Le programme d'armement pour la période 2011-2020 prévoit des moyens financiers permettant à la Russie de réagir de manière appropriée à la composante navale du futur bouclier antimissile américain, a annoncé mardi au siège de RIA Novosti le chef d'Etat-major général des Forces armées russes Nikolaï Makarov.

 

"Le programme national d'armement d'ici 2020 prévoit des mesures de riposte à la formation de la composante navale du bouclier antimissile (de l'Otan, ndlr)", a-t-il indiqué lors d'une conférence de presse, sans pour autant préciser de quel type d'armement seraient composées ces dites mesures.

 

Le général a rappelé que récemment, le croiseur lance-missiles USS Monterey, équipé du système de combat "Aegis", avait fait escale dans les ports ukrainiens d'Odessa et de Sébastopol.

 

Et d'ajouter que Washington et Oslo examinaient la possibilité de doter les frégates norvégiennes de ce type de systèmes.

M. Makarov a par ailleurs souligné qu'en matière de coopération sur le bouclier antimissile, la Russie et l'Otan allaient inévitablement vers un point de non-retour, la décision de déployer des missiles intercepteurs en Roumanie et en Pologne ayant été prise.

 

"Le sommet de l'Otan prévu en mai prochain à Chicago est extrêmement important, l'achèvement de la première phase du projet doit y être confirmé (…). Ce qui est à nos yeux très important et dangereux", a conclu le général.

 

Les Etats-Unis envisagent de mettre en place en Europe une troisième zone de positionnement de leur système de défense antimissile. L'Otan a annoncé que le bouclier serait pleinement opérationnel en 2018. Moscou s'oppose à ce projet, considérant que la mise en place d'un bouclier antimissile à proximité de ses frontières menace son potentiel stratégique.

 

Les parties ne parvenant pas à trouver un terrain d'entente, le président russe Dmitri Medvedev a menacé le  23 novembre de déployer dans l'ouest et le sud de la Russie des systèmes offensifs sophistiqués garantissant la destruction des installations européennes du bouclier antimissile.

The Russian Army will continue implementation of a program to purchase military hardware, including armored vehicles, Deputy Prime Minister Dmitry Rogozin said on Tuesday.

 

Earlier in the day Chief of the General Staff of the Russian Armed Forces Nikolai Makarov said the Defense Ministry would stop purchasing domestic-made armored vehicles for the next five years because they are outdated.

 

“The chief of the General Staff of the Russian Armed Forces is not the only one who makes decisions on the purchase of arms and military hardware. The Army and the Fleet will be modernized as scheduled and in accordance with the state armament procurement budget until 2020,” Rogozin wrote in his Facebook account.

 

He also said that if the General Staff chief “has complaints about tanks or any other hardware he should express them in a professional atmosphere to the designers and manufacturers.”

Russia is to supply Algeria and Turkmenistan with its latest model of T-90C tanks.

 

In total, Russia plans to sell 150 tanks at a cost of around $500 million – 30 to Turkmenistan and 120 to Algeria, a Russian military insider told Vedomosti.

 

The relevant contracts were drawn up in 2009 and 2010, when the Arab World was rocked by protests in Algeria's neighbors Egypt, Tunisia and Libya. Among other countries that received Russian tanks were India, Uganda and Kazakhstan.

 

In 2012, the volume of tanks sold to those countries is expected to grow seven-fold, permitting Russia to overtake China as the world's biggest tank exporter.

 

In March 2011, the Russian military's chief of staff slammed T-90 tanks as being of too poor quality for his country's army. He said that Russia would be better served spending the same amount of money on three German Leopard tanks for the price of one T-90.

There are claims in the Russian media; the country was within a hair’s breadth of a disaster comparable to Chernobyl a few weeks ago. It is alleged a strategic missile-carrying sub was on fire for more than a day with its entire arsenal aboard.

 

­According to Kommersant-Vlast magazine the submarine K-84 ‘Ekaterinburg’ was undergoing minor repairs when it caught fire on December 29 during routine maintenance at a dry dock in Murmansk in Northern Russia. The missiles had not been offloaded as the repairs were regarded as minor, and the sub was due to return to service early in 2012.

 

The magazine claims the scale of emergency has been downplayed.

 

­Equipment on the K-84

 

­The standard arsenal of the K-84 is 16 intercontinental ballistic Sineva missiles with four thermonuclear warheads on each one of them. Every missile is also a tank filled up with highly toxic and combustible fuel. A missile weighs about 80 tons and most of that is fuel.

