ON A STRONGER EUROPE IN SECURITY AND DEFENCE

  • Since assuming my functions, 6 months ago, I have stressed the need to work on a stronger Europe when it comes to security and defence matters. Getting at least some integrated defence capacities is something we cannot do without. (…)
  • It is to draw a clearer picture of this more connected, contested and complex world, that I have launched in the EU a Strategic Review, a process of reflection on the implications of the evolving international security environment and the role that EU can and must play in it. (…)
  • (…)This is intended to be a first step in the process that might culminate in a new EU external strategy. This first step will be completed by the end of June, and will provide the basis for further decisions by the EU on how better to prepare for and act upon the challenges to peace and prosperity that we face on both sides of the Atlantic. BUILDING ONWARD

  • (…) Over the years the EU has gained significant experience and can deploy its missions on many different scenarios. (…) Ultimately, we believe that the best approach is to enable our partners in Africa to handle crisis management with minimal outside intervention. Yesterday the Commission adopted a Communication based on my proposal to enable the EU to "train and equip" forces of local partners. Since they will bear the brunt of crisis management, they deserve our strongest support. (…)
  • (…)As we expand our ambitions, we also need to fill our defence capability gaps. At a time of reduced public spending, states seek ways to engage in pooling and sharing of capacities and resources, especially at the high-end capabilities. This can end up providing Europe with a good opportunity to reshape its defence spending. (…)
  • The European Parliament reminds us that the cost of "non-Europe" in defence amounts to some €26bn per year, an enormous amount of money. And even more: 70% of European citizens support more integration in defence. For us, that is a call to action, and we want to fill this gap. (…)

 

ON THE EU-US COOPERATION ON SECURITY AND DEFENCE

  • (…)The United States and the EU are reliable partners on security and defence. Our commitment as Europeans is to move further in this direction.

ON EU-NATO COOPERATION

EDA Chief Executive addresses CSDP symposium in Washington

Along with Head of the European Defence Agency and HR/VP Federica Mogherini, EDA Chief Executive Jorge Domecq travelled to Washington on 29 April to attend the 4th Annual Transatlantic Symposium on the Common Security and Defence Policy (CSDP).

 

Bringing together senior EU and US military and civilian leaders, the event provided a forum to discuss the role of CSDP and transatlantic cooperation in addressing challenges such as hybrid warfare, crisis management in Africa, maritime security and global security.

 

Transatlantic cooperation

After an opening address given by Federica Mogherini, EDA Chief Executive Jorge Domecq took part in a panel discussion focused on the reinforcement of the transatlantic security cooperation. There he shared views with Maciej Popowski, Deputy Secretary General, European External Action Service; and Jim Townsend, Deputy Assistant Secretary of Defense for European and NATO Policy, as well as with the rest of the audience.

It is important that we maintain a sound working relationship with NATO”, Jorge Domecq stressed during the conference. “In the current security environment we will need to further enhance this link by avoiding unnecessary duplications and reinforcing the EU’s ability to act as a security provider with the right set of capabilities and a strong and balanced defence industry”, he explained.

 

Constant interaction

We have to keep in mind that each EU Member State can only rely on a single set of forces to achieve EU and NATO ambitions”, the EDA Chief Executive added. “Thanks to constant interaction between EDA and NATO experts, we have already established transatlantic links that could be further developed in the years to come”.

Jorge Domecq also took advantage of this trip to the United States to meet with Department of Defense officials.

D’un monde bipolaire à la fin de la Guerre froide, nous sommes aujourd’hui dans un monde multipolaire, marqué par l’arrivée de nouvelles puissances telles que la Chine ou l’Inde. Quelle place pour l’Europe dans la nouvelle configuration et les rapports de force entre les pays? Et, face à la multiplicité des crises, dans un monde globalisé où prospérité rime avec sécurité, la politique extérieure n’est aujourd’hui guère un choix. Elle est une nécessité.

 

La Politique européenne et de sécurité commune est devenue une réalité dès 1992 avec le traité de Maastricht. Javier Solana, Haut Représentant pour la politique étrangère et de sécurité commune de l’Union européenne, envisageait déjà, voilà plus de dix ans, la mise en œuvre d’une stratégie de sécurité européenne. Qu’en est-il réellement?

