WASHINGTON — The United States is evaluating information received from France which Paris has billed as proof that chemical weapons have been used in Syria, a US official said Thursday.

 

“I can confirm for you that we have received the information from the French,” State Department spokeswoman Jen Psaki told reporters, after French officials said they had evidence that sarin gas had been used in Syria.

 

“We will take a close look at this, just like we take a close look at any information that’s provided, and we always recommend that any country provide information as well to the UN for their full investigation.”

 

But Psaki warned the US did not intend to “evaluate or litigate in public” whatever information it has received from Paris.

 

“We are still looking into finalizing the facts, looking into confirming the facts,” she said, denying that the close inspection of the French information was pouring doubt on its credibility.

 

“We’re doing our own due diligence on this,” Psaki stressed.

 

US President Barack Obama has said that any use of chemical weapons in the Syria conflict, now in its third year, would violate a US “red line.” But amid mounting reports such arms have been used, Washington has proceeded cautiously.

 

Amid mounting pressure for the US to act, Secretary of State John Kerry called on France on Wednesday to share its evidence of chemical weapons use.

 

French Foreign Minister Laurent Fabius personally called Kerry on Monday and informed him that all the information at France’s disposal would be transmitted to Washington.

 

France has described the evidence of sarin use as a development that obliges the international community to act.

 

But memories remain strong in the United States about the false evidence that former Iraqi leader Saddam Hussein had stockpiled chemical weapons, which was used to justify the 2003 US invasion of Iraq.

Chile to buy surplus U.S. armored amphibious vehicles

SANTIAGO, Chile, June 6 (UPI)

 

Chile will buy surplus U.S. stock of a dozen AAV7 armored amphibious vehicles for its new sea-borne Amphibious Expeditionary Brigade, defense industry media reported.

 

Officials say the vehicles are being acquired from excess inventory of U.S. stockpiles but will be upgraded before they are put into service. The cost of the AAV7 acquisition was not mentioned.

 

The upgrade is likely to be carried out by BAE Systems' Global Combat Systems unit, Defense Market Intelligence and Chile's Defense and Military blog reported. Independent comment on the acquisition and upgrade was not immediately available.

 

The first of the AAV7s is set to be delivered in 2014 after the upgrade, likely to involve installation of more powerful engines. Chile's purchase includes 10 AAVP7 A1 troop transports, one AAVC7 command vehicle and one AAVR7 recovery vehicle, the reports said.

 

Manufactured by U.S. Combat Systems, the AAV-7A1 is the current amphibious troop transport of the U.S. Marine Corps.

 

The vehicles, once commissioned, will be part of a 1,400-strong brigade Chile operates aboard its Sargento Aldea multirole assault ship, acquired from France in a $80 million deal. The Sargento Aldea previously operated in the French navy as the Foudre and served allied forces in NATO Yugoslavia operations in 1992-93 and French military action in Ivory Coast.

 

Analysts said the tracked AAV7 could work well with the Sargento Aldea and other Chilean navy vessels but might not be suitable for peacekeeping missions requiring faster, wheeled vehicles.

 

It was not immediately clear if the BAE upgrade would extend to weaponry.

 

A standard AAV7 is usually equipped with a .50-caliber machine gun and a 40mm grenade launcher.

 

Chile is also looking into acquiring new helicopters, landing craft and other hardware for its armed forces.

 

The Chilean military, recently spotlighted for its alleged failure to spend enough of its allocations channeled through the copper export tax and other financial instruments, is aiming to catch up with military advances made by South American neighbors Brazil and Argentina.

 

However, the military is also hamstrung by low response to its recruitment drive. Chile's economic growth has opened new career opportunities and turned the military into an employer of last resort.

 

The armed forces enlistment numbers are set to be the lowest this year since 2007, the Santiago Times reported.

 

The number of Chileans volunteering to join the military is down 21 percent from 2012 and is the lowest since the rules on military service were reformed in 2007, the newspaper said on its website.

 

"The explanation for the decrease is similar to previous years, as we have been a country with full employment and a wide range of educational opportunities," Armed Forces Undersecretary Alfonso Vargas told La Tercera newspaper. "There has been a strong competition that has changed the landscape."

 

Chile's economy has continued to grow by more than 5 percent each year since 2009 and the average unemployment rate is 6.4 percent, the Santiago Times said, citing 2012 data.

 

The military announced new incentives including higher pay, bonuses and scholarships as part of the effort to reverse falling recruitment.

USAF adding more cyberexperts

WASHINGTON, June 6 (UPI)

 

The U.S. Air Force plans to add more than 1,000 cyberexperts to its ranks, a 15 percent increase to the current complement.