 

The submarine is also armed with up to 12 torpedoes and anti-submarine missiles, with about 300 kilograms of high-power military explosive or a nuclear warhead on every one.

 

On top of that the sub is powered by two 90 megawatt water-cooled nuclear reactors each containing about 70 kilograms of uranium-235. The reactors were stopped for the time of the repair but the fission materials remained on board at the time of the alleged accident.

 

The “Ekaterinburg” had a busy year in 2011, performing three missile tests, including the launch of a new deeply modernized missile Liner. In late August or early September the sub damaged its nose section, (the reason has never been made public) and was brought to Murmansk for a repair.

 

­The fire on board a nuclear sub

 

­It’s alleged the fire started in the bow of the boat at 15:45 on December 29 during welding. The reports suggest timber scThe aftermath of a blazeaffolding which is prohibited from use for such work caught fire along with the special rubber hydro-acoustic coating inside and outside of the sub.

 

The fire spread rapidly into the hard to reach space between the thin outer hull and the hardened pressure vessel. It took the efforts of over 400 fire fighters with 72 vehicles, including specialist units for fighting heavy industrial fires, to bring the blaze under control by 18.20 on December 30.

 

Kommersant-Vlast insists the fire was raging just meters from torpedoes and nuclear missiles which – if detonated – could have destroyed the submarine and the reactors on board. If such nightmare had happened, the magazine speculates, the nuclear fall out would have covered three nearby towns with a population of 350,000.

 

The Russian Navy stated immediately after the incident that no weapons were on board of K-84 at the time of the incident and that the background radiation in the dock after the fire remained unchanged.

 

Nine people were treated in hospital following the incident, seven crew members and two fire fighters. Most of them were treated for smoke inhalation and some for minor burns.

 

The magazine alleges the consequences of the fire could have been disastrous. It argues, if the missiles blew up, it would have killed everyone close by and required the evacuation from the area of hundreds of thousands of people in conditions of a polar night. The environmental damage could also be considerable, says Kommersant-Vlast.

 

­Russia’s nukes and international obligations

 

­The allegation in the magazine has raised concerns among Russian military experts.

 

Viktor Litovkin, editor-in-chief of the Independent Military Review, seriously doubts a nuclear sub could undergo maintenance with missiles and torpedoes on board. He called the allegations by Kommersant-Vlast “wild”, because an ‘off-duty’ submarine cannot have any weapons on board due to the Russian-American Prague agreement on nuclear arms.

 

“When such a submarine is in dock, all missile pits are opened so that the Americans could check from surveillance satellites that there are no missiles in them,” Litovkin explained.

 

He said Moscow and Washington notify each other when nuclear missile carriers are going off duty for maintenance and Russia does the same surveillance of American subs.

 

Litovkin said that if such a thing as missiles on off-duty submarine really took place, Russia’s North Fleet commander, his chief of staff and deputy would have been already fired.

 

He says the Russian authorities should consider a strong reaction to the publication in Kommersant-Vlast because it casts shadow on the Russian Navy.

 

This is a scandal of universal scale, believes Litovkin, because “it puts under question the ability of Russia to maintain its nuclear arsenal”.

 

“Russia should not leave such imputation unanswered,” Viktor Litovkin concluded.

 

The expert says torpedoes are too heavy to move by hand, so the claim that sailors on the ‘Ekaterinburg’ were manually retracting torpedoes from launchers is a complete nonsense.

 

In the hypothetical situation of a fire on board a nuclear sub in dry dock with missiles on board, the nuclear warheads could never go off because they all have multilevel protection mechanisms, Litovkin says. He explains, every missile silo is completely rigid and isolated from external influences. Only a serious explosion could do real harm to an intercontinental missile and explode its fuel.

 

The aftermath of a blaze

 

­Several days after the incident, the K-84 “Ekaterinburg” left the dock without assistance and made its way to home base not far from Murmansk.

 

The submarine has reportedly completely lost its integrated sonar system as a result of the fire.

 

Russian newly appointed Deputy Prime Minister Dmitry Rogozin, the man now responsible for country’s military-industrial complex, has promised the K-84 “Ekaterinburg” will be back in service by the summer of 2014 with the most advanced sonar system available.

Kalashnikov have unveiled the latest incarnation of their iconic assault rifle, the AK-47. The company says new generation firearm called the AK-12 combines reliability with precision, and can be used with one hand.

 

­The factory which developed the new rifle decided to stick with the classic layout of the AK-47, even though it is a completely new weapon.