Force est de constater que nous en sommes aujourd’hui encore très loin, malgré quelques avancées certes concrètes. L’Union européenne jouit d’un poids relativement faible sur la scène internationale, notamment car nombre de décisions doivent être prises à l’unanimité des États membres.

 

Les premiers pas

Une politique européenne et de sécurité commune nécessite le volet défense. La crédibilité du projet européen est en jeu. Des développements et des évolutions concrètes ont vu le jour en la matière au début des années nonante.

Ainsi, lors de la déclaration de Petersberg en juin 1992, les États membres de l’Union européenne ont décidé de mettre en place des forces de défense pacificatrices via, entre autres, l’organisation de missions humanitaires, de missions de prévention des conflits et de maintien de la paix, de missions de forces de combat pour la gestion des crises, d’opérations de rétablissement de la paix ou encore d’actions conjointes en matière de désarmement. Il s’agit d’un premier pas vers une Europe de la défense.

Autre initiative intéressante: la création de l’Eurocorps en 1992, regroupant des contingents de cinq pays, la France et l’Allemagne initialement, auxquels se sont rajoutés la Belgique, l’Espagne et le Luxembourg.

 

Le tournant de 1998

En 1998, les Britanniques et les Français décident, à Saint-Malo, de la nécessité de doter l’Union européenne d’une capacité d’action autonome, y compris vis-à-vis de l’OTAN.

L’ambition de l’Union en matière de sécurité et de défense s’est renforcée en 1999 lors du sommet d’Helsinki avec la constitution d’une force de réaction rapide, puis la création de structures permanentes avec le traité de Nice (le Comité politique et de sécurité, le Comité militaire de l’Union européenne et l’État-major de l’Union européenne). Ces développements ont annoncé la mise en place de la Politique européenne de sécurité et de défense, puis de la Politique de sécurité et de défense commune dix ans plus tard.

 

Pour ou contre une armée européenne?

L’Union européenne demeure cependant peu cohérente sur la scène internationale, surtout sur le plan militaire. L’intervention en Libye en 2011 offre un exemple intéressant: certains États membres de l’Union, comme la France et le Royaume-Uni, sont intervenus durant la crise libyenne, mais il n’y a pas eu de réponse ou d’action commune du bloc européen. En découle un poids évidemment moindre de l’Union sur les questions et conflits internationaux.

Le président de la Commission européenne, Jean-Claude Juncker, s’est récemment exprimé sur l’idée de créer une armée européenne comme objectif à long terme. Ses propos ont fait couler beaucoup d’encre. L’ensemble des États membres de l’Union européenne ne s’accordent en effet nullement sur cette question. Pour certains pays, l’Organisation du traité de l’Atlantique Nord (OTAN) serait suffisante. N’oublions cependant pas que tous les États membres de l’Union ne sont pas membres de l’OTAN.

 

Bastion de souveraineté

La création d’une armée européenne homogène permettrait de renforcer le poids de l’Union sur le plan international. Signal fort sur la scène mondiale, il apporterait par ailleurs une réponse crédible en cas de menaces et risques pour la paix, non seulement dans les États membres mais aussi aux frontières de l’Union.

Mais cette idée est-elle capable de se matérialiser? Une telle armée, qui ne serait pas une simple juxtaposition de soldats des différents États membres, pourrait-elle voir le jour? La défense reste en effet aujourd’hui un important bastion de souveraineté nationale…

Statement of the SEDE Members, following the mission in Ukraine, Kiev 18-20 March 2015

The delegation of the Subcommittee on Security and Defence reiterated the European Parliament's global comprehensive support to Ukraine and its authorities. The SEDE delegation chaired by Anna Fotyga, included Ana Gomes, Michael Gahler, Eugen Freund as well as Andrej Plenkovic, Chair of EU-Ukrainian Delegation who joined the visit. Members were in Kiev in the framework of a joint mission with the Committee on Budgetary Affairs.

The delegation met with Ukrainian authorities including the Minister of Foreign Affairs Pavel Klimkin, the Speaker of the Verhovna Rada, Volodymyr Groysman and Members of the Parliamentary Committee for National Security and Defence as well as with the Head of the National Security and Defence Council Oleksandr Turchynov.

