Raytheon of the United States has received a $106 million contract for Paveway II bomb kits, which convert free-fall bombs into precision-guided munitions.

 

The order, the result of a direct commercial sale from an international customer who wasn't identified, includes Paveway kits for both GBU-12 bombs and GBU-58 bombs.

 

"Customers worldwide continue to select Raytheon's Paveway to protect their warfighters and citizens," said Harry Schulte, vice president of Raytheon Missile Systems' Air Warfare Systems. "This contract further demonstrates Raytheon's long-standing commitment to its international partners."

 

Raytheon said its Paveway family of products is compatible across a broad spectrum of warheads and that enhanced versions include capabilities such as Global Positioning System/Inertial Navigation System guidance capabilities for greater precision and flexibility than traditional laser-guided weapons.

 

The result is a "weapon that decreases the required sortie count and weapons inventory while simultaneously increasing the mission success rate."

Minister for Defence Stephen Smith and Minister for Defence Materiel Dr Mike Kelly today announced that three Tenderers have been selected to progress Project Air 9000 Phase 7 which will provide a new helicopter aircrew training system to meet the future rotary wing training needs of the Australian Defence Force (ADF).
 
AIR 9000 Phase 7 is an important project which will deliver a new joint helicopter aircrew training system for Army and Navy to be based at Nowra, New South Wales.
 
This new joint training system will overcome the broadening gap in training systems required for the advanced operational helicopters to be operated by the future ADF, including 22 Tiger Armed Reconnaissance Helicopters, 47 MRH90 Multi-role helicopters, 24 Seahawk Romeo maritime combat helicopters, and 7 CH-47 (F) Chinook medium lift helicopters.
 
The new joint training system will allow the retirement of 40 Kiowa helicopters operated by Army and 13 Squirrel helicopters operated by Navy. The new training system will comprise a combination of light twin-engine helicopters, with options for basic and advanced avionic systems; a mix of Synthetic Training Devices (Simulators and Part-Task Trainers); new Training, Administration and Warehousing facilities; and Integrated Through Life Support. An Aviation Training Vessel will also be supplied as a component of the new training system through existing Defence Maritime Support arrangements

The three short-listed Tenderers are the teams led by Australian Aerospace Ltd, Boeing Defence Australia Ltd and Raytheon Australia Pty Ltd.
 
The Request for Tender was issued in early 2012. The three short-listed Tenderers will now enter the second phase of the evaluation, which will include the development and evaluation of final proposals.
 
A decision on the successful tenderer is expected by mid-2014, with training on the new (system) expected to commence in 2016/17.
 
The total project value is up to $1 billion.

Four additional radar sites of the Netherland's air force are being upgraded by Raytheon in Britain.

 

The upgrade will include improved technology such as WiMax interference filtering for discerning true from false targets caused by the blades of wind turbines at wind farms.

 

The award, the value of which wasn't disclosed follows Raytheon's successful implementation of the first Wind Farm Mitigation upgrade at Dutch air force's Woensdrecht Air Base.

 

"This program represents the culmination of nearly three years of research and development effort to upgrade the complete air traffic control radar system with technology to mitigate the adverse effects on radar performance caused by wind turbines," said Richard Daniel, managing director of Raytheon UK's Defense and Air Traffic Management business.

 

"We are delighted with the progress made so far, and look forward to working with the Royal Netherlands Air Force across their remaining sites."

 

Raytheon said the work should be completed within 12-15 months.

