NEW DELHI, October 10 (RIA Novosti)

 

Russia plans to deliver the overhauled aircraft carrier Vikramaditya to the Indian Navy in the fourth quarter of 2013, Defense Minister Anatoly Serdyukov said on Wednesday after an intergovernmental meeting in New Delhi.

 

The Vikramaditya, formerly the Russian Navy's Admiral Gorshkov, which is already years past its original 2008 delivery date, was supposed to have been handed over on December 4, 2012, but sea trials in September revealed the ship's boilers were not fully functional.

 

“The flaws in the boilers are expected to be fixed at the Sevmash shipyard in Severodvinsk by summer 2013,” Serdyukov told reporters in New Delhi.

 

“The ship will then undergo sea trials and will be delivered to the Indian Navy in the fourth quarter of 2013,” he said.

Indian Defense Minister A. K. Antony said after the meeting with Serdyukov that the ship's prompt delivery to India was a priority.

 

“All entities involved in modernizing and testing the ship must work hard to complete the work and trials as soon as possible,” he said.

 

The Indian media have speculated New Delhi may seek more than $100 million in penalty payments from Russia for the latest delays in handing over the refitted aircraft carrier.

 

India and Russia signed the original $947 million dollar deal in 2005 for the purchase of the carrier, but delivery has already been delayed twice, pushing up the cost of refurbishing the ship to $2.3 billion.

 

The Vikramaditya was originally built as the Soviet Project 1143.4 class aircraft carrier Admiral Gorshkov. The Project 1143.4 carriers and a class of destroyers with the same engines suffered a history of boiler failures during their service lives.

 

The ship was laid down in 1978 at the Nikolayev South shipyard in Ukraine, launched in 1982, and commissioned with the Soviet Navy in 1987. It was renamed after the Soviet Union collapsed in 1991. In 1994, the Gorshkov sat in dock for a year for repairs after a boiler room explosion. In 1995, it briefly returned to service but was finally withdrawn and put up for sale in 1996.

 

The ship has a displacement of 45,000 tons, and an endurance of 13,500 nautical miles (25,000 km) at a cruising speed of 18 knots. It will have an air wing consisting of Russian-made MiG-29K jet fighter planes and Kamov Ka-31 early warning radar helicopters.

 

Some of the MiG-29K fighters have already been delivered to India.

NEW DELHI, October 10 (RIA Novosti)

 

India will begin production of an export variant of Russian plane-maker Sukhoi's T-50 stealth fighter from 2020, Russian Defense Minister Anatoly Serdyukov said on Wednesday during a visit to Delhi.

 

"The technical characteristics have been confirmed to our (Russia and India) defense ministries. We propose serial production of the plane should start by 2020," he said, following the meeting of an Indian-Russian intergovernmental commission.

 

T-50 is a prototype of a multirole stealth fighter jet currently undergoing flight testing by the Russian Air Force. The plane will feature an electronically-scanned active-array radar, supercruise capability, high maneuverability and low radar and infrared signatures. Sukhoi claims it will have significantly better performance than the US-designed Lockheed F-22 Raptor which is now in service.

 

Russia also hopes to sign a deal with India by the end of this year for an additional batch of 42 Sukhoi Su-30MKI fighter aircraft of an improved standard to those already in service in India, he said.

 

"Russia has presented India with a contract for delivery of another 42 Su-30MKI aircraft. I hope it will be signed by year-end," he said.

 

The new Su-30MKI will feature an advanced active electronically-scanned array radar system as well as modified electronic warfare systems and the ability to fire the land-attack variant of the BrahMos Russian-Indian supersonic cruise missile, according to Defence Industry Daily.

 

Russian-Indian joint venture BrahMos Aerospace is expected to supply the Indian Armed Forces with about 1,000 BrahMos missiles.


India already has around 130 of the advanced Su-30MKI's in service, as part of a major reequipment program for the service, including purchase of 126 French Dassault Rafale fighters.

Russian Defense Minister Anatoly Serdyukov has departed for India where he will attend a meeting of the Russian-Indian intergovernmental commission for military-technical cooperation.

 

The key issues to be discussed include the refit of the Vikramaditya aircraft carrier, construction of frigates for India’s Navy, as well as licensed production of Russian Su-30MKI (Flanker-H) fighters and T-90S battle tanks in India, Serdyukov’s spokeswoman Irina Kovalchuk said.

 

She added that the commission may also discuss prospects of interaction in upgrade programs for Indian Air Force aircraft, infantry fighting vehicles and tanks and other issues.

