MOSCOW, September 25 (RIA Novosti)

Russia’s advanced military research agency may become operational as early as the end of 2012, Deputy Prime Minister Dmitry Rogozin said.

The Russian Foundation for Advanced Research Projects in the Defense Industry will be similar in its purpose to the Defense Advanced Research Projects Agency (DARPA) in the United States.

The new body is expected to boost the development of advanced weaponry and help streamline the arms procurement process in Russia.

“I think that we will wrap up all legal procedures by the end of this year and the foundation will start operating,” Rogozin, who oversees Russia’s defense industry, said in an interview with Rossiiskaya Gazeta to be published on Wednesday.

“The agency will provide support for both fundamental research and high-risk projects,” Rogozin said.

He expressed hope that by bringing the fundamental and applied research closer together and implementing the results of this research in concrete weapons development projects, the new agency will help Russia achieve technological breakthroughs in key defense areas as early as in three years.

“We have so many breakthrough projects gathering dust that if we implement only a small part of them we will see a revolutionary leap in Russia’s development,” Rogozin said.

The new agency, which would initially employ 100-150 experts, will be funded under the state arms procurement program until 2020.

Russia’s Vedomosti business daily speculated in July that up to 4.7 trillion rubles ($145 billion), or almost a fifth of the rearmament program’s budget, could be spent for “unidentified” purposes, including “secret weapons development.”

MOSCOW, September 25 (RIA Novosti)

A second Sukhoi Su-30SM advanced multirole fighter successfully carried out its maiden test flight on Monday, the manufacturer said.

The first Su-30SM made its first flight on September 21 as part of a comprehensive testing program for the aircraft that has been upgraded for the Russian Air Force.

“The second fighter jet has joined the flight tests,” the Irkut corporation said. “The flight continued for an hour and 40 minutes and went smoothly.”

The Su-30SM is a two-seat version of the earlier Su-27UB and the MKI model supplied to India, and is capable of air-to-air and air-to-ground missions with a wide variety of precision-guided munitions.

The aircraft features thrust-vectoring engines to enhance maneuverability and meets the Russian Air Force's specific requirements.

Russia's Defense Ministry signed a contract with Irkut in March for the delivery of 30 Su-30SM multirole fighter aircraft by 2015.

Topol-M (SS-27 Sickle B) intercontinental ballistic missile

MOSCOU, 26 septembre - RIA Novosti

MiG-31 source2 Ria Novisti

MOSCOU, 25 septembre - RIA Novosti

Russia Weapon Maker

SOTCHI, 24 septembre - RIA Novosti

Borey class nuclear-powered ballistic missile submarine Yur

MOSCOW, September 24 (RIA Novosti)

Russia's Defense Ministry has abandoned plans to set up a unified command structure for the country’s nuclear triad, the newspaper Izvestia reported on Monday.

As a result, each major branch of the Armed Forces – the Strategic Missile Forces (SMF), the Air Force and the Navy - will retain control over its own triad component, Izvestia said, citing an unidentified source in the ministry.

In the absence of any official statement from the ministry, the paper suggested that the decision might result from an unresolved internal struggle for leadership within the new structure.

The creation of a unified strategic nuclear command has been one option under consideration by the Russian military since late 1990’s. The idea’s proponents, including former SMF commander Col. Gen. Viktor Yesin, argue it would streamline both the development and the deployment of Russia’s nuclear triad.

The plan envisioned the direct subordination of the command to the General Staff of the Russian Armed Forces.

According to the latest official figures, Russia has 494 deployed launchers for land, sea and air-based missiles armed with 1,492 warheads.

Russia’s Defense Ministry plans to acquire at least eight Borey class strategic nuclear submarines, thoroughly upgrade its fleet of Tu-160 Blackjack and Tu-95 Bear strategic bombers, and equip its Strategic Missile Forces with formidable Yars ballistic missile systems.

Russia Weapon Maker

SOCHI, September 24 (RIA Novosti)

Russian President Vladimir Putin on Monday urged the government to draft a new defense industry modernization program that includes increased private investment and improved social benefits for employees.