All Ukrainian interlocutors stressed that Russian strategy goal is to undermine not only the independence of Ukraine, but more generally European security. Turchinov said indeed that Russia has not achieved this goal and it will pursue, as before, by not implementing the Minsk ceasefire and preparing new offensive. To this "empire strikes back" strategy we need to build common counter strategy, a wall of economic sanctions and other measures that Putin will not be able to climb. For Klimkin a UN or EU peacekeeping mission is the solution, although a Russian veto is to be expected at the UN Security Council.

Members assured that sanctions will not be lifted before the Minsk agreement is fully implemented, which means that Ukraine will regain control over all of its border.

The delegation stressed the solidarity of the majority of EP with Ukraine and suggested that keeping this solidarity is key to deter further attempts to undermine Ukraine's and Europe's security.

The other meetings concentrated also on the difficulties in implementation of the Minsk agreements.

Members focused also on activities of EU Advisory Mission (EUAM Ukraine) under CSDP, which is a non executive civilian mission for the advise and mentoring to Ukrainian actors. Delegation agrees that EUAM costitutes an important element of the support in the process of reforms in Ukraine in areas of SSR, Rule of Law, fighting against corruption etc.

Visite de Jorge Domecq, directeur exécutif de l’Agence Européenne de Défense (AED)

Jean-Yves Le Drian, ministre français de la défense et Jorge Domecq, directeur exécutif de l’Agence Européenne de Défense (AED) se sont rencontrés pour aborder la participation française aux projets de l’AED ainsi que la préparation du Conseil européen de juin 2015.

 

« L’Agence européenne de Défense tient un rôle essentiel pour renforcer la coopération de défense en Europe et pour faciliter les synergies avec les politiques conduites par l’Union européenne : l’AED aura ainsi un rôle tout particulier à jouer dans la préparation et la mise en œuvre de l’Action Préparatoire qui va amorcer un effort de recherche européen dans le domaine de la Défense. Je me réjouis du travail mené par l’AED pour aider à bâtir une flotte multinationale de ravitailleurs en vol et des actions conduites pour préparer l’insertion dans le trafic aérien du futur DRONE MALE européen, projet que nous portons avec l’Allemagne et l’Italie. La France soutiendra pleinement le nouveau directeur exécutif de l’AED dans sa mission » a déclaré le ministre de la défense.

 

« L’Agence Européenne de Défense est un instrument au service des Etats membres. Nous les appuyons en comblant les déficits capacitaires les plus pressants, en coordonnant la recherche et la technologie au niveau européen et nous nous assurons que les intérêts militaires soient bien pris en compte par les grands projets de l’UE comme le Ciel Unique Européen. Je me suis engagé à répondre aux attentes fixées par les États membres et à éviter les duplications d’efforts. Notre première priorité est la préparation du Conseil européen de Juin, qui devrait apporter un coup d’accélérateur à la coopération de défense et à l’industrie d’armement en Europe » a dit Jorge Domecq lors de son entretien avec le ministre de la défense Jean-Yves Le Drian

 

Cette visite s’inscrit dans une série de déplacements et d’entretiens de M. Domecq avec l’ensemble des pays membres de l’AED à la suite à sa nomination à la tête de l’AED et précède la réunion des ministres de la Défense de l’Union européenne du 18 mai 2015.

Joint statement by French Minister of Defence Jean-Yves Le Drian and EDA Chief Executive Jorge Domecq

Jean-Yves Le Drian, French Minister of Defence and Jorge Domecq, Chief Executive of the European Defence Agency (EDA) met today to discuss French participation in EDA projects as well as preparations of the European Council discussion on defence in June 2015.

 

 “The European Defence Agency has an essential role to play for enabling defence cooperation in Europe and facilitating synergies with EU policies: EDA has a key role to play for example in the preparation and implementation of the CSDP related Preparatory Action. I welcome the work achieved to set up a multinational fleet of tankers, and the activities pursued in air traffic insertion in support of the MALE RPAS programme we run together with Germany and Italy. France will fully support the new EDA Chief Executive it his duty”said French Minister of Defence.