 

Kovalchuk said the sides will sum up their joint activity and sign a relevant protocol.

However, another source said New Delhi would be unlikely to impose sanctions, as “it would negatively affect bilateral military-technical cooperation.”

Memorandum of Understanding covers fixed- and rotary-wing aircraft, UAV, maintenance and support opportunities

 

Boeing [NYSE: BA] and Korean Air Aerospace Division (KAL-ASD) will broaden their cooperative relationship to include rotorcraft, fixed-wing aircraft, unmanned aerial vehicles, and military aircraft maintenance and support through a memorandum of understanding (MOU) signed on Oct. 4.

Over five days and four nights in vast tracts of unfamiliar terrain, the infantry soldiers from the 5th Battalion, Singapore Infantry Regiment (5 SIR), executed dismounted attacks, performed a helicopter insertion and fought opposition forces in a built-up area.
Taking the troops through long stretches of uneven ground in an area several times the size of Singapore were the Terrex Infantry Carrier Vehicles (ICVs), the latest infantry asset of the Singapore Armed Forces (SAF).
These operations were part of the battalion's Army Training Evaluation Centre (ATEC) evaluation, held from 2 to 6 Oct at Exercise Wallaby 2012 in Shoalwater Bay Training Area (SWBTA), Queensland, Australia. An ATEC evaluation tests the combat proficiency and operational standards of a unit to ensure that its operational readiness is maintained, and fighting capabilities are kept sharp to deal with potential threats.
The 700-strong battalion is the SAF's first motorised infantry battalion to take part in the 22nd edition of the annual exercise, which features the networked air-land capabilities of the 3rd Generation SAF.
The battalion's training will culminate in an integrated live-firing exercise on 10 Oct, which will see the Terrex ICVs operating for the first time together with other armoured and air assets at SWBTA.
Explaining the value of conducting motorised infantry battalion training at Exercise Wallaby, Exercise Frame 1 Commander and Commander 3rd Singapore Infantry Brigade, Colonel (COL) Seet Uei Lim, said: "The vast training space allows the Terrex ICVs to manoeuvre long distances and conduct live-firing at the battalion level with various land and air platforms. This is something that we're unable to do back home due to space limitation.
"The involvement in the exercise tests the combat proficiency of the soldiers at both the individual and battalion levels. It raises the unit's proficiency and readiness."
On the debut of the motorised infantry battalion at Exercise Wallaby, COL Seet explained that the training cycle of 5 SIR coincided with this year's exercise and was therefore timely for the battalion to participate in the integrated live-firing to validate its networked fighting capabilities.
Since taking delivery of the Terrex ICVs in 2010, 5 SIR is the second operationalised motorised infantry battalion, following 2 SIR. The latter attained its operational status in May last year.
At the integrated live-firing exercise, the Terrex ICVs, which equip the infantry troops with more mobility, firepower, protection and networked capabilities, will operate alongside land and air platforms, including the Leopard 2SG Main Battle Tanks (MBTs), Skyblade III Mini-Unmanned Aerial Vehicles (UAV) and AH-64D Apache attack helicopters.