Le sultanat va acquérir le système de défense aérienne américain de Raytheon SLAMRAAM pour un montant de 2,1 milliard de dollars (1,6 milliard d'euros). Oman était pourtant sur le point de choisir le missilier européen MBDA mais a dû changer son fusil d'épaule sous la pression de l'administration américaine

 

MBDA s'était fait une raison depuis la fin 2012... mais en l'absence d'informations sur un éventuel contrat signé entre les Etats-Unis et le sultanat d'Oman, il subsistait un maigre, très maigre espoir, qui s'est définitivement envolé avec la visite du secrétaire d'Etat américain à Mascate. John Kerry a discuté mercredi avec les responsables omanais d'un contrat de vente du système de défense aérien SLAMRAAD de 2,1 milliards de dollars, dont les détails techniques restent à finaliser. La puissance américaine a donc eu raison de MBDA, qui s'est fait souffler le contrat par Raytheon, bien appuyé par la puissance de feu de l'administration américaine. "En janvier les Omanais ont décidé d'acheter un système de défense sol-air fabriqué par Raytheon... ce pour quoi le secrétaire (d'État) faisait campagne lorsqu'il était au Sénat", a indiqué un haut responsable du département d'État. C'est d'ailleurs l'une des grandes inquiétudes des responsables français de la défense, qui craignent l'agressivité des américains à l'exportation, notamment dans la région du Golfe.

 

MBDA, une longue tradition de coopération avec Oman

 

Car à Oman, MBDA a vu filer un contrat presque finalisé. Le missilier européen, qui a déjà fourni la Marine royale et la garde royale de VL-Mica, comptait également équiper l'armée de l'air omanaise de système Air defence de courte portée pour un contat beaucoup moins élevé que celui qui sera signé avec Raytheon. En 2007, Oman avait commandé des systèmes de missiles Exocet et VL Mica à MBDA pour équiper alors ses trois nouveaux OPV (Offshore Patrol Vessels) "Khareef". Un nouveau contrat qui s'inscrivait dans le cadre d'une longue coopération avec les Omanais. A l'époque, le PDG de MBDA, Antoine Bouvier, avait estimé que "ce contrat important confirme bien le rôle que joue MBDA auprès d'Oman , en tant que solide partenaire pour la fourniture de solutions de dernière génération, à des prix modérés. L'Exocet comme le VL Mica vont doter la marine royale d'Oman de la supériorité voulue, tant sur son littoral qu'en haute mer", selon un communiqué du missilier. MBDA précisait travailler depuis longtemps avec le sultanat d'Oman et avait déjà livré à l'armée omanaise des systèmes terrestres de défense anti-aérienne Mistral pour l'armée de terre royale, un système Milan anti-blindage pour la Garde et l'armée de terre, le système de défense anti-aérienne Rapier pour l'armée de l'air et le système de missiles Exocet pour la marine royale. Enfin, plus récemment, MBDA a fourni la Garde royale de VL Mica.

 

Une lettre d'intention bientôt signée

 

Le secrétaire d'Etat américain John Kerry a indiqué, lors d'un entretien avec le ministre omanais chargé de la Défense, Sayyed Badr al-Boussaïdi, que les Etats-Unis étaient "heureux" du contrat et "très reconnaissants pour la confiance placée dans Raytheon", le fabricant américain du système de défense. Les détails du contrat sont toujours en discussion et une lettre d'intention doit être signée "bientôt, mais ils sont en train de finaliser les détails techniques", a déclaré une porte-parole du département d'Etat, qui a requis l'anonymat. Le sultanat d'Oman avait décidé en janvier d'acheter un système de défense sol-air fabriqué par Raytheon, avaient indiqué des responsables américains. John Kerry avait fermement soutenu la candidature de cette société du Massachusetts, l'État dont il était un élu avant de devenir le nouveau chef de la diplomatie le 1er janvier. "L'un des objectifs est de faire avancer les intérêts commerciaux américains, de démontrer à Oman que ceux-ci sont importants pour cette administration", avait indiqué un responsable américain. "Oman a aussi récemment reçu une seconde tranche de F-16 (avion de combat américain) donc c'est une manière de poursuivre notre relation dans le secteur de la défense et cela aura des avantages en termes d'interopérabilité", selon le responsable. Selon les responsables américains, le contrat pour l'achat de 12 F-16 a été conclu en 2011 et la livraison est prévue en 2014.

