La première frégate française de la classe FREMM, l’Aquitaine, est arrivée ce matin (27 février) à Rio de Janeiro et a accosté au quai Pier da Praça Mauá. La frégate et ses 104 membres d’équipage, effectue actuellement une mission de validation de ses capacités militaires, d’une durée de 3 mois, en Atlantique Sud et Nord.

 

La frégate FREMM fait partie de la proposition française pour le projet PROSUPER de la marine du Brésil, un appel d’offres international destiné à moderniser la flotte de surface. Son voyage en Atlantique Sud et Nord lui permettra d’être sea proven.

 

Au Brésil, la frégate Aquitaine participera à différentes activités opérationnelles. A partir du 4 mars, des exercices de haut niveau opérationnel sont prévus avec la marine du Brésil. Ils reflètent les excellentes relations entre les 2 pays, signataires d’un partenariat stratégique de grande importance.

 

Seront aussi organisés des échanges et la présentation d’équipements. De nombreux officiers de la marine brésilienne visiteront la frégate pendant son escale à Rio de Janeiro.

EADS va mettre un terme à son partenariat avec le groupe brésilien de construction Odebrecht après son échec dans sa tentative de décrocher une commande pour des systèmes de surveillance.

 

Un porte-parole de Cassidian, la filiale de défense d'EADS, a annoncé lundi 25 février que la coentreprise serait dissoute, confirmant une information publiée dans le Handelsblatt.

 

Le journal indique que la coentreprise avait soumis une offre pour un contrat d'environ 6 milliards de dollars portant sur la fourniture de technologies de surveillance pour la Coupe du monde de football de 2014 et pour les Jeux olympiques de Rio de 2016.

 

Le contrat a finalement été accordé au brésilien Embraer.

La Russie veut promouvoir sa coopération avec le Brésil dans tous les domaines, notamment dans la sphère militaro-technique, a déclaré le premier ministre russe Dmitri Medvedev dans une interview accordée à la chaîne de télévision brésilienne Globo.

 

"La Russie et le Brésil sont à présent liés par des relations avancées. Cela concerne notamment la coopération dans le domaine militaro-technique", a indiqué le chef du gouvernement russe, arrivé mercredi à Brasilia pour une visite de deux jours.

 

Selon lui, les questions relatives à la coopération militaro-technique entre Moscou et Brasilia ont été évoquées lors de ses négociations avec la présidente brésilienne Dilma Rousseff et le vice-président du pays Michel Temer.

 

D'après M.Medvedev, la Russie est disposée à partager des technologies avec le Brésil, mais ce processus doit être "mutuellement bénéfique".

 

"Cela n'a aucun sens de partager des technologies et de perdre de l'argent. Cependant, s'il s'agit de créer des coentreprises qui profiteraient à la Russie comme au Brésil (…), c'est normal", a estimé le premier ministre russe .

 

Lors de l'interview, le journaliste brésilien a évoqué la réputation de réformateur attribuée à M.Medvedev par la presse mondiale à l'époque de sa présidence. Le premier ministre a indiqué en réponse que ses vues "n'avaient pas changé" depuis lors.

 

"Je crois que notre économie a besoin d'une modernisation et de réformes. Les relations économiques internationales doivent elles aussi être modernisées, et les réformes du FMI et de la Banque mondiale s'inscrivent bien dans ce cadre", a-t-il souligné.

SAO PAULO — Brazil agreed Wednesday to open talks with Russia on buying surface-to-air missile batteries.

 

The deal was reached in the presence of Russian Prime Minister Dmitry Medvedev and Brazilian Vice President Michel Temer, with negotiations due to start in March, the foreign ministry said.

 

A ministry statement said the countries were committed to “the joint development of new defense products and to the participation of strategic Brazilian defense companies in the production processes with full, effective technology transfer.”

 

Brazil is keen to develop a home-grown defense industry and over the past years has tied defense contracts to full technology transfer, so it can build weapons on its own in the future.

 

The defense ministry said Brasilia was interested in acquiring from Russia three Pantsir-S1 medium-range surface-to-air missile batteries and two batteries of portable anti-aircraft missile systems.

 

This follows a visit to Moscow in late January by General Jose Carlos de Nardi, head of the armed forces Joint Staff. He led a delegation of government and corporate officials.

 

Brazilian President Dilma Rousseff also discussed the issue during her visit to the Russian capital in December.

 

There was no word on the value of the contract.

 

Medvedev and Rousseff held talks on defense, energy and nuclear issues and on upcoming meetings of the G20 group of leading economies and the BRICS group of emerging nations.

 

Leaders of the BRICS — Brazil, China, India, Russia and South Africa — are to hold their next summit in Durban, South Africa, in March.

 

The Russian prime minister was here to attend the annual meeting of a joint high-level bilateral commission along with Temer.

