PARIS, France | Sikorsky Aircraft Corp. announced today at the Paris Air Show that Colombia’s UH-60 BLACK HAWK helicopter fleet has surpassed the 300,000 flight hour milestone. Colombia’s Army, National Police, and Air Force combine to operate nearly 100 BLACK HAWK helicopters for a variety of missions including search and rescue, medical evacuation, disaster relief, anti-drug, and counter-insurgency operations. Sikorsky is a subsidiary of United Technologies Corp.

 

The BLACK HAWK helicopter was first introduced in Colombia in 1987 when the Air Force purchased its first few aircraft from the United States Government through the Foreign Military Sales system. The Colombian Army followed with its own first purchase of BLACK HAWK helicopters in 1997, and the National Police procured its first six aircraft in 1999.

 

Outside the United States, Colombia operates the world’s fourth largest BLACK HAWK helicopter fleet and the largest procured to date via the U.S. Government’s Foreign Military Sales channel. Turkey, Japan and Korea have larger BLACK HAWK fleets resulting from either direct purchase from Sikorsky or to Sikorsky-licensed domestic production.

Messier-Bugatti-Dowty (groupe Safran) a été sélectionné par l’avionneur brésilien Embraer pour équiper son futur avion cargo KC-390, d’équipements de freinage et d’atterrissage majeurs.

 

Messier-Bugatti-Dowty fournira :

 

    les 8 roues et freins carbone du train principal et les 2 roues du train avant,

    le système de freinage et de régulation de freinage,

    les composants hydrauliques du système d’orientation du train avant,

    les composants hydrauliques du système d’extension/rétraction du train d’atterrissage.

 

C’est la première sélection sur un avion Embraer qui bénéficie d’une offre Messier-Bugatti-Dowty intégrée. Messier-Bugatti-Dowty confirme également son leadership freins carbone sur les avions militaires cargos et ravitailleurs.

Le KC-390 est un avion cargo de moyenne capacité, destiné à des missions logistiques militaires et humanitaires, pouvant transporter 23 tonnes de charge et transformable en ravitailleur.

Le 20 juin à Paris Le Bourget, Sikorsky a annoncé un accord entre la marine brésilienne et le gouvernement américain pour l’acquisition supplémentaire de deux S-70B, complétant une demande initiale de six hélicoptères.


Le Brésil utilise l’EC725 Cougar d’Eurocopter dans ses trois armes (terre, air et mer), mais ce modèle ne dispose pas d’une variante navale/anti-sous-marine. Le Brésil aurait pu choisir un hélicoptère naval de taille comparable comme le Merlin EH101, ou le futur NH90. Au lieu de cela, les Brésiliens ont opté pour les petits Seahawk S-70B/H-60 de Sikorsky.

 

Le 23 décembre 2009, Sikorsky avait reçu une commande non finalisée du Brésil, de 163,8 millions de dollars, pour 4 hélicoptères S-70B de lutte anti-sous-marine et anti-surface. Le contrat comprenait la production et le transport. Ces hélicoptères remplaceront les escadrons formés d’anciens SH-3A/B Sea King.


Les 4 premiers FMS S-70B commandés en décembre 2009 seront livrés à partir de décembre 2011 jusqu’à la fin 2012. Sikorsky prévoit la finalisation du contrat pour les appareils supplémentaire en 2012.

 

Chaque modèle de S-7 a des différences. La section centrale des Seahawks brésiliens est prévu pour être compatible avec les améliorations apportées aux nouveaux MH-60R de l’US Navy par exemple.

 

La production de S-70 sera effectuée à Stratford dans le Connecticut (81%), à Horsehead dans l’état de New York (10%), et à Troy dans l’Alabama (9%). Elle devrait s’achever en juin 2012. Ce contrat n’a pas fait l’objet d’un appel d’offres.

Le Brésil a besoin de nouveaux hélicoptères anti-sous-marin pour accompagner sa flotte de « AH-11″ Super Lynx, et pour remplacer des vieux escadrons de SH-3A/B Sea King. Les S-70 serviront à bord de l’unique porte-avions brésilien Sao Paulo (ex-Foch acheté à la France).