The Leopard 2SG MBT is the upgraded version of the Leopard 2A4 MBT. The upgrades, particularly in the communications aspect, allow the Leopard 2SG MBT to be compatible with other 3rd Generation SAF platforms. Other upgrades in firepower, protection and mobility raise the capability of the Leopard 2SG MBT to meet the demands of the modern battlefield.
For Commanding Officer 5 SIR Lieutenant Colonel (LTC) Peter Chee, the live-firing exercise will allow his troops to appreciate and understand better the capabilities of the other platforms, as it provides a good opportunity for the different units to put plans into action in a realistic environment, and come together as an integrated force to fulfil a common mission.
The air-land integration is augmented by the employment of the Battlefield Management System (BMS) which connects the soldiers, who are equipped with the Advanced Combat Man System (ACMS), to the Terrex ICVs and Battalion Headquarters (HQ). It also links the Terrex ICVs to the AH-64Ds through the Battalion HQ and the STrike ObserveRs Mission (STORM) team.
The STORM team comprises six soldiers who specialise in the search and destruction of targets. Mounted on mobile platforms such as the Terrex ICVs, the team can locate a target via surveillance information provided by the scout team, and activate artillery and air assets, including the AH-64Ds, to engage the target.
The ACMS, which is carried by two team leaders and a section commander in a seven-man section, enables soldiers on the ground to relay information on the locations of friendly and hostile forces, thereby enhancing battlefield coordination. In addition, section commanders are empowered to call for support fire.
Together, the BMS and ACMS provide commanders with a common operating picture at the battalion level. On the benefits of such a networked system, LTC Chee said: "Given the BMS and the ACMS, I'm able to see where all my Terrex ICVs and my soldiers are. This advances my situational awareness and allows me to command, control and coordinate movement of the forces more easily over a vast space."
On the air-land integration in this year's live-firing exercise, Exercise Air Director and Commander of the Tactical Air Support Group, COL Jonathan Tan, noted that the incorporation of the motorised infantry operations increases the complexity and dynamism of the exercise scenario.
"The Terrex ICVs are motorised vehicles, which means there are now more land assets on the move. To avoid fratricide (accidental killing of friendly forces), we have to make sure that there is tight coordination between the land and air assets. This underscores the importance of the BMS and ALTaCC (Air-Land Tactical Control Centre) because they provide a comprehensive land and air picture for the attack helicopters to fire with precision."
ALTaCC is the command and control agency that coordinates the deployment of air assets and management of airspace to facilitate target engagement.
Exercise Wallaby 2012 takes place over 65 days and spans across three frames, with motorised infantry battalion training, air-land integration training and armour battalion training as the highlights of each frame. This year's exercise, held from 22 Sep to 24 Nov, involves more than 4,300 SAF personnel and over 350 SAF platforms.

Nagoya - Honeywell sees opportunities for both its commercial and defence businesses in Japan.

 

One of the more prominent foreign stands at this year's Japan Aerospace show in Nagoya was that of Honeywell, which does extensive business in Japan's commercial and defence aerospace business.

 

"Japan is still very relevant and it's still our largest market in the region for both commercial and defence," says Briand Greer, president of aerospace for Honeywell Asia-Pacific.

 

In the commercial sphere, the company is actively promoting various products and upgrades to existing Honeywell equipment. He notes that a number of Japanese carriers have shown interest in or purchased a Honeywell system designed to give pilots greater situational awareness of runway incursions.

 

He adds that Honeywell auxiliary power units have 90% market share in Japan.

 

In the Japanese defence market, Honeywell is focused on providing upgrades to existing platforms. The firm sees opportunities to provide engine upgrades for Tokyo's Boeing CH-47 Chinook helicopters and to provide a turbine starter to augment the engines of Lockheed Martin C-130 aircraft.

 

Other possible C-130 upgrades that Honeywell says are suitable for Tokyo include improved radar, a better terrain collision avoidance system and an enhanced ground collision warning system, says Heath Patrick, vice-president of technical sales and operations for Honeywell.

 

Greer says that increased competition for defence budgets in both the USA and overseas has spurred Honeywell to pursue sales opportunities more actively.

 

"We're going out to proactively sell a value proposition," says Greer. "We're introducing solutions to problems we've solved for other operators."

PANO – A contract to build 2 battleships was signed between the Naval High Command, and Hong Ha Shipbuilding Company and Ba Son Firm under the General Department of Defence Industry on October 8th in Hai Phong.
An artillery ship built by Hong Ha Company. Under the contract, the two shipbuilders will build two modern battleships: artillery ship TT400TP and vessel 12418 Molniya.

According to Naval leaders, the building of the two battleships is part of the Service’s general modernisation programme in an effort to improve its capacity to effectively manage and firmly protect the Fatherland’s continental shelf, sea and islands.
The Vietnam People’s Navy is in the process of boosting and modernizing its force to meet the requirements of the new situation, said a high-ranking Naval officer at the signing ceremony.
According to representatives of the shipbuilders, the designs and shipbuilding technology for the two ships have been acquired, and they are ready to build the ships and finish the whole project on time.

Classic Ilyushin’s 40-year-old Il-76 design has been extensively reworked and will re-enter production in 2014, Dubbed has Il-476, it is a new-generation Il-76 transport aircraft which features new Perm PS-90A-76 engines, a Kupol-M avionics suite from Kotlin-Novator and a new glass cockpit.

 

II-476 variant offers 10% lower fuel burn, and will have an increased maximum takeoff weight of 210t. The new aircraft will have a range of 2,700nm (5,000km) with a 52t payload, and can also be operated from paved and unpaved runways with an elevation of up to 9,840ft (3,000m).

