Lockheed Martin Developed System to Improve Ability to Predict and Prevent Space Collisions

 

In a special February ceremony on Kwajalein Atoll in the Pacific Ocean – more than 2,100 nautical miles southwest of Honolulu – the U.S. Air Force and Lockheed Martin [NYSE: LMT] broke ground at the future six-acre site of the new Space Fence radar system.

 

The event marks the official start of construction for the S-band ground-based radar system, designed to replace the 1960s Air Force Space Surveillance System to improve the way objects are tracked in orbit and increase our ability to predict and prevent space-based collisions.

 

“The number of small satellites and satellite operators around the world is skyrocketing, rapidly crowding an environment already congested by the more than 17,000 pieces of space debris that we are able to track today,” said Steve Bruce, vice president for Advanced Systems at Lockheed Martin’s Mission Systems and Training business. “By comparison, when it comes online in 2018, Space Fence will enable the Air Force to locate and track hundreds of thousands of objects orbiting Earth with more precision than ever before to help reduce the potential for collisions with our critical space-based infrastructure.”

 

In addition to the radar arrays, the Kwajalein installation will include an on-site operations center and an annex to the current island power plant that will ensure the Space Fence system has everything necessary to provide continuous space situational awareness.

 

Lockheed Martin won the $915 million contract in June of 2014 to engineer, manufacture and deploy the Space Fence radar system. The total contract value is estimated at greater than $1.5 billion over an eight-year period of performance if all options are exercised.

 

The Lockheed Martin-led team – which includes AMEC Foster Wheeler and General Dynamics SATCOM Technologies – has decades of collective experience in space-related programs, including sensors, mission processing, cataloging, orbital mechanics, net-centric communications and facilities.

Washington DC - Competition for the US Army’s improved turbine engine programme (ITEP) is shaping up to be a head-to-head match-up between single-spool and double-spool turboshaft powerplant designs.

The army is set issue a request for proposals for preliminary design review in May. Both a Pratt & Whitney/Honeywell team General Electric Aviation are expected to compete, although other engine manufacturers also could bid for the work. General Electric builds the T700 engine that ITEP will replace in army helicopters, and ITEP should be a drop-in replacement for the T700 in the Sikorsky UH-60 Black Hawk and the Boeing AH-64 Apache.

The programme goal is to develop a 3,000shp engine that also achieves a 25% improvement in fuel efficiency over the T700.

Mike Sousa, advanced turboshaft programme manager at GE, says “the fundamental competitive difference is two-spool core versus one-spool”. A single-spool engine, which the T700 is, is simpler than a double spool and the technology is well understood and readily available, Sousa says.

Raytheon Recognized by NASA for Small Business Support

NASA selected Raytheon Company (NYSE: RTN) as the Large Business Prime Contractor of the Year in its agency-level awards to recognize small business partnership. Raytheon was nominated for its support to the Goddard Space Flight Center in Greenbelt, Md., and was then advanced to recognition at the agency level for extensive efforts to help NASA meet its goals for small business inclusion.

In its announcement, NASA explained its Small Business Industry Awards program is designed to recognize outstanding contractors that help the agency meet its mission. For 2014, nominations were received from all 10 of NASA's centers.

U.S. fears Islamic State is making serious inroads in Libya

Islamic State insurgents in Libya.The United States is increasingly concerned about the growing presence and influence of the Syria-based Islamic State movement in Libya, according to U.S. officials and a State Department report.

 

The officials said what they called "senior" Islamic State leaders had travelled to the country, which is whacked by civil war, to help recruit and organize militants, particularly in the cities of Derna and Sirte.

 

Since late January, Islamic State militants have carried out attacks, including a car bombing and siege at the Corinthia, a luxury hotel in Tripoli, and an attack on the Mabruk oilfield south of Sirte, according to a report circulated this week by the State Department's Diplomatic Security Bureau.

 

The militants also posted on the Web images of the beheading of 21 abducted Egyptian Coptic Christians on a Libyan beach.

 

The State Department document said estimates of the number of Islamic State fighters operating in Libya ranged from 1000 to 3000.

 

Around 800 fighters were based in the Derna area alone, the report said, including up to 300 who previously fought in Syria or Iraq.

 

U.S. officials said that because of its strategic position, Libya had become a springboard for would-be fighters from across North Africa wanting to link up with the Islamic State. They could travel from there to Syria for frontline experience.

 

The State Department assessment, whose existence was first reported by the Washington Free Beacon website, said that the disintegration of central authority in Libya "has given ISIL an opening to establish a legitimate foothold."

 

The report said Islamic State had only had limited success in capturing and holding territory in Libya.

 

U.S. officials said Libya Dawn, an Islamist, but non-Jihadist, movement based in the city of Misurata, was mounting a counter-attack against Islamic State forces, a development which the United States considered encouraging.

 

Islamic State has also endorsed, or received expressions of loyalty, from other militants around the region, including factions based in Nigeria, Yemen, Afghanistan, Pakistan and Egypt's Sinai Peninsula.

