ST. PETERSBURG, September 2 (RIA Novosti)

 

The Russian Navy’s Coast Guard Troops will receive about 20 new missile systems and over 70 aircraft and helicopters by 2020, Navy chief Admiral Viktor Chirkov said Monday.

 

Coast guard units will receive some 20 Bastion and Bal missile systems, 21 new aircraft and 54 helicopters, he said, adding that existing ones will be modernized and upgraded.

 

Chirkov said that the modernization of antisubmarine warfare planes is a particular priority.

 

The Navy will also procure advanced air patrol systems and a series of unmanned aerial vehicles for a variety of applications and ranges, Chirkov said.

La Russie a dépêché un navire de reconnaissance et de surveillance électronique vers la côte syrienne en Méditerranée orientale, rapporte ce lundi 2 septembre une agence russe, sur fond de préparation d'une intervention militaire occidentale contre le régime de Damas.

 

Le navire de guerre électronique SSV-201 "Priazovié" a quitté dimanche soir Sébastopol, port ukrainien où est basée la flotte russe de la mer Noire, "pour une mission dans l'Est de la Méditerranée", a déclaré une source militaire à l'agence Interfax.

 

Ce bâtiment ne va pas rejoindre le groupe de navires de guerre de la marine russe déjà dans la région, a ajouté cette source, précisant que le SSV-201 rendrait compte de ses activités directement à l'état-major des forces armées russes.

 

L'état-major avait indiqué la semaine dernière que le groupe de navires dans la Méditerranée effectuait de manière ininterrompue des observations et analyses des activités militaires autour de la Syrie.

 

"Nous utilisons le système de surveillance par satellite de notre groupe de navires dans la Méditerranée, ainsi que d'autres sources de renseignements", a ajouté cette source.

 

"Nous avons l'intention d'obtenir le maximum d'informations dans les intérêts de la sécurité de la Russie, d'analyser méticuleusement les tactiques utilisées par les participants à un possible conflit, tirer des conclusions sur les perspectives à venir", a encore indiqué cette source.

 

La Russie maintient une présence constante de plusieurs navires de guerre dans l'est de la Méditerranée où ils effectuent des rotations depuis le début de la crise syrienne il y a deux ans et demi.

 

Principal soutien du régime de Damas auquel elle livre des armes, la Russie exploite depuis la période soviétique une base militaire dans le port de Tartous, à 220 km au nord-ouest de Damas.

 

A la suite d'une attaque à l'arme chimique dans la banlieue de Damas le 21 août, attribuée par les Américains au régime du président Bachar al-Assad, Barack Obama a demandé au Congrès américain de voter en faveur de frappes aériennes en Syrie. La Russie s'y oppose vigoureusement. (Source AFP)

Asie du Nord-est: Moscou prône un système de sécurité collective

La Russie envisage de ranimer la discussion sur la mise en place d'un système de sécurité collective dans l'Asie du nord-est, a déclaré lundi le ministre russe des Affaires étrangères Sergueï Lavrov, précisant que cette discussion devait s'inscrire dans le contexte de négociations à six sur le problème nucléaire de Pyongyang.

 

"Un groupe de travail a été créé. La Russie en est le coordinateur. Nous utiliserons ce statut pour ranimer ces discussions", a indiqué M. Lavrov dans une intervention devant les professeurs et les étudiants de l'Institut des relations internationales de Moscou.

 

La Corée du Nord s'est proclamée puissance nucléaire en 2005 et a effectué des tests nucléaires en 2006 et 2009, suscitant une vague de protestations de la communauté internationale. Ce comportement de Pyongyang a contraint le Conseil de sécurité de l'ONU à décréter des sanctions à son encontre.

 

Les négociations à six réunissant la Russie, la Chine, le Japon, les Etats-Unis et les deux Corées ont été lancées en 2003 en vue d'amener Pyongyang à abandonner ses programmes nucléaire et balistique. Elles ont été suspendues en 2009 sur fond de détérioration des relations entre les deux Etats coréens.

China has joined with Russia to oppose any use of foreign military force against Syria. This was prompted by the recent Syrian use of chemical weapons against pro-rebel civilians. The U.S. and other NATO countries had earlier told Syria that such use of chemical weapons would bring military intervention. China and Russia have long been supporters of the Assad dictatorship, and similar tyrants around the world. China and Russia are also bitter about what happened to their old friend Kaddafi, who lost his life clinging to power in Libya two years ago. Kaddafi was largely done in by NATO providing air support. NATO is reluctant to do that for Syria because the post-Kaddafi government (and post Arab Spring governments in general) tend to be tolerant of Islamic terror groups. But the Syrian civil war is dragging on and that is becoming embarrassing for the West. Assad losing power would be an even bigger embarrassment for China and Russia.