 

Gen. William L. Shelton, the commander of Air Force Space Command, said the additional experts will be added in fiscal years 2014 to 2016 in support of the U.S. Cyber Command's goals of steadily extending its range across the newest warfare domain.

 

At the end of April, Air Forces Cyber, a component of the U.S. Cyber Command, opened a 46,000-square-foot headquarters and operations center for plans and operations capabilities and coordination with integrated personnel from law enforcement, the Defense Information Systems Agency and Industry.

 

The service said candidates for the new positions will include active duty, Reserve, Air National Guard personnel and civilians.

 

"What you want is talented people, and in part that talent has to do with science, technology, engineering and math skills -- not necessarily degrees, but a proclivity to operate in that kind of manner, to enjoy that kind of mindset," said Maj. Gen. Suzanne M. Vautrinot, who is in charge of the Air Force cyberenterprise.

Raytheon Co., Tucson, Ariz., is being awarded an $80,497,513 firm-fixed-price contract for the procurement of 200 full rate production Lot 9 AGM-154C-1 Unitary Joint Stand-Off Weapon missiles, including associated support equipment.

 

In addition, this contract provides for one AGM-154C-1 for performance characterization test.

 

Work will be performed in Dallas, Texas (44 percent); Cedar Rapids, Iowa (24 percent); Tucson, Ariz. (22 percent); and McAllester, Okla. (10 percent), and is expected to be completed in July 2015.

 

Fiscal 2013 Weapons Procurement, Navy funds in the amount of $80,497,513 is being obligated on this award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1.

 

The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0011).

Patriots, F-16s May Remain in Jordan After Eager Lion Exercise

The United States could leave Patriot anti-missile batteries and F-16 fighter jets in Jordan following the end of Exercise Eager Lion, a Pentagon spokesman said here today.

 

Jordan has requested the batteries, but Defense Secretary Chuck Hagel has not yet reviewed it, Army Col. Steve Warren told reporters. Hagel is returning from NATO meetings in Brussels today.

 

“When the secretary receives the request, he will favorably consider it,” Warren said. “Jordan is a strong partner with us. We have a longstanding and strong relationship with the Jordanians, and we want to do what we can to support their security requirements.”

 

The fighting in neighboring Syria has raised concerns in Jordan. The Patriot batteries and F-16s are going to Jordan to take part in Eager Lion – an annual exercise that this year encompasses 19 nations and about 8,000 service members. It is scheduled to start June 9 and to run through June 20.

 

About 200 U.S. soldiers of the 1st Armored Division based at Fort Bliss, Texas, deployed to Jordan in April to provide a nucleus of command and control capabilities if the fighting in Syria spills over into Jordan. About 120,000 Syrians have fled to Jordan to escape the country’s civil war.

DRS Technologies, Inc., a Finmeccanica Company, announced that it received a $25 million contract from the U.S. Air Force for the design, development and delivery of two Transporter Erector Replacement Vehicles to support the Inter-Continental Ballistic Missile (ICBM) Minuteman III fleet. If all options are exercised by the Air Force, the total program value for up to 26 mobile vehicles under this contract could reach over $92 million.

 

The Transporter Erector is a vehicle used for transporting, positioning and removing the Minuteman III booster at launch facilities at F.E. Warren AFB, Wyoming; Malmstrom AFB, Montana; Minot AFB, North Dakota; Hill AFB, Utah; and Vandenberg AFB, California.  The current Transporter Erector used by the Air Force was fielded in 1988.  The Air Force Global Strike Command, overseeing this replacement, requires a modern and forward-looking system that will sustain booster handling operations through 2030.

 

Under the Air Force Transporter Erector Replacement Program, DRS Environmental Systems in Cincinnati, Ohio, will redesign and build new transport vehicles that will fully modernize the operational system.

 

The design and development of the first two Transporter Erectors to be used in system qualification are due to be completed in November 2015.  If all production options are exercised, 26 Transporter Erectors will be delivered to the Air Force through September 2019.

 

"DRS will draw upon its 40 years of experience with system engineering, design, and production of mission-critical mobile shelters and transport trailers for the military," said Roger Sexauer, president of DRS Power and Environmental Systems.  "The Environmental Systems Team has been supporting the Air Force ICBM program office for over 20 years and is committed to providing continued support to a critical part of the our Nation's strategic deterrent forces," according to Sexauer.

Microsoft et le FBI ont lancé, avec le soutien de plus de 80 pays, une offensive contre l'un des plus importants réseaux informatiques de cybercriminalité au monde, soupçonné d'avoir volé près de 400 millions d'euros sur des comptes bancaires à travers le monde.