 

The Kalashnikov makers claim its has better range, increased fire dispersion, better ergonomics, usability and a potential for configuration changes.

 

The new weapon is as reliable as the AK-74, the Izmash factory CEO Maksim Kuzyuk says, but the dynamic characteristics differ significantly. It considerably increases the accuracy of shooting. The rifle is capable of firing in three modes: single shot, three shots and automatic fire mode.

 

Also, AK-12 is capable of using magazines of various types and capacity.

 

The basic feature of the new rifle is its modularity. It will serve as a basic platform for designing of over 20 modifications of small-arms weapons of various purpose and calibre.

 

AK-12’s composition allows operating it single-handedly, and can be converted for left or right handed use. 

The rifle can accommodate night vision and Holo-sights, target indicator, or a light grenade launcher.

 

The AK-12 is undergoing firing tests in extreme conditions which should be completed by the end of the year. The Russian Ministry of Interior has already agreed to test the AK-12 in its special police units after official certification of the weapon.

Onze nouveaux chasseurs de cinquième génération T-50 entreront en service dans l’armée de l’air russe d’ici 2015, a déclaré le 13 février le commandant en chef de l’armée de l’air, le général Alexandre Zeline dans une interview accordée à l’agence russe RIA Novosti.

 

« Actuellement, trois appareils participent aux vols d’essais, très prochainement, trois appareils supplémentaires y prendront part. Au total, 14 avions seront engagés dans les vols d’essais », a indiqué le général.

 

Le 8 février, le président du Consortium aéronautique unifié (OAK), Mikhaïl Pogossian, avait annoncé que les essais du quatrième chasseur russe de 5e génération Sukhoi PAK-FA T-50 débuteront en 2012.

 

« Le troisième avion participe déjà aux essais. Au total, les chasseurs de 5e génération ont déjà effectué plus de 120 vols. Cette année, un autre avion rejoindra le programme des essais », a indiqué M.Pogossian devant les journalistes russes.

 

Le premier lot de nouveaux chasseurs sera livré au ministère russe de la Défense en 2013. OAK réalise ce programme conformément au calendrier, a conclu M.Pogossian.

 

Le chasseur de 5e génération T-50 est développé en Russie depuis les années 1990. Il s’agit d’un appareil tactique alliant les caractéristiques d’un avion de frappe et d’un chasseur classique. Invisible pour les radars ennemis, il sera équipé d’un nouveau poste de navigation de bord et d’un système de défense automatisé.

 

Le T-50 est doté d’une avionique foncièrement nouvelle intégrant une fonction de « pilotage électronique » et un radar ultramoderne, ce qui permet au pilote de se concentrer uniquement sur la mission de combat. Les équipements de bord assurent un échange de données en temps réel aussi bien avec les systèmes de commande au sol qu’avec les autres avions du groupe aérien.

 Russia has postponed indefinitely all flights of Su-24 Fencer tactical bombers after one of them crashed in Russia’s Urals, a source in the Defense Ministry said on Tuesday.

 

The Su-24 combat aircraft crashed in the woods of the Kurgan region during a routine flight on Monday. Both pilots ejected safely.

 

“The Air Force commander has cancelled all flights of this type of aircraft until the cause of the crash is established,” the source said but did not specify how long it could take.

 

Monday’s crash was the third of a Su-24 in Russia over the last four months with the two previous crashes occurring in October and December 2011.

 

The Su-24 is a two-seat, twin-engine fighter-bomber similar to NATO's Tornado and Mirage 2000 planes.

 

The plane has been in service with the Russian Air Force since the mid-1970s. However, in recent years Russia has gradually been phasing out the planes, which have a patchy safety record.

 

According to the Defense Ministry’s plans, the Su-24 will be gradually replaced with new Su-34 Fullback strike aircraft, which has the potential to become the top plane in its class for years to come.

Azerbaijan will purchase T-90S tanks from Russia, military sources told APA (Azerbaijan Press agency). In 2011, Azerbaijani Defense Ministry and Russia’s Rosoboroneksport Company signed a deal on sales of T-90S main battle tanks, no details were given on the number and delivery time of the tanks.

 

Rosoboroneksport also signed a deal with Turkmenistan on sales of T-90 tanks. The T-90 is being produced by Russia’s Uralvagonzavod Scientific Production Corporation.

 

The T-90 is a Russian-made third-generation main battle tank that is a modernisation of the T-72. It is currently the most modern tank in service with the Russian armed forces.