 

Russian naval and shipbuilding officials are not looking forward to the investigation of why a Russian built Kilo class sub belonging to India (INS Sindhurakshak) caught fire and exploded on August 14th while docked near Mumbai. The 16 year old submarine had recently returned from Russia after an $80 million refurbishment. Eighteen sailors were killed as the sub sank at dockside. The cause appears to have been an accident but a thorough forensic investigation will eventually determine if it was caused by human error or equipment failure. Back in 2008 India had refused to accept a refurbished Kilo because of repeated failures of the subs Klub missiles it had recently been equipped with. The Indian sub had test fired six Klubs in late 2007, and all failed. The Russians had no explanation for the failures. That boat had been in Russia for over two years, for $80 million worth of upgrades and repairs. India refused to pay, or take back the sub, until Russia fixed the problems with the missiles. This the Russians eventually did, and there were several successful Klub tests that persuaded the Indians to accept the refurbished Kilo. Russian missiles have little combat experience, and a reputation for erratic performance. Quality control was never a Soviet strength, but the Russians are getting better, at least in the civilian sector. The Indians are now haunted by a 2000 incident where the detonation of a missile (or torpedo) aboard the Russian nuclear sub Kursk caused the loss of the sub and all its crew. There have been other problems since then and the Indians fear that the Mumbai disaster may just be the latest.

 

September 1, 2013: In the south (Dagestan) an Islamic terrorist was killed and a policeman wounded when police stopped two men at night and asked for ID. The men opened fire and one managed to escape. The dead man was later identified as a wanted terrorist bomb maker.

 

August 31, 2013: Russia told Iran it would not discuss any new arms deals as long as the 2011 Iranian lawsuit is active at the international arbitration court in Switzerland. Iran is seeking $4 billion in damages because Russia backed out of a 2010 agreement to deliver $800 million worth of S-300 anti-aircraft systems (similar to the U.S. Patriot). Russia did not deliver on the 2010 deal because of the new UN arms sanctions against Iran, but believes that some types of military gear could still be sold to Iran and will try to do so once the 2011 lawsuit is dropped. In reality Russia is glad to have an excuse to stay away from Iranian arms deals, which cause the Russians all manner of diplomatic and foreign trade problems with the West and Israel.

 

At the Soviet era Baikonur space center in Kazakhstan a Russian Zenit 3SLB rocket put an Israeli communications satellite into orbit.

 

August 28, 2013: On the Baltic, outside Kaliningrad, a Russian Navy Zubr class air cushion vehicle approached a crowded beach full of people swimming and sunning themselves. Seemingly unconcerned, those in the water and on the beach the 555 ton craft was headed for got out of the way as the hovercraft came up on the sand. Out came over a hundred naval infantry in battle gear, who moved the sunbathers back and established a perimeter and then moved inland for a training exercise. Naturally there were plenty of smart phones on the beach recording it all and the videos soon appeared on the Internet. The Russian Navy could not just ignore this bizarre incident so an official explanation was given. The navy said that the beach was a military training area and no one should have been there. But the videos indicated no surprise or alarm among the crowd at the beach and people just moved out of the way of the hovercraft and went back to relaxing on a sunny and hot day at beach. The Baltic does not have many warn sunny days for visiting the beach. During the Soviet period (before 1991) if the government said stay away from somewhere most people stayed away, rather than risk a nighttime visit from the KGB (secret police). But since 1991 Russians have gladly shed decades of such obedience and fear. If there’s a fine beach on military land, and it’s a hot, sunny day, the people will insist on sharing the beach with whatever the navy has planned. The navy would like to see the good old (Soviet) days return, but know that the best they can do is pretend and tell the media that people were not supposed to be on the beach and leave it at that. That said, that hovercraft was huge and scary to the uninitiated. A Zubr can carry 130 tons (three tanks, or a combination of lighter armored or non-armored vehicles or up to 500 troops). Top speed is 110 kilometers an hour and range is 480 kilometers. The crew of 31 usually stays out less than eight hours per mission. The Zubrs also carry two stabilized MLRs (multiple tube rocket launchers), four short range anti-aircraft missiles systems (Igla-1Ms), and two AK-630 six-barrel 30mm close-in weapon systems (CIWS), for defense against anti-ship missiles. This is an amphibious warship used to quickly get troops and vehicles onto a beach.

 

In the south (Dagestan) two Islamic terrorists were killed when police interrupted a terrorist attack.

 

August 27, 2013: In the south (Ingushetia) a senior security official was killed while driving to work. It’s unclear if the killers were Islamic terrorists or gangsters as both groups have an interest in hindering police and military intelligence work in the area. The victim, however, was mostly involved with persuading Islamic terrorists to surrender and accept amnesty.

 

Off the north coast a group of Europeans opposed to off shore oil drilling attempted to move their ship close enough to interfere with and halt oil operations. A Russian coast guard approached the interloper and told them to leave or they would be fired on and, if necessary, sunk. The protestors’ ship left and said they would take the Russians to court for interfering with free passage in international waters. Not only do the Russians tend to open fire on real or perceived threats to their borders, but they also tend to ignore international agencies telling them that sort of thing is wrong. 

 

A Russian transport flew another 90 Russians (and others from former parts of the Soviet Union) out of Syria. This is in anticipation of NATO air strikes in retaliation for the Syrian government recently using nerve gas against pro-rebel civilians. Syria denies it and Russia insists the rebels did it. The U.S. says it has proof and that sarin nerve gas was detected on victims and the areas where they were when they were killed by the sarin.

 

August 26, 2013: A Russian cruiser, destroyer and supply ship visited Venezuela. The 11,400 ton cruiser Moskva was later ordered to go to the coast of Syria to demonstrate Russian support for the embattled Assad government. A Russian electronic intelligence collecting ship was also ordered to the same area, apparently to monitor any American naval and air operations.