 

Sikorsky a également remporté ce mois-ci l’appel d’offres de la marine australienne pour l’achat de MH-60R.

Une convention de développement de la coopération entre les deux ministères de la Défense du Vietnam et de Cuba a été signée lors d'une visite d'amitié officielle du 19 au 24 juin à Cuba d'une délégation du ministère vietnamien de la Défense conduite par son vice-ministre, le général Nguyen Chi Vinh.

 

Aux termes de cette convention, les deux parties renforceront l'échange de missions militaires, établiront un mécanisme de dialogue stratégique dans la défense et la sécurité à l'échelle de vice-ministre, la formation, l'entraînement des officiers, le partage d'expériences de coopération dans la défense multilatérale et les relations extérieures militaires, la coopération dans la recherche stratégique comme dans d'autres domaines.

 

Le général Nguyen Chi Vinh et le général Alvaro Lopez Miera, vice-ministre cubain des forces armées révolutionnaires, ont eu mercredi un entretien. Ils ont discuté de la situation mondiale et dans chaque région, évalué les résultats de la coopération bilatérale ces dernières années et convenu des modalités de déploiement de la coopération dans la défense dans des domaines où les deux parties trouvent des avantages.

 

Pendant son séjour, le général Nguyen Chi Vinh a été reçu par le général Julio Casas Regueiro, membre du Bureau politique, vice-président du Conseil d'Etat, ministre des forces armées révolutionnaires de Cuba, qui a apprécié les relations de coopération entre les deux pays et demandé d'intensifier la coopération bilatérale dans la défense.

 

Le ministre cubain Julio Casas Regueiro a prié Nguyen Chi Vinh de transmettre son invitation au ministre vietnamien de la Défense Phung Quang Thanh à effectuer une visite officielle à Cuba.

 

Nguyen Chi Vinh a transmis à Julio Casas Regueiro et au chef d'état-major du ministère des forces armées révolutionnaires de Cuba les salutations et l'invitation du ministre Phung Quang Thanh à venir effectuer des visites d'amitié officielles au Vietnam.

 

Il a également eu une séance de travail avec le chef adjoint de la Commission des relations extérieures du Parti communiste de Cuba (PCC), Oscar Martinez, sur les résultats du 6e Congrès national du PCC.

 

La délégation vietnamienne a également visité des unités militaires importantes, des établissements industriels de la défense, l'Université des technologies de l'information et le Centre d'étude et d'application scientifiques et technologiques du ministère des forces armées révolutionnaires de Cuba. Elle a aussi déposé une gerbe de fleurs au pied du Monument du Président Ho Chi Minh à La Havane. - AVI

Israel Aerospace Industries subsidiary ELTA Systems recently delivered an additional compact intelligence, surveillance and reconnaissance aircraft to a Latin American customer.

 

The ELI-3120 is equipped with systems to help prevent activities such as drug production and smuggling, weapons contraband, illegal logging, deforestation, illegal mining, border crossing and river contamination.

 

The delivered compact ISR aircraft is based on a Beechcraft B-350 platform and equipped with IAI-ELTA's communication intelligence system, a microwave datalink for real-time communication with a command and control centre, and the IAI Tamam division's MOSP stabilised day/night electro-optic sensors.

Sikorsky Aircraft Corp. announced today at the Paris Air Show that the Brazilian Navy has signed an agreement with the U.S. Government to acquire two additional Sikorsky S-70B™ maritime helicopters via the Foreign Military Sales (FMS) process. In 2010, the Brazilian Navy contracted for four S-70B aircraft, also through the FMS system, with deliveries starting in December 2011 and continuing through the end of the First Quarter of 2012. The multi-role S-70B SEAHAWK™ helicopter can perform anti-submarine and anti-surface warfare missions, among others.

Paris, France - Esterline CMC Electronics (CMC) is pleased to announce that formal flight tests were completed and the first aircraft and spares were formally delivered to the Chilean Air Force (FACH) in April 2011 further to its selection of CMC in the fall of 2009 to provide the complete cockpit avionics systems upgrade of the FACH C-130 fleet. As prime contractor, CMC is responsible for delivery of the complete equipment suite including the supply of turnkey installation kits as well as all in-country activities including touch labour, training and support.