 

Dans un communiqué commun publié au terme de la visite de John Kerry, les deux pays indiquent cependant que "les négociations finales sur l'achat du système sont en cours avec Raytheon et une conclusion définitive du contrat est attendue après un accord sur les aspects techniques du système (...) et d'autres questions annexes". "Nous avons besoin de ce système de défense, qui s'adapte aussi à la stratégie de défense des autres pays du Conseil de coopération du Golfe (CCG)", a déclaré M. Boussaïdi lors de l'entretien avec John Kerry en présence d'un haut responsable de Raytheon, Ken Gordon. "Les discussions sont en cours en ce moment, et nous en sommes aux étapes techniques, mais nous espérons passer à la discussion finale et signer un contrat", a ajouté le ministre omanais. Des diplomates ont affirmé que le montant du contrat s'élèverait à quelque 2,1 milliards de dollars.

Raytheon's newest Standard Missile-3 takes out complex, separating short-range ballistic missile target

A Raytheon Company (NYSE: RTN) Standard Missile-3 Block IB fired from the USS Lake Erie destroyed a complex, separating short-range ballistic missile target with a sophisticated separating mock warhead.

 

Despite stressing conditions designed to challenge the missile's discrimination capabilities, the SM-3 successfully engaged the target using the sheer kinetic force of a massive collision in space.

 

"Combatant commanders around the globe echo the desire for more SM-3s in the fleet, because their confidence in the defensive capabilities of the missile is extraordinarily high," said Dr. Taylor Lawrence, Raytheon Missile Systems president. "Today was the third successful test of Raytheon's next-generation SM-3, and it should give us all great assurance in our nation's ability to take on a wide range of ballistic missile threats."

 

The test marks the 23rd successful intercept for the SM-3 program, a critical piece of the United States' Phased Adaptive Approach for missile defense. Assessment data gained during this test will be used to support an upcoming SM-3 Block IB production decision.

 

"Previous tests of the Raytheon SM-3 Block IB proved the weapon against a unitary target and a separating target with a complex debris scene," said Mitch Stevison, Raytheon Missile Systems' SM-3 program director. "This flight test continues to prove the robustness of the missile's discrimination capabilities against threats that are representative of what we'd see in wartime conditions."

 

The SM-3 is a defensive weapon used by the U.S. and Japan to destroy short- to intermediate-range ballistic missiles. Based on the highly successful SM-3 Block IA currently deployed around the world, the SM-3 Block IB incorporates an enhanced two-color infrared seeker and the Throttleable Divert and Attitude Control System, a mechanism that propels the missile toward incoming targets.

    Effort will mark first time Army has capability on unmanned vehicle

 

 Raytheon Company (NYSE: RTN) has delivered two electronic attack payloads in support of the U.S. Army's Networked Electronic Warfare, Remotely Operated (NERO) system. The payloads were delivered as part of a contract awarded by the U.S. Navy NAVSEA-Crane in 2012. NERO is utilized on the Army's MQ-1C Gray Eagle UAS (Umanned Aircraft System) as an airborne electronic attack system capable of jamming enemy communications systems.

 

The NERO system builds on the success of the Army's Communications Electronic Attack with Surveillance and Reconnaissance (CEASAR) program. By migrating the same pod system and advanced capability to the Gray Eagle, NERO is capable of two- to three-times longer missions with reduced operating costs compared with the current C-12 based CEASAR system. It also reduces risk to the warfighter by being mounted onto an unmanned platform.

 

"NERO provides critical jamming capabilities to warfighters in counterinsurgency environments," said Glen Bassett, director of Advanced Communications and Countermeasures for Raytheon's Space and Airborne Systems business. "We leveraged our combat-proven success from the manned CEASAR program to deliver this key tactical electronic attack capability onto an unmanned application."

 

CEASAR, first awarded in 2010, was mounted onto a Beechcraft King Air C-12 aircraft and uses the same lightweight pod as NERO. Both systems enable the Army to control use of the electromagnetic spectrum by providing beyond line of sight jamming capability to support ground troop operations.