 

August 22, 2013: South Korea put its first radar imaging satellite into orbit (via a Russian launcher). The 1.4 ton KOMPSAT 5 satellite uses a radar that can detect objects and landforms as small as one meter (39 inches) across. This satellite is mainly for obtaining geographic (land and sea) information, disaster response and environmental monitoring. Military use was not discussed publically. The launcher was a Cold War era ICBM (an RS-18) converted to work as a satellite launcher.

 

The Russian Air Force has ordered 15 An-148 commercial transports. The An-148 is a twin jet commercial transport that normally carries up to 80 passengers or nine tons of cargo. Max range is 2,100 kilometers and the high-wing design means that the stretched An-178 cargo version can carry up to 15 tons and have a rear door for quickly loading and unloading. The An-148 is costing the air force about $39 million each and all will be delivered by 2017. The air force does have a need for An-148s, but the government has an even greater need in keeping the Russian commercial aircraft manufacturers in business. That’s the main reason behind this purchase.

 

August 21, 2013: The Russian government recently issued a formal reprimand to the director (Vladimir Popovkin) of the Russian Space Agency (RSA), which handles all of Russia’s satellite launches. The government later clarified that the reprimand was not for several recent disasters but for the fact that in the last three years the RSA has only been able to launch 47 percent of Russian satellites. The reprimand, which in Russia is usually the last warning for someone about to be dismissed, was about the continued inefficiency of the RSA and the inability of Popovkin to reform and revitalize the RSA. The repercussions continue in the wake of all the sloppy decisions and stupid mistakes that have led to the loss of launchers and satellites. Another shake up of the RSA is expected if the government can find someone more qualified than Vladimir Popovkin to do the deed. Senior government officials know that Popovkin is not the problem and that the corrupt environment he has to work in is. Cleaning that up means cleaning up the corruption through-out Russian society. That requires more than the vertical chop, it takes time and persistence.

 

August 20, 2013: In the south (Dagestan) nine Islamic terrorists were killed when police surrounded the house they were hiding in. The terrorists refused to surrender and then died in the ensuing gun battle. The dead included a local terrorist leader and the man believed responsible for the recent murder of a local Islamic cleric who had preached against Islamic terrorism.

 

August 19, 2013: The government revealed that two years ago Sudan had secretly bought 24 Mi-24 helicopter gunships and 14 MI-8 transport helicopters. Some have already been delivered. Russia told the UN that Sudan agreed not to use these helicopters in Darfur (western Sudan) where the UN has embargoed the introduction of new weapons.

 

The government repeated warning to Russians planning to visit Egyptian vacation resorts to reconsider. Russians were not forbidden from going and most did not cancel their plans. The main reason for this was that the resorts that cater to Russians (and other foreigners) are outside the cities and have had no violence. The Egyptians are grateful for the Russians showing up because a lot of Western tourists have cancelled.

 

Russian and Japanese negotiators met in Russia to resume negotiations over the long delayed treaty to end the state of war existing between the two countries since World War II. The talks are also about a territorial dispute. In 2010 Russia renounced a 1956 deal to return two of the four Japanese Kuril islands. Japan had been pressuring Russia to make good on the 1956 promise (made at the time Japan and the Soviet Union resumed diplomatic relations). But Russia reneged, claiming Japan was plotting to get the other two islands back as well. T he Japanese have been pressuring the Russians to return the Kurile Islands (off northern Japan) for decades, and this has caused a lot of tension recently. These four islands were seized at the end of World War II, and the Russians kept them. The Kurils had been occupied by Japanese for centuries, but when Russia reached the Pacific coast in the 17th century, they began to send ships down to the Kurils. In 1875, Japan and Russia signed a treaty settling claims in the area. Japan acknowledged Russia’s claim to the larger Shakalin island to the north while Russia acknowledged that the Kurils belonged to Japan. After World War II, Russia expelled the 17,000 Japanese inhabitants of the four Kuril Islands. Russians were brought in, and about 16,000 of them (including many Ukrainians, Koreans and so on) currently inhabit the islands. There’s not much economic value to the Kurils, except for the good fishing. But it's believed there are oil and gas deposits off shore, and valuable mineral deposits on land. Meanwhile, the Russians are still hacked off at losing a war to Japan in 1905, and to Japanese soldiers occupying parts of eastern Russia after World War I. Japan and Russia had a non-aggression treaty for most of World War II. But Russia declared war on Japan on August 15th, 1945, and promptly invaded Japanese occupied northern China (Manchuria). Japanese surrendered to the United States a month later. You could say that Japan and Russia have a lot of unresolved issues.

Prolifération d'armes libyennes: 12 pays affectés (Lavrov)

Des livraisons illégales d'armes en provenance de Libye ont été constatées dans 12 pays du Proche-Orient, a déclaré lundi le ministre russe des Affaires étrangères Sergueï Lavrov dans une intervention devant les professeurs et les étudiants de l'Institut des relations internationales de Moscou.

 

"Selon l'ONU, des livraisons illégales, des transferts clandestins d'armes à feu en provenance de Libye et ont été enregistrés dans 12 pays du monde", a indiqué le ministre, précisant que ces armes étaient utilisées "principalement par des participants aux troubles" au Proche-Orient.

