Raytheon upgrading Phalanx weapon systems

TUCSON, Sept. 11 (UPI)

 

A $136.2 million contract has been given to Raytheon by the U.S. Navy for the re-manufacture, overhaul and upgrade of Phalanx Close-in Weapons Systems.

 

Phalanx is a rapid-fire, computer-controlled radar and 20 mm gun system that automatically acquires, tracks and destroys enemy threats.

 

The contract is for work on 19 Phalanx systems. It also provides for production of four SeaRAM Anti-ship Missile Defense Systems, the company said, and has a $94 million option for fiscal year 2014 to produce an additional dozen Phalanx systems and four more SeaRams.

 

"Phalanx is a vital ship self-defense system, providing the critical inner-layer of protection to sailors, Marines and ships," said Rick Nelson, vice president of Raytheon Missile Systems' Naval and Area Mission Defense product line.

 

"With SeaRAM comes a significant extension of that inner-layer battle space and the capacity to effectively engage multiple high-performance threats. Raytheon's ability to re-manufacture Phalanx equivalent to new manufacture condition -- in appearance, operation and performance -- provides a significant cost savings to our customers."

Raytheon GPS Launch and Checkout capability receives Interim Authorization to Test

Aurora CO - Raytheon received Interim Authorization to Test (IATT) security certification for the Global Positioning System Next Generation Operational Control System (GPS OCX) Launch and Checkout System (LCS) four months ahead of schedule. Raytheon received a one-year certification with no liens, meaning the government does not require any changes.

 

The LCS IATT certification enables Raytheon to move to the next stage of testing the Launch and Checkout System in preparation for launch of the first GPS III satellite.

 

"Successful IATT certification ahead of our original schedule demonstrates not only that Raytheon meets the U.S. Air Force's high standards for information assurance as we develop this critical national system, but also the efficient efforts of our government partners," said Matthew Gilligan, Raytheon's GPS OCX program manager and a vice president in Raytheon's Intelligence, Information and Services business.

 

"Typically IATT certification is given for six-month increments; the LCS one-year accreditation speaks to the quality of the information assurance design and threat protection."

 

The Interim Authorization to Test not only includes the LCS, but also Lockheed Martin's GPS III satellite support systems, including the Exercise and Rehearsal Training Tool and Upload Generation Tool.

 

Raytheon's OCX and the Lockheed Martin-built GPS III satellites are critical elements of the U.S. Air Force's effort to modernize the GPS enterprise while improving capabilities to meet the evolving demands of military, commercial and civilian users worldwide. OCX is being developed in two "blocks" using a commercial best practice iterative software development process.

 

There are seven iterations in Block 1 and one in Block 2. LCS is the fifth Iteration of Block 1, and it successfully completed Critical Design Review in June 2013.

 

The first GPS III satellite is in production at Lockheed Martin and expected to be delivered to the U.S. Air Force "flight-ready" in mid-2014. GPS III satellites are expected to deliver three times better accuracy, provide up to eight times more powerful anti-jamming capabilities, and include enhancements that extend spacecraft life 25 percent further than the prior GPS block.

 

The GPS III also will carry a new civil signal designed to be interoperable with other international global navigation satellite systems, enhancing civilian user connectivity.

US Army Awards Raytheon $54 M for Excalibur Ib

The U.S. Army awarded Raytheon Company (NYSE: RTN) a $54 million contract for the procurement of the second lot of the Excalibur Ib artillery round.

 

The Excalibur Ib is a precision-guided artillery projectile based on Raytheon's combat-proven Excalibur Ia-1 and Ia-2, a 155mm precision-guided, extended-range projectile that uses GPS precision guidance to provide accurate, first round, fire-for-effect capability in any environment.

 

"No other artillery round comes close to doing what Excalibur does for the warfighter," said Kevin Matthies, Raytheon Missile Systems' Excalibur program director. "The Excalibur Ib will not only provide industry-leading precision for the warfighter, it will also improve reliability and lower the unit cost."

 

With more than 690 rounds fired in theater to date, Excalibur is the revolutionary precision projectile for the U.S. Army and Marines. By using Excalibur's level of precision, there is a major reduction in the time, cost and logistical burden traditionally associated with using artillery munitions. Analyses have shown that on average it takes 10 to 50 conventional munitions to accomplish what one Excalibur can.