 

“The European Defence Agency is an instrument at the service of Member States. We support them in filling pressing capability shortfalls, in coordinating research and technology on a European level and we ensure that military interests are taken into account in wider EU policies such as Single European Sky. I am committed to answering to the expectations set by Member States and to avoid duplication of efforts. Our key priority is the preparation of the European Council next June, which should give a boost to defence cooperation and to defence industry across Europe.”, said Jorge Domecq during the meeting with Minister Le Drian.

 

The visit is part of a series of visits by Mr. Domecq to all EDA Member States following his appointment as EDA Chief Executive and ahead of the Ministerial Steering Board on 18 May 2015. So far, Mr. Domecq visited Spain, Lithuania, Latvia, the United Kingdom, Belgium, Germany, Portugal, the Netherlands, and Ireland.

Une formation à la gestion des crises à l’international avec l'IHEDN

L’IHEDN organise les 7 et 8 avril une formation à la gestion des crises à l’international "Acquérir des méthodologies, échanger des expériences".

"Fondées sur une approche résolument pratique, appuyées par des retours d’expériences, des exercices et des échanges avec des acteurs actuels ou passés de crises extérieures", les formations à la gestion des crises à l’international proposées par l’IHEDN ont été conçues pour fournir les clefs de compréhension de ces situations complexes.

EUFOR RCA: tough start, smooth end

On 15 March, the EU-led operation in the Central African Republic (CAR), EUFOR RCA, came to an end after slightly less than a year. The ninth EU military operation in the framework of the Common Security and Defence Policy (CSDP) was launched in April 2014 and deployed to the capital city, Bangui.  Mandated to provide stability in parts of Bangui, as well as secure the city’s airport for an initial period of six months, it was later renewed for a further three months before handing over to the UN operation (MINUSCA).

While the process of establishing the mission was painful and doubts were expressed over its added value, EUFOR RCA seems to have delivered on its mandate and contributed to stabilising the situation in Bangui. Sustaining these achievements – in part through the new EU advisory mission – is now one of the main challenges ahead.

Mission Europe du 18 au 20 mars - session nationale « Politique de défense » IHEDN

Dans le cadre de la mission Europe, une partie des auditeurs de la session nationale « Politique de défense » s’est rendue à Berlin, du 18 au 20 mars 2015. À cette occasion, un échange très fructueux entre l’IHEDN et la BAKS, son homologue allemand, s’est déroulé sur une thématique commune, afin de permettre aux auditeurs français et allemands de mieux se connaître et de réfléchir ensemble sur des problématiques stratégiques, qui concernent l’ Europe et plus particulièrement nos deux pays.

The European Union on 16 March launched a military advisory mission in the Central African Republic (EUMAM RCA), after its establishment on 19 January. The mission supports the Central African authorities in preparing the reform of the security sector with respect to the armed forces of the Central African Republic.

 

EU High Representative for Foreign Affairs and Security Policy, Federica Mogherini, said: "The EU continues its comprehensive support for stability and security in the Central African Republic. EU experts will now support preparations for security sector reform. This will help the Central Africa Republic turn the corner after this security crisis."

 

In close cooperation with the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), this mission will play a critical role in strengthening the security sector. Concurrently, EUMAM RCA will advise the military authorities of the Central African Republic (CAR) on the reforms necessary to transform the CAR armed forces into a professional, democratically controlled and ethnically representative army, the EU said. EUMAM RCA will also support the MINUSCA in achieving its mandate in the area of security sector reform and the vetting process.

 

EUMAM RCA is located in the country's capital Bangui. Brigadier General Dominique Laugel from France has been appointed EU Mission Commander for a team of up to 60 staff. The common costs of the operation are estimated at €7.9 million for 12 months.

 

EUMAM RCA takes over from EUFOR RCA, which completed its mission in Bangui on March 15 after 11 months of operations. Initially agreed for a period of 6 months after achieving full operational capability of the force, the mandate of EUFOR RCA actually lasted 9 months, after the Central African authorities and the United Nations requested an extension, deploying on the ground about 750 soldiers from 14 European Countries.