 

Selon lui, "des armes provenant de Libye ont commencé à proliférer de manière illégale", provoquant la diffusion de "terroristes qui ont besoin d'une nouvelle guerre pour renverser tel ou tel régime".

Moscou ne pourra livrer des armes à l'Iran qu'après le retrait des plaintes

VLADIVOSTOK (Extrême-Orient russe), 30 août - RIA Novosti

 

La Russie ne pourra négocier les livraisons d'armements défensifs analogues aux systèmes sol-air S-300 à l'Iran qu'après l'abandon de toutes les plaintes déposées par ce dernier contre Moscou, a déclaré vendredi aux journalistes le vice-premier ministre russe Dmitri Rogozine.

"Des négociations ne seront possibles que si les plaintes déposées contre la Russie sont retirées", a indiqué M. Rogozine.

Il a souligné que la Russie respectait toutes les normes du droit international.

"Nous agissons strictement dans le cadre de la liste qui limite les fournitures d'armements à différents pays, y compris à la République islamique d'Iran. Nous n'avons jamais outrepassé cette liste", a affirmé le vice-premier ministre, ajoutant que Moscou était prêt à engager une "coopération technico-militaire normale" avec Téhéran.

Conclu en 2007, le contrat de livraison de missiles sol-air S-300 à l'Iran engageait la Russie à fournir cinq batteries complètes de cet armement pour un montant d'environ 800 millions de dollars. Or, l'exécution du contrat a été suspendue en septembre 2010 par le président russe Dmitri Medvedev en application de la résolution 1929 du Conseil de sécurité de l'ONU, qui interdisait de fournir des missiles, des chars, des hélicoptères d'assaut, des avions de combat et des bâtiments de guerre à Téhéran.

L'Iran a intenté à la Russie un procès en arbitrage pour annulation du contrat. La République islamique réclame quatre milliards de dollars d'indemnités.

Le directeur général du consortium d'armement russe Almaz-Antei, Vladislav Menchtchikov, a fait savoir jeudi que les systèmes S-300 destinés à l'Iran avaient été démontés et partiellement recyclés.

Le système de missiles anti-aériens S-500 pourrait être mis en service en Russie dès 2017, a fait savoir à RIA Novosti une source haut placée au sein du ministère russe de la Défense.

 

"Le système de missiles anti-aériens S-500 est en cours d'élaboration. Sa mise en service militaire est programmée pour 2017", a indiqué l'interlocuteur de l'agence.

 

Selon lui, le futur système sera capable de détruire des cibles se trouvant dans l'espace.

 

Les missiles sol-air S-500 sont destinés à remplacer les S-400 Triumph, capables d'organiser la défense échelonnée des sites contre une attaque aérienne massive. Développés par le bureau d'études Almaz-Anteï, les S-500 sont en mesure de détruire 10 cibles simultanément volant à une vitesse de 7 km/sec à 200 km d'altitude, ainsi que les ogives de missiles de croisière hypersoniques.

 

D'après le commandant en chef des forces aériennes russes Viktor Bondarev, les capacités de combat du système S-500 seront supérieures non seulement à celles des S-400 mais aussi à celles des Patriot РАС-3 américains.

Russia’s New Bomber to Carry Hypersonic Weapons – Source

MOSCOW, August 30 (RIA Novosti)

 

Russia’s next generation long-range bomber PAK-DA will be armed with hypersonic weapons, a Defense Ministry source told RIA Novosti Friday.

 

“PAK-DA will be equipped with all advanced types of precision guided weapons, including hypersonic,” the source said, adding that the bomber itself will be subsonic.

 

Earlier this week, Boris Obnosov, general director of the Tactical Missile Systems Corporation, revealed that Russia has developed a hypersonic missile. However, he added that although it has been developed, it can only make seconds-long flights.

 

In September 2012, Russian Deputy Prime Minister Dmitry Rogozin, whose brief covers the defense industry, announced plans to merge the Tactical Missile Corporation and NPO Mashinostroyenie.

 

Lt. Gen. Anatoly Zhikharev, commander of the Russian Air Force Long-Range Aviation, previously said the first PAK-DA bombers will enter service by 2020.

 

In August 2012, Rogozin told the Rossiya 24 TV network “I think we need to go down the route of hypersonic technology and we are moving in that direction and not falling behind the Americans.”

Work Begins on 6th Missile Boat for Caspian Flotilla

KAZAN, August 29 (RIA Novosti)

 

Construction work has begun on a sixth attack missile boat for the Russian Navy’s Caspian Flotilla, a shipyard representative told RIA Novosti on Thursday.

 

The Zelenodolsk shipyard, based in Russia’s Tatarstan Republic, is building the series of six missile boats under a 2010 contract with the Defense Ministry. All the boats are due to enter service with the Caspian fleet.

 

The first two missile corvettes – the Grad Sviyazhsk and the Uglich – were floated out on June 22 and August 22, respectively. Another three – the Veliky Ustyug, the Zelyony Dol and the Serpukhov – are under construction.

 

The sixth boat has been named the Vyshny Volochek, a shipyard official told RIA Novosti. He did not say when the ships would be completed or what the total construction costs would be.