Advanced targeting technology enables efficient tactical engagements while reducing fratricide and collateral damage

    New Integrated Targeting Device will support U.S. forces as part of DARPAaEUR(tm)s Persistent Close Air Support program

 

BAE Systems will lead the development of an advanced technology that seeks to detect and identify targets at tactically significant ranges, providing accurate location of long-range targets for weapons engagement. This technology is intended to enable U.S. ground forces to execute air-ground missions close to friendly forces, more quickly and accurately.

 

The new Integrated Targeting Device (ITD) will be designed as a lightweight, handheld day-and-night system that will support the Persistent Close Air Support (PCAS) program. It will allow Joint Tactical Air Controllers (JTACs) on the ground to simultaneously visualize, select, and employ weapons against multiple moving targets in a specified area.  At the same time, the JTACs will be able to digitally task close air support assets to engage with enemy targets. The device will provide either GPS coordinates or laser guidance for targeting to enable faster mission implementation by U.S. ground forces, while reducing collateral damage and potential fratricide.

 

"BAE Systems’ expertise and significant investment in advanced electro-optic and packaging technology is evident in our approach to the ITD, allowing us to achieve the program’s challenging size and performance goals," said Mark Meisner, PCAS technical adviser for BAE Systems. "Through the PCAS program, we are continuing to innovate sensors, lasers, optics, and human factors that open the door to an entirely new set of mission capabilities for the warfighter."

 

Raytheon Missile Systems selected BAE Systems to develop the ITD under a contract with the Defense Advanced Research Projects Agency (DARPA) to support the PCAS program. The ITD will be integrated with a handheld tablet computer to help the warfighter visualize, select, and employ weapons as needed. The system will initially be demonstrated with the A-10 Warthog.

Raytheon Stinger trainer demos accuracy in Finland VSHORADS field trials

Raytheon Company's (NYSE: RTN) Stinger demonstrated flawless performance in recent Very Short Range Air Defense System (SHORADS) field trials in Finland. During the trials, six Finnish gunners were trained on three missile system tracking trainers. Using the trainer, each Finnish gunner successfully simulated tracking and engaging targets flown by the Finnish Army Materiel Command, including an F/A-18, NH-90 helicopter and Banshee drone.

 

Stinger's lethal performance is unmatched by any other SHORAD missile and has been demonstrated and validated by its extensive test and combat record.

 

"The Stinger is best known for its Man-Portable Air-Defense System (MANPADS) variant, which gives the missile a surface-to-air capability, and these field trials prove that our competitors have yet to develop a MANPADS system that can truly outperform Stinger," said Mark Nicol, program director of Raytheon Missile Systems' Stinger program.

 

The Stinger missile has specifically demonstrated its ability to successfully engage rotary- and fixed-wing aircraft and unmanned aerial vehicles during numerous test flights and in combat.

 

"We have taken a system that has proven itself time and time again in critical combat situations, and have continually evolved the technology," Nicol said. "The result is a system that is proven and designed for today's warfighter in current and future conflicts."

 

Stinger offers a high explosive hit-to-kill, blast-fragmentation warhead. Stinger has nearly 300 combat kills and a success rate of over 92 percent in more than 1,500 live fire tests by U.S. and allied forces. Unlike other SHORAD missiles, Stinger is designed to engage a target with one shot. Stinger is a highly reliable system that requires no regular scheduled maintenance by the user.

 

"As our international allies look to deploy highly advanced defense postures with proven systems, Stinger will continue to remain a major player in the ground-based air defense arena," said Michelle Lohmeier, vice president of Raytheon Missile Systems' Land Combat product line.

FIM-92 Stinger in Finnish Missile Firing Trials

Raytheon Missile Systems' FIM-92 Stinger ground-launched air defence missile has proved its worth during SHORAD (Very Short Range Air Defense System) tests conducted in Finland.

 

The Finnish SHORAD trials involved six combat troops who, in pairs, operated a trio of missile system tracking trainers. These systems allowed each gunner to follow and engage with a variety of airborne targets. These targets included a Finnish Air Force F-18C Hornet combat aircraft and a Finnish Army Aviation NH90 TTH tactical transport helicopter.

 

According to Raytheon, no other SHORAD missile can equal the FIM-92 Stinger's combat lethality, as showcased during numerous pasts tests and operational deployments.

 

FIM-92 Stinger Missile

 

Developed throughout the 1970s, the FIM-92 Stinger missile entered service in 1981. Capable of being launched from a multiplicity of platforms include man-portable air-defense systems (MANPADS), AH-64 Apache and Tiger attack helicopters and MQ-1 Predator UAVs, the Stinger is guided by an infrared homing system and has an effective range of three miles.