 

The formal flight test was successfully carried out in late March with a flight to Antarctica from Santiago, with all planned test points achieved.

 

The all-digital cockpit upgrade configuration is based on CMC's "Cockpit 9000" suite, which is built around the company's latest generation Flight Management System (FMS), the CMA-9000, and its industry leading IntegriFlight(tm) Global Positioning with Wide Area Augmentation System (GPS-WAAS) receiver, known as the CMA-5024. Cockpit 9000 also incorporates six large format, high resolution multi-function displays, as well as new navigation sensors, radios, autopilot, weather radar, auxiliary power unit, and numerous other subsystems.

 

The night-vision (NVIS) compatible Cockpit 9000 upgrade will extend the operational life of the aircraft for at least 20 years, allowing the Chilean Air Force's aircraft to meet all current P-RNAV (precision area navigation) requirements and providing a growth path to meet future air navigation capabilities.

Paris, France, June 21st, 2011: In recent months, two major deposit and purchase agreements for Viking Series 400 Twin Otters have been executed, valued at nearly $100 Million and bringing the current order backlog well into 2014.

 

The most significant of the multiple-aircraft purchases, and largest single customer order to date, derives from an inter-governmental agreement between the Peruvian Air Force and Canadian Commercial Corporation, acting on behalf of Viking.

 

The agreement encompasses twelve Viking Series 400 Twin Otters, configured with both land gear and floats for carrying out various missions in remote areas of Peru. The aircraft are scheduled for delivery over the next four years, with training, spares and equipment also included in the contract.

 

David Curtis, Viking president & CEO said, “We are extremely proud to have the Peruvian Air Force as a new Series 400 customer. With this acquisition Peru will become the largest government operator of the Twin Otter, with a total of seventeen aircraft including the five legacy aircraft in their current fleet.”

 

The first of the twelve Series 400 Twin Otters is ready for customer acceptance, which is scheduled next week when a large contingent of military representatives will be on-site to receive the aircraft and flight training at Viking’s headquarters in Victoria, BC.

 

Viking launched the new DHC-6 Twin Otter Series 400 production program in 2007, and currently has a production backlog estimated at over $300M through 2014. Viking provides OEM support for the worldwide fleet of de Havilland heritage line of aircraft (DHC-1 through DHC-7), and is part of Westerkirk Capital Inc., a Canadian private investment firm with substantial holdings in the hospitality, aviation and real estate sectors.

Liebherr will supply latest generation environmental and cabin pressure control systems

 

São José dos Campos | Embraer Defense and Security has selected Liebherr-Aerospace for the advanced environmental and cabin pressure control systems of the KC-390 military transport aircraft.

 

“Liebherr-Aerospace has the best solution in latest-generation environmental and cabin pressure control systems, which was chosen to provide greater operational efficiency for Embraer’s KC-390,” said Eduardo Bonini Santos Pinto, Sr. Vice President Operations & COO, Embraer Defense and Security. “This new defense and security partnership further expands the long-standing relationship between Embraer and Liebherr-Aerospace.”

 

The systems will be developed and manufactured by Liebherr-Aerospace Toulouse SAS, in Toulouse, France, Liebherr’s worldwide center of excellence for air management systems, and will feature integrated control architecture together with high-reliability, high-performance, lightweight pneumatic and mechanical components.

LONDON - Embraer Defense and Security has added Liebherr-Aerospace to the growing list of system suppliers signed up to work on the KC-390 tactical airlifter program. The deal is likely to be the first of a number of airlifter supplier agreements revealed by the Brazilian company during the Paris Air Show, which starts June 20.

 

Liebherr has secured a deal to provide the environmental and cabin pressure control systems on the twin-jet military transport now in the design and development phase at the Brazilian aerospace company.

 

Other major suppliers onboard the program include avionics provider Rockwell Collins, landing gear maker ELEB, Aero Vodochody and Fabrica Argentina de Aviones for structures, and DRS Defense for the cargo handling and aerial delivery system.

 

The largest equipment announcement outstanding is the name of the supplier of the twin-jet aircraft engines. That omission is likely to be rectified during the air show.