 

Les réseaux "botnets" Citadel ont permis à leurs exploitants de soutirer de l'argent à de nombreux établissements, parmi lesquels American Express, Bank of America, Citigroup, Credit Suisse, PayPal, HSBC, JPMorgan Chase, Royal Bank of Canada et Wells Fargo. Les botnets sont des réseaux d'ordinateurs, dits "machines zombies", infectés à l'insu de leurs utilisateurs par des logiciels malveillants. Pilotés par des serveurs distants, il sont utilisés pour envoyer des courriers indésirables ("spams"), diffuser des virus et commettre des crimes financiers.

 

Microsoft a annoncé mercredi avoir contribué à arrêter les opérations d'au moins mille botnets utilisant le logiciel Citadel, dont le nombre total est estimé à 1.400. Le FBI a de son côté déclaré à Reuters qu'il collaborait avec Europol et d'autres polices criminelles à travers le monde pour interpeller les exploitants de Citadel, dont l'identité est encore inconnue, même si l'agence américaine dit en être à un stade "assez avancé" de son enquête.

 

L'Australie, le Brésil, l'Equateur, l'Allemagne, les Pays-Bas, Hong Kong, l'Islande, l'Inde, l'Indonésie et l'Espagne figurent parmi les pays impliqués dans l'enquête.

Reward! 23 millions de dollars de récompense pour les chefs des djihadistes du Sahel

Les Etats-Unis ont annoncé lundi soir qu'ils offrent 23 millions de dollars de récompense au total pour toute information conduisant à la capture du jihadiste algérien Mokhtar Belmokhtar, du chef de la secte islamiste nigériane Boko Haram et d'autres responsables du groupe Al-Qaïda au Maghreb islamique (Aqmi).

 

Ce programme du département d'Etat, baptisé "récompenses pour la justice", offre depuis 1984 des sommes d'argent à tout informateur permettant l'arrestation ou l'élimination d'individus qui menacent les intérêts des Etats-Unis. Le site en français avec les bios des suspects est accessible ici.

7. La plus grosse récompense, sept millions de dollars, est réservée au n°1 présumé de Boko Haram, Abubakar Shekau, qui combat actuellement l'armée du Nigeria dans le nord-est du pays.

Donné pour mort par le Tchad en avril, il a menacé il y a dix jours de lancer de nouvelles attaques au Niger après les attentats suicide de la fin mai. Son groupe avait mené une prise d'otages d'envergure en janvier dans un complexe gazier en Algérie.

5. Cinq millions de dollars sont également promis pour la tête de Yahya Abou Al-Hammam, un dirigeant algérien d'Aqmi accusé d'être impliqué dans le meurtre d'un otage français en 2010.

3. Malik Abou Abdelkarim, commandant d'Aqmi, et Oumar Ould Hamahathe porte-parole du Mouvement pour l'unicité et le jihad en Afrique de l'Ouest (Mujao), un groupe islamiste chassé du Mali en janvier, sont également la cible de Washington, avec trois millions chacun de récompenses.

Syrie: Washington exige le retrait de l'Iran et du Hezbollah

Le mouvement chiite libanais Hezbollah et l'Iran doivent immédiatement retirer leurs combattants de Syrie, a déclaré la Maison Blanche dans un communiqué diffusé mercredi suite à la tombée de la ville syrienne de Qousseir aux mains des forces fidèles au gouvernement de Damas.

 

"Il est évident que le régime n'aurait pas pu prendre le contrôle de Qousseir avec ses propres forces et qu'il dépend de l'Iran et du Hezbollah. Nous soutenons les récentes déclarations du gouvernement libanais sur la non-ingérence dans le conflit syrien. Le Hezbollah et l'Iran doivent immédiatement retirer leurs combattants de Syrie", lit-on dans le communiqué.

 

Auparavant, les médias ont rapporté que les rebelles syriens avaient reconnu avoir subi une défaite face aux forces gouvernementales à Qousseir et s'étaient retirés de la localité. D'après les données des Nations unies, près de 1.500 civils blessés restent bloqués dans la ville.

 

Pour sa part, Washington a appelé les parties en conflit à assurer l'accès d'organisations humanitaires à Qousseir en vue d'y acheminer des médicaments et d'évacuer les blessés.

Syrie: Kerry a demandé à la France de partager ses informations sur les armes chimiques

ANTIGUA (Guatemala) - Le secrétaire d'Etat américain John Kerry a déclaré mercredi qu'il avait demandé à son homologue français Laurent Fabius de partager ses informations sur l'usage éventuel de gaz sarin en Syrie.