La Russie et le Brésil ont signé mercredi une déclaration d'intention sur la coopération dans la défense antiaérienne à l'issue d'une rencontre du premier ministre russe Dmitri Medvedev avec le vice-président brésilien Michel Temer à Brasilia.

 

La déclaration a été signée par le Service fédéral russe pour la coopération militaire et technique (FSVTS) et le ministère brésilien de la Défense en présence de MM.Medvedev et Temer.

 

Par ailleurs, les deux pays ont signé un mémorandum de compréhension sur la coopération dans le programme éducatif "Science sans frontière", un plan d'action sur la coopération concernant la gestion des Jeux olympiques et paralympiques et les championnats du monde de football de la FIFA, un mémorandum de compréhension sur les PME.

 

Le groupe scientifique et de production russe "Systèmes des équipements de précision" et l'université de Brasilia ont signé un contrat sur l'installation d'une station permettant de mesurer la distance inclinée entre la Terre et les engins spatiaux. Selon un membre de la délégation russe, les deux pays envisagent de procéder prochainement à l'installation d'équipements du système de positionnement par satellite russe GLONASS au Brésil.

Luanda - Les autorités brésiliennes ont manifesté lundi, à Luanda, l'intérêt de travailler avec les Angolais dans le développement des capacités locales dans le domaine de la défense.

 

Le ministre brésilien de la Défense, Celso Luís Nunes Amorim, a tenu ces propos à l’issue d’une rencontre de courtoisie avec le chef de la diplomatie angolaise,  Georges Rebelo Chikoti.

 

Celso Amorim a admis que l’objectif de sa visite en Angola était de renforcer et fortifier le partenariat stratégique défini par les responsables de la Défense de deux pays.

 

Des contacts réalisés en Angola, les participants ont abordé les questions liées à la santé militaire, la formation et l’enseignement  ainsi que des exercices conjoints.

 

Il a, d’autre part, manifesté l’intérêt de coopération dans le domaine de l’industrie militaire, d’où la présence de plusieurs hommes d’affaires brésiliens dans cette visite.

 

“La présence des hommes d’affaires brésiliens en cette visite de l’Angola démontre l’intérêt qui n’est pas seulement de vendre mais également de chercher les partenariats et les possibilités d’investissements conjoints”, a-t-il dit.

 

De son côté, le ministre angolais des Relations Extérieures a déclaré que cette visite de courtoisie a permi d'aborder certains aspects importants de coopération entre les deux pays.

Luanda - Le ministre d'Etat brésilien de la Défense, Celso Luís Nunes Amorim, est attendu lundi, à  Luanda, pour une visite officielle de 48 heures, dans le cadre du renforcement de la coopération bilatérale et de l'amitié entre les deux pays, a appris dimanche l'Angop de source officielle.

 

Le point le plus haut de la visite aura lieu lundi, dans le ministère angolais de la Défense Nationale, où les délégations de deux pays, conduites par leurs respectifs ministres, notamment Cândido Pereira dos Santos Van-Dúnem (Angola) et Celso Luís Nunes Amorim (Brasil), auront des pourparlers officiels, pour évaluer l'état des relations entre les deux institutions.

 

Bien avant ces conversations, le ministre brésilien sera reçu avec des honneurs militaires dans la partie frontale du Ministère de la Défense Nationale, en présence de son homologue angolais, l'acte qui sera suivi d'une réunion à huis-clos.

 

Le même lundi, le ministre brésilien et sa suite se réuniront avec les autorités des Forces Armées Angolaises (FAA), et visiteront la base navale de Luanda, appartenant à la Marine de Guerre Angolaise, l'une des branches des FAA.

 

Selon la source, les pourparlers offficiels terminent mardi matin, dans la matinée, avec la signature du document final, suivi de la lecture d'un communique de presse.

 

L'Angola et le Brésil maintiennent des relations d'amitié et coopération dans divers domaines depuis 1975, juste après l'indépendance, quand le Gouvernement brésilien avait reconnu l'Angola comme un Etat souverain.

Du 28 au 31 janvier 2013, une réunion régionale d’échanges militaires (RREM) entre les commandements des forces armées en Guyane (FAG) et des forces armées du Suriname (FAS) a eu lieu à Cayenne. Les RREM s’inscrivent dans le cadre d’un dialogue régulier entre les hautes autorités militaires de la région.

 

Le général de division aérienne Bernard METZ, commandant supérieur (COMSUP) des FAG, et le colonel Hedwig GILAARD, se sont entretenu sur la coopération militaire franco-surinamienne, l’un des principaux objectifs étant d’améliorer la sécurité des deux côtés du fleuve frontière Maroni. La délégation surinamienne a ensuite visité plusieurs unités des FAG qui ont effectué une série de présentations de leurs capacités tactiques et logistiques. Cette délégation a notamment pu découvrir la base aérienne 367 et les infrastructures du centre d’entraînement en forêt équatoriale (CEFE), unité appartenant au 3èmerégiment étranger d’infanterie (3ème REI).