 

First flight of the aircraft is scheduled for 2014 with an in-service date of late 2015.

 

Embraer has agreements with six potential customers for 60 aircraft. The Brazilian Air Force is the biggest customer to date, with an order for 28 machines. Other countries that have agreed to buy the KC-390 are Argentina, Chile, Colombia, the Czech Republic and Portugal.

A Chilean navy deal that led to the purchase of four used frigates from the Netherlands has fallen foul of the law in the Latin American country over suspicions that all wasn't well with the transaction.

 

The $350 million deal was thought to have been arranged in a government-to-government contract between Chilean and Dutch shipyards in 2005 but reports suggested that a Chilean marine as well as an arms dealer, already in the spotlight for a previous deal, was involved with the purchase.

 

Guillermo Ibieta's weapons trade firm Eurotechnology International was previously cited in a purchase of tanks that also is regarded as suspect by Chilean law-enforcement agencies.

 

Ibieta faces fresh questioning this week over the frigates purchase. He was questioned earlier over alleged wrongdoing in the tanks deal.

 

Chilean newspaper La Tercera said Ibieta had come to the attention of Judge Manuel Valderrama and prosecutor Carlos Gajardo after they investigated an alleged link between Eurotechnology and a former Chilean marine.

 

Former marine Capt. Juan Tapia Villalon, already prompted to make a declaration to the attorney general, confirmed he received funds from Ibieta's firm but claimed those were to cover travel expenses between Chile and Europe and to pay for valuable data.

 

"In total I received between $300,000 to $400,000," said Tapia Villalon in a declaration to the attorney general on March 22. "The monies were all transferred to me directly from Eurotechnology, Guillermo's company," he said in the statement.

 

Tapia Villalon said the payment was justified as the money was used to provide Dutch shipyard Royal Schelde with technical data necessary to recondition the used Karel Doorman class vessels the Chilean navy bought for $350 million. He said the payment was also to cover the cost of his travel between Chile and Europe form 2002-06.

 

The Chilean Justice Department wants to know how the money was spent and why the marine failed to declare it earlier. Equally important, the authorities want to establish the role Ibieta played in the deal.

 

Among unanswered questions are the yet undisclosed financial transactions that clinched the deal, whether involving Chilean government procurement officials or Dutch shipyard officials.

 

"The process was a fairly straightforward one," Dutch Ambassador Johan van der Werff told The Santiago Times, adding, "this was essentially a government-to-government purchase. There could not have been an intermediary."

 

That raised the question why Ibieta rewarded the marine officer with those generous cash handouts.

 

In a previous deal Ibieta found himself directly implicated, Chilean media reported. In 2009, the Chilean Investigative Police determined that Ibieta received a $7.5 million payment from a Dutch intermediary during a Chilean purchase of 202 Leopard I tanks from the Netherlands.

 

The case sparked controversy because the amount received by Ibieta amounted to 14 percent of the total value of the tank deal.

 

Chilean authorities investigated two former soldiers but couldn't establish their alleged role in what appeared to be an arms deal arranged by Ibieta.

Brazil's armed forces are receiving rapid deployment, satellite communications systems from a local subsidiary of Spanish company Indra.

 

The contract, awarded through public tender, is worth about $5 million, the company said.

 

Under the order, Indra is delivering light-weight, portable fly-away satellite communications systems that guarantee satellite communications from distant locations.

 

Indra has helped consolidate the satellite network of the Brazilian Ministry of Defense, providing it with different terrestrial and maritime satellite communications terminals and by developing the networks management system.

 

Indra has been present in Brazil since 1996 and has offices in Sao Paulo, Barueri, Belo Horizonte and Brasilia.

 

Indra is the premier Information Technology company in Spain and a leading IT multinational in Europe and Latin America. It is ranked as the second European company in its sector according to investment in research and development -- nearly $722 million in the last three years.

China and Chile pledged Wednesday to step up bilateral military relations as high-ranking officials from the two countries met Wednesday in Beijing.

 

"Bilateral ties have been going smoothly since China and Chile established diplomatic relations in 1970," Chinese Defense Minister Liang Guanglie told his Chilean counterpart.