 

The Project 21631 (Buyan-M) corvette has a displacement of 949 tons and maximum speed of 25 knots. It is armed with Kalibr (SS-N-27) anti-ship missiles, 100-mm and 30-mm guns, as well as Igla-1M air defense missiles.

Russie: le bombardier de 5e génération remplacera trois types d'avions (Armée)

Le bombardier russe de 5e génération PAK DA, qui sera livré à l'armée à partir de 2020, pourrait remplacer trois types d'avions actuellement en service dans l'armée russe, a annoncé vendredi le général Victor Bondarev, commandant en chef de l'Armée de l'air russe.

 

"Il accomplira les missions qui sont actuellement assignées aux avions Tupolev Tu-160, Tu-95MS et Tu-22. Il sera équipé d'armes hypersoniques", a indiqué le général lors d'une conférence de presse au Salon aérospatial international MAKS-2013 à Joukovski, dans la région de Moscou.

 

Le commandant de l'Armée de l'air a ainsi confirmé les informations selon lesquelles le bombardier à long rayon d'action PAK DA, en cours de conception, serait doté d'armes hypersoniques.

 

L'avion PAK DA quant à lui sera subsonique, sur décision d'une commission spéciale du ministère de la Défense.

 

Le groupe russe "Missiles tactiques" a annoncé le 28 août dernier avoir créé un missile hypersonique, qui pour le moment n'arrive à voler à une vitesse hypersonique que pendant quelques secondes.

 

D'après le commandant de l'Aviation à long rayon d'action russe Anatoli Jikharev, les premiers bombardiers PAK DA seront livrés à l'armée d'ici 2020.

Moscou dévoile le SU-30SM

A l’occasion du salon aéronautique MAKS de Moscou (27 août-1er septembre 2013 à Joukovski), la Russie met l’accent sur son nouveau biplace de combat SU-30 SM. Il s’agit d’un dérivé du biplace SU-30 MKI en service en Inde. Cet avion hyper manoeuvrant est doté de plans canard et de tuyères à poussée dirigée. Côté avionique, il s’agit d’un appareil 100% russe : il possède un radar à antenne active signé NIIP Tikhomirov, dérivé du « Bars » en service sur le MKI. Le SU-30 SM dispose d’un cockpit « tout écran » et d’un calculateur analogue à celui du SU-35. Ce calculateur gère le système d’arme et assure la sécurité du vecteur et de ses occupants. Il décide par exemple d’éjecter les pilotes en cas de danger. Il est piloté par Mr Averyanov, un pilote d’essais réputé qui est entré dans la légende lors de son éjection d’un SU-30 MKI pendant un salon du Bourget.

 

Moscou qui se dit très satisfait du SU-30 SM, aussi à l’aise en combat rapproché qu’en combat hors de portée visuelle, en a commandé 60 exemplaires. Ils serviront à former les pilotes de SU-35 et de T-50 qui constituent le renouveau des forces aériennes russes (VVS).

Report: Russia To Deploy 'Star Wars' Missile System in 2017

MOSCOW — Russia’s defense ministry plans to deploy in 2017 a sophisticated new air missile defense system that can hit targets in space, a senior ministry source told Russian news agencies Friday.

 

“The promising S-500 air defense missile system is at the development stage. It’s planned to be deployed in 2017,” the source was quoted as saying by the Interfax news agency.

 

The long-range system will be able to destroy targets even if they are in space and cover the whole Russian territory, the source added.

 

Russia is developing more and more effective missile defense systems for use as a deterrent while opposing plans by the United States to build a missile defense shield in Europe.

 

Russia says its most advanced anti-aircraft and anti-missile system currently in use, the S-400 Triumph, has a range of 400 kilometers.

 

Russian President Vladimir Putin said last year that Russia’s armed forces would acquire around 28 S-400s over the following decade.

 

Russia has declined to cancel hugely controversial contracts to supply Syria with four of its powerful S-300 air defense missile systems, a deal that has sparked international concern.

 

Putin in June praised the S-300s as the best such systems in the world and said Russia had not yet delivered the systems to Syria to avoid changing the balance of power in the region.

 

Syrian President Bashar al-Assad told Izvestia pro-Kremlin daily on Monday that all Syria’s contracts with Russia were being fulfilled.

Pantsir-S1: le poste de commandement présenté au salon MAKS-2013

La Russie a dévoilé le poste de commandement des systèmes antiaériens Pantsir-S1 au Salon aérospatial international MAKS-2013 de Joukovski, a annoncé vendredi le bureau d'études KBP de Toula (180 km de Moscou) qui a conçu cette arme.

 

"Il s'agit d'une première. Nous avons présenté pour la première fois le poste de commandement à ce salon", a indiqué Iouri Nikitine, représentant du bureau d'études, devant les journalistes.

 

Le poste de commandement permet de coordonner les tirs de six véhicules Pantsir-S1, même en mouvement, "ce qui complique la détection des véhicules de combat par l'ennemi", selon lui.

 

"Le poste de commandement reçoit les informations sur les cibles fournies par ses propres radars, ainsi que par les radars des Pantsir-S1. On peut alors utiliser un seul radar pour mieux dissimuler la position des systèmes Pantsir-S1, et réduire le risque d'une frappe d'antimissiles, ou pour attirer un avion ennemi dans la zone de destruction", a ajouté le responsable.