 

Le président américain Barack Obama a tracé une ligne rouge concernant l'usage d'armes chimiques en Syrie et toutes les options restent ouvertes, a averti M. Kerry, en marge de l'assemblée générale de l'Organisation des Etats américains (OEA), au Guatemala.

 

M. Kerry a expliqué qu'il avait été en contact avec Laurent Fabius avant et après que la France et la Grande-Bretagne eurent annoncé avoir des preuves de l'usage d'armes chimiques en Syrie, qui selon le président français François Hollande obligent la communauté internationale à agir.

 

Je lui ai demandé s'il pouvait nous envoyer cette information, pour savoir comment les preuves étaient arrivées entre ses main, quelle est leur origine, a détaillé M. Kerry devant des journalistes.

 

Mais, clairement, c'est une déclaration très importante, une découverte très importante, a estimé John Kerry.

 

Les Etats-Unis continuent d'analyser les éléments en leur possession concernant l'usage d'armes chimiques par le régime syrien, a-t-il poursuivi.

 

Je suis très à l'aise avec notre calendrier, a ajouté le ministre, mais ne vous y trompez pas, la 'ligne rouge' du président (Barack Obama) est réelle, a-t-il averti.

 

M. Obama a déclaré par la passé que l'usage d'armes chimiques serait la ligne rouge qui justifierait une action militaire.

 

Laurent Fabius a accusé mardi le régime de Bachar al-Assad d'avoir utilisé à au moins une reprise du gaz sarin en Syrie, soulignant qu'une ligne a été franchie et que toutes les options sont sur la table.

 

Nous n'avons aucun doute sur le fait que les gaz ont été utilisés (...). La conclusion du laboratoire est claire : il y a du gaz sarin, a affirmé sur la chaîne de télévision France 2 le chef de la diplomatie française, qui a évoqué des échantillons provenant de journalistes du quotidien Le Monde, mais aussi d'une autre source qu'il n'a pas précisée.

Huntington Ingalls Industries and General Dynamics Bath Iron Works will build nine DDG 51 Arleigh Burke-class destroyers for the U.S. Navy.

 

The two separate, multiyear procurement contracts are together worth more than $5.1 billion.

 

The Navy said General Dynamics Bath Iron Works will design and build four DDG 51 class ships beginning this year and continuing into 2017. The contract includes an option for a fifth ship.

 

Huntington Ingalls Industries will construct five ships, one each year until 2017.

 

"These contract awards represent great value to the taxpayer and will ensure our warfighters have the ships and systems they need to prevail in any situation," said Secretary of the Navy Ray Mabus. "By leveraging competition in the DDG 51 class shipbuilding program, these shipbuilders will continue their proud histories in delivering these highly capable ships to the fleet while meeting critical operational requirements for integrated air and missile defense capability."

 

The Navy said the destroyers will be in a Flight III configuration in which Aegis AN/SPY-1D radar is replaced with Air and Missile Defense Radar, and improved weapons and sensor suites are installed.

Raytheon explores further developments after MALD-J completes operational tests

Washington DC - Raytheon's Miniature Air Launched Decoy-Jammer (MALD-J) completed operational testing in late May, a senior company official says. The results of the testing should be available "this fall", but the US Air Force is already buying the MALD-J in quantity.

 

"We just negotiated lot six with the US Air Force, and they bought lot six and they are all jammers," says Jeff White, Raytheon's MALD business development manager. The sixth production lot of the air-launched decoys consists of 202 MALD-J vehicles, for a total price of $81 million.

 

White points out that this is the third lot of the MALD-J decoys that the USAF has purchased since the service started procuring the jammer variant of the MALD in the fourth production lot. So far the USAF has ordered about 650 MALD-J decoys, he says, with more to come.

 

"We're negotiating lot seven now," White says. "That'll come out next year."

 

Even though the MALD-J has completed its developmental activities, Raytheon is moving forward on potential naval applications for the jet-powered decoy. The company is working on risk reduction activities for the US Navy's Airborne Electronic Attack Expendable air-launched decoy programme, with White saying its proposal would use the MALD-J as a baseline.

 

White also says that Raytheon is working with the Office of Naval Research on a programme called Cerberus, which would fit the MALD with multiple payloads for the service's offensive anti-surface warfare mission. White says that if the navy can secure funding in the 2015 budget, the service could receive its first MALDs in 2017 or 2018.