 

U.S. agencies are evaluating evidence that appears to tie Islamic State to the militants who killed 20 foreign tourists on Wednesday at a museum in Tunis, the capital of Libya's western neighbor Tunisia.

Multinational maritime forces begin Exercise Obangame Express 2015

The multinational exercise, Obangame Express 2015, is being conducted by the maritime forces from Gulf of Guinea nations, Europe, South America, the US and various regional and international organisations.

 

Sponsored by US Africa Command (AFRICOM), the nine-day Obangame Express exercise is designed to improve regional cooperation, maritime domain awareness (MDA), information-sharing practices, and tactical interdiction expertise to enhance the collective capabilities of Gulf of Guinea nations to counter sea-based illicit activity.

 

Obangame Express 15 tactical command officer captain John Rinko said: "Every nation represented in the exercise plays a critical role in not only their own nation's maritime security, but the security of the entire region.

 

"Each year of Obangame Express, we build on the successes of the previous year to mature the coordination between nations, develop a higher level of cooperation and improve the capability and capacity of our maritime forces.

 

"During this exercise, we will not only work to enhance tactical and operational maritime security capabilities, but to improve international and interagency coordination for responding to threats to maritime security."

 

Conducted as part of four US Naval Forces Europe-Africa/US 6th Fleet (NAVEUR-NAVAF/C6F) facilitated regional exercises, Obangame Express will provide an opportunity to train on skill sets that include boarding techniques, search and rescue operations, medical casualty response, radio communication, and information management techniques.

 

Leveraging the Code of Conduct for West and Central Africa, the exercise will include a two phase underway portion comprising of a regional framework and an emphasis on national patrols.

 

The USNS Spearhead joint high-speed vessel (JHSV 1) is scheduled to participate in Obangame Express.

 

Participating nations in Obangame Express 2015 include Angola, Belgium, Benin, Brazil, Cameroon, Cote d'Ivoire, Democratic Republic of Congo, Denmark, Equatorial Guinea, France, Gabon, Germany, Ghana, Nigeria, Norway, Portugal, Republic of Congo, Sao Tome & Principe, Spain, Togo, Turkey, the UK and the US, as well as the Economic Community of West African States (ECOWAS) and the Economic Community of Central African States (ECCAS).

The US Marine Corps (USMC) has awarded a contract to Elbit Systems' US subsidiary for the delivery of Common Laser Range Finder-Integrated Capability (CLRF-IC).

 

The $73.4m indefinite-delivery indefinite-quantity (IDIQ) contract has a performance period that runs up to 2020 and the initial order under the IDIQ award amounts to $7.5m.

 

Work under the contract will be carried out by the company in Merrimack, New Hampshire.

 

Commenting on the contract, Elbit Systems of America president and chief executive officer Raanan Horowitz said: "We are pleased to provide the USMC with their new rugged CLRF-IC, a lightweight system that is mission-ready and safer for the foot-mobile Marine.

 

"Leveraging the innovative capabilities of our imaging, range finding, and degraded environment navigation solutions, Marines are now able to acquire targets without breaking cover from their concealed fighting positions and minimise impact while on the move."

 

Set to replace the USMC's currently fielded equipment, Elbit's CLRF-IC is a lightweight targeting device that is designed to incorporate day and night imaging and high accuracy laser based range finding.

 

The system provides 24-hour observation capability, accurate range to targets, the ability to confirm spot on target with laser designation systems, and accurate target location in a variety of conditions, including magnetically disturbed environments, areas with overhead clutter, and in GPS-denied situations.

 

The CLRF-IC is said to offer a more affordable mission capability due to its highly reliable performance and minimal lifecycle cost.

The US Navy has contracted Louisiana-based shipbuilder Metal Shark to build rigid hull inflatable boats (RHIBs), as part of future foreign military sales (FMS) requirements.

 

The $15.3m contract includes options that, if exercised, will bring the total value of the award to $47.4m.

 

Metal Shark president Chris Allard said: "Metal Shark is proud to count the US Navy among its top customers, and with the award of this newest contract, we look forward to continuing and strengthening this relationship for years to come.

Metal Shark's new 7m-long RHIBs will be constructed using a flexible baseline configuration to enable quick alterations, which will support specific FMS case requirements of customers across the globe.

 

The boats will be used to support a variety of operations, including personnel and cargo transfer, search and rescue, vessel interdiction and boarding, plus insertion and extraction of force, and open water patrol.

 

The company is also under contract to deliver the US navy's Force Protection Boat - Medium (FPB-M and High Speed Manoeuvrable Surface Target Boat (HSMST), as well as the US Coast Guard's Response Boat - Small (RBS).

 

Metal Shark also produces vessels for state and local law enforcement agencies, pilot associations, port operators, and several other commercial interests.

The US Navy is set to christen the tenth San Antonio-class amphibious transport dock ship on 21 March at the Huntington Ingalls Industries' (HII) shipbuilding division visitor control centre.