 

The EU said that during the last 11 months, the level of security in Bangui has significantly improved with internally displaced persons going back to their homes while the first refugees are beginning to return to Central African Republic.

European Union extends Somali training mission

The European Union has extended the EU training mission in Somalia (EUTM Somalia) until 31 December 2016 as it continues to providing basic, leadership and specialised military training and advice to the Somali military.

 

The decision was announced on March 16. EU High Representative for Foreign Affairs and Security Policy Federica Mogherini said: "The EU training mission has already made a real difference in Somalia by training around 5000 Somali troops. It will gradually shift towards mentoring Somali trainers, enabling the Somali National Army to progressively take over their own training. This will contribute to supporting Somalia's efforts to bring security and stability to the country."

 

The EUTM has been training Somali personnel since 2010. EUTM's efforts have contributed to the development of civilian control over the armed forces and to the management of the Ministry of Defence, as well as to the preparation of a Defence Plan within the overall context of public service, the EU said, adding that the mission's move from Uganda to Mogadishu in early 2014 greatly facilitated this work.

 

The EUTM Somalia is part of the EU's comprehensive approach to Somalia, which comprises diplomatic efforts, development support, humanitarian aid as well as security engagement. It includes two complementary missions under the EU's Common Security and Defence Policy: EUNAVFOR Operation ATALANTA contributing to fighting piracy off the Somali coast and EUCAP Nestor for maritime security capacity development in the Horn of Africa and the Western Indian Ocean.

 

EUTM Somalia was launched in December 2010 and has been based in Mogadishu since 2014. Brigadier General Antonio Maggi, from Italy, has been appointed Mission Commander as of 8 March 2015, heading a team of 125 staff.

After 11 months of intensive operations EUFOR RCA has successfully completed its mission in Bangui and all components have left the Central African Republic to return to their countries, but at the same time the European mission EUMAM is deployed, to facilitate the reorganization of the Central African armed forces.

 

After having handed over the responsibility of the airport one the 17th of November, EUFOR has transferred the responsibility of both 3rd and 5th districts to MINUSCA on the 28th of February, at a symbolic parade with all International Forces and Transitional Authorities.

 

Initially agreed for a period of 6 months after achieving full operational capability of the force, the mandate of EUFOR RCA actually lasted 9 months, after the Central African authorities and the United Nations requested an extension, deploying on the ground about 750 soldiers from 14 European Countries.

 

During the last 11 months, the level of security in Bangui has significantly improved, facilitating the deployment and actions of humanitarian actors embodying a global approach which is the higher level benefit of the operations of the European Union. IDPs are going back to their homes while the first refugees are begining to return to Central African Republic. And thus the economic and social life has restarted, the iconic PK5 market continues its development, freedom of movement of people has improved significantly, and all Bangui communities have begun reconciliations to regain their life together.

 

In his last speech delivered at UCATEX base to the lined-up EUFOR RCA Units, General Jean-Marc Bacquet, Force Commanders of EUFOR RCA, praised the continuous efforts of the European soldiers deployed in Bangui, to attain a safe and secure environment and to allow humanitarian organizations to provide aid and displaced persons to return home.

Britain Rejects EU Army Proposal

BRUSSELS — The UK has strongly rejected any possibility of a European army being created following a proposal along those lines made by European Commission President Jean-Claude Juncker.

 

"Our position is crystal clear that defence is a national, not an EU, responsibility and that there is no prospect of that position changing and no prospect of a European army," said a UK government spokesperson.

 

However, in a recent press statement, the European Federalist Party (EFP) welcomed the proposal to create a European army to face the threat represented by an increasingly assertive Russia as well as other security threats.

 

"Of course any army must be under democratic oversight, which requires the European Union to make a step further in the process of European integration towards a federal Europe with a stronger role for the European Parliament," said Pietro De Matteis, the president of the European Federalist Party.

 

Daniel Keohane, research director at the European think tank FRIDE, said he does not see it as a feasible proposal.

 

"There's no point in talking about an army unless you're talking about a federal state," Keohane told Defense News. "You need to be clear who is the political authority controlling it and who pays for it."