 

Chilean Defense Minister Andres Allamand is making a five-day official good-will visit to China starting from Monday at the invitation of Liang.

 

The forging of China-Chile comprehensive cooperative partnership in 2004 marked a new era for the bilateral relations, Liang said.

 

Hailing the military ties between China an Chile, Liang said the two countries have witnessed frequent visits by high-ranking military officials to each other, and personnel training for each other in recent years.

 

It was the second meeting between Allamand and Liang within days. They met earlier this month at the 10th Asian Security Summit in Singapore, also known as the Shangri-La Dialogue. The Summit gathered defense chiefs and senior military officials from 27 countries in Asia Pacific and beyond.

 

Allamand said he agreed on Liang's ideas on advancing security cooperation in the Asia Pacific raised at the Summit, which feature mutual respect, equal footing and consideration for the core interests and key concerns of others.

 

"World security is faced with various challenges and all countries need to get united and counter the challenges in joint efforts," Allamand said through an interpreter.

 

During his meeting with Vice Chairman of China's Central Military Commission Xu Caihou later on Wednesday, Allamand said Chile appreciates the important role that China has been playing in safeguarding global security.

 

Chile is ready to continue advancing military cooperation with China and improving mutual understanding and mutual trust between the two countries, Allamand said.

 

During the meeting with Allamand, Xu reiterated the defensive nature of China's defense policies.

 

"China pursues development of itself by safeguarding world peace as it promotes world peace and development through its own development," Xu said.

 

Xu said China is willing to work together with Chile to improve the military ties between the two countries in a more extensive way.

La marine brésilienne s’intéresserait aux frégates Type 22 Batch 3 récemment désarmées par la Royal Navy. Elle souhaiterait acheter 4 bâtiments de ce type, dont un serait cannibalisé pour les pièces détachées.

 

L’achat de ces frégates permettrait de désarmer les bâtiments plus anciens, en attendant que le programme Prosuper porte ses fruits.

 

La marine brésilienne serait aussi intéressée par les 3 patrouilleurs de haute mer annulés par Trinidad & Tobago. Ces bâtiments de 1.800 t, qui peuvent accueillir des hélicoptères mais n’ont pas de hangar, permetraient de renforcer la surveillance de la zone pétrolière. Cette acquisition, si elle se concrétise, viendrait en supplément de l’achat de 2 patrouilleurs de haute mer prévu dans le cadre du programme Prosuper.

More submarines are set to join the military inventories of South and Central American navies in 2011 as acquisition and construction programs get under way, a report on global submarine markets said.

 

The total annual value of the global submarine market stands at $16.4 billion and is expected to increase to $18.2 billion by 2021, "The Global Submarine Market 2011–2021" report said.

 

It wasn't immediately clear if the report takes into account secret shipbuilding and submarine activities of countries outside the conventional reporting areas, such as Iran, North Korea and other Asian countries.

 

Regional rivalries among states are cited in the report as a driver for the submarine market, which is expected to cumulatively be worth $44 billion across the forecast period, 23.6 percent of the total market.

 

In Latin America, Brazil and Argentina remain the main spenders with a total value of $8.6 billion, 4.61 percent of the total market.

 

The current global submarine inventory includes 450 submarines operated in 41 countries. The report said through 2012 about 154 submarines will be bought for a total cost of $186.3 billion. Most of the 41 nations are upgrading fleets or adding to them as a result of changing defense requirements.

 

In Latin America, emerging economies Argentina, Brazil and Chile have risen to the growing threat of illegal border crossings, many by drug gang members or armed militant groups, and to anticipated risks of sabotage of strategically important assets.

 

Brazil began spending more on its naval expansion in response to the discovery of several new offshore oil fields.

 

Elsewhere in Latin America, drug gangs' increasing use of secretly manufactured illicit submersible vessels to transport cocaine and other drugs to North America raised the urgency of government law enforcement agencies' preparedness for the emerging threat and the need for more naval power.

 

In the long term, continued changes in the costs of construction and the increasing number of nations interested in nuclear-powered submarines will push up the average cost of a submarine, said the report. On average, a submarine costs about $1 billion.