 

The ship is being named in honour of late John P Murtha, who represented Pennsylvania's twelfth congressional district from 1974 to 2010.

 

Having served in the Marine Corps for 37 years, Murtha saw service in the Korean War and in Vietnam, and earned the Bronze Star with Valor device, two Purple Hearts and the Vietnamese Cross of Gallantry.

 

Launched on 30 October 2014, the LPD 26 is scheduled for delivery to the navy in 2016 and will join the first nine ships of the San Antonio-class.

 

USS Portland (LPD 27), the final ship of the current San Antonio-class, was keel laid in August 2013 and is currently under construction at HII.

 

Designed to serve as a key element of the navy's sea base transformation, the LPDs are being developed to enable deployment of the combat and support elements of marine expeditionary units and brigades.

 

Featuring a flight deck and hangar which can operate CH-46 Sea Knight helicopters and the Osprey tilt-rotor aircraft (MV-22), the LPD 26 will be equipped with a well deck capable of embarking and debarking landing crafts, air cushion, the Expeditionary Fighting Vehicle (EFV), to deliver marines ashore.

 

The 684ft-long San Antonio-class ships have a displacement capacity of 25,000t and more than 23,000ft2 of vehicle storage, capable of transporting a landing force of up to 800 marines and their equipment.

 

The 11 ships will functionally replace more than 41 ships across four classes, providing the navy and marine corps with modern, sea-based platforms.

The US Navy's Arleigh Burke-class guided-missile destroyer USS Curtis Wilbur (DDG 54) has completed sea trials following a DDG midlife overhaul extended dry dock shipboard repair availability (EDSRA).

 

The 335-day EDSRA is said to be the longest and most extensive DDG overhaul in the history of Forward Deployed Naval Forces (FDNF).

 

The US Naval Ship Repair Facility in Yokosuka, Japan, conducted and led the first ever availability of DDG EDSRA to upgrade the destroyer's systems and weapons, as well as perform other necessary repairs.

 

USS Curtis Wilbur combat systems officer fire controlman 1st class Deffey Moore said: "It is incredibly important right now for the junior sailors to work with senior personnel to learn not just about their new equipment but underway life in general."

 

Built by Bath Iron Works in Bath, Maine, USS Curtis Wilbur is the fourth of seven Arleigh Burke-class guided missile destroyers assigned to Destroyer Squadron 15. Curtis was commissioned in Long Beach, California, on 19 March 1994.

 

The destroyer is permanently forward-deployed to Yokosuka in Japan where it supports the security and stability of the Indo-Asia-Pacific region.

 

Curtis Wilbur commanding officer, commander Hans De For said: "Curtis Wilbur worked with all of the ships on the waterfront to get our Sailors underway during the avail.

 

"With their help we were able to successfully complete this yard period with enough qualified watch standers to excel during sea trials."

Northrop Grumman Names Alan Lytle Vice President, Undersea Systems

Northrop Grumman Corporation (NYSE:NOC) has named Alan Lytle vice president, Undersea Systems business unit, for the company's Electronic Systems sector, effective immediately.

 

In his new position, Lytle will have executive responsibility for all Undersea Systems programs and products involving the design, development and production of advanced undersea capabilities including submarine sensors, unmanned maritime systems, minehunting systems and torpedoes. He will be based at the company's facility in Annapolis.

 

Lytle joined the company in 2010 as director, Undersea Systems special defense programs. In 2013, he assumed the role of director, business development and strategy, focusing on emerging and growth markets in the undersea domain.

 

Prior to joining Northrop Grumman, Lytle was a principal investigator and program manager at the National Institute of Standards and Technology. His primary research areas were field robotics and 3D imaging systems. Lytle is also a U.S. Navy submarine officer and served on fast attack submarines before transitioning to the Navy Reserve. He currently holds the rank of captain.

 

Lytle earned bachelor's, master's and doctorate degrees in engineering from Virginia Tech. He is also a graduate of the Naval Command and Staff program at the Naval War College.

Is the Pentagon Losing the Arms Race in Space?

Pentagon officials are deeply worried about Chinese and Russian anti-satellite weapons. Are their concerns justified?

 

This year, the Pentagon will try to step up its weapons modernization programs and boost investments in cutting-edge defense technology. As the principal rationale behind the Pentagon’s push, top Department of Defense officials cite the fear that the United States will lose its relative technological superiority thanks to the burgeoning technical capabilities of the Chinese and Russian militaries .

Yesterday, speaking at the McAleese/Credit Suisse Defense Programs Conference, Robert O. Work, deputy U.S. secretary of defense, noted that “because of budget uncertainty and restrictions imposed by Congress, and because of our unrelenting focus on the readiness of forward deployed forces, we’re chronically underinvesting in new weapons and capabilities.”

He further emphasized, “That should give all of us pause because our technological dominance is no longer assured (…) We see several nations developing capabilities that threaten to erode our long-assured technological overmatch and our ability to project power.” Chinese and Russian growing military capabilities are  particularly worrisome for the Pentagon’s leadership.