 

Russia recently carried out its first flight of this new generation aircraft and has also placed orders of 39 aircrafts for its airforce; Russia also has orders of 30 aircrafts by Chinese air force. aircraft will enter production by 2014 and Russia will target old users to have export success and India and china are largest operators’ of this transport aircraft and both are looking for retiring them in next few years .

 

“Classic” Il-76s is been operated by many forces in the world and many actually are on the verge of been phased out in next few years, Indian air force currently operates nearly Two Dozen of Russian made Il-76 aircrafts.

 

IAF operates 17 Il-76MD which are powered by older engines and 6 Il-78MKI Aerial Tankers and 3 A-50 AWACS which are powered by new generation PS-90A-76 engines, IAF some years back had complained that they were not happy with supply of spares for the new PS-90A-76 engines, but that seems to have sorted out.

 

Indian air force has ordered 10 Boeing C-17 Globemaster III which makes IAF second largest operator of this fleet after USA , and options for more jets are open in the original contract . IAF will consider availability of cheaper II-476.

 

II-476 will offer Indian air force a cheaper replacement to its 17 Il-76MD fleet and also will require minimal infrastructure and Trained manpower support for this aircrafts and future A-50 Awacs for Russian air force will be based on this aircraft and II-476 could also be one of the platforms on which DRDO developed AWACS could be mounted . “Awacs India “Project requires new long range aircraft and considering current AWACS are based on Il-76 platform.

The Indian government is considering fiscal penalties for ongoing Russian delays of refurbishing its aircraft carrier.

 

A senior Indian Defense Ministry official said, speaking on condition of anonymity, "We may impose liquidity damages up to 5 percent of the (former Soviet aircraft carrier) Admiral Gorshkov contract worth over $2.3 billion if there are delays in supply of the warship," The Press Trust of India reported.

 

The Admiral Gorshkov, rechristened INS Vikramaditya, was scheduled for commissioning by Indian navy by December but repeated delays in its upgrading have caused reports to appear in Russian media implying that it will now be delivered in October 2013.

 

Problems with the carrier's propulsion system are largely responsible for the delay.

 

Igor Leonov, chief engineer at Russia's White Sea Sevmash shipyard, which is refitting the vessel, said it will take four to five months to repair and replace brickwork that provides thermal insulation for the steam boilers on the INS Vikramaditya.

Another source close to the Indian military industrial complex said New Delhi would be unlikely impose sanctions, as “it will negatively impact relations between the two countries in military-technical cooperation.” France has delayed delivery of six Scorpio submarines for more than three years, but India has not raised the issue of penalties over that contract, he said.

New Delhi - The issue between the Army and the IAF for controlling attack helicopters was a "family problem" and the government was in the final stages of finding a solution for it, Defence Minister A K Antony said here today.

 

The Army has been demanding the control over attack and medium-lift helicopters saying they are mainly used for its operations and that is why they should be under it. The IAF, which operates two squadrons of Russian-origin Mi-35/25 attack choppers, has been opposing the demand.

 

"There is no tussle and there is no war. These are all family problems and we will find a solution. We are in the final stages of finding the solution amicably. Don't go beyond that," he told reporters on the sidelines of the Territorial Army Day parade.

 

The Minister was asked if the Defence Ministry has rejected Army's demand to have its own fleet of attack and medium-lift helicopters, over which the two services are engaged in a battle.

 

The IAF had recently said that it has rejected the Army's demand to have their own attack and medium-lift helicopters contending that the country can't afford to have these "little air forces" growing up to do their "own things".

 

Commenting on its proposal, Army Chief Gen Bikram Singh said the Defence Ministry holds a very "sympathetic view" about the demand raised by the Army for having its own attack helicopters.

 

It is still under the active consideration of the Ministry and it is not correct for anyone to say that the Ministry has shelved the Army's proposal in this regard, he said.

 

Recently, IAF chief Air Chief Marshal N A K Browne had said "little air forces" cannot be allowed to grow up asking if the Coast Guard asks for submarines, will it be given the assets by the Navy.

AgustaWestland, a Finmeccanica company, is pleased to announce that the Royal Thai Army has signed a contract for two AW139 twin-engine helicopters. These aircraft will be delivered in 2014 to perform transport and utility missions across the nation. The contract, which also includes a comprehensive maintenance and training package, marks the entrance of the AW139 into Thailand’s military helicopter market and further expands the success of the type in the country.