 

Le poste de commandement peut se trouver à 10 km des véhicules de combat. Il y a trois moyens de le relier à ces derniers: par radio, par câble coaxial ou par câble optique. La troisième variante est la plus sûre, puisqu'il est alors impossible d'intercepter les commandes.

 

Le système de combat Pantsir comprend des missiles et des obus d'artillerie. Les premiers, d'une portée de 20 kilomètres, se déplacent à la vitesse de 1.000 mètres par seconde et sont capables de neutraliser les cibles évoluant à une altitude oscillant entre 2 mètres et 15 kilomètres. Les seconds, d'une portée de 4 kilomètres, détruisent les cibles navales ou aériennes à une altitude allant de 0 à 3 kilomètres. Le Pantsir est en mesure de frapper quatre cibles simultanément. Créé en 1994, le Pantsir a plus tard été modernisé.

Russian Navy Assault Ships Ready to Evacuate Nationals From Syria

MOSCOW, August 30 (RIA Novosti)

 

Russian Navy assault ships are ready, if necessary, to rapidly evacuate Russian citizens from Syria, a senior navy official said Friday.

 

Western nations have been actively discussing possible military intervention in Syria following reports that chemical weapons were used last week near Damascus. The US claims Syrian government forces were responsible, while Damascus says Islamist rebels were responsible.

 

The Russian embassy in Syria said in February there were an estimated 30,000 Russians living in the country, but other reports suggest the figure could be higher.

 

Russia has six assault ships stationed in the Black Sea that could move rapidly to the Mediterranean Sea if needed, the navy official told RIA Novosti. “Ships from the Baltic fleet and Northern fleet could join them as well,” he said.

 

Even ships from Russia’s Pacific fleet, which are currently on anti- piracy patrols off the Horn of Africa, could also be enlisted if needed to ensure a safe evacuation, he added.

 

A UN inspections team is still compiling evidence on the reported chemical weapon attack. UN Secretary-General Ban Ki-moon told journalists that the team will leave Syria on Saturday and release its findings after it has time to analyze the results.

 

Pending the UN report, several governments have stated they will wait for the team’s findings on whether the Syrian government itself used the chemical weapons. Russian officials maintain that there is no clear evidence that the Syrian military was responsible for the attack, and blocked British attempts Wednesday to get the UN Security Council to issue a resolution against Damascus.

 

US Secretary of State John Kerry said earlier this week the evidence that the Syrian government was responsible is “undeniable.” Though the US has urged its international allies to push for a strike, President Barack Obama has yet to announce a decision on military intervention.

 

Possible British military involvement was blocked Thursday after UK Prime Minister David Cameron suffered a historic defeat in a vote in the UK parliament, when a motion calling for a “strong humanitarian response” on Syria was defeated by 285 to 272 votes, The Guardian reported.

 

France’s President Francois Hollande said Friday the British vote would not stop Paris taking from military action if necessary, Le Figaro reported.

La Russie crée un drone de frappe sur la base du chasseur de 5e génération T-50 (PAK FA), a annoncé vendredi le président du Consortium aéronautique unifié (OAK) Mikhaïl Pogossian lors du Salon aérospatial international MAKS-2013 à Joukovski, dans la région de Moscou.

 

"Nous menons nos travaux conformément au programme du ministère russe de la Défense. Selon ce programme, nous devons d'abord mener des études préliminaires en utilisant le potentiel technique du projet de chasseur de 5e génération", a indiqué M.Pogossian.

 

L'avion de frappe sans pilote aura une masse de 20 tonnes, selon lui.

 

L'ex-commandant en chef de l'Armée de l'air russe, le général Piotr Deïnekine, a annoncé le 26 août dernier, que les constructeurs aériens russes avaient entamé la conception d'un chasseur de 6e génération, qui sera le plus probablement sans pilote.

Kremlin Unaware of Syrian S-300 Missile Contract Payment - Aide

MOSCOW, August 30 (RIA Novosti)

 

Moscow has no knowledge of Syria having made payments for Russian-made S-300 surface-to-air missile systems, a Kremlin aide said Friday.

 

“We don’t know about that,” presidential aide Yury Ushakov said, when asked whether the Assad regime was making payments under a previously signed contract for Russian surface-to-air missile systems.

 

All previously signed military supply contracts with Damascus are being honored, he said, adding “this is common practice for any state” and is “not in conflict with any international rules.”

 

“There are no bans in place, and our collaboration in the military technology sphere is proceeding ahead,” Ushakov said.

 

Earlier in the day, Russia’s state arms exporter Rosoboronexport said Moscow has signed no new arms supply contracts with Damascus since the start of the civil war in Syria. Corporation Deputy CEO Viktor Komardin said his company is currently implementing contracts signed prior to 2011, which are “100 percent defensive.”

 

Syrian President Bashar Assad claimed in an interview with Izvestia published Monday that all the contracts Syria has previously signed with Russia were being implemented, despite pressure from the West, but did not clarify the status of a deal for Moscow to deliver advanced S-300 surface-to-air missiles to Damascus.