The American military’s chief weapons buyer, Under Secretary of Defense for Acquisition, Technology and Logistics Frank Kendall, said during his presentation at the conference that the erosion of the U.S. technological edge in the space domain is “particularly bad” due to Chinese and Russian growing anti-satellite capabilities.

These capabilities potentially include cyber and electromagnetic attacks, jamming operations, and ground-based lasers as well as anti-satellite (ASAT) missiles. For example, China destroyed a defunct weather satellite with a missile in 2007. In addition, Beijing tested a missile-fired anti-satellite kill vehicle in the summer of 2014, disguising it as a ballistic missile defense test. Russia is allegedly developing a satellite hunter — a spacecraft able to track enemy satellites and destroy them — according to media reports.

U.S. officials are especially concerned about threats to U.S. Advanced Extremely High Frequency (AEHF) satellites. “If an adversary were to take out one, just one satellite in the constellation, a geographic hole is opened and we potentially have a situation where the president can’t communicate with forces in that part of the world,” one official underlined.

However, many analysts note that the current threat scenarios have much more to do with the ongoing debate about sequestration — across the board budget cuts — and the fiscal year 2016 defense budget request (see: “The Defense Budget Debate Rages On”) than the actual danger to U.S. satellites from Chinese and Russian weapons.

As Diplomat contributor Jaganath Sankaran noted back in 2014: “While these concerns have some validity, all U.S. military satellites are not equally vulnerable to a Chinese ASAT attack. Furthermore, the benefits from an ASAT attack are limited and would not confer decisive military advantage in every plausible conflict.”

“The substantial range of orbital altitude — 1,000 kilometers to 36,000 kilometers — from which satellites operate poses a challenge to China’s ability to attack U.S. military satellites (…) Unlike the U.S., China has a very limited satellite tracking capability, most of which are based in its territory and possibly a few ships,” he adds.

More importantly he emphasized that “the presence of alternate platforms and built-in redundancies substantially limit the advantages that China can obtain from anti-satellite operation against the U.S.”

In November 2014, the Pentagon launched the Defense Innovation Initiative (DII), an initiative to maintain America’s military dominance for the 21st century and to develop a new third offset strategy. “The DII’s leading focus is to identify, develop and field breakthrough technologies and systems and to develop innovative operational concepts to help us use our current capabilities in new and creative ways,” Deputy Secretary Work said.

Eagle Resolve Exercise Draws Worldwide Participation

 

TAMPA, Fla., March 20, 2015 – U.S. Central Command

 

Improving interoperability is often touted by exercise organizers and senior leaders as one of the benefits in bringing together a cross-section of militaries.

 

With about 5,500 troops from 29 nations taking part in exercise Eagle Resolve in Kuwait this month, according to a U.S. Central Command news release issued today, there are many opportunities to increase the ability of militaries to work together.

 

“Everybody brings something different to the fight, but it's only effective if you know how to use their skills and expertise,” said U.S. Air Force Maj. Gen. Rick Mattson, U.S. Central Command's director of exercises and training and the U.S. exercise director for Eagle Resolve.

 

Militaries Gather From Many Regions

 

Since its inception in 1999, Centcom’s release said, Eagle Resolve has been a venue for the U.S. and Arabian Gulf countries to partner with militaries from North and South America, Europe and Asia -- all regions are represented at this year's exercise -- and address their collective security concerns in a relatively low-risk environment. The current exercise began March 8 and concludes March 31.

 

In addition to Kuwait and the United States, the other 27 nations taking part in Eagle Resolve include: Bahrain, Oman, Qatar, Saudi Arabia, United Arab Emirates, Argentina, Australia, Bangladesh, Belgium, Canada, Denmark, Egypt, France, Germany, Italy, Japan, Jordan, the Netherlands, New Zealand, Norway, Pakistan, Poland, Singapore, South Korea, Spain, Turkey and the United Kingdom.

While Russia lost the space race back in the 1960s, they are still trying to catch up. The Russians quickly realized that putting people on the moon and bringing them back alive was not really wirth it  and concentrated on trying to catch up in more practical areas. Thus on February 28, 2015 Russia put its first photo satellite using digital photography into orbit. Called Bars M, it is expected to last five years. This is behind schedule as the last old-style (using film that had to be sent back to earth) photo satellites was supposed to go up in 2005. Instead Russia has had to launch another eight film using photo satellites since 2005 while waiting for the new digital bird to be ready.

 

The U.S. pioneered this technology in the 1970s and replaced the older tech (which Russia still uses) of using film photography. The older method required satellites to eject canisters to send film back to earth. This limits the number of photos a satellite can take and how long it will be useful.