“This program must be tailored so that enterprises are modernized in parallel with the resolution of these social issues,” Putin said during a meeting with Deputy Prime Minister Dmitry Rogozin.

Rogozin, who oversees the Russian defense industry, now faces the formidable task of streamlining weaponry development and production in the country.

“This is an acute problem and you must take the appropriate steps in line with the state defense order,” Putin said.

The president stressed the importance of direct support for the defense industry from both the state and the private sector.

Russia’s defense industry brings together 1,353 organizations and companies in 64 regions of the country, and employs over 2 million people.

The government has allocated 20 trillion rubles ($641 billion) to the comprehensive rearmament of Russia's Armed Forces. It is hoped this will see the share of modern weaponry reach 30% by 2015, with this figure rising to 70% by 2020.

An additional 3 trillion rubles (approximately $100 bln) in public funds and about the same amount in private investment have been allocated to modernize the defense industry over the next decade.

Su-35-en-vol

GORKI (Belarus), September 22 (RIA Novosti)

Belarus will receive modern Russian-made combat jets to protect the airspace over the borders of the Russia-Belarus Union State, Belarusian President Alexander Lukashenko said.

“We discussed many issues related to the Air Force. I asked for assistance and I got it,” Lukashenko told reporters on Friday, commenting on his recent talks with Russian President Vladimir Putin in the Black Sea resort of Sochi.

“In the near future, we will receive modern [Russian] aircraft to patrol our joint borders,” the Belarusian president said, without specifying the type of the warplanes.

Lukashenko explained that the combat jets in service with the Belarusian air force have become obsolete and worn out.

“We could still use them if a war breaks out, but in the time of peace we need modern aircraft,” he said.

According to official data, the Belarusian air force has 38 Soviet-era MiG-29 and 17 Su-27 fighter jets capable of carrying out air patrol missions.

The Russia-Belarus Union State is a supranational entity formed in 1999 as a unique attempt at political and economic integration among the former Soviet republics.

Both countries have also made fairly great strides in regional military alignment, coordinated air defense and joint military maneuvers.

Bulava launch - Photo Northern Fleet press service

MOSCOW, September 22 (RIA Novosti)

Software glitches in the automated launch control system on board the Borey class strategic submarines has caused a new delay in scheduled tests of the Bulava submarine-launched ballistic missile (SLBM), Defense Minister Anatoly Serdyukov said.

“There are technical problems involving software in the automated launch control system, and we are trying to fix them,” Serdyukov told reporters on Friday.

The minister expressed hope that the next test-launch of the Bulava missile from Russia’s second Borey class submarine, the Alexander Nevsky, could be carried out before the end of the year.

All previous test launches were conducted from the Typhoon class Dmitry Donskoy submarine and the first Borey class submarine, the Yuri Dolgoruky.

The Bulava (SS-NX-30) SLBM, developed by the Moscow Institute of Thermal Technology (since 1998), carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles). The three-stage ballistic missile is designed for deployment on Borey class nuclear submarines.

Despite several previous failures, officially blamed on manufacturing faults, the Russian military has insisted that there is no alternative to the Bulava.

Serdyukov also admitted on Friday that the handover of the Yury Dolgoruky submarine to the Russian Navy by the United Shipbuilding Corporation (USC) has been delayed again, this time indefinitely, due to a number of technical flaws.

“The USC has so far failed to deliver the Yury Dolgoruky submarine,” the minister said.

“I am not sure when they will fix all the problems [with the sub] – they are still not able to get it done,” Serdyukov added.

The Borey class is set to become the mainstay of the Russian Navy's strategic nuclear deterrent fleet, replacing the ageing Project 941 (NATO Typhoon class) and Project 667 (Delta-3 and Delta-4 class) boats.

Admiral Kulakov

22 septembre 2012 Par FASM La Motte-Picquet

Lockheed C-130 Hercules aircraft

MOSCOW, September 24 (RIA Novosti)

A group of Canadian observers will conduct a series of inspection flights over Russia under the Open Skies Treaty starting on Monday, the Russian Defense Ministry said in a statement.