 

A third development is being funded internally by Raytheon to effectively turn the decoy into a cruise missile of sorts by adding a thermobaric warhead to the decoy, White says. The company is also looking at adding a data-link to the device.

 

Another Raytheon-funded development is the MALD cargo aircraft launch system, which would enable a transport, such as the Lockheed Martin C-130J, to launch as many as 24 of the decoys. The company released inert MALDs from a Hercules in March 2011, but hopes to carry out a full live demonstration of the capability this year or during 2014, White says.

Lawmakers Reject Withholding F-35 Funds

A Republican-led defense panel in Congress easily rejected a proposal to withhold most funding for the F-35 fighter jet next year.

 

The House Armed Services Committee on June 5 voted 51–10 against the amendment sponsored by Rep. Tammy Duckworth, D-Ill., while debating its version of the 2014 defense authorization bill. The legislation sets policy goals and spending targets for fiscal 2014, which begins Oct. 1.

 

Calling it a “good government issue,” Duckworth proposed freezing procurement funding for the Joint Strike Fighter program until Defense Secretary Chuck Hagel certified that the manufacturer, Lockheed Martin Corp., fixed problems with the aircraft’s software and several pieces of hardware, including the helmet-mounted display, fuel dump system and arresting hook.

 

“I want contractors to be held accountable and I want to fix the technical problems before we give them another $6 billion of taxpayer money,” she said during the hearing. “There’s nothing wrong with flying before we buy. In fact, most of us test drive cars before we [buy].”

 

The Defense Department next year plans to spend $8.4 billion to buy 29 F-35 Lightning II aircraft, including 19 for the Air Force, six for the Marine Corps and four for the Navy. The funding includes $6.4 billion in procurement, $1.9 billion in research and development and $187 million in spares.

 

Duckworth said she has “serious concerns” that buying production models of the planes while they’re still being tested — a practice known in acquisition parlance as concurrency — has led to developmental problems and a 68-percent surge in the projected cost of the program.

 

The Joint Strike Fighter is the Pentagon’s most expensive weapons program, with an estimated cost of $391 billion to develop and build 2,457 aircraft.

 

Duckworth cited comments made last year by Frank Kendall, the Pentagon’s top weapons buyer, in which he criticized his own department’s decision to begin production of the single-engine jet years before its first test flight as “acquisition malpractice.”

 

Many of the aircraft’s most vaunted technologies “remain untested and unready,” Duckworth said. Flight testing of the software package designed for initial aircraft operations, known as Block 2B, was only 5 percent complete as of last month, she said.

 

Rep. Michael Turner, R-Ohio, chairman of the panel’s Tactical Air and Land Forces subcommittee, said the amendment would effectively halt funding for the F-35 program, triggering delays and additional cost increases.

 

“We believe that we address the issues with the F-35 in the mark,” he said.

 

Turner was referring to language his subcommittee drafted in the legislation that would order the Pentagon to establish an independent team of subject matter experts to review software development for the program and submit a report to lawmakers by March 3, 2014.

 

Turner also cited as evidence of progress in the program a March report from the Government Accountability Office, the investigative arm of congress, subtitled, “Outlook Is Improved, but Long-Term Affordability Is a Major Concern.”

 

The Pentagon last week announced that the Marine Corps will begin operational flights of the F-35 fighter jet in 2015, followed by the Air Force in 2016 and the Navy in 2019.

Washington DC - Bell Helicopter says that its V-280 Valor third-generation tiltrotor design has been selected by the US Army for its Joint Multi-Role technology demonstrator (JMR-TD) programme.

 

"The V-280 Valor will provide the army's most sought-after capability, with a cruise speed of 280kt [519km/h]," says Keith Flail, director of Bell's future vertical lift effort. The service hopes to develop an aircraft that can achieve a cruise speed of at least 230kt for the JMR-TD effort and its follow-on Future Vertical Lift programme.

 

Flail says the V-280 improves on the technology found in the Bell Boeing V-22 Osprey and is being designed to provide "outstanding" low-speed agility, multiple-g high-speed manoeuverability, superior fuel efficiency and improved range capabilities. Much of the aircraft's handling characteristics will be due to a new triple redundant fly-by-wire system that Bell hopes to incorporate into the machine.

 

The aircraft is also being designed to hover out of ground effect at a pressure altitude of 1,830m (6,000ft) at an ambient temperature of 35˚C (95˚F). Bell claims the V-280 will cruise at speeds of 280kt true airspeed and have a combat range of between 500nm (926km) and 800nm. It should also be able to self-deploy over a distance of 2,100nm.