 

La coopération militaire entre les FAG et les FAS s’articule autour de trois principaux enjeux : la lutte contre l’orpaillage en forêt équatoriale, avec le partage d’information et l’échange mutuel d’expérience dans le domaine ; le développement de la capacité d’action de l’Etat en mer, avec des actions visant à favoriser la mise en place de méthodologies communes ; la formation des jeunes. Un programme d’échanges a par ailleurs été établi dans les domaines des opérations, de l’instruction et de l’entraînement des deux armées pour 2013. Au Surinam, un champ de tir sera, par exemple, mis à disposition pour permettre l’entraînement des régiments français et surinamais.

 

Les FAG constituent le point d'appui principal de la zone Antilles-Guyane avec, pour principales missions de garantir la protection du territoire national et de contribuer au maintien de la sécurité dans la zone de responsabilité permanente unique Antilles-Guyane (ZRP); de contribuer à la préservation des intérêts de la France en développant des actions de coopération régionale ; de participer au soutien de l’action de l’Etat en mer par la mise en œuvre de capacités militaires.

The Chilean navy is considering options to modernize its ageing naval fleet and will retire at least one missile bought it brought from Germany in the late 1990s.

 

Military regeneration has dominated center-right President Sebastian Pinera's defense modernization program since he came to power in 2010. Pinera's economic plans were upset by crippling earthquakes soon after he assumed office. Much of the country's copper export earnings were spent on rebuilding damaged infrastructure and associated programs.

 

The military's rather fragile state continues to rankle Chile's military commanders, said to be the source of frequent muted pleas for greater defense allocations and investments. But defense spending in Chile remains tight, when compared to Brazil's big-spending defense establishment.

 

Pinera's economic plans were also sidelined by student protests throughout last year that challenged entrenched private interests in the education sector, criticized as favoring the country's small privileged minority.

 

However, some of Chile's defense inventories are so outdated that delaying their replacement is no longer considered an option.

 

One of four missile boats the Chilean navy operates is soon to be retired, the Chilean navy said on its website. It wasn't immediately clear how the retiring LM 36 Guardiamarina Riquelme would be replaced.

 

The Guardiamarina Riquelme, a former German missile boat known as Wolf, has been in Chile's navy since 1997, when it was acquired second-hand from Germany. The boat was bought from Germany along with three other Type 148 Tiger class vessels.

 

The patrol boat was built at Cherbourg, France, launched in January 1974 and transferred to Chile in August 1997, World Warships reported.

 

All four warships are said to be armed with MM-38 Exocet missiles, 76mm OTO-Melara guns and two .50-caliber machine guns.

 

Chile has three other Israeli-made Sa'ar 4 class missile boats that served earlier in the Israeli navy.

 

The Chilean naval boats' main role has been to guard Chile's naval waters and keep vigil over current problems of contraband trade, including narcotics and illegal immigration to and from neighboring countries.

 

Chile's economic growth has drawn migrants from neighboring countries faced with slower growth, unemployment and social dislocation.

 

The Chilean Defense News and other Chilean defense bloggers speculated that at least one of the Israeli-made missile boats could already be undergoing refits in the country's southern shipyards.

 

LM 34 Angamos was spotted heading toward southern Chile's Talcahuano repair dock in the Concepcion province, the Noticias FFAA Chile said.

 

Two other Israeli-made patrol boats are based in Punta Arenas, southern Chile's major energy and trade hub in the Magallanes and Antarctic region.

 

The Chilean navy also plans to replace its aging search and rescue Cessna O-2A Skymaster, El Mercurio de Valparaiso reported.

Washington DC - Brazilian aerospace supplier Avibras has teamed up with the Harpia Systems joint venture by Embraer and Elbit Systems on unmanned air systems (UAS), allowing all three companies to take advantage of new tax incentives.

 

By adding Avibras, which is developing the Falcão UAS, to the Harpia ownership structure with a 9% stake, the joint venture can apply for special tax breaks made available to defence contractors owned at least 60% by interests in Brazil.

 

Harpia's ownership structure also includes a 51% stake by Embraer and a 40% stake by AEL Systems, a Brazil-based subsidiary of Israel's Elbit Systems.

Embraer formed the Harpia joint venture two years ago to adapt the Hermes 450 UAS for Brazilian requirements, which includes adding a satellite data link for beyond line of sight range.

 

Avibras, meanwhile, has been developing the similarly-sized Falcão UAS for rapidly emerging requirements for border surveillance in Brazil.