 

The Russians still have a long way to go. Consider the ground the Americans have covered in this area during the last half century. It all began in the 1960s with the first appearance of the KH (Key Hole) series of photo satellites. The first film camera satellite, KH 1, went up in 1959 but the first successful one was in 1960. Thus until the 1970s the film-using satellites supplied coverage of hostile nations. The KH 1 through 9 series satellites sent film back in canisters (for high resolution pictures), to be developed. The Keyhole 9, the first of which went up in 1971, was not only the last of the film satellites but the largest and most capable. Its basic design was used by the subsequent digital camera birds. The KH 9 could cover large areas at high (for the time) resolution of .6 meters (24 inches). This was more than adequate to spot and count tanks, aircraft, and even small warships. The 19th, and last, KH 9 went up in 1984. The KH-9 was a 13 ton satellite with multiple cameras and 4 or 5 reentry vehicles for returning the film for developing and analysis. The KH-9s were nicknamed Big Bird.

 

The age of film began to fade when the first digital satellite, the KH 11, was launched in 1976. These birds were large, nearly 15 tons, and the digital cameras could obtain better resolution and broadcast the photos back to earth. The resolution was such that objects 70mm (a few inches) in size could be identified from 200 kilometers away. Digital cameras were more flexible than film and eventually surpassed film in all categories. The KH-11 telescopic cameras operated like a high resolution TV camera. Images were captured continuously and transmitted to earth stations. Computers were used to finish the process and produce photos identical to those taken by a conventional film camera. You could even have motion pictures, as well as indications of heat and the nature of the various items. KH-11 could often tell what kind of metal an object on the ground was made of.

 

All this did not come cheap. These birds cost over $400 million each and lasted three or four years, depending on fuel usage. Moreover, you needed two of them up at the same time in order to guarantee coverage and save the birds from having to change orbit too frequently. The most recent KH-11, the 16th, was launched in 2013. There have been at least four models of the KH-11, since the first of five "Block 1s" was launched in 1976. Since the 1960s over a hundred KH series satellites have been launched.

The next generation, the KH-12, was supposed to have been launched in 1987. But because of problems with the space shuttle (one had exploded during launch), only a belated KH-11 was launched in October, 1987. The KH-12 was delayed, even though it had several advantages over the KH-11. Along with improvements in ground data processing equipment, the KH-12 could send back data in real time. You could watch events on a large, high resolution screen as they were happening. This would also allow military headquarters and other users to get their satellite information directly, without going through a CIA or NRO (National Reconnaissance Office) processing center. Data from the more esoteric sensors would still have to be studied by the specialists elsewhere. The KH-12 was expected to make users even more enthusiastic about satellite reconnaissance. It did, in the form of a much upgraded KH-11. Actually these birds were called KH-12s but are still officially known as KH-11.

The U.S. recently successfully tested a JDAM (GPS smart bomb guidance) kit modified to work on a B61 nuclear bomb. The latest version of JDAM includes wings which enable the JDAM equipped bomb to glide up to 70 kilometers. But the main reason for a nuclear JDAM is not enabling the bomber to drop the bomb from a distance but so the B61 ground penetrating version can use a smaller sized explosion to get the same effect as a much larger explosion. Since JDAM lands the bomb within 30 meters of the aiming point a smaller nuclear explosion gets the same effect (on an underground bunker) as the old version that would only land within 150 meters of the aiming point. That means you only need a 30 kiloton nuke to take out a bunker instead of a much larger one of about 150 kilotons. This means less collateral damage and less fallout going into the atmosphere. Yes, even nukes can be ecologically sensitive.

 

The B61 JDAM is, like the B61 itself, hardened to prevent EMP (electromagnetic pulse) from damaging the electronics. Not a lot of adjustment is needed for the JDAM kit as the B61 has a shape similar to that of the non-nuclear bombs JDAMs are normally used on. The air force is spending over $700 million for the five year effort to develop the B61 JDAM kit. This kit will be tested to make sure it works from a B-52, F-15, B-2, F-16, F-35A and the European PA-200 Tornado

 

Meanwhile the $8 billion effort to refurbish the elderly B61 nuclear bombs is proceeding but budget cuts may delay the number to be refurbished (to about 400) and the delivery date (from 2017 to 2020). Getting this refurb into service means that the last American megaton (million tons of TNT equivalent) bomb, the B83 can be retired before it ages out of usefulness. Nuclear weapons have electronic and chemical components that degrade with and either have to be refurbished or retired because of age-related ineffectiveness.

 

The effort to refurbish one of its oldest warhead designs, the B61, began back in 2006. The B61 is a thermonuclear ("H-Bomb") weapon that is available in several versions. The ones being refurbished are those designed for penetrating the earth before going off. Most nuclear bombs with higher yields ones (300-400 kilotons) are detonated in the air rather than allowed to hit or penetrate the ground. Some 3,200 B61s were built since the design went into service in the mid-1960s, and about half of those remain available for use.

 

The refurbed warheads will be good for another two decades. The basic B61 nuclear bomb weighs 320 kg (700 pounds), is 330mm in diameter and 3.56 meters (11.7 feet) long. They are delivered by aircraft as bombs. Back in 2006 about 400 B61s were still stored in Europe and these are not being refurbed. Interestingly, the W80 nuclear weapon used on some two thousand cruise missile warheads are not being refurbished either. Without the refurb all these older warheads will be useless by the end of the decade and that fits in with the continuing arrangements between Russia and the United States to reduce their Cold War era nuclear arsenals.