 

The T-90S is the export version of the T-90. The T-90S is in service with the Indian army. In February 2011, the Indian army signed a contract for 310 T-90S tanks.

 

Algeria signed a contrcat with Russia for the delivery of 180 T-90S tanks.

Russia will place several new S-400 Triumf air defense systems near its borders in 2012, Air Force Commander Alexander Zelin said.

 

“The Russian Armed Forces will receive several S-400 Triumf air defense systems this year,” Zelin told RIA Novosti on Monday. “This time they will be deployed in air defense units guarding [Russia’s] border regions.”

 

Russia currently has two S-400 regiments protecting the airspace around Moscow.

 

Zelin did not specify the deployment locations for new S-400 units, but some of them will most likely be placed in the Russian exclave of Kaliningrad as part of the response to the planned European missile shield initiative, which Moscow considers as a threat to its national security.

 

The S-400 (SA-21 Growler) air defense system is expected to form the cornerstone of Russia's theater air and missile defenses by 2020.

 

The S-400 can engage targets at a range of up to 400 km and an altitude of 40,000-50,000 meters. The system uses an array of assets optimized for engaging ballistic and cruise missiles.

 

An S-400 air defense regiment consists of two or three battalions equipped with four systems each. Russia is planning to arm 56 battalions with S-400 systems by 2020.

Le vice-Premier ministre vient de faire plusieurs annonces des plus intéressantes. Alors qu’il évoque l’ouverture de co-entreprises en partenariat avec des alliés étrangers pour développer des technologies militaires, Dmitri Rogozine annonce un rapprochement avec l’Iran. Au programme : la défense anti-aérienne. Une stratégie multinationale qui amène la Russie à coopérer aussi bien avec des membres de l’Otan que ses alliés ou ses adversaires.

 

Avant d'entrer au gouvernement, Dmitri Rogozin a été ambassadeur de Russie auprès de l'OTAN.

 

Dmitri Rogozine, le vice-Premier ministre russe en charge du complexe militaro-industriel, vient d’annoncer que la Russie envisage de créer des co-entreprises pour développer des matériels militaires sur le territoire russe. « Il vaut mieux acheter à nos partenaires étrangers un parc de machines modernes« , explique t-il, défendant que ce type de projet assurerait « de nouveaux emplois ainsi que des impôts« . Il précise vouloir maintenir une industrie militaire autonome tout en profitant des avancées technologies de partenaires plus avancés dans certains domaines.

 

L’annonce, relayée par l’agence RIA Novosti, survient alors que Moscou cherche à se rapprocher de Téhéran. La Russie, par l’intermédiaire de Dmitri Rogozine, vient en effet de relancer le dialogue sur des partenariats militaires. Le ministre a évoqué avec l’ambassadeur iranien à Moscou des technologies liées à la défense antiaérienne.

 

Grâce à l’industrie de l’armement, la Russie multiplie les partenariats stratégiques avec des alliés dont les alliances respectives semblent en parfaite opposition. L’Iran, que le projet de bouclier anti-missile de l’OTAN ennuie autant que Moscou. Mais aussi l’Inde, en plein développement de son industrie et avec qui la Russie développe notamment un avion de transport dans la région de Bengalore. La France enfin, dont les Bâtiments de Projection et de Commandement pourrait bénéficier d’une telle construction économique.

 

La Russie, par ces partenariats industriels, renforce ses alliances. Elle maintien aussi son niveau de technologie militaire en apportant un soutien de taille à ses entreprises nationales. Elle profite cependant d’opportunités avec des pays étrangers, aussi bien pour diffuser ses propres produits que pour bénéficier de transferts de technologies précieux.

 

Moscou développe une politique étrangère originale en refusant les jeux d’alliance issus de la guerre froide. En échangeant aussi bien avec des pays membres de l’OTAN qu’avec leurs adversaires les plus évidents, la Russie s’assure une position parfaitement neutre. Son industrie devrait prospérer, quelles que soient les tensions entre les grandes puissances. Une stratégie à suivre, en particulier dans ses dimensions industrielle et économique.

No one was hurt as the two pilots ejected safely in the Kurgan region.

 

The plane wreckage has already been found, a Defense Ministry official said.

 

Engine failure was the probable cause of the crash, the official said.

A Russian nuclear submarine which caught fire during repairs in the Arctic in December had its nuclear-tipped missiles and other weapons on board, the newspaper Kommersant Vlast reported on Monday.

 

The Yekaterinburg submarine was being repaired in a dry dock outside the north-western city of Murmansk when wooden scaffolding next to it caught fire and the flames spread to the craft on December 29. Nobody was killed in the blaze which raged on for hours.