Last year, Embraer was awarded the system for the surveillance of the frontiers (SISFRON) contract by the Brazilian army, with a value up to $4 billion. In Phase 1, Embraer is charged with establishing a network of ground-based radars along the country's remote southwestern borders. A UAS capability is planned to be added to the SISFRON programme in Phase 2, beginning next year.

 

While the Avibras move is aimed at Brazil's UAS requirement, the Harpia joint venture is also clearly aimed at attracting foreign sales.

 

The augmented Harpia "will result in a highly competitive UAS solution in Brazil and abroad", sais Sami Hassuani, president of Avibras.

Brazilian defense manufacturer Embraer has added more international partners to its program for marketing KC-390, said to be a cheaper alternative to Lockheed Martin's C-130J.

 

The C-130J updates the internationally renowned tactical transport workhorse C-130 Hercules, the four-engine turboprop military transport aircraft that was originally designed and built by Lockheed, precursor to Lockheed Martin.

 

The fast-aging C-130, modified in more than 40 versions since it first flew in the 1950s, is still used by more than 60 nations worldwide but the tactical air transport market has expanded with the entry of rivals. The Hercules family still claims the longest continuous production run of any military aircraft in history.

 

Embraer says it can compete against most rivals including Lockheed Martin's C-130J. The Brazilian planemaker has been recruiting international partners as part of a strategy to boost the competitive edge for its contender KC-390.

 

The old C-130 beat off competition from Boeing B-52 Stratofortress, Soviet/Russian Tupolev Tu-95 and Boeing KC-135 Stratotanker. Lockheed Martin's updated C-130J Super Hercules can perform in-flight refueling, air-to-refueling and tanking. Embraer says it hopes to give its KC-390 all those features plus more.

 

Embraer says its aircraft will command a lift of 23 tons against 20 tons for most competitors, which include the larger Airbus A400M, Russia's AN-12, Chinese prototype Yun-8/9 and smaller aircraft that represent indirect competition.

 

Embraer is extending its efforts and markets by crafting a jet-powered medium transport with a cargo capacity of around 23 tons, that can be refueled in the air, and can provide refueling services to other aircraft by adding dedicated pods, the Defense Industry Daily said on its website.

 

"The KC-390 has now become a multinational effort, and may be shaping up as the C-130′s most formidable future competitor," Defense Industry Daily said.

 

"A potential tie-up with Boeing just underscored the seriousness of Embraer's effort."

 

The Boeing Co. and Embraer announced in June last year an agreement to collaborate on the KC-390 aircraft program.

 

The two companies agreed to share specific technical knowledge and evaluate markets where they may join their sales efforts for medium-lift military transport opportunities.

 

Boeing says it can bring to Embraer its experience in military transport and air refueling aircraft, as well as knowledge of potential markets for the KC-390.

 

Luiz Carlos Aguiar, president and chief executive officer of Embraer Defesa e Seguranca, says the agreement will strengthen the "KC-390's prominent position in the global military transport market."

 

Embraer says global demand for tactical transport aircraft that can replace the C-130 and other transport planes exceeds 700 aircraft.

 

In 2011 Embraer signed a contract with DRS Defense Solutions for designing, developing, testing and producing the KC-390 cargo handling and aerial delivery system. The work will be performed by DRS Training and Control Systems in Fort Walton Beach, Fla.

 

Some of the transport plane's structural parts will come from Portuguese companies after an agreement signed by Embraer and OGMA, or Industria Aeronautica de Portugal, and Empresa de Engenharia Aeronautica.

 

A declaration of intent between the Brazilian and Portuguese ministries of defense, signed in September 2010, preceded the contract, which emphasizes Portugal's commitment to purchasing KC-390 airplanes.

 

The Brazilian company AEL Sistemas, based in Porto Alegre, is another partner supplying components for the KC-390.

 

"The KC-390 is being designed to operate all over the world, in different scenarios, with the same outstanding performance," Embraer's Eduardo Bonini Santos Pinto said.

Spain's government has tendered a proposal to its Peruvian counterpart covering the possible sale of 18 Tranche 1 Eurofighter combat aircraft currently in service with its air force.

 

Reportedly valued at €45 million ($61 million) per aircraft, the proposal was submitted at the request of the Peruvian defence ministry. If negotiations go forward, the intention would be to transfer all of the fighters to Peru within one year of a contract signature. The airframes have flown an average of around 600h each, sources suggest.

 

Faced with a looming shortfall in its air defence capabilities, the Peruvian air force has placed requests for information for the Eurofighter Typhoon, as well as for the Boeing F/A-18E/F Super Hornet, Dassault Rafale, RAC MiG-35, Saab Gripen NG and Sukhoi Su-30/35.

 

Spanish prime minister Mariano Rajoy visited Peru in mid-January, when the nation's proposal was formally submitted, although it is understood that it has been under discussion since November 2012.