 

Russian President Vladimir Putin confirmed in June a deal had been signed with Damascus for the S-300 system, but said Russia had not shipped the weapons for fear of disrupting “the balance of power in the region.” Russian media reports said Moscow and Damascus had signed a $1.1 billion deal for the S-300 systems.

 

The S-300 would be a largely useless weapon for use in the civil war that the Syrian government has been waging since 2011 because the Syrian rebels have no air force, but would be a huge obstacle to Western powers opposed to the Assad regime if they tried to carry out air strikes against Damascus, analysts have previously told RIA Novosti.

 

Russia is currently locked in commercial arbitration with Syria’s ally and neighbor Iran over a suspended contract for delivery of S-300 missiles.

Ces deux dernières années, la Russie n'a signé aucun contrat de livraison d'armes à la Syrie, a déclaré vendredi à RIA Novosti le directeur général adjoint de l'agence russe d'exportation d'armements Rosoboronexport Viktor Komardine.

 

"Actuellement, la Russie s'acquitte des contrats signés avant 2011. Ces contrats portent à 100% un caractère défensif. Il s'agit de moyens de DCA et de défense maritime", a indiqué l'interlocuteur de l'agence.

 

Il a précisé qu'il s'agissait de systèmes de DCA Tor et Bouk, ainsi que de systèmes de défense côtiers antinavires Bastion.

Satellite imagery and photographic evidence has confirmed that Sudan has received at least three Sukhoi Su-24 strike aircraft over the last few months.

 

According to the Satellite Sentinel Project (SSP), DigitalGlobal satellite imagery has confirmed the presence of at least three Su-24s at the Sudanese Wadi Seidna airbase, which were acquired in recent months. The SSP says technical checks and pilot proficiency are probably underway at the air base.

 

“As early as March 2013, one Su-24 bomber was parked in the engine testing apron in the operational area of Wadi Seidna, located 25 km northwest of Khartoum,” the SSP said. “To date, three Su-24 aircraft have been observed at Wadi Seidna, most recently on August 24, 2013”.

 

Meanwhile, photos have emerged of Su-24s in Sudanese Air Force markings. They were provided by the Secret Difa 3 blog, which claims that Sudan has received 12 Su-24s from Belarus that were supposedly intended to go to Yemen.

 

In the past Sudan has used An-24/26 transport aircraft as crude, inaccurate bombers. The arrival of the Su-24s gives the Air Force the ability to conduct precision strikes over long ranges.

 

Satellite Sentinel Project and Enough Project Co-Founder John Prendergast stated that, “The capabilities of this particular type of bomber in the hands of the Sudanese government is troubling. Khartoum has an extensive track record of targeting civilian areas with aerial bombing, and these new planes will allow future damage to be even deadlier. The Sudan government has flouted past UN restrictions on offensive aerial operations in Darfur, and undertaken sustained bombing campaigns in South Kordofan and Blue Nile states, where there are no UN restrictions. With the deployment of these attack planes, life just got much more dangerous for civilians living in Sudan’s war zones.”

 

“The Satellite Sentinel Project will keep tracking these aircraft to ensure that they are not used in Darfur, in contravention of the UN Security Council’s directive,” said Enough Project Sudan and South Sudan Policy Analyst Akshaya Kumar.

 

Sudan’s Air Force has of late received a number of new aircraft from Russia and Belarus. According to the United Nations it received 15 Sukhoi Su-25 ground attack jets from Belarus in 2008 and 2009. Together with Mi-24s, these have been used in operations against suspected rebel positions in South Kordofan and Darfour.

 

Sudan has taken delivery of a number of Mi-24s, with 36 delivered by Russia between 2007 and 2009, according to Amnesty International. In 2011 Rosoboronexport signed a contract for the supply of 12 former Russian Air Force Mi-24s and 6 Mi-8s to Sudan. This year Sudan apparently concluded a contract for the delivery of another 12 Mi-24s and 8 or 12 Mi-8s with an option to supply six more of each, according to Russian daily Vedomosti.

 

Russia told the UN Register of Conventional Arms that it transferred only four attack helicopters to Sudan in 2012.

 

Sudan is allegedly negotiating for the supply of 18 Sukhoi Su-30K fighters stored in Belarus.

Artillery units of Russia’s Airborne Assault Forces will participate in an international exercise for the first time in two decades, the Defense Ministry said Thursday.

 

The exercise, codenamed Interaction-2013, will take place in Belarus in September, Defense Ministry spokeswoman Irina Kruglova said. Russia will send an artillery battery from the Ulyanovsk Special Airborne Assault Brigade, she said.

 

As part of the exercise, Nona self-propelled guns, artillery fire control vehicles and D-30 howitzers will be airdropped and employed in a simulated combat operation, the spokeswoman said.

 

The exercise is organized under the umbrella of the Collective Security Treaty Organization, a Russia-led security group that includes the former Soviet states of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

La composition de l'escadre russe en Méditerranée sera rénovée début septembre, a annoncé jeudi le ministère de la Défense dans un communiqué.

 

"La présence des forces navales russes dans les régions de la Méditerranée ayant une grande importance stratégique est actuellement assurée par le patrouilleur Neoustrachimy et les grands navires de débarquement Chabaline, Admiral Nevelski et Peresvet", lit-on dans le communiqué.