Le commandement des Marines américains appelle à la vigilance après des menaces de l'EI

Washington - Le commandement des Marines américains a appelé dimanche ses personnels à la vigilance après la publication d'une liste de 100 militaires américains à abattre par un groupe se réclamant de l'Etat islamique (EI).

 

La vigilance et la protection de la force restent une priorité pour les commandants et leurs personnels, a déclaré dans un communiqué le lieutenant-colonel John Waldwell, du corps des Marines. Il est recommandé aux Marines et membres de leurs familles de vérifier leurs profils en ligne afin de (...) limiter l'accès aux informations personnelles, a-t-il ajouté.

 

Cet avertissement fait suite à la publication sur internet d'un appel au meurtre de 100 militaires américains, comprenant leurs noms et adresses supposés ainsi que des photos, selon le centre américain de surveillance des sites islamistes (SITE).

 

Le groupe à l'origine de cette publication se présente comme la Division des hackers de l'Etat islamique et affirme avoir piraté ces informations sur des serveurs, bases de données et emails du gouvernement.

 

Selon le groupe, les 100 militaires ciblés ont participé à la guerre contre l'EI en Syrie, en Irak et au Yémen.

 

Interrogés par le New York Times, le département américain de la Défense et le FBI ont dit être informés de ces menaces et avoir ouvert une enquête.

 

Toutefois, selon une source militaire citée par le journal, la plupart des informations publiées pouvaient être accessibles au public et les serveurs du gouvernement ne semblent pas avoir été piratés.

 

Par ailleurs, certains des personnels qui figurent sur la liste publiée n'ont pas été impliqués dans les frappes aériennes menées contre l'EI par la coalition internationale dirigée par les Etats-Unis, ont indiqué des responsables au journal.

 

Ces derniers mois, plusieurs médias et institutions américaines ont été piratés par des hackers se réclamant de l'EI. En janvier, ils avaient ainsi brièvement pris le contrôle des comptes Twitter et YouTube du commandement militaire américain au Moyen-Orient (Centcom), une intrusion embarrassante pour l'armée américaine en pleine guerre contre l'EI en Syrie et Irak.

54 millions de $ à DSS pour gérer des stocks prépositionnés US en Allemagne

Le Pentagone a annoncé vendredi soir que le soutien des unités mécanisées récemment déployées en Allemagne (voir mon post ici) va être externalisé. Defense Support Services a décroché un premier contrat d'un an, d'une valeur de 54 millions de $.

DSS, fondée en 2004 par Lockheed Martin et Day & Zimmermann, appartient depuis 2011 à Pacific Architects and Engineers Incorporated (PAE). Lire ici un communiqué de presse de PAE.

La prestation aura lieu sur la base aérienne de Coleman Barrcks qui devait fermer. Mais en février dernier, il a été annoncé (lire ici) que ces installations vont rester actives et accueillir les équipements de la brigade blindée US tournante déployée dans le cadre de l'U.S. Army Regionally Aligned Forces. 800 véhicules y seront stockés.

Sikorsky Aircraft and PZL Mielec promise to invest $200 million in Polish Military Aviation Works facilities if they win the contract.

 

Sikorsky Aircraft and its Polish subsidiary will invest in Polish Military Aviation Works facilities if awarded a government contract for new military helicopters.

 

PZL Mielec said the investment would be nearly $200 million and establish service and repair units for UH-60 Black Hawk helicopters in plants of Polish Military Aviation Works, or WZL-1, in the cities of Lodz and Deblin.

 

"For WZL-1 it will be a technological revolution," said PZL Mielec. "Above all, it is the acquisition of new technology and competence in the field of aircraft service and repairs, replacement of machines and devices, and most importantly a move away from the current 'Soviet' approach to the service of aviation equipment and replacing it with 'Western' methodology."

 

"The acquired competences are also the chance for WZL-1 to join to the global support and service network of Sikorsky Aircraft and achieve in the future opportunity for providing improvements and modernization to the worldwide fleet of Black Hawk helicopters."

 

The Polish military plans to acquire as many as 200 helicopters -- transport as well as combat -- in the coming years to modernize its aviation capabilities.

Des hackers se réclamant du groupe jihadiste de l'Etat islamique ont publié une liste de 100 militaires américains à abattre, précisant leurs noms et adresses supposés, indique dimanche le centre américain de surveillance des sites islamistes (SITE).

 

Ce groupe qui se présente comme la "Division des hackers de l'Etat islamique" a mis en ligne ces informations sur des membres de différents corps de l'armée américaine, y compris leurs photographies et grades, ajoute le SITE.

 

Il affirme avoir piraté ces informations sur des serveurs, bases de données et emails du gouvernement.

 

Selon lui, les 100 militaires ciblés ont participé à la guerre contre l'EI en Syrie, en Irak et au Yémen.