 

Peru's 12 Dassault Mirage 2000P/DP fighters are the subject of a lengthy in-country overhaul, valued at $140 million. Nine aircraft have been returned to airworthy condition, but another $480 million would be needed to modernise the fleet to the enhanced Mirage 2000-5 standard.

 

A MiG-29 upgrade launched in late 2008 has experienced repeated delays, with eight so far modified for $106 million. Completing work on the other 11 will cost another $400 million.

 

Both types would be unlikely to remain in use beyond 2025, according to local media reports, which also suggest that just four of the nation's 18 Su-25 ground-attack aircraft are currently operational.

Le ministère brésilien de la Défense entend évoquer avec les autorités russes l'achat de moyens de DCA construits en Russie, a déclaré samedi soir le chef d'Etat-major des forces armées brésiliennes, le général José Carlos de Nardi, cité par les médias internationaux.

 

"Nous sommes intéressés par l'acquisition de trois batteries  de systèmes antiaériens Pantsir-S1 et de deux batteries de missiles portables antiaériens Igla", a déclaré le général.

 

Selon lui, la transaction devrait être discutée avec le premier ministre russe Dmitri Medvedev lors de sa visite au Brésil en fin février. Un accord russo-brésilien pourrait également prévoir la construction d'une entreprise chargée de la production de ces armements  ainsi que le transfert de technologies permettant de fabriquer les Pantsir-S1 et les Igla sur le territoire brésilien.

 

Le système antiaérien de courte portée Pantsir-S1 est destiné à protéger les sites militaires et civils (centrales nucléaires, grandes usines, sites importants) ou à appuyer les systèmes sol-air de longue portée S-300 et S-400. Chaque véhicule doté du système Pantsir-S1 est capable de protéger un terrain dans un rayon de 20 km et à une altitude allant jusqu'à 15 km.

 

Pantsir-S1 tire des missiles et des obus d'artillerie. Les missiles, d'une portée de 20 kilomètres, se déplacent à la vitesse de 1.300 mètres par seconde et sont capables de neutraliser les cibles aériennes les plus modernes (surtout les armes de haute précision). Les obus, d'une portée de 4 kilomètres, détruisent les cibles navales, terrestres ou aériennes à une altitude allant de 0 à 3 kilomètres. Le Pantsir-S1 est en mesure de frapper quatre cibles simultanément

Embraer Defense and Security delivered today the first three light attack and advanced training A-29 Super Tucano turboprops to the National Air Force of Angola, at a ceremony held in its facility in Gavião Peixoto, São Paulo, Brazil, as part of an total order for six aircraft. Upon this delivery Angola becomes the third operator of the Super Tucano in the African continent. The airplane will be used for border surveillance missions.

 

“The selection of the Super Tucano by the National Air Force of Angola demonstrates the great potential of this aircraft in Africa,” said Luiz Carlos Aguiar, President of Embraer Defense and Security. “It is a robust, versatile and very efficient combat-proven aircraft with low operating costs and has generated great interest among other African nations.”

 

Ten clients around the world has already been chosen the A-29 Super Tucano which is being currently used by nine air forces in Latin America, Africa and Asia. More than 160 aircraft are already in operation and, so far, this international fleet has logged more than 170,000 flight hours and 26,000 combat hours. The A-29 Super Tucano is able to carry out a wide range of missions, including light attack, surveillance, air-to-air interception, and counterinsurgency. The aircraft is equipped with advanced electronic, electro-optic, infrared, and laser system technologies, as well as secure radio systems with data links and unrivalled weapon capacity, which makes it highly reliable and allows for an excellent cost-benefit ratio for a wide range of military missions, even operating from unpaved runways and in hostile environments.

 

The A-29 Super Tucano handles more than 130 weapon configurations, including 70mm rocket launchers, air-to-air missiles and laser-guided bombs totally integrated into the aircraft’s mission system, with a laser designator. These state-of-the-art smart weapons are employed in real operational missions carried out by the Super Tucano for more than five years. The A-29 Super Tucano is the result of a project developed according to the rigorous specifications of the Brazilian Air Force. It is totally compatible with combat operations in complex scenarios, in which data exchange and information processing capabilities are demanded. In addition to a reinforced airframe for operating on unpaved runways, the airplane has advanced navigation and weapon aiming systems, which assure high precision and reliability, using both conventional and smart weapons, even under extreme conditions. The aircraft requires minimal logistical support for continued operations.