 

The Defense Ministry said all weapons had been unloaded before the vessel entered the dock at the Roslyakovo shipyard.

Officials also said there had been no radiation leak from the Yekaterinburg, the Delta-IV-class nuclear submarine.

 

But the newspaper Kommersant Vlast claimed on Monday the sub “was in the dock with torpedoes and missiles on board.” The Yekaterinburg, launched in 1984, can carry 16 intercontinental ballistic missiles, each with four warheads and 12 torpedoes.

 

“For almost an entire day, Russia was on the verge of the worst anthropogenic catastrophe since Chernobyl,” the paper said.

 

The explosion at a nuclear plant in Chernobyl in Ukraine in 1986 was the worst accident in the history of nuclear power.

Weapons are normally removed from docked nuclear subs but the final decision often lies with commanders, the paper said.

 

Unloading can take up to two weeks, which can delay scheduled maneuvers. This might result in disrupting Russia’s nuclear parity with the United States, it said.

 

The Yekaterinburg, or K-84, traveled to two missile depots in early January.

 

“The only meaning of this move would be to unload the missiles and torpedoes onboard the K-84,” Kommersant Vlast said.

 

The paper said it also had the evidence of “several independent sources in the leadership of the Navy and the Northern Fleet.”

 

The fire was the latest in a string of Russia’s naval accidents, the worst being the sinking of the Kursk submarine in 2000, which left 118 people dead.

Les nouveaux missiles S-400, en cours d'élaboration, seront livrés à l'armée à la fin de l'année 2012, a annoncé lundi à RIA Novosti le commandant en chef de l'Armée de l'air russe Alexandre Zeline.

 

"Dans le cadre de la mise au point du système S-400, un missile anti-aérien de longue portée capable de frapper à plus de 250 kilomètres de distance a été développé. A présent, les essais de ce missile s'achèvent, ses premières livraisons étant prévues pour la fin de l'année 2012", a déclaré M.Zeline.

 

Les missiles S-400 seront en principe capables de détruire les cibles aériennes de tous types dans un rayon de 400 kilomètres. Pour le moment, les S-400 les plus puissants sont en mesure de frapper des cibles à une distance d'environ 250 km.

 

A présent, la Russie possède deux régiments de missiles Triumph déployés dans les districts d'Elektrostal et de Dmitrov dans la région de Moscou.

Plusieurs batteries de missiles antiaériens S-400 "Triumph" seront déployées dans les régions frontalières et littorales russes avant la fin de l'année 2012, a annoncé à RIA Novosti le commandant en chef de l'Armée de l'air russe Alexandre Zeline.

 

"Plusieurs systèmes antiaériens S-400 "Triumph" doivent être livrés à l'armée avant la fin de l'année en cours.

Contrairement aux années précédentes, ces systèmes seront implantés non dans la région de Moscou mais dans les zones frontalières et littorales du pays", a indiqué M.Zeline sans plus de détails.

 

Auparavant, le commandant de la flotte de la mer Baltique, le vice-amiral Viktor Tchirkov, a fait savoir que le ministère de la Défense envisageait de déployer un système S-400 dans la région de Kaliningrad (ouest).

 

Les missiles S-400 sont destinés à détruire les cibles aériennes de tous types (avions, drones, missiles de croisière, etc.) dans un rayon de 400 km et jusqu'à 30 km d'altitude

 

A présent, la Russie possède deux régiments de missiles Triumph stationnés dans les districts d'Elektrostal et de Dmitrov à proximité de Moscou.

La Russie envisage de créer sur son territoire des coentreprises avec des producteurs étrangers de matériel militaire, a déclaré le vice-premier ministre russe Dmitri Rogozine.

 

"Il vaut mieux acheter à nos partenaires étrangers un parc de machines modernes (…). Nous envisageons entre autres la création sur notre territoire de coentreprises qui assureront de nouveaux emplois ainsi que des impôts", a insisté M.Rogozine.

 

Il a auparavant annoncé que le ministère russe de la Défense ne devait acheter des armements à l'étranger qu'en cas de nécessité exceptionnelle.

 

"Il faut comprendre que nous souhaitons importer des hautes technologies qui ne sont pas pour le moment développées par notre industrie. Nous saluons une coopération technologique mais nous devons produire nous-mêmes l'armement destiné à notre armée", a indiqué le responsable.