 

Combined, the world's numerous FIM-92 Stinger operators have achieved almost 300 combat engagements and achieved a hit rate of more than 90 per cent during the course of 1,500 trials.

 

Finnish Stinger Missile Trials

Active since 1918, the Finnish Army has six components: infantry, field artillery, anti-aircraft artillery, signals, engineers and materiel troops.

 

The FIM-92 Stinger is one of several missiles in the running to replace the Finnish Army's SA-18 SAMs. As such, it is effectively in competition with the MBDA Mistral, the Saab Bolide and others.

Defense Giant's Tomahawk Missile Poised for Leading Role

 

WASHINGTON — Analysts say US defense giant Raytheon’s recent stock price uptick should continue for some time, with its Tomahawk cruise missile poised to star in America’s next likely military operation.

 

The Raytheon-made cruise missile is loaded on US Navy ships positioned within striking distance of Syrian military targets. The White House is reportedly readying plans for limited military strikes to punish Syrian leader Bashar al-Assad for a deadly Aug. 21 chemical weapons attack.

 

Raytheon’s stock was trading well over $75 per share as of mid-afternoon on Wednesday, up from $71 per share just a few weeks ago.

 

What changed?

 

US President Barack Obama and his national security aides decided Assad’s latest alleged use of chemical arms violated the “red line” he established last summer. Once it became clear Obama opposes inserting ground troops and prefers pounding Syrian targets from afar to punish Assad, the Tomahawk and its manufacturer became the darling of Wall Street.

 

Obama’s shift from the Syrian sidelines to readying to strike sent Raytheon’s stock to a 52-week high of $77.93 this week. The price fell to around $75.25 near Tuesday’s closing bell, before climbing again on Wednesday.

 

Those prices are well above the stock’s six-month (just under $55 a share) and 12-month ($52.24) lows. The price fluctuated between $55 and $60 from March to late April, climbing to nearly $65 by late May. It hovered around $65.50 during June and for much of July, then began a slow climb toward current levels.

 

Analysts say there are many reasons the stock is suddenly more popular on “The Street.”

 

“Tomahawk is once again proving to be the ideal weapon for a measured response to aggression,” said Loren Thompson, a defense industry analyst and consultant.

 

“But the Navy needs to greatly increase the number of cruise missiles in its inventory so it can cope with protracted contingencies,” the Lexington Institute COO said on Wednesday. “That raised the prospect of new sales for Raytheon.”

 

Lawrence Korb, a former Pentagon official now with the Center for American Progress, said Raytheon’s stock price began to climb “once people began saying, ‘We weren’t going to send in ground troops but we are going to do something.’ ”

 

“It became pretty clear that meant cruise missile strikes,” Korb said. “That means the Tomahawk. And if you’re going to shoot a whole bunch of them, you’re going to have to buy more.”

    Test further verifies missile's role in extended range fleet defense

 

The U.S. Navy fired two Raytheon Company Standard Missile-6 interceptors from the USS Chancellorsville, successfully engaging two cruise missile targets (BQM-74 drones) in the missile's first over-the-horizon test scenario at sea.

 

The SM-6 will provide U.S. Navy sailors and their vessels extended range protection against fixed- and rotary-wing aircraft, unmanned aerial vehicles and cruise missiles as part of the Naval Integrated Fire Control - Counter Air (NIFC-CA) mission area.

 

"The SM-6's ability to engage threats at significantly greater ranges than other missiles in its class is a game changer for the U.S. Navy," said Jim Normoyle, Raytheon Missile Systems' SM-6 program director. "We verified the weapon's new processor earlier this month, and we're preparing for the USS Chancellorsville's Combat Systems Ship Qualification Trials in November."

 

In February, Raytheon delivered the first SM-6 from its new $75 million, 70,000 square-foot SM-6 and Standard Missile-3 all-up-round production facility at Redstone Arsenal in Huntsville, Ala. In May, a Defense Acquisition Board approved full-rate production of the SM-6 missile.

 

"SM-6 combines the best of our SM-2, SM-3 and AMRAAM missiles, providing an enhanced anti-air warfare and over-the-horizon capability at a reduced cost," said Mike Campisi, Raytheon Missile Systems' senior director of Standard Missile-1, -2, and -6 programs. "We have delivered more than 50 missiles ahead of schedule and under cost, and we remain on track to reach initial operating capability in 2013."

The Raytheon-built joint land attack cruise missile defence elevated sensor (JLENS) system has successfully completed the US Army's early user testing (EUT), at an undisclosed location.