  SHELTON, Connecticut - Sikorsky Aerospace Services (SAS) today announced plans to structurally repair sevendamaged UH-60L BLACK HAWK helicopters for the Colombian Army (COLAR) at its base depot in Tolemaida, Colombia. To ensure sustained support for operations as mandated by the Colombian Army, the Colombian Army Aviation (part of the Army’s Combined Arms Team) has continued to expand its in-country BLACK HAWK maintenance services – tripling the size of the Sikorsky Depot Team. Sikorsky Aerospace Services (SAS) is the aftermarket business of Sikorsky Aircraft Corp., a subsidiary of United Technologies Corp. (NYSE:UTX).

To provide the requisite support to COLAR units, the Air Assault Aviation Division of the National Army requires optimum fleet readiness and airworthiness. The UH-60L aircraft support air assault, reconnaissance, supply and other missions.

Eurocopter and regional subsidiaries have set sights on major business expansion in South America where Brazilian planemaker Embraer is rapidly branching from executive jets and light attack fighters into other civilian and military aircraft.

 

Eurocopter de Mexico S.A. in 2012 delivered Eurocopter's last AS350 B2 helicopter to the Quito Aerial Police Service. The Eurocopter Mexican subsidiary's efforts in the Western Hemisphere are supplemented by operations in Canada for North America and Chile for Central and South America.

 

The AS350 B2 is widely used multiple civilian and military roles and in Ecuador the helicopter is deployed for law enforcement and security tasks by the aerial police service in the capital, Quito, which is part of the Ecuadorian National Police Force.

 

Contracts for the supply of the helicopters were signed in 2009 and the latest delivery gives the Quito police service access to a second helicopter for a widening campaign against organized crime and drug trafficking. The AS350 B2 is deployed for crowd control.

 

The single-engine Ecureuil -- Squirrel -- AS350 B2 is a major contender for prime performance position in South American armed and security forces because of its versatile multirole design.

 

Over the years the AS350 has won support from police and security services because of that multirole capability.

 

"Due to its rapid response and wide field of view, the helicopter is the perfect ally for a wide range of law enforcement missions, as well as SAR and MEDEVAC operations," the company said, citing search and rescue and medical evacuations as the other tasks assigned forces using the helicopter.

 

With the delivery of the latest AS350 B2 Eurocopter in the region the total number of the helicopters used in Latin America stands at 119 -- more than one-fifth of 558 AS350s used worldwide.

 

In October 2012 Ecuador took delivery of the first two AS550 C3 Fennec helicopters under a 2010 contract signed by the Ecuadorian ministry of defense for seven of the helicopters and two AS350 B2s. The contract contemplates delivery of two Fennecs every year until 2015.

 

Ecuador has announced plans for an ambitious military modernization program.

 

"The delivery of these two new helicopters represents a further step forward under the Ecuadorian army's ambitious modernization program," Defense Minister Miguel Carvajal said.

 

"Our army aviation will have a new generation of helicopters with higher performance levels and lower maintenance costs," he said.

 

Ecuador has also announced plans to replace its ageing Gazelle and Lama helicopters, some of which have been in service for several decades.

 

Eurocopter officials cited more than 40 years of relationship between the company in its present and previous forms and Ecuador's military procurement agencies. Established in 1992, the Franco-German-Spanish group is a division of EADS, a world leader in aerospace and defense-related services.

 

The Ecuadorian armed forces were among the first militaries in Latin America to integrate Eurocopter aircraft into its fleet and the Ecuadorians now have more than 20 Eurocopter helicopters.

Harris has been awarded a contract to deliver its Falcon III very high frequency (VHF) combat net radios (CNR) to an unspecified Latin American country.

 

Under the terms of $11m contract, Harris will deliver its RF-7800V handheld combat net radios to help enhance communication capabilities of the country's army.

 

The radios have been designed to provide soldiers with the ability to communicate through voice, video and data simultaneously while conducting missions in the battlefield.

 

Harris RF Communications International Business president Brendan O'Connell said the contract would streamline the nation's tactical radio modernisation programme by offering highly portable voice and high-speed VHF data capabilities to troops.

 

"The RF-7800V delivers continuous coverage in the 30MHz to 108MHz frequency band, offering unique performance and flexibility for a combat net radio," O'Connell said.

 

Weighing 1.1kg, the lightweight radio is fully interoperable with Falcon II radio family, and is specifically suited for time critical battle management systems (BMS) reporting due to an integrated GPS receiver and Harris's new BMS waveform architecture.

 

The radio also features simultaneous voice and data capabilities, true dual-net communications through intuitive dual push-to-talk capability, as well as a free channel search (FCS) that provides frequency agility in high-noise or radio jamming environments.

 

The number of units ordered and the delivery schedule have not been disclosed.

Colombian Defense Ministry procuring 24 light armored vehicles by General Dynamics, which will be equipped with Rafael's remotely-operated weapon stations

 

The Canadian subsidiary of General Dynamics has won a $65.3 million contract for supplying light armored vehicles to the Colombian army, each of which will be equipped with remotely-operated weapon stations produced by the Israeli company Rafael.