The number of Russia's Sukhoi T-50 5th generation fighters involved in test flights will be increased to 14 from three by 2015, Russian Air Force Commander Col. Gen. Alexander Zelin told RIA Novosti on Monday.

 

“There are three fighters already in tests, another three are expected to be tested in the nearest future. The entire number of aircraft planned for test flights is 14,” Zelin said.

 

The T-50, developed under the program PAK FA (Future Aviation System for Tactical Air Force) at the Sukhoi aircraft design bureau, made its first public appearance at the MAKS-2011 air show near Moscow on August 17, 2011.

 

The fighter, which is being developed in partnership with India, made its maiden flight in the Russian Far East in early 2010.

 

Zelin also said that Russia’s T-50 outstripped its U.S. and Chinese analogues.

 

“After a comparative analysis of the fighter’s characteristics with the U.S. F-22 Raptor and Chinese J-20 stealth aircraft, we can conclude that PAK FA exceeds the foreign analogues in maximum speed, flight range, maximum takeoff weight and the maximum overload value,” Zelin added.

 

Russia has been developing its fifth-generation fighter since the 1990s. The country's top military officials have said the stealth fighter jet, with a range of up to 5,500 kilomeeters, should enter service with the Air Force in 2015.

Finland’s Defense Minister Stefan Wallin will pay an official visit to Moscow on Monday, the Russian Defense Ministry reported.

 

This will be Wallin’s first visit to Russia in his new capacity. He assumed office in June 2011.

 

On the next day after the arrival of the Finnish delegation, Russian Defense Minister Anatoly Serdyukov will meet with Wallin to discuss the state and prospects of bilateral military cooperation.

 

The two ministers will also consider urgent regional and global security issues.

Le ministère russe de la Défense veut retirer de l’utilisation les fusils de précision de Dragounov (SVD), car ces fusils d’assaut son devenus obsolètes, estiment les experts militaires. Selon les dirigeants de l'Armée de terre, les tireurs d'élite, dans des conditions modernes, ont surtout besoin de fusils de calibre 8,61 mm, dont la portée de tir dépasse près de deux fois les indicateurs du fusil SVD.

 

Il est possible de remplacer ce fusil par une arme étrangère de même catégorie. Ainsi, la portée de tir ajusté du fusil britannique AWM-F représente 1500 mètres, alors que l’arme de Dragounov est capable d’atteindre une cible à 800 mètres. Selon les militaires, une telle différence pourrait coûter la vie à un tireur d'élite, c’est pourquoi le fusil de Dragounov n’aurait plus sa place dans l’armée russe. Toutefois, sur le site du constructeur du fusil, l'usine «Ijmach» (Oudmourtie), il est précisé que la portée de tir de cette arme représente 1200 m avec un viseur simple et de 1300 m avec un viseur optique. Si l’on croit ces données, la différence avec les fusils occidentaux n’est donc pas si importante.

 

Il est possible que les armuriers russes puissent fabriquer des fusils de nouvelle génération. A l’usine «Ijmach», on a déjà élaboré plusieurs fusils du calibre de 8,61 mm. Ainsi, le nouveau fusil de Dragounov possède une fonction de chargement automatique, et son chargeur contient deux fois plus de munitions que n’importe quel modèle occidental. C’est pourquoi, le fusil russe de nouvelle génération pourrait être construit sur la base du SVD.

 

Le fusil de précision de Dragounov a un calibre de 7,62 mm. Cette arme a été élaborée dans les années 1958-1963 par un groupe de constructeurs dirigés par Evgueni Dragounov. Des cartouches des dimensions 7,62 × 54 mm sont utilisées sur ce fusil, avec des balles ordinaires, traçantes, perforantes ou incendiaires, ainsi que des balles destinées à des tireurs d'élite. Le fusil SVD peut également tirer avec des balles expansives.

 

Le fusil est capable de tirer des coups de feu uniques. Il est équipé d'un viseur optique, avec une possibilité d’installer aussi un viseur nocturne.

 

Le ministère de la Défense attend beaucoup des fusils de sniper, puisque le rôle des tireurs d'élite au cours des opérations de combat continue à augmenter, en particulier dans les zones urbaines, ce qui est typique des conflits armés locaux.

Russian Pacific Fleet's task force led by the Admiral Panteleyev destroyer arrives on Sunday in the Far Eastern port of Vladivostok after a successful anti-piracy mission off the Somali coast, the fleet’s spokesman said.

 

The Udaloy class destroyer is accompanied by the Fotiy Krylov salvage tug and the Boris Butoma tanker.