 

The six-week-long EUT evaluated the JLENS' ability to operate in a multitude of complex scenarios, simulated an operational environment.

 

In addition, the system demonstrated its long endurance through a 20 day continuous operation during testing, which paves the way for operational evaluation at Aberdeen Proving Ground in Maryland, US.

 

US Army JLENS product manager Dean Barten said the EUT completion confirmed JLENS' maturity and its readiness to be deployed according to soldier's requirements.

 

"With EUT under our belts, we are well on our way to deploying the system to Aberdeen Proving Ground for an operational evaluation, and ultimately, putting JLENS in the hands of the soldier," Barten said.

 

Raytheon Integrated Defense Systems business Global Integrated Sensors vice-president Dave Gulla said the completion follows a series of JLENS achievements, including detection of a ballistic-missile surrogate and enabling the intercept of cruise missile targets with the patriot and standard missile six.

 

"JLENS is essential to national security because it provides a proven capability against threats that no other system in the world offers," Gulla added.

 

Equipped with a powerful integrated radar system, JLENS is an affordable elevated, persistent over-the-horizon sensor system designed to detect, track and engage a broad range of distantly located threats in the battlefield.

 

The system primarily helps combatant commanders defeat a variety of threats including hostile cruise missiles, low-flying manned and unmanned aircraft, as well as moving surface vehicles, such as swarming boats, mobile missile launchers, automobiles and tanks.

 

Featuring two tethered, 74m aerostats that are networked to mobile mooring stations, and a communications and processing group, the system provides 24/7 surveillance coverage for 30 days, in addition to enabling ascent phase detection of tactical ballistic missiles and large-calibre rockets.

En collaboration avec Raytheon, BAE Systems a réalisé une série d’essais aboutissant à la qualification des bombes à guidage laser de type Paveway IV sur Eurofighter Typhoon, dotant ainsi ce chasseur de capacitées améliorées dans ses missions air-sol. La mise en avant du caractère multirôle de l’avion intervient après la même démarche adoptée le Rafale de Dassault avec les AASM à guidage laser il y a quelques temps.

 
Dorénavant, les Eurofighter «Typhoon II» de type IPA6 de la Royal Air Force pourront mettre en oeuvre jusqu’à 6 bombes guidées Paveway IV d’un poids unitaire de 226 kg (500 lb) . Ce type de bombe est déjà en service sur les avions de combat Panavia Tornado GR4 de la RAF et équipera plus tard les F-35B de Lockheed-Martin qui seront en dotation au Royaume-Uni.

 

La RAF dote ses Eurofighter de bombes Paveway IV à guidage laser

Le programme P1Eb, Phase 1 d’amélioration des Typhoon comprend l’intégration de nouvelles armes, y compris les Paveway IV et les EGBU-16, Enhanced « Paveway II » GBU-16 dans le cadre du programme anglais PGB (Precision Guided Bomb). L’intégration d’un pod de désignation laser (LDP) devrait intervenir ultérieurement sur la tranche 2. Les essais d’intégration des Paveway IV ont débuté en 2011 avec un premier tir réussi en mars de cette même année. Ce premier test a été suivi, par une campagne de 15 sorties qui ont permis d’évaluer la libération en toute sécurité de la munition depuis un Eurofighter selon plusieurs configurations.

Variant provides enhanced capability to warfighter

 

Raytheon Company received an $80.5 million production contract award from the U.S. Navy to procure Joint Standoff Weapon (JSOW) C-1's. The contract was awarded in Raytheon's second quarter of 2013.

 

"JSOW C-1 enables the warfighter to precisely engage targets well beyond most enemy air defenses, thus limiting the threat of adversarial forces," said Celeste Mohr, JSOW program director for Raytheon Missile Systems. "JSOW is exceptionally dependable and provides immeasurable value to the warfighter."

 

The JSOW C-1 adds a weapon datalink radio and modified seeker software to the existing JSOW C, which increases the anti-surface warfare mission capability. The weapon is designed to provide fleet forces with the capability and flexibility to engage moving maritime targets, while retaining its robust capability against stationary land targets.

 

"With more than 400 JSOW A's employed in combat, this weapon has stood the tests of time," said Harry Schulte, vice president of Air Warfare Systems for Raytheon Missile Systems. "Furthermore, the JSOW program has sustained on-time deliveries for 11 years while concurrently maintaining costs. The JSOW has a remarkable record of reliability, resourcefulness and accuracy."

 

Work on the contract will be performed in Tucson, Ariz.; Cedar Rapids, Iowa; McAlester, Okla.; and Dallas, Texas. Delivery of the missiles is scheduled to begin in the second quarter of 2014.