 

CEASAR and NERO counter military and commercial communication systems in today's operations and are adaptable to counter the next generation of enemy threats.

Raytheon has been awarded a contract to produce and deliver additional Miniature Air Launched Decoy-J (MALD-J) jammers to the US Air Force (USAF).

 

Valued at $81.7m, the firm-fixed-price option covers Lot 6 on the Lot 5 contract for supply of an additional 200 MALD-J jammers and containers, along with a ten-year warranty to the air force.

 

Raytheon Missile Systems Air Warfare Systems vice president Harry Schulte said: "MALD-J adds a jamming capability to the current decoy function of the MALD that disrupts enemy integrated air defence systems using jamming and radar signature technology.

 

He added: "This weapon will provide unprecedented capability and flexibility to the US Air Force and improve the survivability of our Airmen and their aircraft."

 

Weighing less than 300lb, the MALD-J is an expendable, close-in jammer designed to degrade and prevent an early warning or acquisition radar from establishing a track on a strike aircraft, while also maintaining the ability to fulfil the basic decoy mission.

 

Employed from the F-16 C/D Fighting Falcon and B-52 bomber, the unmanned MALD-J is capable of navigating and operating closer to hostile radars compared to the conventional electronic warfare (EW) systems, thus keeping aviators and aircraft away from enemy's path.

 

Designed to work with and use other EW platforms, the device can function either as a stand-alone system or in pairs, and is also able to loiter in the target area for an extended period of time, ensuring mission completion.

 

The ADM-160 MALD is an advanced, air-launched and programmable flight vehicle designed to confuse enemy integrated air defence systems, by accurately duplicating all combat flight profiles and radar signatures of the US and allied aircraft in the battlefield.

 

Manufacturing work will be primarily carried out at the company's facility in Tucson, Arizona, US, however the delivery schedule has remained undisclosed.

More Raytheon decoy-jammer systems for U.S. Air Force

TUCSON, April 22 (UPI)

 

Raytheon is producing more miniature air launched decoy-jammers for the U.S. Air Force under exercise of a contract option.

 

A total of 202 MALD jammers, with containers, will be produced and delivered. The value of the firm fixed-price Air Force contract is $81.7 million. A 10-year warranty is included in the deal.

 

"MALD-J adds a jamming capability to the current decoy function of the MALD that disrupts enemy integrated air defense systems using jamming and radar signature technology," said Harry Schulte, vice president of Air Warfare Systems for Raytheon Missile Systems.

 

"This weapon will provide unprecedented capability and flexibility to the U.S. Air Force and improve the survivability of our airmen and their aircraft."

 

MALD is a modular, air-launched and programmable flight vehicle that protects aircraft by duplicating the combat flight profiles and radar signatures of U.S. and allied aircraft. A unit weighs 300 pounds and has a range of about 500 nautical miles

The U.S. Army will decide in the next few weeks whether it will buy Israel's Iron Dome anti-rocket defense system, developed by Rafael Advanced Defense Systems, to protect bases in Iraq and Afghanistan.

 

Rafael and the U.S. Raytheon Co., which produces the Patriot air-defense system, teamed in August to market Iron Dome, currently used to defend against Palestinian rockets, in the United States.

 

Iron Dome is designed to counter rockets and artillery shells with a range of 2-43 miles. It's the first system of its type to be used in combat.

 

Yossi Druker, head of Rafael's Air-to-Air Directorate, said Wednesday that the winner of the tender issued by the Pentagon is expected to be announced in January.

 

"Iron Dome is said to be compatible with the U.S. Army's Counter-Rocket and Artillery and Mortar system, or C-RAM, as part of layered defense for military bases," The Jerusalem Post observed.

 

Iron Dome made its combat debut in April in southern Israel against Palestinian rockets and the military says it has notched a success rate of 85 percent against Palestinian rockets it sought to intercept.