 

“The welcome home ceremony will be held at the Golden Horn Bay,” Capt. 1st Rank Roman Martov said.

 

During a four-month anti-piracy mission, which ended on January 15, Admiral Panteleyev escorted a number of commercial convoys through pirate-infested waters off the Somali coast.

 

The task force has paid friendly visits to Cambodia, Djibouti, the Seychelles, Indonesia and Philippines while returning from the mission.

 

At present, another Pacific Fleet’s task force, led by Udaloy class destroyer Admiral Tributs, is carrying out an anti-piracy mission in the Gulf of Aden, as Russian warships operate in the area on a rotating basis.

 

Russian warships have successfully escorted more than 130 commercial vessels from various countries through pirate-infested waters off the Somali coast since 2008, when Russia joined the international anti-piracy efforts in the region.

The Russian Air Force received the first of seven An-140-100 transports. These twin turboprop aircraft are built in Ukraine. Since introduced in 2007, the 19 ton An-140 has been used mainly as a civilian aircraft (it can carry 52 passengers). The An-140s sold to Russia are modified for military use. The civilian version sells for about $9 million each, but the militarized version (sturdier landing gear, more electronics, configured to carry five tons of cargo) increases the price to about $12 million. This is about half the price of a similar Western aircraft. That economy comes at a cost, as five the 35 An-140s delivered so far have crashed. However, two of those were An-140s built under license in Iran.

 

The 19 ton An-140 has a range of 1,300 kilometers and a cruise speed of 460 kilometers an hour. The military version will probably be able to carry about five tons of cargo. There are 24 An-140s on order from several countries. Russia is buying them, in part, to improve diplomatic and economic relations with Ukraine. But the Russian Air Force also wants to rebuild its air transport fleet and replace existing An-24s. The An-140 is a radical upgrade of the 21 ton An-24

 

While first developed in the late 1950s, the An-24 the design was upgraded in the 1960s to the An-26. The latest version is the An-32. The original An-24 transport entered service in the early 1960s. Over 1,100 AN-24s were built, and over 500 are still in use. About ten percent of An-24s were lost in accidents.

 

Before the end of the 60s, some 600 of an improved version, the An-26, were built, and over 200 are still flying. It's easy to confuse the An-24 and An-26, and journalists (and government officials) often do so. In the 1970s, even more powerful versions (An-30, An-32), entered service, but only about 360 of these were made. India was the principal customer for the 27 ton An-32, which is basically an An-26 with better engines and modifications for tropical operations. This version can carry 6.7 tons of cargo or up to 50 passengers. Max speed is 540 kilometers an hour and range is 2,500 kilometers. The crew consists of two pilots and a loadmaster. The An-140 also carries a loadmaster when in all-cargo mode.

 

Antonov built the original An-24 series to be simple, rugged and easy to use and maintain. They succeeded. Four decades later, it should not be surprising that nearly a thousand An-24 series aircraft are still working. That's not the first time this has happened. After 70 years, there are still several hundred DC-3 transports working in odd (and often remote) parts of the world.

 

But with age comes problems. Engines, and other parts of these aging aircraft, are prone to fail at bad moments. A major problem with the An-24 is the shortage of spare parts. The network of factories producing the spares fell apart when the Soviet Union collapsed in 1991. The parts supply network has been slowly rebuilt, with many factories outside of Russia now producing needed components. Quality of these parts varies, which adds to the sense of adventure one has when flying in these aircraft.

Un radar russe d'alerte aux missiles de nouvelle génération entrera en service opérationnel ce samedi à Lehtoussi, non loin de Saint-Pétersbourg, a annoncé le porte-parole des Troupes russes de défense aérospatiale Alexeï Zolotoukhine.

 

Construit en 2006, le radar de type Voronej était jusqu'ici au stade des essais, selon le porte-parole.

 

Trois autres stations de ce type sont déployées dans les région d'Irkoutsk (Sibérie), de Krasnodar (sud) et de Kaliningrad (région russe enclavée entre la Lituanie et la Pologne). Le radar de Krasnodar est en période d'essais, celui de Kaliningrad fait déjà partie du système russe d'alerte aux missiles en voie de création depuis plusieurs années, a précisé le colonel Zolotoukhine. Le radar d'Irkoutsk sera mis en service d'essai tout prochainement.

 

Le radar de type Voronej, qui utilise entre autres les ondes décimétriques, dépasse largement ses prédécesseurs, les stations "Dniepr" et "Darial" créées à l'époque soviétique, et ses performances peuvent être encore améliorées. Il a une portée de 6.000 kilomètres et peut détecter une attaque contre les postes de commandement et les sites civils importants.