JSOW is a family of low-cost, air-to-ground weapons that employs an integrated GPS-inertial navigation system and terminal imaging infrared seeker. JSOW C-1 adds the two-way Strike Common Weapon Datalink to the combat-proven weapon, enabling a moving maritime target capability. Raytheon Mk 54 Torpedoes For Australia

The US DSCA (Defense Security Cooperation Agency) has advised US Congress of plans to supply Australia with a maximum of 100 Mk 54 torpedoes in a deal valued at $83 million.

 

The planned Mk 54 LHT (Lightweight Hybrid Torpedo) contract would encompass the weapons themselves, along with 13 mock torpedoes (for training purposes), test and support equipment, training and technical support.

 

If the deal is approved, the torpedoes will be manufactured by US defence contractor Raytheon.

In a statement on the proposed Australian Mk 54 torpedoes sale, the DSCA describes Australia as 'an important ally in the Western Pacific that contributes significantly to ensuring peace and stability in the region'. It adds: 'The proposed sale of this equipment and support will not alter the basic military balance in the region.'

 

It is Australia's intention to fit these torpedoes to its in-service Sikorsky MH-60R Seahawk helicopters, along with its yet-to-be-acquired Boeing P-8A Poseidons.

 

It now falls to US Congress to consider the proposition and give its approval, all being well.

The Mark 54 Lightweight Hybrid Torpedo is the product of a Raytheon and US Navy partnership established to produce a Mk 46 and Mk 50 torpedoes replacement.

 

The Mk 54 combines elements of both its predecessors - namely the Mk 46's power system and the Mk 50's warhead. Development got underway in 1999 and, five years later, the design entered series production.

 

The Mk 54 Lightweight Hybrid Torpedo is compatible with the majority of anti-submarine warfare (ASW) aircraft and, when deployed on ships, can be launched in two ways: either from vertical launchers or torpedo tubes

 

Using what Raytheon terms 'sophisticated processing algorithms to analyse the information, edit out false targets or countermeasures, and then pursue identified threats', the Mk 54 is a 'low-cost weapon that meets all performance requirements for littoral warfare'.

Raytheon awarded NAVAIR contract to build and deploy cross-domain surveillance system

Dulles VA - Raytheon has been awarded a contract with the U.S. Naval Air Systems Command (NAVAIR) to build an integrated multi-INT system to safeguard forward deployed forces.

 

The Persistent Surveillance System Cross Domain Solution (PSS CDS) gives warfighters an advantage by providing a complete picture of impending threats, from both classified and unclassified sources. The contract was awarded in Raytheon's second quarter of 2013.

 

"The PSS CDS is a proven solution and one that offers protection to our warfighters in hostile, remote environments by granting them real-time access to secure, multi-domain intelligence, surveillance and reconnaissance data," said Mark Kipphut, Tactical Intelligence Systems director for Raytheon's Intelligence, Information and Services business.

 

"What makes this system unique is its game-changing capability to quickly share data between classified and unclassified environments."

 

The PSS CDS, a software package small enough to mount onboard an aircraft, transfers sensor data, high-definition surveillance video, and traditional and non-traditional ISR imagery, as well as situational awareness data, to give warfighters a complete picture of impending local threats, including an improvised explosive device or a group of insurgents.

 

Additionally, the system protects U.S. forces by gathering intelligence from hundreds of miles away using sensors on aerostats, towers and unmanned aerial vehicles, allowing warfighters to make confident and informed decisions in real-time.

As the Middle East descends deeper into conflict, Israel's military is set to deploy its sixth Iron Dome counter-rocket battery, produced by Rafael Advanced Defense Systems, and is preparing to take delivery of the first unit of David's Sling, another Rafael anti-missile system.

 

The new Iron Dome battery, intended to shoot down short-range missiles like the Soviet-designed Grads used by Lebanon's Hezbollah and Palestinian militants in the Gaza Strip, has been upgraded and its range extended. That means the system, the only combat-tested weapon in the multilayered anti-missile shield Israel is building, can intercept hostile rockets earlier in their trajectory and minimize damage and casualties.

 

Iron Dome, heavily funded by the United States, became operational in early 2011.

 

The fifth and sixth batteries received by the air force, which has control of all air defenses, are improved versions of a system that currently has a kill rate of around 85 percent of those rockets it engages. The sixth battery is expected to be deployed within two months, and could be delivered as early as July.

 

The Jerusalem Post reported that two further batteries could be deployed by January 2014.