 

Analysts said the recent rowback on land-based deployment of nuclear power, in particular electricity-generating reactors, in reaction to the March 11 earthquake and tsunami in Japan would likely affect the decision-making for nuclear-powered vessels.

 

Last year Brazil announced plans to build its own nuclear-powered submarine with French help.

 

The International Energy Agency in a report Monday predicted reduced worldwide growth in nuclear energy use in response to the Japanese nuclear debacle after infrastructural damage in the March quake and aftershocks.

 

Analysts said the shift from nuclear power would likely impact on the kind of submarines to be produced over the coming decades.

As part of the award, the Spanish company will deliver Fly-Away satellite communications systems which are lightweight and portable. This technology guarantees communications with the satellite can be established from the ost distant location.

 

Indra Sistemas SA has contributed to consolidate the satellite network of the Ministry of Defence SISCOMIS (Sistema de Comunicações Militares por Satélite) with the delivery of different terrestrial and naval terminals as well as the development and management of the network.

Elbit Systems Ltd announced today that it was awarded a contract to supply a Latin American country with Hermes 900 Unmanned Aircraft Systems (UAS). The project is not in an amount that is material to Elbit Systems.

 

The UAS will also include complementing ground control stations, as well as Elbit Systems Electro-optics - Elop Ltd.'s highly advanced DCoMPASS payload systems and radar systems.

 

Hermes 900 builds on the vast operational experience of the Hermes 450, the backbone of the Israel Defense Forces' UAS fleet. Hermes 900 offers a range of enhanced capabilities, from higher flight altitude (over 30,000 ft) to longer endurance and larger payload capacity. The system's unique multipurpose payload bay enables it to carry a wide variety of payloads in different shapes and sizes for quick "conversion" between various payload configurations.

 

The common unified ground control station (UGCS) and the shared software architecture and training programs, allows the Hermes 900 to offer seamless integration for existing Hermes 450 users, enhancing operational flexibility and cost effectiveness.

Elbit Systems reported today the first export sale of its Hermes 900 UAV to a customer in Latin America (although the identity of the country has not been confirmed, the country is believed to be Chile). The UAV system selected by Chile also includes DCoMPASS payload systems and an unidentified radar systems.

 

The Chileans have developed their military requirement for UAS for several years but only after the earthquake that devastated the country in 2010 the need for advanced, rapid response aerial surveillance system received a high priority.

 

The Chilean choice followed evaluation of two classes of UAS. At the high end were the Hermes 900 and Heron from IAI, both already were selected by the Israel Defense Forces. At the lower (tactical) level were Hermes 450, and Aerostar from Aeronautics Defense Systems. The Hermes 900 will be operated by the Chilean Air Force (Fuerza Aérea de Chile – FACH).

 

Hermes 900 builds on the vast operational experience of the Hermes 450, the backbone of the Israel Defense Forces’ UAS fleet. The system uses unified ground control station (UGCS) that shares software architecture and training programs with other Hermes family platforms, allowing the Hermes 900 users seamless integration with Hermes 450 systems, enhancing operational flexibility, infrastructure, training and system life cycle cost.

Chile's fast modernizing navy is investing undisclosed millions into an advanced asset management system that will increase the force's battle-readiness and control of its defense inventories.

 

Mincom Ellipse 8, devised by Australian enterprise asset management solution provider Mincom, will allow the Chilean navy to keep track of its seaborne and land-based assets and to manage both the inventory and financial costs at different levels.

 

The Chilean navy is one of the most advanced seafaring forces, closely aligned with the U.S. Navy and other Western Hemisphere navies in the operations it conducts to defend the Latin American country's 4,000-mile long Pacific coastline.

 

Mincom said a new contract would allow the Chilean navy to use Mincom Ellipse 8 to improve the visibility and maintenance of critical assets through their life cycle.

 

Mincom Ellipse 8 is applied worldwide in enterprise work and asset management to significantly enhance asset performance and workforce productivity. The Chilean navy has also adopted the software's finance module with its comprehensive financial management controls.

 

Chile has embarked on an extensive defense modernization program that the government sees as an essential part of overall economic development.

 

Ellipse 8 will help the Chilean navy to optimize visibility of its key assets and speed decision-making processes through a stronger and fully integrated military logistics information management system.