 

Le ministère russe de la Défense envisage de remplacer d'ici 2020 tous les radars soviétiques par les nouvelles stations.

Russia’s arms exports may reach a record $14 billion in 2012, a Russian think-tank said on Friday.

 

Russia’s state arms exporter Rosoboronexport sold $10.7 billion worth of weaponry in 2011 under contracts with 57 countries, but this number could be readjusted to $12 bln with the addition of direct sales of spare parts by Russian arms producers.

 

“We are expecting Russian arms exports to surpass $14 billion in 2012,” the Center for the Analysis of Strategies and Technologies (CAST) said in a report.

 

“Considering the current foreign orders portfolio, which is worth $41.5 billion, Russia may maintain this level of arms exports for at least three years,” the report said.

 

The Moscow-based CAST is an independent, private defense industrial and foreign policy think-tank with close ties to both Rosoboronexport and senior Kremlin officials.

 

According to the CAST report, Russia will deliver about 50 Su-family fighters to India, Vietnam, Algeria, Indonesia and Uganda.

 

In addition, Russia will supply India with 10 MiG-29K naval fighters and modernize 10 MiG-29s in service with the Indian Air Force to MiG-29UPG level. Myanmar will receive 14 MiG-29 of various modifications.

 

Russia may also start the deliveries of 24 MiG-29M2 fighters to Syria under a 2007 contract.

 

Russia will deliver Pantsir-S1E air defense systems to Algeria and the United Arab Emirates, Buk-M2E air defense systems to Syria, and Tor-M2E systems to Belarus.

 

Venezuela will receive Russian T-72 tanks, BMP-3 infantry fighting vehicles and BTR-80A armored personnel carriers.

Major deliveries of naval equipment to India will be carried out in 2012.

 

Russia is expected to hand over the long-awaited Vikramaditya aircraft carrier (former Admiral Gorshkov), and deliver two Talwar class frigates and a modernized Kilo class diesel electric submarine to the Indian Navy.

The Yury Dolgoruky will enter service in June and the Alexander Nevsky in August, he said.

 

The Borey-class subs will be armed with Bulava intercontinental ballistic missiles but Serdyukov did not say exactly when the troubled missile will enter service.

 

The Yury Dolgoruky’s construction began in 1996 at the Sevmash shipyard and was completed in 2008. It has a crew of 130 and will be armed with 16 Bulava SLBMs and six SS-N-15 cruise missiles.

 

President Dmitry Medvedev said in late December that the flight tests of the Bulava SLBM were completed and it will now be adopted for service with the Russian Navy.

 

Russia successfully test launched two Bulava missiles on December 23.

 

They were the 18th and 19th test launches of the troubled Bulava. Only 11 launches have been officially declared successful.

 

But some analysts suggest that in reality the number of failures is considerably larger. Russian military expert Pavel Felgenhauer said that of the Bulava's first 12 test launches, only one was entirely successful.

 

Despite several previous failures officially blamed on manufacturing faults, the Russian military has insisted that there is no alternative to the Bulava.

 

The Bulava (SS-NX-30) SLBM, developed by the Moscow Institute of Thermal Technology (since 1998), carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles). The three-stage ballistic missile is designed for deployment on Borey-class nuclear submarines.

This month a new radar of the Voronezh class will be put on alert duty near Russia’s second largest city of St. Petersburg as part of Russia’s early warning system, a missile defense spokesman said on Thursday.

 

The current overhaul of Russia’s missile defenses is also due to the new strategic challenges presented by the U.S.-led missile shield plans in Europe.

 

“New generation missile warning radar in the Leningrad Region will be put on alert duty in February 2012,” said Col. Alexei Zolotukhin, spokesman for the missile defense troops in the Russian Defense Ministry.

 

The radar in the Leningrad Region was built in 2006 and until recently was operated in a test mode, he said.

 

Two other Voronezh class radars are already operating in a test mode in Armavir in the Black Sea area and in Pionersky near Russia's westernmost exclave of Kaliningrad. Another one near the Siberian city of Irkutsk will be put into test mode operation later this year.

 

The Voronezh class radars are a serious breakthrough compared to the previous generation radars of the Dnepr and Daryal class. The radar in Pionersky has a range of 6,000 kilometers and can simultaneously track around 500 objects.

 

Under the national defense program until 2020, the Defense Ministry is to replace all Soviet long-range radars and close all gaps in radar coverage on Russia's borders.