 

Flail also claims the aircraft will have improved reliability and reduced costs, because the new clean sheet design reduces complexity compared to previous generation tiltrotors.

 

Bell's main competitor during the JMR-TD programme is expected to be a team consisting of Sikorsky and Boeing, which was its partner on the V-22. The two companies are pitching a high-speed compound helicopter design based on Sikorsky's self-funded X2 prototype for the army technolody demonstrator effort.

“The Sikorsky Boeing team is extremely pleased to have been invited by the US Army to negotiate a technology investment agreement for the Joint Multi-Role Technology Demonstrator Phase I programme,” the two companies say. “Our team brings a shared commitment to invest in next-generation rotorcraft technology based on Sikorsky’s X2 rigid rotor coaxial design.” Meanwhile, EADS North America recently told the army that it will drop out of the programme.

 

The army is expected to award JMR-TD contracts by September 2013, with first flights scheduled for 2017. The programme is expected to inform the Future Vertical Lift programme, which aspires to field a new medium-lift high-speed rotorcraft design to replace the Sikorsky UH-60 Black Hawk series in the 2030s. It could also spawn an effort to replace the Boeing AH-64E Apache attack helicopter. That market could be worth as much as $100 billion, according to Bell.

Afghanistan/drogue: le retrait de l'ISAF lourd de conséquences (Poutine)

Le retrait des troupes de la coalition internationale en Afghanistan est susceptible d'avoir des conséquences tragiques, provoquant une prolifération de drogue en Europe, aux Etats-Unis et au Canada, a déclaré mercredi le président russe Vladimir Poutine.

 

"La production et le trafic des opiacés afghans n'est pas seulement un problème pour la Russie et les pays frontaliers, c'est aussi celui de l'Europe, des Etats-Unis et du Canada", a indiqué le chef de l'Etat russe, lors de la Conférence internationale des forces de l'ordre pour la lutte contre le trafic de drogue.

 

Selon lui, l'Afghanistan ne dispose pas de moyens suffisants pour lutter contre le trafic de drogue, alors qu'en 2014, la Force internationale d'assistance à la sécurité (ISAF) en Afghanistan retirera son contingent.

 

"Les conséquences de cette démarche sont susceptibles d'être vraiment déplorables, sinon tragiques", a souligné le président russe. Il a rappelé que selon l'Onu, l'Afghanistan compte des milliers de laboratoires de production de drogue, la superficie des champs de culture de drogue ayant augmenté l'année dernière, de 18% pour se chiffrer à 154.000 hectares.

 

A cet égard, M.Poutine a confirmé que la Russie était prête à continuer à entreprendre des démarches pratiques visant à éliminer le trafic de drogue, en coopération avec les pays membres de l'Organisation du traité de sécurité collective (OTSC), de l'Union européenne et d'autres.

La présidente du Brésil, Dilma Roussef, pencherait en faveur du F 18 de Boeing pour équiper son armée de l'air à l'issue d'une recontre avec le vice-président américain Joe Biden. Ce qui signerait le glas des espoirs de Dassault et de son Rafale.

 

Coup dur pour le Rafale. Encore favori au Brésil il y a un an, l'avion de combat de Dassault verrait ses espoirs de contrat s'éloigner au profit du F-18 de Boeing. La rencontre mardi du vice-président américain Joe Biden et de la présidente brésilienne Dilma Roussef aurait été déterminante, croit savoir l'agence de presse Reuters, qui cite des responsables brésiliens anaonymes.

 

Le Brésil craignait que le Congrès américain ne s'oppose au contrat afin d'éviter tout transfert de technologie militaire en direction du pays le plus peuplé d'Amérique Latine dont les positions sur l'Iran ou le Venezuela ont parfois énervé certains parlementaires US. Mais Joe Biden aurait donné des assurances qu'il n'en serait rien. Résultat, un contrat portant sur 36 avions de chasse pour un montant de quatre milliards de dollars semble bien parti pour tomber dans l'escarcelle de Boeing. Des commandes supplémentaires pourraient même s'y s'ajouter.

 

Les sources de Reuters ont toutefois précisé que la présidente brésilienne n'avait pas encore pris de décision définitive. Le calendrier exact de l'annonce n'est pas non plus connu. Dassault et le suédois Saab, également sur les rangs, ne sont donc pas officiellement hors course. Mais l'Inde apparaît plus que jamais comme le plus sûr espoir du Rafale pour décrocher enfin son premier contrat à l'étranger.