“The flights will be along the route coordinated earlier with Russian specialists, who will be on board of the aircraft monitoring implementation of agreements on the use of technical equipment for the observation,” the statement said.

The inspection flights will be conducted between September 24 and 29 on a C-130 Hercules aircraft, certified by international experts and specialists, including from Russia.

The Open Skies Treaty, signed in 1992 on an initiative of U.S. President George H.W. Bush, established a regime of unarmed aerial observation flights over the territories of its 34 member states to promote openness and the transparency of military forces and activities.

The treaty entered into force on January 1, 2002 and its regime covers the national territories (land, islands, and internal and territorial waters) of all the treaty signatory states. It is an important element of the European security structure.

21 Sep 2012 By Vladimir Karnozov – FG

Russia's Sukhoi Su-30SM multirole fighter performed its maiden flight on 21 September, with Sukhoi test pilots Sergei Kostin and Pavel Malovechko at the controls.

Described as "flawless", the 2h sortie originated from the aerodrome of the IAZ plant near Irkutsk; the main manufacturing site for the Irkut Corporation.

A further evolution of the Su-30MK line and designed for use by domestic units, the SM differs from earlier export models in having radar, communications and friend-or-foe systems and other onboard equipment, including new ejection seats "designed in accordance with the requirements of the Russian air force", Irkut says.

The new model will also be able to carry advanced weapons, including the Onix supersonic anti-ship and land attack missile - an all-Russian version of the BrahMos weapon being jointly developed with India.

Irkut received a contract in March 2012 to deliver 30 Su-30SMs to the Russian air force by 2015. The first examples are due to be handed over late this year.

The overhauled airfield at the Russian air base in Kyrgyzstan will be able to accommodate Russian strategic bombers in six months, but their deployment in the Central Asian state needs thorough consideration, Russian Defense Minister Anatoly Serdyukov said.

“Technically, we will complete the reconstruction [of the runway at the Kant airbase] in half a year,” Serdyukov told reporters on Friday.

“It means that, in theory, the airfield will be able to receive our strategic aircraft in six months, but any actual landing of these aircraft is a move that should be considered thoroughly," he said.

Moscow and Bishkek signed in August a new deal, which extends the presence of Russian military facilities in Kyrgyzstan, including a Russian airbase in Kant, some 20 kilometers (12 miles) outside the capital, Bishkek, for another 15 years.

The Kant airbase operates in the interests of the Collective Security Treaty Organization - a regional security body.

The base was established in October 2003, and currently hosts about 700 servicemen, as well as several Su-25 Frogfoot attack aircraft and Su-27 Flanker fighters, two Mi-8 combat transport helicopters, and four L-39 combat trainers.

Russia pays $4.5 million annually to rent its military facilities in Kyrgyzstan.

Meanwhile, Bishkek has confirmed plans to close a U.S. air base used to fly troops in and out of Afghanistan after Washington's lease expires in 2014.

DUSHANBE, September 22 (RIA Novosti)

Russia and Tajikistan are “very close” to signing an agreement extending Russia’s lease of a military base in the Central Asian state, Russian First Deputy Prime Minister Igor Shuvalov said.

Talks on the extension of the lease, which expires in 2014, came into a deadlock earlier this year as the sides could not agree on the length of the new lease and the payment terms.

“I can say that the main issues have either been resolved or are close to being resolved,” Shuvalov told reporters on Friday after a meeting with Tajik President Emomali Rahmon.

“There will be no unresolved issues left after the expert reports to the presidents have been submitted…The final decision will be made by the presidents because without their political will these issues can never be settled,” Shuvalov said.

A total of 7,000 Russian troops are stationed at three military facilities collectively known as the 201st military base - in Dushanbe, the southwestern city of Qurgonteppa some 100 km from Dushanbe, and Kulob, about 200 km to the southwest of the capital.

The base was opened in 2004 and hosts Russia’s largest military contingent deployed abroad.

Moscow planned to extend the lease of the base for 49 years, but Dushanbe proposed to cut the extension to 10 years. Tajik authorities also demanded that Russia pay at least $250 million a year for the lease.