 

Military planners have said they need 20 Iron Dome batteries to cover all of Israel, although the new-model systems, which can cover wider areas than the earlier variants and intercept multiple targets coming from different directions, may mean that fewer batteries will be required.

 

Israel's Defense Ministry, hit by budgetary cuts, has had to turn to Washington for funds to buy the batteries, which cost more than $50 million apiece.

 

The Pentagon's Missile Defense Agency included $220 million in its annual budget in March for Israel to buy more Iron Dome batteries in fiscal 2014. That was the first time the MDA had specifically sought funds for Iron Dome, underlining the U.S. Defense Department's commitment to maintain military aid for Israel, outside the $3.1 billion it gets every year, despite major cuts in U.S. defense spending.

 

The U.S. House of Representatives Armed Services Committee approved a $284 million funding increase June 6 for Israel's anti-missile shield, including an additional $15 million for the Iron Dome program.

 

The United States provided $205 million in 2011 for the Israeli air force to buy the first four Iron Dome batteries.

Israel gets sixth Iron Dome, awaits David's Sling

Iron Dome is the bottom tier of the four-level anti-missile shield the Israelis call "Homa," the wall, which will protect the tiny Mediterranean state against the short-range Grads, the longer range Iranian-built Zelzals and Fateh-110s possess by Hezbollah and Iran's strategic Shehab-3 intermediate–range ballistic missiles -- with more advanced Sejjil-2 weapons in the pipeline -- and Syria's Scud-D weapons.

 

David's Sling, being developed by Rafael and the Raytheon Co. of the United States, was unveiled at the Paris Air Show this month. Until then, all that Israelis been seen of it was a brief video of a secret test in the Negev Desert of southern Israel in November 2012.

 

Also known as Magic Wand, David's Sling is designed to intercept medium-range missiles at a range of 100 miles.

 

It's the next layer in the shield above Iron Dome and underwent its first test-flight in February. It's scheduled to become operational in 2014. Each missile costs $1 million.

 

After that comes Arrow-2, developed by state-owned Israel Aerospace Industries. The $1 billion program was heavily financed by the Americans. Two Arrow-2 batteries are known to have been deployed to intercept ballistic missiles at high altitude and long range.

 

A more advanced variant, Arrow-3, is currently being developed by IAI and the Boeing Co. of the United States. It will be more powerful, capable of intercepting missiles at altitudes of 70 miles or more outside Earth's atmosphere earlier in their trajectories than Arrow-2.

 

The primary function of the road-mobile David's Sling system in Israel's current threat environment is to counter the medium-range missiles like the Fateh-100s that Hezbollah now has in considerable numbers north of Israel and which can reach pretty much anywhere inside the Jewish state, including all its cities and major towns.

 

David's Sling will be able to backstop the two Arrow variants against ballistic and cruise missiles that get past them. It can cover all of Israel from a small number of launch sites around the country.

New precision munition will protect against swarming boat threats

 

Raytheon Company (NYSE: RTN) has initiated an internally funded program to enhance its combat-proven 155mm Excalibur GPS-guided projectile with a new guidance and navigation unit (GNU) with a semi-active laser (SAL) end-game targeting capability. Addition of the SAL seeker will allow the munition to attack moving targets, attack targets that have re-positioned after firing, or change the impact point to avoid casualties and collateral damage.

 

"No other gun-launched GPS-guided artillery round is as precise as Excalibur, which in its current design gives one the ability to hit within 4 meters of the target 90 percent of the time," said Kevin Matthies, Excalibur program director for Raytheon Missile Systems. "Now we're ready to take this to the next level, giving the warfighter the ability to not only re-target the munition in flight, but leverage Excalibur's maneuverability to use the pinpoint precision of a semi-active laser seeker to hit targets on the move."

 

This new Excalibur variant using SAL guidance paves the way for GPS-guided Excalibur Ib customers to upgrade their Excalibur Ib guidance and navigation units with a GPS/SAL capability. Recent tests of the SAL seeker have demonstrated the robustness of the design in a severe gun-firing environment.

 

In addition to 155mm artillery land forces worldwide, the GPS/SAL capability will be available for both 155mm and 5-inch (127mm) naval guns to address moving targets on land and at sea. Counter-swarming boat capability will be the prime focus of the at-sea moving target capability using a high-firing rate, large caliber, affordable munition that can be fired from land or sea platforms. The transition to the naval 5-inch configuration is easily made as the existing 155mm Excalibur Ib GNU design also fits in a 127mm projectile body.