 

The system's computer can distinguish which rockets will hit populated areas and those that won't. It only fires on those that endanger Israeli lives.

 

The Israeli air force, which is responsible for air defense, has three Iron Dome batteries operational, primarily in the south to counter short-range rockets fired by militants from the Hamas-ruled Gaza Strip.

 

But the military acknowledges that it needs 15-20 Iron Dome batteries to effectively provide protection from short-range missiles and rockets along the northern border with Lebanon and the southern frontier with Gaza.

 

So the Israelis may find themselves on the horns of a dilemma if the Americans decide they want Iron Dome: Who will get priority, homeland defense or developing a potentially lucrative export market for this unique system, the first operational short-range air-defense system in the world?

 

The Israelis say they face missile threats on several fronts, from Syria, Iran, Hezbollah in Lebanon and Hamas and its allies in Gaza.

 

These threats range from intermediate-range ballistic missiles from Iran and Syria, with shorter-range weapons from Hezbollah and the Palestinians.

 

The nightmare scenario is that if a new conflict erupts in the Middle East, every inch of the Jewish state will be exposed to a sustained and unprecedented bombardment by these foes.

 

Military planners say this could last for weeks, with up to 200 missiles and rockets a day hammering Israel, including the massive urban conurbation around Tel Aviv in the center of the country.

 

Every Iron Dome battery will be needed but Israel's defense industry, like those in the United States and Europe, is increasingly dependent on export sales to keep production lines rolling amid global cutbacks in defense spending.

 

Singapore has reportedly bought Iron Dome, although no details are available and the Israeli Defense Ministry hasn't confirmed the sale. India and South Korea have also shown interest.

 

The air force expects to take delivery of David's Sling, another anti-missile system developed by Rafael, within the next year, Brig. Gen. Doron Gavish, commander of the air force's Air Defense Division, said Thursday.

 

This system, also known as Magic Wand, is designed as the middle-tier of Israel's planned multilayer missile defense shield. It's designed to counter missiles and rockets with ranges of 25-185 miles.

 

Meantime, The Jerusalem Post reports that state-owned Israel Aerospace Industries is building a third battery of the Arrow-2 high-altitude, long-range missile interceptor to be deployed near Tel Aviv.

 

The Israeli air force has two Arrow batteries deployed in southern and northern Israel. The system is designed to counter Iran's Shehab-3b, Sejjil-2 and Soviet-designed Scud ballistic missiles. Syria also has Scuds.

 

Central Israel was chosen for the site of the new battery "because it provides the best protection for long-range threats which Israel faces from a number of directions," a military spokesman said.

 

IAI and Boeing in the United States are developing the Arrow-3, which will extend the range and altitude of the missile, which allows it to intercept ballistic missiles earlier in their trajectory and further from Israel.

 

The Arrow-3's first fly-out test is scheduled within the next few months. The United States contributed the bulk of the funds to develop the Arrow system.

The Italian air force has outlined its use of air-to-ground munitions in Libya, more than 40 days after the nation's government approved offensive missions in support of NATO's Operation Unified Protector.

 

Panavia Tornado IDS and ECR aircraft are being used for air-to-ground, intelligence, surveillance and reconnaissance, buddy-buddy refuelling and the suppression of enemy air defences (SEAD) missions.

 

The former carry the CLDP targeting pod and a range of weapons, including Raytheon Paveway II laser-guided GBU-16s and Enhanced Paveway II GPS/laser-guided EGBU-16 455kg (1,000lb) bombs. Other options include Paveway/Enhanced Paveway III 907kg conventional or BLU-109 penetrating munitions, and 455kg bombs equipped with Boeing's Joint Direct Attack Munition guidance kit.

Tornado IDS in the so-called "Ret 6" first mid-life update standard have also employed MBDA's Storm Shadow cruise missile, marking the type's first operational deployment in Italian service. The IDS aircraft is also meeting ISR demands using Rafael's RecceLite pod.