Vincenzo Alaimo, Head of Region, AgustaWestland, said “It gives us great pleasure to sign this contract with the Royal Thai Army to support their transport requirements. We are confident this model, thanks to its unmatched performance, comfort and safety, has significant potential in Thailand in the future.” The Royal Thai Army adds to a growing number of military customers that have ordered or are already operating the AW139 for a wide range of roles including VVIP and government transport, utility, search and rescue, emergency medical service and homeland security. The armed forces of Ireland, Qatar, UAE, Italy and Egypt are just some of those operating the AW139 today.

The AW139 delivers best-in-class performance with a cruise speed of 165 knots (306 kph), a range in excess of 500 nm (927 km), endurance of 5 hours and superior hover performance. It also has the largest cabin in its class which can accommodate up to 15 passengers. The unobstructed cabin design allows maximum flexibility for different seating configurations and the transport of equipment. The baggage compartment, provides a massive 3.4 cubic metres (120 cubic feet) of storage which is easily accessible from both the cabin and outside the helicopter. The AW139 is the world’s best selling helicopter in its class and the only new generation aircraft in its class in service today. Over 500 AW139s are now in service worldwide. Almost 170 customers from more than 50 countries have ordered nearly 650 AW139 helicopters so far.

Missile supersonique BrahMos

 

MOSCOW, October 9 (RIA Novosti)

 

India has uprated its BrahMos supersonic cruise missiles by installing the advanced satellite navigation systems from Russia's Kh-555 and Kh-101 strategic long-range cruise missiles, adding GPS-GLONASS technology to the existing doppler-inertial platform, Izvestia reported on Tuesday quoting sources in the military-industrial complex.

 

The integration of the navigation systems from Kh-555 will turn BrahMos, a supersonic cruise missile, into a "super-rocket" with almost a sub-strategic capability above its normal tactical range, capable of hitting targets over 180-300 miles (300-500 km), from sea, land and air launchers, and capable of being armed with a nuclear warhead, the source said.

 

The installation of the advanced navigation system is optimised for the new air-launched version of BrahMos, which will be carried by India's Russian-built Sukhoi Su-30MKI strike fighters. India plans to deploy over 200 of the advanced aircraft by 2020.

 

The combination of air-launched BrahMos with the Su-30 will give India a long-range strike capability similar to Russia's Tu-95MS and Tu-160 strategic bombers, said aviation analyst and editor of Vzlet magazine Vladimir Sherbakov.

 

"This missile is an important element in the military power of the Indian armed forces and our Indian partners have placed a lot of faith in it," he said.

 

India's main potential adversary, Pakistan, does not have modern air defenses capable of engaging targets outside BrahMos range, a source in Russia's High Command told the paper.

 

The Indian Navy carried out a successful test-firing of the sea-launched variant of the weapon on October 7 from the frigate INS Teg off the coast of Goa, the New Indian Express reported.

 

BrahMos can reach a speed of Mach 2.8 at levels as low as 30 feet (10 m) or fly high-profile diving attacks. The missile was jointly developed by Russia and India, based on the NPO Mashinostroyenie 3M55 Onyx (NATO SS-N-26).

After decades of unchallenged naval supremacy in the Pacific and Indian Ocean, new naval powers are looming in the area, and new alliances are formed. The ceremonial commissioning of the first aircraft carrier by China, and the planned commissioning of the ex-Russian aircraft carrier Vikramaditiya (planned for December but later delayed to 2013) are two points indicating this new vector of growing importance of regional naval air power in Asia Pacific and the Indian Ocean.

While the two carriers, by themselves, are not challenging the US supremacy at sea, undoubtedly, more will be fielded over the coming decade. Russia is planning to build six new aircraft carriers after 2020. Russian naval planners foresee at least one Russian Carrier Battle Group (CVBG), comprising 15 vessels supporting the aircraft carrier will be deployed in the Pacific Ocean by 2017. A second CVBG will be deployed with the Northern Fleet. Each CVBG will include at least one flat deck carrier (CV), missile cruisers (CG), destroyers (DDG), multi-purpose submarines (SSN), frigates (FFG), corvettes, landing craft and other ships such as icebreakers for the Arctic zone.

 

The US Navy currently deploys six of its 11 aircraft carriers in the Pacific Ocean. The US plans to reduce the number of carriers deployed with the Third and Seventh fleets in the Pacific Ocean to five, with the planned withdrawal of the USS Enterprise, but the number will increase again in 2015, as the new Gerald R. Ford is commissioned in 2015.