Under the current agreements Russia does not pay Tajikistan for its military base, but renders the country military and technical assistance.

Shuvalov did not specify the terms of the new agreement.

September 21, 2012: Strategy Page

After months of hard negotiating Russia and Tajikistan have reached an agreement on what Russia will pay for its bases in Tajikistan and extended the lease to 20 or 29 years. The bases are used for 9,000 Russian troops of the 201st Motor Rifle Division. That unit is at half strength and has sent most of its heavy weapons back to Russia. Current gear includes 96 tanks, 300 Infantry Fighting Vehicles, 54 self-propelled artillery vehicles, 1,100 other vehicles, eight helicopters, and 5 ground attack aircraft. The 201st was there during the Soviet period and the post-Soviet Union Tajik government asked Russia to leave the 201st in place to help with internal security. This was a problem because Tajikistan shares a long border with Afghanistan; a country Russian troops had only left a few years before Tajikistan became independent in 1991.

Until 2005, Russia had 11,000 border guards manning the frontier with Afghanistan. But the Tajiks didn't like foreigners guarding their borders, especially with the amount of money Afghan drug smugglers were offering to border guards to look the other way. While Russia could crack down on this if many of the guards were Russian, such was not the case when Tajiks were on border duty. This is still a sore point between the two nations.

Tajikistan is a part of the Heroin Highway that brings these drugs into Russia from Afghanistan. Corruption in Tajikistan and brutal violence used by the Afghan smugglers has meant that most of the heroin gets through to Russia. The presence of the 201st Motor Rifle Division has had little effect on the drug smuggling. Russia has several million drug addicts and has been willing to cooperate with NATO to attack the drug production in Afghanistan. As part of that cooperation, Russia has offered more and more assistance in moving NATO supplies and troops to Afghanistan via Russian railroads and air space. The Russians have refrained from charging extortionate fees because they want NATO forces to continue fighting the Afghan drug gangs. This effort is currently in doubt, as most NATO forces are expected to be out of Afghanistan by 2015.

The new deal with Tajikistan makes it worthwhile for Russia to upgrade the four army camps and one air base they occupy. To get the long lease, Russia agreed to sell Tajikistan weapons and military equipment at a sharp discount and train Tajik officers in Russian schools, for free, for the duration of the deal. Tajikistan also promises to help keep the heroin out of Russia. Tajik is considered likely to make an effort, because the cheaper opium is also flooding into Tajikistan and creating so many addicts that even the ruling families are noticing. The Russian presence not only gives the government some extra muscle in any future civil wars or outbreaks of Islamic radicalism but also provides some protection against larger neighbor Uzbekistan.

Nuclear-powered missile cruiser Pyotr Veliky

21 September 2012 naval-technology.com

The Russian Navy's fourth Kirov-class heavy nuclear-powered missile cruiser Pyotr Veliky has demonstrated its missile defence capabilities during a patrol-and-training mission in the Arctic.

A defence ministry source told Izvestia that Pyotr Veliky conducted missile defence drills on the Northern Sea route along Russia's Arctic coast, as part of the sea-based segment of the country's missile defence shield.

"The missile defence drills in the Arctic are very important because they cover the trajectories of potential strikes by land-based US ballistic missiles," the source added.

Originally named as Yuri Andropov, Pyotr Veliky is the flagship of Russia's Northern Fleet and is the only frigate with the capability to provide defence against cruise and ballistic missile attacks.

The ship is equipped with weaponry that includes the 48 S-300F Fort and 46 S-300FM Fort-M (SA-N-20 Gargoyle) medium-range surface-to-air missiles with effective range of up to 200km, 128 3K95 Kinzhal (SA-N-9 Gauntlet) short-range SAMs, and six CADS-N-1 Kashtan gun/missile systems.

Kirov-class frigates can provide air and submarine attack capabilities, as well as the ability to strike large surface ships, while carrying three Kamov Ka-27PL or Ka-25RT helicopters.

With a displacement capacity of between 24,000t-26,000t, the 251m-long Russian warship can cruise at speeds up to 31k and accommodate a crew of more than 700.