 

In the framework of the deal between the Colombian Defense Ministry and the Canadian government, Colombia will procure 24 LAV III light armored vehicles. The vehicles will include a doubled envelope and additional armor that increases protective capabilities against ambushes.

 

Each of the vehicles will be equipped with Rafael’s remotely-controlled weapon system. In September 2012, Giora Katz, Rafael's VP and head of the company's defense directorate, told IsraelDefense that the field of remotely-operated weapon systems will be a main field of activity in Rafael in the coming years, including for the purpose of exports.

 

Among other things, Rafael has recently developed a station which has an installed weapon that can be loaded from within the fighting chamber, through the use of a round magazine that can be reloaded with ammunition from within an APC. The ability to reload from within the vehicle allows for near-continuous fire, without endangering the vehicle crew.

The Brazilian air force has chosen Embraer Defense and Security to modernize five airborne early warning and control aircraft.

 

Upgrades to the EMB-145s will include enhanced electronic warfare systems, command-and-control systems, electronic countermeasures and air surveillance radar.

 

"This upgrade will allow the Brazilian air force to continue operating with excellence an important part of (the) national air defense system," said Luiz Carlos Aguiar, president of Embraer Defense and Security. "The E-99 plays a strategic role within the FAB in the control of airspace and the surveillance of our borders."

 

The contract is worth about $215 million.

 

"Over the last decade, the air force confirmed the high value of these early warning and control aircraft in the accomplishment of its mission," said Brig. Carlos de Almeida Baptista Jr., president of the Aircraft Program Coordinating Committee Battle for the Brazilian air force.

 

"Keeping them updated and expanding its operational capacity will ensure that they will continue to contribute significantly to the efficiency of the Brazilian air force."

CNO Expands Brazil Partnership

 

RIO DE JANEIRO --- Chief of Naval Operations (CNO) Adm. Jonathan Greenert concluded a weeklong visit to Brazil Saturday, Jan. 19 where he spoke with naval leadership, toured multiple navy and marine corps bases, and expanded maritime partnership opportunities.

 

One of the main objectives of the visit was for Greenert to meet with the Commander of the Brazilian Navy Adm. Julio Soares de Moura Neto, who Greenert refers to as a friend and steadfast partner in this economically vibrant country with growing military capabilities.

 

Greenert's visit symbolically renewed the U.S. Navy's commitment to the two navies' maritime partnership with roots reaching back to WWII.

 

Greenert officially prolonged the relationship through a personal invitation to Moura Neto and the Brazilian navy to take part in the multinational exercise Rim of the Pacific (RIMPAC) 2014.

 

Greenert and Moura Neto also secured future cooperation opportunities between the two nations through the joint signing of two memorandums of understanding; one of which is to continue the Military Personnel Exchange Program (MPEP), which allows for Brazilian and U.S. officers to swap jobs and learn defense practices from the host country.

 

The other memorandum signed by both naval service chiefs enacted the Foreign Liaison Officers memorandum of understanding, which appoints a liaison officer to a specific command to represent his or her country regarding matters of government policies, procedures, laws and regulations.

 

Moura Neto expressed his appreciation for Greenert and the U.S. Navy by bestowing upon him the Brazilian Order of Merit Award for distinguished service and exceptional contributions to the citizens and country of Brazil. Greenert accepted the award on behalf of the U.S. Navy with a sincere declaration of continued naval support. "This visit has really emphasized the importance of my relationship with Adm. Moura Neto and our Navy," Greenert said.

 

Greenert's trip began in the capital city of Brasilia on Monday where he, his naval counterpart Moura Neto and senior Brazilian naval officers sat down for a round table discussion about numerous maritime topics.

 

The visit continued for Greenert with a tour of the Aramar Nuclear Facility and various military installations in Rio de Janeiro, including the Itaguai Submarine Base and Submarine Shipyard facility which is under construction. While in Rio, Greenert stated the U.S. Navy will assist Brazil with lessons learned from the development of the U.S. nuclear submarine program to help foster Brazil's subsurface capabilities.

 

"I find it impressive," said Greenert of the Brazilian submarine program. "I find it innovative and I think that the Brazilian navy, the Brazilian defense establishment and the government is very forward looking." Greenert added, "I'm very impressed with the professionalism, the investment of people and time and of the technology."

 

In honor of Greenert's visit and as a military capabilities demonstration, the Brazilian navy and marine corps executed a live amphibious assault exercise, performed a simulated pilot rescue mission and paraded by marine forces at the marine amphibious division headquarters near Rio de Janeiro.