 

"Excalibur has proven itself an invaluable asset for avoiding collateral damage while defeating targets that may otherwise be out of reach or cannot be quickly engaged," said Michelle Lohmeier, vice president of Land Combat for Raytheon Missile Systems. Raytheon Company has delivered the first High Mobility Launcher (HML) for Norway's National Advanced Surface-to-Air Missile System (NASAMS) to provide Norway with advanced air defense capability. When time is of the essence to protect high-value assets and populations, the HML significantly reduces the time required to transport and ready the system.

    US Army could use existing vehicular radios to fill need for tactical wireless Internet

 

Raytheon Company's (NYSE: RTN) jam-resistant, battlefield radio recently transmitted data securely over the air to more than 30 Stryker combat vehicles, proving that it could meet the U.S. Army's need for a tactical wireless Internet via a vehicle-mounted mobile radio system.

 

The EXF1915, an upgraded version of Enhanced Position Location Reporting System (EPLRS) radios, completed several months of continual, sustained secure data transmissions for the combat vehicles of the 4th Brigade 2nd Infantry Division Stryker Brigade Combat Team, or 4/2 SBCT. Soldiers were able to send and receive e-mail and chat messages and access the brigade's intranet-like Web portal, marking the first time 4/2 SBCT was able to tap into a secure wireless network.

 

EPLRS joined combat operations in Afghanistan following tests at Fort Irwin, Calif.

 

"The EPLRS Enhanced Services extended secure voice, data, and e-mail services to the Stryker vehicles of platoon through brigade-level leaders during combat operations forward of tactical bases," said Col. Michael Getchell, commander of 4/2 SBCT. "Prior to the installation of the EPLRS ES network, this level of upper TI (Tactical Internet) communications were limited to fixed tactical operations centers using the pre-existing infrastructure on FOBs (Forward Operating Bases) and COPs (Combat Outposts) in the Panjwa'I District of Kandahar, Afghanistan."

 

Over 28,000 EPLRS radios have been purchased to provide "on the move" networking capabilities. These radios, already deployed in significant numbers aboard U.S. Army vehicles, can be upgraded at a fraction of the cost of a new radio system to support the lower-tier network requirements.

 

When connected to the Army's middle- and upper-tier networks, the EXF1915, also known as the RT-1915, provides high-speed IP network services for an entire brigade of Stryker and other combat vehicles. These capabilities provide more choices and greater purchasing flexibility as the service seeks a lower-tier networking radio system.

 

"EPLRS has served the Army well over the years, and now it can be converted to the new EXF1915 to help the service quickly and inexpensively network a fleet of combat vehicles," said Scott Whatmough, vice president of Integrated Communication Systems for Raytheon's Space and Airborne Systems business. "We've continually improved our radio technology and matured it to the point where we can offer a lower cost alternative for the thousands of already-equipped Army vehicles."

 

Building upon the EXF1915 serving the lower tier, the MR-150, using the higher-bandwidth Next Generation Mobile Ad Hoc Network Waveform (NMW), could provide the Army with additional flexibility for its mid-tier networking requirements. The NMW network has undergone stringent testing at two Network Integration Evaluation exercises, has been deployed in theater, and has proven to be the highest-performing mid-tier technology.

 

The combination of the EXF-1915 and the MR-150 fills the data networking void with a low-cost, ready today, proven solution.

    New capabilities reduce radio emissions and improve performance

 

Raytheon Company (NYSE: RTN), under a contract modification from the U.S. Army, is adding new capabilities to the Identification Friend or Foe interrogator to reduce Radio Frequency (RF) emissions and enhance target identification for the warfighter.

 

"We understood that the warfighter needed an improved identification capability, so Raytheon is both increasing the capability of the interrogator system and reducing RF emissions," said Glen Bassett, director of Advanced Communication and Countermeasures for Raytheon's Space and Airborne Systems business.

 

The addition of Mode S, awarded to Raytheon in September 2012, will allow the warfighter to query targets individually and has the ability to track and identify targets passively rather than filling the airspace with RF.

 

The U.S. Army requires the use of Mode S interrogations to maintain the ability to distinguish the intent and identify civil targets that operate in the airspace to avoid fratricide. This modification will reduce the impact of military operations on civil air traffic control in the National Airspace.

 

The new Mode S and passive receive capability will be initially integrated on the Air Traffic, Navigation, Integration, and Coordination System's (ATNAVICS) host platform, and has applications for other air defense systems.