 

Interrogés par le New York Times, le département américain de la Défense et le FBI ont dit être informés de ces menaces et enquêter sur le site.

SecAF: KC-46 First Flight 'Hopefully' Summer

WASHINGTON — The Air Force secretary expects the KC-46A tanker to have its first flight sometime over the summer, a "several month" delay for a milestone on the program.

 

The timeline laid out for Defense News by Air Force Secretary Deborah Lee James clarifies comments made Tuesday by Brig. Gen. Duke Richardson, program executive officer for tankers, that the tanker was going to miss the expected first flight date of mid-April.

 

"It is concerning me," James said in a Thursday interview. "My best belief, at this point, is it will be a several-month delay. So hopefully summertime is when it would occur."

 

This is not the first delay of a major test point on the tanker. The first test flight of a Boeing 767-2C, a test version of the KC-46A without the refueling boom and other tanker equipment, was scheduled for June 2014; it eventually occurred just before the New Year.

 

Executives for Boeing have emphasized that its focus is on a contractual obligation to provide 18 ready-to-go tankers on the ramp by 2017, and noted that first flight dates are targets, not obligations.

 

James did say that the KC-46 program has some good news, noting that the costs are capped and the company is largely on track for its major contractual requirements.

 

However, Richardson warned on Tuesday that the margin built into the schedule was essentially gone, and that any delay in getting that first flight up was a concern because of the need to get air worthiness certifications.

 

James echoed Richardson's concern about the lack of margin, and added that Boeing has submitted a new integrated master schedule, laying out its internal target dates, for review by the Air Force.

 

"The worrying news is that underneath those contractual and milestone requirements, there are a whole lot of other milestones," James said. "This is the internal plan for how do you get from here to there to meet the milestones. That's where there have been challenges and slippages and so forth, so that is the worrying part."

 

The KC-46A will replace the majority of the service's tanker fleet with 179 new planes, based on a Boeing commercial design.

The U.S. Air Force has given funding to an Ohio company to research and develop electro-optical sensors for sense-and-avoid systems for airborne remotely piloted vehicles.

 

The U.S. Air Force reports it is providing nearly $1.5 million in SBIR funding for development and maturation of sense-and-avoid technology for remotely piloted aircraft.

 

The funding, through its Small Business Innovation Research/Small Business Technology Transfer program, was given to Defense Research Associates Inc. of Ohio, whose research focuses on electro-optical sensors for detecting and tracking potential obstacles to remotely piloted vehicles in flight, The Air Force said.

 

The company's research is expected to uncover other technologies to improve SAA systems and prepare them for transition to engineering and manufacturing development and initial low-rate production.

 

"In addition to the SBIR funding, this program leverages more than $2 million in additional funding from the Airborne Sense and Avoid program, managed by the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base," the Air Force said. "These funds will help ensure the Phase II effort graduates into a Phase III program that successfully transitions its technologies into military or private sector."

L'armée américaine vient d'approuver l'achat d'aérostats après les avoir listé comme produit de défense - un processus long et difficile aux USA - a annoncé la société israélienne fabricante RT, cette semaine.

 

Le ballon de surveillance Skystar 180 a passé avec succès les tests de l'armée US (connus sous le nom d'AEWE), qui sont effectués une fois par an, pour agréé de nouvelles technologies de défense.

 

Ce système a été fréquemment utilisé par l'armée israélienne sur Gaza pendant l'opération Bordure protectrice l'été dernier. Il comprend notamment une charge de multi-capteurs miniatures fabriqués pas une autre société israélienne, CONTROP.

 

Le programme AEWE, qui se tient annuellement à Fort Benning, en Géorgie, est utilisé par l'armée américaine pour encourager les sociétés du monde entier à soumettre des dispositifs et des produits prêts à la production pour approbation.

 

"La sélection et l'approbation de SkyStar 180 par l'armée américaine est une preuve de qualité du système et de ses capacités technologiques de haut niveau", a déclaré le PDG de RT, Rami Shmueli.

 

"Nos systèmes d'aérostats - uniques au monde - sont les seuls à pouvoir fournir une surveillance aérienne à longue distance qui peut fonctionner jusqu'à 1.000 mètres d'altitude".

 

SkyStar 180 est un petit ballon mobile conçu pour la "surveillance tactique" pouvant aller de la sécurité publique, policière ou militaire. Il peut transporter des charges électro-optiques allant jusqu'à 20 KG et un relais de communication tout en restant attaché à terre.

 

L'aérostat offre, par ailleurs, une couverture de surveillance pouvant aller jusqu’à 72 heures et n'a besoin que de deux personnes pour entretenir et exploiter le système.

 

L'année dernière, RT a commencé à fournir en aérostats la police israélienne, qui les utilise pour aider à contrer les émeutes palestiniennes à Jérusalem-est.

US Army’s largest technical library collaborates to define its future

The board of directors for the largest science and technology library in the Army met March 11 at the U.S. Army Aviation and Missile Research, Development and Engineering Center, or AMRDEC.