China has already indicated that the new ‘Liaoning’ is only a training platform, for its navy to practice the operational and technical aspects of naval aviation operations. These lessons will be implemented in the design, construction and fielding of future Chinese built carriers. India is also planning to build two Majestic class aircraft in the next 10 years. India has been operating aircraft carriers since 1961 when the ex-Royal Navy HMS Hercules was inducted into service as INS Vikrant. She was retired in 1997, replaced by the INS Viraat (formerly HMS Hermes), which entered service with the Indian Navy in 1987.

 

Through the years India has built a sizable naval aviation force, extending its reach into the Indian Ocean. As part of this plan, India prepared to deploy three carrier battle groups in the Indian Ocean by the year 2015, reflecting its growing Indian interests as a regional power. However, with the commissioning of its new carrier delayed for next year, and introduction of the first indigenous carrier delayed at least to 2017, the Indian naval air power is hanging on the thread of the 60 year old Viraat, whose service is now stretched at least through 2020. To prepare for the extended service life, INS Viraat is scheduled to enter four months refit at the Cochin Shipyard, to be completed around April 2013, leaving India without any operational carrier…

 

Eventually, Viraat will be succeeded by the first of two indigenously built Majestic class carriers – INS Vikrant, to be commissioned not earlier than 2017. The second Majestic class carrier, INS Vishal is currently planned to enter service in 2022.

 

The Thai Navy also operates one aircraft carrier but does not have strike aircraft to support combat operations. Other navies in the pacific are operating ‘helicopter carriers’ landing assault ships include Japan, South Korea and, in the near future -Australia. Other navies in the Pacific While the number of aircraft carriers in the Pacific Ocean will not reach the World War II levels, the range, operational flexibility and firepower they possess will make these naval assets as dominant and crucial as their WW II predecessors.

The next two NH90 helicopters arrived at Base Ohakea in the Manawatu this week.

Once introduced into service the NH90 helicopters will vastly improve the Air Force’s capability to conduct military, disaster relief, search and rescue and other helicopter operations.

“The Air Force is undergoing a complete renewal of its operational fleet, with the introduction of new and upgraded aircraft, supported by new advanced training devices. The NH90 helicopters are a very important part of our upgrade programme,” says Deputy Chief of Air Force, Air Commodore Kevin Short.

“Once fully operational, the NH90 will be providing support to the Royal New Zealand Navy, New Zealand Army and other Government agencies.”

The NH90 helicopters are manufactured by European company NATO Helicopter Industries (NHI). In total, eight NH-90 helicopters have been purchased. The first two helicopters arrived in New Zealand in December 2011, and the remaining four helicopters will be progressively delivered by the end of 2013.

The Deputy Secretary of Defence Des Ashton acknowledged NHI’s efforts in delivering the second tranche of helicopters.

AIRCDRE Short says all the NH90s will undergo a rigorous introduction into service programme that will ensure their capabilities are maximised  as the fleet is progressively made available for military operations. Air and ground crews were also undertaking extensive training programmes.

The NH90s will eventually replace the Iroquois helicopters which have been in use for more than 40 years.

MOSCOW, October 8 (RIA Novosti)

 

China will continue patrolling the waters near the Diaoyu Islands, a Foreign Ministry spokesman said on Monday.

 

Marine surveillance and fishery patrol ships will continue to perform their duties in the area, spokesman Hong Lei said, adding that the waters off the Diaoyu Islands are under China's jurisdiction, Xinhua reported.

 

As of Saturday nine ships were patrolling the area.

 

Commenting on Japanese Foreign Minister Koichiro Gemba's recent remarks that the Japanese government hopes to resume talks with Taiwan on fishing in the waters, Hong said the Japanese government should strictly comply with the one-China principle.

 

He again urged Japan to “correct its mistakes” and return to negotiations to resolve the dispute.

La Corée du Nord a annoncé qu'elle possédait des missiles stratégiques capables de frapper le territoire des Etats-Unis. "L'armée révolutionnaire, y compris ses forces de missiles stratégiques, ont placé à portée de tir non seulement les forces américaines dans la péninsule coréenne mais aussi le Japon, Guam et même le territoire des Etats-Unis", a affirmé le porte-parole de la Commission de la défense nationale à l'agence officielle de presse nord-coréenne KCNA.

Le régime communiste possèderait 800 missiles mobiles parmi lesquels 600 SCUD, présentant un danger immédiat pour la Corée du Sud. Nombre de spécialistes estiment toutefois qu'il ne dispose pas encore de la technologie suffisante pour nucléariser un missile. Les Etats-Unis n'ont pas immédiatement réagi.