Raytheon Co., Tucson, Ariz., is being awarded an $80,497,513 firm-fixed-price contract for the procurement of 200 full rate production Lot 9 AGM-154C-1 Unitary Joint Stand-Off Weapon missiles, including associated support equipment.

 

In addition, this contract provides for one AGM-154C-1 for performance characterization test.

 

Work will be performed in Dallas, Texas (44 percent); Cedar Rapids, Iowa (24 percent); Tucson, Ariz. (22 percent); and McAllester, Okla. (10 percent), and is expected to be completed in July 2015.

 

Fiscal 2013 Weapons Procurement, Navy funds in the amount of $80,497,513 is being obligated on this award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1.

 

The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0011).

Raytheon explores further developments after MALD-J completes operational tests

Washington DC - Raytheon's Miniature Air Launched Decoy-Jammer (MALD-J) completed operational testing in late May, a senior company official says. The results of the testing should be available "this fall", but the US Air Force is already buying the MALD-J in quantity.

 

"We just negotiated lot six with the US Air Force, and they bought lot six and they are all jammers," says Jeff White, Raytheon's MALD business development manager. The sixth production lot of the air-launched decoys consists of 202 MALD-J vehicles, for a total price of $81 million.

 

White points out that this is the third lot of the MALD-J decoys that the USAF has purchased since the service started procuring the jammer variant of the MALD in the fourth production lot. So far the USAF has ordered about 650 MALD-J decoys, he says, with more to come.

 

"We're negotiating lot seven now," White says. "That'll come out next year."

 

Even though the MALD-J has completed its developmental activities, Raytheon is moving forward on potential naval applications for the jet-powered decoy. The company is working on risk reduction activities for the US Navy's Airborne Electronic Attack Expendable air-launched decoy programme, with White saying its proposal would use the MALD-J as a baseline.

 

White also says that Raytheon is working with the Office of Naval Research on a programme called Cerberus, which would fit the MALD with multiple payloads for the service's offensive anti-surface warfare mission. White says that if the navy can secure funding in the 2015 budget, the service could receive its first MALDs in 2017 or 2018.

 

A third development is being funded internally by Raytheon to effectively turn the decoy into a cruise missile of sorts by adding a thermobaric warhead to the decoy, White says. The company is also looking at adding a data-link to the device.

 

Another Raytheon-funded development is the MALD cargo aircraft launch system, which would enable a transport, such as the Lockheed Martin C-130J, to launch as many as 24 of the decoys. The company released inert MALDs from a Hercules in March 2011, but hopes to carry out a full live demonstration of the capability this year or during 2014, White says.

    Engagements validate defensive weapon's upgrades

 

The U.S. Navy completed the first series of developmental and operational testing (DT/OT) of Raytheon Company's (NYSE: RTN) Rolling Airframe Missile Block 2.

 

In at-sea tests conducted from the U.S. Navy's Self-Defense Test Ship, RAM Block 2 missiles engaged two targets in tactical dual-salvo scenarios designed to demonstrate the advanced missile's defensive capabilities. The DT/OT tests successfully engaged high-speed, maneuvering and sub-sonic, maneuvering targets with all four RAM Block 2 missiles meeting test objectives.

 

"RAM Block 2's success in these developmental tests follows the completion of a series of guidance test vehicle flight tests," said Rick Nelson, vice president of Raytheon Missile Systems' Naval and Area Mission Defense product line. "RAM Block 2's increased kinematic capability and its advanced guidance system will continue to give the warfighter an unfair advantage in the fight."

 

Raytheon and its manufacturing partner RAMSYS of Germany were awarded the second U.S. Navy RAM Block 2 low-rate production contact for 61 missiles in December 2012. In addition, as previously reported, the company received a $155.6 million Block 2 production contract for the German navy earlier this year.

 

The RAM Block 2 upgrade includes a four-axis independent control actuator system and an increase in rocket motor capability, increasing the missile's effective range and delivering a significant increase in maneuverability. The improved missile also incorporates an upgraded passive radio frequency seeker, a digital autopilot and engineering changes in selected infrared seeker components.

 

RAM is a supersonic, lightweight, quick reaction, fire-and-forget missile providing defense against anti-ship cruise missiles, helicopter and airborne threats, and hostile surface craft. The missile's autonomous dual-mode, passive radio frequency and infrared guidance design provide a high-firepower capability for engaging multiple threats simultaneously. RAM is installed, or planned for installation, aboard more than 165 ships as an integral self-defense weapon for the navies of Egypt, Germany, Greece, Japan, the Republic of Korea, Turkey, the United Arab Emirates and the United States.