 

Greenert spoke at a joint press conference with Moura Neto to discuss his visit, the impact it had on him after talking with the Brazilian navy's leadership and seeing their sailors and marines in person. "I would put my opinion, or my impression of the Brazilian navy at the very top," Greenert said. "The government and the Brazilian navy have the best vision for what the right security is in the Atlantic and I would view them as the leader in that area."

Le constructeur d’avions brésilien et le fabricant d’hélicoptères anglo-italien ont signé une convention bilatérale. Ils parient sur la création prochaine d’une coentreprise pour installer une chaîne de production au Brésil sur les terres d’Helibras, la filiale d’Eurocopter.

 

Une petite bombe dans le paysage aéronautique mondial. A l’heure des déconvenues des avions longs-courriers nouvelle génération, le secteur des hélicoptères fait naître de nouvelles alliances stratégiques.

 

Quand un hélicoptériste anglo-italien de renom veut s’implanter sur un marché à fort potentiel, quoi de mieux que de s’allier au fleuron aéronautique local ?

 

AgustaWestland, filiale du groupe public italien Finmeccanica et grand hélicoptériste mondial, a annoncé le 21 janvier la signature d’une convention bilatérale avec Embraer, le spécialiste brésilien des jets régionaux, en vue de la création prochaine d’une joint venture.

 

Si un accord est trouvé dans les prochains mois, la coentreprise produirait les appareils d’AgustaWestland au Brésil. La solution idéale pour l'italien afin de toucher l'un des marchés les plus florissants pour les hélicoptères, ainsi qu'arroser toute l’Amérique latine.

 

Embraer ne s’est jamais montré intéressé par la production d’hélicoptères, mais les mots de son PDG Frederico Fleury Curado sont clairs : "C’est un pas important pour Embraer et pour le développement de nos activités", a-t-il indiqué dans un communiqué commun.

 

Selon les chiffres publiés par l’entreprise anglo-italienne, AgustaWestland représenterait actuellement 25 % du marché brésilien des hélicoptères civils, quand les données du site internet spécialisé FlightGlobal ne lui attribuent pas plus de 14 % de parts de marché. D’où un réel engouement de Bruno Spagnolini, PDG d’AgustaWestland : "Nous pensons qu’avoir une présence industrielle au Brésil nous aidera à consolider et renforcer nos activités dans l’un des marchés émergents les plus prometteurs du monde".

 

S’ils ciblent d’abord le marché civil, les deux nouveaux partenaires ne boudent pas les commandes émanant du ministère de la Défense brésilien, ainsi que "le grand potentiel du marché pour des hélicoptères bi-moteurs, de capacité moyenne, conçus pour répondre aux demandes du secteur du pétrole et du gaz offshore", précise le communiqué.

 

Il faut dire qu’au Brésil, et ce depuis quelques années, un acteur omniprésent truste le marché des hélicoptères : l’européen Eurocopter, composante d’EADS. Via sa filiale brésilienne Helibras, unique fabricant du pays, il représente la moitié du marché civil, et plus de 66 % du marché des hélicoptères militaires.

Embraer Defense and Security and the Brazilian Air Force (FAB) signed a contract to modernize five EMB 145 AEW&C (Airborne Early Warning and Control), designated E-99 in the FAB. The contract, valued at approximately USD 215 million, provides for the updating of electronic warfare systems, command and control systems, electronic countermeasures and air surveillance radar. Atech, a Embraer Defense and Security company, participates in the development of the command and control system. The contract also comprises six mission planning and analysis stations that will be employed in the training and improvement of crews.

 

Built on the platform of the successful ERJ 145 regional jet, with more than 1,100 units delivered and 19 million flight hours, the E-99 operated by FAB is able to detect, track and identify targets in their patrol area and transmit this information to allied forces. The aircraft can perform airspace management, fighter positioning and interception control, signals intelligence and surveillance missions. It will also be used to provide security for major sporting events that will take place in Brazil in the coming years.

 

“This upgrade will allow the Brazilian Air Force to continue operating with excellence an important part of national air defense system,” said Luiz Carlos Aguiar, President of Embraer Defense and Security. “The E-99 plays a strategic role within the FAB in the control of airspace and the surveillance of our borders.”

The Colombian Air Force has ordered one more Airbus Military C295 to add to the five examples already ordered for use on military transport and humanitarian aid duties.

 

Since accepting its first C295 in 2008 the CAF has steadily increased its fleet of the type and now operates four with two more to be delivered. It also operates six Airbus Military CN235-200s and six of the smaller C212.

 

Airbus Military Senior Vice President Commercial, Antonio Rodríguez-Barberán, said: “This second C295 order from Colombia in 2012 is deeply satisfying and confirms the C295´s excellent reputation with the Colombian Air Force.”

 

This latest order brings the number of Airbus Military C295s and CN235s sold this year to 32 and takes total C295 orders to 115, with 93 currently in operation in 15 countries.