The frigate features radars that can detect and track targets in the air at an altitude of 30km and a range of 300km.

Russia is aiming to modernise its three mothballed Kirov-class missile cruisers by 2020, under the sea-based segment of national missile defence network development programme.

Topol-M (SS-27 Sickle B) intercontinental ballistic missile

MOSCOW, September 20 (RIA Novosti)

The Teikovo missile division of the Russian Strategic Missile Forces (SMF), based in central Russia, has been fully equipped with advanced Topol-M and Yars ballistic missile systems, the defense ministry said on Thursday.

“The Teikovo division has become the first SMF division fully rearmed with fifth-generation mobile missile systems,” the ministry spokesman Col. Vadim Koval said.

Two regiments of the Teikovo division are equipped with Topol-M systems while the other two regiments of the division are equipped with Yars systems.

The Yars missile system is armed with the multiple-warhead RS-24 intercontinental ballistic missile that has considerably better combat and operational capabilities than the Topol-M (SS-27 Stalin).

Two more missile divisions have started receiving the Yars systems in 2012, Koval said.

The Novosibirsk division (in Siberia) will receive mobile Yars systems, while the Kozelsk division (in central Russia) will be armed with the silo-based version of the system.

The SMF said last year that the Topol-M and RS-24 ballistic missiles would be the mainstay of the ground-based component of Russia's nuclear triad and would account for no less than 80% of the SMF's arsenal by 2016.

Nuclear-powered missile cruiser Pyotr Veliky

Nuclear-powered missile cruiser Pyotr Veliky

MOSCOW, September 20 (RIA Novosti)

The flagship of Russia’s Northern Fleet, nuclear-powered missile cruiser Pyotr Veliky, has carried out missile defense drills during the current patrol-and-training mission in the Arctic, Izvestia newspaper said on Thursday.

Pyotr Veliky is the only Russian warship with sufficient capability to thwart massive attacks by cruise and ballistic missiles.

“During the current mission on the Northern Sea Route along Russia’s Arctic coast, Pyotr Veliky conducted tests of its missile defense capability as part of the sea-based segment of the national missile defense shield,” Izvestia cited a defense ministry source.

“The missile defense drills in the Arctic are very important because they cover the trajectories of potential strikes by land-based U.S. ballistic missiles,” the source said.

Pyotr Veliky is armed with 48 S-300F Fort and 46 S-300FM Fort-M (SA-N-20 Gargoyle) medium-range surface-to-air missiles (with effective range of up to 200 kilometers), 128 3K95 Kinzhal (SA-N-9 Gauntlet) short-range SAMs, and six CADS-N-1 Kashtan gun/missile systems.

Its radars are capable of detecting and tracking aerial targets at an altitude of 30 km and a range of 300 km.

As part of the plan to develop the sea-based segment of national missile defense network, the Russian military intends to overhaul and reactivate three mothballed Kirov class nuclear-powered missile cruisers by 2020.

Yars (RS-24) intercontinental ballistic missile systems

MOSCOU, 20 septembre - RIA Novosti

AS355-helicopter.jpg

20.09.2012 FG

Russia's defence ministry on 18 September confirmed that it is evaluating five Eurocopter AS355 helicopters for light transport and special mission duties, in the first formal admission that it is testing the French-built type.

The five aircraft were purchased in 2011, although Eurocopter has declined to comment on the purchase.

Confirmation of the deal came after Russian daily Nezavisimaya Gazeta published a photograph on its website apparently showing Russian commandos jumping from an AS355 during an anti-terrorist exercise. Local media outlets had previously claimed that the aircraft, bought at the personal order of defence minister Anatoly Serdyukov, had lain idle and were unwanted by the ministry.

"The aircraft in question will be used for transport and special tasks in the interests of the military authorities," the defence ministry says. "We plan to carry out evaluation of the helicopters' capabilities in training young aviation specialists for the Russian air force."

French personnel will visit Russia to train technicians and aircrew in the use of the helicopters, which have been formally placed on the Russian register at Chkalovskaya air base in the Moscow region, it adds.