 

Keohane argued that the idea of military integration across the EU is a good one as "we have a demilitarization problem in the EU and falling defense budgets.This is what pooling and sharing in the EU is all about. But the drivers behind that integration have to be the national governments and not the EU institutions. That's the difficulty with the proposal."

 

While he said he can see why a committed federalist like Juncker wants to put the idea on the table, it is not "politically or militarily very realistic," Keohane said.

 

"I don't think it'll have much impact on the nuts and bolts of the EU defense debate as the Commission only plays a small role in that," he said. "Defense policy is really an intergovernmental area. More important is what EU governments will discuss at their June summit, where they are expected to discuss defense policy, and if anything new comes out of that, especially in terms of pooling and sharing. Without EU countries pooling more money, it is difficult to see how capabilities can improve much."

L'UE doit s'adapter sans plus tarder aux nouveaux défis de sécurité

L'UE et ses États membres devraient assumer sans plus tarder des responsabilités accrues pour leur sécurité et défense, au vu des niveaux sans précédent d'instabilité aux frontières européennes, selon une résolution adoptée lundi en commission des affaires étrangères. Les pays de l'UE doivent utiliser de manière plus efficace les outils de la politique de sécurité et de défense commune, coordonner leurs actions de sécurité internes et externes, et mettre davantage en commun les ressources.

 

Dans leur résolution annuelle sur la politique de sécurité et de défense commune (PSDC), les députés demandent l'adoption d'une stratégie commune pour relever les nouveaux défis de la sécurité de l'UE. Ils estiment que le Conseil européen de juin 2015 doit relancer de manière claire et concrète la réflexion stratégique, déjà en cours au sein du service européen pour l'action extérieure et du Conseil, sur une nouvelle stratégie européenne de sécurité. L'objectif est de répondre aux nouveaux scénarios géostratégiques, aux menaces et aux défis mondiaux.

La commission parlementaire regrette que, malgré les conclusions du sommet européen de décembre 2013, aucun progrès tangible important n'ait été réalisé pour équiper l'UE des ressources opérationnelles, industrielles et liées aux capacités nécessaires pour prévenir et gérer les crises internationales.

 

Les missions de la PSDC doivent faire partie d'une stratégie globale

Les missions civiles et militaires de l'UE doivent devenir de véritables outils efficaces et responsables de la stratégie d'action globale, au lieu de simplement donner de la visibilité à l'Union face à une crise, affirment les députés. Ils saluent néanmoins le professionnalisme et l'engagement du personnel des missions. L'Union européenne devrait pouvoir intervenir sur l'ensemble du spectre de gestion de crise et non se focaliser uniquement sur les instruments d'après-crise ou d'accompagnement de sortie de crise, ajoutent les députés.

 

Les parlementaires soulignent que les missions de l'UE doivent être financées de manière adéquate et que l'examen actuel du mécanisme Athéna pour financer leurs coûts communs doit faciliter le déploiement. Par ailleurs, les États membres doivent également faire preuve d'un engagement et d'une solidarité accrus pour fournir des forces, précise le texte.

 

Cyberdéfense: renforcer les capacités sans délai

La "menace imminente" de cyberattaques demande un renforcement immédiat des capacités de cyberdéfense de l'ensemble des États membres, expliquent les députés. Ils ajoutent que la cyberdéfense doit être intégrée de manière plus systématique dans les stratégies de sécurité nationale et qu'une stratégie européenne cohérente est nécessaire afin de protéger les infrastructures critiques contre les cyberattaques.

 

Vote en plénière en mai

La proposition de résolution, préparée par Arnaud Danjean (PPE, FR) et adoptée en commission par 45 voix pour, 18 voix contre et aucune abstention, devrait être débattue et votée lors de la session plénière de mai à Strasbourg.

EU must adapt to new security challenges at once, say foreign affairs MEPs

The EU and its member states must shoulder more responsibility for their security and defence at once, given the unprecedented levels of instability at EU borders, say Foreign Affairs Committee MEPs in a resolution voted on Monday. Member states must, as a matter of urgency, make more effective use of Common Security and Defence Policy tools, coordinate their internal and external security actions and pool resources more closely, says the text.