 

As the Chilean navy grows its financial management and cost control have become major priorities for the military procurement officials. The finance module will provide the country's navy with comprehensive cost control, ensuring all financial transactions are captured during an asset's life cycle.

 

Cmdr. Omar Mahmoud of the Chilean navy said the defense agency decided on Mincom because it "has always been able to meet our challenging needs."

 

He said the deal will reduce information technology costs, improve the navy's return on assets and increase workforce productivity.

 

Although Chile has close ties with the U.S. military establishment and industries, the country's choice of the Australian software and service provider followed several years of long-term partnership with Mincom.

 

Supported by Mincom Ellipse, the navy's Integrated Naval Logistic Management System -- known by its Spanish acronym SALINO -- is an internationally renowned platform that delivers real-time information on key equipment, supplies and maintenance and reduces the personnel and time needed to conduct major ship refurbishments.

 

Mincom Ellipse 8 is also used in mining, energy, public infrastructure and transit sectors.

 

Mincom Pty. Ltd. has headquarters in Brisbane, Australia, and operates in more than 40 countries. Mincom's North American operations are in Denver, San Francisco and Austin, Texas.

The MICA (Missile d´Interception, de  Combat et d´Autodéfense) multi-mission  air to air missile from the European missile house MBDA has been included on the Rafale combat aircraft proposal delivered by Dassault Aviation and its partners SAFRAN and Thales to the Brazilian Air Force (Força Aérea Brasileira-FAB) F-X2 combat aircraft project.

The MICA family of air to air missiles includes the MICA IR and EM variants. MICA EM is equipped with an active radio frequency seeker and MICA IR with a passive dual waveband imaging and infra-red seeker.

F-X2 program cover the acquisition of a first batch of 36 aircraft.

French Air Force (Armée de l´Air) and French Navy (Marine Nationale) Rafale F3 omnirole aircraft is cleared to carry MICA missiles.

GEORGETOWN, Guyana, May 24 (UPI)

 

Plans for the Union of South American Nations becoming more like its EU model advanced this week with talks on the pact's structure and strategies for monitoring budgets including defense spending by member countries.

 

Unasur defense ministers met in Lima, Peru, last week and issued a declaration calling for the region to be designated as a "peace zone" and agreed to continue pursuing a "common methodology" to monitor and compare defense expenditure among member countries.

 

Formed in 2008, Unasur includes Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay and Venezuela.

 

In 2009 and 2010 Unasur faced internal squabbling over what some members saw as a developing arms race on the continent. The charge arose when Brazil announced a military modernization program and Venezuela embarked on heavy arms purchases after border tensions with Colombia.

 

Colombia and Venezuela have patched up differences, mainly over Venezuela's reported support to FARC guerrillas' fight against Colombia. Brazil is pondering cuts in its defense budget and Argentina and Chile haven't followed up on major arms purchases thought likely last year.

 

Bolivia has continued buying arms and international data suggest Latin America remains a major customer for global defense suppliers.

 

Peruvian President Alan Garcia has campaigned, almost single-handedly, for drastic cuts in Latin America's defense spending, arguing the region has no conflict that justifies a multibillion arms buildup at the expense of much needed infrastructural development and poverty reduction programs.

 

Last week's Lima Declaration followed two days of talks attended by senior representatives of the member states on the pact's Defense Council. The council will have a workshop June 2 in Santiago, Chile.

 

In mid-July Unasur plans to push forward with a working draft of a Peace, Security and Cooperation Protocol. In the meantime, there has been no let up in arms buying in the region.

 

Brazil is still going ahead with multibillion-dollar spending on planned purchases of up to 38 jet fighters for its air force.

 

Unasur Secretary-General Maria Mejia told the Defense Council members she also favored the formation of a regional peace forum to give airing to divergent views on the future direction of the pact.

 

There were calls for Unasur to spread its wings and take on the roles of rapid response not only to security related issues but also natural disasters.

 

Peruvian Defense Minister Jaime Thorne, whose country holds the Defense Council presidency, told reporters the member countries will discuss expanding their role in peacekeeping military missions as well as finding ways of coping with weather-related emergencies.