Ces menaces répondent à l'annonce dimanche par Séoul de la conclusion d'un accord avec Washington lui permettant de presque tripler la portée de ses missiles balistiques, qui couvriront ainsi la totalité de la Corée du Nord. La portée des missiles sud-coréens sera étendue à 800 km, contre 300 km actuellement, également suffisante pour atteindre une partie de la Chine et du Japon.


En échange des 28 500 soldats américains sur son territoire, la Corée du Sud avait accepté de limiter la portée de ses missiles, en 2001, afin d'apaiser les tensions sur la péninsule. Mais au regard des ambitions nucléaires et balistiques de son voisin du Nord, Séoul plaidait pour un allongement de la portée des missiles et les négociations s'étaient accélérées après le lancement - raté - d'une fusée nord-coréenne en avril dernier.

Russia is hoping to win a tender on the delivery of 15 heavy-lift helicopters to the Indian Air Force, state-run arms exporter Rosoboronexport said.

 

Russia is facing a stiff U.S. competition in the tender, as both the Russian upgraded Mi-26T2 Halo and the Boeing Chinook CH-47F had qualified in the technical trials and their financial bids, covering the initial acquisition cost as well as the lifecycle costs, were opened in September.

 

The Mi-26T2 is the world's largest helicopter featuring an upgraded new glass cockpit, advanced airborne radio-electronic equipment and navigation system.

 

Mi-26T2 has a maximum take-off weight of 56,000 kg compared with the Chinook's maximum gross weight of 22,668 kg. The Chinook uses a tandem rotor layout compared with the Mi-26's conventional helicopter layout with a main and tail rotor.

 

The results of the tender will be announced by the end of this year, and the suppliers are given three years to deliver the first units after a contract is signed.

 

India, traditionally one of Russia's core customers for arms, has placed several large defense orders with the United States this year, including a $4.1 billion contract for 10 Boeing C-17 Globemaster-III strategic airlifters, $2.1 billion for eight P-8I Poseidon maritime patrol aircraft and $962 million for six C-130J transport aircraft.

 

Boeing has also won a $1.4 billion deal to supply India with 22 AH-64D Apache helicopter gunships beating off competition from Russia's Mil Mi-28 Night Hunter.

South Korea announced on Sunday it had reached a new agreement with the U.S. that allows it to substantially extend the range of its ballistic missiles to 800 km and to greatly increase the payload of shorter-range missiles. The move, which has been described as a means to increase South Korea’s deterrence capability vis-à-vis North Korea, could make other countries within the region, particularly Taiwan, seek a similar lifting of restrictions.
A 2001 accord signed between Seoul and Washington prevented the South Korean military from developing ballistic missiles with ranges of more than 300km and payloads exceeding 500kg (prior to that agreement, the maximum range was 180km, but North Korea’s test-firing of a Taepodong-1 missile over Japan in 1998 encouraged the change). The 2001 arrangement, which reflected the guidelines stipulated in the Military Technology Control Regime (MTCR), a voluntary mechanism principally meant to curb nuclear proliferation and the means to deliver nuclear warheads, held for years as Washington feared lifting it would spark an arms race in Asia.

Australian Minister for Defence Stephen Smith and Minister for Defence Materiel Jason Clare on Friday, Oct. 5, welcomed five United States Navy (USN) EA-18G Growler aircraft to RAAF Base Amberley.

 

In August, the Government announced that it had decided to acquire the Growler electronic warfare capability for the Super Hornet at a cost of around $1.5 billion.

 

The Growler is a specialised version of the Super Hornet. The Growler electronic warfare aircraft was used very effectively by the United States Navy during air operations in Libya last year.

 

The United States Navy are regular visitors to Australian as part of longstanding aircraft cooperation arrangements between Australia and the United States. This however is the first time EA-18G Growler aircraft have visited Australia.

 

The Growler capability will provide Australia with an ability to disrupt or jam a range of military electronics systems, including radars and communications systems.

 

Electronic threats are an inherent part of modern combat and Growler will provide options for the Royal Australian Air Force (RAAF) to undertake electronic threat suppression operations in support of Australian Defence Force (ADF) operations.

 

The Growler capability can also undertake intelligence, surveillance and reconnaissance.

 

The USN EA-18G Growler visit will allow Australia to learn more about how the capability works alongside our F/A-18F Super Hornets.

 

The Growlers will undertake training flights and simulation activities while in Australia, alongside Australian F/A-18F Super Hornets.