 

Problème, la négociation était au point mort en mai. La vente de quelque126 appareils achoppait sur le refus du français d'assumer la responsabilité des appareils assemblés sur place dans le cadre d'un transfert de technologie. Le contrat, évalué entre 12 et 20 milliards de dollars, stipule que les 18 premiers exemplaires doivent être construits en France et les 108 restants assemblés sous licence en Inde.

Washington DC - EADS North America is withdrawing from the US Army's Joint Multi-Role/Future Vertical Lift (JMR/FVL) programme.

 

"We will withdraw from further consideration for the JMR/FVL concept development effort," writes Sean O'Keefe, chief executive officer of EADS North America in a letter addressed to Heidi Shyu, assistant secretary of the army for procurement. "We deeply regret the fiscal necessity to make this decision."

 

O'Keefe says that EADS faces financial constraints in light of the Congressional sequestration law that automatically cuts projected US defence outlays by 10% every year for 10 years and the implementation thereof.

Sequestration forced the army to reduce funding for the EADS UH-72A Lakota. The army had planned to buy 31 UH-72As in Fiscal 2014 and 10 the following year, but instead now plans to buy only 10 during the next fiscal year that begins on 1 October.

 

O'Keefe says that his company will focus its efforts on the army's armed aerial scout programme, however the service has yet to decide if it will proceed with that procurement.

 

Analyst Dan Goure of the Lexington Institute says that it makes perfect sense for a company like EADS to withdraw from the JMR/FVL project given that budgets are declining and there is uncertainty about how much money will be available going forward. "Why would a company put scarce talent, even if it was being paid fully for the effort-but the government wants them to put in their own money and effort-why would they do that when the chances are increasingly dim for any kind of production programme," he says.

 

Moreover, foreign-owned entities like EADS North America and AgustaWestland have not had experienced a positive track record in prior dealings with the Pentagon, Goure says. "So why spend the time, effort and money on a long-shot?" he asks.

 

But it will not just be foreign companies that opt out of bidding for US defence tenders as the flow of cash starts to ebb, even big US defense prime contractors may start carefully weighing the opportunity cost submitting a proposal to the Pentagon. "This I think is the leading edge," Goure says. "You're going to see this happen more and more and more from defence companies including US primes."

 

The bottom line is that in many respects the US government is an extremely demanding customer and the cost of doing business with it may simply not be worth it, Goure says. There are other business areas for companies to invest in that generate far better returns on the dollar, he says.

Aide: House Approps Bill Has Funds for US East Coast Missile Site

WASHINGTON — A US House subcommittee wants to give the Pentagon $70 million next year to begin construction of a controversial missile shield, moving it one step closer to becoming reality.

 

A House Appropriations Committee aide told Defense News on Wednesday that the 2014 defense appropriations bill prepared by its defense subcommittee contains $70.2 million for the GOP-proposed site, which last year was partially blocked by Senate Democrats.

 

If included in the final version of the 2014 defense appropriations act, the monies “would, in theory, be spent this year,” the aide said.

 

If adopted in the final bill, the Pentagon would have the funds to begin erecting the site. The Pentagon is completing a congressionally mandated study of potential sites, with several under consideration in the northeast United States.

 

Senate Democrats last year slowed the East Coast plan, rejecting GOP’s effort to include it in 2013 defense authorization legislation. Instead, Republicans and Democrats opted to order the study of potential sites.

 

But an actual appropriation would give the Defense Department funds to begin moving dirt and installing missile interceptors. Senate Democrats say there is no requirement for the system, and charge it would be too expensive in an era of declining Pentagon budgets.

 

It remains unclear whether Democrats will block the plan again this year. Some Democrats, including the No. 3 Senate Democrat, Sen. Chuck Schumer of New York, already are lobbying for part of the shield in their home states.

 

If erected, the site could provide an unexpected boost for US firms that make missile interceptors, radars and other missile defense components.

 

The House Armed Services Committee is expected to take up at least one amendment on Wednesday or early Thursday morning that would give the East Coast site congressional approval, sources say.

Après l'avion fonctionnant à l'hydrogène ou l'aile volante du futur, la prochaine création des Phantom Works, le laboratoire de recherche de Boeing, n'est autre qu'un... véhicule tout-terrain militaire. Bien sur il ne s'agit pas de n'importe quel tout-terrain, puisque ce 4x4 a été spécialement conçu pour être utilisé depuis la soute d'un V-22 Osprey, par les forces spéciales américaines.