 

The delegates observed a minute's silence in homage to Uruguay's former Deputy Defense Minister Gabriel Castelar, who died recently.

More anxiety and suspense is in store for competing defense contractors from the United States and Europe who hope to secure Brazil's lucrative multibillion-dollar jet fighter deal.

 

The deal isn't not on offer until 2012 when President Dilma Rousseff may decide its fate -- or defer it again.

 

Initiated as part of grandiose military modernization plans by Rousseff's predecessor Luiz Inacio Lula da Silva, the jet fighter deal has involved intense lobbying at the highest level in support of the Boeing Co., France's Dassault Aviation and Sweden's Saab. All three manufacturers produce jet fighters they see as fitting Brazil's defense refurbishment requirements.

 

At the same time, lobbying and early negotiations for the deal have been marked by conflicting signals from Brasilia. Presidential aides said Brazil couldn't afford the jets, up to 36 and more in the long term, and wouldn't borrow to buy them.

 

Rousseff indicated in April that Brazil considered military modernization an urgent need, not a luxury.

 

"A totally developed Brazil will need equipped, trained, modern armed forces," she said. "Defense cannot be considered a lesser part of the national agenda."

 

This week Rousseff announced no decision on the jet fighters could be expected this year but could likely be brought on the agenda in 2012.

 

The jets deal came up for discussion when U.S. President Barack Obama visited Brazil in March and was pursued with intense diplomacy when French President Nicolas Sarkozy landed in Brasilia in September 2009 at the head of a large delegation. Sarkozy repeated his offer to be generous with technology transfer in return for securing Brazil's orders for Dassault's Rafale jet fighter.

 

Dassault has been trying to repeat its success with the Mirage jet fighter but has faced tough competition from rival aircraft, including Boeing's F/A-18 Super Hornet and Saab's Gripen NG fighters.

 

The latest lobbying effort came as Rousseff met with Swedish Prime Minister Fredrik Reinfeldt.

 

Rousseff is seeking maximum advantage to Brazil in any technology transfer contracts associated with the jet fighter deal.

 

Brazil is developing its own defense industries and its aircraft manufacturer Embraer is already an emerging rival to executive and small jet manufacturers in the United States and Europe.

 

Lula embarked on the jet fighter program as Brazil discovered a string of offshore hydrocarbon deposits, encouraging military leaders to ask for better equipment and greater inventories to defend the oil fields, combat drug trafficking and people smuggling and guard against trouble in its vast, porous Amazonian border region.

La marine brésilienne envisage d’acheter au moins 2 bâtiments amphibies. Ils devraient disposer d’un grand pont d’envol et pouvoir accomplir un marge éventail de missions — transport de personnel, de chars, d’hélicoptères, d’engins de débarquement —, être équipés de missiles, disposer d’un hôpital à bord, et disposer des fonctions d’un « centre sophistiqué d’analyse », c’est à dire d’un bâtiment de commandement.

 

Un bâtiment de ce type coute aujourd’hui de 600 à 850 millions $. L’achat de ces bâtiments est considéré comme « ambitieux ». Selon le commandant de la marine brésilienne, l’amiral Julio Moura Neto, « l’achat de ces bâtiments dépendra des financements disponible. Le type de bâtiment n’a pas encore été choisi ».

 

Les fournisseurs les plus compétitifs sont les Etats-Unis et la France. La France aurait développé une version améliorée du bâtiment de commandement et de projection (BPC) Mistral. La Russie serait sur le point d’acheter 4 de ces navires.

 

Il y a des raisons politiques qui justifie l’achat de tels bâtiments par le Brésil. Comme on le sait, ce pays désire fortement devenir membre permanent du Conseil de Sécurité de l’ONU. De tels bâtiments augmenteraient le prestige du Brésil sur la scène internationale. L’ancien porte-avions Sao Paulo ne joue plus aucun rôle.

 

Dans les 20 prochaines années, la marine brésilienne prévoit d’acheter 61 bâtiments. Lorsqu’il disposera de bâtiments amphibies, le Brésil pourra participer à des missions internationales très diverses, ce qui est une exigence pour les pays qui comptent au niveau mondial.