 

Ces bâtiments de guerre seront remplacés par le grand navire de lutte anti-sous-marine Admiral Panteleïev (qui accueillera l'état-major de l'escadre méditerranéenne), ainsi que par les grands navires de débarquement Minsk et Novotcherkassk.

 

La relève aura lieu du 1er au 7 septembre. Les navires relayés mettront le cap sur Novorossiisk pour subir des réparations de routine, renouveler leurs stocks de vivres et de munitions et offrir du repos à leurs équipages, indique le ministère de la Défense.

MAKS 2013 : Le Cameroun commande des hélicoptères Mi-17

Lors du salon aéronautique MAKS, Rosoboronexport, l’agence d’exportation d’armement russe, a conclu un contrat avec le Cameroun pour la fabrication et la livraison d’hélicoptères Mi-17. Le nombre exact d’appareils n’a pas été dévoilé, ni le montant total de l’accord.

 

L’armée de l’air possède actuellement quatre Bell 206 et un Bell 412, trois Mi-24, un SA319, deux SA330 et trois SA342 (données Flightglobal).

Russia Revives The Canadian Army Trophy

In August 2013 the Russian Army held its first tank gunnery competition. Tank crews competed by performing actual tasks a tank crew would be called on to carry out in combat. The competition is held on a course that is 20 kilometers long and the winders are those who get through it the quickest. Each time a tank goes through it they are called on to halt when a target appears and fire one of their three weapons (main gun, machine-gun or long range missile fired from main gun barrel). Each time a tank misses a target it must hustle through a 500 meter penalty loop. Part of the course is an obstacle course where crews are graded on time and accuracy (not hitting certain obstacles). The crews are ranked according to their scores and those that do the best are rewarded in one way or another.

 

Such competitions are costly, especially when they involve all similar units in the army, navy or air force. But in the West such competitions were found to be worth the additional cost and effort. They are a big boost to morale as well because of the competitive element and this is especially true for the teams (and the unit they are from) who win overall. Russia has picked up on this and has made these elaborate and expensive training/testing methods part of their military reforms.

 

It’s unclear if Russia is seeking to revive a Cold War era tank competition held among NATO tank crews. From 1963 to 1991 Canadian forces in Europe sponsored a tank gunnery competition for NATO troops stationed in Europe. The completion ceased because the Cold War ended and Canadian forces withdrew from Europe in 1993. The most frequent competitors were Canada, Belgium, United Kingdom, the Netherlands, West Germany and the United States. The winner got to keep the Canadian Army Trophy until the next competition. The competition evolved over the years and its final format was very similar to the one the Russians are now using.

 

Russia has invited other nations to compete. This includes nations that used to be part of the Soviet Union as well as China and NATO countries. The U.S. was also invited to compete, but that would be expensive (moving American tanks to Russia for the competition) and in these times of shrinking military budgets, not likely to happen. This is a disappointment to tanks crews worldwide, who have a keen interest in knowing which nation does indeed have the most skilled crews. Then again the Russians might be tempted to cheat (using specially selected and trained “competition crews” instead of having all crews on active service competing to select the best ones for the international competition.)

MAKS-2013: la Russie possède déjà un missile hypersonique

La Russie a déjà créé un missile hypersonique, mais pour le moment, ce dernier ne peut voler que plusieurs secondes, a annoncé mercredi Boris Obnossov, directeur général du consortium russe "Missiles tactiques" au Salon aérospatial international MAKS-2013.

 

"Nous savons déjà voler à une vitesse hypersonique, nos missiles volent à une vitesse hypersonique à Mach 4,5. Mais nous n'avons pas besoin d'un vol de brève durée. Nos missiles doivent être capables à voler longtemps en régime hypersonique dans l'atmosphère", a indiqué M.Obnossov devant les journalistes.

 

Selon lui, un vol hypersonique commence à partir de Mach 4,5 et la Russie souhaite créer des missiles volant à Mach 6, Mach 10 et Mach 14. "Ces étapes sont absolument différentes du point de vue de la recherche scientifique, mais il faut les passer", a conclu le responsable.

 

En septembre 2012, le vice-premier ministre russe Dmitri Rogozine a annoncé que Moscou mettrait en place un "superholding" chargé de maîtriser les technologies hypersoniques sur la base des groupes "Missiles tactiques" (KTRV) et "Constructions mécaniques" (NPO Machinostroenie). NPO Machinostroenie a des partenaires indiens dans le cadre du projet bilatéral BrahMos qui porte sur la création de missiles de croisière supersoniques.

 

M.Obnossov a déclaré au printemps dernier que son consortium "Missiles tactiques" avait formé un groupe de travail spécial consacré aux techniques hypersoniques qui devait élaborer un programme de conception d'une arme hypersonique en été 2013.

 

La possibilité d'effectuer un vol prolongé à des vitesses hypersoniques (cinq à six fois la vitesse du son) permettrait de créer des armes aux propriétés inédites. La Russie a lancé les recherches dans le domaine de l'arme hypersonique dans les années 1960, mais les a interrompues avec la "perestroïka". Ces travaux n'ont repris qu'en 2009. En mai 2012, M.Rogozine a déploré le retard que la Russie accusait sur les Etats-Unis dans ce secteur.