 

Baptisé Phantom Badger (blaireau fantôme), il n'existe pour le moment qu'à l'état d'un prototype qu'Air&Cosmos a pu voir en avant-première, lors d'une visite dans les installations de Boeing à Saint Louis dans le Missouri. Le constructeur américain affirme avoir répondu à un appel d'offres (RFP) du Pentagone, baptisé ITV pour Internally Transportable Vehicle  et dont la principal exigence est de concevoir un véhicule suffisamment compact pour pouvoir loger dans les entrailles de l'hélicoptère convertible, ce qu'aucun véhicule militaire américain actuellement en service ne peut faire.

 

Pour mémoire, la soute du V-22 mesure 7,4 m de long, pour une largeur et une hauteur de 1,8 m. Boeing s'est donc associé à une société baptisée MotoSports Innovation (MSI) dont la spécialité est la préparation de véhicules pour les célèbres courses de Nascar. Sur le plan technique le Phantom Badger se présente comme tout-terrain compact, de conception simple et robuste, faiblement blindé et dont la plage arrière peut être aménagée de diverse manière grâce à une structure tubulaire démontable où peut notamment être fixé une mitrailleuse de 12,7 mm.

 

L'engin est essentiellement fabriqué avec des matériaux légers, à savoir de l'aluminium pour le châssis et de la fibre de verre pour la carrosserie. Il est propulsé par un moteur diesel pouvant également être alimenté au kérosène JP-8. Pour l'heure, le Phantom Badger a déjà fait l'objet de d'essais à Fort Bragg et dans le désert de l'Arizona. Si Boeing n'a pas d'ambition particulière dans le domaine des véhicules terrestres, le constructeur s'estime néanmoins être le mieux placé pour concevoir un véhiculé taillé sur-mesure pour le V-22. Cela serait également un bon moyen de dynamiser les chances de l’hélicoptère sur les marchés exports...

 annonce que le premier vol de l'avion de surveillance et de reconnaissance Emarss (Enhanced Medium Altitude Reconnaissance and Surveillance System) a eu lieu le 22 mai dernier.

 

Ce premier vol, réalisé à partir du site de Beechcraft à Wichita, a duré 4 heures.

 

Cet avion fait partie d'un premier lot de quatre avions destiné à l'US Army dans le cadre de la phase EMD (Engineering, Manufacturing and Development, ou ingénierie, fabrication et développement) du programme. En octobre dernier Boeing avait déjà fait voler un appareil prototype destiné à la phase de réduction de risque.

 

Le programme Emarss prend pour base un biturbopropulseur Beechcraft King Air 350, auquel ont été ajoutés des capteurs optroniques vidéo, des capteurs Comint, une liaison de données tactique et une capacité « de guidage de précision aéroporté ».

 

Le King Air est l'une des plateformes favorites des forces américaines pour la conception d'avions multimissions, comme le MC-12W Liberty en service au sein de l’US Air Force depuis 2009.

The USMC Harrier II fleet is set to have its service life extended to 2030, with the F-35 Lightning II now further off entering service than originally expected.

 

Previously, the Marine Corps' AV-8Bs were due to be phased out in 2027 but, now, they'll remain in service for a minimum of three more years.

 

The USMC would have got its first F-35Bs this year but, now, their arrival's been put back to 2015 at best. Therefore, the USMC Harriers are being upgraded and in their favour is an abundance of extra airframes, spare parts and support equipment recently obtained from the UK, which no longer operates the Harrier.

 

The UK's Harrier Force was retired in December 2010 as a result of the SDSR (Strategic Defence and Security Review). The then-redundant airframes were initially stored but, shortly afterwards, sold to the US, after it became apparent that the F-35 programme was not proceeding as expected. Some now consider it ironic that the F-35's predecessor is, in effect, temporarily taking the new aircraft's place within the USMC.

 

USMC Harriers

 

The AV-8B VSTOL (Vertical Short Take Off and Landing) aircraft is a development of early Harrier models which, in turn, led to the UK's GR5, GR7 and GR9 versions. It features a redesigned wing and fuselage, a raised cockpit and other aerodynamic and systems enhancements, along with a weapons hardpoints increase.

 

Introduced in 1985, the AV-8B Harrier II remains in widespread USMC service and also equips the Spanish and Italian navies.

 

Powered by a Rolls-Royce vectored-thrust turbofan, it has a top speed of Mach 1 and a range of 1,200 miles. Its weapons include AIM-120 AMRAAM and AIM-9 Sidewinder air-to-air missiles, AGM-65 Maverick and AGM-84 Harpoon air-to-ground missiles, CBU-100 cluster bombs and Paveway laser-guided bombs.

 

The AV-8B Harrier II's operational career includes deployments in the Iraq War, Operation Enduring Freedom (Afghanistan) and Operation Odyssey Dawn (Libya).