 

Redstone Scientific Information Center, or RSIC, is a unique, national asset containing a collection of specialized materials including technical reports, contractor reports, technical memorandums, informational briefs, special reports, and conference papers open to all government employees and contractors at Redstone Arsenal.

 

In addition to being the largest technical library, it is also the only joint Army/ NASA library.

 

The RSIC board of directors is composed of various Redstone organizations to include AMRDEC, NASA Marshall Space Flight Center, or MSFC, Missile and Space Intelligence Center, Space and Missile Defense Command and most recently, Missile Defense Agency as an emergent funding partner.

 

“RSIC is extremely important to NASA’s Marshall Space Flight Center as a resource for technical data on a wide variety of topics ranging from rocket propulsion to space physics, from systems design to vehicle operations,” said MSFC Center Chief Technologist and board member, Dr. Andrew Keys. “Marshall is committed to working with the ‘Team Redstone’ members to ensure RSIC has a future within our community.”

 

RSIC Board Chair and AMDREC Director James Lackey shared insight on future development for the center.

 

“One of the key challenges for RSIC is making a secure transition into a more digital future. The entire definition of what a library means is fundamentally changing,” Lackey said. “Just look at how eBooks are proliferating over traditional hardback products in your very own home. Brave new world concepts of ‘knowledge management’, ‘data mining’, and ‘cloud analytics’ prevail over traditional dusty phrases of ‘card catalog’, ‘bound periodicals’, and ‘microfiche’.”

 

Library customers can provide information on their topics of interest and the staff will set up a profile in several databases. Customers will then receive journal articles, conference papers, and report citations by email when something new is published on their subject. This service saves researchers time and keeps them informed about the latest publications in their field.

 

All registered users at RSIC also have desktop accessibility to the library’s online resources, which include access to the library’s online catalog, 20 electronic databases, the electronic books and journals, RSIC’s digital collection containing electronic documents produced by AMRDEC, MSFC, Redstone Test Center, and the Comanche Project Office.

 

Lackey said, “RSIC must keep pace with information technologies to remain viable and relevant for today’s and tomorrow’s technical workforce. This entails a variety of activities including converting existing collections into digital format, exploring use of information technology tool sets, and social media as well as potentially expanding partnerships of RSIC beyond the arsenal gates to include local academic institutions. All of this future greatness comes with a literal cost.”

 

The objective of RSIC board of directors, or BoD, was to review the current operational status of the RSIC and make decisions on near-term actions as well as far-term strategic plans, including how to secure a more stable funding future.

 

“While the answer to this question is complex and obviously depends on a variety of factors, BoD members remain committed to support the RSIC charter going forward in the best supportive manner under our current and projected budget constrained environment,” Lackey said.

Lockheed Martin est en train de développer un pod de cyber-attaque pour le F-35 Lightning II dans le cadre d’une intégration d’armes cinétiques, a déclaré le responsable exécutif du programme le 17 mars.

 

« L’industrie développe un pod qui n’altèrera pas la signature radar de l’avion », a déclaré le contre-amiral Randy Mahr à la conférence de l’association Precision Strike à Springfield (Virginie). Il a ajouté que ce système offensif était dans la « phase de prototypage » et qu’il n’était pas conçu par Lockheed Martin (tout en refusant de nommer le développeur).

Parallèlement, le contre-amiral Mahr a déclaré que le F-35B à décollage court et atterrissage vertical (STOVL) serait compatible avec la nouvelle bombe Raytheon GBU-53/B SDB II (Small Diameter Bomb Increment).

La soute du F-35B est toutefois limitée et l’emport d’une GBU-53 nécessitera quelques adaptations.

« La SDB II s’adaptera au F-35B », a précisé le contre-amiral Mahr. « Nous devons simplement passer une ligne hydraulique et un faisceau de fils d’un demi-pouce de chaque pour la faire rentrer ».

Il a précisé que la SDB II était encore en développement et ne serait pas prête pour l’intégration avant l’achèvement du F-35 Bloc 4.

ROME — After hinting for months that he would consider selling DRS, Finmeccanica CEO Mauro Moretti said on Thursday he was taking stock of the firm's improving results and putting off all decisions until September.

Moretti first suggested last summer he could sell the US electronics unit that Finmeccanica bought in 2008. Then, in January, he told analysts that he would seek a partner to help run the unit, while selling off activity worth €200 million (US $214.6 million), including DRS' Aviation and Logistics, as well as Training Communications and Network solutions units.

At the time, Moretti said DRS' volumes had halved since Finmeccanica bought the firm for $5.2 billion, citing slowing US defense spending.

There were also, he said, "Clear difficulties managing the business effectively as a true domestic player if you are not American."

After finding a partner, Moretti said, "We will look at longer term options." Analysts at the time said the partnership could be a prelude to selling.

But on Thursday, at a meeting with analysts to discuss Finmeccanica's 2014 results, Moretti appeared more upbeat about DRS.
