
Norway's share of the investment is estimated at 320 million. The acquisition will also provide contracts for Norwegian industry.
NATO will own and operate the unmanned surveillance aircraft. In addition, to meeting military surveillance needs, the aircraft will have the capacity to contribute to the monitoring of large ocean areas, transportation routes, oil and gas installations and environmental monitoring. This is a capacity that will also be suitable in the far North.
It is expected that the aircraft will be operational in 2017.

Redesign Promises to Reduce Maintenance Costs, Improve Aircraft Availability
PALMDALE, Calif. | Northrop Grumman recently won a $109 million contract from the U.S. Air Force to produce a redesigned aft deck for the B-2 stealth bomber, further enhancing the world's most survivable aircraft.
The B-2 Spirit's aft deck, a metallic panel on the bomber's upper surface that shields its composite airframe from the heat of engine exhaust, will be redesigned for long-term reliability and affordability. The retrofit will enable the aircraft to span normal long-term maintenance cycles without additional services or repairs.
The newly redesigned structure reflects Northrop Grumman's thorough thermal and structural analysis of the aft deck, its adjoining structures and the operating environment.
"Implementing a redesigned aft deck is an important part of guaranteeing the long-term viability of the B-2," said Dave Mazur, Northrop Grumman's vice president of Long Range Strike and B-2 program manager. "We are committed to assisting the Air Force in developing and implementing proactive solutions that are in the best interest of the B-2 fleet."
The aft deck enhancement is the latest spares replacement the Air Force, Northrop Grumman and its suppliers have undertaken to ensure the B-2 remains one of the most survivable weapons systems in the world.
"The B-2 industry team is working closely with the U.S. Air Force and the Defense Logistics Agency to improve aircraft availability," said Gary Roehrig, director and program manager for B-2 Product Support. "This is a complex effort, but it's key to fully equipping the warfighter."
The B-2 Spirit stealth bomber remains the only long-range, large-payload aircraft that can penetrate deeply into protected airspace. In concert with the Air Force's air superiority fleet, which provides airspace control, and the Air Force's tanker refueling fleet, which enables global mobility, the B-2 helps ensure an effective U.S. response to threats anywhere in the world. It can fly more than 6,000 nautical miles unrefueled and more than 10,000 nautical miles with just one aerial refueling, giving it the ability to reach any point on the globe within hours.
Work will be conducted at Northrop Grumman facilities in Palmdale, Calif., and St. Augustine, Fla. Northrop Grumman is the Air Force's prime contractor for the B-2, the flagship of the nation's long range strike arsenal.

Canada has become the second country to withdraw from the Northrop Grumman RQ-4 alliance ground surveillance (AGS) program, but the remaining NATO partners are "very close" to signing a contract, according to sources familiar with the negotiations.
The decision means AGS will lose another source of funding that must be compensated for by the 13 NATO members still committed.
In June, Canadian TV broadcaster CBC reported that Canada also is withdrawing from the NATO partnership operating the E-3 airborne warning and control system (AWACS).
The AGS program had lost another key partner last June. Denmark also decided to withdraw from the partnership acquiring a six-aircraft RQ-4 fleet in June 2010.
Meanwhile, Northrop and NATO officials are likely to sign a contract to launch the development phase of the AGS programme within several days. The contract award may still have to be approved by each of the national partners before it becomes official.
Previously, Northrop officials had predicted that the long-awaited contract award milestone might not be reached around October.
Northrop is offering to deliver six RQ-4 air vehicles configured with the US Air Force's Block 40 equipment, which includes a wide area surveillance sensor called the Northrop/Raytheon multi-platform radar technology insertion program. It will perform the same role as the USAF E-8C joint surveillance target attack radar system.
European partners, including EADS, will supply mobile ground control stations for the NATO RQ-4 fleet, which will be based at Sigonella AB, Sicily.

Brussels – NATO is threatened with a substantial shortfall in airborne surveillance should the UK retire its Sentinel Airborne Stand-Off Reconnaissance (ASTOR) fleet in 2013, a senior officer in the organisation has warned.
Referring to the forthcoming Alliance Ground Surveillance (AGS) programme which is due to come into service in 2015, Col Matt Anderer USAF, Force Command Requirements at Supreme HQ Allied Powers Europe said NATO's airborne surveillance capabilities were currently 'stretched' and 'heavily tasked'.
Speaking at the UV Europe conference in Brussels, Anderer warned that such a shortfall would be exacerbated should the UK scrap the Sentinel as outlined in October's Strategic Defence and Security Review. The Royal Air Force (RAF) has already lost its Nimrod MRA4 maritime patrol aircraft programme as part of the same review.
The Ministry of Defence said Raytheon’s ASTOR system could be ‘withdrawn once it is no longer required to support operations in Afghanistan’. Two Sentinel R Mk I aircraft are regularly contributing to coalition operations in Afghanistan on a daily basis.
'AGS is one of the alliance's most pressing capability needs. Now, we only have this capability from two [UK and US] alliance members. Assets are heavily tasked and very scarce resources and this will be even more if the UK retires the Sentinel fleet in 2013. AGS is critical to NATO and at this point in time, we cannot fail,' Anderer urged.
Supported by 14 member nations, NATO's AGS programme comprises the procurement of six Block 40 RQ-4 Global Hawk UAVs from Northrop Grumman as well as two transportable general ground stations (GGS), six mobile GGS, mission operations support installation and remote workstations. Anderer said he expected a contract to be signed by September this year with activation of the AGS main operating base at Sigonella air force base in Italy launched within the following 18 months.
It is envisaged that the Global Hawks will work alongside NATO Airborne Early Warning and Control aircraft or AWACS. 'The AGS core will be able to look at what is happening on the Earth’s surface, providing situational awareness before, during and, if necessary, after NATO operations,' according to officials.
Referring to current operations in Libya, Anderer said an AGS capability would 'provide a constant watch to help thwart Gaddafi's [military] attacks on civilians as well as supporting human relief efforts on land and at sea'.
The AGS programme will carry standard and high resolution SAR, GMTI and maritime moving target indicators for missions ranging from border control and humanitarian operations through to counter-IED and anti-piracy missions.