 

In their annual resolution on the EU’s Common Security and Defence Policy (CSDP), MEPs press it to adopt a common strategy to tackle new challenges to its security. Strategic reflection already under way within the European External Action Service and the Council on a new European Security Strategy to deal with new geostrategic scenarios, threats and global challenges must be given a clear and concrete boost at the June 2015 European Council, they say.

The committee regrets that despite the December 2013 EU summit conclusions, no substantial practical progress has been made in equipping the EU with much-needed operational, industrial and capabilities resources to prevent and manage international crises.

 

CSDP missions must form part of an overall strategy

EU civilian and military missions must become the genuine, effective and responsibly used tools of an overall action strategy, instead of merely raising the Union's crisis response profile, say MEPs, who nonetheless praise the professionalism and dedication of the missions' personnel.The EU should be able to intervene across the full spectrum of crisis management and not to focus exclusively on a post-crisis context or exit from crisis contexts, they add.MEPs stress that EU missions must be properly funded and that the current review of the Athena mechanism for funding their common costs must facilitate the deployment. Member states must also show more commitment and solidarity in supplying forces for these missions, they say.

 

Cyber defence: level up capabilities without delay

The "imminent threat" of cyber-attacks calls for an immediate “levelling-up” of the cyber defence capabilities of all member states, MEPs say. Cyber defence must be more systematically integrated within national security strategies and a coherent EU strategy is needed to protect critical infrastructure against cyber-attacks, the text also says.

 

Plenary vote in May

The draft resolution, prepared by Arnaud Danjean (EPP, FR) and passed in committee by 45 votes to 18, with 0 abstentions, is to be debated and put to a vote at the May plenary session in Strasbourg.

Le président de la Commission européenne, Jean-Claude Juncker, a appelé de ses vœux la création d’une armée de l’Union européenne dans un entretien avec Die Welt. Quatre motifs sous-tendent sa position :

1. Cela aiderait à la création d’une véritable politique de sécurité et de défense commune et reflèterait les responsabilités que l’Europe souhaite incarner sur la scène internationale
2. Cela permettrait à l’Europe de réagir à des menaces pesant sur un Etat-membre ou sur un pays voisin
3. Une armée commune aurait valeur de dissuasion aux yeux de tous, à commencer par la Russie
4. Une armée européenne permettrait de faire d’importantes économies

Depuis cet entretien, un buzz s’est emparé de la sphère médiatique. Avant d’aller plus loin, rappelons que les vues de Jean-Claude Juncker sont bien connues sur le sujet et qu’il s’était déjà prononcé dans ce sens lors de la campagne des élections européennes l’an dernier.

En apparence, ces quatre motifs semblent recevables. En réalité, ils sont caducs et, dans le contexte actuel, quasi contreproductifs.

Commission Chief Juncker Calls for EU Army

BERLIN — European Commission chief Jean-Claude Juncker on Sunday called for the creation of an EU army in the wake of rising tensions with Russia.

 

Juncker said the force could help counter new threats beyond the bloc's borders and defend European "values," in an interview with Germany's Welt am Sonntag newspaper.

 

"You would not create a European army to use it immediately," he was quoted as saying.

 

"But a common army among the Europeans would convey to Russia that we are serious about defending the values of the European Union."

 

He said a joint EU force would also lead to more efficient spending on military equipment and drive further integration of the bloc's 28 member states.

 

"Such an army would help us design a common foreign and security policy," the former Luxembourg prime minister said, but added that the force should not challenge NATO's defense role.

 

"Europe's image has suffered dramatically and also in terms of foreign policy, we don't seem to be taken entirely seriously."

 

The proposal was likely to rile opponents of deeper EU integration such as Britain but has won some support from Germany.

 

Defence Minister Ursula von der Leyen said last month that she was confident that "perhaps not my children but my grandchildren will have a United States of Europe" with its own military, news agency DPA reported.

 

Welt am Sonntag quoted the head of the German parliament's foreign policy committee, Norbert Roettgen, as saying that an EU army "is a European vision whose time has come".

 

The newspaper said that former NATO Secretary General Javier Solana would present a report on Monday in Brussels entitled "More Union in European Defence" calling for a new European security strategy including military capability to intervene beyond EU borders.