SEOUL (AFP): North Korea test-fired one short-range missile off its west coast last week, a day after South Korean President Lee Myung-Bak held a top-level security meeting, a report has said. 

The surface-to-ship missile was fired into the Yellow Sea on September 27 and travelled an estimated 80-90 kilometres, South Korea's Yonhap news agency quoted a Seoul government source as saying.

"The test-firing could be a part of the North's routine efforts to improve their capabilities and range, but there was an assessment that it could be a reaction to our government's movement," the source was quoted as saying.

On September 26 Lee and his top security officials urged North Korea to halt any attempt to sway South Korea's presidential election in December. They reiterated their vow strongly to punish the North for any provocations.

SUBIC, Philippines— The Philippines on Oct. 8 said a former U.S. naval base facing the South China Sea could play a key role as a hub for American ships as Washington moves to strengthen its presence in the Asia-Pacific.

 

Once the U.S. military’s largest overseas facility, the former Subic Bay Naval Base 80 kilometers (50 miles) northeast of Manila has been transformed into a freeport and tourism zone since it was shut down in 1992.

 

But a senior Philippine official pointed out that, with the United States planning to shift the bulk of its fleet to the Pacific by 2020 as it focuses on Asia, it would need natural deep water bays to dock its ships and submarines.

 

“Based on U.S. official pronouncements, there is a strategic rebalancing (of its forces) and that means more assets, more aircraft in the Western Pacific,” said Edilberto Adan, a former general who heads the government’s Visiting Forces Agreement (VFA) commission.

 

“There are very few ports that can accommodate naval assets and naval carriers, and one of them is Subic.

 

“As the U.S. begins to implement (the shift), Subic will play an important role because it is one of the important facilities that can service their presence in the Pacific.”

 

He said Subic could “provide the necessary port calls, port visits and servicing required by U.S. assets, naval or aircraft”.

 

Adan was talking to reporters at Subic Bay aboard the USS Bonhomme Richard, an amphibious Marine expeditionary unit assault ship taking part in a 10-day joint exercises with Filipino forces.

 

Subic, along with the nearby Clark Airbase, were key facilities for the United States, the former colonial ruler of the Philippines, during World War II.

 

They then provided logistical support during the Vietnam War in the 1970s, and remained of strategic importance during the Cold War.

 

Clark closed down in 1991 after nearby Mount Pinatubo volcano erupted, covering the base in ash and making it unusable.

 

Subic, which is in the northern town of Olangapo facing the South China Sea, survived the eruption.

 

But, amid strong nationalist sentiment and street protests calling for U.S. troops to leave the Philippines, the Senate voted in 1992 to end a lease agreement that allowed the bases to operate.

 

In November 1992 the last U.S. ship sailed out of Subic.

 

The Philippines, however, ratified a visiting forces agreement with the United States in 1999, allowing the resumption of large-scale training exercises between the allies.

 

U.S. troops have since been engaged in various exercises with the Philippines annually.

 

Adan, whose commission oversees the joint exercises with U.S. troops, also said an increased American presence in the Philippines could help protect the surrounding seas.

 

“Our concern and everyone’s concern in the region is freedom of navigation, to ensure that commerce and trade, commercial shipping go unhampered,” he said.

 

“And the Philippines is in a very strategic location in the region, so it is important that (it) plays a role in that regional geographical configuration.”

 

The Philippines has repeatedly expressed concern about a perceived more aggressive Chinese presence in the South China Sea.

 

China claims virtually all of the South China Sea, even waters close to the coasts of the Philippines and other Asian countries.

 

Tensions escalated this year after Philippine and Chinese ships were locked in a stand-off at a disputed shoal in the South China Sea.

 

The Philippines also accused China of using bullying diplomatic tactics to assert its claims, and sought expressions of support from the United States in its dispute.

 

Under a mutual defense treaty, the United States is bound to come to the defense of the Philippines if it is attacked.

 

However, Adan made no direct reference to China.

NEW DELHI (PTI): The Indian Air Force is planning to induct its first self-destructing combat drones from Israel by next year for enhancing its firepower.

The Israeli-made Harop unmanned combat air vehicle (UCAV) will give IAF the capability of hitting high value targets such as enemy missile and radar sites without sending its manned fighter aircraft.

  "The UCAV are expected to join us by next year enhancing our firepower in both conventional and low intensity conflict," a senior IAF official told PTI here.

Harop will be IAF's first combat UAV for offensive strikes, though it already possesses a fleet of Searcher and Heron UAVs to perform surveillance and reconnaissance roles.
